Suspected New People's Army rebels swooped down on a quarry site and bombed heavy equipment Sunday night in Brgy. Orong, Kabankalan City, Negros Occidental.
Lt. Col. Antonio Tumnog, commanding officer of the 1 st Negros Island Geographical Battalion, said yesterday that about 12 communist rebels took the cellular phones of the quarry site employees, before blowing up the back hoe heavy equipment owned by Kagawad Raquel Siguero, with an improvised explosive device.
Estimated damage was placed at P200,000, Tumnog said.
The latest atrocity committed by the New People's Army took place after communist rebels staged two ambush incidents in Panay island, killing a policeman and inflicting injuries to 14 othes, last week.
Tumnog said the communist rebels left unharmed the two quarry site employees, before fleeing towards Brgy. Camansi, also in Kabankalan City.
He described the incident as plain and simple extortion, and said that the communist rebels in Negros want to project that they still strong and a force to reckon with, after the cancellation of peace talks with the National Democratic Front by President Rodrigo Duterte
The Negros Occidental Police Provincial Office has condemned the series of atrocities in Negros and in the Western Visayas.
Senior Supt. Rodolfo Castil, provincial police director of Negros Occidental, has reminded police chiefs not to lower their guard all the time, to prevent possible NPA attacks.
Castil said the NPA wants to regain and establishs their existence, but stressed that they will not be demoralized by it.
He added that they expect something big to happen on or before Dec. 26,which is the 49th founding anniversary of the rebel movement.
Tumnog said he believes that the armed suspects who are members of the Central Negros Front of the Komiteng Rehiyonal- Negros, are also responsible for the ambush of policemen in Guihulngan, Negros Oriental, and other summary executions in central Negros..
Last month, two foreigners and their Filipino driver were also injured, when they were caught in the crossfire, in an ambush staged by NPA rebels in Cauayan, Negros Occidental, while the policemen, targets of their military action, were not hit.
Tumnog said communist rebels hit soft targets, such as private and public installations, when they fail to hit military and police personnel.
Armed Forces chief of staff Gen. Rey Leonardo Guerrero has ordered the beefing up of “focused military operations” against lawless elements, as rebels are expected to intensify their attacks in the wake of the termination of peace talks.
My directive to the troops is to intensify our focused operations to destroy the NPA, and to protect our communities from terrorism, he added.
Army soldiers and troopers of the 6th Regional Mobile Force Company are now tracking the fleeing suspects.

In a statement on Tuesday, November 28, the US embassy in Manila said the Philippine and US troops "participated in subject matter expert exchanges and practical exercises."
Held in Luzon from November 16 to 27, Salaknib aimed to boost the two countries' decades-long military alliance. Part B of Salaknib is set for April 2018.
"The American and Filipino soldiers shared information such as gunnery procedures and maintenance for the M113 Armored Personnel Carrier, artillery tactics and processes, as well as study and validation of the PA Sustainment Functional Concept Document, which establishes a common framework to guide developments for sustaining future Army operations," the US embassy said in a statement.
"The Philippine soldiers then fired Artillery and M113 Gunnery to demonstrate their newly burnished skills," the embassy added.
This comes even as Philippine President Rodrigo Duterte has vowed to move away from Washington – and closer to Beijing and Moscow – as he detests supposed American interference in his anti-drug campaign.
In June, Duterte had no choice but to thank Americans after the US helped the Philippine military in war-ravaged Marawi City.
Duterte is also friendlier to US President Donald Trump than to former US leader Barack Obama, who had criticized Duterte's drug war.

President Rodrigo R. Duterte might decide to resume talks with the National Democratic Front (NDF) if the latter would show sincerity in the peace efforts, Presidential spokesperson Harry Roque said.
“The ball is in the court of the CPP-NPA (Communist Party of the Philippines-New People’s Army). Show the requisite sincerity and the President might just consider, but for now… no more peace talks,” Roque told a media briefing in MalacaƱan Palace Tuesday.
Last November 23, Duterte issued Proclamation No. 360 ordering Presidential Adviser on the Peace Process Jesus Dureza and government peace negotiators to stop all peace talks with the NDF for failing to show “sincerity and commitment in pursuing genuine and meaningful peace negotiations as it engaged on acts of violence and hostilities, endangering the lives and properties of innocent people.”

