Davao City – The 89th Infantry (Makatao) Battalion under the leadership of LTC DONALD P GAFFUD INF (GSC) PA participated in the planning spearheaded by TESDA XI led by Engr Lorenzo G. Macapili, Regional Director, TESDA XI held at Brgy Tapak, Paquibato District, Davao City (PD, DC) on August 11, 2021. Also present during the activity were: MAJ ALMAR MACABACYAO (INF) PA, Executive Officer of 27IB; Mr Constantino B Panes Jr Ed.D, Center Administrator of RTC- KorPhil, Davao and Mr Adonis F Culas, Provincial Director, TESDA Davao City and Davao del Sur Provincial Office.

The objectives of the activity were the updates on the implementation upland rice farming in Barangays Mapula, Tapak, Salapawan, Malabog and Pandaitan all of PD, DC; requirements for the honoraria of 25 IP farm coordinators and one (1) lead coordinator; additional skills training to be implemented in the five (5) Brgys; training on sloping agricultural land technology and other matters such as livelihood training based on the needs of the community wherein the different IP leaders raised the skills they needed such as Carpentry, Dress Making, Welding and Machine Operator for Abaca Processing.

TESDA XI as the lead agency of the EO 70 Poverty Reduction, Livelihood and Employment Cluster (PRLEC)!committed to provide the trainings they needed. The cluster aims to develop self-reliant and sustainable communities through harmonized and cultural responsive development programs.

LTC GAFFUD in his message thanked the effort of TESDA XI for going down in the conflict affected areas in order to address the needs of the community. He also assured the participants that the MAKATAO Battalion will always be there to support them.

ARAKAN, COTABATO – The 72nd Infantry “Gabay” Battalion warmly welcomed and paid courtesy to the Commanding General Philippine Army (CGPA), MGEN ANDRES C CENTINO PA during his visit at Headquarters 72IB in Arakan, North Cotabato and one of the unit’s isolated CAA detachment in White Kulaman, Kitaotao, Bukidnon on August 17, 2021

MGen Andres C Centino PA has been very dedicated in uplifting and boosting the morale of the troops and CAAs assigned in Geographically Isolated and Disadvantaged Areas (GIDAs) by visiting them to personally see the situation on the ground and have the opportunity to talk to them and deliver materials and supplies needed to assist them in performing their duty.

The Commanding General visited the isolated CAA detachment in White Kulaman, Kitaotao, Bukidnon. He personally commended the troops assigned in the said Patrol Base for being the frontliners in conducting combat and recon patrols and in maintaining peace and order within the unit’s area of operation. He strongly urge the CAAs to continue their efforts in attaining a peaceful and conflict-resilient community in the province of Bukidnon. After the info briefing about Threat Situation and deployment of troops, he personally handed over box of canned goods and military supplies.

Subsequently, the Commanding General proceeded at Headquarters 72nd Infantry “Gabay” Battalion to visit the Gabay Troopers. During his talk to troops, he expressed his support and commended the troops’ continuous efforts in attaining a just ang lasting peace and protecting the communities from any threats perpretrated by the Communist Terrorist Groups (CTGs) amidst Covid-19 Pandemic.

Afterwards, the Commanding General led the donning of ranks to four (4) newly promoted enlisted personnel and awarding of Silver Cross Medal to personnel of Intelligence Team under 72IB for a successful intensified intelligence operation that led to the capture of two high ranking NPA Cadres in Pres Roxas, North Cotabato last 29 November 2020.

During the unit briefing, he emphasized that everyone should focus on winning the peace and ending the 52-year struggle against insurgency. He reminded everyone to exert more effort in doing our campaign. “I am counting on you in winning this fight against the insurgents. We are already on the right track. We just need to be more focus on our goal; that is to attain a just and lasting peace. Be safe and more power, Gabay Troopers!” he ended.

The 72nd Infantry “Gabay” Battalion led by LTC Jose C Regonay Jr. vowed to do everything to contribute to the AFP’s campaign to permanently end the insurgency before the next administration. With the collaboration and support of the Government, the unit will continue to carry out its mandated task of maintaining peace and order within the unit’s area of ​​operation.

New People’s Army Rachelle Mae Palang Command (RMPC-NPA) spokesperson Estrella Banagbanag claimed that the series of focused combat and retooled community support operations proves that the Armed Forces of the Philippines Central Command (AFP-CentCom) is threatened by the gains and advances of the NPA in Southeast Negros.

“Action speaks louder than words, why waste big amounts of resources and troops if indeed the threat is miniscule?” Banagbanag remarked through a statement.

She was referring to AFP-Centcom chief Lt. Gen. Roberto Ancan’s announcement in November last year regarding the dismantling of the NPA’s Southeast Negros guerrilla front.

According to Banagbanag, this aggrandizement of fictional military feat against the NPA is repeated again this year by the Philippine Army’s 3rd Infantry Division and Negros’ reactionary armed forces officials. But this time with the inclusion of North Negros Front to the list of “dismantled” guerrilla fronts.

