TAGO, Surigao del Sur, July 30 – The Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of Surigao del Sur (SDS) thru the Philippine Coconut Authority (PCA) conducted coco coir twine training to the Former Rebels (FRs) and locals which was started last July 25, 2019 held at Sitio Ibuan, Mampi, Lanuza, this province.

A total of 80 former rebels (FRs) and locals of Sitio Ibuan had undergone the said training which was initiated by the representatives from the PCA being the experts on coco coir twinning process.

The said training is part of the PCA response to the peace and development programs of the PRLEC SDS and the commitment of the cluster during the launching of enterprise development, skills and livelihood program for FRs and the Community last July 18 2019.

“For the longest time, we are thankful to the government and the army for giving us importance in alleviating our lives to poverty. This training means a lot to us, I saw that the government is serious to their commitment to give us a better future,” one of the local folks said.

Mr. Manuel S. Ortega, trainer, PCA-Coconut Development Officer (CCDO) led the training with Henri Roy Orbeta, CCDO from Marihatag, Shernilyn Guzman, CCDO from Bayabas, Ms. Maria Annaliza Mellina CCDO from Lanuza all of SDS together with the assistance of the Army’s 36IB and the Barangay local government unit.

In his statement, Ltc Xerxes Trinidad, Commander, 36IB said that the training is just the beginning of the peace and development programs of PRLEC. “More trainings and livelihood to come, just commit their self because this training and livelihood program is a government commitment for them to alleviate their lives,”

He also lauded the PCA for the bold move and efforts to reach out their service to the community.

“The most important is your acceptance and your commitment to the government to be resilient individuals in order to contribute to the attainment of just and lasting peace in the province,” Army official ended

PRLEC is one of the 12 government line of efforts which is anchored on President Duterte Executive Order Number 70 creating the National Task Force to End the Local Communist Armed Conflict or NTF-ELCAC which calls for a Whole-of-Nation approach to attain an inclusive and sustainable peace.

Ms. Mellina, the CCDO in charge in Sitio Ibuan will in-charge in the monitoring and assessment of the progress of the training.

Coco coir is extensively used to rehabilitate deserts, enhance greens in golf courses and prevent soil erosion in riverbanks and highways. It is also an excellent growing medium for landscape plants and grasses since the fiber has natural rooting hormones and good water-holding

BUENAVISTA, Agusan del Norte- The Municipal Local Government Unit of Buenavista, Agusan del Norte declares the Communist Party of the Philippines, New People’s Army, National Democratic Front (CPP-NPA-NDF) and their allied organizations as “Persona non-Grata” (PNG) on July 29, 2019.

The declaration was made through Municipal Resolution Number 01-2019 issued on July 16, 2019. Mayor Norbert B Pagaspas of Buenavista stressed that “The declaration of PNG is a parallel effort to the military operations. The LGU will focus on insuring the constant and continuous delivery of basic social services and livelihood opportunities in the hinter areas. In partnership with the Provincial and National Leadership, we will build road networks to inaccessible Brgys and Sitios to get rid of the presence of armed group hiding thereat.”

Meanwhile, Datu Manlig-unan Rolando S Lanapan, Indigenous Peoples Mandatory Representattive and author of the resolution said that “As the representative of the Higaonon Tribe in Buenavista, I authored a resolution declaring the CNTs as Persona Non-Grata. Many Higaonon Tribal Leaders were killed when they failed to support the CNTs. They deceived us and it is but appropriate to declare them as nuisance in Buenavista.”-Datu Lanapan added.

Lieutenant Colonel Francisco L. Molina Jr, Commanding Officer, 23rd Infantry Battalion stated that “The declaration made by the LGU of Buenavista is one way of showing that they want peace. And the success of attaining peace rest in everyone’s shoulder.” LTC Molina added.

MATI CITY, Davao Oriental — Enraged civilians from the abuses and terroristic acts of the Communist New Peoples Army Terrorists (CNTs) reported the presence of the armed group and the existence of three (3) Improvised Explosive Device (IED) cache in Barangay San Jose, Bislig, Surugao Del Sur to troops under the 701st Infatry “Kagitingan” Brigade last July 29, 2019.

