From MindaNews (Jul 3): 2 soldiers hurt in clash with BIFF in Maguindanao
Two soldiers were wounded when they engaged with rebels belonging to the Bangsamoro Islamic Freedom Fighters (BIFF) in Datu Paglas, Maguindanao Tuesday dawn, Army reports said.
The wounded soldiers were elements of the 33rd Infantry Battalion and were reportedly among those deployed to run after the BIFF after they received reports the threat group has already settled temporarily in Poblacion, Datu Paglas.
Lt. Col. Harold Cabunoc, 33IB commander, refused to identify the injured soldiers as they have yet to inform their families.
Meantime, the Army has yet to confirm reports if indeed four BIFF members were killed during the firefight. They admitted they have not recovered bodies of any dead BIFF in the site even after the exchange of fires.
Cabunoc said that while firefight was ongoing, the 39th Infantry Battalion set up road blocks from Barangay Poblacion to Barangay Mayo, both in Datu Paglas, to monitor the presence of the BIFF in the area.
The roadblocks affected the traffic flow between Tacurong City in Sultan Kudarat and Makilala and Kidapawan City in North Cotabato but Cabunoc said these were necessary to prevent the BIFF from inflicting further harm on soldiers and the communities.
Residents from war-torn barangays evacuated to the town center of Datu Paglas and sought temporary shelter at the town’s municipal gymnasium while others went to their relatives’ places as refugees, reports said.
The Army added that the fighting in Datu Paglas town was just a spillover of the military offensives they launched against the BIFF two weeks ago in General SK Pendatun and Pagalungan, Maguindanao.

Sayyaf man in terror list yields in Basilan province
From the Mindanao Examiner (Jul 3): Sayyaf man in terror list yields in Basilan province
The Philippine military said an Abu Sayyaf militant has surrendered in Basilan, one of 5 provinces under the Muslim autonomous region in Mindanao.
Omaidi Salain also surrendered his M16 automatic rifle to the 74th Infantry Battalion over the weekend in Tuburan town, but was only announced Monday.
Lt. Gen. Arnel dela Vega, chief of the Western Mindanao Command, said Salain was included in the military’s terror list. “Salain was formerly listed number 6 of other identified personalities in the Periodic Status Report of Basilan-based ASG / Urban Terrorist Group,” he said, adding, the militant will undergo investigation.
He said Salain confessed to have surrendered to avail of the government amnesty program which has been promised by President Rodrigo Duterte. “We hope that more Abu Sayyafs will decide to lay down their arms and choose to live a peaceful life. Rest assured they will be provided with livelihood programs to support their basic necessities,” Dela Vega said.
Seven other militants also surrendered recently in Sulu province, also in the autonomous region, and in Zamboanga City. Five Abu Sayyaf fighters, Utong Hatib Insah, Bensar Hatib Insah, Akag Hatib Insah, Kajang Uro and Atim Mandangan, surrendered to Mayor Samier Tan, of Maimbung town in Sulu.
The militants handed over their rifles to Tan and Lt. Col. Martin Daiz Jr, of the 41st Infantry Battalion. The military said the 5 Abu Sayyaf members returned to the fold of the law also to take advantage of the government’s amnesty program and live peacefully with their families.
Two other Abu Sayyaf fighters, identified only through their aliases Iddoh and Pogie, also yielded to the military in Zamboanga City over the weekend. The duo surrendered their rifles to Col. Leonel Nicolas, commander of Joint Task Force Zamboanga; and Colonel Teofilo Bailon Jr, of the Philippine Air Force.

DWDD: SECURING THE FUTURE | New PAF base in Balabac, Palawan
From DWDD AFP Civil Relations Service Radio Website (Jul 2): SECURING THE FUTURE | New PAF base in Balabac, Palawan
PALAWAN (DWDD) – A Memorandum of Agreement (MOA) was signed between Palawan Governor Jose Chavez Alvarez and Philippine Air Force Commanding General Lieutenant General Galileo Gerard Kintanar Jr. for the establishment of a 300-hectare Air Force Base in Barangay Catagupan, Balabac town.
According to LTG Kintanar, “This is a significant and historic event giving us 300 hectares of precious land in southern Palawan, in a place where we’ll hopefully call later as the Balabac Air Base of the Philippine Air Force”.
Governor Alvarez said the setting aside of the government property is its contribution to the government’s efforts to secure the West Philippine Sea and the province’s southern border. He hopes that the presence of the military base will help spur economic growth in the southern corridor of the province.
“Indeed, this is a big milestone for us, as we impart on securing the future of the West Philippine Sea including our southern borders. Rest assured that we have a government here that is ready anytime,” Alvarez said.
The Municipality of Balabac is a 2nd class municipality in the province of Palawan, which has a population of 40,142. The municipality consists of some 36 islands, including the eponymous Balabac Island. It is notable for its uncommon indigenous plant and animal species, such as the nocturnal Philippine mouse-deer or Pilandok. It is also home to dugongs, saltwater crocodiles, sawfishes, and sea turtles. It is in the tentative list for a possible UNESCO World Heritage Site nomination due to the areas biodiversity and its terrestrial and marine ecosystems. AES / MCAG

