The National Democratic Front-Eastern Visayas today condemned the recent extrajudicial killings of three peasants in Northern Samar and pinned these on the Philippine Army’s 8th Infantry Division. “The new year has barely started and a peasant leader already been killed in line with the Duterte government’s ‘counterinsurgency’ campaign,” said Fr. Santiago “Ka Sanny” Salas, NDF-EV spokesperson. “Last January 17, Enit Basiloy De Andres was shot dead by riding-in-tandem assassins in Catarman. She was a peasant leader in Lope de Vega town and had joined protests in Manila over the twin calamities of pest infestations and militarization.
“Meanwhile, Barangay Chairperson Boni Cardenas of Brgy. Quezon, Catarman was shot dead last Dec. 23; her husband was also seriously wounded. Earlier on December 3, Garci Ongkelan was also killed by motorcycle-riding assassins in Brgy. Balete, San Isidro.”
The NDF-EV spokesperson warned that the continuing extrajudicial killings blight the prospects of the resumption of the peace talks between the NDFP and the Government of the Republic of the Philippines. “The Duterte administration and its 8th ID is carrying out a reign of terror in Samar. Civilians have borne the brunt of militarization resulting to extrajudicial killings, aerial and artillery bombardments, food blockades and other human rights violations. Thus, while the Duterte government talks of peace, its military and police appear to be preparing to intensify their attacks on the people and their revolutionary movement.”
Fr. Salas said Duterte and his military have already shown their extreme desperation and stupidity in recently declaring the goal of defeating the New People’s Army by 2022. “After failing to defeat the NPA in the past 50 years, the reactionary government is now saying the NPA will be kaput in three years. In reality, the anticommunist campaign of the Duterte government has been unable to defeat the NPA and now focuses on attacking the people to dissuade them from supporting the NPA. Such dictatorial means only make the people and the NPA ever closer in fighting Duterte. The Duterte government must heed the people’s mounting outrage over appalling human rights violations and other burning issues. A just and lasting peace, or suffer the juggernaut of millions ousting it.”

Isang opisyal ng 96th Infantry Battalion ang napatay sa isang sagupaan sa pagitan ng yunit sa ilalim ng Armando Catapia Command-NPA Camarines Norte at Pinagsanib na pwersa ang 96th IB Philippine Army at 2nd Provincial Mobile Force Company, umaga nitong Ika-22 ng Enero 2020 sa Barangay Malaya Labo, Camarines Norte. Ang nasawi na si 2nd Lt. Jose Henry Nupueto Jr. ay pangalawa na sa opisyal ng 96th IB PA nasawi sa pakikipagsagupaan sa Bagong Hukbong Bayan. Matatandaan na noong Mayo 13, 2018 nauna nang nasawi si 2nd Lt. Teddy Calibayan sa isang engkwentro sa yunit ng BHB sa Patalunan Ragay, Camarines Sur nang noo’y bagong- buo pa lang na 96th IB PA.
Mananatili ang patakaran ng BHB na magpursige sa opensibang postura sa harap na walang-tigil na operasyong militar. Walang ibang pagpipilian ang bagong Hukbong bayan kundi patatagin ang hanay at patuloy na maglunsad ng mga aktibong depensa para mapagpasyang harapin ang opensibang militar ng Joint Task Force ng AFP at PNP. Nitong Enero walang habas ang operasyong panunugis ng AFP at PNP sa yunit ng BHB na nagresulta ng sunod-sunod ang labanan sa Camarines Norte. Sa mga labanang ito, isang pulang mandirigma ang nagbuwis ng buhay. Lubos ang pagsaludo ng ng Bagong Hukbong Bayan at buong rebolusyonaryong pwersa sa kasamang namartir dahil sa walang pag-iimbot na pag-aalay ng buhay.
Taros ng bawat kasapi ng Bagong Hukbong Bayan at mamamayan sa Camarines Norte na ang mga sagupaang nagaganap sa pagitan ng reaksyunaryong pwersa ng AFP-PNP at Bagong Hukbong Bayan ay hindi lang iskoran o padamihan ng mga napapatay at nakukuhang armas sa magkabilang panig, kundi ito ay ang ubos-kayang pagsusulong ng rebolusyonaryong digma laban sa kontra-rebolusyonaryo at di-makatarungang digma ng AFP at PNP sa ilalim ng Joint Task Force to End Local Communist Armed Conflict ( JTF-ELCAC). Lubos na mapanupil at mapangwasak ang mga operasyong militar ng AFP- PNP JTF-ELCAC. Nagdudulot ito ng labis na takot sa mamamayan ng Camarines Norte dahil sa di na mabilang na mga paglabag sa karapatang-tao. Duguan ang kamay ng 96th IB PA sa malagim na kaso ng pangmamasaker sa tatlong magsasaka sa Patalunan Ragay, Camarines Sur na noong Mayo 2018 matapos silang magkamit ng kasalwati sa isang engkwentro laban sa BHB. Sa ngayon ang 96th IB PA ay siya ring pangunahing tumutugis sa mga rebolusyonaryong pwersa sa Camarines Norte para di umano’y padapain ang rebolusyonaryong pwersa. Subalit batid ng mamamayan na ang layunin nito ay ang pangalagaan ang interes ng mga naghaharing-uri , ang proteksyunan ang operasyon ng mga malalaki at dayuhang mina at supilin ang paglaban ng mga mamamayan sa Camarines Norte para sa kanilang mga lehitimong kahilingan at panawagan.
Patuloy na bibiguin ng mamamayan ng Camarines Norte , buong rebolusyonaryong pwersa at Bagong Hukbong bayan ang di-makatarungang digma ng reaksyunaryong AFP/PNP sa ilalim ng tuta, pasista at tiranikong rehimeng US-Duterte. Ang kronikong krisis ng malakolonyal at malapyudal na sistema na nagdudulot ng laganap na kagutuman at labis- labis na kahirapan na nararanasan ng malawak na bilang ng mamamayan, ang kawalan ng lupa at kakarampot na kita ng masang magsasaka dahil murang produktong agrikultural , kawalan ng desenteng hanapbuhay at patuloy na pagtaas ng presyo ng bilihin at serbisyo ay nananatiling puno’t dulo ng rebolusyonaryong digma. Anumang pagtakip sa katotohanang ito ay ang pangangarap ng gising para sa pagkamit ng tunay na kapayapaan.

