DAYS after Nolven and Kieth Absalon were killed by the Communists Party of the Philippines-New people's Army-National Democratic Front of the Philippines (CPP-NPA- NDFP) terrorists in Masbate City, another landmining incident occurred in Samar. The landmines killed unarmed soldiers and auxiliaries, hence non-combatants. The poor guys were simply getting some lumber to improve their patrol base when they were attacked along the trail. It came after Marco Valbuena, the CPP spokesman, apologized for accidentally killing the Absalon cousins. Really? What about now? What good is an apology if after saying it, you will attack more civilians? Sincerity. This was the reason why the government ended peace talks with Joma and the NDFP. We can never trust these commies, that is why we need to exterminate them.

In fact, last Saturday, another anti-personnel mine was detonated in Barangay Rizal, Dimasalang, Masbate, while government troops were passing through the area. This incident resulted in the wounding of an innocent 18-year-old female bystander while three other soldiers were also wounded.

Going over the number of surrenderees from January 1 to July 1 this year in the Southern Luzon Command area of responsibility (SolCom AOR) alone, 159 regular NPA members have already surrendered. Taking hints from these developments where regular members were surrendering, 378 members of the Milisyang Bayan (MB) and Sangay sa Partido sa Lokalidad (SPL) and 81 members of the Underground Mass Organization (UGMO) also surrendered. These are the lucky ones. For those who insisted on fighting, 21 of them were killed while 31 were apprehended.

Significantly, the surrenderees revealed information about their former organization. In fact, they revealed an arms cache containing an M-1919 Cal. 30 machine gun, a Colt M16 rifle, another pistol, and an anti-personnel mine. Operating troops immediately acted to recover these war materiel. This was followed by discovery of another cache which yielded an M60 machine gun, one M203 grenade launcher and other rifle accessories. All of these were in General Nakar, Quezon, where the remaining forces of the main regional guerrilla unit, Southern Tagalog regional party committee (MRGU, STRPC) have decided to hide to avoid our forces. Meanwhile, just recently, surrenderees also revealed another arms cache in Bongabong, Oriental Mindoro, that resulted also in the recovery of its content that include another M60 machine gun, two anti-personnel mines, and four M16A1 rifles.

All in all, in one week's time, the NPA lost 10 assorted firearms that include three machine guns and three anti-personnel mines.

Last week, two regular NPA members surrendered in Buenavista and Lopez, both in Quezon province, while a member of their Milisyang Bayan surrendered in Bongabong, Oriental Mindoro, bringing along with him one Cal. 45 pistol and several components necessary for assembly of anti-personnel mine.

In the Bicol Region, several personalities have also surrendered. These include two members of Milisyang Bayan with two short firearms, five members of Platoon 3 of L1, KP4, Bicol regional party committee (BRPC). They brought along with them three firearms and six Molotov incendiary bombs. This was followed by the surrender of three former Centro de Gravedad members of L1, KP5, BRPC with four firearms in Albay.

On the other hand, an encounter occurred in Sablayan, Occidental Mindoro, that resulted in the death of one female rebel and recovery of one shotgun and an anti-personnel mine. In addition, several encounters also transpired in the province of Masbate that resulted in the recovery of one M16 rifle, a Cal.45 pistol and another anti-personnel mine.

Back in Masbate, another suspect in the landmining attacks, including the one that killed Kieth Absalon, identified as Mariel Suson, was captured when a warrant of arrest for a murder case was served by law enforcement units. Mariel Suson is the daughter of Rogelio Suson @Manong of the NPA's Platoon 1, L2 KP4, BRPC and a member of Gabriela as well as a key member of the provincial White Area committee of Masbate. Last Monday, Jovan Suson, a brother of Mariel, was arrested during a pursuit operation against the group of NPA who detonated another anti-personnel mine in Cawayan, Masbate.

It appears now that the CPP-NPA-NDFP in Bicol and Quezon are really crumbling. Meantime, Cristina Palabay of Karapatan has been bothering the CHR to prevent me from retiring? First, they want me out, now they want me to continue to stay in the service, preventing me from retiring peacefully.

Genelyn Dichoso @Gemma, the former secretary general of Karapatan-Quezon, has revealed to us several things about the CPP-NPA in Quezon and Calabarzon area. In her sworn affidavits, she detailed the link of Karapatan to the NPA. She revealed that former Karapatan-Quezon members during their stint, were very active in providing support to the armed groups. She stated that they were tasked to monitor the activities of government security forces, protect the NPA members when arrested or besieged and provide bail bonds for the arrested NPA members. Those members, she said, also participated in a series of meetings conducted in the Red Area by CPP-NPA personalities, especially in threshing out support issues from the White Area. These members even coordinated support from local officials in terms of goods, groceries, transportation and even cash. This scheme is happening all over the country and all throughout the country.

With the recent arrest of the members of terrorist group CPP-NPA, fact- finding missions as they say led by these front organizations will surely follow to find any excuses in defense of their members.

Patrolling Army soldiers figured in renewed armed clashes with remnants of the New People’s Army Northern Negros Front in Brgy. Malasibog, Escalante City, Negros Occidental yesterday, that led to the death of an alleged NPA rebel and the capture of two others.

Killed was Wilson Yanog Jr., a resident of Sitio Tinibiayangan, Brgy. Minapasuk, Calatrava, while captured were Joel Manguiran, alias Baroy, and Jessie Labisto, Lt. Col. J-Jay Javines, 79th Infantry Battalion commander, said.

Javines said that 79IB soldiers responded to information from civilians on the reported presence of a group of NPA rebels in the barangay, and that led later to a five-minute gunbattle.

Javines said the encounter ensued after 79IB troopers retaliated after being fired upon first by rebels.

ITEMS RECOVERED

Recovered at the encounter site were a .45 caliber pistol, a 9mm pistol with nine ammunition, nine cellular phones, several backpacks containing personal belongings, an Isuzu multi-cab with plate number LNF 297, a Honda XR 150cc motorcycle, and subversive documents with high intelligence value.

Javines attributed the success of their military operations to the support of the populace in the barangay.

The cadaver and the two rebels were turned over by the 79IB to the Escalante City Police Station for proper documentation and disposition.

A suspected New People’s Army (NPA) rebel was killed in an encounter with Philippine Army soldiers on Friday morning in a remote village in Daraga, Albay, according to a military report.

Army Captain John Paul Belleza, public affairs head of the 9th Infantry Division, said the Army troops were responding to information about sightings of armed men in Barangay Canarom at around 6 a.m. when they encountered 10 suspected NPA rebels.

The troops from the Army 93rd Reconnaissance engaged the rebels in a 10-minute firefight that resulted in the death of a still unidentified rebel and the recovery of two M16 rifles, improvised explosive devices (IED), a laptop, and personal belongings, the report said.

Belleza said pursuit operations against the fleeing rebels were going on as of Friday morning.

Camp Siongco, Maguindanao – Seventeen former members of the Bangsamoro Islamic Freedom Fighters formally received provisional livelihood assistance from the Provincial Government of Maguindanao through its “Anak Na May Ginintuang Layunin-Hintuan Ang Violent Extremism Ngayon (AGILA-HAVEN) Program” at the Provincial Capitol, Buluan, Maguindanao on July 13, 2021.

