THREE members of the New People’s Army (NPA) were killed in a clash with the soldiers of the 26th Infantry Battalion in Sitio Damming, Barangay Zillovia, Talacogon, Agusan del Sur on Monday afternoon

Maj. Francisco Garello Jr., the civil-military operations officer of the 402nd Infantry Brigade, said they were all members of the Guerrilla Front 88 of the North Central Mindanao Regional Committee (NCMRC).

The five-minute firefight also resulted in the recovery of an M16 rifle, two shotguns, cal. 38, two grenades, anti-personnel mine, assorted ammunition, five cellphones, binocular, medical paraphernalia, 15 sets of army battle dress attires, combat boots, and subversive documents.

Brig. Gen. Maurito Licudine, the commander of the 402nd Infantry Brigade, lauded the troops’ decisive victory in tracking the rebels.

“This victory is for the people who for the longest time wanted to live without the intimidation and threat from the NPA terrorist. We urge the CNT to stop using violence as it will not solve our problems,” Licudine said.

He also offered his sympathies to the slain NPAs and assures that the bodies will be turned over to the families for a proper burial.

In his statement, Maj. Gen. Andres Centino, the commander of the 4th Infantry Division and Joint Task Force Diamond, also offered his sympathy to the families of the slain rebels. But they will do their duty to rid the communities of the threat of the NPA.

“We will continue to use the government’s might to protect the people in our area of responsibility until the peace is obtained in all the communities.”

CNT member returns to the fold of government in Sarangani

KIAMBA, Sarangani, Feb. 16– In the peace effort campaign of the Joint Task Force Central (JTFC), another Communist NPA terrorist surrendered to government troops in Sarangani Province on February 9, 2021.

According to 38th Infantry Battalion commanding officer, Lt. Col. Edgardo Vilchez Jr., a 32-year old man-former extremist turned himself to Army and PNP troops in Sitio Malayo, Brgy. Maligang, Kiamba, Sarangani Province. He was a CNT (Communist-NPA-Terrorirst) member under the Platoon Cherry Mobile, Guerilla Front Daguma, FSMR and was deceived by their terrorist leader alias Yoyo.

“The former terrorist member was long before deceived by the ideology of the Communist Terrorist Group but decided to return to the folds of government. Currently he is on lie-low status prior to his surrender and desires to have a peaceful normal life. He will be accorded with the government’s E-CLIP program to help him go back to the mainstream society,” said LTC Vilchez Jr.

Col. Eduardo Gubat, 603rd Infantry Brigade Commander lauded the 38IB troops in their peace building efforts. “During his withdrawal from the communist party, he turned over one Carbine Rifle, two magazines with four rounds of ammunitions, one Caliber .45 Pistol, one magazine with seven rounds of ammunitions, and a hand grenade.”

Meanwhile, Major General Juvymax R. Uy, 6th Infantry Division and JTFC Commander said that the surrender of former CNT member was due to the relentless Focus Military Operations, their confidence on the government security forces, and the delivery of government services to their communities.

PRESIDENT QUIRINO, Sultan Kudarat, Feb. 18 (PIA) – A newly-constructed barracks for the officers and senior non-commissioned officers (NCOs) of the 40th Infantry (Magiting) Battalion based in Brgy. Tual here, was inaugurated on February 15.

BGen Roy Galido, Brigade Commander of 601st Infantry (Unifier) Brigade, 6ID, PA, LTC Rogelio Gabi, Commanding Officer of 40IB, together with Maguindanao Governor Bai Mariam Sangki-Mangudadatu and Former Sultan Kudarat Governor Sultan Pax Mangudadatu led the ceremonial cutting of ribbon for the new facility named “Agila Hall”.

In his message, BGen Galido lauded the men and women of 40IB for being of excellent service to the people of Sultan Kudarat and Maguindanao.

“I am encouraging you to continue the good deeds and keep up the good work. You deserve this kind of facility because you have been a top performing battalion,” Galido said.

“The provincial government is focused on the delivery of government services, such as livelihood assistance for the deprived communities, particularly to the former rebels who are now returning in the folds of law,” said Governor Mangudadatu.

Soldiers of the 40IB started the construction of the barracks last November and was completed earlier this year.

PAGADIAN CITY, Feb 16 (PIA) —The chief of the Presidential Communications Operations Office (PCOO) praised the success of the Regional Task Force on Ending Local Communist Armed Conflict (RTF-ECAC) especially the surrender of the 14-year-old boy who is a member of the Communist Terrorist Group (CTG).

At a press conference held at the mayor's office on Monday, Secretary Jose Ruperto Martin Andanar thanked the Situational Awareness Knowledge Management (SAKM) Cluster of the Regional Task Force to End Local Armed Conflict (RTF-ELCAC-9) with members of the Midsalip Municipal Task Force-ELCAC for successfully negotiating the surrender of Rudy Sagino, aka Sony who lives in Sitio Pisyu, Barangay Balonay in Midsalip town and is a member of the Main Regional Guerilla Unit- Western Mindanao Regional Party Committee (MRGU-WMRPC).

