Officers of the 95th IB and the 5th Infantry Division of the AFP are desperately weaving tall tales of Red fighters “dying of hunger” and of a “power struggle” within the New People’s Army in Isabela province. Last week, they resorted to gravedigging to exhume supposed “victims” to lend drama to their concocted stories, earn publicity points and project a winning posture despite having failed in their declared aim of crushing the NPA.

In press releases and news stories on their websites and social media accounts, the AFP claimed that the “location” of the skeletal remains was supposedly disclosed by “NPA surrenderees.” Preposterously, the AFP and their supposed “surrenderees” identified by name the skeletal remains as belonging to NPA members.

The AFP has a long history of digging skeletons and moving them to another place to be “discovered.” This is what they did in Inopacan, Leyte, in a case that became known as the “traveling skeleton” which earned the AFP notoriety for inventing evidence.

When they could not show any battlefield victories, the AFP tries to make news of having found “shallow graves” to weave fantastic tales and stories and make it appear that the NPA does not treat their fallen fighters with dignity.

In reality, NPA fighters who fall in battle are accorded the highest honors and buried in simple rights and humble graves, no different from the oppressed masses.

On the contrary, it is the AFP that desecrates graves, even public graveyards, in a vain attempt to lend credence to their false stories and fake news that taint the good name and record of the NPA in fighting for the interests of the peasant masses and the Filipino people.

Mr. Rexall Kaalim, Deputy Head of Mission of the Nonviolent Peaceforce (NP) visited the Western Mindanao Command on Tuesday, July 12, 2022.

Nonviolent Peaceforce is a nonpartisan international organization with the goal of protecting civilians and reducing violence through unarmed strategies in areas affected by and vulnerable to conflict. NP started its operations in the Philippines in March 2007 with its main office established in Cotabato City.

During his visit to the command, Mr. Kaalim was received by Col. Wendell Basat, the Assistant Chief of Unified Command Staff for Civil-Military Operations at the Laong Laan Hall located at WestMinCom Headquarters, Camp Navarro, Calarian, this city.

According to Mr. Kaalim, NP’s role in the peace process includes building trust and confidence with different stakeholders and peace partners. “As part of our mandate, we coordinate and share our work in Mindanao with key and relevant stakeholders of the peace process”.

Col. Basat expressed his gratitude to Mr. Kaalim for taking the time to visit the command. “On behalf of WestMinCom Commander, Lt. Gen. Alfredo Rosario, Jr., I would like to express my assurance that the command will always support you in all your endeavors,” Col. Basat said.

Ms. Daphne Macatimbol, Gender Advisor; Ganie Amlain, Team Leader (ZamBaSul); Muhti Abdula, Protection Officer, and; Denise Cadorniga, Communication Officer of the Nonviolent Peaceforce accompanied Mr. Kaalim during his visit to the command.

MAWAB, Davao De Oro – Recently surrendered high-ranking leaders of the Communist Terrorist Group (CTG) led the 10ID soldiers to an arms cache with five (5) high-powered firearms in the vicinity of North Davao, Purok 6, Barangay New Leyte, Maco, Davao De Oro on the afternoon of July 9, 2022.

Alias “Jeg”, former commanding officer; alias “Jelong”, former squad leader; and alias “Dandan”, Secretary of the dismantled Guerilla Front 2 who surrendered on June 10 of this year, accompanied the combined elements of the 25th Infantry Battalion (IB), 28IB, Davao De Oro Police Provincial Office (DDOPPO), 10th Military Intelligence Battalion, and other intel units all under the 1001st Infantry Brigade to the location of four (4) M16 rifles and one (1) M14 rifle buried by the said armed group.

Agila Division Commander MGen Nolasco A Mempin lauded the successful retrieval operations of firearms in the said province. “The cooperation of the former rebels in leading us to recover their buried firearms is a clear manifestation of the trust and confidence that our friends rescued have in our soldiers. These firearms must be recovered for us to ensure that these weapons cannot be used again in sowing terror and violence to our people.” MGen Mempin added.

It can be recalled that Davao De Oro was officially declared an Insurgency-Free province on June 22, 2022, after all the eight guerilla fronts previously operating in the area were all dismantled.

