Field troops of the Army’s 6th Infantry Division (6ID) have overrun another enclave of extremist combatants of the Bangsamoro Islamic Freedom Fighters (BIFF) in Maguindanao, bringing to four the number of BIFF lairs captured in two weeks.
Soldiers from the 57th Infantry Battalion occupied on Thursday Barangay Magaslong in Datu Piang town, discovering trenches and makeshift shelters left by BIFF gunmen amid the military’s surgical operations revived two weeks ago, a 6ID statement said.
It was the fourth rebel hideout to fall in two weeks of operations against all three BIFF factions in Maguindanao towns surrounding the 220,000-hectare Liguasan Marsh, meant to neutralize all three factions in the group.

A gun battle erupted between members of the Army’s 79th Infantry Battalion (79IB) and more or less 10 New People’s Army (NPA) fighters in the mountainous area of Barangay Mabini in Escalante City, Negros Occidental Thursday night.
Based on information provided by the 303rd Infantry Brigade (303IB), the 79IB received reports from local residents on the NPA’s presence in the area, prompting them to conduct combat operations against the rebels.
Government forces traded bullets with the rebels for at least 10 minutes until the latter withdrew.
Brigadier Gen. Benedict Arevalo, 303IB commander, has yet to give an update as of yesterday, although reports suggest that some of the rebels surrendered to the 79IB hours after the battle, while others are still on the run.
The army did not suffer any casualties in the battle, although it is believed that some of the rebels may have been wounded in the fight.
The fight also forced Toboso town Mayor Richard Jaojoco to cancel classes in his municipality for the security of the students.
Local residents have also reportedly fled following the battle and are temporarily being sheltered in evacuation centers. The army and local government units have already provided food and medical supplies to the affected residents.
The 79IB is presently conducting hot-pursuit operations against the rebels.

CPP/Ang Bayan: AFP illegally arrests two minors

Elements of the 88th IB illegally arrested and detained two minors in Sitio Sanggiapo, Barangay Sinuda, Kitaotao, Bukidnon on February 18 at around 11 a.m. The victims were identified as Loujean Antian Lumbatan, 17, a student of Sinuda High School, and Ara Mystica Antian Pangcat, 10, a student of Cabalansihan Elementary School. They were detained inside the camp until 11 p.m.
The victims’ parents and relatives who trooped to the camp to ask about their whereabouts were outrightly rejected by soldiers who bluntly denied that the two are under their custody. The victims attested that they were prevented from speaking out at that very moment. After the incident, the victims were brought to the headquarters of the 88th IB in Maramag where they were subjected to intense interrogation. They were only released in the afternoon of February 19.
Terrorism in Negros
Armed agents of the regime continue to victimize civilian residents in Negros. Added to the violations perpetrated by the military and police are recent cases of intimidation, destruction of property and illegal arrests perpetrated by elements of the 94th IB and the Philippine National Police (PNP) Regional Office 7.
Intimidation. Elements of the 94th IB blocked on March 2 more than 400 delegates of a humanitarian mission who were supposed to probe into the situation of communities that are currently being occupied and terrorized by armed state elements in Guihulngan City, Negros Oriental. The delegation was composed of various organizations and formations that stand in solidarity with the victims of fascist and tokhang-style attacks of the 94th IB and PNP troopers against the residents of Guihulngan City under the guise of Synchronized Enhanced Managing of Police Operations (SEMPO) or Oplan Sauron.
Most recently reported among the attacks perperated by the 94th IB was the torching of Tisoy Pasinabo’s house in Sitio Panagtugas, Barangay Trinidad in the said city on February 24 at around 3 a.m. Members of the Pasinabo family were among the 87 residents who evacuated on January 28 due to relentless intimidation against them by the soldiers.
The residents temporarily evacuated to San Carlos City, Negros Occidental. Victims treated by doctors showed signs of trauma due to the terror and fear sparked by continuing military operations in their communities. In an interview, an elderly resident of Sitio Kasingan attested that she was not able to sleep since the soldiers arrived.
Militarization. Residents reported that 110 AFP and police troopers occupied sitios Tabalogo and Malatanglad in Barangay Budlasan, Canlaon City, Negros Oriental. Residents were terrorized by the house-to-house operations and investigation conducted by the military.
Illegal arrests. On February 22 at around 2:00 a.m., combined units of the 94th IB, PNP-Criminal Investigation and Detection Group and Special Action Force, under the command of PS/Insp. Ruben E. Verbo Jr., illegally arrested five civilians in Barangay Budlasan, Canlaon City, Negros Oriental. The victims were identified as Guillermo Casipong Sr., 62, his children, Jerome and Guillermo Jr., Emilio Mahinay, and Francing Maribong. A soldier threatened to kill Mahinay and held him at gunpoint while being interrogated. The victims are currently detained in the Canlaon City Police Station. In Mabinay, Nimrod Balansag, a peasant-leader of KAUGMAON-Kilusang Magbubukid ng Pilipinas (KMP) was also arrested on February 15. All victims were slapped with trumped-up charges of illegal possession of firearms.
In a statement by KMP on March 3, it condemned the accelerated fascist attacks against peasants in the province carried out under the US-Duterte regime’s Memorandum Order 32 which effectively placed the whole Negros Island under indefinite martial rule. It called for an independent probe on Oplan Sauron which is being utilized by the AFP and PNP in perpetrating human rights violations.
Meanwhile, progressive organizations, human rights defenders, academics, lawyers, journalists and church people in Cagayan de Oro condemned the list issued by the AFP which maliciously linked them to the New People’s Army and the Communist Party of the Philippines. The said list was issued by the 4th ID last February.

THE “PERSONA NON grata” declarations against the New People’s Army (NPA) is a product of the intimidation and psywar campaign of the Armed Forces of the Philippines (AFP). This was revealed by Ka Rigoberto F. Sanchez of the NPA-Southern Mindanao Region after successive broadcast about the so-called condemnation of the NPA by various local government units and Lumad communities in regions within the area of responsibility of the AFP Eastern Mindanao Command.
Sanchez said that the psywar and intimidation campaign is a result of “peace and development outreach programs” launched by the military under the “whole-of-nation approach” of its Oplan Kapayapaan. The military is relentlessly launching “peace-building seminars” in Davao City, Davao Oriental, Compostela Valley, Davao del Norte, Bukidnon and Caraga. The AFP is using its paramilitaries such as the Alamara and Bagani to intimidate and compel Lumad councils to participate in such seminars. Afterwards, they are forced to participate in rallies and carry placards with anti-insurgency calls.
The military is also using these “seminars” to promote its corruption-ridden Enhanced Comprehensive Local Integration Program, notoriously known as its fake surrender campaign. In Compostela Valley on February 20, three farmers illegally arrested by the 71st IB in Sitio Binogsayan, Barangay Napnapan were presented as “NPA surrenderees.” This was despite the definitive statement by local government officials that the arrested, identified as Eddie Avila, Graciano Embalsado and Pulpy Lariwan, are civilian residents of the said barrio.
On top of this, the AFP are also tagging legal organizations, progressive partylists and non-government institutions defending human rights and working for the welfare of peasants and Lumads as fronts of the CPP. Thus, the AFP is endangering members and leaders of the said civilian institutions as targets for arbitrary arrests and killings.

