A suspected New People’s Army (NPA) guerrilla was killed while two others were arrested in separate encounters in Bukidnon over the weekend.

The first encounter occurred in Barangay Baylanan in Talakag town on Friday, when troopers of the Army’s 1st Special Forces Battalion foiled a plot to destroy equipment used in a road construction project in the area, according to the Eastern Mindanao Command (Eastmincom).

The clash resulted in the death of a rebel and recovery of firearms and ammunition.

The following day, troopers of the Army’s 88th Infantry Battalion figured in a series of clashes with at least 10 rebels.

The firefight stemmed from information supplied by residents about the presence of a group of armed men in Barangay Laligan, Valencia City.

The firefight lasted 30 minutes and resulted in the arrest of alleged NPA rebels, identified as Romeo Campilan and Angelyn Naingue, and rescue of two minor combatants.


Troopers seized the suspects’ rifles, according to Eastmincom public information chief Maj. Alex Mindalano.

The military said the clashes showed that people in communities are fed up with the NPA’s continuing atrocities, and wanted their children protected from the rebels’ recruitment campaign.

Eastmincom chief Lt. Gen. Greg Almeros said the rescue of the minors showed the communist group’s desperation in strengthening its force by resorting to recruiting children.

“They have no regard for the lives of the children,” Almerol said.

Over the past few weeks, the world became a witness to the swift military takeover of Taliban forces in Afghanistan by overthrowing the ruling government as the United States pulled out its remaining forces after 20 years of their extended stay.

Harrowing scenes of evacuation at Kabul airport were flashed in traditional and social media as Afghans attempt to escape the Taliban’s rule.

As the Afghanistan government collapsed and the Taliban rose to power, concerns were raised as to how it will affect the rest of the world, including the Philippines which is also dealing with an insurgency problem.

The Taliban

To better understand how Taliban’s rise to power might affect the Philippines, one must understand who the Taliban are, why they want to control the Afghan government, and how they did it 20 years after being defeated by the United States military.

The word “Taliban” comes from Arabic word “talib” which means “students” or “seekers.” Founded by Mullah Mohammad Omar in the early 1990s, the Islamic militant group emerged as a force for social order in the southern Afghan province of Kandahar in 1994 and quickly subdued the local warlords who controlled the southern portion of Afghanistan.

The Taliban gained popular support among Afghanistan’s Pashtun ethnic group which enabled them to seize the capital, Kabul, and basically the entire country in 1996.

Taliban, Al-Qaeda, and US

In 2001, Taliban’s rule came to an end after the US military invaded Afghanistan to hunt down Osama bin Laden, a global terrorist leader who founded the Islamist international terrorist group Al-Qaeda.

On Sept. 11, 2001, Al-Qaeda carried out a series of terror attacks in the US which is now known as the infamous 9/11 attacks.

According to journalist Baker Atyani, of the Arab News, Al-Qaeda “operated training camps in Afghanistan” during the rule of Taliban. The militant group also allegedly “coddled” bin Laden prior to the terror attacks.

Apparently, the Taliban were able to build a “shadow government” even though the US invaded Afghanistan from 2001 until the American troops’ total pullout in August 2021.

“This is why they were able to quickly fill the vacuum in the government when the US troops left,” said Atyani, the last journalist to have interviewed bin Laden before the 9/11 attacks, during a webinar organized by non-government organization (NGO) Conflict Resolution Clinic on Saturday, Sept. 11, the 20th year anniversary of the 9/11 attacks.

Implication in regional security

In the Philippines, there were concerns that the rise of Taliban may embolden Islamic militant groups, particularly those situated in Mindanao, to escalate the insurgency situation in the country.

“What happened in Afghanistan has a certain parallelism with what’s happening down south in Mindanao,” said Department of National Defense (DND) spokesperson Arsenio Andolong, who served as one of the panel of reactors during the webinar.

Andolong, who emphasized that he was speaking as a panel reactor and not as a DND spokesperson, likened Taliban’s takeover of Afghanistan to attempts of militant groups and insurgents in southern Philippines to overthrow the government.

The Abu Sayyaf Group (ASG), Bangsamoro Islamic Freedom Fighters (BIFF), and Dawlah Islamiyah (DI) among others were reported to have links with Al-Qaeda, Taliban, and even the Islamic State (IS) either through financing, equipment sourcing, or training.

But Major Gen. Romeo Brawner Jr., commander of the 4th Infantry Division and a Marawi siege veteran, believes terrorists and insurgents in Mindanao “are really too far out” to be affected by the Taliban’s success.

“I don’t think we will be seeing that [Afghanistan-like situation],” he said during the webinar.

“For us in the AFP, we don’t see any red flags and we don’t see the armed groups here in the southern Philippines reacting in an adverse manner to the return of Taliban to power even if there is an external link to Al-Qaeda in the past,” he said.

“Right now, we are seeing that armed groups here in the Philippines don’t even receive the same amount of support that they got prior to the Marawi siege,” he said, referring to the 2017 siege perpetrated by the Lanao-based Maute terrorist group in collaboration with the ASG.

BARMM

Perhaps one of the “game-changers” in the Philippines’ insurgency problem was the government’s successful brokering of peace talks with the biggest Islamic militant groups in the country — the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF).

The results of the collaboration between the government and the MNLF and MILF were the Bangsamoro Organic Law (BOL) and the Bangsamoro Transition Authority (BTA) which created the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) [formerly Autonomous Region in Muslim Mindanao] in 2019.

“When this administration came into office, we organized the first BARMM. In essence, what happened is that we allowed the self-determination of our Muslim brothers down south,” said Andolong.

But the BARMM government is facing a dillema.

The BARMM leaders are requesting to extend the transition period for another three years. Such is a move opposed by the aspiring leaders in BARMM which could spark a new conflict.

“There is a move by the current leaders of the BARMM to extend the transition period for another three years. There is a resistance for aspiring leaders which are the other political leaders in the area,” Brawner admitted.

“There might be [conflict] on the side of MILF, some of leaders or elements ready to wreak havoc in case BTA is not extended,” he added.

Brawner said discussions are being done on the ground “in order to prevent any escalation of violence in the area.”

Moreover, Brawner stressed that the Afghanistan collapse proved the importance of investing in a professional military organization that is well-led, well-trained, well-equipped, and well-motivated.

“Your AFP is ready for any kind of violence that may take place,” he assured.

The Communist Party of the Philippines (CPP) expresses deepest sympathies to the workers, peasants and all the oppressed classes and sectors of Peru over the demise of revolutionary leader Manuel Rubén Abimael Guzmán Reynoso, the renowned Presidente Gonzalo, founder and leader of the Communist Party of Peru (PCP). Comrade Gonzalo died in prison at the age of 86.

We denounce the Peruvian government for having subjected Comrade Gonzalo to prolonged persecution through physical and mental torture since capturing him in 1992. He and his comrades were made to undergo repeated illegal trials. The reactionaries refused to heed the clamor to release him despite his nearly 30 years of imprisonment inside the fascist dungeons. His lifetime imprisonment was cruel and extreme punishment for having founded the PCP and initiated and led the people’s armed resistance against the reactionary ruling system in Peru and the fascist Fujimori regime. He is a martyr to the just revolutionary cause and struggle of the Peruvian people, especially the toiling masses of workers and peasants, for new democracy and the socialist cause.

While the CPP does not fully subscribe to the ideas propounded by Gonzalo and his followers, we believe he deserves recognition for his promotion and defense of Marxism-Leninism-Maoism. He gave the best years of his life and sacrificed for the proletariat and oppressed masses of Peru, and their aspirations for national and social liberation. During the 1980s, the Sendero Luminoso—the Shining Path—was one of the brightest stars of armed resistance around the world.

