Government troops recovered an improvised explosive device (IED), high-powered firearms, and other war materiel following a clash against a group of New People’s Army (NPA) rebels in Zamboanga del Sur, officials said Wednesday.
Lt. Col. Manaros Boransing, the Army’s 97th Infantry Battalion commander, said the firefight broke out on Tuesday while the troops were responding to the reported presence of NPA rebels in Barangay Balukbahan, Bayog town.
“The locals are already complaining of the exploitation and abuse of the NPA, coercing them to provide money and food to feed the armed group while we’re on coronavirus disease 2019 (Covid-19) crisis,” Boransing said.
He said the troops recovered an M16A1 assault rifle, an IED fashioned as a landmine, and other war materiel abandoned by the NPA rebels.
No one among the troops was killed or wounded.
Col. Leonel Nicolas, the Army’s 102nd Infantry Brigade commander, commended residents who "continuously take an active role in maintaining the peace and order situation in their communities by reporting the activities of the NPA rebels and other lawless elements."
“We will continue to put pressure on these terrorist groups to weaken their will to fight and force them to lay down their arms and abandon their useless armed struggle,” Nicolas said.
Maj. Gen. Generoso Ponio, commander of the Army’s 1st Infantry Division, also lauded the troops for their "relentless dedication in ensuring the safety and security of the communities in their area of responsibility."
“Again, I urge the remaining NPA members to return to the fold of the law and avail of the benefits of the Enhanced Comprehensive Local Integration Program,” Ponio said.
The NPA is listed as a terrorist organization by the United Kingdom, the European Union, the United States, Canada, New Zealand, and the Philippines.

Two communist New People’s Army (NPA) combatants surrendered to the government on Tuesday in the Davao de Oro town of Mawab, the Army's 71st Infantry Battalion (71IB) said.
In a statement Wednesday, 71IB identified the surrenderers as “Lando,” a supply officer, and “Narra,” a political guide of the weakened NPA Guerrilla Front 2 operating in Davao de Oro.
The Army unit quoted Lando as saying that he was enticed to join the communist rebel movement after being promised land to till and financial support to his family known within the NPA as a Suporta sa Pamilya (SuPaMil).
However, Lando said none of these promises proved true. On the contrary, the surrenderer said he was disenchanted by the "injustices" he saw and experienced within the rebel movement, forcing him to return to the fold of the law.
One such experience, Lando said, was seeing a rebel leader known only as “Jupiter” molesting and raping the wives of ordinary NPA members.
The other surrenderer, Narra, also told 71IB about the presence of child warriors aged 12 in their unit, a violation of Republic Act 7610 known as Special Protection of Children against Abuse, Exploitation and Discrimination Act that prohibits the recruitment of minors in any armed group or to take part in fighting or be used as guides, carriers or spies.
“They also divulged that students from the University of the Philippines regularly join them in the hinterland -- the male students join the NPA for three months while female students join for a month, which serves as their training,” the statement read.
Narra also told the military about the predicament of ordinary fighters like him, who he said are being forced to endure hunger while their leaders are well-provided with food.
The Army unit said Lando and Narra will be enrolled with the government's Enhanced Comprehensive Local Integration Program.
“The government is true to its word in helping the terrorist NPAs who wish to surrender,” said Lt. Col. Sonny Gonzales, 71IB commander.
Gonzales also urged the remaining NPA combatants to surrender and live peaceful lives with their families.
The NPA is listed as a terrorist organization by the United Kingdom, the European Union, the United States, Canada, New Zealand, and the Philippines.

An alleged leader of the New People’s Army (NPA) was killed while a minor was rescued when skirmishes erupted between soldiers of the 29th Infantry Battalion and communist guerrillas in Surigao del Norte and Agusan del Norte on April 19 and 20.
Also, three NPAs were captured.
Lt Col. Ezra Balagtey, the spokesperson of Eastern Mindanao Command, said the slain rebel was Kevin Caballero alias Banjo, a known vice leader of the NPA. He also said that three other rebels were captured.
On Monday morning, elements of the 29th IB clashed with a group of NPA in Barangay Bangayan, Kitcharao, Agusan Del Norte during a hot pursuit operation. They recovered an M4 rifle with an attached M203 grenade launcher, subversive documents, and one landmine switch kit.
The pursuit came after elements of the same unit encountered more or less 20 NPAs at 5:30 a.m. of the same day in Barangay Bangayan, which resulted in the discovery of an NPA hideout, the capture of three suspected NPA members, and the rescue of a nine-year-old boy.
Another 15-minute skirmish followed at about 3 p.m. as the troops conducted a clearing operation, which led to the seizure of one AK-47 rifle.
The killed NPA was identified by a former rebel.
Meanwhile, the rescued minor was also turned over to the Municipal Social Welfare and Development as mandated by Republic Act 11188 or the “Special Protection of Children Situation in Armed Conflict.”
In a separate instance, the troops of the 30th Infantry Battalion, while conducting security operations, encountered an undetermined number of NPAs in Sitio Katikuyan, Barangay Camam-onan, Gigaquit, Surigao del Norte at about 2:35 p.m. on April 19.
The 30-minute firefight forced the NPAs to withdraw, leaving behind 12 backpacks with personal belongings, several live ammunition, anti-personnel mine, 50-meter electrical wire, seven jungle hammocks, 12 poncho tents, and several subversive documents.

