The 48th Infantry (Guardians) Battalion participated in a security awareness forum for the members of the Bulacan Hardware Association Incorporated (BHAI) at Hiyas Convention Center in Malolos, Bulacan on November 10.

The activity, with the theme: “Intelligence Security Forum: Secure your Business from Threats”, intends to protect the members of BHAI from infiltration of different left leaning groups.

The Provincial Peace and Order Council (PPOC) and the Provincial Anti-Drug Abuse Council (PADAC) passed a joint resolution declaring the Communist Party of the Philippines, New People’s Army, National Democratic Front (CPP-NPA-NDF) and other threat groups as persona non-grata.

Through Resolution No. 6, series of 2019, the two councils asserted that the presence and operation of the communist terrorists in the province affects its peace and order and security.

The Local Government Unit of Cabanglasan and the 8th Infantry Battalion of the 4th Infantry Division, Philippine Army, dialogued with the children of Sitio Calacapan Barangay Canangaan, Bukidnon on November 10, 2019.

In response to the expressed desire of the young constituents, The LGU led personally by its Municipal Mayor led in the distribution of foodstuff and the conduct of a dialogue with the more or less 50 children believed to be affected by the NPAs’ exploitation.

Sitio Calacapan was identified by the security forces as the supply route of the NPAs and sometimes used as their resting place.

National Security Council (NSC) Undersecretary Vicente Agdamag, also the executive director of the National Task Force to End Local Communist Armed Conflict, disclosed that 60 percent of the generated foreign aid were allegedly used by the reported fronts of the Communist Party of the Philippines-New People’s Army (CPP-NPA) to purchase weapons while only 40 percent went to proposed projects in the rural areas where the foreign aid was supposed to be used.

CPP-NPA Front organizations were able to amass some 98 million euros or over P5 billion in foreign aid from the European Union (EU) over the past several years that was used to beef up the communist movement in different parts of the country.

The matter on the foreign aid being used to purchase arms for the rebels was already brought to the attention of the EU and that the Philippine government was advised to file appropriate charges against the left-leaning NGOs that were found to have been involved in the fraudulent use of the foreign aid instead of being used for the benefit of people in the remote villages who were used to justify the funding for the community-based projects from the foreign donors.

The 4th Infantry “Diamond” Division of the Philippine Army condemns the CPP-NPA Terrorist (CNTs) leadership for blatant violations of International Humanitarian Law (IHL) for recruiting minors as combatants and Militia ng Bayan members in Northern Mindanao and Caraga.

A 19-year old NPA combatant known as "Kent" revealed that he was recruited by the CNTs when he was still 17 years old. Kent was wounded and rescued by 29th Infantry Battalion troopers in an encounter at the hinterlands of Brgy. San Isidro, Santiago, Agusan del Norte on November 2, 2019.

The Philippine Army sealed its partnership with St. Luke’s Medical Center Friday, paving the way for world-class medical expertise for soldiers and their dependents.

No less than PA Commanding General, Lt. Gen. Macairog S. Alberto was on hand to sign the memorandum of understanding (MoU) between the Army and St. Luke’s Medical Center President, represented by its Chief Executive Officer, Dr. Arturo S. de la Peña held in Taguig City.

Ever since the fascist Duterte regime implemented Executive Order 70 in its desperation to crush the revolutionary movement, environmental activists and defenders from legal and progressive organizations have been the subject of red-tagging, harassment, political imprisonment, and state- perpetrated violence. State forces such as the AFP-PNP upfrontly tags environmental activism as a “form of terrorism,” and therefore can be a legitimate target of the state’s violent counterinsurgency campaign.

In Mountain Province, AFP-PNP has been desperately active in spreading false information and fear among the people to repress all forms of opposition to development aggression projects in the area such as the proposed Dutch-owned 14-megawatt hyrdropower plant in the municipality of Besao, the ongoing Chico River Irrigation Pump Project, and the continuing operations of the Dutch-owned 14- megawatt hydropwer plantin the municipality of Sabangan. AFP-PNP has long been serving as security forces for these environmentally destructive projects.

The revolutionary movement in Mountain Province, the CPP-NPA, has ever since been advancing its program of protecting and defending the environment for the future generations. It is one with the people in activly defending our ancestral lands against the multi-national and trans-national corporations. On the other hand, the Duterte regime has no care for the environment at all, rather, sells our natural resources to these greedy corporations.

The people of Mountain Province is not afraid and gullible to be swayed by the misinformation and fear-mongering of the AFP-PNP. We call on all environmental-loving people of Mountain Province to stand up, and fight for a pro-people, sustainable and non-profit program for the environment and natural resources. We must unite, and conduct all forms of resistance against the anti-environment and fascist Duterte regime!

Nagpapatuloy ang malawakang operasyon ng Armed Forces of the Philippines (AFP) sa Mt. Province. Sinasaklaw ng kanilang mga operasyon ang mga lugar na pinagkukuhanan ng kabuhayan ng mamamayan ng Montanyosa, kabilang dito ang mga pagpastuan, pag-anupan, at mga talon.

