In a move that won’t please China, the Philippines is planning to acquire U.S. P-3 long-range maritime patrol planes.
“It will be good if we acquire even one P-3 Orion,” said Department of National Defense Secretary Delfin Lorenzana. “Provided it has all its original equipment. Otherwise it will just be another transport plane. We will find out if we can get one or two.”
Lorenzana said the patrol aircraft would enhance the Philippines to monitor the region. The Orions would be “very important as our domain awareness will be greatly enhanced,” he said.
“The defense chief said he will soon make a formal request for the acquisition of the American aircraft,” according to a Philippine government news release. The purchase would be made through the U.S. government’s Excess Defense Articles Program.
Currently, the Philippines has a limited maritime patrol capability. The Philippine Navy has five TC-90 patrol planes donated by the Japanese navy in 2017 and 2018. Based on the ubiquitous Beech King Air civilian turboprop aircraft, the TC-90 has a range of about 1,200 miles.
With a range of 2,380 miles, the Lockheed Martin P-3 Orion is in a different league. Based on the Lockheed L-188 Electra airliner, the venerable Orion has been the mainstay of U.S. long-range maritime patrol since the early 1960s. Though being retired in favor of the P-8 Poseidon (itself based on the Boeing 737 airliner), the P-3 can be equipped with sophisticated sensors as well as Harpoon missiles, anti-submarine weapons, and mines.
Given the nation’s limited financial resources, the prospect of getting long-range aircraft—even if the planes are elderly—at a bargain price is tempting. The Excess Defense Articles Program comprises “DoD and U.S. Coast Guard-owned articles no longer needed and declared excess by the U.S. Armed Forces,” according to the U.S. government. “This excess equipment may be offered at reduced or no cost to eligible foreign recipients on an ‘as is, where is’ basis in support of U.S. national security and foreign policy objectives.”
However, one obstacle may be what kind of Orions the Philippines gets. “There has been a lot of sensitivity in the Philippines during previous EDA [Excess Defense Articles] transfers regarding whether original technology would remain on board,” says Brian Harding, an Asian security expert at the Washington-based Center for Strategic and International Studies. “That’s why Defense Secretary Lorenzana has been clear that the P-3s need to have their full equipment package to be useful.”
Nonetheless, Harding believes Orions for the Philippines “makes a lot of sense.”
“The P-3s would complement surveillance aircraft recently provided by Japan and help with both maritime domain awareness. They could also potentially be useful on land, as intelligence from P-3s was used during the Marawi siege.” (In 2017, Philippine military forces battled Islamic rebels who had seized the city of Marawi.)
However, the Philippine experience with surplus American aircraft has not always been a happy one. In 1977, Manila purchased thirty-five ex-U.S. Navy F-8 Crusader fighters. Butpoor maintenance left most of them rusting and unable to fly.
Another potential obstacle could be China, which may not be pleased with the prospect of the Philippines acquiring long-range aircraft that can operate over South China Sea waters and islands claimed by China and other nations. However, Harding doesn’t believe this will be a problem.
“It is not controversial that the Philippines should have better awareness of what’s happening in their waters,” Harding said.

A Joint Filipino-American program aimed at stifling recruitment efforts by Islamic State (IS)-linked militants in southern Philippines would be launched within weeks, a senior US State Department official said.
Filipino and American officials were finalizing the program, while also preparing to release results of a study showing that poverty was not a major driver of radicalization in four southern Philippine provinces, where extremist groups operate, US Assistant State Secretary Denise Natali said in an interview on Thursday with BenarNews, an international news online agency.
“The program is being finalized and should be launched in the next couple of weeks,” said Natali, chief of the State Department’s Bureau of Conflict and Stabilization Operations.

The study, conducted by Washington from December 2017 to May 2018, involved 1,213 Muslim respondents in the four southern Philippine provinces of Maguindanao, Sulu, Basilan and Lanao del Sur, Natali said.
In a bid to carve out their own wilayah, or province, local militants led the 2017 siege in Marawi, capital of Lanao del Sur and former Muslim trading hub.
Fighter jets pounded the militants with near-daily bombing runs to end a five-month battle that killed more than 1,200 people, most of them local extremists backed by an undetermined number of foreign fighters, and left the city center devastated.
Contrary to common belief, sympathy for Filipino militant groups in those provinces might be related to local grievances rather than to IS or al-Qaida, Natali said. “If there is a key finding, it was that this is very local,” she said.
The survey also found that respondents who had expressed sympathy for violent extremism tended to be better off economically than their resilient peers, Natali said.
“There is no statistical difference between wealth and poverty,” she said. “There is no direct causal relationship between poverty and violent extremism in this case.”
Despite the findings, according to Natali, there was not a one-size-fits-all program for dealing with extremist groups.
“So, what we do in one country has to be then tailored to another,” she said. “What we find in one province can differ in another province, and even within different localities in a province.”

Pagkatapos ng pagpatay kay Dematera, pinasok ang bahay nito at pinaghahalughog ang mga “durabox”at kabinet sa loob. Kinuha nila ang lahat ng pera at selpon ng mga bisita sa loob ng bahay, kinuha din maging ang laptop na gamit sa eskwela ng mga anak ni Dematera at kanilang mga gamit na sundang.

Bulala, Magallanes, 26 anyos, pamangkin ni Dematera na pinaratangan nilang NPA. Pagkaaresto kay Saturay, binugbog muna nila ito bago dalhin sa Magallanes Municipal Police Station at sa Camp Escudero sa Sorsogon City. Katulad nang karaniwan nilang ginagawa, tinaniman nila ng caliber 38 si Saturay upang makasuhan ng illegal possession of firearms.

