2 ASG AFFILIATED BOMB COMPONENT DEALERS ARRESTED IN SULU

May 03, 2021, Camp Bautista, Jolo, Sulu - Joint law enforcement operations of the Joint Task Force–Sulu and Philippine National Police on May 2, 2021 led to the arrest of bomb component traders at Jolo, Sulu.
 
Joint Task Force – Sulu and 11th Infantry Division Commander MGen William N Gonzales identified the personalities arrested for violation of RA 1059 or the Comprehensive Firearms and Ammunition Act and RA 9516 or Illegal/ Unlawful Possession, Manufacture, Dealing In, Acquisition or Disposition of Firearms, Ammunition or Explosives as Akkang Suraili Omaron of Brgy Tulay, Jolo and Mardan Dammang Jamasali from Brgy Latih, Patikul.
 
"Through the efforts of the 15th Civil Military Operations Battalion and our collaboration with the 7th Special Action Battalion, PNP SAF under PLtc Balinang, we were able to execute a buy-bust operation around 2:20pm of May 2. Seized from their possesion were the the marked money, ammunition of cal .45 pistols and improvised explosive device components to include several blasting caps, assorted sizes of time fuse cord, about a kilogram of suspected ammonium nitrate, 81mm mortal shell, nails, marbles, aluminum pipes and wire switches," MGen Gonzales added.
 
Accordingly, this came into being after a tip-off from a concerned citizen was brought to the attention of 15 Civil Military Operations (15CMO) Battalion which was conducting Community Support Program at Brgy San Raymundo, Jolo. Other units involved in the operation were the Metro Jolo Inter-Agency Task Group and 35th Infantry Battalion.
 
Per 15CMO Commander Ltc Nelicar Corsino, Omaron and Jamsali were the suppliers of IED components used during the August 24, 2020 Jolo twin blast.
 
"The capture of the suppliers is a significant development as the components they trade are really devastating if assembled as a bomb. These people who make bombings possible are as twisted as the bombers themselves. Fortunately, us - the police and the military - are backed by the local governement and the masses in the province. All of us are hoping and optimistic that we will soon neutralize remaining Abu Sayyaf Group leaders in Sulu." - MGen Gonzales.

Ex-NPA mother reunites with daughter after 2 years

IMPASUGONG, BUKIDNON. May 3 – After two years of separation because of her membership with the Communist Terrorist Group (CTG), a mother has finally met her daughter at the Headquarters of 8th Infantry (Dependable) Battalion, Impasugong, Bukidnon on April 28, 2021.

Melina M Gamut @Mila, a Former Rebel (FR) said that a week after giving birth to her second child in 2019, she was forced to hand the baby over to the Benlot family who were back then still supporters of the communist rebels. She added that she left the child at Sitio Kisayab, Brgy Bonacao, San Fernando, Bukidnon.

Melina revealed that, “Grabe akong kasubo, kahadlok ug kamingaw tungod dili nako kauban akong anak, namatay akong bana ug namatay usab akong igsuon. Kining tanan nahitabo tungod ako nahimong myembro sa NPA.” (I suffered from depression, fear, and longing because my daughter was not with me, my husband died, and my younger brother also. All these happened because I became a member of New People’s Army.)

With the joint efforts of the 56th Infantry Battalion (56IB) and the 8th Infantry Battalion (8IB), Melina was able to reunite with her daughter and she emotionally said, “Dako ang akong pasasalamat sa 8IB ug 56IB sa ilang dili maihap nga mga paningkamot aron nga makauban nako akoang anak. Sa akong mga kauban kaniadto, mas maayo nga magsurender na karon ug mobalik sa inyong pamilya sa wala pa namatay ang inyong bana, asawa o igsuon susama sa nahitabo sa akoa. (I am very thankful to the 8th Infantry Battalion and 56th Infantry Battalion for their endless efforts in order for me to finally be reunited with my daughter. To my former comrades, I urge you to return to your family before your husband, wife or brother dies just like what happened to me.)

Lieutenant Colonel Norman Valdez, Commander, 56th Infantry Battalion said, “Dako ang akong pasalamat nga sa katapusan nga naamgohan ni Melina ang mga kalisud sa pag-uban sa NPA ug nakahukom nga mosurender. Ang nasaksihan namo nga panagtagbo sa inahan ug anak ang buot namo nga mahitabo sa tanang myembro sa CTG. Sa tanan nga nahabilin nga mga NPA, nahibal-an nako nga gikapoy namo ug giawhag ko kamo nga mosurender aron makauban ang inyong pamilya,” (I am happy that in the end Melina realized the result of being an NPA and that she decided to surrender. Her reunion with her daughter is what we also aim to happen to other members of the Communist-terrorist Group. We call on you to surrender and choose to be with your family.)

Lieutenant Colonel Edgardo Talaroc Jr, Commander, 8th Infantry Battalion also said, “Nakita ninyo ang kamatuoran nga gibuhat sa komunistang grupo kang Melina. Giguba nila ang iyang kinabuhi ug pamilya nga maoy hinungdan sa iyang kasubo. Karon ang oras nga imong patalinghugan ang panawagan sa gobyerno nga biyaan na ang armadong pakigbisog aron makaubang malipayon ang inyong pamilya. Maghiusa kita alang sa kalinaw nga walay panagsangka ug kamatayon.” (You saw what the communist group did to Melina. They destroyed her life and family which caused her great sorrow. Now is the time to heed the call of the government to leave the armed struggle and choose to live happily with your family. Let us all work together to finally achieve peace without bloodshed.)

In the meantime, Melina and her daughter will be under the custody of the 56th Infantry Battalion.

Talipao Sulu – On April 29 2021, troops from 6th Special Forces Company and 64th Infantry Battalion Community Support Program (CSP) Platoon under the 2nd Special Forces Battalion took the turn as they transition from combat operations to civil-military works in Barangay Bud Bunga, Talipao, Sulu.

The week-long activity kicked off with a seed distribution and practical gardening exercises. The program aims to empower the newly formed Bud Bunga Women’s Association to undertake gardening as a “food on the table” means for sustenance. The project is a competition to have the most productive garden in the community and is spearheaded by the military as part of their food security initiatives in conflict-affected areas.

“We hope that this venture will expand into a livelihood program for our members to benefit,” said Analin Robin, President, Bud Bunga Women’s Organization.

The women’s organization was organized by the military and Talipao LGU as a pre-activity of Barangay Bud Bunga’s Balik Barangay Program held last April 8. Since 2001, Bud Bunga residents has been displaced, seeking refuge in nearby barangays before their community was liberated from the Abu Sayyaf holds last year.

The military-initiated developmental activity was sponsored by East-West Seeds corporation and other private individuals. To enable sustainable livelihood and support sanitation, troops installed a temporary 4,000 Liter water system. A sanitation facility (comfort room) was also constructed by soldiers for the community.

“Most of our troops, including some of our officers, are products of agricultural villages. We would be sharing this knowledge on farming to our Tausug brothers and sisters for them to adapt the technology since they are not traditional land tillers,” said Lieutenant Colonel Jooney Jay R Busińos, Commander 2nd Special Forces Battalion.

