The suspected New People’s Army rebel killed in a gunbattle on July 19 in Brgy. Sandayao, Guihulngan City, Negros Occidental, was found by the Army’s 3rd Infantry Division yesterday to have been facing murder charges, as well as complaints for illegal possession of firearms.

He was identified as Pompeo Landesa, 54, a member of the Central Negros 1 under the Komiteng Rehiyonal- Negros/Cebu/Bohol/Siquijor, and a resident of Sitio Dako, Brgy Sandayao, Guihulngan City, Negros Oriental.

Also recovered from the encounter site by members of the 62nd Infantry Battalion were a KG9 automatic pistol with a magazine containing ammunition, a .357 Magnum revolver with three ammunition, fragmentation grenade, two small solar panels and battery, personal belongings and subversive NPA documents.

Landesa was the fifth NPA member killed in armed clashes with Army soldiers in central Negros in the past two weeks.


In a statement, Maj. Gen. Benedict Arevalo, 3rd Infantry Division commander, said that the recent death of five rebels will serve as a warning to the NPA remnants that they will suffer the same fate if they continue to refuse to surrender.

Arevalo reiterated that 3ID is willing to help them in availing of government’s aid through Enhanced Comprehensive Local Integration Program, should they decide to abandon the armed struggle.

He also lauded the vigilance of local populace in informing the 62IB on the presence of terrorists in their communities.

NDF-Negros rejects localized peace talks

The National Democratic Front-Negros reiterated its rejection of the “localized peace talks” being pushed by the National Task Force – Ending Local Communist Armed Conflict (NTF-ELCAC).

It is a vain and desperate ploy to divide the revolutionary movement and mislead the people on the question of peace negotiations and the struggle for just and lasting peace, NDF-Negros spokesperson Ka Bayani Obrero said.


Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Secretary Carlito Galvez Jr., however, said that Localized Peace Engagements (LPE), under the NTF-ELCAC have proven to be the most effective way of addressing the decades-long communist insurgency.

Galvez said the conduct of LPEs has enabled the government to decisively push forward the country’s peace and development agenda and achieve more concrete results as compared to national-level peace talks that were held before.

In a statement, Obrero claimed that “local peace talks” have nothing to do with genuine peace, that is peace based on social justice, stressing also that it only serve to deodorize the continuing, what he alleged as brutal counterrevolutionary war, and its attendant murderous campaigns.

He pointed out that it also seeks to destroy the revolution, by instigating capitulation as an appendage to armed counterrevolution. Hence, “localized peace talks” is packaged with a duplicitous amnesty program, Obrero also said.

He added that the revolutionary forces of Negros – from CPP’s regional committee to the branches, NPA’s regional operational command to front operational commands, and NDF’s allied organizations at all levels, firmly reject and oppose “localized peace talks” and will not engage, participate or even recognize such bogus peace undertaking.

If ever such talks are held in Negros, NTF-ELCAC will be talking with themselves or maybe with some former revolutionaries turned traitors and other elements with dubious character misrepresenting the revolutionary movement, Obrero further said.


Galvez, in a statement issued by OPAPRU, said “for more than 50 years and of all the mechanisms we have utilized to put an end to the communist rebellion, we saw that the LPE was indeed the most effective approach in addressing the root causes of the armed conflict.”

“Unlike the national peace talks which have been weaponized and exploited by the left, the LPE has no obscure agenda rather than achieving genuine peace. All agreements made by the CPP-NPA rejectionist factions under LPE adhere to the Philippine Constitution and democratic processes,” he added.

“We believe that it would be pointless and unproductive for us to engage the leadership of the communist group in peace talks. These people (CPP) are unrealistic and not grounded. While these personalities enjoy a comfortable and luxurious life in another land, the people who are allegedly fighting for their cause are fighting and dying in the fringes,” Galvez stressed.

“We simply cannot deal with this kind of leadership which does not have a clear sense of what is actually happening on the ground. The government will only be placing itself at the losing end,” he added.

Police arrested Friday a tribal school teacher suspected to be doubling as a recruiter for the communist New People’s Army (NPA) in Agusan del Norte.

In a statement, the Agusan del Norte Police Provincial Office (ADNPPO) identified the suspect as Romulo Masayon, a teacher of the Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV) and an alleged member of the NPA White Area Committee.

