Every revolution is nurtured by the blood of martyrs. The National Democratic Revolution of the new type led by the Communist Party of the Philippines is no exception to this. Those who have been martyred in the process of waging revolution are immortal martyrs. Their deaths inspire the living and live forever by illuminating the path to liberation.

Along with other revolutionary martyrs, the memory of Mitchel Fat, commonly known as Ka Epi, is enshrined in the great heart of the exploited and oppressed masses in Negros. Ka Epi was martyred last August 31 in Kilometer 109, Brgy. Dancalan, Ilog, Negros Occidental.

There is no better way to honor the life and struggle of our revolutionary martyrs than to continue with much vigor our national democratic struggle to put an end to the semi-feudal and semi-colonial system in the Philippines. The demise of our fallen comrades won’t extinguish the fire in us. Instead, this serves as the signal fire that will spark the flames of revolution.

The reactionary state forces believe that they can end a revolution by killing the revolutionary. Every reactionary regime have attempted to stop the great revolutionary movement by unleashing terror against the people. However, history has time & again proven that they will be digging their own graves through such desperate acts. Duterte’s fascist campaign against the people cannot stop the growing revolutionary movement in the island against his tyranny and dictatorial ambitions.

We are fueled by the saga of dedication, courage, bravery and sacrifice of our countless immortal martyrs of revolution. As Chairman Mao Zedong said, “the road is torturous, the future is bright”. Our victory in this fight is certain!

Makilala, Cotabato – Seven (7) Communist Terrorist Cadres surrendered to the 39th Infantry Battalion last September 3, 2020. Through Focused Security Operations and Community Support Programs backed by accurate Intelligence Operations have forced them to abandon their hideouts and grab the opportunity to surrender. They were informed that many of their former comrades who surrendered earlier to the 39th Infantry Battalion are now leaving peacefully and comfortably with their families.

The 39th Infantry Battalion together with 102 MICO, PIU DSPPO, 1104th RMFB, Magsaysay MPS, Matanao MPS, Colonsabak RPSB and 2nd DSPMFC facilitated the surrender of five (5) CNTs with surrendered and recovered War Material and two (2) UGMO leaders namely: Alias AROM/MORALES-CO, Local Guerilla Unit (LGU), Guerilla Front (GF) ALIP, Far South Mindanao Region (FSMR), Alias ARGUS– Team Leader, Primera, FGU, GF ALIP, FSM, Alias BATA-Member, LGU, GF ALIP, FSMR, Alias BLUE-Member, FGU, GF ALIP, FSMR, Alias BRUNO-Member, LGU, GF ALIP, Alias LOLOY- Kilusang Rebolusyonaryo sa Munisipalidad (KRM)-AKMA Chairman 2016, Alias JOY- KRM-AKMA Chairman 2017 to present in the municipalities Matanao, Magsaysay, Davao del Sur and Makilala, North Cotabato.
Most of the surrenders were classified as cadres who have been the Terrorist Group’s top ranking leaders. They surrendered with their high powered firearms to include their ammunitions and Improvise Explosive Devices.

Aside from their hardships in evading government forces they endured thirst, hunger, exhaustion, and sleeplessness due to the intensified combat operation of the 39th Infantry Battalion and other government security forces such as the police and CAFGUs. Their miserable condition is aggravated by their group’s financial problems. They confided that their extortion activities waned as government security operations intensified.

“This latest surrender is a proof that it is possible to achieve peace without violence. The 39th Infantry Battalion in collaboration with the local government units of Davao Del Sur and North Cotabato together with the Department of Interior and Local Government will assist these surrenders in availing their Enhanced Comprehensive Local Integration Program. The government is willing to support these former rebels to become good citizens by enhancing their capacities for economic growth and development. Government agencies will work hand in hand to provide better goods and services to help them become sufficient and self-reliant in their daily lives”, Colonel Carandang, 39IB Commander said.

BUENAVISTA, Agusan del Norte – After years of providing support to the hopeless cause of the Communist New People’s Army Terrorist (CNT), forty-seven (47) disillusioned mass supporters of the terrorist group finally made up their minds to cut ties with the terrorists and go back to the folds of the law.

The forty-seven (47) former CNT supporters took their allegiance and pledge of support to the programs and services of the government in a ceremony held on Thursday, Sept. 3, 2020, in Barangay Tinaan, Magsaysay, Misamis Oriental. The former CNT mass supporters came from the villages of Tinaan, Gumabon and Abunda in Magsaysay town.
The surrender of the mass supporters was facilitated by the barangay councils of the three barangays in partnership with the local government unit (LGU) of Magsaysay and the Joint Community Support Program (CSP) of the 23rd Infantry (Masigasig) Battalion and the Community Action (ComAct) Team of the Philippine National Police (PNP).

The CSP team of the 23rd IB and the ComAct of the PNP are tasked to clear and dismantle the remaining members of the Guerrilla Front (GF) 4A and destroy the Sentro de Grabidad (SDG) CAOCAO and Sub-Regional Sentro de Gabidad (SRSDG) SAGAY of the North Central Mindanao Regional Committee (NCMRC) of the CNT in the provinces of Agusan del Norte and Misamis Oriental.

During the activity, the former CNT supporters also condemned the terroristic activities of the CNTs in their communities that caused underdevelopment and conflicts for years. With their withdrawal of support to the terrorists, they also vowed to provide the necessary support to the Army and the police, particularly in the gathering of vital information to effectively drive out the CNTs from their villages. They also lauded the Whole-of-Nation Approached of the government, saying that such a strategy will finally end the local communist armed conflicts in their areas.

“Alias Lito”, an avid mass supporter and leader of the underground support group of the CNTs from Barangay Tinaan for almost three years said he is already tired of being used and manipulated by the terrorists. He said that poverty forced them to join the CNT movement with a promise that changes in their lives and communities will be achieved by fighting and toppling down the government.

“Tungod sa kalisod sa among dapit, wala pa gyod signal, nasudlan gyod mi sa dautang grupo. Niadtong panahon nga niabot ang walhong grupo, ila kong gipatawag, pag abot nako sa ilang gi meetingan, daghan na diay sila nag tambong. Nag pulong-pulong sila ug nagkuha sa ilang mapa ug nag storya sila kabahin sa kalihukan nila sa ilang bukid. Paghuman nag desisyon sila nga magpili ug presidente ug ako ang ilang napilian busa napugos ko pag dawat sa maong katungdanan apan dako kaayog kahasol ang ilang gibuhat kanamo,” Lito said.

He added that after nearly two years, he and the other supporters from the different villages started to realize that the promises of the CNT leaders are not true. He later regretted joining the terrorist movement that further trampled their lives to poverty and misery.

“Wa ko nagtoo nga ingato ang mahitabo ug maing-ani me karon, wala man gyod unta koy plano mosaka sa bukid aron musupak sa gobyerno kay maayo man ang plano sa gobyerno. Dako akong kalipay nga ang atong gobyernmo nia na mitabang pagsulbad sa kalisod sa atong mga Brgy. Maninkamot kita pagsalikway sa mga dautang binuhatan sa mga NPAs. Akong gisaad nga dili na ko magsuporta sa ila kay dako kaayo ang kahasol nga ilang dala sa among komonidad,” Lito said.

Magsaysay town mayor Rey B. Buhisan who graced the ceremony lauded the courage of the former CNT supporters by abandoning the terrorist group and return to the mainstream society.

“This activity is not for the AFP, PNP nor LGU and the line government agencies. This gathering is designed for you, the people of the three barangays who wished to live normally and peacefully,” Buhisan said.

He added that armed conflicts are hindrances to the different peace and development interventions of the government.