Walang pakialam ang AFP kung anuman ang pinsalang idulot ng kanilang mga operasyong militar sa mga sibilyan

Nitong nakaraan lamang, hindi pinaligtas ng mga pasistang tropa ang mga ito mula sa walang habas na pagpaputok at pambobomba. Sa parehong diwa ng walang tunay na pagmamalasakit sa mamamayan, pinaputukan kahapon ng mga nag-oopereyt na pasistang tropa ng Philipiine Army, ang isang magsasaka, si Jether Mangallay, sa Tukok, Ambagiw, Besao, habang nagtatalon. Gayundin, sa di malinaw na dahilan, mayroon ding isang kabataan na hinold ng mga pasista sa Karayan Basa, Tamboan, Besao. Matatandaang ilang linggo pa lang ang nakalilipas, inirereklamo ng mga estudyante ng Brgy. Tamboan ang mga militar na nag-ooperasyon sa parehong lugar na iyon dahil hinaharang sila at hindi pinadadaan. Ilang araw na hindi nakapasok sa eskwela ang mga estudyante.

Ang kasalakuyang matagalan at malawakang operasyon ay bahagi ng Task Force to End Local Communist Armed Conflict (TF-ELCAC) alinsunod sa EO 70 ni Duterte. Malinaw na hindi ito para sa kapakanan ng mamamayan, at kung gayon, maging ang mga pangunahing tagpagpatupad nito, ang AFP. Layon ng TF-ELCAC na hawanin ang landas sa pamamagitan ng “paglilinis” ng lugar sa presensya ng mga NPA para sa pagpasok ng malalaking kapitalistang kumpanya sa minas at enerhiya. Kabilang sa mga ito ang Cordillera Exploration Company Inc (CEXCI), na subsidyaryo ng Nickel Asia Corporation. Saklaw ng apilkasyon nito ang anim (6) na munisipyo ng MT. Province, maliban pa sa ibang munisipyo ng ibang Probinsya. Nakaplano ding magpatayo ng geothermal plant ang Chevron at ang kasosyo nitong Aragorn Power and Energy Corporation, at ang mapanlinlang na pagkakapruba ng BIMAKA Renewable Energy Development Corp. (BREDCO), na makakaapekto sa sampung (10) barangay ng Besao.

Walang maasahang anumang mabuting idudulot ang operasyong militar ng mga tropa ng AFP, na institusyong pasista sa kaibuturan. Hindi makakapagtago ang AFP sa salitang kapayapaan at kapanatagan, dahil kinokontra ito ng sarili nilang mga gawa. Sa rekord ng AFP, maliwanag na walang kapayapaang hatid at walang kapanatagang idudulot ang pagdating nila sa mga komunidad ng Mt. Province.

CAMP SIONGCO, Maguindanao – Two drug personalities were arrested while P6.8 million worth of shabu were confiscated in a joint anti-illegal drugs operation yesterday, November 7, 2019 in Shariff Aguak town of Maguindanao.

The joint anti-drug operating team from Philippine Drug Enforcement Agency of Bangsamoro Autonomous Region in Muslim Mindanao (PDEA-BARMM), Philippine Drug Enforcement Unit of Maguindanao Provincial Police Office, Shariff Aguak Municipal Police, and 1st Mechanized Infantry Battalion arrested the 2 suspects at around 12:00 noon along the national highway in Barangay Poblacion 2 of Shariff Aguak town.

The suspects, who were put under surveillance by the PDEA team, were identified as Samrod Mamasainged Damada a.k.a. Sam and Nordin Datala. Both are residents of Barangay Poblacion 2.

Seized from the suspects were a small bag containing at least 1 kilo suspected shabu, boodle money with one 1,000 peso bill, one M16A1 Colt AR-15 rifle, magazines loaded with 30 rounds of 5.56 ammunition, 68 rounds of 7.62mm Cartridge, assorted identification cards and a white Suzuki multicab with no plate number.

Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon said that JTF Central will always support the lead agencies in the conduct of anti-drug operation in support of the national government’s war against illegal drugs.

The suspects are now detained at the custodial facility of PDEA-BARMM in Cotabato City for proper disposition.

Bayugan City, Agusan del Sur— The Indigenous Peoples’ Mandatory Representative (IPMR), his fellow tribal chieftains representing the whole Manobo tribe of Lianga, Surigao del Sur (SDS) call on the Communist NPA Terrorists (CNTs) to stop supplanting legitimate IP leaders citing that this causes divisiveness and the disintegration of their customs and traditions yesterday at barangay Diatagon, Lianga, SDS.

“Our customary laws and traditions were disrespected as the NPAs forcefully supplant legitimate tribal leaders with communist-influenced IP leaders in the far-flung sitios so they can control and advance their armed and political struggle. “Stop exploiting us, “ Hawudon Jumar S. Bucales, Lianga IPMR, said.

In the same manner, the Lianga Tribal Council of Elders issued Resolution No.1 series of 2019 dated October 29 signed by the Lianga Municipal Chieftain, Datu Constancio B. Duhac, and adopted by the Lianga Local Government Unit under Mayor Novelita M. Sarmen condemning the NPAs’ killing of certain members of the Manobo tribe who stood firm against their ideology.