Comrade Gonzalo was emphatic about the indispensable role of the Communist Party, the people’s army and the united front, especially with the peasantry and the most progressive elements of the intelligentsia. He, however, made an overestimation by 1990 of the strength of the people’s army and the potential for urban uprisings. The PCP was also unable to use the united front to split the ranks of the middle bourgeoisie and reactionaries. It was only after Comrade Gonzalo’s capture that his party tried to avail of the full scale of the united front policy and tactics.

Gonzalo was the first to take initiative in using the term Maoism as a way of declaring higher appreciation for the great Mao Zedong and his epochal accomplishments, and acclaiming his theory and practice as third stage in the development of Marxist theory and practice.This stage is characterized by combatting the phenomenon and consequences of modern revisionism and employing the class struggle as the key to ensuring the defeat of imperialism and consolidating socialism.

Comrade Gonzalo tried his best to advance the people’s democratic revolution through people’s war in Peru and overcome all the obstacles put up by the reactionaries, revisionists and reformists. The efforts of the PCP to wage a new democratic revolution were indeed remarkable as these were carried out at a time that the Soviet revisionists were on the path of fully restoring capitalism and collapsing the Soviet Union and the Dengists counterrevolutionaries were frenziedly dismantling the socialist revolution and construction China in the 1980s.

The universality of Maoism on the primary basis of the theory and practice of continuing revolution under proletarian dictatorship to defend socialism and prevent the restoration of capitalism was declared by the CPP together with other communist parties on Mao Zedong’s centennial. Because of the setbacks of the socialist cause in China, we are still in the era of modern imperialism and the world proletarian revolution, with illumination provided in advance by Comrade Mao.

In the last four decades, anti-communism, modern revisionism, neocolonialism, neoliberalism, state terrorism and wars of aggression have been unleashed by US imperialism and its allies against the proletariat and people of the world. But all these monstrosities have failed to prevent the rapid worsening of the crisis of the world capitalist system. Anti-imperialist and democratic mass struggles of various forms are surging all over the world. They signal the resurgence of the world proletarian revolution.

Let the contributions and memory of Gonzalo in their due measure and his boundless revolutionary zeal serve as inspiration to the oppressed and exploited masses of Peru and the world. The Peruvian proletarian revolutionaries will undoubtedly take the opportunity to strengthen their party and fortify their leadership of the revolutionary armed struggle and united front, drawing lessons from their past experience, overcoming their shortcomings and errors, and building on their strengths and the support of the people.

The Communist Party of the Philippines (CPP) today joins the American people in remembering the thousands who perished in the deadly airplane crash attacks on the World Trade Center towers in New York and other locations in the United States on September 11, 2001. The CPP reaffirms its condemnation of those acts of terrorism which unleashed violence aimed at countless civilian lives.

The Bush government immediately pointed its fingers on Osama Bin Laden and the al-Qaeda group who were once themselves allied and served US wars of intervention in Afghanistan and the Middle East countries. They were once mujahideen recruits armed and trained by the US Central Intelligence Agency and armed forces to carry out armed attacks against Soviet forces in Afghanistan in the 1980s. The attacks in New York are portrayed as retaliation for the US wars of intervention and aggression against countries in the Middle East and Central Asia.

The acts of terror of September 11, 2001 marked the start of a bigger and more vicious war of terror mounted by the US imperialists across the globe. It used 9/11 and its declared aim of “homeland security” as justification to heighten repression and the erosion of the American people’s democratic rights, and mount a global war of terror and military interventions that wreaked havoc on the lives of millions of people around the world and undermined the sovereignty of scores of nations.

Under the Homeland Security Act of 2002, the American people were placed by the monopoly capitalists under a draconian state characterized by government overreach, militarized police, mass electronic and drone surveillance, police abuses and other repressive acts and measures which subjected democratic rights to limits of “security.” The US fomented Islamophobia and racial profiling which targeted Muslims, as well as foreign nationals and immigrants.

Over the past 20 years, the US government has spent close to US$950 billion for “homeland security” to militarize and heighten surveillance systems on borders; arm the police with military equipment such as automatic weapons, tanks and drones; strengthen cybersecurity and raise the capacity on collection of data and information; and fund its secret service among others.

“Homeland security” has become equated with invasion of privacy, infiltration of communities, surveillance on political parties, SWAT raids, violent repression of protests and war against immigrants and refugees. Domestic law enforcement in the US is heavily biased against immigration offenses. Immigrants and Blacks suffer the brunt of police repression and violence.

On the heels of the 9/11 attacks, the US imperialist war hawks pushed the USA PATRIOT ACT of 2001 (An Act to deter and punish terrorist acts in the United States and across the globe, to enhance law enforcement investigatory tools, and for other purposes) which served as legal cover for mounting a global war of terror and unleashing unprecedented wars of intervention and aggression, and the exercise of unilateralism and American exceptionalism. The US imperialists arrested and extradited hundreds of “terror suspects,” including children, and imprisoned them in the US military base in Guantanamo Bay where they were subjected to the worst forms of torture (called “enhanced interrogation techniques”), inhumane treatment, illegitimate military trials, and murder by apparent suicide.

The US has spent an estimated US$7.18 trillion in various wars since 2001, including US$1.9 trillion specifically for Overseas Contingency Operations, or counter-terrorism operations. The US maintains at least 750 military bases in 80 foreign countries with 220,000 troops stationed permanently abroad.

The US has since carried “counterterror operations” in at least 85 countries—from surveillance, drone surveillance and strike operations, to commitment of troops in combat operations and wars of aggression. Estimates put the number of lives lost at 900,000 as a consequence of US wars since 2001, and the displacement of 37 million people.

It invaded and occupied Afghanistan purportedly to “capture” Osama Bin Laden despite the Taliban government’s offer to surrender him to a third party country if the US could provide proof of his guilt in the 9/11 attacks. It deployed hundreds of thousands of troops to quell the armed resistance of the Taliban and other groups. It spent $US2.3 trillion to fund its invasion and counterinsurgency operations. At least 47,000 Afghan civilians and 24,000 Pakistanis were killed in the course of the US invasion and occupation of Afghanistan.

In 2003, the US imperialists invaded and occupied Iraq and continues to maintain large military contingents to prop up its client-state. It has used Iraq as a base for its military operations in the Middle East including mounting air strikes against Syria and undermining the sovereignty of Iran. It has also armed Saudi Arabia in its relentless bombing of Yemen and extended foreign military funding to Israel which has subjected Palestine to air raids and military aggression.

The US has carried out bombing raids and armed drone strikes in Afghanistan, Pakistan, Somalia and other countries. It has carried out overseas assassination operations including the killing of the Iraqi military commander while in Iraq, the failed drone assassination of the Venezuelan president Maduro. It has provided tyrannical regimes with military equipment and drone systems to suppress their people.
Over the past twenty years, there has been an unprecedented growth of the US military-industrial complex, including arms manufacturers and private military contractors, funded by the American people’s money. The US is the biggest exporter of arms, more than the combined arms exports of Russia, France, Spain, Germany, South Korea and Italy. The US also maintains the biggest stockpile of nuclear weapons and has invested US$1.5 trillion to keep these weapons in service. Billions of dollars are being spent to develop more weapons using nuclear and hypersonic technologies.

Since 2001, the US has regarded the Philippines as its “second front” in its global war on terror. It has maintained hundreds of military personnel in various military bases across the country. After the expiration of “Operation Enduring Freedom-Philippines,” the US initiated the “Operation Pacific Eagle-Philippines” in 2017 as a “named operation” that receives a regular amount of funding from the US State Department. In exchange for US military aid, the reactionary Philippine government enacted in 2007 the draconian Human Security Act, recently amended as the Anti-Terrorism Law of 2020, which undermines basic democratic rights and is now being used as a weapon for intimidation and suppression. The US imperialists are behind the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) that was conceived in line with the US Counterinsurgency Manual.