The Filipino people and their revolutionary forces would applaud any government that carries out genuine land reform, which is well explained by the Revolutionary Guide to Land Reform of the Communist Party of the Philippines and by the NDFP Draft Comprehensive Agreement on Social and Economic Reforms.
But certainly the Duterte regime is not engaged in any genuine land reform by distributing mere pieces of paper to some 13,000 people that require them to pay the unaffordable price for 24,000 hectares in Central Mindanao, even if by installment.
The long-running record of the reactionary government in land reform is that more than 95 percent of supposed land reform beneficiaries ultimately cannot pay for the land assigned to them and lose it to merchant usurers, landlords, bureaucrat capitalists, big comprador companies and foreign corporations.
The New People’s Army is cherished by the people, especially the peasant masses because it defends and guarantees the genuine land reform being carried out by the revolutionary movement led by the CPP.
Revolutionary land reform includes the minimum program of reducing land rent, eliminating usury, raising farm wages, improving farm gate prices of agricultural produce, raising agricultural production and creating sideline occupations, and promoting rudimentary cooperation.
Revolutionary land reform also includes the maximum program of distributing land for free to the landless peasants, building cooperatives in stages, providing support from the people’s revolutionary government, raising production and capital construction and setting prices favorable to the agricultural and other products of the peasant masses.
It is not the NPA but the Duterte regime that is doomed in an ignoble sense because of his distribution of mere pieces of paper misrepresented as land reform. The ignoble end of Duterte is assured by his gross and systematic crimes of tyranny, treason, mass murder of people (including the peasants and the indigenous), corruption and deceptions.
In many areas today, the peasants and the indigenous people are being subjected to bombings, mass murders on mere suspicion and forced evacuation in order to allow the corrupt government officials, landlords and the mining, logging and plantation companies to grab the land.

Bancasi, Butuan City- The Task Force Balik-Loob, together with the provincial government of Surigao del Sur, held this morning, June 14, 2019, the awarding of Enhanced Comprehensive Local Integration Program (E-CLIP) Assistance to 75 Former Rebels (FRs) at Villa Maria Luisa Hotel in Tandag City, Surigao del Sur.
The activity was graced by the National Defense Undersecretary Reynaldo Mapagu as the Guest of Honor and Speaker. The awarding was also attended by Hon Manuel O Alameda Sr – Provincial Governor of Surigao del Sur; Engr Donald A Seronay – Assistant Regional Director of DILG Caraga; Hon Elsa Momo – Provincial Vice Governor of Surigao del Sur; Police Col Francisco G Dungo Jr – Provincial Director of PPO SDS; Col Allan D Hambala – Commander of 401st Brigade; Col Maurito L Licudine – Commander of 402nd Brigade; and other PPOC members of Surigao del Sur and regional offices as members of TFBL.
The 75 FRs, composed of 63 males and 12 Females, of which 38 are also lumads, received a total of P3,740,000.00 financial assistance from the Department of Interior and Local Government (DILG). Each FR recieved Immediate Assistance amounting to P15, 000.00 and Financial Assistance worth P50, 000.00. The Provincial Government of Surigao del Sur also gave P7, 000.00 each while the Department of Social Welfare and Development (DSWD) gave P5, 000.00 each. Mikay, 21, who is one of the beneficiaries, expressed her gratitude to the government and said, “Wala ko nagmahay nga misurrender ko tungod ang akong nadawat karon dakong tabang gyud sa akoa ug sa akong pamilya. Makatabang kini sa paghatag og malinawon nga kinabuhi kanako.” “I did not regret my decision to surrender for what I recieved today will help me and my family. It will help me have a better and peaceful future.”
Likewise, other members of the Provincial E-CLIP Committee also distributed in-kind assistance to FRs such as: Hygiene Kits; Vegetable Seedlings;Assorted Food Packs; and Philhealth Membership Certificates for one (1) year. They were also awarded with scholarship commitments by TESDA in Skills Training and Livelihood Program on HEO: Rigid On Highway Dump Truck NC II, Shielded Metal Arc Welding (SMAW) NC II, Organic Agriculture Production NC II, Animal Production ( Swine) NC II and Driving NC II. This is a result of the recently conducted Profiling and Training-Needs-Analyis (TNA) during the Pre E-CLIP Assistance Program participated by TESDA Surigao del Sur to the FRs on June 12- 13, 2019 at Headquarters, 36IB in Bgry Dayo-an, Tago, Surigao del Sur. USec Mapagu in his speech said, “E-CLIP is here to help you have a better future and assist you in going back to the mainstream society. Our President aspires that through our continuous effort and your help, we will put an end to the Local Communist Armed Conflict in the Philippines and finally, will be able to bring forth peace and development in every community.” “May you become ambassadors of E-CLIP so that your former comrades who are still in the mountains will also be able to avail of the E-CLIP,” Mapagu added.
Col Maurito Licudine, 402nd Brigade Commander, stressed the impact of the convergence of military and civilian entities thru the E-CLIP in the insurgency campaign, “The program is an effective tool in addressing the issues brought about by the CNTs to exploit the people. With the different interventions and our acts together in the same direction, surely, we can defeat insurgency. Hence, we will not stop in reiterating our call for the CNTs to surrender and live peacefully with their families.”
“Fighting cannot solve our problems, it only adds misery and suffering to our people and slow down our development as a country,” Licudine added. Maj Gen Franco Nemesio M Gacal, Commander 4ID, emphasized, ” To those who are still up against the government and fighting for lost cause, we are asking you to avail of the E-CLIP while you still can.” “Choose a better life together with your family and live peacefully. CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao- Twenty seven locally made loose firearms were handed over by the civilian residents of Datu Abdullah Sangki to 2nd Mechanized Infantry Battalion in a turnover ceremony held at the town’s Municipal Hall on June 15, 2019.
Governor-elect Hon. Bai Mariam S. Mangudadatu presided over the handover of 27 loose firearms to Ltc Alvin G. Iyog, Commanding Officer 2nd Mechanized Infantry Battlion and 1st Mechanized Infantry Brigade Commander Colonel Efren P. Baluyot in a simple rite.
Handed over were one 60mm mortar with one ammo, fourteen 12 gauge shotguns, two Cal .50 sniper rifles, two M79 GL, one Uzi Ingram, one Thompson submachine gun , one carbine, two RPG launcher, two Ingram, one M203 tube and assorted magazines.
“This is just a small note to extend my support in all your undertakings to ensure a peaceful community,” said Hon. Mangudadatu during her speech.
“This endeavor is part of our continuing campaign against proliferation of loose firearms in the Battalion’s area of operation,” said Ltc Iyog.
“We will sustain this campaign and work as a team in cooperation with other local government units in order to achieved peace and development in the area, said Colonel Baluyot.
“Putting our actions together we can do more, we can do better, with more positive results than expected.” Major General Cirilito E. Sobejana, Commander 6th Infantry Division said.
Major General Sobejana also expressed his utmost appreciation to the local chief executive of said town who facilitated the handed over of firearms.

