MANILA – The resupply efforts for Philippine detachments in the West Philippine Sea (WPS) will continue despite the continued aggression of Chinese vessels against such missions, National Security Council Assistant Director General Jonathan Malaya said Monday.

"We will just continue to do what we are supposed to be doing, which is implementing the 2016 Arbitral Award, kasi tinatanong ng karamihan (a lot of people are asking) how would the Philippines implement the Arbitral Award. (We do this) by exercising our rights, our sovereign rights, so patuloy lang po ‘yung ating (so we will continue our) resupply whether it is Ayungin Shoal, whether it is in Rizal Reef, kahit may harassment hindi na galing sa (even if there are other harassment coming aside from the) Chinese Coast Guard but coming from the PLA (People's Liberation Army) Navy (as well)," Malaya said in the Bagong Pilipinas Ngayon briefing.

On Sunday, the Philippine Navy (PN) bared that transport vessel BRP Benguet was tailed and harassed by a Chinese vessel (PLAN 621) while enroute to Rizal Reef on a routine resupply mission on Oct. 13.

The Armed Forces of the Philippines said the BRP Benguet issued consecutive radio challenges to PLAN 621 after it "shadowed the former at an 80-yard distance and attempted to cross LS-507's bow with a CPA (closest point of approach) of 350 yards at 5.8 nautical miles southwest of Pag-asa Island."

Malaya said PN personnel will not be deterred by the harassments.

"They will continue to do what is necessary to supply our people," he added.

He also questioned China's law enforcement efforts in the WPS as the Permanent Court of Arbitration already dismissed its claims over the entire South China Sea.

"We will continue to resupply our people and we will continue to support our fishermen na nangingisda sa (fishing in the) WPS," the NSC official stressed.

AFP chief, UK envoy discuss WPS

As this developed, AFP chief Gen. Romeo Brawner Jr. and United Kingdom (UK) Ambassador to the Philippines Laure Beaufils on Monday met and discussed the two nations' efforts to enhance defense partnership amid pressing issues in the WPS.

Brawner welcomed Beaufils during his visit to the AFP headquarters in Camp Aguinaldo, Quezon City.

“The two agreed on being more vocal in common defense and diplomatic positions particularly in the situation in the WPS and agreed to explore other means to demonstrate and enhance the partnership between the Philippines and the UK,” AFP public affairs office chief, Lt. Col. Enrico Gil Ileto said in a statement.

“The Ambassador also shared that London notices the 'strong position and bold moves' being made by the present administration in addressing the security challenges in the WPS amid China’s dangerous, coercive, illegal, and disruptive actions,” he added.

Beaufils said the collective effort of like-minded nations to shed light on what is happening in the region resonates with the UK.

Brawner likewise thanked the British envoy for their government’s non-military assistance and support like UNCLOS education and in confronting climate and environmental issues.

DAVAO CITY – To ensure food security for its troops, the 10th Infantry Division of the Army is maintaining a demonstration farm where they harvest various produce for self-sufficiency of even the communities.

Maj. Mark Anthony Tito, the 10ID spokesperson, said they started the demo farm in May 2020, with the Department of Agriculture accrediting it as a Learning Site for Agriculture on Integrated Farming in October of the same year.

“The 10ID demo farm trains community development teams composed of agritech' soldiers before they are deployed to the communities to teach,” Tito said in an interview Monday.

The 600-square-meter farm, located inside Camp General Manuel T. Yan Sr. in Mawab, Davao De Oro, also develop the farming skills of the youth sector and former rebels participating in the deradicalization program.

The farm has a wide range of crops, including eggplants, tomatoes, cucumbers, lettuce, and sweet corn. It also raises free-range chickens and rabbits.

Tito said soldiers and community volunteers harvest every 15 days for the corn produce alone.

Brig. Gen. Allan Hambala, the 10ID acting commander, said the initiative serves as a “resolute response to the obstacles posed by soaring prices of essential commodities across the country.”

CAGAYAN DE ORO CITY – The Police Regional Office in Northern Mindanao Region (PRO-10) has mobilized all its police units in Misamis Occidental province following an explosion on the governor's convoy late Sunday night.

PRO-10 acting director Gen. Ricardo Layug Jr. condemned the explosion incident in Poblacion II, Clarin town, on the vehicle convoy of Governor Henry Oaminal around 11 p.m.

On Monday, Layug ordered all police stations in the province to conduct checkpoints and dragnet operations to apprehend the perpetrators.

“We view this incident with the utmost seriousness and are conducting a thorough investigation to determine the circumstances surrounding the explosion,” he said in a statement.

The governor was on his way to his house in Ozamiz City when a blast hit his convoy while passing the highway in Clarin.

No injuries were reported in Oaminal's party.

Major Jingle Esick, the Clarin police chief, said the blast was a result of an improvised explosive device.

“We have been reviewing CCTVs to identify these perpetrators,” he said.

