The Armed Forces of the Philippines (AFP) is among government agencies on the front lines of battling the coronavirus pandemic, and it has been receiving donations of medical equipment, supplies, and even an entire quarantine facility.

On Wednesday, April 1, the company WTA Architecture and Design led by William Ti Jr finished constructing a wood-and-plastic emergency quarantine facility at the Philippine Navy’s Naval Station Jose Francisco in Taguig City.

The structure is built to house up to 17 persons under monitoring (PUM) and persons under investigation (PUI) for COVID-19 – those who are likely to be turned away by hospitals already filled to capacity with confirmed patients.

A PUI is someone who has two or all of the following:
History of travel in the past 14 days to countries with local transmissions and risk of importation of the virus
History of exposure to a confirmed case
Symptoms of respiratory illness (cough and/or colds) and/or fever

Meanwhile, a PUM is someone who has a history of travel to a virus-hit country or exposure to a coronavirus patient.

For the young architect Ti, designing and constructing the facility was a “unique experience” because he and his team built it together with the military.

“This is easy to build. Anyone can build it in the islands or province, everywhere. We thank the AFP for making partners with us and to make this happen,” he said.

The nifty cottage now stands in the training center of the Naval Combat Engineering Brigade.

“These temporary facilities will further enhance our capability to care for patients and certainly ease some of the burden of many hospitals dealing with the COVID-19 pandemic,” said AFP chief of staff General Felimon Santos Jr, thanking the builders.

Santos has tested positive for the virus but is asymptomatic, according to the AFP. He is in quarantine in his residence at Camp Aguinaldo in Quezon City.

Equipment for AFP Medical Center

The AFP Medical Center in Quezon City and the AFP Medical Corps also received donations of equipment and supplies – a portion of a total P200 million package given to the government.

A local Filipino-Chinese community, a private company, and a private individual who preferred to stay anonymous donated two units of 2-piece Automated Nucleic Acid Extraction System machines, 4 PCR machines, 30,000 RT-PCR diagnostic kits, 25,010 medical protective suits, 292,300 face masks, 60,000 medical gloves, 5,064 medical goggles, 5,000 face shields, and 1,000 pairs of medical protective shoe covers.

All of these were procured from China-based Sansure Biotech, the AFP said in a press statement, citing the donors.

The donations were delivered to the Philippines on March 21 aboard the Philippine Air Force’s C-130 planes.

A 2-piece Automated Nucleic Acid Extraction System machine and a PCR machine have been delivered to the AFP Medical Center, also known as the V. Luna General Hospital, for installation pending the completion of a structure by the AFP Corps of Engineers, the AFP said.

Automated Nucleic Acid Extraction System machines are used to extract DNA from samples. PCR or polymerase chain reaction machines detect and amplify DNA. These machines can be used in the process of testing for the novel coronavirus.

The AFP Medical Center caters to members of the military and their immediate families. It recently treated a senior military officer and his wife, who had contracted COVID-19.

The military are among the front liners battling the pandemic, and the AFP Medical Corps will be deployed to national quarantine centers to tend to PUMs, PUIs, and confirmed patients with mild symptoms.

Other recipients of the donations were the Philippine National Police, the Metropolitan Manila Development Authority, the Bureau of Immigration, public and private hospitals, and local government units, the AFP said.

Santos thanked the donors, saying: “They prefer no fanfare or recognition. They just wish to let our people know – our soldiers to know – that they are not alone at this time of great need for critically essential equipment and medical supplies.”

The Philippine Navy on Saturday, April 4, said it would convert the presidential yacht, the BRP Ang Pangulo, into a floating quarantine facility for COVID-19 patients, following orders given by President Rodrigo Duterte on Friday, April 3.

The Navy has drawn up a “feasible plan” to make the the 60-year-old vessel “with interiors like a hotel” according to Duterte, suitable as a quarantine for persons under investigation (PUI) and persons under monitoring (PUM) for the novel coronavirus, the Navy said in a statement.


With strict physical distancing, the ship can accommodate up to 28 patients and 5 medical staff. The ship’s regular crew will remain onboard

Three exclusive compartments will be allotted for patients, with temporary dividers in place. The patients will be situated at least 3 meters apart.