NDF/CPP-IB: Reaction to Lorenzana’s anti-peace talks policy declaration
CPP Information Bureau propaganda statement posted to the National Democratic Front (NDF) Website (Jul 2): Reaction to Lorenzana’s anti-peace talks policy declaration
Information Bureau
Communist Party of the Philippines
July 2, 2018
Gen. Lorenzana, defense secretary, has elaborated the anti-peace talks policy of the Duterte regime. In a piece entitled “The Public Should Know” attributed to him, he cites eight reasons “why we will stop Peace Negotiations.” Indeed, for quite a while now, it has been Lorenzana, who has in fact, been defining the Duterte regime’s true anti-peace policy based on his one-track militarist mindset.
To Lorenzana and his ilk of fascists, including Duterte himself, the only solution to the civil war in the country is the military solution. This is the old 1930s dogma promoted by the US military, who sees profit in every war it instigates and foments.
Lorenzana is a war promoter and consummate militarist. He wants no non-military end to the civil war in the Philippines. He fears losing significance if the present civil war in the country is settled politically through peace negotiations. To him, the only solution is to recruit more and more soldiers to the AFP in order to lay siege on thousands of barrios nationwide and sow terror among the people. To the broad masses of workers and peasants, Duterte, Lorenzana and the AFP, are the real terrorists.
Lorenzana, who once served as the military attache in Washington, is a big US military sales agent in the Philippine government (recall how he rejected the 5,000 AKs from China for the AFP and disposed it to the PNP). He is the zealous US sentry that ensures that the AFP will always remain as the key pillar of US hegemonism in the Philippines.

CPP/NPA-Eastern Visayas: On the fake statement attributed to the Nida Cantong Command in Northern Samar and other fake news
NPA-Eastern Visayas propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Jul 2): On the fake statement attributed to the Nida Cantong Command in Northern Samar and other fake news
The Efren Martires Command of the New People’s Army-Eastern Visayas disowns the audio statement by Lito Moreno, who claims to be the spokesperson of the Nida Cantong Command, and aired over DYVL radio station in Tacloban City last June 30 ostensibly in reaction to a vulgar outburst by GRP President Rodrigo Duterte. The Nida Cantong Command is the front operations command of the NPA in the first congressional district of Northern Samar, but it has no spokesperson by that name. Any statement by the NPA in Northern Samar must also be approved by the Rodante Urtal Command, the provincial operations command, which has communicated through official line that there is no such spokesperson or statement from the Nida Cantong Command.
Last May 25, fake news also came out through Bombo Radyo Tacloban in the form of an alleged statement by the Jovito Ragay Command over the armed engagement between the NPA and the Armed Forces of the Philippines in Hindang, Leyte. It is impossible for the Jovito Ragay Command to issue such a statement because it is a front operations command in Samar province, while the incident happened in Leyte, outside its area of responsibility. The NPA command for the entire Leyte Island is the Mt. Amandewin Command.
We in the Efren Martires Command call on the media in Eastern Visayas to be vigilant and uphold press freedom against the psychological operations, disinformation and fake news churned out by the AFP and the US-Duterte regime. The media can contact and interview the Efren Martires Command through its e-mail line, and additionally seek verification of any statement issued by the NPA and the revolutionary movement in Eastern Visayas.