The troops also conducted hands-on training on proper seed germination and nursing as part of the distribution. A 500 square meter lot will be established by the troops as a model garden for “future farmers” to have a feel of a scaled-up production.

According to Lieutenant Colonel Busińos, the activity will cater to develop economic activities and sustainability in the area. Aside from fighting the enemy, the military is there to develop the communities.”

Units have stepped up developmental efforts as communities are being liberated from the shadows of the Abu Sayaff Group.

The ASG in Sulu, now numbering less than a few dozen core members, has been evading government troops as they struggle to reconstitute due to unrelenting military operations.

On April 29, 2021, the 2nd Special Forces Battalion, as part of Task Group Dagger, and other military units under Joint Task Force-Sulu scored successive encounters. “Through focused military operations, we can end the Abu Sayyaf terrorists. Through civil-military operations, we create meaningful engagements to render hostile narrative irrelevant, resolve root causes of armed conflict and prevent conflict relapse,” said Brigadier General Antonio I Bautista, Commander 1101st Infantry Brigade overseeing the operations of 2nd Special Forces Battalion.

Judging for the most productive farm will be conducted after four months, taking into account the yield and general appearance of the lots.

Financial rewards and additional farming tools will also be given to encourage expansion of their gardens

San Agustin, Tagum City – 75 former rebels (FRs) residing at Freedom Residences received livelihood starter kits provided by TESDA Region XI in partnership with LGU Tagum, 10th Civil-Military Operations Battalion (10CMOBn) and various Civil Society Organization (CSO) on May 1, 2021 at Multi-purpose Covered Gym, Freedom Residences, Brgy Cuambogan, Tagum City.

The livelihood kits will be used in the establishment of Herbal Wellness Community Garden that will be put up inside the compound of 10CMOBn. It aims to empower the FRs and will serve as an avenue for their economic sustainability, as well as of the community.

The said former rebels were educated and trained by TESDA with the basic knowledge on the standard practice of herbal production, processing and utilization of herbal/medicinal plants and subsequently made these into herbal products such as; dishwashing liquid, detergent and hand soap among others.

Mrs. Gemma Quiroga, one of the beneficiaries, thanked the government for the unending support. This opportunity, according to her, proves that the government is true to their words in helping them after they laid down their arms and be part of the mainstream society.

Meanwhile, Lieutenant Colonel Isagani G Nato, Commander 10CMOBn, expressed his gratitude to the partner agencies, “I would like to thank the government agencies, the LGU Tagum and our partner stakeholders for their continued support in organizing and providing programs that would greatly benefit our former rebels.”

This program is part of the EO Nr. 70 the so-called Whole-of-Nation Approach to End Local Communist Armed Conflict that prioritizes Former Rebels and Indigenous People (IP) in giving basic needs and services.

Dalawang myembro umano ng NPA ang napatay sa barilan sa Camarines Norte.

Patay ang mag-asawang sinasabing kasapi ng New People's Army (NPA) matapos umanong makipagbarilan sa mga pulis sa Capalonga, Camarines Norte noong umaga ng Linggo.

Ayon sa pulisya, pinaulanan sila ng mga putok ng baril ng mga armadong lalaki habang nagsisilbi ng search warrant para sa mag-asawa dahil sa kasong illegal possession of firearms and ammunition.

Tumagal umano sa 15 minuto ang engkuwentro, kung saan nasawi ang mag-asawa.

Ang isa sa mga nasawi ay sinasabing sekretarya ng San Antonio base ng NPA sa Camarines Norte na pinamumunuan ng isang “Ka-Ding.”


Sa kabila nito, itinuloy ng pulisya ang paghalughog sa bahay at nakumpiska ang 2 improvised explosive device, mga detonating fuse at cord, at 20 bala ng baril.

Narekober din ang mga baril na ginamit sa engkuwentro.

Patuloy na tinutugis umano ng mga awtoridad ang mga nakatakas na kasamahan ng mag-asawa.

A couple linked to members of the New People’s Army (NPA) died after allegedly shooting at police in Capalonga, Camarines Norte on Sunday morning.

According to police, they were shot by armed men while serving a search warrant for the couple for illegal possession of firearms and ammunition.

The encounter allegedly lasted for 15 minutes, in which the couple died.

One of the victims is said to be the secretary of the San Antonio base of the NPA in Camarines Norte led by a “Ka-Ding.”

Despite this, police continued to search the house and confiscated 2 improvised explosive devices, detonating fuses and cords, and 20 gun bullets.

Guns used in the encounter were also recovered.


Authorities are said to be pursuing the couple’s escaped companions.

In March, ACT Teachers Party-list Representative France Castro urged the Supreme Court to investigate the “factory of search warrants” that was used during simultaneous police operations on Sunday that lead to arrests and killings of activists in Calabarzon.

Castro denounced the “Tokhang-style” operations, claiming that the Duterte administration has been using search warrants to set-up and plant firearms against progressive groups’ leaders and members.

Government soldiers manning a checkpoint on Sunday (May 2) foiled an attempt to smuggle ammunition for Islamic State-linked gunmen in Maguindanao, the Army said.

Major Gen. Juvymax Uy, commander of the Army’s 6th Infantry Division, said soldiers from the 33rd Infantry Battalion detachment in Datu Saydona Mustapha town flagged down a sedan for regular inspection at the checkpoint.

The soldiers noticed the three men aboard the car to be uneasy and visibly nervous, prompting a thorough check.

When the driver was asked to open the car’s compartment, soldiers found boxes of ammunition, Uy said.

The hoard consisted of some 6,000 rounds of 5.56-millimeter ammunition which are also used for Armalite assault rifles.

The ammunition was believed to be for a buyer in the towns of Mamasapano and Datu Salibo where Bangsamoro Islamic Freedom Fighters (BIFF) operates. BIFF is an armed group composed of former Moro Islamic Liberation Front (MILF) fighters who broke off from the MILF over disagreements with peace talks with the government. BIFF has since linked up with IS.

The BIFF had been “creating noise” in the so-called SPMS box (adjoining towns of Shariff Aguak, Pagatin or Datu Saudi Ampatuan, Mamasapano and Shariff Saydona Mustapha) to show that it was still a force to reckon with, according to Lt. Col. John Paul Baldomar, 6th ID spokesperson.

The Army is now in possession of the car and the ammunition which would be used as evidence to prosecute the suspects.

The discovery of the ammunition was preceded by a roadside bombing by the BIFF targeting a military convoy in Guindulungan town, also in Maguindanao.

Nobody was hurt among the soldiers but an Army truck was damaged.

On Saturday, the BIFF also set off an improvised bomb that left a civilian slightly wounded, said Baldomar.

GOVERNMENT security forces arrested Sunday, May 2, 2021, two suppliers of bomb-making components of the Abu Sayyaf bandits in the province of Sulu, the military reported.

Arrested were Akkang Suraili Omaron and Mardan Dammang Jamasali,
according to Major General William Gonzales, commander of the 11th Infantry Division.

