Opinion: Losing support

"These people should just return to the fold of the law."

Last week, the Philippine Army’s 8th Infantry Division engaged the New People’s Army in Dolores, Eastern Samar in a fierce gunbattle that lasted 16 hours resulting in the killing of at least 19 communist rebels while the government side registered no casualty.

As far as I recall, this is the single biggest loss the NPAs had suffered in recent years., which 8th ID successfully launched after they managed to infiltrate the NPA hideout located in the jungles of Dolores town.

According to Major Gen. Pio Dinoso III, commander of the 8th ID, the NPA hideout, situated three kilometers away from the nearest community in Barangay Osmena, encompasses a massive portion of the jungle: 200 meters long and around 60 to 80 meters wide.

But how exactly did they do it?

Aside from using high-tech equipment including their drones, Dinoso said their operation was a result of a “whole of nation” approach, largely crediting their “tipsters,” adding there were “one to two” informants who tipped the military about an NPA camp being built in the middle of the jungle.

The civilian participation in pinpointing the location of the NPA camp was confirmed by no less than Eastern Samar Governor Ben Evardone as he extended his congratulatory message for the successful operation.

“I would like to thank the military and the civilian population for a very successful operation against the insurgents. had it not been for the close cooperation between the military and the local population, the campaign against the communists would not have been successful,” said Evardone.

“I hope that this kind of close collaboration will continue so that we can attain peace and development in our province and country,” he added.

It’s quite ironic for the NPAs to be betrayed by tipsters or informants coming from the masses, given the claim they draw their strength from the masses. By being tipped by the masses themselves, it would only show the revolution, If it is still a revolution, being waged by the Left, is fast losing support.

Aggravating matters for the Left is that this happened in Eastern Samar, a former stronghold of the underground Left, having taken advantage of the economic situation of the province. Eastern Samar is considered one of the poorest provinces in the country.

And this grim development for the underground Left is attested by no less than a squad leader from the beleaguered NPA formation in Dolores, Eastern Samar.

In his social media post, Evardone said that squad Leader Norly Abadiano Pacimos, “who goes by the nom de guerre Good,” 35 years old, leader of Squad Tres, reportedly surrendered to the authorities with the help of concerned citizens of Barangay Gap-ang last Saturday.

“Accordingly, he decided to surrender to authorities because the masses already stopped supporting them and the government forces are becoming very strong,” Evardone’s post read.

“Sumuko ako kasi hindi ko na kaya at wala ng masa na tutulong sa amin bukod pa sa lumalakas na pwersa ng gobyerno. Kaya nanawagan ako sa mga kasamahan kong NPA na bumaba na at sumuko dahil wala tayong laban sa gobyerno (I surrendered because I cannot take it anymore and the masses have stopped extending help to us, aside from the fact the government forces are getting stronger. Thus, I appeal to my comrades in the NPA to come down and surrender as we don't stand a chance against the government),” Pacimos was quoted saying.

The underground Left has no one to blame but themselves as they continue to lose support from the masses they were supposed to serve and from where they are supposed to draw their strength.

Recent developments show they are resorting to gangsterism and banditry. Retired Army General Antonio Parlade even alleged they have resorted to kidnapping children of indigenous people to use them for propaganda purposes in the aim of raising funds.

A few months ago, I went with my friend to a town in Pampanga to attend the wake of his uncle. My jaws dropped when he informed me that his brother had to pay the NPAs operating in the area P50 thousand just so he could be allowed to construct their house there. Actually, he said the rebel group was asking for P100 thousand, but they “successfully” negotiated to reduce it by half.

Successfully negotiated? What for? They were just building a house, nothing else. What’s with the money for? For protection? From whom? From them? That is plain extortion – gangsterism.

In my column a couple of months ago, I also cited two instances wherein the rebel group attacked government forces trying to deliver relief goods to people.

In April last year, at the height of the pandemic, two soldiers were killed when a group of NPA attacked an aid distribution center in Eastern Samar, seizing the relief goods intended for the province's residents.

Last November, a group of NPA tried to hijack relief goods intended for the victims of Typhoon Ulysses in Quezon. Fortunately, the Army was able to foil the attack.

Imagine the NPAs trying to rob relief goods intended for the people who were affected by the pandemic in Eastern Samar and by Typhoon Ulysses in Quezon? And yet they expect the masses to still extend their support to them?

The cause of the revolution they are waging is lost. There are no more ends or goals to justify their means. They are no different from what they have described as enemies of the people, if not even worse.

Evardone could never sum it up more aptly when he said that the insurgency “has cost so many lives of our own brothers and sisters and contributed to the underdevelopment of our province and country.”

With nothing good resulting from the armed struggle they are waging, Evardone is strongly appealing that they lay down their arms and return to the fold of the law.

“I would also like to reiterate my appeal to the other members of the NPA to surrender to the government so that they can be given all the benefits and live a normal life with their families. let's stop this bloody fighting already,” said Evardone.

Diñoso installed as new military commander in Visayas

The military official who led the recent successful infiltration of a New People’s Army (NPA) bomb-making camp in Dolores, Eastern Visayas has been installed as the new commander of the Armed Forces of the Philippines’ (AFP) Visayas Command (VISCOM) over the weekend.

Maj. Gen. Pio Diñoso III, erstwhile commander of the 8th Infantry Division (8ID), was appointed as the new VISCOM commander last Saturday, Aug. 21, replacing now retired Lt. Gen. Roberto Ancan.

Diñoso led the Aug. 16 operation of the 8ID at a bomb-making camp of the NPA in the hinterlands of Dolores, Eastern Visayas which resulted in the killing of 19 rebels and none on the side of the military.

Lt. Gen. Jose Faustino Jr., AFP Chief of Staff, expressed confidence that Diñoso will take the VISCOM to greater heights under his leadership, especially in its anti-insurgency campaign.

“This change of leadership symbolizes the long-standing tradition and culture of organizational excellence and dynamism that we proudly espouse in the Armed Forces of the Philippines,” said Faustino, who presided over the joint change of command and retirement ceremony at Camp Lapu-Lapu in Cebu City.

Diñoso is a member of the Philippine Military Academy (PMA) “Maringal” Class of 1988.

Meanwhile, Ancan retired after 34 years in the service. He is a product of the PMA “Hinirang” Class of 1987.

Aside from being the VISCOM commander, Ancan also held various positions in the military including as United Nations Military Observer in Timor Leste; commanding officer of the AFP Peacekeeping Operations Center; and Battalion Commander of three different Infantry Battalions of the 10th Infantry (Agila) Division in Mindanao.

Since its inception in 2001, the Central Command (CENTCOM) reverted to being called the Visayas Command (VISCOM) last August 11. It is primarily geared towards attaining peace and sustainable development in the region.

Tatlong magsasaka ang pinatay at pito ang inaresto ng mga armadong ahente ng estado sa nakaraang mga linggo.

Sa Occidental Mindoro, pinaslang ng 203rd IB ang dating lider-katutubong si Baduy de la Cruz sa Sityo Cawit, Barangay Gapasan noong Hulyo 29. Dati na siyang minamanmanan ng militar at pilit na “pinasusurender.”

Sa Northern Samar, pinaslang ng 20th IB si Nilo Ogatcho, kapitan ng Barangay Victor, Las Navas noong Agosto 19. Ayon sa lokal na yunit ng Bagong Hukbong Bayan (BHB), ganti ito ng militar sa pagkamatay ng isang sundalo sa opensiba noong Hulyo 9 sa parehong barangay.

Pinatay naman ng mga elemento ng 63rd IB si Juddy Ragawdaw, dating aktibong myembro ng organisasyong magsasaka noong unang linggo ng Hunyo sa Barangay Loog, Basey, Western Samar.

Iligal na pag-aresto. Dinakip ng 203rd Brigade at pulisya ang isang magsasakang ipinakilalang “Ernesto Panganiban” sa Barangay Lisap, Bongabong, Oriental Mindoro noong Agosto 6. Dinakip siya ng mga sundalo at pulis para makubra ang ₱4.5-milyong pabuya sa katauhan ng inimbentong pangalan.