The tribal council leaders call on the Malahutayong Pakigbisog alang sa sumusunod (MAPASU) to honor and respect the legitimate IP leadership to exercise the traditional tribal governance system based on the customary laws of the tribe and the authority of the National Commission on Indigenous Peoples (NCIP).

“You (MAPASU) must not dictate the tribal council. You must adhere to our legitimate IP leadership. You are not supreme over the tribal council of elders and you must abide by our traditional governance system. You talk about fighting for self-determination and self-governance but your group is the first to violate our customary laws by defying the tribal council elders,” Datu Duhac, said.

The MAPASU has resorted to lobby the support of Bayan Muna partylist representative Eufemia Campos Cullamat, the sister of Pablito Sinzo Campos (alias Batik), the Communist NPA top propagandist and root cause of terror in Agusan and Surigao provinces who was nabbed by the 3rd Special Forces Battalion and the PNP last February 2018.

The tribal council of elders has steadfastly and repeatedly stated that not even Cullamat could dictate them because she is not the legitimate IP representative citing that being a political leader does not necessarily equate to legitimate IP traditional leader.

The council further urged Cullamat to focus on crafting laws that will benefit the IPs instead of using her authority and privilege as a Congresswoman to discredit the government and the military in the IP communities during her privilege speeches.

“If she is really for the welfare of the IP Community, then she must support the President’s Whole of Nation Approach to end the local communist armed conflict and instead condemn the NPAs not the military and the government,” the tribal council said.

The IP Council urged the IP communities not to join or attend any CPP/NPA-oriented activities such as bakwit and any violent tactical offensives targeting government troops and defenseless civilians just to highlight the CPP’s founding anniversary on December 26.

“They should have no reason to celebrate any anniversary because their existence has made the IP community and the whole country divided. They brought shame and dishonor to our country,” the tribal council, ended.

IMPASUGONG, Bukidnon, Nov 10 – The Local Government Unit of Cabanglasan and the 8th Infantry Battalion of the 4th Infantry Division, Philippine Army, dialogued with the children of Sitio Calacapan Barangay Canangaan, Bukidnon on November 10, 2019.

In response to the expressed desire of the young constituents, The LGU led personally by its Municipal Mayor led in the distribution of foodstuff and the conduct of a dialogue with the more or less 50 children believed to be affected by the NPAs’ exploitation.

Sitio Calacapan was identified by the security forces as the supply route of the NPAs and sometimes used as their resting place.

This engagement aimed to increase the awareness of the children about their rights and the importance of education.

The parents and elders also attended the activity.

Mayor Reynante Inocando stressed the importance of education to the IP children and encouraged them to go to school.

“You all have the right to attend school, there are many IPs who have already graduated and are performing well. I want you to be one of them someday.”

Inocando also pointed out to the community the role of the security forces, “They are our soldiers and our defenders from any threats, do not be scared because they are here to protect us.”

Meanwhile, the Philippine Army promoted the Enhanced Comprehensive Local Integration Program of the government to the communities. Said program is intended to help those members of the NPA who want to surrender and once again go back to mainstream society.

The Municipality of Cabanglasan and the 8th Infantry Battalion will continue its strong partnership in serving the constituents of Cabanglasan especially the children in whose hands lie the future of the country.

MAJOR General Roberto Ancan, newly installed commander of the Armed Forces of the Philippines Central Command (Centcom), visited the soldiers stationed in Negros, particularly the troops of the 303rd Infantry Brigade, 3rd Infantry Division, Philippine Army on November 7, 2019.

“Just do your job,” he told the troops.

Ancan was welcomed with the traditional military honors and received by Brigadier General Benedict Arevalo, 303rd Brigade commander, Philippine Army.
Ancan assumed as the 23rd commander of Centcom last October 31, 2019. Centcom is based in Camp Lapu-lapu, Apas, Cebu City.

He is a member of Philippine Military Academy “Hinirang” Class of 1987 and a native Negrosanon from Victorias, Negros Occidental.

Prior to his assumption as Centcom commander, he served as commander of the 1st Infantry (Tabak) Division based in Camp Major Cesar L Sang-an, Pulacan, Zamboanga del Sur; commander of the 1002nd Infantry Brigade based in Saranggani province; and chief of staff of the 3rd Infantry Division, Philippine Army based in Jamindan, Capiz.

He started his military career in Negros where he used to serve as platoon leader and a company commander of the 11th Infantry Battalion upon graduating from the Philippine Military Academy.


As Centcom commander, he supervises all AFP units in the Visayas.

TACLOBAN CITY –– A 17-year-old suspected member of the New People’s Army (NPA) was rescued by government forces in an armed battle with the rebels in Samar province.

The teen identified as “Ka Louie,” was abandoned by fleeing members of the NPA in Hinabangan, Samar, on November 3.

Colonel Camilo Ligayo, the commanding officer of the 801st Infantry Brigade, said an M16 rifle was recovered from the teen.

Since he is minor, Louie will undergo rehabilitation by the Department of Social Welfare and Development.


Based on the information given to them by the teenager’s parents, Ligayo said Louie left their home purportedly to work in Manila in June 2019.

“They just learned that their son joined the communist armed group,” Ligayo said.

