AN ABU Sayyaf bandit was killed in a clash while the daughter of an Indonesian suicide bomber couple was rescued by the troops in the province of Sulu, the military reported Thursday.

Major General William Gonzales, Joint Task Force (JTF)-Sulu commander, said the clash happened around 11:55 p.m. Wednesday, June 23, 2021, in Bangkal village, Patikul, Sulu.

Gonzales said the troops of the 45th Infantry Battalion (IB) and policemen were supposed to serve a warrant of arrest against Abu Sayyaf member Rudymar Habib Jihiiran alias Gulam but were fired upon triggering a firefight, which resulted in the death of a certain Sawi, a follower of Abu Sayyaf sub-leader Amah Patit.

He said the troops recovered from the hideout of Jihiiran a backpack containing bomb-making components that include an electric blasting cap, a 12-inch detonating cord, a pair of nine-volt batteries, and cellular phones.

He said the troops rescued Sitti Aisyah Rullie also known as Maryam Israni, an Indonesian who is being indoctrinated to become a suicide bomber, according to Gonzales.

Lieutenant Colonel Vicente Maborang, 45IB commander, said Sitti Aisyah is the daughter of foreign terrorist couple Rullie Rian Zeke and Ulfa Handayani Saleh, both Indonesian and suicide bombers behind the 2019 bombing of Our Lady of Mount Carmel Cathedral in Jolo, Sulu.

Maborang said Sitti Aisyah’s sister, Rezky Fantasya Rullie alias Cici, also a suicide bomber, was arrested in October 2020 in Jolo.

He said troops are tracking down the whereabouts of Jihiiran and a companion who escaped at the height of the firefight.

Maborang said they discovered the hideout of Jihiiran when they conducted Community Support Program in Bangkal, Patikul.

Gonzales said Sitti Aisyah is the wife of Jihiiran, although she is still a minor.

“We are in the process of validating but she is estimated to be 13 years of age. Still, we in the security sector have no choice but to coordinate with concerned agencies and act on this. She is married to a full-pledged ASG (Abu Sayyaf Group), her older brother is an armed member under the Daulah Islamiyah group, and she is being groomed as a suicide bomber. There is a risk here," Gonzales said.

“With regards to her disposition, of course, we will just abide by what is prescribed by the law. We sincerely hope that she could be deracialized and have another chance at a decent life. Involving children in this kind of terroristic act is outright shameful and a clear violation of our existing laws,” he added. (SunStar Zamboanga)

The Armed Forces of the Philippines (AFP) on Thursday said it has received Information Technology (IT) and multimedia equipment worth P2.7 million from the Australian government.

AFP chief of staff General Cirilito Sobejana received the donation in a ceremony held at Camp Aguinaldo on Wednesday, June 23.

“With these newly donated IT and multimedia equipment, the AFP will be able to amplify its capability of preventing and countering violent extremism, here in our country,”
General Cirilito Sobejana said in a statement.

Among the donated equipment were high-tech computers, tablets, storage devices, smart TVs, cameras, and audio recording components.

The donation was under the mutually agreed Australia-Philippines Enhanced Defence Cooperation Program.


Australian Defence Attaché Colonel Paul Joseph Barta said these equipment will help the AFP in its efforts to counter the threat of terrorism in the Philippines.

“The equipment will assist the Armed Forces of the Philippines’ office for the prevention and countering of violent extremism research to achieve its mission – by documenting and understanding the drivers of radicalization, effective strategies for prevention of violent extremism can be found,” Barta said.

Sobejana expressed gratitude to the Australian government and the Australian Defence Force for the donation.

“Our heartfelt gratitude goes to the Australian Government and the Australian Defence Force for their continued support to the AFP in the ongoing fight against terrorism. It is through these initiatives that our members become more empowered to fulfil their mandate to secure the state and protect the Filipino people,” he said.

With the new equipment, the AFP said access and exchange of information among military allies shall be made more available and secured.

It also assured it continues to strengthen its counter-terrorism capabilities within the cyberspace where access to available information is critical.

“We have already made great strides in enhancing our capabilities in the cyberspace environment. However, we do acknowledge that much is still needed,” Sobejana said.

“After the grueling Marawi siege in 2017 against the ISIS-Maute Group, and the lessons that we have to learn the hard way, the AFP is more than determined to prevent any incidents of the same nature from ever happening in the future,” he added.

A police officer was killed while 21 other troopers and two guides were injured when two patrol trucks of the Philippine National Police Special Action Force (PNP-SAF) fell off a cliff in Las Navas, Northern Samar past midnight of Wednesday.

The trucks plunged 40 feet down after one of the vehicles lost its brake and collided with a moving PNP-SAF truck in front of it in Dolores village, Las Navas town, according to the report sent by the Eastern Visayas police office to reporters early Thursday.

“Unluckily, the second vehicle bumped the rear portion of the first vehicle, as a result of the impact, both drivers lost control of their vehicles and fell to the cliff in the roadside,”
the PNP said in its report.


Killed in the road accident was Patrolman John Carlo Tahitit while those injured were identified as Lt. Dominique Ordonio; Cpls. Jerry Sendo and Antoine John Escosia; and Patrolmen Roel Catalbas, Jescel Mark Echem, Elfon Jay Violeta,Joseph Lalino, Raymart Bernard Tacudog, Jerone Ejurango, Muhammad Zulfikhar, Archie Bolon, Oliver Ardoña, Pedro Anceta Sally, Leonel Eborda, Polibert Castañeda, Jordan Sabiano, Melrich Daba, James Royd Galido, Cominso Magsaysay, Nikko Cordada, and Clifford Felipe Repollo.

Also hurt were two former rebels who served as guides of the SAF troopers.

Of the 23 injured, 11 of them were seriously wounded. They were rushed to the Catarman District Hospital in Catarman town.

The SAF troopers were heading to Bulao village in Las Navas when the accident happened.

Some villages of the 4th class town, located 330 kilometers north of Tacloban, are known as influenced by the New People’s Army.

CAMP SIONGCO, Maguindanao – The blast that killed a pregnant woman in Maguindanao was due to an improvised explosive device (IED) and not from mortar shelling, a military official here said Thursday.

Lt. Col. John Paul Baldomar, speaking for the Army’s 6th Infantry Division (6ID), said he talked to the husband of victim Rosita Kenendi, 21, who died of shrapnel injuries in an explosion on Wednesday dawn and confirmed the cause of the blast.


“The woman’s two children were also injured in the blast that occurred near her home in Barangay Tuayan, Datu Hoffer Ampatuan (DHA), Maguindanao,” Baldomar said.

Baldomar said one of Kenendi’s children remained in the hospital while the other, who only sustained minor bruises, is with his father.

He said Kenendi’s husband, who requested anonymity, said an improvised bomb triggered the explosion.

Baldomar said
the IED, which has been left behind near the house of the victims, could have been planted by Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) who have been harassing civilian communities in DHA town.


He added that the military had no mortar shelling in the area since there was no operation against the BIFF in the municipality.

“Government forces are strictly and religiously abiding by the provisions of international humanitarian laws when it comes to conflict situations,” he said.

Before the blast, suspected BIFF extremists also separately killed three Teduray farmers in the upland communities of the town.