The civilians from the nearby town of Lingig, Surigao Del Sur who were previous members of CNT’s Underground Mass Organization (UGMO) were already fed up with the abuses and terroristic acts by using them as spies, and couriers prompting them to report the presence of the armed group and their IED cache.

Due to the effective conduct of Community Support Program (CSP) in partnership with the Local Government Unit of Lingig and the delivery of services, former UGMO members tipped off the presence of the CNTs, IEDs cache and other war materials.

Responding from the report, the 701st Brigade under Brigadier General Manuel V. Sequitin launched an operation and deployed the 67th and 28th Infantry Battalions forcing the CNTs under the Weakened Guerrilla Front (WGF) 20 & 25 to leave their IED cache and other war materials.

The troops scoured the area and were able to recover a total of twenty four (24) IEDs, one (1) M14 rifle, two (2) boxes containing trinitrotoluene or TNT (high explosive substance) and a 20 litter gallon containing an unknown black liquid substance in Sitio Balete, Barangay San Jose, Bislig, Surugao Del Sur.

Brigadier General Sequitin lauded the people of Bislig and lingig, Surigao del Sur for the trust they accorded to the troops. BGen Sequitin further encouraged the community saying; “Let us continue to be partners of peace by depriving the communist terrorist of sanctuary for the future of our family and the development of your community”.

CABADBARAN CITY, July 29 – A total of 470 NPAs surrendered and subsequently took their oath of allegiance to the government in Agusan del Norte, from January to July of 2019.

The said group of surrenderees is composed of seven (7) regular NPA members who brought with them their firearms, 49 Militia ng Bayan (MB), 37 Sangay sa Partido Lokal (SPL) or Local Party Members and 347 Underground Mass Organization (UGMO) members. The organizational structures and memberships were unearthed and identified through the continuous and persistent efforts of the different Community Support Teams (CSTs). The CSTs were deployed by 29th Infantry “Matatag” Battalion in various barangays in Anticala, Butuan City; Bangayan, Hinimbangan, and San Isidro of Kicharao; Bangonay and Baleguian of Jabonga; San Isidro and Poblacion 2 of Santiago and Doña Telesfora of Tubay, all of Agusan del Norte.

The said NPA members decided to go back to mainstream society to join their friends and families due to their frustration with the NPA, feeling of hopelessness about their situation while in the mountains, hunger, fatigue and unfulfilled promises from the NPA.

Currently, they are undergoing the deradicalization and reintegration process and shall receive benefits from the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

Alias King, a former NPA regular member, chose to surrender and take an oath of allegiance to the government because he realized that they are just being used to fight for a wrong cause. He revealed, “Gikapoy na kug dagan ug tago sa bukid tungod sa maling prinsipyo at pagtuo ng mga NPA. Abe ko sa una sakto sila pero dili diay. Gusto na kug malinawun akung pagpuyo. Gustu na ku mag bag-o sa akung kinabuhi,” said alias King.

“Akong nasayran nga igo rako gigamit sa NPA para sa ilang kaugalingong katuyuan ( I realized that I am just being used by the NPA to pursue their own interests”) alias Alex, another surrenderee, stated.

Lt. Col. Isagani O. Criste, Commanding Officer of 29IB strongly encouraged the rebels to surrender in his statement, “I am once again calling the attention of all the rebels who are still in the hinterlands of Agusan del Norte, surrender now and lay down your firearms. There are many great opportunities that await you as you turn your back to the NPA and return to the fold of the law. Come and join the other surrenderees who already found their way back. I know it will not be easy, but we will help you together with all the peace and development stakeholders of this province who are under the able leadership of our 2nd District Representative Hon. Maria Angelica Rosedell Amante-Matba, and Hon. Dale B. Corvera, Provincial Governor of Agusan del Norte .”