The 303rd Infantry Brigade’s Army Exhibit at the Ayala Malls Capitol Central grounds in Bacolod City in observance of the 121st Independence Day celebration has been extended until tomorrow in celebration of Father’s Day.
Army Capt. Franco Ver Lopez, Brigade Civil Military Officer, said the exhibit with the theme “Tribute to Heroes” displays their firepower and military equipment used in their day to day military combat operations, as well as in providing humanitarian assistance, like search and rescue operations.
Lopez said the mall has requested 303rd IB commander Brig. Gen. Benedict Arevalo to extend the exhibit because of the clamor of the public. So they have decided to extend the static display until tomorrow for the celebration of Father’s Day.
The exhibit opened Tuesday and was supposed to end Wednesday, he said.
They also have a photo exhibit of the accomplishments, humanitarian assistance, medical missions, tree planting, blood-letting activities, and Civil Military Civic Action Programs of the Philippine Army in Negros Occidental, Lopez said.
On display are different army vehicles like Commando V-150 tank, M35 Cargo Truck, KM 451 Field Ambulance, and high powered firearms like K3 Squad Automatic Weapon, M30 General Purpose Machine Gun, .50 Caliber Machine Gun, bomb suit, and rescue equipments.

On display are different army vehicles like Commando V-150 tank, M35 Cargo Truck, KM 451 Field Ambulance, and high powered firearms like K3 Squad Automatic Weapon, M30 General Purpose Machine Gun, .50 Caliber Machine Gun, bomb suit, and rescue equipments.

More Army soldiers have been dispatched to Negros, in compliance with the order of President Rodrigo Duterte that state security forces address violent activities of the New People’s Army, and accelerate the development of the island.
Personnel and staff of the 302nd Infantry Brigade headquarters from Bohol arrived Thursday night at the Dumaguete City Port, on board BRP Ivatan and Landing Craft 299, and returned to their previous military camp in Tanjay City, Negros Oriental.
The return of the 302nd Infantry Brigade to Negros Oriental, after almost four years of being assigned in Bohol, came four days after the arrival also of 11th Infantry Battalion in the island.
But the 47th Infantry Battalion will remain in Bohol, Gen. Ignacio Madriaga, 302nd Infantry Brigade commander, said.
Madriaga said yesterday that the Armed Forces of the Philippines is now refocusing its security effort and peace and development campaign on Negros.
It will be a combined effort, including combat operations, clearing of insurgency-affected barangays and of pursuing localized peace talks, he added.
The 302nd Infantry Brigade will now have two battalions, the 11th and 94th Infantry Battalions , to supervise in Negros Oriental, while the 303rd Infantry Brigade is now supervising three other battalions, 15th, 62nd and 79th IBs, in Negros Occidental.
Brig. Gen. Benedict Arevalo, 303rd Infantry Brigade commander, said the arrival of more troops in Negros Island will mean greater pressure on local communist rebels, who are still fighting against the government.
Arevalo reported that in the past five months of this year, they were able to surpass their accomplishments for the whole year of 2018, because of their aggressive operations, and with the help of the communities, who provided them with information on the activities of local insurgents.
He also noted a lull in violent activities of the New People’s Army in the past few weeks, which he attributed to the series of debacles suffered by the local terrorist groups, as a result of 10 encounters they had initiated in the past five months.
Maj. Gen. Dinoh Dolina, 3rd Infantry Division commander, who supervises security operations in Western and Central Visayas, said that they will saturate Negros island for combat operations and peace development initiatives.
“We will saturate Negros Island with more troops to fill up every inch of the island,” said Dolina in a statement, adding that the return of 11IB will help in fast-tracking their anti-insurgency and clearing efforts in the island.

The United States on Friday evening, June 14, rejected coercion and intimidation to assert maritime claims after a Chinese vessel sank a Philippine boat in the West Philippine Sea (South China Sea).
"We saw news reports of the collision at sea. We are thankful none of the Filipino fishermen lost their lives and glad that Vietnamese fishermen rescued them from the open sea," the US embassy said in a statement.
"Our position on the South China Sea is clear: We support lawful uses of the sea, respect for international law, unimpeded lawful commerce, and peace and stability. We urge all parties to refrain from using coercion and intimidation to assert their territorial and maritime claims," the US added.
The US issued this statement around an hour after China admitted a Chinese vessel was involved in the sinking of a Philippine boat near Recto Bank (Reed Bank) in the West Philippine Sea.