4 BIFF killed, 2 soldiers wounded in Maguindanao clashes
From the Philippine Star (Jul 2): 4 BIFF killed, 2 soldiers wounded in Maguindanao clashes
The 6th ID sent reinforcements but the militants retreated into the Liguasan Delta as they were closing in. AFP, file
MAGUINDANAO, Philippines — Clashes in Maguindanao on Sunday left four members of the Bangsamoro Islamic Freedom Fighters dead and two soldiers wounded.
The BIFF uses the Islamic State flag and is opposed to the peace process between the government and the Moro Islamic Liberation Front.
The first two BIFF fatalities, Muktar Undi and Orai Sangkay, were killed in a gunfight with personnel of the 21st Mechanized Infantry Company in Barangay Pamalian in Shariff Saydona Mustapha town in Maguindanao.
The hostilities erupted when BIFF gunmen attacked soldiers dispatched to Barangay Pamalian to check on reports that BIFF militants were collecting money from residents.
The soldiers, led by 1Lt. Juvylito Lisondra, returned fire and engaged their attackers in an hour-long firefight.
The BIFF bandits who ambushed Lisondra and his companions retreated to the Liguasan Delta as reinforcements from the Army's 57th Infantry Battalion and the 64th Division Reconnaissance Company of the 6th Infantry Division were closing in.
Members of municipal peace and order councils in the second district of Maguindanao province confirmed the deaths of Undi and Sangkay in the encounter.
Staff Sgt. Alfredo Tambo and Private 1st Class Ian Cajeta of the 21st Mechanized Infantry Company were wounded in another firefight several hours later with BIFF bandits in Barangay Elian in nearby Datu Saudi-Ampatuan.
Tambo and Cajeta were in a platoon sent to patrol open fields in Barangay Elian when BIFF members attacked from two directions.
Two more terrorists, whom barangay folk identified as Aliman Bontah and Idris Udar, reportedly perished in the gunfight.
Capt. Arvin Encinas, public affairs officer of 6th ID, said the wounded Tambo and Cajeta were rushed to a hospital.
The clashes on Sunday preceded skirmishes between BIFF bandits and soldiers in the Pusao area at the boundary of the Saydona and Datu Saudi towns on Monday morning.
Local officials said the encounter was provoked by the BIFF's incursion into a farming community there to collect rice and money from villagers.
Encinas said the tactical maneuvers of 6th ID in the second district of Maguindanao are law enforcement operations meant to weaken the BIFF.
The group, which has three factions, espouses hatred of the government and stokes public animosity against non-Muslims.

Army, police thwart BIFF 'show of force' in Maguindanao town
From the Philippine Star (Jul 3): Army, police thwart BIFF 'show of force' in Maguindanao town
In this file photo, soldiers of the 33rd Infantry Battalion hoisting the Philippine flag in an area of the Liguasan Delta that they cleared of militants. The 33rd IB and police thwarted the planned BIFF attack in Datu Paglas. 6th Infantry Division, released
MAGUINDANAO, Philippines — Authorities foiled on Tuesday an attempt by militants to show force and hoist the Islamic State flag in a populated area in Datu Paglas, Maguindanao.
Personnel of the Army's 33rd Infantry Battalion and the police Special Action Force reportedly wounded two members of the outlawed Bangsamoro Islamic Freedom Fighters in firefights in the Mupak area of Datu Paglas after dawn Tuesday.
Brig. Gen. Cirilito Sobejana, commander of the Army’s 6th Infantry Division, said the joint operation by the 33rd IB and the SAF was carried out after BIFF gunmen led by Abu Solaiman rejected appeals by local officials in Datu Paglas for them to leave.
Sobejana said the operation was properly coordinated with the local government unit of Datu Paglas, located in the second district of Maguindanao, and commanders of the Moro Islamic Liberation Front in the municipality.
Abu Solaiman and his followers fled to the nearby Liguasan Delta when soldiers dispatched to neutralize them started bombarding their positions with 81-mm mortars.
Municipal officials said they have alerted villagers of their request for authorities to drive the BIFF militants away, enabling them to relocate to safer areas shortly before the firefights erupted.
Barangay folk told reporters that two BIFF bandits, identified only as Awil and Gadoh, were wounded in the hostilities.
Local clerics who know the duo said Awil hails from Barangay Pusao in Shariff Saidona Mustapha, hometown of the terrorist Abu Toraife, leader of one of three factions in the BIFF.
Capt. Arvin Encinas, public affairs officer of 6th ID, said they received feedback from residents that Abu Solaiman’s group planned a show of force somewhere in Datu Paglas as a diversion amid an ongoing offensive against BIFF forces in Maguindanao.
Soldiers killed four BIFF bandits in a series of encounters in the province on Sunday.
Muktar Undi and Orai Sangkay were killed in a gunfight with personnel of the 21st Mechanized Infantry Company in Barangay Pamalian in Saidona town Sunday.
Two other BIFF bandits, Aliman Bontah and Idris Udar, perished in a clash with personnel of the same unit in Barangay Elian, Datu Saudi two hours later.
More encounters between BIFF gunmen and pursuing units of the 6th ID in nearby towns ensued on Monday.
Sgt. Jose Nasar De Luna was killed Monday in a gunfight with militants in Barangay Pusao, Shariff Saidona Mustapha that left his companion, Pvt. Roy Mark Exiomo, wounded.
The two soldiers were in a platoon dispatched to run after a group of BIFF bandits collecting food and money from villagers.
Abu Solaiman’s group was first noticed on Monday afternoon by residents of Mupak, an agricultural community in Datu Paglas. The group seemed to be preparing for an attack, residents said.
Local officials said the group was to hoist the black Islamic State flag near the town proper of Datu Paglas to trigger panic among residents and divert the attention of Army units chasing BIFF forces in nearby towns.