Gonzales said the two suspects were arrested in a buy-bust operation around 2:20 p.m. Sunday in San Raymundo village, Jolo, the capital town of Sulu, after a concerned citizen tipped off the personnel of the 15th Civil-Military Operations (15CMO) Battalion, which was conducting Community Support Program in the area.

Military and police officers arrested two suspected suppliers of bomb components to Abu Sayyaf bandit group in Jolo, Sulu on Sunday.

Authorities tagged Akkang Omaron of Barangay Tulay in Jolo and Mardan Jamasali of Patikul town as suppliers of the components of the bombs used in the twin attacks in Jolo in August last year.


The suspects were arrested in an entrapment operation in Barangay San Raymundo at past 2 p.m., according to Maj. Gen. William Gonzales, chief of the Joint Task Force Sulu and the Army’s 11th Infantry Division.


“The entrapment was based on information supplied by concerned citizens to the troopers, who were conducting a community support program with Metro Jolo Task Group and 35th Infantry Battalion,” Gonzales said.

Recovered from the suspects were two pistols, bomb paraphernalia and marked money.

The bomb attacks in downtown Jolo were reportedly carried out by two foreign female suicide bombers.

Fourteen people, mostly soldiers, were killed and 75 others were wounded in the explosions.

Gonzales said the capture of the suspects was a significant development in the security of Sulu and neighboring areas.

The Prelature of Isabela in Basilan opened the “cause of beatification” or the first phase for sainthood for Claretian missionary Fr. Rhoel Gallardo, who was taken hostage, tortured and killed by the Abu Sayyaf 21 years ago.

Isabela Bishop Leo Dalmao, a Claretian missionary, celebrated yesterday morning’s mass for the beatification of Gallardo at the San Vicente Ferrer Parish Church in Tumahubong village, Sumisip town, Basilan.

“Martyrdom is a gift given to those who are worthy in the eyes of God. It could have occurred to any of us who were the young missionaries then, but it was given to Fr. Rhoel because, in hindsight, he was the most prepared to receive the crown,” Claretian Missionaries’ Provincial Superior Fr. Elias Abuyan Jr. said, citing Gallardo’s four exemplary acts: sacrifice, suffering, search and surrender.

Abuyan said Gallardo, who died at 34, lived a life of sacrifice and renunciation after giving up a lucrative career when he volunteered to be assigned to Tumahubong, Basilan, his last assignment.

He said Gallardo’s life was a constant search for God and his people, leading a life of prayer and simplicity as a true shepherd concerned about his flock.

“He also searched for his sheep. During the 43 days of captivity, he looked for the female teachers because they were separated from the male captives and Fr. Rhoel knew that they were more vulnerable. But every time he would inquire about their situation, the Abu Sayyaf bandits would punish him. In times of danger and crisis, he was a true shepherd searching for his flock,” Abuyan said.

Abuyan recounted that Gallardo “stood up for God who was faithful to him until the last drop of his blood” when the priest refused to renounce his faith, even under threat.

Gallardo, along with teachers and students from the Claret School of Tumahubong, was held hostage by the Abu Sayyaf on March 20, 2000.

He died on May 3 of the same year, caught in the crossfire between the bandit group and security forces who were trying to rescue the kidnapped victims.

He was later found with several bullet wounds on his body and bore signs of torture. The bandits also killed three teachers and five children.

From Panay News (May 4, 2021): Army logs 19 encounters vs rebels in 4 months; 15 killed

ILOILO City – In 57 operations in the past four months, the Philippine Army’s 3rd Infantry Division (3ID) recorded 19 encounters with members of the Communist Party of the Philippines-New People’s Army (CPP-NPA).

Fifteen NPA insurgents died and two were captured in these encounters, data from the 3ID showed.


Major Cenon Pancito III, 3ID spokesperson, deemed the encounters as big blows to the rebels.

He added that many NPA rebels already surrendered and swore allegiance to the government.


Meanwhile, Major General Eric Vinoya, 3ID commander, said they “cleared” 84 more communities from “insurgency affectation” between May 1, 2020 and May 1 this year.

According to Vinoya, the community clearing will further lead to a resolution of socioeconomic issues and sustained development.

He added that they were able to induce numerous surrenderers from both CPP-NPA guerrillas and supporters.

“I congratulate each and every member of the 3ID,” said Vinoya, “for a very productive year that has been added to the glorious name of the division, especially those accorded with much deserved awards and recognition.”

“I also reiterate my challenge to my men. We are almost there and the finish line is already in sight. We must do each of our part, we must give it our best shot, and let us finish the task at hand,” he added.

Soldiers recover guns in Bukidnon

SOLDIERS of the 3rd Infantry battalion recovered three firearms after an encounter between them and members of the New People’s Army (NPA) in Sitio Liptong, Brgy. Lumintao, Quezon in Bukidnon last week.

Major Jerry Lamosao, 10th Infantry Division Public Affairs Office (DPAO) chief, said the soldiers and the rebels under Dante Cuyos engaged in a 15-minute firefight. The armed group was reportedly engaged in extortion activities in the area.

After the clash, the soldiers recovered a Caliber .223 Bushmaster, an M-16 Rifle, a Sniper Rifle, an explosion device and other personal belongings.


The military report said no one among the soldiers was hurt.

The incident has prompted the military unit to raise its alert in the province as soldiers have continued to run after the group.

Lt Col Juvenal Mark Tayamen, commanding officer of the battalion, said the pieces of information from the community have allowed the soldiers to prevent the armed group from implementing its activities, including extortion.

Negros Occidental Gov. Eugenio Jose Lacson was among the officials from Western and Central Visayas, who were honored by the Army’s 3rd Infantry Division during its 47th founding anniversary at Camp Macario Peralta in Jamindan, Capiz, on May 1.

Lacson and Guihulngan City Mayor Carlo Jorge Joan Reyes were cited by the Army for their all-out support to the peace and development efforts of the Armed Forces of the Philippines in Negros Island.

The other awardees were the 62nd Infantry Battalion, that was adjudged Best Battalion of 3ID for 2021, 1Lt. Joshua Lodriguito of 62IB – Best Officer of the Year, 1Lt Crisanto Evan Canua of the 11th IB – as Best Company Commander of the Year, 1Lt Karl Maveric Peniero of 61IB – Best Platoon Leader of the Year, and Sgt Philip Marciales, also of 62IB, was Best Platoon Sergeant.

Sgt Chris Gevero of the 11th IB also received an award as Best Squad Leader of the Year, Msg Fidel Delara of 62IB – Best Non-Commissioned Officer for Administration of the Year, MS Valerie Galon of OG7 – Best Civilian Human Resource of the Year, and CAA Hilmer Carato – Best CAFGU Active Auxiliary of the Year. Maj. Cenon Pancito III, 3ID spokesperson, said the Army Governance Pathway Proficiency Status was also conferred on 62IB, while DYEZ Aksyon Radyo anchorman Bryan Morden got the 3ID Command Plaque.

SAN LUIS, Agusan del Sur, May 3 -- The provincial government of Agusan del Sur continues its support to the 24 Former Rebels (FRs) who voluntarily surrendered to the forces of 26th Infantry (Ever Onward) Battalion by granting cash assistance amounting to PhP10,000.00 each through the Provincial Social Welfare and Development (PSWD) Office of Agusan del Sur held on April 27, 2021 at the PSWD Office in Barangay Patin-ay, Prosperidad, this province.