Fourteen of them were from the BIFF-Bungos Faction and three were from the BIFF-Karialan Faction. They have withdrawn their supports from their respective groups in order to embrace peace and development in their communities. The AGILA-HAVEN Program with the special intervention of Datu Piang Mayor, Hon. Victor Samama provided them with farm machineries (large capacity tractors and hand tractors) for their farming activities.

Among those who witnessed the program were: Brigadier General Jose Narciso, Assistant Division Commander of Joint Task Force Central; Maguindanao Governor, Bai Mariam Mangudadatu; Datu Piang Municipal Mayor, Victor Samama; Ariel Hernandez, Chairman Joint Normalization Committee, OPAPP and Police Colonel Donald Madamba, Provincial Director Maguindanao – PPO.

Walang karapatan si DepEd Sec. Leonor Briones at sinumang bayarang alagad ng rehimeng US-Duterte na umastang galit at maggiit ng public apology dahil sa lumang datos umanong ilinabas ng World Bank (WB) na nagsasalarawan ng kalunos-lunos na estado ng edukasyon sa bansa. Hindi ba’t ilang ulit pa ngang mas masahol ang kasalukuyang kalagayan?

Laging nahuhuli at hindi makahabol, kahit ang mga de-kalidad na unibersidad at kolehiyo sa National Capital Region (NCR), sa mga internasyunal na istandard. Sa rehiyon, kulelat ang mga Bikolanong mag-aaral pagdating sa National Admission Test (NAT), laluna sa reading comprehension. Noong 2020, naitala pa ngang 70% ng mga Bikolano ang hindi marunong magsulat at magbasa. Nang maglabasan ang mga modyul para sa modular learning, pinupog ito ng mga puna dahil sa mga naglabasang maling grammar, maling kompyutasyon at iba pa. Nakapanlulumong isipin ang kahahantungan ng mga mag-aaral sa bansa pagkatapos ng pag-aaral sa panahong ito ng pandemya. Laluna’t dati nang nakapaling sa komersyalisasyon at pabrika lamang ng murang lakas-paggawa ang mga eskwelahan sa halip na bigyang-pansin ang pagpapaunlad ng mga kakayahang kailangan ng pambansang pagpapaunlad gaya ng pagpapausbong ng mga propesyunal.

Sa isang malapyudal at malakolonyal na bansa tulad ng Pilipinas, hindi nakapagtataka ang pag-iral ng bulok na sistema ng edukasyon. Nasa interes ng naghaharing-uring panatilihing mangmang ang lahat ng uring inaapi’t pinagsasamantalahan. Maraming bata’t kabataan kapwa sa kanayunan at kalunsuran ang pinagkakaitan ng libre, de-kalidad at abot-kayang edukasyon dahil sa kahirapan at militarisasyon. Higit pa itong tumindi ngayong panahon ng Covid-19, gayong linilimitahan ng palpak na modular learning ang akses ng mga mag-aaral at nais makapag-aral. Hanggang sa kasalukuyan, nakatengga pa rin ang communication allowance na dapat ibigay sa mga guro, laluna’t pamalagiang kinakailangan ng internet connection sa panahon ng modular learning. Malaking potensyal ng kabataan ang sadyang sinasayang at hindi linilinang ng reaksyunaryong estado.

Habang pinananatili ang ganitong abang kalagayan ng sistema ng edukasyon, idinedeklara namang iligal, binabansagang terorista at hinahadlangan ng pasistang estado ang lahat ng pagsisikap ng mga rebolusyonaryo, progresibo at makabayang organisasyong makapagbigay ng de-kalidad na edukasyon, laluna sa kanayunan. Ipinasara at patuloy pang inaatake ang mga eskwelahan ng lumad. Ang mga makabayang organisasyong nagtutulak para sa libre, abot-kaya at de-kalidad na edukasyon ay tuluy-tuloy na inaatake ng red-tagging at ginagawang iligal. Ang rebolusyonaryong kilusang nagmumulat sa masang anakpawis at nag-aangat ng kanilang kaalaman at pag-unawa sa lipunan ay tinuturing na banta sa seguridad ng bansa at terorista.

Nananawagan ang KAGUMA-Bikol sa lahat ng gurong nagmamalasakit at nagnanais na makahulma ng matatalino’t kritikal na kabataan-estudyanteng magkaisa at palakasin ang kanilang panawagan para sa pambansa, syentipiko at makamasang sistema ng edukasyon. Papanagutin sina Briones, Duterte at iba pang alagad ng pasistang estadong nagkait sa mamamayang Pilipino ng kanilang karapatang matuto at makatamasa ng de-kalidad na edukasyon. Nasa kamay ng mga tunay na makabayan at progresibong guro, kabataan, bata at iba pang aping sektor ang kapangyarihan upang baguhin ang kabuuhang sistema ng lipunan – at kadikit nito, ang pagpapalaya sa sistema ng edukasyon mula sa tanikala ng reaksyunaryong pwersa.

Kung magprotesta man sila upang ipaglaban ang kanilang mga karapatan, binabansagan naman silang terorista at dinadahas!

Nananawagan ang Katipunan ng mga Gurong Makabayan-Bikol na magkaisa ang lahat ng guro at ang mamamayan sa buong bansa upang kundenahin ang kapabayaan ng DepEd at ng gubyerno! Igiit ang sapat na pondo para sa serbisyong pang-edukasyon at mga karapatan ng mga guro sa bansa.

Hindi na nakagugulat ang nangyaring pag-aamok ng isang CAFGU member sa Brgy. San Isidro, Sta. Magdalena, Sorsogon sa loob mismo ng kanilang detatsment. Isa lang ang naturang pangyayari sa ‘di mabilang na patunay ng pang-aalipusta’t pang-aalipin ng AFP sa CAFGU. Mano’t hindi masisisraan ng ulo ang mga CAFGU kung mas matindi pa sa aso ang pang-uulol sa kanila. Matapos sapilitang reklutahin at alisin mula sa kanilang sakahan at kabuhayan, gagawin lamang silang punching bag, utusan, tagalinis ng sapatos, tagasalo ng pang-aalimura at pain sa mga operasyon ng kanilang mga upisyal. Anong kapalit? Wala.

Sadyang walang mapapala sa pagsapi sa CAFGU o AFP. Nananawagan ang RJC-BHB Bikol sa lahat ng mga inaabusong CAFGU na isiwalat at ilahad ang tunay nilang kalagayan sa kamay ng kanilang mga halimaw na amo. Hinanap sila ng kanilang mga kaanak – Editha Mapula, 43; Allan Mapula, 42; Mary Ann Mapula, 29; Angel Mapula, 12; Rey Mapula, 4; RJ Mapula, 7; Renz Guelas, 13; Sunny Preconcillo, 48; Emy Preconcillo, 39; at Dante Bandola, 50. Nang mahanap kung saan nakadetine, kinulong na ng militar ang buong pamilya. Sa parehong araw, dinakip din si Laurente Gestole, 23 taong gulang at pilit na pinasusuko bilang NPA. Saanman mayroong ilinulunsad na Simultaneous Anti-Criminality and Law Enforcement Operations (SACLEO), Retooled Community Support Program (RCSP) o Focused Military Operations (FMO) at iba pang operasyong militar at pulis, naroon ang tiyak at pinakamalubhang panganib sa buhay ng mamamayang Pilipino. Walang pinalalampas ang mga berdugo – mga bata, matanda, buntis, babae, kabataan, mga ordinaryong sibilyang walang ibang ninais kung hindi ang mabuhay nang ligtas at matiwasay –. Ngayong Hunyo, umabot na sa 21 ang iligal na inaresto at dinetine sa mga prubinsya pa lamang ng Sorsogon at Masbate. Labas pa rito ang 20 Masbatenyong sinampahan ng gawa-gawang kaso at malisyosong pinaratangang NPA. Kabilang sa mga kinasuhan at inaresto si Mariel Canete, isang guro sa Cawayan, Masbate.