Masayon, 42, is allegedly involved in the recruitment of teachers and students into the communist movement while teaching at ALCADEV, long suspected by the military as a recruitment ground for the NPA.

The school, situated in Surigao del Sur, was closed following a clamor by local tribal leaders and local government units.

According to the police, Masayon has also been a member of the organizing committee at the provincial level of the Anakbayan Party-list in Agusan del Sur since 2020.


Col. Helson Walin, ADNPPO director, said Masayon was arrested by the combined forces of the Philippine National Police and the Army’s 29th Infantry Battalion in Barangay Bangayan, Kitcharao, Agusan del Norte under arrest warrants issued by two local courts.

The arrest warrants were issued by the Municipal Trial Court in Cities in Tandag City, Surigao del Sur on July 4, 2022 for robbery, and by the Regional Trial Court Branch 40, also in Tandag City, on Jan. 7, 2022, for robbery in an inhabited house or public building or edifice devoted to worship, as stipulated in Article 299 of the Revised Penal Code.

Walin said Masayon is considered the seventh priority target and most wanted person in Agusan del Norte.

“The arrest of Masayon will significantly contribute to the inevitable downfall of the communist group,” he said.

He noted that the NPA in Agusan has suffered major setbacks during the past several months due to the arrest of its leaders and the surrender of its members.

The suspect is currently detained at the police station in Kitcharao for documentation and proper disposition.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front was formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

Department of National Defense (DND) officer-in-charge, Undersecretary Jose Faustino Jr. said he sees more engagements between the Armed Forces of the Philippines (AFP) and its Japanese counterparts.

"We have a very robust defense cooperation with Japan, particularly with the Japan Self-Defense Forces, Japan continues to be an observer in our 'Balikatan" Exercises and just lately we had our 2+2 (Meeting) and a lot of things came out of that, we are trying to come up with terms of reference, umbrella terms of reference where we could participate more particularly on HADR (humanitarian assistance and disaster response),"
Faustino said in a press briefing at Camp Aguinaldo in Quezon City on Thursday.

He was referring to the successful Foreign and Defense Ministerial Meeting (2+2) between the Philippines and Japan last April.


The defense chief also said he earlier met with Japan Parliamentary Vice Defense Minister Tsuyohito Iwamoto where they both reaffirmed the commitment of the two countries to ensuring rules-based international law and rules-based order in the South China Sea and the East China Sea.

"Right now I think there will be more engagements as we talked about and the collaboration will continue and I see robust cooperation in the near future with Japan," Faustino said.

Meanwhile, Iwamoto noted that the meeting is a manifestation of the two countries’ growing bilateral strategic partnership.

The Japanese official visited the Philippines last July 17 to 18 where he paid courtesy calls on key Philippine defense and military officials.

Also on Thursday, Fasutino met Japan's outgoing and incoming defense attachés to the country.

In a statement, DND spokesperson Arsenio Andolong said Faustino congratulated outgoing defense attaché Col. Nakano Yu for successfully ending his three-year tour of duty (TOD) and commended the significant development of Philippines-Japan defense relations during his term despite the challenges posed by the pandemic.

These developments included sustained education and training exchanges, increased humanitarian assistance and disaster response collaboration, and elevated dialogue mechanisms between the two defense establishments.

Faustino, meanwhile, welcomed Nakano's successor, Col. Akiba Kazuiko, stressing that he is looking forward to further enhancing defense cooperation between the two countries.

Akiba also highlighted how far the Philippine defense sector has come since his first visit to the Philippines and committed to working on the development of Manila-Tokyo defense relations.

He also noted that the Philippines and Japan have reached the golden age of their bilateral relations.

United States Ambassador-designate to the Philippines MaryKay Loss Carlson arrived in Manila on Thursday night.

The US Embassy in Manila said Carlson is set to present her credentials to President Ferdinand Marcos Jr. on Friday.


"So excited to be here! I cannot wait to get the ball rolling and engage with our Filipino (friends, partners, and allies) to further strengthen the thriving US-Philippines relationship. Maraming salamat (Thank you) for the warm welcome," Carlson said in her first tweet in Manila.

Upon her arrival, Carlson presented her credentials to the Department of Foreign Affairs, saying she looks forward to exploring opportunities to further grow the two nations' bilateral relations.

