THE armed Philippine communist insurgency bred martyrs to its cause, posers after ego and gain and enormous collateral damage in its wake. For more than half a century, it raged from the cities to the countryside. But it is not going anywhere. Its unraveling began long before it even seized power. Its appeal had since lost its luster, although it was still able to lure uninitiated youths whose lives had been ruined. Erroneous analysis, practical constraints and bad karma sealed the fate of this war right from the get-go. It is not bound to prosper.

The revolution had its moments especially during the martial law period and the immediate years of the restoration of democracy. At that time, the Communist Party of the Philippines-New People's Army (CPP-NPA) reached its zenith in terms of strength and influence and came closest to seizing power or at least taking part in a coalition government.

But more than the self-inflicted purges which killed thousands of innocent and capable comrades and demoralized the movement, several factors already spelled the inevitability of the insurgency's defeat. For one, since its founding, the CPP-NPA has been led and dominated by an ideologue who never had a field experience - Jose Maria Sison.

Sison's analysis of the country's conditions then, which was largely copied from that of Indonesia, failed to keep up with the times and became a dogma that CPP-NPA cadres will parrot and adhere to without questioning. Desiring to be for the Philippines what Mao Zedong was for China, he had little tolerance for dissent and had rising potential challengers summarily purged. A revolution led from the outside - thousand of miles away in the comfort of The Netherlands - detached from harsh and poor conditions on the ground will never win.

Secondly, recruiters, protected by their academic or university credentials, who incite students to rebel and go to the mountains do so without a day of experiencing the life of a red fighter. They romanticize the revolution to capture the imagination of idealistic youth who get to be served to a cause they barely understand. Many seasoned comrades either die of old age, get killed in the battlefield, lie low, if not surrender to the authorities, while young recruits pick up the cudgels against well-trained and well-equipped government troops.

Third, due to the country's archipelagic nature, base building and securing external material support is difficult, if not impossible to sustain. This was proven by repeated failures to create viable mass bases in the Sierra Madre and the Cordilleras and failed attempts to secure arms from foreign suppliers.

Fourth, the CPP-NPA invited bad karma right from the onset by engaging in clandestine "dirty tactics" to speed up the revolution. Former comrades spoke of the revelation made by Danny Cordero about being instructed by no less than CPP founder Jose Maria Sison to lob grenades at the Plaza Miranda in 1971 to crystallize opposition to President Ferdinand Emmanuel Edralin Marcos Sr. and force him to take more draconian measures against the mounting insurgency. As expected, martial law and state repression drove thousands of students and intellectuals to the boondocks to join the movement.

The advanced age of Sison, the lack of a strong successor and record number of rebel returnees, including military cadres and seasoned field combatants, may further weaken the insurgency. However, while the lack of able senior leadership may weaken it, it may not necessarily put an end to it. This brings the importance of developing a counter ideology. This ideology can revolve around several key principles - desire for national unity and cohesion, sanctity of life, importance of the family and belief in a Supreme Being.

Filipinos do not wish to kill fellow Filipinos and those that did regardless of which side he or she is on continue to regret killing his countryman because of differences in views. These values run deep and are held even by less organized nativistic spiritual movements that came as a reaction against foreign-imposed faith and doctrines. Unity despite diversity is an enduring aspiration. Regional and ethnolinguistic differences, not to mention personal jealousies, have long been exploited by foreign colonizers to undermine national liberation movements and weaken the country to engender dependence. Ambitious and self-centered leaders or aspirants also sabotaged the prospects of nationalist movements from the time of the Katipunan to the rise and split of the CPP.

This alternative ideology has to be championed by people in the academe and the education sector and can be reflected in the educational establishment through textbook publications and classroom instruction. For long, teachers who were agitator-recruiters for the CPP-NPA in colleges and universities across the country were given a free rein and were uncontested. To halt the flow of youth and student recruitment to the insurgent cause, teachers and educators have to step up to call out their peers and challenge the idea that the only solution to the country's problems is a violent revolution. Such an ideology can be disseminated through the National Service Training Program (NSTP) or the Reserve Officers' Training Course/Citizen Army Training (ROTC/CAT) programs in colleges and high schools.

The communist insurgency survived the test of time, but failed to make significant strides. It can continue to ride on social, economic and political issues to extend its shelf life. But it is unlikely to mount a major comeback. The flow of recruits and finance sustain it, but will never take it far. The generational passing of its intellectual corps hallowed its ideological compass. The arrest and demise of its senior leadership weakened central structures giving wide latitude to local commanders. It can degenerate to banditry, terrorism or peter out. Promoting a counter-ideology will ensure that no new rhizomes will come out.

A SOLDIER was injured when a vehicle and his colleagues were riding was ambushed by alleged members of the New People’s Army yesterday in Barangay Badas, Mati City, Davao Oriental

Mati City Mayor Michelle Rabat condemned the incident, saying it was unfortunate and that it “brings to light the fact that armed struggle is not the way to bring peace and development to our city, to our people.

However, Rabat said the incident was isolated even as she assured residents of the city that her administration “is doing its best to counter the possible adverse effects this incident may bring to our city’s economy.”

“Rest assured that the police and the military, with the support of the local government, are doing their best to prevent similar incident from happening again,” she added, urging the public to remain calm and vigilant.

The incident resulted in a two-hour traffic gridlock as law enforcers immediately went to the area to continue investigation.

Based on the initial military report, members of the Alpha Company of 66th Infantry Battalion were heading to Banaybanay when five NPA rebels waylaid them.

The injured soldier, who was not identified in the report, was immediately brought to a nearby hospital.

The Department of Justice (DOJ) is evaluating whether the Administrative Order (AO) 35 Task Force will investigate the deaths of National Democratic Front of the Philippines (NDFP) members Rustico Tan and two others.

DOJ Secretary Menardo Guervarra told the media on Monday they will conduct a preliminary assessment of the incidents, adding that an order for the said assessment has already been issued.


"The AO 35 mechanism has been duly advised to start rolling," he said in a text message.

Guevarra previously said no witnesses have come forward to tell authorities of what they know, hence the AO 35 is having a hard time looking into cases.

The 80-year-old Tan, a former priest, was killed by still unidentified gunmen at his house in Camotes Island, Cebu on Friday night. He was arrested in 2017 in Santander town in connection with murder charges attributed to the New People's Army. The charges were later dismissed.

