FORT BONIFACIO, Metro Manila – Maj. Gen. Romeo S Brawner Jr. the Commander of the 4th Infantry Division (4ID) is the newly appointed Commanding General of the Philippine Army (CGPA).

President Rodrigo Roa Duterte signed his appointment as CGPA effective today, December 7, 2021.

Maj. Gen. Brawner is a member of the Philippine Military Academy “Makatao” Class of 1989. Under his leadership, the 4ID neutralized high-ranking CTG personalities in Northern Mindanao and Caraga regions including Jorge Madlos alias Ka Oris, head of the NPA’s National Operational Command. Ka Oris’ neutralization demoralized their ranks resulted in a series of surrenders and seizure of firearms nationwide.

The unit also significantly reduced the CPP-NPA presence in their areas of responsibility in compliance with the directive of Pres. Rodrigo Duterte to eradicate insurgency by the end of his term.

FORT BONIFACIO, Metro Manila – Brig. Gen. Adonis R. Bajao assumed as the new Acting Commander of the 9th Infantry “Spear” Division in a Change of Command and Retirement Ceremony at Camp Elias Angeles, Pili, Camarines Sur on December 7, 2021.

Brig. Gen. Bajao took over the position from Maj. Gen. Henry A. Robinson Jr. in a ceremony presided by the Chief of Staff of the Armed Forces of the Philippines and concurrent Commanding General Philippine Army Lt. Gen. Andres C. Centino.

Brig. Gen. Bajao is a member of the Philippine Military Academy “Makatao” Class 1989. He also served as the 9ID’s Assistant Division Commander before his new designation. He also held leadership from various units such as the 1002nd Infantry Brigade; Joint Task Force General Santos, 10th Infantry Division; Eastern Mindanao Command, Office of the Secretary Army General Staff; and 78th Infantry Battalion, 8th Infantry Division, to name a few. Brig. Gen. Bajao graduated from the Development Academy of the Philippines with Masters in Public Management Major in Development Security, and the University of the Philippines with a Doctorate in Public Administration.

Meanwhile, Maj. Gen. Robinson is a member of the PMA “Hinirang” Class 1987. He bowed out from the service today as he reached the mandatory retirement age of 56 after rendering 38 years of faithful military service.

During his stint as Commander of 9ID since May 2020, the division has significantly contributed to the government’s campaign against communist insurgency in the Bicol region.

Lt. Gen. Andres C. Centino lauded Maj. Gen. Robinson for bringing honor to the Command. He also congratulated Brig. Gen. Bajao for his new position.

“To the men and women of the 9th Infantry Division, continue to give your support to your new Acting Commander as you did to his predecessors. The Headquarters Philippine Army and the Armed Forces of the Philippines are always ready to provide whatever you need to accomplish your mission.”

MAWAB, DAVAO DE ORO – Former top New People’s Army commander Ariane Jane Ocheta alias Ka Marikit said internal conflict among its leaders inside Sub-Regional Committee in Southern Mindanao continues to plague the group and was the main reason for the demise of one of its leaders this year.

Following a tip from recently surrendered former rebels alias Piyot and alias Emil who also buried the remains of Daniel Bandalan alias Ka Regoy, troops of 1003rd Infantry Brigade together with 3rd Infantry Battalion immediately exhumed the body at Sta. Felomina, Quezon, Bukidnon last December 6, 2021.

Ka Regoy was the former Commanding Officer of Guerilla Front 55 under Sub-Regional Committee 5, Southern Mindanao Regional Committee of the Communist Terrorist Group New People’s Army.

Two newly deployed S70i Black Hawk helicopters were used to transport members of the Scene of the Crime Operatives (SOCO), relatives, and the media to the site.

3rd Infantry Battalion Commander, Lt Col Juvenal Tayamen, said that based from the revelation of former rebels, Ka Regoy died of tuberculosis while sleeping in his hammock about four months ago and was buried only knee-deep.

“Due to their hiding in the hinterlands of Bukidnon, Ka Regoy’s group was not able to give him proper medical attention until his situation had become worse which led to his painful death. The sad thing was his family was never informed of his death by the Communist Terrorist Group.” Lt Col Tayamen said.

According to Hermolina Bandalan, Ka Regoy’s aunt, also an Indigenous People’s Mandatory Representative (IPMR) in their area in Quezon, Bukidnon, troops of 3rd Infantry Battalion immediately notified them about Ka Regoy’s demise while inside the Communist Terrorist Group. Hermolina also said that their last meeting with Ka Regoy was in 2013 and expressed disappointment towards the CTG.

“Ang akong pangutana kay Regoy, nganong ni sulod pani siya sa kalihukan nga ang iyang uyuan gipatay man gani sa mismong kalihukan gihapon.” (My question to Ka Regoy is that why did he still join the armed movement when in fact his uncle was killed by the same armed group?), Hermolina added.