Carlson succeeded former US Ambassador to the Philippines Sung Kim, who ended his tour of duty in October 2020.

The veteran diplomat has been in foreign service since 1985 and previously served at diplomatic missions in Argentina, India, China, Ukraine, Hong Kong, Mozambique, Kenya, and the Dominican Republic.

She earned her degree in Spanish and International Studies from Rhodes College in Memphis, Tennessee, and Master of Arts in International Relations from Georgetown University in Washington, D.C.

The Department of National Defense (DND) is requesting a "sunset review" from the House of Representatives to get congressional support for Horizon Three of the Revised Armed Forces of the Philippines (AFP) Modernization Program, which includes mostly “big-ticket” projects for the Navy and Air Force.

In a briefing Thursday, DND Officer in Charge, Undersecretary Jose Faustino Jr. said the "sunset review" is mandated by Republic Act 10349, also known as the Revised AFP Modernization Act, which requires Congress to conduct a "systematic evaluation of the accomplishments and impact" of the law.


"Ang purpose natin dito is (our purpose here is) to generate congressional support for Horizon Three, kasi Horizon Three will start next year and (run) for another five years. But at the rate it is going right now, Horizon Three will be 'big-ticket’ items, (and) when I say 'big-ticket' items, we are talking about modernization projects that entail lots of funds because we are talking about ships for the Navy, (and) for the Air Force, (additional air) assets. Medyo mahal ang mga ito (these things are quite expensive) and we are trying to get congressional support para mapondohan (to fund them)," Faustino said.

Among these “big-ticket” items are the 12 fourth-generation multi-role fighters (MRF) and two diesel-electric submarines being eyed to boost the territorial defense capabilities of the Air Force and Navy, respectively.

Earlier reports placed funding for the MRF project at about PHP60 billion, and the submarines at PHP70 billion, including the logistics support package.

Faustino also said the DND is reviewing the equipment needed by the AFP so they would fit in the budget allocations to be given by lawmakers.

"We are trying to review it in a way na yung talagang these are what we need, with the available budget na kayang ibigay sa atin ng kongreso, ng ating gobyerno. So yun naman ang purpose ng review (We are trying to review it to determine if these are the equipment we need, with the available budget that will be given by Congress and the government. That is the purpose of our review)," he said.

So far, Faustino said they have yet to cancel any of the ongoing projects under the AFP modernization’s Horizon One and Horizon Two, which are slated for 2013 to 2017 and 2018 to 2022, respectively.

He added that the DND review is needed to avoid conflict with the Marcos administration's focus on economic recovery, food security, and mitigation of the pandemic’s effects.

Lasting peace should depend not only on policy and should be sustainable, Senator Francis Tolentino said on Friday as he backed the measure filed by Senator Ronald dela Rosa seeking to institutionalize the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Tolentino said the inter-agency body should continue its quest for peace and development.


"Give this project time. Hindi ito kaya ng dalawang taon, tatlong taon (It can't be done in just two years, three years). We need the realization of concrete results from what the people will appreciate and what the government can provide," Tolentino said in an interview with news portal SMNI.

The presumptive Senate Blue Ribbon Committee chairperson believes the NTF-ELCAC is "going to be a sustainable deal that would produce the appropriate results."

Dela Rosa said his proposed ELCAC Act will further equip the country
in fighting insurgency and assure the continued destruction of the Communist Party of the Philippines - New People's Army - National Democratic Front (CPP-NPA-NDF) and its front organizations.


The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

"I just want to achieve continuity of the ELCAC programs. Basically, this is just the same with the EO (Executive Order) 70 signed by (former) President (Rodrigo) Duterte. I just want to put it into legislation so that whoever sits as the President, it doesn't matter. The law is already there so the ELCAC programs will continue," dela Rosa said in a recent interview.

The ELCAC Act aims to make the agency permanent despite changes in the national leadership and entitled to an annual fund from the General Appropriations Act.

EO 70, signed in December 2018, aims to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace.”

It has 12 national clusters led by Cabinet Officers for Regional Development and Security and is currently chaired overall by President Ferdinand Marcos Jr. and with National Security Adviser Clarita Carlos as vice chair.

Children should be spared from digitalized recruitment schemes of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) and its front organizations, the leader of a parents’ group said Friday.

