BACOLOD City – A policeman died while two others were seriously wounded in an ambush in Barangay Minapasuk, Calatrava, Negros Occidental yesterday morning.

Police identified the fatality as Police Corporal Jayme Nuñez while the wounded were Police Corporal Dennis Nasis and Police Captain Jesus Alba, deputy chief of the Calatrava Municipal Police Station.

According to barangay kagawad Jason Balansag, officers of the Calatrava police station responded to the village after receiving reports of a murder case in the area.

Balansag said they boarded their barangay vehicle and together with the police traveled to Sitio Upper Ikugan.

They were accompanied by a staff car from the town’s Municipal Disaster Risk Reduction and Management Office, while the police vehicle with nine cops aboard was the last one in the convoy.

Upon reaching the said sitio, Balansag said they heard gunfire from the back of the convoy, prompting them to stop.

The village officials and tanods immediately dismounted their vehicles and took cover.

The cops and alleged New People’s Army (NPA) rebels exchanged fire.

There was also a report that the cops’ vehicle may have rolled on to a landmine planted by the rebels. This has yet to be officially verified.


Balansag said they were forced to flee to a safer spot around 800 meters from the encounter site, and upon reaching their new hiding spot the sound of gunshots died down.

He immediately asked one of the residents if they could pass by the ambush site to determine if there were any more armed individuals in the area and when they heard the “all clear” they went back to help the wounded police officers.

According to Balansag, Nuñez succumbed to gunshot wounds to the neck and other parts of his body. Alba had a gunshot wound to the leg while Nasis sustained gunshot wounds to the shoulder and abdomen.

Alba and Nasis were rushed to the town hospital for treatment.

It was later confirmed that one of the wounded was transferred to a private hospital in Bacolod City.

As of press time, both the Negros Occidental Police Provincial Office and the Philippine Army’s 303rd Infantry Brigade have yet to give a formal update on the situation in the area. (Watchmen Daily Journal)/PN

A NEW People’s Army (NPA) rebel was killed in a clash with government troops in a remote village in Zamboanga del Norte, a top military official said Wednesday, August 9.

Brigadier General Elmer Suderio, commander of the 102nd Infantry Brigade, said killed in the clash was
Edwin Gulane also known in the NPA’s Western Mindanao Regional Party Committee as Ka Joffer or Ka Imon.

Suderio said the clash broke out Wednesday morning, August 9, in New Rizal village, Sergio Osmeña, Zamboanga del Norte.

Suderio said the clash, which lasted for about 10 minutes, ensued after the 53rd Infantry Battalion deployed troops to verify the information given them by Jeffrey Ceñara, the village chairperson of Saad, Dumingag, Zamboanga del Norte, an adjacent community of New Rizal.

Suderio said that Gulane’s (not Ceñara’s as earlier reported) remains was abandoned by his comrades who fled to different directions. There was no casualty on the government side.

He said the troops also recovered at the clash site a caliber .45 pistol with a magazine, ammunitions, and personal belongings of the NPA rebels.


“The tip-off alerted authorities to the presence of armed individuals roaming the hinterlands near local residences,” he said.

The military official expressed his gratitude to the residents who continue to collaborate with law enforcement agencies, thus contributing to the preservation of peace within their community.

Suderio said they are undertaking the necessary preparations to ensure the dignified return of the remains of Gulane to his family.

"I extend my call to the remaining rebels that it’s not too late to return to the folds of the law and this is the best time to return to the mainstream of the society as the government is offering various programs for our former rebels who decided to live peacefully,” Suderio added.

He said this development aligns with the significant weakening of the Western Mindanao Regional Party Committee (WMPRC), where six of its seven guerilla fronts have been dismantled in recent years.

MANILA, Philippines—Decades after the over 20-year regime of Ferdinand Marcos Sr. ended, Ferdinand Marcos Jr. was elected president and is now seeking an end to a communist insurgency that started in the first years of his father’s rule.

Looking back, it was in 1968, 1969 and 1973 when the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) was established as a breakaway group from the Partido Komunista ng Pilipinas.

Existing for over 50 years already, the communist insurgency in the Philippines is still far from over despite the declarations of the government, especially by the military, that the end to the world’s longest armed rebellion is already in sight.

Last March, within the first year of Marcos Jr.’s presidency where officials have asserted that the NPA is already dwindling, Lt. Gen. Romeo Brawner, who was then the chief of the Philippine Army, said the President directed the military to “finish them off now.”

Marcos Jr., who addressed Filipinos for his second Sona last July 24, stressed that for decades, “some of our co-Filipinos have taken to arms to make their views known and felt,” but as he pointed out, “we are now at a point in our history when their armed struggle has evolved.”

“We have now progressed together towards peace and development. We have incorporated capacity-building and social protection into our reintegration programs to guarantee full decommissioning of former combatants,” he said.

However, activist Teodoro Casiño, who served as representative of Bayan Muna, said “if [Marcos Jr.] is really serious in forging a just and lasting peace, he should be ready to engage with peace advocates and see things from a different perspective.”

‘Nothing has changed’

Casiño told INQUIRER.net via Viber that “the Marcos [Jr.] administration’s approach to the armed conflict follows the same hardline [and] fascist approach as [Rodrigo] Duterte’s.”

Looking back, Duterte, who ruled from 2016 to 2022, was first expected to bring a peaceful end to the communist insurgency because of his relationship with rebel leaders in Davao Region as mayor of Davao City.

But in 2017, it was Duterte himself who signed Proclamation No. 360, which declared the termination of peace negotiations with communist rebels and later declared the CPP and the NPA as terrorists.

As pointed out by the Armed Conflict Location & Event Data Project (ACLED) in a report written by Tomas Buenaventura, Duterte “initially oversaw ambitious peace negotiations before a dramatic about-face toward all-out war.”

It was in 2018 when Executive Order No. 70 was signed to provide a “whole-of-nation” plan to end the over 50-year old armed rebellion. It established the National Task Force to End Local Communist Armed Conflict (NTF-Elcac), which has been criticized for red-tagging activists.

Casiño said the framework, patterned after the US Armed Forces’ counterinsurgency model, “expands the target of […] operations to include civilian communities, groups, and individuals working within the legal, parliamentary arena.”

“It also expands the scope of such operations to include the delivery or denial of government projects and services,” he said, stressing that “in a sense, it reduces governance to a counterinsurgency program.”

“Such an approach shuns peace negotiations as a means of resolving the armed conflict; denies the legitimacy of progressive causes, organizations and movements, most of which end up being vilified and red-tagged,” he said.

Casiño, chairperson of the Bagong Alyansang Makabayan, pointed out that the framework also leads to systematic and widespread violations of human rights and international humanitarian law.

It was during the presidency of Duterte, too, that the highly opposed Anti-Terrorism Act was signed into law, later leading to the designation of the CPP-NPA and the NDF as terrorists by the Anti-Terrorism Council on Dec. 9, 2020 and June 23, 2021.

Dwindling NPA?

The all-out war waged by Duterte to seek an end to the communist insurgency, the government said, has led to the surrender of over 20,000 rebels. Most, however, were eventually questioned as supposedly forced or fake surrenders.

But the military insisted that the NPA is already dwindling, saying that as of July this year, out of 42,046 barangays in the Philippines, the NPA is only present in 200, down from 400.

The Armed Forces of the Philippines (AFP) also pointed out that the number of existing NPA guerrilla fronts, which should have at least three platoons and 100 armed combatants, already fell to 22, with only one considered “active.”

It said the NPA is now down to 1,800 armed combatants from 2,112 in 2022 and 25,000 in the 1980s. Last April, Jonathan Malaya, assistant director of the National Security Council, told One News that the insurgency will finally end in the next two years.

Despite these declarations, however, the CPP said the NPA currently has 110 guerrilla fronts all over the Philippines, saying that “we must continue to accumulate strength […] to bring the people’s war […] to the next higher level.”

The CPP stressed that “the NPA has adapted to the particular conditions of the country, achieving ‘great successes in carrying out guerrilla warfare, building guerrilla zones and base areas, and establishing Red political power covering vast areas in the countryside’.”

It said they remain completely “determined to carry forward” its protracted people’s war, which involves the gradual encirclement of cities from the countryside, carried out primarily by workers as its leading class and peasants as its main force.

As pointed out in ACLED’s report, while “the endurance of the communist insurgency through several decades is an oft-raised question,” rebels said the NPA’s strength reflects the persistence of the basic societal problems in the Philippines.

By the rebels’ own account, these problems “provide fertile ground for the recruitment of peasants and other supportive classes, such as workers and even students from the cities.

“The strong ideological character of the insurgency seems to ensure an ample supply not only of occasional fighters, but of revolutionaries committed to pursuing their vision for Philippine society long term,” the report stated.

Failing or not?

As Casiño said, Marcos Jr. “must first of all acknowledge that his father’s 20-year rule, 14 years of which was under a dictatorship, not only failed to defeat but even encourage[d] the growth of the armed rebellion.”