Last February 26, the Communist Party of the Philippines (CPP) declared March 2019 as “NPA Month” in commemoration of the 50th founding anniversary of the New People’s Army (NPA) on March 29. This is in celebration of all the victories and advancement of the people’s war in all fields.
The CPP challenged all revolutionary forces to pay tribute to the genuine army of the people with the theme “Advance the people’s war until victory!” This is in response to the relentless fascist attacks of the Duterte regime and the masses’ worsening plight.
In conjuction with the celebration, NPA units are expected to mount tactical offensives across the country to defend the people’s rights and concurrent with the advancement of genuine land reform and the establishment of mass organizations up to organs of political power. This is also alongside the mounting of punitive actions against the most notorious agents of the Duterte regime.
Amid the regime’s attempts to hinder the spread of the message of the revolutionary armed movement, the information, education and propaganda campaign must be instensified to propagate the justness of the armed struggle.
The CPP urged everyone to issue statements, create posters and brochures for recruitment, write poems, songs and stories, produce paintings and other artworks, and mount demonstrations. Maximize the internet and social media to propagate the revolutionary task of the NPA. Belie the “terrorist” tag by the US-Duterte regime and expose who the real terrorist is.
The whole month of March is an opportunity to convince the most number of mass activists both in urban centers and the countryside to join the people’s army, echo and propagate the slogans: “Serve the people! Serve the revolution!” Likewise, utilize the celebrations to raise the ideological, political and organizational capacities of Red commanders and fighters.
“Highlight the efforts and optimism of the Filipino people in carrying forward the people’s war to a higher level and its nearing complete victory,” ended the CPP.

CPP/Ang Bayan: NPA units in CL, ST seize 16 firearms

UNITS OF THE New People’s Army (NPA) in Bulacan and Mindoro Oriental launched two consecutive military actions on February 25 at 26 wherein 16 firearms were consfiscated and the destructive operation of a notorious company was paralyzed.
Bulacan. The NPA-Bulacan successfully raided the office and detachment of the Seraph Security Agency (SSA) in Barangay San Isidro, San Jose Del Monte City, Bulacan on February 25, 7:14-9:00 p.m. Seized during the attack were 12 high-powered rifles, two pistols, ammunition and seven Icom radios.
SSA has around 40 armed security guards and goons hired as mercenaries of Ayala Lands and Bangko Sentral ng Pilipinas (BSP). These institutions are notorious for grabbing about 700 hectares of land from farmers, Dumagats and Remontados. Ka Jose Del Pilar of the NPA-Bulacan, said that these mercenaries are used to terrorize and force residents to sell their lands at extremely low rates to Ayala Lands and BSP. This has resulted in the eviction of about 200 families from the said barangay.
Oriental Mindoro. The NPA-Mindoro launched a punitive action against Sta. Clara Power Corporation (SCPC), a destructive mining and energy corporation in Barangay Malvar, Naujan, Oriental Mindoro, on February 26, at around 3 p.m. The NPA paralyzed the batching plant and 44 heavy equipment of the company including a backhoe, five trucks, two payloaders, a crusher and a cement mixer. The Red fighters were also able to confiscate a 9mm pistol, a shotgun and eight Icom radios.
Ka Madaay Gasic, NPA-Mindoro spokesperson, said that the action is a response to the MindoreƱos’ cry for justice over the unparalleled damages caused by SCPC’s multimillion-peso hydroelectric power project in Naujan and Baco, Oriental Mindoro. When and after Typhoon “Nona” hit the province in 2015, about 3/4 of the province’s population was affected by massive mudfloods due to the continuous underground blasting and logging operations of the SCPC in the mountains. The mudfloods claimed more than 10 lives, and destroyed P1.5 billion-worth of infrastructure and P2.9 billion-worth of agricultural properties.

Combined personnel of the 34IB and the 57th Infantry Battalions engaged in a 20-minute gunfight with 10 BIFF members in Barangay Penditin at around 12:50pm on March 21.
Said firefight resulted in the recovery of an M2 Carbine, war materials, and two Anti-Personnel Mines of the BIFF.
“The successful operation is attributed to the community who gave their full support by providing vital information that led to the destruction of a suspected lair of the terrorist group,” said Major General Cirilito Sobejana, JTF Central Commander.
Ground troops continue their combat operations against BIFF and Daesh-inspired members in Maguindanao.
“We will sustain our offensives, penetrating enemy stronghold, to neutralize terrorists and end extremism in Central Mindanao,” said Lieutenant General Arnel Dela Vega, commander of the Western Mindanao Command.

FORMER LIBYAN firebrand Nur Misuari has threatened President Rodrigo Duterte if his demand for a shift to federalism fails.
Duterte revealed that Misuari, chieftain of the Moro National Liberation Front (MNLF), would go to war if Manila fails to pursue the shift to federalism which the President is also advocating.