The patients and medical staff will have separate entry points. Passages to the crew's billeting area and the vessel’s other compartments will be sealed off from the quarantine area, the Navy said.

The BRP Ang Pangulo is currently in Eastern Mindanao where it augments the Davao operational base of the Presidential Security Group. Its commanding officer, Commander Marissa Arlene Andres-Martinez, is already coordinating with local units of the Armed Forces of the Philippines and government hospitals in Davao to supply the medical equipment and other essentials, the Navy said.

In a televised speech late Friday night, Duterte ordered the Navy to turn the presidential yacht into a “hospital ship,” and to help run it because doctors and nurses have become scarce because of the pandemic.

Why not other ships?

The Philippine Navy has larger vessels, including two landing dock ships, the BRP Tarlac and the BRP Davao del Sur.

Defense Secretary Delfin Lorenzana, now also the head of National Task Force COVID-19, was earlier asked whether the Navy could lend either of the landing dock vessels as a hospital ship for coronavirus patients.

Lorenzana said it was “possible but not advisable.” One of them is in Oman where it was sent in January for the possible repatriation of Filipinos in case increased violence breaks out in the Middle East.

It would be unwise to use the other landing dock ship that is in the Philippines as a hospital because then it would not be available for defense and security purposes.

The same goes for the rest of the Navy’s vessels, the defense chief said.

Abu Sayyaf bandits in Basilan are ”silent frontliners” in the fight against the coronavirus disease 2019 (COVID-19) in Basilan.

According to reports reaching the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) regional office,
some of the former bandits are volunteer watchmen in several barangays and are helping man quarantine checkpoints in far-flung areas.

In Sumisip town, a number of former Abu Sayyaf bandits are helping barangay officials monitor elderly and sick residents even before the COVID pandemic erupted.

“It is touching to hear stories about how they have become part of the mainstream society and are helping the government fight an unseen enemy, the COVID-19,” Lt. Gen. Cirilito Sobejana of the Western Mindanao Command said of the former bandits.

There are 7,584 persons under monitoring and 228 persons under investigation for the flu virus in the BARMM.

Employees of the Sumisip municipal office and Basilan provincial government are extending relief services to residents of remote areas, also with the assistance of former Abu Sayyaf bandits.

Surrenderees are helping in relief operations in Al-Barka, according to the provincial peace and order council.

The former Abu Sayyaf bandits are beneficiaries of the Program Against Violent Extremism, which aims to attain lasting peace in the region.

Former governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao led the launch of the program last year.

BALER, Aurora – The Army’s 91st Infantry “Sinagtala” Battalion launched on Saturday an enhanced Adopt-a-Barangay (Kapwa ko, Sagot ko) program in Barangay Calabuanan here to help indigents amid the threat of coronavirus disease (Covid-19).

Lt. Col. Reandrew Rubio, acting commander of the 91IB, said the program is a call to love and help fellow Filipinos in times of challenges.

“It aims to help those families who need the most help,” he said.

Rubio, in coordination with the village officials and Sangguniang Kabataan distributed 120 food packs to the indigents in Barangay Calabuanan.

“The SK official and barangay officials recommended those residents to be given food packs as they are affected by the enhanced community quarantine,” Rubio said in a phone interview.

He also said that the other company under the 91st IB will also do the same activity at the soonest time to help the communities most affected by the Covid-19 pandemic.

Rubio also lauded his troops for the initiative and untiring services they offered to the people.

“I commended them for their concern and love for the people of Aurora. They give their share from their own pockets to send aid to communities that need it,” he added.

Four communist New People’s Army (NPA) fighters decided to lay down their arms Friday to the Regional Mobile Force Battalion headquarters of the Police Regional Office-Caraga (PRO-13) in Camp Col. Rafael C. Rodriguez here.

identified the four NPA surrenderers only as alias “Mon”, 51, a resident of Barangay Bunaguit, Esperanza, Agusan del Sur; alias “Mike”, 21, a resident of Barangay Lamusig, Tungao, Butuan City; alias “Bong”, 30, a resident of Km.12 Hinandayan, Barangay Camagong, Nasipit, Agusan del Norte; and alias “Cris”, 37, a resident of Barangay Camagong, Nasipit.