January-December 21, 2019
This summary was culled from Ang Bayan’s (AB) reportage of human rights violations (HRV) perpetrated by the Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and the US-Duterte regime’s death squads across the country from January to December 21, 2019.
This year, AB monitored an average of at least 79 human rights violations per day or a total of 28,828 victims for the entire year. On average, two activists were killed and six others were arrested weekly. At least five were also threatened, harassed or intimidated every day. Violations have escalated with the implementation of Executive Order 70 and Memorandum Order 32 which have been used to militarize the civilian bureaucracy and institutionalize Duterte’s counterinsurgency program.
Killings
AB reports indicate that state agents perpetrated at least 89 politically-motivated extrajudicial killings (EJKs) this year. The Negros Island, a region marked by intense land conflicts, remains the deadliest place in the country for activists. Last year, at least 34 civilians were killed in the region, majority of whom were peasants and human rights defenders. The victims include 14 peasants who were simultaneously killed in Negros Oriental on March 30 under the guise of Oplan Sauron. Twenty-three activists were also killed in the Bicol region.
This year, Randy Felix Malayao who served as a consultant to the peace negotiations of the National Democratic Front of the Philippines (NDFP) was killed, earning wide condemnation from the revolutionary movement and the people. He wast shot twice while asleep in a bus on pitstop in Nueva Vizcaya last January 30.
There were also at least 49 victims of frustrated killings and seven victims of torture. Eight activists were also abducted during the said period.
Attacks on communities and forcible evacuation
Seventeen incidents of indiscriminate bombing and/or strafing, and 117 incidents of military occupation and attacks on communities were monitored by AB this year. These resulted in the evacuation of 26,115 individuals. The said tally is conservative as reports were very scarce, especially in Mindanao, due to widespread military harassment and operations.
Seven incidents of bombing and/or strafing were recorded in Caraga region, and four in Eastern Visayas. Additionally, 31 cases of militarization and attacks on communities were recorded in Bicol, 30 in Caraga, and 22 in Negros. As in the previous year, a massive evacuation of Moro residents (more than 16,000) was recorded in the Autonomous Region in Muslim Mindanao (ARMM). There were also 3,322 evacuees in Eastern Samar and approximately 2,000 in Negros.
Among the most brutal attacks was perpetrated by the AFP Central Command’s Joint Task Force STORM in Las Navas, Northern Samar on October 26. The said unit dropped two 227-kilo bombs from FA-50 jets in Barangay Caputoan just a kilometer away from the barangay center. The airstrike destroyed the farmlands of 13 families and terrorized residents in nearby communities.
Arrest and detention
AB reports also indicate that at least 271 activists were arrested and detained this year. There were at least 100 victims of arrest and detention in Manila, and 62 each in the National Capital Region (NCR) and Southern Tagalog.
The victims include 57 activists who were illegally arrested by police and military elements in the evening of October 31 until the next day at their offices in Bacolod and Escalante City. Arresting operatives planted firearms and explosives in the said offices as evidences to justify the mass arrest. Two other activists were also arrested in Metro Manila on the same day. Interestingly, the warrants of arrest against the victims were all issued by Judge Cecilyn Burgos-Villavert.
Two NDFP peace consultants, Esterlita Suaybaguio and Jaime “Ka Diego” Padilla were also arrested this year in violation of the Joint Agreement on Immunity and Security Guarantees (JASIG).
Threat, harassment and intimidation
AB was able to record at least 1,999 victims of threat, harassment and intimidation last year. Majority of the victims (1,031) are from NCR, approximately 1000 of whom were rounded up on August 11 along the shoreline of Baseco in Tondo, Manila. This was ordered by Mayor Isko Moreno under the guise of anti-drug operations. The victims were held at gunpoint, made to lie face down and coerced to undergo drug testing. Around 21 persons were also arrested while three others were killed after allegedly attempting to “fight back.”

CAMP SANG-AN, Labangan, Zamboanga del Sur – One Local Terrorist was killed in an encounter with Army’s 82nd Infantry Battalion in hinterland boundaries in municipalities of Balindong and Piagapo, Lanao del Sur, 4:30 p.m. Friday, January 24, 2020.
According to Lt. Col. Rafman Altre, 82nd Infantry Battalion commander, “the neutralized terrorist was identified as certain Jarir S Usman, 28 years old and resident of Brgy Raya Saduc, Marawi City, Lanao del Sur”.
“He was recognized thru his Identification Card (ID) which was recovered after the fifteen-minute firefight”, Altre added.
Recovered also after the firefight were one M16 rifle, four improvised explosive devices (IEDs), two kilograms of explosive components, a magazine of M16, a cellphone, a container of rice, personal belongings and subversive documents with high intelligence value.
No government forces was hurt, and possible number of enemies were wounded based on the traces of bloodstains in their withdrawal route.
Pursuit operation is conducted to neutralize the remaining terrorist.
Meanwhile, Col. Jose Maria Cuerpo II, 103rd Infantry Brigade Commander who has operational jurisdiction over Lanao del Sur urged the people to cooperate and report to proper authorities if there are presence of armed groups in their communities.
“We remain relentless in our military operations and we won’t allow another Siege that displaced thousands of constituents in our area of operations, to happen”, added Cuerpo.

CAMP SANG-AN, Labangan, Zamboanga del Sur – One Local Terrorist was killed in an encounter with Army’s 82nd Infantry Battalion in hinterland boundaries in municipalities of Balindong and Piagapo, Lanao del Sur, 4:30 p.m. Friday, January 24, 2020.
According to Lt. Col. Rafman Altre, 82nd Infantry Battalion commander, “the neutralized terrorist was identified as certain Jarir S Usman, 28 years old and resident of Brgy Raya Saduc, Marawi City, Lanao del Sur”.
“He was recognized thru his Identification Card (ID) which was recovered after the fifteen-minute firefight”, Altre added.
Recovered also after the firefight were one M16 rifle, four improvised explosive devices (IEDs), two kilograms of explosive components, a magazine of M16, a cellphone, a container of rice, personal belongings and subversive documents with high intelligence value.
No government forces was hurt, and possible number of enemies were wounded based on the traces of bloodstains in their withdrawal route.
Pursuit operation is conducted to neutralize the remaining terrorist.
Meanwhile, Col. Jose Maria Cuerpo II, 103rd Infantry Brigade Commander who has operational jurisdiction over Lanao del Sur urged the people to cooperate and report to proper authorities if there are presence of armed groups in their communities.
“We remain relentless in our military operations and we won’t allow another Siege that displaced thousands of constituents in our area of operations, to happen”, added Cuerpo.

“His parents also identified him when they viewed his body,” he said.