“He should also realize that Duterte, who emulated his late father, also failed despite his hardline, militarist approach,” he said, stressing that it should always be about “resolving the roots of the armed conflict.”

Looking back, the government stated in 2019 that the rebellion will end in two years.

ACLED, a US-registered non-profit organization that analyzes information and data on conflicts and violence all over the world, said the NPA is most active in Negros Occidental and Bukidnon, which are in regions known for agrarian unrest.

The provinces, home to thousands of farmers who remain to be the poorest sector in the Philippines, have a 21.8 percent and 29.2 percent poverty rate in 2021, higher compared to the regional poverty incidence of 19 percent and 26.1 percent.

“Western Visayas and Northern Mindanao are both known for agrarian unrest, being two of the country’s most important agricultural centers, and therefore serve as ideal staging grounds for the CPP’s revolution,” the report stated.

Despite the higher levels of fighting between the NPA and state forces in these regions, however, armed clashes between both sides were seen in practically all parts of the country from the start of the regime of Duterte and into Marcos Jr.’s.

“This means that the NPA has been present in every region, mirroring the prevalence of agrarian issues across the country and widespread poverty of agricultural workers,” said the ACLED report.

According to data from ACLED, which conducts analysis to describe, explore, and examine conflict scenarios, the highest level of fighting between the two sides under the Duterte administration was in 2017, when the peace negotiations were terminated.

“Fighting continued largely unabated, with an average of nearly 22 clashes per month between state and rebel forces from February 2017, the end of the ceasefire, to June 2022, the end of Duterte’s regime,” ACLED said.

Confronting adversities

ACLED said in Duterte’s last few months in office, the military leadership aimed to cap his six-year presidency by doing its best to end the insurgency, leading to increased armed clashes.

The trend, it stressed, saw highs in December 2021, the 53rd anniversary of the CPP, and in April 2022, right before May, the month when Marcos Jr. was elected to the presidency.

When Marcos Jr.’s term started, “violent interactions between state forces and the NPA decreased slightly in the latter half of 2022,” especially with the death of two highest-ranking CPP officials Benito and Wilma Tiamzon in August 2022, then Jose Maria Sison at year end.

ACLED data indicated a slight general downward trend in armed interactions between state forces and the NPA in the immediate months following the Tiamzons’ deaths in August 2022.

“Fighting was even more muted in December 2022, the month of Sison’s death,” said ACLED.

However, while the lower volume of fighting in the last few months of 2022 perhaps reflected the immediate aftermath of the Tiamzons’ and Sison’s deaths, possibly indicating weakened communist forces, fighting again rose in the first quarter of 2023.

As pointed out in the report that ACLED released last month, the trend reached a high in March 2023, which saw the largest number of armed clashes between the two sides since December 2018.

It said this “suggests that the rebels might have been able to regroup and re-strategize following their losses in 2022,” adding, however, that this peak in March 2023 was again followed by a downward trend in fighting from April to June 2023.

As stated in the report, the military asserted that Tiamzons’ and Sison’s deaths have created a “leadership vacuum” that “leaves the underground movement without a sense of strategic and operational directions and the reason for its existence.”

But last March, the CPP said “day by day, the seeds of the future people’s democratic government are sown in thousands of villages across the country, existing side by side with an antithesis to the present reactionary and fascist government.”

Dim path

Casiño said resolving “poverty, underdevelopment, oppression and social injustice requires the help and cooperation of everyone, including the armed movement that has repeatedly shown its willingness to engage in peace negotiations for this purpose.”

But as ACLED pointed out, formal peace negotiations between the government and the communist leadership, which have taken place in over 40 rounds since 1986, look unlikely to be revived under Marcos Jr.

“This would make Marcos, Jr. the first Philippine president after the fall of his father’s dictatorship not to seek peace negotiations with the CPP-NPA-NDF,” the US-based group said.

As stated by the Department of Justice, the government may do localized peace talks.

“There would be no more peace talks on the national level. Peace talks will be localized everywhere. That is the advice that I have been getting from our national security agencies that are there,” Justice Secretary Jesus Crispin Remulla had said.

ACLED stressed that in seven years, data showed over 270 events of NPA violence “targeting civilians, consisting mostly of physical attacks but also including incidents of forced disappearances, sexual violence, and the use of explosives.”

However, based on data from Karapatan, the government’s war on insurgents has been tainted with violence, too, with some instances where victims are not even combatants.

From July 2016 to June 2022, it said there were 422 victims of extrajudicial killing (EJK), 574 victims of frustrated EJK, 21 victims of enforced disappearance, 233 victims of torture, and 4,298 victims of illegal arrest, with or without detention.

These, it said, continued as Marcos Jr. came, stressing that from July 2022 to March 2023, there were 27 victims of EJK, 22 victims of frustrated EJK, 4 victims of enforced disappearance, 11 victims of torture, and 243 victims of illegal arrest.

ACLED said the military’s campaign against the communist insurgency has been accompanied by acts of violence targeting civilians, particularly in the context of “red-tagging.”

Casiño said Marcos Jr. himself might not be as foul mouthed and rabid a red tagger as Duterte, but from the vice president down the line, nothing much has changed, stressing that “it is even getting worse.”

Last month, four Cordillera-based activists, including three who asked the Supreme Court to protect them from state-led harassment last month, have been designated as terrorists by the ATC.

ACLED said with Marcos, Jr.’s campaign against the communist insurgency bolstered by the vast powers of the NTF-ELCAC, and with the communist insurgency vowing to march on despite recent setbacks, there is really still no end in sight.

United States 7th Fleet commander Vice Admiral Karl Thomas met with key officials of the provincial government on Tuesday to exchange ideas and consult on various concerns concerning mutual defense cooperation.

The Provincial Information Office said in a statement Wednesday that the commander of one of the largest forward-deployed U.S. fleets met with key representatives of Governor Victorino Dennis Socrates — Provincial Legal Officer Atty. Joshua Bolusa, Provincial Tourism Promotions and Development Officer Maribel Buñi, and the Palawan Council for Sustainable Development Staff Acting Director Niño Estoya.

Thomas discussed with them the core objective of their courtesy visit, which includes strengthening existing mutual defense cooperation and partnership, including those that will be addressed in the U.S.-Philippines Mutual Defense Board and Security Engagement Board.

He underscored the significance of transparent dialogue with allies, and conveyed his enthusiasm to deepen ties with the city and the province, with goals of enhancing economic development and bolstering logistical backing.


“Having open lines of communication with our partners and allies is vital to our lasting commitments and strong presence in the region (…) We look forward to continuing relationship and alliance with Puerto Princesa [City] and Palawan, to bring more economic growth and logistics,” he said.

Thomas also met with Western Command (WESCOM) commander Vice Admiral Alberto Carlos, who rendered arrival honors also on Tuesday at Camp General Artemio Ricarte in the city.

According to a statement from WESCOM, Carlos and Thomas discussed enhancing collaboration between the U.S. 7th Fleet and WESCOM, underscoring the United States’ steadfast support for the Armed Forces of the Philippines.

Metro Manila (CNN Philippines, August 9) — The defense chiefs of the Philippines and the United States have reaffirmed their “ironclad” relations, with US Defense Secretary Lloyd Austin III condemning China’s firing of water cannons at Filipino vessels in the West Philippine Sea.

Based on a statement released by the Pentagon on Wednesday, Philippine Defense Secretary Gilberto Teodoro Jr. and Austin reiterated both nations’ commitment to bolstering cooperation, including strengthening “bilateral training, interoperability, and support for the modernization of the Philippine Armed Forces.”

During their call, the officials also touched on the latest aggression of China in the disputed waters, where the latter blocked the Philippine Coast Guard vessels' resupply mission to the BRP Sierra Madre on Ayungin Shoal.

China’s “dangerous maneuvers” in the West Philippine Sea (WPS) “put the safety of Philippine vessels and crew at risk,” Austin said.

The US defense chief stressed that China’s activities “undermine the status quo and directly threaten regional peace and stability.”

He also backed the Philippines’ right to conduct lawful maritime activities, supported by the 2016 arbitral ruling which the country won against China’s sweeping claims over the disputed waters.

Austin noted that the Mutual Defense Treaty also covers Philippine public vessels, aircraft, and armed forces—including its Coast Guard—in the Pacific and the WPS.


“The Secretaries committed to find a near-term opportunity to meet in-person and restated their commitment to stand shoulder-to-shoulder as allies to bring security, prosperity, and stability to the Indo-Pacific region and beyond,” a Pentagon statement read.

Metro Manila (CNN Philippines, August 9) — The country has no plans yet to deploy more Philippine ships in Ayungin Shoal due to a shortage of vessels, according to Armed Forces (AFP) Chief of Staff Romeo Brawner Jr.

"Well, right now we don't have any plans of adding more ships that we're going to moor at the Ayungin Shoal," Brawner told CNN Philippines' Politics As Usual on Wednesday.

