SINDANGAN, Zamboanga del Norte– The Philippine Information Agency (PIA), representing the Presidential Communications Operations Office in leading the Strategic Communications cluster in the Task Force to End Local Communist Armed Conflict (ELCAC) have launched “Payapang Pilipinas” as its messaging brand.

Quoting one of its advocacy taglines, “an informed citizen is an empowered citizen”, the agency believes with the right information, vulnerable sectors in armed conflict areas should be empowered and make decisions to contribute to peace building initiatives of the government.

PIA-9 Regional Director Noemi Edaga, who also heads the StratCom cluster in Region 9, shared information plays a vital role in the advocacy of the government for a “whole of nation” approach in the delivery of services to far flung communities.

“The leftist often used misinformation to deceive our IP brothers and sisters who are living in far communities to aide their misleading cause against the government,” said Edaga.

Payapang Pilipinas will include communication strategies in all platforms covering broadcast, print, social media and on-ground communication.

A Facebook page was initially launched under its name administered by the different member agencies of the StratCom cluster.

The Payapang Pilipinas launching is the highlight during the Convergence and Serbisyo Caravan in Leon Postigo town which was attended by 32 national government agencies, in partnership with the local government unit.

Around 2,000 residents from the 18 barangays in town have benefitted from the activity including the six priority areas namely: Barangay Titik, Nasibak, Sta. DAVAO CITY - Salugpungan Tatano Igkanugod schools no longer operate in Davao Region, according to the military following the closure order issued by the Department of Education.

Captain Jerry Lamosao, spokesperson of the 10th Infantry Division said that based on monitoring, residents who took part in the construction of their schools in the communities were the ones demolishing the structures.

He said that in Compostela Valley alone, many Salugpungan school buildings were demolished by residents who by themselves erected the buildings.

“They no longer want to remember the hardships they experienced at the time when their children studied in Salugpungan schools,” Lamosao said.

He stressed that the Salugpungan schools per se had good intentions.

However, Lamosao said these intentions were marred by the presence of the rebels who espouse anti-government sentiments.

“That is why we endorsed this observation to concerned agencies of government, and through the Task Force to end Local Communist Activities, we are able to counter these activities and reared the children accordingly,” he said.

Lamosao said that the soldiers are constantly monitoring through patrol operations in the countryside particularly on the geographically isolated and depressed areas since they are prone to the influence of the rebels.

He urged the remaining rebels particularly on the borders of Bukidnon, Surigao, Davao Occidental, Davao del Sur and the provinces of Agusan to join in the nation-building campaign of government.

Lamosao also lauded the line government agencies for working together in addressing the concerns of the people.

“With these efforts, programs of government have reached the far-flung areas. In relation to the Salugpungan, people are more aware of its implications and consider the issue as case closed,” he said.

MARAMAG Bukidnon — New People’s Army (NPA) commander Jerry Entapa alias “Korning” was killed after the Army’s 88th Infantry “Maringal” Battalion (88IB) encountered around 50 NPA fighters recently at Sitio Tagbiga, Kibongkog, San Fernando, Bukidnon.

The government troops seized an M16 rifle; AK47 rifle; two hand grenades; two Molotov bombs; Baofeng Radio; Smart Phone; medical kits; backpacks with personal belongings and subversive documents.

Former rebels identified the corpse as “Alyas Korning,” the Commanding Officer of SYP5, a committee member of Company Thunder, Guerilla Front 6, SRC2, North Central Mindanao Regional Committee.

The cadaver was brought to the 88IB Chapel at Purok 10, South Poblacion, Maramag, Bukidnon while waiting for the family to claim the body for a decent burial.

It took five funeral wake days at the said Chapel before “Korning’s” mother, Arsenia Entapa, arrived and claimed her son’s remains.

Escorted by the government troops, the corpse was brought back to his hometown in Sitio Bantayan, Adtuyon, Pangantucan, Bukidnon at 2:00 p.m on 24 October 2019.

A “Maringal” trooper, meanwhile, was slightly wounded during the gunfight and now recuperating.

Lieutenant Col. Franklin F. Fabic, 88IB Commander, said “while the government is very open to our brothers and sisters who wish to return to the folds of the law and live peacefully with their loved ones, your armed forces will continue to hunt the remaining communist terrorists who threaten the lives and properties of the peace-loving civilians. We will be more than willing to use all our might to do our mandate of protecting communities and eliminate all threats against civilians in our area of operation.

A total of 209 villages in the Bicol region have declared the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP), as persona non grata, the Regional Task Force Katoninongan Asin Kauswagan (Peace and Development) said on Friday.

Col. Aldwine Almase, chief of staff of the Philippine Army's (PA) 9th Infantry Division, said at a media forum on Friday that the resolution labeling the communist movement as persona non grata was passed by various barangay legislative councils which believe that the presence of the communist terrorist group would serve as a hindrance to peace and development.

All of the councils that passed the resolution said that peace and development have not been achieved due to the rebel movement’s continuous harassment and attacks against military and police personnel, civilians as well as public and private structures.

Earlier, the Sangguniang Bayan of Polangui town in Albay also declared the CPP-NPA and its front groups and affiliates as “persona non grata”.

The resolution was unanimously passed by the eight members of the town's legislative council presided by Vice Mayor Restituto Fernandez.

CAMP MARCELO ADDURU, Tuguegarao City -- A police officer who was killed in a gun battle with New People’s Army rebels in San Guillermo, Isabela province last Monday, was posthumously promoted and awarded a heroism medal on Thursday.

Brig. Gen. Angelito Casimiro, Cagayan Valley acting police regional director, said Patrolman Henry Gayaman is a “revered hero who risked and lost his life to help achieve peace and order.”

“The whole police organization mourns the loss of our comrade who displayed bravery and gallantry and offered the supreme sacrifice in the line of duty,” Casimiro told reporters during his visit at the slain cop's wake at their house in Aglipay, Quirino Province.

Gayaman’s immediate relatives also received financial assistance aside from the death and other benefits from the Office of the President, Public Safety Mutual Benefit Fund Inc. (PSMBFI), PNP Special Financial Assistance and Napolcom fund.

Casimiro also visited the three policemen -- Patrolman Alfred Taliano, Patrolman Stephen Olosan and Police Corporal Eddie Boy Vinasoy -- who were wounded in Monday's clash, at the United Doctors Medical Center in Cauayan City, Isabela. Along with Gayaman, they are members of the Philippine National Police's 205th Maneuver Company-Regional Mobile Force Battalion 2 operating in Cagayan Valley.