“We’ve shut the doors for now to any ongoing peace talks. I am not in a position to say that the doors will forever be shut. We need to see sincerity on the part of the CPP-NPA. Show us that you are sincere and I’m sure the president will act accordingly,” Roque added.
Both parties were supposed to resume discreetly the fifth round of peace talks on November 25 to 27, 2017 in Oslo, Norway. But Duterte decided to call it quits two weeks after the NPA ambushed a police patrol vehicle in Bukidnon last November 9, leaving two persons, including four-month old Walysha Machorao dead, and six others injured.
Machorao was with her mother aboard a Toyota Fortuner that was tailing the police vehicle.
Roque said Duterte was the only President who gave this much leeway to the communist group even to the extent of putting CPP-nominated officials in his cabinet.
The Commission on Appointments, however, rejected the appointments of former Anakpawis representative Rafael Mariano and University of the Philippines professor Judy Taguiwalo, two prominent leaders of the legal Left.
Mariano was appointed as agrarian reform secretary and Taguiwalo as social welfare secretary.
Asked whether a written notice of termination would be submitted to the NDF, Roque said it would be “superfluous” to submit one when the President already issued a proclamation.
“That’s too legalistic an approach. What else do they want? The president already issued the proclamation saying it’s been terminated. It’s not as if the NDF has a status of a state, it’s not as if we’re dealing with a treaty entered into by state parties. That’s enough that there is a formal proclamation. Whether or not they will be given a formal letter of termination, to me, that would be superfluous. Get a copy of the termination. Peace talks are over for now,” he said.
Citing the Joint Agreement on Safety and Immunity Guarantees, NDF peace panel chair Fidel V. Agcaoili said in a statement issued on November 24 that GRP-NDF peace negotiations shall be deemed terminated 30 days after receipt of the written notice of termination from the GRP.
Unless rendered ineffective, Agcaoili maintained that all immunities granted to all NDF consultants shall remain in full force and effect even if Duterte had cancelled the talks.

The United States Agency for International Development (USAID) has formally adopted this city as expansion area for its innovative Cities Development Initiative (CDI).
USAID and the city government forged a memorandum of understanding (MOU) on Monday for the implementation of a range of initiatives that will further enhance the area’s socio-economic growth and development.
City Mayor Ronnel Rivera signed the MOU for the local government while USAID was represented by its mission director to the Philippines Lawrence Hardy II.
“This is a major boost to our socio-economic and development initiatives. We are very grateful to USAID for including our city in the CDI,” the city mayor said.
The city is the eighth in the country that was chosen by USAID to join the CDI. The project is being implemented in the cities of Batangas, Cagayan de Oro, Iloilo, Puerto Princesa, Tagbilaran, Zamboanga and Legazpi.
A project briefer said USAID, through the initiative, “works closely with city governments outside Metro Manila to fulfill their potential as engines of inclusive, environmentally sustainable, and resilient growth.”
It will provide a range of technical assistance to the city government in terms of economic growth, health, environment, governance, and education.
Hardy said the expansion of CDI in the city is part of USAID’s long-standing partnership with the local government.
He said that the agency had mainly helped build the city international airport, the Makar or city port and the area’s road networks.
Under the project, he said USAID would work with the city, government, civil society and the private sector to make the city more appealing to investors.
Hardy said they would assist the city in linking up its markets with the rural areas to promote economic growth and expand industries “so that they can produce more sustainable revenues.”
“That means more money, more jobs and more (development) opportunities for the area,” he said.
The CDI will also help strengthen the area’s quality of health, education and services as well as promote environmental resilience and inclusive governance.
“(This) means more opportunities for the civil society to become more engaged in the affairs of the region, city and province,” he said.
Through the help of the initiative, Hardy said they envision the city to eventually become a key economic, commercial and industrial hub in the country.
“It will later take leadership role in assisting other cities as well,” he said.
Lawyer Raul Miguel, president of the General Santos City Chamber of Commerce and Industry, lauded the city’s inclusion into the CDI.
He noted that there are a lot of things that the city needs to improve on, especially in terms of public services and governance.
“We really appreciate the city government’s commitment to improve our business climate and the governance aspect,” he said.