“You were just victimized by the CNTs who destroyed your future and your families. No one will be responsible for solving our own problems, we need to make a move in order to get away from poverty. As you chose to start living a new life, I am sure that you will never regret the decisions you made today because, in the next upcoming years, you will reap the good fruit of progress and development not only in your family but including your whole community and our nation. Our government is always here to listen to your problems and find solutions in any possible way. We will do our best to provide government services to you and we need your support and cooperation. We will develop livelihood projects especially agricultural production for you to have a sustainable livelihood and help our government in recovering the status of our economic system,” Buhisan said.

Meanwhile, Lt. Col. Julius Cesar C Paulo, the Acting Commander of 23IB welcomed the former mass supporters of the CNTs during the ceremony and emphasized that they still have the opportunity to change their lives.

“Inside the fifty-two (52) years of CNT existence, they have not gained any significant accomplishment but only hardships, quandaries and anxieties among our people and communities,” Paulo said.

He added that after years of fighting the government, the CNTs are bound to fail as more of their members and supporters are now abandoning their wicked ideology and terroristic activities. The 23rd IB commander also reminded the residents in the area to guard their communities especially the youth from the attacks of the CNTs.

“Now that their numbers continue to dwindle, these CNTs will again manipulate the issues on poverty, unemployment and other common problems to gain support and sympathy, recruit new members and make people embrace communism,” Paulo said.

He also expressed gladness over the realization of the people of the three barangays, saying that their pledge of loyalty to the government will return to them and their communities in the form of services, programs and projects.

“We are glad that you woke up from being enslaved of the said terror group and cut-off your allegiance to them. That’s the very least you can do to help our government rise again. With your decision of coming back to the government, these terrorists can no longer extort money and ask food supplies to support their daily needs. This means they will suffer more from hunger and exhaustion as the people do not welcome them anymore in their community. Without the support of the local populace, politicians, owners of business establishments and other supporters, their group will also die,” Paulo said.

Ranking leaders of the Communist Terrorist Group (CTG) – New People’s Army (NPA) in the province were killed early dawn of September 3 when they run into government troops operating against them in Sitio Kubuyoan, Barangay Mainit in Brooke’s Point.

The encounter between the armed members of the Bienvenido Vallever Command, the NPA’s unit in the province, and the Force Reconnaissance Group under the command of the 3rd Marine Brigade happened at 5:35 a.m., resulting in the neutralization of five CTGs and one government soldier casualty.

Killed during the confrontation were Bonifacio Magramo @Boywan, Secretary of the Sub-Regional Military Area-4E (SRME-4E); Andrea Rosal @Naya (daughter of Ka Roger Rosal); deputy secretary; Noel Siasico @Ka Celnon, and two other guerrilla fighters known as Ka Rj (male) and Ka Pandan/Lemon (female).

They were the identified casualties during the eight-minute encounter with the 3MBde headed by Brig. Gen. Nestor C. Herico, PN(M).

Herico said Magramo, Rosal, and Siasico have standing warrants of arrest and were among the top wanted NPA in Palawan. They were also responsible for the harassment of government forces and the perpetration of atrocities that recently victimized a COVID-19 government frontliner.

Herico said elements of the 2nd Platoon 61st Marine Company, Force Recon Group, and Marine Battalion Landing Team-4 which have operational jurisdiction over the southern part of Palawan conducted a focused military operation in the hinterlands where Indigenous People (IP) have been reporting the presence of armed groups in their neighboring community.

“Nakakalungkot ang pangyayaring ito, kaya ako ay muling nananawagan na sumuko ang ilan pang nalalabing Communist Terrorist Group o NPA sa kabundukan, walang mananalo pag kapwa Pilipino ang naglalaban-laban. Hangad ng inyong Armed Forces ang nagkakaisang Pilipino. Kaya’t ibandila natin ang kapayapaan sa isang maayos at tahimik na pagyakap sa panawagan ng pamahalaan sumuko at ibaba ang armas. Ang mithiin ng gobyerno natin ay mabigyan ng pagkakataon na maging produktibo ang lahat ng mamayan kasama na ang mga dating rebelde,” he said.

He also added: “Ang aking pagdadalamhati at pakikiramay sa naulilang pamilya ni SSgt Cesar R Barlas, na Siyang nagbuwis ng buhay sa naganap na engkwentro laban komunistang NPA. Ang kabayanihan ng bawat sundalong nakikipaglaban ay hinding-hindi kailan man matatawaran. Si SSgt Barlas ay isang Palaweno at ibinuwis ang kanyang buhay para sa kanyang mahal na lalawigan”

As of this moment, the government troops are still scouring and clearing the encounter site and its adjacent community.

The 3MBde called on the remaining NPAs to peacefully surrender and embrace the government’s peace and surrender offer under PTF ELCAC.

BALER, Aurora-Two more members of the Milisyang Bayan (MB) of the New People’s Army (NPA) terrorist group voluntarily surrendered with firearms and live ammunitions in the municipality of Baler, Aurora on Tuesday (September 1, 2020), at 3p.m..

The surrenderers were identified as alias Ka Jose, 46-year-old, who surrendered his M14 rifle (defaced) with 1 magazine and 20 rounds of ammunition for M14 and Ka Juana, 50-year-old who voluntarily yielded his M653 rifle bearing serial number (SN) RP 133993 with 2 long magazines and 102 rounds of ammunition for M16 to the 91st Infantry (Sinagtala) Battalion, Philippine Army.
LTC REANDREW P RUBIO INF (GSC), commanding officer of 91st IB said that the government troops facilitated the voluntary surrender of the two (2) MB members under Komiteng Larangang Guerilla (KLG) Sierra Madre (SM) at Headquarters 91IB, Brgy Calabaunan, Baler, Aurora.

He said that the surrender of another two (2) armed MB members under KLG SM is a big blow to the Communist Terrorist Group.

“This manifests the effective implementation of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) and showed their sincerity to the government by bringing firearms. I urged those remaining NPA bandits, MB members and supporters to return to the folds of the law and avail the ECLIP and other benefits of the government,” Rubio added.

Based on their revelations, they decided to surrender due to the miseries with the NPA and losing the chance to be with their family and loved ones.

The two are currently undergoing a joint validation by the Armed Forces of the Philippine (AFP) and the Philippine National Police and the issuance of the certification will begin the processing of their benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP).

The firearms they surrendered will also be paid based on the firearms remuneration program of the E-CLIP.

Orientation and custodial debriefing are being conducted by the 91st IB at Barangay Calabuanan, Baler, Aurora for proper documentation.

They will also be provided skills training by the government to equip them with the knowledge and be able to continue a life of peace.

BALER, Aurora- Eight (8) former rebels (FRs) and Thirteen (13) soldiers under the 91st Infantry (Sinagtala) Battalion, Philippine Army earned Technical Education and Skills Authority (TESDA) National Certificates (NC II) on driving training under training for work scholarship program (TWSP) at 91stIB, Bayanihan Hall, Barangay Calabuanan in this capital town of Aurora on Tuesday (September 1, 2020).

LTC REANDREW P RUBIO INF (GSC), Commanding Officer of 91st IB said that the training started on July 22, 2020 and ended last August 14, 2020, however, the graduation ceremony formally started at 9a.m. inside the camp today.
The graduates endured 118 hours of skills training and assessments under the supervision of TESDA Aurora Provincial director Genaro Ronald C. Ibay, and PTC Baler Center Administrator Engr. Lazaro B. Solis, Jr.

“We are so thankful for the support and services provided by TESDA to our unit especially in the conduct of livelihood and skills trainings which benefited by Former Rebels, exploited local populace, and even our troops. We will continue to collaborate and partner with TESDA, LGUs, and other NGAs in the delivery of basic services and resolve the issues being exploited by the Communist Terrorist Groups and its Sectoral Front Organizations,” LTC RUBIO said.

