MAGPET, COTABATO – Youth For Peace Movement (YFPM) – TALBOS conducted its first YFPM General Assembly 2021 and subsequently recognize the support by giving a Gawad Parangal as the “PUP 2021 Most Outstanding Peace Partner” to LTC Rey T Alvarado, Commander 72IB on January 26, 2021 at H72IB, Brgy Pangao-an, Magpet, North Cotabato.

The said activity with the theme “Get Together and Stay Stronger ” was inititated and facilitated by the officers and members of YFPM- TALBOS in collaboration with the Provincial Govt of Cotabato and 72IB . The first part of activity was an orientation and workshop to prepare every YFPM Chapters a Calendar of Activities for 2021. It was also designed to give an opportunity for every municipal chapters to raise their issues and concerns on various aspects of the organization; updates on youth development; and also aims to strengthen camaraderie to new and old members of the organization.

The second part of the activity was the recognition rites on the hardwork and sacrifices of 72IB in all of the endeavors of YFPM. The youth showcased their unique talents interpreted by dance and songs regarding the role of the youth in nation-building. Afterwhich, handed-over a memento, plaque and charcoal sketch to Ltc Alvarado as a symbol of their appreciation for his invaluable service and support to the Youth Movement in North Cotabato.

In his message, Ltc Alvarado assured that 72IB will continue to support the youth in all their activities, programs and projects. 72IB together with other Government and Non-Government Agencies will continue to do its best to prevent the recruitment of the CTGs in the Youth and Student sector and led their way for better tomorrow.

CAMP SIONGCO, Maguindanao – Authorities are still searching for the person responsible for leaving an improvised explosive device after it exploded resulting in the death of a motorist and injuring another in the town of South Upi province of Maguindanao around 6 o’clock in the morning January 26, 2021.

During the initial investigation conducted by the 57th Infantry “Masikap” Battalion and South Upi Municipal Police Station, the explosion occurred near the tower of a telecommunication company in Timanan Public Market, Brgy. Romongaob, South Upi.

The military and police arrived to assess the situation in the area and found a victim lying on the ground while the wounded was taken to South Upi Hospital.

Government troops discovered another secondary IED device left near the scene of the explosion.

Meanwhile, Joint Task Force Central Commander Major General Juvymax R. Uy condemned the incident which was carried out by the Bangsamoro Islamic Freedom Fighters or BIFF group.

“We condemn the incident, we found out that the bomb was a signature made by the Daesh Inspired Group BIFF. They targeted the town’s local chief executive Mayor Reynalbert Insular. Mayor Insular would have gone through the area to go to Barangay Kuya for the settlement of a problem in the said Barangay but did not pursue due to the incident” said Maj. Gen. Uy.Maj.

Gen. Uy urged the populace to report any suspected objects or personalities that may cause terrorist attacks in their communities and further support the government security forces in preventing similar incidents.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Through the 5th Civil-Military Operations Battalion (5CMOBn), 5th Infantry Division, Philippine Army, the Cagayan Police Provincial Office and Baggao Municipal Police Station turned-over the corpse of alyas Aira to her aunt, Ms. Pilar Bautista together with their relatives in Baggao, Cagayan on January 26, 2021.

Prior to this, the Army troops located and talked to the relatives of alyas Aira to give her a decent burial since her immediate family cannot do it for her because of their affiliation to the terrorist Communist Party of the Philippines-New People’s Army (CPP-NPA).

As soon as the relatives of alias Aira have shown their willingness to give her a decent funeral rite, troops of CMO Battalion together with the 501st Infantry Brigade, 77th Infantry Battalion and the Cagayan Police Provincial Office assisted them to transport the remains of alyas Aira in their hometown in Gamu, Isabela.

Bautista expressed her gratitude to the military troops for their effort in looking for the remains of alyas Aira for them to give her a proper burial.

MGen Laurence E Mina PA, Commander, 5ID sympathizes to the family of Ka Aira and conveyed his condolences to the bereaved family.

“Ka Aira is one of the victims of the deceptive recruitment of the CPP-NPA-NDF. Again, I call on the remaining members of the CPP-NPA to lay down their arms and resist to become the next victim.” MGen Mina said.

It can be recalled that joint forces of 5ID and PNP recovered the cadaver of alyas Aira at Sitio Kapanisuwan, Barangay Bitag Grande, Baggao, Cagayan on January 23, 2020 with the help of a former rebel.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Patay ang isang miyembro ng teroristang New People’s Army (NPA) matapos manlaban sa tropa ng kapulisan at ng 86th Infantry Battalion, Philippine Army na magsisilbi lamang ng warrant of arrest sa Barangay Palacian, San Agustin, Isabela nang ika-26 ng Enero taong kasalukuyan.