During his surrender, Sagino, who is also a member of the Indigenous People (IP), revealed that he was encouraged to join the NPA units in the mountains, was instructed to carry a pistol, serve as a cook and errand in the camp of the rebels.



“As Cabinet Officer for Regional Development and Security (CORDS) Region 10, I commend the achievement of ELCAC which enabled the surrender of the warrior child Rudy Sagino. This is what proves that there really are child warriors on the ground,” Andanar said.

Andanar felt very sorry for the child's condition because the lives of the child warriors were very wasted if they remained in the hinterlands.
Andanar also announced that there are many policies created and implemented by President Rodrigo Duterte that provide great help to the poor people such as free education, free medicine, providing healthcare program for the poor, construction of Malasakit Center for the sick, and many others.

"The success of the RTF has served as an inspiration not only in region 9 but throughout the country," Andar concluded.

LAMITAN CITY, Basilan, Feb 18 (PIA) –Two identified Abu Sayyaf Group supporters in Hadji Mohammad Ajul in Basilan voluntarily surrendered to the 15th Special Forces Company in Sitio Dangkalan of Barangay Kulaybato, Lamitan City on Tuesday (Feb 16).

The two ASG supporters were identified as Abdurahman Tueblani Amuqban alias Arab and Amil Omar Husin alias Taiko, who are both residents of Barangay Candiis in the Municipality of Hadji Mohammad Ajul, Basilan Province.

The two surrenderees also yielded to the military their high-powered firearms, which include one (1) M16 Rifle and one (1) homemade M79 grenade launcher.

Accordingly, the two ASG supporters belonged to the Omar Group who provides logistical support to ASG sub-leader Furuji Indama at the height of Basilan insurgency in 2008.

With the improving peace and order situation in Basilan Province at present, they voluntarily surrendered themselves to the local authorities in order to start a new life as they have been laying low for almost a decade.

Captain Sherwin Latiera, the Commanding Officer of the 15th Special Forces Company warmly welcomed them and encouraged other ASG supporters to also lay down their arms and embrace lasting peace.

CAMP ELIAS ANGELES, Pili, Camarines Sur, Feb. 17 (PIA) - More and more high-powered firearms are being recovered by the government troopers out of the numerous successful combat operations in various parts of Bicol against the Communist Terrorist Group (CTG) operating in the region.

Just this month, five (5) firearms were recently recovered from two separate successful operations of the elements of the Philippine Army (PA) from the enemy’s grounds.

On Feb. 16, Tuesday, four (4) M16 rifles were seized by the joint elements of 2nd Infantry Battalion (2IB) and PNP when they received a tip-off from the residents of Barangay Sta. Maria, Mobo, Masbate about the presence of CTG members in the area.

This prompted the troops to conduct a security operation where they encountered at least 15 communist NPA terrorists (CNTs) around 6 o'clock of that morning. The exchange of fire lasted for 15 minutes before the enemies withdrew, leaving their firearms behind.

Lt. Col. Siegfried Felipe Awichen, 2IB Battalion Commander expressed his gratitude to the residents who immediately reported the CNTs sightings which helped them a lot in defeating the enemies and gaining the grounds.

In another encounter in Sorsogon on Feb. 14, Sunday, elements of 22nd Infantry Battalion (22IB) also received an information about an alleged CTG hideout in Barangay Calpi in Bulan town. The troops immediately verified the information and was able to find an abandoned M16 rifle inside a nipa hut.

Aside from the said high powered firearm, two bandoliers and other CTG supplies were also seized.

In a press statement made by Division Public Affairs Office (DPAO) Spokesperson CAPT John Paul Belleza, he said that Lt. Col. Nelson Mico, Battalion Commander of 22IB directed his troops to continue scouring the area to preempt any unlawful activities the CTG is planning to carry out.

Joint Task Force Bicolandia (JTFB) and 9ID Commander MGEN Henry A. Robinson, once again lauded the unwavering dedication of the troops in relentlessly pursuing the extensive operations in Bicol.

MGEN Robinson believes that the successful operations of the troops are causing a major setback on the CTG.

"These scores speak about our ever-persistent fight against communist insurgency. Paliit na ng paliit ang mundong ginagalawan ng mga komunistang teroristang ito dahil maliban sa mas pinaigting nating operasyon, nakakatanggap din tayo ng suporta mula sa mga Bicolano kung kaya mas napapadali ang paghahanap natin sa CTG. Sa mga CTG members, kung iiwanan niyo lang naman ang inyong armas kung saan-saan, mabuti pa isuko niyo na lamang 'yan sa amin at magbalik-loob na kayo sa pamahalaan (The CTG’s world kept on getting smaller every time our government troopers are winning, because aside from our extensive operations, we also received tip-off and support from the Bicolanos which makes it easier for us to locate them. To the CTG members, if you are just going to leave your firearms behind, just surrender it to us and return to the folds of law.)", he said.

