MALAYBALAY, Bukidnon, Oct. 21 (PIA)--Cabinet Officer for Regional Development and Security (CORDS)-X and Presidential Communications Operations Office (PCOO) Sec. Martin Andanar alongside Technical Education and Skills Development Authority Regional (TESDA)–10 Regional Director Tarhata S. Mapandi presided the awarding of certificate of completion to the 17 indigenous people (IP) graduates of “Basic Habal-habal Repair and Small Engine Service Electrical System” skills training program at Barangay Capitan Anghel, Malaybalay City.“This program came into fruition nung nakita natin ang pangangalian ng IP communities, as the chairperson of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) ito lang po ang panimula at makakaasa po kayo na marami pa ang darating sa Kapitan Anghel, sa mga out-of-school youth, maari pa kayong makakuha ng additional trainings,” Mapandi said. (This program came into fruition when we saw the need of the IP communities, as the chairperson of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC), this is only the start of our many support programs coming to Kapitan Anghel, to our out of school youth, you can still get additional training.)
As one of the programs of TESDA-10’s TEN@TOP IPs initiative, the barangay, which was identified as one of Convergence Areas for Peace and Development (CAPDev), was made a recipient of the community based-training by the Regional Task Force for Ending Local Communist Armed Conflict (RTF-ELCAC) Retooled Community Support Program (RCSP).
Such is targeted to counter CTG-NPA propaganda and boost government’s efforts in developing hinterland areas, in line with President Rodrigo Roa Duterte’s Executive Order (EO) 70.
“Kita tanan magtinabangay, pwede ta magbutang ug daghan proyekto. Bisag isa pa ka gatos ka proyekto atong ibutang diri, kung wala mo’y sense of ownership sa proyekto, paglakaw sa TESDA or NGO, kung dili ninyo angkunon ang proyekto, dili gihapon siya masuccessful,” Andanar said. (We need to help each other, we can start a lot of projects, even hundreds, but once TESDA or the NGO leaves, if we don’t have any sense of ownership in the project, then it won’t be successful.)
The secretary urged the IP community and the graduates to own the project and hope that the new skills they have acquired will lead them to become more productive members of the society.
Andanar also thanked the community for trusting the government and emphasized Duterte’s firm commitment in the attainment of peace and enacting equal development across the nation.
Region 10 currently has 4.7 million residents, 1.4 million of whom are IPs and 17.2 percent of the total population is poor based on 2018 poverty incidence. With this, RTF-ELCAC and CORDS-X ensure that all programs and projects in line with EO 70 will be implemented despite the pandemic. (VPSB/PIA10)