Casimiro also awarded the wounded police personnel with a Medalya ng Sugatang Magiting (PNP Wounded Medal) and gave financial assistance to the three policemen “who displayed gallantry during the said encounter”.

SURIGAO CITY – The commemoration of the 75th anniversary of the historic Battle of Surigao Strait took place early morning on Friday (October 25) at the Memorial Site in Punta Bilar here.

An ecumenical prayer opened the commemoration rite that was followed by the raising of the flags of the Philippines, Japan, Australia, and the US; laying of wreaths at the memorial site; and the lighting of the memorial flame.

A 21-gun salute by the 30th IB of the Philippine Army and playing of the Taps by the Bureau of Fire Protection Band were also offered to all those who perished during the battle.

The commemoration carried the theme “Immortalizing Heroism”.

Surigao City Mayor Ernesto Matugas Jr., led the commemoration rites together with Surigao del Norte Vice Governor Eddie Gokiangkee, Jr. who represented Governor Francisco Matugas, and Dinagat Islands Governor Arlene "Kaka" J. Bag-ao.

Foreign dignitaries were also present during the event, including Australian Ambassador to the Philippines Steven Robinson; Commander Michinori Fukuda, the Assistant Defense Attache’ of the Embassy of Japan to the Philippines; Col. Brian J. Clark, a commander of the US Navy and the Naval Attaché of the US Embassy; and Vice Admiral Stuart Mayer of the Royal Australian Navy and the Deputy Commander of the UN Command in the Republic of Korea.

World War II Filipino veterans, who formed the main local resistance force against the Japanese forces in Surigao City, were also present during the rites, together with Retired Royal Admiral Guy Richmond Griffiths and David Henry Mattiskie.

Griffiths, now 97; and Mattiskie, 96, were onboard the HMAS Shropshire, an Australian gun cruiser that fought alongside the US Navy during the Battle of Surigao Strait.

Historical accounts described the Battle of Surigao Strait, which took place at the dawn of October 25, 1944, as the “last big gun battle” and the “greatest triumph of the US Navy” during World War II in the area.

Forces involved during the Battle of Surigao Strait include the US Seventh Fleet under the command of Admiral Thomas Kinlaid.

US warships were supported by the Australian gun cruiser HMAS Shropshire and the destroyer HMAS Arunta.

During the battle, the allied forces faced the Southern Force of the Japanese Navy led Vice-Admiral Shoji Nishimura with the support of Japan’s Fifth Navy Fleet under the command of Vice-Admiral Kiyobe Shima.

Six Japanese warships were destroyed during the battle, including Fuso, Yamagumo, Asagumo, Yamashiro, Michishio, and Mogami.

Vice-Admiral Nishimura also died during the battle when his battleship Yamashiro sank, a historical account for the event stated.

Vice-Admiral Shima and his fleet retreated after seeing defeat, the account added.

Around 4,000 Japanese and 39 American sailors perished during the battle.

The triumph of the allied naval forces of the US and Australia in the Battle of Surigao Strait saved the liberation forces of Gen. Douglas MacArthur that landed in Leyte Gulf on October 20, 1944, the historical account said.

“We are gathered here to honor those who have dedicated and sacrificed their lives for the attainment of peace,” Mayor Matugas said in his message during the commemoration rite.

The memorial site in Punta Bilar, he added, will immortalize the heroes of the Battle of Surigao Strait and will be remembered by the next generation.

“Let us continue to live in peace and avoid conflict in whatever form, manner or guise. Let us respect each country’s beliefs, embrace our cultural differences, and rejoice in our diversity," Matugas said.

In his message, Col. Clark considered the Battle of Surigao Strait as the greatest naval battle of World War II.

Clark said the Battle of Surigao Strait and the landing of Gen. MacArthur in Leyte marked the fulfillment of a solemn promise that America would stand strongly with the Philippines.

“Standing here with my Filipino, Australian and Japanese friends, I’m reminded that today gives us a chance to renew and strengthen the bonds that tie us together as friends, partners, and allies,” he added.

CAMP SIONGCO, Maguindanao – Seven members of the Moro Islamic Liberation Front (MILF) were hurt in a blast while pursuing Islamic State-linked Moro extremists in Shariff Saydona Mustapha, Maguindanao on Thursday.

“Seven of them were hurt in an improvised explosive device (IED) explosion,” said Major Arvin John Encinas, speaking for Western Mindanao Command, in a phone interview here Friday.

Encinas said elements of Army’s 57th Infantry Battalion and members of MILF national guard were pursuing BIFF radicals, who were believed to be behind the murder of seven MILF members earlier this month in Barangay Dasawao, when the IED exploded Thursday.
Injured were Norhamen Sandigan, Akmad Quialodi, Fajad Matabalao, Dagol Palano, Islamin Esmael, Haron Adam and Hamid Matabalao, all members of MILF Bangsamoro Islamic Armed Forces (BIAF) under Commander George Kasim.

The wounded MILF members were rushed to a hospital in Datu Piang, Maguindanao and later moved to a bigger hospital in Midsayap, North Cotabato.

Earlier, joint Army and MILF fighters captured a BIFF camp in Sitio Dasawao 4 and found explosives and bomb-making materials.

Encinas said it was in the area where government forces found one IED on Oct. 20 and three other IEDs on October 23. All the recovered IEDs and the one that recently exploded all bore the “signature” of BIFF.

CAMP MARCELO ADDURU, Tuguegarao City -- Police operatives on Thursday found a male body, suspected to be that of a New People’s Army (NPA) rebel, who was slain in a gun battle with cops in San Guillermo, Isabela last Monday.

The cadaver was found off Sinalugan Creek in Barangay San Mariano Norte of the town, police said on Friday.

Brig. Gen. Angelito Casimiro, acting regional director of the Philippine National Police (PNP)-Cagayan Valley, said a resident of nearby Colorado village discovered and reported the location of the body, which has bullet wounds on the left leg and buttocks.

Operatives of the San Guillermo police and 2nd Isabela Provincial Mobile Force Company led by Lt. Col. Virgilio Vi-con Abellera responded to the report and recovered the body, believed to be that of an Aeta. Also recovered were a 30-meter black electrical wire being used for explosives, personal belongings, and medical kits of suspected communist rebels.

The body was brought to the Carbonel Funeral Homes for autopsy.

Casimiro tasked Col. Mariano Rodriguez, Isabela police director, to conduct an in-depth investigation to determine the identity of the dead man and confirm his involvement in the gun battle.