“Obviously, they needed some big time accomplishment to brandish in order to justify the gargantuan ‘counter-insurgency’ operation funds they are amassing that has become the milking cow of its avaricious top senior officials,” she said.

They desperately needed to project a “winning” image congruent with CentCom’s “winning the peace” concept, she added.

Banagbanag expressed that the intensifying and sustained large-scale focused military operations on the hinterlands of Sta. Catalina, Sibulan, Siaton and other adjacent areas contradicted the AFP’s own claim of reducing the Southeast Negros Front into an insignificant remnant spent force.

She said further that amid immense difficulties posed by the enemy, the NPA have made great strides not only in frustrating enemy offensives but in advancing its integrated tasks in advancing the people’s war.##

The Armed Forces of the Philippines (AFP) claims that it used “smart bombs” in its aerial bombardment yesterday morning in Barangay Osmeña, Dolores, Eastern Samar, where supposedly 16 New People’s Army (NPA) fighters were killed. Even as we still need to check the veracity of these reports, we must counter the claim that their use of “smart” bombs ensure that civilians are not placed in danger.

As repeatedly proven in the past, “smart bombs” supplied by the United States military are stupid and cannot distinguish between civilians and armed fighters. These have caused widespread civilians deaths in Afghanistan, Pakistan, Yemen, Syria, Palestine and other countries where these US-made bombs have been deployed. These bombs have no intelligence as the people who use them.

Yesterday, the lives of residents of barangays Cabago-an, Osmeña and adjacent villages in Dolores, Eastern Samar, were placed in danger as the AFP dropped bombs, strafed and fired artillery shells the whole day in the vicinity of their communities in what they claim was a running battle with an NPA unit.

A Manila Bulletin report published a picture showing a projectile that went through the roof of a civilian house, which fortunately did not explode. The AFP made the lame excuse that the projectile was not theirs.

We maintain that aerial bombs, helicopter gunships and artillery shelling are superfluous weapons and disproportionate use of force in counterinsurgency operations. These cause indiscriminate damage to property and the environment and untold terror and trauma among the people.

THE Department of National Defense (DND) Undersecretary for Civil, Veterans and Reserve Affairs and chairperson of Task Force Balik-Loob (TFBL) Reynaldo Mapagu visited Camp General Macario Peralta Jr., the home of the Army's 3rd Infantry (Spearhead) Division, on Tuesday, August 17, 2021.

During his visit, Mapagu met the TFBL partner agencies in the area through a hybrid meeting to check the updates on the implementation of the Enhanced-Comprehensive Local Integration Program (E-Clip) and other Balik-Loob-related activities.


Task Force Balik-Loob (TFBL) was created by virtue of Administrative Order 25, series 2020 dated March 18, 2020, amending Administrative Order 10 series 2018 as a central coordinating body to supervise the government's reintegration efforts for members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), including their immediate family members.

The task force is composed of representatives from the Department of National Defense, Department of the Interior and Local Government, Office of the Presidential Adviser on the Peace Process, Office of the President, and the National Housing Authority, as well as other partner government agencies.

Mapagu also checked and inspected the status of the Tikas Project inside Camp Peralta, especially the construction of the 50-bed capacity hospital.

The said project was granted through the DND and DPWH convergence program under Tatag ng Imprastraktura sa Kapayapaan at Seguridad (Tikas) Project, which aims to reinforce the AFP's capability to provide service and security.

"We are fortunate that Usec. Mapagu is giving his full support not only to the welfare of our soldiers but also to our anti-insurgency campaign by ensuring the implementation of DND's project and Balik-Loob programs in 3ID's Area of Responsibility like E-Clip. His visit will surely guarantee the speedy execution of these projects," Vinoya said.

A military official on Tuesday told members of the New People's Army (NPA) rebel group to surrender or end up dead like 18 of their comrades who were killed in a firefight with the military in Dolores, Eastern Samar.

Maj. Gen. Pio Diñoso, commander of the Army's 8th Infantry Division based in Samar, said the latest encounter proves that if the rebels do not surrender, they may just end up dead.

"On the part of the NPA, they just saw that if they won't return to the government fold, if they won't choose the path of peace, this is what's going to happen to them,"
he said in an online press briefing.


He also said that the government continues to offer the rebels to return to the fold of the government, but they have no choice but to fight back if the rebels choose violence instead.

Monday's encounter initially killed 16 NPA rebels, but the military recovered two more bodies on Tuesday.

Authorities also seized 29 high-powered firearms from the rebels.

The military said the enemy casualty count is the highest in a single encounter during the Duterte administration.

In November 2017, 14 NPA rebels died in an encounter in Nasugbu, Batangas.

Meanwhile, an NPA intelligence officer in Mindanao was killed in a law enforcement operation in Polomolok town in South Cotabato on Monday.