Camp Navarro, Calarian, Zamboanga City – July 11, 2022

A member of the communist terrorist group was killed in an encounter with the military in the municipality of Palimbang, Sultan Kudarat on Sunday afternoon, July 10. While conducting combat clearing operations in Barangay Tibuhol, Palimbang, Sultan Kudarat at 4:45 p.m., troops of the 57th Infantry Battalion encountered more or less five communist terrorist group members. A short firefight ensued after which the enemies scampered in different directions. While scouring the encounter site, operating troops recovered the dead body of the slain terrorist. Troops also recovered assorted war materials including one cal. 30 M1 Garand rifle, four clips with 28 rounds of cal. 30 ammunition, and one sling bag.

Since January 2022, Joint Task Force Central has neutralized a total of 44 communist terrorist group members. Of the 44, five were killed and 39 surrendered.

Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command commended the troops of JTF Central for their resolve to end terrorism and insurgency in their area of operations. He also urged them to remain steadfast and sustain the momentum.

Maj. Gen. Ignatius N. Patrimonio, Commander of Joint Task Force (JTF) Sulu and 11th Infantry “Alakdan” Division officiated the ribbon-cutting ceremony for the newly constructed Barangay road at Barangay Upper Sinumaan in Talipao, Sulu on July 6, 2022.

According to Maj. Gen. Patrimonio, based on the report submitted by Brig. Gen. Eugenio C. Boquio, Commander of 1101st Infantry Brigade that the newly constructed barangay road has connected Barangays of Upper Sinumaan and Lower Sinumaan at least seven (7) kilometers of unpaved road was built within three (3) weeks as part of Barangay Sinumaan road network.

Moreso, Maj. Gen. Patrimonio lauded and credited the convergence of efforts of Lt. Col. Benito Ramos, Commanding Officer of 2nd Special Forces Battalion, and Lt. Col. Andrew Tanguilig, Commanding Officer of 545th Engineering Battalion both of JTF Sulu for their partnership with local government units through Provincial Task Force in Ending Local Armed Conflict (PTF-ELAC) that brought development, accessibility and improvement of the security landscape in the municipality of Talipao, Sulu.

The developmental initiative was part of the sustainment effort of the Community Support Program (CSP) designated to the 6th Special Forces Company of 2nd SF Battalion since their deployment on November last year.

The CSP as a flagship program of the Armed Forces of the Philippines had brought development and sustainment activities in Barangay Sinumaan such as providing galvanized roofs, water tanks, water hoses, and seedlings distribution to the community of Sitio Timpuad; reintegration process of former ASG members through a program dubbed as “Fighter to Farmer Project”; transformation of battlegrounds into a playground for children in Sitio Larang; and the construction of peace formation and learning center for peace education that significantly contributed in building the community geared towards resiliency.

BALER, Aurora-A 39-year-old fighter of the Communist Terrorist Group (CTG) of New People’s Army (NPA) who has voluntarily surrendered last September 2, 2021 personally turned over his firearm in the Philippine Army’s 91st Infantry “Sinagtala” Battalion headquarter in this capital town of Aurora on Saturday, July 09, 2022.

Lt. Col. Julito B. Recto, Jr., Commanding Officer of 91st IB identified the surrenderer as alias “Roa”, former vice commanding officer of Provincial Yunit Guerilla (PYG) of Aurora provincial committee of the CTG operating in this province.

Recto said on Sunday, that Ka Roa turned over a defaced serial number of Rifle M653 he used in his over one decade of armed struggle against government forces.


He added that Ka Roa decided to formally turned over his firearm because he is one of the living witnessed of the sincerity of the government so that ex-rebel like him will live peacefully.

On the other hand, Ka Roa said he is very thankful to the 91st IB and other government agencies for the continues assistance and that is a blessing to those who are now willing to change for the better.

“They are sincere to help ex-rebels like me to live a good life while returning to mainstream society. I am back in the mainstream and will no longer worry about my security,” he said.

Back to Recto, he urged the remaining dismantled Komiteng Larangang Guerrilla Sierra Madre (KLG-SM) of the CTG to peacefully surrender and lay down their arms as numerous benefits and programs await in their desire to live normally.

“The troops of 91st IB is here to assist and help you as you surrender. Lay down your arms. We are open for peace. There is hope for every rebel who desires to surrender, to change and to live a normal life,” Recto said.

‘Amazona’ killed in Binalbagan ‘brainwashed’

A female rebel killed in last week’s encounter with government troops in Binalbagan, Negros Occidental was brainwashed by the New People’s Army (NPA), according to the Philippine Army’s 3rd Infantry Division (3ID).

The 3ID spokesperson, Army Captain Kim Apitong, said 26-year-old Nika Ledesma – also known by her aliases “Sara Jane” and “Chai” – was a Journalism graduate from the University of San Jose Recoletos-Cebu.