The Philippine Army is helping the police in probing the killings of the farmers in the area.

A member of the Abu Sayyaf Group (ASG) was killed while a daughter of an Indonesian suicide bomber couple was rescued following a clash in the province of Sulu, military officials announced Thursday.

Maj. Gen. William Gonzales, Joint Task Force (JTF)-Sulu commander, said troops of the 45th Infantry Battalion and policemen were on joint law enforcement operation when they
clashed with four ASG members around 11:55 p.m. Wednesday in Barangay Bangkal in Patikul town.

“They were supposed to serve a warrant of arrest against ASG member Rudymar Habib Jihiiran alias Gulam when our troops under the 1102nd Infantry Brigade were shot at by him and his comrades. A firefight ensued, which resulted in the death of an ASG bandit,” Gonzales said.

Gonzales, who is also the 11th Infantry Division commander, said the slain ASG bandit was only identified as a certain Sawi, a follower of ASG sub-leader Amah Patit.

The government troops have neutralized seven foreign terrorists in Sulu since 2019.

The JTF-Sulu said that there are still two foreign terrorists in the province -- an Indonesian and an Egyptian -- who are both minors.

The Philippine Army has paid its last respects to Cpl. Rodney Luces, the soldier who died during an encounter with Communist Party of the Philippines-New People’s Army (CPP-NPA) terrorists in Himamaylan City, Negros Occidental earlier this month.

Luces, a native of Iloilo Province, was laid to rest at Alimodian Public Cemetery on Thursday.

In a statement. Maj. Gen. Eric Vinoya, commander of the 3rd Infantry Division (3ID), said he salutes the courage of Luces in offering his life in pursuit of peace and development in Negros Island.

“We are saddened by your loss. Rest assured, we will always reminisce your fearlessness and boldness in serving and securing the people of Negros. Your story will not end here. It will serve as our guiding motivation in ending the decades-long insurgency,” he added.

The Philippine flag, which had been draped over Luces’ casket, was given to his wife at the end of the interment rites.

Luces was among the troops of the 62nd Infantry Battalion (62IB) who engaged nine communist-terrorists during the first of two encounters in Purok Galaupan, Barangay Carabalan at 9:20 a.m. on June 9.

The 303rd Infantry Brigade, which supervises the 62IB based in Barangay Libas, Isabela town, also honored the bravery and heroism of Luces.

“He paid the ultimate sacrifice in the pursuit of genuine peace and development for the people of Negros and our nation as well,” the unit said.

During the second clash on that day, a CPP-NPA fighter was also killed, and troops recovered seven backpacks containing personal items at the encounter site.

The CPP-NPA is listed as a terrorist organization by the United States, the United Kingdom, the European Union, Australia, Canada, New Zealand, and the Philippines.

The issues and concerns on the armed encounter between the Army's 3rd Special Forces Battalion (3SFBn) and families of fatalities in Lianga town were finally settled through the justice system and customary laws of the Manobo tribe in Surigao del Sur.

“Everything is settled now. What took place last June 15 in Sitio New Decoy was a legitimate encounter between the 3SFBN troopers and the NPA rebels,”
Datu Constancio Duhac, the tribal chieftain of Lianga, told the Philippine News Agency (PNA) on Thursday.


The Municipal Tribal Council of Lianga, the Provincial Tribal Council of Surigao del Sur, and the elders of the Manobo tribe on June 23 facilitated the processes called Dungaan and Uyagaan in Barangay Ganayon, Lianga.

The Dungaan is a gathering to hear all sides for the settlement of issues and disputes while the Uyagaan is a ritual officiated by the elders and spiritual leaders of the tribe.

“Through the Uyagaan, the families of those who died during the encounter released their bad feelings to a sacrificed animal. During the ritual, we used three pigs,” Duhac said.

He added that other details of the process were stipulated in a resolution issued by the municipal and tribal councils.

The resolution was, however, not yet available as of this posting.

Datu Rico Maca, the Indigenous Peoples Mandatory Representative of San Miguel town, in a separate interview, said attached to the resolution was an affidavit issued by the concerned families.

The affidavit showed that they are satisfied with the customary process that settled the issues and concerns on the June 15 encounter.

“The matter was already settled and we assert that the June 15 incident was a legitimate encounter,” Maca said.


Stop baseless info

He added that the resolution also called on the different agencies and instrumentalities of the government, the religious sector, the Makabayan Bloc in Congress, the Save Our School (SOS) Network, and the Alternative Learning Center for Agricultural and Livelihood Development, Inc. to respect the outcome of the tribal process.

He called on the Makabayan solons, human rights groups, and the SOS to refrain from spreading baseless information and accusations against the government and the military.

“They must respect the outcome of processes. We consider the same as sacred because everything that transpired was based on our culture and traditions,” Maca said.

CPP-NPA condemned

The final part of the resolution was the condemnation of the Communist Party of the Philippines and the NPA for their continued recruitment and the use of minors in their armed struggle.

“The NPA terrorists are just using our young generation in their futile armed struggle. We are calling them to stop recruiting and manipulating our youths,” Maca said.

The Communist Party of the Philippines - NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.

Sorsogon Governor Francis "Chiz" Escudero said Thursday barangay development projects will prevent the people from joining the Communist Party of the Philippines-New People's Army (CPP-NPA).

Speaking during the blessing and inauguration of the "Harong Paglaom" (House of Hope), a halfway home built for former NPA rebels in Juban town, Sorsogon, Escudero said, “Whole-of-Nation approach means not everything is done by guns, bombs, and ammunition in fighting rebels groups and to convince them to return to the fold of the law.

Harong Paglaum was built under the Support for the Barangay Development Program (BDP) of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC).


“We (also) witness the groundbreaking ceremonies of projects in two barangays that will benefit at least 16 barangays with PHP20-million worth projects that will be given by the national government," he said.

He said he was informed that at least 204 barangays or 37 percent of the villages in Sorsogon will benefit from projects that would improve and enhance people’s lives.

"More than 50 years, Filipino to Filipino fight each other. That for me, it must come to an end, stop the fighting and start talking. If we can do it by giving and helping each other to return the life of our fellowmen, our former rebels to normal life," he added.

Escudero also thanked President Rodrigo R. Duterte through National Security Adviser, Secretary Hermogenes Esperon, for the BDP projects and all the help being given to the province of Sorsogon, including former NPA rebels.

He expressed gratefulness for the government’s receptiveness to the needs of far-flung barangays.

Meanwhile, Information and Communications Technology Secretary Gregorio Honasan II said an inclusive society must be created to attain sustainable peace.

“Founded on the aspect of justice and equality of all people including those belonging to the disadvantage and vulnerable sectors, this is the essence of NTF ELCAC and corresponding regional task forces," he said in his message via Zoom.

He added: "Executive Order 70 directed the adoption of national peace framework which provides for mechanisms to address the root causes of insurgencies, internal disturbances, and other armed conflicts and threats."

Honasan, who is also Cabinet Officer for Regional Development and Security, noted the importance of institutionalizing a whole-of-nation approach to prioritize and harmonize the delivery of basic services and social development packages to conflict areas and vulnerable communities.