Ang kabagsikan ng pasista ay hindi tanda ng kanyang lakas, kung hindi ng kanyang takot. Asahang titindi pa ang atake ng rehimeng US-Duterte sa mamamayang lumalaban upang takasan ang kanyang pananagutan at makapanatili sa kapangyarihan. Mahigpit na nananawagan ang NDF-Bikol sa masang Bikolanong palakasin ang kanilang paglaban upang ipagtanggol ang kanilang mga karapatang tao at ipaglaban ang katarungan. Kalampagin ang mga kampo, barangay hall, istasyon ng pulis at iba pang lugar kung saan idinedetine ang mga sibilyang dinukot at iligal na inaresto ng mga ahente ng estado. Humalaw ng aral mula sa karanasan ng mga komunidad na sinalanta na dati ng Special Operations Team (SOT), Peace and Development Team (PDT) at iba pang operasyong militar.

Higit sa lahat, hamon sa rebolusyonaryong kilusang konsolidahin ang ispontanyong pagkilos ng mamamayang lumaban para sa katarungan, at bigkisin ang pinakamalawak, pinakamatatag at pinakamalakas na kilusang anti-pasista. Ituring ang bawat araw bilang araw ng paglaban – para sa katarungan, para sa kinabukasan ng mga susunod pang henerasyon.

Anong ikatatakot ng Tsina sa mga baseng nabal na ipinatatayo sa Pilipinas kung mismong si Duterte ang yumuyukyok at naninikluhod sa kanila? Mulat ang mamamayang Pilipinong hungkag at pawang pakitang-tao ang binabalak ng rehimeng US-Duterte na magpatayo ng baseng nabal sa Panay Island, Bagamanoc, Catanduanes.

Sa kabila ng pagkakaroon ng baseng nabal sa Casiguran, Aurora, madali lang na nakalusot ang dalawang Chinese vessel at nakapasok sa karagatan ng Paracale, Camarines Norte upang diumano’y kumuha ng iron ore nitong Mayo. Walang anumang tugon ang reaksyunaryong gubyerno sa ulat ng mamamayan. At nang makapasok ang daan-daang Chinese vessels sa West Philippine Sea sa parehong panahon, kinailangan pa ng matinding tulak ng kampanyang masa bago tuluyang mapwersa ang rehimeng US-Duterte na maghain ng diplomatic protest. Gayunpaman, sa papel nagtapos ang reaksyon ni Duterte. At pagkatapos, nagpatuloy ang ubos-ligayang pandarambong ng Tsina sa yamang dagat ng bansa. Ang kainutilan, kaduwagan at pagpapakatutang ito ay nagresulta sa P1.92 trilyong pagkasira ng yamang-likas na dapat napakinabangan ng masang anakpawis.

Tunay na maipagtatanggol at maitataguyod lamang ng mamamayang Pilipino ang soberanya sa pagpapalakas at pananagumpay ng anti-imperyalistang pakikibaka. Hinding-hindi ito maasahan mula sa mga papet at reaksyunaryong tulad ni Duterte. Ngayon, higit kailanman, kinakailangang palakasin ng masang Bikolano ang kanilang suporta at lumahok sa mapagpalayang digma ng mamamayan. Tanging sa malakas na armadong paglaban mawawakasan ng mamamayan ang panghihimasok ng mga imperyalista at tunay na makakamit ang paglaya mula sa dayuhang pang-aapi at pagsasamantala.

Walang kabusugan sa pandarahas at pagsasamantala ang mga sagad-saring berdugo. Kahit sa iilang nalalabing araw ni SOLCOM Chief Lt. Gen. Parlade at kulang-kulang isang taon ni Duterte sa kani-kanilang pwesto, ihinahabol pa rin nila ang dagdag na pasanin sa mamamayan. Pinakabago sa kanilang mga pakulo ang pagtatayo ng isang baseng nabal sa Panay Islands, Bagamanoc, Catanduanes. Gaya ng iba pang mga base at istrukturang militar, walang ibang idudulot ang planong ito kundi walang kapantay na pagdurusa at pasakit sa masang Catandunganon at mamamayang Bikolano.

Mangangahulugan ito ng malawakang demolisyon ng mga komunidad na hahagipin ng pagtatayo ng baseng nabal. Sa tala noong 2015, hindi bababa sa 318 residente ang naninirahan sa naturang isla. Dati na ngang pinahihirapan ang masang Catandunganon ng pribatisadong sistema ng patubig, kawalan ng suporta sa agrikultura, mabagal at kakarampot na ayuda matapos ang mga bagyo at kawalan ng kongkretong hakbanging sa harap ng pandemya – ngayon naman ay babalikatin pa nila ang pakikipagbuno para sa kanilang kabuhayan at panirahan.

Gayundin, ang pinaplanong baseng nabal ay katumbas ng mas matinding presensya at okupasyon ng militar at pulis. Bilang mga pinakamasusugid na tagapagpatupad ng madugo at brutal na gera kontramamamayan, tiyak na lalong lolobo ang bilang ng mga paglabag sa karapatan at pagsikil sa kalayaang sibil ng mga residente sa naturang prubinsya. Walang kakurap-kurap na yuyurakan ng militar ang lahat ng karapatang tao ng masang Catandunganon sukat hanggang ang kanilang mga sosyoekonomikong karapatan.

Bilang bayarang protektor ng malalaking negosyo, mga lokal at dayuhang kapitalista, garantiya ang dagdag na presensya ng militar para sa mga mamumuhunang nais makapasok sa prubinsya. Tiyak na maglilipana ang mga neoliberal na proyektong matagal nang naglalaway sa natural na rekurso ng Catanduanes. Sigurado ring magpapatuloy, at lalawak pa nga, ang mga iligal na operasyong pasugalan, kalakalan ng droga at iba pang mga anti-sosyal na gawaing kinakanlong at pinuprotektahan ng militar at pulis.

Samantala, tiyak na tuloy pa rin ang ligaya ng sabwatang Duterte at mga imperyalistang kapangyarihang US at Tsina. Kritikal na makuha niya ang suporta ng mga ito laluna’t nalalapit na ang eleksyon. Habang pinalalabas na may ginagawa siya sa usapin ng ribalan sa West Philippine Sea at iba pang soberanong teritoryo ng bansa, traydor niyang pinapayapa ang loob ng kanyang mga amo sa pamamagitan ng paglubos ng mga garantiya para sa kanilang tuluy-tuloy na panghihimasok at pandarambong sa bansa.

Nananawagan ang NDF-Bikol sa masang Catandunganon at mamamayang Bikolanong manindigan laban sa pagtatayo ng pahirap at walang kabuluhang baseng nabal sa prubinsya. Gaya ng karanasan ng rehiyon sa pagpapahinto ng Balikatan Exercises noong 2008, marapat lamang na mabuo ang malawak at malakas na kilusang tututol at pipigil sa naturang plano at iba pang pasistang hakbangin sa prubinsya at rehiyon.