If the rebels really care about the country and its people, they should have shown sincerity in pursuing peace talks with the government.
This was stressed by Armed Forces of the Philippines (AFP) spokesperson Major Gen. Restituto Padilla, noting that their fight is really hopeless.
"But hopefully they come to their senses that this fight is hopeless, that the Filipino people have already made themselves felt. Hindi na nila gusto ang ganitong kaguluhan dahil sila ang naaapektuhan, (They don't want chaos because they are the ones who are affected.)" he said in an interview Saturday.
Should the rebels decide to continue with their fight, it would have an effect on Philippine security, Padilla added.
"So kung talagang nagnanais silang magdulot ng katahimikan para sa buong kapuluan, then, sila na mismo ang dapat magde-decide na sana noong nagkaroon ng usapang pangkapayapaan naging maayos ang kanilang naging pakikitungo at naging willing sana sila sa maaaring naging kasunduan na hindi naging hard-liner ang stance nila. (So if they really want peace in the archipelago, then they should have decided at the time when there were peace talks that they would be willing to accept the possible outcome of the talks without having a hard-liner stance.)," Padilla said.

Around 64 soldiers, police officers and militiamen were killed while another 127 wounded in various attacks and ambushes conducted by the NPA on this year alone.
Rebel attacks accounted for 70 civilian deaths, including those of a four-month baby girl in Bukidnon last Nov. 9, along with 13 wounded and another 28 missing.

One of the Philippine military units being trained by the Australian Defence Force (ADF) in urban warfare in Camp Capinpin, Tanay, Rizal, would graduate on Saturday (Dec. 2), 2nd Infantry Division commander, Maj. Gen. Rhoderick Parayno, said.
Some 100 to 110 troopers of the 1st Infantry Battalion (IB) are participating in the urban warfare training being provided by about 60 ADF personnel, Parayno said, adding that an initial cadre of troops, also from the 1st IB, was also taught the same tactics and techniques last October.
A third batch from the Philippine Marine Corps would be trained on the same combat skills soon, he added.
After completing the course, the Filipino soldiers will in turn train their colleagues so that more Philippine military units would be equipped with knowledge on urban warfare
Parayno said urban warfare is a new concept for the Philippine military as the Armed Forces has been trained on jungle warfare tactics to deal with insurgents.
"(Urban warfare) is a totally new doctrine dahil while nasa doktrina yung Army, yung military operation on urban terrain, yung tinatawag naming MOUT sa school, hindi masyadong nabibigyan ng emphasis kasi talaga namang ang Army nasa bundok (Urban warfare is a totally new doctrine because while it is included in the Army doctrine, the military operation on urban terrain or MOUT is not given much emphasis as most of the time, the Army troops are in the mountains)," he explained.
Australia made the commitment to train Philippine troops in urban warfare last September at the height of the Marawi City crisis, which began May 23 and ended on October 23.

Local government units (LGUs) could still push their peace negotiations with the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) despite the signing of Proclamation No. 360, which declares the termination of the national government's talks with the rebel groups, MalacaƱang said.
"We have local autonomy, so the peace talks can proceed on a local level if the local government units should want or desire to proceed," Presidential Spokesperson Harry Roque Jr. said in a press briefing Monday.
He was referring to Davao Mayor Sara Duterte-Carpio's intention to continue the peace talks with the communist group locally, even as negotiations on the national level were terminated.
Roque said President Rodrigo Duterte felt betrayed by the CPP-NPA-NDF, as he had close relations with them in Davao.
The spokesperson pointed out that the President even appointed some of the Reds' comrades in key government positions and supported left-leaning party-list groups in his hometown during the elections.
He added Duterte was sincere in negotiating peace with the communists.
The termination of peace talks stemmed from the death of a four-month-old infant, who was killed in a police vehicle ambush by the NPA in Talakag, Bukidnon, despite the resumed peace talks.
The NPA claimed the act was not intentional, but the President stressed that the act of ambush had the intention to kill.
Duterte even said he was considering enlisting the communist rebels as terrorists due to the act.