Sa Sibale, Romblon, apat na mangingisdang sumusukob upang makaiwas sa bagyo noong Hunyo 2 ang iligal na dinakip ng mga pulis at pilit na pinasurender bilang mga myembro ng BHB. Sinampahan ng gawa-gawang kasong illegal possession of firearms and explosives sina Nolan Ramos, Benny Hilamon, Marlon Angelo Torres at Ma. Teresa Dioquino.

Dinakip naman ng 62nd IB at 94th IB sina George Francis at Edwardo Mission, mga residente ng Guihulngan City, Negros Oriental noong Agosto 3. Hindi pa inililitaw si Francis habang idinetine si Mission sa istasyon ng pulis sa Binalbagan, Negros Occidental. Noong Agosto 3, walang-habas na inistraping ng 94th IB ang mga bahay ng pamilyang Ponsiano at Enriquez sa Sityo Tibak, Barangay Santol, Binalbagan.

Sa Masbate, inaresto ang barangay kagawad na sina Virginia Esperanza Cabiles, Jinky Esperanza Villadolid at Dee Madrilejo sa Barangay Talisay, San Fernando noong Agosto 12 matapos akusahang may kaugnayan sa rebolusyonaryong kilusan. Nakatakas si Madrilejo ngunit nahuli sa Masbate City.

Magkakasunod na ibinasura ngayong buwan ng dalawang rehiyunal na korte at mga prosekyutor ang gawa-gawang kasong isinampa laban sa pitong aktibista sa Metro Manila, Albay at General Santos City, at dalawang istap ng National Democratic Front of the Philippines (NDFP).

Unang ibinasura noong Agosto 4 ng Legazpi Regional Trial Court sa Albay ang kasong gunrunning laban kay Pastor Danilo Balucio. Ipinawalambisa nito ang mandamyento na ginamit ng pulisya sa paghalughog sa bahay ni Balucio at pag-aresto sa kanya noong Mayo dahil hindi umano nakabatay ang paglalabas nito sa makatotohanang impormasyon.

Noong Agosto 13, naibalita ang pagbasura ng mga prosekyutor sa reklamong kidnapping at bigong pagbalik sa isang menor de edad na isinampa ng pulisya laban sa kabataang aktibistang sina Elaine Edzel Emocling, Christine Joy Dual, Alex Danday at Alfie Omaga. Inakusahan ang apat na nagrerekrut ng mga kasapi ng hukbong bayan kaugnay ng pag-kidnap umano nila sa isang aktibistang nagngangalang “Trisha.” Nilinaw ng mga prosekyutor na hindi armadong pakikibaka ang paglahok sa mga protesta.

Noong Agosto 12, ibinasura ng General Santos City Regional Trial Court ang kasong illegal possession of firearms and explosives laban sa mag-asawang sina Edgar and Regina Patulombon na inaresto ng pulisya noong 2015 batay sa itinanim na mga ebidensyang baril at pasabog. Ibinasura ang kaso matapos na mapag-alaman na isinailalim ang mag-asawa sa imbestigasyon nang hindi ipinaaalam ang kanilang mga karapatan.

Noong Agosto 19, ipinawalambisa ng korte sa Quezon City ang search warrant na ginamit para tamnan ng mga baril at eksplosibo at arestuhin ang mag-asawang Alexander at Winona Birondo noong 2019. Pareho silang istap ng NDFP sa usapang pangkapayapaan.

Iniulat ng Kilusang Magbubukid ng Pilipinas (KMP) noong Agosto 12 na tumaas ang presyo ng abono nang ₱200-₱400/bag sa nakaraang dalawang buwan. Sa datos ng Department of Agriculture (DA), ang presyo ng prilled urea ay ₱1,415.99 kada bag, ₱1,393.32 sa granular urea, ₱778.79 sa ammosul at ₱1,268.19 sa complete. Halos doble ang mga ito kung ikukumpara sa presyo noong nakaraang taon.

Ginagamitan ng abono ang halos 85% ng mga palayan at kalahati ng mga gulayan sa bansa. Giit ng mga magsasaka na dapat imbestigahan ng DA ang pagtaas ng mga presyo at huwag itodo ang pag-aangkat ng imported at mamahaling abono. Kasabay ng pagtaas ng presyo ng abono, tumaas rin ang presyo ng petrolyo at mga pestisidyo.

Pagkakwari sa Negros, ipinatitigil. Noong Agosto 12, umapela ang mga magsasaka ng Silay City para ipatigil ang mga operasyon ng pagkakwari sa Silay City, Negros Occidental. Kinundena nila ang walang tigil na paghahawan sa kagubatan na nagdudulot ng pagbaha at pagkasira ng kanilang mga pananim. Sa limang operasyon ng pagkakwari sa lugar, isa ay pagmamay-ari ng meyor ng syudad na si Mark Andrew J. Golez.

Tanggalan sa Coca-Cola sa Cebu, naipasuspinde. Pansamantalang sinuspinde ang tanggalan sa Coca-Cola matapos magkaroon ng kasunduan sa pagitan ng mga kontraktwal na manggagawa at kanilang prinsipal na kontraktor noong Agosto 9 sa Mandaue City, Cebu. Ito ay matapos magsampa ng kaso ang mga manggagawa sa National Conciliation and Mediation Board. Kabilang sa kanilang inireklamo ang union busting at hindi makataong kalagayan sa paggawa, kung saan sapilitang pinagagampan ang mga manggagawa ng iba pang mga trabaho.

Protesta sa Talisay City. Nagmartsa tungo sa upisina ng Civil Service Commission sa Bacolod City noong Agosto 9 ang mga tinanggal na empleyado ng Talisay City Government at Bacolod City Water District upang ipanawagan na ibalik na sila sa trabaho.

Mga bakwit sa Haran, bumalik na sa Talaingod. Nagpasyang bumalik ang natitirang 100 katutubong Talaingod Manobo sa kanilang lupang ninuno noong Agosto 9 matapos ang pitong taon. Nagbakwit at nagsangtwaryo sila sa UCCP Haran Center sa Davao City mula pa 2014 matapos paulit-ulit na salakayin ng militar ang kanilang mga komunidad.

Walong armadong aksyon ang inilunsad ng mga yunit ng Bagong Hukbong Bayan (BHB) sa Negros Oriental, Northern Samar, Oriental Mindoro, Surigao del Sur, Capiz at Agusan del Norte mula Hulyo 25 hanggang Agosto 14. Hindi bababa sa walong sundalo ang napatay sa mga ito.

Isang elemento ng 62nd IB ang napatay sa mga operasyong haras ng BHB sa Negros Oriental noong Agosto 11. Isang pulis din ang nasugatan sa Los Angeles, Butuan City noong Hulyo 27. Isa pang sundalo ang napatay sa opensiba ng sa Barangay Victory, Las Navas sa Northern Samar noong Hulyo 9.

Oriental Mindoro. Apat na sundalo ang napatay at dalawa ang nasugatan nang pasabugan ng sila ng BHB-Mindoro sa kanilang kampo sa Barangay Panaytayan, Mansalay, Oriental Mindoro noong Agosto 4.

Pinasabugan din ng BHB ang komboy ng anim na sasakyang militar sa Sityo Tambangan, Barangay San Juan, Bulalacao noong Agosto 14.

Capiz. Pinarusahan ng BHB si Cpl. Frederick Villasis ng 12th IB noong Agosto 11 sa Barangay Lahug, Tapaz. Nakumpiska sa kanya ang isang pistolang Glock. Imbwelto siya sa masaker at maramihang pang-aaresto sa mga magsasakang Tumandok noong Disyembre 30.