The US military is the biggest arms supplier of the Armed Forces of the Philippines (AFP) and has recently provided the Duterte regime with surveillance drones, FA-50 jet fighters, howitzers, 500-lb bombs, machine guns, artillery shells, automatic weapons and other firearms which are being used in the campaign of suppression. American troops directly participated in combat operations especially in Sulu and other parts of Western Mindanao and are involved in the killing of civilians. US military officers supervised and guided AFP troops in using US-supplied weapons in the bombing campaign which pulverized Marawi City in 2017. US-supported drone surveillance and aerial bombing campaigns unleash terror and cause massive trauma among the rural population where these are disproportionately being used against guerrilla units of the New People’s Army.

The US imperialist global war on terror has been carried out by the US to strengthen and expand its hegemony in the Middle East and across the globe to protect and promote the interests of big American corporations and expand its spheres of influence and investment and sources of raw materials. Indeed, US imperialism is the world’s number one terrorist.

Despite its recent defeat in the 20-year war of occupation of Afghanistan, the US imperialists have no plans to put an end to its endless wars across the globe. US President Biden declared recently plans to continue striking Afghanistan with drones and other over-the-horizon weapons in utter contempt of the Afghan people’s national sovereignty.

The past 20 years is a continuum of the US policy of waging war in line with US economic interests and geopolitical strategy which has seen numerous wars initiated by the US military since the end of the second World War—from Vietnam to Kosovo, to Kuwait and Iraq, from the Middle East to the African continent, resulting in the massive loss of lives, destruction of property, socioeconomic crisis and outright violations of national sovereignty.

The oppressed and exploited people around the world, including the American people, must firmly stand up and demand an end to the US global war of terror, and an end to its policy of waging endless wars around the world. They must demand the dismantling of US military bases around the world, the abrogation of one-sided military treaties, an end to foreign military support for oppressive regimes, US military intervention, overseas military operations, and drone warfare being conducted by the US in different parts of the world.

NSFA, Panacan, Davao City – Team Eastern Mindanao Command (EastMinCom) under the leadership of Commander Lieutenant General Greg T Almerol has put the New People’s Army (NPA) at a disadvantaged in the recent skirmishes in Talakag and Valencia City on September 9 and 10, respectively, which resulted to the death of a rebel, arrest of four more including two minor combatants.

EastMinCom’s 88th Infantry Battalion (88th IB) figured in a series of clashes against 10 armed NPA rebels belonging to Platoon Bagsik, Guerrilla Front Malayag, Sub-Regional Committee-2, North Central Mindanao Regional Committee (NCMRC) headed by alias DR following a tip from concerned citizens which prompted the troops to track down their hide-outs at deserted area of Purok 10, Sitio Narulang, Barangay Laligan Valencia City on September 10, 2021.

The firefight lasted for around 30 minutes which resulted in the arrest of two NPA members identified as Romeo Campilan alias June and Angelyn Naingue alias Inday and rescue of two minor combatants identified as alias RK, 15, and Jason, 17. Troops also seized their firearms composed of three (3) M16 Rifles and three (3) AR15 Rifles.

Meanwhile, the 1st Special Forces Battalion (1SFBn) successfully prevented the NPA’s plan to destroy the equipment of 524th Engineering Brigade in the construction of a road project in Barangay Baylanan, Talakag, Bukidnon on September 9, 2021.

The 1SFBn encountered around 20 members of Guerilla Front 68B of the Sub-Regional Committee 4 of the NCMRC at Sitio Piglacogan, Barangay Tikalaan, Talakag, Bukidnon which led to the death of 1 rebel and the seizure of an M16 Rifle, a 9MM Barrette, and two (2) rifle grenades.

Lieutenant General Almerol said that these clashes send a strong statement that the people are already fed up of the NPA’s continued atrocities in their communities, therefore making them more participative in the military’s campaign to end the communist insurgency by reporting suspicious men and activities.

The EastMinCom Commander also said that the parents’ drive to protect their children from the NPA’s recruitment schemes and deceptive tactics make them more eager to participate especially that it is now made known to the public that the NPA is desperate enough to recruit children to become combatants.

The troops’ recent rescue of combatant minors only shows the NPA’s desperate recruitment of innocent children to the armed struggle. They have no regard for the lives of minors and is a clear violation of the International Humanitarian Law.

Moreover, Lieutenant General Almerol said that the NPA’s atrocious acts only prove that it is anti-family and development because it continues to recruit minors and destroy government developmental projects.

In a statement, Lieutenant General Almerol said, “I enjoin the remaining NPA members and leaders to embrace the government’s sincere offer to help them start a new life through the Enhanced Comprehensive Local Integration Program (ECLIP). We do not want anymore bloodshed and through ECLIP, we can help you to live a better life.”

Lieutenant General Almerol stressed that Team EastMinCom will not stop until the communist insurgency comes to an end and intents to finish the job by 2022 before the end President Rodrigo Roa Duterte’s term.

MARAMAG, BUKIDNON – Combined elements of 88th Infantry ‘MARINGAL’ Battalion and 2nd Scout Ranger Battalion recovered six (6) High Powered Firearms (HPFAs) and captured four (4) Communist NPA Terrorist of Platoon Bagsik, Guerrilla Front Malayag of the Sub-Regional Command 2 (SRC2) of the North Central Mindanao Regional Committee (NCMRC) under Dante Cuyos @DR in a thirty – minute gunfight that transpired at forested area of Purok 10, Sitio Narulang, Barangay Laligan, Valencia City, Bukidnon around 7 O’clock in the morning, September 10, 2021.

The strike operation launched by 88IB is in response from an information that the said armed group is in the vicinity to extort money from the people of the said community.

Lieutenant Colonel Christian James P Vingno, Commanding Officer of 88IB, lauded the act of the people who provided timely and accurate information of enemy presence to the government forces. “Nagasalamat ko sa kooperasyon sa katawhang masa pinaagi sa paghatag sa report sa presensya sa armadong NPA nga miresulta sa malampusong operasyon.” This is also a clear manifestation that the NPAs are not welcome in this already peaceful and insurgent-free community.

Initial investigation conducted by the intelligence office of 88IB revealed that two (2) of the four (4) captured rebels are minors. They are currently in the care of the City Social Welfare and Development Office (CSWDO) of Valencia City. Likewise, appropriate criminal charges are being prepared for the filing of cases to the other captured rebels.

Lieutenant Colonel Christian James P Vingno, in his statement said, “The comprehensive conduct of Community Support Program (CSP) and intel driven Intensified Military Operation (IMO) by the personnel of 88IB in the CTG guerilla zones and bases respectively coupled with the full support of the community have been instrumental in the rapid disintegration and destruction of the NPA formation in our area of operation. I strongly deplore the CNTs act of recruiting minors to be combatants. This is a clear violation of International Humanitarian Law (IHL). Once again to the remaining members of NPA terrorist, it’s not too late, leave the armed struggle and return to the folds of the law, start a new life and live peacefully with your family.”

It can be recalled that on September 8, 2021, an armed encounter also transpired at the forested area of Barangay Mabuhay, San Fernando Bukidnon between the combined troops of 88IB against more less 20 CTGs under Ramil Banawan @Migs/Edukaw/Kim/Aliwas which resulted of 4 NPAs killed, 10 captured and 16 high-powered firearms recovered.

