DAVAO CITY, Philippines – Fidel Agcaoili, chair of the National Democratic Front of the Philippines (NDFP) peace negotiation panel, passed away on July 23 in Utrecht, The Netherlands.

The NDFP made the announcement on July 24 midnight (Philippine time), saying the cause of his death was due to pulmonary arterial rupture which caused internal bleeding, according to the doctor.

He was 75 and was about to celebrate his birthday on August 8.

Agcaoili was a member of the NDFP peace negotiation panel since its formation during the presidency of Corazon Aquino in 1986.

He assumed the position of chairman of the peace panel in 2016, taking over Luis Jalandoni’s post, before the start of the recent round of formal peace talks between the NDFP and the Duterte government in Oslo, Norway.

As head of the negotiating panel, he made several visits to President Rodrigo Duterte in 2016 and 2017 to discuss matters on pushing the agenda of the peace talks.

The peace panels were in discussion for a comprehensive agreement on socio economic reforms that include agrarian reform and national industrialization before the negotiations collapsed in 2017.

Agcaoili is the longest-held political prisoner under Ferdinand Marcos’ dictatorship , and later served as one of the founders of the Samahan ng mga Ex-Detainees Laban sa Detensyon at para sa Amnestiya (SELDA).

Agcaoili’s remains will be flown to the Philippines in accordance with the wishes of his family, the NDFP added.

Tribute to Ka Fidel

The Communist Party of the Philippines (CPP) extended their deep sympathies to the wife and children of Agcaoili.

“Filipino communists and revolutionaries feel a deep sense of sorrow and loss with Ka Fidel’s passing. He was one of the most beloved and respected leaders of the Party, the NDFP and the Filipino people,” the CPP said in a statement.

“Over the past decades, from the underground movement, to inside prison, to international work and peace negotiations, Ka Fidel untiringly struggled with the Filipino people and served the revolutionary movement and all the oppressed and exploited classes to achieve national and social liberation,” it added.

Jose Maria Sison, the NDFP chief consultant on the talks, wrote a personal tribute to Ka Fidel, whom he described had been with him since the formation of the Kabataang Makabayan in 1964 until they both went underground during Martial Law.

“He came from an upper class family and could have easily attained an endless series of high positions in the ruling system. But he chose to side with the people, especially the toiling masses of workers and peasants, in their just revolutionary struggle for national and social liberation,” Sison described Ka Fidel.

Silvestre Bello III, Agcaoili’s counterpart as head of the government peace panel, described Agcaoili as a “man of honor and conviction” in one of the reports of Kodao Productions on the peace talks.

“It is just sad that Ka Fidel will no longer savor the lasting peace with justice that he was pursuing with passion. Goodbye to a dear friend, a revolutionary and a peace warrior,” Bello was quoted saying.

The CPP said that they will be announcing soon a day of mourning and program to remember Ka Fidel.

DAVAO CITY, Philippines – Progressive groups cried foul over posters spreading in different areas of the city this week that tagged their leaders as terrorists, as the controversial Anti-Terrorism Act (ATA) takes effect this week.

Printed on top of the poster is “WANTED” with photos of various prominent activist-leaders in the region tagging them as “Terrorist Recruiter.” The posters bear no signatories.

The leaders are Carlo Olalo, Romelito Pablo and PJ Dizong from the labor center Kilusang Mayo Uno Southern Mindanao Region; Cora Espinoza, Gabriela-SMR Vice-Chairperson and a former commissioner of the Philippine Commission on Women; May Ann Sapar of Gabriela-SMR; Tony Salubre,Kilusang Magbubukid ng Pilipinas-SMR Spokesperson; Jong Monzon, PASAKA Secretary General; Pila Barredo, union secretary of Alliance of Concerned Teachers Davao Region and Jay Apiag, Karapatan-SMR Secretar General.

The Regional chapters of Gabriela, Kilusang Mayo Uno, and Karapatan issued statements of condemnation on this propaganda.

Jay Apiag said in a statement that the red-tagging and terror-tagging tactics against activists are “nothing new,” but the anti-terror law puts their lives at risk.

“With this recent terror tagging of activists and me as a rights champion, I am feeling a sense of danger in my security as I usually attend court hearings of several political prisoners and leading quick response teams whenever there are reported cases of rights abuses in various communities we serve,” said Apiag in a message sent to Davao Today.

The group said the law will only embolden authorities to commit more human rights violations with more impunity.

Under the ATA, suspected individuals can be arrested without a court warrant and they can be detained for a maximum of 24 days without charges being filed against them.

Apiag said that the intensified terror-tagging on the onset of the implementation of ATA refutes the claims of officials that activists and their right to expression and advocacies are safeguarded.

“What this show is the clear purpose of the law, and that is to silence critics and dissenters, and even citizens who want to raise their valid complaints to the government. It does send a warning, but we are not backing off. We will not choose silence,” Apiag added.

Kilusang Mayo Uno-SMR Secretary General Carlo Olalo slammed the incident as a “desperate act of the state” to quell the growing dissent of the public for the “government’s incompetent response” to the health crisis.

“Instead of addressing the real problems aggravated by the pandemic such as unemployment and economic crisis, the government through its armed forces has more time in silencing its critics,” Olalo said in a phone interview.

Olalo added that they have already sought help from their counsels for appropriate legal actions.

The youth group Anakbayan-SMR also denounced the smear campaign and assailed that the government should have instead allocated its resources to implement mass testing and financial assistance for those affected by the pandemic.

The group also urged residents to document and voluntarily remove any malicious materials vilifying legitimate organizations that can be seen in Davao City.

Soldiers of the Philippine Army’s 15th Infantry Battalion (15IB) overrun a lair of New People’s Army (NPA) rebels in Barangay Camindangan, Sipalay City, Negros Occidental.

Lieutenant Colonel Erwin Cariño, commanding of 15IB, said his troops were conducting patrol operations in the village on Tuesday when they encountered around 20 NPA fighters.
A 15-minute gun battle ensued before the members of NPA’s South West Front Platoon 2, Sentro de Grabidad backed away, according to Cariño.
Cariño said they didn’t suffer any casualties in the fight, adding the insurgent group’s lair can accommodate at least 60 individuals.

They recovered from the hideout an improvised explosive device, a generator set, electrical wires, a pair of binoculars, a blood pressure apparatus, and a computer printer.

Other items found included subversive documents, teach-in materials, office supplies, a map of Negros Island, containers of gasoline, personal items, foodstuff, and cooking utensils.

Cariño commended the locals for giving them information about the NPA’s presence in the area, adding their cooperation is a clear manifestation of growing mass resistance against the rebels. “We will continue to conduct focused military operations, and with the support of the locals in the area, more NPA lairs are expected to be seized and cleared in the coming days,” he added.

The death of two swine traders who were killed on Tuesday in Brgy. Magsaysay, Guihulngan City, Negros Oriental, brought to five the number of civilians murdered by the New People’s Army since last month in Negros Island, which is a clear violation of the Anti-Terrorism Law, Col. Inocencio Pasaporte, 303rd Infantry Brigade commander, said yesterday.

Pasaporte said the two victims identified as Jimmer Fundador and Romeo Dungo-an, of Brgy.Pacuan, La Libertad, Negros Oriental, were on their way to Himamaylan City from Guihulngan City on board two motorcycles when they were waylaid and shot by NPA rebels.

Three days earlier, he added, a certain Neil Vargasa was also shot dead by communist rebels in Brgy. Sandayao, Guihulngan City.

The two other victims of NPA summary execution activities in Himamaylan City, Negros Occidental were Randy Rociana and Joelito Hilacion, whose deaths were both claimed by the NPA, Pasaporte said.