He furthered that more skills training intended for the FRs and soldiers, who are partners in intensifying integrated territorial defense system, will be conducted through the teamwork of committed government agencies actively supporting the Whole-of-Nation Approach to End Local Communist Armed Conflict by activating their respective Local Task Forces to End Insurgency and by promoting the Enhanced Comprehensive Local Integration Program (E-CLIP) for rebel surrenderees.

As part of the Whole-of-Nation Approach to End Local Communist Armed Conflict, TESDA Aurora Provincial Director Ibay told the former rebels to help the government convince their former comrades to go down and surrender.

He added that since the graduates have experienced the program by themselves, PD Ibay appealed to the FR’s friends or relatives who might still be in the armed struggle, to surrender.

“Please tell them how good this program of the government is for someone who wants to live life in peace. We are delivering the necessary government services for those in the conflict-affected areas for peace,” Ibay said.

Arnel Llimbo, one of the former rebels said that he is very thankful to the TESDA and 91st IB for the program given to them.

“We were given the chances to learn. We will apply what we learned in the training. We will use it to start again with our family,” Llimbo said.

After the simple ceremony, distribution of training allowance was conducted for the graduates.

KITCHARAO, AGUSAN DEL NORTE (September 3)– With the continuing support of the government through the initiatives of the Technical Education and Skills Development Authority (TESDA), Agusan Del Norte headed by Provincial Director Rey M. Cueva in partnership with the 29th Infantry (Matatag Fighters) Battalion, other Local Government Unit (LGUs) and various agencies of Agusan del Norte, a 2-day skills training was successfully conducted on August 31 to September 2, 2020, at So. Zapanta Valley Multipurpose Hall, Brgy. Bangayan, Kitcharao, Agusan del Norte.

A total of 69 participants composed of Former Rebels (FRs), Indigenous People (IPs) particularly of the Mamanwa tribe, members of the Citizen Armed Force Geographical Unit (CAFGU) and other Bisaya residing in the area have benefited from the knowledge and skills training on Small Engine Servicing NCII, Buko Pie making and Halo-halo processing and preparation.
According to Datu Lando Anlagan, one of the IPs who benefited from the training, ”Kami mapasalamaton nga ang gobyerno karon nakadungog sa among mga hangyo nga tabang. Ug padayon kami karon nga nakakita ug nakasinati sa kabulahan sa mga serbisyo ug suporta sa gobyerno nga tinuud nga nakatabang ug nakauswag sa among kinabuhi.(We are grateful that the government heard our pleas for help. We are now continuously seeing and experiencing the bounty of services and support of the government which truly have helped and improved our lives.)”

Lt. Col. Isagani O. Criste, Commanding Officer of 29IB stated, “You see, it’s the government who thinks of your welfare and the one who is ever willing to help and support you and not those selfish and lying NPAs. The government isn’t perfect but it’s doing its best to provide you with the services you need. I just hope you know whom to trust and how to support whom you trust as well because the peaceful and better tomorrow which we all long for does not depend on the government alone, but also on our sincere cooperation.

I’m forever grateful to our government now, and to our other peace partners who continuously make such services possible for our beloved unfortunate fellows particularly those in conflict-affected areas. We will continue to work hand in hand to give you what is due you”, Criste ended.

The Community- based training is part of the program of TESDA through its PEACE (People Empowerment in Agriculture for Community Enhancement) project which aims to empower and uplift the lives of the FRs, IPs and CAGFUs in certain Conflict-Affected Areas (ConAAs) by establishing various livelihood enterprises and opportunities for the marginalized sectors.

Top ranking NPA and 4 others killed in military raid; government sustains 1 casualty

Killed during the encounter were two female and three male rebels, including a top local leader identified as Bonifacio Magramo, alias Boywan, Tuna, and Bonglay.



Five armed members of the New People’s Army (NPA) and a government soldier died Thursday morning during a military raid of a known rebel location in Barangay Mainit, Brooke’s Point by the Force Reconnaissance Group (FRG) and Marine Battalion Landing Team-4 of the Philippine Marines.

Killed during the eight-minuted encounter were two female and three male rebels, including a top local leader identified as Bonifacio Magramo, alias Boywan, Tuna, and Bonglay.


A marine soldier, identified as SSgt. Cesar Barlas, was also killed in action (KIA) during the operation. He was a Palaweño.

Magramo also goes with the name Salvador Luminoso, spokesman of the NPA’s Bienvenido Vallever Command (BVC) in Palawan and the secretary of the NPA’s Sub-Regional Military Area (SRMA)-4E, Southern Tagalog Regional Party Committee (STRPC), according to Brig. Gen. Nestor Herico of the 3rd Marine Brigade (3MBde), who led the neutralization operation.

In a separate post by the Palawan Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC) also Thursday, the other three were identified as Andrea Rosal, alias Naya, Ram, Inlay who is said to be the daughter of the late NPA leader Gregorio “Ka Roger” Rosal.

Rosal was reportedly the secretary of the Kilusang Larangang Guerilla (KLG)-North.

The other three rebels were identified as Noel Siasico, alias Silnon or Celnon; Ren Manalo, alias Pandan, Lemon, Jona, and Amir, and a certain Ka Rj.

Magramo, Rosal, and Celnon were on the top list of several NPA members in Palawan who were long-wanted by law enforcement authorities because of their standing warrants of arrest.

A wanted list was put out by the PTF ELCAC in November 2019 to urge residents to help locate their whereabouts.

“Since nakuha na natin ang Top 3, we encourage the locals who were deceived to join the armed struggle to lay down their arms and go back to the folds of the law and avail of the program of President Rodrigo Duterte,” Herico told Palawan News.

Herico said they confiscated voluminous subversive documents, a collection of communications materials, and high-powered firearms used by Magramo and his comrades.

Herico said the operation carried out to get Boywan was the result of “careful planning” since August 28 based on the shared information by the barangay network in the area.

Governor Jose Alvarez, chairman of PTF ELCAC, said the military’s success in southern Palawan will cripple the NPA’s BVC that has been sowing fear amongst residents in the area.

“Patuloy pa rin akong nananawagan sa rebeldeng grupo na hindi pa huli ang lahat at gumaya sila sa kanilang mga kasamahan na nagbalik-loob na sa pamahalaan upang maiwasan ang mga ganitong insidente at pagkasawi ng mga buhay,” he said.

Through Bukidnon’s Provincial State Prosecutor Rommel Alonto, the group sued the local NPA cadres for violation of International Humanitarian Law (IHL) or R.A. 9851 also known as Philippine Act on Crimes Against International Humanitarian Law, Genocide and other crimes against humanity.

The private complainants filed cases against Dionisio Micabalo alias Muling, secretary of the NPA’s North Central Mindanao Regional Committee (NCMRC) at the Regional Trial Court (RTC) in Cagayan de Oro on Wednesday morning.

The other suspects were identified as Lorna Micabalo, Juvilito Pontillas, Almer Calacar, Alias Ka Yaya, Vicente Pontillas Jr., Vicente Pontillas Sr.,Warwen del Rosario, Virgilio Canoy, Reynaldo Libres, Bernie Hentapa, Richard Libres, Dahulo Ortez, Lorena Micabalo, Rosalie Omandam, Jonald Saludar, Emie Santa Ana Y Menenter and Alias Arabu.

Micabalo and 17 others were accused of burning a sugarcane plantation owned by Jonathan Salas in Barangay New Eden, Pangantucan, Bukidnon after he failed to give in to the NPA’s extortion demands.

The attack happened at 7:15 a.m. on Dec. 12, 2015.