“We, in the 8th ID, condemn the recruitment of minors by the communist terrorist group and we will observe the Geneva Convention and observe the rights of the children in its operation. The 8th ID is a professional organization that observes the rule of law in all its operations,” he added.

The military will investigate the incident to determine how many children are involved in the communist group.

Police Brigadier General Ariel Arcinas, deputy regional director for administration, said they would also find out who recruited the teenagers so that cases would be filed against them.

The use of the so-called “child warriors” has been dismissed by the Communist Party of the Philippines-National Democratic Front in previous statements, saying that it was just another government propaganda.

They used to fight against government forces, now they are part of the Armed Forces of the Philippines.

This was after the
266 former combatants of the Revolutionary Proletarian Army-Alex Boncayao Brigade in Negros and Panay completed a 45-day Community Defense Unit (CDU) training on Nov. 5 at Camp Macario Peralta in Jamindan, Capiz.

Maj. Gen. Dinoh Dolina, commander of the Army’s 3rd Infantry Division, welcomed the CDU graduates to the Armed Forces, and recognized the historic partnership forged between the national government and
the KAPATIRAN, formerly known as the RPA-ABB.


“Now you are formally part of the Armed Forces of the Philippines. As our brothers in service, your fight shall be our fight. Your enemies are now our enemies. On this day, we hereby formalize our unity for peace and development of our Motherland,” Dolina said.

Being a member of the CDU shall capacitate you and reward you with peace of mind, because now you are one with the government in securing your communities against troublemakers, he added.

Capt. Cenon Pancito, Public Affairs Office chief of the 3rd Infantry Division, yesterday said the former RPA-ABB combatants, are now part of the AFP territorial forces, who will protect their respective Peace and Development Communities in Negros and Panay islands.

The 266 CDU members form part of the 727 decommissioned RPA-ABB members two months ago, before they underwent military training to defend their communities, where their families are staying, from attacks by the New People’s Army, Pancito said.

He added that the former RPA-ABB fighters have been equipped with government- issued high-powered firearms, following the surrender of their guns and explosives, as part of the decommissioning process.

Some of the former rebels were also employed as forest rangers by the Department of Environment and Natural Resources, tasked to protect the remaining forest cover of Negros Island.

Of the eight PDC sites, six are in Negros Island and one each in Iloilo and Aklan. Most of the RPA-ABB members are located in 91 villages in Western Visayas.

SUBSISTENCE

Pancito said the 266 CDU members, who will each receive subsistence allowance from the AFP, will be placed under the supervision of a military unit, where the concerned PDC site is located.

The RPA-ABB and its political wing, Rebolusyonaryong Partido ng Mangagawa-Pilipinas (RPM-P), signed a peace agreement with the government in 2000.

Presidential Adviser on Peace Process Carlito Galvez , who was the guest of honor and speaker during the graduation rites of former RPA-ABB combatants, called on other communist insurgents to follow the example of the Kapatiran members.

“To our brothers who are still up in the mountains, the KAPATIRAN, who are your former comrades, are examples of very successful local peace engagements,” Galvez said, stressing that local peace engagements under the Duterte administration’s Whole-Of-Nation Approach are gaining traction, as revolutionary organizations are giving up armed struggle and returning to the folds of the law.

Galvez challenged the CDU graduates to embody the lessons they have learned during their training.

“Utilize what you have learned in those 45 days, especially discipline. Discipline is one of the most vital aspects of being a soldier. Without it, we would not succeed in our aspirations,” Galvez added.

Recalling the instructions of President Duterte, Galvez said that no one should be left behind in the peace process.

“We are assuring you that the Duterte administration will not leave you behind,” he said.

GRADUATES LAUDED

Veronica “Ka Inca” Tabara, co-chair of the Joint Enforcement and Monitoring Committee for KAPATIRAN, lauded the graduates for the hard work and perseverance they demonstrated during the training.

“You are the inspiration of the KAPATIRAN leadership to keep fulfilling its duty to improve the lives of all its members, so that we can continuously help in uplifting the country and its people,” Tabara said in a statement issued by OPAPP.

Veronica is the widow of RPM-P/RPA/ABB-TPG leader Arturo Tabara who was killed by the communist group in 2004.

“We already mentioned that our journey towards the path of peace has not been easy, and such will not end with the creation of the community defense unit,” she added.

A PROMISE FULFILLED

With the graduation of the CDU trainees, the Philippine government and KAPATIRAN have accomplished one of the five components of the Clarificatory Implementing Document (CID), the annex to the peace agreement signed by the parties in 2000, OPAPP also said in a statement

Malacañang had earlier approved P560 million in funds for the implementation of the CID. Of the amount, P138 million was allocated to immediate cash grants, with P25,000 per profiled KAPATIRAN member, an additional P50,000 livelihood sustainable grants for each of them, as well as various housing and development projects.

Under the disposition of arms, forces, and security arrangements, KAPATIRAN members turned over 300 short and long firearms as well as explosives, which shall be put beyond use.

The four remaining components of the CID include: social and economic reintegration of KAPATIRAN members; full transformation of KAPATIRAN into a civilian organization engaging in socio-economic and political activities; community peace and dividends, and; pardon and release of remaining alleged political offenders.