Surigao del Sur. Dalawa ang sugatan at isa ang patay sa tropa ng 36th IB sa operasyong haras ng BHB-Surigao del Sur sa hangganan ng Barangay Bayogo, Madrid noong Hulyo 25. Pinaputukan din ng BHB ang mga elemento ng 75th IB na humahalihaw sa Barangay Bolhoon, San Miguel noong Hulyo 29.

Walang kalaban-labang pinatay ng pinagsanib na pwersa ng 5th Special Forces Battalion at lokal na pulis si Jhon Niebres Peñaranda, mas kilala bilang Parts Bagani, 54, upisyal ng Bagong Hukbong Bayan (BHB) sa Southern Mindanao Region, at bantog na rebolusyonaryong artista, sa Barangay Cannery Site, Polomolok, South Cotabato noong Agosto 16. Hindi armado at wala siya sa katayuang lumaban.

Kilala sa loob at labas ng rebolusyonaryong kilusan si Ka Parts bilang nangungunang rebolusyonaryong pintor at dibuhista na nakabase sa BHB. Nagmula siya sa uring petiburges pero inialay niya ang buong buhay at talino sa pagtatanggol sa masang inaapi. Habang tangan ang armalayt, sa gawaing militar at gawaing masa, lumilikha siya ng mga obra na sumasalamin sa paghahangad ng sambayanan na lumaya mula sa pang-aapi, pagsasamantala, gutom at kahirapan at para sa pambansa at panlipunang paglaya.

Habang nakilala sa kanyang mga obra bilang rebolusyonaryong artista, sa pangunahin, si Ka Parts ay isang mandirigma at kadreng militar ng BHB. May mayaman siyang karanasan sa pakikidigma, sa mga pagsulong at pag-atras, sa pangunguna sa mga taktikal na opensiba at sa pag-aaral ng sining ng digma. Sa nagdaang ilang taon, sinimulan ng Armed Forces of the Philippines (AFP) ang baluktot na kasinungalingang ipinalalaganap nitong “pang-aabuso” sa kababaihan sa loob ng Bagong Hukbong Bayan (BHB). Ginagamit nitong “ebidensya” ang nakukumpiskang mga birth control pill, condom at pregnancy test mula sa mga kampo ng BHB bilang patunay ng “pang-aalipin at pang-aabusong sekswal” ng kalalakihang kasapi ng hukbo sa kababaihan.

Ito ay kahit malinaw na ang naturang mga suplay-medikal ay mga instrumentro sa responsableng pagpapamilya. Taliwas sa ipinalalabas ng AFP, pinatutunayan nito ang pagtataguyod ng rebolusyonaryong kilusan sa mga karapatan ng mga kababaihan sa kalusugan at reproduksyon. Hindi lamang malisyoso ang pambabaluktot ng AFP sa tunay na gamit ng mga ito, pinatutunayan din nito ang pagkamuhi at mababang pagtingin ng reaksyunaryong hukbo sa kababaihan.

Mahigpit na tumatalima ang mga kasapi ng BHB sa pagtataguyod ng mga karapatan at kagalingan ng kababaihan, laluna ng mga babaeng mandirigma. Nakasaad ito sa Walong Puntong Dapat Tandaan: “Huwag pagsamantalahan ang kababaihan.” Ipinatutupad ang prinsipyong ito sa lahat ng larangan, at laluna sa pakikipagrelasyon at pagaasawa. Pinapatawan ng aksyong pandisiplina ang sinumang lumabag sa mga alituntuning ito.

May mga alituntunin ang rebolusyonaryong kilusan sa pagpapakasal, gayundin ang paghihiwalay at diborsyo. Bahagi ng pagkilala sa karapatan ng kababaihan at ng mga mag-asawa ang pagsusulong ng reproductive health at pagpaplano ng pamilya sa loob ng hukbo. Naglalaan ng rekurso ang mga yunit ng BHB para sa pangangailangan sa kontrasepsyon. Aktibong inilulunsad ang mga pag-aaral sa pagbubuo ng rebolusyonaryong pamilya at kontrasepsyon sa pagitan ng mga mag-asawa.

Pag-abuso ng AFP sa kababaihan

Direktang magkasalungat ang patakaran ng AFP at BHB. Mismong ang hepe nitong si Rodrigo Duterte ang nag-utos na “barilin sa kanilang ari” ang mga babaeng mandirigma. Kaliwa’t kanan ang kanyang pambabastos at pagmamaliit sa kababaihan, at inengganyo niya ang mga sundalo at pulis na gumawa ng mga krimen laban sa kanila.

Laganap sa mga yunit ng AFP ang paglapastangan sa mga kababaihan at menor de edad. Nagaganap ang mga ito sa tuwing naglulunsad ng mga Retooled Community Support Program (RCSP) ang mga sundalo sa komunidad at matagal na nagkakampo sa mga barangay.

Noong nakaraang taon, iniulat ang sapilitang pagpapatawag ng mga sundalo sa mga kababaihan ng Sityo Tapayanon, Barangay Gupitan, Davao del Norte tuwing Sabado para pagpilian kung sino ang kanilang gagahasain. Nagresulta ito sa maramihang pagbubuntis sa naturang komunidad at sumira sa mga pamilya.

Kabilang din sa listahan ang panggagahasa ng isang elemento ng 54th IB sa isang 16 anyos na babae sa Tinoc, Ifugao noong 2018. Iniulat sa parehong taon ang panghihipo ng isa pang sundalo sa isang ginang sa Barangay Lob-ong, Asipulo.

Hindi rin iilan ang mga naitalang kaso sa Ifugao ng pakiki-apid ng mga sundalo sa mga may-asawa. Naiulat din ang pag-ihi ng isang sundalo sa harapan ng mga menor-de-edad na kababaihan. Minsan ding sumigaw ang isang sundalo sa isang komunidad sa Asipulo: “Two hundred lang babae dito, virgin pa!”

Sa isang panayam na inilathala sa rebolusyonaryong pahayagan ng Panay na Daba-Daba, saad ng mga magulang: “Mas mabuti pang iwanan ang aming dalagang anak sa isang platun ng BHB kaysa iiwanan kasama ang isang armi.”

CPP/Ang Bayan: Gutom at hirap sa ilalim ng ECQ

Ibinababa na sa modified enhanced community quarantine (MECQ) ang antas ng lockdown sa National Capital Region (NCR), Bataan at Laguna mula Agosto 21 hanggang 31, matapos ipailalim sa dalawang-linggong enhanced community quarantine (ECQ), ang pinakamahigpit na kwarantina. . Naabot ang desisyon sa pamamagitan ng “sikretong botohan” ng mga myembro ng Inter-Agency Task Force at walang isinapublikong mga batayan nito.

Ginawa ang anunsyo ilang oras matapos iulat ng Department of Health (DOH) ang mahigit 14,000 bagong kaso ng nahawa ng bayrus noong Agosto 19. Sa sunod na araw, umabot sa 17,231 ang naiulat na bagong kaso, pinakamarami mula nagsimula ang pandemya. Bago ipinataw ang 2-linggong ECQ, nag-abereyds lamang sa 9,000 ang nahawa ng bayrus araw-araw. Lampas 1.8 milyon na ang tinamaan ng Covid-19 sa buong bansa noong Agosto 20. Lampas 10,000 ang arawang nahahawa sa nakaraang siyam na araw, at tinatayang tataas pa ito sa susunod na mga linggo.

Sa Metro Manila, nasa 73% ng mga kama sa ospital para sa kritikal na mga kaso ang okupado. Gamit na rin ang 60% ng mga isolation bed, 67% ng mga ward bed at 61% ng mga ventilation machine. Imbes na mabilis na paramihin ang mga pasilidad para saluhin ang dumaraming kaso, inutos ng IATF na ibaling ng mga ospital na ang mga kama na nakalaan sa mga pasyenteng may ibang sakit sa mga pasyenteng may Covid-19. Ginagawa ito nang walang dagdag na personel sa mga ospital at iniaatang sa sobra satrabahong mga nars at duktor.