Following the incident, Oaminal released a video Sunday evening telling his constituents that he was not harmed along with his staff.

The explosion took place three days before the campaign period for the Barangay and Sangguniang Kabataan election (BSKE) will begin on Oct. 19.

Meanwhile, the PRO-10 joined the Nationwide Multi-Sectoral Peace Assembly for the BSKE on Monday.

Lawyer Renato Magbutay, Commission on Election-Northern Mindanao (Colelec-10) director, emphasized that the police have the primary responsibility to provide security throughout the electoral process.

“They must safeguard places, ensuring that voters can freely exercise their right to vote without fear or threat,” he said.

The event intends to gather the stakeholders and other concerned sectoral agencies for the publication of a pledge of commitment for a non-partisan and peaceful BSKE 2023.

He dedicated his life to the struggle of the sugarcane workers and farmworkers of Negros and the Filipino people, and for this, endeared himself to the masses. He was their advisor and comrade-in-arms, and lolo to their children.

We also renew our vow to exact justice for Ka Juanito who was brutally murdered by the 94th IB, exactly one year ago today, after being captured hors de combat in Barangay Carabalan, Himamaylan City, Negros Occidental. To achieve this, there can be no better way other than for the people and the NPA to spread the flames of people’s war to engulf all the fascists and liberate the people from social injustice and national oppression.

On behalf of the entire Communist Party of the Philippines and all its cadres and members, and on behalf of all Red commanders and Red fighters of the New People’s Army, we give recognition to the heroism of Comrade Dionisio Micabalo, better known by the masses and comrades as Ka Toto, Ka Jeff or Ka Delong.

The Central Committee of the Party rises to give a Red salute and pay its highest tribute to Ka Toto, for his selfless service to the Filipino people and dedicating his entire life to advancing the national-democratic revolution.

Ka Toto died on July 26, 2023 during a battle between the New People’s Army and the 58th IB of the Armed Forces of the Philippines (AFP) at the border of Barangay Litit and Barangay Libertad, in Gingoog City, Misamis Oriental.

From the bottom of our hearts, we express deepest sympathies to Ka Toto’s wife, children, grandchildren, as well as to comrades, and the peasant masses and Lumad peoples with whom he was during his life dedicated to serving the people and the revolutionary movement.

Ka Toto was born on December 26, 1962, from a small landlord family. He attended college at Liceo de Cagayan in Cagayan de Oro City where he took a course on BS Accounting.

At the age of 18, Ka Toto became aware of the oppression and suffering on the Filipino people caused by imperialism, feudalism and bureaucrat capitalism which are the root causes of the their problems, and their suffering under the US-Marcos dictatorship. He linked-up with revolutionary forces in 1981 at his college. Even under martial law, he took part in anti-fascist, anti-imperialist and antifeudal mass struggles.

In 1982, Ka Toto joined the New People’s Army and helped in building new guerrilla fronts and units. In 1985, he was known as Ka Yani when he was deployed to Front 6 in Bukidnon. That same year, he was transferred to Front 4-A in Misamis Oriental where he was known as Ka Abbu and Ka Cardo.

Ka Toto was assigned to the Lumad areas in 1988. Filled with revolutionary spirit, he quickly adapted to the lives of the indigenous masses. He showed respect to their traditional customs, structures and practices, even as he also gradually raised their political consciousness and democratic strength. Ka Toto made great contributions to advancing their revolutionary movement.

Having fully dedicated their lives to advancing the people’s war, Ka Toto and his fellow revolutionary wife built a strong revolutionary family. They raised their children fully aware of the aspirations of the Filipino people for genuine national freedom and democracy.

In the following years, Ka Toto helped built Party organizations from section level committees, to district committees and fronts.

Ka Toto was among the revolutionary forces who upheld the Second Great Rectification Movement which the Party initiated in 1992 to rectify errors and deviations from the basic principles. He also had a role in those weaknesses, but in time upheld the national-democratic line by repudiating the revisionists who betrayed the Party, the revolutionary movement and the people.

In 2003, Ka Toto was arrested with his wife and imprisoned for six months. He was released by posting bail.

In 2009, Ka Toto assumed the role of secretary of the North Central Mindanao Region Party Committee. He strengthened the Party’s collective leadership in the region. With a firm grasp of the basic principles of protracted people’s war, they spearheaded the rapid spread of guerrilla warfare throughout the region, especially in 2012-2017 during which they reached peak revolutionary strength the region. Without hesitation, Ka Toto and other leading cadres extended support to other regions needing help in terms of personnel and resources.

Ka Toto was among the delegates to the 2nd Congress of the Communist Party of the Philippines in 2016. There he was elected a member of the Party Central Committee. He was also appointed as a leading member of the Mindanao Commission in 2017. In 2023, the Central Committee appointed Ka Toto as a member of the Political Bureau.

