CAMP EVANGELISTA, Cagayan de Oro City – Major General Jose Maria R. Cuerpo II, Commander of the 4th Infantry (Diamond) Division, visited troops deployed in far-flung Forward Operating Detachment (FOD) in Brgy. Binicalan, San Luis, Agusan del Sur on August 24, 2023.



FOD Kamalangan, as one of the remotest communities in the province with no roads and only passable by foot, is one of the FODs established by 4ID in its AOR to sustain military operations at the hardly reached far-flung areas and at the heart of CTG’s traditional hideouts and routes.



MGen. Cuerpo II, during his visit at the FOD, led the pinning of ranks to three (3) newly-promoted personnel as part of the 4ID’s thrust to further boost the morale of the troops assigned in remote areas and check on their current operational readiness and situation.



Meanwhile, early on that day, MGen. Cuerpo also visited the troops of Charlie Company of 8th Infantry Battalion in Brgy. Caburacanan, Malaybalay City, Bukidnon highlighted with the awarding of medals for the recent combat accomplishment last Wednesday, August 23, 2023 in Sitio Lagaslasan, Barangay Kulaman, Malaybalay City, Bukidnon.

Maj. Gen. Cuerpo II personally pinned the award of Military Merit Medal with Bronze Spearhead Device (BSD) and Military Merit Medal with BSD (Interim to Gold Cross Award) to the nine (9) members of Charlie Company, 8IB for demonstrating gallantry in action and going above and beyond their duty to protect the communities in their area of responsibility against the atrocities of the CTG.



Said successful operation resulted to the neutralization of top CTG leader Christopher Tingkayan alias Mojen/Gamot, 23 years old, the so-called Commanding Officer of Headquarters Force NEO, Regional Operations Command (ROC) of the North Central Mindanao Regional Committee (NCMRC), and the capture of six (6) high-powered firearms and various war materiel.



“Our soldiers are our most important resource. Their bravery, being in the frontline and risking their lives to fight the enemies, is a noble act that deserves to be honored and highly acknowledged. As we go on and continue our relentless focused military operations against the CTG criminals, the 4ID further commits to fully support them and provide the necessary assistance and capabilities they need. Moreover, with this accomplishment, we shall not rest our laurels, for this is the best time to push further and even harder to totally defeat the CPP-NPA criminals,” MGen Cuerpo said.

CAMP SIONGCO, Awang, DOS, Maguindanao del Norte – Carrying their weapons of war, three communist terrorists presented themselves to the leadership of the 37th Infantry (Conqueror) Battalion at Camp Betita, Barangay Tibpuan, Lebak, Sultan Kudarat.

Hunger, fatigue, hardship and missing their loved ones who have not been with them for a long time are the main reasons for their conversion to the government.


It is said that their armed warfare against the government no longer has a sensible direction and that their movement is gradually disintegrating as a result of continued dialogue and intensified military offensives.



According to Lt. Col. John Paul Baldomar, the Commanding Officer of 37IB, the converts on August 27th included members of Beijing Pltn, SRC Daguma where they also dropped their weapons of war which included: a 5.56 MM Bushmaster M16A1 rifle, an SMG 9mm Uzi and a 5.56mm Colt M16 rifle.

Because of this, Brigadier General Michael Santos, Commander of the 603rd Brigade praised the continuous efforts of each Conqueror troopers to eradicate the insurgency in their jurisdiction in peaceful ways.

Major General Alex S. Rillera, Commander of the 6th Infantry (Headquarters) Division and Joint Task Force Central also expressed his appreciation for these efforts of the 37IB under the 603rd Brigade to pave the way for growing the ever-emerging peace and peace “You who see the difference if you respond to the goal of peace of our government, you can live safely with your loved ones, so I continue to call on your colleagues to return to the government and help us develop the our town”, said Maj. Gen. Rillera.

COTABATO CITY (MindaNews / 30 August) – Four men bearing several alleged illegal firearms were arrested at a checkpoint in Midsayap, North Cotabato Tuesday night, officials said.

Lt. Col. Peter Pinalgan Jr., Midsayap police chief, said the arrest was made at a checkpoint jointly manned by police and military personnel in Barangay Bual at around 6 p.m.

Seized from the suspects were two M-16 rifles and four pistols, all fully loaded with ammunition.


“We had intensified our security measures after an earlier shooting incident at the town hall area. This white pick-up truck, without a plate number, caught our attention. During the search, our troops found unauthorized firearms inside the vehicle,” Pinalgan said in a phone interview.

The suspects were identified as Hedar Samal Talib, 38; Suhod Daud Sindatok, 23; Farhan Gapor Abubakar, 28; and, Nabil Kalim Makalay, 27.