"We hope to address poverty, hence truly ending and eradicating insurgency problem in these areas. To our barangay beneficiaries, rest assured that the Regional Task Force ELCAC, will continue to monitor and provide help to your localities as we continue our mission to attain sustainable and inclusive, and long-lasting peace in Region 5," he added,

During the groundbreaking activity, hundreds of Bicolanos in two villages of Sorsogon province benefited from government services during the Support to Barangay Development Program (SBDP) Roadshow-Barangayan information and services caravan on June 23-24.

Residents of barangays Sta. Cruz and San Pascual in Casiguran town availed of various services from member-agencies of the Regional Task Force-Bicol and local government units under the End Local Communist Armed Conflict (ELCAC) program.

Philippine Information Agency regional director Marlon Loterte said the Department of Health-Rural Health Unit (DOH-RHU) administered coronavirus disease (Covid-19) vaccine to priority sectors while the Armed Forces of the Philippines provided medical and dental services, and free haircut,

He added that the Philippine National Police provided food to the villagers, while the Department of Agriculture distributed crop seeds.

The PIA led a community dialogue, distribution of information, education and communication materials, and film showing on the milestones of programs and initiatives on the whole-of-nation approach under President Rodrigo Duterte's Executive Order (EO) 70.

A military helicopter crashed during a night-flying exercise in Tarlac on Wednesday, the Philippine Air Force said on Thursday.

"Last night, June 23, 2021 an S-70i Black Hawk Utility helicopter of the 205th Tactical Helicopter Wing on a night flight training figured in a mishap a few miles from Colonel Ernesto Rabina Air Base in Capas, Tarlac,"
said PAF spokesperson Lt. Col. Maynard Mariano in a statement.


Mariano said the helicopter took off from Clark Air Base at around 8 p.m. for the exercise area and that PAF personnel got worried when there was still no contact with the helicopter and its crew at around 10 p.m.

"As of this writing, PAF search, retrieval, and recovery teams are diligently at work," Mariano said.

He added that night-flight proficiency trainings are part of the capabilities of the pilots and crew prior to their full deployment to assist front-line units in their missions.

"Although with inherent risks, this competency is vital and necessary for the transport and logistics requirements of Unified Commands. So far, no survivors have been found. The identities of the aircrew members will be provided as soon as the members of their families are properly notified,"
Mariano said.


The PAF, meanwhile, has grounded all of its newly-acquired S-70i "Black Hawk" combat utility helicopters following the mishap.

He added the PAF will conduct a thorough inquiry to determine the circumstances of the incident.

"For the meantime, all the other Black Hawks will not be flown until the conclusion of the investigation," Mariano said.

In a separate interview with the Philippine News Agency, Mariano said the helicopter involved in the mishap was among the first six units delivered in November last year. Another five were delivered early this June.

The Air Force has an order of 16 S-70i Polish company Polskie Zaklady Lotnicze Sp.z.o.o. worth US$241 million (about PHP11.5 billion). The remaining five units are expected to be delivered before the end of the year.

"The AFP also grieves over the demise of the three pilots and the three members of the crew (six all in all) of the ill-fated Philippine Air Force S70i Blackhawk helicopter that figured in an air operations accident last night 23 June 2021 near Col Ernesto Ravina Air Base in Capas, Tarlac while doing Night Flight Competency Training," AFP spokesperson, Marine Maj. Gen. Edgard Arevalo said in a statement.

Meanwhile, Department of National Defense (DND) Secretary Delfin Lorenzana on Thursday expressed his condolences and sympathies to families of the three pilots and three airmen aboard the ill-fated helicopter.

"We at the Department of National Defense extend our deepest sympathies to the families of the three pilots and three airmen of an S-70i Black Hawk helicopter of the PAF who perished when their plane crashed in the vicinity of Crow Valley near Clark Air Base, Pampanga, after undertaking a night proficiency flight on Wednesday evening, June 23," he added.

President Rodrigo Duterte has declared June 24 to July 3 as a Period of National Mourning over the passing of former President Benigno “Noynoy” Aquino III.

In a press statement, Presidential Spokesperson Harry Roque announced that Duterte signed Proclamation No. 1169 declaring a 10-day mourning period following the death of Aquino on Thursday morning.


“President Rodrigo Roa Duterte signed today Proclamation No. 1169, declaring June 24, 2021 to July 3, 2021 as a Period of National Mourning over the passing of former President Benigno Simeon C. Aquino III,” Roque said in a statement on Thursday night.

Under the Period of National Mourning, Roque said the national flag will be flown at half-mast from sunrise to sunset on all government buildings and installations throughout the Philippines and abroad for a period of 10 days.

He also encouraged the public to pay tribute to the former president for his contributions to the country.

“Let us continue to pray and pay respects to the former President who gave his best to serve our nation and our people,” he said.

In a speech at Malacañan Palace, Duterte said he was saddened by the passing of his predecessor.

“It is with profound sadness that I learned of the passing of the former president Benigno S Aquino III this morning,” he said.

Duterte thanked him for his service to the country and expressed hope that Filipinos would be “inspired” by his legacy.

He assured Noynoy’s family that the national government will provide assistance apart from “love and prayers.”

Duterte, in an official statement, also urged the public to set differences aside and offered prayers for the repose of the former president’s soul.

“Let us all take this opportunity to unite in prayer and set aside our differences as we pay respects to a leader who has given his best to serve the Filipino people,” he said.

Prior to the proclamation, national flags in several areas in the country were lowered to honor the former president.

At the Malacañan Palace, national flags were lowered at around 1 pm.

The Aquino family said the remains of the former president have been cremated at the Heritage Park in Taguig.

A mass will be held at the Ateneo de Manila University on Friday while his burial will be on Saturday at the Manila Memorial Park, beside his parents – former president Cory Aquino and former senator Benigno "Ninoy" Aquino Jr.

The former President was pronounced dead at 6:30 a.m. due to renal disease secondary to diabetes.

He is the country’s 15th president from 2010 to 2016. Prior to assuming the presidency, he served as a senator from 2007 to 2010 and as a Congress representative of Tarlac 2nd District from 1998 to 2007.

Foreign Affairs Secretary Teodoro Locsin Jr. will participate in the ministerial meeting of the Global Coalition to Defeat Daesh/ISIS in Rome, Italy on June 28, the Department of Foreign Affairs (DFA) announced Thursday.

The 83-member Global Coalition will gather ministers to discuss ways to sustain efforts to complete the defeat of Daesh/ISIS and of terrorism worldwide.


The Philippines became the 75th member of the Coalition in 2018, signifying its commitment to reinforcing its counter-terrorism programs, including addressing the socioeconomic concerns of vulnerable communities.

As part of the visit, Locsin will grace the opening of the new chancery of the Philippine Embassy in Rome. At present, Italy is home to around 165,000 Filipinos.

The DFA said Locsin will be joined by Foreign Affairs Undersecretary for Civilian Security and Consular Affairs Brigido Dulay and National Security Council Deputy Director-General Damian L. Carlos.

According to Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command, while troops of the Joint Task Force Sulu and Patikul Municipal Police Station were conducting law enforcement operation, they encountered more or less four Abu Sayyaf Group (ASG) members in Barangay Bangkal, Patikul, Sulu at past 11 p.m. Wednesday.

