Reports say Private First Class Jhon Paulo Federico died from a landmine explosion

A Philippine Army soldier belonging to the 81st Infantry Battalion died and 3 others were wounded in an encounter with the New People's Army in Barangay Dili, Sta. Cruz, Ilocos Sur Friday, July 31.

Killed was Private First Class Jhon Paulo Federico, who hailed from Romblon. Wounded were Corporal Byron D. Denito, PFC Randolf F. Collado, and PFC Romeo C. Ittong.

Federico reportedly died from a landmine explosion which hurt his teammates.

The 3 were awarded their wounded personnel medals by Army's 7th Infantry Division Commander, Major General Alfredo Rosario Jr, on Saturday at the Fort Magsaysay Station Hospital.

According to Major Rogelio Dumbrique of the 81st IB, the Kilusang Larangang Guerilya Southern Ilocos Sur Chapter split into 3 groups when they fought the Army.

The NPA insurgents in the area was reportedly led by Rolly Galveda aka Ka Nero.

Charged with murder, a suspected New People’s Army member was arrested in Barangay Palampas, San Carlos City, Negros Occidental.

Thirty-year-old resident Rodem Berangberang was caught around 5:45 p.m. on July 30, a police report showed.


Berangberang’s apprehension was staged on the strength of an arrest warrant issued by Judge Reymar Lacaya of the Regional Trial in Sindangan, Zamboanga Del Norte on Feb. 2, 2018 yet.

The suspect was detained in the lockup facility of the San Carlos City police station.

The court recommended no bail for his temporary liberty.

DAVAO DE ORO, July 29 (PIA) - The Department of Trade and Industry – Davao de Oro is distributing livelihood packages to the micro, small and medium enterprises in 21 conflict affected barangays in Davao de Oro.

With a total of PhP 2-million appropriation, some 400 beneficiaries will each receive PhP 5,000 worth of products to aid in mitigating the effects of Coronavirus Disease 2019 (COVID-19) under the Pondo para sa Pagbabago at Pag-asenso Enterprise Rehabilitation Fund (P3-ERF) program.

According to DTI Davao de Oro, the beneficiaries are mostly sari-sari stores with business permits from the municipal government, which are located in the geographically isolated and disadvantaged areas.

Atty. Lucky Seigfred Balleque, provincial director of DTI-Davao de Oro, emphasized that aside from COVID-19 rehabilitation, the program is also in line in solving insurgency in our communities.

“Sa kining programa, ihatod nato ang serbisyo sa goberno sa kabarangayan kay mao ni ang atoang mga areas nga usually dili kay nato maadtoon. Response pud ni sa DTI sa pagtabang sa negosyante para makabangon aning pandemiya na COVID-19. Usa pud katuyuan ani is to help end armed conflict sa mga conflict areas. (With this program, we bring government services to the barangays since these are the places we cannot reach. This is also the response of the DTI in helping businesses rise up from the pandemic, another aim is to help armed conflict in the conflict areas).”

According to the data from DTI-Davao de Oro, the identified barangays in District 1 are San Isidro and Diwalwal in Monkayo, Panansalan in Compsotela, Pagsabangan and Andap in New Bataan, Bahi in Maragusan, and New Dalaguete, New Visayas and Linoan in Montevista.

In District 2, the barangays include Tibagon, Bongabong, and Araibo in Pantukan, Manipongol and Panangan in Maco, Bawani in Mawab, Bayabas and Sto. Nino in Nabunturan, Golden Valley and Anitapan in Mabini, and Longanapan and Aguinaldo in Laak.

The distribution started last July 24 in Barangay Bawani, Mawab during the Negosyo Serbisyo sa Barangay program.

Rosie Ignas, a sari-sari store owner from Brgy. Bawani, expressed her gratitude to the government for bringing the program to their far-flung communities.

“Dako kaayo’g ikatabang kini sa among tanan isip yanong mga negosyante sa barangay og magamit ni aron masustenar among pang adlaw-adlaw nga panginahanglanon,(This is a big help to all of us, as a simple entrepreneur in the barangay and we can use it to sustain our daily needs),” she said. DAVAO DEL NORTE, July 30 (PIA) – Gov. Edwin I Jubahib has renewed calls for rebels to “step down” from the mountains and surrender since the government now prioritizes giving livelihood assistance to communities of Former Rebels (FR), Indigenous Peoples (IP), and Geographically Isolated and Disadvantaged Areas (GIDA).

“Dapat kung kinsa pa inyung mga kaila nga nagpabilin pa sa bukid, i-text. Pang istoryahe nga surrender namo kay nindot na kaayo ang atong kinabuhi human sa atong pag surrender (To people whom you know remain to be rebels, text them; tell them to surrender because there is a good life waiting here after you surrender),” Gov. Jubahib said to the crowd of former rebels during the recently held TESDA Skills Training Launching Program at Freedom Residences, Coambogan, Tagum City.

Citing a previous statement of a former rebel, Gov. Jubahib added that there is no longer a need for the rebels to keep fighting against the government.



“Unya gikan sa inyong mga statement nga maglisod na ganig kaon ikatulo sa isa ka adlaw pirmente na gutom. Unya ang gi promise nga P2,000 nga ihatag sa pamilya kada bulan di na mahatag…wa nay pulos mag sigeg dagan2 makig away sa gobyerno (You said it yourselves that as a rebel you’re always hungry, you could barely eat three times a day. And the promised P2,000 monthly [by the NPA] to your family was not being given…there’s no reason to keep running around and fighting against the government),” he said reminding them of what they had confessed having experienced.