Also on Friday, the Police Regional Office-6 said 75-year-old Reynaldo Bocala (alias Bading), identified as a finance officer of the Kilusang Rehiyon-Panay and a reported NDFP consultant, and his alleged aide, 60-year-old Willy Epago, died after shooting it out with authorities who were serving warrants of arrest in Pavia, Iloilo.

The Inter-Agency Committee (IAC) On Extra-Legal Killings, Enforced Disappearances, Torture and Other Grave Violations of the Right to Life, Liberty and Security of Persons was created under AO 35 in 2012 and chaired by the DOJ secretary.

It is the government’s institutional machinery dedicated to the resolution of unsolved cases of political violence in the form of extra-legal killings, enforced disappearances, torture, and other grave violations of the right to life, liberty and security of persons.

Other members of the IAC are the Chair of the Presidential Human Rights Committee, secretaries of the Department of the Interior and Local Government and Department of National Defense, Presidential Adviser for Political Affairs, chiefs of the Armed Forces of the Philippines and Philippine National Police, and the National Bureau of Investigation director.

A former priest and chief negotiator for a Philippine rebel group has been shot dead at his home in Cebu province, police said.

Rustico Tan, 80, was shot several times while he slept in a hammock at his home in the town of Pilar in the central Philippines on May 28.

Tan left the priesthood several decades ago and joined the National Democratic Front of the Philippines (NDFP), a coalition of left-wing groups.


He went on to serve as a peace negotiator for communist rebels in peace talks during the administration of president Corazon Aquino and was still serving the rebels as a peace consultant shortly before his death, according to police.

A police spokesman in Cebu denied rumors police may have been involved in the shooting due to Tan’s links to the rebels and their armed wing, the New People’s Army.

“Tan’s killing seems to have something to do with a personal grudge. An investigation is still ongoing,” Sergeant Florente Gorrea said.

Clearly, this killing has the aim of driving terror into the hearts of the people and their revolutionary forces

The Communist Party of the Philippines [CCP], however, blamed current Philippine President Rodrigo Duterte, saying Tan’s murder was part of an orchestrated campaign against senior rebel figures.

“The fascists are targeting peace consultants who are in their senior years ... Clearly, this killing has the aim of driving terror into the hearts of the people and their revolutionary forces,” CCP spokesperson Marco Valbuena said in a May 29 statement.

Several figures linked to the NDFP have been killed in recent years.

Peasant leader and activist Randall Echanis was killed in his home in Quezon City in the Philippine capital on Aug. 10 last year.

Anakpawis, a left-wing political party, said Tan was “summarily executed” following a directive from Duterte “to take no prisoners” in quashing communists in the Philippines.


Duterte’s spokesperson said on May 20 that communist rebels would be hunted wherever they were regardless of age. “Justice will catch up with them,” Harry Roque said.

A soldier was wounded in an encounter with suspected members of the New People’s Army (NPAs) in San Jose de Buan town, Samar province on Monday morning.

Private First Class Jomari Singzon sustained a gunshot wound on his left thigh due to an exchange of gunfire between his group and an undetermined number of rebels in Barangay Can-aponte at around 6 a.m.


Reports reaching the regional headquarters of the Philippine National Police based in Palo town, Leyte said the soldiers, belonging to the 87th Infantry Battalion, were conducting their regular patrols in the area when they encountered the rebels.

The wounded soldier was brought to the health office located at the town proper for medical treatment and is now in stable condition.

On Sunday (May 30), government troopers also engaged a group of rebels in Barangay Gecboan of Silvino Lobos town, Northern Samar.

The encounter resulted in the recovery of firearms and rounds of ammunition from the rebels who fled during the incident.


No one was injured on the government side.

The island of Samar, composed of the provinces of Samar, Eastern Samar, and Northern Samar, continues to be saddled with insurgency problems.

Army officials vowed to crush the rebel groups by next year as it called for support and cooperation especially from the people.

Seven ranking members of the New People’s Army (NPA)’s Pulang Bagani Command (PBC) have been arrested in North Cotabato in the past few weeks, prompting their supporters to surrender.

The capture and surrender of the guerrillas were the result of intensive military operations launched by the Army’s 39th Infantry Battalion, according to Maj. Alex Mindalano, chief of the public information office of the Eastern Mindanao Command (Eastmincom).

Mindalano said
the NPA-PBC was deemed neutralized after the capture of its leaders and surrender of its four members and three supporters.


He said troopers recovered 11 firearms and a machine gun from the rebels.

The skirmishes first broke out on May 20 in Barangay New Israel in Makilala, North Cotabato between the guerrillas and government security forces.

The encounter continued the next day as the military pursued the guerrillas and arrested four leaders.

The remaining members of the NPA unit surrendered on May 22, 23 and 24.

Officials of Barangay Biangan helped facilitate the surrender of four guerrillas, the military said.

Eastmincom chief Lt. Gen. Greg Almerol lauded his men for going after the guerrillas.

He attributed the success of the operation to the support of local government units in the military’s campaign to end the communist armed conflict.

“Communities, local government units and security forces in both cities and rural areas have been working together to put an end to the country’s insurgency problem,” Almerol said.

He said the defeat of the NPA-PBC would end extortion activities and attacks on private and public properties in Soccsksargen (South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos) and Davao region.

“With the PBC out of the picture, investors and local businessmen will now be at ease doing business in the regions,” he said.

Security forces captured two siblings who lead a local armed group which had links with a local terror group following a six-hour firefight in Pikit town on Sunday.

Brig. Gen. Roberto Capulon, 602nd Army Brigade commander, said brothers Montukan and Malo Bungay served as leaders of Bungay lawless armed group which is involved in a string of criminal activities including murder and extortion in Pikit town and adjacent areas.

He said the suspects also served as coddlers of the local terror group, Bangsamoro Islamic Freedom Fighters tagged as responsible for bomb attacks in Central Mindanao.

The suspects engaged the security forces in a six- hour gunfight before they were collared.

The arrested suspects yielded two M-16 Armalite rifles and a .45 caliber pistol.

Major Gen. Juvymax Uy, 6th Infantry Division commander, said the capture of the suspects bolstered the government’s peace and security campaign against the BIFF in the area following the loss of its two major local supporters.

President Rodrigo Duterte sent medals and a PHP2-million cash reward to the troops behind the March rescue of four Indonesians from the Abu Sayyaf Group (ASG) in Tawi-Tawi.