CAMP EVANGELISTA, Cagayan de Oro City – the 4th Infantry (Diamond) Division scored big anew against the CPP-NPA Terrorists (CNTs) after another four (4) CNTs were captured including two (2) minors, one (1) CNT was killed, and eight (8) firearms were seized in a series of armed clashes on September 9 and 10, 2021 in Talakag and Valencia City, respectively, all of Bukidnon province.

Brig. Gen. Ferdinand T Barandon, the 403rd Brigade Commander, who has operational jurisdiction of Bukidnon province, confirmed that a series of firefights erupted in Talakag and Valencia City after the decisive engagement of 88IB against the CNTs in Brgy Mabuhay, San Fernando, Bukidnon last September 8, 2021.

Aided by tip-offs from civilians, the government troops delivered another defeat to the CNTs in Bukidnon when their temporary hideouts were tracked and overran resulting in 2 clashes.


“At around 7:00 AM yesterday, troops of 88IB under the leadership of Lt. Col. James Christian Vingno, figured in another encounter against more or less 10 CNTs under alias DR of Platoon Bagsik, GF Malayag, SRC2, NCMRC at a forested area of Purok 10, So Narulang, Brgy Laligan, Valencia City, Bukidnon”, BGen. Barandon said.

BGen. Barandon also said that
a 30-minute firefight transpired resulting in the capture of 4 CNTs including 2 minors, alias RK and Jason, aged 15 and 17 yrs, respectively. Also seized are 3 M16 Rifles and 3 AR15 Rifles.


“We thank the civilians who voluntarily and actively participated in our fight against the Communist Terrorist Group by relaying timely information. Without their help, these terrorists will still roam freely and continuously threaten the peace in our communities”, BGen. Barandon added.

Meanwhile, the 1st Special Forces Battalion (1SFBn) under the operational control of 403rd Brigade of the 4ID averted a planned attack against the personnel and equipment of the 524th Engineering Brigade that are constructing a road project for the benefit of the residents in Brgy Baylanan, Talakag, Bukidnon.

The 1SFBn encountered more or less 20 CNTs under Guerilla Front 68B of the Sub-Regional Committee 4 of the NCMRC at So. Piglacogan, Brgy Tikalaan, Talakag, Bukidnon that resulted in the killing of 1 CNT, and seizure of 1 M16 Rifle, 1 9MM Barrette and 2 rifle grenades.

In his statement, Maj. Gen. Romeo S Brawner Jr., Commander of the 4ID, said that he was once again saddened by the unfortunate loss of life and at the same time alarmed especially that there were minors involved. He also appealed to the LGU officials to extend assistance to the captured and dead NPAs including their families.

“Naghihinayang tayo sa mga buhay na nawala dahil sa walang katuturang idolohiya na sinusulong ng teroristang CPP-NPA-NDF lalo na may mga menor de edad na nagagamit at nababawela ang karapatang pantao. Sila man ay kalaban ng pamahalaan, hindi natin maikakaila na biktima lang din sila sa mga pagmamanipula at panloloko ng mga kumunistang CPP-NPA-NDF”, Maj. Gen. Brawner said.

He added that the Army will not allow the CNTs to continue deceiving the people. The Army’s presence in the communities is due to the continuous presence of the NPA conducting extortion and in order to shield them from the threat brought by the CNTs.

“Nananawagan po tayo sa mga mamamayan na kung merun silang nalalaman na sugatang NPA o meron po silang nalalamang NPA na nagtatago pagkatapos nitong ilang beses na sagupaan sa Bukidnon, sabihan po sila na huwag po silang matakot. Isangguni po sila sa mga opisyales ng barangay upang maalalayan at maihatid sa aming pinakamalapit na kampo sa inyung lugar. Sisiguraduhain po namin ang inyung kaligtasan, gagamutin at aalagaan po namin kayo at bibigyan ng bagong mga oportunidad kasama ang inyung pamilya”, MGen. Brawner Jr added.

SAGAY CITY, Negros Occidental — Remains of an NPA rebel who died in an encounter with government troops last August 20 was finally laid to rest in a Public Cemetery of Silay City on Saturday, September 11, at around 10 in the afternoon.

The Philippine Army’s 79th Infantry “Masaligan” Battalion, 3ID, PA; Silay City PNP and with the support of the Local Government Unit of Silay City have given a decent burial to @Pabling, one of the two (2) NPA rebels who was retrieved by the troops at the clash site in Hacienda Raymunda, Brgy Kapitan Ramon after he was abandoned by their fleeing NPA comrades.

Lieutenant Colonel J-jay T Javines, Commanding Officer of 79IB said that “the burial was arranged after none of the relatives or family members of @Pabling have turned up to claim his cadaver despite relentless information dissemination. Only the cadaver of a female combatant identified as Kerima Lorena Tariman @Ella was claimed by her family”.

“Unlike the Communist NPA Terrorists (CNTs) who just leave their dead comrade behind, your Philippine Army will always respect everybody’s right to a decent burial. @Pabling died fighting for a wrong cause, but still, he is a fellow Filipino that deserves respect and humane treatment. We thank Mayor Mark Andrew Arthur Golez of Silay City for his support in order that this effort will be materialized. Nonetheless, this incident should serve as a caveat to the remaining CNTs. Abandon the armed struggle, lay down your arms and choose the path towards peace for sooner or later, the long arms of justice will come unto you and you will suffer the same fate as that of @Pabling; left behind and abandoned to his grave,” Lt.Col. Javines added.

CAMP EVANGELISTA, Cagayan de Oro City – The CPP-NPA-NDF continues to violate children’s rights after the 88th Infantry Battalion captured three (3) child-soldiers in an encounter against more or less twenty (20) CNTs of Platoon 1 of Guerilla Front Malayag of the Sub Regional Committee 2 (SRC2) of the North Central Mindanao Regional Committee (NCMRC) on September 8, 2021 at the forested area in Brgy Mabuhay, San Fernando, Bukidnon.

The 4ID is officially correcting today its pronouncement on Wednesday on the exact number of the captured CNTs including the ‘rescued’ child-soldiers. There were 10 captured CNTs instead of 9 as announced yesterday in a press conference. 6 are males and 4 are females, wherein 3 are minor and 7 are IPs. 2 of them were wounded during the clash.

Through the assistance of Ms. Rebecca C. Marva, Municipal Social Welfare and Development Officer of San Fernanado, Bukidnon, the 3 child-soldiers were identified as alias Jef, male, 11 yrs old; alias Taburok, female, 17 yrs old; and alias Daniel, male who is also believed to be under 18 yrs old but still for confirmation due to the unavailability of his birth certificate”.

Maj. Gen. Romeo S. Brawner Jr., the Commander of the 4th Infantry (Diamond) Division, have decried the NPA’s wanton violation of the children’s human rights and the International Humanitarian Law in recruiting minors and without regret dragged them to join the armed struggle.

He said that the child-soldiers are fortunate that government troops have caught them as they were eventually rescued from the violent path and exploitation of the CNTs utilizing them for a violent cause even at their young age.

“The NPA allowing minors to be with the group of armed men have clearly disregarded the safety and welfare of the children. Instead of protecting them, let them go to school and enjoy their childhood, the NPA tramples children’s rights by continuing to recruit minors who they can easily take advantage of and who are easily swayed by their false promises to join their senseless cause”, MGen. Brawner Jr. said.

Republic Act 11188, the “Special Protection of Children in Situations of Armed Conflict Act,” declares children as “zones of peace,” aimed at protecting children in situations of armed conflict from all forms of abuse and violence such as recruiting children into government armed forces and other armed groups.

Moreover, conscripting, enlisting or recruiting children under the age of eighteen (18) years into an armed force or group other than the national armed forces and using children under the age of eighteen (18) years to participate actively in hostilities is a crime under Paragraph 24, Section 4C, Article 3 of the IHL act.