Furthermore, former Ka Regoy’s comrade and also Guerilla Front 55 Secretary, Ka Marikit, said the arrogance of the CPP-NPA-NDF leadership alongside its internal conflict among its cadres are the reasons of the demise of Ka Regoy.

“Namatay po si Ka Regoy dahil po sa internal conflict sa loob ng unit dahil sa mga personal na problema nila Ka Berto, Ka Lira, Ka Jose, Ka Mandi dahil hindi na nila kayang humawak ng mga kasamahan at mismong masa, nahihirapan na silang analisahin ang bagong kumpas ng gyera.” (Ka Regoy died because of the internal conflict inside the unit because of some personal problem of Ka Berto, Ka Lira, Ka Jose, Ka Mandi because they cannot handle their men anymore and the masses. They had a hard time analyzing the new dynamics of war), Ka Marikit added.

According to Ka Marikit, the unit knew that Ka Regoy will not survive his illness but the SRGU remains firm in not giving the sick comrade a medical leave worrying for a possible capture by government troops despite the limitations of the medical capability of the CTG.

“The troops of 1003rd Brigade extends its sympathy to the family of Ka Regoy for his passing. On the other hand, we would like to express our gratitude to the former rebels who helped in the retrieval of Ka Regoy’s body, so that we could prepare a proper and decent burial for him.” 1003rd Brigade Commander Colonel Consolito Yecla said.

10th Infantry Division Commander MGen Ernesto C Torres Jr said that the death of Ka Regoy in the hands of his own comrades is a reflection of the communist terrorist group’s selfishness with no regard for needs and the value of human life.

“Despite the significant contribution of Ka Regoy to their group, the leadership of Communist Terrorist Group in Southern Mindanao neglected the value of their comrade’s life in exchange for their self-gain. The Agila Division has rescued numerous former CTG members and provided sufficient medical attention which not only save their lives but also transformed their way of living.” MGen Torres added.

FORT BONIFACIO, Metro Manila – The Philippine Army joins the celebration of the National Human Rights Consciousness Week with the theme; “Pagkakapantay-pantay: Isulong ang mga Karapatang Pantao sa Panahon ng Pandemya” on December 4 until 10, 2021.

In a webinar organized by the Army Human Rights Office, Philippine Army Offices and Units nationwide renewed their commitment to protecting human rights.

Lt. Gen. Andres C. Centino, the Commanding General Philippine Army and concurrent Armed Forces of the Philippines Chief of Staff, reiterated the soldier’s role to defend the rights of the Filipino people.

“I urge all Philippine Army personnel to promote professionalism within our ranks and ensure that we always protect people’s rights in everything we do. After all, it is our sworn duty to serve the people and secure the land,” said Lt. Gen. Centino.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Nagkasagupa ang tropa ng pamahalaan at ang mga miyembro ng komunistang teroristang grupo sa bahagi ng Sitio Salong, Barangay Tanglagan, Gattaran, Cagayan ngayong araw, ika-7 ng Disyembre taong kasalukuyan bandang alas singko ng umaga.

Habang nagsasagawa ng Focused Military Operations ang kasundaluhan ng 77th Infantry Battalion upang masiguro ang kaligtasan ng mga residente sa nasabing lugar, bigla na lamang silang pinaputukan ng nasa limang mga miyembro ng Komiteng Probinsya Cagayan, Komiteng Rehiyon-Cagayan Valley at agad na nagkaroon ng palitan ng putok na tumagal ng mahigit limang minuto. Mabilis na tumakas ang mga rebelde patungong timog-silangang direksyon. Maswerte namang walang naitalang sugatan sa panig ng pamahalan habang bineberipika pa sa panig ng teroristang grupo.

Agad na isinagawa ng mga sundalo ang pagsisiyasat sa pinagpuwestohan ng mga CNTs at narekober nila ang isang carbine at dalawang springfield rifle (7.62mm) na pagmamay-ari ng mga nakasagupang CNTs.

Sinabi ni LtCol Joeboy Kindipan, Battalion Commander ng 77th Infantry Battalion na palaging handa sa pagtugon ang hanay ng kasundaluhan sa mga ipinaparating na impormasyon ng mga mamamayan ukol sa presensya ng mga teroristang grupo sa kanilang lugar. “Nakaalerto ang inyong kasundaluhan sa anumang nakaambang panganib laban sa mga mamamayan. Mananatili kaming tapat sa aming sinumpaang tungkulin na protektahan ang mga mamamayan.”