She came from a well-off family, her parents were doctors, and she previously worked for DYSS Super Radyo-Cebu, a radio station owned by GMA Network, said Apitong.

However, Ledesma left her job and joined militant groups Anak Bayan, Kadamay and Gabriela, according to Apitong, citing information from Ledesma’s parents.

Ledesma regularly joined rallies back in college and the Army believed she was “brainwashed”.

In February of this year, according to the 3ID spokesperson, Ledesma told their house help she was going to Manila to join a protest rally, however, she failed to return home and could no longer be contacted.

In March of this year, Ledesma’s presence in Negros Island was monitored. The Army believed she had joined the NPA’s Central Negros Front.


Ledesma, along with three others identified Roel Sagon, Rowel Udtuhan and Alden Rodriguez, were killed in a gun battle with elements of the 94th Infantry Battalion and the Negros Occidental Police Mobile Force Company on July 6 in Barangay Bi-ao, Binalbagan.

The rebels encountered in Binalbagan were the ones involved in the ambush of a patrol car of the Binalbagan municipal police station in February of this year.

THE Dental Detachment under the 10th Infantry Division was adjudged as the Best Field Unit of the Year – Mindanao Calendar Year 2022 during the 65th Founding Anniversary of the Chief Dental Surgeon, held at the Philippine Army headquarters in Fort Andres Bonifacio, Metro Manila on July 7.

The detachment treated 1,336 patients and visited various subordinate units under the Agila Division as it contributed to the efforts of the Civil-Military Operations (CMO) through the conduct of civic action programs which further contributed to the mission accomplishment of 10ID.


Meanwhile, 10ID Commander Major General Nolasco A Mempin lauded the excellent performance of the 1370th Dental Detachment.

“The whole Agila troopers are grateful that we have the best dental detachment here in Southeastern Mindanao catering to the needs of our soldiers. Together, let us continue to perform our mandate with the best of our abilities.” Mempin said.

A “chemical reaction” may have triggered the explosion at the ammunition dump in a big military headquarters at Camp Evangelista here that roused Kagay-anons from sleep in the wee hours of the morning on Tuesday.

“If gunpowder is exposed to a certain environment, it may trigger a chemical reaction that may lead it to be unstable,” said Lt. Col. Vladimir Sta. Maria, commanding officer of the 10th Forward Service Support Unit responsible for the storage and safety of the explosives and ammunition of the 4th Infantry “Diamond” Division.

He said this is the initial finding they got from the testimonies of soldiers who witnessed how the explosions at Magazine No. 5 started. But Sta. Maria did not expound further on the topic, noting that it was too technical a discussion for laymen.

He estimated damages at Magazine No. 5 at P27 million


Magazine No. 5, one of 10 ammo dumps at Camp Evangelista in Barangay Patag, stored 155-mm howitzer rounds and various ammunition for military units under one of the largest Army camps in Mindanao.

Three persons residing inside Camp Evangelista were treated for minor injuries because of the explosions. They were identified as Reynard Quirweca, 45; Curt Angelo Cuizon, 15; and Acolbay Escalante, 22.

A total of 61 families numbering 327 persons, shaken by the thunderous explosions from the burned ammo dump, were forced to flee to the gymnasium inside the camp.

Another 100 families fled to the covered court of Barangay Patag.

Authorities will start the investigation Wednesday by sending experts from the Army’s explosive ordnance disposal (EOD) unit, PNP Scene of the Crime Operatives, and Bureau of Fire Protection to the blast site.

Lt. Gen. Romeo Brawner, Philippine Army chief who recently commanded the 4ID, arrived in Cagayan de Oro on Tuesday to set the phase of the investigation. He said damage to the nearby buildings were “minimal.”

Brawner said the ammo dump is located in a remote section of the camp and separated far from the other storage magazines.

He said he believed that all of the safety procedures at the ammo dump were “sufficient” but this has to be investigated still.


“We will be looking if there are lapses in the implementation of the safety procedures,” Brawner said.

He promised that the investigation would be transparent and that the city government of Cagayan de Oro and the residents would have access to the results.

The Philippine Army (PA) announced that some 155 individuals who have completed Basic Citizen Military Training (BCMT) will join its reserve force and help regular troops in assisting persons displaced by calamities and other emergencies.

