President Rodrigo Duterte will have dinner with Moro National Liberation Front (MNLF) Nur Misuari and other Moro leaders in Davao City on Friday night.
Duterte made the revelation at the 31st Biennial Convention of Federation of Filipino Chinese Chambers of Commerce and Industry Inc. (FFCCCII), which was attended by former President and incumbent Pampanga Rep. Gloria Macapagal Arroyo.
"Ma'am Gloria, I have to fly home. Meron akong seven o'clock, taking the next available flight diyan sa airport," Duterte said in his speech while addressing Arroyo.
"I have a seven o'clock dinner with the... Misuari and the Moro leaders," he added, before ending his speech.
On Tuesday, the government and the Moro Islamic Liberation Front (MILF) peace implementing panels named a new third party facilitator to move the creation of a new Bangsamoro enabling law forward.

A team composed of Matt Stephens, Ms. Pia Peeters both from World Bank-Mindanao Trust Fund, Steven Muncy of Community and Services International (CFSI), Dr. Saffrullah Dipatuan, BDA Board Chair together with their respective staff presented in a meeting with the Moro Islamic Liberation Front leadership the Status Report of the “Camps Project” Assistance.
The presentation was on March 15, 2017 at the MILF Administrative Camp, Darapanan, Sultan Kudarat, in the presence of MILF Chairman Al Haj Murad Ebrahim, Central Committee Members Muhammad Ameen, Ustadz Doli Ahmad, and Mohamad Salih.
The assistance comes from multi donors thru World Bank-MTF as Funds Secretariat, CFSI, Mindanao Land Foundation (MinLand)and International Labour Organization (ILO) as the Trust Fund Recipients (TFRs).
The camps project in six acknowledged major camps of the MILF is being implemented by CFSI. The project is to support its communities in transforming to be more productive. While the Bangsamoro Advance and Solidarity is being implemented by BDA. The BM-Advance is a support to the communities within 25 Base Commands of MILF and Solidarity is support to Mixed community such as IP's, Christian settlers and others. The project is highly inclusive and participative.
The projects are in the form of community-based infrastructure, Livelihood/income generating projects, alternative learning system (ALS) and capacity building.
As a component of the peace process, the projects’ architecture and institutional arrangements are in support of peacebuilding and confidence-building objectives.
This can also be seen as dividend of peace that can be experienced or enjoyed by the constituents of the area that has long been suffering the state of civil disturbance.
After the presentation Chairman Ebrahim gave updates on the status of peace process. Particularly mentioned were the challenges besetting the present situation, the issue of inclusivity that has to be addressed, to gather the interest of other groups that can possibly be integrated in the new BBL and convergence/harmonization of effort with MNLF and their agreements with GPH.
In their concluding statements, Mr. Stephens and Mr. Muncy expressed thanks for the privilege and honor of having the chance to meet the leadership and wished all the best for the peace process, hoping that the Government of the Philippines and Bangsamoro will reach the goal. They also reiterated their support till the transition phase thru developmental projects.

MILF: Conciliation resources, UNYPAD pay courtesy call to Pagalungan LGU for expanded project