Gen. Cirilito Sobejana, Armed Forces of the Philippines (AFP) Chief of Staff, flew to the province on Sunday and led the awarding ceremony at the covered court of the 2nd Marine Brigade headquarters in Barangay Sanga-Sanga, Bongao.


The Distinguished Navy Cross for distinguished heroism went to Col. Nestor Narag Jr., the Joint Task Force-Tawi-Tawi deputy commander during the rescue of the four Indonesians.

Riswanto Hayano, 27; Arizal Kastamiran, 29; and, Arsyad Dahalan, 41, the fishing boat skipper, were rescued on March 18 off Pasigan Island in South Ubian.

The last victim, Mohd Khairuldin, 15, was rescued March 21 in Kalupag Island, Languyan.

The group of five worked for a Malaysian fishing firm but were abducted by the ASG in the waters between Tambisan and Kuala Meruap, Lahad Datu, Sabah, close to the Philippine sea border, in January 2020.

One of their companions was killed while trying to escape during an ASG-military encounter in Patikul, Sulu in September 2021.

Lt. Gen. Corleto Vinluan Jr., commander of the Western Mindanao Command (Westmincom), said Narag orchestrated a comprehensive fleet-Marine operation and provided command and control to the operating troops, who engaged the ASG bandits, resulting in the death of ASG leader Majan Sahidjuan (alias Apo Mike) and two of his followers.

Meanwhile, the Silver Cross Medal (non-combat decoration for distinguished heroism or achievement) was awarded to the Special Intelligence Team under the 2nd Marine Brigade that provided timely information leading to the successful conduct of focused military and combat clearing operations in Kalupag Island, Languyan and Tandungan Island, Tandubas, both in Tawi-Tawi, on March 19 to 24.

Sobejana congratulated the awardees and lauded the hard work and dedication of the Marine troops in accomplishing their mission.

“We have to make ourselves happy all the time so that we become more productive. I always translate happiness into productivity regardless of where we are,” Sobejana said.

“To the commanders, let us always strike a good balance on mission accomplishment and the morale and welfare of our soldiers,” he added.

Sobejana handed over Duterte’s PHP2-million cash reward to the Marine Battalion Landing Team-6 for the neutralization of Sahidjuan.

CAMP SIONGCO, Maguindanao – Government forces arrested two "most wanted" siblings who allegedly led a private armed group during a law enforcement operation in Pikit, North Cotabato, an Army official said Monday.

Maj. Gen. Juvymax Uy, the Army’s 6th Infantry Division commander, said Monday that siblings Montukan Bungay and Walo Bungay, both leaders of the Bungay lawless group, were arrested following a six-hour gun battle on Sunday with the armed men in Barangay Bualan of the municipality.


“The gunbattle began at 7 a.m. and ended at around 1 p.m.,” Uy said, adding that the two have standing warrants for murder, extortion, kidnapping, and robbery.

“Both were listed as two of the most wanted persons in Region 12 having numerous warrants of arrest issued by local courts,” Uy said.

He said government troops under the Army’s 602nd Infantry Brigade (602nd IBde), backed by the local police and militiamen, engaged the lawless group in a running gun battle in the peripheries of Bualan village.

In a separate interview, Brig. Gen. Roberto Capulong, the 602nd IBde commander, said the group yielded two M16 rifles, a .45 caliber pistol, ammunition, and other war materiel.

“Our forces are in the area as part of the JTFC’s intensified combat operations against the Bangsamoro Islamic Freedom Fighters-Karialan faction who has been the subject of our sustained pursuit operation,” Capulong said.

Based on intelligence reports, Capulong said the Bungay brothers harbored the group of Karialan who has been evading government forces in the vast Liguasan Marsh situated in the border of North Cotabato, Maguindanao, and Sultan Kudarat provinces.

The military has also been hunting down the group of Karialan following the series of atrocities in Barangay Kitango, Datu Saudi Ampatuan last March 2021, and the failed attack at the public market of Datu Paglas, Maguindanao earlier this month.

Capulong said follow-up operations are ongoing against other members of the Bungay gang who splintered into small groups while withdrawing into the marshland.

The captured suspects are now under the custody of the Police Regional Office-12.

A former communist rebel who surrendered to the 39th Infantry Battalion assisted government forces in unearthing firearms, ammunition, and improvised bombs in the North Cotabato town of Makilala.

Lieutenant Col. Geoffrey M. Carandang, 39IB commander, said Monday the war materials buried by the rebels in a hinterland area in Barangay Biangan, Makilala, included three M16 rifles, three improvised explosive devices, three anti-personnel landmines; and ammunition.

Carandang said the arms cache belongs to the NPA Pulang Bagani Command (PBC) and Sub-Regional Command 3 of the Southern Mindanao Regional Committee.

Carandang recognized the effort of the former NPA insurgent, whom he identified only as “Ka Roel” for security reasons.


Ka Roel told reporters here in vernacular: “I decided to tell all to show our sincerity in surrendering and to ensure that these explosives and rifles will not be used against civilians."

Carandang said Ka Roel’s action is a manifestation of the former NPA combatant’s trust and confidence now with the government.

“The former rebels are now realizing the truth that there is nothing to gain in their 52 years of armed struggle. Likewise, this significant accomplishment further solidified the former rebels’ intentions to return to the folds of the law and live a harmonious and peaceful life with their families,” he added.

Carandang expressed confidence that more NPA militants will come down and follow the footsteps of their former comrades who are now slowly being reintegrated into the mainstream society.

President Rodrigo Duterte is still “pondering” on the possible reconsideration of the Philippines’ Visiting Forces Agreement (VFA) with the United States (US) after the White House announced that it will be giving the country free surplus of Covid-19 vaccines, Malacañang said on Monday.

Presidential Spokesperson Harry Roque said it is best to wait for Duterte himself to announce his decision on the VFA’s fate since the vaccines from the US have yet to reach the Philippines.

“Di pa po natin alam kung mayroon talagang darating at kung magkano o ilan yung darating. So antayin po muna natin dumating (We still don’t know if there will be vaccines that will come, how much or how many are coming. So let’s just wait for them to arrive),”
he said in a Palace press briefing.

Roque, however, noted that he had no information whether the free surplus vaccine doses would change Duterte’s mind about the VFA.