Misuari is accused of rebellion by authorities for the September 2013 deadly attack on Zamboanga City. “Sabi niya, O sige, pero ito ang gusto ko, federalism, sabi ni Misuari and I am making it public and you can ask the persons who were there. Sabi ni Misuari, if you do not give it to me, let me be very honest, I will go to war,” ABS-CBN quoted Duterte as saying during a PDP-Laban campaign sortie in Marikina City.
Duterte said he told Misuari: “Sabi ko, I understand that, Nur. So ganito na lang gawin natin. Let’s form a panel because we have to inform the people.” In a separate report by the Manila Times, it said Misuari told Duterte that his group wants a federal system because it was an undelivered promise of former President Corazon Aquino.
“I told him, day-to-day they will be briefed, how will they want the federal system? Will it be like the Bangsamoro Organic Law or a different type?” Duterte was quoted as telling Misuari.
Duterte, who admitted being a good friend of Misuari, did not say whether he felt threatened or not, but he has been protecting the former rebel chieftain from arrest by authorities and admitted interceding to the police and military so Misuari would be free to move around without any fear of being arrested.
He also admitted that he intervened to allow Misuari to travel abroad to attend two conferences of the Organization of Islamic Cooperation in Abu Dhabi and Morocco despite criminal charges against the MNLF leader. “He came to see me to ask me to intercede in his behalf that he be given temporary pass to go out – kasi may kaso siya eh, ipi-preso siya dito – para maka-attend ng OIC,” Duterte said.
Misuari is also facing graft charges at the Sandigan Bayan over the alleged anomalous purchase of education materials when he was governor of the defunct Autonomous Region in Muslim Mindanao.
Misuari denied all criminal and graft accusations against him. While Misuari is enjoying his liberty, government leaders and residents of Zamboanga City are demanding justice for the deadly siege that left over 200,000 people without homes following weeks of street battles between security and MNLF forces that killed and wounded some 300 civilians.
It was the second time that MNLF forces raided Zamboanga. In November 2001, Misuari’s loyal forces also attacked Zamboanga and left dozens of civilians dead and wounded. Heavily-armed MNLF gunmen also took hostage over 100 civilians, including women and children, and used them as shield and pawn so they can escape to Basilan and Sulu provinces.
In 2016, Mayor Beng Climaco banned all MNLF rallies in Zamboanga City following attempts by Misuari’s group to hold a peace caravan. “I am giving you a categorical no, you must not disturb Zamboanga anymore. If you want to come up with your rally, make it in your area, Zamboanga will not welcome a rally by MNLF, not at this time because you still have to be accountable with the killings and devastations we are suffering from,” Climaco said.
“The destruction wrought by the 2013 siege continues to linger, as internally displaced persons – both Muslims, Christians and Lumads, most of whom are those who eluded the conflicts in Sulu and Basilan – have suffered the brunt of the MNLF attack in Zamboanga,” Climaco said.
Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted.
Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards.
Misuari’s loyal forces and former MNLF rebels, who joined the Philippine Army following the peace accord, attacked a key military base in Sulu’s Jolo town and civilian targets in Zamboanga in an effort to stop the government from calling an election in the autonomous region where Misuari wanted to be a perpetual governor.
Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. He also ran thrice for governor in Sulu even while under detention, but lost miserably.

22 March 2019 Clashes between the forces of the Philippine government and various non-state armed groups over the last several weeks in Mindanao have displaced around 50,000 people in the provinces of Bukidnon, Lanao del Sur and Maguindanao. According to reports, the clashes also caused casualties and injuries among parties to the conflict, but also among the civilians. The ICRC teams from different offices on the ground have been assessing the humanitarian needs on the ground, and have started to provide direct response, working in coordination with other actors, notably the Philippine Red Cross (PRC).
LANAO DEL SUR
More than 1,800 families (9,000 people) were displaced since last week due to fighting between the Philippine military and Islamic State Ranao (also known as Maute group) near Tubaran and Pagayawan. Majority of the displaced families fled to nearby evacuation centers, while some sought shelter with relatives ("home-based") around Marogong. Living conditions are difficult for those in evacuation centers due to limited access to water and sanitary facilities, and food supply is not sufficient. The ICRC, which has access to this remote and complex area, stepped in to distribute half-month food rations, household and hygiene items to around 6,500 displaced people in Tubaran and Pagayawan, with the PRC. It has assisted rural health units in Tubaran and Pagayawan with essential medicines, supplies and equipment and is also building emergency toilets in the main evacuation centers. The aid to displaced people in Marogong and Binidayan will follow next week.

Around 180 families from Sitio Pandarasdasan and Cawayan have been displaced in evacuation centers in San Fernando and Malaybalay in Bukidnon since mid to end February. These residents fled their homes due to clashes in their villages. Living conditions are dire for the evacuees who sleep on the floor without mats and blankets. Access to water and sanitation facilities are constrained. The provincial government provided food supplies in early March but it may not be sufficient if the displacement continues. After conducting an assessment, the ICRC distributed essential household items to more than 650 displaced people in San Fernando and Malaybalay.
MAGUINDANAO
Since the end of February, the government forces have engaged with the Bangsamoro Islamic Freedom Fighters (BIFF) located across Salbu-Pagatin-Mamasapano-Shariff Aguak or the "SPMS box" and the adjacent marshlands in Maguindanao. Sustained fighting intensified at the beginning of March, forcing around 39,600 people out of their homes, according to the Department of Social Welfare and Development.
The ICRC conducted field assessments and is set to provide food and household items to around 4,250 displaced people in Datu Saudi, Datu Unsay and Shariff Aguak. Two major hospitals and seven rural health units are getting medicines and medical supplies, and when access is safe, interventions will be done for improved access to water and sanitation.

A report from the Philippine Army’s 79th Infantry Battalion (IB) on Friday afternoon stated that 381 individuals sought shelter at the DoƱa Rosorio Baldevia Elementary School in Sitio Sta. Ana, Barangay Mabini, Escalante City.
In the adjacent Toboso town, 301 persons were evacuated to San Jose National High School in Barangay San Jose.
Following the incident, Toboso Mayor Richard Jaojoco issued an executive order declaring the suspension of classes on Friday in 11 public elementary and high schools located in the vicinity and neighboring villages of Barangay Jose.
Lt. Col. Emelito Thaddeus Logan, commanding officer of 79IB, said the soldiers encountered about 10 New People’s Army (NPA) fighters in Sitio Fuentes, Barangay Mabini, Escalante City around 7:15 p.m. on Thursday.
He said the gun battle lasted for about 10 minutes after which the rebels fled, with around three or four of them believed injured as indicated in the bloodstains found.
Logan added that during the clearing and pursuit operations, an NPA member surrendered but has yet to be identified.
The troops also recovered medicines worth at least PHP300,000 and a record book containing an inventory of the items along with several boxes of assorted canned goods.
“The recovered medicines and canned goods left by the NPAs during the encounter may have come from their extortion activities or from support they are receiving from someone,” Logan said.
A joint Quick Reaction Team led by Logan and Major Win-Love Bag-ao, commander of 33rd Civil-Military Operations Company, along with Mayor Jaojoco and Escalante City Mayor Eddie Montero distributed relief goods and conducted a dialogue with the affected residents.