The Governor assured that the government will not neglect any rebel who returns because the government is now prioritizing giving livelihood assistance to the marginalized people.

“Ang gobyerno karon kamo nay naka sentro tanan apil ang mga IPs unsaon pag tabang sa mga marginalized na mga tao, mga GIDAs barangays (In the government now, the center is in helping the marginalized people; you, the IPs, the GIDAs, you are now the center),” he assured.

On top of the training and livelihood programs, the governor promised them a monthly income of no less than P3,000 when he launches his livestock multiplier program.

Speaking in behalf of the former rebel beneficiaries, Gemma Quiroga, a former rebel herself, expressed gratitude of the government’s help.

“Wala jud mi nagmahay sa among pag surrender diria, kay gitagad kami ug maayo sa gobyerno. Daghan jud kaayong salamat nga wala mi ninyo pasagdi (We never regretted surrendering because the government treated us very well. Thank you very much for not neglecting us), Quiroga said.

She also encouraged those who have yet to surrender to come down in order to be united as Filipinos.

On July 16, President Rodrigo Duterte inaugurated 300 housing units produced by the National Housing Authority (NHA) that is now known as Freedom Residences intended to house rebel returnees.

On July 22, mushroom livelihood training programs such as mushroom production, mushroom processing, and meat processing were conducted by the Davao del Norte field offices of Technical Education and Skills Development Authority (TESDA) and the Department of Trade and Industry (DTI) as well as fruits and vegetable processing.

TESDA Secretary Isidro Lapena attended the start of the training program with Governor Jubahib and Mayor Allan Rellon represented by Rogeneth Pagdilao Llanos of the City Employment Education and Skills Development Office among other government and military officials.

During the rites, TESDA Davao del Norte Provincial Director Arlyn Bandong explained that this TESDA training on mushroom production and mushroom-meat-vegetable processing “is a commitment of the government to provide alternative and additional source of income”.

DAVAO DE ORO, July 30 (PIA) - A 61-year old member of the New People’s Army surrendered on Wednesday (July 29) in Monkayo town.

Dondon, not his real name, is a former member of the Guerilla Force 33, Sub-Regional Committee 4, Southern Mindanao Regional Committee operating in the provinces of Davao de Oro, Davao del Norte, and Agusan del Norte.

According to him, he joined the communist armed movement on July 2019, and since then, lost contact with his family, who is living in Monkayo.

After a year of hardships and realizing that he was deceived by wrong ideologies, Dondon decided to contact Barangay Captain Bobby Gogo of Olaycon, Monkayo, who helped him connect with his family.

He recalled that he was begged by his daughter and his wife to surrender to the authorities after longing for his presence for being away to them for a year.

“Nagsurender ko tungod sa ako pamilya nga wa nay atiman, sa kalisod nga ako naagian, walay pagkaon, kagotom, og sa akong pagkatiguwang nga dili nako makalahutay. Tungod na pud sa pagkamingaw sa akong asawa at anak.(I surrendered because there is no one looking after my family, hardships I experiences, no food, hunger and with old age. Also because I pine for my family and children)”

On the same day, Dondon was brought to Lieutenant Colonel Asnawi Muti INF (GSC) PA, 25th Infantry Battalion Commander.

“Alias Dondon made the right decision in surrendering to this unit. There is nothing more important than reuniting with your loved ones and live a normal and peaceful life again. This unit always welcomes rebels who finally decided to bring back their trust to the government.” LTC Muti said.

With his surrender, Dondon informed the troops on the location of two AK47 rifles with six long magazines and around 1,000 rounds of cartridge of 7.62mm.

As a surrenderee, Dondon will be enrolled to the Enhanced Comprehensive Local Integration Program (ECLIP) and other assistance from the Oplan Pagbabago Provincial Task Force to End Local Communist Armed Conflict (Oplan Pagbabago PTF-ELCAC). TANGCAL, Lanao de Norte, Aug. 1 (PIA)-- Interventions to develop agriculture here have been recently extended by the Department of Agriculture (DA)-10 in partnership with the Philippine Army (PA).

DA-RFO 10 Regional Executive Director Carlene C. Collado turned over 1 unit four-wheel drive, 95 horsepower farm tractor with implements (disc plow, trailing, harrow and trailer) amounting P2.7 million to the 2nd Mechanized Infantry Brigade, Armor Division thru Col Charlemagne F Batayola Jr MNSA PA, Deputy Brigade Commander, Philippine Army for the civil military operations of the 5th Mechanized Infantry Battalion, Armor Division, PA thru its Commanding Officer, LTC Alfonso DS Matias Jr CAV (GSC) PA.

“This activity is a big accomplishment of the Philippine Army in partnership with the DA. With their help, we are assured that all communities, especially the conflict areas will be provided with assistance, letting them know that there is a government who will help them,” Collado conveyed to the farmers in Tangcal.

Aside from the provision of tractor, DA-10 provided the 5th and 4th Mechanized Infantry Battalion, each with 50 bags inbred rice seeds at 40 kilograms per bag, 25 bags open pollinated variety (OPV) corn seeds at 20 kg per bag, 150 packets 5-in-1 vegetable seeds and 60 packs forage seeds amounting P238,000 intended for farmers in said town.

The 2nd Mechanized Infantry Brigade as convergence partner in the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), requested said agri interventions for the implementation of agri-based livelihood projects in communities they cover as part of their efforts to reduce poverty and empower communities to end local armed communist conflicts.