Hindi pa nga nakakarekober sa hagupit ng sunud-sunod na bagyo noong 2020, heto’t nakaamba sa mga mamamayan ng Catanduanes ang mas matinding delubyong hatid ng militarisasyon. Malawakang pagpapalayas sa kabuhayan at komunidad ng mangingisda at malulupit na operasyong militar sa mga apektadong bayan ang tiyak na idudulot ng planong pagtatayo ng base nabal sa bayan ng Bagamanoc.

Kahungkagan ang palabas ng papalipas na’t tumutuka pang si Lt. Gen. Antonio Parlade na ang naturang baseng nabal ay proteksyon umano para sa Benham Rise, isa sa mga soberanong teritoryo ng Pilipinas na nais kamkamin ng Tsina. Sa katunayan, mula sa abusong militar pa nga dapat maprotektahan ang mamamayan. Basa pa ang kanilang mga kamay sa dugo ng mga masang Catanduanon, kabilang na ang mga pinaslang ninang sibilyang sina Christopher Abraham, Lito Aguilar at magkapatid na alyas ‘Greg’ at ‘Uno’ na pinalabas na mga NPA na napatay sa mga gawa-gawang engkwentro.

Isa pa, ano ang kakayahan ng reaksyunaryong gubyernong protektahan ang masa? Naprotektahan ba nila ang taumbayan mula sa pandemya? Ni wala silang ginawa upang maprotektahan ang mga maliliit na prodyuser ng baboy laban sa pagkalat ng African Swine Flu. Ni hindi nga nila nabigyang-ayuda ang mga komunidad na naroroon nang humagupit ang bagyo.

Dapat tutulan ng masang Catanduanon ang naturang plano. Hindi dapat hayaang madagdagan pa ng walang katuturang baseng nabal at kaakibat nitong operasyong militar ang pinapasan nilang paghihirap dulot ng pagkadapa ng industriya ng abaka, epekto ng todong importasyon ng karneng baboy at mga kontramamamayang proyekto sa prubinsya. Sa halip, dapat nilang singilin ang rehimeng US-Duterte sa nagpapatuloy nitong pagpapabaya at pagkakait ng makabuluhang suporta at ayuda upang palakasin ang kapasidad ng prubinsya sa pagharap sa mga natural at likhang-taong kalamidad at sakunang palagiang humahagupit sa kanila.

Notoryosong balon ng korupsyon ang kampanyang pagpapasuko ni Duterte. Ang malubha pa, magsasaka ang kalakhan sa mga biktima nito. Sa Bikol, linulunod sa kurakot ng sandamakmak na listahan ng mga peke at sapilitang sumuko ang mga heneral ng 9th IDPA, iba pang upisyal-militar, RTF-ELCAC, NTF-ELCAC, at iba pang galamay ng pasistang rehimen. Sa huling kwarto ng 2020 hanggang Hunyo 2021, sa prubinsya pa lamang ng Masbate ay 538 sibilyan na ang sapilitang pinasuko ng militar at pulis.

Sa kabila ng mga pahayag na malapit na umanong mapulbos ang NPA, patuloy pa ring tumataas ang badyet na ilinalaan ng rehimeng US-Duterte para sa kampanyang kontrainsurhensya. Ilangdaang ulit pa ngang mas malaki ang pondo sa kontrainsurhensya kaysa sa pondo sa agrikultura at reporma sa lupa. Mula 2017 hanggang 2019, tumaas nang halos 480% ang pondong ilinaan sa ECLIP habang isa sa mga ahensyang may pinakamaliit na pondo ang DA at DAR.

Habang hindi na malaman ng mga magsasaka paano pagkakasyahin ang kakarampot na kita, P65,000 kada pekeng surrenderee ang nadaragdag sa makakapal nang bulsa ng upisyal-militar. Marami na mula sa hanay ng mga magbubukid ang nagsiwalat ng iba’t ibang modus operandi ng ECLIP sa rehiyon. Kung paano lamang sila pinilit ng militar na pumaloob sa programa, kung paano sila lininlang at sinabing mayroong pagtitipon at bigla na lamang pinapirma sa mga blangkong papel at ipinaradang NPA, kung paanong ang mga sobreng iniaabot sa kanila sa gitna ng entablado ay binabawi lang din sa dulo ng programa at kung paanong photo ops lang naman ang habol ng militar. Noong Disyembre 2019, lalong nabunyag ang kabulukan ng ECLIP nang hambog na ilathala ng 2nd IBPA ang naka-Photoshop na litrato ng mga magsasakang sibilyang diumano’y sumukong NPA. Lumulutang ang paa at pinagtagpi-tagpi lamang ang litrato mula sa ibang mga litrato ng pekeng pagpapasuko.

Ang mga bulok na programang tulad ng E-CLIP at ang kainutilang magpatupad ng makabuluhang reporma sa lupa at unahin ang kagalingan ng mga magsasaka at iba pang anakpawis ang higit na nagpapatingkad sa baho ng reaksyunaryong gubyerno. Nananawagan ang PKM-Bikol sa masang Bikolanong higit pang palakasin ang kanilang pagkakaisa at paglaban sa korupsyon at pasismo. Kagyat na i-ulat ang anumang kaso ng peke at sapilitang pagpapasuko at iba pang pang-aabusong militar.

Nananawagan din ang PKM-Bikol sa mamamayang Bikolano na maging mapanuri, laluna ang mga kagawad ng midya. Marapat lamang na makipagkapit-bisig sa hanay ng mga magsasaka sa kanilang laban sa pasismo at militarisasyon. Marapat lamang na itakwil nila ang pagiging instrumento ng saywar at disimpormasyon.

Hindi kailanman mailalayo ng mga programang gaya ng E-CLIP ang loob ng masang magbubukid mula sa demokratikong rebolusyong bayan na sa pangunahin ay digma ng mga magsasaka para sa lupa. Ito ang kanilang tanging sandata laban sa pyudalismo at iba pang salot ng lipunan. Ang mga kontrainsurhensyang programa ng mga reaksyunaryong rehimen ay hamon upang ibayo pang makapagpukaw, makapag-organisa at makapagmobilisa ng masang inaapi’t pinagsasamantalahan at mapalakas hanggang sa ganap na maipagwagi ang makatwirang digma ng mamamayan.

Nauubos na ang bala ni Duterte. Ginawa na niya lahat mapaluhod lamang ang mamamayan sa harap ng kanyang pasistang dambana. Sinubukan na niyang magpataw ng batas militar, ipailalim ang sibilyang burukrasya sa militar, ipag-utos ang madudugo at brutal na operasyong militar at pulis hanggang sa magpasa ng mga batas na tahasang umaatake sa mga demokratikong karapatan. Sinamantala na niya maging ang pandemya upang marahas na supilin ang masa. Ngunit bigo pa rin siya.

Isang taon matapos ilusot ang Anti-Terror Act 2020 na siyang korona ng kanyang teroristang paghahari, bigo siyang supilin ni pahinain man lamang ang lahatang-panig na paglaban ng mamamayan. Nagkakamali si Duterte sa pag-aakalang masisindak ng ATA 2020 ang mamamayan, mabubusalan sila sa paghiyaw ng kanilang mga panawagan at matutuldukan ang kanilang pakikibaka. Sa bawat isang organisasyong inaatake, kaliwa’t kanan ang pag-usbong ng mga panibagong samahan at alyansang nagtatakwil sa pasismo at sukdulang kainutilan ng rehimen. Sa bawat isang aktibista at progresibong ginigipit, inaaresto o pinapatay, laksa-laksang iba pa ang namumulat at naitutulak na kumilos at organisadong linalabanan ang karahasan ng estado. Higit lamang silang dumarami, higit lamang silang nakokonsolida.