The League of Parents of the Philippines (LPP) appealed to the national government to investigate the use by the CPP-NPA of Spotify, an audio streaming and media services provider, and other social media platforms to entice more children to join the communist armed struggle.

“We strongly condemn the deception of our children by these communist terrorist groups and its sympathizers using the Spotify platform,” said Remy Rosadio, LPP president, in a text message on Friday.

Rosadio said the government must probe the infiltration of communist groups in various social media platforms.

“I am appealing to President Bongbong Marcos, Vice President Sara Duterte, and all the concerned government agencies to look into this matter and to restrict all CPP-NPA accounts and investigate the other outlets being used by their front organization for deception and recruitment,” she said.

Rosadio said Duterte, as Education Secretary, can do something about the reported recruitment.

“Innocent children are their easy preys in online videos. Almost all children staying at home are relying on YouTube and other online entertainment like Facebook, Twitter, Instagram, and Spotify to ease their boredom while staying at home,” she said.

Rosario added that other groups like Anakbayan, League of Filipino Students, and Kabataan are similarly invading Spotify to attract the attention of children.

She said even former CPP-NPA rebels attest that there is massive exploitation of children by spreading communist ideologies online, even if the National Telecommunications Commission has already blocked websites connected with the CPP-NPA-NDF.

She said the course on Maikling Kurso sa Lipunan at Rebolusyong Pilipino (MKLRP, loosely translated as Short Course on Society and the Revolutionary Filipino) is being played on Spotify as an educational podcast under the “History” category.

The first chapter of the audiobook became available to the public in October last year while the latest episode was aired just on Wednesday.

Other communist-related audiobooks on Spotify are Rakenrol: Salaysayan sa Araling Pilipino with 26 episodes and Aling Aktibista (The Activist), popularly known as ARAK, reportedly a required course for activists.


“These legal fronts of (CPP founder) Joma Sison are heartless and have no conscience at all. The only thing important to them is how to recruit more youths so they can continue the NPA’s violent attacks,” Rosadio said.

Yakap ng Magulang president Relissa Santos Lucena, whose daughter, Alicia, was recruited by CPP-NPA’s front organizations, said the podcasts tackling MKLRP and ARAK are “very alarming”.

“Lahat gagawin nila para makuha ang ating mga anak. Huwag natin silang bibigyan ng pagkakataon madala nila ang ating mga kabataan (They will do everything to get our children. Let’s not give them a chance to recruit our youths),” she said in a statement.

Lorraine Badoy, former National Task Force to End Local Communist Armed Conflict spokesperson for sectoral concerns, reminded parents to always keep an eye on their children.

“Hindi ho ito exaggeration. Napakarami ng mga anak natin ang nagkandamatay dahil sa mga demonyong mga organisasyon na ‘yan (This is not an exaggeration. Many of our children have died because of these evil organizations),” Badoy said in a statement.

“Malakas ang online presence nila so kahit na nasa loob ng bahay nyo ang anak nyo (They have a strong online presence so even if your child is inside your house),” she said. “So mag-double time kayo sa pagbabantay at pag-educate sa sarili at sa mga anak nyo (Double time in monitoring your children and educating them and yourselves). Your ignorance is their power over you," she added.

CAMP SIONGCO, Maguindanao – Saying they are tired and disappointed, five more members of the extremist Bangsamoro Islamic Freedom Fighters (BIFF) operating in North Cotabato province have surrendered to authorities, the military here said Friday.

Maj. Gen. Roberto Capulong, the Army’s 6th Infantry Division commander, said the BIFF surrenderers renounced Thursday their affiliation with the outlawed BIFF-Karialan faction and pledged allegiance to the government.

Capulong, also head of the Army-led Joint Task Force Central (JTFC), said the surrenderers turned in two Garand rifles, two M14 sniper rifles, and one 60mm mortar ammunition during the surrender rite at the headquarters of 602nd Infantry Brigade in Carmen, North Cotabato.

“These people just want to live normal lives again,” he said.

One of the five who identified himself as “Rodin” said his group is tired of fighting and running away from air and ground attacks of government forces.

“We expect this to materialize, for us to live peacefully with our loved ones,” he said in the vernacular.

Capulong said the surrenderers will get a livelihood package from the government.