Batayola said, “Natutuwa po kami na maging partner ang DA lalo na sa pagsulong ng adhikain ng gobyerno following the Whole-of-Nation Approach (EO No. 70). Hindi po namin kaya kung kami lang, kailangan namin ang lahat ng partners: stakeholders, NGOs, NGAs, private individuals, para maisulong natin ang AmBisyon Natin 2040, bawat tahanang Pilipino ay matiwasay, payapa at maalwa ang pamumuhay nila.”

(We are happy that DA will become our partner especially in pushing for the government's goal in following the Whole-of-Nation Approch (EO No. 70). We can never do this alone, we need the all the partners: stakeholders, NGOs, NGAs, private individuals, so we can pursue the AmBisyon Natin 2040, where every Filipino home is in order, peaceful and comfortable.)

Through a Memorandum of Undertaking signed between DA and 2nd Mechanized Infantry Brigade, Armor (Pambato) Division, strengthens the community-based socio-economic programs to reinforce social cohesion and preserve unity of communities.

Importantly, it addresses poverty and peace vulnerability in conflict-affected areas by providing livelihood and infrastructure projects.

Noting said efforts are in line on the operationalization of EO 70 or the Whole-of-Nation Approach signed by President Duterte that addresses the root causes of insurgencies, internal disturbances and tensions and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development.

DA-RFO 10 provided farm equipment and machinery they requested as part of the DA and AFP collaborative efforts to bring government services closer to the communities.

Matias said, “Peace at development ay hindi lang nakasalalay sa military lang, kailangan ang bawat sangay ng gobyerno ay magtulong tulong para makaabot ang tulong sa mga nangangailangan. Basically, what is important ay matulungan sila at masustain ang farming with DA’s help. ”

(Peace and development should not only be relied on from the military alone, every branch of the government should help in giving assistance to those who are in need. Basically, what is important is that they are aided and farming is sustained with DA's help)

Collado also challenged the LGU to make use of said interventions to improve their lives, plant their own food, especially with the COVID-19 pandemic and to make food available in every household.

Tangcal Mayor Fatima M. Tomawis extended her appreciation, “Nagpapasalamat po kami sa DA na binigyan nga priority nila ang Tangcal para matulungan ang mga magsasaka at mapabuti ang pamumuhay nila (We are thankful to DA as they prioritized Tangcal to help the farmers and improve their means of living)."

Said town is one of the six priority Muslim municipalities in Lanao del Norte identified by DA-10 for agri development with 9,204 hectares agricultural land area and a potential area of 3,482 hectares.

At present, it has 2,632 registered farmers in the Registry System for Basic Sectors in Agriculture (RSBSA) with coconut as the major agri commodity, followed by vegetables, corn, rice and ginger. (DA10/PIA10)

FLORIDABLANCA, Pampanga, Aug.1 (PIA) -- Representatives from various government agencies brought their programs and services in barangay Mawacat during the launching of the program on Indigenous Community Enhancement.

The initiative is under the Poverty Reduction, Livelihood, and Employment Cluster (PRLEC) of the Pampanga Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC).

It is part of the government’s effort to address the root causes of insurgency and armed conflict by harmonizing the delivery of basic services and social development in different Indigenous Peoples’ (IP) Communities.

Technical Education and Skills Development Authority (TESDA) Provincial Director Eric Ueda, who heads the PRLEC, said the main goal of the activity is to better off or enhance the Aeta community in Mawacat.

“One of the goals of PTF-ELCAC is to prevent the communist-terrorist groups (CTGs) from coming here to infiltrate you. If there are still CTGs here, tell them the government has so many programs that can help them. So there is no reason anymore to fight the government because the government is reaching out to you,” Ueda told the community.

Part of the activity is the planting of fruit-bearing trees including rambutan, lanzones, mango, coffee, cacao, coconut, and guyabano; as well as vegetable seedlings including chili and eggplant, which were given by the Office of the Provincial Agriculturist.

The launching also includes the turnover of various aid like corn seeds and fertilizers from Department of Agriculture; shallow tube wells form the National Irrigation Administration; and portable solar lamps, gillnets, and fingerlings by Bureau of Fisheries and Aquatic Resources.

In addition, different livelihood and training assistances were given including the provision of livelihood kits on metalcraft and entrepreneurship training by Department of Trade and Industry; food/cash for work by Provincial Social Welfare and Development Office; cash for building livelihood assets by the Department of Social Welfare and Development; and interactive multimedia teaching aid and training on organic gardening by Department of Science and Technology.

In terms of road rehabilitation and infrastructure, the Philippine Air Force led the road improvement at sitio Tirya; Philippine Army took charge in cementing the shallow rivers in the area and Philippine National Police (PNP) constructed a covered stage at the Mawacat Elementary School.

Other package of services given include development communication support from the Philippine Information Agency; scholarship programs from the TESDA; certificate of compliance to Mt. Guinilan Agriculture Cooperative by the Cooperative Development Authority; medical mission from the PNP; and logistic support from the municipal government of Floridablanca.

National Commission on Indigenous Peoples also provided hygiene kits and trainings to ensure that the rights and welfare of the IPs are protected and safeguarded.

Board Member Rolando Balingit, who represented PTF-ELCAC Chair Governor Dennis Pineda, said the convergence effort is an important undertaking that was made possible in order to reach people, especially those in the upland areas, to let them feel that they are at the core of public service.

“I hope that our beneficiaries today will enrich what the different agencies have given them in order to help them develop their community and improve their livelihood. Rest assured that the provincial government, with Governor Dennis Pineda, will ensure the continuous implementation of its programs on health, education, and livelihood, to benefit our constituents,” Balingit said.