CAMP EVANGELISTA, Cagayan de Oro City – The Army’s 4th Infantry “Diamond” Division highlighted its Monday flag-raising ceremony by congratulating and recognizing 845 newly promoted Enlisted Personnel (EP) earlier today, July 29, 2019, at Headquarters 4ID, Brgy. Patag, this city.

Maj Gen Franco Nemesio Gacal, Commander of the 4th ID, pinned the new rank insignia to 25 Non-Commissioned Officers (NCOs) assigned at the Division Headquarters.

Based on data, the 845 newly promoted diamond troopers are composed of 28 Master Sergeants, 89 Technical Sergeants, 121 Staff Sergeants, 276 Sergeants, and 331 Corporals assigned with the different units of 4id.

MGen Gacal during his speech said, “A soldier’s life, especially in the Philippine Army, is not easy for what comes along with our oath to protect our motherland are the sacrifices and the danger we must face. The hardships and sacrifices we conquer are the reasons why soldiery is not for everyone and you must always be proud to be given this rare opportunity. Bear in mind that many are called, but few are chosen.”

The same recognition and donning of ranks is also conducted by the Brigades, Battalions and other units of 4id during their Flag Raising ceremony.

Maramag, Bukidnon – More and more towns in Bukidnon Province are declaring the Communist NPA Terrorists (CNTs) as unwanted when Brgy Linabo, Brgy Lipa, Brgy Lumintao and Brgy Sta. Felomina all of Quezon declared the CPP-NPA as Persona Non- Grata yesterday July 26, 2019.

The declaration was spearheaded by the Punong Barangays namely Hon. Luisita G Presbitero, Hon. Gloria P Rosales, Hon Thema Aguilar, and Hon Ferdinand Silvestre along with them were the 333 members of Hingpit na Organisadong Masa (HOM) who withdraw their support to the NPA. The activity was highlighted during the communal dialogue/pulong-pulong with the presence of different Local Government Agencies. The supporters soon pledged to the government and signed to the wall of commitment.

The community dialogue was attended by 88IB troopers headed by LTC Frank Fabic, Engr. Florencio Liray of Municipal Planning and Development Office, Engr. Danilo Restipicar representative from TESDA, Forest Ranger Jerry Rapal and Jonathan Doroha representative from DENR, Mr. Dexter Jhon Caballes representative from Dep-ED, Atty. John Laro representative from NCIP, Dr. Flores M Danlag epresentative from the Department of Agriculture, Ms. Teresa Bangal representative from Media, Mayor’s office, and Brgy Officials of the said Barangays. The Municipal Health Office also offered medical assistance for common illnesses to the residents.

88th Infantry Battalion troops discussed the deception strategy of the Terrorist NPA in luring the youth in joining the terrorist organization. R.A 10168 known as the “HumanSecurity Act 2012” and the Enhance Comprehensive and Local Integration Program (E- CLIP) was also tackled to include the firearms remuneration.

LTC Fabic, Commanding Officer of 88IB, welcomed the withdrawal of support by the members of the NPA’s underground mass organizations from the four Barangays, “It is right to turn your backs and withdraw your support to weaken their forces. As you participate today, you have saved yourselves from the trap that could get you in trouble and worse could get you killed. As your punong-barangay said, continue to show your support to the government. Let us continue to encourage our brothers and sisters who are victims of the wrong ideologies of the NPAs to return to the folds of the government”.

MARAMAG BUKIDNON – Another local member of the New People’s Army (NPA) belonging to Milisyang Bayan (MB) voluntarily surrendered through the effort of Community Support Team (CST) of 88th Infantry “Maringal” Battalion and Local Government Unit (LGU) of Brgy Lipa, Quezon, Bukidnon last July 20.

A certain Jerry Pao Sapra @Tikboy, 51 yrs old, married, and a resident of P-8 Brgy Lumintao, Quezon, Bukidnon and a member of Milisyang Bayan (MB) in the area surrendered to troops bringing along one (1) Home-made shotgun, one (1) magazine and eight (8) live ammunition (12 gauges).