Esquivel said the former rebels surrendered "due to the hunger that they could no longer withstand and the fatigue their bodies could no longer bear."

They formerly belonged to the Guerrilla Front 4-A of the NPA's North Central Mindanao Regional Committee (NCMRC).


Esquivel said their surrender has added to the increasing number of NPA members who have turned their backs from the NPA.

“They now realize the deceptions of the NPA and decided to have better, peaceful and productive lives without fear of being killed in the armed struggle,” Esquivel said.

The four former rebels will be enrolled with the government's Enhanced Comprehensive Local Integration Program, he said.

Despite the Philippine National Police's involvement in the fight against the 2019 coronavirus disease (Covid-19), the PRO-Caraga chief vowed the police in the region will continue its operations against "all forms of criminalities, with the support the Armed Forces of the Philippines."

The NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A 20-year-old disgruntled New People’s Army (NPA) rebel has surrendered to the government troops in the province of Zamboanga Sibugay, military officials said on Saturday.

Lt. Col. Don Templonuevo, Army’s 44th Infantry Battalion (IB) commander, said
NPA surrenderer Almadin dela Torre, who has aliases of Ka Ariel and Ka Nike, claimed he was "tired of fighting and hiding".

The last straw for dela Torre, he said, was when his comrades abandoned him during an encounter Wednesday evening when the rebels attacked government troops in Barangay Balagon, Siay, Zamboanga Sibugay.


Templonuevo said dela Torre surrendered to the 44IB troops on Friday in the same village.

Dela Torre was 16-years-old when he was recruited in 2016 by the members of the Guerilla Front–Feleciano A of the NPA’s Western Mindanao Regional Party Committee (WMRPC), the military official said.

Earlier, he said the troops were resting in Barangay Balagon after conducting visitation and information dissemination on the coronavirus disease 2019 (Covid-19) pandemic in far-flung areas when the NPA attacked them, triggering a 20-minute firefight.

The troops repelled the attackers and on the next day recovered the remains of a slain NPA rebels in the area.

“His (dela Torre) surrender and statements are proof that the NPA is continuously violating the International Humanitarian Law (IHL), which prohibits the recruitment and use of children in hostilities,” Templonuevo said.

Dela Torre turned over one M16A1 rifle with four magazines and 80 rounds of live ammunition to the military.
Col. Leonel Nicolas, commander of the Army’s 102nd Infantry Brigade, said the rebel's surrender was "a manifestation that the convergence efforts of the Task Force to End Local Communist Armed Conflict (TF-ELCAC) prior to the declaration of ceasefire gained promising and positive results."

Nicolas said based on interviews with dela Torre, the strength of the NPA in Zamboanga Sibugay has been continuously dwindling after losing a huge number of followers in the series of clashes with the government forces.

Nicolas said the NPA surrenderer has also expressed discontentment on the manner their leaders were running the organization.

Maj. Gen. Generoso Ponio, Army’s 1st Infantry Division commander, said they will facilitate the dela Torre's enrolment to the Enhanced Comprehensive Local Integration Program (ECLIP) and assist him in his return to the mainstream society.

Ponio said dela Torre will receive benefits such as immediate cash assistance, livelihood assistance, a remuneration for the surrendered firearm and other aids coming from the different national government agencies.

The NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Philippine Army (PA) on Saturday helped distribute some 6,000 family food packs (FFPs) donated by the Asian Development Bank (ADB) to residents of Barangay Hulong Duhat, Malabon City.

In a statement, Army spokesperson Col. Ramon Zagala said the 6,000 families in Barangay Hulong Duhat were the initial beneficiaries of some PHP250 million worth of donations coming from the ADB.

The FFP aims to help tide the households over during the 30-day enhanced community quarantine that was implemented to control the spread of the coronavirus disease 2019 (Covid-19).