On Thursday, 11 other disgruntled BIFF members yielded to the military in Sultan Kudarat, Maguindanao.

Since January this year, a total of 138 BIFF and nine members of the Dawlah Islamiya Abu Torayfe Group have surrendered to the different units under the 6ID and JTFC in Central Mindanao.

A tip-off from a resident helped the Army's 29th Infantry Battalion (29IB) recover four high-powered firearms and an improvised explosive device (IED) belonging to the communist New People’s Army (NPA) rebels in Barangay Bangonay, Jabonga, Agusan del Norte.

Col. Jason Saldua, 29IB commander, said the troops were deployed for a combat operation in the area on July 20 after receiving a report from a civilian on the periodic presence of the NPA insurgents conducting extortion activities.

“Our troops, upon reaching Sitio Inayao, discovered a newly-abandoned encampment of the NPA rebels,” Saldua said in a statement Friday.

The rebels operating in the area belong to Sentro del Grabidad 16, Guerrilla Front 16, North Eastern Mindanao Regional Committee of the NPA.

Saldua said the troops were aided by a K9 unit in finding the firearms, which included an AK-47 rifle, a Carbine rifle, an M16 rifle, and a Bushmaster with two magazines.

The troops also seized a 30-meter gauge 22 wire along with the one IED.


“We are extending gratitude to the peace-loving residents of Sitio Inayao,” Saldua said, adding that the continued support of the civilians in the area and the confiscation of the firearms will further weaken the NPA movement.

He also urged the remaining NPA rebels in Jabonga and the rest of Agusan del Norte to surrender.

“The 29IB, together with the local government units through the Enhanced Comprehensive Local Integration Program will assist and help them to start anew,” Saldua said.

Another ranking leader of the communist New People’s Army (NPA) was killed in an encounter with government troops in the Surigao del Sur town of Barobo, the military here said Friday.

Maj. Gen. Nolasco Mempin, commander of the Army’s 10th Infantry Division, said
Thursday's 20-minute gun battle with government troops in Barangay Guinahalinan, Barobo, resulted in the death of Arnold Ornales, a leader of the remnants of the NPA's dismantled Guerilla Front 14.


Mempin condoled with the family of Ornales as he called on other NPA rebels to surrender and return to their respective families while they still can.

Meanwhile, Surigao del Sur Governor Alexander Pimentel has expressed support for the continuation of the National Task Force to End Local Communist Armed Conflict.

Pimentel emphasized the importance of the social development packages, livelihood projects, and infrastructure that are enumerated under the Barangay Development Programs of villages that have been considered “cleared” of the influence of the Communist Party of the Philippines (CPP) and its armed wing, the NPA.

“I say this with much severity, for I have personally witnessed how our barangay officials consulted with their constituents in the crafting of their development plans and have thoroughly identified their essential needs to attain a peaceful and progressive community,” he said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

CABADBARAN CITY, Agusan del Norte— Following a tip-off from the residents of Sitio Inayao, Brgy Bangonay, Jabonga, Agusan del Norte, the troops of the 29th Infantry “Matatag” Battalion, under the supervision of the 901st Infantry “Fight ‘Em” Brigade, discovered an arms cache allegedly by the Sentro de Grabidad 16 (SDG16), Guerilla Front 16 (GF16), North Eastern Mindanao Regional Committee (NEMRC) on the evening of July 20, 2022.

Col. Jason M. Saldua, Commanding Officer of 29IB, said that a concerned civilian reported the presence of armed Communist Terrorists Group (CTGs) who were periodically extorting and demanding all kinds of supplies from the residents of Sitio Inayao, Brgy Bangonay, Jabonga, ADN.

After validating the veracity of the report, the troops of 29IB immediately launched a combat operation that upon reaching the area, they were able to discover a newly abandoned encampment of the terrorists. Utilizing the capability of the K9 unit during the conduct of search and clearing operation, the troops were able to discover a CTG’s arms cache containing numerous HPFAs, and explosives. Among the war materials recovered were one (1) Rifle, 7.62mm:AK47; one (1) Carbine, 5.56mm:M4; one (1) Rifle, 5.56mm:M16 (Colt) ; one (1) Rifle, 5.56mm:Bushmaster with two (2) magazines; 30 meters of firing wire gauge # 22; and one (1) Improvised Explosive Device (IED).