Prior to his death, Ka Toto actively led efforts of the revolutionary movement in NCMR to regain strength, after having suffered setbacks due to internal weaknesses and shortcomings. In the region’s summing up, Ka Toto did not hesitate to self-criticize for weaknesses and demonstrated his determination to correct them. Together with all revolutionary forces in the NCMR, Ka Toto was marching along the path of reinvigoration towards achieving new heights in revolutionary struggles.

At the age of 61, Ka Toto marched alongside the youth or younger Red fighters in crossing mountains and rivers, towards hills and plains, to reach the vast masses and continue to stoke their revolutionary spirit and strengthen their organized ranks. Ka Toto was tireless because no matter where they go, the masses met them with hot coffee and warm camaraderie, and with a fiery determination to fight with their people’s army under the guidance of the Party.

Ka Toto left a legacy of determination, collective leadership, and assiduous study and application of Marxism-Leninism-Maoism to concrete conditions and practice, criticism and self-criticism, and firm march along the path of protracted people’s war.

Despite his achievements and victories, Ka Toto remained humble and selfless. He was among the great pillars of the revolutionary movement in the NCMR, in Mindanao and the whole country, but was never arrogant, always gentle and smiling, ever approachable, ready to listen to advice, and give his own advice.

The Filipino people, especially the peasant masses and indigenous people in Misamis Oriental, Bukidnon, Agusan del Norte, Lanao del Norte to Maguindanao, will never forget Dionisio Micabalo, communist cadre and Red commander, and his contributions to advancing the people’s democratic revolution in the Philippines.

Let us read the tribute of the Central Committee to one of its members Dionisio Micabalo. We will always remember Ka Delong for being a Marxist-Leninist-Maoist thinker as well as practical worker of the proletariat. He had a head for numbers, and a clear grasp of the relationship between quantity and quality. Rare that he will be caught without a smile on his face. He was approachable and easily strikes a conversation with comrades and the masses. To say that he is beloved is an understatement.

In the last few weeks, Sara Duterte is under public scrutiny for spending Php125 million of people’s taxes within an outrageous short period of time. This is just a sample of the deep-rooted bureaucratic corruption in the reactionary government. Duterte may be the one in the spotlight now but both she and Marcos Jr, the two highest state officials, and their respective families and cohorts are responsible to the people for squandering millions up to billions of people’s money for many years.

The revolutionary movement has long been used as scapegoat by bureaucrat capitalists like the Marcoses and Dutertes to justify the allocation of large sums intended for education, healthcare, infrastructure and a wide-selection of dole-out programs to the anti-insurgency campaign. The pockets of corrupt generals of the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) are on the receiving end. The AFP, for example, has been declaring insurgency-free barangays to siphon corruption money to LGUs under the Barangay Development Program and repeatedly presented numbers of ‘surrenderees’ which automatically gives them access to the E-CLIP fund.

The AFP recently celebrated the presentation of a dozen of so-called former rebels from northern Negros to the public. This was a prelude to their declaration of ‘weakened’ Red forces in Negros Island.

The surrender program was maliciously conducted weeks after the successful Calatrava ambush on August 9 when Red fighters recovered three HPRs from Calatrava police officers. However, the AFP contradicted itself since it claimed then that the Northern Negros New People’s Army (NPA) had only eight Red fighters left.

Roselyn Jean Pelle Command of the NPA (RJPC-NPA) categorically denies that the 12 presented ‘former rebels’ were active combatants. They were a mix of ordinary civilians forced to surrender as NPA, and dishonorably discharged Red fighters turned traitors who have pending cases before the people’s court long before the successful tactical offensive in Calatrava.

Further, the ‘top NPA official’ presented to be both Secretary of the Northern Negros Party Committee and Commanding Officer of the RJPC-NPA is utterly fabricated.

Now, with the truth at hand, the AFP’s true purpose in presenting forced and fake surrenderees is unveiled. The #DiMasaligan79IB and its higher ranks clearly wants to attain recognition based on lies and deception, consequently expecting rewards and promotion. As mentioned earlier, more forced and fake surrenderees mean millions of E-CLIP funds.

Moreover, land grabbing and environment-destructive projects by big corporations await insurgency-free (or weakened) pronouncements to have free reign in northern Negros where the North Negros Natural Park, home to the biggest watersheds in the province, is located. This is another source of corruption for local officials and the military. It all boils down to money.
LGU’s road projects and their request for BDP fund restoration

Even on the local level, the recent week witnessed the screaming corruption of the reactionary government as a local resident of Barangay Bandila, Toboso, Negros Occidental forwarded his grievance to a TV program of an elected senator on the issue of an unfinished road project commencing four years ago.

The interview exposed that the Provincial Government of Negros Occidental allocated almost PhP20 million for the concreting of a 1.7-kilometer road from Barangay Tabun-ac to Barangay Bandila, both in Toboso town, in 2019. As of today, the road is still incomplete and poses more danger to the riding public as the two-way road is now an alternating spread of cemented and dirt road.