Nagbabala naman si BGen Steve Crespillo, Brigade Commander ng 501st Infantry Brigade na hindi titigil ang hanay ng kasundaluhan sa pagsugpo sa insurhensiya kung kaya hindi rin hahayaan na makatakas sa kamay ng batas ang mga nananatili pa ring miyembro ng teroristang grupo. “Handa ang hanay ng kasundaluhan sa probinsya ng Cagayan na tumanggap ng mga nagnanais magbalik-loob sa ating pamahalaan. Ngunit, ibang usapan na kung magpapatuloy pa rin kayo sa paghahasik ng karahasan sa Cagayan. Gagawin namin ang lahat para kayo ay mahuli at mapanagot sa ating batas.”

Nanawagan naman si MGen Laurence E Mina, Commander ng 5th Infantry Division na huwag nang sayangin pa ng mga natitirang mga miyembro ng CTG ang oportunidad na ibinibigay ng pamahalaan upang sila ay makapagbagong buhay. “Ang kapakanan ng bawat Pilipino ang laging isinasang alang-alang ng pamahalaan. Ninanais namin na magkaroon ng mapayapa at maunlad na pamumuhay ng bawat isa. Marami na kayong mga kasamahan na nagbalik-loob at nagsimulang muli sa kanilang buhay. Gawin ninyo silang mga halimbawa. Tinitiyak namin ang inyong kaligtasan.”

CAMP SIONGCO, MAGUINDANAO – Another Daulah Islamiya Bomb make/expert surrenders in Carmen, North Cotabato on December 5, 2021 as the government security forces and local government units continues to call on the members of the lawless terror group to return to the folds of the law.

Major General Juvymax Uy, Commander of Joint Task Force Central and 6th Infantry Division confirms the surrender of said DI bomb maker and expert as one of the high-value targets of security forces but refrains to reveal the identity of the former DI member for the safety of his family.

The former DI member along with one (1) 7.62mm M14 Rifle turned over himself to Lt. Col. Rommel Mundala, Commanding Officer of 90th Infantry Battalion, and was presented to Col. Jovencio Gonzales, Commander of 602nd Infantry Brigade at the Headquarters of 602nd Infantry Brigade in Camp Lucero, Carmen, Cotabato and was witnessed by the Vice Mayor of Carmen, North Cotabato.

“This surrender was a joint effort of the military and police forces in coordination with the Local Government Unit of Carmen, North Cotabato,” Col. Gonzales stressed.

Maj. Gen. Uy further stated that the former DI member will be enrolled with the DIWATA HAVEN (Dapat Iwaksi at Wakasan ang Terorismo at Armadong Pakikibaka – Hadlangan ang Violent Extremism) Program of North Cotabato wherein he is set to receive livelihood packages and assistance in order to live a sustainable and peaceful life with his family.

CAMP SIONCO, MAGUINDANAO – Joint Task Force Central Forces clash with a group of NPA Terrorists at Barangay Nalus, Kiamba, Sarangani Province on the morning of December 6, 2021.

Major General Juvymax R Uy stressed that military forces are in the far-flung barangays of Kiamba Municipality to secure the community after reports were received that members of the NPA continuously threaten and extort the residents of the said barangay. “It is our constitutional mandate to protect the Filipino People and the country from any threat groups,” Maj. Gen. Uy added.

Lieutenant Colonel Anhouvic Atilano, Commanding Officer of 38th Infantry Battalion disclosed that troops from 38IB encountered an undetermined number of Communist Terrorists under Platoon Central, Guerilla Front Musa for about 30-minutes. Troops seized one (1) 5.56mm M16 A1 Rifle and likewise recover various war materials and accessories after the clash.

On the other hand, one (1) Enlisted Personnel of 38IB was wounded in action during the said armed clash and is currently in stable condition after being transported to the nearest hospital.

“I call on the remnants of the communist terrorists to return to the folds of the law. Your government has prepared the necessary assistance to help all of you begin a normal life with your families,” said Maj. Gen. Uy.

Since January of this year, more than 100 former communist terrorists have returned to the folds of the law coming from the different municipalities under JTF Central area of operation. These accomplishments were realized with the help of the local government units and members of the community who has been instrumental in encouraging the former NPA combatants to surrender.

At the same time, JTF Central forces have been relentless in the conduct of focused military operations and community support programs in order to drive out communist terrorists from the barangays and isolate the communities from their influence and atrocities.

SAGAY CITY, NEGROS OCCIDENTAL— Troops of the 79th Infantry (Masaligan) Battalion have thwarted an extortion activity of the CPP-NPA Terrorists (CNTs) after engaging in a firefight to more or less five (5) CNTs in Sitio Ania Dos, Brgy Winaswasan, Calatrava, Negros Occidental on December 5, 2021 (Sunday).

According to Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB, an encounter broke out while the troops were conducting combat operations in response to information from concerned citizens on the presence of armed men reportedly conducting extortion activities in the area.

“Our troops received information from concerned citizens that a group of armed men were threatening and collecting food by force from the residents, not only in barangay Winaswasan but also to the neighboring barangays,” said Lt.Col. Javines.