Pinaigting ng taumbayan ang anti-pasistang panawagan. Ngayon, hawak na ng ATA 2020 ang rekord sa pinakatinutuligsang batas sa kasaysayan ng bansa. Maging ang kilusang anti-pasismo ng internasyunal na komunidad at mga migranteng Pilipino ay ibayo pang lumakas.

Higit sa lahat, ibinunga ng ATA 2020 at ng pagtindi ng pasistang atake ng rehimen ang lalong paglinaw ng kaibahan ng bulok-sa-kaibuturang estado ng naghaharing-uri at ng rebolusyonaryong kilusang tunay na nagtataguyod sa karapatan ng nakararami. Lalo lamang ilinapit ni Duterte ang loob ng taumbayan sa landas ng rebolusyon. Pinakipot niya nang pinakipot ang burgis-demokratikong espasyo hanggang sa mawalan na ng puwang maging ang kalayaang mag-isip at magsalita. Kinaladkad niya ang demokrasya ng bansa pabalik sa katayuang higit pang atrasado kaysa sa diktadurang Marcos at sa panahon ng kolonyalismo. Ibayong tumingkad sa malawak na hanay ng mamamayan – mula sa masang anakpawis hanggang sa mga intelektwal at pambansang burgesya, na ni gahibla ng tunay at makabuluhang pag-unlad at kapayapaan ay hindi kailanman matatagpuan sa isang lipunang sakmal ng terorismo alang-alang sa interes ng iilan. Yinayakap nila ngayon ang pambansa demokratikong rebolusyon bilang kanilang pinakamakapangyarihang armas at panangga.

Ang problema sa mga diktador gaya ni Duterte ay hindi sila natututo sa karanasan. Ilang ulit nang napatunayan sa kasaysayan ng Pilipinas at ng daigdig na walang antas ng pasismo ang makapananaig laban sa mapagpasyang mamamayan. Hindi nito kailanman mapipigilan ang pagsiklab ng pakikibaka, ang tuluyang pagkawasak ng dating kaayusan at ang pagpupunyagi ng nagrerebolusyong mamamayan na makapagtayo ng panibago. Ang pasismo ay ang desperasyon ng naghihingalong tirano at ng bulok na sistemang pinaglilingkuran nito. Ang rebolusyon ay ang pag-asa ng mamamayang naghahangad ng isang tunay na malaya, maunlad at makatarungang lipunan.

Tumpak ang ulat ng internasyunal na organisasyon na Reporters without Borders. Ang limang taon ng rehimeng US-Duterte ang isa sa mga pinakamalalagim na yugto sa kasaysayan ng pakikibaka para sa malayang pamamahayag sa bansa. Sa ilalim niya, naging krimen ang magpahayag ng taliwas o kritikal sa rehimen.

Tulad ng batas militar ni Marcos, walang singhigpit ang pagbusal ni Duterte sa midya at tahasang pagkontrol sa mga ito upang makapagpalawig ng kapangyarihan, pagtakpan ang kanyang mga krimen laban sa sangkatauhan at ang walang-kapantay na pagpapasahol sa kronikong krisis ng lipunang Pilipino. Sa pamamagitan ng Oplan Kapanatagan- EO 70 Whole of Nation Approach, Anti-Terror Law at lockdown, pinangunahan ng AFP at PNP ang pagwasiwas ng pasismo at terorismo ng estado laban sa midya sa anyo ng malawakang crackdown at media censorship.

Ginipit at pinagbantaan, at sa pinakamalulubhang kaso ay ipinasara, ang mga nakakatunggaling media outfits, tulad ng Philippine Daily Inquirer, Radyo Veritas, Abante, ABS-CBN at Rappler. Samantala, naging malaganap ang kultura ng fake news at disimpormasyon. Kinasangkapan ng rehimen ang mga kapanalig na corporate media giants upang maging mga masugid na propagandista ng pasismo at terorismo ng estado ng rehimen. Kahit ang mga ahensya ng gubyerno ay talamak na ginamit para sa mga cyberattacks. Bilyun-bilyong pondo rin ang linaan para dumugin ng mga troll farms ang social media at ipagkait ang naturang plataporma mula sa kahingian at paglaban ng masa.

Sinupil ang paglaganap ng iba’t ibang anyo ng alternatibong midya, mula progresibo, citizen hanggang community journalism. Pinauulanan ng red-tagging, sinasampahan ng kaso at sukdulang pinapaslang sinumang kritiko o pumupuna o naglalantad sa mga mali, palpak at kontramamamayang patakaran ng rehimen. Sinasalakay ng militar ang mga lokal na istasyon ng midya upang i-censor ang mga balitang may kaugnayan sa rebolusyonaryong kilusan at demokratikong kilusang masa.

Sa pangunguna ng Joint Task Force Bicolandia, dinanas ng midyang Bikolano ang pasistang hagupit ni Duterte. Ilang mga kagawad ng midya ang inaresto sa Catanduanes at Camarines Norte. Hindi bababa sa limang mamamahayag mula sa Albay, Sorsogon at Masbate ang pinaslang ng militar at pulis. Hindi linulubayan ng panghaharas at pananakot ng militar ang mga brodkaster ng malalaking istasyon ng radyo at online newspaper sa rehiyon.

Sa nalalabing termino ng rehimen, inaasahang sasahol pa ang pag-aasam ng rehimeng Duterte na mapanatili ang kanyang pasistang kapangyarihan. Tiyak nitong iluluwal pa ang pinakamasasamang pasistang atake laban sa independyenteng midya. Lalong umuugong ang hamon sa midya: walang puwang sa bulag na nyutralidad at pananahimik.

Ang pagpapabagsak sa pasistang rehimeng US-Duterte ay isang hakbang pasulong sa pakikibaka ng midyang Pilipino para sa tunay na malayang pamamahayag. Ano’t anuman, ang daluyong ng armadong rebolusyonaryong kilusan ang pinakamatalas nilang armas upang ganap itong makamit.

Large-scale anomalies in the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) uncovered by the Commission on Audit (COA) come as no surprise.

Based on news reports of the COA reports, fund irregularities in the AFP and PNP last year amount to at least ₱8.86 billion involving incomplete “modernization” projects, unremitted unutilized funds, undelivered procurements, receipt-less transactions, and so on.

It is highly likely that this is just a small part of the gargantuan money-making operations involving the generals and officers of the AFP and PNP, as well as the corrupt officers of the Duterte regime.

The COA can only spot anomalies in official transactions that have or should have a paper trail. It cannot spot widespread corruption in the use of funds for so-called “community livelihood” where “NPA surrenderees” typically receive only a bag of grocery items or ₱5,000 cash reward out of the ₱65,000 they are supposed to get. It also cannot spot bloated reports of CAFGU recruitment, false reports of days of military operations, delays in disbursement of salaries and allowances of paramilitaries, granting of “reward” money, and now, kickbacks in infrastructure projects under the Barangay Development Program of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Military sources have also revealed widespread corruption in ghost or substandard purchases of spare parts. Many in the AFP believe this is one of the reasons behind the successive accidents over recent months involving military land vehicles and aerial assets.

