MAKILALA, North Cotabato – The Armed Forces of the Philippines sent its Mobile kitchen to Makilala, North Cotabato to give quake victims necessary food support through hot meals. On November 15, 2019, from Davao del Sur, AFP mobile kitchen arrived at Internally Displaced Individuals (IDP) center in Santos Land, Poblacion, Makilala, North Cotabato.

November 16, 2019, AFP personnel started to serve hot meals to some 126 families, coming from Barangay Buena Vida and Buhay, all of Makilala, in Santos Land IDP center. Evacuees expressed their heartfelt gratitude to the AFP for the support that the troops extended in this most trying times.

From feeding the defenders of war-torn Marawi, it now serves to feed the quake victims in North Cotabato.

Philippine Army’s 10th Infantry (Agila) Division led by Major General Jose C Faustino Jr and other senior Officers visited the evacuees in Santos Land and commended the troops who served the evacuees with hot meals. “With all other generous organizations, group or private individuals, 10ID and the whole AFP are your partners in providing immediate needs of the quake-stricken communities in Davao del Sur and Makilala, North Cotabato. Rest assured that while we are conducting Humanitarian Assistance and Disaster Response operation, 10ID is relentlessly performing its core competency (warfighting), to protect the people from Communist Terrorist Group and left-leaning organizations supportive to the NPAs,” he said.

“In time of distress, we do non-traditional role to help our fellow Filipinos and prevent possible threats in exploiting the situation,” MGen Faustino added.

The AFP mobile kitchen in Santos Land, which was donated to the AFP by South Korea in the aftermath of Yolanda, will also serve evacuees in other IDP centers in North Cotabato.

Lt. General Felimon T. Santos Jr. , Commander of Eastern Mindanao Command lauded the efforts of the Mayor Florencio T Flores, Jr of Malaybalay City in initiating the surrender of the members of the Communist Terrorist Group that brought about the recovery of nine high powered firearms on November 15, 2019.

“With all stakeholders working together, we look forward to achieving more in our peace efforts.” Lt Gen. Santos Jr. said

On November 11, 2019 a certain alias Jay/Jr and alias Gelai/Venus voluntarily surrendered to Malaybalay City Mayor Florencio T Flores, Jr and 403rd Brigade Commander Brigadier General Edgardo Y De Leon.

During the conduct of the interview by Ltc. Sergio P Macarandan, Jr, Battalion Commander of the 1st Special Forces Battalion, the two divulged the existence of an armed cache in a forested area in Sitio Kubayan, Brgy Kibenton, Impasug-ong, Bukidnon.

Upon verification, elements of the Special Forces yielded nine high-powered firearms and war materials consisting of five 5.56mm M16A1 rifles; one 5.56mm R4A3 rifle; one M14 rifle; one (1) Carbine rifle; one (1) AK47 rifle; one Telescope; 30 magazine assemblies; assorted live ammunition of different calibres; and two commercial radios.

The surrenderees and firearms are now being processed under the E-CLIP procedure.

The Australian government has vowed to further strengthen its defense cooperation with the Philippines to address the perennial problems of terrorism in the country; the recent was several cases of suicide bombings in Sulu.

In a statement, the Department of National Defense said Australia’s defense capability support to the Philippines will continue under the Enhanced Defense Cooperation Program which was discussed during the ASEAN’s Defense Ministers Meeting-Plus held in Bangkok, Thailand on November 16.

Lorezana met with Australian Minister for Defence Linda Reynolds during the event.


“Minister Reynolds and Secretary Lorenzana agreed an Enhanced Defence Cooperation Program will allow the Australian Defence Force to continue delivering the capacity-building support for counter-terrorism cooperation requested by the Philippines,” the DND statement read.

“The Program will also provide funding certainty and greater flexibility to meet the broader needs of the Australia-Philippines bilateral defense relationship,” it added.

Australia has been providing counter-terrorism capacity training to over 10,000 members of the Armed Forces of the Philippines after the Marawi City siege in 2017 under the Operation Augury-Philippines.

In its website, Australia’s Defense department described Operation Augury – Philippines as the Australian Defence Force’s partnership activity with the Armed Forces of the Philippines focused on sharing experiences and approaches to countering complex urban terrorist tactics.

“Australia’s participation is focused on providing insight and experiences from recent ADF operations in the Middle East and Afghanistan, and the Armed Forces of the Philippines sharing knowledge from their recent experiences in Marawi, it said.

“The program is a collaborative exchange of tactics, techniques, and procedures. Activities occur on Philippine military bases and at sea for the maritime border protection elements,” it added.

The continuous support of Australia to the Philippine military, according to Philippine defense department, is a statement of the reinforced shared long-term commitment to countering the regional terrorist threat and building on the well-established bilateral defense relationship.

“This training cooperation has included essential land-based activities focused on urban combat and joint coordination skills; air training focused on enhancing air coordination in the urban environment; and maritime training activities,” the statement read.

Australia has been providing counter-terrorism capacity training to over 10,000 members of the Armed Forces of the Philippines after the Marawi City siege in 2017.

“Minister Reynolds and Secretary Lorenzana underscored that long-term engagement under the Enhanced Defence Cooperation Program will strengthen their shared commitment to regional security and stability,” the statement read.

The Philippines has been battling various extremist groups, especially in Mindanao for decades now. Despite the effort, terrorism problems continue to hit the country.

This year alone, several suicide bombings incidents were reported in Sulu that claimed the lives of scores of civilians and government forces.

A 57th Infantry Battalion soldier lost his right leg after he was caught in an improvised explosive device (IED) explosion during operations in Maguindanao.

Corporal Rex Sadava was wounded on Friday in Barangay Dasawao, Shariff Saydona Mustapha, according to Western Mindanao Command (WestMinCom) spokesman Major Arvin Encinas.

According to Encinas, the Bangsamoro Islamic Freedom Fighters had planted the IED.

Soldiers engaged the BIFF in a firefight on Monday, he added.

Based on initial reports, eight were wounded in the encounter. However, the casualty count had yet to be confirmed.

Ground troops are coordinating with community leaders and local government officials for information on the whereabouts of foreign terrorists in Mindanao.

Lt. Gen. Cirilito Sobejana, Western Mindanao Command chief, said Armed Forces chief of staff Gen. Noel Clement ordered pursuit operations against the remaining foreign terrorists being coddled by Abu Sayyaf bandits.