The mentioned road project is not an isolated case. It is rampant in mountain barangays, such as Barangay Bandila, where residents are still struggling to bring their goods to the market; left to endure the local official’s negligence, incompetence of contractors and hacienderos’ request to halt projects during milling season so that roads are passable by their cane trucks.

Lately, a few Northern Negros mayors and the Negros Occidental governor are in unison in asking for the restoration of PhP20 million for insurgency-free barangays under the Barangay Development Program (BDP) of NTF-Elcac. These local officials, in connivance with the military, are so keen on asking for funds that benefit their interests while the actual project implementation is haphazard, at best, to the detriment of the people.
Systemic corruption and its uprooting

Corruption, plunder, and misappropriation, among other crimes of public officials are rooted to the question of serving the people. Putting the people’s objective interests before personal gain and comfort is easier said than done, especially when bureaucrat capitalism is a systemic problem dialectically existing with imperialism and feudalism.

Thus, the national democratic revolution is being waged, led by the Communist Party of the Philippines (CPP), to address the basic problems of a semicolonial and semifeudal Philippine society. It aims to seize political power from the US-controlled big comprador-landlord state and replace the rotten reactionary government with a people’s revolutionary government that develops the people’s capability in the conduct of government.

With the rampant issue of corruption in the reactionary government, the toiling masses suffering the aftermath and seeking alternatives are pushed to armed revolution and are ever welcomed in the NPA.

Sinalakay ng 15 elemento ng 2nd Infantry Battalion-Phil. Army ang barangay tanod at kumakandidatong kagawad sa Barangay Matubinao na si Ariel Urag noong Oktubre 12, alas-7 ng umaga. Sinakal si Urag, isinubsob sa lupa at pinagbantaang papatayin kapag nagbukas pa ng cellphone.

Ang pananakit at pambabanta kay Urag ay tiyak na bahagi sa kampanya ng militar na panggigipit at karahasan sa mga kandidato at incumbent para sa halalang pambarangay.

Hamon para sa mga kumakandidato at nakaupong mga upisyal ng barangay na huwag magpatinag sa panghaharas ng militar at pulis. Sa matapang na pagharap sa mga kaaway, lalong maipapakita ng mga kandidato ang kanilang sinseridad na magserbisyo sa mamamayan.

Kaugnay nito, bukas at handang makipag-ugnayan ang Jose Rapsing Command-Bagong Hukbong Bayan Masbate sa sinumang kandidato ang idulog ang kanilang mga reklamo sa militar at malalaking pulitiko.

Walang awa ding dinakip ng militar ang 70-anyos na si Dolores Rapsing sa Barangay Bulo, Masbate City. Siya ang nakakatandang kapatid ng namartir na bayani ng Masbate na si Jose “Ka Erron” Rapsing na pinatay ng militar noon pang dekada nobenta.

Iligal ding inaresto sina Melanie Tupas Amor at Nilo Mabuti Almoradie sa Barangay Piña, San Jacinto sa gawa-gawang kasong murder. Kasalukuyan silang nakadetine sa San Jacinto Municipal Jail.

Kasalukuyan nang tinitipon ng Jose Rapsing Command-Bagong Hukbong Bayan ang mga datos hinggil sa pagkakakilanlan ng mga dumakip at utak sa pasistang pakana.

Napatay si Rey Esposado alyas Rigor sa operasyong partisano na isinagawa ng NPA ngayong araw, Oktubre 14, 3:30 ng hapon, sa sabungan ng Barangay Ginlajon, Sorsogon City. Pagpapatupad ito ng parusang kamatayan na inihatol sa kanya ng Probinsyal na Hukumang Bayan sa kasong pagtataksil sa rebolusyon.

Si Esposado ay kabilang sa grupo ng mga gerilyang NPA na sumuko sa reaksyunaryong estado noong Abril 2018. Nauna nang pinarusahan ng rebolusyonaryong kilusan ang kasamahan niyang sina Antonio Benzon, Jr alyas Hazel (noong Pebrero 2020) at Michael Donaire alyas Abe (noong Oktubre 2019) na nagpasimuno ng sabay-sabay nilang pagsurender.

Matapos sumuko at magsalong ng mga baril na pag-aari ng NPA, si Esposado ay nagsilbing pangunahing hitman ng death squad na pinakikilos ng AFP at PNP laban sa mga aktibista at mga pinagbibintangang rebolusyonaryo sa probinsya.

Napatunayan ng Hukumang Bayan ang tuwirang pananagutan niya sa pagpaslang kina Nicasio Ebio at Hermienigildo “Mindo” Domdom, mga aktibistang magsasaka, sa Bacon District, Sorsogon City at sa Prieto Diaz noong 2019.

Sangkot din si Esposado sa pananakot at panggigipit sa mga magsasakang nakikipaglaban para sa tunay na reporma sa lupa sa Hacienda Berenguer at Hacienda Peralta sa naturang syudad.