In behalf of municipal government, Municipal Administrator Tito Mendiola thanked the agencies for giving attention to the condition of the IPs in the village and hopes that there will be more opportunities like this in the future.

For her part, Mawacat Punong Barangay Marilou Bacani thanked President Duterte and all the agencies who provided their assistance for reaching out to them despite the fact that they are in a remote area in the uplands.

“In turn, we commit that we will be your allies in the fight against insurgency and terrorism. We will not join the CTGs because all the help we need is already being provided by the government,” Bacani said.

Bahagi ang nasabing inisyatibo, sa ilalim ng Poverty Reduction, Livelihood, and Employment Cluster o PRLEC ng Provincial Task Force to End Local Communist Armed Conflict o PTF-ELCAC, sa pagsisikap ng pamahalaang tugunan ang sanhi ng mga insureksyon at terorismo sa pamamagitan ng pagsasama-sama ng mga ahensya ng pamahalaan upang ihatid ang kanilang mga programa sa mga katutubong komunidad.

Ayon kay PRLEC Head at Technical Education and Skills Development Authority o TESDA Provincial Director Eric Ueda, layunin ng aktibidad na mas mapahusay ang komunidad ng mga katutubong Aeta sa Mawacat at pigilan silang sumama sa mga komunista at teroristang grupo.

Aniya, walang dahilan ang mga nasa komunidad na sumama pa sa mga nasabing grupo dahil ibinibigay na ng pamahalaan ang lahat ng maaaring makatulong sa mga nasa katutubong pamayanan.

Bahagi ng aktibidad ang pagtatanim ng mga prutas tulad ng rambutan, lanzones, mangga, kape, cacao, niyog, at guyabano; at mga gulay tulad ng sili at talong.

Kasama din sa paglulunsad ang pagkakaloob sa komunidad ng mga pangunahing serbisyo ng mga ahensya tulad ng mga gamit pang-agrikultura, programang pang-iskolar, pagsasanay sa pangkabuhayan, rehabilitasyon ng daan, at pagrerehistro ng mga lokal na kooperatiba.

Ayon kay Board Member Rolando Balingit, na kinatawan ni Gobernador Dennis Pineda, ang pagsasama-samang ito ng mga ahensya ng pamahalaan ay isang napakalaking proyekto upang maabot ang mga tao at maipadama sa kanila ang tunay na diwa ng serbisyo publiko.

Tiniyak din niyang patuloy ang pamahalaang panlalawigan sa pagpapatupad ng mga programa sa kalusugan, edukasyon, at kabuhayan, upang makinabang ang taumbayan.

Sa ngalan ng pamahalaang bayan, pinasalamatan naman ni Municipal Administrator Tito Mendiola ang mga ahensya sa pagbibigay pansin sa kondisyon ng mga katutubo at sinabing umaasa siyang magkaroon ng mga kahalintulad na programa sa hinaharap.

Para sa kanyang bahagi, pinasalamatan ni Mawacat Punong Barangay Marilou Bacani si Pangulong Duterte at ang lahat ng mga ahensya na nagbigay ng kanilang tulong sa pag-abot sa kanila kahit na nasa kabundukan sila.

Siniguro din niyang magiging kakampi sila ng pamahalaan sa paglaban sa terorismo at insureksiyon, at sinabing hindi sila sasama sa mga makakaliwang grupo dahil ibinibigay naman ng pamahalaan ang lahat ng kanilang mga pangangailangan.

Six Abu Sayyaf Group (ASG) bandits and three soldiers were killed while three others were wounded in a firefight in the Sulu town of Patikul, officials said Saturday.

Maj. Gen. Corleto Vinluan, Joint Task Force (JTF) Sulu commander, said
the armed encounter in Barangay Taung, Patikul late Friday morning, broke out when an undetermined number of ASG bandits fired on government troops who were on a security operation.

The firefight resulted in the death of six ASG bandits and three soldiers, and the wounding of three other soldiers.

Vinluan said the troops have recovered the remains of three of the six slain ASG bandits while scouring the encounter site after the bandits fled to different directions.


He was unable to release the identities of the slain and wounded soldiers but said they belong to the Army’s 32nd Infantry Battalion.

“It is with deep sadness to report that three of our brave soldiers succumbed to death while defending the people of Sulu,” Vinluan said. “We seek for prayers for the eternal repose of their souls and for the speedy recovery of the wounded soldiers."

The identities of the slain ASG bandits have yet to determined, he said, adding the remains of other bandits were dragged by the fleeing bandits, based on eyewitness accounts.

The wounded soldiers were brought to the Camp General Teodulfo Bautista Station Hospital.

“The men and women of Westmincom (Western Mindanao Command) commiserates with the bereaved families of our fallen heroes who dedicated their lives serving their beloved country,” its chief, Lt. Gen. Cirilito Sobejana, said.

Sobejana said JTF Sulu’s forces are determined to pursue the fleeing enemies “in honor of their fallen comrades.”

The Surigao del Norte Police condemned the communist New People’s Army (NPA) for the abduction of a police officer in Sison town on Friday.

Maj. Shalom Faye Cornelio of the provincial police’s information office said Staff Sgt. Restie R. Dandan, a member of the Sison municipal police, was kidnapped by armed men believed to be NPA combatants in Barangay San Isidro, Sison at about 8:30 a.m. on Friday.


“We are having a command conference today, as called by our provincial director, Col. Adolph C. Almendra,” to tackle Dandan's abduction, Cornelio told the Philippine News Agency (PNA) on Saturday.

In a statement issued Friday, the provincial police denounced the NPA for abducting Dandan whom they described as a "just and upright police officer who dutifully performs his duties and responsibilities."