House Majority Leader Rodolfo FariƱas on Tuesday said there is no need to hold a special session to tackle the proposed Bangsamoro Basic Law (BBL) as the House aims for the bill's passage by March 21.
"With respect to the BBL, the Speaker (Pantaleon Alvarez) has given his commitment to the President that we will finish it before we adjourn on March 21," FariƱas said in an ambush interview.
FariƱas said the House committees would be conducting public consultations in the involved areas and affected stakeholders. The three House committees handling the BBL are the local government, peace and reconciliation, and Muslim affairs.
"The committee has set a schedule to go around the involved areas and stakeholders... Kung mag-special session, hindi naman namin pwedeng i-compress lahat ng schedule na iyun, (If there's a special session, we can't compress all the schedule)," he said.

Philippine Army (PA) spokesperson Lt. Col. Ray Tiongson said "Salaknib" is an Ilocano term for "protector."
Drills included artillery tactics and responses, gunnery procedures, maintenance for the M-113 armored personnel carrier, and study and validation for the PA Sustainment Functional Concept Document.
Tiongson said the exercises and exchange of information between American and Filipino troops will help in the planning of future military drills between the two countries.

Following the termination of peace talks between the Philippine government and the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), Presidential Spokesperson Harry Roque on Tuesday reiterated that the ball is now in the Left's court for any possible revival of negotiations.
“It is permanent that the cessation of peace talks is permanent for now," Roque said. "It’s ironical but that is really the status right now."
He added the government has "to shut the doors for now to any ongoing peace talks," but this does not necessarily mean it would be for good.
"I am not in a position to say that the door will forever be shut," he said. "We need to see sincerity on the part of the CPP-NPA. Show us that you are sincere and I’m sure the President will act accordingly."
"The ball is in the court of the CPP-NPA. Show the requisite sincerity and the President might just consider. But for now, no more peace talks," Roque stressed.
Asked what conditions will signify CPP-NPA-NDF's sincerity, Roque said it would be up to them. "Nasa kanila na ‘yon. Nasa kanila na po ‘yon (It is now up to them)."
Roque pointed out that President Duterte for his part had exerted all efforts just to give way to the peace negotiations.
"Talaga namang wala nang ibang Presidente na nagbigay ng ganitong leeway para magkaroon ng usaping kapayapaan (There's really no other President who gave way for this kind of peace talks) and you have got to give it to President Duterte," he said, noting how the chief executive acknowledged CPP-NPA members as stakeholders.
"At some point, Cory Aquino, I guess, also did that pero that was for a very short period of time only. Pero dito po talagang maximum tolerance naman na ang kanyang ipinakita (here, he really showed maximum tolerance)," he said.
Meanwhile, for the government to send the CPP an official letter of notice, Roque said that would be "too legalistic."
"What else do they want? The President already issued a proclamation saying it’s been terminated. It’s not as if the NDF has a status of a state. It’s not as if we’re dealing with a treaty entered into between state parties. That’s enough that there is a formal proclamation."
"Whether or not they will be given a formal letter of termination, to me, that would be superfluous. Get a copy of the proclamation and it’s very clear: Peace talks are over for now," he said.