1102nd Infantry Brigade Commander Brig. Gen. Benjamin Batara said the joint AFP and PNP troops were to serve a warrant of arrest for multiple counts of murder against Rudymar Habib Jihiran, a.k.a. Gulam when they were fired upon by the ASG personalities.

“Gulam is an active member of the ASG and one of the close in security of Radullan Sahiron. He is the husband of foreign terrorist fighter Sitti Aishya Rullie, a.k.a. Aishya,” said Brig. Gen. Batara.
 
Based on the initial report, the firefight resulted in the death of an ASG member identified as a.k.a. Sawi while the others fled towards Bud Bangkal. Government forces also apprehended one personality believed to be “Aishya”.
 
Maj. Gen. William Gonzales, Commander of JTF Sulu said a.k.a. Sawi is an active ASG member under Basaron Arok while Sitti Aishya Rullie is the daughter of the Jolo Cathedral Indonesian couple suicide bombers and sister of apprehended Indonesian foreign terrorist fighter Rezky Fantasya Rullie, a.k.a. Cici who is presently detained in Sulu Provincial Jail.

Troops continue to pursue the fleeing enemies and the target.
 
Since January 2021, JTF Sulu neutralized a total of 125 ASG members, 19 of which were killed, 88 surrendered, and 18 were apprehended.

“JTF Sulu will continue to conduct offensives to hunt and pound the remaining members of the Abu Sayyaf Group in the province,” Lt. Gen. Vinluan, Jr.
 
“Rest assured that all measures are being undertaken in accordance with the rules of engagement and with the support from the local government and the populace,” he added.

The Party and revolutionary movement support the demand for justice for Johndy Maglinte, 16-year old, who was killed by police in Laguna province while in handcuffs and laying prostrate on the ground, in a supposed drug operation last week. He was apparently killed by police after he witnessed police officers kill a drug suspect in cold blood.

Maglinte is only one of the latest of the tens of thousands of victims of the brutal five-year “war on drugs” of the Duterte regime, which includes minors. He was killed in complete disregard of the international condemnation of Duterte and his drug war.

Duterte’s “war on drugs” is a big sham. In fact, the country remains flooded with shabu and is still one of the biggest market for illegal drug trade. It is meant only to camouflage drug smuggling now under control of Duterte and the military.

The killing spree perpetrated by police officers under the “war on drugs” remain unabated to keep the criminal drug syndicates paying Duterte bigger and bigger protection money. This will likely intensify further in the coming months with the approach of the 2022 elections.

The Party calls on all victims of police and military killings to unite and raise their voices to clamor for justice. They must demand that Duterte be tried and punished for all his crimes against the people, primarily the extrajudicial killings perpetrated by the AFP and PNP in the drug war as well as in the dirty war of suppression against the people.

The Communist Party of the Philippines (CPP) denounces the US government for continuing to prop up the murderous Duterte regime by delivering last Monday a new round of weapons worth ₱183 million to the Philippine military, including heavy machine guns, mortar tubes and others.

This latest delivery of weapons by the US military was carried out in complete disregard of the clamor of some democratic sectors in the United States calling for a suspension of military aid to the Duterte government amid rampant killings and human rights abuses.

The delivery of these weapons is a virtual pat on the head of Duterte and his armed thugs.

These US-supplied weapons will end up in the hands of abusive and trigger-happy troops on the ground. Thus, by supplying these weapons, the US military and government are making themselves responsible for the continuing campaign of killings against civilians being perpetrated by military troops.

Just over the past two weeks, military troops killed at least six civilians in the course of its counterinsurgency operations. Three civilians, including a chief village watchman, were killed last June 8 by forces under the 9th ID and local police in Masbate island. On June 15, AFP special forces indiscriminately fired upon a group of lumad peasants killing three, including a 12-year old girl.

By delivering these weapons, the US government is giving in to the demands of Duterte for more bombs and bullets in exchange for securing the Visiting Forces Agreement, which Duterte has play-acted to scrap with successive suspensions of abrogation.

NDF: “On the Philosophy of Marxism-Leninism-Maosim” by Jose Maria Sison: A Book Review

First of all, I would like to thank the editor, Julieta de Lima and the author for inviting me to review his latest publication. I congratulate Prof. Sison for the second part of “Sison Reader Series”. It is a great honor to be a part of this book launching especially that the contents of the book are very much in line with my field: philosophy.

I first heard of Prof. Sison during my high school days in the late 80s in Cebu. Back then, I was actively involved in a cultural group in our parish. It was also during that time when I was initiated to the student movement. During weekends, we would discuss the liberating message of the bible during our bible sharing sessions, and afterwards we would collectively study Philippine Society and Revolution (PSR). In the early 90s, I was able to read and study what we call back then as “RA documents” notably “Marxism-Leninism-Mao Zedong Thought as Guide to the Philippine Revolution” (1993) which is also included in the present volume.

My second so-called encounter with Prof. Sison’s works was when I was in the seminary from 1996 to 2004. Together with fellow seminarians and junior religious sisters, we would discuss some of Prof. Sison’s writings especially during our exposure-immersions to peasant communities, indigenous peoples, and striking workers in urban centers. By studying his works, I was able to apply the Christian faith to concrete conditions in our apostolate areas. Consequently, it led me to see the importance of doing social analysis using the various tools of social sciences in our ministry as church workers.

When I left the seminary in 2004, I was fortunate to find a teaching position at the Colegio de San Juan de Letran in Intramuros, Manila where I taught for more than fifteen years. During my first three years, I taught theology at Letran. However, I decided to transfer to the Social Science Area since my Masters and PhD is on the field of philosophy. Colegio de San Juan de Letran boasts of its famous alumni in various fields of specialization. In its four hundred years of existence, Letran has produced prominent leaders—from top government officials, media and legal personalities and businessmen to heroes of the revolution, educators, men of cloth and even saints. One common thread that binds all these exceptional figures is the unwavering love for God and country propelled and animated by Letran’s ideal of Deus, Patria, Letran. Jose Maria Sison is one of the greatest political theorist Letran has produced. As a revolutionary he stands alongside Apolinario Mabini and Emilio Jacinto, notable Letran alumni. As a poet, writer and artist, he joins the ranks of other famous Letran alumni like Francisco Balagtas, Bienvenido Lumbera and Rolando Tinio. His ideas have influenced hundreds and thousands of students and youth activists, workers, peasants, women, urban poor sectors and indigenous peoples. In 2018, as Letran prepared for its quadricentennial celebration, I attempted to make a research on Prof. Sison’s political philosophy. This was part of a series of researches commissioned by Letran to pay tribute to its famous alumni. There were those who did research work on the life and legacy of famous Letran alumni like Bienvedido Lumbera and Rolando Tinio. However, nobody dared to do a research about Prof. Sison. Without hesitation, I submitted my research proposal to our Research Center and it was eventually approved. Since the research was about political philosophy, I immerse myself with Prof. Sison’s works, reading some of his major works. This was my so-called third encounter with Prof. Sison. During course of my research, I was able to interview with Prof. Sison regarding his views on the Critical Theory (Frankfurt School). The excerpt of this interview is included in this present volume.