MGEN Robinson stressed that when a CTG member surrender a firearm, he will receive a firearm remuneration which they can use to start a new life. They will also receive cash, livelihood, medical and educational assistance.

“However, the most important benefit of returning to the folds of the law is the attainment of our goal to make Bicol a more peaceful and progressive region. Sama-sama nating abutin ang adhikaing ito (Together, let’s make this dream come true)," MGen. Robinson said.

“It can be recalled that last February 1, four CTG members were killed, one was apprehended and ten high powered firearms were captured in an armed encounter in Garchitorena, Camarines Sur. CAMP ELIAS-ANGELES, Pili, Camarines Sur, Feb. 18 (PIA) -- 9ID and Joint Task Force Bicolandia (JTFB) Commander MGen Henry A. Robinson, Jr. PA believes that the government’s effort is now coming into full fruition, with more and more surrenderees returning to the folds of law.

Recently, 6 (six) regular members of the Communist Terrorist Group (CTG) went to 83rd Infantry Battalion (83IB) based in Mabalod-balod, Tigaon, Camarines Sur on Feb. 17, Wednesday, and voluntarily surrendered.

They also brought along with them three (3) caliber .45 semi- automatic pistols, one M653 assault rifle and one caliber .38 revolver pistol.

MGen Robinson believes that the increasing number of CTG members returning their arms and voluntarily turning themselves in is a manifestation of their trust in the government.

“CTG members and supporters yielding to the government is now the trend and we expect the number of surrenderees to rise in the coming days. With the government’s numerous programs for the people, communist insurgency is already negated in the communities. Moreover, our intensified efforts to encourage our lost brothers who got deceived by the false ideology of this terrorist group to return to the folds of the law is gaining momentum,” Robinson stated.

In a press statement from Division Public Affairs Office (DPAO), Spokesperson Capt. John Paul Belleza said that Philippine Army is attributing this development to the effective implementation of President Rodrigo Duterte’s Executive Order No. 70 (EO70) where the military and all other government agencies work in unison to bring the basic goods and services to the people.

Not only that, he said that the community is also playing a vital role in this newest trend as more and more residents are reporting sightings of CTG members in their area and have openly been showing their support to the military.

“We really appreciate our partners in the community who have shown their concern in ending this decade-long conflict and have been clamoring for genuine peace. This new batch of former rebels (FRs) will immediately undergo the process of reintegration to the mainstream society and will enroll to the Enhanced Comprehensive Local Integration Program (E-CLIP) right away,” Belleza added.

Surrenderees, under the E-CLIP, will receive firearm remuneration, cash, livelihood, medical, educational, and housing assistance.

“I would like to thank the CTG for this wise decision and for finally heeding the call of the government to abandon the movement, and that their decision honors their families and the country as well,” Lt. SAN FERNANDO CITY, Feb. 17 (PIA) – The Philippine Information Agency (PIA) Region 1 is taking the lead in the conduct of activities to raise awareness on ending insurgency in the region.

Jennilyne Role, regional director of PIA Region 1, said their agency initiated the conduct of advocacy activities as the lead of the Strategic Communications Cluster of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC).

“In line with President Duterte’s Executive Order No. 70, PIA will continue to undertake advocacy campaign that will increase people’s awareness and understanding on insurgency and will provide them information on how to counter it,” Role said.

She emphasized that for more than 50 years, the terrorist groups have been launching systematic attacks against the government and mostly the youth are being recruited to join their armed struggle.

To address this, Role said she already initiated meetings with the regional directors of the Department of Education and Commission on Higher Education and discussed possible partnership especially in the conduct of quarterly virtual fora and orientations among the students, school employees, and other stakeholders.

“They heeded my proposal, and we are finalizing the timeline when the fora will be conducted in the region” the regional director said.

COORDINATION MEETING - Philippine Information Agency Region 1 Regional Director Jennilyne Role and DepEd-1 Regional Director Tolentino Aquino met on January 21, 2021 to discuss partnership on the advocacy of Executive Order No. 70 or the whole-of-government approach in attaining inclusive and sustainable peace. Quarterly multi-sectoral fora will also be organized to engage all sectors.

Other activities set for this year include quarterly virtual presser with National Security Adviser Hermongenes Esperon and bi-monthly kapihan sessions.

“Our usual activities like radio programs, production of news and feature stories, and timely postings on social media related to ELCAC will be strengthened,” said Role.

Also, during the Network Briefing News on Tuesday Mayor Karissa Fetalvero-Paronia of Sison, Surigao del Norte recognized the country’s problem on insurgency.

“It's been almost 52 years since this country first faced the problems brought by the CPP-NPA-NDF yet even the pointless loss of countless lives; the destruction of our property worth millions and even our Lumad's loss of homes,” Mayor Paronia said.