Such killings of innocent civilians by the terrorist group, and the use of disproportionate and indiscriminate force in an armed conflict, is a direct violation of the international humanitarian law, he also said

Pasaporte stressed that these are blatant violations of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

Pasaporte recalled that Army Cpl. Mark Anthony Quiocson was also waylaid and murdered by the NPA in Brgy. Luz, Guihulngan City, on July 1.
Based on the reported series of killings and murders of innocent civilians in Guihulngan and Himamaylan cities, the Anti-Terrorism law was clearly violated by NPA members, Pasaporte added.

He also said that the Anti-Terrorism Law, which is now in effect, will further bolster its core intent to protect life, liberty, and property from terrorism, and to condemn it.

Security officials urged communist rebels to abandon their long-running violent secessionist campaign and take advantage of the government’s amnesty program and live peacefully with their family.

Philippine Army Chief, Lieutenant General Gilbert Gapay, said there is no reason to fight the democratic government, but there are many motivations to lead a peaceful way of life.

“We are sincere in our peace program. There is no reason to fight, but a lot of reasons to live,” he said.

Just recently, government troops killed a female communist rebel in a fierce battle with the New People’s Army in Alegria town in Surigao del Norte after patrolling soldiers from the 30th Infantry Battalion ran into a group of rebels.

Two soldiers were wounded in the clash that could have left more enemy casualties.

The body of the slain rebel was recovered by soldiers, including three AK-47 assault rifles and an M16 automatic rifle, and five improvised explosives, assorted medical supplies, 18 backpacks and seven cell phones, according to Lt. Col. Ryan Charles Callanta, the battalion commander.

He said civilians tipped off the military on the presence of rebels in the area.

“The lives of our soldiers are always at stake, but it is our job to protect the communities from terrorists. The success of this operation might not have been realized without the support of the community, particularly for providing real time information that led to this armed engagement,” he said.

Callanta said troops previously clashed with rebels in the same area. The rebels have been fighting for many decades now to overthrow the democratic government and replace it with a communist state. (Mindanao Examiner)

MALAYSIAN FOREIGN Minister Datuk Seri Hishammuddin Hussein bared that his country has stopped paying cession money to the heirs of the Sultanate of Sulu and that Kuala Lumpur made an understanding with the Philippines that the claim by the Sultanate of Sulu over the mineral-rich state of Sabah will not be raised at any regional or international platform.

‘Rejects claims by Sulu Sultans and Philippines over Sabah’

Hishammuddin said Malaysia also did not recognise and entertain any claim by any party over Sabah, as the state had been recognised as being part of Malaysia by the United Nations, as well as the international community.

“Malaysia and the Philippines have an understanding that the claim over Sabah will not be raised at any regional or international platform,” he said, adding, they also stopped paying annual cession money of RM5,300 through lawyers representing the nine heirs of the Sulu Sultanate since 2013.

He said the payments were made based on a treaty signed on January 22, 1878, between the then Sultan of Sulu, Sultan Jamal Al Alam and Baron de Overbeck and Alfred Dent of the British North Borneo Company.

“Apart from the payments to the heirs of the Sulu Sultanate, Malaysia has never made any payment to the Philippine government,” Hishammuddin said in a written reply to Chang Foon Hin (PH-Kota Kinabalu), uploaded on the Parliament website, according to a report by Bernama.

It said Chang wanted to know if the Malaysian government planned to stop paying the cession money to the Sulu Sultanate through the Philippine government as a measure to end foreign interference in Malaysia’s sovereignty, and instead utilise the money to solve the issue of illegal Filipino immigrants entering Sabah, just several hours by boat from the Philippine province of Tawi-Tawi.

“Until now, the claim on Sabah has only been raised by those who claim to be descendants of the Sulu Sultanate,” he said.

Sultanate of Sulu

In February 2013, Sulu Sultan Jamalul Kiram III sent 200 armed followers led by his younger brother Raja Muda Azzimudie Kiram, 74, to Sabah in an effort to exert his claim over the territory.

Malaysia branded the action as an invasion and launched a deadly air and land assaults against the invaders, armed with automatic rifles and machetes.

Kuala Lumpur also put Sultan Jamalul and his brother on its wanted list and branded them as terrorists for intruding into Sabah and killing and decapitating 10 policemen and soldiers in separate clashes on the island.

The Aquino government tried to resolve the problems peacefully with Malaysia and persuaded Kiram’s group to return home following weeks of standoff with Kuala Lumpur, but it failed. Sultan Muhammad Fuad Abdulla Kiram I and Sultan Esmail Kiram were also involved in the negotiations with the Philippine government.

The young Kiram and his army landed in Lahad Datu town to reclaim the former territory, but many from his group were slain in the fighting with Kiram nearly killed until his daring escape back to Sulu province where he eventually died of old age in the village of Tubig Indanan.

The elder Kiram also died from a lingering illness at age 75 in October 2013, at the height of the fighting between their loyal forces and Malaysian soldiers.

Up to now, the Sultanate of Sulu continues to lay claim to Sabah. It obtained Sabah from Brunei as a gift for helping put down a rebellion on the Borneo Island. The British leased Sabah and transferred control over the territory to Malaysia after the end of World War II.

The Sulu Sultanate said it had merely leased North Borneo in 1878 to the British North Borneo Company for an annual payment of 5,000 Malayan dollars then, which was increased to 5,300 Malayan dollars in 1903.

The Sultanate of Sulu was founded in 1457 and is believed to exist as a sovereign nation for at least 442 years. It stretches from a part of the island of Mindanao in the east, to Sabah, in the west and south, and to Palawan, in the north. North Borneo was annexed by Malaysia in 1963 following a referendum organised by the Cobbold Commission in 1962, the people of Sabah voted overwhelmingly to join Malaysia.

No Way

In 2016, Malaysia vowed to defend the sovereignty of Sabah following remarks made by President Rodrigo Duterte that the oil-rich state – home to about half a million Filipinos – belongs to the Sultanate of Sulu.

The Malaysia Digest reported that Duterte was quoted by Philippine media that he will never abandon the Sulu Sultanate’s quest to stake its claim on Sabah. “We are allowing proprietary heirs to talk (with Malaysia). Since it is part of our claim, it will be there as our land,” Duterte was quoted as saying. “What has been the policy will always be the policy of the government especially those for the interest of the country. We have to stake our claim.”

But then Malaysian Prime Minister Da¬tuk Seri Najib Tun Razak vowed to defend every inch of Sabah’s sovereignty. Malaysian media quoted Najib as saying that no one can stake a claim on Sabah that had gained its independence through Malaysia with the agreement of the United Nations in 1963.

The findings of the Cobbold Commission reflected the wishes of the people and this was accepted by the international community, he said.
“As such, no group can make any claim on Sabah,” Najib said in a report by The Star.

Sabah Chief Minister Datuk Seri Musa Aman earlier said that the state will remain part of Malaysia and had never recognized any claim by the Philippines on the issue.

The report quoted Najib as saying that Malaysia is committed towards defending Sa¬-bah from any threat and urged its citizens to be the eyes and ears of the security forces.

Sabah is Ours

Even after North Borneo became part of Malaysia, Kuala Lumpur still paid an annual rent of at least 5,300 ringgit to the heirs of the recognized Sultan of Sulu Ismail Kiram until Hishammuddin’s announcement that they ceased paying the cession money.

And in 2019, then Duterte’s spokesman, Salvador Panelo, said the Philippines has not abandoned its claim on Sabah after Malaysian Prime Minister Mahathir Mohamad’s statement that “there was no claim” to the disputed territory.

Panelo reiterated Duterte’s position that he would pursue the Philippines’ claim to Sabah. “The position of the President, meron tayong claim. Eh totoo namang may claim tayo di ba? That has been a bone of contention ever since,” he said. (Mindanao Examiner)

DAVAO ORIENTAL, July 23 (PIA) - The Poverty Reduction and Livelihood Employment Cluster of the Regional Task Force –ELCAC of Region XI led the launching of its different activities conducted at Barangay Maragatas, Municipality of Lupon, Province of Davao Oriental last Wednesday.