Brig. Gen. Roy Galido, commander of the Army's 601st Brigade in Sultan Kudarat, identified the fatality as John Nebris Omega, who carried the aliases Parts, Bords, Albay, and Pards, and was allegedly the intelligence officer of the NPA's Komisyon Mindanao.

According to Galido, government forces went to Omega's house in Barangay Cannery Site to serve an arrest warrant for kidnapping, serious illegal detention, and robbery.

Omega, however, fired shots at the authorities, leading to a firefight.

According to the military, Omega was involved in the abduction of Mayor Henry Dano of Lingig town in Surigao del Sur and his two soldier-escorts in August 2011. Dano and his escorts were released by the rebels two months later.

NPA leader nabbed in South Cotabato

SOUTH COTABATO, Philippines — An intelligence officer of the New People’s Army (NPA) was arrested in Polomolok town on Monday.

Pamela Peñaranda was cornered by personnel of the Criminal Investigation and Detection Group, 5th Special Forces Battalion and South Cotabato police in Barangay Poblacion.

Peñaranda, also secretary and finance officer of the NPA’s Davao City urban committee, did not resist arrest when served a warrant for murder.


In Bukidnon, two 15-year-old NPA combatants surrendered on Monday.

Lt. Sancho Tomaquin Jr., 88th Infantry Battalion spokesman, said the two minors are members of the North Central Mindanao Regional Party Committee.

The two said they were recruited supposedly to work as factory workers in Quezon town.

A military operation against communist rebels in Eastern Samar province on Monday, which left at least 18 New People’s Army (NPA) members dead, has effectively crippled the group, according to an Army official whose unit led the raid on the insurgents’ camp in Dolores town.

Maj. Gen. Pio Diñoso III, commander of the Army’s 8th Infantry Division based in Catbalogan City, said the 13-hour offensive was the biggest in terms of rebel casualties and weapon seizures since 2016.

The bodies of 13 men and five women were later retrieved in the clash site in Barangay Osmeña, Dolores, where rebels allegedly manufactured explosives.


Diñoso said the bodies would be taken to the town center where they would be processed and identified. They would be given a “decent burial” in a local cemetery should no relative come to claim them, he said.

Airstrike

The clash started at 4 a.m. Monday when members of the 52nd Infantry Battalion attacked a rebel camp in Barangay Osmeña located 40 kilometers away from the Dolores town center.

Diñoso said the soldiers sought the assistance of the Philippine Air Force since they could not enter the area, fearing it might be surrounded with land mines.

“The [firefight] took so long because they were trying to protect a high-ranking leader,” Diñoso said, noting that no soldier was wounded or killed in the clash with at least 50 rebels.

He, however, could not say if the rebel leader was among the fatalities.

Diñoso also dismissed claims that civilians were killed in the encounter, saying the rebel camp was located 3 km away from the nearest populated village.

Recovered from the clash site were 29 high-powered firearms and several improvised explosive devices (IEDs). The camp, Diñoso said, has structures that could have been used for training, possibly for the manufacture of IEDs.

‘Tactical success’

Diñoso claimed that Monday’s military operations significantly reduced the number of NPA fighters in Samar, saying, “This is a big blow to the insurgency in the province, not only in Eastern Samar but in the entire Samar Island.”

He thanked villagers for leading the military to the rebel camp. He promised to protect locals, especially that they were expecting retaliation from the NPA.“I will call it [operation] a tactical success. It is not necessarily socially acceptable but this is like the final nail in the coffin to end the communist insurgency,” Diñoso said. “The insurgency situation in Eastern Samar would be at a manageable level.”

Two minors, both combatants of the New People's Army (NPA), surrendered to government forces in Bukidnon, the Philippine Army reported on Tuesday.

dentified the young NPA fighters as "Ruffa" and "Job," both 15 years old.

Tomaquin said the minors were regular members of the Guerilla Front Malayag, Sub-Regional Committee 2 of the North Central Mindanao Regional Party Committee.


He said the minors surrendered on Monday and confirmed reports the NPA is engaged in the recruitment of children to be part of its fighting force.

Ruffa and Job told the Philippine Army a certain "Jun-jun" recruited them under the pretext of hiring them as factory workers in Quezon, Bukidnon.

MANILA – The Department of Justice (DOJ) dismissed another complaint filed by the police and a parent of an activist against Anakbayan leaders for lack of probable cause.

In a 15-page resolution dated May 28, the DOJ junked the kidnapping and child abuse charges filed by Jovita Antoniano and the Philippine National Police against four youth activists.

Antoniano claimed that her daughter Trisha, a senior high school student at the Polytechnic University of the Philippines, went missing after being recruited by Anakbayan.

The DOJ resolution said that Trisha is no longer a minor when she left their home. There is no evidence that the respondents were entrusted with the custody of Trisha and that they deliberately failed to return her to her parents. The complainant also failed to show or established that the respondents are in custody of Trisha, the resolution said.