Conciliation Resources (CR) and United Youth for Peace and Development (UNYPAD) project team paid a courtesy call to the Office of the Pagalungan Mayor Datu Salik Mamasabulod on March 22, 2017 to strengthen their partnership in establishing local platform to deal and assist in addressing local security concerns.
Community Security Working Group or CSWG is a two-year pilot project of UNYPAD in partnership with Conciliation Resources – a London-based International non-governmental organization and International Contact Group member.
The said project was implemented in support to the Normalization Track of the implementation of the peace agreement between the Government of the Philippines and Moro Islamic Liberation Front. It aims to contribute to security stabilization in conflict and post-conflict communities.
CSWGs were established as a platform for community, local government units, and security sector to work together to find solutions to community issues. The pilot year started from 2014 to 2016 that covered three Barangays in three different municipalities in ARMM namely Pagalungan and South Upi, Maguindanao, and Bongao, Tawitawi.
Badrudin Mamendig, UNYPAD Project Officer, said that proper coordination and collaboration with the LGU’s as well as community participation were among the major factors for attaining the objectives of the project.
Mamendig confirms that the said project has improved the ability of the community in mitigating and resolving the conflict. Incidents of crimes in Barangay Layog have declined substantially in the past two years.
Morsidin Husain, Program Manager of Development Management Center of UNYPAD, explained how the LGU could benefit from the project expansion. “First, it will strengthen community participation in local governance. Second, it will empower the community in mitigating conflict leading to an improved economic environment. Eventually, the LGU will be one of the models in good governance in the country.” Husain said.
Richard “Jo” Abedin, Pagalungan Municipal Secretary admitted that the said project had been beneficial to the people particularly in addressing safety and security issues.
In 2016, Pagalungan was a recipient of the seal of good local governance in peace and order award from the Department of Interior and Local Government and this could be partly attributed to the project of CR and UNYPAD.
Mayor Datu Salik Mamasabulod welcomed the development of the CSWG project. “My commitment to peace and development is unconditional because it will be beneficial to the people.” He said
He also acknowledged that lack of peace and order is one of the major challenges in the LGU of Pagalungan. In spite of this situation, he claimed that his administration had achieved a modest improvement in infrastructural development and livelihood programs by demonstrating strong leadership and engaging with various institutions including the civil society organizations.
Mamasabulod said, “I strongly discouraged Barangay Captain to live far from his community. Leaders must be responsible enough in monitoring and supervising their constituents on a daily basis.
How can you respond positively to the people’s need if you stay in the cities?” I even warned those leaders that negligence would be sufficient grounds for removal from office”, he added.
The meeting was also participated by Pagalungan Vice Mayor Datu Abdillah Mamasabulod, Administrative Officer Datu Zainudin Mamasabulod, and the UNYPAD Secretary General Yusoph S. Lumambas.

The Communist Party of the Philippines (CPP) today said it is set to issue a unilateral declaration of interim ceasefire not later than March 31 in anticipation and support of the fourth round of peace talks between the National Democratic Front of the Philippines (NDFP) and the Government of the Republic of the Philippines (GRP) set for April 2-6 in The Netherlands.
The CPP made the announcement following the release yesterday by the New People’s Army (NPA) of two prisoners-of-war (POWs) in Mati, Davao Oriental.
The CPP said it looks forward to a similar unilateral ceasefire declaration by the GRP as mutually agreed upon in the March 10-11 backchannel talks. The CPP urges the Duterte regime to order the AFP to slow down its ongoing all-out offensive military operations and aerial bombing and shelling campaigns against rural barangays, to help create a favorable atmosphere for the mutual ceasefire.
Also in line with the March 11 Joint Statement, the Party also anticipates the Duterte government to release 19 elderly and sick political prisoners, as well as four detained NDFP consultants and one other recently rearrested.
Support for continuing peace negotiations
The CPP said the revolutionary forces are encouraged by the determination of the NDFP and GRP to continue with peace negotiations and accelerate negotiations on the Comprehensive Agreement on Socio-Economic Reforms (CASER) and the Comprehensive Agreement on Political and Constitutional Reforms (CAPCR).
The CPP said these agreements can be completed within the year through earnest negotiations. “There is pressing need to complete these agreements especially in the face of mounting mass actions by workers, peasants and other oppressed sectors calling for genuine land reform, higher wages, job security, decent housing and increased social spending.”
“Through peace negotiations, the Duterte government and the NDFP can unite on addressing the pressing socio-economic problems confronting the Filipino people amid the worsening crisis of the semicolonial and semifeudal system and the global capitalist system.”
The CPP said it also supports efforts of the NDFP and GRP to forge a bilateral ceasefire even as it anticipates “difficult negotiations.”
Release of POWs
The CPP said the release of the two POWs yesterday was carried out as confidence-building measures to help boost peace negotiations. Released by the NPA were paramilitaries Rene Doller and Carl Mark Nucos who were captured by the NPA last February 14 in Lupon, Davao Oriental.
At least four other POWs are set to be released by the NPA in Surigao del Sur, Sultan Kudarat and Bukidnon. Their releases are being impeded by ongoing military and police operations in the area. The CPP urges the local commands of the AFP and PNP to stand down and coordinate with third-party facilitators to pave the way for the releases.
Bombings, shelling and offensive operations
The CPP denounced the AFP for its continuing campaign of aerial bombings and shelling which have caused widespread damage and fear among the peasant masses.
“In the face of the AFP’s all-out offensives and aerial bombing campaigns, the New People’s Army is compelled to carry out tactical offensives and active defense actions in order to defend the peasant masses,” said the CPP.
The most recent bombing runs were was carried out by the AFP last Wednesday, March 22, when AFP jet fighters dropped at least six bombs in the vicinity of Barangay Olave, Buenavista, Agusan del Norte. One of the bombs exploded next to a school while classes were going on, endangering the lives of students and teachers and terrorizing the residents.
At least 60 troops of the 23rd IB entered Barangay Olave after the bombings. They arrested two civilians from Butuan City, Roland Abandola, 26, and Max Lagumba, 30, whom they chanced upon the footpath of Barangay Olave.
The AFP also carried out bombing runs in Malibcong, Abra last March 16 traumatizing residents and causing widespread damage to the forested areas and people’s livelihood. Last week, the AFP also conducted aerial bombing runs in Datu Salibo, Maguindanao forcing at least 3,000 families to evacuate.
Last month, the AFP also conducted aerial bombings against peasant communities in Laak, Compostela Valley, in Bansalan, Davao del Sur, in Asuncion, Davao del Norte, in Fatima, Davao City and in Alabel, Sarangani.
No hostage-taking
Meanwhile, the CPP rejected as “flat lies” reports of the AFP that NPA Red fighters hostaged residents in Barangay Camutan, Antipas, North Cotabato. Reports indicate that people were compelled to evacuate as soldiers belonging to the 39th IB scoured the barangay supposedly in search of members of the NPA. Barangay residents are being forced to move to the evacuation center where they are being detained by AFP soldiers.