Una rito, nagtungo ang kasundaluhan kasama ang mga miyembro ng San Agustin Police Station sa sinasabing hideout ni Renato Busania alyas Andong, Staff Member, Head Training, Regional Operations Command, Komiteng Rehiyon-Cagayan Valley (KR-CV) ng NPA, sa Barangay Palacian, San Agustin upang isilbi ang warrant of arrest laban sa kanya. Nahaharap sa kasong Double Murder si alyas Andong na itinuturong pumatay kina Joseph Daulayan ng Barangay Tucod at Dominado Binnang ng Barangay Debibi, Cabarroguis Quirino noong buwan ng Hulyo taong 2000.

Nasa proseso na ng pag aresto ang mga otoridad nang biglang maglabas ng baril si alyas Andong at pinaputukan ang mga nagsilbi ng kanyang warrant of arrest. Dahil dito, nagkaroon ng palitan ng putok ng baril na nagresulta sa pagkakasawi ng suspek. Agad naman siyang dinala sa Prospero Bello Hospital sa Jones, Isabela ngunit idineklarang dead-on-arrival ng umasikasong doktor.

Narekober sa tabi ng bangkay ni alyas Andong ang cal. 45 na baril na kanyang ginamit sa pamamaril, mga basyo ng bala, isang granada at sling bag na naglalaman ng magazine na kargado ng mga bala.

Samantala, sinabi ngayon ni MGen Laurence E Mina (PA), Commander ng 5th Infantry Division, Philippine Army na hindi na matataguan pa ng mga rebeldeng NPA ang batas. Aniya, ginagawa na lahat ng tropa ng pamahalaan ang pagtugis sa mga natitira pang miyembro ng rebeldeng grupo upang mapanagot sa kanilang mga ginawang krimen at mabigyan ng hustisya ang kanilang mga naging biktima.

“Sa mga natitira pang mga miyembro ng CPP-NPA, wala na kayong matatakbuhan pa. Kasama ang mga mamamayan, sinusuyod na ng kasundaluhan at kapulisan ang lahat ng mga lugar na inyong pinagtataguan. Hindi namin kayo hahayaang makaligtas sa inyong pananagutan sa batas.”

DAVAO CITY, Jan 25 (PIA)- The National Task Force-Ending Local Communist Armed Conflict (NTF-ELCAC) is tapping filmmaking as means to educated young citizens on the true nature of the communist insurgency.

National Security Adviser Sec. Hermogenes Esperon Jr. who is concurrently the Vice-Chairperson of the NTF ELCAC said they will be adapting the program of RTF-ELCAC in Region 13 where they tapped high school and college students in making films which showed the true nature of the CPP-NPA.

“Doon din sa mga eskwelahan na iba ay unti-unti na nating naimumulat ang ating mga kabataan, doon sa Region 13 halimbawa gumawa sila sa mga high school at saka colehiyo doon ng mga kanya-kanyang independent indie movies yung region 13, pinakita nila kung ano talagang ginagawa ng CPP-NPA and we will be adapting that as a national program. (In the schools we are slowly awakening the youth, in Region 13 for example, they made in the high school and colleges there, respective independent movies, they showed what is the true nature of the CPP-NPA and we will be adapting that as a national program), Sec. Esperon said during the press conference held at Camp Panacan in Davao City on Satuday (Jan. 23).

The Secretary said the NTF-ELCAC is consistently utilizing public information campaigns particularly focused on the youth and student sector to sway them away from being recruited by the CPP-NPA thru their fronts.

“May programa ang CPP-NPA, a five-year program from 2016 to 2021 na magrecruit talaga ng mga kabataan, kasi wala na silang pangpuno sa nawawala nilang mga kadre, (There is a program of the CPP-NPA, a five-year program from 2016 to 2021 to recruit the youth, since they have no more people to fill up their dwindling cadre)” Esperon said.

According to Sec. Esperon, based on the records the CPP-NPA had recruited around 8,000 youth of which are high school, early college and out of school youths.

The Region 13 filmmaking activity mentioned by Sec. Esperon was the 1st PNP Caraga Film Festival organized by the Police Regional Office-13 in 2019. It gathered 46 entries from high school and college students around CARAGA region and revolves around the theme “Terorismo Hunungon, Nasod Palambuon” (Stopping Terrorism, Developing the Nation).

Aside from Region 13, the Regional Task Force-ELCAC in Region XI also organized a documentary workshop participated by provincial information officers. Held last year in Nabunturan, Davao de Oro, the participants were trained into making video documentary after which they will be producing documentary films that focuses on stories about reintegration. “Kini nga event importante kini particularly sa atong mga igsoon nga nibalik sa sabakan sa gobyerno kay at least makita nila nga wala sila pasagdi sa gobyeno," Dugang ni focal person Jumawid.

CATARMAN, Northern Samar, January 27 (PIA) -- The Provincial Government of Northern Samar and the Department of the Interior and Local Government 8 (DILG-8) distributed financial assistance to 24 former rebels (FRs) under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) and the Local Social Integration Program (LSIP).