“We must all condemn the NPA’s blatant violation of children’s rights. These minors were deceived and manipulated, we can prevent the NPA’s recruitment by monitoring the activities of our children and teaching them to be wary and vigilant against CNT and their front organizations”, Maj. Gen. Brawner Jr added.

Alias Taburok, an IP and among the 3 child-soldiers, revealed that they were all relatives of NPA members. She also disclosed that a certain alias Daligas who was killed in an encounter sometime in 2020 was his uncle. According to her, she was invited by his uncle for a visit only but was not anymore allowed to return home and then underwent teach-ins and eventually became an NPA member for 2yrs.

Meanwhile, surrendered and ‘rescued’ child-soldiers within the 4ID AOR in Northern Mindanao and Caraga region have already reached to 62 as per record as of this date.

The LGU of San Fernando thru the MSWDO have provided the captured CNTs to include the child-soldiers fresh clothing, food packs and other basic necessities while only 1 wounded NPA is in the hospital and already out of grave danger and in stable condition.

The Philippines and the United States have agreed to work on stronger maritime cooperation amid the shadow of China's more aggressive operations in the West Philippine Sea.

Defense Secretary Delfin Lorenzana and US Defense Secretary Lloyd Austin discussed this during a bilateral meeting in Washington D.C. on Friday, September 10.

"Both sides agreed to work on a bilateral maritime framework that advances cooperation in the maritime domain, and to resume projects in approved Enhanced Defense Cooperation Agreement (EDCA) locations in the Philippines," the Philippines' Department of National Defense (DND) said in a statement on Saturday.

Both defense chiefs discussed "developments in the South China sea," said the statement.

"Secretary Austin reaffirmed the US’ commitments to the Philippines under the Mutual Defense Treaty," said the statement.

Lorenzana said in a statement on Saturday, September 11, that they dicussed their "commitment to further enhance our nations’ alliance."

"We both agreed on a strengthened defense relations and bilateral ties," he added.

While in Washington, Lorenzana said the Philippines will ignore a newly-passed Chinese maritime law which mandates foreign vessels in the South China Sea to "report their detailed information."

“Our stand on that is we do not honor those laws by the Chinese within the West Philippine Sea because we consider that we have the sovereign right within this waters,” Lorenzana said on September 8.

Chinese ships continue to be spotted in Philippine waters, as the Duterte government fumbles on a strategy to enforce a historic international tribunal ruling that invalidated China's nine-dash line claim.

President Rodrigo Duterte has also decided to keep the Visiting Forces Agreement (VFA) with the US over a year since he ordered its termination after the US canceled the visa of his drug war architect, Senator Ronald "Bato" Dela Rosa.

The VFA was an affirmation of the two countries' obligations under the Mutual Defense Treaty (MDT) signed in 1951.

"The two Secretaries also agreed to convene the Bilateral Strategic Dialogue (BSD) to further discuss shared priorities for the alliance, and encouraged their respective armed forces to sustain cooperation under the Mutual Defense Board-Security Engagement Board (MDB-SEB)," said the DND statement.

After nine years in the mountains, a member of the New People’s Army (NPA) surrendered.

The 29-year-old Rey of Iloilo province yielded to the Hamtic, Antique police station, Provincial Intelligence Unit of the Antique Police Provincial Office and the Regional Intelligence Division of the Police Regional Office 6 (PRO-6).

He was picked up by the police and military in Barangay Poblacion 3, Hamtic on Sept. 4. He surrendered a .38 revolver too.

Rey served as the NPA’s cook for nine years under Squad 1, Suyak Platoon of Southern Front Committee (SFC) of Komiteng Rehiyon Panay, led by Ka Joven Ceralvo alias “Lex”.

They were reportedly operating in Miag-ao, Igbaras and San Joaquin towns in Iloilo province and Hamtic.


In April 16, 2013, Rey said he was recruited by one “Ka Inday” to work at a construction site. However, he ended up joining the rebel group.

According to Rey, sometime in March 2019 he decided to leave the group; he could no longer bear hiding in the mountains without sufficient food, sleep and peace of mind.


“He is now under debriefing and will be facilitated for assistance under the government’s Enhanced Comprehensive Local Integration Program,” said PRO-6 spokesperson Police Lieutenant Colonel Armel Solis.

The surrender of Rey was a result of community-based programs and activities relative to the implementation of Executive Order No. 70, providing for a Whole-of-Nation approach in defeating the Local Communist Terrorist Groups, said Solis.

Community support programs of the police and army were also a factor.

“We encourage more rebels to surrender and avail themselves of government programs,” Solis said.

THE military reported that former members of the New People’s Army who were organized into eight people’s associations in Paquibato and Marilog Districts on September 3 received cash incentives under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (Tupad) program of the government.

The report said 181 individuals received about P700,000 worth of cash and other forms of assistance as they start to assimilate themselves into the society.

First Lieut. Gen Adrian Gautane, 27th Infantry Battalion Civil-Military Operations officer, said
the beneficiaries were former rebels and their supporters.


The implementation of the program was a collaboration among the city government, the military and other government agencies.

The beneficiaries were the participants of the three-day peace-building seminar aimed at helping them start their lives after spending time with the rebel movement.

The program is part of the government mechanisms specified in the Executive Order 70 or the order to end local armed conflict with the Communist.

The beneficiaries, who received P3,960 each, are members of Kialao Farmer’s Association, Kamanyan-Riverside Farmer’s Association, Salindua Farmer’s Association, Meluya Farmer’s Association, Magwasay Farmer’s Association, Pandaitan Farmer’s Association, Paradise Embac Farmers Association, and San Miguel Farmers Association from Paquibato and Marilog Districts.

An Army soldier and a member of the New People’s Army who both died in an encounter on Aug. 20 in Brgy. Kapitan Ramon, Silay City, Negros Occidental, were simultaneously buried on Sept. 11.

While the late PFC Christopher Alada was accorded with a traditional 21-gun salute during his burial at a public cemetery in Badiangan, Iloilo, in honor of his ultimate sacrifice for the maintenance of peace and order in Negros,
the unclaimed cadaver of a certain Ka Pabling, was also laid to rest by the 79th Infantry Battalion at a public cemetery in Silay City, Negros Occidental.


Lt. Col. J-Jay Javines, 79IB commander, yesterday said that they salute the patriotism and heroism of Alada, for his commitment and dedicated service to the Philippine Army, and the country as a whole. Rest assured that your sacrifices will never be put in vain as we vow to be more relentless in our effort to end the local armed conflict in Northern Negros,” Javines said.

On the other hand, Ka Pabling was given a decent burial by the 79IB, after no one among his family members came out, to claim his cadaver, which was abandoned by his fleeing comrades at the encounter site, Javines also said.

The other slain rebel identified as Kerima Lorena Tariman, alias Ella, who was tagged by the military as secretary of the Northern Negros Front of New People’s Army, however, was claimed by her father, Pablo.

Her cremated remains were brought by her father and son to Albay in Bicol region.


Brig. Gen. Inocencio Pasaporte, 303rd Infantry Brigade commander, revealed that Tariman and her husband, who is now occupying key position at the Komiteng Rehiyonal- Negros/Cebu/Bohol/Siquijor, were both deployed in Negros Island, to help rebuild the dismantled guerilla fronts.

Unlike the CPP-NPA who just leave their dead comrade behind, Javines said that the Philippine Army will always respect everybody’s right to a decent burial, stressing that Ka Pabling died fighting for a wrong cause.

Yet he is still a fellow Filipino that deserves respect and humane treatment, Javines further said, as he also thanked Silay City Mark Andrew Arthur Golez for his support in giving a decent burial to the slain rebel.