The DOJ also found no probable cause to charge the youth group with violations of Anti-Trafficking in Persons Act of 2003 and Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity.

The police presented alleged rebel returnees “to establish the recruitment process of the CPP-NPA-NDF” [Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines] which, according to them, were first recruited as members of progressive groups and then will later recruited to become members of the revolutionary group.

The panel of prosecutors also said that there is also no evidence to prove that Anakbayan or League of Filipino Students is an armed group or that it recruits minors or children to participate in hostilities or armed struggle or to exploit them for armed confrontation or violence.

“Certainly, no evidence was presented showing that Anakbayan is the recruiting arm of or somehow connected to the CPP-NPA,” they added.

“Further, we cannot consider joining and participating in rallies and conducting peaceful assemblies as acts of armed struggle,” the resolution added.

Jeann Miranda, Anakbayan’s national spokesperson, said that this victory disproves the Duterte government’s “red-tagging, terror-tagging, and accusations of ‘brainwashing.’”

“The court decision also affirms the legality of the youth organization’s campaigns and advocacies. Despite Duterte’s fascist terror and the pandemic, Anakbayan has continued the struggle to advance the people’s interests,” Miranda said.

Prior to this latest dismissal, the DOJ also dismissed charges filed by parents of Anakbayan member Alicia Lucena in October 2020.

There were also two more complaints of the same nature that were also dismissed by the DOJ – one on Oct. 30, 2020 for insufficiency of evidence and another on Feb. 10, 2021 for lack of probable cause. These complaints were filed separately by two parents alleging that their children, who are members of Anakbayan, were missing.

Other cases vs activists also junked

Meanwhile in General Santos City, another case filed against activist couple Edgar and Regina Patulombon was also dismissed after court granted the demurrer to evidence.

The two were arrested in July 2015 in sitio Lanton, barangay Apopong, General Santos City and charged with violation of illegal possession of firearms and explosives.

In an order signed and released on July 22, 2021, Judge Dennis Velasco of General Santos City RTC Branch 23 said that the authorities did not inform the couple of their rights when they were subjected to custodial investigation.

“These are the so-called ‘Miranda rights’ so oftenly disregarded by our men in uniform. Infractions thereof render inadmissible the extrajudicial confession or admission made during the custodial investigation,” Velasco said.

“Concededly, the accused was not informed of his right to remain silent and to have his own counsel by the investigating policemen during the custodial investigation. Neither did he execute a written waiver of these rights in accordance with the constitutional prescriptions,” he added.

Also last week, the trumped-up charges against United Church of Christ in the Philippines (UCCP) pastor was also junked by the court.

In a statement, National Union of Peoples’ Lawyers President Edre Olalia welcomed the recent dismissal of cases against activists, calling it as a legal push back.

“We are so glad and relieved that this legal pushback is on a roll and that our courts are stepping up the plate to assert judicial independence against excesses, shortcuts, abuses and even incompetence of our law enforcement agencies in the dubious legal assault on activism,” Olalia said.

Army in AgSur affirms adherence to IHL

SAN LUIS, Agusan del Sur -- In observance of the International Humanitarian Law (IHL) Day, the 26th Infantry (Ever Onward) Battalion (26IB), Philippine Army once again affirmed its adherence to IHL through a joint lecture and open forum on IHL with the Commission on Human Rights (CHR)-Caraga held recently at the Battalion Headquarters, Barangay Mahayahay, San Luis, this province.

The IHL is known as the law of war or the law of armed conflict. It is a set of rules which seeks for humanitarian reasons to limit the effects of armed conflict, protects persons who are not or are no longer participating in the hostilities and restricts the means and methods of warfare.


Pursuant to Executive Order No. 134 of 1999, August 12 of every year is designated as the IHL Day with this year's theme: "Upholding the Law of Armed Conflict Amidst the COVID-19 Pandemic: Protecting Humanity for Healing and Recovery".

"As duty bearers, it is our obligation to respect and protect the rights of our fellowmen in preserving human dignity. We all have rights, and we need to exercise those rights responsibly while respecting the rights of others," said Mi-An C. Taglucop, Information Officer III of CHR-Caraga, emphasized during her lecture to the troops of 26IB.

The best practices of the Battalion were also discussed during the lecture. As recalled from a previous encounter, a wounded New People's Army (NPA) rebel was captured by the troops of 26IB. Following the mandate of IHL, the wounded NPA was given a first aid immediately by the unit’s medical team and was brought to Talacogon District Hospital for his proper medical treatment.

Meanwhile, Lt. Col. Reynald Romel A. Goce, Commanding Officer of 26IB affirmed the adherence of the unit to IHL. "It is our duty to care for the wounded and sick, regardless of whether they are wounded fighters of non-state armed groups, uniformed personnel or civilians. As we strengthen our counter-terrorism measures in our area of operations, we ensure that the Ever Onward troopers are performing their duties in accordance with stated policies, guidelines and procedures on IHL in all operations against known enemies of the state," he underscored.