Under the plan, the OPAPP will partner with concerned government agencies such as the Department of Social Welfare and Development, Technical Education and Skill Development Authority, and Commission on Higher Education to implement the initiatives.*

The Indigenous Peoples’ Mandatory Representative (IPMR) and his fellow Manobo tribal chieftains called on the New People’s Army to stop causing divisiveness among the tribes in in Lianga, Surigao del Sur.

“Our customary laws and traditions were disrespected as the NPAs forcefully supplant legitimate tribal leaders with communist-influenced IP leaders in the far-flung sitios so they can control and advance their armed and political struggle,” Hawudon Jumar S. Bucales, Lianga IPMR, said.

1Lt. Krisjuper Andreo Punsalan, the Civil-Military Operations (CMO) officer of the 3rd Special Forces Battalion, said the Lianga Tribal Council of Elders issued Resolution No.1 series of 2019 dated October 29 condemning the NPA for killing IP members. The resolution was signed by Lianga Municipal Chieftain, Datu Constancio B. Duhac, and adopted by the Lianga local government unit under Mayor Novelita M. Sarmen.

Punsalan said the tribal council leaders called on the Malahutayong Pakigbisog alang sa sumusunod (Mapasu) to honor and respect the legitimate IP leadership.

“You (Mapasu) must not dictate on the tribal council. You must adhere to our legitimate IP leadership. You are not supreme over the tribal council of elders and you must abide by our traditional governance system,” Datu Duhac said. “You talk about fighting for self-determination and self-governance but your group is the first to violate our customary laws by defying the tribal council elders.”

Accordingly, Mapasu has lobbied the support of Bayan Muna Partylist Rep. Eufemia Campos Cullamat, the sister of Pablito Sinzo Campos (alias Batik), to impose on the tribal council in Agusan and Surigao provinces. Campos was captured by the joint AFP and PNP operation in February 2018.

The tribal council of elders said Cullamat has no power over the council. Instead, they ask the legislator to craft laws that will benefit the IP leaders.

A former NPA militia leader, who recently surrendered to the 28th Infantry Battalion, pointed to the location of improvised explosive devices, blasting caps, and a 50-meter wire on Sunday.

The suspect was a member of the Militia ng Bayan in Barangay San Isidro, Lupon, Davao Oriental.
The IEDs and bomb components were recovered in Sitio Malig, Barangay Don Mariano Marcos, Lupon.


Lt. Col. Alexander Banatao, commander of the 28th Infantry Battalion, did not identify the surrenderee. But he supposedly told the soldiers that he didn’t want his family to suffer the same fate as his.

Banato also said that the communities already realized that they are only being used by the New People’s Army for its own agenda. Residents are now cooperating with the authorities, providing information when armed groups pass through their area.

KIDAPAWAN CITY (MindaNews / 11 Nov) — Three persons, including a minor, were wounded when a grenade exploded while they were celebrating a relative’s birthday in Aleosan, North Cotabato, at around 4:45 p.m. on Monday.

Capt. Arvin Cambang, Aleosan municipal police chief, identified the victims as Eleuterio Macaya Cantomayor, 64; Randy Poja Cantomayor, 44; and Genie Cantomayor, 13, all residents of Barangay Bagolibas, Aleosan.

Cambang said the victims were having a party inside the Cantomayors’ house when a blue Kawasaki Bajaj motorcycle with three unidentified suspects on board stopped just outside the compound.

A few minutes later, one of the riders threw a fragmentation grenade that exploded in front of the victims.

The suspects immediately fled towards Pikit town while victims were rushed to the Aleosan District Hospital in Aleosan, according to Cambang.

Authorities are looking at land conflict as one of the reasons for the grenade attack.

SIAYAN, Zamboanga del Norte, Nov 11 (PIA) – The local government unit here is clear of its stance in the government’s fight against insurgency.

As a show of its strong support to President Rodrigo Duterte’s Executive Order No. 70 directing all government agencies and entities to create a holistic approach to bring about genuine peace in the communities, Siayan town created its Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC).

Moreover, the town declared the CPP-NPA-NDF persona non-grata in their area.

Siayan is the third municipality in the province to have organized the MTF-ELCAC having one of its barangays, Barangay Guibo, identified as an influenced area of the NPA rebels.

Atty. Josecor Gepolongca, mayor of Siayan town said the initiative is a show of commitment of the LGU in the whole-of-nation approach to end insurgency and enable peace and development to thrive especially in far-flung communities.

“We believe this is the answer. The government has been fighting this war for decades now it is only high time to end it,” he said.

CABADBARAN CITY, Agusan del Norte, Nov. 11 -- A total of 104 New Peoples Army (NPA) regulars and supporters surrendered to the government's fold on October 25, 2019 in Purok-7, Barangay Lower Olave, Buenavista, this province.

1Lt. Roel T. Maglalang, Civil-Military Operations officer of the 23rd Infantry Battalion (23IB), said the surrenderers are composed of nine regular NPA members, nine Militia ng Bayan (MB) and 86 Underground Movement Organization (UGMO) members.