She added: “This has been a long problem of the Philippines brought by the aforementioned organization and based on history, it only resulted to a disruption in our economy, to the progress of our country.”

The local chief executive pledged that their local government would help in solving insurgency in their area.

“Rest assured that we will solve this insurgency with the help of our uniformed personnel from the Philippine Army and the Philippine National Police, especially with the thrust of EO 70 of President Duterte together with the Anti-Terrorism Act,” she said. (JCR/VHS/JPD, PIA La Union)

PASIG CITY, Feb. 18 (PIA) -- The Armed Forces of the Philippines (AFP) Joint Task Force National Capital Region (JTF NCR) has pledged all-out support for the implementation of development projects in Metro Manila, according to its chief BGen. Marceliano V. Teofilo

Teofilo made the assurance after the JTF NCR provided support security and augmentation leading to the ceremonial launch of the Marikina River Rehabilitation Program in Marikina City on Wednesday, Feb. 17.

"This project only shows how sincere our government in elevating the standards of safety and security in the community," the offical said.

"Furthermore, it exhibits the whole-of-government effort in this undertaking. The JTF NCR, AFP will continue to work hand in hand with other member-agencies to contribute human power, equipment, and resources to support the Marikina River Rehabilitation Program," he added.

The Task Force Build Back Better (TF BBB) spearheaded the launching of the Marikina River Rehabilitation Program, to include bamboo planting, recovery of river easement, and initial dredging, for Marikina River to underscore the government’s effort in addressing the perennial flooding of communities in the area.

The AFP, for its part, in coordination with the Department of Public Works and Highways, will augment available Engineer Units and equipment to assist in the river recovery activities.

The project launch was also graced by Brigadier General Gabriel C Viray III, the Acting Deputy Chief of Staff for Civil Military Operations (J7) of the AFP, who also expressed enthusiasm about the Marikina River Rehabilitation Program.

To recall, the inter-agency project could significantly reduce flooding in low lying areas of Marikina City, Pasig City and Rizal Province.

The widening of Marikina River to its original width is only the start of a series of activities the TF BBB has identified to address the perennial problem of flooding within the Marikina River Basin.

The restored riverbanks are also being planted with bamboo to help prevent riverbank erosion and siltation. (PIA NCR)

Government troops are planning to tap former members of the New People’s Army (NPA) who have surrendered and availed of the reintegration program for the proposed new auxiliary force that would operate in parts of Sarangani and Sultan Kudarat provinces.

Lt. Col. Edgardo Vilchez, commanding officer of the Army’s 38th Infantry Battalion, said Wednesday the discussions are underway with rebel returnees from this city and nearby Sarangani province for their enlistment as members of the Citizen’s Armed Forces Geographical Unit (Cafgu).

He said they are currently pushing for the establishment of a new Cafgu company for the area that will be composed of 85 to 100 members.

The official said they have submitted a request to their higher headquarters for the creation of the additional unit to help protect communities in the municipalities of Maasim, Kiamba and Maitum (Makima) in Sarangani and Palimbang in Sultan Kudarat.

“We will prioritize our rebel returnees to compose this Cafgu company so we’re hoping that this request will be granted,” he said in a report.

Vilchez said the former NPA rebels would be a big help in terms of securing the area since they are already familiar with the terrain and conditions of local communities.

They could also assist in convincing the remaining active combatants of the communist terrorist group to also surrender and lead normal lives, he said.

Authorities earlier said the NPA units in the area, which is under the Front 73 of the Far South Mindanao Revolutionary Committee, have been significantly decimated in the last two years due to the series of mass surrenders by their cadres, supporters and militia members.

Citing accounts from former rebel returnees, Vilchez said the active regular combatants of the remaining NPA units operating in the Makima area and Palimbang have gone down to less than 40, with only 19 reportedly carrying firearms.

He said they are currently validating such report in coordination with local police units.

CAMP SIONGCO, Maguindanao – Seven more extremist Bangsamoro Islamic Freedom Fighters (BIFF) in this province surrendered to the Army’s 2nd Mechanized Infantry Battalion (2MIB), an official said Wednesday.

The surrenderers also laid down high-powered firearms when they surrendered Tuesday afternoon to the Army’s 2MIB in Barangay Midtimbang, Datu Anggal Midtimbang (DAM) town, Lt. Col. Orozco, 2MIB commander, said in a statement.

“Their surrender clearly is a signal that they believed in the government’s peace program,” Orozco said.

"Due to the hardships we experienced inside the BIFF organization, we decided to surrender,” one of the surrenderers told the military, Orozco said.

Maj. Gen. Juvymax R. Uy, 6th Infantry Division commander and concurrent chief of Joint Task Force Central (JTFC), underscored local officials' role in the surrender of lawless elements in the area.

“The influx of BIFF surrenderers is the product of the program of JTFC together with the provincial government of Maguindanao,” Uy said.