IF you want to have some understanding about the sorry state of Philippine media in general and journalism in particular and how tenacious and overreaching the influence of communist terrorists have over it, the case of Tonyo Cruz will give you clear answers.
It will show you who has been manipulating and forming the opinions of the vast majority of Filipinos and who has given you the language of hate and mistrust towards the government. Not Tonyo Cruz per se because I do know hardly anyone reads this paid blogger these days.
But for our purpose, Tonyo Cruz’ journey with the Communist Party of the Philippines – New People’s Army – National Democrat-c Front (CPP-NPA-NDF) is of some use to us.
Hopefully, this gives you some idea of the dimensions of the challenges before us as a nation and individually, as thinking beings who grapple with a host of seemingly illogical nonsense in our midst.
For instance, why is a President as effective as this –someone who is making great strides in putting the Filipino on higher ground and the Philippines well on its way to recovery — be constantly vilified and demonized by a significant number of media practitioners?
Why is there no acknowledgment from this same group of gains he’s made that they, purportedly, have been fighting for decades: like Universal Health Care, Free Tertiary Education, the giving away to farmers of land in record numbers, Free Irrigation, etc.? Not a whisper of approval.
Why are these self-proclaimed fighters for social justice mum when this President levels the playing field for our farmers, the poorest of the poor in ways never before seen?
Why do they manufacture outrageous lies about him that hardly any Filipino who lives here believes? For instance that he is a butcher, a dictator.
For this, Tonyo Cruz (and a few of his buds I will mention) is of some use to us. He will also help us understand the CPP-NPA-NDF — something that is of utmost importance because we can never hope to end this communist terrorist scourge if we don’t take the time to know the enemy.
They will forever keep us running around in circles chasing after our own tails, mistaking each other for the enemy while these duplicitous bastards make us do what they’ve manipulated us into doing (like hate the yellows with a vengeance when it’s really them making the dim yellows dance to their tune. The yellows are intellectual and political lightweights. Think Leni Robredo.
But the Reds are the evil geniuses – let’s give credit where credit is due. A lot of them are UP graduates and this hurts me, a UP graduate, a lot.)
So on to Tonyo Cruz.
Tonyo Cruz, was recruited into the above-ground organization of the CPP-NPA-NDF, the College Editors Guild of the Philippines (CEGP) at the UPLB where he studied.
CEGP is where college students get radicalized and taught the language of hate and mistrust of government. Like Anakbayan, LFS and NUJP and indeed all above-ground organizations of the CPP-NPA-NDF, the message at his level is:
May problema sa lipunan.
May inaaping sector.
At walang ginagawa ang gobyerno.
So for media, what they’re told, at the start, matches the objective reality.
In the 70s, for instance, during the Marcos regime, real issues were the silencing of journalists by harassment or death, the muzzling of press freedom, envelopmental journalism, etc.
This rings hollow during the Duterte Administration because objective reality does not match their empty rhetoric: the Philippines has one of the freest free press in the entire world.
The President’s first Administrative Order that he signed a mere 4 months into office was AO#1 creating the Presidential Task Force on Media Security.
From being tagged as one of the deadliest countries for journalists, the Philippines now holds the distinction of being the only country in the world to have convicted the largest number of suspects in the killing of journalists, the Ampatuan case. The only country on record to have 49 cumulative convictions of media killers.
And yet where do all these misinformation about the suppression of press freedom in a country with one of the freest free press come from?
You have Tonyo and his operatives of the CPP-NPA-NDF to thank for.
CEGP and NUJP, like Anakbayan and LFS (and all legal fronts), are NOT made up of members of the terrorist CPP-NPA-NDF. Its members, at this point, believe in the cause (press freedom for instance) and have no idea they’ve walked into a terrorist lair.
The peculiar thing about CEGP (and AnakBayan, LFS, NUJP, etc.) is that their officers are placed there by ranking party members of the CPP-NPA -DF.

The officers are placed there by the highest-ranking members of the terrorist CPP-NPA-NDF because there is a grand plan and that grand plan ends at one goal: the overthrow of the government and the installing of themselves in power.
That’s the one and only goal of the CPP-NPA-NDF.
So they make sure everyone is aligned with this dark goal and like a macabre dance, moves in unison towards death via the leadership of members of the CPP-NPA-NDF of their seemingly innocent and even noble organization – not knowing they are being led down the road to perdition.
After around 5 months, Tonyo was invited to join the Kabataang Makabayan — an underground NDF organization — via an immersion that commenced at the anniversary of the CPP-NPA-NDF, December 26.
When your child reaches this level, he is exposed for the first time to the armed terrorists, the NPAs-- and they’re exposed to fake testimonials and made to hero-worship these terrorists who proclaim themselves as ‘tagapagtanggol ng masa’—which is a hoot because these ‘tagapagtanggol ng masa’ are really ‘pinakamalupit sa masa’ wreaking fear and havoc into their simple lives, exacting weekly tributes of food from the poor while their own children go hungry.
If his first 5 months with CEGP is the softening of the ground, immersion on December 26 is when they plant the seed: the taking up of arms and the overthrow of the government is the one and only solution to the social injustice you see around you—which is why it’s underground.
When they agree to join the Kabataang Makabayan — the underground arm of the CEGP, they are saying they agree in overthrowing the government and that they will do all they can to reach this end goal.
Your kids still go back to school post-immersion but the seed of terrorism has been planted.
By March to April is when the whispered seduction becomes a solid commitment: we need soldiers to fight this battle. Can we count on you?
It is at this point when we lose our brainwashed children because they leave school, our homes, our care, our guidance, and our love. And we don’t see them for years if we’re lucky.
And never ever again if we’re the most doomed, the most ill-starred, ill-fated parent that ever walked the earth.
Our children take up arms and go to the mountains to fight a war manufactured by these duplicitous, vicious bastards who see them as nothing more than fodder — inconsequential, collateral damage to a war whose end goal is the installation of these decrepit bastards into power.

And the illegal CPP-NPA-NDF can swim very freely using the cover of their legal fronts — the most powerful of which are the CPP-NPA-NDF members who sit in the House of Representatives.
Yes, folks, there sit in the highest offices of the land – terrorists out to overthrow the government.

A clear illustration of the duplicitous method employed by the CPP-NPA-NDF: their revolutionary dual tactics: using the law, infiltrating government, weaponizing human rights advocacy, exploiting the peace process and peace talks, establishing NGO’s and legal institutions, link-up with international network especially the European Union, the United Nations among others.
The urban mass movement of the CPP-NPA-NDF has many layers of masks and deceptions and manipulations that are not evident right away because it is hard to establish the interlinkages.
Also, they are quite adept at using laws and government resources to their tactical advantage and to advance their strategic goal which is to topple the government through the armed struggle—their PRINCIPAL form of struggle.
In other words, you can never take away the NPA component of the CPP-NPA-NDF. The overthrow of the government through violent means is at the very core of this terrorist group.
Are Tonyo Cruz, Inday Varona, Nonoy Espina, Renato Reyes,Teddy Casiño, Carol Araullo NPA members?
No, they’re not.
They are members of the CPP-NPA-NDF, however, and have consciously and willingly agreed to the overthrow of the government. Carol Aurallo is a central party committee member of the CPP-NPA-NDF, for instance.
Tonyo, however, had a falling out with the CPP-NPA-NDF when one of Jose Maria Sison’s closest, Rita Baua, castigated him in front of everyone. He is no longer a member of the central committee but he continues to be a member of the CPP-NPA-NDF. And continues to do his toxic share via paid blogging and other operations.
The cadres I speak to laugh derisively when they speak of this particular group (Teddy, Carol, Tonyo, etc,) because they’ve never dirtied their hands with the hard life of an NPA – fighting in the mud, enduring hunger, putting their lives on the line.
In other words, they espouse the violent struggle they themselves won’t join.
Teddy Casiño is laughed off by these ex-cadres who fought in the mountains for decades as “burgis na ayaw masira ang kutis” so that he chose to stay in the city and wreak havoc via remote control.
How like their Poon—the biggest coward—hiding in The Netherlands while ordering thousands upon thousands of Filipinos to march into their doom.