Filipino fishermen said a Chinese vessel deliberately sank their boat in the area on June 9, but the Chinese embassy denied there was a "hit and run"near Recto Bank. China's statement on the sinking of a Philippine boat in the West Philippine Sea (South China Sea) insults the intelligence of Filipinos, said a leading maritime law expert, as he enumerated falsehoods made by China.
Jay Batongbacal, director of the University of the Philippines Institute for Maritime Affairs and Law of the Sea, also said China's statement was "very revealing," as "sometimes the truth leaks out in the effort to conceal it."
"This is an insult to the intelligence of every Filipino," Batongbacal wrote on Saturday, June 15.
He stressed that China's response to the boat sinking incident will be "a test of its good faith" and an "indication of the amount of respect it has for Philippines-China relations." But he said China's press release on the incident was problematic.
Contradicting Filipino fishermen, China in this statement denied that a Chinese vessel sank and abandoned a Filipino boat in hit-and-run fashion. China said the Chinese vessel was, in fact, "besieged" by 7 or 8 Filipino boats, supposedly preventing it from helping the fishermen of Filipino vessel F/B Gem-Ver.
"With this press release, despite its subsequent and sudden retraction, it has utterly failed the test, and shown that in truth it has absolutely no respect for this country and its citizens," said Batongbacal.
Foreign Secretary Teodoro "Teddyboy" Locsin Jr on the other hand said of China's claim: "Interesting. That's China's take and it is a free world."
This comes nearly a week after a Chinese ship sank a Philippine boat near Recto Bank (Reed Bank) in the West Philippine Sea. Recto Bank, which belongs to the Philippines, is an underwater reef formation that is said to contain huge reserves and oil and natural gas.
This Recto Bank incident is a first in the decades-long dispute between Manila and Beijing over the West Philippine Sea. Batongbacal is one of the staunchest defenders of the Philippines' rights over these waters even as the Duterte administration avoids shaming China over incidents like this.
China's admissions

- Chinese vessel Yuemaobinyu 42212 was involved in the sinking of Filipino F/B Gem-Ver
- The Chinese vessel "was indeed engaged in fishing operations (light purse seine) in Recto Bank, in violation of Philippine fisheries law and regulations"
- The Chinese vessel "did run into the F/B Gem-Ver 1," and it "does not contest the fact that it caused the F/B Gem-Ver 1 to sink"
- "Even after it knew of the crash, the Chinese vessel did decide to not lend assistance to the F/B Gem-Ver 1's crew, leaving them in the water with their sinking boat, in violation of international maritime law, maritime customs, and basic human decency"
Batongbacal at the same time pointed out an inconsistency in China's statement.
He said the statement "can't even seem to decide whether the alleged siege took place" before or after Gem-Ver sank. "At first, it says they were besieged, which was the reason they tried to leave (which caused the incident), and then, they said they left because they were afraid of being besieged (after the incident took place)."
"This kind of basic inconsistency reveals its fallacy," he said.
Filipino vessels 'besieging' others?
Batongbacal also sought to debunk China's claim that Filipino fishing vessels "besieged" the Chinese
ship.
"There is no prior record of any group of Filipino fishing vessels "besieging" (attacking) any other vessel anywhere in the high seas. Ever. Not even the notorious pirates that used to operate in the southern seas operated that way. Only Chinese maritime militia vessels (and Vietnamese maritime militia responding to the Chinese) have been involved in such coordinated swarming operations," he said.
He continued: "And why and how could any Filipino fishing boats even try to do so? It would be extremely difficult for Filipino fishing boats, which are almost all low-lying, unarmed wooden bancas equipped with outriggers (like the F/B Gem-Ver 1; they are designed that way for stability), to even lay siege on a larger steel-hulled vessel like the Chinese purse seiner during the daytime, let alone near midnight. They cannot even get close enough to the latter's hull to mount any kind of attack."
"The statement concludes that the alleged facts show that it was not a "hit and run" incident. Actually, the effect is the opposite: it even makes the narrative even more like a vehicular hit-and-run," said Batongbacal.
Like a Chinese militia vessel
Like Batongbacal, Supreme Court (SC) Senior Associate Justice Antonio Carpio slammed China over the sinking of a Filipino boat in the West Philippine Sea.
In a statement Friday evening, Carpio said it is "highly likely that a Chinese maritime militia vessel rammed" the Filipino boat.
"China's maritime militia vessels have reinforced steel hulls purposely for ramming fishing vessels of other coastal states. No other coastal state has fishing vessels purposely designed for ramming other fishing vessels. Captains of ordinary Chinese fishing vessels do not engage in ramming for fear of inflicting damage to their own vessels," Carpio said.
Carpio also said this "may signal the start of a new 'gray zone' offensive by China to drive away Filipino fishing vessels in the West Philippine Sea, in the same way that China is driving away Vietnamese fishing vessels in the Paracels."
"The Filipino people must take a strong stand against this latest aggressive act of China. The Filipino people must demand from China compensation for the owner of F/B Gem-Ver 1, and punishment for the captain and crew of the Chinese vessel that rammed in hit-and-run fashion F/B Gem-Ver 1," the SC justice said.