“We welcome these former BIFF members as they go to the mainstream society; our concerted efforts with the provincial government of Maguindanao will pave way for the attainment of the lasting genuine peace in this part of Mindanao,” he added.

Six more regular members of the communist terrorist group (CTG) have joined the growing number of rebel surrenderers in Bicol.

Capt.John Paul Belleza, 9th Infantry Division (9ID) spokesperson, in an interview on Thursday said at least three .45 caliber semi-automatic pistols, an M653 assault rifle and a caliber .38 revolver were also turned over by the surrenderers to the 83rd Infantry Battalion (83IB) based in Mabalod-balod, Tigaon, Camarines Sur on Wednesday.

Belleza, quoting one of the former rebels, said “Matagal ko ng gustong mag-surrender kaso tinatakot nila kami na i-sasalvage daw kami ng mga sundalo kapag mag-surrender kami. Ako ang buhay na patotoo na kabaliktaran iyon sa mga sinasabi ng kasama," (I have long wanted to surrender but they tell us that Army troops will salvage us if we surrender. I am a living proof that it was all lies).

He also said the new batch of former rebels (FRs) will immediately undergo the reintegration to the mainstream society and will be listed in the government's Enhanced Comprehensive Local Integration Program (E-CLIP).

“Under the E-CLIP, they will receive firearm remuneration, cash, livelihood, medical, educational, and housing assistance,” Belleza added.

Lt. Col. Clark Dalumbar, commander of 83IB, thanked the surrenderers for heeding the call of the government to abandon the CTG.

He said their decision honors their families and the country as well.

Maj. Gen. Henry Robinson Jr., commander of Joint Task Force Bicolandia (JTFB), attributed this development to the effective implementation of President Rodrigo Duterte’s Executive Order No. 70 (EO70) where the military and all other government agencies are enjoined to work in unison to bring the basic goods and services to the people.

Also contributing to this accomplishment is the growing support of the Bicolanos who have been clamoring for genuine peace, he said.

“CTG members and supporters yielding to the government is now the trend and we expect the number of surrenderers to rise in the coming days. With the government’s numerous programs for the people, communist insurgency is already negated in the communities. Moreover, our intensified efforts to encourage our lost brothers who got deceived by the false ideology of this terrorist group to return to the folds of the law is gaining momentum,” Robinson said.

Since last January, 20 CTG members have surrendered in Sorsogon, bringing with them 20 high-powered firearms.

On Feb. 1, the Army's successful military operation resulted in the killing of four rebels, arrest of another rebel and recovery of 10 high-powered firearms in Garchitorena, Camarines Sur.

"This string of accomplishments against the CTG clearly manifests their waning capability both in manpower and firepower that will soon lead to their defeat and total extinction," Robinson said.

Thirteen remote villages in North Cotabato have been “cleared” of the presence and influence of the communist New People’s Army (NPA), North Cotabato Governor Nancy Catamco said Thursday.

Catamco made the statement after meeting with officials of Police Regional Office (PRO) 12 (Soccsksargen) and the Army’s 10th Infantry Division (10ID) at the Provincial Capitol in Kidapawan City on Wednesday.

She said the cleared areas are covered by the End Local Communist Armed Conflict (ELCAC) program, as validated by the Area Clearing and Validation Board (ACVD) composed of officials of the 10ID, PRO-12, and 72nd Infantry Battalion (IB).

The areas are Bituan, Banayal, Nabundasan, Tuburan, Magbok, and Daig in Tulunan town; and Sto. Niño, Santa Felomina, Luayon, Malasila, Cabilao, Malungon, and Malabuan in Makilala municipality.

Lt. Col Geoffrey Carandang, 39th IB commander and representative of the 10ID, said more government services are expected to come into the villages as part of the interventions.

"The ACVD resolution (in clearing the villages) will be forwarded to (the) Department of the Interior and Local Government,” Carandang said.

Catamco directed heads of provincial government agencies to bring their services to the cleared villages and the remote areas of Arakan, Antipas, President Roxas, Magpet, Kidapawan, Tulunan, and Makilala.

She also asked the Philippine Statistics Authority (PSA) to provide free copies of authenticated birth certificates initially to 100 villagers for the NAC-LSC (Nagkakakaisang Adhikain para sa mga Cotabateños - Lokal Serbisyo Caravan) program in support of ELCAC.

Catamco said the province would provide additional funds for the free authenticated birth certificates for the next 100 applicants.

The city or municipal government will pay for the third batch of 100 applicants for the documents.

Basilan Gov. Hadjiman Hataman-Salliman strongly condemned Thursday the desecration of three chapels in the province's capital of Lamitan City.

Salliman issued the condemnation after still-unidentified persons ransacked the San Isidro Chapels in Barangay Santa Clara, Purok Little Cebu in Barangay Maganda, and Barangay Lukaybato in Lamitan City.

The saints' images in the three chapels were beheaded, and some thrown out of the chapel. The incidents occurred at a time when the Catholic faithful observed Ash Wednesday.