"Aside from the threats imposed through armed conflict, an unseen threat, the COVID-19 pandemic is still on the rise. And it is even more important to ensure that all those affected by these threats are respected and protected. We, in the Philippine Army, continue our commitment to the promotion and implementation of IHL while securing our land and serving our people," added Goce. (2Lt. TALAINGOD, Davao del Norte -- Presidential Peace Adviser Carlito G. Galvez, Jr. and Defense Secretary Delfin N. Lorenzana led the turnover here on Monday of 68 housing units to members of the Ata-Manobo tribe who were displaced by armed conflict.

The P11.25 million Bahay Pangkapayapaan was spearheaded by the Provincial Government of Davao del Norte, Office of the Presidential Adviser on the Peace Process (OPAPP), Armed Forces of the Philippines and Philippine National Police.


The idea of establishing the 125-unit housing project began after six families belonging to the tribe were rescued from the Haran, a Davao-based facility that is reportedly under the influence of the Communist Terrorist Group (CTG), in February 2020.

Speaking to the beneficiaries during the turn-over, Lorenzana urged the IPs not to sell their ancestral lands and instead develop their full potential by planting high-value crops such as coffee.

The defense chief pointed out that one of the best ways to address the communist insurgency in the countryside is to build much-needed infrastructure in far-flung, conflict-affected areas.

“If we put roads in these communities, the CTG will go away, as development will start to get in,” Lorenzana said.

Meanwhile, Galvez said that he was very happy to see that the Lumads who were rescued from Haran have finally returned to their communities and now have a home that they can call their own.



“We need to help each other. I have seen how our indigenous peoples have been exploited. I promise to help bring peace and reconciliation to our IPs here,” he said in the vernacular.

“There needs to be reconciliation among the people. Our IPs here have to help and love each in order to avoid conflict. We need to be united in order for us to move forward,” Galvez stressed. (OPAPP)

Indigenous peoples from the Ata-Manobo tribe who were victims of the communist terrorist New People's Army (NPA) in Talaingod, Daval del Norte receive a total of 68 housing units from the provincial government Monday.

The housing project at Sitio Tibucag, Dagohoy, worth PHP17.25 million, was funded by the Office of the Presidential Adviser on the Peace Process (OPAPP) with the province’s counterpart funding of PHP6 million.

The turnover was led by Defense Secretary Delfin Lorenzana, OPAPP Secretary Carlito Galvez Jr., and Gov. Edwin Jubahib.


Jubahib said the project was intended for IPs who were locked inside the United Church of Christ in the Philippines (UCCP) Haran Center who lost their homes due to NPA's atrocities.

“Haran is not the solution. War is not a solution either. The real solution to improving your lives is through hard work and making use of your ancestral lands for your livelihood,” Jubahib said, as he vowed to provide livelihood assistance to the tribe.

“You need to strive hard. Nothing will change in your life if you just sit all day and wait for assistance. You have to work and send your children to school,” he said.

One of the beneficiaries was Datu Ginamao Andil who recently returned to the fold after six years of hiding at Haran Center.

Andil became a member of Salugpongan Ta’tanu Igkanogon Community Learning Center Council and eventually became a vice-chairman in 1990. He joined the NPA in 2002.


He was among the other tribal leaders who fought when the struggle ensued between the IPs, under the leadership of Datu Gibang Apoga, and the employees of Alcantara and Sons, a logging concession over a misunderstanding of logging activities in Talaingod.

“We are grateful to the police and the army, especially to Governor Jubahib who is looking into the situation of the people,” Andil said.

The former NPA member vowed to work hard to bring back to their respective communities some of the IPs families still left in Haran.

A fugitive intelligence officer of the New People’s Army (NPA) who was tagged as behind a string of attacks in parts of Mindanao was killed in a joint law enforcement operation in Polomolok town, South Cotabato province on Monday afternoon.

Brig. Gen. Roy Galido, commanding officer of the Army’s 601st Infantry Brigade, said Tuesday
suspect John Nebris Omega, also known with his aliases “Parts,” “Bords,” “Albay,” and “Pards” was slain in an encounter with Army and police personnel around 1:15 p.m. in his house at Block 4, Londres Village, Barangay Cannery Site.

He said the brief firefight ensued after the suspect reportedly fired at the operatives who were about to serve an arrest warrant for kidnapping, serious illegal detention, and robbery issued on April 22, 2019 by the Regional Trial Court Branch 14 in Davao City.


The operation was led by elements from the Army’s 5th Special Forces (SF) Battalion, Criminal Investigation and Detection Group, and Polomolok municipal police station.

“(He) was tracked down by intelligence operatives hiding in his house,” Galido said in a report.

Lt. Col. Zandro Alvez, commanding officer of the 5th SF Battalion, said Omega was fatally wounded in the exchange of gunfire and declared dead upon arrival in a local hospital.

Recovered from the suspect was a caliber .45 pistol loaded with five live ammunition, while various “terrorist propaganda materials” were found at the scene, he said.