The surrenderees denounced their support and the took their pledge of loyalty and allegiance to the government to disown Union ng Mag-uuma sa Agusan del Norte (UMAN), end their support to the communist terrorist group, and not to succumb to any group who will organize and take advantage of them.

To show their full support to the government, they burned the NPA Flag, which also signified that they will no longer be deceived by the terrorist group.


Felix Balansag, municipal assessor of the municipality of Buenavista expressed his gratitude to the brave members of the NPAs, MBs and UGMOs, who voluntarily surrendered to the government. "We recognized your sincerity in going back to the folds of the law, and we hope that this will be the start of a new life for you and your family, living peacefully in your respective community," he said.

Meanwhile, Lt. Col. Francisco Molina Jr., commanding officer of 23IB, acknowledged the effort of the barangay officials led by Jerry Escobella, and the locals for taking part in the successful surrender of the former rebels.

"I am very grateful to the Punong Barangay who was very courageous to make the mass surrender here in his village, possible and successful. We also thank the locals for being vigilant and for your cooperation. Let us continue our partnership to finally end local communist armed conflict in our area and create a peaceful environment. We will never get tired of pursuing the enemies," Molina said.


Lt. Col. Molina further called on other remaining members of the terrorist groups to surrender and be a catalyst of change towards inclusive peace and development. "Now is the right time to go back to the folds of the law. Don’t waste your life being victimized by their false ideologies. Stand for what is right and open your eyes for the truth, and contribute in maintaining peace in our area," he said.

TUGUEGARAO CITY, Cagayan, Nov. 11 (PIA)--One of the sub-leaders of the New People's Army (NPA) who had an encounter with the 95th Infantry battalion and the 53rd Division Reconnaisance Company on Oct. 24, at Sitio Diwagden, Barangay San Jose in San Mariano, Isabela voluntarily surrendered to the joint forces of the police and army today.

Alias "Popoy", who was a 1st Squad Leader of SGU Central Front, KR CV, a group that operates in San Mariano town and in the nearby areas,
voluntarily surrendered to the joint forces of the 95th Infatry Batallion, DPAO of the 5th Infantry Division, 1st Isabela Provincial Mobile Force Company and JITG Manangbalbaliw.
In a police report, alias "Popoy" was fetched by the army and police personnel at his house today after his pronouncement to voluntarily surrender and return to the fold of the law.

"Popoy" said he surrendered because he can no longer contain the hardships he's experiencing with the rebel group.

The former rebel also surrendered two M16 riffle, one magazine, bullets, one bandolier, one handheld radio, four improvised explosive devices (IED), two blasting caps, 30 meters of detonating cord, two external computer hard drives and other documents.

For his part, BGen. Laurence Mina, brigade commander of the 502nd Infantry Brigade assured that "Popoy" will receive all the benefits under the government's Enhanced Comprehensive Local Integration Program (E-CLIP) alongside with assuring his security and his family. (ALM/MDCT/PIA-2)

AGLIPAY, Quirino, Nov. 11 (PIA)-- Police Brigadier General Angelito Casimiro, acting regional director of Police Regional Office 2, in his first command visit at the Quirino Police Provincial Office recently, has reiterated his desire for peace talks with the Communist Party of the Philippines and the New People's Army (CPP-NPA) to be able to achieve lasting peace in the region.

“We will continue to reach out to our brothers and sisters in the CPP-NPA and provide them platforms where they can air their issues and how the government could help them in going back to the folds of government.

He said their doors are open for them, though, they just ambushed his men in Isabela that resulted to the death of Patrolman Henry Gayaman and wounding three others.

In his visit to the wake of the fallen police officer recently, Casimiro expressed how painful on his part to lose a brother but that’s the reality in the life of uniformed men like them.



He, however, assured the public that such incident will not stop them from working hard just to achieve peace.

“We all want peace and this could only be achieved through talks and not through bullets, it’s not about how many will die from both the government and the other side, because if someone dies, either of the PNP and NPA side, there’s always a family who will mourn because of loss of loved ones and this saddens us,” Casimiro, a native of Nueva Vizcaya, said.

The PNP regional director said he always wants to settle things peacefully because for the past 35 years in his career, he saw that no amount of body counts, number of tons of bullets and deaths on both sides will give lasting peace.

NEGROS OCCIDENTAL, Nov. 11 (PIA6) -- The 303rd Infantry Brigade (IB) of the Philippine Army here remained unfazed and even challenged the Makabayan Bloc solons to a public debate following the latter’s proposal for a congressional inquiry.

303rd IB Commanding Officer Brig. Gen. Benedict Arevalo challenged the progressive groups’ solons to a public debate so the public will know who is telling the truth.

This, after state-security forces raided several offices of militant organizations in the cities of Bacolod and Escalante, and made several arrests and confiscations of suspected illegal firearms of different caliber, terrorist documents, among others.

With the congressional inquiry pushed by the Makabayan bloc solons, Arevalo dared them to do it now.

“The people are asking if they really know or not, that their organizations are supporting the CPP-NPA. And I challenge them to answer that in public instead of blabbering their usual red-tagging alibi,” Arevalo said.