Technical Education Skills Development Authority Director General Secretary Isidro Lapeña led the launching with the support and presence of the Davao Oriental Provincial Task Force (PTF) with its chairperson Davao Oriental Governor Nelson Dayanghirang.

Barangay residents were tapped to receive skills training and livelihood programs provided by the TESDA specifically prioritizing IP/GIDA communities. Barangay Maragatas has been identified as the top barangay in Davao Oriental that still has strong community support for the members of the New People’s Army (NPA).

“This activity is showing you the commitment of the government to reach out and serve the people. The PRLEC Cluster of the RTF-ELCAC is one of the 12 clusters that should always go to the barangays and provide assistance and services so the people will have livelihood and employment to lift the people from poverty,” Lapena told the attendees of the said gathering being the chairperson of the PRLEC Cluster of the National Task Force-ELCAC.

Davao Oriental Governor Nelson Dayanghirang who is also the Regional Peace and Order Council Chairperson of Davao region urged the residents in the said barangay to give the government a chance to provide the services they needed and cooperate with the government in ending local communist armed conflict.

This led the government to consolidate government services from both national and local governments including the assistance of the private sector to ensure that the barangay will feel the services of the government and thereby end their provision of support to local communist group.

Both national and local government offices provided services such as medical consultation to about 92 Persons With Disability (PWDs), provision of poultry chicken, cacao and coffee seedlings including planting materials, plastic drums for mango growers, tilapia fingerlings; distribution of PWD identification cards; pre-identification and presentation of microenterprise projects for qualified proponents; as well as a Consultation Forum on Project Identification.

Davao Oriental Provincial Task Force Focal Person Ednar Dayanghirang announced that the three core clusters of the PTF-ELCAC responded to the call of the PTF and rent over services needed by the community.

“We made sure that the infrastructure cluster is activated because we all believe that the road to peace is the road itself. We got the commitment of the concerned agencies like the DPWH, the NIA to ensure the construction of road in every sitio of Barangay Maragatas,” said Dayanghirang.

IMPASUGONG, Bukidnon, July 23—Realizing the deception and atrocities of the New People's Army (NPA), 42 rebels—mostly supporters of the NPAs—have withdrawn their support for the Communist NPA Terrorists (CNTs).

This came after the ‘Grand Pulong-Pulong’ on 11 July 2020 held at Sitio Nasandigan, Barangay Kalabugao, Impasugong, Bukidnon.

The villagers expressed their remorse over their years of giving support to the group that has sowed nothing but fear and terror in their community. These villagers consist of a regular New People's Army; four Milisyang Bayan (MB) members; and 37 mass supporters.

As they denounced the NPAs during the activity, the said former NPA rebels and supporters pledged their allegiance to the government vowing their loyalty and support to the one true Philippine Government.

One of the surrenderees identified as alias “Jing” said he is now aware of the deceptive schemes and evil tactics of the Communist rebel group. He said "Dako among pasalamat nga nalamdagan mi sa mga teroristang binuhatan sa mga walhong grupo nga NPA. Wala namo damha nga nagsugod na diay sila ug pangrekrut sa amo. (We are very thankful that we were enlightened of the terroristic acts of the communist-terrorist group. We never knew that at those stages, they were starting to recruit us).”

Community support program

Pulong-Pulong is one of the many activities under the Community Support Program (CSP) of the Philippine Army, which bridges the gap between the government and communities by delivering basic services to the people. The series of Pulong-Pulong activities held in Sitio Nasandigan and Sitio Kalampigan which are both situated at Barangay Kalabugao in Impasugong town was facilitated by the CSP Team of the 8th Infantry "Dependable" Battalion (8IB).

Under CSP activities, issues and concerns of the villagers are immediately conveyed by the Philippine Army to the different government agencies who quickly address the concerns.

Impasugong town Mayor Anthony Uy said, “Through CSP, we become aware of the needs of our people, the issues that the CNTs used to ruin the image of the government, and the NPA’s moves in recruiting our constituents.”

Major Lemuel Bacarro, Executive Officer of the 8th Infantry Battalion, urged the people to stand up against the evil of Communism as he bared how he once became a victim of the NPA’s deception.

“Ako ay isang buhay na testimonya sa kasamaan at kasakiman ng teroristang NPA dahil minsan noon ay nananalaytay sa akin ang dugong rebelde. (I am a living testimony of the evils and corruptions of the NPA terrorists because a rebel blood once ran through my veins). In my youth, I was used by the NPA terrorists until I became a member of the front organization in college. Sometimes we fall for the sweet promises of the leftist groups. But now, I am wholeheartedly calling everyone to stop listening to the Communist NPA Terrorists," Major Bacarro appealed during the grand dialogue.

He also encouraged the former rebels and supporters to convince other active NPAs and supporters to surrender and join the mainstream society for a peaceful life.

MUNAI, Lanao del Norte, July 24 — Pakigdait Alang sa Pag-amoma sa Kalinaw (Pakigdait) Inc., in partnership with VSO Philippines and the 2nd Mechanized Infantry Brigade of the Philippine Army, under the leadership of BGen Facundo Palafox IV, turned over a cow and goats to the combatants of the Moro Islamic Liberation Front (MILF) 127th Bilal Base Command on Thursday, July 23.

“The AFP now understands the importance of Eid’l Adha and so they wholeheartedly gifted the cattle to you," Musa Mohamad Sanguila, Regional Coordinator of the United Religions Initiative Southeast Asia and the Pacific said on a conversation with Aleem Ansari of the MILF; Maj. Rolly Jesson Melendrez of the 2nd Mechanized Brigade; Abubacar Laba, Sultan Maulana sa Pindulunan; and Pakigdait Inc. director Abelardo Moya.

This initiative is an indication of the improving relationship between the AFP and MILF and could be considered as a great step in the journey towards peace in Mindanao.

“This is like a water handpump; at first we have to pour some water to the pump so that the water will continuously flow," Sanguila added referring to the beginning and the future of the peace between the AFP and MILF.

Director Moya said to the MILF 127th Base Commanders that Pakigdait is basically putting great importance on magnifying the voices of the marginalized MILF camps to the entire process of the Bangsamoro transition, specifically the camp transformation, that is; from camps to communities and from combatants to active citizenship.

"Our desire is to have a strong and united Camp Bilal, as the only peace-process recognized camp outside BARMM areas," he added.

MARAWI CITY, July 24 (PIA) -- The Office of the Presidential Adviser on the Peace Process (OPAPP) conducted a peace conversation with 41 former members of the Dawla Islamiya Local Terrorist Group who recently returned to the folds of the law.

James Alih Abdul, OPAPP area manager for Northern Mindanao, said this initiative is part of the continuing efforts to promote social healing and reconciliation, as well as to strengthen cooperation among rebel returnees.

During the peace conversation, the returnees were given the opportunity to share their concerns and the assistance they will be needing to start their lives anew.

Twenty-five (25) kilos of rice, canned goods, hygiene packs, and other assorted food items were also distributed to them.

One of the returnees expressed gratitude to OPAPP for the relief items. "Nagpapasalamat kami sa OPAPP dahil last year ay naghatid sila ng pang Ramadan at Eidl Fitr. Sa ngayon naman, dahil sa COVID ay mahirap ang sitwasyon namin kaya kahit konting tulong ay masaya kami," said Alias Amirsab.

(We are thankful to OPAPP because last year they delivered Ramadan and Eidl Fitr packs. Right now, because of COVID, our situation is difficult so we are happy even a little help.)

Although they have been receiving food packs, Amirsab hopes they will be given livelihood and immediate cash assistance.