Two soldiers were killed in an ambush by suspected New People’s Army (NPA) rebels in Aurora on Tuesday.
Pfcs. Ken Lester Sasapan and Jackson Mallari of the 91st Infantry Battalion (IB) were assisting in the distribution of cash assistance under the social amelioration program (SAP) to residents affected by the enhanced community quarantine due to the coronavirus disease 2019 (COVID-19) pandemic in Barangay Diaat in Maria Aurora town when they were waylaid.
Army spokesman Col. Ramon Zagala said three soldiers were also wounded in the ambush that triggered a gunfight that lasted for almost an hour.
“We mourn the death of Pfc. Sasapan and Pfc. Mallari whose demise were caused by the treachery of NPAs capitalizing on the assistance provided by soldiers to communities in line with the distribution of the SAP,” Army chief, Lt. Gen. Gilbert Gapay said yesterday.
On Monday, three Army troopers, including an officer, were killed while four others were wounded in an encounter with NPA guerrillas in Himamaylan City, Negros Occidental.
Soldiers of the 94th IB were also securing the distribution of cash assistance when they encountered the rebels in Sitio Tugas in Barangay Carabalan, Col. Inocencio Pasaporte, 303rd Infantry Brigade commander, said.
In Ilocos Sur, government troopers clashed with around 30 NPA guerrillas on Mt. Odacowan at the border of Barangays Lamag and Patiacan in Quirino town, also on Tuesday.
No one was reported hurt in the firefight that lasted for about half an hour.
Lt. Col. Rodrigo Mariñas, 81st IB, said soldiers were supposed to provide security to social workers handing out cash aid, also under SAP, when they were fired at.
Soldiers said they received information on the presence of communist rebels in the area.
The Central Command (Centcom) was placed on alert amid recent attacks by communist insurgents.
“Kaliwa’t kanan ang atake... sa mga barangay during the distribution of relief goods,” Capt. Eduardo Prescioso, Centcom spokesman, said.
Prescioso said Centcom units should be on guard against anyone who would take advantage of the national health emergency.

Government troopers also rescued a nine-year-old boy from the communist insurgents.
The military said an AK47 rifle was recovered following another skirmish with the rebels.

KOTA KINABALU: Sabah security forces have another threat to deal with besides Covid-19 with a potential spillover of Abu Sayyaf members into the state following deadly clashes with the Philippine army.
It is likely the Philippine army will retaliate against the group after 11 of its soldiers were killed and 14 others wounded following an hour-long battle with the terrorist cell in southern Philippines on Saturday.
Eastern Sabah Security Command (Esscom) commander Hazani Ghazali said his men are on standby to intercept possible attempts by the group’s members to enter the country in the event of a counter strike by the Phillippine military.
“We have beefed up land and sea patrols while, at the same time, exchanging intelligence with the Phillippine security forces. We have good relations with them.
“The death toll is actually 12 now. But we are ready for any possible threat although at the moment we have no information indicating attempts by the group to breach our borders,” he told FMT.

Although considered to be the smallest extremist group in the impoverished region, particularly in Sulu and Basilan, Abu Sayyaf is however the most violent, with the group responsible for a series of kidnappings, public beheadings and deadly bombings, among others.
Operating since the 1990s, the group is also notorious for its kidnappings of Malaysians and foreigners from islands in Sabah.

An INTERPOL-led operation codenamed ‘Maharlika III’ saw law enforcement from Brunei, Indonesia, Malaysia and the Philippines (BIMP) deploy to strategic points along known terrorist transit routes in Southeast Asia in a series of simultaneous law enforcement and border control actions.
The coordinated move – from 24 February to 20 March in the midst of the global COVID-19 outbreak – resulted in the arrest of more than 180 individuals for various offences, including one suspected member of the terrorist Abu Sayyaf Group (ASG).
The operation saw 82 victims of human trafficking, mainly young women aged between 20 and 30, rescued by Philippine authorities. In addition, Indonesian authorities identified and rescued a further 35 adults and 17 children (12 boys and five girls), aged between 10 and 15 years, arriving from Malaysia.
Firearms, illegally assembled explosives made of ammonium nitrate and other illicit goods and substances worth more than one million euros were also seized.
With participating units on the front lines provided with direct access to INTERPOL’s global databases, authorities were able to run more than 13,000 checks on travel documents, firearms and nominal data.
The World Customs Organization also partnered in the operation, coordinating the role of customs agents and reporting seizures to INTERPOL National Central Bureaus in each of the four participating countries.
Armed with intelligence on the most common routes used by terrorist and organized crime groups travelling within the East ASEAN Growth Area (EAGA) – particularly the BIMP borders – INTERPOL worked with national authorities to select seven strategic locations.
Set in ports and transit points around the Celebes and Sulu Seas, these points acted as operational hubs from which to launch simultaneous and coordinated enforcement actions, including sea patrols, passenger and vehicle checks, and secondary identity inspections on any suspicious individuals.
The geography of the region, scattered with small islands and multiple border points, has historically presented a challenge to law enforcement seeking to crack down on terrorist activity and organized crime.
The flow of militants from Southeast Asia to the Middle East to join terrorist groups, has now been reversed. Since the collapse of ISIS/Daesh strongholds in the Middle East, the BIMP-EAGA region has seen a marked influx of foreign terrorist fighters (FTFs), many travelling from conflict zones. This is in part due to the presence of local ISIS/Daesh-inspired terrorist groups in the region, such as the ASG.
FTFs are embedded in these local terror groups and supply them with propaganda, personnel, finances and operational expertise, such as bomb-making.
In 2017, fighting in Marawi City (Philippines) between IS-affiliated militants and Philippine government forces resulted in more than a thousand deaths. Among the dead in Marawi were terrorist fighters from Chechnya, Indonesia, Malaysia, Saudi Arabia and Yemen.