Except for Talib, the rest are residents of Datu Saudi Ampatuan, Maguindanao Del Sur. Local radio reports said that Talib, a former overseas worker, is a candidate in Barangay Sambulawan, Midsayap, Cotabato.

Sindatuk is reportedly a son of a top commander of former rebel group Moro Islamic Liberation Front.

The checkpoint operation was conducted by the Midsayap police, Highway Patrol Group-12, 34th Infantry Battalion and other intelligence security units in Midsayap town.

Pinalgan said the suspects identified themselves as Moro Islamic Liberation Front members, adding they failed to show any authority from the Commission on Elections (Comelec) to carry firearms.

The Comelec has implemented a gun ban from August 28, coinciding with the first day of the filing of certificates of candidacy (COC), until November 28.

“We are still verifying this report that they are members of the Moro Islamic Liberation Front . Still, we will file proper charges for violation of the election gun ban,” Pinalgan said.

Midsayap Mayor Rolly Sacdalan said they intensified security measures following the killing of Haron Dimalanes, an aspiring village chief for Barangay Malingao in the Special Geographic Area of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The victim was about to file his COC when he was gunned down by motorcycle riding-in-tandem suspects outside the local Comelec office.

Sacdalan said that “rido” or clan war might be the motive for the killing of the victim.

The mayor noted that the arrest of the suspects who don’t have permits to carry firearms was a product of their increased security measures because of what happened earlier in the day.

He said that the arrest of the four persons and the deadly shooting “were not related.”

At least 13 villages in Midsayap opted to join the BARMM during the plebiscite held in 2019.

MARAWI CITY, Lanao del Sur (PIA) – The 103rd Infantry Brigade of the Philippine Army cited the need for a halfway house here to strengthen the implementation of the enhanced comprehensive local integration program (ECLIP).

During the 3rd quarter joint meeting of the Provincial Development Council (PDC), Provincial Peace and Order Council (PPOC), and Provincial Anti-Drugs Abuse Council (PADAC), 103rd Infantry Brigade’s LtCol. Jo Anthony Lee Lalas conveyed the unit’s recommendation for the construction of a halfway house to cater to returnees from the Dawlah Islamiyah-Maute group and communist terrorist group.

A halfway house is a temporary shelter for rebel returnees while they transition back to society.


LtCol. Lalas also relayed the brigade’s assessment for the operationalization programs and services for the halfway house, including the reintegration plan, ECLIP processing, admission, interventions, and integration of the former violent extremists (FVEs) or former rebels (FRs) in the localities.

The interventions, he said, should consist of deradicalization counseling sessions, psychological evaluation, and psychiatric treatment, stress debriefing sessions, team building workshops, spiritual and religious enhancement or enrichment, sports development, educational services, health services, and skills training programs that will help the FVEs and FRs get ready to be integrated to the society.

The brigade earlier reported an increasing number of returnees from both lawless elements due to the pressures and hardships brought about by the continued combat operations of the army. The active participation and encouragement of the rebels’ immediate families to return to normal living conditions also contributed to this.

Accordingly, the remaining members of the terrorist groups dispersed into a small group and continue to evade government troops to preserve their forces. Some have returned to their families on 'lie low' status.

LtCol. Lalas assured that the Army remains vigilant as the remaining members may conduct atrocities towards vital installations and populated areas, as well as government forces, especially community support program teams deployed in different parts of the province, at any opportune time.

In response, Provincial Governor Mamintal Adiong Jr. said the provincial government has already identified the site for construction of the halfway house. But they are still waiting for the ‘go signal’ from the Commission on Audit to commence the construction.

THE municipality of Parang is now Abu Sayyaf Group (ASG)-free, the Western Mindanao Command (Westmincom) reported Monday, August 28, 2023.

The Westmincom said this came after the series of successful combat and non-combat operations of the military, coupled with the peace efforts of the municipal government, other security agencies, and the communities.

The Westmincom said the declaration was made through a resolution during a meeting of top military, police and government officials in Lupah Abu in Parangon Friday afternoon, August 25.

Among those who attended the meeting were Parang Mayor Alkhadar Loong; Vice-Mayor Madzhar Loong; Brigadier General Eugenio Boguio, commander of the 1101st Infantry Brigade; Lieutenant Colonel Ray De Lima, 41st Infantry Battalion commander; and, other military and police officials.

Boquio said the successful clearing of Parang from the traces of terrorism is the driver to boost tourism and the head start for further development in the town.


Meanwhile, Lieutenant General Roy Galido, commander of Westmincom, extended his congratulations to the different agencies who contributed to achieving an ASG-free municipality.

Galido also commended the military troops for a job well-done.