"The 155-strong members of BCMT 'Salinlahi' Class 01-2022 hurdled the reservist's training program from May 15 to July 9, 2022. The training program equipped them with basic soldiery and warfighting skills. The class is composed of professionals from various fields which also include actress Nathalie Hart," Army spokesperson Col. Xerxes Trinidad said in a statement Sunday night.

The training took place at the Reserve Command, Philippine Army (RCPA)'s Camp Riego de Dios, in Tanza, Cavite.

Training exercises that featured a rope course, obstacle course, rappelling tower rapid deployment, 40-second breath-holding drill, 12-feet underwater rifle recovery, and rifle marksmanship.

The graduation rites for the BCMT took place at the National Capital Region Regional Community Defense Group (NCRRCDG), Fort Bonifacio last July 9.

PA Reserve Command chief Maj. Gen. Fernando Felipe led the pinning of ranks to the newly enlisted reserve privates who will be assigned to various ready reserve infantry battalions of NCRRCDG.

“As you graduate, bear in mind that you have a vital and bigger responsibility not only to the Reserve Force but to our countrymen as well. We are responsible to extend our hand in times of disaster, pandemic, calamity, and even war,” Felipe said.

He also highlighted the important role of reservists as the expansion base for the active force in times of national emergencies, rebellion, or war.

The RCPA commander also lauded reservists for their crucial role in saving lives during calamities such as onslaughts of typhoons or volcano eruptions.

Army reservists earlier worked hand in hand with regular troops and other first responders and launched timely relief and rescue efforts that saved lives in the aftermath of calamities, particularly in the aftermath of Taal Volcano's eruption in January 2020 and the onslaught of Typhoon Odette late last year and Tropical Storm Agaton last April.

PA chief Lt. Gen. Romeo S. Brawner Jr. earlier emphasized the need for the force to recruit reservists that will effectively complement the regular force.

The Army currently has around 790,000 standby and ready reserves that perform a crucial role in the successful implementation of development support and security operations of the Armed Forces of the Philippines, especially humanitarian assistance and disaster response efforts.

The Philippine Navy (PN) and Mexican Navy (Armada de México) contingents to the ongoing Rim of the Pacific (RIMPAC) exercise in Hawaii conducted a cross-decking activity last July 7.

In a statement Monday, PN spokesperson Commander Benjo Negranza said the Mexican contingent which visited the BRP Antonio Luna (FF-151) was headed by the commanding officer of missile frigate ARM Juarez (F-101), Capt. Alberto Ortega Padilla.

"They (were) welcomed by the commanding officer of BRP Antonio Luna and the commander of the Naval Task Group 80.5, Captain Charles Merric Villanueva, together with other officers aboard the ship. The Mexican Navy officers were given a ship's tour during the visit,"
he added.


Meanwhile, Negranza said Filipino cuisine took center stage during the cross-deck activity aboard the ARM Juarez.

The PN contingent's mess team headed by Ensign Janrey Artus prepared Filipino dishes such as chicken-pork adobo, laing, and yema cake as dessert.

"These dishes were presented to the commanding officer and the crew aboard ARM Juarez. This activity on the sidelines of the ongoing RIMPAC 2022 in Hawaii enabled the Philippine contingent to showcase a taste of our cuisine to foreign Navy counterparts. It was also an opportunity to observe their best practices in terms of food preparation aboard ship while in-port and underway," Negranza said.

This year's RIMPAC is scheduled from June 29 to August 4.

Considered the world's largest maritime exercise, it is held biennially to promote regional stability in the Pacific Region.

Around 25,000 personnel from 26 participating nations are part of the 28th iteration of RIMPAC activities which was first conducted in 1971.

The PN's participation in RIMPAC 2022, themed “Capable, Adaptive, Partners,” will be the third after its maiden participation in 2018 and its sophomore run in 2020. In the 2018 RIMPAC, the Navy deployed the offshore patrol vessel, BRP Andres Bonifacio (PS-17), and the landing dock BRP Davao Del Sur (LD-602). In the 2020 iteration of the maritime exercise, the PN sent the country's first missile frigate, the BRP Jose Rizal (FF-150).

Both the BRP Jose Rizal and BRP Antonio Luna are capable of anti-air warfare, anti-surface warfare, anti-submarine warfare, and electronic warfare operations.

As this developed, the BRP Antonio Luna was also visited by counterparts from the Royal Malaysian Navy and Indian Navy from July 6 to 7.

Villanueva welcomed his counterpart Capt. Saket Khanna of India’s INS Satpura, and Commander Mohammad Asri Bin Dasman of Malaysia’s KD Lekir.