Arevalo also urged Negrenses to be wary of these kinds of organizations since minors where among those found during the raids of the offices of these organizations.

“Do not be deceived by their fake advocacies or you may find yourselves in harm’s way as they try to lure several of their members to join or support the NPA just like what happened in the recent apprehensions,” Arevalo added. (PIA6)

FORT MAGSAYSAY, Nueva Ecija, Nov. 11 (PIA) -- The 69th Infantry Battalion (69IB) of the Philippine Army recently conducted a one-day seminar on violent extremism attended by some 120 youth leaders from Guimba town.

Major General Lenard T. Agustin, commander of the 7th Infantry Division, said the seminar aimed to enlighten the youth about the dynamics of violent extremism and how to counter it, and deepen their understanding on the infiltration and recruitment of the National People’s Army and other terrorist groups in their sector.

“The youths are the most vulnerable targets of the communist terrorist groups’ (CTG) recruitment. This activity is an effective way to empower and guide them to resist being recruited to join organizations that will destroy their future, like the CTGs,” Agustin said.

Moreover, Lieutenant Colonel Arcadio S. Posada, commanding officer of 69IB, appreciated the commitment to peace expressed by the youth leaders.

"As the Army gives their best to protect us from terrorist recruiters, let’s be thankful. Let us be vigilant as well. Let us support the Army in their endeavor for peace,” Gadut expressed.

Aniya, linilinlang ng CPP-NPA ang mga taga Gitnang Luzon na walang kamalay-malay kung saan inu-una ang mga estudyante lalo na yung may mga magulang na nasa ibayong dagat o Overseas Filipino Workers.

May mga cadres din sila na nakapasok sa iba’t ibang kumpanya sa mga economic zones ng Clark, Subic, Hermosa at Mariveles at maging sa iba’t ibang mga pabrika sa mga lalawigan ng Bulacan, Tarlac at Nueva Ecija.

The Regional Peace and Order Council (RPOC), composed of the five provinces in the region, presidents of the league of municipalities, component cities, highly urbanized cities, national agencies, and civil-society organizations, have tackled the continued efforts to maintain peace and order in the region during its full council meeting on Friday, November 8.

In his opening statement, Davao Oriental Governor Nelson Dayanghirang, who presided his first meeting as the new RPOC chairman, shared to his fellow members his province’s best practices in peace and development, particularly its implementation of President Rodrigo Duterte’s Executive Order 70 or Whole-of-Nation approach to attain peace and to end insurgency.

The said national directive which all provinces in Davao Region has been taking seriously to implement through the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) was among the meeting’s highlights.

Department of the Interior and Local Government (DILG) Regional Director Alex Roldan discussed the major activities undertaken by the RTF-ELCAC through its twelve clusters and the gains so far achieved under the Whole-of-Nation approach.

While the region has already made huge progress in terms of the implementation of the President’s Executive Order 70, he also pointed out the steps that need to be undertaken to further push the region’s peace and order agenda. These include the organization and activation of the technical working group of the RTF-ELCAC; development of an effective coordination, monitoring and implementation system; strengthening of the information campaign on EO 70 and ELCAC among communities, while ensuring that all programs, projects, and activities of the RTF-ELCAC are aligned with the goal of ending the Communist armed conflict.

To further help the region on its mission of meeting the President’s deadline to end the Communist insurgency, talks about the establishment of an operation center for the RTF-ELCAC have been discussed.

While Davao del Norte Governor Edwin Jubahib has benevolently volunteered to provide the facility to house the operation center, the facility still needs to be equipped with communication channels, manpower and operations team, logistics, and funding, explained Colonel Jacob Thaddeus Obligado, 10th Infantry Division G7 who also presented the functions and rationale of creating an operation center.

In response, the governors of Davao Region have made initial talks with regards to the provision of the necessary requirements for the operation center.

Set to be operational 24/7, the Operation Center will serve as the main hub for the enhanced coordination and collaboration among the stakeholders in pushing counter-insurgency measures and will serve as the operations arm of the National Task Force Executive Committee by monitoring and supervising the implementation of programs, projects, and activities at regional and sub-regional levels.

Along with other strategies, the RPOC is banking on all stakeholders’ support towards the success of all its peace and order efforts.

He attributed this on strong convergence, particularly the efforts of the Local Government Units. He said that based on historical data, 80 percent of those NPA members who surrendered were facilitated by the LGUs, adding that enemy recruitment is now close to zero in Davao Region.

“We already have the momentum, the good thing to do now – with the ELCAC and through this platform the RPOC – let’s continue what we are doing, especially in terms of convergence so that they (the NPA Communist rebels) will not be able to come back here,” 10th Infantry Division Commander Major General Jose Faustino Jr. underscored, adding that the benchmark of the national government in terms of countering insurgency is Region eleven.

Other highlight discussed during the RPOC meeting was the peace and order situation update in the region which was presented by the 10th Infantry Division, Philippine Army and the Philippine National Police. Both agencies are headed by the RPOC vice chairpersons 10th ID Commander Major General Jose Faustino Jr. and PNP XI Regional Director Police Brigadier General Filmore Escobal.

