BANCASI, BUTUAN CITY – The 4th Civil-Military Operations Battalion successfully conducted a 2-day Information Education Campaign or IEC at Megasoft Hygienic Product Incorporated in Brgy. Sinaloc, El Salvador City, Misamis Oriental last March 24-25, 2023.

The IEC was attended by more or less 600 workers and administrators from Mega Soft and another 400 workers from nearby companies that are inside Mega Land. It aims to talk about the fraudulent recruitment tactics of the communist terrorist group (CTG) in the worker’s sector to avoid its ill-effects on workers, their families, and the company they work in.

Mr. Andrew Choi, one of the owners of the said company and a Philippine Air Force Reservist himself, and Ms. Liezel Jane Lilla, the Production Manager expressed their heartfelt gratitude for the unwavering support extended by the 4CMOBn.

On the other hand, Lt. Col. Jenny A. De Mesa, the Commanding Officer of 4CMOBn, thanked the management for their cooperation and support. She said that giving education and information to the workers on the ill-effects of CTG recruitment will prevent the deceitful and evil intentions of the group in the labor sector. “There’s a need to stop their recruitment and counter the CTG Resource Generation so that everybody can live a peaceful life,” she added.

The workers were also serenaded by the 4ID Band Combo.

Cabadbaran City, Agusan del Norte – One (1) Regional Staff of NEMRC and one (1) Armed member of SYP16C voluntary surrender to 29th Infantry “Matatag” Battalion on 02 April 2023, after getting no support from their mass base during their 54th Anniversary.

The said CTG members was identified as Roselyn C Sampayan @SARAH/OSANG – Regional Staff, North Eastern Mindanao Regional Command (NEMRC)/member of Sentro de Grabedad (SDG16), WGF16, NEMRC, female, 37 years old, married and Juliet N Sampaga @MARJUN armed member of Sandatahang Yunit Pampropaganda (SYP16C) WGF16, NEMRC, 38 years old, male, married.

The surrenderees brought with them one (1) AR18 Rifle with one (1) magazine loaded with five (5) rounds ammunition.

According to them, they chose to surrender because of the lack of mass support as a result of the relentless military operations and the surrender of the movement’s mass supporters in communities. They wanted to go home to their families because they have been missing them so much. Aside from suffering hunger and extreme fatigue, they really want to be free from the organization and to get proper sleep without thinking about their security.

A member of the communist terrorist group withdrew support to the communist terrorist group (CTG) in Sarangani Province on Tuesday, April 11.

The 38th Infantry Battalion, led by Lt. Col. Michael Angelo Candole, facilitated the surrender of a member of the Guerilla Front Musa, Far South Mindanao Region, identified as alias Takla. The former rebel submitted himself to the military at the 38IB headquarters at Sitio Tampuan, Barangay Kamanga, Maasin town, Province of Sarangani, at 5 p.m. Tuesday.

Joint Task Force Central Commander, Maj. Gen. Alex Rillera said that the surrendered personality denounced the CTG deceptions. Takla revealed he was tired of evading government troops and desired to live a peaceful life.

The former rebel handed over his M14 rifle with magazine and eight rounds of 7.62mm balls.

“I commend the troops of Joint Task Force Central under the leadership of Maj. Gen. Rillera, for this recent accomplishment. This success is a result of the combined efforts of the troops, the local government units, and the people of Central Mindanao who all work hard to eliminate terrorism, insurgency, and any form of criminality,” Western Mindanao Command Chief, Lt. Camp Aquino, Tarlac City, 06 April 2023 – In time for this year’s preparation before the celebration of Easter, the Northern Luzon Command (NOLCOM) through the 1st Civil Relations Group, Civil Relations Service, Armed Forces of the Philippines conducted a community outreach program in Sitio Bulakan, Sta. Juliana, Capas, Tarlac on April 5, 2023.

A 3-hour convoy had led to reach the mountainous part of Capas, Tarlac where more or less 500 Aetas lived. These tribe people were the beneficiaries of a joint gift-giving initiated by NOLCOM in collaboration with the P. Liwanag Construction Corp; Tactical Operations Group 3, PAF, and the 790th Air Base Group, PAF.

More than 200 food packs were distributed consisting of two (2) kilos of rice, personal hygiene, and assorted goods. Clothes and school backpacks were also given to the children whose eagerness and happiness were drawn to their faces as they received the simple presents. Fun games and a feeding program were also conducted to interact with and nourish them.

The community outreach activity is the NOLCOM’s way of remembering the Lord’s sacrifices to save humanity thus helping those who are in need, especially the Aeta brothers and sisters.

This exercise of the men in uniform of NOLCOM showed how crucial it is to not only protect Aeta communities from being used by communist rebels but also to maintain the engagement with them and let them know that they are being recognized by the government.

By promoting similar charity endeavors and serving as peacemakers, the 1st Civil Relations Group inspired others to do the same and to always give a helping hand to those in need most especially to our compatriots living in remote areas.

MAWAB, Davao De Oro – Hundreds of Ata Manobo in Talaingod celebrated the 1st Annual Commemoration of the Insurgency-Free Status of the municipality held at Sitio JBL, Barangay Sto. Niño in Talaingod, Davao Del Norte on April 5, 2023.

Hundreds of tribal leaders swore during the oath-taking ceremony of the Barangay Indigenous Political Structure (IPS) Tribal Council as well as the oath-taking and ceremonial send-off ceremony of some 1,200 Bagani Force that shall serve as the community peacekeepers and outlook against the plan of any communist resurgence in their ancestral domain.

56th Infantry (TATAG) Battalion Commander Lieutenant Colonel Osmalik Tayaban said this year’s anniversary of insurgency-free status is a result of the three-decade-long sacrifice and struggle of the people and the government striving for lasting peace and development against the exploitation of the Communist Terrorist Group in Talaingod.

In his message, Davao Del Norte Governor Edwin Jubahib assured the IPs of Talaingod of his continued support to maintain the insurgency-free status of Talaingod and the whole province.

Meanwhile, 1003rd Infantry (RAPTOR) Brigade Commander Colonel Marion T Angcao emphasized the important role of the Barangay Indigenous Political Structure (IPS) Tribal Council and Bagani Forces as primary defenders of their ancestral land in Talaingod.

“Together, we will empower the Indigenous Political Structure because you will be the primary guards of your ancestral lands together with the Bagani Forces. We, in the army, will just assist and help you. But we are hoping that the IPS will command, control and supervise the Bagani forces to maintain the peace and order situation in Talaingod,” Col Angcao added.