"Not a good plan because definitely we will need all of our ships to be able to sail our seas and we don't have enough ships," he added.


Over the weekend, the Chinese Coast Guard used water cannons on Philippine vessels on a mission to resupply troops on board the BRP Sierra Madre.

The World War II-era ship was intentionally grounded in Ayungin Shoal in 1999 to serve as the country's military outpost in the West Philippine Sea.

Metro Manila (CNN Philippines, August 9) — The chief of the Armed Forces of the Philippines (AFP) believes China stopped "short of declaring war" when its coast guard fired water cannons at Philippine boats en route to the BRP Sierra Madre in Ayungin Shoal.

However, AFP Chief of Staff Romeo Brawner Jr. said it would have been a "totally different story" if China used water cannons on Philippine Navy ships.

"That would mean you are already doing aggressive actions against a military ship, and that could be interpreted as an act of war already," Brawner told CNN Philippines' Politics as Usual.

"They know that. The reason why we believe they used their Chinese Coast Guard ships...They wanted to act short of war– short of declaring war. So all of these are considered actions in the grey-zone, meaning they are not really overt acts of war but lower than that," he added.


Why Navy ships not front and center

The AFP chief explained that conditions in Ayungin Shoal only allows smaller boats be used to reach the BRP Sierra Madre.

"If we use our Navy boats, we still have to anchor far from Ayungin Shoal and use smaller boats to bring our supplies to BRP Sierra Madre," Brawner said. "What we do from the very start, we use already smaller boats to carry our supplies."

Brawner added that Philippine Navy ships were escorting the Philippine Coast Guard boats when the water cannon incident occurred.

He said resupply missions to the BRP Sierra Madre are an obligation to support and sustain military troops there.

The AFP also said he believes China and the Philippines already learned from the 2012 standoff, when Beijing took over Scarborough Shoal, prompting Manila to file a case for international arbitration.

'If there does exist such an agreement, I rescind that agreement now,' says President Ferdinand Marcos Jr.

MANILA, Philippines – President Ferdinand Marcos Jr. refuted China on Wednesday, August 9, and denied any agreement to remove the Philippine ship BRP Sierra Madre from Ayungin Shoal in the West Philippine Sea.

“I’m not aware of any such arrangement or agreement that the Philippines will remove from its own territory its ship, in this case, the BRP Sierra Madre from the Ayungin Shoal,” Marcos said in a video released by Malacañang.

In one of the most stinging statements of a Philippine leader against China in recent years, Marcos added, “If there does exist such an agreement, I rescind that agreement now.”

The President was responding to China’s claims that the Philippines previously promised to remove the warship, which serves as its outpost in the resource-rich waters.

National Security Council Assistant Director-General Jonathan Malaya had previous called China’s assertion a “figment of their imagination.”

Speaking before a new forum earlier on Wednesday, Malaya posited that if an agreement had been made, it could only have been between “lower level” officials. He challenged China to produce proof that such an agreement was made.

China’s claims follow an August 5 incident where Chinese Coast Guard and militia vessels harassed and pointed water cannons towards Philippine ships en route to the BRP Sierra Madre for a routine resupply mission.

After the Philippines and its allies – the US, the European Union, Japan, and Austalia, among others – criticized China for their actions, the Asian superpower insisted their actions were justified. China claims Ayungin Shoal as its own, despite a 2016 arbitral ruling that that the shoal is within the Philippines’ exclusive economic zone and continental shelf.

China has been calling on the Philippines to remove the BRP Sierra Madre, which is manned by only a small team of Philippine Marines.

The Philippines has lodged a note verbale or a written protest against China over the incident. The August 5 water cannoning is only the latest in a growing list of China’s aggressive moves in the West Philippine Sea.

A suspected member of the New People’s Army who died in a gunbattle with Army soldiers on August 5 in Brgy. Quintin Remo, Moises Padilla, Negros Occidental, was identified by his family members, disclosed 1Lt. Mary Liza Joy De Guzman, Civil Military Operations officer of the 62nd Infantry Battalion.

The slain rebel was identified as
Jonasio Enarsosa Blasco, alias Joe, a resident of the barangay.

De Guzman said that the family of Blasco was urging him to surrender. But he never listened to them, she added.


The Moises Padilla Task Force ELCAC (Ending Local Communist Armed Conflict) is now processing the burial requirements of Blasco, 56, of Sitio Tibobong, Brgy. Quintin Remo, Moises Padilla, for the turnover of his cadaver to his family.

On the same day as the encounter, a civilian identified as Joemarie Benitez, who was accused as a military informant, was summarily executed by five members of the NPA Special Partisan Unit in the barangay, according to the Moises Padilla police.

Two days after the incident, the 62IB, in tandem with Local Task Force ELCAC, held a localized peace engagement with residents of Sitio Tibobong in the barangay, where Blasco was a resident prior to his death.

De Guzman said the populace were encouraged to help injured rebels avail of medical services being offered by the Philippine Army, as well as in availing the Enhanced Comprehensive Local Integration Program of the government.

She added that the residents were also informed on the deception activities of the NPA and its legal fronts, as well as their modus operandi in recruiting the youth and farmers.*

A policeman died, while two others were injured in an ambush staged by suspected New People’s Army rebels yesterday in Sitio Calanogan, Brgy. Minapasuk, Calatrava, Negros Occidental.

The incident took place as members of the Calatrava Police Station, led by its deputy police chief, were responding to a shooting incident in Sitio Batyagon of the barangay, where two civilians were reportedly killed by communist rebels.

Initial police reports disclosed that an explosion of an improvised explosive device (IED) hit the Calatrava police patrol car, which followed by gunfire from the armed suspects.


Killed was PCpl. Jayme Nuñez, while injured were PCapt. Jesus Alba, deputy police chief of Calatrava, and PCpl. Dennis Nasis, said PLt. Col. Joem Malong, deputy provincial police director for Operations of Negros Occidental Police Provincial Office.

The incident also occurred as the 6th Special Action Battalion of the Special Action Force, Regional Mobile Force Battalion 6, 1st Negros Occidental Police Provincial Mobile Force Company, and 79th Infantry Battalion, were conducting joint operations in the area to serve the arrest warrant of some high ranking leaders who are remnants of the dismantled Northern Negros Front (NNF), Malong added.

The subjects of the arrest warrants to be served by the police and Army soldiers are Charity Amacan, secretary of the Northern Negros Front, and a certain Darryl Dayawan, among other remnants of the NNF.

Nuñez, 34, of Brgy. Paraiso, Sagay City, was supposed to get married December this year to his girlfriend, according to her mother

Malong said that Capt. Alba, who suffered minor injuries on the head, is now in stable condition and being treated at the Sagay District Hospital.

Nasis, on the other hand, was transferred to a hospital in Bacolod City, for treatment to a gunshot wound in the stomach.

MANILA – United States Defense Secretary Lloyd Austin III reiterated that the Mutual Defense Treaty (MDT) between the US and the Philippines applies to Philippine public and government vessels and aircraft.

"Secretary Austin reaffirmed that the Mutual Defense Treaty extends to Philippine public vessels, aircraft, and armed forces – to include those of its Coast Guard – in the Pacific, including in the South China Sea," the US Department of Defense (DOD) said in a statement Tuesday night (US time).

Austin made the statement after a phone call with Department of National Defense (DND) Secretary Gilberto Teodoro Jr. where they discussed recent events in the South China Sea, including China's efforts to obstruct the Philippine resupply mission at the Second Thomas Shoal (also known as Ayungin Shoal) on Aug. 5.

"Secretary Austin condemned the China Coast Guard's use of water cannons and other dangerous maneuvers, which put the safety of Philippine vessels and crew at risk. He joined numerous countries in expressing concern about these unsafe operational activities, which undermine the status quo and directly threaten regional peace and stability," the US DOD statement added.

Austin, in a May phone call with then DND officer-in-charge Senior Undersecretary Carlito Galvez Jr., reiterated that any armed attack on Philippine ships and aircraft in the South China Sea would result in the invocation of the MDT.

"Austin reiterated that the US’ commitment to the alliance remains ironclad and that an armed attack on Philippine armed forces, aircraft, and public vessels, including the Coast Guard, anywhere in the South China Sea, would invoke US mutual defense commitments under Article IV of the MDT," DND spokesperson Arsenio Andolong said in an earlier statement.


Under Article IV of the MDT between the Philippines and the United States, "each Party recognizes that an armed attack in the Pacific area on either of the Parties would be dangerous to its own peace and safety and declares that it would act to meet the common dangers in accordance with its constitutional processes."

The MDT between the two nations was signed on Aug. 30, 1951.

Austin and Teodoro also discussed the US-Philippine alliance cooperation and reaffirmed the "ironclad nature" of this partnership.

"Both Secretaries reaffirmed the ironclad nature of the US-Philippines alliance and committed to redouble efforts to strengthen bilateral training, interoperability, and support for the modernization of the Philippine armed forces," the US DOD stated.