Senator Juan Edgardo Angara on Tuesday said that it is possible to hold committee hearings on the Bangsamoro Basic Law (BBL) this year even without calling for a special session.
Angara, chair of the Senate Committee on Local Government, tasked to lead the hearings on the BBL said that it is possible as long as the Senate finishes deliberations on the tax reform for acceleration and inclusion (TRAIN) bill early.
The TRAIN bill seeks to lower personal income tax rates, expand the value-added tax (VAT) base, raise excise taxes on petroleum and automobiles, impose an excise tax on sugar-sweetened beverages and ease the rates of estate and donor’s taxes.
It is expected to be passed on third and final reading on Tuesday.
Angara made this remark in reaction to the suggestion of President Rodrigo Duterte to hold a special session as its passage was his "top priority" according to Presidential Spokesperson Harry Roque.
“Kung matapos namin ang TRAIN ng maaga we can already have hearings this year (If we finish the TRAIN early, we can already have hearings this year),” Angara told reporters in an interview.
“I think kaya naman i-meet kahit walang special sessions (I think we can still meet the administration’s deadline even without special sessions),” he added.
Angara is also chair of the Senate Committee on Ways and Means and has his hands full on deliberations on the TRAIN bill.
Aside from the TRAIN bill, the Senate is also rushing the passage of the PHP3.767-trillion national budget for 2018 before it goes on recess on December 15.
He said that the BBL is still at the committee level and will still need to be discussed among committee members.

"The President’s message is very clear. It was a campaign promise and it is a commitment from him as President that he will do all that is necessary to rectify what he described as the historical injustice committed against the Muslim population of Mindanao," Roque said.
He noted that unlike the previous BBL, the administration's envisioned BBL is "all-inclusive," with the Moro Islamic Liberation Front, the Moro National Liberation Front, and even the Lumads in it.
Revealing information he got from his "sources," the Presidential Spokesperson said the BBL's passage, "at least in the House of Representatives," is expected by March 2018.
In a press conference in Malacanang, the official was asked to confirm if the targetted date of March 21 for the BBL's approval is viable.
"I hope so. I did not want to give any timeframe to the Congress because they are after all a co-equal branch of government," Roque replied. "But I have heard from my sources in OPAPP (Office of the Presidential Adviser on the Peace Process) that they’re looking at sometime in March for the passage, at least in the House of Representatives."
Meanwhile, Roque pointed out that in the Duterte government's BBL, there would only be one political entity known as the Republic of the Philippines, and the relationship of the proposed Bangsamoro entity would be with the Philippine government.
He made it clear that the government is not allowing any cessation.
"We are not allowing the creation of a new state," Roque stressed. "It will have to be within the framework of the existing Republic of the Philippines and that is what the President meant."
In a speech at the Bangsamoro Assembly in Maguindanao, President Duterte said he would ask a special session to discuss the BBL in Congress.
Senators, however, clarified that not even a special session can fast track the passage of the BBL into law this 2017. "It contains 289 sections that hearings alone can take so much time," Senator Tito Sotto said.
Senator Panfilo Lacson, on the other hand, said Congress could conduct committee hearings on BBL even without the President calling for a special session.
"Unless the intention is to pass the measure before yearend, which is impossible considering the complex and contentious issues involved in its provisions, a special session may not be necessary," Lacson said.
For his part, Roque explained that the chief executive was only emphasizing "that if need be, he would call Congress for a special session."
"He did not intend or he did not limit the timeframe this year or the remaining part of December," he said. "In fact, the Bangsamoro bill is still at the committee level at the House 'no. So we expect that we have time for Congress to discuss the BBL."
According to Roque, a special session is required when Congress has run out of time because both Houses of Congress must convene by way of a special session if they are to approve bills.

CAGAYAN DE ORO CITY, Philippines– Progressive groups have dared authorities to substantiate the accusation that they are supporters of the Communist Party of the Philippines (CPP) and its armed component, the New People’s Army (NPA) as President Rodrigo Duterte recently threatened to arrest members of the so-called “legal fronts” of the communists.
“The police have to prove that we are NPA supporters. The burden of proof is on them,” said Wildon Barros, regional chairperson of the Bagong Alyansang Makabayan (Bayan) in Northern Mindanao, in a press briefing on Tuesday, Nov. 28.
Barros’ statement was in reaction to the President’s threat and the regional police office’s pronouncement that they are ready to arrest and file charges against militant groups in Northern Mindanao.
But Barros said they are not afraid since they have “legal personalities,” and, in fact, Bayan and its affiliates are registered with various government agencies.
Bayan, for one, is registered with the Securities and Exchange Commission (SEC). Other member-organizations are registered with SEC, Cooperative Development Authority, Department of Agriculture, among others.
He said they are ready to defend themselves in court if wrongfully arrested by law enforcers. “We believe in due process, the courts.”
To prove that he is not a member of the armed guerrilla group, Barros said he was able to obtain police and National Bureau of Investigation (NBI) clearances.