China offered to transport Duterte to West Philippine Sea

President Rodrigo Duterte said that Chinese officials have offered their helicopter for him to go to West Philippine Sea so he could plant the Philippine flag there.
“Sabi nila huwag ka nang magpagod-pagod diyan, gusto mo kunin ka namin ng helicopter dalhin ka na lang namin doon mag-meryenda tayo? Ganoon kami kaibigan ng China pati ‘yung military nila. Medyo matagtag na nga,” he said during the press conference March 23 after his visit to Thailand and Myanmar when asked if his jet ski remark during the campaign period changed.
“Maya-maya makasagasa ka pa ng pating diyan mawalaan ka pa ng paa,” he added, if he will use a jet ski.
“Ganun ang party nila, kumain kami. Sabi niya ang magtanong isang general: Mag-jet ski ka? Sabi ko: Oo. Sa isa: Bakit? Gusto mong pumunta doon? ‘Oo.’ ‘Sige, kukuha ng helicopter dalhin ka namin doon, magdala ka ng flag doon o bayang magiliw tayong lahat’,” Duterte further narrated.
“So what’s the use?” President Duterte said. “You can go there any time. I said, I told them ganito ‘yan, since you are claiming it, I am claiming it, do not impede our travel there.”
“Sabi ko, my coast guard — not the gray ships, not the Navy, huwag. They can go there and visit you, shake your hands, and you can park dito sa amin,” he said. “Wala akong sikreto sabi ko, you can travel around the island at magba-bye ka lang sa fish na nandoon. Island… Sabi ko – you can pass by my territory.”
He said that China may pass by Philippine territory, they just need to inform the military and Philippine government.

President Rodrigo Duterte said that Chinese officials have offered their helicopter for him to go to West Philippine Sea so he could plant the Philippine flag there.

Philippine Navy (PN) ships will now be a common sight in the 13-million hectare Benham Rise which lies off the Aurora and Isabela coast. Department of National Defense (DND) Secretary Delfin Lorenzana disclosed this on Friday shortly after the deployment of the BRP Ramon Alcaraz (FF-16) in the area was made public.
The ship and her crew were conducting sovereignty patrols in the wake of reports that Chinese survey ships were spotted in the maritime area last year.
“The Navy will henceforth regularly patrol Benham Rise partly due to past Chinese activities there but more importantly, because it is part of our continental shelf,” he added.
Lorenzana said Philippine presence in Benham Rise is only fitting as the territory was awarded to the country by the United Nations in 2012.
“Our next activity is to have the area surveyed to clearly determine its limits, depths, coral formations, etc,” the DND chief stressed.
Earlier, the Armed Forces of the Philippines (AFP) said BRP Gregorio Velasquez (AGR-702), the Philippine Navy (PN)’s sole survey and hydrographic ship, can again be deployed for survey missions off the Benham Rise should President Rodrigo Duterte and Lorenzana formalize the order.