“There is no basis why the terrorists NPA abducted PSSgt. Dandan. This is a violation of human rights and the manifestation of the continuing harassment being done by the NPA to the residents in the area,” it said, adding that Dandan is "a good family man and consistently served the people of Sison town."

The Surigao del Norte Police said it has already coordinated with the Army to rescue the police officer.

It also urged the residents of Sison and its neighboring areas to report to the PNP any information that could help rescue Dandan.

BALER, Aurora – At least 32 supporters of the Communist Party of the Philippines - New People’s Army - National Democratic Front (CPP-NPA-NDF) vowed loyalty to the government in a ceremony held in Barangay Malinao, Gabaldon, Nueva Ecija on Friday.

Lt. Col. Reandrew P. Rubio, commanding officer of the Army’s 91st Infantry (Sinagtala) Battalion (IB), said those who renounced support for the communist terrorist group were 12 members of the Alyansang Magbubukid na Nagkakaisa (Almana), categorized as an underground mass organization (UGMO), and 20 Exploited Local Populace (supporters/contacts/couriers) in Barangay Malinao, coerced to support the communist group operating in Nueva Ecija.

Rubio said the mass surrender was facilitated by the 91st IB of the 7th Infantry (Kaugnay) Division, Gabaldon Municipal Police Station, the 1st Provincial Mobile Force Company of the Nueva Ecija Police, the 22nd Special Action Company, and the 2nd Battalion Special Action Force of the Philippine National Police.

The massive withdrawal of support signals the dismantling of the communist terrorist organization of the Komiteng Larangang Guerilla (KLG) Sierra Madre of the NPA, he said, adding the surrenderers finally made the right decision to live without fear.

“It is better to live our lives together with our families or loved ones happily and it is better to live our lives in peace,” Rubio said.

Gabaldon Mayor Jobby P. Emata encouraged his constituents to support the government programs to reach the desired lasting peace and sustain progress in their community.

Emata also advised his constituents to do some research before joining any organization so they would not be deceived by the CPP-NPA-NDF.

“I am also appealing to the public to support our government, the military, and the police on their quest to end local communists in the community. Let us protect our government troops,” he said.

During the ceremony, 1st Lt. Jun Nino Espora led the pledge of support for the government, which was followed by a peace rally and the burning of the CPP-NPA flag to denounce the atrocities committed by the communist terrorist group, not only in Luzon but also in different parts of the country.

Also present during the event were some local officials and representatives of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC).

After the ceremony, the military troops assisted the local government unit of Gabaldon in distributing food packs.

Last July 25, some 37 members of the Buklurang Mamamayang Manggagawa ng Gabaldon (Bummaga), which was organized by Almana under the Alyansang Mambubukid sa Gitnang Luzon (AMGL) likewise withdrew their support from the communist terrorist group in Barangay Bagong Sikat, also in Gabaldon.

Rubio said this was the result of the retooled community support program (RCSP) operation efforts by the TF-ELCAC, through the cooperation of local officials, stakeholders, and the communities.

“This is part of our ongoing RCSP to insulate the barangays from NPA infiltration and exploitation. It will certainly affect the logistical requirements and recovery works of the communist armed group operating in the area,” he said.

Brig. Gen. Andrew D. Costelo, commander of the Army’s 703rd Infantry (Agila) Brigade, commended the performance of military troopers.

“We are willing to facilitate the livelihood assistance of those surfacing NPA bandits and other affiliated organizations of the communist terrorist group. This is the right time to surrender because of so many services and opportunities being offered by the government, both local and national agencies,” Costelo said.

Three suspected leaders of the Communist Party of the Philippines - New People’s Army (CPP-NPA) in northern Negros Occidental were arrested by military and police troops in Sitio Victory, Barangay Minapasuk, Calatrava on Thursday afternoon.

In a report on Saturday, the Philippine Army’s 79th Infantry Battalion (IB) said
the suspects, considered as ranking officials of the Komiteng Rehiyon Negros/Cebu/Bohol/Siquijor (KR-NCBS), have been placed in the custody of the Calatrava municipal police.

They were identified as Christell Abordo alias Dulay/Matt, staff of Regional Communication/Intelligence and former medical staff of the Regional Strike Force; Mary Dem Forones alias Nancy/Mia/Ayon, Regional Intelligence secretary and member of the KR-NCBS Executive Committee; and Rossine Enyong alias Lemay/Digna/Angel/Mary Joy of the CN1’s SYP Platoon.


Lt. Col. Gerard Alvaran, commanding officer of 79IB, commended the government troops for the successful joint operation made possible by the cooperation of the village residents.

“It is a clear manifestation that the people of Calatrava are tired of being pestered by the presence of the CPP-NPA terrorists who extort money and recruit innocent citizens in their area,” he said.

The operation was conducted at about 5 p.m. by Alvaran’s men, together with personnel of the 6th Special Action Battalion of the Philippine National Police - Special Action Force and the Calatrava police.

It was a response to the complaints of the locals on the communist-terrorists’ extortion activities and efforts to establish a harbor in some houses in the village.

Troops seized from the suspects an M14 rifle, three cal. .38 revolvers, four rifle grenades, eight mobile phones, medical supplies, and subversive documents.

Abordo, Forones, and Enyong are facing charges for violation of Republic Act (RA) 10591, or the Comprehensive Firearms and Ammunition Regulation Act, and RA 9516 on the illegal possession of explosives.