A military official said Friday leaders, consultants, and staffers of the National Democratic Front of the Philippines who are holding safe conduct pass can now be arrested with the termination of the peace talks.
Brigadier General Edgard Arevalo, spokesperson of the Armed Forces of Philippines, said safe conduct passes that were issued to individuals for being consultant to the peace negotiations ipso facto (by the act or fact) loses efficacy when the peace negotiation was terminated.
“This follows that such individuals availing of such safe conduct passes may now be validly arrested,” he said.
President Rodrigo Duterte announced Thursday the termination of talks between the government and communist group.
"I would like to announce that I am no longer entertaining any interventions or maybe persuasions in this democratic state of the Republic of the Philippines. My sense is that you can maybe talk to the next president of this republic one day," he added.
He earlier terminated the appointments of the five-man government panel led by Labor Secretary Silvestre Bello III.
Also on Thursday, presidential spokesperson Salvador Panelo said localized panels will be formed following the dissolution of the government panel.
He said sectoral representatives, local government units and the military will make up the panels for localized peace talks with the communists.
Arevalo said since January 2018 to date, more than 11,000 New People’s Army regulars, supporters, and sympathizers went down from their mountain hideouts to rejoin their families, avail of government benefits, and live normal lives.

He moves heaven and earth to prevent it because it will further relegate him to history’s dustbin and render him and his ilk, as they are now, insignificant,” he said.

The Armed Forces of the Philippines (AFP) said on Friday (March 22) that cancelling the peace talks with the Communist Party of the Philippines (CPP) was the right move.
“Dapat lang. 31 years of deceptive ploys using peace talks, across five administrations, only resulted to more terrorist NPAs being released, an opportunity for the CTG (communist terrorist groups) to recruit and recover lost areas of influence, publicity for Joma [Sison] in the international arena as a ‘dove,’” AFP deputy chief of staff for civil-military operations Brig. Gen. Antonio Parlade, Jr. said in a message sent to media on Friday.
Parlade added that the decades-long peace process “wasted government funds spent for negotiations and junkets, opportunity losses for investments and development because of prolonged and intermittent fighting.”
“They had their best chance when peace was offered again to them by PRRD [President Rodrigo R. Duterte], offering Cabinet posts in good faith for them to help in good governance but they blew it by attacking projects, killing society forces, and even innocent civilians,” he said.
President Rodrigo Duterte on Thursday permanently ended the peace negotiations and told the communist rebels to just talk to the next administration.
MalacaƱang followed this up with an announcement that a new panel will be created to pursue localized peace talks with communist members on the ground in line with the government’s new whole-of-nation approach to end the 50-year armed struggle.

But for CPP Founder Jose Maria Sison, there is nothing new in Duterte’s latest move to scrap the peace talks with the Reds, likening him to “an old broken record.”
“As far as the NDFP (National Democratic Front of the Philippines) is concerned, Duterte formally killed the peace negotiations on Nov. 23, 2017 with his Proclamation 360 terminating them,” Sison said in a statement released Thursday evening (March 21).
The communist leader added that Duterte was just “merely driving more nails into the coffin of the peace negotiations under his regime.”
He also claimed that the President only wants to implement fake localized peace process controlled by the military, instead of negotiating with the CPP national leaders.
“Instead of peace negotiations at the national level by the duly-authorized panels of the GRP (Government of the Republic of the Philippines) and the NDFP, what Duterte wants is fake localized peace negotiations staged and controlled by the military and military-occupied Office of the Presidential Adviser for the Peace Negotiations,” he said.
But according to AFP, Sison was just trying to muddle the issue to conceal his panic over Duterte’s decision.
AFP Spokesperson Marine BGen Edgard Arevalo said in a statement that Sison is well aware that local peace engagement has been immensely successful.
“Mr. Sison has the temerity to call President Duterte ‘stupid’ for thinking that government will be successful in attaining peace by engaging NPA (New People’s Army) Commanders and fighters on the ground instead of the CPP-NPA’s national leadership,” Arevalo said.
“Mr. Sison consistently calls localized peace talks as a “waste of people’s money”, “cheap trick”, “absurd and stupid”, and by other deriding terms. He moves heaven and earth to prevent it because it will further relegate him to history’s dustbin,” he added.
The AFP official said that since January 2018, more than 11,000 NPA fighters and sympathizers have returned to the government’s fold after realizing that they have been deceived.
“But enough is enough. 50 years of duplicity, deceit, and murder of thousands of his comrades on mere suspicion of being military informants or have expressed desire to go back to mainstream society must stop,” Arevalo said.
He also called on anew to communist rebels to come out of hiding and take advantage of the Enhanced Comprehensive Local Integration Programs being offered by the current government.
“They should follow the lead of their comrades who stopped being menace to society and are now experiencing a life free from hunger, fear, and uncalled for perils fighting government. They should take advantage of the Enhanced Comprehensive Local Integration Programs,” Arevalo said.

TAGUIG CITY -- President Rodrigo Roa Duterte on Thursday, March 21, officially ended the dialogues between the government and the Communist Party of the Philippines (CPP).
The President made the announcement during his speech at the Philippine Army’s 122nd Founding Anniversary rites.
“I am officially announcing the permanent termination of our talks between the Government Panel and the Communist Party of the Philippines,” President Duterte said.
“I’d like to announce that I am no longer entertaining any interventions or maybe persuasions in this democratic state of the Republic of the Philippines,” he added.
The Chief Executive also said that the CPP could talk to the next president, indicating that there would be no more discussions under his administration.
“Sinasabi ko naman sa komunista, hindi naman kayo ang marunong mag-distribute ng lupa. I have been at it actually ever since I became President,” he said.
The President also announced that during his remaining years as the head of state, he would finally put an end to the war against the Abu Sayyaf and illegal drugs.
“God willing, we’d be able…maybe just not really completely eradicate it but reduce the activities or the illegal trade and the fighting to the barest minimum,” President Duterte said.
Also, the Commander-in-Chief congratulated the uniformed men and women of the Philippine Army for their significant milestones.
“Your accomplishments in both internal security and civil-military operations in many parts of the country are a testament to your unwavering commitment to defend our institutions and our democratic way of life,” the President said.
President Duterte also commended the 550,000 successfully conducted operations of the Philippine Army that led to the recovery of almost 6,000 firearms, the neutralization of more than 600 enemies of the state, and the apprehension of more than 1,700 lawless elements.
“May these gains inspire you, our valiant soldiers, to never waver in your commitment to perform your duties. Intensify our focused military operations against communist terrorist groups so that, alongside our [civil-military] operations, we may persuade more of their members to surrender and return to the folds of the law,” President Duterte said.
The President also noted that it is imperative to engage stakeholders and communities in combatting insurgency and preventing the spread of extremist ideologies, as he believes that empowering indigenous peoples and others in this regard is the key to this fight.
He then reiterated the government’s unwavering commitment to improve the uniformed personnel’s capabilities through the Second Horizon of the Revised AFP Modernization Program and to continue to promote their welfare, as well as their families’ welfare, through housing programs.
“I assure you that we will continue to pursue these programs as an expression of the Filipino people’s appreciation for all that you have done for our country,” he said.
“Indeed, we are all truly indebted to you for risking life and limb for love of country,” he added.