Arrival ceremony in Philippines will be held at Naval Base Heracleo Alano in Sangley Point, Cavite City on March 27.
The Philippines will pay Japan an annual fee of USD7,000 for each of the first four aircraft and only USD200 for the fifth, for a total of USD28,200, as stipulated in the lease agreement.
The Navy will get the remaining three TC-90s before the end of the year.

President Rodrigo Duterte, Moro National Liberation Front (MNLF) chief Nur Misuari, and other Muslim leaders will meet for dinner on Friday, March 24, in Davao City to discuss peace in Mindanao.
"I have a 7 o'clock dinner with [Nur] Misuari and the Moro leaders," said Duterte at the end of his hour-long speech at the Federation of Filipino-Chinese Chambers of Commerce and Industry Biennial Convention on Friday.
He explained to former president and now Pampanga 2nd District Representative Gloria Macapagal Arroyo that he could not extend his stay at the event because he wanted to be on time for the dinner.
"Ma'am Gloria, I have to fly home because mayroon akong (I have a) 7 o'clock. Taking the next available flight diyan sa (at the) airport," said Duterte.
He and Misuari talked on the phone on Thursday about a "preparatory document" about a proposed federal system for the benefit of Mindanao.
"I have been talking to Misuari, I already talked with him yesterday.... We are talking, we are crafting a sort of a preparatory document so that we can go into the process of proposing the federal structure," said the President.
Misuari has agreed to participate in the crafting of a law that will create a new Bangsamoro region. The government plans to create a panel that will engage Nur's MNLF faction, separate from the panel engaging the rival Moro Islamic Liberation Front (MILF).
Misuari owes his temporary freedom to Duterte, who ordered the suspension of arrest warrants so the MNLF leader can participate in peace talks with the government.
The 77-year-old Misuari was even allowed to enter Malacañang Palace last November after being fetched from Sulu by Presidential Adviser on the Peace Process Jesus Dureza.
Misuari is facing charges of rebellion and crimes against humanity over his role in the 2013 Zamboanga siege.
In September 2013, supporters of Misuari occupied coastal villages of Zamboanga City to protest the Aquino administration's peace talks with the MNLF's breakaway group, the Moro Islamic Liberation Front. Over 200 people were killed and more than 24,000 families were displaced during the 3-week siege.

The Communist Party of the Philippines (CPP) said Saturday, March 25, it is set to issue a unilateral declaration of an interim ceasefire not later than March 31.
This is in anticipation and support of "the fourth round of peace talks between the National Democratic Front of the Philippines (NDFP) and the Government of the Republic of the Philippines (GRP) set for April 2-6 in The Netherlands."
In a press statement, the CPP said it was making the announcement following the release on Friday by the New People’s Army (NPA) of two prisoners-of-war (POWs) in Mati, Davao Oriental.
The CPP said it looks forward to a "similar unilateral ceasefire declaration" by the government, as mutually agreed upon in backchannel talks from March 10-11.
"The CPP urges the Duterte regime to order the AFP to slow down its ongoing all-out offensive military operations and aerial bombing and shelling campaigns against rural barangays, to help create a favorable atmosphere for the mutual ceasefire," the CPP statement said.
The CPP also said it "anticipates" the release by the Duterte government of 19 elderly and sick political prisoners, along with their 4 detained NDFP consultants and one comrade recently rearrested.
A tenuous 5-month-old ceasefire was announced terminated by the NPA on February 1, taking effect on February 10. This happened after several skirmishes with the military. (READ: Soldiers report skirmishes with NPA in 7 areas)
"The August 28, 2016, unilateral declaration of interim ceasefire issued by the Central Committee of the CPP (CPP-CC) and the National Operations Command of the New People’s Army (NPA-NOC) is hereby terminated," NPA spokesperson Jorge "Ka Oris" Madlos said in a statement at the time.
The NPA cited the alleged ceasefire abuses by the miiltary and the delayed release of political prisoners as reasons for terminating the ceasefire.
In its statement, the CPP said it also supports efforts of the NDFP and GRP to "forge a bilateral ceasefire even as it anticipates difficult negotiations.”