The rebels fled in different directions after a seven-minute firefight. No casualty was reported on the government side while the rebels were believed to have suffered casualties based on the traces of bloodstains in their route of withdrawal.

“Pursuit operations against the communist terrorists are still ongoing and close coordination with other government forces were already conducted while the neighboring stations were also alerted for possible interception of the fleeing rebels, who scampered at the height of the firefight,” Lt.Col. Javines added

The Philippine Army installed Maj. Gen. Edgardo de Leon as the new Commander of the 8th Infantry “Stormtrooper” Division (8ID) in a Change of Command Ceremony at 8ID Headquarters in Catbalogan, Samar, on December 6, 2021.

The Commanding General Philippine Army and concurrent Chief of Staff of the Philippines Lt. Gen. Andres C. Centino presided over the ceremony as outgoing Acting Commander Brig. Gen. Wilbur C. Mamawag relinquished his post to Maj. Gen. de Leon.

Maj. Gen. de Leon, a member of the Philippine Military Academy (PMA) “Maringal” Class of 1988, served as the Deputy Chief of Staff for Operations, Armed Forces of the Philippines before his new position. He also held various leadership positions, such as the Commander of the 403rd Infantry Brigade, Chief of Staff of the 4th Infantry Division, Assistant Chief of Staff for Operations of the 10th Infantry Division, and Commanding Officer of the 73rd Infantry Battalion.


In his assumption speech, Maj. Gen. de Leon assured the people of Western Visayas that 8ID under his leadership would pursue the remaining CPP-NPA Terrorists (CNTs) so the people could live in peace in their communities.

Brig. Gen. Mamawag, on the other hand, is a member of PMA “Makatao” Class 1989. He has been instrumental in the division’s fight against insurgency within its areas of responsibility. He held leadership positions in different units like the 603rd Infantry Brigade, Office of the Assistant Chief of Staff for Intelligence of the 2nd and 4th Infantry Division, to name a few.

During the ceremony, Lt. Gen. Centino congratulated the outgoing and incoming Commanders and commended them for their valuable service to the Command.

“To the members of the Stormtroopers Division, you now have a commander so determined and well-trained. I will be losing a competent staff at the General Headquarters, but we will gain a competent, determined, and capable Commander of the 8th Infantry Division,” Lt. Gen. Centino said.

Camp Navarro, Calarian, Zamboanga City – December 6, 2021

Brig. Gen. Lincoln Francisco Tagle, Commander of the Special Forces Regiment (Airborne) paid a farewell visit to the Western Mindanao Command on December 6, 2021. He has been welcomed for his final visit to the command before his retirement in January 2022.

WestMinCom Commander, Lt. Gen. Alfredo Rosario, Jr. together with Brig. Gen. Antonio Nafarrete, WestMinCom’s Deputy Commander for Administration, and the Command Staff received Brig. Gen. Tagle at the Laong Laan Hall located at Camp Navarro, Calarian, this city.

Brig. Gen. Tagle expressed his gratitude to all his comrades-in-arms here in the south for the continued support to the Special Forces particularly to those deployed here in Mindanao. “As I am about to hang my military, I thank all the officers, enlisted personnel, and civilian human resources of the WestMinCom. You are all part of my successful journey in the military service,” he said.

Meanwhile, Lt. Gen. Rosario, Jr. wished the army general a happy retirement. He also thanked Brig. Gen. Tagle for all the support provided by the regiment to the command.

In his visit to the command, Brig. Gen. Tagle was accompanied by his better half, Mrs. Melani Tagle.

CAMP SIONGCO, Maguindanao – A bombmaker of the terror group Dawlah Islamiya (DI) has surrendered to authorities in Carmen, North Cotabato, a top military official here said Tuesday.

Maj. Gen. Juvymax Uy, Army’s 6th Infantry Division commander, said
the DI member voluntarily yielded on Sunday with his rifle to Lt. Col. Rommel Mundala, 90th Infantry Battalion commander, and Col. Jovencio Gonzales, 602nd Infantry Brigade commander.

“He was a high-value target. A bomb-making expert,”
Uy said without identifying the surrenderer to protect his family from possible harassment from his former colleagues.


The DI member was formally presented to Gonzales at the 602nd brigade headquarters at Camp Lucero, Carmen in North Cotabato on Monday afternoon.

“This surrender was a joint effort of the military and police forces in coordination with the local government unit of Carmen,” Gonzales said in a statement.

The surrenderer will be enrolled in the local government's DIWATA HAVEN (Dapat Iwaksi at Wakasan ang Terorismo at Armadong Pakikibaka - Hadlangan ang Violent Extremism) program.

Under the program, the surrenderer is eligible to receive livelihood packages and assistance from the government so he can live a sustainable and peaceful life with his family.