According to a certain @Tikboy, “Nangita kog higayon nga makasurrender kay gi kapoy nako sa mga sugo kanako sa mga regular nga NPA ug gipul-an nako sa ilang mga pasalig nga walay katumanan sama sa ilang giingon nga ihaw-as nila sa among kapobrehon ug armadong pakigbisog lang daw kuno ang makasulbad sa problema sa kalisod nga among gisagubang. Nahadlok usab ako nga basin moabot ang panahon nga ang maayo nga kaugmaon sa akong mga anak dili na nako mahatag kanila tungod kay kanunay naman ako nga gitahasan sa kalihukan sa pagbantay kung dunay mga sundalo nga moabot sa among barangay ug mao kini ang rason nganong nakahuna -huna ako sa pagsurender “I was looking for a chance to surrender because I am tired of following what the NPA told me to do and I found it impossible that the NPA could really alleviate our family from poverty and only rebellion will be the solution of the hardship in life we are facing. I am also afraid that time will come that I could no longer give a good future to my children because of my betrayal in the government”.

Ltc Franklin F Fabic, Battalion Commander of 88IB said, that the surrender was made possible due to the conduct of Community Support Program (CSP) in the barangay. “I am pleased to announce that more and more rebels have now realized that they were just being manipulated and used by the CPP-NPA-NDF in their wrong ideologies and opted to surrender. It just shows that the NPA is continuously losing support and state of decisiveness is felt among its rank. We welcome those who want to surrender to have a new life and avail the Enhanced Local Integration Program (E-CLIP); a governmentprogram in which the former regular member can get immediate assistance, livelihood program, firearm remuneration and a lot more other benefits from the government”.

TAGO, Surigao del Sur – The Army’s 36th Infantry (Valor) Battalion provides interment assistance to the late Arlene Vistal yesterday July 28, 2019, at 1 o’clock in the afternoon held at Rosario Cemetery, Tago, this province.

The said person is a resident of Purok Kalipayan, Brgy Dayoan, Tago who died fighting for her illness of stage FOUR (4) lung cancer. Hon. Julianito Canda, Brgy Captain of Brgy Dayoan informed this headquarters and requested for the availability of army vehicle to the internment of his constituent.

In his statement, Hon. Julianito Canda, Brgy Captain of Brgy Dayoan said. “My heartfelt gratitude to the 36IB for granting our request and provide interment assistance to my constituent. Their selfless service to the people in need cannot be replaced with any material things. They are truly the heroes of our society,”

Meanwhile, Ltc Xerxes Trinidad, Commander, 36IB stressed that it is the Army’s commitment to support and extend our resources to the community in needs.

“Our service to every Filipino is one way to show that the Philippine Army is an organization of committed and responsible soldiers that can respond to any call of the community,” Ltc Trinidad concluded.

FORT BONIFACIO, Metro Manila – United States Army 1st Corps Commander, Lt. Gen. Gary J. Volesky, pays an official courtesy call to Army Commanding General, Lt. Gen. Macairog S. Alberto here today, July 29.

The visit served as a venue to discuss future US-proposed exercises and trainings between the United States Army Pacific (USARPAC) and Philippine Army (PA) forces.

During the command briefing, the Army Transformation Roadmap was discussed so that both armies may align their endeavors in implementing further engagement plans.

“The open lines of communication that we continue to keep, understanding the limitations that we both have brings us together and will benefit us all,” said Volesky.

“The Philippine Army sees every interaction with USARPAC as an opportunity to sustain and expand our combined actions to ensure that our enduring alliance is made even stronger and dynamic. It is clear that as we take up mutual matters of interest, we in fact further strengthen our institutional synergy and bolster goodwill among our forces,” said Alberto.

A group of Indigenous People (IP) leaders from Mindanao came back Thursday from a monthlong tour to the United States were they conducted a “Truth Caravan” for various Filipino-American communities.

According to the group’s spokesman, Datu Jake Lanes, they also lodged a formal complaint before the Office of the United Nations High Commissioner for Human Rights and the Permanent Forum on Indigenous Issues (PFII) Secretariat, asking them to launch an investigation into the attacks committed by the communist rebels against IPs in the Philippines.