Before gracing the 122nd anniversary celebration of the Philippine Army, President Duterte first spearheaded the inauguration and unveiling of the Marawi Heroes Memorial Monument at the Libingan ng mga Bayani in Taguig City.
The monument honors the 160 soldiers of the Armed Forces of the Philippines and eight personnel of the Philippine National Police who were killed during the battle in Marawi against the Maute terrorists.
The nine-meter monument is made of stainless steel and was designed and sculpted by Juan Sahid Imao, son of national artist and sculptor Abdulmari Asia Imao.
The Commander-in-Chief also led the wreath-laying after the unveiling and paid his respects to the memorial monument. He even kissed the memento to show his appreciation and compassion to the fallen heroes of the Marawi City siege. (PND)

DAVAO CITY - Regional Peace and Order Council chairpersons reported 2018 gains and issues in the Joint Cluster Meeting of the National Peace and Order Council and the RPOC held March 14 at Arcadia Center, here.
The accomplishments of all regional councils centered on anti-illegal drug campaign, anti-criminality, insurgency and violent extremism, as well as community support program.
The RPOC Caraga Region highlights its resolution expanding the coverage of the landmark Peace an Development Zones (PDZs) in the region.
Agusan del Norte Governor and RPOC 13 Chairperson Angel M. Amante-Matba said, “from the original 5 barangays adopted by the RPOC-13 and the Regional Development Council Caraga Joint Resolution Number 06 series of 2017, the PDZ now covers 129 barangays, in 30 municipalities and 5 cities across the 4 conflict-affected provinces in the region.”
The RPOC 7 bannered resolutions enjoining local government units to support the Barangay at Pulisya Laban sa Krimen Program and a resolution requesting cities and municipalities to enact an ordinance that will regulate sale and dispensing of intoxicating liquors.
Compostela Valley Governor and RPOC Davao Region Chairperson Jayvee Tyron Uy highlighted an innovation coming up with a resolution formulating the Davao Region Peace, Security and Development Roadmap 2019-2034 that is conflict-sensitive and peace promoting.
“The Roadmap is anchored on the Harmonized Peace, Security and Development Framework and Convergence Program for the Transformation of so-called “geographically isolated and disadvantaged areas” (GIDAs) as well as those vulnerable families living in the “conflict-affected areas” (CAAs)”, the governor said.
He also reported that the crime statistics of Davao Region recorded a total of more than 19,000 crimes incidents in 2017 while in 2018, the total recorded crime incident was more than 13, 400 which has reduced to more than 5,600 or 30% lower than the previous year.
This is partly attributed to OPLAN Davao Kalinaw, a comprehensive inter-agency campaign in combating terrorism, criminality and insurgency, which seeks to further strengthen the enforcement of laws and ordinances, to achieve a peaceful and safe Davao region.
Peace and order councils also reported common issues faced in the regions. Common concern still centered on illegal drugs. The RPOC in Region 6 is still faced by a problem on the entry of illegal drugs in the region due to multiple ports and gateways. Illegal drugs still remain a problem despite strong efforts of agencies concerned.
The RPOC in Central Visayas shared the same sentiment with the rest finding difficulty to establish Balay Silangan, a facility designed to reform drug personalities who are not users and those who availed of plea bargaining into self-sufficient and law-abiding personalities
RPOCs also reported NPA recruitment of indigenous peoples and taking advantage of IP rights.

May kabuuang Php2.7 milyones ang ibinigay sa mga former rebels (FRs), kung saan ang bawa’t isa sa kanila ay nakatanggap ng P65,000 bilang livelihood and emergency assistance.
Ang FRs na isinuko ang kanilang mga armas ay nakatangap ng additional cash bilang remuneration at depende ito sa halaga ng baril na kanilang sinurender.
Isinagawa rin ang groundbreaking ceremony ng halfway house para sa mga FRs.

May kabuuang Php2.7 milyones ang ibinigay sa mga former rebels (FRs), kung saan ang bawa’t isa sa kanila ay nakatanggap ng P65,000 bilang livelihood and emergency assistance.
Ang FRs na isinuko ang kanilang mga armas ay nakatangap ng additional cash bilang remuneration at depende ito sa halaga ng baril na kanilang sinurender.
Isinagawa rin ang groundbreaking ceremony ng halfway house para sa mga FRs.
Ayon kay Brigadier General Roberto Ancan, commanding officer ng 1st Infantry (Tabak) Division, Philippine Army, ang halfway house ay magsisilbing venue ng rehabilitation, healing session, education at skills training activities ng mga FRs.

ORANI, Bataan -- American and Filipino soldiers are now almost halfway in constructing an additional school building for the Pag-asa Elementary School in an upland village here.
The project is one of the humanitarian and civic assistance undertakings under the Philippines–United States Balikatan Exercise which will officially be held April 1-12.
Taking part in the construction of a one-storey, two classroom-building in Barangay Pag-asa are members of the Armed Forces of the Philippines, specifically from the PAF’s 355th Wing and their American counterparts.
The construction began last March 12 and is set to be finished on April 12 this year.
Roberto Surait, Grade 6 teacher of Pag-asa Elementary School, said they have more than 300 pupils in the school.
“May 48 – 51 pupils ang bawat classroom namin kaya kailangang-kailangan ang additional classroom. Suwerte kami at kami ang nabigyan ng Balikatan (There are 48 to 51 pupils in our every classroom, that is why there is a need for an additional classroom. We are lucky that we were given by the Balikatan),” he said.
Surait said construction of the sturdy and nice building is fast.
The said facility is one of the two projects included in the Engineering Capability Program activities of Balikatan 35-2019.
"The partnership between the countries involved in this activity creates change not only in transforming the Philippine Army but also in shaping the environment. We are looking forward that this project would enhance and develop a peaceful place for education and learning,” said Lt. Col. Felix Emeterio Valdez, acting Battalion Commander of 48th Infantry (Guardians) Battalion, in a statement.
Aside from the construction of the school building in this town, Filipino and American soldiers are also renovating elementary schools in Laguna and Batangas provinces.