He reiterated his call for the rebel remnants in northern Negros to abandon the armed struggle, in order to avoid the fate of Ka Pabling, who was left behind and abandoned to his grave.

The three minors were among the 10 captured NPA rebels during an armed encounter between soldiers of the 88th Infantry Battalion and more or less 20 guerrillas belonging to the Platoon 1 of Guerilla Front Malayag of the Sub Regional Committee 2 of the North Central Mindanao Regional Committee in a forested area in Barangay Mabuhay.

Enlisting or recruiting children under the age of 18 years into an armed force or group other than the national armed forces and using children under the age of 18 years to participate actively in hostilities is a crime under Paragraph 24, Section 4C, Article 3 of the IHL act.

“We must all condemn the NPA’s blatant violation of children’s rights. These minors were deceived and manipulated, we can prevent the NPA’s recruitment by monitoring the activities of our children and teaching them to be wary and vigilant against CNT and their front organizations”, Maj. Gen. Brawner Jr added.

The 4ID, in a press release Saturday, clarified that 10 rebels were captured instead of nine as earlier reported. Of the 10, 6 are males and 4 are females, including the three minors and seven indigenous peoples (IPs).

The report added that two of the 10 were wounded during the clash. One of the wounded rebels is now in stable condition in a hospital while the other one was turned over to the local police.

Through the assistance of Rebecca C. Marva, Municipal Social Welfare and Development Officer of San Fernanado, Bukidnon, the 3 child-soldiers were identified as: alias Jef, male, 11; alias Taburok, female, 17; and alias Daniel, male, believed to be under 18.

The age of alias Daniel has yet to be confirmed due to the unavailability of his birth certificate.

Alias Taburok, an IP, said they are all relatives of NPA members.

She added that a certain alias Daligas, who was killed in an encounter sometime in 2020, was his uncle.

She claimed to have been invited by his uncle for a visit in an NPA lair only but was no longer allowed to return home; underwent teach-ins and eventually became an NPA member for two years.


To date, the number of surrendered and ‘rescued’ child-soldiers within the 4ID area of responsibility in Northern Mindanao and Caraga regions has reached 62.

The local government of San Fernando, through the MSWDO, provided the captured NPA rebels, including the three minors, with fresh clothing, food packs, and other basic necessities.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA.

A non-government organization linked to the New People's Army (NPA) has been accused of shortchanging farmers in Carigara, Leyte.

Former members of the Leyte Center for Development, Inc. (LCDE) reported to the Philippine Army that despite a huge amount poured in for post-Super Typhoon Yolanda recovery in 2013, they received barely enough help to rebuild their lives after the disaster.


"The farmers felt aggrieved that the organization merely used them to generate funds from humanitarian aid agencies and other donors," the Army's 802nd Infantry Brigade said in a statement on Saturday.

They complained that the few farm pieces of machinery distributed by LCDE from 2014 to 2016 were "defective" and that they spent their own money for its repair to make the equipment functional.

Likewise, LCDE members in Hiluctogan, Canlampay, Caghalo, and Candigahub villages in Carigara town claimed that the few farm animals such as carabaos and goats, dispersed to them by the agency were "sickly."

Farmers wanted to discuss the problem with LCDE Executive Director Jazmin Jerusalem but the NGO stopped visiting their place after 2016.

To resolve the issue, the Municipal Upland Farmers Association of Carigara (MUFAC) members decided to sell the defective farm equipment and sickly animals and divided the proceeds among themselves.

Using the fund assistance from Peace Wind of Japan – another NGO supporting people in distress, and threatened by conflict, poverty, or other turmoil – LCDE with the help of a local politician distributed construction materials like coconut lumber, roofing sheets, and nails to pre-identified typhoon victims, mostly members of MUFAC.

MUFAC was later renamed to LCDE when the former was embroiled in financial controversy, the military statement said.

Bernie Bates, an NPA member arrested in April 2021 in his hideout in Hiluctogan village, revealed that the NPA assigned him during day-time as "volunteer carpenter" to help the MUFAC member-beneficiaries in rebuilding their houses.

At night, he had to report back to the NPA camp at the forested area of the neighboring village of Canlampay, near his home.

"Bernie claimed that there were occasions that LCDE Executive Director Jerusalem visited their livelihood projects in Carigara and in those occasions she also met Juanito Sellesa Jr., alias Tibor, platoon commander of NPA Eastern Visayas regional party committee,"
the Army added.


After the super typhoon on Nov. 8, 2013, the United Nations Office for the Coordination of Humanitarian Affairs has tapped LCDE as one of its partners in the implementation of recovery projects.

LCDE was involved in all three phases of the post-typhoon response – emergency phase covering the period from November 2013 to February 2014; early recovery phase from February to December 2014; and the medium-term recovery from January 2015 to November 2016.

The four villages in Carigara where LCDE implemented most of the heavily funded medium-term recovery projects were in the same communities where the NPA rebels were active from 2007 until 2020.

In a webinar organized by the Army's 802nd Infantry Brigade, Alma Gabin, former deputy secretary for education of NPA Eastern Visayas Committee, claimed that many funded projects of LCDE in post-Typhoon Yolanda were either done as "credible reality" or "partial implementation" to divert half or more of the funding to the communist terrorist group.

"We used both our left and right hands to sign the attendance sheets and documents just to make it appear that we executed the training projects but actually we diverted the money to the NPA to support the armed struggle that aims to topple the government," Gabin said.

Farmer-members of the MUFAC-LCDE challenged Jerusalem to face them and provide the answers to assure them they are not being shortchanged.

The Philippine News Agency (PNA) has reached out to the LCDE for comments through its Facebook account and received an automatic generated reply saying: "Hi, thanks for contacting us. We've received your message and appreciate you reaching out."

Both died during an encounter between government troops and communist-terrorists in the hinterlands of Barangay Kapitan Ramon in Silay City, Negros Occidental on Aug. 20.

They were laid to rest, also on the same day on Saturday, but under different circumstances.

Pfc. Christopher Alada, 31, a trooper of the Philippine Army’s 79th Infantry Battalion (79IB) based in Sagay City, was interred at noon at the public cemetery in his hometown of Badiangan, Iloilo with full military honors and witnessed by his loved ones and fellow soldiers.

On the other hand, New People’s Army (NPA) combatant Joery “Pabling” Dato-on Cocuba, 38, was buried at the Silay City public cemetery at around 10 a.m. without any of his kin.

“The burial (of Cocuba) was arranged after none of his relatives or family members turned up to claim his cadaver after relentless information dissemination,” Lt. Col. J-jay Javines, commanding officer of 79IB, said in a statement.

Alada was honored with a gun salute and the Philippine flag was given to his widow, Kaye, “in honor of his committed and dedicated service to the military and the country”.

“We condole with the family of late Pfc. Alada. On behalf of the 79IB and the whole Philippine Army, we salute you for your patriotism and heroism. Rest assured, your sacrifices will never be put in vain as we vow to be more relentless in our effort to end the local armed conflict in northern Negros,” Javines said.

Javines said that unlike the communist-terrorists who leave their dead behind, the Philippine Army will always respect a person’s right to a decent burial.

“Alias Pabling died fighting for a wrong cause but still, he is a fellow Filipino who deserved respect and humane treatment. This incident should serve as a caveat to the remaining communist-terrorists,” he added.

Cocuba was a resident of Barangay Consing, E.B. Magalona town, adjacent to Silay City.

Javines renewed his call for NPA rebels to “abandon the armed struggle, lay down your arms and choose the path towards peace”.

“Sooner or later, the long arm of justice will reach you and you will suffer the same fate as that of alias Pabling, left behind and abandoned to his grave,” Javines said.

Cocuba was killed along with Kerima Lorena Tariman, 42.