Pero ang lumalabas na pinakadahilan ng pagbaba ng istatus sa pagkakwarantina ay ang sinabi ni Department of Interior and Local Government na si Gen. Eduardo Año na walang na diumanong pondong pang-ayuda ang gubyerno kung palalawigin pa ang ECQ.

Bago pa nito, kinontra ng maraming negosyante ang planong palawigin ang lockdown. Anila, sa ngayon pa lamang ay marami na ang nagsarang negosyo at tiyak na madaragdagan pa kung palalawigin pa ang ECQ. Sa datos ng National Economic Development Authority, ₱150 bilyon ang nawawala kada linggo sa pag-iral ng ECQ. Matindi ang epekto nito sa ekonomya dahil ang sangkatlo nito ay binubuo ng NCR.

Bunga ng serye ng mga lockdown mula 2020, umaabot na sa 9.2 milyon hanggang 13.5 milyong Pilipino ang nawalan o kulang ng trabaho dahil sa pandemya. Idagdag pa dito ang tinatantyang 444,000 nawalang trabaho dahil sa dalawang linggong ECQ.

Imbes na palakasin, lalong nalugmok ang sistemang pangkalusugan at mga manggagawa nito. Ayon sa Philippine Nurses Association, umaabot na sa 40% ng mga nars sa bansa ang nagbitiw sa trabaho mula noong nakaraang taon bunga ng sobrang pagod, maliit na sweldo at walang ayuda tulad ng special risk allowance at active hazard pay mula sa gubyerno. May 30,000 nars ang nagtatrabaho sa pribadong sektor at 13,000 sa kanila ang kontraktwal. Nagbabanta ang mas marami pang nars na magbitiw sa pwesto dulot ng sobra-sobrang trabaho at pagkakait ng kanilang mga benepisyo.

Binatikos naman ng mga mambabatas ang napakaliit na ₱4.5-bilyong ayudang ipinagmamayabang ni Año. Batay sa datos mula sa iPrice, isang online data aggregator, ipinapakita na ang NCR noong Abril ay pumapangalawa sa may pinakamataas na renta sa bahay, kasunod ng Singapore. Ayon kay Bayan Muna Rep. Carlos Zarate, ang gastos para sa isang buwan ng isang tao sa NCR ay ₱50,800 at ₱28,800 kung hindi siya umuupa. Kung hahatiin ito sa dalawang linggo, ang isang indibidwal ay nangangailangan ng ₱14,000 kada linggo. Ang alokasyong ₱1,000 kada indibidwal ay hindi man lamang katumbas ng dalawang araw ng minimum na sweldo sa NCR at mas mababa sa ₱1,058 kada araw na nakabubuhay na sweldo para sa lima-kataong pamilya. Kahit ibibigay pa ng gubyerno ang ₱4,000 kada pamilya, hindi pa rin ito sasapat. Batay sa datos ng iPrice, ang isang apat-kataong pamilya ay nangangailangan ng ₱57,600 upang mabuhay ng disente sa loob ng dalawang linggo, malayo sa maksimum na maaaring makuhang ayuda na ₱4,000.

Sa gitna nito, pinaarangkada ng rehimen ang paghihigpit sa kilos at panggigipit sa ngalan ng pandemya. Umabot sa 108,777 ang inaresto ng mga pulis sa NCR dahil sa paglabag sa mga protokol pangkalusugan pangunahin sa pang-ekonomyang kadahilanan. Binaril naman ng isang tanod ang mangangalakal ng basura na si Eduardo Geñoga noong gabi ng Sabado sa Barangay 156 sa Tondo, Manila matapos sitahin dahil sa paglabag sa curfew. Si Geñoga ay maysakit sa pag-iisip.

Inulan ng batikos si Rodrigo Duterte matapos niyang batikusin at sindakin ang Commission on Audit (COA) noong Agosto 16 na itigil ang pagsasapubliko ng mga ulat kaugnay sa mga anomalya sa pondong pampandemya ng iba’t ibang ahensya ng reaksyunaryong gubyerno. Sa sumunod na araw, idinaing ni Department of Health (DOH) Sec. Francisco Duque III na “winarak” umano ng komisyon ang kagawaran matapos na malantad ang maanomalyang paggamit sa pondong pangkalusugan sa kritikal na panahon ng pandemyang Covid-19. Kriminal ang pagpapabaya at pagwawaldas sa pondo ng bayan sa gitna ng pandemya. Ito ay habang ilanlibong buhay ang nasakripisyo, at milyong nawalan ng trabaho at sumubsob sa kahirapan.

Pinuna ng COA ang DOH sa bigong paggamit nito sa pondong pampandemya, at mga iregularidad at kabagalan sa sistema ng pagbili ng mga suplay at kagamitang medikal.

Sa partikular, kinwestyon ng COA ang mga anomalya sa paggamit at hindi pagmaksimisa sa aabot ₱67.32-bilyong pondong pampandemya ng DOH noong 2020. Ayon sa ahensya, umabot sa ₱11.89-bilyong pondo para sa pagpapaunlad ng sistemang pangkalusugan ang hindi nailabas dulot ng mga kakulangan ng DOH. Kinwestyon din ng COA ang mahigit ₱95.15-milyong halaga ng gamot at iba pang kagamitang medikal na na-expire na o di kaya’y malapit nang ma-expire sa imbentaryo nito. Liban dito, lumalabas na nagkaroon ng sobrang pagpepresyo nang hanggang ₱1 bilyon ang pagbili ng ahensya ng mga face mask at face shield na ipinaubaya nito sa Department of Budget Management (DBM). Naungkat na ibinalik ng DOH sa DBM ang ₱42 bilyon para sa pagbili ng mga gamit medikal nang walang kaukulang dokumentasyon.

Dagdag dito, wala ring maayos na dokumentasyon ang ₱539.29 milyong ginastos ng DOH para sa kumpensasyon ng mga manggagawang pangkalusugan; ₱275.9 milyon para umano sa mga “meal allowance” at ₱11.66 milyon para sa death and sickness pay ng mga manggagawang pangkalusugan; at kung paanong ginamit ang ₱1.4 bilyong donasyon na natanggap nito sa parehong taon.

Department of Social Welfare and Development. Hindi nagamit ng ahensya ang ₱780.71-milyong badyet nito para sa Social Amelioration Program (SAP) na napakinabangan sana ng 139,300 benepisyaryo. Kinwestyon din ang paggamit nito sa ₱4.36-bilyong pondo para sa SAP sa anim na rehiyon nang walang maayos na dokumentasyon. Sa kabuuan, aabot sa ₱5.46 bilyon ang kwestyunableng ginamit ng ahensya.

Department of Labor and Employment. Napuna ang kawalan ng maayos na internal na sistema sa pagtitiyak ng ayuda sa ilalim ng tatlong programa sa ayuda para sa mga manggagawa at migranteng nawalan ng trabaho dulot ng pandemya. Napansin ng mga awditor ang ilang iregularidad gaya ng sobra-sobrang ayuda sa 213 benepisyaryo na nagkakahalagang mahigit ₱1 milyon. Nalantad din ang hindi pagbibigay sa mga benepisyaryo ng anumang ayuda o di kaya’y kulang na ayuda. Nasa ₱22.34 milyon naman ang nakadeposito pa sa mga remittance center at hindi pa nakukuha. Nasa ₱1.57 bilyon naman ang ipinamahagi nitong cash advance sa mga manggagawa nang walang maayos na dokumentasyon.

Land Transportation Franchising and Regulatory Board. Isang porsyento lamang o ₱59 milyon ang inilabas ng ahensya para sa Service Contracting Program na naglalayon sanang pansamantalang iempleyo ang mga drayber na naapektuhan ng mga restriksyon sa pagbabyahe. Wala pa sa kalahati ng 60,000 benepisyaryong drayber ang nairehistro sa naturang programa.