“I think the President has been pondering on the issue and has the bigger framework of analysis and let’s just wait for his decision because he’s the only one who can decide on this matter,” he added.

Philippine Ambassador to the US Jose “Babe” Romualdez, in a pre-recorded interview with Roque, confirmed that the Philippines will get some Covid-19 shots from the first batch of 80 million doses to be donated by the US to other countries.

“The Philippines definitely will receive on the first batch of this 80 million that (US President Joe) Biden will announce sometime this week,” he said.

He said the US is still “hopeful” that Duterte would not push through with the VFA termination, but noted that it also is ready to accept whatever decision the Filipino leader will make.

Romualdez said the Philippines continues to be an “important ally” of the US and it would like to keep it that way.

“They have reached out to us on helping us in every way they can,” he said.

He also noted that the 75th anniversary of Philippines-US diplomatic relations on July 4 “will probably be the more or less the trigger” for this conversation between Duterte and Biden to happen.

On Feb. 11, 2020, Duterte revoked the VFA, a 1998 military deal signed by Manila and Washington which allows American troops to join military drills in the Philippines sans the need to secure passport and visa.

The VFA was supposed to be effectively abrogated in August last year, but Duterte on June 1 of the same year ordered the suspension of VFA termination for six months because of “political and other developments in the region”.

The Philippines extended in November last year the suspension of VFA termination for another six months.

Esperon said the government does not require LGUs to declare the CPP-NPA and its front organizations as such as a condition to benefit from the Barangay Development Program (BDP), the government's counter-insurgency plan, which aims to deliver various government programs in conflict-afflicted and geographically isolated villages that have been considered "cleared" from the influence of communist rebels.

"The declaration of persona non grata is voluntary on their side, and by resolution of their councils, for municipalities is by Sangguniang Bayan and for the barangays is the Sangguniang Barangay,"
he said in a press conference.

Esperon said all municipalities and cities in the Ilocos region and Central Luzon have declared CPP-NPA members unwelcome in their communities.

"It's not a requirement for them," he said.

Various national government agencies, security forces, and local government units have been pushing for community support programs for conflict-affected areas, particularly those infiltrated by communist terrorist groups.

"When we worked with the barangays, through the community support program, that means involving the Armed Forces of the Philippines, Philippine National Police and the local government units. The resolution comes out of the process and it's not forced on them, meaning it becomes a voluntary gesture," Esperon said.

The BDP performs sustainable rehabilitation and development of villages formerly established as guerilla fronts of the CPP-NPA-National Democratic Front.

Each barangay will get PHP20 million for various projects.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is tasked to implement an inclusive and sustainable framework towards attaining peace, including the BDP.

To date, there have been 3,684 regular former rebels and 2,039 Militia ng Bayan (MB) who have returned to the folds of the law, according to Esperon.

A Militia ng Bayan is defined as an individual who has been indoctrinated and may or may not be directly involved in the violent armed struggle but provides support to the revolutionary movement.

"Why has the strength of the armed group of the CPP-NPA remained at 4,000 or thereabouts? The answer is very simple, of course. There is continuing recruitment from the rounds of the Militia ng Bayan from the underground mass organizations and of course from the peasants, fisherfolks, labor sector and very especially students," Esperon said.

"Many people continue to be deceived by the promises of this long-running insurgency that seems to have no ending at all," he added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

BUENAVISTA, Agusan del Norte – The 23rd Infantry “Masigasig” Battalion (23IB) joined with the local government unit (LGU) of Bayugan City in Agusan del Sur in the conduct of the ongoing series of outreach programs in the barangays. The program was started on May 2, 2021 until June 8 of the same year. The program aims to alleviate the health situation, provide quality healthcare programs and services to the remote communities in Bayugan City.

The outreach includes dental, medical check-ups, feeding activities, free haircuts, and circumcision. The activity also serves as a venue to raise the awareness on the terroristic activities of NPA that causes the hinder of the development initiatives of the government in communities. Forty-three (43) barangays benefited from the said program. Other government agencies like the Philippine National Police (PNP) and “Bayugan on Wheels Version 4” of LGU Bayugan City under the leadership of Mayor Kirk Asis.

According to Lt. Col. Julius Cesar C. Paulo, Commander 23IB, the unit is working closely with LGU Bayugan City and other agencies to facilitate development by reintroducing government services to far-flung communities that have been affected by local communist conflicts. “The series of outreach programs also cut the gap between LGU, the government agencies, and the remote communities in Bayugan City,” Lt. Col. Paulo said. The activities also highlight the true spirit of convergence and collaboration of government instrumentalities to bring to the grassroots human rights-based programs and approaches for development.

“These programs show that the best way to counterinsurgency is to efficiently address the people’s needs. The hardships and poverty of the people in far-flung communities are caused by the terroristic activities of the NPA. These terrorists want poverty to continue to instigate the residents to fight the government. This menace must end through the unified approaches being done by the different agencies of the government and the LGU,” Lt. Col. Paulo added. He also emphasized that the Masigasig troopers will continue to support and provide assistance to the initiatives of LGU of Bayugan City and other agencies, especially in reaching out to the people and provide them with much-needed assistance to bring genuine peace and development in communities.

BALER, Aurora-The Department of Trade and Industry (DTI) Aurora Provincial Office grants livelihood kits to 21 former rebels (FRs) on Thursday, May 27, 2021, according to the top military official in this province.

Lieutenant Colonel Reandrew P. Rubio, Commander of 91st Infantry “Sinagtala” Battalion, 7th Infantry ” Kaugnay” Division, Philippine Army said in an interview that DTI-Aurora Provincial Director Aldrin Veneracion personally hand-over the starter kits livelihood worth Php147,000 to FRs at the 91st IB Headquarters, Barangay Calabuanan, Baler, Aurora as part of the Pangkabuhayan sa Pagbangon at Ginhawa (PPG) Program of DTI.

Lieutenant Colonel Rubio said that 1st Lieutenant Roberto G Apelado Jr, Civil-Military Officer (CMO) of 91st IB and Mr. Aldrin Veneracion led the activity and assisted by PMAJ BARTOLOME ANTOLIN, FC 1PMFC the distribution to thirteen (13) FRs for “Bigasang Bayan”, six (6) for groceries and two (2) for “Kambingan” goat production livelihood packages.