Five motorized banca believed owned by the extremist group were also seized, Western Mindanao Command spokesperson Captain Jo-ann Petinglay said.
In the morning of March 23, Bistahan K. Nisalun alias "Upang-Upang" was killed when he allegedly fired at troops out to arrest him in Barangay Lahi-Lahi, Tuburan. He was allegedly tasked to spot potential kidnap victims together with Abu Sayyaf sub-leader Mike Usman Lidjal in Zamboanga City.
About two hours later, Rolly Ikih, 47, who had standing arrest warrants for robbery and arson, was captured at the home of Tumahubong barangay council member Vanessa Lajiman in Sumisip town. A .45 caliber pistol was seized from him.
Meanwhile, Jaudi Salupuddin, allegedly one of the Abu Sayyaf gunmen involved in the attack on a roll-on, roll-off vessel and the abduction of the captain and chief engineer of the tugboat towing the shop off Sibago island, was severely wounded in a battle with troops of the 19th Special Forces Company and died while being transferred to a medical facility.
Petinglay said Salupuddin escaped during the firefight but was eventually turned over to the troops by village officials in Tuburan town. An assault rifle and a banca were recovered from him.
Two other banca were found by a Navy patrol off Al-Bark town Thursday afternoon and two more in Barangay Candiis, Tuburan by Army troops the next day.

Police in Northern Mindanao have been ordered to go on highest alert ahead of the 48th founding anniversary of the New People’s Army on March 29.
The alert went into effect Friday.
The region, along with other places in Mindanao, has seen many NPA operations ever since fighting resumed early last month after the rebels and government lifted their respective unilateral ceasefires.
Since then, both sides have agreed to resume formal peace negotiations, with the fourth round of talks scheduled early April. But while they have agreed to restore their unilateral ceasefires and discuss the forging of a bilateral agreement, no proclamation has yet been made and hostilities continue.
Chief Superintendent Agripino Javier, Northern Mindanao police director, slammed the NPA for a series of attacks, including the torching of heavy equipment belonging to large agricultural companies such as Del Monte in Bukidnon and Misamis Oriental provinces.
Javier said he ordered the alert to ensure communities are protected from any planned attacks by the rebels.

The College Editors’ Guild of the Philippines slammed state security forces in the Bicol region who have allegedly been harassing and conducting surveillance on the campus press organization’s officers and member-publications there.
A statement from CEGP national president Jose Mari Callueng and Jan Joseph Goingo, vice president for Luzon and one of the victims, said the police targeted the Ateneo de Naga University and the Baao Community College for their operations this month.
On March 17, the statement said, policemen went to the home of Giongo, who was out at the time but was later informed that the lawmen were seeking information about his family.
Then on March 23, Jhoan Villanueva, CEGP Bicol chair, received a call from the Baao Community College informing her that policemen were asking about Liyab, the organization’s annual regional convention held in February, and also if BCC students were joining Lunduyan, the Luzon-wide student press convention.
Later the same day, the Ateneo de Naga Office of Student Affairs told Goingo that a police officer had gone to the campus asking about the school’s official publication, The Pillars. The school said the officer questioned an unnamed staff of the school on Giongo’s whereabouts.
Both schools were also shown a memorandum supposedly from the Philippine National Police and Armed Forces of the Philippines. Neither school disclosed the contents of the document and would only say that it was for the “security” of the students.
Bothered by the incidents, Terry Pitagan, adviser of BCC’s The Nexus, went to the police station in Baao to confront them and was told to tell the student journalists to stop attending CEGP activities because rallies were always part of the group’s program. But Pitagan refuted this even as he stressed that holding rallies is not illegal.
The CEGP statement called the Bicol incidents “a calibrated attack of the state under President Rodrigo Duterte’s counterinsurgency program Oplan Kapayapaan” and indicated that “student journalists are now targets of neutralization.”
The organization accused the current administration of “maintaining and intensifying the culture of impunity in the country” but said it “will not be cowed by these fascist attacks by the state to intimidate and sow fear.”