Department of Agriculture. Umaabot sa ₱2.2-bilyong pondo ang hindi nito nagamit sa ilalim ng Bayanihan 2 na nakalaan para ayudahan ang maliliit na magsasakang apektado ng pandemya. Sumobra naman ng ₱250.53 milyon ang naipamahagi nitong ayuda para sa mga magsasaka sa ilalim ng apat na programa nito. Kabilang umano sa mga nabigyan ng ayuda ang “hindi kwalipikadong mga magsasaka” at doble hanggang tripleng pagbibigay ng ayuda sa 14,058 benepisyaryo. Napuna rin ang hindi wastong pagpepresyo ng ahensya sa mga kagamitan sa pagsasakang ipinamamahagi nito.

Department of Education. Napuna ang naantalang paglalabas ng ahensya ng ₱1.39 bilyon sa ilang mga dibisyon nito sa harap ng matinding pangangailangan bunsod ng pagpapatupad ng distance learning. Nasa ₱916 milyon lamang (41%) sa ₱2.23-bilyong pondong nakalaan para sa anim na rehiyunal na upisina ng ahensya ang nailabas, habang nasa ₱29 milyon ang hindi nagamit ng pito ding panrehiyong upisina. Pinuna rin ng COA ang mali-mali, kulang-kulang at napakabagal na produksyon at deliberi ng mga modyul na ginagamit sa distance learning.

Isang pulang saludo para kay Kerima! Nitong August 20,2021, napaslang si Kerima o mas kilala bilang si Ka Ella kasama ang isa pang mandirigma na si Ka Pabling sa isang labanan sa Silay City, Negros Oriental.

Si Kerima ay isang mahusay na makata at manunulat. Sa mga panahong nakasama siya ng ARMAS- RRPMadrigal Chapter, ang kanyang kaalaman sa sining at kultura ay kaniyang ibinihagi hindi lang sa mga miyembro ng ARMAS kun’di sa bawat masang kanyang nakakasama. Naging huwaran din siya ng maramjng artista’t manunulat dahil sa kanyang pagiging matiyaga, maalalahanin at higit sa lahat sa pagiging magiliw sa mga kasama.

Taong 2019 ang huling pagkakataong nakasama namin siya para sa isang gawain sa isang rehiyon. Sa kanyang pagiging malikhain at pagiging maagap sa pagkilos, naidaos ng matiwasay ang aming inihandang programa para sa masa. Lubusang kinagalakan ng mga manonood ang naturang palabas. Kahit pa sa gitna ng matinding panunupil, walang nakapigil sa aming ginawang kultural na aktibidad bagkus, ito pa nga ay umani ng papuri mula sa masa at nagbigay ng lakas ng loob upang patuloy na lumaban.

Matatandaang kamakailan lamang ay napaslang si Kasamang Ronnel Madrigal na isang hukbong kadreng pangkultura at makalipas ang ilang linggo, si Kasamang Parts Bagani naman ang walang-awang tinugis ng mga militar.

Nagpupugay ang ARMAS-RRPMadrigal Chapter sa mga artistang nagbuwis ng kanilang buhay para sa bayan! Nagdulot man ng matinding kalungkutan ang kanilang pagkawala, nagpapatunay naman ito na marami pang mga artistang tatahakin ang landas ng pakikibaka. Mas lumalawak ang mga artista’t manunulat na bukod sa paglikha ng sining para sa sambayanan, humahawak rin ng armas at nagiging bahagi ng Armadong Pakikibaka!

Ang mga buhay ng mga Artista ng Bayan at ng iba pang mga martir ng rebolusyon ay hindi kailanman masasayang sapagkat patuloy tayong lalaban kasama ang masang pinagsasamantalahan hanggang sa nalalapit na tagumpay!

“A poet should know how to lead an attack” was among the great Vietnamese communist leader Ho Chi Minh’s famous quotations, and this fittingly epitomizes Comrade Parts Bagani – people’s artist and guerrilla warrior, who used his gun and paint brushes to lead an attack, literally and figuratively.

Like many other outstanding comrades in the armed revolutionary movement, both living and fallen, Comrade Jhon Niebres Peñaranda, popularly known by his nom de guerre Parts Bagani, is almost a legend among activists, revolutionaries and even art critics, for his exceptional paintings and visuals mirroring the actual struggle in which he, the people’s army and the lumad communities were immersed.

His strokes are distinct and easily detectable particularly among activists and fellow revolutionaries who find in his artistic drawings revolutionary inspiration and determination to achieve victory and march towards building a socialist future.

But he was primarily a people’s warrior, a revolutionary guerrilla of the New People’s Army. In paying trubute to him, the CPP said in a statement: Ka Parts was primarily a fighter and a military cadre of the NPA. He had rich experiences in war, from advances and retreats, from leading tactical offensives and studying the art of warfare. He knitted his brows to come up with plans to further raise the capability of the NPA and Red fighters in waging armed struggle.

Rigoberto Sanchez, spokesperson of the Southern Mindanao Regional Operations Command of the NPA, said Comrade Parts helped plan and execute several successful tactical offensives. He created excellent maps, sandboxes and materials for war games during preparations for these military actions. He was an excellent instructor during politico-military trainings of Red fighters and gave incisive assessments during military conferences of the regional operations command.

The National Executive Committee of the National Democratic Front of the Philippines, together with the NDFP Negotiating Panel, the NDFP International Information Office, and NDFP leaders and members abroad express their highest tribute to Comrade Parts Bagani; and likewise condemn in the strongest possible terms his brutal and treacherous killing in gross violation of the Geneva Conventions and International Humanitarian Law, which the armed forces of the Duterte fascist regime habitually disregard. We exalt the martyrdom of Comrade PartsBagani as we are enraged by the manner of his death. We are privileged to have been gifted by Comrade Parts Bagani with a huge oil painting of the Mindanao mountains with the profiles of Mao, Lenin and Marx at the top left corner and NPA fighters at the lower right corner and with a smaller oil painting inspired by the poem “The Guerrilla Is Like a Poet by Amado Guerrero, depicting a colorful forest in which an image of a peasant guerrilla is embedded. This latter painting has drawn so much attention, interest and amusement among compatriots and friends of the NDFP as they are challenged to look intently and find where exactly is the peasant guerrilla embedded in the painting. He has also donated to us personally several handmade cups and carvings.

His paintings and other works of art constantly inspire us to pursue the people’s democratic revolution through protracted people’s war, conducted mainly in the countryside by the peasants and the people’s army. We are reminded of how the armed revolution led by the Communist Party of the Philippines and carried out by New People’s Army has continued to produce artists, poets, singers and composers, among others, among the ranks of its peasant and worker guerrillas.

SAN LUIS, Agusan del Sur – Exploited residents and former supporters of the Communist NPA Terrorists (CNT) condemned the deception and atrocities of the armed group and confirmed their support to Executive Order 70 during the conduct of Pulong- pulong at Brgy. Lydia, La Paz, Agusan del Sur, last August 17, 2021.

The said Pulong-pulong was part of the continuous dialogue to the different tribal chieftains and local populace with the purpose of informing the locals on the deceptive tactics and propaganda of the CNTs and at the same time bring the government closer to them. This activity also assists in informing the concerned agencies on the identified issues and concerns of the locals which are being exploited by the CNT in order to agitate them and further join the armed movement.

A total of 6 Tribal Chieftains and 50 locals from the Banwaon and Manobo Tribes
attended the said activity spearheaded Hon. Antonio A Piquero, Brgy. Lydia Chairman,
together with the MLGOO, NCIP, LGU, IPMR, and other concerned agencies.

One of the highlights of the said activity was the reaffirmation of the Tribal Chieftains to condemn the CNT and the manifestation of their support to Task- Force ELCAC that
empowers the passage of government programs and initiatives to attain inclusive and sustainable development in the community.

magpailad pa sa mga NPA nga mag ingon nga sila ang sundalo sa kabos, kay kung tinoud man na, ngano bisan isa ka proyekto o programa wala gani sila nahimo ug hinoon sila pa’y mangguba ug magbabag sa mga proyekto nga gihatag sa atoa sa gobyerno diri sa atong kumonidad nga maoy makatabang unta sa atoa para sa atong panginabuhi, ug ngano nga ang mga NPA, makigbahin pa sa atoang gamay nga abot sa atong panginabohi, imbis nga sila ang muhatag sa atua kung tinood man gane nga sundalo sila sa kabos.”, a certain Jaime said during the open forum.