“Accused, conspired, confederated mutually by helping one another unlawfully and deliberately burned down the sugarcane plantation in Sitio Mapait, New Eden, Pangantucan, Bukidnon,” part of the complaint read.

Alonto said that during the armed conflict between the government and the New People’s Army, civilians who are not part of the conflict and their properties are protected by the IHL.

Under RA 9851, the law prohibits “attacks against the civilian population or individual civilians not taking direct part in hostilities.” It is also stated that it is unlawful to attack civilian properties which are undefended and which are not military objectives.

Col. Ferdinand T. Barandon, 403rd Infantry Brigade commander, who assisted the complainants, said that the military will help civilians by “identifying the suspects with the aid of witnesses and to assist in the case build-up in coordination with the PNP to ensure that justice will be served.”

Meanwhile, Maj. General Andres C. Centino, commander of the 4th Infantry Division, said that the filing of cases against Micabalo and his cohorts is a step closer to bringing the perpetrators to justice for. “We will not stop until justice is served against these NPA bandits,” he said.

If found guilty, the suspects may be sentenced to 20 years imprisonment and a fine ranging from P100,000 to P500,000.

THE Department of Education has recognized two indigenous peoples makeshift schools in Sitio Simowao Diatagon, Lianga and Sitio Lucnodon, Mahaba Marihatag in Surigao Del Sur which were recently completed in time for the opening of classes in public schools in October.

The schools, said First Lt. Krisjuper Andrei Punsalan, Civil- Military Operations officer of the 3rd Special Forces Battalion,
will replace those schools that were linked to the Communist rebels and were allegedly used by the rebels to recruit members of the communities.

Punsalan said these new schools are part of the tangible peace and development programs of the Caraga Regional Task Force in Ending Local Communist Armed Conflict (RTF-ELCAC).


The setting up of these new schools were in coordination with the Surigao Sur Provincial Government and the Regional Peace and Order Committee headed by Gov. Alexander T. Pimentel, Regional Development Council-Social Development Committee chaired by Bayugan City Mayor Kirk A. Asis, DepEd Regional Office XIII headed by Regional Director Francis Cesar B. Bringas, the IP tribal councils and the local government units of Marihatag and Lianga.

The 544th Engineer Battalion under LTC Rodel V. Pangilinan CE GSC PA served as the workforce while the 3rd Special Forces “Arrowhead” Battalion under Lt Col Joey Baybayan set the groundwork and security through the conduct of Community Support Program (CSP), one of the mechanisms of the Whole of Nation Approach to End Local Communist Armed Conflict.

“Contrary to the false reports that we are closing IP schools in Surigao, the DepEd Province of Surigao del Sur worked hard in opening DepEd IP schools to provide quality education,”DepEd Provincial Superintendent Josita Carmen said.

“We did not really focus on closing the alleged NPA terrorist-linked TRIFPSS or ALCADEV schools,” Carmen said.

“Rather, we put our time and efforts to lay the foundation in building DepEd schools so that our IP community can have an option. Fortunately, the IPs have chosen to enroll in our schools as this is their request to have DepEd accredited IP schools in their communities,” she added.

Datu Constancio Duhac, head of the tribe, said: “We refute and we can prove, without blurring our faces, that militant group MAPASU, Save Our Schools are spreading fake news saying that the government and the military are abusing the IP community.”

“This is what we are working for, to build ‘genuine IP schools’ for our children to stop NPA terrorists’ exploitation and recruitment. This is what the tribe dreamt of and we thank the government for fulfilling it,” he said.

Two of the surrenderees were females while five were minors aged 15 to 16 or child combatants, Orille said.

The rebels reportedly yielded nine high-powered firearms, several ammunition and bomb-making materials.

The military identified four of the surrenderees as Arom Morales, alias Argus, alias Loloy and alias Joy. All of them supposedly held leadership positions in the rebel group.

The rest were identified as Bata, Blue and Bruno, all residents of Magsaysay, Davao del Sur.

QUEZON CITY (MindaNews / 2 Sep) – President Duterte “sealed with a kiss” the “sacred” ground of Jolo, the heart of the Sulu Archipelago.

His detractors view it as a political antic. No, it was authentic. It was his expression of reverence and homage to soldiers and civilians, men and women who died during the twin bombings in the street of Walled City last August 24.

PRRD reads history
He should know why that place is called Walled City. It was the last vestige of Spanish colonialism in Jolo – the scene of countless sabilillah known to Spaniards and Americans as Juramentados launching their resistance against the Conquestadores.

Even after the area had been “walled,” sabilillahs used to rush with the “swish of the Kris” against Spanish and American forces leading the latter to order the manufacturing of Colt .45 Caliber as it was found to be more lethal and effective against rampaging Tausug warriors.

With peace in Sulu remaining erratic until the ’50s and ’60s, the area was the scene of rido (feud) among political and business families, including the killing of the late father of Sulu Governor Abdulsakur Tan.

In February 1974, the area was the battleground between AFP and MNLF forces. The war was fierce until the whole town was razed to the ground.

In the same area, blood continued to spill among warring families, protracted hit-and-run attacks against military and police, including assassination of politicians and religious leaders in subsequent years until the series of terrorist bombings like the Jolo Cathedral bombing last year.

The Jolo Cathedral is located at the southern edge of Walled City. The two mini-towers that serve as gateway into the walled area are still intact. They are walking distance into the Church via our old elementary school, the Notre Dame of Jolo Walled City – already transformed into the Office of Sulu Vicariate, a socio-civic conglomerate of the Oblates, the pioneer of Christian missionaries in the Sulu Archipelago.

It is thus understandable why many Tausug empathized with Mayor Digong with his selfless, somber act in kissing Jolo’s soil.

Anyone who has visited the place could see from above the sky the stunning beauty of Sulu Archipelago unmatched in other places – with her white beaches, blue sea, green tropics with rich and rare flora and fauna.

Irony

Yet, PRRD could not help but raise what he called irony of history.

In his speech, even as he already recognized Lapu-Lapu as a national hero with award made on his name and acknowledging him as spin-off of Tausug warriors assigned in Mactan by the Sulu Sultanate, the irony of it all, as Duterte expressed with his usual unfinished thought, Lapu-Lapu’s descendants in Sulu continued to fight those Bisayah who are supposedly their Malay brethren and whose only “sin” is that their latter’s forbears succumbed to Spanish might and bowed to the religion of King Philip II.

It is, indeed, ironic because whereas Spanish propensity in building “walls” in their occupied lands had been successful as early as 16th century in Manila and 17th century in Zamboanga and elsewhere; in Sulu, the “Walled City” remained as a war theater from sabilillah to Tausug resistance, from hit-and-run attack to assassination, and from AFP-PNP misencounter to modern-day terrorism.

Perhaps, the irony may be extended that even as Spanish colonialism was already ended by the Spanish people themselves, in southern Philippines particularly in the Sulu Archipelago, the psychological vestige of Spanish colonialism continued to be replayed in the current saga of Moro struggle again and again.

Today, even as many Spanish value their Moorish heritage like the Alhambra Mosque while they now look at Islam with new light with considerable number of Latinos embracing Islam, Islamophobia remains in the Philippine South – not only due to ingrained misconception from the others but to war image with the prevalence of un-peace in places like Sulu and elsewhere.

Duterte sounds exasperated with how he could address the problem in Sulu given his barely two years in office. He could only invite Governor Tan to visit him as they still might be able to do something. Aware of his term gradually coming to end, PRRD could only hope that his children would become politicians and that they could do something to solve his enigma on Sulu. There was no mention of federalism, Charter Change, and Rev Gov as these have just been shot on the foot few days before the Jolo twin bombings. Neither was the proposed martial law in Sulu mentioned.