Through the Army Headquarters and Headquarters Support Group, as well as the Army Civil-Military Operations Regiment, a total of 50,000 food packs will be repacked and delivered to target communities in Metro Manila, in coordination with the Department of Social Welfare and Development (DSWD).

Zagala said the Army Support Command has also committed 17 military trucks for the immediate distribution of relief items.

“The Philippine Army is continuously doing its Covid-19 response by closely coordinating with our stakeholders and having our capabilities available so that the needs of the people are delivered to them as soon as possible,” PA Chief, Lt. Gen. Gilbert I. Gapay, said.

Meanwhile, Barangay Hulong Duhat chairman Anthony Velasquez thanked the ADB, the Philippine Army, and the DSWD for their donations and the assistance to his constituents.

FORT BONIFACIO, Metro Manila – The Commanding General, Philippine Army congratulated the soldiers of the 1st Infantry “Tabak” Division after they repelled the attack of Commanding General, Philippine Army while conducting COVID-19 operation on Wednesday, April 1, 2020 at Barangay Balagon, Siay, Zambaonga Sibugay.

Following the community visitation of the unit’s effort for COVID-19 information awareness, 10 enlisted personnel were harassed by a number of armed rebels believed to be combined members of CTGs from Front Flex A and Front 13. Troops retaliated leading to a 20-minute firefight. Encounter resulted to the death of one enemy and recovery of two M16A1 Elisco rifles, medical paraphernalia, and other personal belongings.

All other units conducting similar activities related to the prevention of COVID-19 were reminded to be extra vigilant in order to pre-empt similar incident imposed by the CTGs.

“Remain vigilant and alert against our enemies who does not respect our humanitarian mission. To the operating troops of 1ID, I commend your good leadership and teamwork that repelled the rebel groups from inflicting harm to the people,” said Army Commanding General Lt. Gen. Gilbert I. Gapay.

The CNT member identified himself as Almadin Dela Torre, also known as, Ariel/Nike, 20 years old, who was recruited last 2016, when he was only 16 years old and became a member of Guerilla Front – Feleciano A, both of the Western Mindanao Regional Party Committee (WMRPC).

Dela Torre also yielded one (1) M16A1 Assault Rifle and four (4) magazines with 80 rounds of live ammunition.

“The surrender of Dela Torre was triggered when he was abandoned by his comrades after their attempt to harass our troops on Wednesday night in the same barangay,” said Lt. Col. Don Templonuevo, Commanding Officer, 44th Infantry Battalion.

“His surrender and statements are proofs that the CNT is continuously violating the International Humanitarian Law (IHL) which prohibits the recruitment and use of children in hostilities,” he added.

In an initial interview with Dela Torre, he revealed that the CNT organizations are already dwindling.

He also expressed that he decided to surrender because of his dismay on the misconducts within the CNT organization and the successive losses after a series of offensives against government forces.

Col Leonel Nicolas, Commander, 102nd Infantry Brigade who has operational jurisdiction of Zamboanga Sibugay said, “This is a manifestation that the convergence efforts of the Task Force to End Local Communist Armed Conflict (TF-ELCAC) prior to the declaration of ceasefire gained promising and positive results.”

Meanwhile, Major General Gene Ponio, Commander, 1st Infantry Division expressed his gratitude for answering his call to the CNT to surrender.

“This is a continuous effort to urge CNT members to lay down their arms and return to the folds of law. We will be expecting more of his comrades to surrender and the 1st Infantry Division will always be ready to welcome them,” Ponio said.

“The army will facilitate the enrollment of Dela Torre to the Enhanced Comprehensive Local Integration Program (E-CLIP) and assist him in his return to the ‘mainstream society. He will receive benefits such as immediate cash assistance, livelihood assistance, a remuneration for the surrendered firearm and other aids coming from the different National Government Agencies,” he added.

FORT BONIFACIO, Metro Manila – The Philippine Army Commanding General lauded the 85th Infantry Battalion, 2nd Infantry Division’s operation against CPP-NPA-Terrorists (CNTs) on Tuesday, April 01, 2020 at Sitio Acaciahan, Barangay Ilayang Yuni, Mulanay, Quezon.