The whole Agila Division remained steadfast in sustaining the gains to widen the socio-economic opportunities delivered to communities through peace and development programs with the government.

CAVINTI, Laguna – On April 11, 2023, 41 former members of the New People’s Army (NPA) who surrendered to authorities in Quezon, received their benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP) totaling PhP2,965,933.78 during a simple ceremony held at the Governor’s Office, Provincial Capitol, Lucena City, Quezon.

The benefits which include the immediate assistance, livelihood assistance and firearms remuneration were formally handed-over by Hon. Angelina DL Tan, Provincial Governor, Dir. Darrel I. Dizon, CESO V, Provincial Director, DILG Quezon; Brigadier General Cerilo C. Balaoro Jr., Commander, 202nd Brigade, 2ID, PA and other representatives from member agencies.

Participants in the Balikatan exercises between Philippine and US forces on Friday used long-range fire assets such as a howitzer which can hit a target more than 40 kilometers away.

According to the "24 Oras" report of GMA Regional TV One North Central Luzon's Russel Simorio, the troops fired a 155 mm howitzer for a target 45 kilometers away.

Also put to use was a 105 mm howitzer that can hit a target 12 kilometers away.

It is essential to learn how to use the long-range fire assets to defend the country against any threat of terrorism.

Attack helicopters were also flown and demonstrated how to hit ground targets from the air.

"It really enhances our interoperability of our forces. Both the ground forces and ibang-ibang branches ng AFP like Army, Marines at Air Force kasama na ang US counterpart,” public information officer Major Al Anthony Pueblas said of the exercises. —Sherylin Untalan/NB, GMA Integrated News

The Philippines won’t surrender an inch of its territory in the South China Sea, the country’s army chief declared Thursday, as Filipino and U.S. forces practiced firing Javelin missiles similar to those used by Ukraine against invading Russian forces.

Filipino soldiers joined their American counterparts in live-fire drills at this army base using the anti-tank weapons system on day 3 of the “Balikatan” (“Shoulder to Shoulder”) joint exercises, which the longtime allies are staging in and around the Philippines until April 28.

Thursday’s live-fire drill in Nueva Ecija province was in keeping with his troops’ mission of protecting land and waters belonging to the nation, Philippine Army commander Lt. Gen. Romeo Brawner Jr. said. However, the top brass from both armies held back from stating openly that their forces were training together in preparation for a potential conflict with China over the disputed sea region or Taiwan.

“The exercises that we are doing are all in line with the order of our president, President Ferdinand Romualdez Marcos Jr., for us to defend our territory and not give an inch of our territory,” Brawner told reporters.

“So all of these are geared toward that, toward achieving his order and we are making sure that the Philippines, the entire country … would be ready in case a threat comes to our shores.”

The Philippine forces will likely acquire Javelin missiles as part of the military’s modernization program, Brawner said.

The troops from both countries were drilling at Fort Magsaysay as part of the largest-ever Balikatan exercises.

These are bringing together nearly 18,000 troops – 12,000 Americans, 5,000 Filipinos and about 100 Australians. The drills are unfolding against the backdrop of frequent Chinese harassment of Philippine ships in contested waters of the South China Sea and tensions between the United States and China over Taiwan.

China has been ratcheting up its activities in the strategic waterway despite having agreed with its neighbors to refrain from taking actions that could cause friction in the potentially mineral rich sea region. Many countries, especially the United States, consider the South China Sea to be a vital sea corridor for global commerce.

Gen. Charles Flynn, the commander of the U.S. Army Pacific, said the joint drills were an “expression of us trying to commit to enabling and assisting the Philippine military in being able to protect their national sovereignty and protect territorial integrity.”

Brawner said the Philippine Army was looking to acquire the Javelin, a weapon that can take out tanks and other armored vehicles, as the military branch moves toward territorial defense after fighting insurgencies at home for decades.

“Once we have this weapons system in our inventory, then we will be able to use them effectively against our enemies,” Brawner said. “We don’t have these kinds of weapons but, as I said, we are already starting to train on how to use these weapons because we are envisioning to have these weapons systems in our modernization program.”

Asked whether the training program was in preparation for a scenario where China could attack Taiwan and pull the Philippines into a conflict over that island, Brawner replied: “All the scenarios that we are doing here in the exercise are not specifically targeting any adversary. We are not saying it is against any country or any specific group of adversaries, but we want to prepare for all kinds of threats that would come to our country whether it be man-made or natural.”

Flynn, for his part, noted that the diplomatic and defense chiefs of both counties had met in Washington this week for so-called 2+2 bilateral talks.

The Balikatan drills in the Philippines “is an extension of that, an operationalization of the commitment to one another and for a safe, stable, free and open Indo-Pacific that everyone gets to benefit from,” Flynn said.

“As you witnessed in August of last year and you are recently witnessing, there are some irresponsible behaviors that are ongoing and we should call those irresponsible behaviors out,” Flynn said.

The American commander did not elaborate, but in August 2022 China carried out military drills around Taiwan in response to a visit to the island by then-U.S. House Speaker Nancy Pelosi. At the time, the defense ministry of Taiwan, which China considers as one of its provinces, called the three-day Chinese military exercises “highly provocative.”

The Balikatan exercises kicked off on Tuesday amid anti-U.S. protests by some Filipino activist groups who oppose the Marcos administration’s recent decision to grant the American armed forces access to four more Philippine military bases on a rotating basis under an expanded defense pact.

The Philippines, a former American colony, was home to the two largest U.S. military bases in Southeast Asia during the Cold War and Vietnam War.

The Balikatan exercises are “nothing but a blatant display of U.S. imperialism’s military intervention and aggression in the country and region,” said one local group, the International League of Peoples’ Struggle (ILPS).

“The presence of foreign troops in local communities poses a grave threat to safety, security and welfare of the people.”

MANILA — The largest-ever "Balikatan" exercises are complementing the Philippine military's "major transition" as its mindset shifts to protecting the country from external threats, an analyst said on Saturday.

Renato Cruz De Castro, who teaches international studies at the De La Salle University, said the Balikatan or "shoulder-to-shoulder" drills this year primarily focuses on territorial defense, based on its lineup of activities.

This is "something new," said the analyst, as the Armed Forces of the Philippines (AFP) previously focused its activities on crushing rebels and terrorists across the country.

"The AFP is undergoing a major transition. It is not only a simple acquisition of arms it is also a matter of changing the mindset that could be provided both by 'Balikatan,'" De Castro said in a media forum in Quezon City.

"We need to transition from internal security to territorial threats. Kaya tingnan niyo ang nature ng balikatan, live-fire exercises, we are trying to decommission a fishing vessel," he added.