Ang pagpapataw ng parusang kamatayan kay Esposado ay isa pang tagumpay sa patuloy na pagsisikap ng rebolusyonaryong kilusan na kamtin ang hustisya para sa mga biktima ng mga traydor sa interes ng masang Sorsoganon.

Nakagagalit ang desisyon ng Malolos Regional Trial Court nitong Oktubre 6 na ipawalang-sala ang berdugong heneral na si Jovito Palparan sa kasong isinampa sa kanya ng magkapatid at magsasakang sina Raymond at Reynaldo Manalo. Noong 2006, dinukot, tinortyur at iligal na ikinulong ni Palparan at kanyang pasistang tropa ang magkapatid na Manalo alinsunod sa mabalasik na kontra-rebolusyonaryong kampanya ng noo’y rehimeng US-Arroyo. Dapat singilin ang reaksyunaryong korte at ang ilehitimong rehimeng US-Marcos-Duterte na nasa likod ng buktot na desisyong ito.

Walang kahihiyan ang reaksyunaryong korte ng Malolos sa pagpapawalang-saysay sa matibay na ebidensyang iprinesinta ng magkapatid na Manalo laban kay Palparan. Kinontra rin nito ang mga nauna nang husga ng ibang korte sa mga kasong nakasampa laban sa berdugo tulad ng kaso ng pagdukot kina Karen Empeño at Sherlyn Cadapan, kung saan ginamit bilang matibay na ebidensya ng ang testimonya ng mga Manalo.

Ang ganitong kalubhang pagtatakip at pagsasalba sa isang kilalang berdugo ay naisakatuparan mula sa todong suporta at pagkakanlong ng ilehitimong rehimeng Marcos-Duterte sa AFP at mga heneral nito. Ginamit nito ang korte upang iligtas si Palparan, isang matapat na utusan sa panunupil at pagpatay sa mga “kalaban” ng estado, mula sa pagbabayad sa isa niyang kasalanan. Nasa interes ng reaksyunaryong estado na gawin ito dahil ito mismo ang nag-uutos at siyang nakikinabang sa brutal na panunupil ng AFP-PNP sa mamamayan. Isa rin itong paraan upang makuha ang katapatan ng mga pasistang heneral sa ilehitimong rehimen.

Hindi lamang ang magkapatid na Manalo ang pinagkaitan ng hustisya sa pagkakataong ito, kundi ang buong bayan na humihiyaw na parusahan na ang halang-ang-kaluluwang berdugong si Palparan. Sa rehiyong TK, libu-libong mamamayang biktima ang naghahangad din ng katarungan. Sariwa pa ang sugat sa puso ng mamamayan ng Laguna at Mindoro na nagdusa sa Task Force Banahaw at Oplan Habol Tamaraw na pinamunuan ng berdugo. Kahindik-hindik ang kwento ng pagpapahirap at pamamaslang sa mga manggagawa, magsasaka’t katutubo sa ilalim ni Palparan. Kabilang sa mga biktima ang human rights workers na sina Eden Marcellana at Eddie Gumanoy na inambus at sinalbeyds ng mga militar sa Oriental Mindoro noong 2003. Ang mga krimeng ito ni Palparan sa TK ang ginawa niyang tropeyo at medalya na naging dahilan para itaas ng noo’y rehimeng US-Macapagal-Arroyo ang ranggo niya sa AFP.

Higit na nagiging malinaw sa taumbayan kung paano pinalalala ng reaksyunaryong sistema ng hustisya ang impyunidad sa bansa. Pinapaboran ng korte ang mga mamamatay-taong tulad ni Palparan habang ang mamamayang naghahabol ng hustisya para sa kanilang mga kaanak na pinatay ng mga pulis at militar ay inaakusahang sinungaling at sa sukdula’y tatatakan pang terorista. Nagdudumilat itong patunay na bulok at hungkag ang hustisya sa ilalim ng kasalukuyang malakolonyal at malapyudal na lipunan.

Magpapatuloy at sisidhi pa ang inhustisya sa lipunang Pilipino hangga’t nasa poder ang mga mapang-api’t mapagsamantala na kinakatawan ngayon ng napakasamang tambalang Marcos-Duterte. Dapat magpunyagi ang mamamayan sa marubdob na pakikibaka para sa kanilang karapatan at hustisya, higit lalo sa armadong paglaban upang parusahan ang palalong AFP-PNP-CAFGU na protektor ng bulok na estado.

Sa mata ng mamamayan, dapat na sama-samang mabulok sa basurahan ng kasaysayan ang magkakabudhing sina Palparan, Marcos at Duterte. Ang inilulunsad ng mamamayan na demokratikong rebolusyong bayan ang magtitiyak sa katuparan ng tunay na hustisya para sa lahat ng biktima ng estado at ganap na kalayaan ng bayan mula sa pagsasamantala ng iilan.###

National Democratic Front of the Philippines

Various proletarian-socialist, anti-imperialist, and democratic parties representing peoples from across the world gathered from 14 to 15 October 2023 in Amsterdam, the Netherlands for the Theoretical Conference on Imperialism and War convened upon the invitation of the National Democratic Front of the Philippines (NDFP).