Hon. Jose I Pendon, IPMR of LGU-La Paz also condemned the CNTs exploitation of
the locals, particularly the natives who were the most vulnerable targets of the black
propaganda and false ideology of the communist against the government. “Isip inyong IPMR sa lungsod sa La Paz, ginadasig ko kamu nga atong suportahan ang mga programa sa atong gobyerno tungod kay kita gihatagan ug katakos sa kumonidad alang sa pagpaabot sa atong mga tingog ngadto sa lokal ug national nga panggamhanan. Ug gani naa tay opisina sa munisipyo para sa mga parehas sa ato nga nitibo nga atong masaligan aron mapaabot nato ang atong mga mulo ug panginahanglan sa labaw nga panggobyernohan. Kay wala’y laing makatabang sa atoa kundi ang gobyerno lamang, dili kanang mga NPA.”, he said.

Meanwhile, Lt. Col. Reynald Romel A. Goce, Commanding Officer of 26IB, applauded
the local populace of Brgy. Lydia, especially the different tribal chieftains and sitio leaders for realizing the true color and motives of the CNTs. He also commended the local government and other concerned local agencies for their undying support to EO 70 and to the Philippine Army. “The Army welcomes the creation of the TF-ELCAC because it greatly empowers the organization through its collaboration with the different agencies in attaining an inclusive and sustainable peace and development. We are very grateful that all of us in the government are doing our best to address and to achieve our common goal.”, he stated.

“The insurgency is not the sole responsibility of the men in uniform. Rather, it is a
collective effort of all government agencies to end it. Remember that the CNTs are using issues in agriculture, environment, labor, and more in order to agitate the populace. It is but a must to work hand in hand to make EO 70 achieve its mission.”, Lt. Col. Goce ended.

The Western Mindanao Command recognized the invaluable support of the local chief executives of Sulu to the command’s thrusts.

Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command presented plaques of appreciation to the governor, vice governor, congressmen, and mayors of all the municipalities of Sulu in a simple ceremony held at the Laong Laan Hall in Camp Navarro, Calarian, this city on August 22, 2021.

“I would like to personally extend my heartfelt gratitude to all of you for your unwavering support to all our campaigns particularly in ending terrorism and violent extremism in Sulu. Without your support we will not be able to achieve what we have accomplished,” Lt. Gen. Vinluan, Jr. addressed the officials.

In his message, Gov. Tan said, “Sulu loves you General Vinluan. Under your leadership, the military used approaches that effectively changed the security landscape in Sulu. The peace situation is far better now than it used to be. You exemplified that war is not the solution to the security concerns in our province. Thank you for assisting us in bringing back the IDPs to their respective barangays through the Balik-Barangay Program that we co-initiated. Even after your retirement, you are very much welcome to visit Sulu anytime you want”.

During the stint of Lt. Gen. Vinluan, Jr. as the commander of the Western Mindanao Command, there were zero cases of kidnapping, all remaining kidnap victims were rescued, significant personalities of the Abu Sayyaf Group were neutralized, and there was an influx in the capitulations of the group members.

Also present during the activity were Brig. Gen. Antonio Nafarrete, WestMinCom Deputy Commander for Administration; Col. Elmer Suderio, WestMinCom’s Chief of the Unified Command Staff; and Col. “The war will continue against the Communist Party of the Philippines-New People’s Army (CPP-NPA).”

This was stressed by the Philippine Army’s 3rd Infantry Division (3ID) based in Jamindan, Capiz after Friday last week’s encounter in Barangay Kapitan Ramon, Silay City, Negros Occidental that left a solider and two members of the NPA dead.

According to Major Cenon Pancito III, 3ID spokesperson, their operations are a way to honor their fallen comrade, Private First Class (PFC) Christopher Alada of Badiangan, Iloilo.

Alada was assigned at the 79th Infantry Battalion (79IB).

Pancito said the 3ID has deployed more soldiers to conduct massive operations in the islands of Panay and Negros.

The two dead rebels, on the other hand, were Kerima Tariman and a certain “Pabling”, both members of the Northern Negros Front of the Komiteng Rehiyon Negros/Cebu/Bohol/Siquijor (KR-NCBS).

“We, together with peace-loving Filipinos, are calling on rebel fighters to return to the fold of the law. You will never win against the government. You only have two choices. Surrender and live a normal life together with your families or be killed in battle,” he added.

The 79IB troopers encountered the team of Tariman early morning of Aug. 20. The rebels scampered to different directions leaving behind their wounded comrades.

Government forces recovered personal belongings and cooking utensils.

According to Pancito, Tariman and “Pabling” were notorious terrorists operating in Northern Negros, and were responsible for the series of extortion and intimidation activities there, the latest of which was the burning of construction equipment in Silay-EB Magalona in April.

Tariman was reportedly the secretary or the leader of the Northern Negros Front.

Two of the four arrested New People’s Army members in Santa Catalina, Negros Oriental, have pending arrest warrants for murder, Lt. Col. Roderick Salayo, 11th Infantry Battalion commander, said.

The four arrested rebels, believed to be remnants of the dismantled NPA South East Front, were identified by Salayo as Roel Casilao, alias Gary, commanding officer of the Local Guerilla Unit of the South East Front, Allan Ybanez, alias Ban, and Joselie and Jestoni Lasas, who had pending arrest warrants for murder.

The apprehension of the four rebels, that was an offshoot of the joint operations of the 11IB and the Philippine National Police in Sitio Tamlang, Brgy. Talalak, Santa Catalina, Negros Oriental Wednesday, also yielded two M14 assault rifles with three magazines containing ammunition, one M16 assault rifle, a 12 gauge shotgun, ammunition for M16 and shotgun, two handcuffs, assorted medicines, six disposable syringes, and subversive documents.


Salayo said the apprehension of the four rebels will not be the last, as he anticipates more surrenders and arrests in the next few days, following the intensified combat operations against the NPA.

Brig. Gen. Leonardo Peña, 302nd Infantry Brigade commander, lauded the 11IB for apprehending the four, and preventing them from further sowing terror.

Peña attributed the successful operation to the vigilance and cooperation of the civilian populace by giving accurate information to the troops.

One of the two New People’s Army rebels killed in an encounter with the 79th Infantry Battalion soldiers in Brgy. Kapitan Ramon, Silay City, Negros Occidental Friday, was the secretary of the newly-dismantled Northern Negros Front, a high ranking military official said yesterday.

Lt. Col. J-Jay Javines, 79IB commander, said that
Ka Ella, whom the Apolinario Gatmaitan Command identified as Kerima Lorena Tariman, and a certain Ka Pabling, were linked to a series of extortion and intimidation activities in northern Negros, including the recent burning of three heavy equipment in Brgy. San Isidro, EB Magalona.

The encounter between 79IB soldiers and the group of Tariman in Hacienda Raymunda, Brgy. Kapitan Ramon, also claimed the life of PFC Christopher Alada of Badiangan town in Iloilo.

Ka Juanito Magbanua, spokesman of the Apolinario Gatmaitan Command, said in a statement that Ka Ella, from Legaspi City in Albay, served as a leading Party cadre of the Roselyn Jean Pelle Command in northern Negros.


TRIBUTE

Magbanua said the entire revolutionary movement rendered its highest tribute to revolutionary martyrs Ka Ella and Ka Pabling, who offered their lives to the life and death struggle of the masses in Negros Island.

Maj. Cenon Pancito, 3rd Infantry Division spokesman, however, said that Ka Ella was never a people’s hero, citing her involvement in terrorizing people in northern Negros.