Lanes said they have listed 17 violations of tribal culture and tribal rights including the recruitment of IP children to become child warriors; encroachment of tribal ancestral domain through the CPP schools without free and prior informed consent (FPIC); rape and molestation of IP children in these schools; trafficking of IP children by CPP allies; and the continuous killing of tribal leaders opposing the CPP-NPA programs in the ancestral domain.

Among their engagements in New York were meetings with the Patriotic Filipino Community, United Nations Permanent Forum on Indigenous Issues (UNPFII), United Nations Human Rights Council (UNHRC), the New York-based Media Networks, Philippine Consulate, New York and Fordham University.

“We relay to various Fil-Am organizations the real intent of leftist groups who are part of a broad alliance organized by the National Democratic Front which is directly linked to the International League of Peoples’ Struggle (ILPS) led by Jose Ma. Sison,” Lanes said

“During our engagements, we told them to be vigilant in giving support to groups asking for financial assistance for it might be channeled to groups affiliated with the CPP-NPA,” Lanes added.

While doing their rounds, the eight-member group who were dubbed “Ambassadors of Truth” were allegedly harassed by leftist groups for telling Filipino-American audiences there that their monetary contributions went not into educating or teaching indigenous students but for the purchase of arms to terrorize local communities into accepting the communist ideology.

Another member of the group, Datu Nestor Apas said militant groups in US felt threatened that tribal leaders are finally standing their ground and speaking up against the atrocities committed by the CPP-NPA.

“The militants want us to be silent on the issue. They were hurt by the truth, that’s why they harassed us by storming us during our activities,” Apas said in Filipino.

He said militants barged in and even attempted to hurt them during their activity in Washington DC.

“But we are not afraid anymore, it feels good to stand up for the truth. It feels good to help the country,” Apas said. (PIA InfoComm)

The groups Karapatan Alliance Philippines Inc., Rural Missionaries of the Philippines Inc., and General Assembly of Women for Reforms, Integrity, Equality, Leadership and Action Inc. filed a petition for review of a certiorari after the CA dismissed their petition for writs of amparo and habeas data.

The groups sought court protection from government “persecution” due to their alleged association with communist rebels.

The appeals court’s 14th Division junked the case on June 28 for lack of merit.


The three groups in their petition named as respondents President Rodrigo Duterte, Defense Secretary Delfin Lorenzana, National Security Adviser Hermogenes Esperon Jr., Presidential spokesman Salvador Panelo, Armed Forces of the Philippines Chief of Staff Gen. Benjamin Madrigal Jr., Brig. Gen, Fernando Trinidad, Maj. Gen. Erwin Neri, Maj. Gen. Antonio Parlade Jr., Lt.

Gen. Macairog Sabiniano Alberto, National Intelligence Coordinating Council (NICA) Director General Alex Paul Monteagudo, NICA Deputy Director General Vicente Agdamag, Police Senior Supt. Omega Jireh Fidel, and Undersecretaries Joel Sy Egco, Severo Catura and Lorraine Marie Badoy.

They said the high court should review the CA decision and declare it void “for being an outcome of the CA’s grievous errors, both of judgment and jurisdiction.”

CAMP GENERAL NAKAR, Quezon– A training camp of the New People’s Army (NPA) in Barangay Pagsangajan here was overrun by government forces, the military reported.

Troops from the Army’s 80th Infantry Battalion (80thIB) and local police encountered an undetermined number of rebels in Sitio Lagmak Sunday, said Lt. Col. Christopher Diaz, the battalion commander.

The troops had been tipped off that the rebels from the Platoon 4A2 of Kometeng Larangan Girilaya (KLG) Cesar of Sub-Regional Military Area-4A (SRMA-4A) were holding lectures and training in the sitio.

Diaz said the government forces edged closer to the camp while the dissidents having their training exercises.

The rebels sensed the presence of the troops and a firefight erupted that last for an hour, ending only when the rebels retreated.

The camp has 20 huts and two lecture halls.

Colonel Alex Rillera, 202nd Infantry Brigade commander, said the discovery of the encampment is a sign that the NPA was losing support from the villagers.