Six bandits from the Abu Sayyaf group were killed and 8 soldiers were wounded in a firefight in Patikul, Sulu -- the second encounter between the 2 groups there in less than a week, the military said Thursday.
The clash between the 45th Infantry Battalion and an undetermined number of Abu Sayyaf fighters in Barangay Latih lasted for about 30 minutes on Wednesday night, said the Western Mindanao Command.
Abu Sayyaf fighters Guro Khalid, Udal Muhamadar Said, and alias Budah were found dead at the site.
The gunbattle also killed 3 other bandits, whose bodies were not recovered at the area, based on the bloodstains there, said Maj. Gen. Corleto Vinluan, commander of Joint Task Force Sulu.
The 8 wounded soldiers were brought to the Camp Navarro General Hospital in Zamboanga City.
An encounter with the Abu Sayyaf in Patikul last Friday left 12 soldiers dead and wounded 13 of their comrades.

Six bandits from the Abu Sayyaf group were killed and 8 soldiers were wounded in a firefight in Patikul, Sulu -- the second encounter between the 2 groups there in less than a week, the military said Thursday.
The clash between the 45th Infantry Battalion and an undetermined number of Abu Sayyaf fighters in Barangay Latih lasted for about 30 minutes on Wednesday night, said the Western Mindanao Command.
Abu Sayyaf fighters Guro Khalid, Udal Muhamadar Said, and alias Budah were found dead at the site.
The gunbattle also killed 3 other bandits, whose bodies were not recovered at the area, based on the bloodstains there, said Maj. Gen. Corleto Vinluan, commander of Joint Task Force Sulu.
The 8 wounded soldiers were brought to the Camp Navarro General Hospital in Zamboanga City.
An encounter with the Abu Sayyaf in Patikul last Friday left 12 soldiers dead and wounded 13 of their comrades.

There are at least three patent lies in the 303rd Brigade commander’s recent statements on the April 19 armed engagement between a unit of the 94th Infantry Battallion of the Philippine Army (IBPA) and a New People’s Army (NPA) platoon in Barangay Carabalan, Himamaylan City.
FIRST, the said unit of the Armed Forces of the Philippines (AFP) was not in any way providing “outer security patrol” service to DSWD personnel conducting distribution of special amelioration program (SAP) aid in the area.
The AFP soldiers in fact had already been on full and sustained combat operation in the interior barangays of Himamaylan City for more than a week prior to the incident, including even the days that the government’s ceasefire declaration was still supposedly in effect.
SECOND, the NPA does not take financial or food aid away from the people. The people themselves, especially the poor peasants and farm workers of the countryside, could attest how absolutely false this accusation is.
For one thing, they know of “3-8,” the set of rules and principles that guides the actions of the NPA; one that disallows, for example, the taking of even the least valuable of the masses’ possessions.
They know that the NPA, even as it plays the key role of smashing the armed forces of the reactionary state, performs other tasks in the field of production, education, culture, and health, further endearing them thus to the most exploited and oppressed.
They know of the current efforts of the NPA to work with the organs of Red political power, revolutionary mass organizations, traditional groups and institutions, and, to a certain extent, even allies in local governments and national agencies, in carrying out a comprehensive and extensive people’s campaign amid the COVID-19 crisis.
They know, for example, of the people’s clinics doing the rounds in many parts of the guerrilla zones with NPA medical officers and staffs at the helm.
The most successful of these so far has been the one held in Central Negros itself last March 29 (coinciding with the NPA’s 51st anniversary) where around two thousand barrio folk where checked up and treated in just a single afternoon; a feat that many credible health professionals in the cities have praised as unprecedented.
The people have known of the emergency food production campaign of the revolutionary peasant associations and the NPA long before any of the officials of the Department of Agriculture admitted that a COVID-19-imposed nationwide food shortage is imminent.
They know of the valuable advise that the NPA has been giving hard-up households on how to effectively and in an organized way assert their rights in availing from the economic aid programs of government agencies, however long-delayed, corruption-laden, and inadequate these may be.
Knowing all these, the people could easily belie Pasaporte’s talk of SAP-snatching Red fighters, whether in Himamaylan or any other Negros town and city, in Samar, Masbate, Mindanao, or anywhere else in the country.
The people, furthermore, know that the revolutionary movement realizes the very urgent need to concentrate all present efforts to helping the people collectively stand and overcome the COVID-19 crisis, and that the CPP-NPA-NDFP (Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines) has seriously heeded the global call of the United Nations to temporarily halt armed conflicts and declared a unilateral ceasefire that took effect from March 26 to April 15 and which has already been extended to last until April 30.
This leads us to the THIRD Pasaporte lie. The NPA-Negros, in its armed engagement with the AFP on April 19 in Himamaylan City, did not violate any of the ceasefire provisions being currently enforced by the CPP-NPA-NDFP.
What happened in Brgy. Carabalan was not a tactical offensive carried out by a unit of the Apolinario Gatmaitan Command against the elements of the 94th IB PA. It was a necessary performance of active defense after the NPA Red fighters and commanders exhausted all attempts to desist from giving battle to the PA unit that had been aggressively pursuing them for more than a week.
Col. Inocencio Pasaporte is a serial liar. All these outrageous lies expose not only Pasaporte’s pathological aversion to the truth. These underscore as well the Duterte regime’s continuing Marcosian machinations to use the current COVID-19 situation to further discredit and attack the revolutionary movement and shore up the prospects of imposing a fascist dictatorship, all of which at the obvious expense of the already and much beleaguered people.###

Local human rights organizations disclosed in a report that residents were awakened by loud bomb explosions and bursts of gunfire at around 5:00 a.m. Some residents said that they heard a fighter jet flying overhead before the airstrike and strafing were carried out.
Residents expressed that the attack could have resulted in civilian casualties noting that some of them woke up early and were already at their farms. They are yet to obtain information about the damages the airstrike has dealt.
Approximately 300 government troopers of the said unit are currently occupying the said village. Intense military operations continue in the area despite the Duterte regime’s ceasefire declaration last month.
Kiamba and adjacent towns are host to Lapanday’s banana plantation which is owned by the landlord comprador Lorenzo family, and the large-scale operations of the Kiamba Mining Corporation. These companies are notorious for grabbing and occupying thousands of hectares of ancestral lands.