The distribution was held at the Darangpan Center in Brgy. Dalakit, Catarman, Northern Samar, January 27, 2021.

DILG-8 Regional Director Karl Caesar Rimando, Governor Edwin Marino Ongchuan, and other officials handed over to the former rebels checks worth P15,000 each as E-CLIP financial assistance implemented by the DILG.



DILG Regional Director Rimando in his inspirational message thanked the former rebels for their support to abandon the armed struggles and return to the fold of the law.

“We will make E-CLIP as an inspiration to others, because no one among us, aspire to live in a chaotic world. Everyone aspires to live in a progressive and a peaceful community,” Rimando said.

He also encouraged the FRs to convince their comrades who have gone into hiding to surrender, and avail of the livelihood assistance, trainings, and other benefits from the government.

On the other hand, Northern Samar Governor Edwin Marino Ongchuan said that the provincial government is grateful for the assistance that the national government provided to former rebels adding that the province is lucky to have this Darangpan Center (halfway house) which is the first in Region 8.

In December 2020, the Provincial Government through its Local Social Integration Program (LSIP) also gave P40,000 each to the 24 former rebels as livelihood and immediate assistance.

As part of the E-CLIP interventions, FRs also received free training on bread and pastry making provided by the Technical Education and Skills Development Authority (TESDA).



Baked products prepared by the FRs were showcased and served as snacks during the event.



Ka Raz, one of the former rebels said that their view in life will possibly change because of how serious the government is in their program, such as the E-CLIP.

E-CLIP is a government program aimed to help the former rebels to restore their allegiance to the government.

EO 70 which seeks to institute a whole-of-nation approach in addressing the root causes of insurgency by prioritizing and harmonizing the delivery of basic services and social packages by the government, facilitating societal inclusivity, and ensuring active participation of all sectors in the society in the pursuit of peace, now comes into fruition.

The activity was also attended by DILG Provincial Director Danilo Laguitan, Board Member Florencio Fawa Batula, 803rd Brigade Commander Gen. Lowell R. Tan, PNP Provincial Director Col. DUMAGUETE CITY, Jan. 27 (PIA) -- Some 27 former “militia ng bayan” members in Negros Oriental will receive P15,000 financial aid and livelihood assistance from the government under the Enhanced Comprehensive Livelihood Integration Program (ECLIP).

Members of the ECLIP Cluster of the Negros Oriental Task Force to End Local Communist Armed Conflict (NOTF ELCAC) convened on Jan. 25, 2021 to discuss preparations for the turnover of the cash aid to the said beneficiaries.

Philippine Army 302nd Infantry Brigade Commander Col. Leonardo Peña said the Militia ng Bayan are supporters of the alleged rebel-terrorist group New People’s Army (NPA) and serve as their “eyes and ears” in the barangay level.

Department of the Interior and Local Government (DILG) Cluster 2 Head and Officer in Charge Farrah Gentuya said DILG can provide up to P15,000 ca

sh assistance under ECLIP for former militia ng bayan members who want to return to the folds of law.

“We still have to plan it out kung kanus-a. Ang DSWD they also have other support. It’s livelihood assistance. Karon pa nato ma-final kung pila or if it’s in kind or financial ba ang ihatag nila (We will plan when will turn it over to them. The DSWD also have their livelihood support assistance. We will finalize how much can they provide or if it is given in kind or in cash),” Gentuya told reporters in an interview.

The council has initially set the turnover of the cash aid to the 27 former militia ng bayan members in the first week of February.

Meanwhile, Peña reiterated the call for people who turned against the government to leave the armed struggle.

“Ang intensyon namin sana is kung pwede magbalik look na lang sila tulad nitong mga magkakaroon ng benepisyo sa ECLIP (Our intention is to convince them to return to the folds of law just like what these beneficiaries of ECLIP did),” Peña said.

“Hinihimk namin na magbalik loob sa gobyerno para maging normal ang kanilang pamumuhay. Kung susundin nila ito ay magiging tawhay na ang ating pamayanan para sa tuloy-tuloy na pag-uswag nato (We encourage them to come to the government and live normal lives. BALER, Aurora, Jan. 27 (PIA) -- A former guerilla fighter voluntary surrendered to authorities in Aurora.

"Ka Totoy" is a former Vice CO of the Regional Yunit Guerilla and a resident of Baler town.

Police Regional Director PBGen. Valeriano De Leon shared that “Ka Totoy” turned-over one M16 rifle and one short magazine for M16A1 with three rounds of ammunition.

De Leon remarked that the continuous surrender of former rebels to the Philippine National Police and Armed Forces of the Philippines is a manifestation of the effectiveness of the whole-of-nation approach to end insurgency.