Dela Rosa has introduced Resolution 38, asking the Senate Committee on Public Order and Dangerous Drugs, which he heads, and the Committee on National Security and Defense of Sen. Panfilo Lacson to investigate the matter.

“We really wanted to know the real score behind this issue. An investigation of this case could ferret out the truth and, in the end, we could also recommend actions that will ensure the peace in the country, as well as protect and preserve the welfare of our children,” he said.


On July 23, the senator added, parents of the “victims” visited his office to relay their predicament regarding their respective children.

He said the parents reported incidents of alleged indoctrination and recruitment of their missing children by members of left-leaning organizations.

The parents, according to dela Rosa, said their children, all minors, were purportedly induced to leave and abandon their homes permanently.

One of the parents claimed that his 16-year-old daughter left their home for almost a week for a “leadership training” without their consent. Concerned about the safety of his child, he searched for her and found her in a political rally in Quezon City.

Another parent claimed that her child was convinced to leave their home for three days to attend a seminar in a state university. When the mother checked on her child’s whereabouts, she failed to locate her and found out that there was no seminar being held in the university.

“There was an alarming report that communist terrorists are recruiting minors as their fighters as young as 10 years old. Same news report also claimed that the communist group has been doing this for decades, but their recruitment efforts were intensified now because their armed group have been depleted due to frequent clash with government troops,” dela Rosa explained.

Recent statement by Interior and Local Government Secretary Eduardo Año claimed that “the Communist Party of the Philippines/New Peoples’ Army/National Democratic Front (CPP/NPA/NDF) are poisoning the minds of the children to take up arms against the government. They teach the innocent how to use a gun, how to fight in armed combat, how to gain people’s sympathy, to sing a different version of the national anthem and to join rallies calling for the overthrow of government.”

Año further claimed that a 15-year-old child, who was fighting for the NPA, was killed in a clash between government troops and communist rebels.

In efforts to protect the interest and welfare of the children, dela Rosa underscored the urgent need to investigate the disturbing reports of the alleged recruitment of minors as fighters of the CPP/NPA/NDF.

He noted that the allegations against the CPP/NPA/NDF would be detrimental to efforts of the government and concerned groups in achieving lasting peace in the country.

The NDF is an umbrella group, whose members include the CPP and its armed wing, the NPA.

New People’s Army (NPA) combatants in Southern Luzon are young, most of them in their early 20s, with some coming from universities, according to Lt. Gen. Gilbert Gapay, commander of the Southern Luzon Command (Solcom) of the Armed Forces of the Philippines (AFP).

“Yung mga quality ng mga nakakalaban natin, mga bata na lang. Konting engkwentro lang they want to go down na. Unlike before, yung mga nakakalaban natin talagang tumatagal,” Gapay said on Monday at a joint press conference at Camp Crame with Southern Luzon police officials. [The quality of those we fight, they’re mostly kids. Even in a brief encounter, they already want to go down. Unlike before, the people we fought with lasted longer.]

According to him, the AFP is enforcing solutions to address this problem, including conducting awareness campaigns on the “modus” of the NPA in recruiting young fighters.

Gapay explained that the NPA had been recruiting students through “extra-curricular organizations” affiliated with communist rebels. He said these students would then be brought to remote areas for “exposure” to the poor situation of residents there.

“Yung mga bata naman unknowingly they are now recruited and they became combatants na, fighters na, NPAs na,” he said. [The children unknowingly are recruited and become combatants, fighters of the NPA.]

Aside from holding awareness campaigns in schools, Gapay said state forces had also been conducting similar activities in communities, emphasizing the importance of parents’ participation in keeping their children away from the insurgency.

According to Gapay, no more than 700 NPA fighters remain in Southern Luzon — a large decline in the rebels’ manpower in recent years.

He said government troops had also been consistently receiving “surrender feelers” from NPA members in various provinces.

Reporting on significant government accomplishments for the first half of 2019, he noted that NPA rebels had fewer weapons and that there were fewer “red-infested” villages.