"Kailangan namin ngayon ng cash assistance, kahit konti ay makatulong sa amin sa pagbili ng mga gamit para pangkabuhayan," he said.

(We need cash assistance, at the least to help us purchase items for our livelihood.)

Meanwhile, Abdul assured that OPAPP will continue to assist the former rebels until they are fully reintegrated into the society.

He also asked the returnees to convince their former comrades to abandon their armed struggle and return to the folds of the law.

On the part of the local government, Madalum Vice Mayor Usman Sarangani Sr. pledged that they will constantly coordinate with the 55th Infantry Battalion of the Philippine Army to discuss how they can provide livelihood support to the former rebels.

The 55th Infantry Battalion of the Philippine Army, on the other hand, committed to continuously monitor and protect the former rebels against any threat to their lives.

"We find it our responsibility to protect them as well. We also have coordination with the other agencies especially the local government units and the Philippine National Police to integrate our efforts when it comes to their security. CALOOCAN CITY, July 24 (PIA) -- The Armed Forces of the Philippines and the Philippine Delegation of International Committee of the Red Cross sign the Terms of Reference (TOR) for a range of dialogues pertaining to the promotion and monitoring of the implementation of International Humanitarian Law (IHL) in the country.

The dialogues are enclosed in the Semi-Annual Meetings considered as the highest working-level venue for discussing, recommending, and/or deciding IHL issues between the AFP and the ICRC.

“This partnership manifests the AFP’s commitment to the promotion and protection of the rights of victims of armed conflict,” said AFP Chief of Staff General Felimon Santos Jr.

The TOR signed Thursday, July 23, at the Office of the Deputy Chief of Staff for Civil-Military Operations (CMO), OJ7 details the creation of and the procedures for various working groups that will act on decisions and recommendations resulting from the meetings.

The areas of discussion include conduct of hostilities in densely populated areas, missing persons, management of casualties, treatment of captured persons, and protection and respect for medical mission staff, patients, facilities, and transportation means.

Brigadier General Benedict Arevalo, the AFP’s Deputy Chief of Staff for CMO, and Boris Michel, ICRC Head of Delegation in Manila, signed the TOR.

The AFP and the ICRC established a series of ad hoc, semi-formal meetings under the auspices of ICRC Protection Coordinator, OJ7, and the AFP Human Rights Office as a result of a dialogue following the 2013 attack in Zamboanga City.

Starting 2016 the meetings were held quarterly until 2018 when the AFP and ICRC adopted the twice yearly format for the high-level discussions.

“We thank the ICRC delegates for taking this journey with us. With your help and constructive vigilance, we are confident that we will be able to stay on a straight and narrow course towards upholding the principles of IHL in all levels of our operations,” General Santos Jr said.

METRO MANILA, (23 July 2020) -- The Duterte administration’s steadfast commitment to honor all signed peace agreements with internal armed groups across the country has led to the transformation of around 15,000 former combatants into peaceful and productive citizens.



This was highlighted by Defense Secretary Delfin Lorenzana during the pre-State of the Nation Address (SONA) forum held on Wednesday featuring the Security, Justice, and Peace Cabinet Cluster (SJPCC) .

“We are honoring our signed peace agreements with the other internal armed conflict groups such as the MILF (Moro Islamic Liberation Front), MNLF (Moro National Liberation Front), KAPATIRAN and CBA-CPLA (Cordillera Bodong Administration-Cordillera People’s Liberation Army), and through various peace forums, these former combatants and their families have become peaceful and productive citizens,” said Lorenzana, who is also the chairperson of the SJPCC.

Sustaining peace with the Moro fronts
“The most successful peace initiative of the government is the passage of the Bangsamoro Organic Law (BOL) that created the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM),” he noted.

On January 25, 2019, the Commission on Elections (COMELEC) officially announced the ratification of the BOL which opened a new chapter in the Bangsamoro people’s quest for genuine autonomy and self-governance.

“Part of the Bangsamoro Organic Law (BOL) is the decommissioning of the MILF combatants, 30% of them have already been decommissioned and the remaining 70% will be decommissioned in the next two years,” Lorenzana said.

On September 7, 2019, 1,060 members of the MILF-Bangsamoro Islamic Armed Forces were decommissioned. By the end of 2019, 12,000 of these 40,000 ex-fighters had completed the decommissioning process.

These former combatants then underwent basic military training so they can become part of the Joint Peace and Security Teams (JPST), a peacekeeping force composed of military, police, and MILF members whose main task is to ensure peace and safety in their communities.

Moreover, the government also continued to engage the MNLF in peaceful dialogue through the groups led by Nur Misuari and Yusop Jikiri groups. This initiative is in line with efforts to complete the implementation of commitments under the 1996 Final Peace Agreement between the government and the MNLF.



“The President wants a comfortable life for all Filipinos and an equitable share of the fruits of our development. We will continue to do our best to ensure that our agreement in 1996 will be fully honored,” said Presidential Peace Adviser Carlito G. Galvez Jr. during a meeting with Misuari earlier this year.

Rejecting armed revolution

As the Moro people fought for the right to govern themselves and chart their region’s political and economic future, there were also other groups which proved that armed revolution was not the solution to the challenges they were facing.

This was the story of the Rebolusyonaryong Partido Manggagawa-Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade-Tabara Paduano Group, a rejectionist group of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

After signing a peace deal with the Philippine Government, the organization, now known as the KAPATIRAN, continued to sustain the gains of peace. On September 19, 2019, 727 of its members underwent the process of decommissioning.

Of the 727 KAPATIRAN members, around 266 of them have undergone basic military training. They are now all members of their respective Community Defense Units (CDUs) in Negros and Panay islands.

Another success story is that of the Cordillera Bodong Administration-Cordillera People’s Liberation Army (CBA-CPLA). Like the KAPATIRAN, the CBA-CPLA turned its back on armed struggle and signed the Mt. Data Sipat Peace Agreement with the government in 1986.

Since the signing of the agreement, members of the CBA-CPLA have either been reintegrated into the Armed Forces of the Philippines, employed as forest guards by the Department of Environment and Natural Resources, or organized their own people’s organizations.

In a bid to complete the remaining commitments under the Sipat agreement, the government and CBA-CPLA created the Joint Evaluation and Monitoring Committee (JEMC), which has served as an avenue to discuss and resolve key peace and security issues in the Cordillera.

According to Galvez, KAPATIRAN and the CBA-CPLA demonstrate that “good things come to those who choose the path of peace and development.”

Community-driven projects

As part of the government’s “Whole-of-Nation” approach under Executive Order No. 70, it is now carrying out localized peace engagements wherein local chief executives are taking the lead in finding solutions to the decades-long communist insurgency.

“While it is true that peace engagements are nationally-driven, we should also not forget that each conflict is unique, and thus, solutions should be based on the local context,” Galvez pointed out.



“Hindi baril at bala ang solusyon para wakasan ang mga armadong grupong lumalaban sa pamahalaan kundi mabigyan sila nang pagkakataong mag-bagong buhay at mabuhay ng tahimik kapiling ng kanilang mga pamilya,” Lorenzana stressed during the pre-SONA forum.

To lay the foundations of genuine peace and sustainable development, the Office of the Presidential Adviser on the Peace Process (OPAPP) is implementing community-driven projects through the PAyapa at MAsaganang PamayaNAn (PAMANA) Program.

As of 2019, 11,898 of 13,530 PAMANA projects have been completed, which has opened up various livelihood opportunities for thousands of residents in remote, conflict-affected areas throughout the country.

Aside from the PAMANA Program, rebel returnees may also avail of the Enhanced Comprehensive Local Integration Program (E-CLIP), another livelihood initiative being administered by the Department of Interior and Local Government.

Healing and reconciliation
The Duterte administration believes that the pursuit of just and lasting peace does not end with the signing of peace agreements. There must also be healing and reconciliation among the people which is a longer and more complex process.