BALER, Aurora, Jan. 27 (PIA) -- Army 91st Infantry Battalion (91st IB) participated in the Serbisyo Caravan of the municipal government of Dingalan in barangay Ibona.

This is part of the Retooled Community Support Program that is anchored on President Duterte’s Executive Order No. 70 which is to End Local Communist Armed Conflict.

91st IB Commander Lt. Col. Reandrew Rubio said their unit together with the local government units, agencies, and partners for peace are united in delivering the needed service to the people.

“It is also our mandate to bring various services of the government closer to the villagers,” he stressed.

RCSP aims to address the community's identified issues by closing the governance, security, and development gaps; providing the community their needs; and ensuring sustained development and peace are promoted.

Rubio shared that 91st IB personnel provided security, personnel assistance, and various services.

“We offered a free haircut to a total of 57 individuals, 36 individuals benefited in the repair of appliances, 103 individuals got blood pressure examination and 350 individuals benefited from the feeding program,” the official said.

Meanwhile, a total of 842 individuals benefited from the services offered by the various offices of the municipal government namely Business One Stop Shop, Municipal Treasury Office, Municipal Agriculture’s Office, Assessors’ Office and Public Employment Services Office as well as national government agencies including Public Attorney’s Office, Department of Trade and Industry, Department of Environment and Natural Resources, Department of Agrarian Reform, Department of Social Welfare and Development and Philippine National Police.

"Building a strong partnership with various stakeholders, national government agencies, local government units, and the community through the delivery of much-needed basic social services are useful tools in ending the local armed conflict,” Rubio stressed. (CLJD/GLSB-PIA 3)

Incoming Armed Forces of the Philippines (AFP) chief-of-staff, Lt. Gen. Cirilito Sobejana, vowed to work harder to further professionalize the military.

"Let us work together to pursue a professional military that is always ready to protect the Filipino people and (secure) the country," he said in a message to reporters Wednesday night.

Sobejana also thanked President Rodrigo Duterte for the trust he gave him, adding that it is a "great honor" for him to be selected as the 55th AFP chief.

"I am deeply grateful for the trust given to me by our Commander-in-Chief, President Rodrigo Roa Duterte, to take on responsibility and ensuring that this great institution of ours will faithfully perform its duty in protecting the sovereignty of our country against internal and foreign threats," said Sobejana, incumbent commander of the Philippine Army (PA).

Sobejana will replace Gen. Gilbert Gapay, who will mandatorily retire from the service on February 4.

Edgard Arevalo, said Sobejana "epitomizes the finest in Filipino soldiery" by being awarded the Medal of Valor (MOV) —the highest military award that can be bestowed to a soldier for conspicuous and singular act of gallantry above and beyond the call of duty.

"He is the pride of PMA (Philippine Military Academy) “Hinirang” Class of 1987 — the class with the Medal of Valor recipients—and holds the distinction of being the first AFP Chief of Staff in 72 years who was awarded the MOV," he added.

Based on available military records, Arevalo said there are only three AFP chiefs who were awarded the MOV since the founding anniversary of the AFP on December 21, 1933.

"These were Maj. Gen. Paulino Santos, the 2nd Chief of the AFP from 6 May 1936 to 31 December 1938; followed by Maj. Gen. Mariano Castañeda, the 5th Chief of the AFP from 21 December 1948 to 28 May 1951. And then Lt. Gen. Cirilito Sobejana, the 55th Chief-of-Staff, AFP," Arevalo said.

He added that the MOV has been only awarded to 42 military officers and enlisted personnel since 1935.

Meanwhile, Philippine National Police (PNP) chief, Gen. Debold Sinas, also congratulated Sobejana who is his "mistah" (classmate) in the PMA.

"On behalf of the PNP and all alumni of the PMA “Hinirang” Class of 1987, I extend my warmest congratulations to PA commanding general, Lt. Gen. Cirilito Sobejana, on his designation as the 55th Chief of Staff of the AFP," he said.

Sinas said that Sobejana's "heroic exploits" on the battlefield should inspire the younger breed of military and police officers to emulate the incoming AFP chief's exemplary service that merited him the MOV.

"Gen. Sobejana brings with him the finest qualities of leadership to assume command of the AFP at this most critical point when the government is facing its greatest challenge and opportunity to end communist insurgency in the Philippines," he added.

The United States will defend the Philippines against any armed attacks in the Pacific, including in the contested South China Sea, State Secretary Antony Blinken said Thursday as he underscored the importance of the Mutual Defense Treaty (MDT) in the two nations' alliance.

The pledge was made during a call with Foreign Affairs Secretary Teodoro Locsin Jr., a day after Blinken's confirmation as America's top diplomat under the Biden administration.

"Secretary of State Antony J. Blinken spoke today with Philippine Secretary of Foreign Affairs Teodoro Locsin Jr. Secretary Blinken and Secretary Locsin reaffirmed that a strong US-Philippine alliance is vital to a free and open Indo-Pacific region,"
a readout from the State Department said.