I came to know more about the life and works of Prof. Sison when I became a core group member of the Philippine Ecumenical Peace Platform (PEPP). As church-based peace advocates, we would always welcome Prof. Sison’s initiatives to pursue the peace process. We admire his passion in advancing the peace talks. Bishop Bert Calang of the Iglesia Filipina Independiente (IFI), another PEPP core group member would always tell us stories about his experiences with Prof. Sison and other NDFP consultants in Europe. As peace advocates, we are saddened by the Anti-Terror Law Council’s inclusion of Prof. Sison and his wife Julie in the list of designated “terrorists”.

Reading the essays contained in this book made me realize first and foremost the importance of philosophy in our work as members of the academe and as social activists. As the title suggests, the current volume is about Philosophy, or the link between philosophy and politics. The French philosopher Alain Badiou argues that philosophy should be conditioned by “actually existing forms of politics”, This means that philosophy must be able to be at the service of politics, which should lead political activists and militants with an answer to the classical question: “What is to be done?” This is exactly what the present volume delivers. The essays found in this book provides us with the answer to the questions: “What kind philosophy must we adopt?” and “How can philosophy be at the service of politics?”

Another French Marxist philosopher Louis Althusser identified at least two popular conceptions of philosophy. First, he claims that to take things philosophically means “a resignation to necessity”, or philosophy = resignation. This kind of philosophy is devoid of critical value, a philosophy that does not scrutinize the order of things. Althusser also calls this “passive or resigned philosophy”. In most cases, philosophers of this type indulge in speculative philosophy, incapable of concerning itself with down-to-earth problems. Althusser argues that the vast majority of philosophies (including those speculative philosophies in our Universities) are “forms of resignation”, or, to be more precise, forms of submission to the “ideas of the ruling class” and thus to class rule. Hence, we hear of “armchair philosophers” in universities and of philosophers with his head in the clouds.

This present volume is an antidote or antithesis to a passive or resigned philosophy. The philosophy found in this book is what Althusser calls “active philosophy”—those who submit to the order of the world because they know it by means of Reason. Here philosophy has twofold purpose, consistent with Marxist maxim: to know the order of the world in order to change it. In this second sense, to take things philosophically has to do with “knowledge of the rational necessity of the course of the world or evolution of history.” It is putting philosophy to work in a

practical way—in short, of “putting it to work” on scientific problems. The collection of essays and articles in this book is an affirmation—for all the historical, theoretical and practical reasons, that the time is ripe and the moment is favorable, for taking critical stock of the state of Marxist-Leninist and Maoist philosophy. Arguably, this book is able to demonstrate MLM’s revolutionary nature, refining aspects of it, and putting it into work without delay on various scientific problems, some of which have a direct bearing on the class struggle today. Some of the greatest and most cherished documents and publications of the Party (most, if not all were written by Prof. Joma also) like the Philippine Society and Revolution, Specific Characteristics of our Peoples War, Rectify Errors and Rebuild the Party to name a few are borne out of the correct application of MLM theory and praxis. Consequently, these had profound and positive impact on the ideological, political, and organizational elements of the Party. The more than 50 decades of revolutionary struggle is a living testament of the enduring relevance of MLM in the Philippines.

This fine work is an outcome of more than four decades of conceptualizing and appropriating the universal theory of the proletariat, Marxism-Leninism-Maoism. As the author emphasizes in his preface, “In learning theory, proletarian revolutionaries give the highest importance to MLM philosophy. Having the materialist-scientific outlook and applying dialectical materialism facilitate the understanding of all matters and the solution of problems in the revolutionary process.”

The present work expediently synthesized the great ideas we learned from Marx and Engels and ever since Lenin’s State and Revolution and Materialism and Empirio-Criticism, and Mao’s On Contradiction. Prof. Sison expertly showed us the significance of great historical events at our disposal: the extraordinary experiences of the Soviet Revolution and the Chinese Revolution; the lessons offered by the various forms of the construction of socialism and their diverse results; the lessons of all the working-class struggles against the capitalist bourgeoisie, and all the popular mass struggles as well (the struggle against fascism, the liberation movements of the developing countries, the Vietnamese people’s victorious struggle against French and then American imperialism, the struggle of Black Americans, student revolts, and so on). If it is true, as the Marxist and psychoanalyst Erich Fromm postulated that Marx’s writings and thought have been given a one-sided treatment and distorted interpretation, emphasizing only “on the economic aspect of his teaching, and little on the philosophical-humanist aspect”, then Prof. Sison’s present work is a visionary response to this diagnosis. By amalgamating the “materialist” philosophy found in the works of Marx, Lenin, and Mao, Prof. Sison highlights the basic philosophical assumption that one must start, not with man’s ideas and man’s consciousness, but with the real man and the real conditions of his life.

The opening chapter sets the tone for the volume as a whole in clarifying the most important achievement of the CPP after one year of embracing the Supreme Guidance of Marxism-Leninism-Mao Zedong Thought (MLMZT) in 1970. As Prof. Sison writes:

“The most important achievement of the Communist Party of the Philippines during the past year is its embodiment of the truth that Marxism-Leninism-Mao Zedong Thought has taken root in the practice of the people’s democratic revolution in the Philippines… As a result, of the rectification of the old persistent errors, the strong foundation for proletarian revolutionary leadership in the people’s democratic revolution has been laid.” (9)

In his 1993 article Marxism-Leninism-Mao Zedong Thought as Guide to the Philippine Revolution, Prof. Sison showed us how MLMZT as a theoretical guide has become the Party’s “most powerful ideological weapon”. This seminal work narrates the historical process of applying MLMZT in concrete circumstances of the Filipino people. It starts with an analysis of Philippine history and society, affirming the semi-colonial and semi-feudal character of present-day Philippine society. Subsequent topics deal with refuting the errors committed by revisionist renegade party members such as right opportunism and “Left” opportunism, bourgeois subjectivism, etc. The fierce ideological struggle within the Party eventually led to the publication of a comprehensive and important documents of the CPP: “Reaffirm Our Basic Principles and Rectify Errors”, “General Review of Important Events and Decisions, 1980-1991”, and “Stand for Socialism Against Modern Revisionism”. These documents had twofold functions: first, it strongly reaffirms MLMZT as “the guide to revolutionary action”, and second, it formed the theoretical basis for the second great rectification movement.

An in-depth exposition and discussion of Marxist philosophy are found in articles “A Comment on Dialectical Materialism, Idealism and Mechanical Materialism”, “Some Questions on Dialectical Materialism”, On Dialectical Materialism: First of a Series of Webinars on Sison’s Basic Principles of Marxism-Leninism”, “On Historical Materialism: Second of a Series of Webinars on Sison’s Basic Principles of Marxism-Leninsm”, “Discussion of Anti-Duhring by Friedrich Engles Part I: Philosophy”, “On Proletarian Stand and Outlook: Introduction to Marxism-Leninism-Maoism”, and “Dialectical and Historical Materialism: A Review”. What weaves these philosophical essays together, and perhaps the greatest contribution of the work come from its emphasis on the unity or fusion between theory and practice. Acknowledging the primacy of practice, the author asserts that philosophy’s role is to raise actually existing practices to the level of theory.