The two-day conference provided a venue for proletarian-socialist discussions on burning theoretical issues with urgent political and practical significance. This aimed to help form the basis of common understanding in the forthcoming period of great turbulence in the global capitalist system.

Over the two-day period, a total of 139 participants discussed various issues on imperialist wars based on fifteen (15) papers presented by representatives of communist parties, national liberation movements and political formations. The conference discussed the worsening crisis of the world capitalist system, wars as an outgrowth of monopoly capitalism and the role of the proletariat to defeat imperialism and all reaction.

Participants from 16 countries engaged in a solidarity gathering which served as a space for bilateral conversations, cultural presentations, and socialization. A synthesis of discussions throughout the two days was also prepared and presented to participants at the end of the discussions.

Walang katotohanan at gawa-gawang kwento lamang ang ipinaskil sa Facebook page ng mga bulaang sundalo ng 59th Infantry Battalion Philippine Army (IBPA) sa pangunguna ng kanilang sugapa sa perang Battalion Commander na si Ltc. Ernesto R. Teneza na may labanan sa pagitan nila at ng NPA sa Barangay Guinhawa, Taysan noong Oktubre 12, bandang 11:20 ng umaga. Ang higit na katawa-tawa, nagawa pa ng 59th IBPA na kaladkarin ang Scene of the Crime Operatives (SOCO) noong Oktubre 13 para mag-recycle na naman ng backpack, baril, mga magasin at mga sangkap ng pampasabog sa umano’y lugar ng pinangyarihan. Gayunpaman, gaano man ka-scripted ang kanilang palabas, siguradong isinusuka lamang ng mamamayan ng Batangas ang panibagong drama-seryeng ito ng mga walang dangal na 59th IBPA at ni Teneza.

Kaya naman, sa gitna ng panibagong kasinungalingang ipinapakalat ng 59th IBPA at panibagong bugso ng marahas na operasyong militar na isinasagawa ngayon ng 59th IBPA, nananawagan ang Eduardo Dagli Command – NPA Batangas sa mga residenteng muling nabiktima o naapektuhan ng walang habas na pamamaril (indiscriminate firing) na isinagawa ng mga kasundaluhan ng 59th IBPA noong Oktubre 13 sa Barangay Guinhawa, Taysan at sa mga nabiktima o naaapektuhan ngayon ng mga nagaganap na operasyong militar sa mga komunidad ng Rosario, Taysan, Lobo, Calaca, Balayan, Nasugbu at Tuy na huwag magpadaig sa takot, bagkus ay walang takot na ihabla o ipaabot sa kinauukulan ang inyong mga hinaing at reklamo laban sa pananampalasan ng mga kasundaluhang ito sa inyong buhay, kabuhayan at karapatang pantao.

Hindi nakakalimutan ng mamamayan ng Batangas na ang kaparehong yunit ng militar ang walang awang pumatay sa 9-taong gulang na batang si Kylene Casao sa Barangay Guinhawa, Taysan noong Hulyo 18, 2022 at sa 59 taong gulang na magsasakang si Maximino Digno sa Barangay Cahil, Calaca noong Hulyo 26, 2022. Kapwa ito iniluwal ng gawa-gawang labanan na ipinakana ng 59th IBPA upang pagtakpan ang kanilang karumal-dumal na krimen.

Hindi nakakapagtakang muli na namang walang habas na namaril sa mga sibilyan at bahayan ang mga kasundaluhan ng 59th IBPA lalo pa at sa dami at laki ng mga operasyong militar na kanilang inilulunsad sa lalawigan ng Batangas at Quezon mula pa ng pumasok ang taong 2023, hanggang sa kasalukuyan ay bigo pa rin silang mapinsala ang mga yunit ng NPA sa lalawigan dahil patuloy itong tinatangkilik at niyayakap ng masang Batangenyo.

Hindi na birong pondo ng bayan ang inaaksaya ng mga tropa ng 59th IBPA sa kanilang walang kakuwenta-kuwentang mga operasyong militar na inilulunsad. Inaani nila ang pagkasuklam mula sa mamamayan dahil sa mga perwisyong inihahatid nila sa kabuhayan at pang-araw araw na pamumuhay ng masa sa mga komunidad na paulit-ulit na nilang iniikutan at nilulunsaran ng mga operasyon.