They also reaffirmed their shared commitment to upholding the rules-based order, including supporting the Philippines' right to conduct lawful maritime activities, consistent with the 2016 Arbitral Tribunal Ruling, which is final and binding on all parties.

"The Secretaries commended recent bilateral military cooperation, including collaborative efforts to deliver over 32 tons of humanitarian supplies to the remote islands off the coast of the Batanes island group and the mountain region of Cervantes, Ilocos Sur impacted by Typhoon Egay," the US DOD statement added.

Both defense chiefs noted that swift response was critical for the well-being and safety of thousands of Filipinos in these regions affected by the typhoon.

They also praised the use of the Lal-lo Airfield in Cagayan, a new Enhance Defense Cooperation Agreement location, in facilitating relief efforts.

"The Secretaries committed to find a near-term opportunity to meet in person and restated their commitment to stand shoulder-to-shoulder as allies to bring security, prosperity, and stability to the Indo-Pacific region and beyond,” it added.

Teodoro welcomes US support

As this developed, Teodoro welcomed the "strong statement of support" from the US regarding the harassment and disruption of Philippine vessels conducting a resupply mission in the Ayungin Shoal.

"Secretary Teodoro firmly restated that no country has the right to question the Philippines’ capability build-up to address its immediate and evolving security concerns," Andolong said.

On defense relations, the DND spokesperson said Austin reaffirmed the US' commitment to provide intelligence, surveillance, and reconnaissance (ISR) support to the Philippines.

"Moving forward, both officials pledged to fast-track pending defense initiatives, such as the conclusion of the General Security of Military Information Agreement (GSOMIA) and the implementation of the Enhanced Defense Cooperation Agreement sites. Moreover, Secretary Austin highlighted the importance of GSOMIA for the transfer of technology in support of the modernization program of the AFP," Andolong stressed.


Teodoro also took the opportunity to express his appreciation for the relief efforts and airlift assistance extended by the US in the wake of Typhoon Egay.

He emphasized that these synergistic efforts are a hallmark of the enduring alliance between the Philippines and the US.

"Secretary Austin expressed condolences for the damages and casualties of Typhoon Egay. The two Secretaries explored ways to enhance cooperation in the field of HADR, particularly through EDCA Agreed Locations. Furthermore, Secretary Teodoro commended the US’ unwavering support in preserving the rules-based international order. The meeting concluded with the two defense officials committing to uphold the maintenance of peace and security in the Indo-Pacific region," Andolong said.

MANILA – National Security Council (NSC) Assistant Director General Jonathan Malaya on Wednesday said they are still puzzled by the claims made by China that the Philippines has agreed to remove its ship, the BRP Sierra Madre (LST-57), from the Ayungin Shoal.

In a Laging Handa briefing, Malaya said everyone they have talked with regarding the matter -- from the present to past administrations -- has no idea of this claim of the Chinese Foreign Ministry spokesperson last Aug. 7.

"Wala pong ganun ano, wala pong meeting, wala pong kasulatan na nilagdaan ng dalawang bansa na meron tayong ganung usapan (There is no such commitment, there is no meeting, no treaty or agreement signed by the two countries regarding such talks)," he added.


Malaya also said it is China's duty to show proof or evidence of this claim.

He added that if Beijing will continue to assert this claim, it should identify the person or persons who promised them such.

Malaya also admitted that it is hard to comment on matters that have no basis.

"If China firmly believes na merong ganung kasunduan o pangako e sabihin nila kung sino nangako kasi baka naman ang nangako sa kanila ay hindi naman opisyal ng pamahalaan diba because I can categorically say to the public and to everyone na wala pong administrasyion na nangakong tatangalin yan because yan naman pong BRP Sierra Madre ay simbulo ng atin sovereign rights and jurisdiction over Ayungin Shoal (If China believes that there is such an agreement or promise, then they should identify the ones who promised them such. Maybe the one who gave them such a promise is not an official of the government because I can categorically say to the public and to everyone that no administration will agree to that because BRP Sierra Madre is the symbol of our sovereign rights and jurisdiction over Ayungin Shoal)," he added.

He said the BRP Sierra Madre was deployed and stationed in Ayungin Shoal in 1999 to show China that the Philippines has control over it.

TACLOBAN CITY – The Philippine Army and the victim’s family have condemned the New People’s Army (NPA) for the brutal killing of a civilian in Northern Samar 20 years ago but whose body was exhumed only this week.

After nearly two decades, government troops on Wednesday unearthed the body of Roberto Drio alias Boyet in the upland Siljagon village in Mapanas, Northern Samar.

Maj. Gen. Camilo Ligayo, commander of the Philippine Army's 8th Infantry Division, expressed sympathies to the victim's family and ensured that justice will be served for alias Boyet and other victims killed by NPAs.

“This act of savagery is a clear manifestation of the Communist Party of the Philippines-NPA's disregard for human rights and the value of human life. We will continue to work tirelessly to dismantle the insurgents and put an end to their reign of terror. We urge the public to support our efforts in eradicating this menace from our society by reporting any suspicious activities or information to the authorities,” Ligayo said in a statement on Wednesday.

Former members of the communist group, who have now returned to the folds of the law, revealed that Drio, then 25 years old, was tortured to death in 2004 by the group of Ka Doy, a communist leader operating in the Pacific towns of Northern Samar.

Florencio Drio, the victim’s father, also condemned the brutal killing of his son. He admitted that he had no peace of mind for nearly 20 years for not reporting the incident as he feared for his family's safety.

“To the NPA terrorists who did this to my son, I hope you feel guilty and realize your crime. Remember there is always a time for punishment,” Drio said in his message relayed to the Philippine Army.

Northern Samar is the most insurgency-affected province in Eastern Visayas, where two active NPA guerilla fronts operate.

The military said although front committees 1 and 15 are still active, they do not control any village in Northern Samar.

Front Committee 2, which used to operate on the boundary of Samar and Northern Samar, has been dismantled this year after the capture and surrender of some of its combatants and the recovery of several firearms.

The NPA front committee 3, which operates near the boundaries of Northern Samar and Eastern Samar provinces, has also been weakened after the series of operations by government forces.

The Philippine Army targets to wipe out insurgency in Northern Samar before the year ends.

BACOLOD CITY – A policeman died while two of his colleagues were injured during a firefight with members of the New People’s Army (NPA) in a remote area of Barangay Minapasuk in Calatrava, Negros Occidental on Wednesday.

The fatality was identified as Cpl. Jaime Nuñez while those wounded in action were deputy station chief Capt. Jesus Alba and Cpl. Dennis Nasis, all of Calatrava Municipal Police Station.


Lt. Col. Joem Malong, deputy provincial director for operations, said both Alba and Nasis, who are being treated in separate hospitals, are already out of danger.

“This is the saddest day for us at the Negros Occidental Police Provincial Office because we have one casualty. We also have two wounded personnel,” Malong said in a radio interview.

Police report showed around 9:40 a.m., some 10 station personnel, along with troops from the Philippine National Police mobile forces and the Philippine Army’s 79th Infantry Battalion, were traveling to Sitio Icogan to serve a warrant of arrest to NPA members identified as Darry Dayawan, Charity Amacan and their companions.

While on the road at 10:20 a.m., they encountered a group of armed men and engaged them in a firefight.


Malong added the Nuñez family have already been informed about the incident and have proceeded to the police station.

“We’re still waiting for updates. The details of the incident have yet to be put together. Investigation is still ongoing,” Malong said.

PAGADIAN CITY, Zamboanga del Sur -- A communist rebel was killed in Zamboanga del Norte province on Wednesday following a brief encounter with the Army.

Troops of the Army's 53rd Infantry Battalion clashed with five members of the New Peoples' Army Wednesday morning in a village in Sergio Osmeña town, Zamboanga del Norte, resulting in the killing of NPA fighter
Edwin Gulane, also known by aliases "Joffer" and "Imon."

Emon died after a 10-minute firefight, which broke out when government troops responded to an information about the presence of the armed group in Barangay New Rizal, Sergio Osmeña,
according to Lt. Col. Terence Ylanan, 53IB commander.

Ylanan said Gulane was with four other comrades who were hiding in the area when the military received reports of their presence.

No casualty was reported on the government side.

Among the items recovered at the encounter site were a .45-caliber firearm with ammunition and personal belongings of the rebels.


Brigadier General Elmer Suderio, commander of the Army's 102nd Infantry Brigade, said the residents who continue to collaborate with law enforcement agencies were factors in the success of the operation, contributing to the preservation of peace within their community.

Suderio noted the "significant weakening" of the Western Mindanao Regional Party Committee (WMPRC), whose six of its seven guerilla fronts have been dismantled in recent years, leaving the group with less than 25 remnants.

He also assured that Gulane's remains will be returned to his family.

Pinagbabaril sila habang nag-aabang ng masasakyan. Si Ebarle ay sugatang Pulang mandirigma na nagpapagaling sa bahay ni Catasio sa Inarawis, Barangay Quintin Remo.