“This bespeak well of our strong collaboration and solidarity,” Galido added.

Parang, which is politically divided into 40 villages, is a second-class town in the province of Sulu with a population of 71,495 as of the 2020 census.(SunStar Zamboanga)

MANILA – The Philippine government on Thursday slammed China’s 2023 edition of its so-called “standard map” that still shows swaths of Philippine features in the West Philippine Sea.

The Chinese Ministry of Natural Resources issued on August 28 the controversial map that includes the nine-dash line, now a 10-dash line, that supposedly shows China’s boundaries in the South China Sea.

“This latest attempt to legitimize China’s purported sovereignty and jurisdiction over Philippine features and maritime zones has no basis under international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS),” Foreign Affairs Spokesperson Ma. Teresita Daza said in a statement.

Daza said the 2016 Arbitral Award has already invalidated the nine-dashed line and called on China to abide by its obligations under UNCLOS.

“(The award) categorically stated that ‘maritime areas of the South China Sea encompassed by the relevant part of the ‘nine-dash line’ are contrary to the Convention and without lawful effect to the extent that they exceed the geographic and substantive limits of China’s maritime entitlements under the Convention,” Daza said.

“The Philippines, therefore, calls on China to act responsibly and abide by its obligations under UNCLOS and the final and binding 2016 Arbitral Award,” she added.

The Philippines is the latest nation to criticize Beijing’s publication of its more recent national map following India and Malaysia.


The said map also showed Arunachal Pradesh and the Doklam Plateau as well as the Aksai Chin that China controls but India claims.

India and China share a de facto border, parts of which are located in Arunachal Pradesh.

Manila had already protested the publication of a Chinese national map in 2013, which also placed parts of the Kalayaan Island Group or Spratlys within Beijing’s “national boundaries”.

According to a GMA News Online report that year, the Department of Foreign Affairs handed to the Chinese Embassy in Manila a June 7, 2013 note verbale, protesting China’s reference to the dash lines as part of its territory.

Daza has yet to respond to queries if the DFA lodged a new protest for the 2023 edition of the map.

Legislators take stand

Senators on Thursday rejected the “2023 standard map” of China showing a 10-dash-line that claims the West Philippine Sea as part of Chinese territory.

Senator Francis Escudero said Beijing's map "does not affect us nor does it impinges on the Arbitral Ruling in our favor."

"Any unilateral declaration by a State has no weight nor standing in international law," he said in a statement.

In a separate statement, Senate Minority Leader Aquilino Pimentel III said the Philippines is "not under any obligation to recognize the territorial claims of other countries."

"It is important to concentrate on our own position: on the extent of our territorial claims as well as maritime zones," he added.

Also, Senator Jinggoy Estrada said the Philippines must ignore any claims of China, adding: “Let them talk.”

Senator Risa Hontiveros, meanwhile, described the new map as Beijing's desperate attempt to assert its lies and propaganda, as she urged the Department of Foreign Affairs (DFA) to file formal protests, like what India and Malaysia did.

The “standard map” released by Beijing’s state-owned newspaper, Global Times, lays claim to a large part of the South China Sea, including the Philippines’ Exclusive Economic Zone in the West Philippine Sea.

It also emphasized Taiwan as well as India’s northeastern state of Arunachal Pradesh and Aksai Chin region as part of China’s domain.

Hontiveros recalled that on June 7, 2013, it was reported that DFA handed a confidential note verbale to the Chinese Embassy in Manila protesting China's publication of a “10-dash-line map” that year.

She said the agency should do the same for this recent map.

She said DFA should also coordinate with the National Resource and Mapping Authority to update a map that clearly shows our Exclusive Economic Zone, continental shelves, and territorial seas in the West Philippine Sea.

Meanwhile, senators are optimistic that China's new map showing a wider "10-dashed line" in the West Philippine Sea (WPS) will strengthen the Philippines' claim over its exclusive economic zone (EEZ) in the disputed area.

Senate President Juan Miguel Zubiri said the new claim of China will rally other countries like Malaysia, Indonesia, Vietnam, and even India that will eventually lead to crafting of the code of conduct in the disputed South China Sea.

"I think this way we will be able to galvanize more support from other countries. I think mas maraming bansa na ang susuporta sa stand ng Pilipinas (more countries will support the stand of the Philippines) to condemn and to appeal to China not to follow that ridiculous 10-dashed line because it violates the sovereignty of not only the Philippines now, but several countries all around the region," Zubiri told reporters.

Zubiri also said he was able to talk briefly with Philippine Special Envoy to China Ambassador Teodoro Locsin Jr. who vowed to exert more efforts both bilaterally and internationally to condemn the actions of China, and the repeated incursions, and the dangerous maneuvers in the WPS.