“As the joint Armed Forces of the Philippines - Philippine National Police operations continue to pursue communist-terrorists, I once again urge the victims of their deceptive recruitment in northern Negros to return to the fold of the law. Avail of the government’s Enhanced Comprehensive Local Integration Program and live a normal life in the mainstream society with your families and loved ones,” Alvaran said.

The arrest of the three came three weeks after their four comrades from the Komiteng Rehiyon - Negros (KR-N) were arrested in Sitio Mamposo, Barangay Magballo, Kabankalan City, also in a joint military and police operation.

CAMP SIONGCO, Maguindanao – At least 227 fresh infantrymen took their oath as new members of the Armed Forces of the Philippines (AFP) under the Army’s 6th Infantry Division (6ID) based in this province on Friday.

The new soldiers, consisting of 38 women and 189 men, took their oath at the 6ID Training School in Barangay Semba in Datu Odin Sinsuat town.

They belong to the “Matindig” Class, which stands for “Mandirigmang may Tikas Na Dignidad.”

The graduates began their training last March 1, undergoing basic military tactics and war-fighting competency drills, among others.

Candidate soldier Jodelio Amor B. Esteban received the leadership award for demonstrating an outstanding attitude, military knowledge, and exemplary military bearing.

He also received the physical fitness proficiency award for obtaining the highest rating in the physical fitness test with a general average of 98 percent.

Likewise, candidate soldier Noel N. Catahom was “Top Gun”, receiving the special award for obtaining the highest rating in basic marksmanship with a general average of 100 percent.

“I am confident that you have learned a lot in your six-month training that our organization needs,” said Maj. Gen. Diosdado Carreon, 6ID commander and chief of the Joint Task Force Central.

The new soldiers will be deployed to various units within the 6ID area of operation in the provinces of North Cotabato, Lanao del Sur, Maguindanao, Sultan Kudarat, South Cotabato, and parts of Sarangani.

The Philippine Army (PA) on Friday launched its Covid-19 Telemedicine Information System (PACTIS) project in Fort Bonifacio, Taguig City, in support of response efforts during the health crisis.

"We stress the importance of preserving the force so that we could focus on accomplishing our various missions. Through this system, we will be able to further protect our men and women working in the front lines, as well as their families, from the onslaught of this pandemic," PA commander Lt. Gen. Gilbert Gapay said during the launch.

The PACTIS will systematically record and consolidate detailed information on identified Army personnel and their dependents who have tested positive for the coronavirus disease 2019 (Covid-19) to efficiently monitor and manage human resources amid the pandemic.

The project was initiated by the Office of the Army Chief Surgeon and Office of the Army Chief Nurse, through the Army Signal Regiment.

PACTIS also aims to eliminate the manual collection and encoding of data from different major units and to systematically record the data of probable, suspected, cleared, recovered, and death cases within the Army.

The disaster response efforts of the Philippine Army (PA) is expected to get a boost with the activation of the Army Signal Regiment’s (ASR) Mobile Command Center 4 (MCC4).

During its launch in Fort Bonifacio, Taguig City on Friday, PA commander, Lt. Gen. Gilbert Gapay, also witnessed the signal capability demonstration of MCC4, which is part of a fleet of mobile command centers that serve as coordinating venues between the Armed Forces of the Philippines and other government agencies during disasters or other crisis incidents.

"We at the Philippine Army do not stop from adapting to the dynamics of our security environment. These capabilities will help us ensure that we are ready to respond to any eventuality, be it from natural disasters, cyber-threats, and most especially, threats to national security," Gapay said.

The mobile command centers also establish links among deployed disaster response units and provide situation awareness or damage assessments to the decision-makers for responsive humanitarian assistance and disaster response (HADR) operations.

Gapay also witnessed a demonstration of the ASR's deployable signal teams for HADR operations and the cyber-security incident response team whose mission is to minimize and control damage resulting from incidents, provide effective response and recovery, and prevent future cyber-attacks in the organization.

CAMP SIONGCO, Maguindanao – Fifteen members of Bangsamoro Islamic Freedom Fighters and 2 soldiers were killed in an operation launched yesterday (July 29, 2020) in Datu Salibo, Maguindanao.

The troops from 57th Infantry Battalion were conducting security operation when they encountered undetermined number of BIFF and Dawlah Islamiya-Terror Group (DITG) at Brgy Penditen of Datu Salibo town, exchange of fires started at around 5:20 a.m. and lasted until 11:30 a.m. of the same day.

Thirteen soldiers were slightly wounded in the clash and were brought at Camp Siongco Station Hospital for medical treatment. Families of the killed and wounded soldiers were already informed of the incident.

At least 8 BIFF and DITG members were wounded including Hassan Indal, who is the leader of the terror group, based from the reports of civilian residents in the area.

“I extend my deepest sympathy to our fallen soldiers, who offered the ultimate sacrifice while performing their duties to protect the communities against the terrorists’ treacherous activities,” said Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon.

MARAMAG, Bukidnon- Troops of 88th Infantry “Maringal” Battalion encountered NPA terrorists of Guerilla Front Malayag, SRC2, NCMRC in an uninhabited and hinterland area of Barangay Mandahikan, Cabanglasan, Bukidnon at around 9:50 in the morning of 31 July 2020.

The government troops skirmished with more or less 15 NPA terrorists led by @ Migs that lasted for about 7 minutes of the gunfight. After the firefight, troops discovered one (1) body of dead NPA terrorists with one (1) M16 Rifle and a Bandolier containing four (4) magazines. An abandoned terrorist hideout that can accommodate 30 persons was also seized not far from the encounter site. Additional eight (8) cellular phones, medical supplies, and personal belongings were also scored by the government troops. No casualty was reported on the government side.