The Army’s 1st Infantry Division (1ID) is conducting a parallel investigation against the four soldiers linked to the attempt on the life of a former Zamboanga del Sur official in Lanao del Norte on Wednesday.
Capt. Clint Antipala, 1ID information officer, said Friday the Army launched the investigation, in coordination with the police, following discovery that the arrested four persons are 1ID personnel assigned with the 1st Infantry Division based in Labangan town, Lanao del Norte.
The four suspects were arrested at a checkpoint by policemen in Bacolod, Lanao del Norte, several minutes after riding in tandem gunmen shot and wounded Nacianceno Pacalioga Jr.--a former mayor and vice mayor of Dumingag, Zamboanga del Sur.
“In the light of the recent incident allegedly involving our personnel, the 1st Infantry Division is immediately conducting a thorough investigation. We are in close coordination with the PNP (Philippine National Police) and our parallel investigation is in support of the probe being conducted by the PNP which took custody of the suspect," Antipala said.
Pacalioga, 57, had just got out of his vehicle in Barangay Esperanza, Bacolod in Lanao del Norte to urinate when he was shot by unidentified suspects on a motorbike.
He was on his way to Zamboanga del Sur from Iligan City when the incident happened.
Antipala said the Philippine Army remains a professional organization and it has control over its troops.
“We pledge to give due process in the conduct of a proper investigation. Erring Army personnel will be dealt with accordingly with the full force of our military justice system,” Antipala added.
Pacalioga served as mayor of Dumingag town from 2007 to 2016 and as town vice mayor in 2016. He was dismissed from his post in 2017 by the Office of the Ombudsman for deliberately omitting several properties from his 2011, 2012, and 2014 Statement of Assets, Liabilities, and Net Worth (SALNs).
He was charged with “Falsification of Official Document and Serious Dishonesty” for not declaring 10 parcels of land located in different barangays in Dumingag town.
Pacalioga was indicted with three counts of perjury and three counts of violation of Section 8 in relation to Section 11 of the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act No. 6713).

Efforts to counter violent extremism among Muslims in Sarangani province continue to gain ground through the provincial government’s innovative Madaris Tarbiyyah program.
Asma Akmad, coordinator of Sarangani’s Commission on Muslim Affairs, said Friday more Moro residents are now aware of violent extremism and are making efforts to counter the problem in the area.
Akmad said such accomplishment was mainly due to the mainstreaming by the provincial government in the past three years of the Madaris Tarbiyyah.
The program engages Moro residents by way of education and capacitating them to prevent the entry of violent extremism into their communities.
“We have been dealing with it even before extremism became a major issue in 2017,” she said, referring to the five-month siege by members of the Islamic State-inspired Maute group in Marawi City.
She said Sarangani initiated dialogues and awareness campaigns focusing on countering violent extremism after the Davao City bombing in 2016.
Tarbiyyah, according to Akmad, is an Arabic term that means “to nurture one child from one stage to another until he/(she) becomes righteous and obedient.”
In Sarangani, she said the concept is used to empower Moro communities against violent extremism by educating them on “the true teachings of the Holy Qur’an, which rejects all forms of terrorism.”
Akmad said the Sarangani provincial government pursued the program mechanism to ensure the correct interpretation of the tenets of the Muslim religion and its teachings. It eventually launched Madaris Tarbiyyah as a grassroots-driven and anti-violent extremism strategy under Sarangani’s Madaris for Peace Project, she said.
She said the approach focuses on the Madrasah as the primary learning institution of Moros. A total of 49 Madaris centers have already been established in the past three years in six of the province’s seven component municipalities.
For his part, Governor Steve Chiongbian Solon said the people of Sarangani are the ones who can protect the province from the threats of violent extremism.
“Because they use violence, it scares the people. It is terrorism and that’s what we are fighting against,” he said.
The governor said Moro stakeholders have committed to prevent the province from becoming a “playground” of extremists.
In Sarangani, he said the Ustadz, Imams, elders and groups like the Moro Islamic Liberation Front are the ones encouraging Moro communities to suppress radical Islam.
Sarangani’s Madaris Tarbiyyah has been recognized as one of the country’s best practices on the prevention of violent extremism. The province was feted by the United Nations Development Programme (UNDP) during a coordination and national action planning conference in Bangkok, Thailand in July 2018.

SHARIFF AGUAK, Maguindanao -- Military troops pursuing the Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) in Maguindanao have recovered more anti-personnel mines, mortars, rifles, and communication devices from the extremist group.
On Thursday, elements of Army’s 37th Infantry Battalion (IB) said they found an abandoned safe house in Barangay Penditin, Shariff Saydona Mustapha town with three anti-personnel mines at about 7 a.m.
The improvised bombs were kept in the ceiling of the house made of wood and bamboos. A few hours after, troopers belonging to the 34IB clashed with about 20 BIFF members in the same village that lasted for 30 minutes.
The militants splintered into smaller groups and fled after the firefight. In an ensuing clearing operation, 34IB troopers found one Carbine rifle, two anti-personnel mines, and personal belongings of BIFF members.
“The civilians are supporting the government by providing vital intelligence information that led to positive results in our surgical offensives,” said Maj. Gen. Cirilito Sobejana, commander of the Army’s 6th Infantry Division based in Maguindanao.
On March 20, Army personnel also found improvised anti-personnel mines, four live rocket-propelled grenades, two 60-mm. mortar rounds, ammunition, and black powder components inside a BIFF bunker in Barangay Magaslong, Datu Piang town.
“We suspect it could be a bomb-making workshop of the BIFF due to the recovery of huge amount of bomb components,” said Sobejana, also chief of the military-led Joint Task Force Central.
More than 20 BIFF and a soldier have been reported killed in the military offensives that began on March 11.
A total of 11 soldiers were also injured. Sobejana said pursuit of BIFF remnants will continue so long as the threat from the terror group remains in Central Mindanao.