Maritime Zones Bill

Agreeing with Zubiri, Senator Francis Tolentino has called to execute the planned joint patrol with Japan, US, and Australia.

Tolentino also vowed to work on the deliberations and crafting of the Maritime Zones Bill.

"We’ll try to, as what SP [Senate President] said, fast-track the legislative measure that will call for the enactment of the Maritime Zone Bill," he said.

Zubiri committed earlier for the passage of the measure before the year ends.

"We will deliberate it during the budget deliberation. Isasabay namin tong Maritime Zones Act ni (We will also work on the Maritime Zones Act of) Senator Tolentino and several other senators [who] have filed [similar bills]. We're going to pass it," Zubiri said.

The measure aims to clearly determine the country's boundaries and its "shipping lines" that will help solidify its sovereignty.

It is also expected to strengthen the 2016 Arbitral Ruling and incorporate the tribunal's decision into legislation.

The Senate recently adopted a resolution creating the Special Senate Committee on Admiralty Matters that will "hear and sponsor all measures related to maritime zone bills as well as baseline acts." (With reports from Wilnard Bacelonia & Leonel Abasola/PNA)

MANILA – President Ferdinand R. Marcos Jr. will be making a big push for the issuance of a joint statement of the Association of Southeast Asian Nations (ASEAN) on China’s recent actions in the South China Sea (SCS) and release of its 2023 standard map, an official of the Department of Foreign Affairs (DFA) said Thursday.

Marcos is slated to participate in the 43rd ASEAN Summit and Related Summits in Jakarta, Indonesia from Sept. 5 to 7, DFA Assistant Secretary for ASEAN Affairs Daniel Espiritu said in a Palace briefing.

“The Philippines is definitely pushing for a statement in that regard. But of course, I cannot give you yet the final text of that because it’s still being negotiated,” Espiritu said.

Espiritu said he could not speculate about the possible statement the 10-member regional bloc might issue with regard to China’s actions.

Pressed further if ASEAN might condemn China’s provocative acts, Espiritu said, “Well, saying something in that regard. Not exactly the word condemnation.”

“‘Yung language, pinaguusapan pa. So, I cannot predict at this point kung ano ang magiging outcome. Magbabago iyan many times, depending on compromise and usapan doon (The language is still being discussed. So, I cannot predict at this point what the outcome will be. That will change many times, depending on compromise and discussion there),” he added.


Rules-based international order

During the 43rd ASEAN Summit and Related Summits, Marcos is expected to attend 13 leaders’ engagements, 12 of which are summit sessions with other leaders, Espiritu said.

Espiritu said Marcos would continue to push for adherence to rules-based international order to settle disputes, including the overlapping claims in the SCS.

“The President will continue to promote a rules-based international order, including the 1982 UNCLOS (United Nations Convention on the Law of the Sea), especially in the South China Sea,” he said. “The Philippines will continue to uphold and exercise freedom of navigation and overflight with the South China Sea, in accordance with international law.”

The UNCLOS, adopted in 1982, lays down a comprehensive legal framework governing all activities and uses of the world's seas and oceans. It also establishes general obligations for safeguarding the marine environment and protecting freedom of scientific research on the high seas.

The Philippines, China and several other littoral states are locked in a territorial dispute over the resource-rich SCS where Beijing claims around 80 percent of the strategic waters.

The Philippines on July 12, 2016 won its petition filed before the Hague-based Permanent Court of Arbitration (PCA) after the arbitral tribunal invalidated Beijing’s claim of supposed historic rights over almost the entire SCS.

China, however, has repeatedly ignored the PCA ruling.

Upholding national interest

Marcos, Espiritu said, would also uphold the Philippines’ interest during his participation in ASEAN summits.

“He will highlight our advocacies in strengthening food and energy security, harnessing the potential of the digital and creative industries and MSMEs (micro, small and medium enterprises), and addressing the impacts of climate change, among others,” Espiritu said.

Espiritu said Marcos would also emphasize the Philippines’ efforts to protect migrant workers in crisis situations, as well as to combat trafficking in persons, especially with the abuse of technology.

Regional, international issues

Espiritu noted that ASEAN leaders are also expected to discuss regional and international issues that have an impact on the regional bloc.

He said the situation in Myanmar, conflict in Ukraine, and geopolitical rivalries in the Indo-Pacific region are among the issues that are expected to be discussed.

“To date, over 90 outcome documents are being targeted to be issued, adopted or noted during the summits,” Espiritu said, noting that key outcome documents would include ASEAN Leaders’ Declaration on Food Security and Nutrition in Response to Crisis, as well as ASEAN Leaders’ Statement on the Development of Digital Economy Framework Agreement.