Blinken cited the MDT's importance
"for the security of both nations, and its clear application to armed attacks against the Philippine armed forces, public vessels, or aircraft in the Pacific, which includes the South China Sea".

Blinken also rejected China’s maritime claims in the South China Sea "to the extent they exceed the maritime zones that China is permitted to claim" under international law.


"Blinken pledged to stand with Southeast Asian claimants in the face of PRC (People’s Republic of China) pressure," the statement further read.

"The two secretaries committed to continue building upon a relationship founded on shared strategic interests and history, democratic values, and strong people-to-people ties," it added.

Washington's policy on the disputed South China Sea is a continuation of the previous US administration's position to reject Beijing's vast claims under the nine-dash line, which was invalidated by the Permanent of Court of Arbitration.

Blinken's pledge to defend Manila against aggression in the region also comes amid a new China law that empowers the Chinese coast guard to fire on foreign vessels or individuals it deemed infringing upon its sovereignty.

On Wednesday, Locsin issued a diplomatic protest against the said legislation, citing the areas it may include in the South China Sea, where both China and the Philippines have contesting territorial claims.

Any armed attack on Philippine armed forces, public vessels, or aircraft in the South China Sea will trigger Article IV of the 1951 MDT.

Defense Secretary Delfin Lorenzana on Thursday has ordered the immediate relief of the intelligence chief of the Armed Forces of the Philippines (AFP) following the release of an erroneous list of New People's Army (NPA) communist terrorists killed by the military.

"I am relieving Maj. Gen. Alex Luna from his post as Deputy Chief-of-Staff for Intelligence, J-2, effective today (28 Jan 2021),"
Lorenzana said in a statement sent to reporters.


He added that the publication of an erroneous list of NPA rebels killed in military operations that came from Luna's office is an unforgivable lapse.

"His negligence only shows a lackadaisical attitude towards his job resulting in confusion and damage to reputation. We do not take these offenses lightly and I want to hold the people involved accountable," Lorenzana said.

The military earlier apologized to those who were inadvertently named in the list of students who joined the NPA and allegedly died or were captured.

The list was posted in the AFP Information Exchange Facebook account and has since been immediately taken down or deleted from its social media accounts.

"The Office of the J-7 (Civil-Military Operations) AFP is already conducting an internal investigation as to how the list got published. Personnel who are responsible will be held to account," the AFP earlier said.

The improvised explosive device (IED) that killed a motorist and wounded another in South Upi, Maguindanao on Tuesday bore the signature style of the terror group Bangsamoro Islamic Freedom Fighters (BIFF), the military here reported.

“This is the initial report from members of the military bomb disposal team who have helped their police counterparts in the post-blast investigation,” Lt. Col. Anhouvic Atilano, Army’s 6th Infantry Division spokesperson, said Wednesday.

The blast, triggered by an IED fashioned from an 81-mm. mortar projectile, killed motorcycle driver Alberto de los Santos, 51, and wounded his back rider, Loreto Palma Jr., 56, as they were passing Barangay Poblacion Romangaob in South Upi at about 5:45 a.m. Tuesday.

Another IED, fashioned out from a 105-mm. Howitzer ammunition was disarmed by military and police explosives ordnance disposal teams at about 10:30 a.m. during the clearing operation.

Following the blast, Atilano said additional military troopers were deployed to South Upi and neighboring North Upi town to protect the civilians.

“Troopers from the Army’s 57th Infantry Battalion have been sent to the area to augment added police forces also sent by the Police Regional Office - Bangsamoro Autonomous Region in Muslim Mindanao,” he said.

The same investigation by the military probe team pointed to a peace assembly by families locked in a land conflict in Barangay Kuya in South Upi as the target of the roadside bombs, Atilano said.

“The gathering was also set to be attended by local officials led by the town mayor,” he said.

In a separate interview, South Upi Mayor Reynalbert Insular said he believed that he was the target of the bomb attack.

"It is really possible as I was to facilitate the peace meeting,” he said.

On January 3, Insular survived an ambush perpetrated by armed men against his convoy in Barangay Pandan following a relief distribution in the conflict-affected village of Itaw in the same municipality.

Four relief workers of the local government unit were wounded in the incident.

The BIFF later claimed responsibility for the incident.

An improvised explosive device (IED) went off as a bus was approaching a passenger waiting shed in Tulunan, North Cotabato, at past noon Wednesday, leaving one dead and five others injured.

Police identified the fatality as 53-year-old Gina Paunon. Those injured were Ryan Panibayo, 28; Rodel Secur, 24; Kent Lloyd Sendero, 19; Eduard Odango; and Ritchie Pedroso, 32. They are all local residents.

Maj. Jun Napat, Tulunan town police chief, said the blast occurred at around 12:30 p.m. as a Yellow Bus Lines unit was about to make a stop at a waiting shed where the IED was believed to have been planted.