The higher in the AFP and PNP echelon, the bigger the corruption. Military and police claims of “professionalism” are but a thin veil to hide the rotten core of the AFP and PNP and grave abuses of human rights perpetrated by soldiers and police in the course of their operations.

The corrupt AFP and PNP, defenders of the rotten system and the monstrous Duterte regime, are incapable of defeating the New People’s Army (NPA) and the revolutionary movement. Corruption is only making the regime’s counterinsurgency operations, more than ever reliant on expensive military hardware, even more unsustainable and counterproductive.

Corruption from the top down exacerbates the deep disunity and factionalism within and between the AFP and PNP. The NPA must take advantage of the lack of cohesion and inability of the AFP and PNP to cooperate and coordinate their actions.

The broad masses, especially the peasant masses in the countryside, are fully aware and enraged how the military and its officers defraud and oppress them. By mulcting the people’s money, the AFP and PNP are only stoking further the people’s disgust, galvanizing them to take action against military and police oppression and rousing them to wage revolutionary struggle.

CAMP ELIAS ANGELES, Pili, Camarines Sur-Set on a mission to finally negate communist insurgency in Masbate, security forces continue to press on the fight against Communist Terrorist Group (CTG) gaining more positive results.

Around 9:30 in the morning, Tuesday, July 13, an armed skirmish broke out between the operating troops from 91st Division Reconnaissance Company (DRC) under the operational control of 2nd Infantry Battalion (2IB) and communist NPA terrorists (CNTs) in Barangay Cadulawan, Cataingan.

After the fierce gunfight, an M16 rifle and anti-personnel mine were seized from the fleeing terrorists.

Lt. Col. Siegfried Felipe Awichen, Battalion Commander of 2IB, said that as the number of CTG members and supporters surrendering to the government continues to snowball, government troops are even more determined to sustain the momentum by scouring every corner of the island province where communist insurgents are trying to hide.

Thus, Col. Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, urged the remaining CTG members to follow the foosteps of more than 500 CTG members that surrendered last June and avail the government’s assistance intended for Former Rebels (FRs).

“Sa mga naiiwan pang miyembro ng CTG, alam namin ang hirap at panganib na inyong sinusuong. Ang walang humpay na programa at kampanya ng pinagsanib na pwersa ng ating kasundaluhan at kapulisan, kasama ang iba’t ibang ahensya ng ating pamahalaan at sektor ng lipunan ay patuloy na magbubunga ng pagkabigo ng teroristang komunista. Kaya ‘wag na sana kayong magdalawang -isip na magbalik-loob sa pamahalaan. Yakapin ninyo ang tamang landas upang magkaroon ng panibagong buhay at muling maranasan ang tahimik at masayang pamumuhay na kasama ang inyong pamilya,”Col. Almase said.

Furthermore, MGEN HENRY A ROBINSON JR PA, Commander of Joint Task Force (JTF) Bicolandia recognized the all-out support of the Masbateños to the anti-insurgency campaign which resulted in the string of accomplishments in the island province.

MGen. Robinson also lauded the troops on the ground including the PNP which, just last July 12, also encountered the CTG in Barangay Dapdap, Uson town that killed one CTG member and seized one M16 rifle.

“The anger of Masbateños in the CTG’s violence in Masbate was converted into overwhelming support to our thrust to finally end the insurgency. Hindi natin sasayangin ang suporta at tiwalang ito na ibinibigay nila sa atin kaya sa mga CTG members, asahan ninyong kung hindi kayo susuko, hahanapin kayo ng mga sundalo at pulis kahit saan man kayo magtago. You can never win with the joint operations of the Army and PNP coupled with the cooperation of the local populace,” MGen. Robinson said.

Maco, Davao de Oro – A total of One Million Seven Hundred Fifty-Five Thousand Pesos was handed over by the Provincial Government of Davao de Oro to Forty-Five Former Rebels on July 14, 2021.

The amount is part of the Enhanced Comprehensive Local Integration Program (ECLIP) of the National Government to the former members of the Communist Terrorist Groups (CTGs) who chose to return to the folds of the law and live normally and peacefully with their respective families.

Twenty-Nine (29) Milisya ng Bayan received Fifteen Thousand (P15,000.00) pesos each and Fifteen (15) Regular NPAs who received Sixty-Five Thousand Pesos (P65,000.00) each while one FR received Three Hundred Forty-Five Thousand Pesos (P345,000.00) as remuneration to the firearms he surrendered. The assistance they received from the government is just a part of the package intended for them. Apart from it, they have also undergone basic skills and livelihood training that will surely help them live better lives as they reintegrate into mainstream society.

During the ceremony conducted at the Provincial Capitol, Nabunturan, DDO the FRs further pledged allegiance to the government and to support its endeavors towards attaining a just and lasting peace not only in Davao de Oro but in the whole nation.

In a statement, Brigadier General Luis Rex D Bergante, Commander of the 1001st Infantry Brigade expressed his high hopes to end the Local Communist Armed Movement sooner than later due to the active participation of the stakeholders. He further encouraged the FR beneficiaries to help their former comrades who are still waging a futile struggle to surrender and return to the folds of the law. “What you received today, is one of your opportunities to start a new life. I encourage you to be the mouthpiece of the Government Program to help your former comrades to surrender. Let the better lives you enjoy today become the show-window that the Government is indeed sincere and committed to its mandate in looking after the welfare of its people.” Bergante said. He further encouraged the members of the CTGs to return to the folds of the law and to take advantage of the ECLIP, while its still there.

This proves that the government is sincere to its mandate to look after the welfare of its people. This further proves that collaboration and coordination amongst the stakeholders, the Whole-of-Nation and the Whole-of-Government approach are effective tools in Ending the Local Communist Armed Conflict.

ARAKAN, COTABATO – The Local Government Unit of Magpet in collaboration with 1002nd Infantry “Bagwis” Brigade and 72nd Infantry “Gabay” Battalion conducted the first People’s Organization Summit of the federated People’s Organization (PO) in Magpet held at Headquarters ‘A’ Coy, Barangay Pangao-an, Magpet, North Cotabato, July 14, 2021.

The seventeen (17) organized POs were named “Magpet Integrated Multi-sectoral Organization Federation” by elected President, Mr. Charlie Cahucom last July 14, 2021 at Magpet Municipal Gymnasium. This summit aims to educate the POs on the Government’s poverty alleviation and available livelihood programs that will enhance the living condition of the members in the indigent communities. This program also aims to give an update on the livelihood proposals of the said PO and coordinate with the LGU with regards to the process their membership to the Municipal Peace and Order Council (MPOC).

Present during the activity were Engr. Jupiter Rubino, Municipal Administrator; Ms. Ivy Cervantes, MLGOO, Magpet; BGEN Potenciano C Camba PA, Commander, 1002BDE; LTC Jose C Regonay Jr, Commanding Officer, 72IB; PMAJ Bryan T Espinosa, COP-Magpet; 17 PO President and Secretary; and troops and officers of PNP, 1002BDE and 72IB.

“As one of the implementors of Executive Order (EO) 70, the delivery of various Government services are now being felt especially in the most Geographically Isolated and Disadvantaged Areas (GIDAs). With the help of our partners in peace and order, we will address the issues and concerns of your organization.” Engr. Admin Rubino said in his message.