The dispersal of livelihood assistance to former rebels is part of the DTI’s initiation of livelihood program aims to uplift and provide livelihood assistance to FRs.

This assistance for the former rebels is also part of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) which has an objective to help the rebel surrenderers to go back to the community with proper livelihood to be able to live normally again.

“We are bringing the services of DTI, Philippine Army, other government agencies, and stakeholders to help the people affected by Covid pandemic including those former rebels who are now with us in the government,” Lieutenant Colonel Rubio said.

The battalion commander also expressed his sincerest thanks to DTI for the livelihood grant given to former rebels who continually start a new life.

“I encouraged our beneficiaries to properly manage the pangkabuhayan kit they received. Do your best to nurture the livelihood packages given to you by the government as a good start in building your future,” Lieutenant Colonel Rubio ended.

Sibagat, Agusan del Sur- Troops of the 65th Infantry “Stalwart” Battalion (65IB) recovered war materials after the recent firefight against the terrorist members of the Guerilla Front 21 of North Eastern Mindanao Regional Committee (NEMRC) on, May 28, 2021, at around 2:40 PM in the hinterlands of Brgy. El Rio, Sibagat, Agusan del Sur.

The firefight which lasted for 30 minutes has no reported casualties on the government’s side, while it remained undetermined among the NPA Rebels’. Recovered in the encounter site were different armaments and other war materials such as AK 47, M16 with attached M203 GL, subversive documents, medical supplies, backpacks, and some personal belongings.

The success of 65IB troopers against the enemy was translated after responding to the persistent report of the concerned residents that the NPAs’ are consistently roaming around the community and these cause fear among them. After the incident, a dialogue was conducted yesterday May 29, 2021, by the 65IB to inform the community that some of the terrorists were wounded during the firefight, and anyone of these wounded might ask for help among the residents. They are encouraged to report those wounded enemies and convince them to surrender as the army troopers will ensure their protection and proper medical attention.

Lieutenant Colonel Emerson P. De Vera, Commanding Officer of 65IB states that the latest incident is proof that the NPA rebels’ are trying to reclaim their lost mass base after their supporters have completely turned their backs on them. He also urged the CTGs to surrender and join their former comrades who have returned to the folds of the law. The Enhanced Comprehensive Local Integration Program (ECLIP) of the government is there to prepare them for their return to the mainstream of society.

MAKILALA, COTABATO – Through the help of former rebels, the 39th Infantry (Smash’em) Battalion troopers discovered firearms (FAs) and improvised explosive devices (IED) cache at Sitio Sagpangon, Brgy. Biangan, Makilala, North Cotabato on May 30, 2021.

Among the discovered items from the area were: Three (3) M16AI Rifles with serial numbers: 4633505, RP183845, and L493487; Three (3) IEDs: Two (2) dual-purpose and one (1) directional C-type landmine; and 138 pieces of 7.62mm ammunition.

Accordingly, these items were buried by members of the New People’s Army (NPA) under the remaining joined forces of Pulang Bagani Command (PBC) (Dismantled Guerilla Front 51) and Sub-Regional Command 3 of the Southern Mindanao Regional Committee.

Lieutenant Colonel Geoffrey M. Carandang, Commanding Officer of 39IB commended the troops for the successful operation and recognized the effort of the former rebel who led to the discovery of the arms cache.

“This is a manifestation of former rebels’ (FRs) trust and confidence in our government troops. Now, FRs are realizing the truth that there is nothing to gain in their 52 years of armed struggle. Likewise, this significant accomplishment further solidified FRs’ intentions to return to the folds of the law and live a harmonious and peaceful life with their families,” Lieutenant Colonel Carandang said.

The recovered high-powered firearms and IEDs were brought to the Battalion Headquarters in Brgy. Poblacion, Makilala, North Cotabato for proper disposition.

BANCASI, Butuan City – The Situational Awareness and Knowledge Management Cluster (SAKM) of the Caraga Regional Task Force Ending Local Communist Armed Conflict conducted a courtesy call and dialogue with the President and other key officials of Caraga State University (CSU) to prevent NPA recruitment in the said school on May 27, 2021, at CSU Conference Room, Amazon Campus, Brgy Ampayon, Butuan City.

The National Intelligence Coordinating Council (NICA) 10 as the lead agency of the SAKM cluster in close coordination with the 402nd Infantry (Stingers) Brigade facilitated the said activity to solicit strong partnership and commitment from the CSU leadership in the implementation of Executive Order 70 particularly the conduct of Intensified Information Awareness Campaign to prevent NPA recruitment among the administration officials, faculty and staff, and the students of said university.

Dr. Anthony M Penaso, and Mr. Luisito Tabada, the CSU President and Vice President, respectively, together with some key officials warmly welcomed the SAKM cluster members led by the Regional Director of NICA 10, Director Manuel Orduna; 402nd Brigade Commander, Brigadier General Maurito L Licudine; Regional Director of CHED Caraga, Director Leonida Fetalvero; Assistant Regional Director of PIA Caraga, ARD Fryan Abkilan; Regional Intelligence Division and Regional Community Affairs Division representatives, PMaj Rene T Sarento and Police Lieutenant Colonel Jose Lumacang, respectively; City Director of DILG Butuan City, Director Charice V Guerta; together with 15RCDG Group Commander, Col Diosdado E Peji; and Propelling our Inherited Nation Thru our Youth (POINTY) 4ID Chapter President, Engr Kier Betito.

The dialogue started with an overview by Director Orduna of NICA10 on the Cluster’s thrust and efforts and further discussed Executive Order 70. He also explained the rationale of the call cum dialogue and the vital role of the school officials to prevent NPA youth recruitment.

Dr. Penaso expressed his gratitude and all-out support to the SAKM cluster’s efforts in preventing NPA recruitment. He said that they have been observing NPA allied left-leaning organizations (LLOs) in their school for some time since before the COVID-19 pandemic. He shared his experience that prevented a specific LLO to infiltrate applying for school accreditation and recognition. “They are already out there, we will ensure to observe their movements. Officially, they will not be recognized because no teacher would want to become their advisers. Thus, we are very supportive of this initiative and we understand why the President executed Executive Order 70. We are 101 percent supportive because we want to save our nation”, Dr. Penaso explained.