“In Marawi City, our social healing and peacebuilding programs are being implemented to promote social cohesion and develop a culture of peace, mutual understanding and solidarity,” Lorenzana said.

Promoting healing and reconciliation should not only be done in Marawi City, but in all conflict-affected and vulnerable communities across the country. This is the rationale behind OPAPP’S Social Healing and Peacebuilding (SHaPE) Program.

“It takes time to heal and recover from the pain and trauma caused by war. Filipinos should therefore come together and work hand in hand so that we can break down the barriers of fear, hatred and discord,” Galvez said.

“By honoring all our signed peace agreements and integrating the principles of social healing and reconciliation in all our interventions, we shall be able to promote the culture of peace, understanding and solidarity among our people,” he said. (OPAPP Press Release)

SAN MIGUEL, Zamboanga del Sur, July 24 (PIA) - The people of Barangay Ocapan in San Miguel town will soon benefit from government programs and services after the ceremonial groundbreaking of three new ELCAC projects held on July 23 at the barangay's Multi-Purpose Hall here.

The rehabilitation and gravelling of Barangay Ocapan road has already been started by the joined efforts of the municipal government of San Miguel led by Hon. Mayor Angelito Martinez II, the Army's 53rd Infantry Battalion led by Lt. Col. Jo-ar Herrera, and the Army's 547th Engineer Battalion led by Col. Emerito Pineda.

The construction of Brgy Ocapan Covered Court and Barangay Site Development followed shortly after.

In his remarks, San Miguel Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) Chairperson Hon. Mayor Martinez II said that the ELCAC projects are proof that the government has not forgotten the residents of Barangay Ocapan.

"You have seen, you have witnessed, and you have tasted the services rendered by the government - a result of true convergence," said Martinez.

Meanwhile, 2nd District Representative Leonardo Babasa encouraged the residents of Barangay Ocapan to support the programs of President Rodrigo Roa Duterte in addressing the communist insurgency.

"Let us support our dear President Rodrigo Roa Duterte, and these programs and initiatives of the Municipal Task Force ELCAC and together, we will end the communist insurgecy," Babasa said.

Punong Barangay Erlynda Abansado thanked the San Miguel LGU and the Army for their help in the realization of these ELCAC projects.

"These projects set forth by the Municipal Task Force ELCAC, with the help of the Army, will not just address the insurgency in our barangay, but also help us and our children," said Abansado in local dialect.

Barangay Ocapan was a former safe haven of Communist-NPA terrorists in Zamboanga del Sur after being cleared of communist terrorist influence through the Army's Community Support Program (CSP).

Also, Keynote Speaker Lt. Gen. Cirilito Sobejana, the Commander of AFP's Western Mindanao Command, reiterated in his speech that 'no one lives and dies for himself alone."



"We should help each other for the attainment of peace and joy. We should all strive to be happy and productive citizens of our communities," said Lt. Gen. Sobejana.

Part of the whole-day activity was a Handog Serbisyo Caravan, which included medical services, free circumscion, bloodletting, free haircut, and free seeds from the Department of Agriculture-IX, and information briefing on courses offered by the Technical Education and Skills Development Authority-IX.

CAGAYAN DE ORO CITY – Government forces are now hunting down a group of communist New People’s Army (NPA) rebels in a far-flung barangay here who allegedly killed a former comrade, police said Thursday.

Police identified the victim as Saidor Balansi, 25, of Barangay Besigan, who was shot to death inside his residence on Tuesday evening, based on the account of Balansi's younger brother.

The brother, Jan-Jan, told police that a group of around 30 armed persons belonging to the NPA’s Sub-Regional Command 5 led by a certain “Decoy” was responsible for the victim’s death.

In an interview Thursday, Maj. Aldren Baculio, Lumbia police chief, said the Balansi brothers joined the NPA in 2015 but they surrendered to the authorities two years later.

Baculio said the siblings surrendered to the Army’s 403rd Infantry Brigade detachment based in Barangay Mambuaya.

After their surrender, police said the Balansi siblings went back to farming.

“They were mostly being used as guides by the NPA, although Jan-Jan said they once joined in a combat operation in the hinterland area,” Baculio said, referring to the Balansi brothers’ involvement with the NPA.

He also said there were no sightings of NPA rebels in the city’s mountain villages before the shooting, although residents in the area have been seeing armed groups passing through the village on their way to either Misamis Oriental or Bukidnon provinces.

Baculio said the Lumbia police coordinated with the Army’s 4th Infantry Division to track down the assailants, who were last spotted by military operatives heading to the Bukidnon town of Talakag.

The killings of former NPA members by the communist guerillas have become common and are widely believed to be part of the rebels' policy of reprisal.

The NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Five former members of the communist New People’s Army (NPA) received cash assistance from the Zamboanga del Norte Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC), officials said Thursday.

Lt. Col. Jo-ar Herrera, commander of the Army's 53rd Infantry Battalion, said three of the five beneficiaries are from Leon Postigo town while the other two from Siayan, Zamboanga del Norte.

Herrera said each of the five rebel returnees received PHP20,000 cash assistance from the Zamboanga del Norte Provincial Enhanced Comprehensive Local Integration Program (ECLIP) on Tuesday at Isaiah Hall, Provincial Capitol, Dipolog City.

Gov. Roberto Uy, Zamboanga del Norte PTF-ELCAC and ECLIP committee chairperson, vowed the provincial government will remain active in assisting and supporting the former rebels’ reintegration to mainstream society.

Herrera thanked Uy for the "untiring support and commitment" of the province in helping former NPA rebels reintegrate well in their respective communities.

Herrera said that in total, 22 former rebels--including those who surrendered to other units under the Army's 102nd Infantry Brigade--also received the same cash assistance.

He said the former NPA combatants are also set to receive immediate cash assistance and livelihood assistance amounting to a total of PHP65,000 each as part of their benefits under the ECLIP.

The NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The fight against insurgency is bearing fruits in Eastern Visayas with communities, local governments, and central government linking arms to end the decades-long armed rebellion.

The Philippine Army noted that since the creation of local task forces on ending local communist armed conflict (ELCAC) in 2019, the revolutionary movement in the region has weakened.

As of mid-July, all seven cities and 135 towns in the region have formed their task force ELCAC, Maj. Gen. Pio Diñoso III, commander of the Philippine Army’s 8th Infantry Division, said in a phone interview on Friday.

About 30 percent of the region’s 4,390 villages have their own task forces.

At the municipal level, only the town of San Sebastian in Samar has yet to create the local body.

The town mayor, the army official said, is reluctant to form the task force since he is just an officer-in-charge.

Diñoso attributed to the task forces’ efforts why the NPA membership dwindled despite continuing recruitment activities.

As of mid-2020, the NPA in Eastern Visayas has 384 fighters with 363 firearms, a big reduction from 506 active members with 447 recorded in October 2019, according to a report of the regional task force ELCAC.

“The creation of task force ELCAC has a significant impact in reducing the strength of armed rebellion as village officials and residents provide vital information that led to the neutralization of NPA fighters,” the army commander added.

Since 2019, three NPA guerrilla fronts based in some parts of Leyte and Samar provinces fell after combined combat operations and community support programs.

Still ongoing is the dismantling of two guerrilla fronts operating in San Jose de Buan, Matuguinao, Motiong, Paranas, Basey, Marabut, and Sta. Rita in Samar.

“Our soldiers will not leave the residents until the whole Samar Island attains a just and lasting peace. They are agents and warriors of peace. They will go to the villages, not for chaos but to bring peace,” Diñoso said.

The regional, provincial, and municipal task forces have been deploying retooled community support program (RCSP) teams to identify the issues of the people that will be raised to concerned government agencies and local government for them to address it accordingly.