QUEZON CITY (MindaNews) – With the rituals of post-terrorism mission on Jolo twin bombings last August 24 already accomplished – from clearing to reporting, to continuing intel works and beefing up security forces – there is one rite that is noticeably missing: the visit of President Rodrigo Duterte to the bombing sites or to Camp Teodulfo Bautista Station Hospital in Patikul, Sulu.

In previous bombing incidents, whenever there were fallen soldiers and wounded in action, President Duterte would immediately fly to Jolo to condole with families of the victims, salute the wounded soldiers, pin awards and hand them cash and other benefits. Then, he would speak to them formally or casually and crack joke with them. It is his way in inspiring his soldiers with their fight against the Abu Sayyaf. The more than 10 visits of PRRD to Jolo were mostly a rehearse of such rites. No presidents have been as religious in giving honor to his soldiers.

Martial Law in Sulu: How New & For Whom?

If President Duterte were to visit Jolo in the aftermath of the twin bombings what would possibly be his take on Philippine Army Chief Lt. Gen. Cirilito Sobejana’s suggestion to declare martial law in the Province of Sulu?

Earlier, Sobejana was quoted to have said: “The situation dictates calls for martial law. With that recent incident, with so many casualties. To better control the population, I think it is wise to declare it again.”

Pending the President’s response, other high-ranking military officials from Secretary Delfin Lorenzana, to AFP Chief Staff Lt. Gen. Gilbert Gapay and WestMinCom Commander Lt. Gen. Corleto Vinluan Jr. already expressed their opposition to imposing martial law in Sulu. They were seconded by a few senators, including Sulu Governor Abdulsakur Tan, arguing, among others, that Proclamation No. 55 and the recently passed Anti-Terrorism Act are already enough to address the threat of terrorism in the province.

Proclamation No. 55 is President Duterte’s “declaration of national emergency on account of lawless violence in Mindanao” in September 2016 following the Davao bombing and the death of 15 soldiers in a fierce encounter with the Abu Sayyaf in Sulu a month prior.

The response of President Duterte, if ever, to call for martial law from one of his highly decorated generals would be crucial; but whether the President’s decision creates substantial impact enough to dissipate his dilemma on what to do with the Province of Sulu is a question. Martial law is just an “option” as pointed out by Chief of Staff Lt. Gen. Gapay. Thus, it is simply an upgrading on the mode of State control amid a range of already existing political, legal, and military apparatuses and over-all State power structure in the area.

Yet, it is precisely said “structure of control” that is persistently challenged in various spectrum of Tausug society from voiceless but restless civilians to passive and active dissenters to independent Bangsa Sug leaders, and from MNLF rebels to extremist Abu Sayyaf Group. How much power would be accorded to martial law in Sulu, if ever, in addressing these sources of dissent, rebellion, and extremism and how far it would go to engage them is even more a fundamental question.

Dilemma and Nexus of Powers

The question with what to do with the Province of Sulu surfaces yet again in the long-time, difficult dilemma of President Rodrigo Duterte like other Filipino presidents before him.

The main difference is, whereas other presidents simply resorted to having a firmed grip on local government units and other line agencies and their officials by ascertaining their obeisance into the rules of governance and bureaucracy along State’s unitary structure of power and control with guardship of military and police, President Duterte, with his promise of federalism coupled with his no-nonsense political will, has opened a vista of hope among Tausug that, at last, there is a president who is capable of disentangling an age-old dilemma that is entrenched in the classic interest of “Imperial Manila” that many thinking Tausug believe is responsible in Sulu’s state of suspended animation. It is a “state” that had long barred and successively checked their struggle to freely chart their own destiny as dictated by their history and past glory. Triggered by the Jabidah Massacre in 1968 where mostly Tausug youth were the victims, the Sulus and their struggle resonated and gained following in other provinces even when senior Moro leaders that time prevaricated and eventually showed their colors.

It is a dilemma that is fundamentally defined by two intersecting nexus of power relations between Filipino-dominated National State and historically proud but restive Muslim Community (e.g., Bangsa Sug) where the former’s system of control and other tools of pacification and appeasement to keep the latter part of the Republic has long been viewed as structurally oppressive and perpetually colonial – a fundamental reason why it has been continuously resisted primarily by armed groups while “played” over by ever-changing batch of interlopers and politicos, their sycophants, and supporters.

The continuing restiveness partly explains why Sulu turned down the Bangsamoro Organic Law two years ago. Many Tausug believed that merely renaming the ARMM and rehashing it if only to accommodate another group already tired in fighting (although MILF ideologues consider it as mere shift in tactics) it is to perpetuate an old order as they considered federalism more meaningful and closer to their idea of self-determination. If Duterte would, by intent or default, run short with his promise on federalism, many Tausug would be crestfallen and frustrated not only on him but on the next administrations as well who they believe could not dare and be brave enough to disentangle the dilemma and restructure the power nexus.

It is a dilemma that is fraught in a gradually deteriorating balance (vertical relation) between State’s desire to extend practically optimum political space and economic development within allowable limit of Philippine laws and political system vis-à-vis the continuously deteriorating socio-political and economic order in the restive province amid call for meaningful structural change and political reform from armed groups and progressive groups.

More specifically, it is a dilemma where national and local state’s approach had long resorted to calibrated, at times, unscrupulous “power play” on local power structures (horizontal relation) primarily among private armies, MNLF forces, and Abu Sayyaf groups. While feigning ignorance, State authorities know fully well that their common denominator is arms and their system of exchange providers, networks of suppliers and arm peddlers with their alleged ties to military and police. The “Oakwood mutiny” against former President Gloria Arroyo revealed the extent of military conspiracy on arms with rebels and terrorists and other local groups. It is a question if this “ill” had been substantially addressed since then.

More Crucial Questions

Such ties were shown openly in March 2018 when the AFP launched a disarmament project without much hitch and opposition from warlords and politicians with private armies in Sulu municipalities and other Muslim provinces. Apart from no one was charged in court after confiscating hundreds of high-powered firearms, the AFP program of disarmament on private armies was also abruptly stopped for unknown reason. Many asked how much firearms were still with those private armies compared to those that were actually surrendered.

Equally legitimate questions are: Is martial law proposed by General Sobejana or “immediate action” by General Gapay a repeat of, or to continue, AFP’s past program on disarming private armies? If so, isn’t it simply a re-cleansing of mess that alleged scalawags in the military have created in the first place as they are the perceived sources of those arms and bullets? So, why zero-in on private armies? Why not fix or close the faucets of firearms and bullets let alone address the leaks in Philippine arms supply line and industry with much urgency?

If the proposed martial law is intended against the Abu Sayyaf, isn’t the AFP already fighting the group for the past 40 years? Why hasn’t it been defeated? Why does its terrorism become even more virulent in recent years, including the recent Jolo twin bombings? Where are the reports on findings on firearms and bomb or other explosive materials used by the group since day one of their war, kidnapping, and terrorism? Unless these crucial questions are answered objectively what guarantee that the proposed martial law or “immediate action” would not become just another “fad” or another cleansing-the-mess thing in the AFP’s war against terrorism?

How about the MNLF? How would the envisioned martial law, if ever, deal with the said front? How does such vision square with President Duterte’s relation with Chairman Nur Misuari?

CEBU CITY, Sept. 4 (PIA) -- Five active members of the communist terrorist group (CTG) Sandatahang Yunit Propaganda of Bohol Part Committee laid down their arms and returned to the folds of the government, according to the Bohol Provincial Police Office (BPPO).

The group was presented by PLCOL. Barnard Dasugo, Chief of the Police Intervention Unit (PIU) of BPPO and Lt. Elma Remonde of CMO 47IB to Bohol Gov. Arthur Yap on Aug. 28, 2020.