Salliman said described the desecration as "atrocious and discriminatory.”

“To our Catholic faithful, let this be known to you that I stand with you, as your governor, in your sentiment. We in the Provincial Government despise and condemn in the highest terms the act of defilement,” Salliman said in a statement.

“We raise our voice for justice. We demand the relevant authorities conduct an in-depth investigation on the intent of the perpetrators and get into the bottom of the case lest it will be exploited by groups or individuals whose sinister motive is to undermine the harmonious relationship that we Muslims and Christians are enjoying in the past few years as a result of the relative peace and development that we have collectively gained,” he added.

The governor called on Basileños--both Christians and Muslims--to exercise sobriety and remain calm.

“It is prudent that we need to restrain, using any modes of communication, in peddling rumors, lies, and hearsay that will cause alarm and panic among the general public. Words of peace, compassion, and goodwill must prevail. Our communities have already gone far in the road to peace and development through good governance,” he said.

Meanwhile, officials of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) also denounced the incidents, describing the ransacking as sacrilegious.

“(BARMM) Chief Minister Murad Ebrahim has ordered a thorough investigation,” Lawyer Naguib Sinarimbo, BARMM interior minister and regional spokesperson, said.

Sinarimbo said the incidents could only be perpetrated by "evil men."

Lamitan City police officials said their investigation showed indications that the culprits used sledgehammers in destroying religious statues.

Brig. Gen. Samuel Rodriguez, BARMM police director, said he has already directed the city and provincial police offices to bring the perpetrators behind bars.

A government trooper was wounded following an encounter with members of the communist-terrorist group in the vicinity of Barangay Iglilico, San Joaquin, Iloilo past 1 p.m. on Thursday.

A spot report furnished by Maj. Cenon Pancito III, spokesperson of the Philippine Army’s 3rd Infantry Division (3ID), said the team of the wounded personnel of the 79th Infantry Battalion (79IB) was conducting a house-to-house visitation as part of their community support program (CSP) when they chanced upon more or less 10 members of the Suyak (SDG) Platoon, Southern Front Komiteng Rehiyon Panay under Joven Ceralvo.

The firefight lasted for about 30 minutes and the New People’s Army (NPA) rebels withdrew southwest towards Antique.

The Army trooper obtained a slight wound on his chest and the upper portion of his right arm but is in stable condition, Pancito said.

Last month, the 61st Infantry Battalion introduced CSPs to barangays identified as geographically isolated and disadvantaged in the municipalities of San Joaquin, Miagao, Tubungan, and Leon to help address the insurgency in their areas.

These municipalities are categorized as areas affected by the Communist Party of the Philippines (CPP)–NPA but they have passed resolutions declaring the group as persona non grata.

In an interview, Pancito said they are eyeing to increase areas in Iloilo with CSPs from the current 12 to 30.

The CSP is carried out by military personnel, however, there are stages where interventions of other government agencies are necessary as part of the whole-of-nation approach.

“Our end-goal is to liberate Panay from (the) CPP-NPA. So before they will be liberated, there are parameters to include the dismantling of guerilla fronts, not just about fighting but about clearing the communities from their influence,” he said.

The CSP serves as their tool and also a prelude to the barangay development program worth PHP20 million, Pancito said, adding that they intend to “alienate” the barangays from the influence of the NPA and want them to “be resilient when the NPA is going back to their communities.”

“We intend to finish clearing all influenced areas within the year as per our national headquarters’ directive. This is part of our goal that next year, if not eradicate NPA, at least their legal fronts will be dismantled. We can make the NPA irrelevant already to the community, just like what we did to the eastern front,” he said.

The 61st IB is focusing on the southern front of the NPA that operates from Miagao towards Antique.

Another group is also operating against the Central Front of the NPA that operates from Calinog town towards Tapaz, Capiz.

“In order for us to clear the two remaining fronts of the NPA, we need to focus on clearing of barangays,” Pancito said.

The CPP-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

President Rodrigo Duterte can terminate the Philippines’ Visiting Forces Agreement (VFA) with the United States (US) anytime, Malacañang said on Wednesday.

This, after Senator Panfilo Lacson said the Senate’s concurrence is needed before Duterte can abrogate the military pact between Manila and Washington DC.

In an announcement aired over state-run PTV-4, Presidential Spokesperson Harry Roque said Duterte need not ask permission from the Senate concerning the revocation of VFA.

“Ang Presidente ay pupuwede pong bumitaw sa VFA kahit kailan po (The President can revoke the VFA anytime),” Roque said, explaining that the Supreme Court (SC) does not issue a temporary restraining order to stop Duterte’s earlier move to scrap the VFA.

On Tuesday, Lacson said senators have “something to do with international agreements” like VFA.

Citing Section 21 of Article 7 of the 1987 Constitution, Lacson said “no treaty or international agreement shall be valid and effective unless concurred in by at least two-thirds of all members of the Senate.”