Army troopers on Monday recovered a high-powered firearm and subversive materials in an encounter with New People’s Army (NPA) rebels in a remote village in Kiamba town, Sarangani province.

Lt. Col. Anhouvic Atilano, commanding officer of the Army’s 38th Infantry Battalion, said in an interview on Tuesday their troops were conducting a security patrol around 11:35 a.m. at a portion of Sitio Datal Bong, Barangay Nalus in Kiamba when they clashed with an estimated 30 rebels.

“We launched focused military operations in the area to counter reports of harassment and extortion activities by the NPA among community residents,” Atilano said.

The rebels were reportedly led by a certain Kempy Maguan alias Bambam of the Platoon Central of the NPA’s Guerilla Front 73 (Musa).

The Army official said the rebels retreated towards the mountainous portions of the area following the nearly 30-minute encounter.

He said they recovered at the scene a 5.56mm M16 A1 rifle, subversive and war documents, and various personal belongings.


A soldier identified as Private First Class Emmanuel Pagunsan was slightly wounded in the clash and is currently recuperating in an undisclosed hospital.

The NPA was believed to have suffered casualties based on the blood stains found in their abandoned position and withdrawal route.

Maj. Gen. Juvymax Uy, commander of the Joint Task Force Central and the Army’s 6th Infantry Division, said in a statement that the intensified operations in the area will continue to ensure the security and safety of local communities.

He called on the remaining NPA members to surrender and “return to the folds of the law”.

“Your government has prepared the necessary assistance to help all of you begin a normal life with your families,” Uy said.

He was referring to the Enhanced Comprehensive Local Integration Program, which provides rebel returnees with financial and livelihood grants, and other support assistance.

Since January, Uy said more than 100 rebels have already surrendered in parts of Soccsksargen (Region 12) and the neighboring areas, further weakening the remaining NPA fronts in the area.

Marcelo Tejano, a 31-year-old former guerrilla from Agusan del Norte, said he plans to cultivate his farm and set up a small electrical shop using the livelihood assistance he received from the government on Tuesday.

Tejano, from Barangay Alubihid, Buenavista, is among the 125 former rebels who received PHP20,000 each via the Sustainable Livelihood Assistance (SLP) of the Department of Social Welfare and Development (DSWD).

The distribution of the assistance at the Agusan del Norte capitol covered court was led by Gov. Dale Corvera and DSWD Caraga Director Ramel Jamen.


“I was lost for more than eight years when I joined the New People’s Army (NPA). I was the vice commanding officer of the Sandatahang Yunit Pampropaganda of Guerrilla Front (GF) 14 operating in Surigao del Sur area,” Tejano said in a media interview.

Tejano surrendered in Agusan del Norte in July 2020 to the 23rd Infantry Battalion and has since been reunited with his family and community.

“The NPA failed to fulfill their promise of support that enticed me to join the movement. For eight years, the communist movement took me away from my family, especially my children. I abandoned the NPA because I want to be back to my family and renew my life,” he said.

After his surrender, he has since undergone different livelihood training in organic farming, and electrical installation and maintenance.

“I will use the cash assistance I received to develop my farm and at the same time venture into electrical works,” Tejano said.

Twenty other former rebels also received PHP10,000 cash each under the DSWD’s Assistance to Individuals in Crisis Situation (AICS).

Nancy Borja, 20, of Butuan City, was among the 20 beneficiaries of the AICS program and was grateful for the support she received.

“I was with the NPA movement for more than a year. I was a medic at GF-4A. I am a victim of the sweet promises of the NPA movement,” she said.

Borja said the NPA guaranteed her schooling if she agreed to join them.

“Unfortunately, they did not allow me to enroll and continue my education,” she said.

Her family, she added, now intends to send her back to school, where she will enroll in Grade 7, the level she left when she joined the NPA movement.

During the distribution of assistance, 15 grassroots associations in conflict-vulnerable areas in Agusan del Norte also received financial assistance worth PHP300,000 each from the SLP of the DSWD.

The associations are from Barangays Casiklan, Durian, Ibuan, Lingayao and Maningalao in Las Nieves town; A. Beltran, Baleguian, Cuyapo, Libas and Maraiging in Jabonga; and Bangayan, Canaway, Hinimbangan, Jaliobong, and San Isidro in Kitcharao.

A PHP7.2-million livelihood assistance was handed over by the government to the FRs and different associations.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

The Western Visayas Regional Task Force to End Local Communist Armed Conflict (RTF6-ELCAC) has called on remnants of the Communist Party of the -Philippines New People’s Army National Democratic Front (CPP-NPA-NDF) in Panay to lay down their arms, return to their families, and live in peace.

Lawyer Flosemer Chris Gonzales, spokesperson of the RTF6-ELCAC, in a statement released on Tuesday said the rebels' days are numbered and they can never win in their attempt to overthrow the government.