Further, Brigadier General Licudine provided a brief overview of the 402Bde campaign that focuses on two (2) main efforts: the recruitment and extortion scheme of NPA. He then underscored Executive Order 70 where government agencies are working together as the vital key piece against the NPA infiltration to all sectors.

He added that there is a need for mass education and information as the NPAs’ have utilized several ways to recruit students or youths such as preying on the student’s vulnerabilities particularly poverty-related and family problem issues and the use of social media inviting students for agitation and indoctrination.

“Despite our accomplishments, a snowball of surrenders and significantly reducing their manpower, the NPA still exist because of their resources. This includes their continuous recruitment focusing now on the youth. Hence, we need to engage the key officials of schools who are unwittingly used as a platform for recruitment. We need the permission and cooperation of schools to have a united sentiment against the NPA and their continuous deceptive recruitment”, Brigadier General Licudine stressed
After which, other member agencies discussed their mandated task and expressed full commitment and support to end local communist armed conflict. Colonel Peji of 15RCDG on about the strengthening of ROTC and Reservist program to instill nationalism and patriotism among students while Police Lieutenant Colonel Lumacang of PRO13 presented the salient points of PNP’s Kabataan Kontra Droga at Terorismo (KKDAT) program as among the avenues that would strengthen effort against NPA recruitment in the school.

One of the highlights in the dialogue was the message of Director Guerta of DILG Butuan City who committed the CHED’s support with SAKM cluster in organizing advocacy activities for the students and teachers and the Capacitating Urban Community for Peace and Development (CUCPD) that will address sectoral infiltration of the NPA. Likewise, Director Fetalvero of CHED Caraga also extended her support to the SAKM cluster in engaging key officials and pursue any efforts to prevent NPA recruitment in the universities and colleges. She raised several possible mechanisms and strategies that would prevent students to join NPA allied left-leaning organizations.

“I would support any of these efforts because the environment of the academic community will be at stake if these things are happening inside the school. CHED is very supportive, we wanted our graduates to reach their goals as they can be the leaders of our country”, Director Fetalvero added.

The dialogue ended with the commitment and support from CSU President particularly in allowing IECs inside CSU campus and for future undertakings towards preventing NPA youth recruitment in their school.

CLAVERIA, MISAMIS ORIENTAL – The 58th Infantry Dimalulupig Battalion attended the Ceremonial Signing of Usufruct Agreement between the Department of Education Region X Division of Gingoog City North III District and the Higaonon Tribal Community of Barangay Eureka, Gingoog City, at Sitio Muya of the said barangay, last May 26, 2021.

The ceremonial signing was graced by Hon. Erick G. Cañosa, Gingoog City Mayor and was presided by Datu Salagaan Allan Manhomasay Mandokita, the Indigenous People Mandatory Representative (IPMR) of Misamis Oriental, Hon. Porferio Duque, Brgy Chairman of Eureka, Dr. Jesnar Dems S. Torres, Ph.D., Division Superintendent, Hon. Evelyn G. Cañosa, City Councilor, Hon. Roy Aniscal, City councilor, and Dr. Joy Mangubat, Ph.D., School Governance and Operations Division Chief.

The said agreement is about the establishment of a school site, Pinadamhong Elementary School at Sitio Muya wherein DepEd is given full rights and privileges to use a parcel of land solely for educational purposes and its future development. The Higaonon Tribal Community has specifically allocated a parcel of a lot which is located at Sitio Muya, with an estimated area of five hectares; the intention is solely for school site development and construction of school buildings.

DepEd’s obligations under the agreement include ensuring and maintaining cleanliness: peace and order and safety of the teachers and students on the premises of the site; observe cultural sensitivity of the tribe and adhere to the cultural traditions and customary practices of the Higaonon Tribe; inform and coordinate with the Higaonon Community, as necessity arises, with regards to the implementation of all programs, projects or any school-related activities, so that the said community could respond to it accordingly in respect to the customary practices of the tribe; and ensure that all buildings, structures, facilities, and improvements being introduced in the site follow the national safety standards for environmental safety, maintenance, and preservation.

“I would like to thank all of you for your support of government services,” stated Hon. Erick G. Caosa in his statement. The City of Gingoog has been and continues to be enthusiastic in offering possibilities for our Higaonon brothers, particularly the right to education. From this school building to the many opportunities that will come our way, I am confident that the line of Higaonons will produce an increasing number of professionals such as doctors, lawyers, and teachers. The local government has set out Php600,000.00 for the school structure; scholarships will be awarded, with all scholars receiving Php15,000.00 per semester, for a total of Php30,000.00 per year in support of various school-related expenses. Apart from that, the construction of Balay Tulugan and a dormitory in Gingoog is ongoing, so for those students in need of a place to stay, we provide it for free, complete with food and allowances. The government will cover all of your expenses for your children, for Gingoog’s future.”

One Datu of Barangay Eureka expressed his gratitude for the lifetime opportunity given to the Higaonons. “Dako kaayo ang pasalamat ug sa tanang Higaonon tungod kay makapaiskwela na ang mga anak tungod sa paghatag, pagdonar ug yuta para sa edukasyon. Meanwhile, Lieutenant Colonel Ricky L Canatoy, Commanding Officer of 58IB, is very supportive of the said project, saying, “We are offering our all-out support for the construction of the said structure. This development project is very critical as it will directly affect the end of local communist armed conflict. It has been known that the NPA rebels’ most common means of exploitation is the vulnerability of Indigenous Peoples in the hinterlands owing to a lack of knowledge. The majority of them are easily fooled by the NPAs’ propaganda. With free knowledge in their hands, I believe our IP brothers and sisters will be better informed and will be able to avoid the NPAs’ lies and deceptions. In terms of security, you may rely on us, as the 58IB will use all necessary force to protect these vital construction projects. Rest assured that we share your commitment to a better future for our Higaonon brothers.”

Camp Siongco, Maguindanao – Soldiers from the Joint Task Force Central have captured two of the most notorious armed lawless group leaders believed to be responsible for the series of atrocities, extortion, and murder of innocent civilians in Central Mindanao.

Montukan Bungay and Walo Bungay, also known as the Bungay Brothers and leaders of the Bungay armed lawless group, are listed as two of the most wanted persons in Region 12 having numerous Warrants of Arrests filed against them. Both suspects were captured by troops from the 602nd Infantry Brigade on Sunday early morning (May 30, 2021) in the marshy area of Brgy. Bualan, Pikit, North Cotabato.