The shift, however, is also something "challenging" to the Armed Forces, which was why the "Balikatan" exercises could help.

Meanwhile, he noted that the Enhanced Defense Cooperation Agreement (EDCA) will also help the country in its modernization program for the military, as most of these are air bases.

EDCA "provides for the improvement of existing AFP facilities," he said.

"Medyo na-delay yung implementation in the last 6 years pero ang focus talaga ay storage tanks, [humanitarian assistance and disaster response] headquarters and repair ng mga runways that will be useful for the Philippine Air Force."

About 12,200 American, 5,400 Filipino and over 100 Australian soldiers will participate in the two-week Balikatan exercises that opened Tuesday. For the first time, this year's iteration will include a live-fire drill in waters off Zambales province.

President Ferdinand Marcos, Jr. had urged the Philippine Army to continue strengthening its relationship with its foreign counterparts, noting the technological advancements that facilitated "greater interaction among states, amongst economies, and peoples."

The President, during his "Talk to the Troops" in mid-March, said it was important that the military works to be "sophisticated" and "well-trained" amid mounting external threats and the troop's geographical location.

The Armed Forces of the Philippines (AFP) and the United States Armed Forces have enhanced their cyber defense capabilities as militaries around the world are prompted to develop new techniques to combat emerging threats in the cyberspace.

Gen. Andres Centino, AFP Chief of Staff, met with the Filipino and American troops who participated in a cyber defense exercise (CYDEX) at Camp Aguinaldo in Quezon City on Friday, April 14, as part of the ongoing Exercise Balikatan.

“The CYDEX aims to grow and build on established capabilities for conducting multilateral defensive cyberspace operations,” Col. Jorry Baclor, chief of AFP public affairs office, said.

“It also aims to improve primary and intermediate-level defensive cyber capabilities for enhanced deterrence against threats,” he added.

Aside from fighting on land, on air, and at sea, the cyberspace has been adopted by the AFP as its fourth domain of operations.

CYDEX is seen as one way to fortify the AFP’s defenses in this area by providing secured means of communications against potential cyberattacks and hacking.

During his visit, Centino was accompanied by Major Gen. Eric Nicanor, deputy chief of staff for C4ISTAR Systems. C4ISTAR stands for Command and Control, Computer, Communications, Intelligence, Surveillance, Target Acquisition, and Reconnaissance (C4ISTAR) which is a network established by the AFP to combat cyber threats.

Aside from the CYDEX, Centino also went to Casiguran, Aurora to personally witness the ongoing combined joint logistics over-the-shore (CJLOTS) exercise participated in by 600 personnel from AFP and US Armed Forces. He was welcomed by US Navy Capt. Joel Stewart, commander of the CJLOTS, and Commander Mark William Concepcion, commanding officer of BRP Waray (LC288).

The exercise, which kicked off last Tuesday, April 11, aims to demonstrate the US and PH’s ability to transfer mission essential cargoes from sea to shore when fixed port facilities are unavailable, damaged, or denied due to enemy activities or calamities.

Centino then went to Fort Magsaysay in Nueva Ecija to inspect the site for field training exercise and humanitarian activities between the AFP and US Armed Forces.

Up until April 28, about 17,600 Filipino and American troops will hone their skills in various areas of operation by training side-by-side in the remaining drills including littoral irregular warfare/jungle field training exercise, maritime law enforcement, ground based air defense (GBAD) subject matter expert exchange (SMEE), combined air assault, amphibious raid, reconnaissance and surveillance training, combined arms live fire exercise (CALFEX), coastal defense and engineering SMEE, and combined and joint live fire exercise.

TACLOBAN CITY – Two alleged members of the New People’s Army (NPA) were killed in a gunfight with government forces in a remote village in Basey, Samar on Friday.

The two alleged communist rebels, whose identities have yet to be known, succumbed to gunshot wounds to the body.

The soldiers, belonging to the 63rd Infantry Brigade, were conducting a military operation in the area when they encountered about 17 suspected rebels.

The rebels left behind five firearms and ammunition.

Government troops in Eastern Visayas have been going after communist rebels for more than 50 years. They claimed to have dismantled two of the four remaining guerilla fronts of the NPA in the region.

ZAMBOANGA CITY – A New People’s Army (NPA) rebel was killed and assorted war materiel was recovered as government troops clashed with NPA rebels in Zamboanga del Norte on Saturday.

In a statement, the 97th Infantry Battalion (97IB), said the clash took place in Barangay Linabo, Polanco, Zamboanga del Norte at about 7:50 a.m.

The 97IB said the troops were checking the reported presence of a group of NPA rebels in the village when the clash ensued.

The firefight lasted for 15 minutes after which the NPA rebels fled, leaving behind the body of their fallen comrade.

There was no reported casualty on the government side, the 97IB said.

The troops recovered an M-16 Armalite rifle, assorted war materiel, and personal belongings abandoned by the fleeing rebels being pursued by the 97IB troops.

A member of the Abu Sayyaf Group (ASG) who went into hiding for 13 years was arrested by different police agencies on Thursday, April 13 in Parañaque City.

Southern Police District (SPD) Director Brig. Gen. Kirby John Brion Kraft said the suspect identified as Salahuddin Alpin, alias Almad Pantangan, 38, was arrested at around 8 p.m. along Marina Bay South Shore Project, Jackson Avenue in Barangay Don Galo, Parañaque City.

Kraft said the suspect ranked seventh in the periodic status report (PSR) of the Philippine National Police was arrested by combined operatives of different agencies led by District Special Operations Unit (DSOU-SPD), Parañaque police, Las Piñas police, Zamboanga police and others.

The SPD chief said the suspect, who worked as a construction worker at EBR Construction Company, went into hiding after a warrant for his arrest was issuedby Judge Gregorio Dela Peña III of Zamboanga Regional Trial Court (RTC), Branch 12 on July 23, 2009 for the crime of murder and attempted murder.

Kraft said the suspect was involved in kidnapping and extortion and became a member of Gapar Pingli criminal group.

Upon his arrest, police confiscated a .45 caliber pistol with magazine loaded with eight ammunitions and hand grenade from the suspect.

The suspect is detained at the DSOU-SPD while waiting for his commitment order from the Zamboanga RTC.

MANILA, Philippines —A purported member of the notorious Abu Sayyaf Group (ASG) has been arrested in Parañaque City, putting an end to a more than 13-year stint in hiding, reports the Southern Police District (SPD) on Friday.