Bilateral meetings

Espiritu said Marcos would also hold bilateral meetings on the sidelines of the ASEAN Summit and Related Summits.

He said Marcos is expected to meet with Cambodian Prime Minister Hun Manet, South Korean President Yoon Suk Yeol, Timor Leste Prime Minister Xanana Gusmão, and Vietnam Prime Minister Pham Minh Chinh.

Bilateral meetings with other world leaders are still being finalized, Espiritu said.

Official delegation

Espiritu said Marcos will be joined by several Cabinet officials and business leaders.

He said the secretaries who will be joining Marcos were Enrique Manalo (Foreign Affairs), Rex Gatchalian (Social Welfare), and Alfredo Pascual (Trade).

“It's up to the President kung sino pa ang idadagdag niya (who will he pick [to join the official Philippine delegation). There'll be more, definitely,” Espiritu said.

Espiritu said there will also be an official Philippine business delegation since there will be a meeting with the ASEAN Business Advisory Council and potential foreign investors.

MANILA – Discussions on the role of women in the military, either serving in combat or high-risk roles, took center stage in a so-called "Gender, Peace, and Security" (GPS) tabletop exercise aboard the helicopter landing dock HMAS Canberra last Aug. 29.

In a statement Thursday, Department of National Defense (DND) spokesperson Arsenio Andolong said the GPS tabletop is part of Australia's Indo-Pacific Endeavor (IPE) 2023.

"This year, the tabletop exercise centered on Gender, Peace and Security, which enjoined all participants to discuss the role of female military personnel deployed to combat duty or high-risk roles, such as humanitarian and disaster relief," he added.

Andolong also said the exercise explored the issues of "limited opportunities and areas" for career progression for women in the military.

Participants in the GPS tabletop exercise, which took place while HMAS Canberra was in Manila Bay, consisted of personnel from the DND, Office of Civil Defense, Armed Forces of the Philippines, Australian Defense Forces, and the Australian Embassy.

Assistant Secretary Antonio Bautista, DND Gender and Development (GAD) Focal Point System (FPS) vice chairperson, represented the DND and delivered the closing message of DND GAD FPS chairperson Senior Undersecretary Irineo Espino.

In his message, Espino expressed his congratulations to the ADF for organizing the activity, as well as the participants from the Department in completing the tabletop exercise.

He emphasized the need to create more platforms to provide awareness on GPS by capacitating more women and men in the advocacy and influencing the DND’s policies to achieve our gender and development goals and agenda.

“Let us not forget our shared commitment and forward our actions to better serve our respective countries and the world,” Espino stressed.

The IPE, Australia’s flagship regional engagement, was tapped to strengthen Australia’s partnership with the Philippines and other regional security partners.

"Building on the success of IPE 2022, the same 14 countries participated in this year’s iteration, namely Bangladesh, Brunei, Cambodia, India, Indonesia, Laos, Malaysia, the Maldives, the Philippines, Singapore, Sri Lanka, Thailand, Timor-Leste and Vietnam," Andolong said.

PERMANENT PEACE. President Ferdinand R. MANILA – The Marcos administration is focused on carrying out counter-insurgency initiatives aimed at pursuing “permanent peace and sustainable development” in areas cleared of insurgency, National Security Adviser Eduardo Año said on Thursday.

In a press briefing at Malacañan Palace’s Premier Guest House, Año said the government’s peace efforts are now bearing fruit, citing the implementation of development projects and delivery of services to different villages nationwide that are now considered insurgency-free.

“Kahit wala na ang mga armed group, gusto natin tuluy-tuloy (Even if there are no longer armed groups, we want [the implementation of development programs] to be continuous) because we want to spur economic development in those areas and provide livelihood programs to the citizens of these barangays that have been neglected for many, many years,” Año said.

“Meaning to say, we are not just uplifting the lives of these people in the countryside, but rather building a permanent peace and sustainable development in these areas,” he added.

‘Whole-of-nation, whole-of-government’ approach'

Año said the Marcos administration’s goal is to build resilient communities all around the country and make sure that the Communist Party of the Philippines’ armed wing, the New People’s Army, could no longer recruit new members.

He said undertaking a “whole-of-nation and whole-of-government” approach is crucial in realizing the government’s bid to end insurgency.

This, as he stressed that the “missing component” in the peace initiatives is the convergence of all government agencies, stakeholders and local government units to bring development and solve the root causes of insurgency in far-flung areas.