The Roselyn Jean Pelle Command – New People’s Army (RJPC-NPA) Northern Negros Guerilla Front, strongly denounces the Philippine Army, particularly elements of the 79th Infantry Battalion, for violating their own ceasefire declaration with continuous military operations.
Meanwhile, units of the RJPC-NPA continue to launch mass education regarding the Covid-19 pandemic in order to mobilize the people against the medical and socio-economic crisis that we face today.
During the first week of April, the RJPC-NPA received reports that the 79th IB conducted military operations in the mountain villages of Brgy. Paghumayan, Malatas, Cruz, Macasilao and Pantao in Calatrava even while Duterte’s ceasefire declaration was still in effect. There were also military operations in Sitio Carbon, Barangay San Isidro and Barangay Bandila in the municipality of Toboso.
On April 13, 2020, the RJPC-NPA received reports that more than 30 armed soldiers conducted operations in Sitio Tipolo, Brgy. Pantao, Calatrava. They threatened and interrogated civilians and spent the night in a house within the community.
By afternoon, the fascists were seen in Sitio Udiong, Brgy. Bandila, Toboso, and moved towards Sitio Magkalapi, Brgy. Tabun-ac, also in Toboso.
On April 15, the fascist unit was involved in the forcible entry and ransacking of the Palay family home in Sitio Udyong, Brgy. Bandila, Toboso, around 6 am. Six soldiers in civilian clothing ransacked the house looking for Quintin Palay, the head of the household, while Quintin was tending to his crops in Brgy. Bandila proper. The armed men who ransacked the house threatened and interrogated a 12-year old child who passed out due to fear.
According to reports, the other soldiers initiated a cockfight in the sitio while the six elements ransacked the Palay house. In the following days, the fascist 79th IB continued with ther cockfighting and gambling spree at the nearby village, Brgy. Winaswasan in Calatrava.
These military operations of the 79th IB which also violate human rights and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law or CARHRIHL, show the insincerity of the ceasefire order and the empty talk of their commander-in-chief Duterte. Duterte’s ceasefire is not serious in helping the Filipino people. The said unit of the Philippine Army is no different from other fascist units that treacherously attack NPA units conducting medical missions in other parts of the country.
While the whole world faces the Corona Virus Disease 2019 (COVID-19) pandemic, the AFP is first to violate the “Bayanihan to Heal as One Act” and other guidelines of the reactionary government such as social distancing and quarantine. Soldiers abuse civilians and initiate gambling in communities. In the checkpoints, many people complain that police and soldiers without adequate protective gear like face masks and gloves conduct body frisking and heavy inspection of personal belongings of travelers.
It is clear to the people that intensified militarization and the lockdown of communities are no solution to Covid-19, for these steps should be based on the improvement of medical services and data from mass testing. The US-Duterte regime and corrupt politicians are only interested in saving themselves, in imposing fascist and military rule to control the protests and spontaneous anger of the people, and in gaining spoils from financing and aid meant for ordinary citizens affected by the crisis.
The RJPC-NPA calls on the people and all revolutionary mass organizations in North Negros to help each other face Covid-19. Let us implement the call of the Communist Party of the Philippines for medical missions and mass education to fight Covid-19, launch mass campaigns for sanitation and people’s nutrition, and emergency food production to cover the needs of the toiling masses and the hungry amid the economic crisis.
The ranks of the fascist military and police are also vulnerable to the spread of Covid-19, just like the doctors, nurses and health workers taken for granted by the inutile US-Duterte regime. They should be sincere in helping and uniting with everyone to improve medical services and aid for the affected masses of the people. The New People’s Army – Mount Cansermon Command (NPA-MCC) garnered a victory for the people on its recent encounter with the 1st platoon of the 94th Infantry Batallion of the Armed Forces of the Philippines (AFP), last April 19, in Sitio Kamuag, Barangay Carabalan, Himamaylan City, Negros Occidental. The firefight lasted for 47 minutes. The AFP suffered at least 8 Killed-In-Action (KIA), including their Platoon Commanding Officer.
The encounter was in no way a violation of the unilateral ceasefire declared by the Communist Party of the Philippines (CPP) until April 30. The said unit was in active defense mode upon receiving reports of military presence around the mountainous barangay since April 14, while conducting mass campaigns regarding Covid 19, public health, and emergency food production. In fact, in their various interviews, the AFP claim they ‘received reports of NPA presence and acted on it’, which proves they were the ones instigating an encounter.
Starting from April 14 (which was a direct violation of their ceasefire) until the today, the 94th IB were already conducting operations in Sitios Bulod, Daat, Kanagbaan, Kasipongan, Cunalom in Barangay Carabalan, Sitios Asaran and Cantupa in Barangay Buenavista, Sitios Palasanan and Double Yarding in Mahalang. The AFP troops were also occupying Cunalom Elementary School, which is a violation of the International Humanitarian Law. They were not conducting testing, nor were the AFP in any way concerned in the well-being of the people. They are also possible carriers of Covid 19, and their operations without wearing masks or other Personal Protective Equipment (PPEs) prove harmful to the masses.
The AFP’s claims that they were conducting security operations for relief distribution are lies. The barangay proper of Carabalan was more than 10 km away from the encounter site. The masses also claim that only a select few received the grant from the Social Amelioration Program (SAP).
Furthermore, they should avoid recycling their argument that they ‘anticipated’ NPA attacks on relief drives just like what happened in Balangiga when: 1) the Balangiga LGU already refuted the claim that NPA took their relief and 2) it is the AFP who industriously conduct food blockades during crisis (during the massive Lumad Killings and Displacement, and the Taal Volcano eruption).
It is important to note that the position of the NPA camp was not designed for an ambush. The AFP themselves with their supposed military expertise know that it was in lower ground. The NPA unit was forced to be in active defense mode when AFP troops conducted operations around the area. If the Duterte regime and the AFP is really sincere in aiding the poor, it should’ve long reallocated its huge intelligence fund for the public health crisis, rather than blatantly aggravating the situation.
The NPA grieve the loss of the recent PMA graduate and his fellow troopers. We send their families out condolences. We also urge the rank-and-file troops who are just cannon fodder while their higher-ups bask in their corrupted wealth to defect to the New People’s Army and truly serve the people.
The NPA will continue its mass campaigns to aid in the Covid 19 pandemic and even beyond. The unilateral ceasefire will still be observed as ordered by the CPP.
Hence, we urge the Congress to make an inquiry on what really transpired in Barangay Carabalan. The Commission on Human Rights (CHR) and progressive organizations should also launch Fact-Finding Missions to further investigate. It is the AFP who continuously make strides to hamper the possibility of peace negotiations. The AFP’s vicious lies will be disproved on witness accounts, and their desperate attempts to save face will further isolate them from the people. ###