Police identified the suspect as Salahuddin Alpin, also known as Almad Pantangan y Tawasil, 38. He was nabbed at the Marina Bay South Shore Project on Jackson Avenue in Barangay Don Galoat at about 8:00 p.m. on Thursday. He is working as a construction worker there, according to authorities.

Police said they served a warrant of arrest on Alpin for murder and attempted murder. The arrest warrant was issued on July 23, 2009, by Judge Gregorio dela Peña III of Regional Trial Court Branch 12 in Zamboanga City.

“The accused was an ASG member … involved in kidnapping and extortion activities linked with Gapar Pingli and hiding for more than 13 years,” the SPD said in a statement.

Police also said they found a .45 caliber pistol Firestorm Contender, one .45 Caliber magazine with 8 live ammunition, and one hand grenade from the suspect’s backpack during a search.

The SPD said Alpin has since been placed under the custody of its District Special Operations Unit “pending the issuance of commitment order from the court of origin.”

MANILA – The Western Command (Wescom) on Thursday reported a significant increase in its maritime and aerial patrols in the West Philippine Sea (WPS) for the first quarter of this year.

"The AFP Wescom reports a substantial increase in its operational tempo, or optempo, in the WPS for the first quarter of CY2023. This means that more government ships are staying out at sea for longer periods of time and government aircraft flights over WPS have become more frequent," Wescom chief, Vice Adm. Alberto Carlos, said in a statement.

The boost in Wescom's patrol efforts came in wake of President Ferdinand R. Marcos Jr.'s announcement that not a square inch of Philippine territory will be lost under his watch.

"Together with our partner agencies - the Philippine Coast Guard, the Philippine National Police Maritime Group and the Bureau of Fisheries and Aquatic Resources, the Philippine Navy established a strong maritime presence in the area with the sustained deployments of their respective ships in WPS, especially at the vicinity of Pagasa Island," he added.

These efforts are meant to counter the increased presence of suspected foreign militia vessels in the area, the Wescom chief stressed.

Wescom also increased the frequency of maritime air patrols to closely monitor the activities of foreign vessels in the WPS and the developments on foreign occupied features in the area.

"Good weather and the availability of surveillance aircraft from the Philippine Air Force and our partner agencies allowed Wescom to have a comprehensive, accurate, and timely maritime domain awareness picture in the WPS," he added.

Carlos estimates that the increased optempo (operations tempo) is about 50 percent above 2022 figures.

MANILA – Propmech Corporation announced on Thursday its readiness to support the national government's initiative in developing and improving the country's ship building industry.

With its extensive experience, network, expertise, and infrastructure, the local marine solutions provider has been a long-standing supporter of the Philippine government’s effort to improve its maritime defense capabilities.

This, after the Department of Transportation (DOTr) announced that the Philippines is aiming to become the “Maritime Capital of the World” by modernizing domestic shipping, expansion of shipbuilding and repair capabilities, development of a marine industrial park, marine environment protection, development of inland waterway networks, and corrective actions on multiple levels.

This is to address the assessment findings from the European Commission and the independent evaluators of the International Maritime Organization (IMO).

Glenn Paul Tong, Propmech Corporation's chief executive officer and president, said it is a big advantage for the Philippines to be able to maintain its own equipment and other shipping facilities for disaster, emergency, or security purposes.

"It will also help the Philippine industry create more opportunities, chance to work, livelihood, and creating a good ecosystem in the Philippines where we can support not only the government, but also the commercial. It will be an improvement for the whole country," Tong told reporters during a media tour at the Propmech shipyard located in Subic, Zambales province.

"I think the government has many intentions to push for this self-reliance. However, still a lot needs to happen before it really [comes into realization]," he added.

Officially established in 1991, Propmech has been building vessels for the Philippine Navy, Coast Guard, the Philippine National Police (PNP), as well as the Bureau of Fisheries and Aquatic Resources, through the development and maintenance of vessels used in various missions.

Some of the vessels include the Landing Utility Craft (LCU), a vessel designed for moving troops, vehicles, and equipment to far-flung areas; the PNP and Marine high-speed attack crafts, and Coast Guard aluminum patrol boats.

One of the company's signature vessels is the Philippine Navy’s Multi Purpose Attack Craft (MPAC) which was proven to be a reliable and versatile vessel in various applications, including counterterrorism and territorial defense.

The first batch of MPACs was commissioned and introduced to service last April 2009 and has racked up hundreds of mission hours ranging from rescue to logistics and combat, and has undergone several iterations to date.

Acting on the Navy’s feedback from several missions, Propmech was able to continuously improve each MPAC which now has three models and 12 currently used by the Philippine Navy.

“Our commitment to supporting the Philippine government’s efforts to strengthen its maritime defense capabilities remains steadfast. We are ready to contribute our expertise and resources to help make the Philippines the ‘Maritime Capital of the World,’” Tong assured.

MANILA – The Naval Forces West (NFW) on Thursday night announced that Philippine and American ships participating in this year's "Balikatan" exercises have entered the "joint operational area" (JOA) of the Puerto Princesa, Palawan-based Western Command (Wescom).

These ships were identified as the Philippine Navy’s (PN) missile frigate BRP Jose Rizal (FF-150) and landing dock BRP Tarlac (LD-601), and the US Navy's USS Makin Island (LHD-8).

"Said vessels will meet up at the vicinity of Dumaran Island and perform communication exercises while en route for the amphibious raid over the beach of Barangay Samariñana, Brooke’s Point all in the province of Palawan on April 14, 2023," NFW commander Commodore Alan Javier said in a statement.

He said the ships left Subic Bay, Zambales on Wednesday.

"Before departure, vessels presented their respective briefings and conducted tabletop exercises on April 11, 2023," Javier added.

He also said the Wescom, through Joint Task Force West and NFW, would assume control of the vessels while performing the different serials in the command's JOA.

"To the participants, welcome to Wescom, home of the gallant defenders of the western frontier! Keep charging towards stability and strong partnership!" Javier said.

With more than 17,500 combined troops from the Armed Forces of the Philippines (AFP) and the US military, this year's "Balikatan" will have four major events.

These are the so-called command post exercise, cyber defense exercise, field training exercise (FTX), and humanitarian civic assistance.

“For the AFP, in particular, this year’s 'Balikatan' Exercise is most timely, as we fast-track the enhancement of our capabilities for maritime security and domain awareness, as well as our employment concept of newly acquired equipment and weapon systems under our modernization program and application of newly developed doctrines, with the end in view of projecting a credible defense posture,” AFP chief Gen. Andres C. Centino earlier said.

Participating forces will enhance their joint and combined capabilities in maritime security, amphibious operations, live-fire exercise, urban operations, aviation operations, counter-terrorism, and humanitarian assistance and disaster response.