The visitors were accorded a tour around the PN's Jose Rizal-class frigate and exchanged mementos and plaques, a gesture aimed at sustaining good relations with partner navies.

The Philippine Army (PA) will conduct an internal investigation to determine the exact cause of the fire that hit the ammunition complex of the 4th Infantry Division headquarters in Camp Edilberto Evangelista, Patag, Cagayan de Oro early Tuesday morning.

"The Army will launch an internal investigation aimed at preventing similar incidents," PA spokesperson Col. Xerxes Trinidad said in a statement sent to reporters.

Trinidad, however, said the PA will cooperate with the Bureau of Fire Protection (BFP) in its probe of the incident.

"The Army's explosive ordnance experts said a 'cool-off period' will be observed before launching a formal investigation of the incident to avoid risks of residual fires or explosions," he added.

Trinidad also said the PA leadership will provide assistance to the displaced families and injured civilians.

Earlier reports said that around 49 families, numbering 233 individuals, living near the ammunition complex are now temporarily sheltered at the 4th Infantry Division gymnasium and the Barangay Patag covered court.

PA personnel provided stress debriefing and psychosocial support for the affected families.

No troops were injured in the incident but three civilians were taken to the Camp Evangelista Station Hospital for treatment of minor injuries.

The fire and subsequent explosions took place around past midnight at one of the buildings of the ammunition complex of the 10th Forward Service Support Unit, Army Support Command.

The building houses 155mm howitzer rounds and various small arms ammunition.

The fire was declared out at 3:10 a.m.


Meanwhile, the Armed Forces of the Philippines (AFP) commended the BFP for its prompt response.

"The AFP also commends the officials of Brgy. Patag and the Cagayan de Oro City Social Welfare Development Office (CSWDO) for the immediate psycho-social intervention and stress debriefing being provided to the affected individuals," AFP acting spokesperson Col. Medel Aguilar said in a statement.

The landmark 2016 ruling on the South China Sea is the anchor of the Philippines' policy and actions on the West Philippine Sea, Foreign Affairs Secretary Enrique Manalo said as the country celebrates the 6th anniversary of the Permanent Court of Arbitration (PCA)-issued award Tuesday.

In a statement, Manalo said the arbitral award and the United Nations Convention on the Law of the Sea (UNCLOS) are the "twin anchors" of the Philippines’ policy and actions in the disputed islands.

"These two landmark documents, whose 6th (Award) and 40th (UNCLOS) anniversary we are commemorating this year, set out the conditions to ensure a peaceful South China Sea,"
he said.

The award was issued by the Hague-based PCA on July 12, 2016, and "authoritatively ruled" that China's claim of historic rights to resources within the nine-dash line had no basis in law.

Further, it upheld the Philippines' sovereign rights and jurisdiction in its exclusive economic zone (EEZ).


Manalo said it also affirmed that "certain actions within the Philippines' EEZ" violated the country's sovereign rights; that large-scale reclamation and construction of artificial islands caused severe environmental harm in violation of international conventions; that the large-scale harvesting of endangered marine species damaged the marine ecosystem; and that actions taken since the commencement of the arbitration had aggravated the disputes.

"These findings are no longer within the reach of denial and rebuttal, and are conclusive as they are indisputable," he said.

"The Award is final. We firmly reject attempts to undermine it; nay, even erase it from law, history and our collective memories. At the same time, we welcome the support of a growing list of countries for the Award," he added.

The Filipino diplomat, meanwhile, emphasized that the Philippines does not see it as directed at any other country as it benefits the world across the board.

"We see it as it should be seen: as favoring all which are similarly situated by clarifying definitively a legal situation beyond the reach of arms to change. It puts this aspect of international law beyond the limit of prescription," he said. "And so we say once again: the present that we need and the future that we want is a peaceful South China Sea. The Philippines is committed to this for as long as it exists."

Department of National Defense (DND) officer-in-charge Undersecretary Jose Faustino Jr. pledged to continue the implementation of the Revised Armed Forces of the Philippines (AFP) Modernization Program which is now about to enter its Third Horizon.

Faustino made the commitment during the first DND-AFP command conference that took place at the AFP general headquarters in Camp Aguinaldo, Quezon City on Monday.


During the meeting, Faustino presented to the AFP top brass the directive of the President and commander-in-chief Ferdinand “Bongbong” Marcos Jr. to defend “every square inch of the country’s territory.”

The AFP Modernization Program's Horizon Two is scheduled for 2018 to 2022 while Horizon Three is slated for 2023 to 2028.