While they were saddened by the death of Ka Ella and Pabling, and mourning the loss of Alada, Pancito said the rebels are not just headaches of the people, but also responsible for the fear and terror that Negrenses are experiencing.

Ka Ella came to Negros, with the aim of reviving the influence of the Northern Negros Front, that had been categorized by no less than their own leadership as dismantled for failing to meet party standards, Pancito said.

Javines said that Ka Ella was the wife of Eric Acosta, a political prisoner, who was recently released from jail.

The NPA statement, meanwhile, said that Tariman, 42, was once a managing editor of The Philippine Collegian of the University of the Philippines.

“She was a renowned poet, writer, and revolutionary artist, who chose to share the life-and-death struggle of the masses of Negros Island. She gave up her life to serve the people and the revolution,” the NPA said.

The Communist Party of the Philippines also issued a statement describing Ka Ella as an artist and an intellectual, who endeared herself to the peasant masses of Negros, and embraced their cause.

Plans of the Abu Sayyaf to kidnap Malaysian resort owners in Sandakan in Sabah were foiled as two suspected members of the Abu Sayyaf Group (ASG) were shot dead Friday morning.

Sabah Police Commissioner Datuk Hazani Ghazali in an online briefing for the BIMP (Brunei Indonesia Malaysia Philippines) media on Friday said initial investigation showed that the ASG members planned to abduct the owners of two estates in Sandakan and Sukau.

The two who were killed were believed to be among seven ASG members nabbed in a special operation dawn of August 18 where 11 Filipinos were arrested as suspected undocumented migrants.

In its investigation, the Sabah police found that seven of the 11 arrested Filipinos were allegedly members of the ASG. There were reportedly other ASG members who escaped the first round of arrests, prompting a second manhunt on August 19, particularly at the Bornhill Palm Oil Estate at Pulau Timbang, in the northern part of Timbang Island.

The Eastern Sabah Security Command (ESSCOM) Intelligence Division headed by Senior Assistant Commissioner Zaki Mohammad Zain, coordinated with the Armed Forces of the Philippines (AFP).

Lt. Col. Hernane Songano, commanding officer of the 4th Marine Brigade in Sulu, on instructions of Joint Task Force Sulu chief Maj. Gen. William Gonzales, supported the ESSCOM raiding team through intelligence sharing.

Hazani said that when the raiding team arrived, the suspects fired at the Sabah security forces who fired back, killing two persons armed with caliber .45 pistol, a Colt and a machete.

“Gunshots were fired in response and that is why our men had to retaliate,” Hazani said.

Malaysian security forces earlier heard noise in the abandoned oil palm resort. They called out for them to surrender.

The two slain victims were identified through their identification cards and other supporting documents as Amman Adam alias Man and Jasmine, and Jimdan Hairudin. Their bodies and recovered items were brought to Sandakan District Police Headquarters for disposition.

THE TALIBAN'S takeover of Afghanistan was swift and thorough. The U.S. government’s $83 billion project of state-building failed spectacularly. And the U.S. military’s provision of $6 billion a year in security assistance proved meaningless, as Afghan security forces simply evaporated in the face of Taliban offensives, surrendering without a fight.

So what does this mean for Southeast Asian security? How will it impact Islamist militancy moving forward? Right now, there is no clear answer, but a look at recent history suggests the return of the Taliban could revitalize weakening terrorist networks in the region.

An intertwined history

Afghanistan has always played a part in the development of terrorist networks in Southeast Asia. Not many Southeast Asians traveled to fight the Soviets in the 1980s, but those that did returned to Southeast Asia and took over leadership of almost every militant Islamist group, including Jemaah Islamiyah, Kumpulan Mujahidin Malaysia, and Laskar Jihad. These returnees were placed on pedestals and established madrassas that they used as centers of recruitment and indoctrination for the next generation of militant jihadists.

The Moro Islamic Liberation Front broke away from the secular Moro National Liberation Front in 1984, and moved their headquarters to Lahore, Pakistan, where they deepened ties to transnational jihadists. By 1996, al-Qaeda was dispatching operatives to replicate at the local level their Afghan training camps.

Southeast Asian militants were increasingly being trained at al-Qaeda camps in Afghanistan. And the results were devastating. One only has to look at the casualties of the 2002 Bali bombings to see the devastation that could be wrought by al-Qaeda-trained operatives.

Jemaah Islamiyah’s operations chief Hambali and al-Qaeda anthrax researcher Yazid Sufaat were in Afghanistan on 9/11 waiting to procure a virulent strain that could be produced in a Malaysian lab.

Southeast Asian militants played key roles in al-Qaeda operations, as well. A meeting in Kuala Lumpur in 2000 reviewed the failed attack on USS The Sullivans (January 2000), planned the USS Cole attack (October 2000), and made final preparations for the 9/11 attacks the following year.

Following the U.S. invasion of Afghanistan in October 2001, al-Qaeda’s operational chief Khalid Sheikh Mohamed called for militants in Indonesia to launch a diversionary attack. The result was the Bali bombings that caused the death of 202 people.

Other attacks against U.S. interests were planned, including a bombing of U.S. naval vessels in the Singapore Strait. From 2002-2009, Jemaah Islamiyah was al-Qaeda’s most consistently lethal franchise.

With the initial defeat of the Taliban and much of al-Qaeda being driven from Afghanistan, in 2001-2002, the links between Southeast Asian militants and Afghanistan became more tenuous. Years of effective counterterrorist operations across Southeast Asia led to JI’s collapse as a militant organization. It launched its last terrorist attack in 2011.

By 2014, the Islamic State, which had swept across Syria and Iraq, was the new shiny thing to attract the interests of regional militants. Former leaders and cells of the pro-al-Qaeda Jemaah Islamiyah defected to the Islamic state, and Southeast Asian militants began to travel to Syria to wage jihad. By November 2014, there were enough to establish a Bahasa-language-speaking company.

Now what?

What does the Taliban’s takeover mean for militancy in Southeast Asia?

At one level, it’s a clear propaganda victory. The Taliban and their Mujahidin antecedents can claim to have defeated two superpowers. Islamists will rejoice in that fact, alone. And it will inspire them to set their sights back on their own corruption-ridden governments, which they view as being propped up by the West.

We do not know if Afghanistan will return to being a terrorist safe haven. Some argue that al- Qaeda never left, and that the Taliban have not moderated their stance on the group one iota. Others contend that after been driven from power for 20 years, the Taliban have an incentive to make sure that Afghanistan does not become a safe haven again.

But the most important factor is not what happens in Afghanistan, but the terrorist trajectory in Southeast Asia. For the past seven years, pro-Islamic State groups have been the most consistently lethal terrorist organizations in the region. JI has quietly let them absorb the body-blows of the region’s security forces, who have been far more proactive with the Islamic State, far more willing to cooperate with regional partners, and armed with far greater legal powers and authorities. Pro-Islamic State groups, especially in Indonesia, are significantly weakened.

And Jemaah Islamiyah is waiting to pick up the pieces. It certainly has the financial resources to do so. They are stronger than they have been in years, as the state gave them ample space to regroup, run their madrassas, mosques, businesses, and charities.

Jemaah Islamiyah never renounced violence, waiting patiently for the appropriate time to resume terrorist operations. And unlike in parts of South Asia and the Middle East, things are much more fluid in Southeast Asia. Groups and individuals can move between groups without consequence.

What is very telling is that by July 2021, Indonesian security forces had already arrested over 30 members of Jemaah Islamiyah.

And of course, things in Iraq and Syria remain far from settled. Though the Islamic State has suffered reversals, it is far from a defeated force. They too, could regroup, one again drawing support from Southeast Asia.

Arguably the greatest impact on regional security from the fall of Afghanistan will simply be a greater questioning of American reliability and commitment as an ally and security partner. The damage has been done, and this plays into the hands of Chinese propagandists who revel in sowing seeds of doubt regarding U.S. reliability.