CAGAYAN DE ORO CITY, Philippines– Progressive groups have dared authorities to substantiate the accusation that they are supporters of the Communist Party of the Philippines (CPP) and its armed component, the New People’s Army (NPA) as President Rodrigo Duterte recently threatened to arrest members of the so-called “legal fronts” of the communists.
“The police have to prove that we are NPA supporters. The burden of proof is on them,” said Wildon Barros, regional chairperson of the Bagong Alyansang Makabayan (Bayan) in Northern Mindanao, in a press briefing on Tuesday, Nov. 28.
Barros’ statement was in reaction to the President’s threat and the regional police office’s pronouncement that they are ready to arrest and file charges against militant groups in Northern Mindanao.
But Barros said they are not afraid since they have “legal personalities,” and, in fact, Bayan and its affiliates are registered with various government agencies.
Bayan, for one, is registered with the Securities and Exchange Commission (SEC). Other member-organizations are registered with SEC, Cooperative Development Authority, Department of Agriculture, among others.
He said they are ready to defend themselves in court if wrongfully arrested by law enforcers. “We believe in due process, the courts.”
To prove that he is not a member of the armed guerrilla group, Barros said he was able to obtain police and National Bureau of Investigation (NBI) clearances.

The Al-Muslimin Alpha Phi, Inc. (AMAPHI) celebrated its 50 Years “Golden Anniversary” with a Theme: “Reminiscing 50 years of Solidarity, Service and Leadership, in pursuit for excellence” held on November 19, 2017 at Genalyn’s Resort and Convention Center in Tacurong City.
Maguindanao Provincial Governor Esmael “Toto” Mangudadatu in his inspirational message said, “There were many existing organizations but I rather joined with AMAPHI because of trust and confidence I have been observed with our brothers. I admitted that there were instances the group has divided because of its principles but later the sense of true brotherhood in Islam remains stronger than ever,” Mangudadatu said.
In his message, BTC Chairman and 1ST Vice Chairman of the MILF, Central Committee Ghazali Jaafar related the historical background of the Bangsamoro struggle against foreign invaders starting from the coming of the Spaniards in 1521. Under foreign colonialism, the Bangsamoro were oppressed, marginalized and deprived of their rights to govern themselves. The policy of national integration aimed to assimilate the Moro people into the mainstream society were met with strong resistance from the Moro warriors in a period of 377 years without let up, Jaafar stressed.
In 1968, AMAPHI was founded and organized by the group of prominent Muslim students in Manila. They led staged various protests and demonstration in the main streets of Metro Manila before the declaration of Martial law in 1972. Some of them were recruited to undergo training abroad that became to be known as Top 90. One of them was the late Commander Amelil Malaguiok or Commander who became Chairman of the Kutawato Revolutionary Committee (KRC).
About 98 members who attended its 50 years “Golden Anniversary” were Maguindanaon professionals holding key positions in the government. Other members were Governor Esmael “Toto” Mangudadatu, Mayor Datu Genuine Kamaong of Datu Piang, Mayor Ramdatu Angas of Sultan sa Barongis, Mayor Freddie Mangudadatu of Mangudadatu municipality, Secretary General Datu Antao Midtimabng, Sultan Tungko Saikol and Sr. founder Datumla Sabpa.
In 1898, the “Treaty of Paris” was signed In Paris, France were Spain ceded the archipelago to the Americans that included the Moro territory without the consent of the Moros. The historical injustices against the Bangsamoro people thus continued under the American Foreign colonialism, Jaafar stressed.
In 1906, about 994 Bangsamoro were massacred by American soldiers in Bud Dajo. Seven (7) years later, some 2,000 Bangsamoro were also massacred by American soldiers in 1913 at Bud Bagsak of which, 196 victims were women, and 340 were minors, he added
The Bangsamoro injustices continued to proliferate up to the present. The only alternative solution is the implementation of the Comprehensive Agreement on the Bangsamoro (CAB), the duly signed negotiated political settlement of the Bangsamoro issue in Mindanao, Jaafar emphasized.
Jaafar urged the Al-Muslim Brothers to strengthen unity and solidarity for the timely submission of the BBL in Congress. No less than House Speaker Pantaleon Alvarez who authored the BBL. House Majority Floor Leader Congressman Farinas endorsed the BBL with some 98 Congressmen endorsed it. The Bangsamoro struggle for several decades is the struggle of the entire Bangsamoro. Not even a single Bangsamoro that does not participate in our struggle nor had a brother martyred in fighting for a cause, the BTC Chairman said.
Jaafar clarified the issues that Bangsamoro government is not solely for the MILF, not only for the MNLF but inclusive to the entire Bangsamoro, non-Bangsamoro IP’s and settlers in the Bangsamoro core territory.
The proposed Bangsamoro government is a government of the Bangsamoro by the Bangsamoro and for the Bangsamoro, and govern by Laws. There’s nothing to worry about the issues on the abolition of the ARMM. Everybody will be given a privilege or freedom of choice. Whether they want to join or not. If they are qualified and want to join in the Bangsamoro, then, they are all welcome, Jaafar said.
The Al-Muslim Alpha Phi, brothers and sisters were enlightened to the main objectives of the Bangsamoro government. They expressed full support for the passage of the BBL by Congress, one Al-Muslimin officer said.