Clement issued the directive after DNA tests confirmed the identities of three Egyptian terrorists recently killed in Sulu.


Forensic tests conducted by the Davao regional police office showed a 99.99 percent match on the tissue samples of Reda Mohammad Mahmud, who blew herself up near a military checkpoint in Indanan on Sept. 8, and her son Abdurahmil, who was killed in a firefight with soldiers at an Army checkpoint, also in Indanan, on Nov. 5.

Abdurahmil’s DNA sample did not match with Baker al Seddik Barakat, alias Abduracman, who along with a Filipino identified only as James were also killed in the Nov. 5 encounter.

The military had earlier reported that Abdurahmil is the son of Barakat.

The terrorists were reportedly with the group of Abu Sayyaf sub-leader Hatib Hajan Sawadjaan.

Sobejana said results of the DNA tests confirm that foreign militants are training local terrorists on suicide bombing.

Maj. Gen. Corleto Vinluan Jr., Joint Task Force Sulu commander, said reports indicated that Reda was involved in bomb attacks on churches in Egypt in 2017 that left 47 people dead and 126 others wounded.

SAN FERNANDO CITY, La Union – Two New People’s Army rebels were killed, four others were wounded, and one was captured in an encounter in the vicinity of Barangay Estrella, Rizal, Nueva Ecija last Thursday.

Major Gen. Lenard T. Agustin, commander of the Army 7th Infantry Division based in Fort Magsaysay, Nueva Ecija, said authorities received a report from residents about the presence of seven armed New People’s Army rebels under the Komiteng Larangang Gerilya Sierra Madre reportedly conducting extortion activities in the area.

The Army 84th Infantry Battalion and the 69th IB and the Nueva Ecija Provincial Police Office were deployed to confirm the report.

Agustin said they chanced upon the rebels at around 2:30 p.m., triggering a fierce firefight.

Lt. Col. Honorato Pascual Jr., commander of the 84th IB, said encounter lasted for 15 minutes. Two NPA rebels were killed, four were wounded, and one was captured, he said.

Pascual said that the government troops recovered from the encounter site two M-16 Armalite rifles with 15 magazines, three caliber .45 pistols, one hand grenade, two handheld radios, 14 cellular phones, one Samsung tablet, and subversive documents.

“Our troops were immediately gave first aid treatment to the wounded rebels before they were taken o the nearest hospital for their full treatment and recovery,” said Pascual.

FORT MAGSAYSAY, Nueva Ecija -- A total of seven alleged armed members of the Komiteng Larangang Gerilya Sierra Madre of the New People’s Army (NPA) were neutralized in a focused operation of the army and police Thursday afternoon, November 14, in Barangay Estrella, Rizal town.

Two of the seven neutralized NPA members were killed, four wounded and one captured. No casualty was reported on the side of the government which consisted of the 84th Infantry Battalion (84IB), 69th Infantry Battalion and Nueva Ecija Police Provincial Office.


“The wounded were immediately given first aid by the operating troops and were rushed to the nearest hospital for treatment, the two killed were turned over to the municipal government of Rizal and the captured was turned over to the custody of Rizal Municipal Police Station for further investigation and filing of appropriate cases,” 84IB commanding officer Lieutenant Colonel Honorato Pascual Jr. said.

Security forces likewise recovered 2 M16 rifles, 3 caliber .45 pistols, 1 hand grenade, 15 M16 magazines, 2 .45 pistol magazines, 2 handheld radios, 14 cellphones, 1 tablet computer, subversive documents and extortion letters.


In a statement, 7th Infantry Division commander Major General Lenard Agustin congratulated the troops for their courageous actions and left a strong message for the rest of the communist terrorists in the province of Nueva Ecija.

“For the past two weeks, there has been a series of surrender in Nueva Ecija, and in neighboring provinces as well. We welcomed them and gave all the assistance, benefits and protection we could, to ensure that they will have the chance to start a new life. But for those who persist to challenge the duly constituted laws of the land, hinder peace and development, and sow fear in the hearts of our people, be ready for we are coming after you. We will not let you exploit the people and take advantage of their weaknesses. If you refuse our offer of help and would rather fight it out, then consider your days numbered,” Agustin said.

The Qatari delegation that visited the country in the 1st week of November meets with representatives of the Southern Philippines Development Authority led by Administrator, Abdulghani A. Salappudin.

TULUNGAN: The Qatar Fund for Development is looking into the possible funding of a P200 million project that will help develop Bangsamoro communities in the town of Tulungan.

The project, called the People Economic Advancement and Community (Peace) Villages, was among the proposals presented by the Southern Philippines Development Authority (SPDA) to a Qatari delegation of business, private, and government representatives that visited the country last week.

The Peace Villages “is a viable and self- sustaining socio-economic development program intended for the Moro National Liberation Front (MNLF) elements outside of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and which can be replicated in the areas controlled by the elements of the Moro Islamic Liberation Front (MILF),” SPDA Administrator, Abdulghani A. Salapuddin said in a statement.

Tulungan is located in the province of Zamboanga Sibugay, which is not part of BARMM. Salapuddin, a former top MNLF commander, said the “project speaks for itself and for what it means and stands for.

This is what SPDA exactly wants to achieve in this pilot project.” The Peace Villages will provide beneficiaries with homes and livelihood programs such as commercial agriculture and aquaculture.

“The two were identified as a.k.a Jolo Usman and a.k.a Jul. They are residents of Talipao, Jolo, Sulu and operating under Sibih Pisih, one of the notorious leader of the Abu Sayyaf Group,” said Lt. Col. Don Templonuevo, 44IB Commander.

“Both, however, chose to conceal in Sibugay Province since 2016,” added Lt. Col. Templonuevo.

The two handed over 2 Garand rifles.

“We continuously encourage terrorist groups and their supporters to surrender, return to the folds of the law, and become productive citizens of this country,” said Col. Leonel Nicolas, commander of the 102nd Brigade.

Meanwhile, Brig. Gen. Bagnus Gaerlan, Jr., Acting Commander of the Joint Task Force ZamPeLan, commended the efforts of the troops that led to the successful surrender of the two ASG members.

“We are happy that they have finally decided to come out of their lair and express their willingness to restart to live normally,” said Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command.