In fact, in their various interviews, the AFP claim they ‘received reports of NPA presence and acted on it’, which proves they were the ones instigating an encounter.
Starting from April 14 (which was a direct violation of their ceasefire) until the today, the 94th IB were already conducting operations in Sitios Bulod, Daat, Kanagbaan, Kasipongan, Cunalom in Barangay Carabalan, Sitios Asaran and Cantupa in Barangay Buenavista, Sitios Palasanan and Double Yarding in Mahalang. The AFP troops were also occupying Cunalom Elementary School, which is a violation of the International Humanitarian Law. They were not conducting testing, nor were the AFP in any way concerned in the well-being of the people. They are also possible carriers of Covid 19, and their operations without wearing masks or other Personal Protective Equipment (PPEs) prove harmful to the masses.
The AFP’s claims that they were conducting security operations for relief distribution are lies. The barangay proper of Carabalan was more than 10 km away from the encounter site. The masses also claim that only a select few received the grant from the Social Amelioration Program (SAP).
Furthermore, they should avoid recycling their argument that they ‘anticipated’ NPA attacks on relief drives just like what happened in Balangiga when: 1) the Balangiga LGU already refuted the claim that NPA took their relief and 2) it is the AFP who industriously conduct food blockades during crisis (during the massive Lumad Killings and Displacement, and the Taal Volcano eruption).
It is important to note that the position of the NPA camp was not designed for an ambush. The AFP themselves with their supposed military expertise know that it was in lower ground. The NPA unit was forced to be in active defense mode when AFP troops conducted operations around the area. If the Duterte regime and the AFP is really sincere in aiding the poor, it should’ve long reallocated its huge intelligence fund for the public health crisis, rather than blatantly aggravating the situation.
The NPA grieve the loss of the recent PMA graduate and his fellow troopers. We send their families out condolences. We also urge the rank-and-file troops who are just cannon fodder while their higher-ups bask in their corrupted wealth to defect to the New People’s Army and truly serve the people.
The NPA will continue its mass campaigns to aid in the Covid 19 pandemic and even beyond. The unilateral ceasefire will still be observed as ordered by the CPP.
Hence, we urge the Congress to make an inquiry on what really transpired in Barangay Carabalan. The Commission on Human Rights (CHR) and progressive organizations should also launch Fact-Finding Missions to further investigate. It is the AFP who continuously make strides to hamper the possibility of peace negotiations. The AFP’s vicious lies will be disproved on witness accounts, and their desperate attempts to save face will further isolate them from the people. ###

The Armed Forces of the Philippines (AFP) is using pretend Covid-19 relief work in rural communities as a cover and justification for unabated aerial bombardment and relentless counterinsurgency operations. In some cases, the AFP’s relief work exists only in their press releases, when what they are actually conducting are psywar operations in line with the AFP’s oppressive “surrender” drive.
Operating troops of the AFP bring terror greater than the fear of the virus. They bring hardship, not relief, with their checkpoints, curfews and blockades. Worse, they enter the communities without protective equipment nor follow public health protocol raising the probability of spreading the Covid-19 in the once insulated communities.
Hundreds of millions of pesos are being wasted on bombs and bullets, which could be used to give socio-economic relief for millions of Filipinos suffering under Duterte’s military lockdown, as well as for the urgently needed financial support for public health workers, medical facilities and scientific research to develop and produce vaccines and testing equipment.
The Communist Party of the Philippines (CPP) condemns the latest incident of aerial bombardment in Saranggani province last Sunday, April 19. This is the sixth bombing campaign conducted by the AFP since the Duterte government declared a Covid-19 public health emergency in March 16.
According to local reports, residents of Sitio Kapanal in Barangay Gasi, Kiamba town, were frightened when an AFP airplane dropped at least four bombs in the vicinity of their community at around five in the morning. A number of Lumad peasants were already in their farms when the bombing commenced. The bombing and strafing traumatized the community, especially the children.
The cluster of barangays in Kiamba are currently being occupied by fascist troops under the 27th IB. The AFP claim that their occupation of the communities is part of their Covid-19 relief work. The local battalion commander claim they used close aerial support “to prevent rebels from stealing away relief packages.” Based on the AFP’s statements, it would appear that aerial bombardment is now an imbecilic part of the AFP’s standard procedure in conducting relief work.