Interestingly, this volume contains four articles that deal with the church’s involvement in the fight for social liberation as well as a critique of its ideological underpinnings: “The Role of the Church in Social Change”, “Ideologies in the Philippines”, “Sophism of the Christian Social Movement”, and “Ideology and Religion in the Philippines”. These four articles can become useful tools for church people as they continue to link arms with the basic sectors of society in their struggle for building a truly just, democratic, and free society. As the author suggests, “At the philosophical level, there are the basic principles that completely differentiate Marxism-Leninism-Maoism form either of these two [i.e., Christianity and bourgeois realism]. But at the political and social level, there are grounds of dialogue and cooperation for those who are patriotic and progressive.” (4)

Lastly, On the Philosophy of Marxism-Leninism-Maoism is a timely response to the increasing demonization and vilification of activists and revolutionaries in the country. The series of malicious red-tagging and consequently the harassment, threats, and intimidations that accompany it calls for a more resolute and persistent political and ideological work in order to disseminate these marvelous ideas to the vast majority of the Filipino people and apply these in their everyday struggle for social liberation. After all, as Mao reminds us, social practice is the only criterion for truth.

I have a great honour of reviewing Ka Joma’s newest book on the Philosophy of Marxism Leninism and Mao Zedong‘s Thought.

It is a very remarkable book in the sense that it is a collection of his works on this topic over the last 50 years which is a very substantial period of time.

It’s important first of all because of the growing importance of the revolutionary theory for the international communist movement. There are far too few authors these days who properly and deeply develop revolutionary theory based on our modern conditions, because unfortunately many younger comrades in different countries still lack the deep theoretical knowledge of the classic works. In this sense, this book could not be more timely. We live in the period of great changes, we can feel it every day in our own lives. Ka Joma stressed in his various works of the last few years that our time is the eve of the great revolutionary changes for the whole mankind, the time of the rising tide, and we should be well prepared for the tasks that we will have to complete, and it is our duty to acquire the necessary knowledge in order to defeat the decaying capitalist system and to build the better world. And I believe this book is one of the excellent instruments for us to achieve this knowledge that we need so badly in order to become able to do this. As professor Sison correctly states in this book, “Having the materialist-scientific outlook and applying dialectical materialism facilitate the understanding of all matters and the solution of problems in the revolutionary process.” And it is really essential for us to master it.

There are works collected in this book which are aimed at audiences with various level of knowledge of the revolutionary theory – from the basics to in depth analysis of various classic Marxist works. If we start from the basics, I can mention such works as (Basic Principles of Marxism-Leninism: A Primer 1981-1982 and On Proletarian Stand and Outlook: Introduction to Marxism-Leninism-Maoism, 2021) and of course if we look at in-depth analysis of such classic works as On the Origin of the Family, Private Property and the State by Friedrich Engels , The Discussion of Anti-Dühring by Friedrich Engels, and The General view of Lenin’s theory on Modern Imperialism – “ – all of these works are excellent example of how the revolutionary theory should be not just studied, but also developed in our modern times . It is about Reviewing and Further Developing Basic Principles, as Professor Sison correctly states.

This book also gives us as foreign comrades a good guidance in the history of the revolutionary movement in the Philippines, in the context of Marxist-Leninist-Maoist teachings. It is important not only for the young people in the Philippines themselves, but also for comrades in other countries as it allows us to learn from each other’s experience of struggle. Comrade Sison’s works clearly show us how revolutionary theory is applicable in practice . I think for our Eastern European comrades it will be of particular importance as not many of us unfortunately have a detailed knowledge of the history of the revolutionary movement in the Philippines. I shall mention that the experience of the Rectification movement is particularly interesting and important for our comrades in Eastern Europe today because unfortunately within the revolutionary movement in our part of the world there are still a lot of divisions and a lot of ideological confusion today.

In Eastern Europe, people of my age and older, because we studied Marxism Leninism at universities, a lot of people think that we know it all, but in fact, quite often our knowledge is somewhat superficial and not properly tied to practice, so I think we have a lot of work to do in Eastern Europe in relation to this. And in order to complete this work, we deeply need such books as this one.

Also very important for us are such works as On the Question on Mao Zedong Thought/Maoism (2019), because in Eastern Europe we simply lack the knowledge of Mao’s works. We lack it very badly. Unfortunately, when it comes, for example, to Cultural Revolution in People’s Republic of China, most people who grew up in the USSR around that time, would only recall such things as “mass murder of sparrows” and other rather peculiar things, without knowing anything of the essence of this historical process. Comrade Mao’s works have been totally excluded from the Soviet curriculum on Marxist revolutionary thought, so for us, to hear about “the great contributions of Mao and the six components of Maoism” is something of a novelty.

The work “Tribute to the Great Communist Mao Zedong, 13 September, 1976” has rang a personal bell for me. I was 9 when comrade Mao passed away. I remember it so clearly, because it was in September, and the school year just started. At that time I didn’t know much about him, probably like young people in Europe don’t know about Stalin these days, except for some fake negative clichés).

In our school at that time a cynical joke was going around:

Умер Мао, умер Тито,

Леонид Ильич, а ты-то?

(Mao has died, and so did Tito,

Leonid Ilyich (Brezhnev), what about you?)

We were repeating it completely without thinking, but mainly because Brezhnev was mocked with it.

Relations between USSR and China at that time were perhaps at their lowest point. So, there was no opportunity for us to familiarize ourselves with his teachings.

In this sense, it is very important for us to realize now (better late than never!) what we are actually lacking by not knowing his works. As comrade Sison states in his book, we need to “underscore Mao Zedong Thought as the further development of Marxism-Leninism. We studied avidly Mao’s theoretical and practical contributions to philosophy, political economy, social science, rectification movement, people’s war, and the theory of continuing revolution in socialist society.” He speaks of the fact that “Maoism as the third stage in the development of the universal theory and practice of the revolutionary proletariat”- it is something that we need to reflect deep upon.

It’s actually only thanks to my Filipino comrades and to Ka Joma personally that I began to read his works. Thanks to you, I realize now that there is a need to break through the demonising of comrade Mao and this continuing dismissive attitude towards his works as it often still happens in Eastern Europe. We overcame this about Stalin, because his works were also not available to the general public in the USSR during the Brezhnev’s years. We can and should overcome this sort of attitude towards comrade Mao’s works as well. This will allow us to enrich our theoretical knowledge and also practical knowledge of how to apply this in the struggle, how to evaluate properly the mistakes of our own past that could have been prevented.

Soviet bureaucrat communists after Stalin were quite often arrogant and a bit chauvinistic, even though they d have denied it. Hence this attitude that only our Soviet theoretical works were correct, dismissive attitude towards works of comrades from other countries. Today we are paying the price, among other things, also for this attitude.

What I also find particularly inspiring in Ka Joma’s works, is that it’s always not just theory – it is also about this theory’s detailed application in practice. Here I can name such works as: Build the Bolshevik-type of Party and the Revolutionary Mass Movement, Marxism-Leninism-Mao Zedong Thought as Guide to the Philippine Revolution; Development, Current Status, and Prospects of Maoist Theory and Practice in the Philippines.