A report from the Army’s 6th Infantry Division (ID) said the suspect was an intelligence officer of the Communist Party of the Philippines (CPP)-NPA’s Komisyon Mindanao, a former member of the Regional Operations Command-R2, an intelligence unit of the NPA-Southern Mindanao Regional Committee (SMRC), and served as the squad special operations group of SMRC.

He was allegedly involved in various crimes, among them the raids on Civilian Armed Force Geographical Unit Active Auxiliary (CAA) detachments in Sitio Kamaruyan, Barangay Tagugpo, Lupon, Davao Oriental in 2004 and 2005; Magpet police station in North Cotabato in 2005; Dangcagan police station in Bukidnon in 2007; and, Banay-Banay police station in Davao Oriental in 2008.

The suspect was also listed as part of the groups that attacked a police station in San Isidro, Davao Oriental; CAA detachment in Luz Village, M’lang town in 2010 and a detachment in Luna Sur in Makilala, North Cotabato; the police stations of Governor Generoso and Lupon Davao Oriental and New Corella in Davo del Norte; and, against Army personnel securing a packing house of Sumifru Corporation in Luna Sur, Makilala, North Cotabato.


He was also reportedly involved in the attack on the Tampakan municipal police station in South Cotabato in 2009, and the abduction of Lingig, Surigao del Sur Mayor Henry Dano in 2011.

Maj. Gen. Juvymax Uy, commander of 6ID and Joint Task Force Central, said the operation was part of their efforts to curb lawlessness, criminality, and terrorist threats in the region.

“The death of John Nebris Omega is a big loss to the communist terrorist group. Not only will it add up to their leadership vacuum but will also have an adverse effect on the already dwindling morale of their members,” he said.

He said the NPA rebels in the area have long been “on the run” following the series of setbacks suffered from government operations.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Some 10 young people, indoctrinated with communist ideology, have completed a weeklong “deradicalization” program initiated by three municipal governments in North Cotabato with the Army’s 39th Infantry Battalion (IB) as a partner.

A statement released by the 39IB Monday night said the deradicalization program ran from Aug. 9 to 16 at the Kyllex Resort in Tulunan town of North Cotabato.


“The municipal task forces on Ending Local Communist Armed Conflict (ELCAC) of the towns of Columbio and Lebak, both of Sultan Kudarat; and Tulunan, North Cotabato was carried out successfully through their municipal social welfare and development offices (MSWDOs),” said 2nd Lt. Sharmaine Dela Rosa, 33IB civil-military officer, in the statement.

She added that the youth participants are members of the Indigenous Peoples’ (IP) communities from Tulunan, North Cotabato, Columbio, and Lebak all of Sultan Kudarat, who were “rescued” by an Inter-Agency Group during an operation carried out in a “Lumad Bakwit School” at the University of San Carlos (USC) retreat house in Talamban, Cebu City on Feb 15, 2021.

The USC, through its president, Fr. Narciso Cellan Jr., has earlier denied claims though that so-called militant groups in the retreat house at the USC Talamban campus held the IP children captive.

Dela Rosa said before the conduct of the seven-day program, the young participants have undergone psycho-social examination that became the basis for psychosocial interventions, spiritual programs, and alternative learning systems essential to reorient and reorganized the mindset of the affected youth.

MSWDO personnel from Columbio and Lebak, Sultan Kudarat; and Tulunan, North Cotabato have first sought permission and consent from the participants' parents, as they supervised the round-the-clock supervision of the program.

"As duty bearers, this is a call for us to reach these communities that we are present, accessible, and prioritizing the protection and welfare of children under all circumstances,” Department of Social Welfare and Development –Region 12 Director Restituto Macuto said in a separate statement.

He added that the youth participants are closely monitored by their respective MSWDOs and will undergo further psychosocial examinations after a required healing period.

Tulunan Mayor Reuel Limbungan of Tulunan, North Cotabato expressed appreciation to the scientific and culture-sensitive approach to the debriefing of the program participants.

He described the program as a positive action for the “affected youth” for them to later become productive and spiritually matured role models of their communities.

The ELCAC is a comprehensive whole-of-nation approach implemented by the administration of President Rodrigo Duterte in fighting the insurgency being waged by the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF).

On Dec. 4, 2018, the National Task Force – ELCAC was formed under Executive Order No. 70 issued by the President that institutionalized the government's "whole-of-nation" approach in tackling the communist insurgency in the country.

The Army’s 65th Infantry Battalion (65IB) has recognized the vital support of civilians in military operations in the hinterlands of Sibagat, Agusan del Sur and in remote areas here.

In a press statement issued on Tuesday, 65IB commander, Lt. Col. Emerson de Vera, said they have engaged the New People’s Army (NPA) in four armed encounters this month.

“The series of encounters are the results of the persistent reports from the residents in the area who are being terrorized by the communist NPA terrorists,” De Vera stated.