Now that President Rodrigo R. Duterte has permanently terminated the peace talks with the communist rebels, the Armed Forces of the Philippines (AFP) urged New People's Army (NPA) rebels and their supporters to abandon the armed struggle and return to the fold of the law.
AFP Public Affairs Office Chief, Col. Noel Detoyato, said Friday that they would persuade the rebels to surrender and avail of the government's livelihood assistance, and not just focus on armed engagements.
"We have troops addressing the armed groups and the local government units are also helping in the promotion and conduct of local peace talks. But now that it is formally declared by the President, the AFP will be relentless in pursuing the armed groups not only with arms but with offers for them to abandon the armed struggle and avail of the benefits offered by Task Force 'Balik Loob' and the counterpart benefits from the LGUs (local government units)," Detoyato said in a message to the Philippine News Agency (PNA).
Task Force "Balik Loob" is the government body tasked to implement the Enhanced Comprehensive Local Integration Program (E-CLIP), a community-based national program to address the security, economic, social, and psychological rehabilitation needs of former members the Communist Party of the Philippines – NPA - National Democratic Front (CPP-NPA-NDF) and the Militia ng Bayan.
Among the benefits and other forms of assistance given to beneficiaries are safety and security, PHP15,000 in immediate assistance, PHP21,000 to defray the subsistence or meals cost, support for relocation, security for the former rebels and his/ family, PHP50,000 in livelihood assistance, temporary shelter, PhilHealth enrollment, medical assistance package, housing assistance and/or housing unit, modified Conditional Cash Transfer, legal assistance, livelihood materials, healing and reconciliation initiatives, and any additional assistance.
Detoyato said Executive Order (EO) 70, which institutionalized a whole-of-nation approach in attaining peace and created a National Task Force to End Local Communist Armed Conflict, would address the void left by the termination of the peace talks with the communist rebels.
"The local and international sources of funds fueling the armed rebellion and the groups fronting for them are now being addressed. With this, we are confident that this 50-year-old (CPP founder Jose Maria 'Joma') Sison-induced insurgency is nearing its irreversible downward trend going towards irrelevance," he said.
Duterte on Thursday officially announced the permanent termination of the peace negotiations with the CPP-NPA-NDF during the 122nd Philippine Army founding anniversary in Fort Bonifacio, Taguig City.
The President said he would no longer entertain “any interventions or maybe persuasions in this democratic state of the Republic of the Philippines” and mentioned the government's preference for localized peace engagements.
The NPA is listed as a terrorist organization by the United States and the European Union.

President Rodrigo R. Duterte was given a first-hand look of the Philippine Army's (PA) newly-acquired state-of-the-art equipment during its 122nd founding anniversary celebration Thursday.
Army spokesperson, Lt. Col. Ramon Zagala, in a statement said Duterte toured the PA's Multi-Purpose Mobile Treatment Facility, which provides a rapid, deployable and operational military facility for mobile battalions when conducting military operations.
Zagala said the facility can be transformed into an office, supply room, barracks, and conference room.
Duterte also visited the Forward Treatment Facility that provides surgery for ground troops during military operations and advanced trauma care during disaster relief and humanitarian missions.
The two facilities can be deployed in areas where there are minimal resources and time constraint, Zagala added.
During the anniversary program, Duterte gave recognition to soldiers who displayed courage and gallantry in battle, best performing civilian personnel, CAFGU Active Auxiliary, and Reserve Officers Training Corps cadets.
The Distinguished Conduct Star (DCS), the second highest military award in the Armed Forces, was awarded to Sgt. Arnel S. Alberto, Cpl. Roel P. delos Reyes, and Pvt. Jerry N. Wassig for their courage and gallantry as they fought against Maute terrorists in separate encounters.
The Gold Cross Medal (GCM), the fourth highest military award, was awarded to 1st Lt. Francis Hernaez, 1st Lt. William S. Hiponia, 1st Lt. Antonio M. Cortes Jr., and Staff Sgt. Juljiri M. Abdurajik for their gallantry in action as they fought against New People's Army (NPA) rebels in Compostela Valley, Camarines Sur, Lanao del Sur and Bukidnon, respectively.

In recent years, it successfully defended the state against terrorists during the Zamboanga Siege in 2013 and in Marawi in 2017.
Prior to the anniversary program, Duterte also led the turnover, unveiling, and blessing of the Marawi Heroes Memorial Monument (Pylon) at the Libingan ng mga Bayani in Taguig City.
The Pylon honors the 160 soldiers of the Armed Forces of the Philippines and eight personnel of the Philippine National Police who were killed in action.

President Rodrigo R. Duterte was given a first-hand look of the Philippine Army's (PA) newly-acquired state-of-the-art equipment during its 122nd founding anniversary celebration Thursday.
Army spokesperson, Lt. Col. Ramon Zagala, in a statement said Duterte toured the PA's Multi-Purpose Mobile Treatment Facility, which provides a rapid, deployable and operational military facility for mobile battalions when conducting military operations.
Zagala said the facility can be transformed into an office, supply room, barracks, and conference room.
Duterte also visited the Forward Treatment Facility that provides surgery for ground troops during military operations and advanced trauma care during disaster relief and humanitarian missions.
The two facilities can be deployed in areas where there are minimal resources and time constraint, Zagala added.
During the anniversary program, Duterte gave recognition to soldiers who displayed courage and gallantry in battle, best performing civilian personnel, CAFGU Active Auxiliary, and Reserve Officers Training Corps cadets.
The Distinguished Conduct Star (DCS), the second highest military award in the Armed Forces, was awarded to Sgt. Arnel S. Alberto, Cpl. Roel P. delos Reyes, and Pvt. Jerry N. Wassig for their courage and gallantry as they fought against Maute terrorists in separate encounters.
The Gold Cross Medal (GCM), the fourth highest military award, was awarded to 1st Lt. Francis Hernaez, 1st Lt. William S. Hiponia, 1st Lt. Antonio M. Cortes Jr., and Staff Sgt. Juljiri M. Abdurajik for their gallantry in action as they fought against New People's Army (NPA) rebels in Compostela Valley, Camarines Sur, Lanao del Sur and Bukidnon, respectively.

A peace advocacy group on Friday called on the national government to take control of the discussion regarding peace agreements with local communists.
"Ang GRP (Government of the Republic of the Philippines) panel ang may matibay na posisyon to negotiate on a superior strength. Tayo ang lehitimong republika (The GRP panel has the stronger position to negotiate on a superior strength. We are the legitimate republic)," La Independecia spokesperson Ka Mario Laudades said .
The group, whose members are former rebels turned peace advocates, staged a rally in front of the central office of the Department of Labor and Employment in Manila to show their support for President Rodrigo Duterte's localized peace negotiations with the communist group.
"Positibo ang magiging pagtanggap ng regional commands ng CPP/NPA (New People's Army) sa ganitong mungkahi dahil nagsimula ang rebelyon dahil sa lokal na kapabayaan (This [localized peace talks] would be positively received by the regional commands of the CPP-NPA because the rebellion started with the neglect in the local level) ," said Laudades, who is also an indigenous people (IP) leader from Ifugao and former communist cadre.
Laudades said President Duterte has long recognized that the insurgency in the country would not be solved by military solution but with a holistic program that would address the concerns of the communities and pushes for the genuine development in the countryside.
Laudades added that the lawyer of the rebels, Fidel Agcaoli, has always wanted to hold exploratory talks in a foreign land.
"Nakakatawa dito, ang GRP ang sunod sunuran sa gusto ng CPP. Mula sa pag release ng political detainees, agenda na paguusapan, venue etc. (Funny thing here was the GRP has been subservient to the CPP's demands. From releasing political detainees, setting the agenda for the meetings, venue and etc.)," Laudades said.