“The former rebels expressed the ill fate and cruelty they have experienced while still inside the underground movement,” said BPPO Director Police Col. Joselito Clarito.

He added that their surrender was the result of the untiring and relentless combined efforts of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) in the fight against terrorism to ensure peace and progress in Bohol province.

The five members were then enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP) to avail of the livelihood benefits from the government.

The Bohol governor will also grant scholarships and legal assistance to the former rebels.

Legazpi City (PIA) – To curb the spread of coronavirus disease (COVID-19), the Department of Social Welfare and Development Region 5 (DSWD-5) announced on Tuesday, Sept. 1, the funding of P10.8 million worth of projects for 36 conflict-affected barangays in the region.



The project which is under the agency's Kapit-Bisig Laban sa Kahirapan–Comprehensive and Integrated Delivery of Social Services and Payapa at Masaganang Pamayanan Indigenous Peoples – Community Driven Development (PAMAMA IP-CDD) program aims to address the impact of the COVID-19 pandemic through community projects.

In a statement, the DSWD-5 said the barangays that will receive P300,000 each as grant were identified as insurgency-affected areas by the Office of the Presidential Adviser on the Peace Process.

The communities to benefit from the grant include the barangays in Capalonga, Camarines Norte (Binawangan, Itok, Lucbanan, San Antonio and Villa Belen); Labo, Camarines Norte (Bayabas, Cabatuhan, Dumagmang, Excibang, Guisican, Macogon, Malayan, Malibago, Maot and Submakan); Ragay, Camarines Sur (Agao-ao, Cabadisan, Laguio, Panaytayan Nuevo, Patalunan and Salvacion); Del Gallego, Camarines Sur (Bagong Silang, Mansalaya and Pamplona); Lupi, Camarines Sur (Belwang, San Rafael Norte, Hagumit and Tible); Baleno, Masbate (Banase and Eastern Capsay); and Aroroy, Masbate (Balite, Manamoc, Pangle, Capsay, Concepcion and Managanaga).

The barangays will implement the Disaster Response Operations Modality/Procedure to address the effects or impact of the COVID-19 pandemic through the community projects identified based on their needs.

“The eligible projects that can be funded under the program are the conduct of Information, Education and Communication activities about COVID-19, procurement of personal protective equipment, hygiene kits, sanitation and cleaning supplies to be distributed during activities, procurement of communication devices like sound systems, upgrading of identified public buildings into temporary isolation spaces and capability building activities on disaster response and mitigation,” the agency said.

Establishment or upgrading of the community-based monitoring system to be used for national or local tracking and response, provision of temporary employment using a cash-for-work scheme, and procurement of Department of Health-approved medical tools and equipment to be used in the Covid-19 response are also included in the DROM/P eligible projects.

PUERTO PRINCESA, Palawan, Setyembre 4 (PIA) -- Patay ang limang miyembro ng teroristang New People’s Army (NPA) sa isinagawang operasyon ng Joint Task Force South/Marine Batallion Landing Team-4 (MBLT-4) kaninang umaga sa Bgy. Mainit sa bayan ng Brookes Point.

Sa panayam ng isang istasyon ng radio sa Puerto Princesa kay 3rd Marine Brigade Commander Brigader General Nestor C. Herico, sinabi nito na tatlong lalaki at dalawang babae na mga miyembro ng New People's Army (NPA) sa Palawan ang namatay kung saan ang tatlo sa mga ito ay kasama sa High Value Individual.

Ang tatlo sa limang namatay ay kinilala na sina Bonifacio Magramo na kilala rin sa pangalang Salvador Luminoso na tumatayong spokesperson ng Bienvenido Vallever Command, Andrea Rosal at Ka Cilnon. Hindi naman pinangalanan pa ang dalawa sa mga ito.

Ayon kay Brig. Gen. Herico, naging susi o malaki ang naitulong ng Pamahalaang Lokal ng Brooke’s Point at mga mamamayan dito na nagsilbing barangay information net upang maging matagumpay ang operasyon ng militar laban sa mga NPA.

Naka-rekober din ang military ng ilang mga armas, mga laptop, cellphone at iba pang mga gamit ng rebelde sa kanilang mga operasyon.

Isa naman ang namatay sa panig ng military.

Patuloy naman ang panawagan ng Palawan Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) sa mga natitira pang miyembro ng teroristang NPA na sumuko na at magbalik-loob sa pamahalaan dahil dito ay may naghihintay sa kanila na magandang kinabukasan kasama ng kanilang mga mahal sa buhay. SAN MARCELINO, Zambales, Setyembre 3 (PIA) -- Nagsagawa ng relief operations ang 3rd Mechanized Infantry Battalion o 3rd Mech sa bayan ng San Marcelino.

Ayon kay 3rd Mech Commanding Officer Lieutenant Colonel Norberto Aromin Jr., hindi mapipigilan ng pandemya ang pagtulong ng gobyerno at Hukbong Katihan sa mga taong naghihikahos ngayon.

Ibinahagi ng 3rd Mech, kasama ng ABS-CBN Sagip Kapamilya Foundation, ang 2,000 food packs sa mga residente ng barangay Buhawen at Sta. Fe.

Pangunahin sa mga naging benepisyaryo ay ang mga katutubo na labis na naapektuhan ang kabuhayan dahil sa COVID-19.

FLORIDABLANCA, Pampanga, Sept. 3 (PIA) -- The Poverty Reduction, Livelihood, and Employment Cluster (PRLEC) of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) plans to create a technical working group (TWG) that will help settle issues on ancestral domains of indigenous peoples (IPs).

This came after Nabuclod Chair Anita Kapasanan confirmed the existence of private individuals and entities holding titles to properties in the area.

According to Pampanga Provincial Agrarian Reform Program Officer Eden Ponio, there are four areas in the ancestral domain which are covered by the Comprehensive Agrarian Reform Program.

“Department of Agrarian Reform (DAR) issued these land titles to farmers through the issuance of Certificate of Land Ownership Awards, prior to the declaration of the ancestral domains,” she said.

In addition, some landowners acquired their titles through the “Handog Titulo” program of Department of Environment and Natural Resources (DENR), prior to the enactment of the Indigenous People's Rights Act (IPRA) in 1997.

355th Aviation Engineer Wing Deputy Wing Commander Col. Gerardo Zamudio Jr., who suggested the creation of the working group, said its primary task is to settle ownerships of land by private individuals within the ancestral domain of the IPs in Nabuclod.

With this, National Commission on Indigenous Peoples (NCIP) Commissioner Rolando Rivera assured the residents in the community that they are dedicated to help find solution to their land issues.

He said that with the passage of the IPRA Law in 1997, NCIP was given authority to issue titles of land within the ancestral domain.

“We will review the land titles issued within their ancestral domain and coordinate with other concerned agencies in order to ensure the protection of their rights as an IP community,” Rivera said.

He also dissuades the IPs from entertaining communist insurgents who want to take advantage of indigenous peoples and use them and their issues in order to disrupt the services of the government.

“We have a legal affairs bureau and ancestral affairs office who are tasked to address this issue on ancestral domain. Bring all these concerns before us. The Left is taking advantage of the situation, saying we are not addressing this. But rest assured that we will do something about these issues,” Rivera said.

He added that the commission is planning to ink a memorandum of agreement with DAR regarding IP concerns in the province.

Aside from ancestral domain issues, the TWG will also be responsible for addressing grievances and other needs of the IP communities in the province.

These include initial profiling of members of the IP community; issuance of birth certificates, licenses and registration; engineering assistance for roadworks; and partnership for the National Greening Program.