In response, LTC Jose C Regonay Jr, Commanding Officer 72IB assured that 72IB will continue to support the initiatives of the LGU especially for the POs in Magpet and other municipalities within the unit’s Area of Operations in enhancing their living conditions.

July 14, 2021, Kuta Heneral Teodulfo Bautista, Jolo, Sulu- Three former members of Abu Sayyaf Group (ASG) formally surrender during a localized integration ceremony held at 1102nd Infantry Brigade headquarters in Brgy Tagbak Indanan, Sulu.

Following the surrender of nine (9) ASG members last 03 of July, another three-member yield to 6th Special Forces Battalion Commander LTC Rafael P Ciado. The said former ASG members were presented by 1102nd Infantry Brigade Commander BGen Benjamin G Batara to General Officer-in-Charge of 11th Infantry Division and 1101st Brigade Commander BGen Antonio I Bautista Jr. The former member pledged their commitment to a life of peace.

According to 6th Special Forces Battalion Commander Ltc Rafael P Caido, the surrenderors were identified as Wilson Kasim, 31 yrs old under late ASG sub-leader Hairulla Asbang; @Rom, 40yrs old under ASG sub-leader Muhandon Arok and Ekoh Udjaman; @Ronimar, 22yrs old under the ASG sub-leader Idang Susukan. The surrenderors are from the Municipality of Patikul. They brought with them their M16 rifle, M1 Garand Rifle, and Cal .45 pistols.

In an interview, Ronimar revealed that he joined ASG around 2016 – due to lack of financial income. “Nadala lang po ako tukso ng pera, niyaya po ako ng isa kong barkada na sumama sa grupo dahil gusto ko po makatulong sa aking pamilya,” Ronimar said.

“We have this program with local government units that gives a lot of opportunities for you to start anew. I hope that other members would also come forward and free themselves from fear that they may be reported to government forces or they might be tracked down by their former comrades. I commend the 6th Special Forces Battalion and Municipal TF ELAC for actively reaching out to our brothers who now want to start a new life,’’ said BGen Bautista.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- A high-ranking Communist Terrorist Group (CTG) Leader together with his party wife and his CNT member nephew, of the Komiteng Rehiyon-Cagayan Valley (KR-CV) voluntarily returned to the folds of the law through the troops of 95th Infantry Battalion under 502nd Infantry Brigade in Palanan, Isabela on July 12, 2021.

The surrenderees were identified as Alias Badi, 49 years old, a resident of Barangay Puro, Legazpi City, Albay, Commanding Officer of the Regional Ordnance Group of the Regional Operations Command (ROC), and the other two are members of squad tres of the Regional Sentro De Gravidad identified as Alias Rowena, 36 years old, resident of Barangay Alomanay, Palanan, Isabela, logistics officer and Alias Erick, the nephew of Alias Badi, also a resident of Barangay Puro, Legazpi, Albay.

According to Alias Badi, he was forced in 1998 to join the terrorist group because he was threatened by a cadre in Kastila, Sorsogon. In 2002, he was ordered to go to Camalig, Albay to report to Alias Yulo, the Secretary/Political Officer of Larangan ng Albay before he was deployed in the province of Isabela together with a certain Alias Diobe and Alias Jake in that same year. He joined the 1st platoon of the recently dismantled Central Front Committee in Central Isabela. In 2015, he went to Sagada, Mt. Province together with his comrades and were trained in making explosives. After that, Alias Badi went back to Digusi Complex, San Mariano, Isabela to teach a platoon in making Anti-Personnel Mines (APMs). In 2017, he went in the vicinity of Nagsabaran, Divisoria of San Mariano along the Kabuluan River together with Alias Papi (already surrendered to 95IB) to train their members in making explosives. And in 2018, he also went to Baggao, Cagayan to teach the fabrication and employment of APMs against government forces.

Alias Rowena on the other hand was recruited by his party husband-Alias Badi to join the terrorist group in San Mariano, Isabela in 2018. In 2019, she was trained in Individual Combat Training (ICT) in Barangay Dimasalansan, Divilacan, Isabela and in 2020 she was also trained in Batayang Kursong Politiko-Militar in Barangay Dibulos, Divilacan, Isabela. She recently gave birth last June of 2021.

In 2002, Alias Erick was deceived to join the terrorist group in Barangay Mariawa, Legazpi, Albay when he was only 14 years old. He is one of the so many cases of Child Warrior in the terrorist CPP-NPA. In 2006, he became a regular armed member of the terrorist group Teritorio Legazpi. He went to the Province of Cagayan to attend the wedding of Alias Badi and Alias Rowena in 2019 and later became a member of the RSDG, KR-CV.

During their surrender, they brought with them three (3) M16 rifles, two (2) bandoliers, three (3) cellphones, medical paraphernalia, and subversive documents with high intelligence value. They revealed valuable information to the joint troops of 95th, 98th Infantry Battalions, and local PNP that resulted in the discovery of arms cache containing 68 pieces of APMs, four detonating cords with 600 meters each, seven blasting machines, nine remote controls, two (2) car remote controls, Improvised Explosive Device paraphernalia, one portable power generator, one (1) rifle scope, one (1) hard drive, one (1) printer and personal belongings at Sitio Dadugen, Barangay Dibuluan, San Mariano on July 13, 2021.

According to the surrenderees, they decided to yield to the government troops due to the deteriorating situation inside the Communist Terrorist Group. According to Alias Badi, since the death of their Commander Alias Yuni, the group is in chaos and in the pit of its downfall. The death of their leader is their eye-opener that the armed struggle against the government is one of the reasons of poverty as they have acknowledged that the terrorist CPP-NPA hinders the development in communities especially in far-flung areas.

LtC Carlos B Sangdaan Jr., Battalion Commander of 95IB stressed the continuous human rights violations committed by the terrorist CPP-NPA. “They continue to recruit minors and forced individuals to join their terrorist organization. They are also violators of International Humanitarian Law by continuously fabricating and using IEDs and APMs.”

BGen Danilo D Benavides PA, Commander of 502nd Infantry Brigade, lauded the efforts of the 95IB, 98IB, and the Isabela Police Provincial Office for their sustained efforts to pursue peace in the Province of Isabela. He also thanked the surrenderees for their renewed trust in the government, while assuring them that they will be protected and be given benefits and livelihood programs under the Enhanced Comprehensive Local Integration Program (E- CLIP) so they can smoothly start their life anew.

Further, MGen Laurence E Mina PA, Commander of 5th Infantry Division, Philippine Army conveyed his appreciation to the three CNT personalities who surrendered. “The end of terrorist CPP-NPA in Cagayan Valley and Cordillera Regions is nearing. This can be gauged in the rate of surrender of terrorist CPP-NPA’s leaders, members and supporters. We have also managed to continuously decreased their firepower. Most importantly, the people in the communities are now aware of the deception and lies of the terrorist CPP-NPA. Our determination to make Cagayan Valley and Cordillera as insurgency cleared regions is closer to reality. I am appealing once more to the remaining members of the terrorist CPP-NPA to return to the folds of the law and join hands with the government to achieve genuine peace and prosperity for all.”

SAGAY CITY, Negros Occidental —A Communist NPA terrorist was killed, while two others were captured by the troops of 79th Infantry ‘Masaligan’ Battalion during an encounter at Brgy Malasibog, Escalante City, Negros Occidental on July 15, 2021.

The troops were conducting security patrol after receiving a tip-off from the local residents about the presence of armed men in Brgy Malasibog when they were fired upon by undetermined number of CTG members which prompted the troops to retaliate.