The said 24 FRs are target beneficiaries of the Executive Order No. 70 (EO70), a government policy on "Institutionalizing the Whole-of a-Nation Approach to End Local Communist Armed Conflict" in attaining inclusive and sustainable peace in our country which aims to address the root causes of insurgency to end local armed conflict in the countryside.

The FRs are just a few amongst our enlightened brothers and sisters who finally went back to the mainstream of the government and living a more peaceful life since their surrender. “Dako kaayo akong pasalamat tungod sa sunod sunod nga benepisyo nga among nadawat gikan sa gobyerno. The PSWD which forms part of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) headed Agusan del Sur Governor Santiago Cane, Jr., released the cash assistance to the former members of the Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF) and Militia ng Bayan (MB) to restore their allegiance to the Philippine government. “We are committed to help and assist the needs of our brothers and sisters who went back to the fold of law in their new beginning. The government will help you in providing what you need to start a new life," he said.

Meanwhile, Lt. Col. Reynald Romel Goce, 26IB Commanding Officer, expressed his gratitude to the PTF-ELCAC for its active and unending support in implementing the EO70. "The PTF-ELCAC of AgSur is exhibiting its good character by showing full commitment in implementing the EO70. As our peace partners, we are glad working with the Provincial Government in attaining lasting peace in our province," he said.

"The government is more than willing to assist those who want to come back in the folds of law. Once they surrender, we will be providing them the government programs and initiatives that would help them in re-building a more peaceful life together with their loved ones,” Goce added.
Currently, there are 157 FRs from 26IB, 74) of them already received benefits from the Enhanced Comprehensive Local Integration Program (ECLIP), 74 await awarding and 9 are for enrollment. The ECLIP is a government program intended for the reintegration of all members of the CPP-NPA-NDF who will surrender and support the peace negotiation program of the government. (2Lt. DAVAO DEL NORTE – Indigenous People (IP) chieftains in the far-flung villages of Talaingod vowed to support government-initiated projects and to chase away elements of the New People’s Army (NPA) who dare to venture into their communities.

Twelve tribal leaders raised their hands in affirmation and shouted “Kaya! (we can)” in unison, when Governor Edwin “Kuya Gob” Jubahib asked them if they are ready to fight off the rebels and persuade families and relatives still in the mountains to come down.

The chieftains made the assurance during the second DavNor Adlaw sa Kalinaw Information and Service Caravan held at the far-flung Sitio Km. 31, Brgy. Dagohoy, Talaingod on April 29, 2021.

The provincial government again collaborated with national government agencies and non-government organizations in giving services and assistance to 2,000 IPs from the sitios of Km. 31, Badyatan Uno, Badyatan Dos, Pongpong, Dangulog, Km 30, Pinaloy, Km 25, Tibukag, and Dumondong, all in Barangay Dagohoy.

Tribal Chief Datu Rofo Anlay assured the IPs are ready to cooperate with the government in its peace and development efforts.

“Andam mi motabang sa gobyerno ug manalipud sa among komunidad (We are ready to help the government and defend our communities),” he said.

Jubahib was elated that he got the same assurance, as what he received from datus during the first peace caravan last April 21, 2021 in Sitio Vicinity Bato in the rear boundary of Dagohoy, which also served thousands of IPs in six villages.

In supporting President Duterte’s whole-of nation approach in ending local communist armed conflict, Jubahib has since espoused that bringing the government closer to the people, particularly in geographically-isolated and disadvantaged areas (GIDAs) is the most effective way in ending local insurgency.

“Your true government is now providing you the basic services and opportunities to improve your lot. The armed struggle is not the solution to your problems. You will achieve genuine transformation through your own diligence and all-out support of the government,” he said in the vernacular.

He assured that their true government is already working to address their need for new roads, livelihoods, additional schools, health centers, tribal halls, electricity, water systems, and solar dryers, among other requirements.

During the program, Ka Lazaro, a former teacher of the Salugpongan Ta Tanu Igkanogon Community Learning Center, Inc., apologized to his fellow IPs for successfully convincing many of them to join the NPA.

“Pasaylo-a ko ninyo…Gitudluan namo ang inyong mga anak paunsa masuko ug mogunit og armas para suklan ang gobyerno (I am sorry. We taught your children how to hate and take arms against the government),” he said, as he revealed the abuses, lies and abuses of the NPAs, including the “terroristic” activities of the Salugpungan schools and the UCCP-Haran Center.

Office of the Presidential Adviser on the Peace Process (OPAPP)-Eastern Mindanao Area Manager Oliver Binansilan, 1003rd IB Commander BGen. Nolasco Mempin, 56th IB Commander Col. Norman Valdez, Davao del Norte Police Provincial Office (DNPPO) Chief Col. Ranie Hachuela also took turns in asking the IPs to repay their debt of gratitude to the flurry of government programs, projects and services now being poured into their villages.

Services in the peace caravan include free medical check-up, medicines, food packs, relief distribution, livelihood training, free hair cut, circumcision, story-telling, police clearance and other services, employment facilitation, birth registration, product development, traditional games, sports clinic and youth consultation, among others.

Other officials who graced the occasion include Board Member Roger Laguna, Mayor Jonie Libayao, Provincial Administrator Engr. Josie Jean Rabanoz and various department heads, and PENRO Victor Villones, TESDA Provincial Director Arlyn Bandong, representatives from the DILG, DTI, DepEd, DSWD and DOLE, as well as the Rotary Club of Tagum North and the Kiwanis Club International. CLAVERIA, Misamis Oriental, May 3--As part of its public awareness campaign, the 58th Infantry Dimalulupig in partnership with the Misamis Oriental Institute of Science and Technology (MOIST), conducted an information drive to the school's teachers and personnel after their flag raising ceremony at MOIST covered court, Balingasag, Misamis Oriental last week.

In late March of this year, the 58IB started conducting an information drive for students in Misamis Oriental in collaboration with various universities/colleges.

With over 2,000 students participating in the information drive, dubbed “Lamang ang May Alam: An Anti CPP-NPA-NDF Youth Recruitment Online Data Drive,” the 58IB decided to address this lecture to educators as well, as they are the ones who have the most direct effect on the youth.

The information drive’s audience consists of 183 MOIST teachers and staff. The participants were given lectures on the Army’s and Government’s interventions in dealing with communist insurgency in the country, as well as the CPP-NPA-recruitment NDF’s recruitment schemes.

The primary goal of the information drive was to educate the public and convince them not to help or join the CPP-NPA-NDF in any way. The secondary goal was to keep teachers informed about the government’s anti-insurgency efforts and to inspire them to join us in protecting the youth.

“Thank you for the initiative of 58IB for providing this information dissemination to the faculty of MOIST, teaching and non-teaching personnel,” said Dr. Julius Sol O. Jamero, vice president for academic affairs.