“It’s not just a military or police problem. But it is a whole-of-nation and whole-of-government approach,” he said. “What we can see in the term of President Ferdinand R. Marcos Jr., finally matutuldukan, matatapos natin itong local armed communist conflict and from there, puro development ang ating itataguyod, sisiguraduhin natin ang (we will end this local armed communist conflict and from there we will promote development and ensure the) delivery of services.”

Asked if the government is targeting “zero” insurgency before the term of President Marcos ends, Año said: “While we may not be able to attain this zero-insurgent, at least they will be reduced to an irrelevant number that will not already cause concern for peace and order. They will be isolated and just become bandits because of lost ideology and non-support from the people.”

National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) executive director Undersecretary Ernesto Torres noted that a total of 69 guerrilla fronts have already been dismantled in the past four years.

Torres said there are only 20 remaining guerrilla fronts, with one of them still “active” in Northern Samar, and the 19 others are considered “weakened.”

Six of the weakened guerrilla fronts are from Luzon, seven in the Visayas, and the remaining six in Mindanao.

Given the latest developments, Año said the government is eyeing to reorient the armed forces’ on “external threats.”

“Because right now, we have so many geopolitical issues and challenges to raise. So, we need the armed forces to now focus their eyes on external threats,” he said.

NTF-ELCAC execom meeting

Prior to the holding of the press conference, Marcos presided over the 2nd NTF-ELCAC Executive Committee Meeting at the Heroes Hall of Malacañan Palace.

Marcos also led the oath-taking ceremony of the appointed Cabinet Officers for Regional Development and Security (CORDS).

Torres said five agenda items were tackled during the NTF-ELCAC executive committee meeting, including the CORDS’ designation to regions to harmonize the functions and contributions of the Regional Development Council and the Regional Peace and Order Council.

He noted that during the meeting, the designation of TESDA director general Secretary Suharto Mangudadatu as CORDS in Metro Manila has been approved.

Mangudadatu replaced Migrant Workers Secretary Susan Ople who passed away on Aug. 22.

Torres said the NTF-ELCAC also discussed the inclusion of 11 other government agencies in the executive committee, bringing the total number of regular members to 32 from the current 21 member-agencies.

The new members that will be part of the committee include the Department of the Information and Communications Technology, Department of Labor and Employment, Department of Transportation, Department of Tourism, Department of Energy, Department of Trade and Industry, Department of Human Settlements and Urban Development, Department of Foreign Affairs, Department of Environment and Natural Resources, Department of Health and the Department of Migrant Workers.

Torres said there was also a discussion on the NTF-ELCAC membership of two representatives from the private sector.

He noted that the executive committee has agreed to include the Catholic Bishops’ Conference of the Philippines (CBCP) as an NTF-ELCAC member, representing the religious sector.

“These positions were never filled up since the establishment of the NTF-ELCAC… We need to review how we do things and we find it necessary that at this point in our campaign, it is necessary that we have two private representatives as member-agencies,” Torres said.

“Aside from the CBCP membership, we are working on a business sector representative to fill up the other slot for private representative in the NTF organization,” he added.

Torres said the meeting also focused on the inclusion of some departments, bureaus, agencies in 12 different clusters of the NTF-ELCAC, as well as the evolution of the half-way houses for the former rebels into unity, peace and development centers.

COTABATO CITY – The chief of the Police Regional Office-Bangsamoro Region in Muslim Mindanao (PRO-BARMM) led Wednesday afternoon the awarding of medals to four wounded police officers following the harassment by Daesh-inspired terrorists on a police outpost in Maguindanao del Sur on Aug. 28.

Brig. Gen. Allan Nobleza awarded the “Medalya ng Sugatang Magiting” to Cpl. Fernan P. Andres, Patrolmen Alisona A. Macaandig, Webster S. Badajos and Abdul-Ali B Lipuas. They belong to the 1402nd Regional Mobile Force Company based in Datu Salibo, Maguindanao del Sur.

The wounded police officers were part of the police unit implementing the election gun ban when attacked by about 10 armed men believed to be members of Bangsamoro Islamic Freedom Fighters (BIFF) Hassan Group at about 7 p.m.

“I would like to recognize your bravery,” Nobleza told the police officers during awarding rites at this city's Cotabato Regional and Medical Center.

Nobleza and his staff also proceeded to Datu Salibo town and conducted an ocular inspection of the police outpost.

“I believed the attackers also suffered injuries since there were blood stains in areas where they launched the harassment,” Nobleza said, adding that the police officers managed to return fire forcing the attackers to withdraw.

Maguindanao del Sur Gov. Bai Mariam Mangudadatu also extended cash assistance to the injured police officers.

CAMP SIONGCO, Maguindanao Norte – Six communist New People’s Army (NPA) rebels have surrendered to military authorities in Kalamansig, Sultan Kudarat, a military official said Thursday.