US, PH troops take part in logistics exercise in Aurora

Meanwhile, some 400 US troops and 200 service members of the AFP took part in the loading and offloading of cargoes during the combined joint logistics over the shore (CJLOTS) which kicked off last April 11 at the shores of Casiguran, Aurora.

The CJLOTS exercises demonstrated their capabilities of offloading/backloading US cargoes and amphibious bulk liquid transfer system (ABLTS).

"Said exercise aims to demonstrate the US and Philippine ability to transfer mission essential (liquid and solid) cargoes from sea to the shore in when fixed port facilities are unavailable, damaged or denied due to enemy activities or calamities," Naval Forces Northern Luzon said in a statement Friday.

MANILA – Armed Forces of the Philippines (AFP) chief of staff Gen. Andres Centino expressed his gratitude to the Japanese government for its support to the force's ongoing modernization program.

The AFP chief conveyed this in a teleconference with Japan Self-Defense Forces chief, Gen. Yoshihide Yoshida.

"The CSAFP (Chief of Staff AFP) also expressed gratitude to the Japanese government for supporting the AFP modernization, citing projects such as acquiring helicopter spare parts, surveillance planes, and radar systems," said AFP public affairs office chief, Col. Jorry Baclor, in a statement Friday.

Centino was referring to Japanese efforts to provide the Philippine Air Force (PAF) with UH-IH spare parts which were instrumental in returning to service of "Huey" helicopters to service, the donation of the TC-90 aircraft which the Navy is now using as maritime patrol planes and radar systems which the PAF is now using to monitor the country's airspace.

Both military leaders also expressed optimism in the future of Philippines-Japan military relations toward a free and open Indo-Pacific Region.

"In the call, the two leaders affirmed their countries' shared commitment to uphold peace and prosperity, reinforce democratic resilience, and strengthen relations and alliances, considering both countries' strategic locations in the Indo-Pacific Region," Baclor said.

Yoshida also thanked Centino for his invitation to attend the closing ceremony of the 38th Philippine-US "Balikatan" Exercises slated for April 28.

He also lauded the AFP chief for his efforts to set a "strong foundation for cooperation."

"Between our defense forces, it is only proper for us to ensure strong relations. So I am glad that we are in the same direction, that our defense forces support the objective to have a free and open Indo-Pacific," Centino said.

SAN JOSE DE BUENAVISTA, Antique – A multipurpose building dubbed as “Cradle of Hope” that will provide shelter for abused children is currently being constructed in the municipality of Sibalom in Antique by the United States (US) Armed Forces and the Philippine Army as part of the humanitarian-civic project of the Balikatan 2023.

Department of Education (DepEd) Schools Division of Antique legal officer Elizabeth Felasol said in an interview Thursday that the project, which costs PHP1.6 million, is being envisioned as a halfway home where abused children could seek temporary shelter.

“DepEd, about a year ago, had submitted a proposal through the Provincial Peace and Order Council (PPOC) for the construction of a building that would cater to abused children and this was submitted to the Philippine Army,” she said.

It is in support of DepEd’s Child Rights in Education desk (CREDe) program launched on May 2, 2022, per DepEd Order 003, series 2021, to ensure that the rights of the child are properly accorded them.

The one-story building project that is being constructed inside the Inabasan Elementary School in Barangay Inabasan in Sibalom by the 301st Infantry Battalion, 552nd Engineer Construction Battalion and the US forces.

The project, which had its ground-breaking on March 27, is targeted to be finished and turned over to the DepEd during the culmination program on April 28.

In a virtual press conference with Lt. Col. Vicel Jan Garsuta, the officer-in-charge of the Public Affairs Office of the Philippine Army 3rd Infantry Division, he said that Antique is one of the areas aside from Jamindan, Capiz where the Balikatan is being held in Panay Island.

He said that aside from the building construction project, there is interoperability training at the Antique Airport in San Jose de Buenavista.

The training aims to equip the country’s military forces on how to operate unspecified equipment at the airport not just during military operations but also during disasters.

Panay Island, particularly Antique province, is being frequented by a typhoon and other forms of natural disasters the reason why the province was chosen as the venue.

“There is also a sharing of best practices among the contingents,” he said.

DUMAGUETE CITY – Farmers and civil society groups, private individuals and members of the media were recognized on Wednesday for their contribution in pursuing peace and security in Negros Oriental.

The Philippine News Agency and this reporter were among those recognized by the Philippine Army’s 302nd Infantry Brigade during a fellowship and thanksgiving dinner at Camp Leon Kilat in Tanjay City, Negros Oriental as its commander, Brig. Gen. Leonardo Peña, is about to leave his post which he held for more than two years.

In his message, Peña said the two years and six months of his assignment as brigade commander saw several challenges, both man-made and natural, that were addressed by both the uniformed services and the civilian sector.

These included the onslaught of Typhoon Odette in December 2021, the March 4 mass shootings in Pamplona town where Gov. Roel Degamo and eight others were killed and 17 others injured, and the fight against the Communist Party of the Philippines-New People’s Army (CPP-NPA).

He said the Degamo assassination was the biggest hurdle he had to overcome, which the government was able to solve following the arrest of the suspects and the filing of cases against them, and the recovery of firearms, explosives and ammunition.

When he first assumed the brigade commander post in October 2020, Peña recalled making a commitment that he would be a “team player” in achieving peace and progress in the province.

“I also mentioned that peace requires the integration of military and non-military solutions, leaving no sector behind. With this in mind, I suggested that convergence and harmonization of our efforts are necessary among government agencies and partner stakeholders to realize inclusive peace initiatives and community support programs,” he said.

Beyond mission-related activities, there were also collaborative efforts, such as youth empowerment activities, that the brigade and its subordinate units engaged in during his tenure, he added.

More importantly, Peña also noted the gains in the implementation of the whole-of-nation approach through the provincial Task Force to End Local Communist Armed Conflict (TF-ELCAC).

He highlighted the participation of far-flung communities in the fight against the communist insurgency, saying that “we cannot truly say that we are totally successful in our efforts if low-land residents are the only ones who benefit from and enjoy peace” while the rest are left behind.

The outgoing brigade commander has expressed gratitude to partner stakeholders for collaborating to bring government services to the people.

Peña has been reassigned to the 3rd Infantry Division (3ID) in Jamindan, Capiz, as deputy division commander.

Brig. Gen. Marion Sison, 3ID chief, will officiate the turnover of command ceremony at Camp Leon Kilat on Monday, April 17.