Napat said the victims were rushed to the Sorilla Medical Hospital some 50 meters away from the blast site. He said Paunon, a sidewalk vendor, died while undergoing treatment.

He clarified that the explosion was not inside the bus but at the roadside and was set off as the bus was about to park.

“All the bus passengers and the bus conductor are safe,” Napat said, quoting the bus driver whose name was not immediately known.

The YBL bus (body number 2988) had shrapnel marks on its side, and its front and rear tires were deflated.

The bus firm had been receiving extortion demand from unidentified men who threatened to set off bombs if their demands are ignored.

North Cotabato Governor Nancy Catamco immediately condemned the attack and called on police to conduct a manhunt against the perpetrators.

“This is a clear travesty of our laws and it is inhuman,” Catamco said. “We see this as another challenge to our efforts to maintain peace in our area."

Catamco implored North Cotabato residents to remain vigilant and support the security forces, even as she vowed to provide help to the victims.

In a statement, Vice Governor Emmylou Taliño-Mendoza also called on authorities "to speed up their investigation to identify and bring the perpetrators to justice."

"I would like to offer prayers and express sympathy to the family of the victims and wish speedy recovery for the wounded of the bomb explosion...This act of cowardice of some lawless elements is an act of terrorism, which I resolutely condemn," Mendoza added.

The Tulunan blast came two days after a powerful IED also went off in South Upi, Maguindanao which killed a motorist and injured another.

A second bomb rigged from a 105-howitzer explosive was defused by bomb experts on the same day.

A pack of dried marijuana was among those left behind by fleeing members of the communist terrorist group (CTG) after a 30-minute encounter with government soldiers in Sitio Langka, Barangay Danao, Leon, Iloilo on Tuesday.

The clash happened two days after the 61st Infantry Battalion (61IB) of the Philippine Army (PA)
clashed with members of the New People’s Army (NPA) from Sibat Platoon, Southern Front Komiteng Rehiyon–Panay at Sitio Tabionan, Barangay Bucari of the same town.

Lt. Col. Joel Benedict G. Batara, commanding officer of the 61IB, said that recoveries from the encounter site on Jan. 26 are “manifestations that members of the communist-terrorist group are not only doing terroristic activities but are also engaged in illegal drug activities”.

Apart from marijuana, the government forces recovered a homemade M79 with 12 rounds of 40mm ammunition, a hand grenade, anti-personnel landmine with 50 meters detonating cord, 62 rounds of 7.62mm ammunition, 15 backpacks, two cellular phones, one pocket Wi-Fi, a laptop, seven flash drives, a handheld radio, gas stove, and cooking utensils, based on the press statement from the 61IB on Wednesday.

Meanwhile, the Jan. 24 firefight, which lasted for about 20 minutes, resulted in the recovery of two anti-personnel landmines, detonator, wiring, burner, cooking pot, and subversive documents.


In both encounters, the 61IB responded to information coming from local residents about the presence of the rebels in their areas.

No casualty was reported from the government troops in both encounters.

"May the NPA fighters realize quickly that the battle they are fighting is neither for a principle nor will uplift their lives. The CPP-NPA is a terrorist group as magnified by the recovery of illegal marijuana in their belongings. Such possession can never justify their propaganda of fighting for the people. It can be easily assumed that they allow the destruction of their own men much more the destruction of this country and the Filipino people,” Batara said in the same press statement.

The Communist Party of the Philippines-New People's Army (CPP-NPA), which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A total of eight villages in this province and nearby Nueva Ecija have been declared cleared of insurgency.

This was disclosed during a meeting conducted on Wednesday by the Area Clearing Evaluation Team (ACET) composed of the Armed Forces of the Philippines, Philippine National Police, and local government units of Aurora and Nueva Ecija.


Col. Joseph Norwin D. Pasamonte, Deputy Brigade Commander of the Army’s 703rd Brigade, said the villages of Diteki, Dikapinisan, Ditumabo, L. Pimentel, and Dimanay in San Luis town, this province; Sawmill and Calabasa in Gabaldon town and San Fernando in Laur town, both in Nueva Ecija, have passed the deliberation and evaluation conducted by the ACET.

Pasamonte, who is also the ACET chairman, said the Communist Party of the Philippines-New Peoples’ Army (CPP-NPA) “is losing every square inch of position and influence in their hinterland strongholds where they seek refuge“.

The ACET meeting was also attended by 91st Infantry Battalion (IB) officers led by Lt. Col. Reandrew P. Rubio, Aurora Police Provincial Office led by Police Col. Julio S. Lizardo, Major Erwin Ferry of the Nueva Ecija Police Provincial Office, Gabaldon Mayor Jobby P. Emata, the local government unit (LGU) of San Luis represented by Ariel Albertein de Jesus, and barangay and Sangguniang Kabataan (SK) officials.