In a statement, Lt. Col. John Paul Baldomar, the Army’s 37th Infantry Battalion commander, said he presented the six NPA surrenderers to Kalamansig Mayor Joaquin Concha and Brig. Gen. Michael Santos, the Army’s 603rd Infantry Brigade commander, at the municipal hall on Wednesday.

Baldomar identified the surrenderers as
Richel Gantangan, a political instructor; Wayda Gumpay, a medical officer; and Tirso Sakudal, Siali Digan, Bangbang Gumpay, and Layna Ampit, all members of NPA Platoon Beijing operating in the mountains of Lebak and Kalamansig towns in Sultan Kudarat.

They turned in three rifles to the 37IB following their surrender.


“I am glad you decided to surrender, and I assure you that the local government will provide you with interventions for your reintegration into society,” Santos said even as he lauded the 37IB for the effort to help the surrenderers.

Concha, meanwhile, handed over initial cash and food assistance to the former rebels as they reunited with their respective families.

Since January this year, some 60 NPA fighters have surrendered under the Army’s 6th Infantry Division in its area of operation in Maguindanao Sur, Maguindanao Norte, Sultan Kudarat, South Cotabato, and parts of Sarangani, North Cotabato, and Lanao del Sur.

LOOK II SUBSTANTIAL CTG FOOD CACHE UNCOVERED

In a joint patrol operation comprising personnel from the 3rd Infantry Battalion, led by 1st Lieutenant Ron Ryan B. Pilapil and a team from the 4th Scout Ranger Battalion, led by Corporal Robert B. Capuy, a significant breakthrough culminated in the discovery of a substantial food cache believed to be owned by a notorious Communist-Terrorist Group (CTG) on August 16, 2023 at, KM9, Brgy San Isidro, Las Navas, Northern Samar.

The joint patrol operation yielded a significant find upon uncovering of a cache containing essential supplies. The cache held a significant quantity of rice, securely stored in nine undamaged containers. Additionally, four empty containers were also found, showing signs of damage from rodents, indicating the extreme measures taken to hide these supplies. Alongside these findings, a Garand rifle upper receiver, believed to belong to the CTGs, was also recovered.
 
Lt. Col. Isidro D. Vicente, the commanding officer of the 3rd Infantry Battalion, commended the achievements of Bravo Company. He stated, "I commend the brave soldiers and officers for their dedicated professionalism that led to this significant discovery. Their dedication reflects our shared determination to free our area from insurgency. This accomplishment marks a significant step towards a secure and thriving community," emphasized Lt. Col. Vicente.

This breakthrough underscores the meticulous and unwavering dedication of the unit in the protracted battle against insurgency. The successful discovery epitomizes the pledge to ensure the safety and prosperity of local communities and to sustain peace and security in the region. MALITBOG, Bukidnon – Within the week, the 16th Infantry (Maglilingkod) Battalion under the 402nd Infantry (Stingers) Brigade persistently pursued and retrieved various war materiel in armed engagements with the continuously on-the-run CPP-NPA Terrorists (CNTs) who are believed to be the remaining members of the NPA guerilla unit known as SRSDG EAGLES, SRC 1, NCMRC in the hinterlands of Brgy Kalabugao and Brgy Hagpa, both of Impasugong, Bukidnon this morning August 20 and last August 14.
 
Through the relentless pursuit operations combined with the information provided by the concerned citizens in the area who have grown weary of the CNT's continuous presence, a 15-minute firefight ensued in the vicinity of Sitio Mintapod, Brgy Hagpa, Impasugong, Bukidnon this morning, August 20.
Recovered in the encounter site were two (2) hand grenades, two (2) magazines for Cal .45 and 152 rounds of various ammunition, communication equipment, foodstuffs, and other personal belongings.
 
Six days prior, on August 14, a 20-minute firefight with the CNTs believed to be members of the SRSDG EAGLES resulted in the recovery of communication equipment, foodstuffs, cooking utensils, and other war materiel left by the fleeing CNTs in the vicinity of Sitio Bagaay, Brgy Kalabugao, Impasugong, Bukidnon after the group scampered in different directions, unable to withstand the determination of the troops.
 
The members of SRC1, NCMRC have already suffered significant losses due to their successive setbacks at the hands of the 402nd Infantry Brigade units in recent months. By effectively implementing the whole-of-nation approach to end the continuous downfall of insurgency in its area of responsibility, the Stingers Brigade carries on its mission to safeguard the people of Northern Bukidnon and Misamis Oriental from the threat posed by the CPP-NPA-NDF.
 