He incisively analyzed the moribund state of monopoly capitalism and saw the possibility of waging revolution and building socialism in one country. He developed the strategy and tactics and practice of waging proletarian revolution. Lenin underscored the task of seizing political power as the key task in waging revolution and further developed the strategy and tactics of waging revolution.
Under Lenin’s leadership, the working class of Russia was able to triumph over tsarism and bourgeois democracy, establish a proletarian dictatorship in 1917, and usher in the new era of socialist revolution on a global scale. Under the guidance of Leninism, the Union of Soviet Socialist Republics rapidly developed and modernized under which rapid advances were achieved in all aspects of society–political, cultural, educational, medical and so on. Having political power in their hands, the proletariat and people enjoyed the full benefits of the proletarian dictatorship and socialist construction.
The achievements of the proletariat in the Soviet Union were systematically dismantled starting 1956 upon the seizure of political power (both the leadership of the communist party, as well as the state apparatus) by the modern revisionists who restored capitalism through the imposition of the system of state monopoly capitalism where the social product was claimed by the state functionaries and bureaucrats. For more than half a century, Russia returned to the old profit-hungry capitalist system resulting in grave sufferings on the proletariat and people–unemployment, poverty, injustice, disease, crime and social decadence.
The lessons from the struggle against modern revisionism was encapsulated by Mao Zedong in his theory of continuing revolution under proletarian dictatorship. This theory served as guide for the Chinese proletariat in carrying out the Great Proletarian Cultural Revolution which for ten years successfully exposed and resisted the modern revisionists and prevented their aim of restoring capitalism in China. The overthrow of the proletarian revolutionaries in the communist party and state in China in 1977 ushered in the era of capitalist restoration. The state monopoly capitalists took advantage of the achievements of the proletariat, took over ownership and control of the vast forces of production, oppressed the workers and peasants and have aggrandized themselves as giant monopoly capitalists.
Today, the working class and toiling masses and people in China and Russia, as well as in the industrial centers and underdeveloped countries, suffer worsening forms of oppression and exploitation, as the global crisis of capitalism continues to worsen resulting in sharpening contradictions. Across the world, class struggles intensify as workers and people are rising up in great numbers against capitalist oppression, fascism, corruption, social austerity measures, environmental plunder and other aspects of the capitalist system.
We remain in the era of imperialism as defined by Lenin. The key features and contradictions of imperialism or monopoly capitalism as elucidated by Lenin remain although they have become even more sharper. Capital and wealth are getting concentrated in the hands of a fewer monopoly capitalists, intensifying capitalist competition and the resulting crisis of overproduction. Over the past decades, the crisis of global capitalism has erupted in one crisis after another, resulting in massive destruction of productive forces in the form of chronic unemployment, poverty, oversupply of capital goods, bankruptcies, and so on.
The capitalist crisis has worsened since the 2008 financial crisis and more than a decade of economic stagnation in the key industrial centers. The world economy is on the path of a further sharp downturn as a result of the production shutdown due to the Covid-19 pandemic. The working class and people around the world are bound to suffer far worse exploitation, oppression and repression, as the competition and contradictions among the monopoly capitalist intensify and their race to generate superprofits further heat up.
The objective conditions demand that the revolutionary proletarian forces consolidate and provide leadership to the working class and people in their economic and political struggles in both the industrial centers and in the far greater number of underdeveloped countries.
Amid the imperialist crisis, it is essential for revolutionary proletarian forces and cadres to study and review Lenin’s theoretical writings to guide them in their practical work of waging revolution in their countries and establishing international anti-imperialist solidarity.

regularly travel to Barangay Winaswasan in Calatrava to hold gambling sessions.
The said troops of the 79th IB are part of the combat operations being mounted
in the mountain villages of Brgy. Paghumayan, Malatas, Cruz, Macasilao and
Pantao in Calatrava. The operations started early April while the GRP’s
ceasefire was still in effect.
Residents also reported military presence of military troops in Sitio Carbon,
Barangay San Isidro and Barangay Bandila in Toboso.
The NPA-Northern Negros has received reports that 30 soldiers have threatened
and interrogated civilians in Sitio Tipolo, Barangay Pantao, Calatrava. They
occupied a private home to serve as their base on April 13.
The troops also proceeded towards Sitio Udiong, Brgy. Bandila and Sitio
Maglakapi, Barangay Tabun-ac in Toboso.
Two days after the said insident, six soldiers from the 79th IB forcibly enter
and ransacked the home of Quintin Palay in Sitio Udiong. Palay was then tending
to his crops in Barangay Bandila. The soldiers also threatened and interrogated
a 12-year old child who fainted due to fear.