“This is a very good development of our sincere thrust for internal security here in Mindanao. Our efforts are not only for ourselves but for our future generations as well,” Lt. Gen. Sobejana added.

General Noel Segovia Clement, the newly-designated Chief of Staff of the Armed Forces of the Philippines, visited the Western Mindanao Command today, November 14.



He was welcomed with a battalion-sized military honors rendered by the officers, enlisted personnel, and civilian human resource of the command led by Lt. Gen. Cirilito Sobejana.



Also in attendance were the commanders of the joint task forces and OpCon units under the WestMinCom’s jurisdiction.

Highlights of his visit were the ceremonial demilitarization of CCSR firearms and the talk to troops held at the command’s grandstand.



The demilitarization of captured, confiscated, surrendered, and recovered (CCSR) firearms refers to the destruction of firearms by cutting and burning whereby all parts of the firearms will be rendered ineffective for use as a component of a complete firearm.



Said activity was facilitated by the 9th Forward Service Support Unit, Army Support Command, Philippine Army headed by Lt. Col. William Victorino Upano.

A total of 100 units of captured, confiscated, surrendered, and recovered firearms were presented, 2 of which were initially demilitarized and were presented to Gen. Clement.



30 of the 100 were surrendered to and recovered by the operating units in Sulu, 17 in Basilan, 24 in Zamboanga Peninsula, and 29 in Central Mindanao area.

The demilitarization symbolizes the state’s authority and victory over those who use weapons to inflict threats and terror among the people.

General Clement also visited the gallant soldiers who were wounded in a recent encounter against the ASG in Patikul, Sulu. A wounded personnel medal was then awarded to the brave soldiers who are currently recuperating at Camp Navarro General Hospital, this city.

During his talk to the men and women of WestMinCom, Gen. Clement expressed his gratitude for the honors and warm welcome rendered to him and his party.

He also lauded the troops for the numerous accomplishments of the command and further encouraged them to exert more effort for the fulfillment of all the mandated tasks.

“We need the support of everyone, your participation is necessary for the accomplishment of our mission,” Gen. Clement said.

“The general headquarters is here to support you with all your requirements needed for the success of your assigned tasks,” he added.

“Let us work together for the accomplishment of our mission,” Gen. Clement concluded.

Gen. Noel Clement is the 52nd Chief of Staff of the Armed Forces of the Philippines. He is a proud member of the Philippine Military Academy “Sandiwa” class of 1985.

He was then received by WestMinCom chief Lt. Gen. Cirilito Sobejana and his command staff at the Laong-Laan Hall of the command.

Maj. Gen. Hidalgo will grace the closing ceremony of the “Exercise Pagsasama 2019” at the Naval Forces Western Mindanao headquarters.

The multi-decorated general is a proud member of the Philippine Military Academy “Sinagtala” Class of 1986.

The 3-day BARMM Regional Task Force to End Local Communist Armed Conflict (BARMM-ELCAC) strategic plan workshop concluded this afternoon (November 15) with Defense Secretary Delfin Lorenzana as the guest of honor and speaker.

The culminating activity was held at Palacio del Sur, Marcian Garden Hotel, this city.

During the 3-day workshop, the participants proposed that the RTF-ELCAC should be changed to RTF-ELAC or Regional Task Force to End Local Armed Conflicts since the vast area of BARMM faces not only communist insurgents but other threat groups as well.

BARMM is comprised of 5 provinces including Maguindanao, Basilan, Sulu, Tawi-Tawi, and Lanao where different threat groups such as the Abu Sayyaf Group (ASG), Bangsamoro Islamic Freedom Fighters (BIFF), Daulah Islamiya (DI), Communist NPA Terrorist Groups (CNTG), and other local terrorist groups (LTG) exist.

Secretary Lorenzana, who was designated by President Duterte as the BARMM’s Cabinet Officer for Regional Development and Security (CORDS), expressed his sincere gratitude to all who contributed to the success of the just concluded activity.

“Let us work together for us to achieve a stable, peaceful, secured, and progressive Bangsamoro Autonomous Region in Muslim Mindanao,” said Sec. Lorenzana.

SND was joined by Defense Undersecretary for Defense Operations Cesar Yano, Western Mindanao Command chief Lt. Gen. ILOILO City – The Philippines Army’s 3rd Infantry Division (3ID) welcomed 254 additional soldiers during the graduation ceremony of the Candidate Soldier (CS) Classes 606 and 607-2019 on Nov. 15.

Brigadier General Eric Vinoya said the soldiers were enlisted to the rank of Private First Class after completing three months of rigid candidate soldier course and jungle warfare mountain operation course facilitated by the 3rd Division Training School.

“You have proven yourselves worthy of wearing the uniform of the Armed Forces of the Philippines, always adhere to the highest standard of excellence and professionalism as you perform your duty to the people and country,” Vinoya said, reminding the new soldiers to avoid activities that could discredit or taint the military organization.

Private Melven Zausa – a Bachelor of Science (BS) in Home Technology graduate from Barangay Ogsip, Libacao, Aklan – received the Commander, 3ID Award for topping the 127 CS Class 607-2019 with a General Point Average of 89.43 percent in all evaluated subjects.

Private Reydan Durante – an undergraduate of BS in Marine Transportation from Barangay Katipunan, Sagbayan, Bohol – bagged the same award after emerging as the top student of Class 606-2019.

Durante was also a recipient of Commander’s Physical Proficiency Awards for obtaining the highest rating in Physical Fitness Test in Class 606.

The Chief of Staff, 3ID Awards were given to Private Eraldex Alfornon of Barangay Tomonoy Moalboac, Cebu and Private Gilbert Zonio of Barangay Ganson, Jamindan, Capiz for graduating No. 2 in Class 607 and 606, respectively.

The recipients of the Commandant, 3rd Division Training School Awards were Private Abe Gape of Barangay San Nicolas, Tapaz, Capiz and Private Francis Norbe of Barangay Camindangan, Sipalay City, Negros Occidental for graduating No. 3 in Class 606 and 607, respectively.

Private Generoso Decipolo – a BS Criminology graduate from Barangay Poblacion, Mabinay, Negros Oriental – bagged the Commander’s Physical Proficiency Awards for obtaining the highest rating in Physical Fitness Test in Class 607.