Over and over, I’ve had to bear listening to our children express grief at how they had given so much to a cause that turned out to be as false as the courage of the cowards who run the CPP-NPA-NDF — starting with the nefarious bastard in The Netherlands.
And those who can still speak of their remorse are the lucky ones.
There are those – in the unbearable thousands – who lie buried in shallow graves across the land—never to be found by their parents who have been cursed to walk the earth searching for children they have lost forever.

Later on, he was deployed at the Bagong Alyansang Makabayan or BAYAN where he was in charge of the media and information desk of BAYAN National.
It was under this toxic creature’s watch that the broad alliance behind the ERAP RESIGN MOVEMENT in 2000 was created.
And yes, it is the CPP-NPA-NDF behind the OUST DUTERTE MOVEMENT. (And all those movements through the years designed to oust Philippine presidents because their end goal, as I’ve repeatedly said, is the overthrow of the government.)
By its very nature, media is non-conformist. The CPP-NPA-NDF knows this and they use this against journalists who have that bent and maybe the ones stuck in high school who think it’s cool to be anti-establishment no matter if there are occasions when heaving a sigh of relief for a job well done by the President is more fitting.
So while NUJP and CEGP are made up of members who do not necessarily agree to the overthrow of the government, their leaders are members of the CPP-NPA-NDF and are tasked to lead them down that path of government overthrow.
And the illegal CPP-NPA-NDF can swim very freely using the cover of their legal fronts — the most powerful of which are the CPP-NPA-NDF members who sit in the House of Representatives.
Yes, folks, there sit in the highest offices of the land – terrorists out to overthrow the government.

A clear illustration of the duplicitous method employed by the CPP-NPA-NDF: their revolutionary dual tactics: using the law, infiltrating government, weaponizing human rights advocacy, exploiting the peace process and peace talks, establishing NGO’s and legal institutions, link-up with international network especially the European Union, the United Nations among others.
The urban mass movement of the CPP-NPA-NDF has many layers of masks and deceptions and manipulations that are not evident right away because it is hard to establish the interlinkages.
Also, they are quite adept at using laws and government resources to their tactical advantage and to advance their strategic goal which is to topple the government through the armed struggle—their PRINCIPAL form of struggle.
In other words, you can never take away the NPA component of the CPP-NPA-NDF. The overthrow of the government through violent means is at the very core of this terrorist group.
Are Tonyo Cruz, Inday Varona, Nonoy Espina, Renato Reyes,Teddy Casiño, Carol Araullo NPA members?
No, they’re not.
They are members of the CPP-NPA-NDF, however, and have consciously and willingly agreed to the overthrow of the government. Carol Aurallo is a central party committee member of the CPP-NPA-NDF, for instance.
Tonyo, however, had a falling out with the CPP-NPA-NDF when one of Jose Maria Sison’s closest, Rita Baua, castigated him in front of everyone. He is no longer a member of the central committee but he continues to be a member of the CPP-NPA-NDF. And continues to do his toxic share via paid blogging and other operations.
The cadres I speak to laugh derisively when they speak of this particular group (Teddy, Carol, Tonyo, etc,) because they’ve never dirtied their hands with the hard life of an NPA – fighting in the mud, enduring hunger, putting their lives on the line.
In other words, they espouse the violent struggle they themselves won’t join.
Teddy Casiño is laughed off by these ex-cadres who fought in the mountains for decades as “burgis na ayaw masira ang kutis” so that he chose to stay in the city and wreak havoc via remote control.
How like their Poon—the biggest coward—hiding in The Netherlands while ordering thousands upon thousands of Filipinos to march into their doom.
Tonyo Cruz, Renato Reyes, Carol Araullo — these scandalous hypocrites — goad our children to give up their lives and they do so in the comfortable lives they refuse to leave – while our children lay dying in the mountains, while IP tribal leaders get slaughtered in the mountains by their comrades, while IP children as young as 5 years old train to be child warriors.
But their day of reckoning has finally arrived.
They have finally met their match in Rodrigo Duterte — a President who is the very face of public service — and thus, has the love and support of the people.
A President who has the political will of steel to do what’s right for this country--to end this communist terrorist scourge when he steps down in 2022 via a whole of nation approach.
And soon, the poisoned pen, the unethical and obscene use of talent, the vast and toxic wasteland that this terrorist, Tonyo Cruz, wreaks on all of us, will end.
In the meantime, Tonyo Cruz and those I have named here are welcome to defend themselves from the serious accusation I’ve leveled against them: that they are members of the terrorist group, the CPP-NPA-NDF.

Defence Minister Mohamad Sabu has started his official visit to Indonesia today in an effort to further strengthen the defence cooperation between the two countries.
While in the republic, Mohamad called on his Indonesian counterpart, Prabowo Subianto, at the Indonesian Ministry of Defence.
The Ministry of Defence (Mindef), in a statement, said at the meeting, the two ministers had a wide-ranging and open discussion that reflected the strength of the relationship and both reiterated their shared commitments to further strengthen the existing defence cooperation based on mutual interests, as well as working together to develop defence industry cooperation.
“During the meeting, the ministers also touched on the recent kidnapping of five Indonesian fishermen in the waters off Tambisan, Sabah.
“Both ministers have expressed their confidence in the implementation of the Trilateral Cooperative Arrangement (TCA) between Indonesia, Malaysia and the Philippines in addressing common maritime security threats along the borders of the three countries,” the ministry said.
On Jan 16, five Indonesian fishermen were abducted from their Sabah-registered trawler in the waters off Tambisan by a group of kidnappers linked to the Abu Sayyaf group.
It said that Mohamad also reiterated Malaysia’s commitment, particularly the Malaysian Armed Forces (ATM), in ensuring security in the area.
Both ministers also agreed to meet up with Delfin Lorenzana (the Secretary of the National Defence of the Philippines) on the sideline of the ASEAN Defence Ministers’ Meeting (ADMM) Retreat in February to further discuss ways to enhance the TCA, it said.
It added that Mohamad also extended an invitation to Prabowo to attend the Defence Services Asia Exhibition and Conference (DSA 2020) and the national Security Asia 2020 (NATSEC 2020) scheduled to be held in Kuala Lumpur from April 20 to 23.

Erdogan said Turkey would take steps in line with the Somali invitation but did not elaborate further. Turkey has been a major source of aid to Somalia following a famine in 2011, but the statement comes two days after a suicide car bombing targeted Turkish contractors near Mogadishu.