Rubio said villagers in the cleared barangays have considered the presence of the 91st IB helpful in bringing the services of the government, including security, peace and stability, to their areas.

Mayor Emata, for his part, thanked the men in uniform for their unwavering support and intensified efforts that led to the successful conduct of Community Support Program (CSP) in their respective communities.

During the event, other issues were also raised by barangay officials such as road construction, flood control project, and medical, educational, employment concerns, among others.

President Rodrigo Duterte has appointed Philippine Army commander Lt. Gen. Cirilito Sobejana as the next chief of the Armed Forces of the Philippines (AFP), Malacañang announced on Wednesday.

“The Palace confirms that LGEN Cirilito Sobejana will be the next Chief of Staff of the Armed Forces of the Philippines,” Presidential Spokesperson Harry Roque said in a statement sent to Palace reporters.

Sobejana is set to replace AFP chief-of-staff Gilbert Gapay who will reach the mandatory retirement age of 56 on Feb. 4.


Roque said the Palace believes in Sobejana’s competence to lead the AFP.

“We are confident that General Sobejana will continue to modernize our military and undertake reform initiatives to make the Armed Forces truly professional in its mandate as the protector of the people and the State,” he said.

Roque also wished Sobejana "all the best in his new tour of duty as we pray for his success.”

Sobejana, a member of the Philippine Military Academy “Hinirang Class” of 1987, is the commanding general of the Philippine Army since July last year.

He also commanded the Joint Task Force Sulu, the Maguindanao-based 6th Infantry Division, and the Western Mindanao Command.

Sobejana is also a recipient of the Medal of Valor, the country’s highest military award that is equivalent to the Congressional Medal of Honor of the United States.

He earned his Medal of Valor in 1995 after leading the fight with an estimated 150 Abu Sayyaf terrorists in Isabela town in Basilan despite sustaining crippling wounds in the encounter.


Meanwhile, the AFP welcomed Sobejana’s appointment as its next chief.

“Lt. Gen. Sobejana, the incumbent Commanding General of the Philippine Army, epitomizes the finest in Filipino soldiery. He earned the Medal of Valor (MOV)—the highest military award that can be bestowed to a soldier for conspicuous and singular act of gallantry above and beyond the call of duty,” military spokesperson, Marine Maj. Philippine National Police (PNP) chief Gen. Debold Sinas on Wednesday has ordered an investigation into the past activities of a slain police officer who had links with the terrorist Abu Sayyaf Group (ASG).

“We want to know the extent of his involvement with the terrorist organization and to further establish other linkages," Sinas said in a statement.

Citing reports from the PNP Intelligence Group (IG), Sinas said Staff Sgt. Jamiri Hawang Abraham alias "Jamz/Abz Salip Adzhar Alidjam" was killed in a police operation on Galvez Drive, Barangay Mampang, Zamboanga City at around 3:40 a.m. Wednesday.

Sinas said the operation was initiated by the elements of the IG, Police Regional Office 9, Special Action Force, Criminal Investigation Group, Integrity Monitoring and Enforcement Group, and the Explosive Ordnance Division (EOD)/K9 Group in Zamboanga.

The operation was conducted by virtue of a search warrant issued by the Zamboanga City Regional Trial Court (RTC) Branch 15 for illegal possession of explosives raps.

In his report, IG acting chief, Col. Warren de Leon said Abraham opened fire at the members of the search team that resulted in a brief shootout.

Abraham died of gunshot wounds at the Zamboanga City Medical Center.

Recovered from the suspect were several improvised explosive device (IED) components, two pistols, and an assault rifle.

Abraham, who is assigned at the City Drug Enforcement Unit of Zamboanga City Police Office, is listed in the 2019 Periodic Status Report of Terrorist Financing activities of the Abu Sayyaf Group-Dawlah Islamiya.

He had family ties with the late ASG sub-leaders Hatib Hajan Sawadjaan and Muammar Askali and another sub-leader Ben Quirino a.k.a. Ben Tatoh.


PNP-IG records also showed that he was involved in past kidnapping activities of the ASG under sub-leader Alhabsi Misaya in his hometown in Barangay Latih, Patikul, Sulu, a known stronghold of the terrorist group in the province.

Abraham was monitored to be in direct communication with ASG sub-leader Mundi Sawadjaan regarding the planned transport of IED from Sulu to Zamboanga.

The Department of Foreign Affairs (DFA) has issued a diplomatic protest over a new Chinese law that allows the China Coast Guard (CCG) to fire on a foreign vessel.

In a tweet on Wednesday, Foreign Affairs Secretary Teodoro Locsin Jr. said the specific law can be likened to a "verbal threat of war" to any state who would defy it.

"After reflection I fired a diplomatic protest. While enacting law is a sovereign prerogative, this one—given the area involved or for that matter the open South China Sea—is a verbal threat of war to any country that defies the law; which, if unchallenged, is submission to it," he said.