Vinoya was optimistic that the soldiers will boost the government’s peace efforts to end decades-long local communist armed conflict in Central and Western Visayas.

Negros Oriental’s multi-agency task force gathered various government agencies for a “Dagyawan sa Barangay (barangay dialog)” in a far-flung insurgency-affected village in Sta. Catalina town to bring basic government services and focus on gaps and issues in the area.

The task force is pushing “Dagyawan” as an initiative for communities to voice their concerns and propose solutions, while simultaneously bringing basic government services closer to the people, a government press release said.


“We don’t have to kill each other because that will not solve and address the insurgency problem in our province,” Gov. Roel Degamo said during the “Dagyawan in Brgy. Nagbinlod”, who addressed hundreds of local residents and government officials.

The main gaps and issues that emerged are those commonly shared by the 10 barangays identified during the "Talakayan sa Mamamayan" or consultations with barangay officials, including poor road conditions and lack of vital infrastructure such as water systems, electricity, school facilities, lack of livelihood opportunities, skills training, and other basic services.

During the gathering, Degamo said that the provincial government has budgeted P50 million for road concreting to Brgy. Avocado in the town and another P50 million for road concreting from Brgy. Dobdob in Valencia to Tamlang Valley.

Sta. Catalina Mayor Peve Ligan has pledged to repair some barangay roads to help the farmers transport their harvest easily down from the highland.

Aside from bringing together various agencies in one place, the local task force brought government services such as medical check-up, dental care, agricultural services, including distribution of coconut and fruit tree seedlings, and medicines for free during the "Gobyerno Serbisyo Caravan" at the Nagbinlod Elementary School.

MORO NATIONAL LIBERATION Front (MNLF) leader Nur Misuari met again with President Rodrigo Duterte for the nth time to discuss the peace talks and the creation of a coordinating committee between the former rebel group and the national government.

Misuari, along with his group, was in Malacañang Palace recently on the invitation of Duterte, his long-time friend and political ally, and is expected to meet again with the President in Davao City soon.

Duterte previously told the former Libyan firebrand that he ordered Presidential peace adviser Carlito Galvez to immediately form a coordinating committee between the Government of the Philippines (GPH) and the MNLF, and to convene and set the agenda for discussions.

Misuari has asked Duterte to include the influential Organization of Islamic Cooperation (OIC) in the peace talks. The OIC had played a vital role in the peace process between the Philippine government and MNLF where Misuari is the chairman.


Presidential Spokesman Salvador Panelo said the coordinating committee will serve as a venue to seek for the cooperation of the MNLF to achieve immediate peace in Sulu province by, among others, helping in combatting the Abu Sayyaf militants and to convincing MNLF relatives to return to the folds of the law. “The GPH-MNLF Coordinating Committee can expect the full support of the Office of the President, as we move towards our common goal of resolving the conflict that have caused deaths, suffering, and dislocation among the Muslims and Christians alike,” Panelo said.

“In resolving the Muslim rebellion in Mindanao, every undertaking that may lead to a lasting peace and prosperity to that region must be tried and tested until its fruition. We can do no less as a people. President Rodrigo Roa Duterte will walk the extra mile to bring harmony to the country and the nation,” he added.

Zambo Sieges

Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted. Under the peace accord, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in Mindanao, and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards.

In 2001, Misuari’s loyal forces and former rebels, who joined the military and police following the signing of the peace deal, attacked a key army base in Sulu’s Jolo town and civilian targets in Zamboanga in an effort to stop the government from calling an election in the Muslim autonomous region where Misuari wanted to be a perpetual governor.

He then escaped by boat to Malaysia where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo in exchange for MNLF support to her election bid, as well as her allies in the Senate and Congress in 2004. And in September 2013, MNLF members attacked Zamboanga City for the second time, sparking fierce clashes that lasted for weeks, and left hundreds of people dead and wounded, and displaced over 300,000 civilians. Many of the raiders were killed, but the others managed to escape following the failed rebellion.

Misuari, who is accused of rebellion by authorities for the deadly attacks, is being protected from arrest by Duterte, who interceded to the police and military on behalf of the former rebel chieftain so he would be free to move around without any fear of being arrested.

Duterte, who admitted being a good friend of Misuari, also admitted that he intervened to allow Misuari to travel abroad to attend two conferences of the Organization of Islamic Cooperation in Abu Dhabi and Morocco despite criminal charges against the MNLF leader.

Misuari is also facing graft charges at the Sandigan Bayan over the alleged anomalous purchase of education materials when he was governor of the defunct Autonomous Region in Muslim Mindanao. He denied all criminal and graft accusations against him.

OIC

Despite all these charges against Misuari, the OIC continues to support him. And in 2017, the OIC Secretary General, Dr. Youssef Al Othaimeen, in support of the peace process even convened the 4th Session of the Bangsamoro Coordination Forum in Abidjan, Cote d’Ivoire on the margins of the 44th Session of the Council of Foreign Ministers.

The OIC said it continues to deal with the MNLF through the Jeddah formula. The meeting discussed the prospects of the peace process under the Duterte administration and is part of the efforts of the OIC to close ranks between the MNLF and MILF (Moro Islamic Liberation Front which also signed a peace accord with Manila in 2014) and to help in the process of merging the two peace tracks and to consolidate realization of the inalienable rights of the Muslim minority in southern Philippines for a peaceful, just and durable settlement of their problem.

The OIC Council of Foreign Ministers also reaffirmed the importance of unity within the MNLF and the Jeddah formula. (Zamboanga Post. With additional reporting from the Mindanao Examiner.)

PAGADIAN CITY – A rogue leader of the Moro Islamic Liberation Front (MILF) has been linked to the kidnapping of a 70-year old British man, Allan Arthur Hyrons, and his Filipina wife, Welma Paglinawan, in Tukuran town in the southern Philippine province of Zamboanga del Sur.

Professor Rommel Banlaoi, chairman of the Philippine Institute for Peace, Violence and Terrorism Research, has told the Malaysian newspaper Daily Express that
the couple was spotted in Upper Maladig village in Lanao del Norte’s Sultan Gumander town and being held by at least 8 gunmen led by MILF leader Abdul Alip on the same day they were abducted, October 4.