Prosecutors will resolve soon whether to file before the courts charges for illegal possession of firearms and explosives lodged against National Democratic Front (NDF) peace consultant Renante Gamara and retired priest Arturo Joseph Balagat.
The Philippine National Police (PNP) on Friday presented Gamara and Balagat before Assistant State Prosecutor Florencio dela Cruz for inquest.
The respondents waived their rights to a preliminary investigation.
Last Thursday, the PNP National Capital Region Police Office (NCRPO) raided the house of Balagat in Brgy, Poblacion 2, Imus, Cavite after receiving reports of the priest keeping weapons and harboring individuals.
Recovered were a 9mm pistol, two hand grenades and gadgets containing subversive information and PHP90,000 cash.
In 2012, Gamara was arrested in connection with the death of Pfc. Eriberto Eclavea in Mauban, Quezon and the murder attempt on a rebel returnee.

It’s just right that President Rodrigo Duterte permanently terminated the peace talks with the Communist Party of the Philippines (CPP) as the Reds are just using the talks as a “deceptive ploy” to replace "the government with a proletarian dictatorship,” a ranking official of the Armed Forces of the Philippines (AFP) said Friday.
AFP Deputy Chief-of-Staff for Civil-Military Operations, Brig. Gen. Antonio Parlade Jr., welcomed President Duterte’s announcement on permanent termination of talks with the communists and the latter’s preference for localized peace engagements.
Parlade said the CPP and its founder, Jose Maria “Joma” Sison, were just using the the peace talks not to really attain peace but to gain international publicity, raise funds and increase their strength.
“Thirty-one years of deceptive ploys using peace talks, across five administrations, only resulted to more terrorist NPAs (New People’s Army) being released, an opportunity for the Communist Terrorist Groups (CTGs) to recruit and recover lost areas of influence, publicity for Joma in the international arena as a 'dove', wasted government funds spent for negotiations and junket, opportunity losses for investments and development because of prolonged and intermittent fighting,” Parlade said in a message sent to the Philippine News Agency (PNA).
The CPP and its affiliates, he said, have badly handled what probably was their best chance for peace when President Duterte offered them the proverbial olive branch on the very first days of his term, pointing out that the Chief Executive even appointed their nominees to his Cabinet as a sign of good faith.
Duterte has appointed UP professor Judy Taguiwalo and former Anakpawis party-list Rep Rafael Mariano to head the Department of Social Welfare and Development and Department of Agrarian Reform, respectively. He also appointed former Gabriela party-list Rep. Liza Maza as secretary of the National Anti-Poverty Commission.
Taguiwalo and Mariano were both rejected by the Commission on Appointments while Maza resigned from her post.
“But they blew it by attacking projects, killing security forces, and even innocent civilians,” Parlade said.
The President scrapped the peace negotiations in early 2017 after the CPP-NPA carried out consecutive attacks on security forces and civilians despite existing unilateral ceasefires announced by both the government and the communist movement.
Parlade also derided recent attempts of the CPP to resume the peace talks, saying these were made due to the movement's diminishing resources and field strength.
“Now that their foreign sources of funding are threatened and droves of regular NPAs are surrendering with our E-CLIP ( Enhanced Comprehensive Local Integration Program), they again attempted to reach out to the President,” Parlade said.
The E-CLIP, which was institutionalized by President Duterte on Apr. 3, 2018, provides a complete package of assistance and interventions to former communist rebels and their immediate families to prepare them for integration to mainstream society.
These include skills development training from the Technical Education and Skills Development Authority, PhilHealth enrolment, housing, livelihood and legal assistance, among others.
Nevertheless, Parlade doubted that a resumption of talks with the Reds would yield better results.
“We can’t expect a better result with another round of talks without Joma changing his end state - which is still a national democratic revolution and supplanting our government with a proletarian dictatorship. Read the CPP Constitution and Programs, series 2018, and it is still there" he said.
Parlade said the government is ready to finally end the communist threat through Executive Order No. 70 that President Duterte signed on Dec. 4, 2018.
EO 70 provides for a whole-of-nation approach in defeating the local communist terrorist groups.
The EO created the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), chaired by the President, “to synchronize the utilization of the government's instrumentalities of power with the capabilities of private sector stakeholders to finally end the 50-year long deceit, lies and atrocities committed by the communist terrorists against the people.”
“The NTF-ELCAC will finish this terrorist menace once and for all, and with that comes real government service, not tokenism, livelihood for the poorest especially in conflict affected areas, legal action for those who support these terrorist group, an entire bureaucratic convergence to address issues exploited by dissidents and a determined leadership. With President Duterte himself leading the charge, how can we go wrong?” Parlade said.
Parlade also lambasted Karapatan and Ibon Foundation for their consistent lies.
“How can they sell their fabricated stories of killings, worsening cases of alleged human rights violations when apparently Filipinos are happier with current policies of the government? We just climbed 2 notches higher in the World Happiness Report. They just have to work harder with their lies,” he added.
Gains of localized peace talks
Meanwhile, AFP spokesman, Brig. Gen. Edgard Arevalo, slammed Sison for calling President Duterte “stupid” for pursuing localized peace talks with the NPA instead of re-engaging with the Utrecht.
“Mr. Sison has the temerity to call President Duterte ‘stupid’ for thinking that government will be successful in attaining peace by engaging NPA commanders and fighters on the ground instead of the CPP-NPA’s national leadership,” Arevalo said in a statement.
“Mr. Sison speaks like a smart aleck to conceal his panic. He is of course aware that localized peace engagement has been immensely successful,” he added.
He said since January 2018, localized peace talks have resulted in the surrender of more than 11,000 NPA regulars and supporters who have realized the deception made on them by the CPP-NPA-National Democratic Front (NDF) leadership that are mostly based in Utrecht, Netherlands.
“They have realized that they have been deceived and have descended from their mountain hideouts to rejoin their families, avail of government benefits, and live normal lives,” Arevalo said.
He said Sison, whom he described as an old man enjoying life in the Netherlands, is doing everything to prevent localized peace talks because it will further relegate him and his ilk to insignificance.
“Mr. Sison consistently calls localized peace talks as a waste of people’s money, cheap trick, absurd and stupid, and by other deriding terms. But enough is enough,” Arevalo said.
He added that 50 years of duplicity, deceit, and murder of thousands of his comrades on mere suspicion of being military informants or have expressed desire to go back to mainstream society must stop, not tomorrow but today.
“They should follow the lead of their comrades who stopped being a menace to society and are now experiencing a life free from hunger, fear, and uncalled for perils fighting the government,” he added.