Lt. Col Franklin F Fabic, Commanding Officer of 88IB lauded the Maringal Troopers for their bravery and commitment in defending communities in far-flung areas against these communist terrorists.

He also commended the community of Barangay Mandahican for the cooperation and information they shared with Maringal troops that led to this engagement. It manifests the strong support of local communities to the efforts of the government in ending the local communist armed conflict in the area.

“We are determined to utilize all our might to destroy the armed components of these communist NPA terrorists who remain to be the menace of the society”. LTC Fabic added.

Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao — The Candidate Soldier “MATINDIG” Class of 631-2020 took their oath of volunteerism and enthusiasm; to risk personal comfort and security; to serve and protect the country and people on July 30, 2020 at the 6th Division Training School in Brgy Semba, Datu Odin Sinsuat, Maguindanao.

The 227 new soldiers are composed of 38 females and 189 males, started their training on March 1, 2020. Their class name was derived from the word “MATINDIG”, which stand for “Mandirigmang may Tikas Na Dignidad” that signifies their class resilient comradeship and compassion.

SAGAY CITY, NEGROS OCCIDENTAL – Three ranking personalities of Komiteng Rehiyon-Negros/Cebu/Bohol/Siquijor (KR-NCBS) of the Communist Party of the Philippines-New People’s Army (CPP-NPA) were nabbed in a joint Army and PNP operation at Sitio Victory, Brgy Minapasok, Calatrava, Negros Occidental at around 5 o’clock in the afternoon, July 30, 2020 (Thursday).

The troops of 79th Infantry Battalion of the Philippine Army together with the elements of 6th Special Action Battalion of PNP-Special Action Force and Calatrava Municipal Police Station responded in a joint interagency operation to the reports of the concerned citizens from the said barangay. The local folks were complaining about the presence of NPAs in their barangay, who were in extortion activities and reportedly taking undue advantage of establishing harbor in some of the residences in the area.

The quick reaction of the troops resulted to the capture of a certain Cristell Abordo alias Dulay/Matt (Regional Communication/Intelligence Staff of KR-NCBS and former Medical Staff of Regional Strike Force), Mary dem Forones alias Nancy/Mia/Ayon (Regional Intelligence Secretary/PI ROC and Executive Committee Member of KR-NCBS) and Rossine Enyong alias Lemay/Digna/Angel/Mary Joy (PSR Listed and GP/MO, SYP Platoon of CN1).

Also captured from their possession are the following: one (1) M14 rifle, three (3) .38 revolver, four (4) rifle grenades, eight (8) cellular phones, medical supplies and subversive documents. Said individuals and items are now under the custody of Calatrava Municipal Police Station for proper disposition and filing of appropriate charges.

Lt. Col. Gerard Alvaran, 79thIB Commanding Officer lauded the successful joint inter-agency operation that led to the apprehension of said NPA personalities, with the active help and cooperation from the peace-loving residents of Barangay Minapasok. “It is a clear manifestation that the people of Calatrava are really tired of being pestered by the presence of the CPP-NPA terrorists who extort money and recruit innocent citizens in their area.”

“While the joint AFP-PNP operations will continue to pursue these communist terrorists, I once again urge the victims of their deceptive recruitment in Northern Negros to return to the folds of the law, avail of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) and live a normal life in the mainstream society with your families and loved ones.” Alvaran added.

More than 70 comrades, close associates and Filipino and foreign friends attended the sendoff (necrological services) today for Fidel V. Agcaoili, Chairperson of the Peace Negotiating Panel of the National Democratic Front of the Philippines, who passed away last 23 July 2020 in Utrecht, The Netherlands due to pulmonary artery rupture.

The family of Fidel in the Philippines could not be physically present due to travel restrictions because of the Covid 19 pandemic. They joined the sendoff via live video streaming and so did hundreds of friends from different parts of the globe.

The sendoff in Crematorium Daelwijck in Utrecht also observed strict protocols and precautions due to Covid19. Many would have wanted to participate in the sendoff, but organizers and the venue limited the participants to the number prescribed by government health protocols.

A powerpoint photo presentation of Fidel as a family man, political prisoner, peace negotiator and leader of the Philippine movement and accompanied by his favorite songs was the main highlight of the sendoff. This is to give his family enough time to bid him farewell privately before the cremation.

Those present were given time to view, for the last time his remains. His close associates, namely, NDFP peace panel chief political consultant Prof. Jose Maria Sison, members of the peace panel Julie De Lima and Coni Ledesma, and NDFP peace panel senior political consultant and chief international representative Luis Jalandoni helped seal Fidel’s casket before being brought for cremation.

Several comrades and young Dutch and Filipino activists proceeded to the NDFP International Information Office, to pay their last farewell to Fidel.

A more lengthy tribute is scheduled on 8 August, his 76th birthday, which will also be available via live video streaming to enable more people to view and participate in the tribute.#

The assessment and proposals laid out yesterday by Vice President Leni Robredo are way more progressive than the inept and police-centric response of the Duterte regime to the Covid-19 pandemic.

It is a good thing that the vice president laid out the proposals which give the Filipino people a clearer idea of what should be done by the government to manage the pandemic.

Her proposals reflect the practices of countries which have successfully managed the pandemic. Indeed, in some countries including Cuba, Vietnam, South Korea, Taiwan and New Zealand, active public health interventions without overarching police repression, have seen positive results.

The vice president’s proposals are consistent with the program of action laid forth by the Party in May [https://cpp.ph/statement/enough-is-enough-fight-for-peoples-democratic-rights-and-interests-amid-pandemic/]. The Filipino people can rally around and further develop the vice president’s pandemic response program in the hope of pushing for an urgent turn around to overcome the public health and economic crisis.