Banlaoi said the couple may have been handed over to the Abu Sayyaf because of Alip’s links to the terror group. There were reports that the kidnappers demanded P50 million for the safe release of the victims. “The Hyrons are now believed to be under the Abu Sayyaf in Patikul, Sulu province. However, it is also possible that the couple is being held in other areas. The couple was previously seen on board a fast craft that docked in the coastal Barangay of Picong, Sultan Naga Dimaporo municipality, Lanao del Norte province on October 4.”

“On the same day, the Hyrons were seen in Barangay Upper Maladig, Sultan Gumander, also in Lanao del Norte while being guarded by eight armed members of the Moro kidnap for ransom group led by a certain Abdul Alip who is known to be a rogue MILF leader who has links with ASG leaders in Basilan. This is from ground sources validated by intelligence sources,” he said.


Police said the couple was seized by 6 armed men on the night of October 4 shortly after they arrived at their resort in Alindahaw village. The abductors dragged away the victims to the sea where a motorized boat was waiting and then escaped under cover of darkness.

A caretaker at the resort has confirmed that two of the suspects rented a cottage. Aside from the resort, the couple also owns the Hyrons College in the town.

Provincial Governor Victor Yu pledged to give P1 million reward to anyone who could point the exact location of the abductors. The British Embassy in Manila expressed concern over the safety of Hyrons.

The embassy appealed to the Philippine media to “possibly refrain from posting or take down any news coverage related to this as it could possibly jeopardize the welfare of those involved.” The kidnappings occurred during an extended martial law in the South where security forces are battling Muslim extremist groups and communist rebels in the restive region. DAVAO DEL NORTE, Nov 15 (PIA)---The Regional Task Force on Ending Local Communist Armed Conflict (RTF ELCAC) Internal Security Operation (ISO) Coordination Center is expected to pool data and information from local government units and national government agencies to address concerns on insurgency.

In an interview with the media, RTF ELCAC co-chair and Regional Development Council (RDC) XI chairperson, Provincial Governor Jayvee Tyrone Uy of Compostela Valley noted ease in coordination with member agencies with the operation center set up and made operational.


He also highly noted the crucial importance of a quick response team that would come along with the RTF ELCAC ISO coordination center that is housed at Davao del Norte Provincial Disaster Risk Reduction Management Office (PDRRMO) conference hall.

The Opcen was formally opened this morning as an offshoot to offers of Davao del Norte Provincial Governor Edwin I. Jubahib for available space at Davao del Norte Provincial Government Center for the RTF ELCAC operation center.

On top of the PDRRMC conference hall, Jubahib also made available the PDRRMO sleeping quarters for Davao del Sur, Davao Occidental, Davao Oriental and Compostela Valley provincial employees assigned to operate the provincial data and information monitors set up in the OpCen.

Aside from Uy, Regional Peace and Order Council (RPOC) chairperson, Provincial Governor Nelson Dayanghirang of Davao Oriental; Philippine Army 10th Infantry Division commander, Major General Jose C. Faustino Jr.; and Davao del Norte 2nd District Congressman Alan Dujali along with regional heads of key agencies to RTF ELCAC, attended the Opcen inauguration and meeting.

In a separate interview, Jubahib assured full security in protecting the data and information stored and shared among member agencies through the OpCen that would also serve as discussion boardroom of lead members of RTF ELCAC to address insurgency concerns.

Jubahib explained that the OpCen will run 24/7 as a restricted area closely watched by an officer of the Philippine Army with security personnel of the Provincial Government to augment the security force along with the Philippine National Police (PNP). CCTV cameras will also be installed forming part of the OpCen monitoring system.

“Tanang makasulod dinhi kinahanglan ma-verify ug kinhanglan ug clearance from us and from the focal person. (Anyone who would come in should be verified and must have clearance from us and from the focal person.),” he said referring to focals of RTF ELCAC clusters.

TACLOBAN CITY, Nov. 16 (PIA) -- “Saludo ako sa iyo!” (I salute you) This was how President Rodrigo Roa Duterte greeted each wounded soldier belonging to the Army’s 14th Infantry Battalion based in Oras, Eastern Samar who are being treated at the Saint Benedict Hall of the Divine Word Hospital in Tacloban City.

The President, on November 15, visited the seven wounded soldiers belonging to the Army’s 14th Infantry Battalion based in Oras, Eastern Samar and one police officer who was wounded in police operation.

The President honored the soldiers, the youngest of who was 25 years old and the eldest was 30, as he conferred on them the Order of Lapu-Lapu with the rank of Kampilan.

It was learned that the Order of Lapu-Lapu is given to persons in the government or private sector who have rendered extra-ordinary service or have made exceptional contributions to the success of the President’s campaign or advocacy.

Meanwhile, the Kampilan Medal is conferred on persons who were seriously wounded or suffered great loss of property as a direct result of their participation in such action.

The WIA soldiers at DWH were Sgt. Kenneth John T. Arcina; Cpl. Linlito C. Donayre; PFC Albert C. Abegonia; Pvt. Darwin D. Aborquez; Pvt. Joshua M. Pacuan; Cpl. Aljon P. Aguilos; and PFC Rex A. Batis Jr.

Divine Word Hospital Medical Director, Dr. Gil Asoy and the two other doctors attending to the wounded soldiers were around to personally inform the President the conditions of the patients.

Aside from the media, several representatives of the government’s Comprehensive Social Benefit Program were present.

The Department of Social Welfare and Development in Region 8 initially gave cash assistance of P5,000 to the wounded in action while P10,000 to the six who were killed in action; 3 boxes of family food packs. The patients will also be given medical assistance and will be assessed for further assistance.

Earlier on Friday, the President went to the 8th Infantry Division in Catbalogan, Samar to personally honor the six soldiers who were killed in action during the encounter in Borongan.

They were given the Order of Lapu-Lapu, Rank of Kalasag, posthumously, at Camp General Vicente Lukban in Catbalogan City.

The Kalasag Medal is given to officials and personnel of the government and private individuals who lost their lives as a direct result of their participation in an activity pursuant to a campaign or advocacy of the President.

The President also visited the wounded soldiers at the Camp Lucban Station Hospital to confer on them the Order of Lapu-Lapu Rank of Kampilan.

To recall, the soldiers were deployed to Sitio Bangon, Barangay Pinanag-an, late afternoon of Monday, November 11, when they encountered some 50 guerrillas. The rebels set off six improvised explosive devices during the battle killing six soldiers and wounding 20.