The Commander of 602nd Infantry Brigade, Brigadier General Roberto Capulong, disclosed that a six-hour running gun battle ensued between the soldiers and the armed followers of the Bungay Brothers that eventually led to their capture and the seizure of two M16 rifles, one cal .45 pistol, and several ammunitions and war materials.

“Our forces are in the area as part of the JTF Central’s intensified combat operations against the Bangsamoro Islamic Freedom Fighters – Karialan Faction who has been the subject of our sustained pursuit operation. Based on the reports from the ground, the armed lawless group of the Bungay Brothers harbored the group of Karialan who has been evading government forces,” BGen Capulong added.

It can be recalled that the BIFF-Karialan Faction has been the target of the military’s manhunt for conducting series of atrocities in Barangay Kitango, Datu Saudi Ampatuan last March 2021 and the failed attack at the Public Market of Datu Paglas, Maguindanao last May 8.

Major General Juvymax Uy, Commander of the JTF Central and 6th Infantry Division, expressed that the capture of Montukan and Walo Bungay is a major accomplishment for the peace, order, and security in Region 12 due to the relentless efforts of our security forces.

“With the capture of the Bungos brothers, we are optimistic that we will gain more grounds and soon clear Central Mindanao from any armed lawless and extremist groups,” he said, adding that the extremist BIFF group under Karialan and other armed lawless groups that cuddle the extremist groups are on the back foot with a number of them being neutralized.

The captured suspects are now under the custody of the Philippine National Police for proper documentation and disposition.

“Based on the report from the Joint Task Force ZamPeLan, Angelito Arante, a.k.a. Litoy; Quireno Alalon, a.k.a. Kiking; Marivic Piamonte; Melchor Piamonte; Alex Arante; Jessie Arante; Nilo Abiar, Jr.; Nisio Liberanes; Junry Caminos; Nestor A. Caminos; Jemar Romeo; and Basilio Mier, submitted themselves to the military, police, and local government officials at Purok 1, Barangay Gutlang, Molave, Zamboanga del Sur at about 1:40 p.m., Thursday,” said Lieutenant General Corleto Vinluan, Jr., Commander, Western Mindanao Command.

“This manifests that we are not just gaining grounds but we are winning the peace in our joint area of operation. The remaining insurgents must know that the government is more than willing to welcome them back into the mainstream society,” Lieutenant General Vinluan, Jr. added.

As a gesture of sincerity, said personalities signed an Oath of Allegiance in the presence of Molave Municipal Mayor Cyrel Reo Glepa and representatives from the security agencies and Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC).

According to 102nd Infantry Brigade Commander Brigadier General Leonel Nicolas, the twelve are organized masses under the Barangay Revolutionary Committee of Western Mindanao Regional Party Committee, a shadow government organized by Guerilla Front Joji. Troops from the Philippine Army’s 5th Infantry Division, along with GMA’s Kapuso foundation, attended the ground breaking ceremony for a classroom construction project in Calassitan Elementary School, Sto. Nino, Cagayan.

Together with the 501st Infrantry Brigade, 17th Infantry Battalion, 51st Engineer Brigade, and the 513 Engineer Combat Battalion, the Philippine Army commits to provide support to the project by offering its resources for the transportation of materials, its personnel to provide security, technical and engineering aspects for the building of classrooms until its completion.
The classroom would be the second home and learning ground for the Indigenous youths of the Agta tribe that make up 30% of the school’s population.

The classroom construction project sparked when the New Zealand embassy awarded 800,000php to GMA’s Kapuso foundation as a gesture of support for the heavily affected community during the Ulysses Typhoon last year.

Troops of 66th Infantry Battalion engage in a 10-minute firefight with more or less 10 members of the communist terrorist group under Weakened Guerilla Front 18, Sub-Regional Command 3 of the Southern Mindanao Regional Committee at Barangay Badas, Mati City, on Sunday, May 30, 2021 at 8.50am.

Responding to the reports of communist terrorist presence in the area from the community, troops on board the military truck head to the area to verify the information. At around 08:50 AM, troops were engaged by the terrorist group wounding one soldier.

The wounded soldier was rushed to the Davao Oriental Provincial Hospital for immediate medical treatment after the firefight and is now in stable condition, while troops continue to verify casualties from the other side.

Meanwhile, 66IB immediately deployed more troops to hunt down the communist terrorist who fled towards the Northeast direction from the encounter area.

10th Infantry Division Commander MGen Ernesto C Torres Jr. downplays the terroristic act as a show of force tactic to recruit new members to recover from their loses brought about by peace and development gains from Executive Order no. 70.

“The few remaining terrorist rebels just wanted to project strength by conducting terrorist acts even with their already weak force to show that they are still a force to reckon with. They resort to this cowardly act to recruit new members and generate resources from their loss as their number continue to drop due to the convergence of the community, local government units, and the army in Davao Oriental against insurgency.” MGen Torres added.

Also, Mati City Mayor Michelle Nakpil Rabat in a statement condemns the atrocious act of the terrorist rebels that affected the traffic, tourism, and livelihood of the people of Mati City.

“This brings to light the fact that armed struggle is not the way to bring peace and development to our city, to our people.” Mayor Rabat said.

As of May 2021, 10ID recorded less than 30 manpower and firepower of communist rebels operating in Davao Oriental following the surrender of 10 rebels under Weakened Guerilla 18 (WGF 18).

Moreover, Agila Division assures the public to remain calm as the situation is under control while urging everyone to increase vigilance and exercise the culture of security in reporting suspicious movement and activities of individuals to the army and the police.

Constituents and family members of slain Barangay Kagawad Oliver Ripdos continue to call for justice following their councilman’s death perpetrated by the communist terrorist group at his farm in Barangay Singab, Maco, Davao De Oro last May 20, 2021.

Residents, barangay officials alongside family members join the march with placards last May 29, 2021 condemning the communist terrorist group over the killing of Kagawad Oliver also known as “Kagawad Boboy”.

Mary Joy Ripdos, the slain Kagawad’s wife, seeks justice for her husband’s death. She shared that after placing fertilizer on their farm about three kilometers from the town center, a young-looking man using a high-powered firearm gunned down Kagawad Boboy that instantly killed him. Fearing for her life, Mary Joy rushed to the town center to seek help.