The said Chinese legislation, adopted on Jan. 23, empowers the CCG to "take all necessary measures, including the use of weapons" when a foreign vessel or individuals infringed upon its sovereignty, risking an escalation of tension in the contested South China Sea where Manila, Beijing and several Southeast Asian states are locked in a territorial dispute.

Despite a 2016 Arbitral Ruling disregarding China's nine-dash line over the South China Sea, the Asian superpower continues to claim almost 80 percent of the waters, including the Spratly Islands as its "inherent territory".

Asked for comment, security expert and president of the Philippine Association for Chinese Studies (PACS) Rommel Banlaoi said: "China is posturing".

Earlier, he said Manila should increase its presence in the contested waters and develop its capability to patrol the area.

If China fires from a disputed area, he said: "We can always challenge China legally when that situation occurs. But we need to develop deterrent capability to prevent China from doing so."

A former student of the Polytechnic University of the Philippines (PUP) in Sta. Mesa, Manila tagged some University of the Philippines (UP) professors in the recruitment of students into the Communist Party of the Philippine-New People’s Army (CPP-NPA).

In a press conference with some former CPP-NPA cadres at the National Press Club on Wednesday, Ivy Lyn Corpin alias “Ka Red”, a former youth rebel, bared the recruitment activities happening inside universities.


“Sa lahat ng state universities and colleges may recruitment na nangyayari sa buong bansa, pati sa mga private higher education institutions na eskwelahan ay may nagaganap na recruitment (Recruitment happens in all state universities and colleges in the country, and even in private higher education institutions),” Corpin said.

She said she was not aware of these schemes when she entered PUP in 2010.

All she was thinking of then was to focus on her studies and finish college since she’s a scholar in a state university.

She said she was keen on focusing on her studies that time and did not want to join protest actions inside the university.

On her first day in college, she said different militant groups were already conducting room-to-room campaigns in PUP to explain their organizations and advocacies.

This opened the doors for her recruitment into the Lakbay Cagayan Valley or Lakbay CV.

Lakbay CV, she said, is directly under the regional committee of the CPP-NPA that represents the youth sector inside the university.

UP profs behind recruitment

Corpin said they were also being handled by professors from UP Diliman and UP Manila.

“Ang humahawak sa’min ay mga professors ng UP Diliman at UP Manila kaya nung na-organize ako sa legal organization nung 2010, ginawa akong secretary general ng Lakas ng Kabataan para sa Lakbay CV bilang support group sa loob ng PUP (We were handled by professors from UP Diliman and Manila and when I got involved in 2010, I became secretary-general of the ‘Lakas ng Kabataan para sa Lakbay CV’ as support group inside PUP),” she said.

In July 27, 2011, she said she was recruited by another PUP student to the ‘Kabataang Makabayan’ (KM), which is an underground mass organization.

She said she was just brought inside a classroom in PUP where she was introduced to the KM that claimed to be a youth organization.

She then realized that Lakbay CV is a legal front organization that recruits students to support the armed struggle.

“Unti unti, dinahan-dahan nilang sabihin sa’kin na ito ay sumusuporta sa NPA, na balang araw, darating yung panahon na makakakita tayo ng talagang naglulunsad ng armadong pakikibaka para labanan niya at durugin at ang gobyerno (They told me that it supports the NPA, and that time will come that we will personally see and meet people involved in the armed struggle to defeat the government),” she said.

That same day, after introducing her to KM, Corpin said she was brought to the Faculty Center in UP Diliman where she met a UP professor.

Corpin said the orientation was done right inside the office of the UP professor, who also told her that KM is a “secret organization” and that no one should know about it.


She said she only came to see other members during underground meetings, lightning rallies, and consultations.

Corpin said after that day, she started frequenting UP Diliman where they will stay at the Sunken Garden or in waiting sheds where they would discuss The Communist Manifesto as if they were just doing some group studies.

In April 2012, she was invited by the same UP professors to be part of the ‘Kandidatong Kasapi’ or KK that also initiated her oath.

“After nila ako pasumpain, naglatag na sila ng parang flag na maliit ng CPP tapos may orientation na nakataas kamao kami na nanunumpa doon sa flag tapos mahinang-mahina lang na kinakanta namin yung internasyunal kasi nga baka marinig nung mga katabing rooms sa faculty (After the oath they placed a small CPP flag, then we had an orientation with our fist raised. We softly sang the hymn. We were careful so nobody would hear us in the next room),” Corpin said.

She was then introduced to the ‘Batayang Kurso ng Partido’ (BKP).

From that point, Corpin said she was tasked to conduct ideological, political and organizational (IPO) works and started recruting other youths from different universities.

During the press conference, Corpin was joined by other former rebels Rey Christian “Ka Nads” Sabado, and Joy James “Ka Amihan” Saguino.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