"We are going to support the RCSP and together in this journey, we will continue to provide the basic services to the people in order to let them feel government efforts,” said Sta. Rita Mayor Joven Tiu during the RCSP team deployment on July 13.

The formation of the task force operationalizes Executive Order 70 issued by President Rodrigo Duterte on Dec. 4, 2018.

The directive also institutionalizes a “whole-of-nation approach” in attaining an inclusive and sustainable peace.
Patterned after the national and regional task forces, the local body is composed of heads of local offices of the Departments of the Interior and Local Government, Justice, Defense, Public Works and Highway, Budget, Finance, Agrarian Reform, Social Welfare and Education as well as the military, police, local communication office, and private sector representatives.

At the village level, the task force is composed of members of the barangay peace and order council and community-based organizations.

The police has launched a manhunt for two gunmen on a motorbike who shot dead a school head teacher in Pikit town, North Cotabato province on Thursday.

Capt. Mautin Pangandigan, Pikit town police chief, identified the slain school official as Abdullah Mamasaunda Hussain, a headteacher of the Dagadas Elementary School in Barangay Fort Pikit.

“The victim was walking home from the town’s public market to prepare for his lunch when unidentified gunmen on a motorbike opened fire at 10:45 a.m,” Pangandigan said in a report.

Hussain, 43, succumbed to multiple gunshot wounds in the head and body.

Recovered from the crime scene were empty shells for .45-caliber pistols, police said.

Pangandigan said the initial investigation showed that the victim has been receiving threats from unidentified men for a still unknown reason.

North Cotabato Police director, Lt. Col. Henry Villar, said a "massive manhunt" for the perpetrators had been ordered.

Pikit Mayor Sumulong Sultan condemned the broad-daylight attack against Hussain and directed the local police to dig deeper into the case.

A top official of the Philippine Army in the Caraga Region commended 12 former communist guerillas who pledged to help the government's peace and development efforts.

Brig. Gen. Maurito Licudine, commander of the Army's 402nd Infantry Brigade (402Bde), underscored the role of New People's Army (NPA) surrenderers in helping end the communist rebel movement's "influence and harassments" on several upland communities in the region.

“These FRs (former rebels) are the most credible persons to convey and encourage the remaining members of the Communist Terrorist Group (CTG) to surrender and reconcile with the government," Licudine said in a statement Friday.

He said the 12 new rebel returnees can also "effectively convince" their former comrades to lay down their arms and return to their families.

Major Francisco Garello Jr., 402Bde civil-military operations officer, said the 12 ex-NPAs who recently surrendered to the different battalions of the brigade completed their four-day "de-radicalization" training held in Camp Bancasi from July 18 to 21.

Garello said the "de-radicalization" program is part of the Enhanced Comprehensive Local Integration Program (ECLIP) process and a critical component of the reintegration of the former rebels into their communities.

“The program redirects our FRs from their deceptive views and delegitimizes the Communist NPA Terrorist (CNT) rhetoric and tactics in order to complete their transformation that will lead them to leave the path of violence and false indoctrination,” Garello said.

One of the highlights of the training, he said, was the session on psycho-social moral recovery where the rebel returnees are asked to give "personal reflection" on their "past mistakes".

He said the sessions aim to "deepen their commitment" and accept the challenge to become "peace advocates".

Licudine hopes the de-radicalization" process led former rebels to "join the peace and development initiatives of the government" and aims to "transform their outlooks towards peace".

“The narratives and testimonies shared by our FRs during the training will also enlighten our youths, especially the student sector and young professionals, to be wary of the recruitment schemes of the CTGs,” Licudine said.

Four were confirmed dead as a Philippine Air Force chopper crashed and exploded at the ramp area of Tactical Operations Group 2 on Thursday night in Barangay San Fermin in this city.

Air Force Lt. Col. Augusto Padua, Tactical Operations Group 2 commander, said they have yet to inform the relatives before officially releasing the names of the fatalities.

The chopper with tail no. 8308 was on night vision test training with five occupants -- the pilot, co-pilot, two crew members, and a passenger -- when it crashed, minutes after take-off around 7 p.m.

Air Force personnel and rescuers found the bodies of the pilot and co-pilot inside the chopper on Thursday night while two other bodies were found pinned under the wreckage on Friday.

The crew member, who was brought to the Isabela United Doctors Medical Center in Cabaruan village, is in a critical condition due to multiple fractures and wounds.

Civil Aviation Authority of the Philippines investigators arrived on Friday for the official investigation on the crash.

(UPDATE) -- The four people who died on board a Philippine Air Force (PAF) Huey helicopter which crashed at the Cauayan Air Station here on Thursday night have already been identified.

The victims were identified as Captain Christopher Cesar Urbano, the pilot in command, and Captain Fiorelio Bernardo, his co-pilot. Their bodies were retrieved from the wreckage.

The other two fatalities, also PAF personnel, were identified as First Lt. Mike Tabigne and Staff Sergeant John Christopher Taguiam.

Another passenger, Airman First Class Gerry Aviles Jr. was taken to the Isabela United Doctors Medical Center after sustaining multiple fractures.

Brig. Gen. Crizaldo Nieves, Cagayan Valley regional police chief, said the PAF men were conducting night vision goggles proficiency training at the Tactical Operations Group 2 (TOG2) in Barangay San Fermin around 7 p.m. when the helicopter crash-landed shortly after take-off.

The chopper, with tail no. 8308, belongs to the PAF's 205th Tactical Helicopter Wing.

In a statement, the PAF said the cause of the crash was not immediately known but it already launched an investigation.

Edmond Evaristo, a villager near the crash site, said they heard loud sounds of explosion at the area followed by billowing smoke.

Initial investigation showed that the helicopter exploded as it hit the tarmac of the TOG2 ramp area.

The Civil Aviation Authority of the Philippines has deployed its personnel to investigate the incident.

The Western Mindanao Command (Westmincom) and various religious leaders have organized the Religious-Military Advisory Council (RMAC) to address violent extremism and terrorism in this part of the country.

Maj. Arvin John Encinas, Westmincom spokesperson, said Friday the advisory body was organized during the two-day religious leaders’ forum held at the La Solidaridad Clubhouse of Westmincom that started on Wednesday.

Encinas said RMAC officials will serve as the consultants and advisers of Westmincom in its anti-terror and security campaigns.

During the forum, which was also attended by police officials, Encinas said the participants crafted a mechanism for religious leaders to take an active role in combating violent extremism and terrorism in the region.

“This forum yielded stronger partnership between the AFP (Armed Forces of the Philippines) and the religious leaders in the promotion of common good and aspirations,” said Shiek Abdulwakil Kasim, chairperson of the ULAMA Council of Zamboanga Peninsula who was elected RMAC chairperson.

Brig. Gen. Camilo Balutan, Westmincom deputy commander for operations, who was the guest of honor and speaker during the culminating activity of the forum, said the creation of RMAC will be the key in addressing the problems of the society towards the achievement of peace and progress.

“Through this religious forum, we have strengthened our bond and identified the gaps and root causes of terrorism,” Balutan said.

Lt. Gen. Cirilito Sobejana, commander of WestminCom, also thanked the participants for responding positively to the command's invitation.

“Security is a shared responsibility. It entails sustainment of partnership between the military and the different sectors of the society,” Sobejana said. “Let us continue to unite all our efforts to resolve conflicts and win lasting peace for our future generations.”

Four members of Islamic State for Iraq and Syria (ISIS)-inspired Dawlah Islamiya (DI) have surrendered to the government authorities in the province of Lanao del Sur, officials said Friday.

Lt. Col. Franco Raphael Alano, commander of the Army's 55th Infantry Battalion, said the DI combatants surrendered Thursday to the command in Marogong town, Lanao del Sur, and turned over five firearms consisting of an M653 carbine rifle, two 40-mm grenade launchers, and two .45-caliber pistols.