COTABATO CITY-Four (4) members of the United Youth for Peace and Development, Inc. (UNYPAD)-Sultan Kudarat Province, and Cotabato City Chapters joined the recently concluded Regional Youth Convention (RYC) 2017 held at Quezon City, Manila, Philippines on November 17-19, 2017.
Among hundreds of applicants across Southeast Asian Region, Morsid Guiapal, Vice Chairman for Internal Affairs of UNYPAD-Sultan Kudarat Province, along with Norsahid Benito, Parid Makmod, and Noriel Alfonso Daud were selected to attend the event.
RYC was first organized on November 12-13, 2016 in Kuala Lumpur, Malaysia, and initiated by the World Assembly of Muslim Youth (WAMY), an international non-governmental organization registered with the United Nations (UN), in partnership with ten (10) Non-Government Organizations, five (5) institutions of higher learning and three (3) WAMY branches across Southeast Asia.
This year, RYC was hosted by WAMY Philippines Office in Metropolitan Manila with an innovative summit, workshops, conference, research simulations, youth talk and focus group discussions. Delving into realities facing the prospective growth of youth in an information world, RYC 2017 introduce the theme “Morality in an information-age”.
RYC aims to bring closer ties to all WAMY offices across the region and Muslim organizations, and associations, to work together, share best practices, learn from each other, and craft resolutions which are deem applicable in the region.

More than 70 media personalities were given basic information and guidelines on the Bangsamoro Assembly during a briefing at EM Manor Hotel and Convention Center in Cotabato City on November 26, 2017. The media personalities were composed of local, national, and international TV, radio, and print outfits.
They included the New York Times, Al-Jazeerah, CNN. Asahi Shimbun, US Vice Media, JUI Press, Rappler, Philippine Daily Inquirer, The Philippine Star, The Manila Times, ABS-CBN, GMA, CBS-DWAD, DXUP, DXJC Voice FM, DXMS, Brigada News FM, Radio ni Juan Network, PTV 4, The Mindanao Cross and Daily Gold Star.
They were invited and given accreditations to cover the assembly.
Mohagher Iqbal, Chairman of the MILF Peace Implementing Panel specifically briefed them on the actual flow of the program on the second day of the event on November 27 where President Rodrigo R. Duterte and his delegation are expected to arrive.
Said media briefing was facilitated by the Media Affairs Committee of the Bangsamoro Assembly which Iqbal likewise chaired.
The said briefing was funded by the Department of Foreign Affairs and Trade (DFAT) of the Australian Government through The Asia Foundation (TAF).
The briefing formally started with the viewing of a 10-minute audio-visual presentation prepared by the GPH - MILF Joint Communication Group under the auspices of the Department of Foreign Affairs and Trade (DFAT) through The Asia Foundation (TAF) with funding support from the Canadian Embassy.
Meanwhile, Abdullah M. Cusain, Chairman of Media Affairs Invitation and Accreditation Sub-Committee relayed to Luwaran earlier that at least 25 media organizations were invited and confirmed their attendance.