NPA IEDs, war materials recovered in Quezon

CAMP CAPINPIN, Tanay, Rizal --Four victim-detonated IEDs and various war materials were recovered by elements of the 59th Infantry Battalion during the conduct of operations in Sitio Syoli, Barangay San Jose, Mauban, Quezon on August 17, 2021, through the information revealed by a former rebel.

The surrender to 59th Infantry Battalion last July 29, 2021, was brought about by the localized peace engagement activities through the local task forces for Ending Local Communist Armed Conflict in the area under the 2nd Infantry Division of the Philippine Army in the province of Quezon. According to the former rebel, he became disillusioned and have lost faith in their ideology. And that it was because of the corruption and misdeed committed by their cadres.

The recovery of the improvised explosive devices undoubtedly shows that the New People's Army uses prohibited war materials, which was in direct violation of the International Humanitarian Law. The recent recovery of the mentioned war materials will lessen the rebel's capability to sow harm and terror to the people and the community and contribute to achieving peace and order in the province of Quezon.

The recovered war materials are the following: four improvised explosive devices, three improvised remote control, four fugal, four commercial radios with one charger, 10 meters long cord computer charger, two bandoliers, two rebel flags, and one Garmin GPS.

Major General Rowen S Tolentino, the Commander of 2ID, lauded the soldiers under his command for their accomplishment. "I would like to congratulate 59th IB for their exemplary performance of duty and contributing to the national peace effort that will ensure the safety of the people and the communities".

Silay City in Negros Occidental joined the mourning for Pfc. Christopher Alada, a Philippine Army 79th Infantry Battalion (79IB) member who died during a clash with communist terrorists in Barangay Kapitan Ramon on Aug. 20.

The remains of the 31-year-old Alada have been brought home to his family in Barangay Indorohan, Badiangan, Iloilo on Saturday afternoon.

“The City of Silay mourns the passing of a great soldier who embodied bravery, selflessness, and heroism,” Silay Mayor Mark Golez posted on Facebook over the weekend.

Alada, a father of two, died following a 35-minute firefight with about 10 Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels in the vicinity of Hacienda Raymunda.

Two NPA rebels were also killed during the encounter that started at around 6 a.m. They were identified as Kerima Lorena Tariman (alias Ella/Em-em), 42, a poet and former editor of the Philippine Collegian, official weekly student publication of the University of the Philippines Diliman, as confirmed by the NPA's Apolinario Gatmaitan Command in a statement on Saturday; and a certain Pabling.

“Pfc. Christopher Alada made the ultimate sacrifice. Our deepest condolences and prayers to (his) bereaved family. We pray that all citizens recognize that because of you, they have the freedom of speech and much more,” Golez said.

The mayor thanked the fallen soldier for his sacrifice, service, valor, and for protecting, and defending the nation.

In a separate statement, Lt. Col. J-jay Javines, commanding officer of the 79IB, also extended his sympathies to the Alada family.

“We are saddened by the loss of our troop, but we salute his bravery and heroism. Rest assured that his sacrifices will not be futile,” he said.

Javines commended his men for their swift response to the reported presence of the communist-terrorists and lauded the locals for their cooperation during the operation.

“The lives of our soldiers are always at stake, but it is part of our sworn duty to protect the communities from terrorist abuses,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Philippine Army’s 3rd Infantry Division (3ID) described as “notorious terrorists” the two Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels killed during a clash with government troops in Silay City, Negros Occidental on Aug. 20.

They were identified as Kerima Lorena Tariman (alias Ella/Em-em), 42, and a certain Pabling, who both belonged to the Northern Negros Front (NNF) of the NPA’s Komite Rehiyon-Negros, Cebu, Bohol, and Siquijor.


“[They] are not just headaches of the people. They are responsible for the fear and terror that ordinary people are experiencing in Negros,” said Maj. Cenon Pancito III, 3ID public affairs chief, in a statement on Sunday.

“No matter who they are in their personal capacity, they are enemies of the state. They are notorious terrorists operating in northern Negros,” he added.

Pancito said the duo were part of the group “responsible for a series of extortion and intimidation activities” in the area, including the burning of construction equipment in a community between Silay City and E.B. Magalona in April.

The 79th Infantry Battalion (79IB) also lost Pfc. Christopher Alada during the encounter.

Pancito said Tariman “came to Negros with the mindset of reviving (NNF’s) influence”.

“The said front has been categorized by no less than their own leadership as dismantled for failing to meet party standards,” he added. “She was there to sow terror and chaos, and exploit the Negrenses. She was never a people’s hero. She was the cause of people’s hardships in the area.”

He said the success of government troops in preventing communist-terrorists from regaining their forces is “the victory of every Negrense whose desire is to end the local communist armed conflict in the whole island”.

“With this, we vow to continue our efforts also as our way of honoring the sacrifice of our comrade Alada who even in his young age (31), has made significant efforts for Negros to achieve that genuine and lasting peace,” Pancito said.

Lt. Col. J-jay Javines, commanding officer of 79IB, said he is “deeply saddened that lives were wasted and unnecessarily lost” to a “senseless revolutionary armed struggle”.

“This incident should serve as a forewarning for those who are lured and tempted to join the NPA. There is absolutely nothing in store for you there,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

National Security Adviser Hermogenes Esperon, Jr. said militant members of the House of Representatives should rather call themselves regressive, not progressive, for opposing the Barangay Development Program (BDP) that aims to bring government projects to communities cleared of the influence of communist terrorists.

"Iyan ang BDP na tinututulan ng sinasabi nilang progressive bloc sa Congress. Paano sila naging progressive eh tinututulan nila ang development. Ang tawag sa kanila dapat ay regressive (The ones claiming to be members of the progressive bloc in Congress are against the BDP. How can they be progressive if they are against development? They should be called 'regressive'),"
Esperon said in an interview with the Cabinet Report program hosted by Communications Secretary Martin Andanar on Aug. 20.

The BDP is the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC hallmark program to bring government projects development projects in conflict-afflicted and geographically isolated villages that have been considered "cleared" from the influence of communist rebels.

Esperon, who is NTF-ELCAC vice-chairperson, slammed the "Makabayan Bloc", which is known to support the Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA), for the numerous deaths caused by the more than 50-year insurgency in the country.

"Hindi rin sila Makabayan Bloc kung hindi 'Kamatayan Bloc', dahil sa kanila ang daming namamatay (They cannot be called 'Makabayan Bloc' (patriotic bloc) instead they should be rightly called the 'Kamatayan Bloc' for the numerous deaths they caused)," he added.


The BDP has initially identified 822 barangays nationwide that were former guerilla fronts of the CPP-NPA-NDF for projects such as farm-to-market roads, classrooms, water and sanitation systems, health stations, and livelihood.

Of the PHP19 billion total budget of the NTF-ELCAC for 2021, PHP16 billion is allotted for the development of 822 barangays cleared of insurgency. Each recipient barangay would receive PHP20 million.

Next years’ budget allocation for the BDP is intended for 1,406 barangays mostly located in Samar and the Bicol Region, compared to the 822 barangays in 2021.

"The funds for the BBP are directly released to the provincial and the city governments who will undertake, administer or contract out the BDP projects. That's the bulk of it," Esperon earlier said.

He rued the fact that these militant groups managed to attract the attention of other legislative and non-legislative officials in their bid to block the funding for BDP.

These officials, he said, are calling for the diversion of the NTF-ELCAC funds to help finance the government's ongoing response against the coronavirus disease 2019 (Covid-19) pandemic.

"Teka muna, iyong ayuda ay ibang programa iyan, alam natin na ang Covid-19, talagang iyan ang clear and present danger na talagang inaatupag natin (Wait a minute, the aid for Covid-19 is another program and we know that Covid-19 is a clear and present danger that we are managing)," Esperon said.

Despite the preoccupation with the Covid-19 pandemic, he said we must remember that the country is facing political-security threats from communist terrorists.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973 (