The youngest lawmaker in the 17th Congress remained to be the poorest among hundreds of members of the House of Representatives, who are mostly multimillionaires.
Kabataan Party-list Representative Sarah Elago has a net worth of Php 85,400 based on her 2018 statements of assets, liabilities, and net worth (SALN). It only has an uptick from her reported net worth of P75,800 in 2017.
Elago had the lowest net worth since she served as a party-list lawmaker. She started with a declared wealth of Php50,000 in 2016.
Following Elago, the next poorest legislator in the Lower House was Kabayan representative Paul Hernandez, who declared a net worth of Php340,000 in 2018.
Other lawmakers who were among the top ten poorest House members include: Camarines Sur Rep Gabriel Bordado Jr. (Php515,658.72); Gabriela Rep Arlene Brosas (Php518, 660); Diwa Rep Pepito Pico (Php680,000), ACT-Teachers Rep France Castro (Php912,809.05); Anakpawis Rep Ariel Casilao (Php913, 350.91); Coop-NATCCO) Rep Sabiniano Canama (Php1, 515, 634); Bayan Muna Rep Carlos Isagani Zarate (Php1, 710, 048.25); Gabriela Rep Emmi de Jesus (Php1, 895, 000).
Meanwhile, 1PACMAN Party-list Representative Michael Romero is still the richest legislator among 291 members of the House of Representatives. He has declared a net worth of Php7.858 billion.
The House of Representatives had released its summary report of declared SALN of its members in 2018 in its website this week.
Most prolific
Where multi-millionaires, landlords, and business tycoons are seated, Kabataan Party-list took pride that Elago has been named as the poorest member in the Lower House.
While being named as the poorest member of the House, Elago was recognized as the most first-term legislator in the 17th Congress, with the most number of privilege speeches delivered at the plenary.
As the sole youth representative in Congress, she has also principally authored 444 bills and measures, as well as 39 co-authored measures.

“This act shows the sincerity of the government in addressing the underlying causes of the conflict in the country,” said Presidential Peace Adviser Carlito G. Galvez Jr, who was present during the land distribution ceremony held in General Santos City.
The localized peace talks are part of the efforts under the Whole-of-Nation-Approach to end the armed conflict with the communist group.
Galvez said land distribution would also help in the government’s efforts to improve the human security conditions in the country.
“With the determination of President Duterte to address the fundamentals of the problem in our society, we at the Office of the Presidential Peace Adviser on the Peace Process (OPAPP) is resolute in our quest towards a sustainable and enduring peace,” he said.
Some 12,548 Certificates of Land Ownership Award covering 24,000 hectares in Region XII were distributed to 13,585 agrarian reform beneficiaries.
The distributed landholdings cover the four provinces of Region XII, namely: North Cotabato, Sarangani, South Cotabato, and Sultan Kudarat, according to Department of Agrarian Reform (DAR) Secretary John Castriciones.
He said the land distribution here is “the biggest in the history of comprehensive agrarian reform program” in the country. Some of these areas are also part of the newly-established Bangsamoro Autonomous Region in Muslim Mindanao.
DAR is one of the partner government agencies under the PAyapa at MAsaganang PamayaNAn (PAMANA), which OPAPP oversees.