An underway Malaysia-flagged fishing vessel was attacked by six armed persons wearing dark clothing and masks in a grey-coloured speed boat at 2000 hrs local time, around 4 nm northwest of Tambisan, Lahad Datu, Sabah. Malaysian Authorities managed to locate and intercepted the fishing vessel. Three crew were found safe on the vessel after initial reports stated eight had been kidnapped. The remaining five crew were reported kidnapped. The kidnappers are suspected to be militants belonging to the Philippines-based Abu Sayyaf group, which is known for banditry and piracy, including beheading some captives if no ransom is paid.
Analysis: Although infrequent, attacks by radical groups like Abu Sayyaf have catastrophic consequences. Seafarers in the region should exercise increased vigilance and follow HIGH risk protocols.

The regional military unit that had been a launching pad for future military chiefs under the Duterte administration has a new commander.
Maj. Gen. Jose Faustino Jr., the current head of the Army’s 10th Infantry Division, will assume as commander of the Davao-based Eastern Mindanao Command (Eastmincom) on Saturday, January 25.
Eastmincom is in charge of all military units in Davao and Caraga regions, and Northern Mindanao.
Faustino is the replacement of Lt. Gen. Felimon Santos Jr., who took over the leadership of the entire Armed Forces of the Philippines early this month.
Five out of seven AFP chiefs under President Rodrigo Duterte had either served as commander of Eastmincom or one of its sub-units, the 10ID, before they took the helm of the armed forces. Davao is the hometown of the President.
Faustino, a member of the Philippine Military Academy “Maringal” Class of 1988, “made strides in the conduct of focus military operations, which resulted in the dismantling of various New People’s Army formations and their shadow government in the different communities in Region XI and XII” as 10ID commander, said Eastmincom public affairs chief Lt. Col. Ezra Balagtey in a statement.
The 10ID, one of the Army infantry units in Mindanao, covers the Davao region and parts of Soccsksargen.

“What you want is change, but you want to achieve that through armed struggle. So who are the ones preventing Philippines from progressing?” he said.
Mounting an armed rebellion would not force the government to cower in fear and surrender, Duterte pointed out.
“Just because you’re carrying guns doesn’t mean the government should just cower down and give you everything you’re asking for. That’s not right. Not everything you’re asking from the government would bring peace to our communities. That’s the truth,” he said.
And even if the communist insurgency wins, Duterte expressed doubt the rebel leaders could govern the country.
“You want to be a governor and you want to be a congressman. When you get there, your speaker doesn’t know anything. If you suddenly won tomorrow, what will you do in Manila? Who will fly those planes? The pilots won’t agree to fly the planes if it’s you they’re carrying,” he said.
“And so you’re going to have an NPA fly it. And you will all die. So where exactly is this path leading us?” he added.
Duterte told the rebels that the country’s problems can be solved by “evolution,” and not by armed revolution that only leads to killings.
“You NPAs, we can’t solve the problem in the Philippines by revolution. It has to be evolution. It’s going to develop on its own,” he said.
“We will just end up killing each other,” he added.
Duterte instead urged anew communist rebels to lay down their arms and surrender to the government. He also offered them livelihood and other assistance to help jumpstart their lives.
“If you want to fight, go ahead. But I don’t want that. Let’s stop fighting. Let’s stop this. Have pity on your children,” he said.
“I will support you. To those who will surrender, I will provide your salary,” he said, citing skills training and livelihood aid will be made available to the former rebels.
He also assured that rebel returnees would not be harmed by government troops. “I told the military, police, everyone, even the barangay captains, do not hurt them. That is why many of them have surrendered in Davao. But if you want to go back, fine. Return their firearms. Just go back up there, no problem,” he said.

The Commission on Human Rights (CHR) has denounced Thursday's rebel attack in Midsayap, Cotabato, where one soldier was killed and another was hurt.
Off-duty soldiers Private 1st Class Meljay Bernal and Cpl. Earl Tabaranza, both members of the Army’s 34th Infantry Battalion (34IB), were on a motorcycle riding to town when they were attacked.
Bernal was killed on the spot while Tabaranza was rushed to a hospital.
Authorities are looking into the involvement of the Bangsamoro Islamic Freedom Fighters (BIFF) in the ambush, CHR spokesperson Jacqueline Ann de Guia said.
“The arbitrary attack against soldiers who were not engaged in combat is a direct violation of International Humanitarian Law (IHL). Belligerent armed groups are equally expected to comply with principles of IHL and should be held accountable when such human rights abuses are committed,” she said in a statement.
The CHR conveyed its deepest sympathies to Bernal's family as it also hoped for Tabaranza's speedy recovery.
The BIFF is a breakaway group of the Moro Islamic Liberation Front (MILF), which has forged a peace pact with the government.
The CHR also appealed to the government to end the decades-long conflict in Mindanao.
”We appeal to the government to continue with peace negotiations with armed opposition groups to sit down and engage in meaningful dialogues where both parties can fully express their sentiments and arrive at an agreement to achieve sustainable peace,” De Guia said.

Although quick to the draw to terminate the 20-year-old Visiting Forces Agremeent (VFA), the Department of Justice (DOJ) said a separate study is needed for its effects on other agreements with the US, including the overarching Mutual Defense Treaty.
"Possible effects on the Mutual Defense Treaty (MDT) and EDCA (Enhanced Defense Cooperation Agreement) may have to be studied separately by the Departnment of National Defense and Department of Foreign Affairs, but the DOJ will be ready to assist," Justice Secretary Menardo Guevarra told reporters in a message on Saturday, January 25.
Guevarra will submit on Monday, January 27, to President Rodrigo Duterte the DOJ's legal memorandum on the proper procedures to terminate the VFA.
From his end, Foreign Secretary Teodoro Locsin Jr said he would "start the process" of terminating the VFA.
That is only 4 days after Duterte announced to terminate the VFA as an outburst against the US' cancelation of visa of former police chief and now Senator Ronald "Bato" Dela Rosa. The visa cancelation is widely seen as an effect of the Global Magnitsky Act that imposes sanctions on human rights violators.
The VFA
The VFA was ratified by the Senate in 1999 as a reaffirmation of the obligations of the Philippines and US under the 1951 Mutual Defense Treaty (MDT).
The MDT is a commitment of the Philippines and the US "to respond to any external armed attack on their territory, armed forces, public vessels, and aircraft," according to the Supreme Court decision Bayan vs Zamora.
As an offshoot of the MDT, the VFA provided that "from time to time elements of the United States armed forces may visit the Republic of the Philippines" for capacity building among others.
Under former president Benigno "Noynoy" Aquino III, the Philippine government passed the Enhanced Defense Cooperation Agreement (EDCA) which provided for increased US military presence in the Philippines. EDCA was an "adjustment in detail" in the implementation of both the MDT and the VFA, quoting from the government's previous court pleadings.
EDCA was passed without the concurrence of the Senate, prompting groups to file a petition before the Supreme Court to challenge its constitutionality.
In 2016, the Supreme Court voted 10-4-1 to declare EDCA constitutional as it held that it was an executive agreement that does not need the Senate's concurrence.
Guevarra's memo will venture into these legalities.
"We shall answer such questions as: is the VFA a treaty or an executive agreement? if it’s a treaty, is senate concurrence required for termination?" Guevarra said.
"Who will give the notice of termination? Is it necessary to state any ground for termination?" Guevarra added.
Guevarra said the memorandum will "deal with the procedure for termination only, not the wisdom of the executive action."
"Wisdom refers to the pros and cons of the termination. That's political, not legal. The DOJ will deal only on the legal way to terminate the VFA," said Guevarra.
Past SC decisions
Progressive groups have filed petitions to junk the VFA before on grounds that it violates Philippine sovereignty. But the Supreme Court in 2000, through Bayan vs Zamora, upheld the VFA saying that there was no grave abuse of discretion on the part of the president and the Senate.
"In fine, absent any clear showing of grave abuse of discretion on the part of respondents, this Court- as the final arbiter of legal controversies and staunch sentinel of the rights of the people - is then without power to conduct an incursion and meddle with such affairs purely executive and legislative in character and nature," said the Supreme Court in that case.
In upholding the constitutionality of EDCA, the Supreme Court recognized the "fears" of the return of US bases out of "desire for self-determination, nationalism, and above all a commitment to ensure the independence of the Philippine Republic from any foreign domination."
"Mere fears, however, cannot curtail the exercise by the President of the Philippines of his Constitutional prerogatives in respect of foreign affairs. They cannot cripple him when he deems that additional security measures are made necessary by the times," said the SC in the January 2016 decision in Saguisag vs Executive Secretary.