“The government will subdue and neutralize the CPP-NPA-NDF terrorist organization with overwhelming force,”
he said.

The statement was issued following a successful operation by the 301st Infantry Brigade, 3rd Infantry Division of the Philippine Army (PA) that
led to the death of nine terrorists under the Southern Front of the Komiteng Rehiyon-Panay of the CPP-NPA-NDF in Barangay Alimodias in Miagao, Iloilo on December 1.


In the statement, the task force commended the Philippine National Police (PNP), local government units, barangay officials, and people in the community for their support to the successful operation.

As condolences and prayers were extended to families of those who died, the task force also joined families condemning the Communist-NPA-Terrorists (CNTs) that recruited their minor children.

Two of those identified deaths were only 17 years old when recruited to the movement based on testimonies of their respective families.

Meanwhile, the task force called out those who criticized the military operations that they were not in the position to tell the Armed Forces of the Philippines on how they will fight the war against terror.

“On the Miagao encounter on December 1, 2021, this is one thing certain, the ground commanders ensured that no lives will be lost among their troops, hence, they used all available resources to ensure a tactical victory with zero losses among their men. For those who cannot accept this fact, you must realize by now that armed struggle against the government is hopeless, futile, and quixotic,” he said.

He added that the national task force ELCAC will also be at the forefront of the whole-of-the-nation approach to address the root cause of the insurgency.

“Our reliance on good governance by bringing much needed infrastructure and basic services to geographically isolated and then conflict-stricken barangays will break the backbone of the CPP-NPA-NDF terrorist organization,” he said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Seven Philippine Army reservist-officers, including actor Capt. Robin Padilla, seeking elective posts in the 2022 elections have been relieved to ensure that the organization remains non-partisan.

In a statement Monday, the Philippine Army's Reserve Command (Arescom) said Padilla, who is seeking a Senate seat, quit his post as head of the communications panel of the Philippine Army's Multi-Sectoral Advisory Board.

Other reservists seeking elective posts and have been relieved were Brig. Gen. Herbert Bautista, who is also running for the Senate; Col. Isidro Ungab, who is running for reelection as Davao City's 3rd District Representative; Lt. Col. John Tracy Cagas who is running for Davao del Sur's lone congressional district; Lt. Col. Eugene Balitang, who is running to represent the lone district of Ifugao; Lt. Col. Jayvee Tyron Uy who is joining the Davao de Oro vice gubernatorial race; and Lt. Col. Rhodora Cadiao who is seeking reelection as Antique governor.

Armed Forces of the Philippines and concurrent Army commander Lt. Gen. Andres Centino has reiterated the military's non-partisanship, as he ordered units and personnel to avoid engaging in partisan politics, maintain professionalism and avoid posting photos or videos that express political gestures.

"We assure the public that as a professional organization, the military will be non-partisan. We will perform our mandate of ensuring fair elections," he added.

The Omnibus Election Code bars soldiers and law enforcement agencies from engaging in any partisan political activity, including campaigning for any candidate.

The six other reservists held the following positions:

Ungab was former brigade commander of 2002nd Ready Reserve Infantry Brigade in Davao City; Cagas was former battalion commander of 1101st Ready Reserve Infantry Battalion (RRIBn) in Davao del Sur; Balitang was former battalion commander of 1404th Ready Reserve Infantry Battalion in Ifugao; Bautista was former brigade commander of 1502nd RRIBde in the National Capital Region; and Uy was former battalion commander of 1103rd Ready Reserve Infantry Battalion in Davao de Oro. Cadiao stepped down as commanding officer of the 602RRIBn.

The Army said the reservists were occupying these positions when they were relieved of their posts but they remain in the reserve force.

The Office of the Presidential Adviser on the Peace Process (OPAPP) is collaborating with several agencies in pursuit of the administration's Six-Point Peace and Development Agenda within targeted conflict-afflicted areas, notwithstanding the challenges of the coronavirus disease 2019 (Covid-19) pandemic.

OPAPP head Secretary Carlito Galvez Jr. said President Rodrigo Duterte's leadership inspires OPAPP, the Department of National Defense (DND), Department of the Interior and Local Government (DILG), Armed Forces of the Philippines (AFP), and Philippine National Police to achieve milestones in addressing insurgency problems.

"I will do my best at iso-solve namin po ang problema sa (and we will solve the problems on the) ground, with the help of (DND) Secretary Delfin Lorenzana and (DILG) Secretary (Eduardo) Año," Galvez said during the President’s Talk to the People aired Monday night.

The former AFP chief said the country has established stability in implementing peace and order since 2017.

"The Duterte administration established a strong foundation in the implementation of the signed peace agreement for the next administration to build upon and sustain the gains of peace, particularly in Mindanao," he added.