I was actually present at some webinars that you have held recently, on works of Engels and on dialectical and historical materialism. And in a way, it brought me back to my student days in the Soviet Union, I must admit that during those days, I found particularly challenging to understand the concept of dialectical materialism. But now, over the years, it became a lot more clear to me. Not only I began to understand it properly, instead of just trying to memorize things, but I also began to realize how essential this knowledge is for becoming a true revolutionary and for being able to see a clear path towards communist future.

Some of these works of Ka Joma are already translated into Russian and published in our Magazine which is called Contemporary or Marxism Today, it’s been ublished in the Ukraine, but in Russian language, it is an international magazine which is available in different countries and also online.

It is such works as Some Questions on Dialectical Materialism, Lenin at 150: Lenin Lives!, Significance of the Paris Commune of 1871 and its Relevance to the World Proletarian Revolution.

One of the most important and urgent tasks of the communist movement is the struggle against revisionism (just to give you an example, in Russia we have a very difficult situation now, we already had four main communist parties during the last 30 years, but now there are also splits and divisions within these four. I think many communists in our part of the world – because they lack this clear and concise knowledge of Marxist theory, they feel sort of lost. And without defeating our ideological opponents who pretend to be true revolutionaries and who try to saw a confusion among those comrades who are not soundly ideologically prepared, without defeating such revisionists, we can’t successfully march forward. So, in this sense, such works as Stand for Socialism against Modern Revisionism and On Trotskyites and other Slanderers , I think, are very important.

I think most of the works that are included into this book, are very important to translate into other languages. We already made a suggestion to publish a compilation of comrade Sison’s most important works in other languages, even several volumes of such works.

Maybe we in Eastern Europe should prepare a compilation of most important works of contemporary foreign comrades on the issue of how to build a Bolshevik’s type of Party. For example, we could take Ka Joma’s work Build the Bolshevik-type of Party and the Revolutionary Mass Movement and to publish it in combination with Ludo Martens’s “Party Of The Revolution”. Such publication would help us to vastly improve our ideological and political education, and to move us towards our mutual goal, and that is not just to explain the world around us, but also to change it.

I sincerely would like to thank Ka Joma for such an excellent book and I think all of us will be looking forward to read more of his books this year and the years ahead.

Dear Friends,

I am deeply pleased and highly honored by the international launch of my book On the Philosophy of Marxism-Leninism-Maoism. I thank the organizations sponsoring this event, the distinguished book reviewers and all others who are participating.

I appreciate the International Network for Philippine Studies for publishing this book in the Sison Reader Series and for making it available to academics, activists and other readers through international e-publishing outlets and the Popular Bookstore in the Philippines.

The over-all guide of the people’s democratic revolution in the Philippines is the universal revolutionary theory of the proletariat, Marxism-Leninism-Maoism. It is therefore necessary for those interested in this revolution to read and study the book that is now being launched.

The class analysis of the history and current social circumstances, the basic problems of the people, the revolutionary forces in motion, the strategy and tactics and socialist direction of the ongoing revolution are most profoundly and comprehensively understood by studying the philosophy of Marxism-Leninism-Maoism.

I am confident that the book reviewers will be able to draw attention to major points of significance and relevance in the book in order to arouse further interest in reading and studying the contents of the book.

CPP/Ang Bayan: Make Duterte pay for bloody crimes against the people

The families of tens of thousands of victims of the sham “war on drugs” welcomed the decision of the International Criminal Court (ICC) prosecutor to continue its investigation of Rodrigo Duterte’s “crimes against humanity” over the thousands upon thousands of police killings from 2016 to 2019.

To be convicted and thrown into jail by the ICC is one of Duterte’s worst nightmares. Thus, if victims were elated by the ICC move to pursue the cases against him, Duterte was thoroughly irked by it. It was denounced by Malacañang and declared it would never cooperate with the investigation into the tens of thousands of police killings since 2016.

Victims consider the development in the ICC case as a step forward in their quest for justice and to make Duterte pay for his systematic attacks and rampant killing of civilians under his tyranny. Democratic forces also consider this as part of efforts to put the regime to account for widespread abuses of human rights in its war of suppression against the Filipino people and war against the Moro people.
In addition to the ICC announcement, the democratic forces also welcomed the Philippine Human Rights Act filed by some US representatives. This proposed bill will compel the US government to suspend military aid to the Duterte regime over widespread violations of human rights.

It is correct that the ICC cases against Duterte be pursued and to make him account in different ways. Killings perpetrated with impunity behind the veil of the “war on drugs” has served as foundation for his tyranny where police and soldiers are incited to kill and kill without fear of punishment. He used his fake “narcolist” to make his rivals (such as Sen. Leila de Lima) appear involved in drugs, to force them to bow, or be repressed or assasinated.

Over the past five years, the police’s justification that victims of killings “fought back” has daily become a trite excuse in the “tokhang” operations of the Philippine National Police (PNP), typically conducted late at night or early morning. In almost all cases, stories woven by police are contradicted by families and witnesses who prove that victims were cold-bloodedly killed in liquidation operations. There are also thousands upon thousands of murders perpetrated by death squads believed to be directly controlled and funded by Duterte and key military and police officers.

What is claimed to be a “war on drugs” is in fact a war to make the local syndicates bow and pay for “protection,” and get their supplies from Duterte’s cohorts in the Chinese syndicates. Duterte has controlled the smuggling of drugs and other contraband by placing the Bureau of Customs under military control.

If Duterte used his “narcolist” in his “war on drugs,” he has employed “red tagging” to depict activists as “involved in the armed movement” and thus subject them to armed oppression. Police and soldiers have adopted “tokhang”-style liquidation or extrajudicial killings in their “joint operations” against civilians since 2018.

Such is the case in Negros, Panay, Southern Tagalog, Bicol and other places where police openly target known mass leaders and activists for mass murder. Across the country, the PNP and the Armed Forces of the Philippines (AFP) used “tokhang” methods to claim that murdered community leaders, activists and members of mass organizations “fought back” as they were being served warrants of arrest. Death squads are also employed to kill activists, human rights defenders, lawyers, witnesses and critics of the regime and the AFP and PNP.

After five years, Duterte-ordered killing operations remain unabated. Expect this to intensify as the 2022 election approaches targetting the political opponents and rivals of Duterte and his minions, such as what happened in the police killing of the Calbayog City mayor (a leader of the Liberal Party in Eastern Visayas) behind the veil of “counterinsurgency.” There is also information of plans at the very top of the AFP and PNP to mount false flag operations or killing operations that will be blamed on the New People’s Army. There can also be more rounds of mass murder and arrests against activists in the desperation to paralyze the legal democratic movement.

Duterte’s five-year regime is five years of terrorism in the form of widespread killings and abuses of human rights in the name of the “war on drugs” and in the context of the dirty war against the people. Because of this, the Filipino people aspire for justice and to see Duterte pay for his direct role in the campaign of killings, as well as for his corruption, betrayal of the country’s sovereignty and other crimes against the people.

Duterte’s mortal fear of being made to account for his crimes after his term as president is one of the biggest reasons for his desperation to cling to power. He wants to die sitting on top of the throne and not chained to a dungeon. Thus he is busy with various schemes to perpetuate his hold on power, directly or through his daughter or minions.