On Aug. 8, the 65IB troopers were dispatched to the boundary of Barangay Anticala here and Barangay Kulambogan in Sibagat after civilians reported the presence of NPA insurgents.

The rebels, belonging to the Sandatahang Yunit Pampropaganda 21C (SYP-21C) of Guerilla Front (GF) 21, North Eastern Mindanao Regional Committee (NEMRC), immediately withdrew after they encountered the responding Army troopers.

A pursuit operation led to a second encounter with the same group near the boundary of this city and Sibagat town on Aug. 12.


The 65IB troopers continued their operations that resulted to two more armed clashes with SYP-21C the following day near the same area against the Sentro de Grabidad Westland of NEMRC and in Barangay Villangit.

Government troopers recovered seven mobile phones and computer tablets, 17 backpacks with personal belongings, two steel magazines for AK-47, one jungle hammock, one portable radio, assorted medical supplies, dental tool kit, and subversive documents.

The 65IB has yet to determine the number of NPA casualties or injuries but no one was hurt from the government side.

“The 65IB troopers will continue its military operations in the area to fulfill its mandate of protecting the people against the senseless harassments and spates of terrorism that gravely affect the lives of innocent civilians,” De Vera said.

He also called on the NPA rebels in Agusan del Sur, Agusan del Norte, and in this city to surrender and live peacefully.

"Various benefits are enhanced to support you and your families especially when you cooperate with the government and lay down your firearms,” De Vera said.

The national government, through the Barangay Development Program (BDP), is implementing PHP40 million road projects in two barangays of Sergio Osmeña in Zamboanga del Norte.

The recipient barangays – Bagumbayan and Nazareth – will each receive PHP20 million worth of projects, to be carried out under the supervision of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).


Oliver Ombos, Zamboanga del Norte provincial director of the Department of the Interior and Local Government (DILG), said in a statement on Tuesday both projects involved the construction of a four-kilometer, two-lane paved road that will benefit 350 households from Barangay Bagumbayan and 405 from Nazareth.

“This project will be implemented by the provincial government of Zamboanga del Norte, and on 2022 additional five barangays in Sergio Osmeña Sr. will also receive the same assistance from the national government,” Ombos said, adding the projects started this month.

The BDP is a hallmark program of the NTF-ELCAC with the end goal of bringing development to former conflict-prone communities.

Maj. Rodolfo Lamban, Jr. of the 97th Infantry Battalion (IB) said in a statement the projects were identified and validated by their Community Support Program (CSP) teams after a series of engagements with the municipal and provincial governments.

Lamban said the primary issue raised during the series of engagements from both barangays was the farm-to-market road.

“With this, we are very happy because your request comes to reality. We also urge each and every one to be vigilant to protect this project against to those who do not want prosperity and peace,” he added.

Nazareth and Bagumbayan were identified as communist New People’s Army (NPA)-affected villages in the year 2018 and were declared cleared last 2020 after government troops deployed CSP teams to identify issues of the community and endorse it to concern local government unit for further actions.

The CSP is the Army's people-centered program to bring peace and development to conflict-affected barangays.

The CSP is the Army's answer to breaking the influence wielded by the Communist Party of the Philippines-NPA, which is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Zamboanga Del Norte Gov. Roberto Uy, who chairs the Provincial Task Force (PTF)-ELCAC, thanked the national government for allocating funds to resolve issues in isolated areas.

“I believe that if there's a road everything will follow, thus the construction of this road project was not only a road for one's vehicle but it can bring more opportunity for lives of many,” Uy said.

The death of 16 armed rebels and recovery of several firearms in Dolores, Eastern Samar on Aug. 16 is a “big blow” to the New People’s Army (NPA) in Eastern Samar, a top military official said on Tuesday.

Maj. Gen. Pio Diñoso III, commander of the Philippine Army’s 8th Infantry Division, said
the intense firefight that destroyed a major NPA lair and a bomb-making facility is the biggest accomplishment of the government since the creation of the national and local task forces on ending local communist armed conflict in 2019.

“The recovery of several firearms means that many fighters were wounded as they abandoned their firearms to flee from our troops. This will further weaken the NPA organization in Samar Island,”
Diñoso said in a virtual press briefing.

With the reported deaths on the side of the rebels, the regional task force on ending local communist armed conflict (ELCAC) held a meeting on Tuesday to discuss ways on how to provide decent burials to slain communist fighters of 12 men and four women, to extend assistance to their families, and help the affected community.


Diñoso said there were about 50 rebels taking shelter in the lair. They belong to the remnants of the communist terrorist group who left the neighboring Samar province due to intensified clearing operations last year.

The Armed Forces of the Philippines (AFP) has to use air assets since the NPA set up anti-personnel mines near the lair that serves as hideout for its leaders and fighters, according to the military official.