The TWG will be chaired by the NCIP. Members will include the Land Registration Authority, DENR, DAR, concerned local governments and Land Bank of the Philippines. (CLJD/MJSC-PIA 3)

Ito ay matapos kumpirmahin ng kapitan ng Nabuclod na si Anita Kapasanan na may mga pribadong indibidwal at grupong nagmamay-ari sa kanilang mga lupang ninuno.

Ayon kay Provincial Agrarian Reform Program Officer Eden Ponio, mayroong apat na lugar sa nasabing ancestral domain na sakop ng Comprehensive Agrarian Reform Program o CARP.

Aniya, ibinigay ng Department of Agrarian Reform o DAR sa mga magsasaka ang titulo ng mga nasabing bahagi ng lupain sa pamamagitan ng Certificate of Land Ownership Awards, bago pa ito maideklarang bahagi ng ancestral domain ng mga katutubo.

Bilang bahagi ng mga tungkulin ng bubuuing technical working group o TWG, pinulong ng mga miyembro ng Poverty Reduction, Livelihood, and Employment Cluster ng Regional Task Force to End Local Communist Armed Conflict ang mga katutubo sa Nabuclod sa bayan ng Floridablanca sa Pampanga upang pag-usapan at aksyunan ang kanilang mga hinaing at pangangailangan. Aniya, sa bisa ng IPRA Law noong 1997, binigyan ng awtoridad ang NCIP na mag-isyu ng mga titulo ng lupa sa mga ancestral domains.

Ayon kay Rivera, susuriin nila ang mga nasabing titulo at makikipag-uganayan sa iba pang mga ahensyang may kinalaman sa nasabing usapin upang matiyak ang pagprotekta sa karapatan ng mga katutubo sa kanilang lupain.

Hinikayat din niya ang mga katutubong huwag umanib sa mga makakaliwang grupo na nais gamitin ang nasabing isyu upang magambala ang mga serbisyo ng pamahalaan.

Dagdag pa niya, plano ng komisyong makipagpartner sa DAR upang tugunan ang iba pang mga isyung kinakaharap ng mga katutubo.

Bukod sa mga isyu ng ancestral domain, magiging responsible din ang TWG sa pagtugon sa mga hinaing at iba pang mga pangangailangan ng mga katutubong komunidad sa lalawigan.

Kasama rito ang paunang profiling ng mga miyembro ng komunidad; pagrerehistro sa mga ito; pakikilahok sa National Greening Program; at tulong sa paggawa ng mga kalsada.

BAGUIO CITY, Sept. 3(PIA) – President Rodrigo Duterte has designated Philippine National Police Deputy Chief for Administration Lt. Gen. Camilo Cascolan as the new chief of the police force with the rank of Police General effective September 2, 2020

In the virtual change of command rites presided by DILG Undersecretary Bernardo Florece Jr. who represented DILG Secretary Eduardo Año in Camp Crame on Wednesday, Cascolan took over the command of the 228,000-strong PNP as the 24th Chief PNP upon the retirement of PNP Chief Gen. Archie Gamboa culminating his 38-year career in the uniformed service.

Cascolan hails from Baguio City and is the first Cordilleran to assume the highest post of the PNP organization.

Cascolan finished elementary at the Maryknoll Convent School and his secondary education at the University of the Philippines Baguio High Schol. He is a member of the Philippine Military Academy "Sinagtala" Class of 1986 together with past PNP chiefs Gamboa, Senator Ronald ‘Bato’ Dela Rosa and Oscar Albayalde.

His various experiences in the field and in administrative positions have prepared him to assume the role of the top police officer in the country.

Upon graduation from PMA, Cascolan was assigned in Parang, Maguindanao as Junior Officer and Platoon Leader in the Regional Special Action Force of Central Mindanao until 1988.

From Mindanao he was assigned to Western Visayas where he was designated to various positions. After serving 13 years in the field, he was assigned to an administrative post as Chief of the Special Research Division of the Philippine Center on Transnational Crime in Camp Crame from 1999-2001, and as Security Officer to then Police Director General and DOTC Secretary Leandro Mendoza until 2003.

From 2004-2008, he held several positions in various capacities in the PNP Aviation Security Group. His other assignments included Chief of Police of Taguig City in 2008, PNP Provincial Director of Compostela Valley in 2012, aDeputy Regional Director for Operations of Police Regional Office –ARMM in 2015 and as Deputy Regional Director for Administration for Western Visayas in 2016.

He was named PNP Director for Operations in 2016 where he operationalized the Double Barrel Strategy to implement the national anti-illegal drugs campaign.

In 2018, he was the Regional Director of the National Capital Region Police Office and briefly served as Director of the Civil Security Group before he was elevated to the PNP Command Group as Chief of Directorial Staff.

Prior to his newest appointment, as the Deputy Chief for Administration on concurrent capacity, he was Commander of the Administrative Support to COVID -19 Operations Task Force that provided administrative support and formulated strategic policy on PNP response to the national health crisis.

KIANGAN, Ifugao Sept. 4 (PIA) - - The province of Ifugao successfully commemorated the 75th Victory Day in this municipality on Wednesday(Sept. 2) honouring the gallantry and sacrifices of World War II soldiers and guerrillas, and the frontliners against the Coronavirus Disease 2019 (COVID-19) .

With the theme "75 Years.. Celebrating the Heroism of the Past, Present & Future", the activity started with Eucharistic celebration, wreath laying, gun salute and the program with Congressman Solomon Chungalao as keynote speaker , represented by his chief of staff lawyer Edmond Kindipan.

Chungalao stated that the commemoration is not for the surrender of Japanese General Tomoyuki Yamashita, rather it for the gallantry, heroism, valor and sacrifice of the Filipino soldiers including Ifugao guerillas that gave us the independence that we now enjoy yet on many occasions take for granted, as well as the modern day heroes leading the fight against an unseen enemy-the COVID-19.

“While today’s occasion afford an opportunity to commemorate the gallantry, heroism and valor of people who fought during the World War II, I also take this opportunity to pay tribute to our modern heroes – our frontliners. God bless your sacrifices and best efforts. And may God keep you safe always,” Chungalao said.

He also reiterated the government’s appeal to the populace of obeying basic health protocols, courtesy and discipline.

He also stressed that in this time of peril, everyone should stay strong, brave and resilient and should not only live for themselves but for others as only then that peace exists.

“Let us be heroes ourselves and follow what our government says – to be disciplined and follow protocols. In this way. We will save lives, especially the lives who will mold the future of our nation. May we all be victorious in our fight against this pandemic. So let us all keep safe,” Dalipog stated.

Retired Brigadier General Ramon Yogyog of the Philippine Army narrated some important accounts about the WWII and how General Yamashita of the Japanese Imperial army entered and surrendered in Kiangan, Ifugao on Sept 2, 1945 ending WWII in Asia Pacific.

In commemoration of this historic event, Republic Act No. 11120 declared September 2 of every year a special nonworking holiday in the province of Ifugao.

As precautionary measure for the health and safety of everyone, the organizers in this year’s event established a triage area, and the limited attendees wearing face masks and face shields were checked based on the submitted lists of participants. QUEZON CITY, Sept. 4 (PIA)—The Armed Forces of the Philippines (AFP) Chief of Staff Lieutenant General Gilbert Gapay congratulates the Philippine Navy’s contingent to the Rim of the Pacific (RIMPAC) Exercise 2020 via virtual conference today, September 4, at the Camp General Emilio Aguinaldo.

The RIMPAC is the world's largest international maritime warfare exercise series, which began in 1971.

The Naval Task Group 80.5 aboard BRP Jose Rizal (FF150) led by Captain Jerry Garrido participated in this year’s iteration of RIMPAC hosted by the United States Navy from August 17- 31 in Hawaii, USA.

Said exercises tested the Philippine’s first missile-capable frigate and its crew on its maiden voyage, which was only commissioned into service in July 10, 2020.