Sa Quezon, pinatay ng mga pulis si Isagani Isita at pinalalabas na “nanlaban” habang hinahainan ng mandamyento de aresto noong Hulyo 30 sa Sariaya. Dating lider-masa si Isita sa Batangas na nagpasyang sumapi sa hukbong bayan matapos kumaharap sa kabi-kabilang panggigipit mula sa estado.

Pag-aresto at detensyon. Walong magsasaka ang iligal na inaresto ng 15th IB sa Tugas, Barangay Pinggot, Ilog, Negros Occidental noong Hulyo 29. Idinadawit sila sa armadong opensiba ng Bagong Hukbong Bayan (BHB) sa Ilog noong Enero 28.

Bago ang insidente, idinetine din ng 15th IB nang ilang oras ang magkapatid na sina Jemson at Gaujel Villar sa Camboguiot, Barangay Camindangan, Sipalay City, noong Hulyo 22. Pinakawalan lamang sila matapos igiit ng kani-kanilang mga asawa ang kanilang paglaya.

Inaresto at ikinulong naman ng pulis si Lodorico But-ay, 68, ng Cunalom, Barangay Carabalan, Himamaylan City noong Hulyo 28. Pilalabas ng militar na kumander ng milisyang bayan si But-ay at sinampahan ng gawa-gawang kasong panggagahasa. Kasapi siya ng Farmers Association of Barangay Carabalan.

Pambobomba. Kinanyon ng 62nd IB ang magkakalapit na komunidad ng Barangay Villegas, Guihulngan City, Negros Oriental alas-5 ng umaga noong Agosto 5. Liban dito, ginamitan ng mga pulis ng grenade launcher ang Barangay Magsaysay noong Agosto 3.

Pamamaril. Pinaulanan ng bala ng 31st IB ang bahay ni Erwin Vista, kapitan ng Barangay Alin, Donsol, Sorsogon noong Agosto 4. Ganti ito ng mga sundalo matapos magreklamo si Vista sa pagkakampo ng mga sundalo, pagkakalat ng basura at pag-iwan ng dumi sa banyo ng evacuation center ng barangay.

Pagpapasurender. Ipinarada ng mga pulis si Tonying Sulano, isang magsasakang sa Barangay Nagbagang, Santa Catalina, Negros Oriental, bilang diumano’y “sumurender” noong Hulyo 30. Ilang taon nang paulit-ulit na ginigipit ng pulis at militar ang pamilyang Sulano.

Panggigipit. Sa Batangas, perwisyo ang dala ng operasyong kombat ng 59th IB sa Barangay Putol, Tuy simula Agosto 3. Nagbababahay-bahay at hinahanap ng mga sundalo sa komunidad si Jaysie Balugna, kilalang lider-masa ng Tuy.

Sa Negros Occidental, niransak ng mga sundalo ng 79th IB ang mga bahay ng mga magtutubo sa Barangay Tamlang at Barangay Malasibog sa Escalante City noong Hulyo 18. Dinahas naman ng 94th IB sina Betmar Pacheco at kanyang buntis na asawa noong Hulyo 9 sa Amaga, Barangay Buenavista, Himamaylan City.

Gawa-gawang kaso. Limang gawa-gawang kasong ang isinampa ng 59th IB laban kay Hailey Pecayo, tagapagsalita ng grupo sa karapatang-tao na Tanggol Batangan, kaugnay ng paglabag diuamno sa Anti-Terrorism Law. Aktibo si Pecayo sa paglantad sa papel ng 59th IB sa pagpatay sa 9-taon Kylene Casao noong Hulyo 18, 2022.

Sa tala ng Ang Bayan sa espesyal na ulat nito kaugnay sa mga kaso ng paglabag sa karapatang-tao sa unang taon ng rehimeng Marcos Jr, dalawa ang ekstrahudisyal na pinaslang at siyam ang biktima ng mga kasong pang-aaresto, pagdukot at pagbabanta, panggigipit at intimidasyon. Pinakahuling biktima ng brigada si Pedro Ambad, isang Hanunuo-Mangyan, na dinukot sa Sityo Kilapnit, Mansalay, Oriental Mindoro noong Hulyo 13. Binugbog at ininteroga siya ng mga sundalo ng 4th IB at pilit na pinatuturo kung saan ang itinago umano ang “armas ng BHB.” Pinakawalan siya matapos ang 12 oras. Nabali ang kanyang tadyang dahil sa tindi ng pambugbog. Makalipas ang ilang araw ay pinasok naman ng mga sundalo ang bahay ng kanyang kapatid na si Admiraw Ambad ngunit hindi nila ito naabutan. Dahil sa panggigipit, napilitang lumikas ang limang pamilya sa kanilang komunidad, iwan ang kanilang kabuhayan at itigil ang pag-aaral ng mga bata.

Liban dito, hinuli noong Mayo 23 ng mga pwersa ng 68th IB ang apat na katutubong Buhid sa isang tsekpoynt sa Barangay Manoot, Rizal, Occidental Mindoro. Sapilitan silang dinala sa kampo militar kung saan ipinailalim sila sa interogasyon at tortyur. Kinabukasan, isinama sila sa operasyong kombat para “maghanap ng mga myembro ng BHB” pero sa aktwal ay nambugbog at nanghuli ng mga sibilyan, kabilang ang isa pang katutubong Buhid.

Ang paninibasib ng 203rd IBde laban sa mga sibilyan ay bahagi ng pagtatanggol nito sa mga proyektong pang-imprastruktura na sumisira sa kabuhayan ng mga Mindoreño. Kabilang dito ang mga kumpanya sa pagmimina ng bato (armour) na sangkap ng semento na pinahintulutang mag-opereyt sa isla. Isa pang proyekto ang pagtatanim ng mga komersyal na puno sa mga kaingin ng mga katutubo.

Ginagamit ng brigada, kakuntsaba ang lokal na gubyerno, ang proyektong Tamaraw Reservation and Expansion Project (TREP) para palayasin ang mga katutubo sa kanilang lupang ninuno sa Rizal, sa tabing ng pangangalaga sa mga tamaraw. Ang tamaraw ay isang uri ng kalabaw na orihinal sa Pilipinas at pinangangambahan nang maubos.
Ano ang 203rd IBde?

Taong 2001 nang binuo ang 203rd IBde sa ilalim ng 2nd ID na diumanoy nag-espesyalisa sa “jungle warfare” o pakikidigma sa gubat. Primaryang pwersang pangkombat nito ang 68th IB at 76th IB.

Nakahimpil ang brigada sa hedkwarters nito sa Barangay Pag-asa, Bansud, Oriental Mindoro. Saklaw ng operasyon nito ang dalawang prubinsya sa isla ng Mindoro.

Ang brigada ay kasalukuyang pinamumunuan ni Brig. Gen. Randolph Cabangbang na itinalaga sa pusisyon noong Abril. Nagsilbi si Cabangbang bilang kumander ng Presidential Security Group ng rehimeng Duterte. Naging hepe din siya ng 2nd ID at pangalawang kumander ng Task Force Davao. Myembro si Cabangbang sa Philippine Military Academy “Sambisig” Class of 1991.

Muling itinulak ni Ferdinand Marcos Jr sa kanyang nagdaang State of the Nation Address ang National Land Use Act (NLUA) bilang prayoridad na panukala ng kanyang rehimen. Sa ilalim ng panukalang ito, rerepasuhin ang paggamit ng lupa para diumano sa kumprehensibong pagpapaunlad nito. Kokonsolidahin nito ang klasipikasyon ng mga lupa sa sumusunod: protektadong lupa, mga lupa para sa produksyon, para sa pabahay at para sa imprastruktura. Saklaw nito ang lahat ng kalupaan, katubigan at likas na rekurso ng bansa.

Nakabalangkas ang panukala sa neoliberal na iskema sa lupa na itinutulak ng mga imperyalistang institusyon tulad ng World Bank. Layunin nitong palawakin ang lupang maaaring ibenta o land market ng Pilipinas at ibukas ito sa ispekulasyon ng internasyunal na pamilihan. Bibigyan nito ng panibagong bwelo ang malawakang pang-aagaw ng lupa kung saan milyun-milyong magsasaka, manggagawang-bukid, katutubo, mangingisda at iba pang maliliit na prodyuser ang mapapatalsik sa lupa o mawawalan ng kabuhayan.

Hindi bago ang pakanang reklasipikasyon ng lupa sa tabing ng konsolidasyon ng mga patakaran sa paggamit o pamamahala ng lupa. Mula 1994, ilang beses nang tinangkang ilusot ang panukalang ito sa Kongreso. Suportado ito ng malalaking organisasyon ng burgesya, tulad ng Chamber of Real Estate and Builders’ Associations, malalaking panginoong maylupa at burukrata.

Hindi pa man naisasabatas ang panukala, hinawan na ni Marcos ang daan para sa mabilis na pagkopo ng lokal na burgesya sa lupang papasok sa pamilihan. Noong Hulyo 3, pinirmahan niya ang Executive Order No. 34 na nagbubukas sa lahat ng “tiwangwang” na pampublikong lupain sa konstruksyon ng mga subdibisyon at sentrong komersyal.