Mula buwan ng Mayo hanggang Setyembre, hindi tinigilan ng operasyong militar ng 59th IBPA ang mga barangay ng Biga, Balibago, Malabrigo, Soloc, Nagtoctoc at Jaybanga bilang paghahanda sa nalalapit nang operasyon muli ng dayuhang malakihang pagmimina ng MRL-Bluebird Ventures Inc. sa bayan ng Lobo. Pagpasok ng unang linggo ng Oktubre, ipinagpatuloy nito ang panghahalihaw sa mga kabundukan at komunidad ng Lobo at Taysan upang palawakin ang clearing operations nito para sa mapangwasak na proyektong pagmimina at mga mapaminsalang quarry operations sa lugar.

Ang paulit-ulit na paghalihaw sa mga kabundukan at pagpapakana ng mga pekeng labanan katulad ng bagong palabas ng 59th IBPA ay walang ibang layunin kung hindi patuloy na maghasik ng teror at takot sa hanay ng mga sibilyan at magsasakang pangunahing nakaasa ang kabuhayan sa lupa at kabundukan. Sila din ang mga pangunahing maaapektuhan ng mapangwasak na proyektong pagmimina sa oras na magsimula na ito kung kaya’t ngayon pa lamang, sinusupil na ng 59th IB PA ang anumang binhi ng paglaban at pagkamulat na maaaring umusbong sa hanay ng mga apektadong komunidad sa lalawigan.

Hindi pa nasiyahan, noon ding Oktubre 12 ay nagpakana ang 59th IBPA ng isang pekeng insidente ng diumano’y pagkahukay naman ng mga nakatagong armas at kagamitang pandigma sa Sariaya, Quezon. Kung susuriin, wala namang ipinagkaiba ang mga litratong ipinapakita ng 59th IBPA sa dati nang mga litratong naipakita na rin nila at naipagmalaki bilang mga nahukay na kagamitang itinuro umano ng mga walang kahihiyan na mga rebolusyonaryong taksil, mga di-nagpanibagong hubog at oportunistang mga ex-NPA na ngayon ay pinagtitiyagaang gamitin ng 59th IB PA sa kanilang mga walang kadangal-dangal na palabas laban sa rebolusyonaryong kilusan sa lalawigan.

Maging ang sinasabing pagsuko ng isa pang dati umanong NPA mula sa Barangay Bulihan, Nasugbu nito lamang Oktubre ay peke din at walang katuturan. Ang totoo, walang anumang kinalaman sa NPA ang taong ito. Kinukulang pa yata si Teneza sa milyun-milyong pondo na nakukurakot niya mula sa bilyun-bilyong pisong kinulimbat ng NTF-ELCAC sa kabang bayan at panay ang paghahanapbuhay nito sa pamamagitan ng pagpapakana ng mga pekeng labanan, pekeng pagsuko at pekeng pagkahukay ng mga armas at kagamitan. Habang panay ang pagpapakitang gilas ni Teneza para makakulimbat muli ng milyun-milyong pondo sa kanyang mga sablay na operasyon laban sa NPA at rebolusyonaryong kilusan sa Batangas, nagtitiis namang maghati-hati sa Youngstown Sardines ang mga nag-ooperasyon nitong CAFGU na makailang ulit nang pinahirapang magpabalik-balik sa mga kabundukan. Katunayan, nagpupuyos maging ang mga kawawang sibilyang ginipit, tinakot at sapilitang inilabas ni Teneza at ng 59th IBPA bilang mga NPA surrenderee dahil ang totoo, ultimo pamasaheng ginamit nila sa paulit-ulit na pagpapatawag sa kanila sa kampo hanggang sa kasalukuyan ay hindi pa sinasaulian ni Teneza!

Inuuto na lamang ng 59th IB PA at ni Teneza ang kanilang mga sarili sa pagyayabang na nagtatagumpay diumano ang kanilang kontra-rebolusyonaryong kampanya sa lalawigan. Ang totoo, bukambibig ng masang Batangenyo ang patung-patong nang rekord ng pandadahas, kayabangan, pangungulimbat, pambabastos at mga pamemerwisyo ng mga walang dangal na kasundaluhan ng 59th IBPA sa iba’t ibang baryo at bahagi ng lalawigan ng Batangas. Katunayan, nagkakailan na ang mga kapitan at taong-barangay na nagtataboy sa mga sundalo sa mga komunidad na kanilang iniikutan sa kanilang sari-sariling kaparaanan. Pinagkakasya na lamang ng 59th IBPA ang kanilang sarili sa pagpupuwersang papirmahin ang mga kapitan at taong barangay sa kapirasong papel para lamang palabasing inaani nila ang suporta at pagtangkilik ng mamamayan.