Meanwhile, Horizon One covered the years 2013 to 2017 and resulted in the acquisition of the three Del Pilar-class frigates, 12 FA-50PH light-lift interim fighters, and two strategic sealift vessels, among others.

He also discussed his priorities such as defending the nation’s territorial integrity, protecting the Filipino people, and ensuring state sovereignty.

Present in the meeting were Philippine Army (PA) commander Lt. Gen. Romeo Brawner Jr. and other ranking AFP officials headed by Gen. Andres Centino.

Faustino, whose military career spanned 38 years, served as the 56th AFP chief-of-staff from July 31, 2021 until November 12, 2021.

He also served as acting PA chief in the same year.

In a turnover activity held last July 1, Faustino vowed to continue the advancement of the country’s defense establishment started by his predecessor Delfin Lorenzana.

He will assume office as DND Secretary on November 13, after the one-year appointment ban on retired military officials.

The Philippines and China are "required to comply" with the 2016 landmark ruling on the South China Sea, Japan said Tuesday.

Japan made the statement as it joined the Philippines and several other nations such as the United States, Australia, France, Germany, and Denmark in commemorating the 6th anniversary of the award.

"As the Tribunal’s award is final and legally binding on the parties to the dispute under the provisions of the United Nations Convention on the Law of the Sea (UNCLOS), the parties to this case, the Philippines and China, are required to comply with the award,"
the Japan Ministry of Foreign Affairs said.

"The claim by China that it will not accept the award is against the principle of peaceful settlement of disputes in accordance with international law, in particular UNCLOS, and undermines the rule of law as a fundamental value of the international community,"
it added.

Japan reiterated its objection to maritime claims in the region that are inconsistent with UNCLOS, saying it remains "seriously concerned" about the current situation in the area.


Abide by the ruling

US State Secretary Antony Blinken said China must "cease its provocative behavior" in the region, adding that the US will continue to work with allies and partners, as well as regional institutions like Asean, to protect and preserve the rules-based order.

An armed attack on Philippine armed forces, public vessels, or aircraft in the South China Sea would invoke its 1951 Mutual Defense Treaty with the Philippines, he added.

Canada shared similar concern over "China’s continued unwillingness to accept the tribunal decision and ongoing coercive activities" in the East and South China Seas, including off the coast of the Philippines.

"Canada reaffirms its strong opposition to unilateral actions that escalate tensions and undermine regional stability and the rules-based international order. This includes China’s use of naval, coast guard, and maritime militia vessels to intimidate the ships of other states and assert unilateral claims over disputed features," the Canadian Embassy in Manila said.

"These actions are incompatible with China’s obligations under international law, including UNCLOS," it added.

The Hague-based arbitral tribunal, constituted under the UNCLOS, delivered in July 2016 a decision rejecting China's vast claims under its so-called nine-dash line in the South China Sea.

'Anchor' of PH policy

In a forum on Tuesday, Stratbase ADR Institute President Dindo Manhit urged the government to uphold its national sovereignty and territorial integrity through the landmark ruling and "collective action" with the international community.

He said the Marcos administration should "prioritize the development of policies that will allow the country to step up and strategically work with allies and partners to ensure" that international laws are followed.

Manhit added that at least 89 percent of Filipinos "agree" that the Marcos administration "must assert rights over the West Philippine Sea as stipulated in the award, citing a Pulse Asia survey conducted from June 24 to 27, 2022.

Philippine Ambassador to the US Jose Manuel Romualdez, meanwhile, underscored that the position of the Philippines regarding the South China Sea is clear: "We want to solve issues peacefully and in keeping with international law."

"President Ferdinand Marcos Jr. himself has recognized the significance of the 2016 Arbitral ruling, saying 'it is not a claim' but 'a territorial right,' even going so far as saying that we will not allow a single square millimeter of our maritime rights to be trampled upon," he said.

Also on Tuesday, no less than Foreign Affairs Secretary Enrique Manalo said the arbitral ruling would be the anchor of the country's policy and actions on the West Philippine Sea.

Philippine Army (PA) regular and reserve units continue to assist in relief and road-clearing efforts in communities heavily affected by floods in Banaue, Ifugao.

"Army troops and reservists continue to clear landslide-hit roads as they help local government workers in distributing aid to families affected by heavy rains in Banaue, Ifugao on July 12, 2022,"
PA spokesperson Col. Xerxes Trinidad said in a statement Tuesday night.