The Apolinario Gatmaitan Command (AGC) of the New People’s Army (NPA) in Negros said in a statement today that the Armed Forces of the Philippines (AFP) could only peddle “lies upon patent lies” in the latter’s attempt to explain to the public the recent armed incident between elements of the 94th Infantry Battalion of the Philippine Army (IBPA) and a guerilla platoon belonging to the Mt. Cansermon Command (MCC-South Central Negros Guerilla Front) in the hinterlands of Himamaylan City, Negros Occidental where, according to reports, three government soldiers had been killed and four others wounded.
The AGC said that the AFP is taking advantage of the Corona Virus Disease (COVID) crisis to discredit and step up military attacks on the revolutionary armed movement which is currently on ceasefire status giving full focus on its health and socio-economic campaigns with peasant mass organizations in the countryside.
Combat operation not humanitarian mission
According to AGC spokesperson Ka Juanito Magbanua, contrary to the official statement of the 303rd Infantry Brigade, the army unit that had engaged the NPA in Barangay Carabalan on April 19 was never assigned to provide security to Department of Social Welfare and Development (DSWD) personnel who were scheduled to distribute social amelioration (SAP) aid in the area on the same day.
“How could these soldiers possibly be on a so-called humanitarian mission to ensure the conduct of a DSWD activity in the village center of Barangay Carabalan when in fact they were nowhere near the said venue but were instead marching in combat mode somewhere deep in Sitio Kamuag or at least ten rugged kilometers away?” Magbanua said.
In a separate statement, MCC spokesperson Ka Dionesio Magbuelas said that the same AFP soldiers, dispatched at least in two columns, had already been on full and sustained military field operation in the interior barangays of Himamaylan City for more than a whole week prior to April 19, which effectively included as well the remaining days of the government’s recently expired ceasefire declaration.
No ambush, no CPP-NPA ceasefire violation
Magbuelas also clarified that the Himamaylan City armed incident was not an NPA ambush or a premeditated tactical offensive on AFP troops.
“What transpired, rather, to be precise, was a failed raid by the 94th IB on guerrilla forces in their [NPAs] temporary physical base,” said Magbuelas. “The AFP attack was unsuccessful because the NPA Red fighters and commanders effectively performed active defense.”
Magbuelas added that the said NPA platoon was on much lower ground than its attacking adversaries and, as such, an ambush operation would have been impossible to execute.
According to the MCC, it has already submitted its initial report to higher operational commands of the NPA citing that there had been no provisions in the current unilateral ceasefire declaration of the CPP-NPA that had been violated in the April 19 active defense action.
Investigate AFP instead, cooperate with people’s organizations in COVID fight
The National Democratic Front – Negros Island meanwhile called the House Resolution condemning the alleged April 19 ambush of the NPA, signed by all district and partylist representatives of the two Negros provinces, as very unfortunate.
Ka Bayani Obrero, NDF-Negros spokesperson, said that the Negros congressmen should have first made a thorough study of the incident before drafting the resolution.
“The Negros representatives should know better than relying, hook, line and sinker, on reports supplied by AFP publicists that are not only biased but downright dishonest and meant to deceive,” Obrero said.
What the solons should pass instead, according to Obrero, is a resolution to investigate military abuse, fake surrenders or any such gross manifestations in their districts of the AFP’s overbearing fascist presence and impingement on civilian authority using the COVID-19 emergency as convenient pretext.
Obrero said that it is high time that an inquiry is conducted as well on the highly irregular circumstance of the military having blanket discretion over billions of public funds.
The NDF-Negros also encouraged the Negros solons and their staff to work closely with credible scientific experts with social conscience, local government officials with good public service records and specially with the various civil society groups in pushing for a genuinely medical and social COVID-19 response.
The Negros solons and their staff “should likewise explore providing assistance of any kind to the health and emergency food production campaigns in the guerilla zones being carried out by NDFP allied organizations and organs of Red political power,” Obrero said.

According to AGC spokesperson Ka Juanito Magbanua, contrary to the official statement of the 303rd Infantry Brigade, the army unit that had engaged the NPA in Barangay Carabalan on April 19 was never assigned to provide security to Department of Social Welfare and Development (DSWD) personnel who were scheduled to distribute social amelioration (SAP) aid in the area on the same day.
“How could these soldiers possibly be on a so-called humanitarian mission to ensure the conduct of a DSWD activity in the village center of Barangay Carabalan when in fact they were nowhere near the said venue but were instead marching in combat mode somewhere deep in Sitio Kamuag or at least ten rugged kilometers away?” Magbanua said.
In a separate statement, MCC spokesperson Ka Dionesio Magbuelas said that the same AFP soldiers, dispatched at least in two columns, had already been on full and sustained military field operation in the interior barangays of Himamaylan City for more than a whole week prior to April 19, which effectively included as well the remaining days of the government’s recently expired ceasefire declaration.
No ambush, no CPP-NPA ceasefire violation
Magbuelas also clarified that the Himamaylan City armed incident was not an NPA ambush or a premeditated tactical offensive on AFP troops.
“What transpired, rather, to be precise, was a failed raid by the 94th IB on guerrilla forces in their [NPAs] temporary physical base,” said Magbuelas. “The AFP attack was unsuccessful because the NPA Red fighters and commanders effectively performed active defense.”
Magbuelas added that the said NPA platoon was on much lower ground than its attacking adversaries and, as such, an ambush operation would have been impossible to execute.
According to the MCC, it has already submitted its initial report to higher operational commands of the NPA citing that there had been no provisions in the current unilateral ceasefire declaration of the CPP-NPA that had been violated in the April 19 active defense action.
Investigate AFP instead, cooperate with people’s organizations in COVID fight
The National Democratic Front – Negros Island meanwhile called the House Resolution condemning the alleged April 19 ambush of the NPA, signed by all district and partylist representatives of the two Negros provinces, as very unfortunate.
Ka Bayani Obrero, NDF-Negros spokesperson, said that the Negros congressmen should have first made a thorough study of the incident before drafting the resolution.
“The Negros representatives should know better than relying, hook, line and sinker, on reports supplied by AFP publicists that are not only biased but downright dishonest and meant to deceive,” Obrero said.
What the solons should pass instead, according to Obrero, is a resolution to investigate military abuse, fake surrenders or any such gross manifestations in their districts of the AFP’s overbearing fascist presence and impingement on civilian authority using the COVID-19 emergency as convenient pretext.
Obrero said that it is high time that an inquiry is conducted as well on the highly irregular circumstance of the military having blanket discretion over billions of public funds.
The NDF-Negros also encouraged the Negros solons and their staff to work closely with credible scientific experts with social conscience, local government officials with good public service records and specially with the various civil society groups in pushing for a genuinely medical and social COVID-19 response.
The Negros solons and their staff “should likewise explore providing assistance of any kind to the health and emergency food production campaigns in the guerilla zones being carried out by NDFP allied organizations and organs of Red political power,” Obrero said.