“We would like to extend our gratitude to our peace-loving residents of Sitio Inayao for tipping us to the location of the terrorists and the activities that they are doing in the area.” With their active support and participation, we were able to immediately respond to the reports and were able to discover the CTGs’ arms cache. The discovery of the arms cache will weaken the CTG’s activities to spread conflict, disunion and abolition of peace in the province of Agusan del Norte. “Rest assured that with your support, we can together put an end to the long-term terroristic activities of the Communist Terrorists Group in the province,” said Colonel Saldua.

Similarly, Colonel Saldua reiterated the call to the remaining members of the CTGs who are still hiding in the hinterlands to return to the mainstream of the society and stop wasting their lives on a misguided ideology that will eventually result to their demise.

“You still have time to heed the call of reconciliation, return to the folds of the law and be back to the mainstream of society. The 29IB, together with the local government units through the Enhanced Comprehensive Local Integration Program (E-CLIP), will assist and help them to start anew. “Take the chance to start a peaceful and harmonious life with your family and loved ones,” he added.

MAIMBUNG, SULU- The 41st Infantry “Partner for Peace” Battalion Troopers under the leadership of LTC JAMESERASMUS F GAGNI INF (GSC) PA, Commanding Officer, presented four (4) ASG Returnees to the Maimbung Municipal Task Force – Ending Local Armed Conflict (MTF-ELAC) headed by the Municipal Mayor Hja. Shihla A. Tan-Hayudini represented by Councilor AlissaArah at Municipal Hall, Barangay Laum Maimbung, Maimbung, Sulu on July 19, 2022.

The four (4) ASG returnees were identified as @Khan, 20 years old; @Habir, 42 years old; @Aswad, 26 years old; and @Masir, 18 years old; all are residents of Maimbung, Sulu.

Returnee @Habir expressed his gratitude to Partner for Peace troopers and to the Local Government Unit of Maimbung saying “Nagpapasalamat po kami sa mga kasundaluhan, kapulisan, sa ating mayora at sa mga punong barangay dahil tinanggap parin kami na magbalik-loob at sa pagtulong sa amin na magbagong buhay at makapagsimulang muli.”

During the program, COL LEROY S DAANTON INF (MNSA) PA, Deputy Brigade Commander of 1101st Infantry Brigade expressed his gratitude to the aforementioned rebel returnees for coming back to the folds of law followed by his message “Labis na nagagalak ang buong kasundaluhan sa pagbabalik-loob ng ating mga kapatid, sa pag-baba nila ng kanilang mga sandata sa ating mga local officials ay patunay lamang na gusto na nilang magbagong buhay at ito rin ang patunay na ang Maimbung is Abu Sayyaf and insurgency free municipality that is now ready for economic development. Ang sinseridad ng local na opisyal ng Maimbung ay siyang nagbibigay daan upang maisulong ang katahimikan at pag-unlad sa Maimbung” COL DAANTON said.

“Ang buong pamahalaan ng LGU Maimbung ay lubos na nagagalak at nagpapasalamat sa ating partner na kasundaluhan at kapulisan sa walang sawang pag-gabay at pagtulong sa ating kumunidad ditto sa Maimbung. The Maimbung MTF-ELAC handed cash assistance to the rebel returnees as part of the Localized Social Integration Program (LSIP) in which it will be used initially to establish their livelihood to start for a new beginning and to live a normal life.

CAMP SIONGCO, Awang, DOS, Maguindanao – Eight (8) members of the communist terrorist group (CTG) yielded to government troops including their weapons which consisted of an automatic rifle, high explosives, and shotgun during a presentation held at the 7th Infantry (TAPAT) Battalion in Barangay Masiag, Bagumbayan, Sultan Kudarat morning of July 20, 2022.

According to Lieutenant Colonel Frederick Chicote, Battalion Commander of 7IB, the said personalities were remnants of South Regional Command, Daguma, Far South Mindanao Region (FSMR) who have now had a major setback in their ranks due to the surrender of their members. “They withdraw their allegiance to the CPP-NPA terrorist group”, said Lt. Col. Chicote.

“The former communist combatants also want to clear their names to live normal lives in their community”, Lt. Col. Chicote added.