Trinidad said personnel of the 1404th Community Defense Center and members of the 1404th Ready Reserve Infantry Battalion have launched clearing efforts on key roads blocked by landslides since July 9.


Meanwhile, 54th Infantry Battalion personnel worked hand in hand with reservists to distribute food packs to families affected by the landslides and heavy rains in Barangay Tam-an.

"Army troops also assisted local government workers in distributing aid to calamity-stricken families in Barangay Poblacion," Trinidad said.

Heavy monsoon rains triggered flash floods and mudslides that have affected roads, houses, and farms in Banaue since last week.

PA Chief, Lt. Gen. Romeo Brawner Jr., earlier committed to beefing up the Army’s reserve component that plays a crucial role in saving lives in times of natural calamities.

The PA has about 790,000 reserves who perform a crucial role in the successful implementation of development support and security operations of the Armed Forces of the Philippines, especially humanitarian assistance and disaster response efforts.

DUMAGUETE CITY – The families of two members of the Citizens Armed Forces Geographical Unit (CAFGU) of the Armed Forces of the Philippines (CAFGU) who were killed by the New People's Army (NPA) in Guihulngan City, Negros Oriental have received livelihood assistance from the government through the Department of Trade and Industry (DTI).

DTI-Negros Oriental provincial director Nimfa Virtucio told the Philippine News Agency on Monday that the two deceased CAFGU Active Auxiliaries (CAAs) are among four in the province who were identified to benefit from the Comprehensive Social Benefits Program (CSBP).

The families of the other two victims have yet to be contacted, and one of them is believed to have already relocated to Bohol.

The dependents who received the assistance were Mary Ann Yucaran, wife of the late CAA Rodolfo C. Yucaran, and Yolanda Gabia, the wife of late CAA Joseph Gabia.

The CAAs were killed sometime in 2018, a report from the 62nd Infantry Battalion of the Philippine Army said.

“The CBSP is a program designed to give benefits for uniformed personnel such as the police, the military, and the Coast Guard, among others, who are either wounded or killed in action,” Virtucio said.

She clarified that while the DTI is the releasing agency for the livelihood assistance, the program entails a long process of validation that goes all the way to the Office of the President, which endorses the beneficiaries once they have complied with the requirements.

“That is why it is only now that these livelihood kits were released even though the CAAs were reported to have been killed by suspected New People’s Army members years back,” Virtucio said.

The turnover of the livelihood assistance was held on July 8 at Camp Tirambulo, in Barangay McKinley, Guihulngan City, with representatives from the Guihulngan local government unit, the 62IB, and the DTI in attendance.

The families received two sacks of rice and three sacks of feeds through the DTI Livelihood Seeding Program-Negosyo Serbisyo sa Barangay (DTI-LSP-NSB).

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

The Philippine National Police (PNP) has welcomed the decision of four New People’s Army (NPA) youth sector leaders in Eastern Samar to abandon the communist ideology after listening to retooled community support program (RCSP) lectures.

PNP Eastern Visayas Regional Director Brig. Gen. Bernard Banac said on Tuesday this is the result of the PNP’s campaign of regaining the trust, confidence, and support of those indoctrinated by the communist terrorist groups in the far-flung villages.

The police identified the four youth leaders only with their aliases as Heeyon, 15; RG, 17; and Jenny, 17, all in Grade 10; and Lemei, 15, a Grade 7 learner.

These students, who belonged to the NPA’s Underground Mass Organization (UGMO) youth sector, voluntarily submitted themselves to the RCSP team in Jiwaran village, Jipapad town, Eastern Samar on July 10.

UGMOs have been established by the NPA inside open sectoral groups and open alliances for purposes of advancing and supporting the armed atrocities and terrorist activities of the rebel group.

“Our PNP personnel are risking their lives in reaching out to NPA-infested areas to guide and educate the populace. With this, and some of the accomplishment reports from RCSP, I can say that we are winning against insurgency,” Banac said.

RCSP is a program that aims to address the issues identified by the communities themselves through the provision of government projects while ensuring sustainable development and promoting peace.

The students are currently under the supervision and monitoring of the RCSP team in Jiwaran village in Jipapad.

Since they are all minors, the police regional office is coordinating with the Department of Social Welfare and Development for proper assistance and counseling.

A suspected communist rebel was killed during a clash with government troops in Sultan Kudarat’s town of Palimbang, the military here said Tuesday.