16IB will continue its unwavering dedication and resolute commitment through an unyielding obligation focused on the complete and resounding defeat of the CNTs. Similarly, the unit reiterates its call on the few remaining members of the said NPA group who have fallen victim to the misleading propaganda of the CPP and implores them to choose surrender, as this offers a genuine opportunity to peaceful and productive lives while availing themselves of the government’s comprehensive programs to support their reintegration into mainstream society.

CAMP EVANGELISTA, Cagayan de Oro City - The communist terrorist group (CTG) continues to spiral towards its inevitable end as another top NPA leader was neutralized and six (6) high-powered firearms and various war materiel were seized by the troops from the 8th Infantry "Dependable" Battalion under the operational control of the 403rd Infantry Brigade of the 4th Infantry (Diamond) Division at So Lagaslasan, Barangay Kulaman, Malaybalay City, Bukidnon.

8IB Commanding Officer Lieutenant Colonel Anthony A Bacus disclosed that after receiving information from concerned civilians that this criminal would usually use to bring provisions into the area of operations, they launched a Focus Military Operations (FMO), which resulted in an armed clash against more or less ten CPP-NPA criminals (CNTs) in the morning of August 23.
 
“The 10 minutes of firefight led to the unfortunate demise of one CTG criminal and the seizure of two (2) M16 Rifles, two (2) M653 Carbine Rifles, two (2) M203 Grenade Launchers, one (1) anti-personnel mine, various terrorist materials, medical paraphernalia, and assorted personal belongings,” Lt. Col. Bacus said.
 
The lone fatality was identified as Christopher Tingkayan alias Mojen/Gamot, 23 years old, the so-called Commanding Officer of Headquarters Force NEO, Regional Operations Command (ROC) of the North Central Mindanao Regional Committee (NCMRC). He was identified by Jimboy Tingkayan alias Jovan, his half-brother and a former rebel who recently surrendered to 8IB. Mojen’s group was once considered as the stronghold of the so-called Regional Sentro De Gravidad (RSDG) of NCMRC.

Meanwhile, Brigadier General Michele B Anayron Jr, Commander of 403rd Brigade stated that CTG's presence in the area is an indication that the dwindling criminal group is on a desperate move to recruit and extort resources from the people and continue their income generation scheme, especially as the Barangay and Sanggunian Kabatan Election draws near.
 
“It is unfortunate that the CTG continues to sacrifice the lives of their members to pursue their criminal agenda. We are once again saddened by the loss of life of our fellow Filipinos. With this, we assure the people of Bukidnon that their Army will not allow criminals to continue threaten communities and robbed them of their hard-earned money. We vow to keep the peace and security in the area,” BGen Anayron Jr added.
 
It can be noted that since the 3rd quarter of the year alone, twenty-one (21) CNTs were neutralized by 4ID troops, five of whom were killed in an encounter and sixteen voluntarily surrendered. Additionally, thirty-six (36) high-powered firearms and five (5) low-powered firearms were also captured. In a statement, 4ID Commander Major General Jose Maria R Cuerpo II lauded the troops from 8IB and 403rd Brigade for the prompt action to secure the area of Malaybalay from the CTG planned atrocities. 91IB intensifies info awareness drive in Aurora

FORT MAGSAYSAY, Nueva Ecija -- In a bid to spread awareness on Communist Terrorist Group’s (CTG) deceptive recruitment among the youth, the soldiers of the 91st Infantry (Sinagtala) Battalion, Philippine Army conducted an Information and Awareness Drive for the students of State College of Technology – Bazal Campus at Barangay Bazal, Maria Aurora, Aurora last August 24, 2023.

Lieutenant Colonel Julito B. Recto Jr., commanding officer of 91IB, said that the activity was necessary because the students were the primary target of massive recruitment by the leftist group.

“We must continue to protect our youth and stop the recruitment of students in any terrorist organization and counter violent extremism. We will not stop in the campaign in every school to remind them,” he said.
 
Meanwhile, ASCOT Bazal Campus SAS Coordinator Riosahlie Madrid commended the efforts of 91st IB in securing the future of her students.
 
“We are very thankful to our counterpart in mentoring our freshmen students to become essential members of the community, especially in the pursuit of a long and lasting peace advocacy,” she said.
 
Meanwhile, Maj. Gen. Andrew D. Costelo, Commander of 7ID lauded the 91IB for its dedication to protecting the youth sectors against the CTGs through constant engagement in different schools and universities in its Area of Operation.

“Along with our partners, we will intensify our campaign to spread the truth about CTG’s deceptive recruitment among the youth sector. I also wanted to express my gratitude to all the students who attended the activity of our soldiers. May you be the spread the word among your peers, family, and community to protect them from the CTG’s deceptive agenda,” said MGen. Costelo.