Former members of the New People's Army (NPA) graduates from the Masonry and Carpentry training courses offered by the Technical Education and Skills Development Authority. The graduation was held at the headquarters of the 8th Infantry Battalion on November 16, 2019.

IMPASUGONG, Bukidnon, Nov. 16 --Some forty (40) former members of the New People's Army (NPA) successfully graduated from the Masonry and Carpentry training courses offered by the government.

The training was led by the Technical Education and Skills Development Authority (TESDA) Bukidnon Provincial Office in partnership with the MMS Development Training Center Corporation and the 8th Infantry Battalion, Philippine Army.


The former rebels were also assessed and were given the National Certificates 2 indicating that they are competent in the said skills.

Glin Pasibog, a Masonry graduate, thanked the government and expressed how happy he was being chosen as one of the beneficiaries.

“I am very happy that I was endorsed by the Army to undergo the said Masonry training, I am now ready to work and I hope I could find one,” he said during their graduation ceremony held at the 8th Infantry Battalion Headquarters, November 16.

Kotie Bax, the Provincial Director of TESDA-Bukidnon congratulated the former rebels and explained the significance of the activity. “That Toga you are wearing today means you already turned into manhood, that you are now skilled workers. You can’t be called a man if you don’t know how to use a hammer,” she said.

Meanwhile, Lieutenant Colonel Ronald Illana, the commanding officer of the 8th Infantry Battalion, commended the graduates and encouraged them to use the skills they acquired to support their livelihood and help build peaceful communities.

CAMP SIONGCO, Maguindanao -- A soldier was wounded after a device planted by radicals exploded in Shariff Saydona Mustapha, Maguindanao on Friday.

Maj. Gen. Diosdado Carreon, the Army’s 6th Infantry Division commander, identified the injured soldier as Cpl. Alexander D. Flauta of the 90th Infantry Battalion based in Datu Anggal Midtimbang, Maguindanao.

Flauta and his colleagues were conducting an early morning security operation against the Islamic State-inspired Bangsamoro Islamic Freedom Fighters in Barangay Dasawao, Shariff Saydona Mustapha when the explosive along their path went off.


“The wounded Flauta was immediately brought to this camp’s infirmary following the incident,” Carreon said, vowing a continuous pursuit of BIFF members currently holed up in the 220,000-hectare Liguasan marshland situated in the borders of the “SPMS box”.

Some 4,000 members of the Citizen Armed Force Geographical Unit (Cafgu) Active Auxiliary Service in Bicol will receive PHP12,000 this December as financial support for their services to the Armed Forces of the Philippines (AFP).

Maj. Ricky Aguilar, the Army’s 9th Infantry Division (9ID) public affairs chief, said Friday the government has earmarked PHP48 million as payment for the monthly cash assistance to thousands of militiamen giving voluntary services to the AFP.

In a phone interview, he said each Cafgu member would receive PHP12,000, covering the months of July to December this year.


Last year, under President Rodrigo R. Duterte’s Executive Order 69, each Cafgu received PHP7,000 in monthly cash assistance until June this year but due to financial constraints, the amount was reduced to PHP2,000 effective July to December 2019, Aguilar said.

He said the old rate would be restored by next year after the Cafgu Active Auxiliary budget is approved and included in the General Appropriations Act of 2020.

Aguilar said the 4,000-strong Cafgu members in Bicol are deployed to Camarines Sur, Albay, Sorsogon, Camarines Norte, Masbate, and Catanduanes.

TAGUM CITY, Davao del Norte - The Regional Task Force to End Local Communist Armed Conflict in Davao Region (RTF-ELCAC 11) launched here on Friday its first Operation Center (Opcen), touted to be the first in the Philippines.

Housed at the conference hall of Davao del Norte Provincial Disaster Risk Reduction Management Office (PDRRMO), officials said the RTF-ELCAC 11 Internal Security Operation (ISO) Coordination Center will operate 24/7 and will put together the necessary information crucial to the Executive Order No. 70 issued in December 2018 by President Rodrigo Duterte.


Regional Development Council (RDC) 11 chairperson Compostela Valley Province Governor Jayvee Tyron Uy said the member agencies will provide their personnel to man the Opcen, wherein all reports, data and programs of the RTF-ELCAC 11 will be gathered and consolidated.

Uy described the facility as “very strategic”, considering Tagum City is at the center of provinces and cities in Davao Region.

"We aim for this region to be the front-runner of this administration to end local communist armed conflict,” Uy said.

He said the center will monitor armed conflicts, labor issues involving the leftist union groups while ensuring that the facility's data are protected at all times.

"Anything that will hamper the development of the communities associated with insurgency will be addressed,” he said.

On the other hand, Davao del Norte Gov. Edwin Jubahib said E.O. 70 has led stakeholders of peace and development to reassess and reshape solutions to communist armed conflicts.

Jubahib said he considers the insurgency problem as a "manifestation of deeply-rooted problems," and assured that the Opcen would formulate better solutions to respond to the challenges.

The governor also called for a unified move to address hunger, poverty, insensitivity, social inequity and social injustice “which we can address through collective effort and application of good governance as a tool of local government units.”

Davao Oriental Gov. Nelson Dayanghirang, the Regional Peace and Order Council (RPOC) chairperson, lauded the efforts of Jubahib in taking "swift action" in setting up the RTF ELCAC ISO Coordination Center.

ILOILO CITY -- The Philippine Coast Guard (PCG) in Western Visayas installed on Friday its new district commander in a change of command ceremony held at PCG 6 headquarters in Lapuz district here.

Commodore Edgar Boado, new PCG 6 commander, vowed to implement the policies of the uniformed service and continue the projects and reforms of his predecessor.

He will replace Commodore Allan Victor dela Vega who will be assigned as commander of the PCG in the National Capital Region.

Boado was the commander of PCG Eastern Visayas before his assignment in Western Visayas.


“We will continue the priority projects started of the outgoing commander, and cooperate with the PCG’s recruitment of the 4, 000 personnel before the end of the year,” Boado said in a media interview after the ceremony.

Among the priority programs of the PCG in ensuring the safety of the public are through enhanced emergency response and to curb illegal fishing, he said.

The emergency response equipment of the coast guard “is already in place” and there is still ongoing procurement of additional equipment like patrol boats and X-ray machines, he added.