Cases of Covid-19 infections in the Philippines continue to shoot up because of the inept and police-centered response of the Duterte government to the public health crisis. Duterte’s health officials reported yesterday that the number of infections in the country is set to exceed 85,500, more than twice the number since the start of the month. Deaths from the disease are now close to 2,000 people.

The Covid-19 pandemic in the country has now gotten out of hand. Infections have spread to provinces where health facilities are lacking or absent. It spreads rapidly especially in the highly congested urban poor communities. Hospitals are reporting full capacity and health workers are being overstretched. Testing capacity remains sorely insufficient, with more than 30,000 cases lined up for verification, in addition to tens of thousands of tests that need to be conducted on a daily basis. Health information is not real time putting the country several steps behind the rapidly spreading virus. As a result, quarantines and lockdowns are imposed too late.

In addition to the health crisis, the Filipino people are suffering from widespread loss of jobs and sources of income. This is a result of Duterte’s obsession with his favored infrastructure projects and foreign borrowing, refusal to undertake urgent steps to revive production and commerce, as well as by the slow, corruption-ridden and inadequate distribution of social aid.

Tens of thousands of unemployed people in Metro Manila are now desperately rushing to the bee line to return to their home provinces where they will face more uncertainties. Government inefficiencies and idiotic travel restriction policies have caused them grave hardships, and exposed them to crowds where probability of Covid-19 infections are high.

Malacañang plans to conduct a “living experiment” in Metro Manila, in a vain attempt to stem the rapid spread of the virus. Considering how the pandemic is already way ahead, the measures it is planning are tokenistic and are way too late, despite the overblown self-praises by Duterte’s mouthpieces. The regime is merely putting on a show to make people believe that something is being done while it conceal its nefarious activities.

While the vast majority of the Filipino people suffer from the public health and economic crisis, Duterte and his minions engage in outright corruption by realigning funds to overpriced purchases and granting contracts to favored companies. They continue to wallow in wealth and luxury. Instead of decisively addressing the pandemic, Duterte continues to prioritize the interests of his cohorts and their drive to dominate big business to accumulate wealth, property and profits. While planning to reduce taxes of big corporations, Duterte and his technocrats are pushing for more taxes that will further fleece the people.

The regime remains engrossed in measures to strengthen its tyrannical rule, from the terror law to the current push to reimpose the death penalty. Violations of civil and political rights are on the rise with restrictions against mass actions, arrests, abductions, seizure of critical newspapers and other forms of state suppression.

After five months of failed response to the pandemic, the demand for Duterte’s resignation or ouster has become ever urgent, as only an immediate radical shift in state priorities can give the country a fighting chance to manage and overcome the health and economic crisis. Policy measures cannot be hinged on the uncertainty of a vaccine which may take a few years to develop.

Duterte’s resignation or ouster can pave the way for a constitutional succession towards a government that is more democratic and responsive to the urgent needs of the people and the economy amid the pandemic. The removal of Duterte can give the country a better chance at fighting the pandemic.

The increasingly tactless and hostile remarks of the reactionary government and its armed mercenaries are adding insult to injury of the suffering Negrosanons and the Filipino people. On separate statements, 303rd brigade commander Pasaporte and his commander-in-Chief Duterte have reaffirmed their long-unveiled monstrous character.

Pasaporte has red-tagged legal democratic organizations and its membership as ‘terrorists’ in their official social media accounts after the #SONAgkaisa mobilizations that presented the real conditions of the Negrosanon under the US-Duterte regime. These irresponsible acts are considerable death threats to the involved as the crackdown against dissenters continue especially in Negros Island.

In another statement, Pasaporte again presented 3 fake ‘rebel surrenderees’, obvious cash cows for the failed E-CLIP progam of the administration. Another trio yesterday in Sitio Victory, Brgy Minapasok, Calatrava were falsely accused as NPA members, with planted evidence. Coupled with illegal arrests nationwide, these fake surrenders, red-taggings, and illegal arrests have become an avenue for massive systematic corruption. The bail money and the budget for E-CLIP are used to fatten their pockets while the people are deprived of basic social services.

Duterte matches his pawn Pasaporte’s gall by seemingly challenging the NPA to declare ceasefire as the country faces the pandemic. He seems to forget that he was given this opportunity months ago but his bloody regime has betrayed this. Even up to now, military operations continue in mountainous barangays in Escalante, Murcia, San Carlos, Guihulngan, La Libertad, Himamaylan, Kabankalan, Sta. Catalina, Ilog, and others, much to the disdain of the disgruntled masses as they are left exposed to possible carriers and with little to no aid amid the pandemic. This is the exact reason that while mass campaigns are ongoing, so will the NPA’s tactical offensives against brutal state forces such as what has transpired over the past months in guerilla fronts all over Negros.

The two fascists Duterte and Pasaporte need to be reminded that up to now, NPA areas remain to be Covid-19 free, while public health and production campaigns are held to help in alleviating the effects of the socio-economic crisis that are being downplayed by the regime. The AFP’s hopeless claim that the NPA is dwindling and their chief’s contradictory fear of his mercenaries being ambushed are proof of their madness to favor their corruption and fascism.

As the NPA is the true army of the people, the support of the masses will not falter. Instead of supporting your corrupt commanders, discontented rank-and-file soldiers are enjoined to defect in clandestine to the revolutionary movement to aid in the deposing of the tyrant and to truly serve the people to advance the national democratic revolution, for a genuine just and lasting peace for the Filipino people.