They turned over their firearms consisting of two rifles 5.56mm M16, one rifle Cal. 30 M1 carbine, two KG9 & one Ingram, and one (1) M79 with three (3) 40mm high explosives, one High Explosive, command-detonated explosives (CDX) and one 12-Gauge Shotgun with several magazines and ammunition.

Colonel Michael Santos, 603rd Infantry Brigade Commander said that based on the revelation of surrendered persons, they decided to surrender and return to the folds of the law because of the no let-up focused military operations in the area.

“The relentless operation of the troops resulted in their significant loss not only in terms of manpower but also on their mass base which made them on the run and experienced hunger, tired and discomfort”, Col. Santos added.

One of the surrenderers said he was happy that they were given the chance to change their lives and correct the mistake they have committed due to the deception of the CPP-NPA.

“Biktima rin kami ng mga kasinungalingan at panlilinlang ng CPP-NPA. Gusto namin ng kapayapaan. Ang CPP-NPA ay naghahasik ng takot at lagim sa komunidad at ito ang isa sa aming mga dahilan para sumuko sa mga awtoridad,” he said.

Major General Roberto Capulong, Acting Commander of 6ID and JTF Central lauded the efforts of troops from the brigade down to the battalion level in winning the hearts and minds of the former combatants that led in waving the white flag. “The CNTs have already broken too many families where they have brought the father, the mother, or the child to their death in the mountains”, Maj. Gen. Capulong said.

“The Former Rebel is now ‘Family Reunited’ and we hope to save many families and help them live a peaceful and happy life away from the armed struggle”, the Division Commander added.

CAMP SIONGCO, Awang, DOS, Maguindanao – Five (5) more lawless armed men renounced on Wednesday their membership with the outlawed BIFF-Karialan Faction and pledged allegiance to the government bringing their firearms and high explosives during a simple presentation held at the Headquarters of 602nd Infantry (Liberator) Brigade in Camp Lucero, Barangay Poblacion, Carmen, Cotabato morning of July 20, 2022.

According to Lieutenant Colonel Rommel Mundala, Battalion Commander of 90th Infantry (Bigkis Lahi) Battalion the said endeavor was a joint effort of the government troops, community, and the local government.

“The said members of the BIFF – Karialan Faction wanted now to renew their lives by living in a peaceful community”, Lt. Col. Mundala said.

They turned over their two Garand Rifles, two M14 Sniper Rifles, and one 60mm Mortar. Alias Rodin said his group had been tired of fighting the government and running away from air and ground attacks of government forces.

“Malaki ang tinatanaw naming pag-asa sa kasalukuyang pamahalaan at sa mga pinuno nito,” Rodin said in the vernacular.

Colonel Jovencio Gonzales, Commander of 602Bde said the five BIFF men agreed to return to the folds of law through the efforts of the local government unit and officials of the 90th Infantry Battalion. “We ought to thank the LGU for helping convince them to return to mainstream society,” Col. Gonzales said.

Major General Roberto Capulong, 6ID and JTF Central Acting Commander is calling to other remaining members of the said terror group to yield and embrace the peaceful living in their community. “I call on other BIFF out there to consider the reconciliation program of the government,” Maj. Gen. Capulong pleaded. The surrenderers will get a livelihood package from the government.

CAMP SIONGCO, Awang, DOS, Maguindanao – Eleven (11) former violent extremists of the Bangsamoro Islamic Freedom Fighters (BIFF) under various factions in Central Mindanao who surrendered on different occasions this year have received livelihood assistance and food supply from the government as part of its efforts to end violent extremism.

These former rebels got livelihood assistance from various local government units on Wednesday (July 20, 2022) at the 1st Brigade Combat Team Headquarters in Brgy. Pigcalagan, Sultan Kudarat, Maguindanao.

Lieutenant Colonel Nathaniel A Balintong, Commanding Officer of 92nd Infantry Battalion presented five (5) former Violent Extremists under BIFF-Karialan/Bungos Faction and DI- Turaife Group members along with five (5) high-powered firearms. Subsequently, Police Major Edralin L Marandan of Police Regional Office Bangsamoro Autonomous Region (PRO-BAR) presented the other six (6) FVEs under BIFF-Bungos/Karialan Faction and DI-Turaife Group along with their armaments.