Roque countered Lacson, saying the VFA is not a treaty.

“Pagdating doon sa tratado tama po kayo, nakasaad sa saligang batas na ang mga tratado kinakailangan ng concurrence ng Senado… Now, ang VFA po ay hindi tratado (When it comes to treaty, you are right, the Constitution says treaties need Senate’s concurrence… Now, the VFA is not a treaty),” he said.

Roque clarified that VFA’s role is to implement the 1951 Mutual Defense Treaty (MDT) which aims to boost the defense and security cooperation between the Philippines and the US.

“Ito ay pagpapatupad lamang ng isang tratado at ang tratado na pinapatupad ng VFA ay ang Mutual Defense Treaty (It only implements the treaty and the treaty the VFA is implementing is the Mutual Defense Treaty),” he said.

The VFA is a 1998 military pact that allows US troops who will participate in joint exercises with Filipino soldiers to visit the Philippines sans visa and passport.

The Philippines, upon Duterte’s order, formally terminated the defense deal with the US on Feb. 11 last year.

In March last year, senators sought clarification from the Supreme Court about their role in the cancellation of treaties.

The VFA was supposed to be effectively scrapped in August last year, but the Philippines on June 1 the same year put the termination on hold for six months due to “political and other developments in the region.”

The offshore patrol vessel, BRP Gregorio Del Pilar (PS-15), which was damaged after a grounding incident last 2018, is expected to be operational by July this year.

"BRP Gregorio Del Pilar (PS-15) is expected to be operational by July this year, after completion of her repairs," Philippine Navy chief, Vice Adm. Giovanni Carlo Bacordo said.

One of the ship's two variable pitch propellers was damaged along with its propeller hub following its grounding off Hasa-Hasa Shoal in August 2018.

The PN earlier said difficulties in procuring parts and the ongoing coronavirus disease 2019 (Covid-19) pandemic have moved the completion of the repairs of the BRP Gregorio Del Pilar to the second quarter of 2021.

Before the pandemic, the propeller hub for the ship was expected to arrive in July with repairs and upgrades completion slated in the fourth quarter of 2020.

At present, the BRP Gregorio Del Pilar is still on drydock in Subic Bay, Zambales.

A man, listed as the most wanted kidnapper by the Philippine National Police-Anti-Kidnapping Group (PNP-AKG), and his cohort were killed in an encounter with authorities in Zambales on Wednesday.

In a statement Thursday, PNP chief, Gen. Debold Sinas, citing reports coming from AKG director, Brig. Gen. Jonnel Estomo, said Michael Corpuz, a member of the notorious Mokong kidnap-for-ransom group, and a still unidentified cohort, were killed in a firefight in Barangay San Juan in Botolan town at around 11:20 a.m.

Acting on intelligence reports of sighting of the suspect in the area, Sinas said AKG agents launched an operation to serve a warrant of arrest against Corpuz.

Corpuz, however, engaged the arresting officers, prompting them to retaliate.

Recovered from the suspects were an M16 rifle, two handguns, and a still undetermined amount of shabu.

Corpuz is the subject of six arrest warrants issued by the Taguig Regional Trial Court (RTC) Branch 69, three of which are for kidnapping, two for child abuse, and one for carnapping.

AKG records also indicate that the Mokong KFR Group led by a certain Ryan Bon Dela Cruz is involved in kidnapping, illegal drugs, robbery hold-up, and carnapping in the National Capital Region and nearby provinces.

The same group was caught on a viral video posing as agents of the Philippine Drug Enforcement Agency (PDEA) and kidnapped three persons, including two minors in Taguig City in February 2018.

Malacañang on Thursday believed that it is the “right timing” for the United States to accept President Rodrigo Duterte’s demand for payment for the continuation of its Visiting Forces Agreement (VFA) with the Philippines.

Presidential Spokesperson Harry Roque issued the statement, as he insisted that President Duterte can abrogate VFA without getting consent from the Senate.

“Tama po ang timing nang sinabi ni Presidente na they (Americans) have to pay up now. Kasi nga po, nauna na ‘yung kaniyang desisyon na nais na niyang tumiwalag diyan sa VFA (It’s the right timing when the President said they have to pay up now. It’s because the President already decided that he wants VFA revoked),” Roque said.

Roque said the US should take the opportunity to convince Duterte to save the VFA.

He, however, clarified that the Philippines is not forcing the US to pay if it wants to keep the VFA.

“Kung gusto nilang magpatuloy ang VFA, ngayon na po ang pagkakataon dahil kinakailangan ng bagong pirmahan. At siguro, pupuwedeng isama kung magkano ang ibabayad nila kung mayroon silang ibabayad. Kung wala, okay lang din naman (If they want VFA to continue, now is the chance because another signing of the deal is needed. Perhaps, they can say how much they can give. If they have nothing to pay, that’s fine),” Roque said.