Sa pinakahuling bersyon ng panukala sa Kongreso, gumamit ang mga nagtutulak nito ng palamuting mga salita tulad ng “ridge-to-reef” o “watershed ecosystem management” na kunwa’y nagtatanggol sa kalikasan at lumalaban sa climate change. Ito ay para ilusot ang pagpapagamit ng mga sakahan, karagatan at kagubatan sa dayuhang mga kumpanya para sa konstruksyon ng malalaking plantang pang-enerhiya sa tabing ng renewable energy.

Palalawakin ng NLUA ang saklaw ng mga iskemang nagpapadulas sa paglilipat ng pagmamay-ari ng lupa. Kabilang sa mga iskemang ito ang paglilinis sa mga indibidwal na titulo sa pamamagitan ng pagpapatawad ng utang ng mga magsasaka at ang pag-iindibidwalisa ng mga kolektibong titulo sa ilalim ng programang SPLIT ng World Bank. Pareho nitong tinatanggal ang balakid sa pagbebenta ng lupang ipinamahagi na para sa mas madaling pang-aagaw ng malalaking lokal at dayuhang negosyante at kanilang mga kasosyong burukrata.

Kabaligtaran ang panukalang NLUA sa repormang agraryo. Nasa kaibuturan nito ang pagpapadali sa kumbersyon ng malalawak na lupang agrikultural para sa samutsaring industriyal at komersyal na gamit. Katunayan, wala itong hiwalay na kategorya para sa agrikultura na magtitiyak ng seguridad sa pagkain ng bansa. Ang tanging kinikilala ng NLUA na “lupang agrikultural” ay yaong kinategorya sa ilalim ng huwad na Comprehensive Agrarian Reform Program (CARP). Sa datos ng estado, mayroong mahigit-kumulang 12 milyong ektaryang lupang itinuturing na agrikultural. Higit pitong milyon lamang nito ang nakapailalim sa CARP. Maraming bahagi nito ang napailalim na sa pagpapalit-gamit. (Tingnan ang talahanayan.)


Batid ng mga magsasaka na ginagamit ng gubyerno ang reklasipikasyon ng lupa para padulasin ang pagliligtas o maialis sa klasipikasyong agrikultural ang mga sakahan at taniman at agawin sa kanila ang kanilang mga lupa. Ngayon pa lamang, pinahihirapan na silang makapanatili sa lupa ng mataas na upa at gastos sa produksyon, palugi o napakababa ng presyo ng pagbili sa kanilang mga produkto at kawalan ng suporta mula sa estado. Pinalala pa ang kalagayang ito ng walang sagkang ligal na importasyon at ismagling ng mga produktong agrikultural.

Sa panibagong pagtutulak sa NLUA, umaasa ang rehimeng Marcos na makalikom ng dagdag na kita mula sa ispekulasyon sa lupa at sa mga kontrata at pabor mula sa itatayong mga pabahay, daan at tulay, plantang pang-enerhiya, dam at iba pang proyektong pang-imprastruktura. Umaasa din itong kumamkam ng malaki mula sa ekspansyon ng mga komersyal na plantasyon at minahan na sasaklaw sa mga lupang ibubukas ng panukala.

Itinakwil ng Partido Komunista ng Pilipinas at ng Bagong Hukbong Bayan ang balak ni Ferdinand Marcos Jr na magdeklara ng amnestiya para sa lahat ng magsusuko ng rebolusyonaryong armadong adhikain ng sambayanang Pilipino. Inianunsyo niya ang planong ito sa kanyang State of the Nation Address noong Hulyo 24.

Nasa unahan ng kahibangang ito ang National Task Force-Elcac na nagsasabing may 30,000 nang mga “sumukong may kaugnayan sa Partido Komunista ng Pilipinas” ang maaaring gawaran ng amnestiya. Ang totoo, kalakhan ng mga “sumuko” na ito ay mga sibilyang sapilitang pinasurender at sinampahan ng gawa-gawang mga kaso.

“Nananatiling matapat ang mga komunista at rebolusyonaryong mandirigma sa mga mithiin ng mamamayang Pilipino,” ayon sa PKP, sa pamamagitan ng upisyal nito sa impormasyon na si Marco Valbuena. Higit na malaki kumpara sa anumang alok na amnestiya ang rebolusyonaryong adhikain. “Kumikilos ang mga rebolusyonaryo hindi para sa makasariling paghahangad ng ganansyang personal, kundi dahil sa buong-pusong katapatang maglingkod at makibaka kasama ang sambayanan.”

Ipinakikita ng kasaysayan kung paanong ginamit ng kolonyal, at sa kalauna’y neokolonyal na kontra-rebolusyonaryong estado ang amnestiya bilang inasukalang bala laban sa mga pwersang rebolusyonaryo. Ang kolonyal na gubyerno ay nag-alok ng amnestiya sa tagapagtanggol ng kalayaan na Pilipinong si Macario Sakay noong 1905, ngunit pinatay din sa kalaunan noong 1907. Noong 1946, ang ilang mga lider ng Hukbalahap (Hukbong Mapagpalaya laban sa Hapon) ay nalansi ng amnestiya ni Elpidio Quirino bago sila tuluyang patayain pagkatapos ng ilang buwan.

Matapos maluklok sa poder sa kumbinasyon ng kudetang militar at higanteng kilusang masa, natulak sina Corazon Aquino at Gloria Arroyo na magdeklara ng amnestiya at palayain ang marami-raming bilanggong pulitikal. Ngunit hindi naglaon ay naglunsad ang kanilang rehimen ng brutal na gera ng panunupil na kinatangian ng mga pagpaslang at pagmasaker.

“Pagsasangang-dila ang pag-aalok ni Marcos ng amnestiya sa mga susuko, habang halos 800 bilanggong pulitikal ang nasa kulungan, at araw-araw, inaaresto at inuusig ang mga tao dahil sa kanilang paniniwalang pampulitka at paninindigang panlipunan,” ayon sa PKP. Sa ilalim ng tinatawag nitong “gera kontra teror,” ang mga organisasyong masa kahit saan ay sinusupil at inaatake, gamit ang ekstra-ordinaryong mapanupil na kapangyarihan sa ilalim ng Anti-Terrorism Law.

Ganap na walang katotohanan at malayo sa reyalidad ang pahayag ni Marcos na ang “mga programang para sa kaunlaran at kabuhayan sa komunidad” ay epektibong “nakatutugon sa ugat ng sigalot sa kanayunan.”

Ipinagyabang niya ang Barangay Development Program (BDP) at Enhanced Comprehensive Local Integration Program (E-CLIP), ang mga farm-to-market road at ang “New Agrarian Emancipation Act,” na pawang nagpapanatili sa batayang mga suliranin ng inhustisyang panlipunan at kahirapan, na nakaugat sa usapin ng kawalan ng lupa.

Ang deklaradong plano ni Marcos na maglabas ng proklamasyong amnestiya ay alinsunod sa tinaguriang “lokalisadong usapang pangkapayapaan” at “kampanyang pagpapasuko” kung saan ang mga komunidad sa kanayunan ay sinasakop ng militar (hamlet) at ipinaiilalim sa mga operasyong saywar, intelidyens at kombat ng AFP. Sa nagdaang limang taon, ilampung libong mga sibilyan ang huwad na ipinaradang mga “sumurender” nang hindi kinakasuhan sa korte, taliwas sa kanilang mga karapatang sibil at pampulitika.

Araw-araw pinahihirapan ang masang magsasaka ng lumulubhang mga porma ng pang-aapi at pagsasamantala. Laganap sa kanayunan at walang pakundangan ang pang-aabusong militar at pulis, sadyang mga pagpatay, tortyur, labag sa batas na detensyon, sapilitang pagkawala at iba pang mga paglabag sa karapatang-tao.

“Higit kailanman, kagyat, makatarungan at kinakailangan isulong ang rebolusyonaryong armadong pakikibaka, katuwang ang lahat ng iba pang mga porma ng pakikibaka,” ayon pa sa PKP. Si Marcos mismo, bilang negatibong halimbawa, ang nagpapakita sa mamamayan ng pangangailangang mag-armas at tahakin ang landas ng armadong paglaban.

Dambuhalang ₱170 bilyon ang ilalaan ng rehimeng Marcos sa susunod na taon para sa pensyon ng Armed Forces of the Philippines (AFP) at iba pang unipormadong tauhan ng reaksyunaryong estado. Sa gayon, nananatiling buladas lamang ang repormang pensyon na itinutulak nito para ampatin ang “pagdurugo” na idinudulot nito sa pambansang pondo.