The Armed Forces of the Philippines (AFP) and its counterparts in Indonesia and Malaysia will look into the participation of a Malaysian terror group in kidnappings off the coast of Sabah.
Lt. Gen. Cirilito Sobejana, Western Mindanao Command chief, bared this yesterday, citing the ease of movement of the kidnappers in the waters off Sabah.
“We are investigating with our Malaysian and Indonesian counterparts, as signatories of a trilateral security agreement,” Sobejana said.
He said a local Malaysian terror group could be in cahoots with Abu Sayyaf bandits.
“You cannot go to an area if you do not have local contacts. We presume there are locals on Tambisan Island and parts of Sabah who are with the group behind the kidnappings,” Sobejana said.
“What we see here is the gap on the other side because they can get victims freely,” he added.
Sobejana stressed the need to develop a tactical level of coordination between the AFP as well as the Malaysian and Indonesian military at the common border of the three countries.
He said Malaysia should deploy more security forces in the areas being used as staging points by the kidnappers.
Sobejana cited the waters off Tambisan Island in Lahad Datu, Sabah, where five Indonesian fishermen were kidnapped last week.
The AFP confirmed that Abu Sayyaf bandits were behind the latest kidnapping.

In an interview with a Russian television network that aired Friday, Duterte explained that the plan to purchase military equipment from Russia has been delayed due to budget constraints.
"There's always not enough to go around with... Just because Russia is a friend, it doesn’t follow that we abscond or do not pay our debts," Duterte said.
"But we have placed the orders now — 12 military helicopters, cargo choppers," he said.
Last year, the Armed Forces of the Philippines said it was considering buying 16 chopper units as well as arms from Russia as part of its modernization program, which Duterte wants completed before his term ends in 2023.
Duterte's foreign policy has been described as a pivot towards Russia and China and away from the US, a longstanding ally whose government officials have criticized some of his policies.
In several speeches, Duterte has credited Russia for giving the Philippines arms, while chiding the US for holding off an arms deal amid human rights concerns surrounding his drug war.

SAN ISIDRO, Leyte, Jan. 25 -- President Rodrigo Roa Duterte on Thursday, January 23, made an offer to communist insurgents in Leyte saying he is ready to give them land and livelihood if they return to the fold of the law.
In a speech during the distribution of benefits to former rebels, the President said the revolution being waged by the members of the New People’s Army (NPA) can’t solve the country’s problems and the solution is to break the feudal system that exists in the countryside.
President Duterte said that so far, he has distributed 140,000 hectares of land since he became President in 2016 and will be distributing more to the landless.
According to Leyte local officials, there are 2,000 hectares that could be distributed to farmer beneficiaries.
“The 2,200 hectares — tell your crazy comrades to get down here because they won’t be a part of the distribution if they aren’t here,” the President told the former rebels who were given support by the government.
“I will give all the lands to the Filipino,” he added, stressing he wants those parcels of land be released to beneficiaries in three months.
Once the lands are distributed, the Department of Agriculture will assist farmers in analyzing the soil to determine the suitable crop that could be grown in those locations.

SAN ISIDRO, Leyte, Jan. 25 -- President Rodrigo Roa Duterte on Thursday, January 23, made an offer to communist insurgents in Leyte saying he is ready to give them land and livelihood if they return to the fold of the law.
In a speech during the distribution of benefits to former rebels, the President said the revolution being waged by the members of the New People’s Army (NPA) can’t solve the country’s problems and the solution is to break the feudal system that exists in the countryside.
President Duterte said that so far, he has distributed 140,000 hectares of land since he became President in 2016 and will be distributing more to the landless.
According to Leyte local officials, there are 2,000 hectares that could be distributed to farmer beneficiaries.
“The 2,200 hectares — tell your crazy comrades to get down here because they won’t be a part of the distribution if they aren’t here,” the President told the former rebels who were given support by the government.
“I will give all the lands to the Filipino,” he added, stressing he wants those parcels of land be released to beneficiaries in three months.
Once the lands are distributed, the Department of Agriculture will assist farmers in analyzing the soil to determine the suitable crop that could be grown in those locations.

Ka Genia who is from Taglawigan, San Isidro, Leyte, was among the 262 former NPA members and Militia ng Bayan who were enrolled in the Enhanced Comprehensive Local Integration Program for former rebels.
On January 22, a day before President Duterte’s visit, Ka Genia and the other FRs, accompanied by the members of the 93rd Infantry “Bantay Kapayapaan” Battalion met with the DSWD from Regional Office and Provincial Government of Leyte together with the DILG Leyte who facilitated the validation and signing of voucher of cash assistance to two hundred sixty two (262) rebel returnees who availed of the Enhance Comprehensive Local Integration Program (E-CLIP) of the government.

Saying he was tired of fighting for a lost cause, an armed member of the Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) surrendered to the Army’s 40th Infantry Battalion (40IB) in President Quirino, Sultan Kudarat on Friday.
Lt. Col. Rogelio Gabi, 40IB commander, identified the surrenderer only as Malik, who yielded with his M16 rifle and magazine of ammunition. The surrender was witnessed by Gen. SK Pendatun municipal administrator Saira Mae S. Makakena, as well as police and military officials.
“We are glad you made the right decision. Enjoy your life with your family now,” Gabi told the former BIFF member, whose identitywas withheld for security reasons.
Malik’s group operates in the marshland of Gen. SK Pendatun, Maguindanao, he said.
Gabi said the former extremist expressed his sincerity by reciting and signing the pledge of commitment not to return to the terrorist group.
“Malik vowed to be a good citizen of the country and a good father to his family,” he said, adding the 40IB will continue its focused military operations against the BIFF.