Meanwhile, Army soldiers from the 86th Infantry Battalion found two camouflage backpacks at the encounter site in Barangay San Mariano Norte, San Guillermo, containing a bandolier, binocular, eight-piece battery, three pieces long magazine for M-16 Armalite rifle, 70 live ammunition for M-16 rifle, assorted medical supply, toiletries, assorted foodstuff, two empty butane tanks, one portable butane gas stove, food and other belongings.

The clash between policemen and the NPA rebels early this week resulted in the death of a cop from Quirino province and wounding of his three fellow policemen.

National government agencies are looking at a total of 272 villages in Bicol that are still affected by insurgency as beneficiaries of socio-economic programs, an official of the Department of the Interior and Local Government (DILG) said on Friday.

Lawyer Arnoldo Escober Jr., DILG-Bicol assistant regional director, said of the 798 villages in the country identified as insurgency-affected or influenced areas, 34 percent or 272 villages are in the Bicol peninsula.

In a media forum, Escober said these Bicol villages are on the priority list of areas, where social and economic programs would be carried out through a convergence effort under the Whole-of-Nation-Approach to end the local communist armed conflict.

He said of the 272 Bicol villages, 119 barangays or 44 percent are on the island of Masbate and rest is spread across the five other provinces.

Col. Aldwine Almase, Army’s 9th Infantry Division chief of staff, said the military has validated that these areas are still considered as affected by the nefarious activities of the NPA communist terrorist group.

He said this year, military forces in Bicol have stepped up operations against the rebel group, resulting in the killing of 22 insurgents, recovery of 81 high-powered firearms, and clearing of 32 villages.

ZAMBOANGA CITY -- A team of police and military personnel arrested an alleged kidnap-for-ransom-group (KFRG) member and his female companion and seized a firearms cache in a pre-dawn raid in this city, the police here said Friday.

Police identified the arrested suspects as Saribin Jamilon alias Renato Miñez, an alleged KFRG member, and his companion, Sarah Leila Akbar Jamilon.

Armed with a search warrant, government forces raided the suspects’ hideout around 2 a.m. Friday in Don Toribio Street, Barangay Tetuan, this city, police said.

The Jamilons yielded a fragmentation grenade, rifle grenade, two 7.62-millimeter rifles, and other firearms and ammunition, police said.

The suspects were taken to the headquarters of the Criminal Investigation and Detection Group (CIDG) for documentation and proper disposition, police said. (PNA)

CAMP SIONGCO, Maguindanao -- The Philippine Army chief led the destruction of more than 400 loose firearms here as part of the 32nd foundation anniversary of the 6th Infantry Division (ID) on Friday.

Lt. Gen. Macairog S. Alberto watched as 6ID personnel destroyed the 458 assorted illegal and high-powered guns inside the division headquarters using a road roller.

“It was a ceremonial demilitarization,” Maj. Gen. Diosdado Carreon, 6ID chief, said in a statement.

Most of the guns were turned over by local government executives in Maguindanao, Sultan Kudarat and parts of Lanao del Sur and North Cotabato, as part of the implementation of martial law in Mindanao.

Some were recovered during military operations against lawless elements in the 6ID’s area of operation.

Western Mindanao Command chief, Lt. Gen. Cirilito Sobejana, lauded Carreon, the 6ID troopers, and its support units for the successful campaign against illegal and loose guns.

“Congratulations to the 6th Infantry Division for your 32 strong years of service to the people and the state, and your numerous accomplishments,” Sobejana said in a separate statement.

Carreon said the campaign will continue, and will even be intensified, as the Army believes more unlicensed and loose firearms are still in the hands of civilians not authorized to possess guns.

Philippine Marine troops have uncovered a PHP3.6 million marijuana plantation in the hinterlands of Sulu, a top military official said Saturday.

Lt. Gen. Cirilito Sobejana, Western Mindanao Command (Westmincom) chief, said the plantation was discovered Wednesday by troops of the Marine Battalion Landing Team 7 (MBLT-7) in Barangay Masjid Punjungan, Kalingalan Caluang, Sulu.

Sobejana said the MBLT-7 troops were conducting combat operations when they stumbled upon the marijuana plantation that has an estimated value of PHP3.6 million.

He said the marijuana plantation is about 1,800 sq.m. and is located within the residential area belonging to one Adzhar Jumaidim Mundoc.

Mundoc was not around when the troops descended on his property.

Sobejana said the 37th Marine Company of the MBLT-7 cordoned off the area and coordinated with the barangay officials of Masjid Punjungan to determine the owner of the plantation.

The MBLT-7, he said, also coordinated with the Philippine Drug Enforcement Agency (PDEA) - Sulu for the proper disposition of the marijuana plantation.

“Our peace efforts do not only focus on ending terrorism but as well as addressing its root causes, which include the campaign against illegal drugs,” he said.

“Congratulations to the marine troopers for this very commendable accomplishment,” he added.

The certificates provide for the Chinese donation of broadcasting equipment to the PCOO’s Philippine Broadcasting Service (PBS).

The donation, which includes live broadcast room equipment, FM broadcast transmitter equipment, and medium wave transmitter equipment, will be used by government-run radio stations in Tawi Tawi, Cagayan de Oro City, Davao City, Cebu City, and Batanes, Andanar said.

“These (pieces of) equipment will be used to renovate our radio stations in Davao City, Cagayan De Oro, Batanes (and) Cebu City. These will be a huge boost to our radio operations in the entire Philippines,” the Communications chief said.

The Communications Secretary also thanked Chinese Ambassador to the Philippines Zhao Jianhua for facilitating the donation.

Andanar said the donation proves a “very healthy” relations between the two nations in the field of communications.

He also took note of the improving media exchanges between Manila and Beijing.

“The relationship between the Philippines and China in the field of communications is very healthy. We have been sending media practitioners to the People’s Republic of China to observe the media landscape of China, in the same way, that the Chinese government is also sending [media] members to the Philippines to observe,” Andanar said.

“We see our relationship growing stronger and stronger,” he added.

Meanwhile, Andanar noted that the two countries also inked bilateral documents in the fields of infrastructure, agriculture, trade, and customs.

The Philippines’ share in the joint oil and gas exploration deal with China could still go up from the currently proposed 60 percent, National Security Adviser Hermogenes Esperon Jr. said on Friday.

While the government considers the planned 60-40 sharing scheme between Manila and Beijing “acceptable,” it wants to get a higher percentage than the proposed 60 percent of the natural reserves, Esperon said.

“[The proposed] 60-40 [deal] is a desirable sharing, but it is not final. It could even go up to 61 or more,” he told Palace reporters.

“One percent is always substantial when you talk about such big investments,” he added.