SAN JOSE DE BUENAVISTA, Antique – Ten members of the Sangay Partido Local (SLP) of the Communist Party of the Philippines-New People’s Army (CPP-NPA) from the municipality of Hamtic have surrendered to the Antique Provincial Police Office (APPO).

APPO Information Officer Major Adolfo Pagharion said the group consisting of five councilors, two village watchmen, and three farmers from Barangay Cantulan signed their individual manifesto withdrawing their support to the CPP-NPA on April 12, three days after they surrendered to the local police.

The manifesto signing was witnessed by APPO director Col. Alexander Mariano.

“The surrenderees belong to the ‘shadow government’ of the CPP-NPA and are tasked to inform whenever there is a military operation, gather the residents during their meetings, provide food and collect the revolutionary tax,” Pagharion said.

Pagharion said Barangay Cantulan was infiltrated by the CPP-NPA in 2018.

“The Antique provincial government, during their surrender and withdrawal of support, initially provided them with a sack of rice and hygiene kits,” Pagharion said.

The surrenderers are also expected to avail of the Enhanced Comprehensive Local Integration Program (ECLIP) from the Department of the Interior and Local Government (DILG).

Under the program, DILG Antique ECLIP officer in-charge Lorabelle Joyce Fabila said a surrenderee could receive at least PHP86,000 as immediate reintegration assistance.

“There is, however, no livelihood assistance being given to supporters, but that they could get remuneration for their surrendered firearms,” she said.

ZAMBOANGA CITY – A New People’s Army (NPA) rebel was killed while two soldiers were wounded in a clash in the hinterlands of Lanao del Sur province, the military said Thursday.

The Philippine Army’s 1st Infantry Division (ID) said the 2nd Special Forces Company was on combat operation when its personnel encountered 15 fully armed NPA rebels at Barangay Rogero in Bubong town, Lanao del Sur on Wednesday.

The 1ID said the 15-minute firefight resulted in the death of an NPA rebel.

The rebels fled following the clash, leaving behind their slain comrade.

Recovered at the clash site was an M16 rifle, 300 rounds of 7.62-mm ammunition, five mobile phones, five backpacks, subversive documents, and medicines.

On Monday, troopers from the Army’s 5th Infantry Battalion captured a ranking NPA rebel after seizing their hideout also in Barangay Rogero.

Captured was Emid Turay Pumarag, 35, the supply officer of a rebel unit under the NPA's North Central Mindanao Regional Committee operating in the province.

Basilan outpost attack

Meanwhile, a policeman was injured when gunmen attacked a police outpost in Tipo-Tipo town, Basilan province on Wednesday night.

The Basilan Provincial Police Office (BPPO) said Corporal Nasser Jain was wounded when a group of still unidentified gunmen attacked the outpost in Barangay Tipo-Tipo Proper of the municipality around 8:55 p.m.

Jain is assigned to the 3rd Mobile Platoon of the 1st Basilan Provincial Mobile Force Company.

“The armed men swooped down on Tipo-Tipo Proper and opened fire at the police outpost, with a bullet grazing Jain in the head,” the BPPO said.

Jain was brought to the district hospital in Lamitan City for medical treatment.

BACOLOD CITY – Mayor Melecio Yap Jr. of Escalante City, Negros Occidental has assured protection for former rebels (FRs) of the New People’s Army (NPA) facing threats from their former colleagues in the dismantled Northern Negros Front (NNF).

“I will not turn my back on you. The government will continue to extend help and provide ways to shield you from any threat as you continue living in the mainstream of society,” Yap said in his message during a meeting with the FRs on Wednesday afternoon.

In a report on Friday, the Philippine Army’s 79th Infantry Battalion (79IB) said some 40 FRs met with the mayor together with Lt. Col. J-Jay Javines, commander of 79IB; Maj. Wence Alcuber, deputy chief of Escalante City Police Station; and lawyer Charo Tupas-Fajardo, legal adviser of Escalante City, at Barangay Old Escalante.

According to the 79IB, the FRs have been receiving letters from the NNF, “discrediting and threatening them for returning to mainstream society and choosing the path to peace”.

They expressed their security concerns to the city government, Philippine Army and the Philippine National Police, saying the letters are a form of propaganda targeting not only them, but also their active comrades who would want to surrender.

“We would like to request for a strengthened security and direct communication to counter these threats,” one of the FRs said.

The group thanked the city government, the military and the police for jointly organizing the meeting to assure their safety and to assist them in availing of government programs.

Escalante City has the most number of insurgency-cleared villages in Negros Occidental, totaling at least 14 barangays, which have received funding from the Local Government Support Fund-Support to Barangay Development Program.

Last April 6, troops of 79IB engaged the remnants of the NNF in the hinterlands of the neighboring Toboso town, which left a soldier wounded and led them to recover firearms with ammunition, medicine kits, hammocks, rainboots and other personal items, and subversive documents.

The NNF, which was part of the NPA’s Komiteng Rehiyon-Negros, Cebu, Bohol and Siquijor, was declared dismantled by the Armed Forces of the Philippines and the PNP in April 2021.

In the past two years, some of its top leaders have been killed in clashes while some members have surrendered, but others continue to conduct recruitment and recovery efforts in the remote villages of Escalante City, Toboso and Calatrava towns, and in other far-flung areas of northern Negros.

CAMP SIONGCO, Maguindanao del Norte – Two communist New People’s Army (NPA) rebels who claimed they wanted to live normal lives have separately surrendered in North Cotabato and Sarangani provinces, military officials here said Friday.

In North Cotabato, an NPA fighter identified only as “Pilo” of the dismantled NPA Guerilla Front 72, Far South Mindanao Region, surrendered in Barangay Nasapian, Carmen town, on Thursday.

Lt. Col. Ranier Mabus, the Philippine Army’s 1st Scout Ranger Battalion (1SRB) commander, said the Army negotiated for his surrender in Barangay Kimlawis, Kiblawan town, Davao del Sur.

"Pilo brought along with him an M16 rifle and one magazine loaded with ten rounds of live ammunition," Mabus said.

Meanwhile, another rebel also surrendered to the military in Maasim, Sarangani on Wednesday.

For security reasons, Lt. Colonel Michael Angelo Candole, the Army’s 38th Infantry Battalion (IB) commander, identified the surrenderer only as a certain “Takla”, a member of the NPA Guerilla Front Musa-Far South Mindanao Region.

Candole said Takla decided to surrender after realizing that the NPA armed struggle was "going nowhere."

“Our armed struggle against the government gave us nothing, many of our colleagues have died in fighting mighty military forces,” the 38IB quoted Takla as saying in the vernacular.