COTABATO CITY -- The Bangsamoro Transition Authority of the Bangsamoro Autonomous Region in Muslim Mindanao (BTA-BARMM) welcomed another Moro leader as a member of the parliament on Friday.
BTA Speaker Pangalian M. Balindong officially welcomed Ali B. Sangki as the newest addition to the BTA parliament.
Sangki paid a courtesy call on Balindong’s office before he formally starts his work as a regional legislator.
On January 8, Sangki, a former undersecretary and executive director of the Office on Muslim Affairs (OMA) took his oath before President Rodrigo Duterte as the 79th member of the 80 required positions at the parliament as required by the Bangsamoro Organic Law (BOL).
“This is another good opportunity to serve our fellow Bangsamoro people,” he said of his appointment.
Aside from the National Commission on Muslim Filipinos (NCMF), Sangki has served the government in various capacities that included Al-Amanah Investment Islamic Bank of the Philippines chief executive officer from 2005 to 2007, and as a provincial board member of Maguindanao from 1992 to 2002.
Sangki also served as project manager of the Southern Philippines Development Authority (SPDA).
“We speak the same language because new Member of Parliament Sangki has a good track record and he is also a seasoned public servant. We warmly welcome him to the parliament,” Balindong said.
Sangki is the father of Maguindanao Governor Mariam Sangki-Mangudadatu.

An alleged member of the Dawlah Islamiya was killed in a clash with government troops in the hinterlands of Lanao del Sur, military officials said Saturday.
Lt. Col. Rafman Altre, the Army’s 82nd Infantry Battalion commander, identified the slain Dawlah Islamiya member as Jarir Usman, 28, a resident of Barangay Raya Saduc, Marawi City, Lanao del Sur.
Altre said the clash that lasted for about 15 minutes broke out at about 4:30 p.m. Friday when the troops spotted a group of Dawlah Islamiya members while patrolling along the borders of Balindong and Piagapo towns.
He said the remains of Usman were immediately turned over by the troops to the officials of Barangay Gacap, Piagapo for proper disposition.
Altre said recovered from the clash site were the identification card of Usman, one M-16 Armalite rifle, four improvised explosive devices (IEDs), 2 kg. of explosive components, a magazine of M-16 ammunition, a cellphone, a container of rice, personal belongings, and subversive documents with high intelligence value.
He said no one among the troops was either killed or injured and that some of the Dawlah Islamiya members, who fled, were wounded as traces of bloodstains were found in their withdrawal route.
Meanwhile, Col. Jose Maria Cuerpo II, the Army’s 103rd Infantry Brigade commander, has called on the locals to report to proper authorities any presence of armed groups in their communities.
“We remain relentless in our military operations and we won’t allow another siege that displaced thousands of constituents in our area of operations, to happen,” Cuerpo said.
Brig. Gen. Generoso Ponio, the Army’s 1st Infantry Division and Joint Task Force Zampelan (the Zamboanga Peninsula and Lanao provinces) commander, lauded the troops for the neutralization of the terrorist and recovery of war materiel.
“Let us conquer the challenges ahead of us and step up the momentum in sustaining our gains for our common aspiration,” Ponio said.

CAGAYAN DE ORO CITY -- Police and military authorities have issued a guide for local businesses in Bukidnon province in dealing with the extortion activities of the communist New People's Army (NPA).
In a statement on Saturday, the Army' Infantry Battalion (8IB) said it jointly released the guide along with the Philippine National Police (PNP) during the January 22 meeting of business owners under the Bukidnon Lateral Organized for Development (Buklod).
The guide, 8IB said, is contained in a simple infographic detailing the process that each business operator must do if they received a demand for "revolutionary tax" from the NPA, the armed wing of the Communist Party of the Philippines (CPP).
According to the infographic, business owners should preserve the letters, text messages, or phone calls of actual extortion demands, immediately report these to authorities, who will then verify, investigate, and provide relevant feedback.
The 8IB said the NPA's extortion schemes involve sending out demand letters to local businesses to pay revolutionary taxes. Those who fail to pay up usually get their facilities or equipment burned down.
Authorities added that the scheme is more common among contractors of government infrastructure projects, who often face delays due to the constant harassment from the NPA.
“We are urging everybody to help us stop the finance of the NPA by reporting and preserving all calls, text messages and CCTV’s images because we need them to identify the suspects, report it to nearest Army and PNP offices," said Lt. Col. Ronald Illana said, commanding officer of the 8IB.
Buklod president Doy Lopez has called on his 21-member businesses to post the "extortion guide" on their establishments, including the police and military hotlines to generate awareness and among their employees.
“Being the president of this organization, I am encouraging everybody to help our Army and PNP, and do not be afraid to report and cooperate with them. It’s not only the NPAs who are doing extortion but there are other criminal groups and individuals also," Lopez said.
The CPP-NPA is listed as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP SIONGCO, Maguindanao – Military bomb disposal experts diffused an improvised explosive device (IED) found by the Army’s 40th Infantry Battalion (IB) in President Quirino, Sultan Kudarat, on Saturday.
“Acting on a report, the Army troopers cordoned the part of the road leading to Barangay Bagumbayan in President Quirino town where the IED was found,”, Maj. Gen. Diosdado Carreon, Army’s 6th Infantry Division commander,” said in a statement.
Carreon said a villager reported the matter to the 40IB following his discovery of the IED on Friday morning.
The military troopers, together with the 3rd Explosive Ordnance Disposal (EOD) team, found the bomb wrapped in packaging tape.
The IED was made of flash powder placed inside a one-liter plastic container. After it was safely disarmed, the bomb was brought at 3rd EOD headquarters in Tacurong City for proper disposition and further investigation.
Military intelligence sources said the bomb bore the signature style of the Islamic State-inspired Bangsamoro Islamic Freedom Fighters.
Carreon has commended 40IB troopers for continuously securing the community against the threat of terrorism and prevented another bombing attempt in Central Mindanao.