The Filipino people must continue to unite and amplify the demand to have Duterte account, prosecuted, tried and punished for his biggest crimes against the people. They must vigorously carry forward the struggle to frustrate his schemes to remain in power and evade accountability, and to end his bloody tyrannical rule at the soonest possible time.

CPP/Ang Bayan: No vaccines for non-allies

During a congressional hearing last June 14, Mindanao lawmakers raised their concern over the criminal negligence and favoritism of the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) in the distribution of vaccines against Covid-19.

They blamed vaccine czar Gen. Carlito Galvez for the deaths of patients in the island for neglecting the lawmakers’ urgent demands. The regime delivered vaccines to Mindanao a week earlier but majority of the supplies were given to the province of Davao and Davao City wherein Rodrigo Duterte’s daughter Sara is mayor. Data by the Department of Health indicate that the region received 210,000 doses of Pfizer-BioNTech vaccines. On the other hand, two other regions only received 30,000 doses each. These include provinces in Region 10 and Cagayan de Oro City wherein a number of politicians openly oppose the Dutertes’ scheme to remain in Malacañang.

Majority of the vaccine supplies were given to the National Capital Region despite rising cases in Mindanao and Visayas. Even then, Manila City Mayor Isko Moreno, who also happens to oppose the younger Duterte’s candidacy, complained against the sluggish distribution in the region.

Data as of June 17 indicate that 14 million of vaccine doses have been delivered to the country. Only 1.7 million of these were distributed in Mindanao. Of the 1.7 million residents of Manila City, only 354,000 have been inoculated.

Nationwide, only nearly 7 million individuals have been vaccinated, with only 1.8 million inoculated twice. Among ASEAN countries, the Philippines is the third slowest in inoculating residents.

Meanwhile, the IATF refused to publicize where the ₱82.5-billion budget allocation for the procurement of vaccines went. All of the vaccines received by the Philippines are donations from the Covax Facility of the World Health Organization.

CPP/Ang Bayan: Successful campaign of sugarcane farm workers in Negros

Paghimakas, revolutionary publication in the Negros island, reported that farm workers will start to benefit this month from their dialogue with a landlord last September 2020 to demand wage increase. In line with their calls, their daily wage was raised from ₱150-₱170 to ₱200.

Additionally, they also won a raise in the daily wage for plowing to ₱300 from ₱250-₱270; ₱900 for planting ten thousand sugarcane tops from ₱700-₱800; and ₱350 for reaping and stevedoring from ₱320-₱330. More than 200 farm workers from 11 sitios in four barrios are set to benefit from this.

A research by Paghimakas revealed that the said plantation has a capacity to produce 230 metric tons of sugar for every 20 hectares within two planting seasons which can be sold for a total of ₱5.98 million. Before the dialogue, 45% of this (₱2.7 million) went to the landlord, and 30% went to the sugar central (₱1.8 million). The remaining 20% (₱1.2 million) is shared by the farm workers.

In a related story, hundreds of members of the Unyon ng Manggagawa sa Agrikultura (UMA) in the town of Sta. Maria, Isabela filed a complaint at the City Council of Isabela last May to oppose “slave-like wages” and inhumane treatment in plantations. According to the group, farm workers in one plantation in the area receive less than ₱200 daily.

They also demanded the reinstatement of 287 farm workers who were laid off last August 2019 after sugar barons in northern Isabela and southern Cagayan into a contract with Green Future Innovations-Ecofuel for the production of bioethanol covering 1,696 hectares of sugarcane plantations.

CPP/Ang Bayan: To be gay in the NPA

When I was young, my father always wanted me to enlist in the military hoping to get rid of the gay in me. Now that I am grown-up—still gay as ever—his wish was fulfilled. However, I became a soldier in a different army, a better one. I’m a Red fighter of the NPA.”

Ka Oliver is among many gay and lesbian comrades who embraced the revolutionary armed struggle in the countryside. He likes to joke when he recalls his childhood and struggles of growing up homosexual in a conservative family. But when he explains what he stands for, he is serious and determined.

“The only way the LGBTQ community can find liberation from gender oppression is by ending class oppression.” For him, the Filipino LGBTQ struggle should encompass the struggle to dismantle the semi-colonial and semi-feudal conditions of Philippine society that breeds and perpetuates oppression, discrimination, and fascist persecution not only of the LGBTQ community but all oppressed classes.

Before joining the NPA, Oli­ver’s notion of “gay pride” was heavily influenced by bourgeois and post-modernist ideas centered on individualism, and detached from social realities of class struggle. Back then, his understanding was limited to pride and self-accep­tance devoid of the material con­ditions and structures that deny people—gay or not—their demo­cra­tic rights. “How can we have ‘pride’ when we are deprived of education, when we are exploited, when we cannot feed our families, or when we are being driven away from our land and our only means of living?” he said.

Ka Oliver believes that being a “woke” gay means firmly grasping the universal truths of the national democratic struggle beyond gender identity politics. “We should unite with other classes and sectors against a common enemy. Gay or not, we are all victimized by imperialism, feudalism and bureaucrat capitalism,” he said. 
Gay fighter

Living as a gay revolutionary in the countryside has its extra challenges, but for Ka Oliver, the fact that the CPP and the NPA respect and support the LGBTQ community spells the difference.

Once in a while, he experiences vestiges of discrimination and patriarchal notions, although not as vicious and systemic as those which he experienced before joining the the revolutionary movement. “Years in the NPA have tempered me enough to know that these comments are generally not expressed to hurt or embarrass me. Often, these come from the one-sided and demeaning representation of gay people in the mass media. Some others are also just genuinely concern over the welfare of a “soft-mannered petty-bourgeois.”

To counter myopic views, Ka Oliver actively engages in discussions to challenge gender stereotypes.

“As members of the LGBTQ community, we must not remain as passive receivers of acceptance. Instead of waiting for the masses to accept us, we must go to them directly and share our experiences and struggles. We can learn firsthand about their struggles and find commonalities.”

Oliver is confident that prejudices of some comrades and the masses on gays can be corrected through constant education, prole­tarian remolding, and criticism and self-criticism. He himself still strug­gles to reject the individualist and liberal bourgeois ideas of so-called “gay pride,” which he has come to realize are being exploited by the ruling class to maintain the status quo, and gloss over the true roots of society’s biases against the community.

Revolutionary relationship

“In terms of relationships, my generation is also being fed the notion that ‘pride’ means being able to engage in anarchic sexual encounters with multiple partners, with no compunction about its consequences. Inside the movement, the Party’s policy on courtship and marriage aims to ensure that women and sexual minorities are protected from violence, harassment and sexual opportunism.”

In the 1990s, the Party institutionalized that all LGBTQ relationships must be under collective knowledge and development like heterosexual relationships. All LGBTQ couples have equal rights within the relationship, and they shall enjoy all the support and care of the Party, just like those in heterosexual relationships.

“The Party’s unconditional acceptance and protection of the LGBTQ community is no mere lip-service but a matter of principle.”

“Since I am now part of a larger collective, of a larger struggle, the way I maintain discipline is not simply a form of repressing my sexual urges but an aspect of my proletarian remolding,” concluded Ka Oliver.

As we celebrate Pride month this June, gay revolutionaries proudly wave the flag for the national democratic struggle. “There can be no pride if there’s no liberation for all of us.”