The Communist Party of the Philippines (CPP) announced on Saturday it is set to issue a unilateral declaration of interim cease fire not later than March 31.
This will be in anticipation and support of the fourth round of peace talks between the National Democratic Front of the Philippines (NDFP) and the Government of the Republic of the Philippines (GRP) scheduled for April 2 - 6 in The Netherlands.
The CPP made the announcement following the release yesterday by the New People's Army (NPA) of two prisoners-of-war (POWs) in Mati, Davao Oriental.
The CPP said it looks forward to a similar unilateral cease fire declaration by the government as mutually agreed upon in the March 10 - 11 backchannel talks.
"The CPP urges the Duterte regime to order the AFP to slow down its ongoing all-out offensive military operations and aerial bombing and shelling campaigns against rural barangays, to help create a favorable atmosphere for the mutual cease fire," CCP said in the statement.
Also, in line with the March 11 Joint Statement, "the Party also anticipates the Duterte government to release 19 elderly and sick political prisoners, as well as four detained NDFP consultants and one other recently rearrested."
Support for continuing peace negotiation
The CPP said the revolutionary forces are "encouraged" by the "determination" of both sides to continue with peace negotiations and accelerate negotiations on the Comprehensive Agreement on Socio-Economic Reforms (CASER) and the Comprehensive Agreement on Political and Constitutional Reforms (CAPCR).
The CPP said these agreements can be completed within the year through earnest negotiations: "There is pressing need to complete these agreements especially in the face of mounting mass actions by workers, peasants and other oppressed sectors calling for genuine land reform, higher wages, job security, decent housing and increased social spending."
Through peace negotiations, "the Duterte government and the NDFP can unite on addressing the pressing socioeconomic problems confronting the Filipino people amid the worsening crisis of the semicolonial and semifeudal system and the global capitalist system," the CPP statement added.
The CPP also said it supports efforts of the NDFP and GRP to forge a bilateral cease fire even as it anticipates "difficult negotiations."
Release of POWs
The CPP said the release of the two POWs yesterday was carried out as "a confidence-building measure to help boost peace negotiations. Released by the NPA were paramilitaries Rene Doller and Carl Mark Nucos, who were captured by the NPA last February 14 in Lupon, Davao Oriental."
At least four other POWs are set to be released by the NPA in Surigao del Sur, Sultan Kudarat and Bukidnon. Their releases, it was pointed out, "are being impeded by ongoing military and police operations in the area. The CPP urges the local commands of the AFP and PNP to stand down and coordinate with third-party facilitators to pave the way for the releases."
Bombings, shelling and offensive operations
The CPP denounced the AFP for its continuing campaign of aerial bombings and shelling, "which have caused widespread damage and fear among the peasant masses.
"In the face of the AFP's all-out offensives and aerial bombing campaigns, the New People's Army is compelled to carry out tactical offensives and active defense actions in order to defend the peasant masses."
AFP jet fighters dropped at least six bombs in the vicinity of Barangay Olave, Buenavista, Agusan del Norte. "One of the bombs exploded next to a school while classes were going on, endangering the lives of students and teachers and terrorizing the residents."
At least 60 troops of the 23rd IB entered Barangay Olave after the bombings. They arrested two civilians from Butuan City, Roland Abandola, 26, and Max Lagumba, 30, whom they chanced upon at the footpath of Barangay Olave.
No hostage-taking
Meanwhile, the CPP rejected as "flat lies" reports of the AFP that NPA Red fighters hostaged residents in Barangay Camutan, Antipas, North Cotabato. Reports indicated that people were compelled to evacuate as soldiers from the 39th IB scoured the barangay supposedly in search of members of the NPA.
Barangay residents are being forced to move to the evacuation center where they are being detained by AFP soldiers.

Government troops killed 2 Abu Sayyaf fighters and captured another jihadist and rescued an abducted Filipino sailor in the restive province of Basilan in the Muslim autonomous region in southern Philippines, security officials said on Saturday.
Army captain Jo-ann Petinglay, a spokeswoman for the Western Mindanao Command, said 5 motorized boats used by the Abu Sayyaf in their kidnapping activities and piracy were also seized by soldiers in the towns of Al-Barka and Tuburan where the 2 jihadists had been killed.
One of them, Jaudi Salapuddin, was involved in the recent hijacking of a Panamanian cargo ship Super Roro 9 off Basilan province, just several nautical miles south of Zamboanga City. The Abu Sayyaf also seized the ship’s engineer Laurence Tito and Captain Aurelio Agacac who was rescued by soldiers.
The other slain jihadist had been identified as Bistahan Nisalun.
Petinglay said soldiers also captured Rolly Ikih at the house of Vanessa Lajiman, a village councilor of Tumahubong in Sumisip town. Troops also seized a .45-caliber pistol and ammunition from Ikih who is wanted by authorities in Basilan. It was unknown why Ikih was in the home of Lajiman or whether the village official tipped off the military or not.
“We are doing our best to rescue all the kidnap victims within our area of operations however; this is one challenge that your Armed Forces cannot address alone. We need the help and the support of every peace-loving Filipinos in this fight,” said Major General Carlito Galvez, the regional military commander.
The Abu Sayyaf is still holding over two dozen Asian sailors kidnapped off Basilan, Tawi-Tawi and Sabah in Malaysia.