Katunayan, balak ng estado na kunin ang ₱120 bilyon mula sa “impok” ng estado sa susunod na taon. Ito ay sa kabila ng malawakang pagtutol sa maanomalyang sistemang ito: kahit wala ni singkong ambag sa pondo, tumatanggap ng napakalaking pensyon ang mga retiradong tauhang militar at pulis. Balak din nito na iinstitusyunalisa ang taunang pagtaas ng sweldo ng mga unipormadong personel nang 3% kada taon sa susunod na 10 taon para “burahin” ang anumang kaltas para sa pensyon.

Ang sistemang pensyon ng AFP ay napakalaking pabigat sa mamamayang Pilipino. Sa nagdaang mga taon, ang pondong nakalaan para rito ay ikalawang pinakamalaking aytem sa pambansang badyet. Lumaki ito nang lumaki matapos doblehin sa ilalim ng gubyernong Duterte ang sweldo ng mga upisyal at tauhan ng AFP para bilhin ang kanilang katapatan. Umaabot sa ₱40,000 kada buwan ang karaniwang natatanggap nilang pensyon na halos sampung ulit na mas malaki kaysa pensyon ng SSS, at halos tatlong ulit kaysa GSIS. Liban sa napakalaking pensyon, kinakain din ng AFP at PNP ang napakalaking bahagi ng pambansang badyet para sa sweldo, iba’t ibang pabuya at bayarin sa mga sundalo, at napakalaking gastos sa pagbili ng mga kagamitan. Sa nagdaang mga taon, labis labis na binigyan-layaw ang AFP. Bahagi ito ng papatinding militarismo ng naghaharing estado at tangka ng naghaharing pangkatin na makuha ang katapatan ng mga heneral at tauhan ng AFP.

Sa isinabatas na pambansang badyet para sa 2023, makikita kung papaanong pinapaburan ang AFP, PNP at iba pang unipormadong tauhan, na malayong mas malaki kumpara sa mga ahensyang sibilyan. Sa kabuuan ng alokasyon para sa sweldo at iba’t ibang kabayaran para sa mga empleyado ng gubyerno, 30% ay napupunta sa mga tauhang militar.

Bawat kibot ng sundalo at pulis ay may bayad. Mayroon nang “Combat Duty Pay”, mayroon pang “Combat Incentive Pay”; mayroong “Hazardous Duty Pay”, mayroon pang “Hazard Duty Pay” at “High Risk Duty Pay.” Kapag sumakay sa barko, may “Sea Duty Pay”; kapag sumakay ng helikopter o eroplano, may “Flying Pay.” Kapag tumalon, may “Parachutist’s Pay.” Mayroon pang “Instructor’s Duty Pay” at “Reservist’s Pay.”

Para sa mga sundalo at pulis (na nagreretiro nang 56 taong gulang), may nakalaang ₱36.427 bilyon para sa “longevity pay”, na 43 beses na mas malaki, kaysa badyet na nakalaan sa “longevity” ng lahat ng iba pang mga tauhan ng gubyerno (₱842 milyon).

Tumaas pa ang hininging badyet ng Department of National Defense nang 14.16% tungong ₱232.2 bilyon para sa 2024. Ito ay habang kinaltasan ng 14% ang badyet para sa mga kagawaran ng paggawa at empleyo at para sa mga migranteng manggagawa na nasa ₱40.5 bilyon na lamang. Mas malaki din ito sa ipinagmamayabang ng rehimen na ayuda para sa 18 milyong pamilya na nasa ₱200 bilyon lamang.

Nagprotesta sa iba’t ibang syudad sa Pilipinas ang humigit-kumulang 12,000 noong Hulyo 24 para ilahad ang tunay na kalagayan ng sambayanan, kasabay ng ikalawang State of the Nation Address (SONA) ni Ferdinand Marcos Jr.

Ayon sa Bagong Alyansang Makabayan, 10,000 ang mga lumahok sa isinagawang kilos-protesta sa Commonwealth Avenue sa Quezon City simula umaga hanggang tanghali. Nagkakaisa nilang sigaw ang: “Dagdag na sahod, kabuhayan, at pagkain sa mesa! Itigil ang karahasan! Kapakanan ng masa, hindi Maharlika!”

Sa protesta, sinunog ang effigy na tinawag nilang “Doble Kara” na isang kulay-gintong barya na may dalawahang-mukha ni Marcos Sa isang panig ng barya, ipinakita ang nakangiting mukha ni Marcos na naka-peace sign bilang simbolo ng kanyang mga pangako, at sa kabilang panig ang kanyang mukha bilang isang magnanakaw.

Nakiisa sa pagkilos ang delegasyon ng mga progresibong grupo mula sa Southern Tagalong na nagsimulang bumyahe mula sa rehiyon noong Hulyo 21. Bago ang SONA, naglunsad ng protesta ang grupo sa Chinese Embassy sa Makati at sa embahada ng US sa Maynila.

Lumahok din sa pagkilos ang mga grupo mula sa Central Luzon, Cordillera at ibang mga kalapit na rehiyon sa pambansang kabisera.

Kasabay nito, nagtipon ang mga demokratikong grupo sa mga syudad ng Baguio, Naga, Iloilo, Roxas, Cebu, Tacloban, at Davao, at sa Aklan at Capiz sa Panay. Sa Cebu City, higit 600 ang lumahok sa martsa sa Metro Colon.

Nakiisa sa protesta ang mga bilanggong pulitikal sa Metro Manila at isla ng Negros. Mahigit 100 detenidong pulitikal sa isla ng Negros at 29 sa Bicutan sa Metro Manila ang naglunsad ng 24-oras na pag-ayuno para ipanawagan ang pagpapalaya laluna ng matatanda at maysakit na bilanggong pulitikal.

Nagtigil-pasada naman ang mga drayber at opereytor ng dyip para ipabasura ang programang public utility vehicle (PUV) phaseout ng gubyerno. Sa Bacolod City, tinatayang 700 drayber ng dyip ang lumahok sa tigil-pasada

Nagsagawa naman ng “strike booking” o hindi pagtanggap ng trabahong deliberi ang tinatayang 7,000 drayber at rider (mga nagdedeliber na nakamotorsiklo o bisikleta) ng Lalamove. Nilahukan ito ng mga rider sa Metro Manila, Batangas, Quezon, Laguna, Cebu, at Davao.

Samantala, nagsagawa ng mga aktibidad at protesta ang mga progresibong organisasyon at migranteng Pilipino sa ibayong dagat. Itinampok ang kalagayan ng mga migrante sa mga isinagawang pagtitipon sa Boston, Oregon, Chicago, San Franciso, Los Angeles, Seattle, New York at Washington D.C. sa US; sa Vancouver, Ottawa, Toronto, Alberta, Winnipeg at Montreal sa Canada; Hong Kong, Japan, South Korea, Thailand, New Zealand at Australia.
SONAng walang pagbabago

Walang bago sa islogan na “Bagong Pilipinas” na buladas ni Ferdinand Marcos Jr sa kanyang SONA, reaksyon ng Bayan sa talumpati ni Marcos. Pagtatangka lamang itong tabunan ang malawak na kagutuman, kawalang trabaho, mababang sahod at kahirapan ng malawak na sambayanan.

“Ang Bagong Pilipinas, tulad ng Bagong Lipunan ng diktadurang Marcos, ay nagbubulalas ng grandyosong mga pangako ngunit lubhang kapos sa aktwal na benepisyo para sa taumbayan,” pahayag nito.

Pinansin ng mga demokratikong grupo ang pananahimik ni Marocs sa kagyat na mga usapin ng mamamayang Pilipino tulad ng karapatang-tao, makabuluhang dagdag-sahod, paglikha ng trabaho, reklamasyon, pambansang industriyalisasyon at pagtatanggol sa soberanya.

“Habang may mga ‘pangako’ para sa pagpapaunlad sa agrikultura, wala itong silbi sa harap ng patakaran sa importasyon ng mga produktong agrikultural,” ayon sa Bayan.

Binatikos ng mga grupo ang mga kasinungalingan, gayundin ang mga programang itinutulak ni Marcos sa kanyang SONA. Nagtipun-tipon ang mga rebolusyonaryong pari, pastor, relihiyosong lalaki at babae at mga laykong taong-simbahan sa isla ng Negros kamakailan para idaos ang ikalawang kongreso ng balangay ng Christians for National Liberation sa isla. Binuo ng kongreso ang taktikal na plano ng CNL sa rehiyon at inihalal si Ericson Buglas bilang tagapangulo nito.

Pinagtibay ng Kongreso ang pagkakaisa ng mga delegado para pag-aralan ang pambansa at panrehiyong panlipunang sitwasyon. Tinalakay dito ang naging mga kaisahan at Limang Puntong Programa ng CNL na nabuo sa ika-9 nitong Pambansang Kongreso na idinaos noong Setyembre 2022.

Dalawang opensibang aksyon ang inilunsad ng Bagong Hukbong Bayan (BHB)-Central Negros laban sa mga sundalo ng 62nd IB sa nagdaang dalawang linggo.