"I am pleased with the men in uniform for conducting this info drive pertaining to insurgency. This is critical in light of Executive Order No. 70, or the Whole of Nation Approach, in which we, in the private sector, can also participate and join hand in hand with the government to support its programs and projects in reducing the number of NPAs," he said.

"As an academic institution, we will take the initiative to revisit our curriculum and incorporate this critical information in our subjects, as well as disseminate it to our students. To prevent local armed conflict, as an institution, we can have a greater effect on the part of the students’ lives that prevents them from joining the Communist Terrorist Group," he added.

Lucas Z. Valmores Jr., director of Student Affairs and Services also said “we are so glad happy upon the realization of this activity, because it’s really a great help to us, educators."

"We are dealing with millennial students who are very exposed to society, and we have no idea what is going on with them exactly and because of this, we were able to grasp a lot of things, a lot of inputs that we could really use in the real-life situation, especially that this coming June we will already be having limited face to face interactions with the students, so with all the information given during the lecture, we are now more confident in handling situations of relating to the possible involvement of some students in these front organizations or even in the armed group," he added.

Meanwhile, Lt. Col. Ricky L Canatoy, commanding officer of 58IB expressed his gratitude to the MOIST faculty for the support and for allowing the 58IB to conduct an information drive, saying, “the information drive was carried out, recognizing that communist insurgency has lasted much too long due to resource generation in terms of manpower, which poses a major threat to the young minds of Misamis Oriental. And I am grateful that you, as teachers, have given up your valuable time for this information drive, even though it is targeted at senior high school and college students. It is unfortunate that the youth in universities and colleges have been proven to be a source of manpower; schools have now become platforms for the CPP-NPA-NDF to manipulate the youth.”

“Many apparently innocent student groups have an ulterior motive of deceiving the young into supporting the CPP-NPA-NDF’s cause and eventually joining the armed struggle, falling prey to the pitfalls of the enemy. And we do not want this to happen, which is why we continue to spread the truth and hope that it will continue to do so in the future. MALAYBALAY CITY, May 3--Twenty former high ranking leaders of the New People’s Army (NPA) and members of the Communist Party of the Philippines (CPP) pledged to live peaceful lives and help the government’s peace and development efforts.

This was after the former communist guerrillas recently completed the 15-day ‘Deradicalization Training Batch 1-2021’ which aims to prevent them from being lured by communist ideologies again.

Former NPA leader Armando Daluniag, also known as “Ambo” led the group along with the former rebels’ Guerilla Front Deputy Secretary, Commanding Officers of Front Operational Command, Political Instructors, Squad Leaders, Platoon Medics, as well as members of White Area Committees (WACOM).

Brig. Gen. Ferdinand Barandon, commander of the Army's 403rd Infantry Brigade (403Bde), said the deradicalization is the first part of mainstreaming process for former rebels.

“Once completed, they will be accommodated in the halfway house where they will undergo further training and capacity-building while waiting for the release of the government's Enhanced Comprehensive Local Integration Program (ECLIP) benefits,” Barandon said.

The training also assists former rebels to get to their old selves back as law-abiding and God-fearing citizens after several years of being in the hotbed of terrorism and radicalization, he added.

As the half-month ‘Deradicalization’ teaching program ends, former NPA commander Armando Daluniag emphasized in his message that they [former rebels] are the most credible persons to convey and encourage the remaining members of the communist terrorist groups to surrender.

"Andam ko nga motabang sa bisan unsay angay nga ma-itabang namo ngadto sa mga kasundaluhan. Kami nga mga Former Rebels, nahibalo mi kung unsa nga mga tam-is nga istorya ang gigamit sa mga NPA aron makigbatok sa gobyerno. Busa karon nga kami nakabalik na sa sabakan sa gobyerno, nakahibalo pud kami kung unsay angay namo i-istorya sa mga nagpabilin pa sa pagka-rebelde. Andam kami karon sa bisan unsang tahas nga ihatag kanamo aron makumbinsi namo kadtong mga anaa pa karon nagpabiling nakigbatok sa gobyerno. (We are ready to help the Army whatever we can. We knew how the NPAs convinced and deceived us. Hence, we are now ready to carry any mission or task to encourage and convey the remaining NPA members to surrender),” Daluniag said.

In response to Daluniag’s offer to help, BGen Barandon said the military needs everyone's help because they cannot do it alone.

“When President Rodrigo Duterte signed Executive Order No. 70 in December 2018, he was emphatic to put an end to the 52-year insurgency. He also emphasized that the military cannot do it alone. It needs the help of the whole country that is why EO 70 implementation puts a premium on the whole-of-nation approach. Finally, the 403 Infantry ‘Peacemaker’ Brigade is hoping that you have returned to the folds of the law. BAGUIO CITY, May 3(PIA) -- The Philippine Military Academy top officials presented today the best performing cadets of the PMA “MASALIGAN” Class of 2021 who will graduate next Monday, May 10.

Topping the 164-strong graduating class is Cadet First Class Janrey Artus of San Enrique, Negros Occidental.

Artus whose father is a retired soldier and his mother a retired teacher, will graduate as Summa Cum Laude.

As class valedictorian, he will receive the Presidential Saber. He will also receive the Philippine Navy Saber, the Australian Defence Award, Spanish Armed Forces Award and the Navy Professional Plaque.

The 25 year old cadet will also receive the General Antonio Luna Award, the Academic Group Award, and the Department of Leadership Plaque.

His other awards include the Humanities Plaque, Mathematics Plaque, the Computing and Information Sciences Plaque, the Management Plaque, Natural Sciences Plaque and the Social Sciences Plaque.

The class salutatorian is Cadet 1CL Daryl Brix Colita of Malalag from Davao del Sur. The 22 year old cadet whose parents ae fish vendors, will receive the Vice Presidential Saber, the Philippine Army Saber, the Australian Defence Saber and Army Professional Award.

In Top 3 is Cadet 1CL Valerie Mae Dicang of Bahong, La Trinidad, Benguet. She will be the recipient of the Secretary of National Defense Saber.

As the Brigade Company Academics Officer , she is recognized for the implementation of Distance Learning Provisions in the Cadet Corps Armed Forces of the Philippines.

At No. 4 is Cadet 1CL Jan Hernan Perez of Alabang Hills, Muntinlupa City .He will be given the Chief of Staff Saber for being the Brigade Commander of the Cadet Corps Armed Forces of the Philippines, the Philippine Air Force Saber for being the number one graduating cadet joining the Philippine Air Force, the Australian Defence Award and the Air Force Professional Plaque.

In Top 5 is Cadet 1CL Christine Joyce Andog of Cabanatuan City, Nueva Ecija who will graduate as Cum Laude.

Top 6 is Cadet 1CL Feljoy Ending of Oroquieta City, Misamis Occidental; Top 7 is Cadet 1CL Harold Mars Sastado of Batangas City, Batangas(Cum Laude); Top 8 is Cadet 1CL Pamela Calleja of Malinao, Albay; Top 9 is Cadet 1CL Michael Angelo Madriaga of Tabuk City, Kalinga; and Top 10 is Cadet 1CL Shirley Fatima Lim of Tacloban City(Cum Laude).