While conducting information dissemination on COVID-19 in the area, said troops received a report from the community on the presence of the armed CNT members involved in extortion activities.

An hour after responding to the report, the 85th IB troops encountered 20 CNT elements which resulted in the death of one NPA member and the recovery of one M16 rifle and one cal. 45 pistol.

This is the third atrocity that the CNTs have committed since the declaration of ceasefire on March 26. Taking advantage of the current medical emergency to conduct armed struggle against our people.

“Congratulations to the troops of the 85th Infantry Battalion of fulfilling their duty of protecting the people from the CNTs’ atrocities. Remain alert and vigilant for at this time we are combating two enemies – the COVID-19 and terrorists that challenge the security of the people.”said Army Commanding General Lt. Gen. Gilbert I. Tired of fighting and hiding, a young member of the Communist Terrorist Group yielded to the troops of the 44th Infantry Battalion in Barangay Balagon, Siay, Zamboanga Sibugay on April 3, 2020.

Almadin Dela Torre, a.k.a. Ariel/Nike, was still a minor at the age of 16 when he was recruited on 2016. He became a member of Guerilla Front – Feleciano A, Western Mindanao Regional Party Committee (WMRPC).

He also expressed his discontentment on the manner their leaders run the organization. This led to his voluntary surrender to the government forces.

“We will facilitate the enrollment of Dela Torre to the Enhanced Comprehensive Local Integration Program (E-CLIP) and assist him in his return to the mainstream society. He will receive benefits such as immediate cash assistance, livelihood assistance, a remuneration for the surrendered firearm and other aids coming from the different National Government Agencies,” said Maj. Gen. Generoso Ponio, Joint Task Force ZamPeLan Commander.

Western Mindanao Command chief Lt. Gen. Cirilito Sobejana commended the troops of the 44IB for their successive accomplishments.

"Team WestMinCom will continue to give its best to serve and protect the people and state," Lt. Gen. Sobejana said.

STATEMENT OF MILF PIP CHAIRMAN MOHAGHER IQBAL ON THE COVID-19 PANDEMIC

To my brothers and sisters in the Bangsamoro and the rest of the country:

It has been three weeks since the Government of the Philippines (GPH), the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Government, and our respective local government units (LGUs) impelled critical measures to contain the spread of the Coronavirus disease, also known as COVID-19.

The urgency of the situation has obliged us to make adjustments in our daily lives, such as the closing of businesses, observance of physical distancing, postponement of social gatherings – including commemorations and activities related to the peace process – and the imposition of checkpoints, curfews and community quarantines.

Unfortunately, the threat of COVID-19 has also affected vital peacebuilding efforts in conflict-affected areas, including those assisted by our longtime partners and friends in the Bangsamoro peace process.

Despite the challenges and limitations brought by COVID-19, I want to assure the Bangsamoro people, especially my comrades in the Moro Islamic Liberation Front (MILF), of our unwavering commitment to fulfill the obligations set in the signed peace agreements, particularly the 2012 Framework Agreement on the Bangsamoro (FAB) and its four (4) Annexes, and the 2014 Comprehensive Agreement on the Bangsamoro (CAB).

To ensure that the Bangsamoro remains on the path towards sustainable growth, peace, justice, healing, and reconciliation, the GPH and MILF peace implementing panels will work together in slowing the spread and flatten the curve of this pandemic.

Along with the rest of the peace process architecture, we will seek innovative ways to deliver on our promises without compromising the well-being of our people.

Furthermore, I call on the international community, the private sector, and various civil society groups to join our efforts to ameliorate the suffering of our most vulnerable populations by providing essential medical supplies and services.

Between the signing of the CAB and the ratification of the Bangsamoro Organic Law, or Republic Act No. 11054, the Bangsamoro peace process realized significant milestones, borne from the sacrifices made by the Bangsamoro people since the beginning of our struggle for the right to self-determination.

Similarly, the sacrifices we are forced to make in these trying times will not be in vain. While we are coming to grips with this “new normal,” the Bangsamoro people – from public servants to front liners and volunteers – have demonstrated resilience, vigor, humility, generosity, and compassion.