“There is an ongoing procurement of search and rescue equipment, among others, on the national level and it will be distributed here in the region,” he said.

When it comes to its campaign against illegal fishing, Boado said Western Visayas also “has enough floating assets, regularly conducted operations, and apprehended a number of illegal fishing activities.”

In his speech, Boado called on the support of the personnel and officers in his new assignment.

“I anticipate your significant contribution to the betterment of the coast guard. I expect you to perform beyond expectations,” he said.

Soldiers critically injured during a clash with rebels in Borongan City, Eastern Samar said the visit of President Rodrigo Duterte to their hospital bed is proof of the Chief Executive’s genuine concern for government troops.

Cpl. Aljon Aguilos, 28, who got a serious injury on his left eye, said the President’s visit at the Divine Word Hospital here motivated him to continue the fight against the communist terrorist group.

“Although he’s very busy, he really finds time to visit us here. We really appreciate his concern for us. This gives us the reason to continue to fight to secure the Filipino people,” said Aguilos, who got injured when shrapnel from detonated explosive lodged in his eyes.

Private 1st class (Pfc) Rex Batis Jr., 23, turned emotional when President Duterte personally awarded him the Order of Lapu-Lapu, Rank of Kampilan.

“He’s really a good Commander-in-Chief. I couldn’t believe he came to see us. His presence drives us to be braver in wiping out the insurgents,” said Batis, who suffered a head injury.

Aside from Aguilos and Batis, the President also conferred the same honor to Sgt. Kenneth John Arcina, Cpl. Linlito Donayre, Pfc. Albert Abegonia, and Privates Darwin Aborquez and Joshua Pacuan.

The Order of Lapu-Lapu is given to persons in the government or private sector who have rendered extraordinary service or have made exceptional contributions to the success of the President’s campaign or advocacy.

The Kampilan Medal is awarded to persons seriously wounded or suffered a great loss of property as a direct result of their participation in such actions.

The wound soldiers also received financial assistance and new mobile phones from the President.

Before his hospital visit, President Duterte posthumously conferred the Order of Lapu-Lapu, Rank of Kalasag to the six Army soldiers, who were killed in an encounter with communist insurgents in Eastern Samar.

President Duterte arrived at Camp General Vicente Lukban in Catbalogan City to honor the soldiers who died during a November 11 clash with the New People’s Army (NPA) in Borongan City, Eastern Samar. He also condoled with the families of the victims.

The recipients of the award were Staff Sgt. Rex Jadulco, Sgt. Ronaldo Go, Sgt. Limar Banug, Cpl. Junmar Buranday, Cpl. Kent Lloyd Agullo, and Pfc. Charlie del Rosario.

The Kalasag Medal is given to officials and personnel of the government and private individuals who lost their lives as a direct result of their participation in an activity under a campaign or advocacy of the President.

Aside from those killed, 24 other soldiers were wounded during the encounter. The wounded soldiers at the Camp Lukban Station Hospital also received the Order of Lapu-Lapu, Rank of Kampilan from the President.

Four other soldiers, injured during separate clashes with the rebels, were also conferred the Order of Lapu-Lapu by President Duterte.

The dependents of the soldiers killed in action received financial aid from the government while another assistance was extended through the state’s Comprehensive Social Benefit Program.

The injured Army and police personnel were also given financial support.

Participating agencies under the social benefit program include the Department of the Interior and Local Government, Department of Trade and Industry, Technical Education and Skills Development Authority, and the Department of Health.

Other agencies providing assistance are the National Housing Authority, Commission on Higher Education, National Police Commission, and the Armed Forces of the Philippines.

SAN JOSE DE BUENAVISTA, Antique -- Suspected members of the New People’s Army (NPA) on Friday set fire to three heavy equipment used in a PHP2 million road construction in Barangay Luyang, Sibalom, Antique. 

In an interview Saturday, Antique Provincial Police Office Deputy Director for Operations, Lt. Col. Norby Escobar said
three units of heavy equipment of the F and T Construction were partially burned by around 30 fully-armed men who introduced themselves as NPA rebels.


“Two men prior to the burning of the three units of heavy equipment went inside the bunker of the contractor and introduced themselves as NPAs,” he said.

The foreman and a laborer, who informed the police about the incident, were inside the bunker when the rebels poured gasoline on a road roller, a hydraulic excavator, and a road grader and set the equipment on fire.

“The F and T Construction based on the report of the Sibalom Municipal Police Station is owned by contractor Cecila Falcis,” he said.

Escobar said the heavy equipment units are still serviceable as these were only partially burned as it was raining when the armed men torched them.

He said the Bureau of Fire Protection Antique provincial office is investigating the extent of the damage on the heavy equipment.

“The police is investigating into the possibility that the burning of the heavy equipment could be due to the extortion activity of the NPA when the contractor did not give in,” Escobar said.

Another angle being looked into, Escobar added is that the NPA staged the scenario to ambush responding members of the Sibalom Municipal Police Station but failed.

He also urged other contractors who have infrastructure projects in Antique to coordinate with them if they have received extortion feelers so authorities could patrol their project sites.

Escobar said what the NPA had done is anti-development for it will delay the road construction project in the area.

All 10 towns in the second legislative district of Northern Samar have declared the New People’s Army (NPA) as persona non grata, a strong indication that people in the rebel group’s stronghold province reject the NPA ideology, the Philippine Army reported on Friday.

The town of Palapag formally denounced on Thursday the presence of the communist terrorist group in their area, completing the list of 10 municipalities in the said district that have declared NPA as unwelcomed.

The towns that condemned the NPA earlier included San Roque, Gamay, Catubig, Las Navas, Silvino Lubos, Laoang, Mapanas, Pambujan, and Lapinig.


The Philippine Army’s 20th Infantry Battalion (20IB) based in Las Navas, Northern Samar welcomed the move of these local government units to denounce the atrocities of the communist terrorist group.

On November 11, the towns of Mapanas and Lapinig conducted a joint Municipal Development and Peace and Order Council meeting. It was the first time in the history of Northern Samar with two municipalities converged to end the communist insurgency in the province.

Lt. Col. Juan Gullem, 20IB commander, said more local governments have been joining the campaign to wipe out insurgency by 2022.