On Feb. 12, Duterte said the US has to “pay” first before he reconsiders his decision to abrogate the VFA.

Duterte said the US should give the Philippines something in return, especially since the latter is the “nearest, possible, and convenient outpost” should a war break out.

The Philippine government, upon Duterte’s order, scrapped on Feb. 11, 2020 the VFA, a 1998 defense deal inked by Manila and Washington to allow US forces to join military drills in the Philippines without the need to secure passport and visa.

However, Duterte on June 1 last year ordered the suspension of VFA termination for six months “in light of political and other developments in the region.”

The Philippines extended in November last year the suspension of VFA abrogation for another six months.

On Feb. 8, Foreign Affairs Secretary Teodoro Locsin Jr. said Philippine and US officials will meet this month to iron out differences over the VFA.

The Department of Foreign Affairs (DFA) warned any organizations or groups extending financial support either "directly or indirectly" to terrorist groups listed in Anti-Terrorism Council (ATC) resolutions.

In a public advisory dated Feb. 16 and published Feb. 18, the agency said under ATC Resolutions 12 and 13, issued pursuant to Republic Act No. 11479 or the Anti-Terrorism Act of 2020, the following are designated as terrorist organizations:

--Communist Party of the Philippines and the New People’s Army (CPP-NPA); and

--Islamic State East Asia, Maute Group, Dawlah Islamiya, and other associated groups.

"Any financial support that is directly or indirectly extended to these groups by any organization, association, group of persons or individuals shall be dealt with in accordance with existing laws and regulations," it warned.

Citing the two ATC resolutions, the DFA noted that assets of the groups shall also be "subject to investigation and/or freezing by the Anti-Money Laundering Council".

Two siblings who were separated after being recruited by communist terrorist groups finally reunited with each other after voluntarily surrendering to government forces.

"A life-changing decision to surrender and return to the fold of the law taken by Ka Redy, 25, reunited him with his long lost brother Ka Anda, 17, who joined CPP-NPA (Communist Party of the Philippines-New People's Army) as a child warrior at a young age until he was arrested recently in Northern Samar with two other Red fighters with firearms and explosives," said Philippine National Police (PNP) chief, Gen. Debold Sinas, in a statement released Wednesday night.

Sinas, citing reports from Police Region Office 8 head Brig. Gen. Ronaldo d Jesus, said Ka Redy voluntarily surrendered to the PNP after hearing that his younger brother was arrested with two others armed with firearms, ammunition, and explosives.

During the briefing with the 2nd Northern Samar Provincial Mobile Force Company led by Lt. Col. Rafael Tayaban on February 14, Ka Redy said he decided to return to the folds of government and surrendered all his weapons at Silvino Lubos Municipal Police Station.

In his statement, Ka Redy said he does not want his brother to suffer hunger and homelessness, which he experienced when he joined the communist movement.

On February 15, the siblings were finally reunited through the help of Northern Samar Provincial Police Office director, Col. Arnel Apud.

"This is a strong message to all members deceived by the communist terrorist groups, you were convinced to leave your families so that they can drag you into a failed communist campaign," Sinas said.

He also assured the two siblings that they will get assistance from the government through the Enhanced-Comprehensive Local Integration Program (E-CLIP).

The Armed Forces of the Philippines (AFP) should be able to stand alone even if the Visiting Forces Agreement (VFA) between the Philippines and the United States is abrogated.

"Well as an organization, as (the) AFP we should be able to stand alone because we cannot be so dependent on other countries. Ang sinasabi natin (what we say is) we should be on top of situation always so it is just a matter of allocating what we have, optimizing the utilization of our resources to make things happen, to solve problems, and achieve long and lasting peace and progress," said AFP chief, Lt. Gen. Cirilito Sobejana, in an interview with One News' The Chiefs on Wednesday night.

Sobejana added the VFA is for the training of a large number of troops and that American personnel are never allowed or included in actual AFP operations.

"Hindi naman sila kasama sa operations actually natin so enhancement of our capability lang ang kanilang naipamigay dahil tayo mismo physically ang humaharap sa kalaban ng ating estado (They are not actually included in actual operations. They are just providing us an enhancement of our capability because it is us who physically faces the enemies of the state)," he added.

Also, Sobejana clarified that the Mutual Defense Treaty (MDT) between the US and the Philippines is still standing despite the talks about the VFA.

"The VFA is just one, meron pa tayong (we still have the) MDT with the United States, wala pa namang pinagusapan (there are no talks about it). The MDT remains so nandun pa rin yung ating relationship (our relationship remains). VFA lang naman yung binanggit ng ating Pangulo (It was only the VFA that was mentioned by the President). The MDT, as what I have said, remains and it shall continue to function as long as walang pagbabago sa usapan (there are no changes in the talks). Let's differentiate VFA from MDT and in that treaty, it is explicitly cited that in times of aggression our allies, the US armed forces, in particular, will be on our side," he added.