Presidential Spokesperson Salvador Panelo on September 13 said it is "wise and prudent" for the Philippines to enter into a joint oil and gas exploration deal with China, despite their long-standing sea disputes.

The two countries sought the joint exploitation of natural resources in the South China Sea under the proposed 60-40 sharing scheme.

Under the proposal, Manila will receive 60 percent of the oil and natural gas deposits while Beijing will get the remaining 40 percent.

Esperon noted that the joint steering committee, which was represented by both nations, had been formed a week ago to start the first round of talks on the planned joint exploration deal before October ends.

He said the discussions would focus on how the two countries could make a “wealth” from the cooperation agreement on oil and gas exploration in maritime areas.

“It’s no longer academic. It’s going into an agreement on how we could make the wealth of the seabed work for us,” Esperon said.

“We have already formed the joint steering committee and shortly there will be talks with China in pursuance of the earlier memorandum of understanding that was signed in 2018 for the development of this energy fields,” he added.

'Fair' deal for PH, China

In November 2018, the Philippines and China signed a memorandum of understanding (MOU) on cooperation on oil and gas development.

The MOU is the basis for the two governments to “negotiate on an accelerated basis arrangement to facilitate oil and gas exploration and exploitation in relevant maritime areas consistent with applicable rules of international law.”

Esperon said the two countries are considering exploiting jointly the maritime areas “where there is no licensee or awardee.“

He said the “west side of Palawan” is among the areas being considered to be jointly explored and exploited by the Philippines and China.

For Esperon, the joint exploration deal was “fair” for both Manila and Beijing.

“Well, it was acceptable. That simply tells you that we have the upper hand on it. But we don’t talk here about territorial rights,” he said.

“We simply talked about it as a sharing that is just a fair for us and for the other side,” he added.

The impending deal between the Philippines and China came despite Manila’s historic victory in the arbitral case against China’s claims to nearly the entire South China Sea.

On July 12, 2016, the Permanent Court of Arbitration in the Hague, Netherlands invalidated China's nine-dash line, a geographical marker Beijing invoked to assert its extensive claims in the strategic waters.

Despite the ruling, China has intensified its military build-up in its artificial islands in the hotly-contested South China Sea.

On September 4, Duterte said he was just waiting for the right timing to insist on the Philippines' landmark win against China's sweeping maritime claims.

The President, however, clarified that invoking the arbitral ruling was not tantamount to waging a war with China.

Ranking Philippine Army (PA) officials on Thursday paid a visit to the "Shivalik"-class guided missile frigate, INS Sahyadri (F-49), to learn more about its missile capabilities which include the "BrahMos", the world's fastest supersonic missile.

Army spokesperson Lt. Col. Ramon Zagala, in a statement Friday, said PA officials led by Major Gen. Reynaldo M. Aquino were welcomed by the ship's commanding officer, Captain Ashwin Arvind.

The officials were toured aboard the ship, which was docked at Pier 15, Manila South Harbor, and briefed about the "BrahMos" missile, which can be launched from ship, aircraft, submarine or land.

“The Philippine Army is interested in acquiring this type of missile as it will strengthen our coastal defense operations,” Zagala said.

Earlier this month, the PA activated its first land-based Missile System Battery under the Army Artillery Regiment. The unit is currently working on its training programs before acquiring its future equipment.

“The Philippine Army puts a premium on upgrading the various areas of its defense capabilities as it plays a vital role in addressing external threats. We ensure the Filipino people that we are on a continuous endeavor of becoming a world-class Army ready to protect our country,” he added.

INS Sahyadri (F-49) is accompanied by an anti-submarine corvette, INS Kiltan (P-30), they arrived in the Philippines last October 23 and will be ending their goodwill on the 26th.

INS Sahyadri has a displacement of 6,200 tons, a length of 142.5 meters and a beam of 16.9 meters, and is armed with a variety of missiles, torpedoes, and rockets for anti-ship, anti-air, and anti-submarine missions along with a 76mm automatic cannon.

INS Kiltan, on the other hand, has a displacement of 3,000 tons, a length of 109 meters, a beam of 12.8 meters and is armed with guns, torpedoes, and rockets.

Indigenous peoples (IPs) have been leading the demolition of the Salugpungan schools that they once helped build, following the permanent closure of these educational facilities, National Security Adviser Hermogenes Esperon Jr. said on Friday.

The move came after the Department of Education (DepEd) 11 (Davao region) halted the operations of 55 Salugpungan Ta’ Tanu Igkanogon Community Learning Center, Inc. (STTICLCI) for indigenous children due to supposed irregularities committed by the school management.

“‘Yung IP (communities) mismo ang nagdi-dismantle ngayon ng mga schools na ‘yun (The IP communities are the ones dismantling those schools),” Esperon told Palace reporters in a press briefing.

“So finally, we are putting closure to these Salugpungan schools,” he added.

The DepEd approved the permanent closure of 55 STTICLCI in the Davao region on September 20. The notification was received by the school administration on October 7.

The DepEd ordered the total closure of Salugpungan learning centers after it found substantial evidence of irregularities against the educational institutions.

Results of the DepEd's investigation revealed that Salugpungan schools have failed to use the government-approved curriculum; brought students away from their homes without parental consent; used students to generate funds; had unlicensed teachers; and operated in the ancestral domain of IPs without community consent.

The closure order was based on the earlier claim of Esperon, vice chairperson of the National Task Force to End Local Communist Armed Conflict, that Salugpungan schools were promoting the ideology of the Communist Party of the Philippines (CPP).
The CPP’s armed wing, the New People’s Army (NPA), has been listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Tribal leaders have welcomed the DepEd's closure order.

Datu Malapandaw Nestor Apas, chief of the Langilan Manobo tribe of Davao del Norte, said in a Palace press briefing on October 9 that the closure of Salugpungan schools was necessary to save indigenous children in the country from having a "radical mind."

Esperon maintained that the NPA rebels are recruiting new members through the establishment of schools that cater to indigenous children.

“The red fighters, the New People’s Army fighters in Mindanao are 70 percent coming from the katutubo, from the tribes, from the natives,” he said.

“How did they do this? One very quick way of doing it was to establish the schools in the remote areas and that’s where they manufactured their ‘red warriors’,’’ Esperon noted.

The DepEd-11 reported that 1,142 learners have been affected by the total closure of the Salugpungan schools. About 1,000 of these 1,142 indigenous children have already been accommodated by the DepEd in other educational facilities for this school year through its Learners Information System.

Only 142 IP students have been considered “missing.”

DepEd Secretary Leonor Briones on October 17 assured that “education will continue” for indigenous children, despite the closure of STTICLCI.