The Philippines and the Republic of Korea (PH-ROK) 22nd Joint Committee Meeting (JCM) on Logistics and Defense Industry Cooperation was held on June 10 at the Philippine International Convention Center in Pasay, Manila.
This year’s JCM was hosted by the Philippines, with the Department of National Defense and Armed Forces of the Philippines as lead agencies. It was participated in by DND and AFP officials, officers, and personnel, as well as representatives from the Republic of Korea.
Assistant Secretary for Logistics and Acquisition Jesus Rey Avilla, who served as the co-chairperson of the Philippines panel, opened the ceremony and introduced the agenda of the meeting.
The meeting between the two countries aimed to strengthen and address issues on its cooperation regarding logistical and defense matters, such as amendment on the agreement; procurement supply; acquisition and transfer of equipment; and government-to-government projects.
Subsequently, various Korean defense companies, like Hyundai and Hanwha, presented their military and defense products and services. Representatives from the respective technical working groups of Philippine Army, Philippine Navy, and Philippine Air Force asked questions and provided comments on the presentations.
The meeting was concluded with the signing of the Arrangement to Amend the Memorandum of Understanding (MOU) on Logistics and Defense Industry Cooperation and the exchanging of mementos between Undersecretary for Finance and Materiel Raymundo D.V. BAGUIO CITY - - The National Task Force to End the Local Communist Armed Conflict (NTF – ELCAC) met with members of the Cordillera Regional Development Council to discuss President Rodrigo Roa Duterte’s agenda for a whole nation approach to finally address the country’s problem on communist armed conflict and recruitment.
Department of Budget and Management Officer-in-Charge Undersecretary Janet Abuel, Cabinet Officer for Regional Development (CORD) for Cordillera, and National Security Adviser Deputy Director General Rufino Lopez Jr. led the NTF – ELCAC.
Abuel explained that the NTF – ELCAC wants to emphasize the President’s goal of a Whole – of – Nation approach in ending the 50- year old local communist armed conflict, which is a more serious, more centralized and more focused approach.
With the armed forces, police and the regional line agencies, we want to converge and synchronize our efforts, not by way of combative approach but for bringing in the basic programs and services especially to geographically isolated and displaced areas, Abuan stressed.
The goals are to make communist armed groups to return back to the mainstream and be active part of society, as well as to avoid additional membership or recruitment, she added.
Lopez along with Lt. Col. Joel Johnson provided briefing on the national plan to end local communist armed conflict for regional development and security, and on Executive Order No. 70 institutionalizing the Whole – of- Nation Approach in attaining Inclusive and Sustainable Peace, creating the NTF – ELCAC, and directing the adoption of the National Peace Framework.
Lt. Gen Emmanuel Salamat of AFP NOLCOM, MGen Pablo Lorenzo of the 5th ID of the Philippine Army and Police Regional Office Cordillera Regional Director P/BGen Israel Ephraim Dickson were also present in the meeting to provide more inputs on peace and order and armed conflict – related matters.
For the RDC – CAR’s part, National Intelligence Coordinating Agency Regional Director Roel Obusan presented the peace and order situationer for the region, National Commission on Indigenous Peoples - CAR Regional Director Roland Calde gave a situationer on the Indigenous People of Cordillera; NEDA - CAR Regional Director Milagros Rimando gave a briefing on the region’s socio – economic status and the role of the RDC while DILG – CAR Regional Director Marlo Iringan gave a presentation on the role of the Regional Peace and Order Council in ending armed conflict.
The activity also served as the organizational meeting for the Cordillera Regional Task Force to End Local Communist Armed Conflict (RTF – ELCAC).
The RTF – ELCAC will soon craft a regional plan. Member agencies will have 12 clusters to work on namely situational awareness and knowledge management; local government empowerment; legal cooperation; strategic communication; sectoral unification, capacity – building and empowerment; basic service; poverty reduction, livelihood and employment; infrastructure, resource management and employment; localized peace agreements; peace, law enforcement and development policy; E – CLIP and Amnesty Program, and International Engagement. Ka Alex, Bombo, Lyka and Rigor (not their real names) also officially turned-over six firearms including M653 rifle and various improvised explosive devices to authorities. These former rebels (FRs) assured to abide with all government laws for a peaceful and meaningful life.
“As we are remembering our independence, we are also sharing another independence of our once lost brothers from the chain of claws of terrorists. These four regular CNT (Communist NPA Terrorist) members who bravely accepted the challenge to end up the armed struggle and work side by side with the government are truly courageous,” said Lt. Col. Narciso Nabulneg, Jr., 54th Infantry Batallion commander.
For the attainment of long and lasting peace which everyone is longing, Nabulneg said, “I appeal to the remaining CNT supporters to have a firm stand and be with the government. Don’t be deceived by the CNTs’ deception and luring promises; after all, they are just using the locals for their own selfish intentions.”
The four FRs will be officially enrolled in the Enhanced Comprehensive Local Integration Program , the government’s holistic inter-agency approach and peaceful initiative to end insurgency. President Rodrigo Duterte renewed his offer Thursday to the members of the New People’s Army (NPA) who want to return to the fold of the law saying his government is ready to provide them with shelter, job and livelihood if they lay down their weapons.
Speaking before the recipients of certificates of land ownership awards (CLOAs) in Soccsksargen (Region XII), the President said his dialogue with the communist insurgents is about to end whether they agree with the government or not.
The communists’ fighting capability has diminished and they no longer have guns and ammunition as well as food to defeat the government.
“To the communists, come down here. I’ll give you a small condo. The same condo that I allot for the military and police,” he told the members of the NPA in his renewed offer. “But it’s a house that you can live in. It’s habitable so to speak.”
It won’t be easy for the communists to surrender but the President said he believes they will slowly come down from the mountains.
Once they lay down their weapons, the President said he is willing to provide them with houses, job and skills training from the Technical Education and Skills Development Authority (TESDA).
President Duterte also expressed the seriousness of his administration to give land to the landless, noting he has instructed government agencies to distribute all surveyed state lands to the people.
During Thursday’s event, the President led the distribution of 12,548 CLOAs in Soccsksargen, which is expected to benefit 13,585 agrarian reform beneficiaries (ARBs).
Soccsksargen is composed of four provinces and one city: South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos City.
The CLOAs distributed by the President in the event held at the Lagao Gymnasium here, covered a total aggregate of 24,000 hectares of lands all over Soccsksargen.
The region-wide CLOA distribution is in line with President Duterte’s directive to fast track the Department of Agrarian Reform’s (DAR) implementation of the Comprehensive Agrarian Reform Program Extension with Reforms or CARPER.
The CLOAs distributed Thursday covered lands located in four provinces of Soccsksargen that include those in North Cotabato with 9,419.7459 hectares; Sarangani, 1,393.0000 hectares; South Cotabato, 3,142.9546 hectares; and Sultan Kudarat, 3,364.2370 hectares.

The CLOA distribution was significant because it supports the President’s 10-point socio-economic agenda and at the same time provide a sense of security to the Soccsksargen ARBs.
With more lands being handed over to ARBs in the region, the government expects an increase in agricultural productivity and investments that in turn improve the overall economic status of the region.

Around 2,000 ARBs attended Thursday’s event along with 500 other attendees from local government units, DAR and other government agencies.
The CLOA distribution was significant because it supports the President’s 10-point socio-economic agenda and at the same time provide a sense of security to the Soccsksargen ARBs.
With more lands being handed over to ARBs in the region, the government expects an increase in agricultural productivity and investments that in turn improve the overall economic status of the region.
After the issuance of CLOAs, the DAR, in partnership with other government agencies will continue assisting farmers in Soccsksargen to uplift their lives through the provision of livelihood programs, scholarships, crop insurance and credit assistance. (PND)

A ranking New People’s Army (NPA) rebel was slain in an encounter with government troop on Wednesday night in a village at Magallanes town in Sorsogon, a Philippine Army (PA) report said on Friday.