Encouraged by this indomitable spirit and the support from the Bangsamoro people, I do not doubt that we will recover from this pandemic, Insha’ Allah. I implore all believers to pray to the Almighty God to save our people and humanity from this scourge. There will be losses, but we will move forward with resolve to effectively address the needs, ideals, and aspirations of the people in the Bangsamoro.

The Chairman of the Moro Islamic Liberation Front (MILF)-Peace Implementing Panel (PIP) expressed the Front’s commitment to fulfill the obligations set in the peace agreements with the Government of the Philippines (GPH) amidst the challenges brought by the Coronavirus (COVID-19) Pandemic.

”I want to assure the Bangsamoro people, especially my comrades in the MILF, of our unwavering commitment to fulfill the obligations set in the signed peace agreements,” Mohanger Iqbal, MILF-PIP chairman said in a statement.

The two parties, GPH and MILF, signed the 2012 Framework Agreement on the Bangsamoro (FAB) and its four (4) annexes and the 2014 Comprehensive Agreement on the Bangsamoro (CAB).

BANGSAMORO GOVERNMENT CENTER, COTABATO CITY (April 1, 2020) – The Inter-Agency Task Force against COVID-19 – Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has earmarked PhP 115 million in subsidies for local government units (LGUs) to augment their quick response funds against the disease.

In a press briefing on March 27, Bangsamoro Transition Authority (BTA) Cabinet Secretary Asnin Pendatun announced the said funds, to be sourced from the Bangsamoro Contingency Fund, will be downloaded to the LGUs through the Ministry of the Interior and Local Government (MILG).

Pendatun said the funds will allow LGUs to procure goods and other vital supplies from markets in their respective areas, and consequently, provide a boost to local economies which have been severely affected by the health crisis.

All five Bangsamoro provinces will receive PhP 5 million, while each of the three cities will receive PhP 2 million. On the other hand, all of the region’s 116 municipalities will receive PhP 1 million, while the 63 barangays in North Cotabato will receive a total of PhP 8 million.

BARMM at one: Rising above the crisis

On March 29, 2019, President Rodrigo Roa Duterte led the historic inauguration of the newly created BARMM government, following the ratification of the Bangsamoro Organic Law (BOL) during a plebiscite held in January of the same year.

A year later, what could have been a vibrant celebration of the Bangsamoro region’s first year anniversary turned out to be low-key commemoration, as the BARMM interim government had to focus its efforts in addressing the COVID-19 pandemic.

In a video message, BARMM Interim Chief Minister Ahod “Murad” Balawag Ebrahim, Al Haj, called on the Bangsamoro people to unite and support the regional government in mitigating the impact of the dreaded disease.

“Ang BARMM ay bunga ng ating mahabang kasaysayan bilang mga Bangsamoro. Amin pong tinatawagan ang lahat na isantabi muna ang lahat ng pagkakaiba at magkaisa upang masugpo ang sakit na ito (The BARMM is the fruit of our long history as Bangsamoro (people). We enjoin everyone to set aside differences and unite to defeat this disease),” Ebrahim said.

The BARMM government has already downloaded Php 2 million in initial financial assistance to provincial medical teams through the Integrated Provincial Health Offices (IPHOs).

The funds will be used to purchase medical supplies and pay for the allowances of medical personnel conducting thermal scanning and check-ups in municipal boundaries, and keeping track of persons under monitoring (PUMs) and persons under investigation (PUIs).

Medical supplies such as Personal Protective Equipment (PPEs), sanitation supplies, and other protective and essential medical supplies have been procured and distributed to all provinces in the BARMM, according to BARMM Minister of Health Dr. Safrullah Dipatuan.

Dipatuan admitted that the BARMM government is facing a lot of challenges due to the rising number of COVID-19 cases in the region. 

“We have already provided provinces and cities with medical supplies but [in the coming] weeks, there might be another shortage of supplies which is the challenge now,” he said during an interview at the IATF-BARMM.

“All frontliners need to be supplied with protective gear – from medical teams, to the security sector, to government workers, and members of the media. We are all frontliners,” Dipatuan said.