Esperon lauded Briones for her commitment to protect the IP children’s right to education.

“She (Briones) will put up a good school there for the indigenous people with dormitories,” he said.

Soon after Duterte mounted the drug war and unleashed widespread violence, the Party denounced it as a war against the poor and exposed its hypocrisy. It has become crystal clear that Duterte’s drug war is a big hoax. Vice Pres. Robredo correctly observes that the country is now saturated with shabu and other drugs.

Duterte is responsible for the mass killings of tens of thousands of people in his drug war. The Philippine National Police (PNP) officially reports more than 6,000 killed in its “drug operations.” At least 25,000 other murders since 2016 are classified as “under investigation.”

Duterte’s drug war was launched to establish his power over all drug syndicates in the country. It was also used to impose his fascist strongman rule. Duterte used all-out state violence to make the drug syndicates bow to his power. He is now the Philippine drug overlord in control of all drug trafficking from the ports to the streets.

The Party supports the efforts of various sectors to demand that the United Nations Commission on Human Rights be allowed to carry out an independent investigation into the spate of extrajudicial killings in line with its July resolution.

The Party calls on the Filipino people, especially the families and friends of victims, to unite firmly to demand justice and make Duterte criminally responsible for the mass killings perpetrated under his fake war on drugs.

At least 123 local government units in Eastern Visayas have passed separate resolutions declaring members of the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines, persona non grata (unwelcome or unacceptable).

Mayor Aran Boller of Matuguinao town in Samar province said the declaration was a testament that the people do not welcome the NPA.

“Our people have had enough with them (NPA). They want change and this change can only be realized if we will get rid of them in our town,” he said.

Boller said various projects could not reach their areas due to the presence of NPA rebels.

“We have several projects, like farm-to-market roads, that were not realized because of them.”

Major Gen. Pio Diñoso III, the commanding general of the 8th Infantry Division based in Catbalogan City, Samar, welcomed the move of the LGUs.

“These declarations are the initiatives of these local government units. They want to show that the NPAs are not welcome,” Diñoso said.

“This is not the war of the Armed Forces (of the Philippines) but the war of the people versus the terrorists,” he added.

Diñoso said government troops will do their best to contain the insurgency in Eastern Visayas, one of the poorest regions in the country.

“With the order of the President, we will make sure that the New People’s Army will become irrelevant next year,” he said.

In particular, Diñoso said they were focusing on Samar Island, which comprises the provinces of Samar, Eastern Samar, and Northern Samar.

Since he assumed his post early this year, he said 16 soldiers have died during fights with the NPA.

He said seven NPA members were also killed during armed encounters.

He said these rebels have been fighting the government for more than 50 years but have not succeeded much.

The general assured the civilians that the military would protect them in this fight.

“Leave the fighting to us, and we assure them that the military is here to protect them,” Diñoso said.

Still, Diñoso said he was open to a peace talk with officials of the local rebel movement here to end the communist insurgency.

“I am open to talk. If you want to have a (peace) talk, we will ask the local government units to lift the persona non grata declaration so we can talk,” he said.

The gradual integration of peace education in the general curriculum of schools and universities is an effective measure to prevent and counter violent extremism and communist insurgency in the country, presidential adviser on the peace process Carlito Galvez Jr. said yesterday.

“Peace education should be comprehensive and multi-pronged. First, we have to educate the vulnerable, the orphans, those in the ‘last mile areas’ and the youth,” Galvez said.

He explained that the national government’s continued engagement with educational institutions is in line with its efforts to mainstream and institutionalize peace education.

“We are partnering with different universities so that peace-building will be part of the major curriculum in all subjects that we have,” he added.

The Office of the Presidential Adviser on the Peace Process (OPAPP), in partnership with the Department of Education and Commission on Higher Education, is taking the lead in developing educational materials and other literature to promote peace education in the country under Executive Order 570.

Galvez noted that peace education would counter the efforts of local terror groups to spread the ideology of violent extremism in the long-term.

“Peace education will really play an important role in our administration’s program to remove the concept of the ISIS caliphate in the minds of our brothers and sisters,” he said during a peace dialogue last Wednesday with San Beda University-Manila students in reference to a Mindanao-based terrorist organization which pledged allegiance to Islamic State in the Middle East and was responsible for carrying out the Marawi siege.

Galvez, who was then the Armed Forces of the Philippines chief-of-staff, shared his experiences during the height of the Marawi siege and the city’s eventual liberation from the terror group.

Part of Galvez’s presentation was a nine-minute video which documented the battle of Marawi.

During the open forum, he pointed out that the declaration of martial law in Mindanao has served as a major deterrent to terror groups that wanted to expand and wreak havoc on the populace.

Galvez said it has also given residents, particularly in conflict areas, a greater sense of security with law and order strictly enforced in most affected communities.

Peace education, he added, will help sustain the gains of the peace processes in the country and provide the youth and future leaders the necessary tools to address situations of conflict and social divides through non-violent approaches. He pointed out that this is the same concept the OPAPP uses to prevent indigenous peoples (IPs) and the youth from being victimized by communist insurgents.

He cited the case of Salugpungan schools in Mindanao that were permanently shut down by the government because these were used by the communists as venue to indoctrinate the IPs.

“We organize the IPs and teach them how to defend themselves so they can police their own communities. In order to defend the IPs, we have to educate them. We are now (tapping the assistance) of schools,” Galvez said.

Midway through his term, the Duterte administration has achieved milestones in the Bangsamoro peace process with the passage of the Bangsamoro Organic Law and the creation of the Bangsamoro Autonomous Region in Muslim Mindanao.

Higaonon indigenous people (IP) leaders across north and eastern Mindanao renewed their condemnation and rejection of the communist rebel movement on Wednesday.

A five-minute video sent to the Philippine News Agency showed a Higaonon leader reading a manifesto declaring the members of the Communist Party of the Philippines (CPP), its armed wing the New People's Army (NPA), and political wing National Democratic Front of the Philippines (NDFP), as enemies of their tribe.

The Higaonon leaders represent the IP communities from Agusan del Sur, Agusan del Norte, Misamis Oriental, and Bukidnon provinces.

In the video, the unnamed tribal leader said their declaration against the communist rebel movement goes as far back as 2008 and that they are renewing it in line with the issuance of President Rodrigo Duterte's of Executive Order 70.

EO 70 institutionalizes the "whole of nation approach" in ending local communist insurgency in the countryside.

The IP leader said the CPP-NPA has continued its harassment and violation of humanitarian law against IP members, with the rebels threatening to harm them if they refuse to join the armed struggle against the government.