“The people of Northern Samar can no longer tolerate the intimidation, chaos, and extortion activities brought by the Communist Party of the Philippines-NPA. In 2019 alone, various atrocities and activities by the rebels have been recorded,” Gullem said in a statement.

These include the shooting of military personnel doing community work in Quirino village, Las Navas town last April 13.

After two days, armed rebels ambushed two soldiers conducting a survey with the Corps of Engineers on the proposed road project in Catoto-ogan village, also in Las Navas.

The incident that sparked public outrage was the death of 10-year-old Jay Raymunde when rebels detonated an anti-personnel mine in San Miguel village, Las Navas on April 17. The village chief was also killed by rebels on April 25.

Also in Las Navas, rebels harassed army personnel engaged in community support programs in San Francisco village on April 23.

Even the army patrol base securing the Samar Pacific Coastal Road Project in Dulay village, Laoang, Northern Samar was not spared from the NPA attack on May 21.

In Poponton Village, Las Navas town an army detachment was also assaulted on August 9 and 11.

The most recent NPA attack was the bomb strike in Pinanag-an village in Borongan City, Eastern Samar on November 11, killing 6 soldiers.

“The communist terrorist group has organized a series of anti-government demonstrations utilizing women, children, elderly and persons with disability in Las Navas, Northern Samar through the NPA front organizations. They call for the pullout of the military in Las Navas, but silent on the atrocities of NPA,” Gullem said.

Northern Samar is considered to be the NPA’s stronghold in Eastern Visayas due to poor road network, thick forest, high poverty incidence, and low level of education in upland communities.

The NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The top official of the Philippine Coast Guard (PCG) on Friday gave assurance that the planned 4,000 recruits of officers for commissionship and personnel for enlistment before the end of 2019 will all be included in the training.

PCG Commandant Vice Admiral Joel Garcia, in a media interview, said the PCG recruitment has been approved by the Department of Budget and Management, provided it will be expedited until December 2019.

“We are required before the end of the year. The challenge there is where to accommodate (trainings). What we will do is we will spread the training nationwide,” Garcia said.

Among the locations eyed to hold the recruitment training are Iloilo in Western Visayas, Hinoba-an in Negros Occidental, Laguindingan in Cagayan de Oro, and Zamboanga.

Garcia noted that coast guard districts in these areas are equipped with the facilities needed for training recruits.

He said the 4, 000 recruits will come from the different ethnic sections of Filipinos.

“We conduct examinations in towns and in different regions to get the correct representation of Filipinos,” he said.

Despite the required number of recruits and the target date set, Garcia assured the quality of the officers and the personnel will not be compromised.

“We will not merely distributing the salary from the government. We will choose who are really qualified,” Garcia said.

He said applicants must be natural-born Filipinos who are physically and mentally fit, as well as of good moral character to apply as a PCG officer or enlisted personnel by processing an application in any of the Coast Guard District across the country.

Those who wish to apply for a PCG officer shall have a four-year college degree, professional civil service eligibility, and a passing mark at the PCG Aptitude Battery Test (ABT) for commissionship.

Applicants for PCG enlisted personnel, on the other hand, shall have at least 72 completed units or a six-month Technical Education and Skills Development Authority (TESDA) course certificate as a proof of skill or expertise in a field of practice. He/She also needs to pass the PCG ABT for enlistment.

Applicants for commissionship or enlistment shall submit the following documents to the nearest Coast Guard District for processing: Accomplished PCG ABT application form and personal information sheet that are downloadable at the PCG Recruitment Branch Facebook page, photocopy of transcript of records, photocopy of certificate or diploma, and photocopy of Philippine Statistics Authority (PSA) authenticated birth certificate.

Schedules for examination are on Nov. 30, 2019; Dec. 7, 2019; and Dec. 14, 2019, in identified Coast Guard Districts across the country.

President Rodrigo Duterte on Friday visited the wake of six soldiers who were killed in a firefight with New People's Army (NPA) rebels in Eastern Samar last Monday.

Based on photos sent to Palace reporters by Senator Christopher Lawrence “Bong” Go late Friday night, the President was seen checking the casket of each slain soldier at the Camp General Vicente Lukban in Catbalogan City, Samar.

In a text message, Go said Duterte spoke to the soldiers’ families to personally extend his sympathies and condolences, as well as financial assistance.

The President was initially scheduled to meet with farmers in Pigcawayan, North Cotabato but moved it to a later date to visit the wake of the military men who died while performing their duties.

The six soldiers were killed, while 20 others sustained injuries when the rebels detonated six explosives in remote Pinanag-an village in Borongan City, Eastern Samar on Monday afternoon.

Killed in action were Sgt. Rex Jadulco, corporals Ronald Go and Limar Banug; and privates 1st Class Kent Loyd Agullo, Charlie del Rosario, and Junmar Buranday.

Meanwhile, the President also visited the 20 wounded soldiers who were confined at the Camp Lukban hospital at the headquarters of the Philippine Army’s 8th Infantry Division in Catbalogan City.

Honors

In a press statement, Malacañang said the President conferred the Order of Lapu-Lapu, rank of Kalasag, on the slain soldiers, and the Order of Lapu-Lapu, rank of Kampilan, on the wounded soldiers.

The Order of Lapu-Lapu is awarded to a government worker or a private individual who has rendered extraordinary service or made exceptional contributions to the success of the President’s campaign or advocacy. The Kalasag Medal is conferred on an individual who lost his life as a direct result of his participation in an activity pursuant to a campaign or advocacy of the President, while the Kampilan Medal is given to a person who was seriously wounded or suffered great loss of property as a direct result of his participation in such action.

Malacañang said the dependents of the slain soldiers, as well as the wounded soldiers, would also get financial support from the government through the Comprehensive Social Benefit Program.

Participating in the program are the local governments; the departments of trade and health; the Technical Education and Skills Development Authority; the National Housing Authority; the Armed Forces of the Philippines; the Commission on Higher Education; and the National Police Commission.

Earlier Friday, Presidential Communications Operations Office Secretary Martin Andanar condemned the NPA bomb attack.

Army funds temporary shelters for Mindanao quake victims

The Philippine Army (PA) will acquire land where some temporary shelters, which will be used to house families rendered homeless by the series of earthquakes in Mindanao last month, will be constructed.

Funds for the measure amounting to PHP9,226,600 were from the portion of the November meal allowance donated by all Army troops.