He stressed the need to establish dedicated COVID-19 hospitals in the BARMM to accommodate patients afflicted with the disease. Moreover, the AITF-BARMM is looking into having selected hospitals accredited for COVID-19 testing which will improve the region’s detection and isolation mechanisms.

“We had a meeting with the Department of Health (DOH) national office via teleconference and have already submitted a request to the DOH to accredit our hospitals,” Dipatuan said, adding the agency needs to inspect bio-safety cabinets and negative pressure systems in the proposed COVID-19 facilities.

The health minister also bared his office has forged a partnership with the United Nations Development Programme (UNDP), wherein the latter has pledged to donate ventilators to hospitals in the BARMM.

Convergence of efforts against COVID-19

As the nation confronts a major health crisis, its response against the spread of COVID-19 should not be the responsibility of the government alone. To effectively address the situation, there is a need for greater synergy between line agencies, LGUs, and the various sectors of the community.

Presidential Peace Adviser Carlito G. Galvez, Jr., who was recently appointed as chief implementer of the government’s National Action Plan (NAP) against COVID-19, acknowledges the need to marshall the state’s resources as “this is a crisis which cuts across social, economic and public safety domains.”

“The major interventions shall be implemented by the lead agencies where local government units play the decentralized leading role in addressing local concerns. This shall be done through a unified response by the regional, provincial and local incident commands,” Galvez said.

Inspired by the initiatives implemented by the Office of the Chief Minister, Ministry of Health, and Ministry of Interior and Local Government to address the crisis, other BARMM ministries are also mobilizing their manpower and resources to support the regional government’s efforts.

The Ministry of Social Welfare and Development (MSWD) has distributed relief goods to PUMs, PUIs, and marginalized sectors throughout the region, including displaced pedicab drivers who had to stop working due to the enhanced community quarantines.

The Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), on the other hand, has ensured the stability of the food production chain of the region, as it distributed hundreds of bags of assorted vegetable seeds to farmers across the Region.

Galvez is optimistic that through these multi-pronged efforts, the impact of the crisis will be mitigated, as the health, security, and socio-economic aspects of the pandemic are effectively addressed.

“I am calling on the Bangsamoro people and all Filipinos to stand with our government. We need your full cooperation so we can overcome this crisis. I have no doubt we shall win this battle if we are united and work hand in hand,” he said.

Mariing kinokondena ng National Democratic Front of the Philippines-Southern Tagalog (NDFP-ST) ang garapalan at matinding pagbabanta ni Duterte na kanyang ipapabaril sa pulisya at militar ang sinuman na mag-iinstiga ng pagkilos na hahantong sa “kaguluhan” at “maglalagay sa panganib” sa mga kapulisan at kasundaluhan. Ito ang agarang naging tugon ni Duterte sa nangyaring insidente kung saan hinuli at ikinulong ng mga pulis ng Quezon City ang 20 residente ng Sityo San Roque, Barangay Bagong Pag-asa, Quezon City na nagsagawa ng rali sa EDSA nuong Abril 1, 2020.

Palibhasa’y hindi nakaramdam si Duterte sa tanang buhay niya na kumalam ang sikmura, magutom at makitang nag-iiyakan ang mga anak dahil sa gutom, walang maramdamang anumang bahid ng pag-aalala at kakagyatan ang panig ni Duterte. Garapalan pa niyang pinagsabihan ang taumbayan na mag-antay at magtiis-tiis muna sa gutom at wala namang namamatay sa gutom.