Hundreds of thousands of participants had already arrived with more expected to arrive today.
The main objective of the assembly is to gather and show support for the passage of the new Bangsamoro Basic Law (BBL).
National Government Officials headed by President Rodrigo R. Duterte, members of cabinet, Congress, regional, and local officials are attending the big event.
As of November 25, participants from Sulu, Tawi Tawi, Basilan, Zamboanga, Palawan, Sarangani and Sultan Kudarat provinces are in placed within the vicinity of the venue.

The program for the Bangsamoro Assembly officially started this morning at around 8:05 at the gymnasium of the Old Provincial Capitol, Simuay, Sultan Kudarat, Maguindanao with Prof. Raby Angkal, Chief of Staff of the Office of BTC Chair Ghazali Jaafar acting as Emcee.
It started with a recitation of some verses of the Noble Qur’an by Qur’an followed by a welcome address by former Mayor Tucao Mastura of Sultan Kudarat, Maguindanao. “I believed that the passage of BBL reflects the aspirations of the Bangsamoro people”, he said.
Former Cotabato City Mayor, and currently Chair of MNLF Bangsamoro Peoples’ Assembly said, “We are here as one people fighting for our rights as Bangsamoro. “We are one in aspiration, so we should be united to support this undertaking. So, we strongly support the Bangsamoro Basic Law”, he said further.

1st District of Maguindanao Representative, and HoR Deputy Speaker Bai Sandra Sema told the participants about the series of lobbying they made with the Office of the House Speaker Pantaleon Alvarez who ultimately agreed to act as principal author of the BBL that became House Bill o. 6475.” She also requested top personalities at the stage composed of MILF, MNLF and BTC Commissioners, and other leaders to stand up to show that they are united for peace as Bangsamoro.
Regional Governor of ARMM, Hon. Mujiv Hataman said; “Hindi po ako pumunta dito bilang sympathizer, Hindi rin po ako andito dahil ako ay MILF o MNLF, ngunit andito ako dahil kasama ninyo ako!”
Maguindanao Provincial Governor Esmail “Toto” Mangudadatu said, “I am a Moro, let us be united on this aspiration, this is for all of us.”
For his side, Rev. Cardinal Orlando Quevedo of the Archdiocese of Cotabato described his observations on the BBL as the new BBL will be passed by congress as soon as possible in compliant with the FAB, and the CAB; the BTC made a good job with the new BBL clearly constitutional, and BBL is a symbol of unity.
MILF Peace Implementing Panel Chair Mohagher Iqbal told the participants at the gym that, ”BBL is the last recourse of the government to end the Bangsamoro problem.”
Generally, all messages delivered by MILF, MNLF, BTC, and religious leaders firmly support the immediate passage of BBL.

The program for the Bangsamoro Assembly officially started this morning at around 8:05 at the gymnasium of the Old Provincial Capitol, Simuay, Sultan Kudarat, Maguindanao with Prof. Raby Angkal, Chief of Staff of the Office of BTC Chair Ghazali Jaafar acting as Emcee.
It started with a recitation of some verses of the Noble Qur’an by Qur’an followed by a welcome address by former Mayor Tucao Mastura of Sultan Kudarat, Maguindanao. “I believed that the passage of BBL reflects the aspirations of the Bangsamoro people”, he said.
Former Cotabato City Mayor, and currently Chair of MNLF Bangsamoro Peoples’ Assembly said, “We are here as one people fighting for our rights as Bangsamoro. “We are one in aspiration, so we should be united to support this undertaking. So, we strongly support the Bangsamoro Basic Law”, he said further.