The firefight started at 4 a.m. and ended at 5 p.m. as rebels resisted to abandon the lair in the upland Osmeña village in Dolores, a town in Eastern Samar, located 185 kilometers northeast of Tacloban, the regional capital. No soldier was hurt during the intense armed confrontation.

“Maybe the NPA stayed as they fought to protect their leader. They kept coming back to the encampment probably to secure their laptops and other sensitive materials,” he added.

Diñoso described the lair as a big encampment, which had been maintained by rebels for several months. It has a multi-purpose hall for training and a bomb-making facility.

Government troops launched an intense attack acting on tips from villagers about the existence of NPA lair in the jungles, located just three kilometers away from the community.

“We verified if it’s really accurate. We planned carefully and involved all AFP assets available,” he added.

The military official is optimistic that more rebels will surrender after the incident as they would realize that the government has all the resources needed to dismantle the communist terrorist group.

“If they won’t choose the path for peace, they will face the same plight. This is to show that the Philippine Army is strong and has the capability to end this armed conflict,” Diñoso told reporters.

Nine siblings who were orphaned after their parents were killed by suspected Communist Party of the Philippines-New People’s Army members in Guihulngan City, Negros Oriental, have received PHP50,000 cash assistance from the government.

The children of the late Rodrigo, 46, and Celerina Lubay, 44, of Barangay Trinidad, Guihulngan City, have struggled with their day-to-day existence, aided by relatives while also fending for themselves, after their parents were killed on May 14.

The Lubay couple, along with Ronelo Quirante, 56, and Roger Fat, 46, were murdered by suspected members of the Leonardo Panaligan Command-NPA in Central Negros, at Sitio Agit in Barangay Trinidad.

The victims were accused of being military informants.


Army 1st Lt. Roselyn Balean, acting Civil Military Operations Officer of the 62nd Infantry Battalion (IB), said in an interview Tuesday that eight of the siblings are in Barangay Trinidad while the eldest is in Cebu.

The youngest among the orphans, composed of six males and three females, is aged seven, Balean said.

They have a farmland while the younger ones strive to attend school despite the hardships, she said.

Reneboy, 24, second to the eldest, said aside from farming, he also picks up his siblings’ modules so they can continue their studies, a media release from the 62IB, said.

He was quoted by the Army as saying they hate the “heartless” NPA rebels for killing their parents in their presence.

Various supporters

The Guihulngan City Task Force to End Local Communist Armed Conflict, in partnership with the Central Command of the Armed Forces of the Philippines, Civil Relations Service of the military, and the Philippine Army 3rd Infantry Division and 62IB, provided assistance to the children after they were orphaned.

Just recently, PHP50,000 from the proceeds of “Heroes Adventure Challenge” were turned over to the children.

Renault Lao, a military reservist and co-owner of Bikes and Brews shop, handed over the assistance from Cebu-based groups and the Active Hub Fitness Center and Smarties, organizers of the run, bike distance, and bike elevation event that started in July and will end with the third and final leg in November.

It event aims to raise funds to support the scholarship of children affected by the armed conflict in Guihulngan.

“Every Filipino is a hero. We are grateful to the organizers of Heroes Adventure Challenge. Despite (the) pandemic, they were still be able to initiate activities that will help our countrymen, especially the victims of (NPA) atrocities. It is just a demonstration that we Filipinos care about each other. I hope they will be imitated by other organizations who always say they are for the people. Relatedly, I also call on our local residents to continue to be vigilant and not hesitate to report any presence of armed NPA,” 62IB commanding officer Lt. Col. Melvin Flores said.

Philippine National Police (PNP) chief, Gen. Guillermo Eleazar, on Tuesday ordered a manhunt against suspected New People’s Army (NPA) rebels who killed three vendors in Palanas, Masbate over the weekend.

The victims were on board their motorcycles together with two others last Aug. 14 in Barangay Miabas, Palanas town to sell mirrors, floormats, and speakers when they were flagged down by at least 20 suspected rebels.

Reports said the communist rebels dragged the three vendors to a secluded place then killed them. The two companions were able to escape and reported the incident to authorities.


The victims were identified as Jose Lalaguna, 51; Joey Lalaguna, 30; and Jestoni Lalaguna, 22. It was not yet ascertained the relationship of the victims.

"I have directed the local police to conduct manhunt operations against these NPA rebels who committed this atrocity. Hindi tayo titigil hangga’t hindi natin naaaresto itong mga rebeldeng NPA na walang-awang pumatay sa mga inosenteng sibilyan (we will not stop until we have arrested these NPA rebels who mercilessly kill innocent civilians)," Eleazar said.

Eleazar said the police would work closely with the military to make sure that the communist rebels are arrested and brought to justice.

"We will closely coordinate our manhunt operations with the military and intensify our presence in the area to ensure the safety of other innocent civilians that the communist rebels may target for attacks,” he added.

He urged residents to report to authorities information on the presence of NPA rebels in their community to enable government security forces to thwart possible attacks.

The incident is a violation of the International Humanitarian Law and Republic Act 9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity.