Alano said the four decided to surrender after a month of negotiations and dialogue with local officials and relatives in Marogong town, as well as former members of the Dawla Islamiya.
Alano assured that in collaboration with the municipal government, the Army will assist the surrenderers' reintegration into mainstream society.

One of the surrenderers, Jamil (not his real name), said they realized that joining a terrorist organization was against the teachings of Islam, according to Alano.

Alano said the surrenderers also divulged being discouraged to continue after DI lost many supporters.

Col. Jose Maria Cuerpo II, commander of the Army's 103rd Infantry Brigade, called on the remaining members of the ISIS-inspired group to lay down their arms and "end the senseless violence in the Lanao provinces".

“We will remain relentless in our campaign against the remaining DIs in the province, and we will also intensify our reintegration efforts to address not only the needs of our returnees but of their families' as well,” Cuerpo said.

The four DI surrenderers underwent custodial debriefing and will later undergo medical and physical examinations, Alano said.

Food packs containing 25 kilos of rice, and other food items and hygiene kits were also provided to them by the Office of the Presidential Adviser in the Peace Process (OPAPP), the Army official added.

Maj. Gen. Generoso Ponio, commander of the 1st Infantry Division, lauded the 55IB and the civilian stakeholders involved in the surrender of the DI combatants.

“Truly, our campaign against terrorism also relied on the cooperation and involvement of the local government units, datus, Ulamas and even the local populace itself,” Ponio said.

“We can defeat terrorism by whole-of-nation approach, trusting and helping each other, so that our future generations will inherit the just and lasting peace that everybody is aiming for,” he added.

The 1st Infantry Division (1ID) has awarded a "wounded personnel" medal to a militiaman for gallantry in action during a firefight early this week with the communist New People’s Army (NPA) in Zamboanga del Norte.

Maj. Gen. Generoso Ponio, 1ID commander, pinned the medal on the injured militiaman during a visit Friday at Camp Sang-an Station Hospital in Labangan, Zamboanga del Sur.

Ponio did not disclose the identity of the injured militiaman for security reasons but said the wounded serviceman belong to the indigenous people (IP) assigned with the 12th Zamboanga del Norte Civilian Active Auxiliary Company.

He was injured in a 10-minute clash against 20 members of the NPA on Tuesday in Barangay Sto. Niño, Gutalac, Zamboanga del Norte.

During his visit, Ponio also handed over cash assistance and food packs to the injured militiaman, whom he described as a “hero trooper”.

The clash ensued while the troops were on a combat operation following a civilian tip-off on the presence of NPA combatants in Barangay Sto. Niño.

Government troops recovered binocular, medical paraphernalia, propaganda materials, and other belongings of the NPA fighters following the clash.

Armed Forces of the Philippines (AFP) chief-of-staff Gen. Felimon Santos has committed to help the families and loved ones of the four Air Force personnel who died when their UH-1D helicopter crashed shortly after take-off at the Cauayan Air Station, Isabela on Thursday night.

"He (Santos) commits to help facilitate the assistance and other entitlements of our gallant Philippine Air Force personnel who died in line-of-duty," military spokesperson, Marine Maj. Gen. Edgard Arevalo said in a press statement on Friday.

The UH-ID helicopter, with tail number 8308, five persons aboard including two pilots, two aircrewmen, and another officer, was taking off for a proficiency training for night flying when the accident happened at 6:58 p.m.

Arevalo identified the fatalities in the accident as Major Christopher Cesar A. Urbano (pilot-in-command), Capt. Fiorelio D. Bernardo (co-pilot), 1st Lt. Mike Tuesday T. Tabigne and Staff Sgt. John Christopher R Taguiam.

Meanwhile, the lone survivor identified as Airman 1st Class Gerry Aviles Jr., is undergoing treatment.

The helicopter was from the Philippine Air Force (PAF)'s 205th Tactical Helicopter Wing while the Cauayan Air Station is under Tactical Operations Group 2 (TOG 2).

"AFP chief Gen. Felimon Santos Jr. expresses deep grief and extends condolences and prayers on behalf of the Armed Forces of the Philippines to the families and colleagues of the airmen who perished in this air operations mishap," Arevalo said.

The Department of National Defense (DND), meanwhile, condoled with the families of the Air Force personnel who died in the mishap.

"The PAF is now investigating the cause of the incident and all possible assistance will be extended to the next of kin of those who perished," DND spokesperson Arsenio Andolong said in a statement.

Meanwhile, PAF spokesperson Lt. Col. Aristides Galang said all remaining UH-1D helicopters of the Air Force are on hold status for "thorough inspection" as part of their safety procedure.

The number of police officers who contracted the coronavirus disease (Covid-19) has reached 1,761, the Philippine National Police (PNP) reported Thursday night.

The PNP Health Service reported 118 more Covid-19 cases among its ranks.

A total of 687 personnel have recovered from the disease while the death toll stands at nine.

The PNP Health Service is also monitoring 719 probable cases and 2,470 suspected cases.

The majority of cops who have contracted the Covid-19 are asymptomatic.

If a cop tests positive, he/she will observe a 14-day quarantine and undergo another test. Once cleared, they have to rest for seven to 10 more days before going back to duty.

The infected cops came from those who are assigned in quarantine checkpoints.

Fidel Agcaoili, the chairperson of the National Democratic Front’s (NDF) peace negotiating panel, passed away on Thursday.

Agcaoili, 75, succumbed to pulmonary arterial rapture, the NDF said in a statement posted on the Facebook account of the self-exiled Communist Party of the Philippines (CPP) founder Jose Maria Sison.

Agcaoili died on Thursday afternoon in Utrecht, The Netherlands where he was exiled.

“According to the doctor, the cause of his death was pulmonary arterial rupture which caused massive internal bleeding. It was not Covid-19 (coronavirus disease 2019) related,” the NDF said.

Agcaoili was supposed to turn 76 on August 8, the NDF said.

The NDF added that Agcaoili’s remains will be flown to the Philippines following the wishes of his family.

Agcaoili took over as NDF chief peace negotiator in 2016 when Luis Jalandoni resigned.

Peace talks between the government peace panel and the NDF, political arm of CPP, were terminated by Duterte in November 2017, following the series of attacks staged by the communists' armed wing, the New People's Army, against the government troops and civilians.

In November 2018, Duterte said Agcaoili and Jalandoni sought to return to the Philippines for the possible revival of peace negotiations with his administration.

Agcaoili and Jalandoni had initially eyed to go back to the Philippines but dropped the plan because of alleged threats to arrest them upon their arrival in the country.

In June this year, Malacañang raised the possibility that Duterte might once again open the door to another resumption of peace talks with the communist movement in the future.

The Philippine Army (PA) has accommodated and assisted more than 4,000 locally stranded individuals (LSIs) in its facilities.

In a statement Thursday, Army chief, Lt. Gen. Gilbert Gapay, said as of July 23, a total of 4,496 LSIs have been accommodated at the Philippine Army Wellness Center (PAWC), which is located at its headquarters in Fort Bonifacio, Taguig City.

Of this number, 3,805 individuals have been assisted in returning to their respective provinces, while 258 are staying at PAWC and 433, at the Libingan ng mga Bayani.

"The Army will continue to care for the well-being of our stranded countrymen. With the help of different donors and partners, their needs will be prioritized as they await the availability of their flights back home to their families,” Gapay said.

Before their accommodation, each LSI underwent profiling to assess their pre-existing medical conditions and cultural background.

Those who have their non-refunded airline tickets were assessed to identify their destination and their mode of transportation before rapid testing.

Individuals who tested positive for the coronavirus disease 2019 (Covid-19) were transported to different medical facilities, such as the World Trade Center and the Philippine International Convention Center.