The IP leader also vowed to help the government fight the communist insurgency in their communities.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP SIONGCO, Maguindanao – A firefight between the troops of 34th Infantry Battalion and Midsayap Municipal Police has erupted early this morning at Sitio Narra, Brgy Tumbras, Midsayap, North Cotabato.

The government forces encountered with at least 10 fully armed men led by a certain Mama Macalimbol, who has an outstanding warrant of arrest for multiple attempted murder.

The encounter started at around 5:00 a.m. and lasted for 40 minutes that resulted to the killing of Macalimbol and 6 of his followers.

No one was hurt on the government forces during the encounter.

Recovered were 7 high-powered firearms with assorted ammunition as follows: one (1) 7.62mm Fal jet rifle, two cal. 30 Garand rifles, one cal. 50 improvised Barret rifle, one (1) 7.62mm M14 rifle, one (1) improvised 7.62mm M14 rifle, and one (1) M16 5.56mm rifle.

34th IB Commander, Lt. Col. Glenn Loreto T. Caballero said that “the success of the operation was manifested through the commitment of the AFP, PNP, and local government unit as well as the immense support from the local populace in the area.”

He also said that the constituents of Brgy Tumbras and Brgy Malinagao in Midsayap town appreciated the joint efforts of the government security forces in addressing the prevailing threat to the community.Meanwhile, Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon said that joint operation was part of the AFP and PNP’s mandated tasks to preserve peace and support the war against terrorism.

Island Garden City of Samal, Davao del Norte – Joint forces of Eastern Mindanao Command and other law enforcement agencies conduct Simulation Exercise on Counter Terrorism at Brgy Peñaplata, Brgy San Remegio and Kaputian District, all of Island Garden City of Samal, Davao del Norte around 9:00AM, Thursday, October 24, 2019.

The different units involved were Joint Task Force (JTF) Haribon, Task Force (TF) Samal, TF Davao, Naval Forces Eastern Mindanao (NFEM), Joint Special Operations Unit 2 (JSOU2), Naval Special Operations Unit 7 (NAVSOU7), Tactical Operations Wing Eastern Mindanao (TOWEM), 5th Civil Relations Group (5CRG), Philippine National Police Maritime, Philippine Coast Guard (PCG) and PNP IGACOS.

Three terrorism scenarios happened at three different barangays. The first scenario began when a terrorist group named Kidnap For Ransom Group (KFRG) checked-in at RMPC Resort, Peñaplata where the resort manager reported the presence of suspicious looking people in their resort to the police and TF Samal. Once verified, the joint forces raided the resort and apprehended two KFRG members.

Second scenario started upon the interview of apprehended KFRG members that divulge the kidnapping plot to tourist and the presence of more or less 10 other KFRG members at Brgy San Remegio, Kaputian District which was raided by forces of JSOU2 and NAVSOU7. Further, there was a firefight that resulted to five KLG dead, four M16 rifles, three M14 rifles with bandoliers and one KFRG captured.

And the last scenario was initiated after the revelation of the captured KFRG that their commander and his cohorts are proceeding to Talikud Island where two high-speed motorized boats are prepositioned for their getaway. On the other hand, TF Davao and PNP Maritime implemented lockdown along Davao City Coast. TF Samal, PCG and NAVSOU7 immediately chased the terrorists towards the sea along Talikud Island and Kaputian District. Four KFRG were found dead and three more were captured after the encounter.

“Inter-agency Simulation exercise enhances our capabilities in responding an unexpected threat within our Joint Area of Operation. Scenarios like this can happen, so I call on everyone to continue to be vigilant and inform the nearest AFP or PNP unit in your area on the presence of any suspicious looking individual or anything left unattended for verification before it will be too late.” Brigadier Ernesto Torres Jr, Commander of Joint Task Force Haribon said.

Eastern Mindanao Commander, Lieutenant General Felimon Santos Jr recognizes that the AFP needs help in securing the Eastern Mindanao area.

“Security is a shared responsibility. We cannot do it alone, we cannot cover every inch of our area of responsibility to secure everyone, please work with us in looking after your community so that terrorism will not find a safe haven in Eastern Mindanao.” Santos said.

The Simulation Exercise ended at around 5 o’clock in the afternoon.

WestMinCom chief Lt. Gen. Cirilito Sobejana, during his visit on Wednesday (October 23), assured the people of Tawi-Tawi that maritime security in the waters of the island province is one of the command’s foremost concern.

The commander, together with his command staff, drop-round in the islands of Tawi-Tawi to assess the security situation in the area and make an ocular inspection in an ongoing construction of Philippine Coast Guard Substation.

He was accompanied by BARMM Transportation and Communication Minister Dickson Hermoso.



“The proposed PCG Substation in the coastal area of Sibutu will help us to hamper local terrorist and pirates from creating fear to the local fisher folks,” said Lt. Gen. Sobejana.

“It will also help us to monitor the Sibutu strait from all vessel passing through,” the commander added.



On the other hand, security and economic dialogue was held with the local government of the Island Municipality of Sitangkai, Tawi-Tawi, participated by local officials.

In his message, Lt. Gen. Sobejana expressed his sincerest gratitude for the warm welcome accorded to him and his party and for the unwavering support in the WestMinCom’s peace efforts.

“Approved na ang power supply for Sitangkai from Qatar,” Lt. Gen. Sobejana said.

“We came here to protect and serve you. What we need is the convergence and good coordination. We are willing to sacrifice our life for peace and development,” he added.

Sitangkai is considered as the Venice Island of Southern Philippines.

Lt. Gen. Sobejana also visited the Sheik Makhdum Shrine in Sibutu.

WestMinCom commander Lt. Gen. Cirilito Sobejana stressed that security challenges cannot be solved by just the military alone. There are non-military solutions in which the civilian sector and other stakeholders have the capability to do. We need to breach the obstacles of peace through development and good governance.

The forum highlights the Maritime Rules that guide the utilization of the rich marine resources in the Sulu seas. Several issues were tackled especially the overlaping boundaries of municipal waters affecting the fishing grounds of the Commercial Fishing Companies.

The forum was organized through the collaborative efforts of the WMC, LGUs, concerned agencies of the government and the Commercial Fishing Companies of Zamboanga City.

In his remarks, Lt. Gen. Sobejana expounded that there are still threats to maritime securities that need to be addressed such as illegal offshore fishing; human trafficking; piracy; smuggling; illegal drugs and other contrabands; sea terrorism; excessive water pollution that destroys the maritime resources.

“Let us work together and converge our efforts to make this part of the region the best place to live,” Lt. Gen. Sobejana said.