Lt. Col. Guillermo Mabute Jr., the Army’s 57th Infantry Battalion (57IB) commander, said soldiers chanced upon five communist rebels in Barangay Tibuhol in Palimbang town at 4:45 p.m. Sunday, leading to a brief exchange of gunfire.

When the smoke cleared, soldiers found the remains of a slain New Peoples’ Army (NPA) member identified only as a certain Ka Rene by locals.

Recovered beside him were a .30-caliber Garand rifle, ammunition, and sling bag containing personal items.


Since January this year, a total of 45 NPA communist group members have been neutralized -- 6 killed and 39 peacefully surrendered -- by the Army’s 6th Infantry Division in Central Mindanao.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

Residents of remote villages in Calatrava, Negros Occidental have denounced the atrocities of the Communist Party of the Philippines-New People’s Army (CPP-NPA) during a peace rally held at the town’s Bantayanon Evacuation Center.

In a report on Tuesday, the Philippine Army said the rally on July 10 capped the participation of the villagers in the two-day awareness seminar on the recruitment strategies and other unlawful activities of the communist-terrorist group in northern Negros.


“I highly appreciate the cooperation of the participants from Barangays Minapasuk, Marcelo, Winaswasan and Hilub-ang in making the seminar successful,” said Lt. Col. J-jay Javines, commanding officer of the 79th Infantry Battalion (IB), in a statement.

He added that empowering the communities is vital in preventing the resurgence of the dismantled rebel front and for the realization of lasting peace and development in northern Negros.

During the seminar attended by about 120 individuals, the participants were clustered for role-playing scenarios to address community issues in the hinterlands, particularly the insurgency problem.

As an output, the villagers conducted a peace rally, where they carried the placards they made to call for an end to the killings, harassment, deception, and extortion activities of the CPP-NPA.

According to the 79IB, the villagers expressed the desire for a peaceful and NPA-free community and conducted a symbolic burning of the flags of the CPP-NPA and its political wing, the National Democratic Front (NDF).

This is to show their withdrawal of support to the communist movement and the affirmation of their full allegiance to the Philippine government, it added.

In a statement, Calatrava Mayor Marilyn Era urged her constituents to stop supporting the CPP-NPA to obtain peace for their communities and lead peaceful lives.

Troops of the 79IB figured in a clash with NPA rebels in Sitio Minatay, Barangay Marcelo on July 6, which led to the capture of Isabel Necesario, the deputy secretary of the NPA’s dismantled Northern Negros Front.

On June 22, they also engaged the rebels and raided their hideout in Sitio Tinibyangan, Barangay Minapasuk.

In 2019, troops neutralized three NPA guerrillas and seized eight high-powered firearms and several grenades also in Barangay Marcelo.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has also been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

Government troops unearthed an arms cache of the communist New People’s Army (NPA) rebels in the hinterlands of Davao de Oro, the Army’s 10th Infantry Division (10ID) said Tuesday.

In a statement, the 10ID said high-ranking leaders of the NPA led the government troops to five high-powered firearms hidden in Barangay New Leyte, Maco, Davao De Oro on July 9.

A former NPA commanding officer and two other ranking officers of the dismantled Guerilla Front (GF) 2 who surrendered last month accompanied the military and the police to the area, 10ID said. They recovered M16 rifles and an M14 rifle.

Maj. Gen Nolasco Mempin, 10ID commander, said the cooperation of former rebels “is a clear manifestation of the trust and confidence they have bestowed on the soldiers.”

“These firearms must be recovered for us to ensure that these cannot be used again in sowing terror and violence to our people,” Mempin added.

Davao De Oro was recently declared by the military as an insurgency-free province after all eight rebel units operating in the area were dismantled.

SULTAN KUDARAT, Maguindanao – Four persons were injured in a clash between police forces and heavily armed men in a densely populated marketplace here Tuesday evening.

Lt. Col. Julhamin Asdani, municipal police chief, said Wednesday that civilians reported seeing heavily armed men on board five vehicles arriving at the Crossing Simuay market and terminal facility at about 6 p.m.


They roamed around the marketplace looking for the village chairperson, Guiaber Dalindingan, who was not around.

The scene caused panic among residents.

Asdani said when the police responded, the gunmen started shooting at them despite the presence of market goers and vendors.

He said the 20-minute firefight left four injured – one civilian and three from the side of the gunmen.


“A police patrol car and police Community Police Assistance Center detachment were hit by stray bullets,” Asdani said.

Soldiers, backed by armored personnel carriers, arrived in the market but the gunmen were gone.

He said they were still establishing the identity of the armed group.