They belonged to the Northern Negros Front of the NPA’s Komite Rehiyon-Negros, Cebu, Bohol, and Siquijor.

Tariman’s father, music critic and writer Pablo, came to Negros Occidental on Aug. 23 to claim his daughter’s body.

CAMP EVANGELISTA, Cagayan de Oro City – A military official on Sunday has offered coronavirus disease 2019 (Covid-19) vaccination to Communist Party of the Philippines – New People’s Army - National Democratic Front (CPP-NPA-NDF) rebels returning to the government fold, after swab tests on some captured and a slain NPA rebel yielded positive results.

three of the 10 CPP-NPA terrorists, including one minor, captured in the Sept. 8 clash in the San Fernando, Bukidnon were Covid positive.

Another NPA rebel who was killed in an encounter in Talakag, Bukidnon on Sept. 9 also turned out positive of Covid-19.

In the Valencia City clash on Sept. 10, three of the four captured rebels, including two minors, yielded positive results on the real-time polymerase chain reaction (RT-PCR) or swab tests.


“Many in the NPA ranks possibly have Covid-19 as evidenced by the positive test results of the captured and dead CNTs (communist New People’s Army terrorists). Nais ko pong ipaalam sa kanila na wala pong pinipili ang COVID-19, sundalo, kapulisan, mga kawani, simpleng mamamayan at maging mga myembro ng CPP-NPA-NDF ay tinatablan din ng nakakamatay na Covid-19 (Covid-19 infection chooses no one). We are willing to provide Covid-19 vaccines to the CTG [communist terrorist group] if they will decide to abandon the armed struggle and cooperate with us,” Brawner Jr. said.

He identified the Covid-19 positive NPA rebels captured in the San Fernando clash as alias Taburok, minor; alias Manman; and alias Daniel.

Captured rebels in the Valencia City clash with positive Covid-19 test results were identified as alias Anjie, and two minors alias Jayson and RK.

A wounded NPA rebel identified as alias Kib, who underwent a surgical operation on Sept. 11, also tested positive for the Delta variant.


Rebel-fatalities were immediately buried upon learning that some of them have tested positive on the Covid-19 test.

Brawner Jr. appealed to the CPP-NPA leadership to abandon the armed conflict adding that the country is currently confronting an unseen enemy that is even more serious, deadly, and exempts no one.

“I am personally appealing to Jorge Madlos alias Ka Oris and his group to return to the peaceful path now and go down from the mountains so that they can be given vaccines and proper medical attention,” he said.

He reiterated Office of the Presidential Assistant on Peace Process Secretary Carlito Galvez’ promise that even members of the CPP-NPA-NDF will be provided with vaccines as a sign of government sincerity in calling for reconciliation amidst the pandemic.

“Personal kong ring hinihikayat ang iba pang mga kapatid natin na myembro ng New People’s Army na tuluyan ng bumaba at iwan ang hindi ligtas na kalagayan at maling pakikibaka sa panahon ng pandemya. Ang inyung kasundaluhan ay nangangako na kayo ay mababakunahan kasabay ng pagbabagong buhay na may panatag at ligtas na pamumuhay. As we still await the additional vaccines, the AFP is most willing to share with the CNTs the vaccines intended for our soldiers,” he added.

The Philippines and the United States have reaffirmed their commitment to further enhance their defense relations.

Defense Secretary Delfin Lorenzana and US Defense Secretary Lloyd Austin III made this commitment during a meeting in Washington DC on Friday (US time) in commemoration of the 70th anniversary of the Philippines-US Mutual Defense Treaty (MDT).

"Following their bilateral meeting in Manila last 30 July 2021, Secretary Lorenzana met with his counterpart, US Secretary of Defense Lloyd J. Austin III, on 10 September in Washington DC where both sides reaffirmed their commitment to further enhance the defense relations between the two countries,"
Department of National Defense (DND) spokesperson Arsenio Andolong said in a statement Saturday.

Signed on Aug. 30, 1951, the MDT is an accord that stipulates that the Philippines and the US would support each other if either of them were to be attacked by an external party.

Lorenzana said both sides now have a better appreciation of each country’s defense and security priorities and have come to an understanding of shared goals for the alliance and the region.


The two defense secretaries also exchanged views on regional issues and concerns and agreed on common positions and approaches. Austin expressed his appreciation for the Philippine decision to restore the Agreement Regarding the Treatment of US Armed Forces

Visiting the Philippines (VFA), which signals a commitment by both sides to strengthen the long-standing alliance.

Aside from boosting security ties and defense cooperation between the two countries, the defense secretaries discussed developments in the South China Sea, with Austin reaffirming the US’ commitments to the Philippines under the MDT.

Both Lorenzana and Austin also agreed to convene the Bilateral Strategic Dialogue to further discuss shared priorities for the alliance and encouraged their respective armed forces to sustain cooperation under the Mutual Defense Board - Security Engagement Board.

"Relatedly, both sides agreed to work on a bilateral maritime framework that advances cooperation in the maritime domain, and to resume projects in approved Enhanced Defense Cooperation Agreement (EDCA) locations in the Philippines," Andolong said.

The meeting ended with the two defense officials reaffirming the friendship, partnership, and alliance between the Philippines and the US.

Both sides reaffirmed that the engagement is not just a fulfillment of obligations under the MDT but a willing commitment to keep the alliance ironclad.

The Armed Forces of the Philippines (AFP) said it continues to adapt to the changing security landscape to protect the country from terror threats.

"Two decades since, we continue to adapt to the changing security landscape and as threats evolve, we must also evolve," AFP spokesperson Army Col. Ramon Zagala said in a statement on Saturday, in commemoration of the 20th anniversary of the Sept. 11, 2001 attacks in the United States that killed thousands of American civilians.

Zagala added that the incident "has forever changed the security environment, as well as strengthened international cooperation in fighting violent extremism and terrorism."

He added that the country's peacebuilding efforts also brought greater trust, respect, and optimism among Filipinos, and part of the AFP's contribution is to prevent a possible repeat of such an incident.

"We have adopted programs we have learned from our shared experiences that seek to build resilient communities and protect vulnerable sectors," Zagala said.

The September 11 attacks, commonly known as “9/11”, were a series of four coordinated terrorist attacks by the militant Islamist terrorist group al-Qaeda against the US.

The most prominent attack was conducted against the Twin Towers of the World Trade Center in New York, which was struck by two hijacked airplanes in quick succession.

Still reeling from a setback brought by the capture of 10 rebels on Sept. 8, the New People’s Army (NPA) in Bukidnon figured anew in two clashes with Army soldiers that resulted in the death of one, arrest of four including 2 minors, and seizure of eight firearms.

Brig. Gen. Ferdinand T Barandon, 403rd Brigade commander, in a press release on Saturday, confirmed the firefights with NPA rebels in Talakag and Valencia City in Bukidnon on Sept. 9 and 10, respectively, a day after a clash in Barangay Mabuhay, San Fernando, Bukidnon.

Barandon said soldiers of the 88th Infantry Battalion headed by Lt. Col. James Christian Vingno engaged more or less 10 NPA rebels led by one “alias DR” of Platoon Bagsik, Guerilla Front (GF) Malayag of the Sub Regional Committee 2 (SRC) of the North Central Mindanao Regional Committee (NCMRC) in a firefight at around 7 am of Sept. 10 in Purok 10, Sitio Narulang, Barangay Laligan, Valencia City, Bukidnon.


2 more minors

A 30-minute firefight resulted in the capture of four NPA rebels, and the seizure of six firearms – three M16 rifles and three AR15 rifles.

Two of the 4 captured NPA rebels were minors identified only as alias RK, 15 years old, and Jason, 17.