For the Athletic Saber awards, Cadet 1CL Jaevin Awingan Latugan of Tanudan, Kalinga is the awardee for the male category and Cadet 1CL Lady Deane Sarmiento of San Fernando, Pampanga for the female category.

Cadet 1CL Joel Bacani of San Fernando City, La Union is the Sports and Physical Development Plaque awardee for being number one in Physical Education Courses.

Cadet 1CL Kevin Babaran of Enrile ,Cagayan is the Aguinaldo Saber Awardee for being number one in Aptitude, Service, Conduct & Leadership Courses while Cadet 1CL Mae Pearl Agustin of Malinao, Aklan will receive the Military Justice Award for having the highest overall rating in all Military Law courses offered by the Academic Group .

Cadet 1CL Annie Chen of Sta. Rosa, Nueva Ecija is the recipient of the Journalism Award.

ZAMBOANGA CITY – Military and police operatives arrested two suppliers of bomb-making components to the Abu Sayyaf Group (ASG) in Sulu province, military officials said Monday.

Maj. Gen. William Gonzales, 11th Infantry Division commander, identified the arrested suspects as Akkang Suraili Omaron, a resident of Barangay Tulay, Jolo, and Mardan Dammang Jamasali of Barangay Latih, Patikul.

Gonzales said the two suspects were arrested in a buy-bust operation around 2:20 p.m. Sunday in Barangay San Raymundo, Jolo, the capital town of Sulu.

“The capture of the suppliers is a significant development as the components they trade are really devastating if assembled as a bomb. These people who make bombings possible are as twisted as the bombers themselves. Fortunately, we -- the police and the military -- are backed by the local government and the masses in the province. All of us are hoping and optimistic that we will soon neutralize remaining Abu Sayyaf Group leaders in Sulu,” Gonzales added,” Gonzales said.

He said seized from the possession of the two suspects were marked money, ammunition of caliber .45 pistol and improvised explosive device (IED) components to include several blasting caps, assorted sizes of time fuse cord, about a kilogram of suspected ammonium nitrate, 81-millimeter (mm) mortar shell, nails, marbles, aluminum pipes, and wire switches.

He said a civilian tipped off personnel of the Army's 15th Civil-Military Operations (15CMO) Battalion which eventually led to the buy-bust operation.

Lt. Col. Nelicar Corsino, 15CMO battalion commander, said Omaron and Jamsali were the suppliers of IED components used during the August 24, 2020 Jolo twin blast.

Corsino said charges for illegal possession of firearms and explosives will be filed against the two arrested suspects.

CAMP SIONGCO, Maguindanao – Soldiers manning a checkpoint intercepted some 6,000 live rounds for M16 rifle and similar semi-automatic firearms allegedly intended for the lawless Bangsamoro Islamic Freedom Fighters (BIFF) operating in the province, the military said Monday.

Maj. Gen. Juvymax Uy, Army’s 6th Infantry Division commander, said elements of the 33rd Infantry Battalion manning a checkpoint in Shariff Saydona Mustapha flagged down a gray Honda Civic sedan for regular inspection on Sunday afternoon and noticed the three men on board appeared nervous and uneasy.

“A subsequent inspection on the inside of the car and its compartment led to the recovery of boxes of ammunition,” Uy said.

Initial investigation indicated that the estimated 6,000 rounds of 5.56-millimeter rifle ammunition were to be delivered to a buyer in the Shariff Saydona Mustapha area, or in its neighboring towns of Shariff Aguak, Datu Saudi Ampatuan, and Mamasapano, where the BIFF operates.

Uy declined to identify the suspects pending an ongoing military operation related to the incident.

“This is to ensure that no more ammunition from illegal suppliers will find its way to the hands of the BIFF,” he said, adding the 6ID took custody of the Honda sedan and the ammunition to be used as evidence to prosecute the suspects.

Amid calls for the defunding of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), a military official called for unity on Monday for a "final push" to end the communist insurgency.

“It is then our prayer and hopes that we set aside politics and personal agenda for a while and work together as one in this final push to end the insurgency. This we ask in the name of all those in the frontlines enduring immeasurable sacrifices away from their homes and the thousands who were scarred and died fighting this communist insurgency,”
Maj. Gen. Ernesto Torres Jr., commander of the 10th Infantry Division (10ID), said in a statement.

Torres also lauded Lt. Gen. Antonio Parlade, Jr. and Undersecretary Lorraine Badoy, the spokespersons of the government’s anti-insurgency task force, for providing Filipinos clarity on the insurgency problem while "unmasking" the duplicity of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).


“And they also sow fear among the members of the communist terrorist groups (CTGs), their ilks and their supporters. If only to end this five decades-long insurgency, we whole-heartedly express our support to the two crusaders,” Torres said.

He also expressed frustration with individuals who supported the operation of communist terrorist group (CTG) in various communities.

“It is just very frustrating to realize that many among those who claim to be intellectuals and leaders in our society are too naïve to realize how the communist movement operates and how they have influenced every sector of our society, here and abroad, over the past half-century, almost undisturbed,” Torres explained.

As one of the prime movers on the campaign against the CTGs, Torres said they have a good chance to catch up, reverse the tide to favor the government, sustain the gains, and finally defeat the communist rebel movement.

“For the first time, the CPP-NPA-NDF has been given a bitter pill that they struggle to swallow. The NTF ELCAC provides the mechanism and programs to finally put an end to the communist insurgency. And this must be understood and realized by all peace-loving Filipinos,” he said.

One of the programs of the NTF ELCAC is the Barangay Development Program (BDP), with the end goal of bringing development to former conflict-prone communities, which has identified 822 barangays nationwide that were former guerilla fronts of the CPP-NPA-NDF.

Of the PHP19-billion total budget of the NTF-ELCAC, PHP16.5 billion is allotted for the development of 822 barangays cleared of insurgency.

Each recipient barangay would receive PHP20 million for the following: farm-to-market road worth PHP12 million; classrooms (PHP3 million); water and sanitation systems (PHP2 million); health station (PHP1.5 million); and livelihood projects (PHP1.5 million).

The CPP-NPA, which has been waging a five-decade war against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Negros Occidental Governor Eugenio Jose Lacson lauded on Monday the achievement of Cadet 1st Class Janrey Cabanero Artus, who topped this year’s graduating class of the Philippine Military Academy (PMA).

Artus, a Negrense who hails from Barangay Guintorilan, San Enrique town, is the valedictorian of the Mandirigmang Samahan ng Lakas na Sandigan ng Bayan (Masaligan) Class of 2021.

“To Cadet First Class Janrey Artus, our warmest congratulations. This is a pride and honor for our province. We wish you well. Whatever career you choose, I hope you will become a very good officer,” Lacson said, adding that indeed, it is “a proud moment for Negros Occidental”.

The governor said that graduating from the PMA is remarkable in itself, but Artus pushed through the limits and emerged at the top of his class.

“With this feat, you will be an exemplar and an inspiration to all the Negrenses, particularly to our youth,” he added.

Lacson also said it is noteworthy that the name of Artus’ class is “Masaligan,” which means trustworthy, reliable, and honorable in the local language.