One BIFF-affiliated armed lawless group leader and 6 of his followers were neutralized in an encounter in Midsayap on Wednesday morning.

While conducting law enforcement operation, combined elements of the 34th Infantry Battalion and Midsayap Municipal Police Station encountered more or less 10 Bangsamoro Islamic Freedom Fighters (BIFF) Bungos Faction-ALG led by Mama Macalimbol in Sitio Narra, Barangay Tumbras, Midsayap, North Cotabato at 5:05am of October 23, 2019.



The Firefight which lasted for 40 minutes resulted in 7 enemies killed including Macalimbol,who has an existing Warrant of Arrest for multiple attempted murder, and 6 of his followers.



Further, troops recovered 7 high-powered firearms and ammunitions which includes, one PAL Jet Caliber 7.62 with 256 rounds ball; 2 Garand with 9 clips; 1 Caliber .50 improvised Barret; 1 M14 with 4 magazines; 1 improvised M14 with magazine; 1 M16 with magazine, 1 round 40mm High Explosive; and 6 rounds Caliber .504, 36 rounds Caliber .30, and 113 rounds 5.56 ball.



Also recovered were 2 pieces commercial radio; 8 assorted cellular phones; 25 identification cards; 6 assorted bandoliers; and assorted drug paraphernalia.

34IB Commander, Lt. Col. Glenn Loreto Caballero said, “the success of the operation was made possible through the commitment of the AFP, PNP, and local government unit as well as the immense support from the local populace in the area.”

Meanwhile, JTF Central commander Maj. Gen. Diosdado Carreon said that the joint operation was part of the AFP and PNP’s mandated task to preserve peace and support the war against terrorism.

The cadavers of the killed ALG personalities were turned-over to the BLGU of Tumbras for proper disposition while the recovered HPFAs, assorted drug paraphernalia, and other war materiel are currently under the custody of 34IB for safekeeping.

“This commendable accomplishment of the 34IB and the police only shows how persistent we are to track down the remaining lawless elements that destabilizes our campaign towards peace and progress in Mindanao,” said Lt. Gen. Cirilito Sobejana, WestMinCom commander.

A jobless man, who was shot and killed Wednesday in Zamboanguita town, was the seventh victim of shooting incidents in Negros Oriental, in six days from October 17.

Two motorcycle-riding suspects were reported to have been involved in the fatal shooting of Alfonso Palalon at his residence in Sitio Katubahan, Brgy. Mayabon, Zamboaguita town.

Initial police investigation showed that the Palalon, 41, was watching a television program in the porch of his house, when the gunman and his companion arrived, and shot him several times.

The victim, who succumbed to multiple gunshot wounds, died on the spot, according to the police.

The two suspects immediately fled on board a motorcycle, a report of the Negros Oriental Police Provincial Office said.

A day earlier, an unidentified gunman also shot a certain Anabel Sabanal at the national highway of Brgy. Mabigo, Canlaon City, Negros Oriental.

The motorcycle riding gunman fled towards Brgy. Panubigan in Canlaon City.

On Oct. 17 and 19, respectively, five persons also died in shooting incidents in Manjuyod and Siaton towns, with New People’s Army rebels tagged as suspects, and three others in Bayawan City, all in Negros Oriental.

But Col. Rizalino Gapas, officer-in-charge of the Negros Oriental Police Provincial Office, earlier downplayed the killings, dismissing them as isolated cases, stressing also that they already have some persons of interest in them.

The killing spree in Negros Oriental on July, that claimed the lives of more than 20 persons, led to the relief of Col. Raul Tacaca as provincial police chief, and the creation of an anti-insurgency task force to address the insurgency problem in the province.

Presidential Peace Adviser Carlito Galvez Jr. has underscored the importance of “peace education” to prevent and counter violent extremism and communist insurgency, particularly in Mindanao.

“Peace education will really play an important role in our administration’s program to remove the concept of the ISIS caliphate in the minds of our brothers and sisters,” Galvez said during a peace dialogue Wednesday, October 23, with the students of the San Beda University-Manila.

He was specifically referring to a Mindanao-based terrorist organization which pledged allegiance to the ISIS group in the Middle East, and was responsible for carrying out the Marawi siege.

Galvez also said that peace education will help sustain the gains of the peace processes in the country, and provide the youth and future leaders the necessary tools to address situations of conflict and social divides through non-violent approaches.
He said this is the same concept the Office of the Presidential Adviser on the Peace Process is utilizing to prevent indigenous peoples (IPs) and the youth from being victimized by communist insurgents.

Galvez cited the case of Salugpungan schools in Mindanao that were permanently shut down by the government because they were being used by the communist group as a venue to indoctrinate the IPs.

This is the reason, he explained, why the government is helping to capacitate local leaders and residents so that they themselves can ensure the safety and security of their communities.

Alhashim Paradji, alias Malla, 41, married and a resident of Barangay Lapa in Maimbung town gave up to the 41st Infantry Battalion commanding officer Lt. Col. Alaric Avelino Delos Santos at the unit’s headquarters in Sitio Bato Habah, Barangay Matatal Monday, October 21.

He turned over his R&R Garand US rifle to the military.

“Paradji operated under ASG sub-leader Jihad Susukan, a.k.a. Idang,” said Delos Santos.

An alleged female communist rebel was arrested in a law enforcement operation at the Quezon Boulevard checkpoint in Kidapawan City, Cotabato, on Wednesday afternoon, Oct. 22.

Col. Gabriel C Viray III, commander of the 901st Infantry Brigade, identified the suspect as Mindaley Santeses Genotiva, who goes by the aliases Karla, Manang, and Liz, head of the Sub-Regional Urban Committee and Regional Tax Implementing Group of the NPA.
She was allegedly operating in the northern part of Cotabato Province, Southern Bukidnon, and north-western part of Davao City.

The inter-agency group was armed with following warrants of arrest against the suspect:
• Murder (Crim. Case # 4451-2017) dated Dec. 11, 2017
• Two-counts of frustrated murder (Crim Case# 4338-2017 and 4339-2017) dated Sept. 22, 2017
• Five counts of attempted murder (Crim. Case nos. 4333-2017, 4334-2017, 4335-2017, 4336-2017 and 4337-2017)

All were signed by Judge Henelinda J. Molina-Diaz of RTC-12, Branch 61 in Kidapawan City.

As confirmed by former rebels, the suspect was in charge of the NPA’s extortion scheme, victimizing businessmen down to lowly paid laborers. Big companies were forced to pay no less than P300,000 each month.

Furthermore, she was also one of the leaders in the violent mass rally in Kidapawan in April 2016, which lead to deaths of some rallyists and injury to police officers.