He turned over an M-16 rifle with bullets.

Major Gen. Alex Rillera, the Army’s 6th Infantry Division commander, said both surrenderers will be enrolled under the government’s Enhanced Comprehensive Local Integration Program to start their new lives.

“Let us work together to encourage the remaining NPAs to return to mainstream society and contribute to a peaceful and prosperous Mindanao," he said.

Since January, the number of communist rebels who surrendered to the 6ID area of responsibility has climbed to 15.

The 6ID also reported that 10 NPA members were killed in encounters, while five others were arrested during the period.

TACLOBAN CITY – There are now only two active New People’s Army (NPA) guerilla fronts in Samar Island that the government forces will deal with following the dismantling of one front and weakening of another during the first quarter of 2023, the Philippine Army bared on Friday.

Army's 8th Infantry Division commander, Major Gen. Camilo Ligayo, said the rebel’s Front Committee 2 that operated in the boundary of Samar and Northern Samar provinces was demolished with the capture and surrender of some of their combatants and recovery of several firearms.

The Front Committee 3 which operates near the boundaries of Northern and Eastern Samar provinces has also weakened following the series of operations conducted by government forces, said Ligayo.

The Army official said he was optimistic that the remaining two NPA guerilla fronts in Northern Samar will soon be demolished during the third quarter of the year.

“With the strength of 12 army battalions, including police forces, I am confident that we have optimized the employment of our capabilities to ensure that we win the fight against communist terrorists,” Ligayo said in a statement.

Col. Efren Morados, commander of the Army’s 803rd Infantry Brigade said although Front committees 1 and 15 are still active, they are not in control of any village in Northern Samar.

“They are still present in Northern Samar since the focus in the past was the Leyte and other Samar provinces. Since 2020, we have cleared all villages, cut their support from communities, and now we are on the stage of running after their armed fighters,” Morados said.

In 2020, there were 232 NPA-influenced villages out of 569 villages in Northern Samar province.
The two remaining fronts are in the upland villages of Catubig, Las Navas, Silvino Lobos, Palapag, Mapanas, and Gamay.

“They are in the hinterland villages. Since there is no support from communities, they survive by harvesting coconut, upland rice, and other crops in the mountains,” Morados said.

Some upland communities in Northern Samar are considered the hotbed of the communist terrorist group due to their thick forest and poor road networks.

CITY OF SAN FERNANDO, Pampanga – At least 28 former rebels, who recently surrendered to authorities, have received livelihood assistance as part of the government’s effort to help them start new lives.

Each former rebel received PHP20,000 under the sustainable livelihood program (SLP) of the Department of Social Welfare and Development (DSWD) during a payout held at the Capitol Building in Barangay San Vicente, Tarlac City on April 11.

Leocadio S. Naelgas, officer-in-charge of the Provincial Social Welfare and Development Office (PSWDO) in Tarlac, said on Friday that the financial assistance is an added support for the former rebels as they lead new lives in mainstream society together with their families.

“Sana po ay ingatan po nila. Ito po ang programa ng gobyerno para sa kanila na kahit na maliit na halaga ay makakatulong (Hopefully, they will carefully use the assistance. This is a program of the government for them that even though it is a small amount, it can help),” Naelgas said in a statement.

He asked the former rebels to encourage other New People’s Army (NPA) fighters to lay down their arms and return to mainstream society.

This is the third time that the DSWD has distributed financial aid to the former rebels in Tarlac this year.

Last Jan. 10, a total of 18 former rebels in the province received cash aid in a payout held at the DSWD Regional Office in this city.

Another 47 former rebels likewise received a PHP20,000 livelihood assistance each in Tarlac City last Feb. 2.

Lt. Col. Jeszer M. Bautista, commanding officer of the Army 3rd Mechanized Infantry Battalion, thanked the provincial government of Tarlac and other local government agencies for their active participation in the implementation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Bautista expressed hope that the former rebels would properly use the financial assistance as they return to normal lives.

DUMAGUETE CITY – A composite team of Philippine National Police (PNP) and Philippine Army personnel was deployed on Friday to the mining exploration site in Sta. Catalina town, Negros Oriental province to quell the tension between pro- and anti-mining citizens.

This developed after the Provincial Peace and Order Council (PPOC) on Thursday afternoon approved a resolution that would secure the area at Sitio Tarug, Barangay San Francisco in Sta. Catalina in response to Mayor Peve Ligan’s request.

It is also in response to a joint resolution of three barangays – San Francisco, Fatima, and Milagrosa – requesting the mayor for police visibility, Jeff Bungcasan, who heads the Task Force Gold Mountain, which the mayor created, told the Philippine News Agency.

The joint team is composed of around 40 personnel from the local and provincial PNP, the Regional Mobile Force-7, and the Army’s 11th Infantry Battalion, Bungcasan said.

“These security forces will be staying there indefinitely as we still have to determine how serious the threat is considering that there are already reports of fighting between those in favor and those who opposed to the mining exploration,” he said in Cebuano.

Ligan on Thursday sought the help of the provincial government after the Midan Corporation started its mining exploration for gold at Sitio Tarug last week.

The Korean-owned corporation has secured a permit from the Mines and Geosciences Bureau of the Department of Environment and Natural Resources in 2018 and a renewal in 2021.

The area covered by the mining exploration is around 884 hectares.

Meanwhile, Vice Governor Manuel “Chaco” Sagarbarria, said in a separate interview that he opposed the mining.

Ligan had sought his help in a closed-door meeting on Thursday.

“That is very damaging to the environment and I have heard many stories of other LGUs (local government units) that it’s been abused, destroying the eco-system and forests,” he said partly in Cebuano.

Only a few selected people can benefit from gold mining, he added.

Sagarbarria said he will assist the Sta. Catalina LGU in its quest to have the mining exploration halted before it is too late.

SAN JOSE DE BUENAVISTA, Antique – The Department of Social Welfare and Development (DSWD), with the help of the Antique Provincial Social Welfare and Development Office (PSWDO), has released a total of PHP250,000 cash aid and food packs to 50 former rebels (FRs) from Antique province.

“The FRs were given assistance right in their municipalities in San Remigio, Sibalom, Sebaste, Culasi, and Pandan,” said James Rubino, in charge of the PSWDO End to Local Communist Armed Conflict (ELCAC) program.

The two-day distribution held on April 13-14 benefited the former rebels who surrendered in 2021 and 2022 and have availed of the ELCAC program through Executive Order 70 mandating the whole-of-nation approach to end the local communist insurgency.

The assistance worth PHP5,000 each is released every four months to sustain them as they return to the fold of the government.