NPA attacks in Southern Luzon were also reduced from 28 in the first half of 2018 to 21 in the same period this year.

He said most of these attacks were directed at “soft targets” — that is, civilians. In contrast, previous attacks mostly targeted state forces.

“All these indicate that we have weakened the NPAs operating in Southern Luzon,” Gapay said.


The insurgency, he said, would just “die a natural death,” as the government had shifted to addressing its root causes.

To whitewash their misencounter in Sitio Talaptapan Brgy. Nalundan, Bindoy, Negros Oriental last July 29, the Regional Mobile Force Batallion projected to the public that it was the NPA that they exchanged firefight with. This only proves their desperation and failure to chase the NPA.

In yet another hopeless move, the AFP/PNP once again retaliated on civilians. They illegally arrested two farmers – Rico Oracoy, 39 and Lito Cadusale, 51 – in Sitio Yamot Brgy Mabato, Ayungon, Negros Oriental. The PNP was quick to plant evidence and accuse the farmers as NPA fighters.

No amount of spin stories can misled the toiling masses. The broad masses of the people know that the AFP/PNP are mercenaries for further exploitation and oppression. It is then imperative for the people to link arms and resist the fascist Duterte regime.

In response, the NPA is more than ready to punish the AFP/PNP butchers and defend the people of Negros.

The Communist Party of the Philippines (CPP) today said Rodrigo Duterte is “personally responsible for the relentless campaign of killings in Negros” which has already claimed at least eight lives over the past four days.

The CPP said Duterte “incited his armed minions in Negros to carry out the killings by making false claims of that four police officers killed in an NPA ambush last July 18 in Ayungon town, Negros Oriental were tortured.” He announced last July 25 that he will give a P3 million reward to anyone who can “bring the head” of the people behind the ambush.

The killings intensified since then, the CPP pointed out. Most of the victims were previously red-tagged or have been remotely linked to people’s democratic movement in Negros.

The CPP said “Duterte’s military, police and paramilitary death squads are targeting even civic-minded people as communists.”

The CPP dismissed as a fake the spray-painted words “Traidor sa NPA” left on the walls where some of the victims were killed. According to the CPP, those slogans were “obviously left to mislead and cover-up the real identity of the perpetrators.”

The CPP said the PNP is “utterly stupid” if it thinks the people will believe that the NPA is behind the killings based merely on those spray-painted slogans.

Mahigpit na kinokondena ng Leonardo Panaligan Command –New People’s Army (LPC-NPA) ang 16 lahat na rekord ng pinaslang na sibilyan sa loob lamang ng isang linggo sa lungsod ng Guihulngan, Kanlaon, Ayungon Sta. Catalina, Siaton at Manjuyod, Negros Oriental.

Palatandaan ng naagnas na at desperadong rehimeng US-Duterte ang kalakasan ng pamamaslang o paghawak sa pasismo, sa pamamagitan ng pag red-tag ng mga legal na organisasyon, psywar, ekstra-hudisyal na pamamaslang, tiraniko at militarisasyon sa kanayunan para wasakin at paralisahin ang pakikibaka ng mamamayan na nag-aasam ng makatarungan at mapayang pagmumuhay.

Kinokondena rin ng LPC-NPA ang pakanang paggamit ng pangalan ng rebolusyonaryong kahublagan sa pagpaslang sa mga nasabing biktima. Paghuhugas-kamay lamang ito sang mga berdugong tropa ng AFP at PNP sa kanilang mga kalakasan dahil hindi napigilan ang kagaya nitong kaganapan ang pagdeploy ng tropa militar sa ilalim ng Memorandum Order #32. Ngunit sa kabila nito, lalong tumitindi ang kaso ng pamamaslang sa pamamagitan ng mga “riding-in-tandem”, Duterte Death Squad at mga armadong nakabonnet sa nasabing mga lugar.