Paquibato District – The 16th Infantry (Maglilingkod) Battalion, under the leadership of LTC JOEL G SALAGUINTO INF (GSC) PA, Commanding Officer, encountered an undetermined number of the Communist Terrorist Group (CTG) believed to be members of GF 55 at Sitio Kapehan, Brgy Malabog, Paquibato District, Davao City, on April 22, 2020.
A tip from a concerned citizen about a consistent presence of suspected armed group prompted the conduct of Focused Military Operation that resulted to an encounter against an undetermined number of CTG in the vicinity of Sitio Kapehan, Brgy Malabog, Paquibato District, Davao City. The troops had the opportunity to follow the tracks of the CTG and ensued a brief firefight. After a moment, as the blocking troops are occupying their position, an Improvised Explosive Device (IED) was detonated to dissuade the government troops from pursuing the terrorists. Fortunately, the device exploded prematurely and only inflicted minor injuries among the troops.
A military ambulance was immediately sent to evacuate the two (2) slightly wounded soldiers who are now recuperating in a hospital in Davao City and strict checkpoints were emplaced to intercept the possible escape of the CTG.
Because of the decisive effort of the unit, the attempt of the CTGs to recover their mass bases in Paquibato District and disrupt the government’s delivery of services for the people failed. With much fervor, the troops are still, presently, conducting pursuit operations.
No matter the obstacles, the Maglilingkod Troopers will stay committed to continue securing the distribution of government subsidies for the people.
“Paquibato District of Davao City is still a peaceful and conflict-resilient community. This incident with the Communist Terrorist Group is a clear manifestation that they are attempting to recover their mass bases for the reason that they are running out of space and can no longer acquire assistance from their mass supporters in the communities. Needless to say, they cannot hide much longer. Thus, we need your continued full support to end the CTGs from disrupting peace and development in the whole City,” Lt Col Salaguinto said.

Malita, Davao Occidental – Former Rebels staying in Bahay Pag-Asa, Headquarters 73IB, received cash assistance with the amount of three thousand nine hundred sixty (3,960) yesterday, April 21, 2020 in connection with DOLE Cash for Work Program.
Since 01 January 2020, a total of 34 communist terrorists surrendered to the 73rd Infantry Battalion. They were enrolled with the government’s E CLIP where they will received cash and livelihood assistance. While waiting for the assistance, they were hired by DOLE through the initiative of Congresswoman Lorna Bautista-Bandigan to clean the surroundings along the National Highway.
Through this cash assistance, it will alleviate the needs of the former rebels. “Malipayon kami nga gihatagan namon ang kuwarta. Kini usa ka maayo nga tabang nga makahatag kini sa among kaugalingon nga panginahanglan. Mapasalamaton kaayo kami nga sa taliwala sa krisis sa among kaugmaon ang gobyerno wala makalimtan kanamo.” one former rebel said. (We are happy that they gave us money. It is a great help to us, especially with our personal needs. We are very grateful that in the midst of the crisis we are facing, the government has not forgotten us.)

Mawab, Davao de Oro – With Army’s continuous implementation of Community Support Program despite the pandemic COVID-19, two fulltime member of the Communist NPA Terrorist (CNT), voluntarily surrendered to 71st Infantry (Kaibigan) Battalion on April 21, 2020, early morning.
Two were identified as A.K.A Lando who served as Supply Officer of Weakened Guerilla Front 2 (WGF2), 56 years old, married with eight children and resident of Brgy, Cabuyoan, Mabini, Davao de Oro and A.K.A Narra who is a Political Guide of WGF2, 39 years old, single and resident of Brgy Andili, Mawab, Davao de Oro.
In an interview, Lando revealed his experiences in the terrorist group for three years. According to him, he was lured by Danilo Sila A.K.A. Pacat of a land to till and promised him Supporta sa Pamilya (SuPaMil). After years of joining the terrorist group he realized that none of the promised were fulfilled. Tired and weary, Lando decided to surrender not only because of the unfulfilled promised but because of the injustices he experienced in the terrorist group.
He also revealed that A.K.A. Jupiter, one of their leaders abused the wives of the members. According to Lando, Jupiter molested and raped wives of the ordinary fighters and some of it happened in their abode. On the other hand, A.K.A. Narra disclosed the membership of two child warriors who were recruited in the terrorist group named Wanwan and Wewen both 12 years old. Also students from University of the Philippines joins them in the hinterland, if the student is male he joins them for three months and if female joins them for a month which will served as their training, he said in particular.
This is a clear violation of Republic Act 7610 known as Special Protection of Children against Abuse, Exploitation and Discrimination Act wherein stated in Article X Section 22, para b, that children shall not be recruited to become members of the armed group nor be allowed to take part in fighting or used as guides, carriers or spies.
Also Narra divulged the corruption inside the terrorist group. He said in comparison that ordinary fighters like him eat with no viand and have corn as rice while their leaders feast on food. He said that the money that is allocated for their family like the SuPaMil was not able to reach their families for a long time, the hunger and the corruption he experienced in the terrorist group made him decide to surrender.
Hearing the Government’s extended help to the Former Rebels (FRs) through Enhanced Comprehensive Local Integration Program (E-CLIP) which aids financial assistance and livelihood assistance, the two took the chance and surrender hoping to live a peaceful life.
“The Government is true to its word in helping the terrorist NPAs who wish to surrender.” Lieutenant Colonel Sonny E Gonzales, Commanding Officer of 71st IB said.
“Marami na ang nakinabang, kayo na andyan pa sa bundok, bumaba na kayo at nang makita nyo ang nakalaang tulong para sa inyo tama na ang inyong paghihirap na walang patutunguhan, nasa Gobyerno lamang ang tunay na kapayapaan.” Gonzales added.