RIMPAC 2020 was also participated in by 10 nations, 22 ships, one submarine, and 5,300 personnel, which provided them a unique training opportunity to foster and sustain cooperative relationships crucial in ensuring the safety of sea lanes and security on the world’s interconnected oceans. A ranking military official on Friday expressed appreciation for the contribution of the Moro National Liberation Front (MNLF) in sustaining peace in the Zamboanga Peninsula.

Brig. Gen. Bagnus Gaerlan, 1st Infantry Division assistant commander, issued the statement
after an MNLF official agreed to collaborate with state security forces to sustain the peace.
“We are fortunate, that we have a president (who) understands the situation here in Mindanao. We all hoped that all his peace programs (would) be attained before his term ends,” Gaerlan said.

Abubakar Taulani, co-chairman of the MNLF’s State Revolutionary Committee, has agreed to collaborate with security forces on the ground to sustain the prosperity and development of Western Mindanao.
Gaerlan also assured support for any peace-building efforts of the MNLF in their community.

The MNLF on Thursday completed a 20-day reorientation seminar for its defense force in Barangay Napulan, Sirawai, Zamboanga del Norte.


The seminar, which aimed to support and promote peace based on a 1996 agreement, was attended by 70 MNLF members from different barangays in Sirawai town.

Meanwhile, Sirawai Mayor Gamar Janihim said they would provide livelihood assistance to the MNLF members for them to become productive and contribute to the growing economy of the municipality.

Janihim also encouraged the MNLF members to cooperate with state security forces to prevent violent incidents and other atrocities from happening in their locality.

A top official of the Philippine Army in Agusan del Sur lauded the courage of former members of underground mass organizations of the New People’s Army (NPA) for abandoning the communist rebel movement.

In a statement Friday (Sept. 4), Lt. Col. Romel A, Goce, commanding officer of the Army's 26th Infantry Battalion, reiterated that the insurgency problem in Agusan del Sur is everyone's concern.

"Insurgency is not the sole responsibility of the Armed Forces of the Philippines (AFP) but it is a shared concern and responsibility of all government agencies and members of the society,” Goce said.

Goce issued the statement following the surrender of 46 members of the Magkahiusang Masa Farmers Organization (MAMAFAO)--an underground mass organization under the NPA's control--as well as 200 "mass base supporters" who yielded en masse in Barangay Maasin, Esperanza, Agusan del Sur, on Sept. 1.


“Let us work together to end insurgency threats posed by the left-leaning organizations for lasting peace and development,” Goce said.

The pledge of support of the former NPA mass supporters, he said, will amplify the efforts of different stakeholders in addressing the socio-economic issues exploited by the NPA to influence "the minds of ordinary civilians, especially in remote areas and villages".

Goce also commended the support of the local government unit of Esperanza for the surrender of the NPA mass supporters, saying it was vital to the Army's Community Support Program-- especially in the insurgency-affected barangays in Esperanza and other areas in Agusan del Sur.
The mass surrender ceremony was also graced by Esperanza town mayor Leonida P. Manpatilan and the different line agencies of the government.

US Marine Lance Cpl. Joseph Scott Pemberton on Friday asked the Olongapo City Regional Trial Court (RTC Br. 74) to turn down the motion for reconsideration filed by a relative of victim Jeffrey "Jennifer" Laude to stop his release from prison.

In a six-page opposition, defense counsel Rowena G. Flores asked the court to deny the motion for reconsideration "for lack of personality to file the same and for lack of merit".

"The motion for reconsideration is asking the Court to treat Pemberton differently from all other persons convicted by final judgment without any legal basis and in flagrant violation of the equal protection clause," Pemberton's counsel said.

The defense also said "since the judgment debt awarded to the private complainant (Laude's relative) has already been paid and satisfied (the) private complainant has already lost the personality to participate in further proceedings in this case".

"Allowing the private complainant to still seek any affirmative relief from the Court in relation to Pemberton's criminal liability, when he has already served his sentence in full, is not in consonance with basic precepts of fairness and equity," it added.

On Thursday, the Bureau of Corrections (BuCor) has put on hold Pemberton's release following a motion for reconsideration filed before the court questioning an order granting his liberty.

In a statement, BuCor said it "respects the court processes and will wait for the resolution of the filed motion for reconsideration".

While the normal release process is on hold, it said Pemberton remains under the custody of BuCor at its extension facility in Camp Aguinaldo, Quezon City.

Olongapo RTC Judge Roline Ginez-Jabalde, in an order dated Sept. 1, ordered Pemberton's early release, saying he had served the minimum of his sentence for the death of Laude six years ago.

Ginez-Jabalde directed the BuCor to release Pemberton from detention “unless he is being held for some other lawful cause or causes".

The court said Pemberton served 2,142 days including the 405 days served during his preventive imprisonment. He was also credited with good conduct and time allowance (GCTA) of 1,548 days for a total of 3,690 days served.

"Accused Pemberton has a total accumulated time served with entitled of GCTA of 10 years, one month and 10 days which is more than the 10-year maximum penalty imposed by this court and affirmed by the Court of Appeals (CA)," the court said.

Pemberton is now entitled to be released for he had already served the 10-year maximum of his penalty, the court added.

The Olongapo RTC also noted an acknowledgment receipt in full of judgment award signed by Marilou Laude Mahait as representative of the heirs of Jennifer Laude stating she received, through lawyer Rowena Garcia, PHP4.65 million in a check from the Pembertons on Aug. 25, 2020.

"Though the payment of civil liability by the accused to the heirs of Jeffrey Laude is separate from his criminal liability, it is worth to note that he had already made a full payment of the damages awarded by this court in the decision dated November 18, 2015 as amended by the Court of Appeals in its April 3, 2017 decision," the court said.

The amount is broken down as follows: PHP4.32 million for loss of earning capacity, PHP155,000 in actual damages, PHP75,000 award in civil indemnity, PHP75,000 representing moral damages, and PHP30,000 representing the award of exemplary damages.

In a motion for reconsideration filed on Wednesday, the victim's heirs asked the court not to allow Pemberton's early release and insisted that the serviceman "failed to show proof of good conduct".

The Armed Forces of the Philippines (AFP) on Friday strongly denied reports claiming that its troops have maltreated and abused Aetas during an operation in San Marcelino, Zambales last month.

"We take exception to that sweeping statement by some quarters (Indigenous Peoples’ Rights International) who may have been fed false or fabricated information,"
AFP spokesperson Marine Major Gen. Edgard Arevalo said in a press statement.


He added that the AFP units are only deployed in indigenous peoples (IP) communities when responding to calls for help or assistance.

"The recent baseless charges against the Army personnel from 7th Infantry Division who operated in Zambales turned out to be hearsay, unfounded claims, and lies," Arevalo said.

Allegations coming from the communist terrorist groups and their allies claimed that 7th Infantry Division troops during their operation in Sitio Lumibao, Barangay Buhawen bombed, burned the homes, and fed human waste to Aetas in the community.

"Among those apprehended during the operations were Communist Terrorist Group (CTG) members belonging to the same IP community who perpetrated the baseless accusations of human rights violations," Arevalo said.

He added that the alleged bombing of Aeta communities by military personnel was belied by their chieftain, Marcelo Galado, in a video statement.

"Nonetheless, should they have any complaints, we encourage them to report the same to AFP units with documents or testimonies to substantiate the allegations of abuse and we will take appropriate actions," Arevalo said.

He added that the AFP does not tolerate in its ranks transgressions of peoples’ rights.

"As a matter of fact, we are protectors of human rights especially of IPs who often fall victims to abuse and exploitation by CTG and blame the AFP for it," Arevalo said.