Huwag na nating hintayin pa na magpaulit-ulit ang mga krimeng inihahasik ng 59th IBPA sa ating mga komunidad. Hindi kailanman nagkaroon ng tunay na respeto at pagmamahal ang 59th IBPA sa masang magsasaka, bagkus ang berdugong batalyon na ito ang nagsisilbing guwardiya sa mga proyektong pagpapalit-gamit ng lupa at pagpapalayas sa mga magbubukid. Numero uno din ang 59th IBPA sa usapin ng paniniil ng karapatan at pananakot sa mga magtutubó sa Kanlurang Batangas na nawalan ng hanapbuhay sa pagsasara ng Central Azucarera de Don Pedro at nananawagan ng ayuda. Ang batalyong ito rin ang nagsampa ng kasong terorismo laban sa tatlong kabataang tagapagtaguyod ng karapatang pantao at ng mamamayang inaapi na sina Hailey Pecayo, John Peter Garcia, at Jasmin Rubia.

Tandaan natin na ang bawat piraso ng bala na lumalabas sa baril ng bawat sundalo ng 59th IBPA at ng buong AFP-PNP ay nagmumula sa dugo at pawis na ipinupundar ng mga mamamayang Pilipino na kanila mismong inaapi at pinapaslang.

Dahil sa lahat ng ito, lalong humigpit ang kapit ng Bagong Hukbong Bayan sa kanyang armas upang gamitin ito sa pagtataguyod ng tunay na interes ng mga mamamayan. Higit lalong nagpapakahusay ang inyong Hukbo sa malalim na pag-ugat sa masang pinagsisilbihan nito, taliwas sa ginagawa ng berdugong AFP. Kami sa NPA, sa pangunguna ng Partido Komunista ng Pilipinas, kaisa ng lakas ng masang api ay handang humarap anumang oras sa mga kaaway ng sambayanan na 59th IBPA upang kamtin ang rebolusyonaryong hustisya.

Hinihingi ng papatinding kalagayan ng karapatang pantao sa probinsya ang mahigpit na pagkakaisa ng mga mamamayan upang palayasin at labanan ang 59th IBPA at anumang yunit ng reaksyunaryong hukbo na nangliligalig at nanlilinlang sa ating mga pamayanan! Kinakailangang mahigpit na panghawakan ng mga mamamayan ang kanilang mga ligal na karapatan bilang sibilyan laban sa pagkakampo ng mga militar sa kanilang komunidad kabilang ang mga eskwelahan, barangay hall, at mga bahayan at iba pang sibilyang pasilidad na paboritong kampuhan ng berdugong 59th IBPA upang gawing human shield ang karaniwang mamamayan. The Apolinario Gatmaitan Command-New People’s Army Negros Island Regional Operational Command (AGC-NPA) lambasted on Monday 3rd Infantry Division commander MGen. Marion Sison for his feeble attempts last week to cover up the Philippine Army’s bloody trail on Negros Island.

AGC-NPA spokesperson Ka Maoche Legislador in a statement pointed out that Sison’s claims were made “in obvious despair, after their sustained operations have only resulted to slaughter and irreversible war crimes.”

According to the Communist Party of the Philippines (CPP)-Negros in its newspaper’s special report this weekend, the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) have committed 485 cases of human rights violations on Negros Island, involving 36,266 victims under the Marcos II regime. Fifty-three of the total cases directly involved more than 200 minors.

“It would be an understatement that their continuing focused military operations are a waste of tax payer’s money, especially because they are constantly targeting innocent civilians and children who have had it with their brutality and deception,” Legislador commented.

“The AFP fails to downplay their crimes ad misericordiam when it is their continued violation of human rights that has seriously impacted the people’s sense of security in the countryside,” he said.

The masses know the whole truth that it is the AFP who are the genuine terrorists committing heinous acts against civilians and the defenseless, the rebel spokesperson added.
Guerrilla fronts intact

Legislador also called the 3rd ID’s declaration of two additional ‘dismantled’ guerrilla fronts on Negros Island as “nothing but hogwash.”

He said that Sison and his gang of butchers and liars are trying in vain to save their tarnished egos and reputation after their counterrevolutionary war unsuccessfully doused the revolutionary spirit of the fighting masses in Negros.

According to Legislador, up to now the five guerrilla fronts remain intact and continue to advance the people’s protracted war in the countryside.

He asserted that the AFP’s basis for ‘dismantled guerrilla fronts’ is based on a “broken rubric of forced surrenderees, fake encounters, murders and massacres, and several other disgusting lies” that cannot be extricated by mere statements.

“The people of Negros know the truth and the NPA will continue to flourish so long as war crimes are perpetrated by state forces in the name of their elite masters,” he said.

“Red fighters, unlike the military and police, strictly adhere to revolutionary justice and international humanitarian law,” Legislador explained. “Revolutionary violence is more necessary now when the ruling system is defended by the likes of Sison who kill the people through hunger or bullets,” he added.
BDP’s real intention

Legislador also criticized the so-called Barangay Development Program (BDP) that is “actually intended to usher in local and foreign businesses destructive to the environment and livelihoods of the poor, such as mining, quarrying, dam projects, and reclamation.”

He added that the BDP lures the people in by pretending to bring social services to the countryside, but in reality these are just to cushion the coercion and intimidation of the people to allow the entry of destructive businesses in their communities.###