Isa ang napatay at isa ang nasugatan sa yunit ng 62nd IB na nakahimpil sa detatsment sa Barangay Trinidad, Guihulngan City, Negros Oriental matapos paputukan ng mga Pulang mandirigma noong Hulyo 30. Layunin ng aksyon na bulabugin ang operasyong kombat ng mga sundalo.

Simula Hulyo 19 hanggang Hulyo 30, ipinakat ang 200 sundalo sa mga barangay ng Trinidad, Luz at Plagatasanon Proper sa Guihulngan City. Naiulat sa panahong ito ang kanilang iligal na panghahalughog sa mga bahay ng mga residente. Kinampuhan din nila ang Kambairan Elementary School sa Barangay Trinidad.

Nasugatan naman ang isang pulis sa pagpapaputok ng BHB sa detatsment sa Sityo Hinugpayan, Barangay Luz, Guihulngan City noong gabi ng Agosto 2.

Sa isa pang operasyong haras, nasugatan ang isang sundalo ng 62nd IB sa Barangay Sikatuna, Isabela, Negros Occidental noong Hulyo 25.

Mabilis na sumasadsad ang antas ng buhay ng mayorya ng mamamayang Pilipino sa ilalim ng rehimeng Marcos. Subsob sa kahirapan at sagad na ang paghihigpit ng sinturon ng milyun-milyong pamilya. Pababa nang pababa ang kalidad ng buhay. Kulang na kulang ang panggastos sa pagkain at iba pang pangangailangan.

Labis-labis na ang pagtitiis nila sa pagdurusang bunga ng walang-awat na pagsirit ng presyo ng langis, pagkain, pamasahe, bayaring tubig at kuryente at iba pang mga gastusin sa araw-araw. Dagdag pa sa kanilang pagdurusa ang malaking pinsala sa buhay, mga bahay at kabuhayan na resulta ng malawakang mga pagbaha sa nagdaang mga linggo. Hindi na makaagapay ang masang anakpawis dahil kulang na kulang ang sahod, walang lupa at hanapbuhay, habang walang-awat ang pangangamkam ng lupa at pag-agaw sa kanilang kabuhayan at pinagkakakitaan.

Dapat tuwirang papanagutin ng sambayanang Pilipino ang rehimeng Marcos sa mabilis na pagsadsad ng antas ng kanilang buhay. Ang patuloy na pagpaimbulog ng mga presyo ay tuwirang epekto ng mga patakarang neoliberal ng rehimeng Marcos. Sinisira lalo ang mga produktibong pwersa at pinalalalim ang ekonomyang agraryo, hindi industriyalisado at atrasado. Bumababa ang kakayahan sa produksyon ng pagkain at iba pang kalakal, at lalong sumasalalay sa importasyon, dayong pangungutang at dayong pamumuhunan.

Kapalit ng pautang, ipinatutupad ng rehimeng Marcos ang mga hakbanging kontra-mamamayan at kontra-mahirap alinsunod sa mga patakarang itinakda ng International Monetary Fund, World Bank at iba pang ahensyang imperyalista. Nagsisilbi ang mga hakbanging ito sa interes ng mga dayuhang malalaking bangko at monopolyong kapitalista, at yumuyurak sa saligang mga karapatang panlipunan at pang-ekonomya ng mamamayan.

Pangunahin sa mga patakarang ito ang pagpako sa sahod upang panatilihin ang hukbo ng murang lakas-paggawa para ialok sa mga dayuhang kapitalistang mamumuhunan. Nariyan din ang pagkakaltas ng pampublikong badyet sa edukasyon, kalusugan at iba pang serbisyong panlipunan. Upang bayaran ang utang ng bansa, lalong pabigat na buwis ang ipinapataw sa masang mga konsyumer, habang kinakaltasan ng buwis at binibigyan ng samutsaring pabuya ang mga dayuhang mamumuhunan.

Lubos ding itinutulak ni Marcos ang liberalisasyon sa importasyon, partikular na sa mga produktong pang-agrikultura, na sa nagdaang mga dekada’y nagbangkarote sa milyun-milyong mamamayan at nagwasak sa lokal na produksyon. Sinasagasa rin ang ibang mga hakbanging nagbigay sa dayuhang mga monopolyong kapitalista at lokal na malaking burgesyang komprador ng kapangyarihang kamkamin ang pinagkukunan ng kita ng ilang milyong mamamayan.

Masidhi ang kawalan ng trabaho kung saan hindi bababa sa 20 milyon ang walang trabaho o pansamantala lamang ang trabaho. Milyun-milyong magsasaka, mangingisda, maging mga drayber at opereytor ng dyip, maliliit na negosyante at may maliliit na kita, ang nawawalan ng kabuhayan dahil kinakamkam ito ng mga dayuhan at lokal na malalaking kapitalista.

Pinakamalubha ang kalagayan sa kanayunan kung saan pinahihintulutan ng rehimeng Marcos ang malalaking panginoong maylupa, burgesyang kumprador at dayuhang kapitalista na kamkamin ang daan-daan libong ektarya ng lupa para sa mga plantasyon at minahan, “green” energy, ekoturismo at iba pang proyektong pang-imprastruktura. Lalo pa itinutulak ng World Bank na gawing “kabenta-benta” at “kabili-bili” ang mga lupaing pang-agrikultura. Daan-daan libong mga magsasaka ang natataboy sa lupa at pinagkakaitan ng iba pang kagamitan sa produksyon at kabuhayan na nagreresulta sa malawakang pagkabangkarote at kahirapan.

Sa ilalim ng rehimeng Marcos, lalong pang naging garapal ang korapsyon sa pinakatuktok ng burukrasya. Sa pamamagitan ng Maharlika Investment Fund, ieembudo ang ₱500 bilyong pondong pampubliko tungo sa pinapaburan ni Marcos na malalaking burgesyang kumprador, kroni at mga tau-tauhan. Ang kakarampot na milyunaryo at bilyunaryong ito’y nabubuhay sa karangyaan habang ang mayorya ng Pilipino’y lublob sa kahirapan at lumalalang kalagayan. Hawak mismo ni Marcos ang ilang bilyong pisong “confidential” at “intelligence” na pondong hindi tinutuos. Gamit ang salapi ng taumbayan, nagliliwaliw siya sa ibang bansa at ginagamit ang Malacañang para sa sunud-sunod na mga piging.

Dapat lumaban ang sambayanang Pilipino para ipagtanggol at bawiin ang kanilang mga karapatang panlipunan at pang-ekonomya at tutulan ang lalong pagbagsak ng pamantayan ng kanilang buhay. Dapat ipaglaban nila ang pagpapababa ng presyo ng langis, pagkain at iba pang saligang pangangailangan at serbisyo; pagtataas ng sahod at sweldo ng mga manggagawa at karaniwang kawani; pagbabasura ng mga pabigat na buwis at bayarin; pagpapababa ng upa sa lupa at presyo ng binhi at iba pang kagamitan sa produksyong pang-agrikultura; pagpawi sa usura; pagpapataas ng bentahan ng mga produktong-bukid; at pangkalahatang pangangalaga at pagpapalawak ng kabuhayan at pagkakakitaan ng masa. Ang mga ito at iba pang kagyat na demokratikong kahingian ay dapat ipaglaban ng malawak na masang manggagawa, magsasaka at iba pang anakpawis upang pigilang lalong sumadsad ang kanilang katayuang panlipunan at pang-ekonomya.

Isinusubo ng rehimeng Marcos ang sambayanang Pilipino sa bunganga ng hayok-sa-tubong mga dayuhang monopolyong kapitalista, lokal na malalaking burgesyang komprador, malalaking panginoong maylupa, at burukratang kapitalista. Ang palubha nang palubhang kalagayan ng sambayanang Pilipino ay nagdidiin sa kakagyatang isulong ang pakikibaka para wakasan ang malakolonyal at malapyudal na sistemang panlipunan at ang atrasado, agraryo at hindi industriyal na ekonomya, na nagsasadlak sa malawak na masa sa pamalagiang krisis.

Ang pakikibaka para sa mga karapatang panlipunan at pang-ekonomya ay mahigpit na nakakawing sa pakikibaka para sa pambansang demokrasya. Layunin nitong isagawa ang tunay na reporma sa lupa upang wakasan ang ilang siglong problema ng kawalan ng lupa na nagkakadena sa mayorya ng sambayanang Pilipino sa atrasado at mapang-aping sistemang pyudal at malapyudal. Layunin din nitong ipatupad ang pambansang industriyalisasyon upang paunlarin ang produktibong pwersa ng bansa, imaksimisa ang likas na yaman at lakas ng taumbayan, iluwal ang buong potensyal na lumikha para sa pangangailangan ng mamamayan.

Sa pamamagitan lamang ng pagkamit ng tunay na kalayaan mula sa kontrol ng mga dayuhan, maitatatag ang isang bansang maunlad, tumutugon sa pangangailangan ng mamamayan, nakatatayo sa sariling paa at tutungo sa modernong at progresibong sosyalistang kinabuksan.