Saddened by the unfortunate loss of life, Maj. Gen. Romeo S Brawner Jr., commander of 4ID, expressed alarm over the involvement of two more minors in the Sept. 10 armed encounter.

On Sept. 8, three minors were among the 10 captured NPA rebels during an armed encounter between soldiers and communist terrorists belonging to the same Guerilla Front Malayag of SRC2, NCMRC in a forested area in Barangay Mabuhay, San Fernando, Bukidnon.

Brawner Jr. earlier decried the NPA’s wanton violation of the children’s human rights and the International Humanitarian Law in recruiting minors.

He appealed to local government officials to extend assistance to the captured rebels and the fatality including their families.

“Naghihinayang tayo sa mga buhay na nawala dahil sa walang katuturang idolohiya na sinusulong ng teroristang CPP (Communist Party of the Philippines)-NPA-NDF (National Democratic Front) lalo na may mga menor de edad na nagagamit at nababawela ang karapatang pantao. Sila man ay kalaban ng pamahalaan, hindi natin maikakaila na biktima lang din sila sa mga pagmamanipula at panloloko ng mga kumunistang CPP-NPA-NDF (It is a waste of lives to a worthless communist terrorist cause especially that children are being used, disregarding human rights. Clearly, they are victims of CPP-NPA-NDF lies and deceptions),” Brawner said.

Community support

A report from the Army’s 4th Infantry Division (4ID) said the information provided by community residents led soldiers to communists’ hideouts.

“We thank the civilians who voluntarily and actively participated in our fight against the communist terrorist groups by relaying timely information. Without their help, these terrorists will still roam freely and continuously threaten the peace in our communities,” Barandon added.

Foiled NPA attack

Meanwhile, the 1st Special Forces Battalion (1SFBn) under 403rd Brigade on Sept. 9 foiled a planned attack against the personnel and equipment of 524th Engineering Brigade constructing a road project for the benefit of the residents in Barangay Baylanan, Talakag, Bukidnon.

The 1SFBn encountered around 20 NPA rebels belonging to NPA Guerilla Front 68B of SRC4, NCMRC in Sitio Piglacogan, Brgy Tikalaan, Talakag, Bukidnon that left one NPA rebel dead.

Aside from two rifle grenades, an M16 rifle and one 9MM Barrette were recovered.


He added that the Army will not allow the CPP-NPA-NDF to continue deceiving the people.

The visibility of Army soldiers in the communities, he said, is aimed at protecting villagers from threats of communists conducting extortion activities.

He appealed to the people not to be afraid and report the presence of wounded rebels or those seeking refuge in their communities after a series of armed clashes with NPA guerrillas.

“Nananawagan po tayo sa mga mamamayan na kung merun silang nalalaman na sugatang NPA o meron po silang nalalamang NPA na nagtatago pagkatapos nitong ilang beses na sagupaan sa Bukidnon, sabihan po sila na huwag po silang matakot. Isangguni po sila sa mga opisyales ng barangay upang maalalayan at maihatid sa aming pinakamalapit na kampo sa inyung lugar,” he said..

He assured remaining NPA rebels of their security and new opportunities with their families upon their surrender to the government.

Foreign Affairs Secretary Teodoro Locsin Jr. and his American counterpart, State Secretary Antony Blinken, are seeking to ramp up the two nations' bilateral engagement.

In a statement on Saturday, the Department of Foreign Affairs (DFA) said the top diplomats agreed to hold their Bilateral Strategic Dialogue (BSD) in November and the 2 Plus 2 Ministerial Dialogue in early 2022.

The BSD is a key mechanism for consultation and exchange of views on a broad range of bilateral, regional, and global issues, and discussion on political, security, and economic cooperation between Manila and Washington DC.

The 2 Plus 2 Ministerial Dialogue, on the other hand, involves a joint meeting between the foreign and defense ministers of the two countries.


“We want to ramp up our bilateral engagement to ensure that our alliance remains strong and resilient,” Locsin said during his meeting with Blinken at the State Department in Washington DC on Friday.

He underscored the importance of the Mutual Defense Treaty, emphasizing the need for the Philippines to enhance its defense capabilities to keep its treaty commitments.

Locsin met Blinken in person for the first time during his working visit to the US on September 10.

Both officials reaffirmed the long-standing alliance and partnership between the Philippines and the United States as the two countries celebrate 75 years of diplomatic relations and the 70th anniversary of the MDT.

Locsin also conveyed President Rodrigo Duterte’s "deep appreciation" for the more than six million vaccines donated by the US government to Manila.

National Security Adviser Hermogenes Esperon on Sunday denied anew that the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has ever controlled or manipulated funds meant for the Barangay Development Program (BDP).

Esperon, NTF-ELCAC vice-chair, said he was saddened by misinformation regarding the NTF-ELCAC’s BDP, noting that it reeked of “politicking.”

This, after opposition lawmakers insisted that the task force’s multibillion allocation for 2022 was considered pork barrel, which the Supreme Court had declared illegal.

“The NTF-ELCAC does not, in any circumstance, control nor manipulate the funds appropriated for the BDP. Rather, the NTF-ELCAC is responsible for harmonizing and coordinating the efforts both on the national and local level,”
he said in a press statement.

The BDP, the flagship project of the NTF-ELCAC, intends to bring sustainable development programs to conflict-prone and conflict-affected barangays.


Barangay beneficiaries will benefit from the BDP’s five core programs which range from farm to market roads, classrooms, water and sanitation systems, health stations, and livelihood projects. Taken together, these activities bring underserviced communities front and center.

Esperon noted that the NTF-ELAC ensures all possible means to attain their objectives in the name of good governance.

“We cannot allow that these communities are subject to the whims and caprices of politics especially since for these people, the BDP is a primary answer to their collective aspirations for a better life,” he said.

No preferential treatment

Esperon also disputed claims that there was “preferential treatment” in identifying barangay beneficiaries.

Under the BDP, he said each barangay recipient will receive a package of programs, activities, and projects (PAPs) worth a total of, and not exceeding, PHP20 million.

“These PAPs, identified through the collaboration among regional and provincial line agencies, local chief executives, and other local stakeholders, are endorsed for funding under the BDP,” he said.

For Fiscal Year 2022, he said a total of 1,406 barangays cleared of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) threat and influence will be included in the BDP.

Most of these 1,406 barangays are located in the Bicol, Eastern Visayas, and Caraga Regions.

He said the Department of the Interior and Local Government (DILG) will monitor and evaluate projects under the BDP while officials from the head office of the NTF-ELCAC will also continuously inspect and monitor the implementation of the projects.

Regional Task Forces of NTF-ELCAC which are all led by Cabinet members will also conduct their own inspections.

As of Sept. 3, he said 99.3 percent of the BDP funds have already been released by the Department of Budget and Management (DBM) directly to the respective provincial and city governments where barangay recipients are located.

Esperon also pointed out that the DILG and NTF-ELCAC use different monitoring tools based on the Regional Project Monitoring and Evaluation System (RPMES) of the National Economic and Development Authority (NEDA), the DILG’s Subaybayan website, the BDP Transparency Page at the NTF-ELCAC website, third party monitoring by non-government organizations, and several social media accounts of local government units as per DILG Memorandum Circular 2021-040.

Local Budget Circulars 135 and 135-A prescribe that provincial and city governments receiving the BDP funds from the Bureau of the Treasury (BTr) should provide regular reports for the evaluation of the BDP-funded activities in their areas of responsibility, he added.

As provided by the General Appropriations Act of 2021, he said the NTF-ELCAC is required to submit quarterly reports to Congress on the implementation of the BDP.

“All these overlapping mechanisms ensure that the highest standards of transparency and accountability are followed,” he said.