The food packs contain rice, canned goods, coffee, and other food items.

“There were actually 60 FRs in Antique who had surrendered in 2021-2022 because of Executive Order 70,” Rubino said.

The 50 FRs are holders of the Joint Philippine National Police-Armed Forces of the Philippines Intelligence Certificate (JPIC) while the 10 others are still waiting for their documents, she added.

The JPIC is a certification that the FR has no pending case in court.

It is a requirement for them to receive assistance from the DSWD, and the Department of the Interior and Local Government (DILG) through their Enhanced Comprehensive Local Integration Program (ECLIP) and from other national government agencies.

The FRs already received PHP20,000 for their identified livelihood projects such as cattle-fattening or hog-raising under the Sustainable Livelihood Program of the DSWD in 2021.

BUTUAN CITY – The National Housing Authority in the Caraga Region (NHA-13) and the Agusan del Norte provincial government handed over 17 newly-completed housing units to former New People’s Army (NPA) combatants during a ceremony in Cabadbaran City on Thursday.

The newly built houses, each amounting PHP450,000, are situated on land donated by SR Metals, Inc. in Barangay Del Pilar, Cabadbaran City.

The housing units include a 36 square meter (sq. m.) floor area within an 80 sq. m. lot with two bedrooms, a kitchen, dining area, toilet and bath and a garage.

Agusan del Norte Vice Gov. Enrico Corvera, who represented Gov. Maria Angelica Rosedell Amante, led the turnover of the units to the beneficiaries.

“This is a manifestation of the sincerity of the government in taking care of the former NPA rebels who decided to change their lives,” 2nd District Rep. Dale Corvera said in a statement Friday.

At least 34 more housing units are being constructed in the area.

The release of the housing units is part of the mandate of the NHA in providing housing assistance to the former rebels under the government's Task Force Balik Loob.

The program consolidated all government efforts for the reintegration of former rebels through the creation of the Inter-Agency Task Force that enhanced the Comprehensive Local Integration Program (CLIP) and the Payapa at Masaganang Pamayanan (PAMANA) into the E-CLIP.

ILOILO CITY – A total of 93 New People's Army rebels in Western Visayas gave up their fight and surrendered to the government from January to April 12 this year.

Police Regional Office in Western Visayas (PRO-6) spokesperson Maj. Mary Grace Borio, in an interview on Friday, said 22 of the surrenderers were through the effort of the provincial police office in Antique, 24 from Capiz, 20 from Iloilo, 26 from Negros Occidental, and one through the Regional Mobile Force Battalion.

Available data from the operations division showed that 80 yielded in the first quarter of this year, higher compared to the 20 surrenderers during the same period last year.

The rest surrendered only in April, including two members of the Baloy Platoon, Central Front Committee Kilusang Rehiyon-Panay who gave up to authorities in Barangay Poblacion Ilaya in the municipality of Calinog in Iloilo.

Borio added that for the said quarter, eight rebels were killed and 14 others were arrested in various internal security operations of the Philippine National Police.

"One factor for the increase in the surrenderers is the whole-of-the-nation approach of the Regional Task Force to End Local Communist Armed Conflict (RTF- ELCAC)," she said.

Borio called for continuous public support in the conduct of internal security operations.

"This will have a great impact on our community because there will be peace and order when our CTGs (communist terrorist groups) or problem on internal security operations will end," she added.

BACOLOD CITY – At least 680 personnel of the Philippine National Police, other uniformed service units, and civilian emergency response teams will secure the “Panaad Sa Negros Festival” on April 17 to 23.

The troops were deployed by the Task Group Panaad Festival during a ceremonial send-off held at the Negros Occidental Police Provincial Office (NOCPPO) grounds in this city on Saturday.

The province’s annual “festival of all festivals,” participated in by 13 cities and 19 municipalities, returns to the Panaad Park and Stadium in Barangay Mansilingan here after a three-year hiatus due to the coronavirus pandemic.

Col. Leo Pamittan, police provincial director and commander of Site Task Group Panaad Festival 2023, said the deployed personnel are fully prepared to secure the seven-day festivity.

“They will be stationed in different security sectors and task units,” he added.

They include members of the NOCPPO, Bacolod City Police Office, Philippine National Police (PNP) Regional Mobile Force Battalion - Western Visayas, 6th Special Action Battalion of Special Action Force, Maritime Group, Aviation Security Group, Explosive and Ordnance/K9 Group, Highway Patrol Group, Philippine Coast Guard - Western Visayas, Bureau of Fire Protection - Negros Occidental, and Bacolod Traffic Authority Office.

A gun ban will be enforced in the entire province, including in this capital city, for the duration of the Panaad, according to a memorandum issued by PNP chief Gen. Rodolfo Azurin Jr.

From 12:01 a.m. of April 17 to 11:59 p.m. of April 23, all permits to carry firearms outside of residence will be suspended to ensure that the festival will be “free from firearm-related incidents for the safety of the community, and the local and foreign tourists.”

Only members of the PNP, Armed Forces of the Philippines, and other law enforcement agencies, who are performing official duties in proper agency-prescribed uniforms, will be allowed to carry firearms during the festival.

DUMAGUETE CITY – Military and police operatives arrested on Saturday morning a member of the Communist Party of the Philippines - New People’s Army (CPP-NPA) tagged by the Philippine National Police as the most wanted NPA rebel in Negros.

A media release from the Philippine Army’s 62nd Infantry Battalion (62IB) identified the suspect as 49-year-old Jerry Montefalcon (alias Ka Bulhot), married, and a member of the NPA’s Central Negros 1.

He was arrested by 62IB troops and Canlaon City police in Sitio Anatuling, Barangay Budlasan, Canlaon City under a search warrant.

Montefalcon is the subject of several warrants issued by the Regional Trial Court Branch 64 in Guihulngan City, Negros Oriental for murder and illegal possession of firearms, ammunition, and explosives, among others.

No bail was recommended.

He was also involved in various harassments and liquidations of CAFGU Active Auxiliary and civilians in Moises Padilla and La Castellana, both in Negros Occidental, and Guihulngan City and Canlaon City in Negros Oriental.

Lt. Col. William Pesase, 62IB commanding officer, told the Philippine News Agency (PNA) that the arrest of Montefalcon indicates the battalion’s relentless efforts to “hunt down the remaining NPA members who have killed innocent and unarmed civilians in central Negros.”

“We are reiterating our call for them to surrender now and live a normal life again with their families. Otherwise, they will either die in an encounter or languish in jail for the crimes they have committed,” Pesase said in an interview.