“With this, I hope that you will fully embrace such honor through your fervent commitment and allegiance to our people and Constitution. May the good Lord be with you as you heed the honorable call to serve God and country,” the governor said.

Artus, 25, who studied Chemical Engineering at the University of the Philippines-Visayas before he entered the PMA, will join the Philippine Navy after graduation.

Aside from being the class valedictorian, he is also a recipient of the Presidential Saber, Philippine Navy Saber, Australian Defence Award, Spanish Armed Forces Award, General Antonio Luna Award, Academic Group Award, Jusmag Award, Humanities Plaque, Department of Leadership Plaque, Mathematics Plaque, Computing and Information Sciences Plaque, Management Plaque, Natural Sciences Plaque, Social Sciences Plaque, and Navy Professional Plaque.

The Department of Foreign Affairs (DFA) has protested the “shadowing, blocking, dangerous maneuver, and radio challenges” by the Chinese Coast Guard of Philippine Coast Guard vessels during last week's maritime patrols and training exercises in Bajo de Masinloc.

The DFA is rejecting China’s claim of sovereignty over Bajo de Masinloc, noting that the claim, made by the spokesperson of the Chinese Ministry of Foreign Affairs on April 26, was “without basis in international law” and is “not recognized by the international community.”

“The Kalayaan Island Group (KIG) and Bajo de Masinloc are integral parts of the Philippines over which it has sovereignty and jurisdiction. The Philippines’ conduct of maritime patrols and training exercises in these areas is a legitimate and routine act of a sovereign country in its territory and territorial waters and is part of the Philippines’ administrative responsibility,”
the DFA said in a statement Monday.

The DFA also protested the
“incessant, illegal, prolonged, and increasing presence” of Chinese fishing vessels and maritime militia vessels in Philippine waters.


“From 01 January to 18 March 2021, Philippine maritime law enforcement agencies monitored the continued unauthorized presence and activities of hundreds of Chinese vessels in the West Philippine Sea, particularly in the areas around the Pag-asa Islands, Zamora Reef, Panata and Kota Islands, Ayungin Shoal, Quirino Atoll, and Bajo de Masinloc,” the statement read.

China has no law enforcement rights in the Philippines’ territorial waters, the DFA said, noting that the presence of Chinese ships in waters of Pag-asa Islands, Bajo de Masinloc, and exclusive economic zone “raises serious concern.”

“The unauthorized and lingering presence of these vessels is a blatant infringement of Philippine sovereignty,” the DFA said.

It renewed its call for China to withdraw its vessels around the KIG and Bajo de Masinloc, and to “respect Philippine sovereignty.”

On Sunday, the Chinese defense ministry announced the conclusion of a naval exercise in disputed areas using aircraft carrier Shandong and its naval support group.

Gao Xiucheng, a spokesperson for the Chinese Navy, said the naval exercises were “legitimate” and that the Chinese navy will continue to hold similar activities in the future.

Leyte Rep. Lucy Torres-Gomez on Monday said defunding the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) would be a "concession" of the government’s gains in the fight against insurgency.

Gomez said the call of lawmakers to defund the country’s anti-insurgency task force is not the appropriate action to "vent frustration" over red-tagging.

The call was triggered by the alleged red-tagging of community pantry organizers by NTF-ELCAC spokesperson, Lt. Gen. Antonio Parlade.

Gomez noted that NTF-ELCAC's PHP16.5-billion budget allotted for the Barangay Development Program (BDP) has helped in addressing the root causes of the insurgency, as well as in bringing peace in communities already cleared from the communist influence.

"The PHP16-billion budget earmarked for the Barangay Development Program, which is a cornerstone in this success, has helped many former rebels transition to regular folks. This is a major headway towards achieving peace, especially in the countryside," Gomez said.

Gomez said the government can still support community pantries, even as it continues its "successful programs towards peace" through the NTF-ELCAC.

She added that while she strongly agrees that public officials should be held accountable for their actions and statements, “rational actions must be made so as not to jeopardize localized programs to end insurgency".

“At a time when our country is facing its biggest challenge in modern times, let us not forget that we are all in the same boat," she said. "This is a time that calls for calm and sound leadership. Let us steer away from drastic actions. Let us all work together to keep our boat afloat during this turbulent time.“

Several senators have expressed interest in defunding the NTF-ELCAC, including the BDP, and want the funds diverted to the drive against coronavirus disease 2019 (Covid-19) in the country.

At present, a total of 822 barangays in the country will receive PHP20 million each for BDP project implementation, including road networks, classrooms, water and sanitation systems, health stations, and livelihood projects.

The NTF-ELCAC was created by virtue of Executive Order 70 issued by President Rodrigo Roa Duterte on Dec. 4, 2018 “to provide an efficient mechanism and structure for the implementation of the Whole-of-Nation Approach to aid in the realization of the collective aspirations for inclusive and sustainable peace.”

As government security forces confront allegations of red-tagging and profiling by community pantry organizers, a classified information report showed that it is the former who are being profiled by communist-affiliated organizations.

“The Central leadership of the CPP (Communist Party of the Philippines) has directed all front-organizations (Bayan [Bagong Alyansang Makabayan}, KMP [Kilusang Magbubukid ng Pilipinas], LFS [League of Filipino Students], Anakpwis, Anakbayan, Gabriela, Karapatan, among others to discreetly profile known and compromised intelligence personnel of the State, particularly of the Armed Forces of the Philippines and Philippine National Police,”
the information report said.

It was gathered that the said profiles will have to be submitted to the “CPP Military Commission for records purposes and other necessary actions.”


Tactical offensives

Along with the “profiling” directive, is an order for the continuing tactical offensives nationwide in response to the red-tagging, deaths, and human rights violations of militant groups.

Bayan, KMP, LFS, Gabriela, together with the Alliance of Concerned Teachers, and KADENA were named, in an international conference in Belgium in 1987, by CPP founding chairman Jose Maria Sison as part of the CPP-New People’s Army democratic forces in advancing their Philippine revolution.


The reliable classified information report is dated April 9, 2021, even before the first batch of community pantries started their operations in mid-April.

On April 19, an organizer of a community pantry in Quezon City announced a temporary halt of operations due to safety concerns after alleged red-tagging activities by the police, while some other community pantries reportedly had the same experiences.

Philippine National Police chief, Gen. Debold Sinas earlier said there is no order from the National Headquarters to conduct any form of profiling of organizers of community pantries.

Department of the Interior and Local Government Secretary Eduardo Año also said he has not ordered the PNP to look into community pantries that have sprouted across the country, adding that police have no intention to interfere "but to serve the best interest of law and order and public safety in such public activities.”

A ranking official of the Armed Forces of the Philippines (AFP) on Monday said defunding the programs of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) will simply allow communities to be exploited again by the Communist Party of the Philippines – New People’s Army (CPP-NPA).

“Do our senators really want this insurgency to go on by defunding the NTF ELCAC? Do we want more civilians killed by these NPAs? Do we not want these NPA rebels to go back to the fold of the law instead by continuing with our NTF ELCAC programs like E-CLIP and Localized Peace Engagement?“ Lt. Gen. Antonio Parlade, Jr. raised the questions in a statement sent to the Philippine News Agency.