“Maayo gyud siya, wala siyay tao nga gipasakitan, ug mayo itang pagdumala.
Wala gyud na siyay mga kaaway diri, apan wala ko magdahom nga ingon ani ka pait ang kamatayon nga ako mismo naka saksi sa pagpatay nga wala man unta siyay sala,” Mary Joy said.

She added that her husband has facilitated several former rebel surrenders including his brother.

Also, Barangay Sangab Chairman Delbert Cañedo revealed that Kagawad Boboy already received death threats following his refusal to aid several communist terrorist individuals seeking financial support and recalls the slain kagawad as an active council member.

“Kami hugot nga nag kondena sa kamatayon ni Kagawad Boboy, usa siya ka maayong ihemplo diri sa barangay. Makasubo lang pamalangdungan nga ang tao nga dakog natabang diri sa barangay sakit ang digangatan sa iyang kinabuhi tungod sa padayong pagpamatay sa NPA.” Chairman Cañedo said.

Chairman Cañedo added that Barangay Sangab has already filed a resolution declaring the Communist Terrorist Group persona non-grata in their area and points to communist group as the perpetrators of his Kagawad’s demise.

On the other hand, the 28th Infantry Battalion lead by Lt Col Danny Bustamante vows to beef up security in the area as part of 10th Infantry Division’s commitment to eradicate insurgency that destroys family, livelihood, and the community. Lt Col Bustamante commits full strength of the army in bringing justice to Kagawad Boboy’s death.

Likewise, the Agila Division led by MGen Ernesto C Torres Jr. strongly condemns the killing of a great leader that stalwartly commits his service to bring good future and sustainable livelihood to his constituents in Maco, Davao De Oro.

10th Infantry Division remains committed to keeping its area of responsibility safe from insurgents who are disturbing the build-up of peace brought about by the convergence of communities, local chief executives, and other government agencies under the whole of the nation approach of Executive Order no. 70.

CAMP PERALTA, Jamindan Capiz –A regional leader of the Communist Terrorist Group operating in Panay island together with his comrade died in a shootout with AFP-PNP elements at Providence Subdivision, Brgy. Balabag, Pavia, Iloilo on May 28, 2021.

The subject of the operation is Reynaldo Bocala alias Bading, the Head of Regional Finance Bureau, Komiteng Rehiyon-Panay (KR-P), and the husband of Maria Concepcion “Concha” Araneta, Deputy Secretary of CPP NPA’s KR-P.

Bocala was killed Friday night while rebelliously fighting back with the authorities serving four warrants of arrest against him, which also resulted in the death of his companion named Welly Epago Arguelles of Barangay North Baluarte Molo.

Captured from the said area were two (2) Cal.45 Pistols, one (1) laptop computer, and five (5) cellular phones.

Bocala was accused of Robbery in Band with Frustrated Homicide and Damage to Property using motor vehicle and unlicensed firearms issued by Judge Susan Medina-Alcantara of 15th Municipal Circuit Trial Court (MCTC) in Guimbal, Iloilo on July 12, 2004, with bail bond fixed at Php200, 000.00.

He was also the subject of an arrest warrant for Robbery with Serious Physical Injuries issued by Judge Teodulo A. Colada of the Regional Trial Court (RTC) Branch 67, Guimbal, Iloilo on February 4, 2005, with bail bond fixed at PHP180, 000.00.

Bocala was also accused of violating PD 1744 (Destructive Arson) as amended by RA 7659 issued by Hon. Teodulo A. Colada, of RTC Br 67, Guimbal, Iloilo on February 21, 2005, with no bail recommended.

He was also indicted of murder issued by Judge Ma. Monina Misajon of MCTC Judge, Province of Antique, dated April 16, 1990, with no bail recommended.

Some positions held by Bocala in CPP-NPA were the former Finance Officer of Kilusang Rehiyon Panay; Former Deputy Secretary of the Southern Front Committee (SFC), Panay Regional Party Committee (PRPC); Former Secretary, SFC, PRPC; Former Head, Regional Operational Department, PRPC, and Former Secretary of PRPC in 2001.

Major General Eric C Vinoya, the Commander of the Army’s 3rd Infantry Division, said that the death of one of the top-ranking officials of the CPP-NPA manifested that the long arms of the law will always prevail in bringing to justice those that have violated it. Likewise, the death of Bocala is a giant leap in the government’s anti-insurgency campaign as the death of Bocala will further crack the CPP NPA in Panay after the continuous dwindling of leaders.

“Bocala is a notorious terrorist; thus, his death is a victory not only for the government’s law enforcement operation but also for the people of Panay who suffered much from the cruelty of the communist terrorists. This is also justice for all the victims of their atrocities and criminal activities,” MGen Vinoya stressed.

“Together with our counterparts from the PNP, your Army will fight against the insurgents more aggressively until the last terrorist is brought to justice. The Panayanons deserve to live peacefully, away from the extortion, intimidation, and the terroristic activities of the CPP NPAs,” Vinoya added.

CAMP GERONA, Murcia, Negros Occidental- Personnel from Community Support Program Team of 32nd CMO Company under the operational control of 303rd Infantry Brigade provided security assistance to Guihulngan City local farmers during the Department of Agrarian Reform’s Check Distribution at Old Market Brgy. Pob., Guihulngan City, Negros Oriental on May 26, 2021 (Wednesday)

A total of 198 farmers from the City of Guihulngan, Negros Oriental received 1.1 Million pesos worth of check as Cash-Aid subsidy from the office of the Department of Agriculture.

It was attended by Guihulngan City Vice- Mayor Ernesto Reyes; Sangguniang Panglungsod Melbourne Bustamante; City Veterinary Doctor Niño Perez; Philippine Crop Insurace Corporation (PCIC) headed by Rene Ardiña; City Agricuturist Roberto Bustamante; Joel Cadiz, representative from Department of Agriculture and PNP SAF Police Lt. Lorenzo C Kimmayong Jr.

According to Colonel Inocencio Pasaporte, 303rd Infantry Brigade Commander, the check subsidy distribution will help alleviate the conditions of the local farmers in the area. It is given to you by the government through the Department of Agrarian Reform (DAR) to improve your lives and your respective families,” he added.

DAR is the lead government agency that holds and implements comprehensive and genuine agrarian reform which actualizes equitable land distribution, ownership, agricultural productivity, and tenurial security for, of, and with the tillers of the land towards the improvement of their quality of life.