Meanwhile, stranded individuals residing within the National Capital Region were immediately accompanied to their places of residence by PA personnel.

After thorough inspection and disinfection, the LSIs were given hygiene kits, face shields, face masks, and sleeping mats before proceeding to their assigned sleeping areas.

Those with kids were also given milk and diapers, along with food packs.

Persons with disability and pregnant women were transferred to the Army General Hospital to be properly monitored.

Liaisons from different government agencies and airlines, such as the Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government, Cebu Pacific Air, Air Asia, and Philippine Airlines were also situated at PAWC to ensure effective coordination between them and the LSIs.

The PA also assists in securing travel requirements for the LSIs, such as medical certificate and travel authority.

They are also given food packs and food augmentation by the DSWD before being sent off to their respective flight schedules.

Through the Community Support Program (CSP) team of the Army’s Eighth Infantry Battalion (8th IB), four members of the Sangay ng Partido sa Lokalidad (SPL) withdrew their party membership from CPP while 25 mass supporters denounced the National Democratic Front (NDF), 8th IB Civil Military Operations (CMO) officer 2nd Lt. Camille M. Bumatay told The Manila Bulletin late Thursday.
“They are now aware of the deceptive scheme and evil tactics of the CPP-NPAs,” the 8th IB CMO officer said.

“They also realized that they were just used for the benefit of the communist organization yet they got nothing in return,” she said.

“Our huge thanks to the soldiers who helped and supported us to obtain a peaceful life. Before, we took the wrong road in believing and supporting the wrong ideology instilled in us by the communist group but from here on, we are taking the right path with the true government which initiated hope for a lasting peace and new life. Together, let us focus our efforts in collaborating with the Armed Forces of the Philippines,” said Bumatay, quoting “Ka Jessa,” one of those who participated Grand Pulong Pulo who was a top leader and organizer of the CPP-NPA Pigyayungan in Bukidnon province.

The local government unit of Malaybalay City, led by Mayor Florencio Flores Jr., expressed its gratitude for the presence of the CSP of the 8th IB in the area.

Meanwhile, 8th IB commander Lt. Col. Edgardo V. Talaroc, Jr. also lauded the effort of the former CPP-NPA members for returning back to the fold of the government.

The 29 CPP-NPAs formally took their oath of allegiance to the government last week (July 16) during Grand Pulong-pulong program in Barangay Kalasungay, Malaybalay City, Bukidnon province.

SEVERAL high powered-firearms, ammunition, medical supplies, and personal belongings of communist guerrillas were seized in Sitio Panukmuan, Diatagon, Lianga, Surigao del Sur on Monday.

The members of the 3rd Special Forces Battalion conducting community support program clashed with more or less ten 10 New People’s Army rebels in the area. The Army claimed that they are using the IP community as human shields.

The soldiers recovered one AK-47 rifle with magazine, an M16 rifle with magazine, one homemade shotgun, one cal. 22 rifle, seven shotgun shells, one smartphone, five keypad phones, one tablet, power bank, medical supplies, and assorted documents.

“There was a 10-minute encounter but the NPA terrorists immediately fled and mixed with the IP community to evade government forces that caused alarm and chaos among civilians,“ Lt. Col. Joey B. Baybayan, the 3SF Battalion commanding officer, said.

“We call on the United Nations Human Rights Council, the Commission on Human Rights, International Committee on the Red Cross, and other rights groups to condemn in the highest terms and take action against communist NPA terrorists who use the IP community as human shields,“ Hawudon Jumar Bucales, Lianga Indigenous People’s Mandatory Representative, said.

Bucales said that the NPA rebels have infiltrated the IP communities and forced the Lumads into joining the armed group, the underground mass organizations, and eventually party members of the Communist Party of the Philippines and National Democratic Front.

“The passage of the Anti-Terror Act of 2020 is a big boost to secure the IP communities from these terroristic conspiracies and shaping of the CPP, NDF and the NPA terrorists,” Datu Constancio Duhac, Lianga tribal chieftain, added.

Last 2019, Bayan Muna Partylist failed in its attempt to remove the Army’s community support teams immersed in the barangay, according to the Surigao Sur IP leaders.

According to the Army, Bayan Muna, along with its local affiliate Malahutayong Pakigbisog Alang sa Sumusunod, is part of the umbrella organization, Bagong Alyansang Makabayan, the biggest component of the NDF to complement the armed revolution.

CAGAYAN DE ORO CITY—Government soldiers are now on a manhunt for the killers of a former communist guerrilla at a remote village here.

Maj. Aldren Baculio, chief of the Lumbia police station, said the victim’s brother was able to identify the attackers as their former comrades in the New People’s Army (NPA).

Saidor Balansi, 25, was shot in his residence at the hinterland village of Besigan on Tuesday (July 22) evening.

Bansali’s brother, known only as Jan-jan, told police investigators that a group of at least 30 fully armed individuals was responsible for the killing.

He identified the attackers as members of NPA’s Sub-Regional Command 5 led by an alias Decoy.

Baculio said the Balansi brothers joined NPA in 2015 but they surrendered to the Army’s 403rd Infantry Brigade detachment based at the village of Mambuaya in 2017.

After surrendering, Balansi returned to farming, he added.

“They were mostly being used as guide by the NPA, although Jan-Jan said they once joined in a combat operation in the hinterland area,” Baculio said.

Right after the shooting, the Lumbia police quickly coordinated with the Army in the area which pointed at Talakag town, Bukidnon province as the direction which the group that killed Balanse fled to.

CAUAYAN, Isabela – Four personnel of the Philippine Air Force (PAF) were killed while another was injured when the helicopter that they were riding on suddenly crashed during a flight proficiency training here Thursday.

Major Gen. Edgard Arevalo, spokesperson of the Armed Forces of the Philippines, said Friday that the victims were two pilots, an aircrew, and a PAF officer.

The victims were identified as Major Christopher Cesar Urbano, the pilot in command; Capt. Fiorelio Bernardo, co-pilot; 1st Lt. Mike Tuesday Tabigne, PAF officer; and Staff Sgt. John Christopher Taguiam, aircrew.

The lone survivor, another aircrew, was identified as Airman First Class Gerry Aviles Jr., who was taken to the Isabela United Doctors Medical Center for immediate treatment.

Initial investigation by the military and police said a Huey (UH-1D) helicopter with tailgate No. 8308 crash landed shortly after taking off for night vision goggles (NVG) proficiency training at the vicinity of the Tactical Operations Group 2 (TOG 2) area at the Cauayan Air Station around 7 p.m.

“The military aircraft with five personnel onboard were conducting proficiency training for night flying when the accident happened,” Arevalo said.

The helicopter exploded as it hit the tarmac of the TOG 2 ramp area.

Lt. Col. Aristedes Galang, PAF spokesperson, said an investigation team from the Air Force has been deployed to Cauayan Air Station to determine the cause of the accident.

The bodies of the victims have been recovered and taken to a funeral home. Isabela Provincial Police Office spokesperson Frances Littaua said personnel of the Cauayan City Police Station assisted the Scene-of-the-Crime Personnel of the Cauayan City Crime Laboratory office in processing the area.

Gen. Felimon Santos Jr., AFP chief of staff, grieved and extended condolences and prayers to the families and colleagues of the victims.

“He (Santos) commits to help facilitate the assistance and other entitlements of our gallant Philippine Air Force personnel who died in the line of duty,” Arevalo said.

Lt. Gen. Allen Paredes, PAF commanding general, was saddened by the death of his personnel and extended sympathies to the families of the victims.

“The PAF will continue to care for its gallant airmen and their services will be honored. Their families will be given assistance,” Galang said.

The PAF has placed all of its Huey chopper units nationwide in an “on hold” status due to the incident. It said the helicopters will be subjected to “stringent maintenance and safety inspections” while the cause of the accident is yet to be determined.