They were presented to Major General Roberto S Capulong, Acting Commander of 6th Infantry (Kampilan) Division and Joint Task Force Central along with Colonel Leodevic B Guinid, Commander of 1BCT with the presence of local chief executives, Hon. Rolando C. Sacdalan, Municipal Mayor of Midsayap; Hon Juanito C. Agustin, Municipal Mayor of Pigcawayan; Mr. Roger Dionesio, Focal Person of AGILA Haven Program; representatives of municipal mayors of Sultan Kudarat and Sultan Mastura; PNP counterparts; media personalities and other stakeholders.

Colonel Leodevic B Guinid, Commander of 1BCT said “during ceremonial presentation of former violent extremists, the LGUs of aforementioned municipalities handed over financial assistance and eleven (11) sacks of rice to the surrenderees.”

It was learned that they had already surrendered their weapons which includes seven 7.62mm Sniper Rifle, two Rifle Cal. 30 M1 Garand, one Pistol M1 Ingram 9mm, and one Caliber 50 Sniper Rifle which was presented during the said activity.

“We are thankful to the government for accepting us and even helping us get back to our family. We experienced hunger, fatigue, and hardship in avoiding the soldiers who were chasing us so we thought of turning back to the government”, tearfully narrated in their local dialect by one of the surrendered former combatants.

In his message, MGen. Capulong said, “We have learned our lessons that fighting is not the answer. We have lots of issues to be solved here in the area of Joint Task Force Central, but with everybody’s cooperation, we can get rid of all of these.”

“To the 11 former violent extremists, humahanga kami sa inyong katapangan na bumalik sa tamang landas at sumuko sa batas. Ang livelihood assistance na ito na handog ng ating pamahalaan ay palaguin ninyo para sa inyong kabuhayan at sa inyong pagbabagong buhay. Nais din namin kayong isailalim sa psychosocial interventions para tugunan ang mga issues na kasalukuyan ninyong kinakaharap”, MGen. Capulong said as he also commended the military troops, other government forces counterparts, local government units and stakeholders for doing a great job in winning the peace in Central Mindanao.

As of this record, a total of 133 BIFF and 9 Dawlah Islamiyah Turayfe Group have surrendered to the different units under JTFC since January this year to date.

FORT MAGSAYSAY, Nueva Ecija – The 24th Infantry (Wildcat) Battalion participated in the 4-day Site Inspection and Monitoring by the National, Regional, and Municipal Inspection Teams to the Barangay Development Program Projects in Malibcong, Abra on July 19, 2022.

The projects include the Road Upgrading of Brgy Duldulao Access Road and the Construction of Level II Water Supply System at Duldulao, Malicbong, Abra. While in Brgy Buanao, the projects include the Road Upgrading and Improvement of Gasek to Nagmsam, Buanao Barangay Road, Construction of Barangay Health Station, and Construction of Level III Portable Water Supply System.

According to Lieutenant Colonel Ricardo Gary B Garcia III, Commanding officer of 24IB, the troops will always be happy to be part of nation-building activities like this. The 24IB is much honored that the community is acknowledging the efforts and presence of the unit.

Around 84 households with more than 500 residents in Barangay Duldulao will soon benefit from the Level III Water System which is 100% substantially completed and is subject for final inspection.

Meanwhile, Major General Andrew D Costelo, Commander of 7th Infantry (Kaugnay) Division praised the effort of the 24IB in participating in such nation-building activities. MGEN Costelo ensured that the development projects will be safe from CTG harassment.

MAWAB, Davao De Oro – A high-ranking Communist Terrorist Group (CTG) leader was killed during an encounter with the troops of the 67th Infantry Battalion under the 701st Infantry Brigade on July 21, 2022, at Sitio Dam, Brgy Guinahalinan, Barobo, Surigao Del Sur.

The firefight lasted for 20 minutes which resulted in the instantaneous death of Arnold C Ornales alias Ka Jorlan, NPA leader of the remnants of the Dismantled Guerilla Front 14, and the recovery of one (1) M4 rifle, ammunition, other war materials, and personal belongings.


Meanwhile, 10ID Commander MGen Nolasco A Mempin condoles with the family of Ornales. “We call on other members of the Communist Terrorist Groups in Surigao Del Sur to surrender and return with your family. We know that there are still wounded NPA members after the said firefight, you cannot forever hide. The masses are with us and sooner they will pinpoint your location.