2Lt Jonel Castillo, spokesperson of the 30th Infantry Battalion (30IB), said these soldiers were deployed to secure the humanitarian team convoy composed of the Army's 30IB, Philippine Navy Naval Forces - Eastern Mindanao, Phil. Marine Reservists, Kiwanis Club members, LGU Malimono and Provincial Health Office personnel.
Castillo said the soldiers encountered the NPA rebels after the humanitarian team convoy has just finished the conduct of Medical-Dental and Relief Operations in commemoration of the Philippine Army's 120th Founding Anniversary.
The humanitarian convoy was able to extract safely after the Route Security Team defended the convoy led by 30th Infantry Battalion Commander Lt. Col. Rico Amaro.
"We are celebrating the Army's 120th Anniversary by reaching out to the farthest Barangay of the province, we offered Medical and Dental Service to our countrymen, we also gave relief goods while these NPAs offer us nothing but bullets and landmines," Castillo said.
"Last February while we were working and standing side by side to comfort our fellow Surigaonons traumatized by earthquake, they also ambushed our soldiers that delivered relief goods on the same southernmost barangay where we came from this morning. They have not changed at all. We are still looking for answers why are they doing these when it is our constituents from far flung areas that benefit from these activities," Lt. Col. Amaro said.
"We will not be cowed, we will face all threats just to make sure every Surigaonon is served by our government," Amaro added.

“These have made the PSG stronger, more dependable, more competent and encourage civilian engagement. These have made the PSG stronger and it will be so for all time,” Duterte said during the change of command ceremony of the Presidential Security Group (PSG) at the Malacañang Park on Thursday, March 23.
President Duterte has appointed his senior military adviser, Army Col. Lope Dagoy as the new head of his security replacing Brig. Gen. Rolando Bautista.
The Chief Executive opened his keynote speech by recognizing several members of the PSG who were wounded in an ambush last November in Marawi.
“Your government will ensure that their needs, your needs are taken care of as you rest and recover from your injuries. If this incident tells you anything it is that the risk and dangers of being a member of the Presidential Security Group are all too real,” he said.
Duterte also said the reforms undertaken by his administration will ensure busy days for the prestigious unit.
“There are those who were upset by the administration’s reforms. There are those whose lives have been affected by our people’s war against crime, corruption, and the illegal drugs. These are the people who do not wish to see me or the Philippines succeed,” he said.
He said he is fully convinced of the competence of the incoming PSG chief.
“The incoming PSG Commander Colonel Lope Dagoy will have his hands full. I am confident that his outstanding credentials and considerable experience will enable him to lead the PSG effectively,” he said.
“I fully entrust the protection of myself and my family to him and to the entire PSG,” he added.
The President, meanwhile, acknowledged the contribution of Bautista in improving the PSG.
He said the organization is “in good order” citing several upgrades and improvements such as procurement of equipment and vehicles and extensive training for troopers locally and abroad, which have been implemented during the past nine months.

Nagpapatuloy ngayon ang pangangalap ng Armed Forces of the Philippines (AFP) ng mga katutubo sa mga pamayanan upang maging kasapi ng kanilang hanay.
Ito ang tinuran ni Kalihim Delfin Lorenzana ng Department of National Defense (DND) sa kanyang pagbisita sa Palawan kasabay ng ika- 40 anibersaryo ng Western Command .
Ani Lorenzana, hangad nilang maging katuwang ang mga katutubo sa pagsawata sa mga rebeldeng grupo sa kanilang pamayanan lalo pa’t ang mga katutubong komunidad ang madalas na hinihikayat ng grupo tulad ng New People’s Army (NPA).
“Madalas unang pinupuntahan ng mga NPA ang mga katutubo sa mga bulubundukin, kaya mas makabubuti kung sila ang magiging kabalikat natin sa pagsugpo sa masamang gawain”, ani Lorenzana.
Aniya, maging ang WESCOM ay sinisimulan na sa kasalukuyan ang pagsasanay sa mga ito na inumpisahan sa bayan ng Roxas.
Sa kaniyang pananalita, nanawagan din ang Kalihim sa mga katutubo saan mang panig ng lalawigan na huwag padadala sa pangungumbinse ng makakaliwang grupo dahil sa hindi mabuti ang mga idudulot ng mga ito sa kanilang pamayanan.