Minsan pang pinatunayan kung gaano kapusakal at kawalang puso ng gubyernong Duterte sa harap ng mga hinaing ng taumbayan para sa agarang tulong ng gubyerno sa pang-araw araw nilang pangangailangan lalo na sa pagkain. Dahil sa pagpapatupad ng kamay-na-bakal na lockdown, obligasyon ng gubyernong hatiran ng mga batayang pangangailangan ang taumbayan sa pagkain, sapat na proteksyon laban sa Covid-19 at iba pang serbisyong medikal. Dapat kondenahin ng sambayanang Pilipino ang wala sa lugar na pagbabanta ni Duterte na ipababaril niya sa pulis at militar ang sinumang kikilos kahit ito man ay lehitimo at makatarungan. Sa panahon ng malawakang kagutuman, mangyayari at mangyayari ang ispontanyong pagkilos ng mamamayan para humanap ng makakain. Makikipagsapalaran ito at kakapit kahit sa patalim para lamang mapakain ang nagugutom nilang pamilya. Sa pinakadulo, hindi malayong humantong ito sa mga food riots at malawakang nakawan (looting).

Sa ganito wala sa lugar ang pagbibigay babala ni Duterte sa mga “makakaliwang grupo” na huwag samantalahin ang sitwasyon at mag-instiga ng “kaguluhan”. Dapat malaman ni Duterte na anumang oras, may mga “kaliwa” man o wala, may mga progresibong organisasyon at kritiko man o wala ay magaganap ang ispontanyong pagkilos ng mamamayan para humanap ng pagkukunan nila ng makakain. Hindi nila kasalanan ang magutom at humanap ng paraan para maibsan ang kagutumang ito. Ang gubyerno ang higit na nasa pusisyon na alisin ang mga kundisyon upang hindi maganap ang mga food riots at malawakang nakawan (looting) sa Luzon at sa iba pang lugar ng bansa. Ang tanging paraan upang maiwasan itong mangyari ay pangunahan ng gubyerno ang pagtugon sa mga pangangailangan ng mga kapos-palad at labis nating naghihirap na mga kababayan sa pamamagitan ng isang maagap at supisyenteng tulong mula sa gubyerno. Sa kawalan nito, ang mga pribadong indibidwal na pilantropo at mga NGOs ang pumupuno at bumabalikat sa mga kakulangan at pagiging inutil ng gubyerno.

Hindi palalagpasin ng rebolusyonaryong kilusan sa rehiyong Timog Katagalugan ang marahas at madugong pagharap ng gubyernong Duterte sa mga lehitimong karaingan ng taumbayan sa gubyerno upang kalampagin at kunin ang atensyon nito. Sisingilin at papapanagutin ng rebolusyonaryong kilusan sa rehiyon ang gubyernong Duterte sa bawat patak ng dugo mula sa masa ng sambayanan dahil sa kanyang labis na kalupitan bilang diktador at pasistang pinuno.

Higit kailanman, ngayon kailangan ang mahigpit na pagkakaisa ng sambayanang Pilipino upang patalsikin sa pwesto ang walang kakayahan, inutil, korap at pabayang pasistang rehimeng US-Duterte. Ang alam lang ng gubyernong ito ay magmura, mambastos ng mga kababaihan, pumatay sa walang kalaban-laban, magpayaman sa pamamagitan ng pangungurakot sa kaban ng bayan, magpatupad ng mga anti-mamamayan at anti-demokratikong mga patakaran at polisiya at sumunod at manikluhod sa mga dikta ng imperyalistang US at China.

Sa mahigit ding apat (4) na taon nitong panunungkulan, saksi ang sambayanang Pilipino sa kapabayaan at mabagal na pagtugon ng gubyernong Duterte sa mga naging biktima ng mga sakuna at kalamidad na dumarating sa bansa tulad sa nangyaring pagputok ng bulkang Taal nuong Enero 2020. Dapat nang tapusin ang kanyang paghahari. Habang siya’y nasa kapangyarihan, mahihirapan ang taumbayan na mabuhay, hindi lamang sa pagharap at paglaban sa Covid-19 kundi sa kanyang abusadong pamamalakad sa gubyerno na pawang kagutuman, kahirapan at pang-aapi ang hatid sa taumbayan.

Mapanlikhang gumawa tayo ng iba’t ibang porma at anyo ng pagkilos, kahit nasa panahon ng lockdown upang malakas na maiparating ang ating kimkim na galit at mariing kagustuhang patalsikin sa pwesto si Duterte.

Tama na! Sobra na! Sambayanang Pilipino Magkaisa! Patalsikin ang pasistang rehimeng US-Duterte!