Meanwhile, Lt. Gen. Felimon T. Santos Jr., commander of Eastern Mindanao Command, attributed the arrest to the collaborative effort of different agencies.

“This will bring justice to the victims of her atrocities and extortion,” Santos said.

He then warned the remaining communist guerrilas who continue to fight the government. “We will not allow you to put our communities in jeopardy and hamper their economic growth. We will use all assets and legal means available to us to bring you to the bar of justice and stop your evil acts,” he said.

CAGAYAN DE ORO CITY -- "This is the first time that the Regional Task Force of the National Task Force to End Local Communist Armed Conflict has conducted a public-private corporate social responsibility seminar or convergence here; the first time in the Philippines."

Cabinet Representative for Cabinet Officers for Regional Development and Security (CORDS)-X and Presidential Communications Operations Office Secretary Jose Ruperto Martin Andanar emphasized such saying the partnership is very important because peace is a collaborative idea.

"It is not only military, it is not only the civilian government but also the private sector including the basic unit of the society which is the family," Andanar said emphasizing that the task force augments its capability to attain peace in Geographically Isolated and Disadvantaged Areas (GIDA) with the aid of the private sector.

For his part, National Security Adviser Hermogenes Esperon, Jr. said at the national level, they already have two from the private sector as partners. In the region, the National Economic and Development Authority (NEDA) regional directors have a civilian as co-chairman.

"So nandu'n na ang civilian sector pumapasok. In other words, partner namin talaga ang civilians (so the civilian sector is involved that way. In other words, the civilians are already our partner) but now we are expanding the partnership by inviting the business sector," Esperon said.

Esperon further said it is better if the private sector could add more to the government resources. "Mas mabuti kung partner sila kasi (it is better when they become our partners) when they develop the areas into peaceful and productive communities. The overall result would be a better climate for business and therefore good for them also kaya sama-sama (thus, we go together)."

The security adviser also mentioned that such partnership is not new in the country since there are already a lot of organizations that align their CSRs with the government's programs and services.

INFANTA, Quezon - The Calabarzon Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) recently convened in this town for the 3rd RTF-ELCAC Cabinet Officer for Regional Development & Security (CORDS) meeting.

Department of Interior and Local Government (DILG) Secretary Eduardo Año, Secretary Jose Maria Nicomedes F. Hernandez, Presidential Adviser for Southern Luzon and Quezon Governor Danilo E. Suarez presided the meeting that focused on the discussion on the diverse efforts to address the root causes of insurgency and other armed conflicts and threats in the province.

Secretary Hernandez reiterated the government is serious in battling the communist insurgency problem – the biggest peace spoiler in the country, thus, urged RTF-ELCAC members to demonstrate good governance to draw hope and regain the people’s trust.

“Tunay na napapanahon ang pagtitipong ganito dahil ang mga magiging diskurso ngayong araw ang siyang magbibigay daan tungo sa patuloy na pag-unlad ng ating bayan at magbubunga sa mga proyekto na magbibigay wakas sa lokal na armadong pakikidigma sa Southern Tagalog Region at sa buong bansa," Hernandez said. "Kayat sama sama at patuloy na makipagtulungan ng sa gayun magiging reyalidad na ang pinapangarap nating pagbabago para sa mahal nating bayang Pilipinas at sa susunod nating henerasyon"

He also underscored the development of KALIWA Dam and improvement of Metropolitan Waterworks and Sewerage System in the province to empower communities and local constituents to participate in the developing culture of concord.

“Lagi kong sinasabi mga kalalawigan, there can be no progress without peace and order. We are shifting our viewpoint from treating local communist armed conflict as purely military and security concern, to being more symptomatic element deeply-rooted issues needing to be addressed immediately,” he further added.

Consequently, DILG Secretary Eduardo Año highlighted that it is the responsibility of all levels of government-national, regional, provincial, highly-urbanized cities, component cities, and municipalities, down to the barangays, to solve and provide solutions to the causes of conflict, dissent, and unrest. BUTUAN CITY – The members of the Caraga Regional Task Force – Ending Local Communist Armed Conflict (RTF-ELCAC) convened for its 3rd quarter meeting held on Wednesday (Oct. 23) in Tandag City, Surigao del Sur to discuss with various stakeholders the pressing issues and concerns in the communities, as part of the continuing effort of the government in implementing the Executive Order No. 70 or the whole-of-nation approach to end the insurgency.

In the said meeting, the members of the Regional Development Council (RDC) and Regional Peace and Order Council (RPOC) Caraga also joined and actively participated in the discussion.

Among the issues and concerns raised include the needed equipment of the farmers which could help them till their lands easier and increase their yields; education of the Indigenous Peoples (IP) youths; security of the IP communities; farm to market road in remote areas; and aid for the former rebels, among others.

Updates on the non-Department of Education (DepEd) operated schools in Surigao del Sur were also tackled. In view of the complicated issues of the Tribal Filipino Program for Surigao del Sur (TRIFPSS, Inc.) and Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV, Inc.), Regional Development Council chairperson and Agusan del Norte Gov. Dale Corvera has suggested for the creation of a Technical Working Group to discuss the issues and present solutions and plans.

Cabinet Officer for Regional Development and Security (CORDS) and Caraga RTF-ELCAC chairperson Cabinet Secretary Karlo Alexi Nograles, who presided the meeting, stressed the strong directive of President Rodrigo Duterte in solving the local communist armed conflict in the region.

“Caraga is a top performer among other regions in the implementation of Executive Order No. 70. We have accomplished a lot but we know there's still a lot more to be done. That's why we need your full support and cooperation in this endeavor," Nograles said.

Meantime, more than 400 local residents of Barangay Maitum in Tandag City took advantage of the serbisyo caravan spearheaded by the RTF-ELCAC member agencies.

Sec. Nograles said the Caraga RTF-ELCAC serves as the bridge in bringing the government closer to the people through the services provided by concerned government agencies and local government units.

In his message, Surigao del Sur Governor Alexander Pimentel vowed to assist the farmers in Brgy. Maitum and assured that the provincial government will help them in their needed equipment that would improve their yields and income.

“The provincial government with all its local government units are continuously promoting the welfare of the locals in the barangays and addressing their issues and concerns. We believe that with constant dialogue with the different sectors, their concerns will be addressed with the help of the concerned government agencies,” Pimentel said.

It was also learned that another Serbisyo Caravan will be scheduled in Agusan del Sur, wherein government agencies will converge and bring basic services to the locals in the target barangays in the area. (JPG/PIA-Caraga)