Police and military officials in the Autonomous Region in Muslim Mindanao (ARMM) have lauded local officials' readiness to help carry out the government's anti-drug, anti-corruption drive.
Chief Supt. Reuben Sindac, police director for ARMM, said he was elated that local officials vowed their all-out support for the "Mamamayang Ayaw Sa Anomalya, Mamamayang Ayaw sa Ilegal na Droga" (MASA MASID).
"We welcome local officials' commitment and willingness to help in the drive against illegal drugs and corruption in the local level," Sindac told reporters Saturday.
On Thursday, Maguindanao Gov. Esmael Mangudadatu, representatives of the police, the military, the Philippine Drug Enforcement Agency (PDEA), and the Department of the Interior and Local Government (DILG), jointly launched MASA-MASID with the regional military officials in attendance.
Sindac said he personally thanked Mangudadatu for bringing in all 36 Maguindanao town mayors to support the anti-drug campaign of President Rodrigo Duterte. MASA MASID was officially launched in Buluan, capital of Maguindanao, on Thursday.
“Without the support of local officials, the anti-illegal drugs campaign of the government will not succeed," Sindac said.
In support of the anti-drug, anti-corruption campaign, a fun-run for a cause was launched Saturday in Shariff Aguak town where about 1,000 former drug dependents participated, along with leaders of various police and military units in Maguindanao's second district.
Shariff Aguak Mayor Marop Ampatuan provided prizes for fun run winners.
"The fun run is an indication that the grassroots participation in the campaign is gaining ground," Maj. Gen. Carlito Galvez Jr., Western Mindanao Command chief, who joined officials of the 6th Infantry Division in the activity.
The campaign against illegal drug personalities and suspected drug lords continue in Maguindanao, according to Sr. Insp. Rasol Pandulo, Maguindanao PNP spokesperson.
Two Maguindanao town mayors publicly named by President Duterte as "narco-politicians" remain at large. They are Ampatuan town Mayor Rasul Sangki and Talitay Mayor Montasir Sabal.
Both denied they were into drugs but they have so far not surrendered.

Government forces drove away communist rebels who occupied a remote uptown village in North Cotabato following a brief clash, the Army said Saturday.
“Government forces have retaken the village of Camutan in Antipas town, which the NPAs (New People's Army) occupied for a day,” 1Lt. Silver Belvis, speaking for the Army’s 39th Infantry Battalion, said.
Antipas Mayor Egidio Cadungon said the rebels have fled and that all civilians earlier reported trapped, have been accounted for.
Belvis said the village had been recovered at about 5 p.m. Friday and residents have been told to return home.
No civilian was harmed, and no government troop was hurt in a brief firefight Thursday night, Belvis said.
The local government of Antipas had started sending back to their communities about 80 families who fled when the rebels belonging to Guerilla Front 73 arrived and tried to convince males to join their ranks.
In a similar incident, the 27th Infantry Battalion also occupied a remote village in Tablu, Tampakan, South Cotabato after the NPA fled to the borders of Sultan Kudarat, Davao del Sur and South Cotabato Saturday morning.
The villagers can return home, said Army Lt. Col. Benjamin Leander, 27th IB commander.
More than 50 families fled Friday morning after about 50 guerrillas harassed a militia detachment in Barangay Tablu.
There was no casualty on the government side. Quoting villagers, Leander said at least four NPA attackers were seen carried by fleeing guerrillas following an Army operation.
But Leander admitted they could not confirm the report.
“Barangay Tablu is now peaceful. The rebels have fled to the other side of the mountains,” Leander said, referring to the NPA strongholds in the mountains of Columbio town in Sultan Kudarat and Kiblawan in Davao del Sur.
Mila Lorca, South Cotabato provincial disaster risk reduction officer, said the displaced families, now at the Tampakan town gymnasium, reside near the militia base camp near Sagittarius Mines Inc., a mining firm.
Following Friday’s skirmishes, classes have been suspended in Barangay Tablu.
Lorca said the affected families have been given relief goods. The provincial government is working for their return to Tablu where the evacuees’ livelihood is located.