Ang pagdagdag ng tropa at ang pagmilitarisa ng kanayunan ng mga mersenaryong tropa militar at pulisya ang hindi nangungunang sagot sa malubhang kahirapan at armadong tunggalian sa isla at sa buong bansa. Dapat harapin ng umiiral na papet na rehimen ng demanda sang pumuluyo kag solusyonan ng husto ang nangungunang problema ng mamamayang Pilipino—ang tunay na reporma sa lupa at pambansang industriyalisasyon.

Hindi kailanman makapapahina ng rebolusyonaryong pakikibaka ang pangigipit ng karapatan ng mamamayan na mabuhay. Bagkus, sinisindihan lamang ang damdamin ng bawat mamamayang inaapi at pinagsasamantalahan ginahimuslan na tumahak sa landas ng pag-aalsa at pagpapataas ng porma ng pagkikibaka para depensahan ang mga karapatan at mga mithiin ng mapayapa at pantay na pamumuhay.

Malinaw din na malaki itong kabiguan sa kanila ang pagwasak ng rebolusyonaryong kilusan sa kabila ng kaliwa’t kanan na paninira at paghahasik ng mga kasinungalingan para makuha ang simpatiya ng malawak na mamamayan.

Ang LPC-NPA patuloy na nagatataguyod at nagpoprotekta ng interes at kapakanan ng malawak na mamamayan sa iba’t ibang porma ng pakikibaka. Kasama ng malawak na pumuluyo, sinusulong ng rebolusyonaryong kilusan ang pag-abot ng tunay na hustisya sosyal at depensahan ang kabuhayan at buhay ng mamamayan.

We consider as important the attention given by the New York-based Human Rights Watch (HRW) on the spate of killings in Negros island. We agree that the surge of killings and abuses are linked to the issues of land rights, poverty and injustice. Grave abuses have been committed against the peasants masses who have long been demanding for land and justice.

Towards the end of its statement, the HRW said: “Responsibility for the killings remains unclear. But both the government and the NPA should take all necessary measures to end unlawful attacks, either by their forces or armed elements linked to them. Killing civilians and captured combatants are war crimes.”

We assure the HRW that all units of the NPA are well aware of, conscientiously study and abide by the Geneva Conventions and Protocol I, to which the NPA has declared to apply in the conduct of the civil war in the Philippines.

In a previous statement, we have maintained that the four policemen killed in Ayungon town last July 18 died in the course of a legitimate act of war. They died in an NPA ambush and were not tortured as falsely claimed by Philippine Pres. Rodrigo Duterte.

In fact, in an online news report published that day in Rappler [https://www.rappler.com/nation/235740-policemen-killed-ambush-negros-oriental-july-2019], Major Leo Logronio of the Philippine National Police (PNP) Regional Mobile Force Battalion Region VII was quoted saying that the subject police officers “succumbed to multiple gunshot wounds which caused their instant deaths.” The bodies were recovered at the same area of the ambush.

The CPP and NPA do not have a hand in the successive killings of civilians. The killing of seven civilians last July 25 fall into the pattern of coordinated operations of the police and military. We believe that they are victims of death squads attached to the military and police in Negros island meant to intimidate the people against supporting the armed resistance of the NPA. Many of them have been previously publicly tagged as sympathizers of the NPA.

Various sectors convened to discuss matters of internal security in Mindanao in a regional forum held in Zamboanga City yesterday, July 30.




Anchored on the theme, “Enhancing Political Dialogue for Inclusive Peace in the Bangsamoro,” the regional peace and security forum was participated in by representatives of the various sectors and stakeholders.




Lieutenant Colonel Angelo Lutera, the Assistant Chief of Unified Command Staff for Operations of the Western Mindanao Command, provided a regional security update in the joint area of operations of the Western Mindanao Command.

The said forum was spearheaded by ZaBiDa Paz, led by Dr. Grace Rebollos, at Celebrity Hall 2, Grand Astoria Hotel in this city.

Aleem Mohammad Tahir Salih, the Secretary General of the Ulama Council of Zamboanga City, provided insights and perspective of Islam in relation to the current security situation and their view point on violent extremism and terrorism.

Present were representatives of the academe; religious, private, and security sectors; and other stakeholders.