The slain NPA leader was identified as Edwin Dematera alias Dupax, deputy secretary of Larangan 2, Kumite Probinsiya 3 operating in Sorsogon.
In a phone interview, Maj. Ricky Anthony Aguilar, 9th Infantry Division Public Affairs chief, said the incident took place around 10:30 p.m. Wednesday (June 12) in Barangay Incarizan, Magallanes town when government troops engaged rebels in a clash that lasted for about three minutes.
Aguilar said during the clearing operation, government troops recovered from the site a cal. 45 with one magazine loaded with four cartridges, .45mm ball; a cal.38 revolver; two Icom radios; a laptop; two flash drives; two medical kits; and subversive documents with high intelligence value.
Aguilar also confirmed that during the firefight the government troops captured Jimuel Bueno, an active communist member.
“The captured NPA is now under the custody of Magallanes Municipal Police Station while the body of Dematera is now at Barangay Incarizan and will be transferred tomorrow to Barangay Aroroy in Juban town,” Aguilar said.
There was no reported casualty on the government side.

ISULAN, Sultan Kudarat -- Soldiers belonging to the Alpha Company of the Army’s 33rd Infantry Battalion (33IB) stationed in a mountain town of Sultan Kudarat province have shared blood in observance of World Blood Donor Day on Friday.
The blood donation, which has for its theme “By Donating Blood, You Can Save Lives”, was held at the gymnasium of Barangay Masiag, Bagumbayan, Sultan Kudarat.
Lt. Col. Boongaling, 33IB commander, said the soldiers volunteered to help the Philippine Red Cross bolster its stocks of blood.
Boongaling said blood donation is beneficial to both donor and recipient. “The donor will have cleansed blood circulation while the donee or beneficiary would have the chance to live longer, brought about by the blood as a medium for the ‘precious gift of life’,” he explained.
Apart from the soldiers, in attendance were members of the Tacurong City Health Unit, the local government of Bagumbayan, and the village women’s organization.
A symposium on how to prevent the spread of the human immunodeficiency virus (HIV) that leads to the acquired immunodeficiency syndrome (AIDS) was also held to help educate the residents of Masiag, mostly members of the Indigenous Peoples community.

In a report that reached this camp Friday, Brig. Gen. Marceliano V. Teofilo, commander of the 203rd Infantry Brigade that has operational jurisdiction over Mindoro, said validated information from a concerned citizen disclosed the NPA's planned training for new recruits believed to be minors.

According to Teofilo, the enemies suffered several casualties due to heavy traces of blood stains along the enemies’ escape route, based on information from civilians.
He added that the intelligence community is currently validating reports that an NPA commander was among those killed during the clash.
“This is a major blow (to) the NPA in Mindoro. Their days are numbered and in just a matter of time, the NPA here will be on the verge of collapse due to their numerous setbacks in armed encounters and snowballing of surrenderers," Teofilo said.
Meanwhile, Lt. Col. Alexander Arbolado, commander of the 4th Infantry Battalion, confirmed that a soldier was slightly wounded in the left ear during the clash, but he is safe.
“Right now we have already dispatched our additional troops and K9 tracking dogs to go after this bunch of criminals," Arbolado said.

The commander of the 403rd Infantry Brigade (403IB) denounced the recent attacks perpetrated by alleged members of the communist New People’s Army (NPA) in San Fernando, Bukidnon.
Brig. Gen. Edgardo de Leon, in a statement Friday, said the NPA attacks on a police station was against International Humanitarian Law (IHL).
"The police station is there as a public service facility. The policemen on duty were providing assistance to the people and maintaining peace and order. They are not involved in counterinsurgency operations, thus are protected by (International) Humanitarian Law," de Leon said.
He also said that the attacks were condemnable as the NPA terrorists did not exercise “precaution” in firing their guns amid a civilian populated area.
"The CPP-NDF (Communist Party of the Philippines - National Democratic Front) must discipline the NPA by directing the NPA to respect Humanitarian Law. KARAPATAN, which pretends to be the watchdog of IHL, must investigate the growing number of IHL violations perpetrated by NPA terrorists in Bukidnon," he added.
At about 11 p.m. Thursday, armed men believed to be NPA members reportedly fired their weapons at the municipal police station in the middle of Barangay Halapitan, San Fernando, Bukidnon.
The policemen on duty responded by assaulting the perpetrators who immediately fled their positions.
There was no reported casualty. Recovered from the scene were seven empty shells and a round of misfired ammunition for an M16 rifle. Traces on the ground indicate two to three individuals could have perpetrated the gunfire.
The Philippine Army’s 88th Infantry Battalion immediately responded by pursuing the rebels and deploying checkpoints to block possible cohorts.
Recently, NPA spokespersons Pia Alonzo and Nicolas Marino claimed responsibility for burning civilian-owned vehicles in the municipality of Manolo Fortich and City of Malaybalay in Bukidnon.
Earlier this year, the NPA terrorists also claimed responsibility for destroying farm equipment of Dole plantation in Valencia City and equipment owned by a farmers’ cooperative in the municipality of Don Carlos, also in Bukidnon.

Complaints against CPP-NPA were already submitted to the Commission on Human Rights Office (CHR) 10 (Northern Mindanao) with a request to conduct a separate investigation.
However, CHR-10 has yet to disclose the results of its fact-finding investigation on the incident. De Leon expressed optimism that the agency will soon complete its investigation and make its findings known to the public.

With just two weeks left before stepping down as House Speaker, Arroyo said she wants to see how the road project changed the lives of impoverished families in Samar.
"We pushed for this project since Samar is one of the poorest provinces in the country. We believe that through good strategic infrastructure, people's lives would improve," she told reporters.

The roads pass through 15 towns in Samar and Eastern Samar, two of the poorest provinces in the Philippines.