The firefight lasted for 5 minutes resulting to the death of a CTG member identified as Wilson Yanog Jr y Enrolizo, a resident of Sitio Tinibiangan, Brgy Minapasuk, Calatrava, Negros Occidental and capture of two (2) CTG members identified as Joel Manguiran @ BAROY and Jessie Labisto.

While scouring the encounter site, the troops recovered one (1) cal. 45 pistol; one (1) 9mm pistol; nine (9) 9mm ammunitions; nine (9) cellular phones; backpacks with personal belongings and voluminous subversive documents with high intelligence value.

In a statement, Hon. Romulo Amacan, Brgy Captain of Brgy Malasibog said that he is grateful for the swift response by the men in uniform in addressing the insurgency problem in their village stating that these rebels were conducting extortion activities and keep sowing fear to the communities.

Meanwhile, Lieutenant Colonel J-jay T Javines, Commanding Officer of 79IB attributes the success of the operation to the support of the local populace and Local Government Units. Rest assured that your Philippine Army will be unrelenting in the pursuit of peace and development for the local populace in Northern Negros.

Lt.Col.Javines also called on the remaining members of the Communist Terrorists Group (CTGs) to lay down their arms peacefully, live a normal life with their families and avail the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

“Armed struggle is not the key, but a big hindrance to attaining peace and development. Let us work together to build communities that are inhospitable to enemies of the state, free from fear, manipulation and exploitation by the CTGs” Javines added.”

The cadaver of the terrorist was turned over to the Escalante City Police Station along with the two captured individuals for proper documentation and disposition.

Russian cybersecurity firm Kaspersky on Wednesday, July 14, said it had discovered "a rare, widescale advanced persistent threat (APT) campaign against users in Southeast Asia, most notably Myanmar and the Philippines."

"APT actors are known for the frequently targeted nature of their attacks. Typically, they will handpick a set of targets that in turn are handled with almost surgical precision, with infection vectors, malicious implants and payloads being tailored to the victims’ identities or environment," Kaspersky explained in a blog post.

"It’s not often we observe a large-scale attack conducted by actors fitting this profile, usually due to such attacks being noisy, and thus putting the underlying operation at risk of being compromised by security products or researchers."

The attacks have hit about 100 victims in Myanmar, and 1,400 in the Philippines, some of which were said to be government entities and high-profile organizations.

The phishing emails sent by the campaign contain a Dropbox download link. When clicked, the link downloads a RAR file disguised as a Word document containing the payload. The malware can then spread through USB drives, in which it creates hidden directories, attempting to move all of the victim's files.

Once inside a machine, the malware can also exfiltrate data and send it to the malware actor's command and control servers. It has also been found to create a fake version of the Zoom app, and steal cookies from the Chrome browser.

The activity by the group called LuminousMoth, has been going on since at least October 2020. The firm said that the campaign initially targeted Myanmar, but has since shifted their focus to the Philippines.

LuminousMoth was found to have links with the HoneyMyte group, also known as Mustang Panda, a "well-known, long-standing" Chinese-speaking cyber gang that historically has been interested in "gathering geopolitical and economic intelligence in Asia and Africa," Kaspersky said in a separate press statement.

“We’re seeing increased activity by Chinese-speaking threat actors this past year, and this most likely won’t be the last of LuminousMoth. In addition, there’s a high chance the group will begin to further sharpen its toolset. We’ll be keeping an eye out for any future developments,” said Paul Rascagneres, senior security researcher with Kaspersky's Global Research and Analysis Team.

Kaspersky advised basic cybersecurity hygiene training, cybersecurity audits of networks, and the installation of anti-APT solutions.

A FORMER New People’s Army (NPA) rebel expressed full support for the move to disqualify party-list groups that back communist terrorist groups (CTGs).

Joy “Ka Amihan” Saguino, in a radio program interview on Tuesday, referred to these sectoral organizations as communist party-list groups.

“Kasi ang (Because the) platform for the party-list system has been exploited, has been utilized by the Communist Party of the Philippines (CPP) para maisulong ng CPP 'yung kaniyang agenda (to push forward the CPP’s agenda) in the parliamentary platform,” Saguino said.

He said if people only give a closer look at the statement, actions, and the propaganda promoted by these party-list groups in Congress, they will notice that these support the propaganda line of the CPP.

A concrete example, Saguino said, is the attack being made by the party-list groups against the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and even pushing for its defunding, and the issues against the different policies of the government

“Halos nga kung titingnan natin 'yung statement ng CPP at ng mga communist party-list groups na ito halos ang pagkakaiba lang nito ay 'yung hindi pagbanggit ng armadong pakikibaka. In essence, 'yung context ng mga statement nila (If we will look at the statements of the CPP and these communist party-list groups, the only difference is the non-mention of armed struggle. The context of their statement) is reflective of the statements of the CPP,” he said.

Saguino, who served as secretary of Guerilla Front 20 under Sub-regional Committee 1 of the New People’s Army’s Southern Mindanao Region, said she was part of the leftist groups for almost 12 years.

He is also a former leader of the Kabataan Party-list and spokesperson of Anakpawis Party-list.

“I can definitely say that this communist party-list groups should be disqualified and should not be allowed to run in 2022 election kasi sa napakahabang panahon pinagsasamantalahan lang ng CPP-NPA-NDF (National Democratic Front) through its parliamentary struggle, ginagamit ang mga party-list groups na ito para isulong 'yung kaniyang agenda para i-overthrow our government and dapat matigil na ito once and for all (because for the longest time, the CPP-NPA-NDF has exploited, through its parliamentary struggle, they are using these party-list groups to advance their agenda to overthrow the government, and they should be stopped once and for all),” he said.

Saguino said the CPP-NPA-NDF has already victimized so many people with their atrocities.

As a former member of left-leaning organizations as well as of the NPA, he added that he feels somehow guilty of having given false promises to the farmers, the youth, and other vulnerable sectors in the name of the CPP-NPA-NDF, of a better future and free society.

“Naging mas magulo 'yung pamumuhay ng ating mga magsasaka at katutubo sa kanilang mga komunidad sa presensya dito ng mga miyembro ng CPP-NPA-NDF (Instead the lives of our farmers and the Indigenous People’s in their community became more chaotic with the presence of the members of the CPP-NPA-NDF),” Saguino said.

Through the NTF ELCAC, he said that they were allowed to redeem themselves as he expressed support for the NTF-ELCAC and the whole of nation approach to attain inclusive and sustainable peace for the country.

“With the NTF ELCAC, isang napakaling opportunity para mag redeem, bumawi sa taong bayan, bumawi sa gobyerno, bumawi sa mga dating masa na naging biktima ko din nung nakaraan na para ipakita na this is true service na pwedeng gawin ng isang kabataan na nangangarap na maglingkod sa sambayanan (It is a big opportunity for us to redeem ourselves, to make up for what we have done to the people and the government, to those whom we have victimized, and show them that true service may be done) without going to the path of violence and terrorism,” Saguino said.

“Ka Amihan”, who is among the resource persons in the Nov. 24, 2020, Senate Committee on National Defense & Security, Peace, Unification and Reconciliation hearing on red-tagging, claimed he was recruited at the University of the Philippines Visayas in Iloilo as a member of League of Filipino Students.

She described the communist insurgency as worse than the coronavirus disease pandemic.