Parlade, who is the chief of the AFP Southern Luzon Command, was responding to several senators' call for the defunding of the government’s anti-communist body following alleged red-tagging of community pantry organizers.


He cited the death of two civilians, wounding of 4 others, and one 1 CAFGU Active Auxillary member when an anti-personnel mine (APM) exploded on the roadside of Del Carmen Patrol Base, Barangay Del Carmen, Uson, Masbate at around 9:30 pm on Labor.

“The APM was dropped by the perpetrators who were onboard a motorcycle heading towards Barangay Paguiaman, Uson in Masbate," Parlade said,

The victims were brought to Masbate Provincial Hospital for but unfortunately, Jeffrey Boy Y. Bestingur was declared dead on arrival at 11:43 pm on the same day. A certain Carmilita L. Yanson died at around 1 am on May 2.

He said on April 28, 17 regular NPA members of NPA’s Platoon Aque and Platoon SerNa, Kilusang Larangan Gerilya MAV, Sub Regional Mil Area (SRMA) 4D, six Militiang Bayan (MB), and two couriers from Barangay Monteclaro, San Jose, Occidental Mindoro voluntarily surrendered to our government troops and local government unit.

“Don’t the senators want these peaceful surrenders to continue?” he added.

Sitio Mantay, Monteclaro, he said, is where the NPA’s Southern Tagalog Regional Party Committee has decided to establish the seat of its revolutionary government.

Monteclaro is where the NPA Regional Special Operations Group or liquidation squad of the Southern Tagalog Regional Party Committee trained six of the 13 surrenderers, and another who was captured in 2020.


The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

“But the NTF ELCAC pursued them in these remotest parts of Occidental and Oriental Mindoro boundary by bringing in the national and local government equipped with goods, electrification, and other programs," he added.

This surrender, Parlade said, is now the result of genuine engagement and sustained presence of government in these Mangyan communities.

President Rodrigo Duterte has already decided on who will replace General Debold Sinas as next chief of the Philippine National Police (PNP), Malacañang said on Monday.

But Presidential Spokesperson Harry Roque refused to reveal Sinas’ successor, noting that an appointment paper has yet to reach his desk.

“I know he (Duterte) has made a decision but I’m not at liberty to announce anything unless I have the appointment paper and this is a well-established practice of my office,”
he said in a Palace press briefing.


Interior Secretary Eduardo Año earlier said he has forwarded to Duterte his one-name list on who would succeed Sinas, who will retire on May 8 after reaching the mandatory retirement age of 56.

"I already submitted to the President my recommendation for the next Chief PNP after the retirement of Gen. Debold Sinas through Napolcom (National Police Commission) Resolution No. 2021-0469. The recommendation has only one name. But the President has the prerogative also to choose anyone with a rank of at least brigadier general in the PNP force," Año said in a message to the Philippine News Agency (PNA) on Friday.

He did not name who he recommended but this police officer is likely a member of the PNP Command Group that includes Lt. Gen. Guillermo Eleazar, deputy chief for administration; Lt. Gen. Joselito Vera Cruz, deputy chief for operations; and Lt. Gen. Ephraim Dickson, chief of the directorial staff.

Duterte designated Sinas in November last year to replace then PNP Chief Gen. Camilo Cascolan.

In a press briefing at Camp Crame in Quezon City, Sinas said he believed he was able to deliver as PNP chief.

“I believe we have been able to deliver more than what we promised to the President and the public, simply because everyone kept faith in me, from the highest officer in our headquarters to the last beat patroller on the streets," Sinas said.

He said he was “truly thankful” that he was able to overcome obstacles during his stint as the country’s top cop.

Sinas earlier said all PNP generals are capable enough to lead the police force.

“We just wait kung sino pipiliin ng Presidente at siya po ang susuportahan ng buong PNP (We will just wait who the President would appoint and he will have the support of the entire PNP),” he said.

"After decades of procrastination in dealing with the communist insurgency whose principal objective is to replace the current economic and political order in the Philippines with a socialist system by waging a protracted people’s war to destroy the government, the Duterte administration institutionalized a whole-of-nation approach to attain inclusive and sustainable peace," Goitia said in a statement on May 1.

Citing the task force’s responsiveness to its mandate "to halt all the threats to the national security", he believes NTF ELCAC recognizes the internal socio-political stability as it promotes participatory governance, government synergy to push more developmental efforts, and empowering local government units.

"Specific to this is addressing the root causes of insurgencies, disturbance, tensions, and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social and development packages by the government, facilitating societal inclusivity and ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda," he said.

Earlier, several lawmakers made the call to defund the NTF-ELCAC and instead use the PHP19 billion budget for the low-income earners affected amid the Covid-19 pandemic.

Emotional, irrational

The lawmakers' decision, he said, comes out to be an "emotional response than a rational one."

"Throw discernment out and immediately condemn an action because their feelings were hurt. This is an egregious display of power," he said.

Of NTF ELCAC’s PHP19 billion total budget, PHP16.5 billion is allotted for the Barangay Development Program (BDP).

The BDP is aimed to deliver various government programs in conflict-afflicted and geographically isolated villages that have been considered "cleared" from the influence of communist rebels.

Meanwhile, Goitia cited a 2021 Senate report contrary to the lawmakers' recent statements against the task force over red-tagging allegations.

"Their declaration runs counter with their own panel February 21, 2021 report by the Senate Committee on National Defense and Security, Peace, Unification, and Reconciliation that the whole-of-nation approach could be the most effective anti-insurgency program as evidenced by the continuous and consistent reduction of the influence and strength of the CPP-NPA-NDF (Communist Party of the Philippines-New People’s Army-National democratic Front)," he said.

NTF-ELCAC programs, he added, made NPA-infiltrated communities see the "light at the end of the tunnel."

"The success of NTF-ELCAC cannot be discounted and the people will not allow the Senate to pursue their course of action which runs counter to the security and well-being of Filipino people," he said. "The BDP is one of the worthiest programs of this government.”

He noted that the task force has been assisting about 822 NPA-cleared barangays in the most conflict-afflicted areas by providing developmental packages such as farm-to-market road projects, school buildings, water, and sanitation system in conflict-affected communities, especially in the far-flung areas.

They are also providing financial aid to indigent individuals/families, electrification, health services as well as agricultural, livelihood, and technical vocational training for rebel returnees, he added.

Goal setback

"Taking away all of these government services especially in neglected Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) ancestral domains will set us back in our goal to bring stability in the countryside," Goitia said. "The only group who will benefit from this is the group which the whole-of-nation approach is trying to eradicate…..the CPP-NPA."

He added that former rebels would not return to the fold of the law if they are not satisfied with the NTF-ELCAC's programs.

"Peace must not be derailed by trivial arguments or emotional outbursts. We expect our leaders to work for the benefit of our country by expediently addressing our socio-economic issues," he added.

Signed into law by President Rodrigo Duterte in December 2018, Executive Order 70 created the NTF-ELCAC that institutionalizes a whole-of-nation approach in obtaining exclusive and sustainable peace, giving the government an effective solution against communist terrorists.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