A total of 31 former members of the communist New People's Army (NPA) are setting a new path to a brighter future after finishing the four-month skills training and apprenticeship program for heavy equipment operation.
Alias Omar, former vice commander of the NPA's Pulang Bagani Command 1, said the skills training was a big help as it gave them an opportunity to land a job and earn a living.
"It was new learning for us," Omar said here Friday after the graduation ceremony that was facilitated by the Technical Education and Skills Development Authority (TESDA) and GE 64 Enterprises, Inc.
Omar, who said he was part of the NPA's urban assassination unit, the Special Partisan Unit (SPARU), said he surrendered in November last year after seeing the opportunities being provided to rebel returnees.
"Also, it was tiring and the movement no longer has any direction. There was no progress in our lives," he said in the dialect.
Col. Nolasco Mempin, commander of the Army's 1003rd brigade, said the 31 surrenderers belonged to the NPA units operating in Paquibato district who returned to the folds of the law through the collaboration of the local government, TESDA, and other partners.
Mempin said the graduates received a daily allowance PHP394 while on training, and some will be employed by GE Enterprise.
The others, he said, will be referred to other construction firms.

Young indigenous peoples (IP) leaders from across Mindanao threw their support behind the implementation of the Duterte Administration’s “Whole-Of-Nation” Approach under Executive Order No. 70 creating the National Task Force to End Local Communist Armed Conflict (NTF ELCAC).
The more than 200 participants to the Mindanao Indigenous Peoples’ Youth Assembly committed to helping the national government implement the initiative which primarily aims to address the decades-long communist rebellion in the country.
“We, the representatives of this assembly, declare our full and unequivocal support to the national government’s Whole-Of-Nation Approach, which is a centerpiece of the Duterte Administration’s Peace and Development Agenda,” the delegates said in a resolution passed on June 15. “We believe that this approach is the best solution to the communist insurgency that has ravaged our communities, and provide us, the youth, the opportunity to work hand in hand with the government to achieve this goal.”
They pledged not to be used and abused by the communist insurgents, and will utilize our voices to speak out and convince members of our communities not to support the organization’s distorted ideology,” the resolution added.

In the same resolution, the youth leaders also urged President Duterte to declare the full implementation of RA 8371 or the Indigenous Peoples Rights Acts (IPRA) as part of the national government’s policy agenda in his upcoming State of the Nation Address (SONA).
“Through this declaration, we envision the IPRA’s full implementation to significantly impact on the lives of our indigenous peoples, specifically by allowing us to completely enjoy the four bundle of rights as stated in the IPRA,” the resolution said.
According to Dante Tumanding, political officer of the Mindanao Indigenous Peoples Youth Organization (MIPYO), they can contribute a lot to the Whole-Of-Nation approach.
“We are the frontlines and are the first ones affected whenever there is armed conflict in our communities,” Tumanding said.
This is the reason, Tumanding said, why the conduct of the peace assembly, organized by OPAPP in collaboration with MIPYO, is both timely and relevant.
“We wanted to equip our youth IP leaders across Mindanao with the skills and knowledge they will need to support the implementation of EO 70,” he said.
Meanwhile, James Binayao, MIPYO chairperson, said the youth assembly will enable them to advocate for the full implementation of IPRA law.
The IPRA is a peace covenant between the national government and indigenous peoples that aims to promote and protect the welfare and rights of IPs.
Since its passage in 1997, there has been a growing sentiment that IPs have not truly reaped the dividends of the landmark measure and as a result, have remained in the fringes of development.

“This assembly has given us the chance to speak up and be involved in the discussions. And now that the IP youth are united, we already have the confidence to tell the government what is in our hearts and minds,” Binayao said.
At the same event, OPAPP Director Pamela Padilla-Salvan, who spoke on behalf of Presidential Peace Adviser Carlito G. Galvez Jr, called on the delegates to be strong and committed, as she urged them to use their voices to express their sentiments.
“Do not be afraid to speak out. There will be instances when your resolve will be tested. But if you believe in yourselves, you will succeed,” Padilla-Salvan said.
She also advised the participants to remain on the side of truth, listen to their elders, and be a partner of government.
“You have the power in your hands. Use this power with all your strength. We at OPAPP will remain by your side as you make your journey towards long-lasting peace and development,” Padilla-Salvan said.

The approach will utilize localized peace engagements wherein local government units and other community members situated in conflict-affected areas will take the lead in providing solutions to best resolve the nation’s insurgency problem.
In the same resolution, the youth leaders also urged President Duterte to declare the full implementation of RA 8371 or the Indigenous Peoples Rights Acts (IPRA) as part of the national government’s policy agenda in his upcoming State of the Nation Address (SONA).
“Through this declaration, we envision the IPRA’s full implementation to significantly impact on the lives of our indigenous peoples, specifically by allowing us to completely enjoy the four bundle of rights as stated in the IPRA,” the resolution said.
According to Dante Tumanding, political officer of the Mindanao Indigenous Peoples Youth Organization (MIPYO), they can contribute a lot to the Whole-Of-Nation approach.
“We are the frontlines and are the first ones affected whenever there is armed conflict in our communities,” Tumanding said.
This is the reason, Tumanding said, why the conduct of the peace assembly, organized by OPAPP in collaboration with MIPYO, is both timely and relevant.
“We wanted to equip our youth IP leaders across Mindanao with the skills and knowledge they will need to support the implementation of EO 70,” he said.
Meanwhile, James Binayao, MIPYO chairperson, said the youth assembly will enable them to advocate for the full implementation of IPRA law.
The IPRA is a peace covenant between the national government and indigenous peoples that aims to promote and protect the welfare and rights of IPs.
Since its passage in 1997, there has been a growing sentiment that IPs have not truly reaped the dividends of the landmark measure and as a result, have remained in the fringes of development.