Even amid the Covid-19 pandemic, Galvez said the peace process continues, including the implementation of the agreement between the government and former combatants of the Moro Islamic Liberation Front.

"Nangangako po ang OPAPP na patuloy nitong itataguyod ang kapayapaan, pag-uunawaan at pagkakaisa. Sisiguraduhin namin po ang lahat na nakapaloob na kasunduang pangkapayapaan ay maisasakatuparan (I promised that OPAPP will continue to promote peace, understanding, and unity. We will make sure that all contents of the peace agreements will be fulfilled)," he added.

Galvez, also the country's vaccine czar and chief of the National Task Force Against Covid-19, said OPAPP will also help achieve a peaceful and orderly 2022 elections.

President Rodrigo Duterte has accepted the invitation of United States (US) President Joseph “Joe” Biden Jr. to participate in the Summit for Democracy via video conference on Dec. 9 and 10.

“Biden invited Heads of State and Government, other government leaders and voices from the business and nongovernment sectors to join the US in taking action to strengthen democracy,” a statement from the Office of the President read.

In his invitation letter to Duterte, Biden said the US will “host the Summit for Democracy with humility and in the spirit of mutual learning.”

Biden said together, “we will embark on the work necessary to shape a prosperous and peaceful future built on respect for the rights and aspirations of all people.”

“We recognize and appreciate your partnership in working to build democratic and human rights-respecting societies that allow all citizens to thrive. In a moment of significant challenge and enormous opportunity, it is more important than ever for democracies to prove that we can deliver for the needs of our people,” he said in his invitation.

Biden said he also looks forward to welcoming Duterte and hearing his ideas on “how we can foster a more democratic, equitable, inclusive and sustainable world.”

Duterte likewise welcomed the opportunity to share the Philippine democratic experience and commitment to democratic values and nation-building at the Summit for Democracy.

The Summit for Democracy will focus on challenges and opportunities facing democracies and will provide a platform for leaders to announce both individual and collective commitments, reforms, and initiatives to defend democracy and human rights at home and abroad, according to its website.

In advance of the first summit, the US is consulting with experts from government, multilateral organizations, philanthropies, civil society, and the private sector to solicit bold, practicable ideas around three key themes namely defending against authoritarianism, addressing and fighting corruption, and promoting respect for human rights.

“Leaders will be encouraged to announce specific actions and commitments to meaningful internal reforms and international initiatives that advance the Summit’s goals,” it said.

“These pledges will include domestic and international initiatives that counter authoritarianism, combat corruption, and promote respect for human rights,” it added.

In October, Duterte said he wanted to visit the US to personally thank their government for the donation of vaccines against Covid-19.

To date, the US has provided more than PHP1.9 billion (USD39 million) to support the Philippines’ Covid-19 response.

Maj. Gen. Connor Anthony D. Canlas is now the head of the Philippine Air Force (PAF) following the mandatory retirement of Lt. Gen. Allen T. Paredes Tuesday.

Retirement and change-of-command ceremonies took place at PAF headquarters at Villamor Air Base in Pasay City.

Canlas is the PAF vice commander and former Air Defense Command chief, and a member of the Philippine Military Academy (PMA) Class of 1989.


In his speech, the new PAF chief lauded the service's leadership for the improvements and remarkable changes in the organization in the past years.

He also lauded Paredes for showing them the "true meaning of 'Malasakit' (compassion) amidst various calamities and the Covid-19 pandemic".

"Sir, we are truly grateful in serving with you in capacitating the PAF. As your successor, I will give my utmost love and devotion to the organization and its personnel," he said.

Canlas believes continuity of the "previous command thrusts and frameworks" is key to having a more agile and dependable PAF.

"As such, I am not really too keen on leaving legacies but my ultimate goal is to achieve the milestones set by our Flight Plan (2028) that was established by our predecessors," he added.

Paredes, a member of PMA Class of 1988, was appointed PAF chief on Jan. 16, 2020, replacing then Air Force commander, Lt. Gen. Rozzano Briquez, who retired after reaching 56.

Before he was appointed PAF chief, Paredes was former wing commander of the 250th Presidential Airlift Wing from February 2016 to July 2018.

Paredes was also among the members of a committee that probed the plane crash that killed former Interior Secretary Jesse Robredo in August 2012.

In a video message, President Rodrigo Duterte thanked Paredes for his invaluable service to the country and people.

“We thank you for protecting our airspace and ensuring the security of the Filipino people at all times. Mabuhay po kayo, Lt. Gen. Allen Paredes. Mabuhay ang PAF," he said.

President Rodrigo Duterte has named 4th Infantry Division commander Maj. Gen. Romeo Brawner Jr. as the new Commanding General of the Philippine Army.

Defense Secretary Delfin Lorenzana confirmed Brawner’s appointment in a message to reporters.