The Philippines, on its own, can initiate the proceedings on the termination of the Visiting Forces Agreement (VFA) with the United States, Department of National Defense (DND) Secretary Delfin Lorenzana said.
"The termination of the VFA may be unilaterally initiated by the Philippines, and it is well within the right of the Philippine government to do so if it determines that the agreement no longer redounds to our national interest," Lorenzana said in a message to reporters late Friday.
He said the termination also does not need the approval of the Philippine Congress.
"All that is required is that a notice of termination be served to the US government. The termination shall take effect 180 days after the date of the notice," Lorenzana added.
Earlier, Foreign Affairs Secretary Teodoro Locsin asked Lorenzana to start the termination process of the country's VFA with Washington DC upon the order of President Rodrigo Duterte.
"While maintaining constant consultations with Foreign Affairs Secretary Teodoro Locsin, I will discuss with the President the various scenarios concerning the possible termination of the VFA and what future actions may be undertaken by the DND and AFP(Armed Forces of the Philippines) regarding this matter," Lorenzana said.
Duterte threatened to terminate the accord with the US after the latter canceled the visa of Senator Ronald dela Rosa, the former Philippine National Police chief who implemented the administration's crackdown on illegal drugs.
The government's campaign against narcotics had been criticized by the US, with some American lawmakers introducing a Senate resolution castigating the Duterte administration for the deaths related to the program and calling for the release of Senator Leila de Lima who is currently detained on drug charges.
Manila and Washington DC signed the VFA in 1998, which gives clear instructions on how visiting American troops should be treated in the Philippines.
Under the agreement, US forces are not subject to passport and visa regulations when entering and leaving the Philippines. Their permits and licenses are also deemed valid in the Philippines.

As part of its efforts to alleviate the plight of families severely affected by the eruption of Taal Volcano, the Philippine Army (PA) on Friday deployed the AFP Mobile Field Kitchen Trailer in partnership with the morning show "Unang Hirit" at the Pedro Palacio Sr. Memorial Elementary School in Barangay Sta. Ana, Calatagan, Batangas Friday.
Army spokesperson, Lt. Col. Ramon Zagala, said "Unang Hirit" sought the assistance of the PA to provide meals to 214 evacuees who have been in the evacuation center for almost two weeks now following the unrest of Taal Volcano.
The AFP Mobile Field Kitchen Trailer can be assembled in less than 30 minutes and can be used to prepare complete meals for 300 people, Zagala said.
"With its modular design, it can be easily transported even in difficult terrains. Aside from its large food preparation surface, the materials of the trailer are also designed to ensure the hygiene in the kitchen," he said in a statement.
Beneficiaries of this feeding program were Lemery and Agoncillo towns, which are among the areas severely affected by Taal Volcano's eruption last January 12.
Aside from meals, "Unang Hirit" also provided free medical check-ups and medicines. The show also distributed vegetables donated by the municipality of Gabaldon in Nueva Ecija province.
“The PA is always willing to assist our stakeholders in (its) effort to help those in need. We continuously work to improve our humanitarian assistance and disaster response capabilities in order to better serve the people, in partnership with other concerned agencies,” Zagala added.

The Department of Justice (DOJ) on Saturday said it has completed the study on the procedure for the termination of the Visiting Forces Agreement (VFA) between the United States and the Philippines and will formally present it to President Rodrigo Duterte on Monday (January 27).
"I'm done with the study on the procedure for terminating the VFA but I have to submit first my (memorandum) to PRRD on Monday," Justice Secretary Menardo Guevarra said in a message to reporters.
He added that the scope of the study is only limited to the VFA.
"We shall deal with the procedure for termination only, not the wisdom of the executive action. We shall answer such questions as: 'Is the VFA a treaty or an executive agreement?'; 'If it is a treaty, is Senate concurrence required for termination?'; 'Who will give the notice of termination?' (and), 'Is it necessary to state any ground for termination?'," Guevarra said.
Guevarra made the clarification when asked whether the termination would extend to the 61-year-old Mutual Defense Treaty between Manila and Washington DC, which is the legal backbone for the presence of American troops in the country.
On Friday, Presidential Spokesperson Salvador Panelo said President Rodrigo Duterte ordered to start the process of termination of the VFA following the cancellation of the US visa of retired top cop and now Senator Ronald "Bato" dela Rosa, who used to be one of those who implemented the government's anti-drug campaign.
Duterte earlier warned the US government that he will scrap the agreement if the cancelation of dela Rosa's visa is not rectified within a month.
Signed by the Philippines and the US in 1998, the VFA is an executive agreement that stipulates how visiting American troops should be treated in the Philippines.
Aside from exempting US forces from passport and visa regulations, the agreement also states that their permits and licenses are also deemed valid in the Philippines.
The same policy also applies to Filipino troops in US military installations.
It also allows Washington DC to retain jurisdiction over US personnel accused of crimes committed in the Philippines.

Responding to the call to provide the hygienic and sanitation needs of the Taal Volcano eruption-affected residents staying at the Sto. Tomas evacuation center, the 355th Aviation Engineer Wing of the Philippine Air Force (PAF) turned over on Saturday 20 temporary latrines.
AEW Deputy Commander, Col. Gerardo Zamudio, said the construction of 3-in-1 prototype sanitation facilities for evacuation centers was completed in five days.
"These are simple, low-cost and easy to construct. The latrine's toilets, bathrooms, and lavatories are designed to be environmentally friendly," he said.
He added recyclables drums were used to create septic tanks for the 20 cubicles to potentially avoid groundwater contamination.
The temporary latrines are completely installed with electricity, built-in faucet with flowing water and provisional drums for water storage. It includes pathways and canal to provide proper drainage in the area and avoid slippery muds.
"Actually this is our first time to conceptualize sanitation facilities out of recyclable materials and we are glad that the evacuees have appreciated our efforts," he said, noting that the 355th AEW designed the latrines.
More than 300 families at the Sto. Tomas evacuation center will benefit from the 20 latrines — 10 latrines are for males and the other 10 are for females.
Gender-responsive project
Virginia Pornea, an evacuee, said the newly-installed latrines would address the health issues of every displaced individual while they are staying at the evacuation center.
"Kitang-kita namin ang malasakit ng gobyerno para sa aming mga nasa evacuation center. Nasaksihan namin na wala pong inindang init ng araw at kahit po gabi na ay nagtatrabaho po ang mga kasundaluhan para matapos agad ang latrines," she said.
(We saw the government's concern for us who are staying here in the evacuation center. W saw the troops working hard under the heat of the sun, and even at night just to finish building the latrines.)
She urged her fellow evacuees to maintain cleanliness when using the comfort rooms to sustain proper hygiene and sanitation while staying at the evacuation site.
Meanwhile, Welnie Bondalo, another evacuee, said it is a great relief for the evacuees, noting that with the 20 comfort rooms, there would be less time waiting in line.
Before the new latrines were installed, evacuees had to share only six toilets.
Meanwhile, PAF Airman Mark Anthony Ansino, one of the AEW workers who constructed the latrines, felt satisfied upon seeing the evacuees were provided a little comfort.
"It is fulfilling to see the evacuees are very excited for the construction and that during our working days, watching us with a smile made me feel proud that I was able to help my fellowmen," he said.
Aside from ensuring proper sanitation in the evacuation area, Analyn Rosarito, another AEW member, said the evacuees needed a gender-responsive project.
"The completion of this project inspired me to be a more active servant for the people," she said.
She expressed her happiness being part of this gender-equitable latrine construction.