He also shared a copy of Duterte’s letter, dated December 7, confirming the name of the next commanding general of Army.

“I wish to inform you that, per your letter-endorsement and in accordance with the recommendation of the Chief of Staff, Armed Forces of the Philippines (AFP) and Chairman, AFP Board of Generals, pursuant to Republic Act No. 8186, as amended by Republic Act No. 9188, the designation of Major General Romeo S. Brawner Junior 0-10052 Philippine Army as Commanding General, Philippine Army vice Lt. Gen. Andres C. Centino 0-9851 PA is hereby approved effective this date,” the letter read.

Brawner replaced outgoing Commanding General Lt. Gen. Andres C. Centino, who assumed as the Armed Forces chief on November 12.


Brawner, a native of Baguio City, is a member of the Philippine Military Academy (PMA) class of 1989.

A Special Forces officer, Brawner was the AFP deputy chief of staff for financial management before he assumed command of the Cagayan de Oro City-based 4th ID in July this year.

Brawner previously served as commandant of cadets of the PMA in Baguio City, commander of the 103rd Brigade in Marawi City, Army spokesman and AFP public affairs chief, among others.


The 4th ID was able to achieve scores of feats against the New People's Army under the leadership of Brawner, including the killing of notorious NPA leader Jorge Madlos, alias Ka Oris, during a firefight in Impasug-ong town in Bukidnon last October 30. One of Madlos' men also died in the clash.

In a statement, Cabinet Secretary and Acting Presidential Spokesperson Karlo Nograles confirmed Brawner’s appointment.

“The Palace confirms that President Rodrigo Roa Duterte has approved the designation of Maj. Gen. Romeo S. Brawner Jr. as Commanding General of the Philippine Army,” Nograles said.

He said the Palace is confident that Brawner will continue the reform initiatives his predecessors pursued to transform the largest branch of the AFP into “a more dynamic and more professional organization true to its mandate to serve our people and secure our nation.”

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, in a separate statement, congratulated Brawner on his appointment and wished him more accomplishments for the country’s security and stability.

“Our utmost confidence that he will be able to undertake his mandate in ensuring our national security at a wider scope efficiently and effectively is anchored on his proven and reputable successes, especially as a Marawi siege veteran, following his tenure as the former 4ID Commander in Region 10,” said Andanar, who is also Cabinet Officer for Regional Development and Security (CORDS) for Northern Mindanao.

The government has allocated a total of PHP62 billion for the acquisition 32 more Polish-made S-70i "Black Hawk" combat utility helicopters for the Air Force and six offshore patrol vessels (OPVs) for the Philippine Navy.

"Newly approved funding for capital assets acquisition: 32 units 'Black Hawk' helicopters- PHP32 billion and six units of OPV -PHP30 billion,"
Defense Secretary Delfin Lorenzana told the media on Tuesday.

When asked where the country intends to acquire the additional helicopters and OPVs, Lorenzana replied:
"OPV with Austal (the Australian defense manufacturer and shipbuilder) and 'Black Hawk' from PZL Mielec, Poland."

He, however, clarified that there is still no contract yet issued for these assets and “still under negotiation.”


The Philippine Air Force (PAF) earlier completed the acquisition of 16 "Black Hawk" helicopters from Polish company PZL Mielec worth USD241 million (about PHP11.5 billion).

The first batch of six "Black Hawk" helicopters was delivered in November 2020, followed by the second batch of five in June that was formally accepted, turned over, and blessed in a simple ceremony on October 13.

The last batch of five choppers was delivered on November 8 and formally accepted by the PAF on December 3.

One unit from the initial six units delivered in the country crashed last June 24 while on a night-flying exercise.

The PAF's newly-acquired S-70is were deployed to transport Covid-19 vaccines in remote areas around the country.

Earlier, Lorenzana said Austal, which has a shipyard in Balamban Cebu, remains at the forefront in the ongoing procurement for OPVs for the Navy.

"Ang nasa forefront ng (At the forefront of the) procurement is the Australian (shipbuilder) Austal which is in (Balamban), Cebu. Meron silang branch na gumagawa din ng barko so kung matuloy yun maganda rin yan sa ekonomiya dahil maraming makikinabang na mga Pilipino (They have a branch that makes ships so if it pushes through, it will be good for the economy and the Filipinos will benefit from it), it will generate employment," he said.

He also expressed hope that they can sign the contract before the end of President Rodrigo Duterte's term. The OPV project is expected to replace the World War II surface assets decommissioned by the Navy.

"I hope we can sign the contract before the end of the President's tenure. Medyo matagal yung proseso (The process is taking a bit long)," Lorenzana said.

After the OPVs, another project for the PN is the procurement for two modern corvettes, which is the smallest surface combatant capable of engaging submarines and other vessels.