Meanwhile, among those undertaken during the meeting was the nomination of new members coming from the civil-society organizations (CSO) and one representation from a component city. Three members of the communist New People’s Army (NPA) have surrendered to the police over the weekend, the Police Regional Office in Caraga Region (PRO-13) said in a statement Sunday.

The report said the three NPAs turned themselves in at the headquarters of the Surigao del Sur 2nd Provincial Mobile Force Company in Barangay Telaje, Tandag City, on Nov. 9.

Brig. Gen. Joselito Esquivel Jr., PRO-13 director,
identified the three rebels only as alias “Bunso”, 21 years old; alias “Francis”, 51; and alias “Lion”, 24.

Both “Bunso” and “Francis” are residents of Barangay Magroyong, San Miguel town, Surigao del Sur and members of the NPA's Guerrilla Front Committee 30 (GFC-30), police said.

“Lion” is a resident of Purok Mam-on, Barangay Tubo-tubo, Cagwait, Surigao del Sur, and a political instructor of the NPA's Guerrilla Front 19 in the area, police said.


Esquivel said the surrender of the three NPAs was the result of the series of negotiations conducted by PRO-13 personnel.

He said the rebels also surrendered to the PNP several bomb-making materials, a .38-caliber revolver, and other NPA paraphernalia.

Esquivel urged the remaining NPAs in the region to return to the fold of the law and avail of the government's Enhanced Comprehensive Local Integration Program (ECLIP).

“Our government is extending hands to them (NPAs) with an optimal objective of lasting peace in the country,” the PRO-13 chief said.

The Philippine Army in Caraga Region supports the celebration of National Children’s Month even as it denounced the communist rebel movement's continued use of child soldiers.

In a statement on Sunday, Maj. Francisco P. Garello, Jr., the civil-military operations officer of the Army's 402nd Infantry Brigade, said they share the government's efforts to protect the rights of the children.

In a memorandum circular issued in September, the Department of the Interior and Local Government (DILG) set the celebration of National Children’s Month this month, pursuant to Republic Act 10661 or the “National Children’s Month Act.”

The DILG circular noted that this year’s celebration also marks the 30th anniversary of the United Nations Convention on the Rights of the Child (UN CRC) and the 27th Celebration of the National Children’s Month which commemorates the adoption of the UN CRC on November 20, 1989.

Garello said the Army will aim to mark this year's celebration by intensifying its campaign to protect the children from the recruitment of the communist New People’s Army (NPA).

The Army in Caraga Region recently denounced the NPA for using child warriors.

In the same statement, Col. Maurito L. Licudine, 402Bde commander, warned parents of the rebels' continuing recruitment of young people in the region.

“The CPP (Communist Party of the Philippines) - NPA Terrorists recruit children as young as 12 years old and deliberately disregard the provisions of International Humanitarian Law that guarantees the protection of children in an armed conflict, when they recruited them as child warriors,” Licudine said.

Licudine said rebels must “spare the children from their scheme of sowing hatred by agitating them to fight against the government.”

He pointed out that the NPA recruitment of minors was revealed by formers rebels themselves.

“The minors are enticed to join the armed struggle by making them believe that the government has done nothing about their plight,” Licudine said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP SIONGCO, Maguindanao -- Military pursuit operations are underway against a band of Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) rebels, which figured in a clash with government troops Saturday in Mamasapano, Maguindanao, that left a government soldier and two rebels killed.

Two soldiers of the Army’s 33rd Infantry Battalion were also injured
in the morning skirmishes near Tukanalipao River, site of the infamous 2015 Mamasapano encounter.

Maj. Arvin John Encinas, speaking for the Western Mindanao Command, said the firefight erupted at 9 a.m. while soldiers of the Army’s 33rd Infantry Battalion (33IB) were conducting foot patrols near Tukanalipao River in the area.

The BIFF men, believed to be under Abu Toraife, were positioned 300 meters away from the river and traded shots with government forces.


Army ground troopers said Toraife’s group, which has pledged allegiance to the Islamic State of Iraq and Syria (ISIS), carried with them the black ISIS flag as they fled deep into the marshland to evade military artillery fire.

Slain on the government side was Sgt. Randy Alivar who died while undergoing medication at the Army hospital. Injured were Privates First Class Ruel Sumilhig and Allan James Cabildo, all of the 33IB.

“Two BIFF were killed and three others were injured but they were carried by their fleeing comrades,” Encinas said, quoting reports from village officials.

The firefight on Saturday occurred near Tukanalipao River, site of the 2015 massacre of 44 police Special Action Force (SAF) members, according to Ismael Hashim, chairperson of Barangay Tukanalipao.

The January 2015 operation against bomb expert Malaysian Zulkifli bin Hir alias “Marwan” also resulted in the deaths of 17 rebels and five civilians.

Hashim said more than 450 families have fled to adjacent villages for fear of getting caught in the crossfire.

The Bukidnon-based 403rd Infantry Brigade (403rd Bde) on Monday filed another complaint with the Commission on Human Rights (CHR) against the communist rebels for violation of International Humanitarian Law (IHL).

The new complaint against the Communist Party of the Philippines-New People’s Army (CPP-NPA) stems from the killing of Civilian Armed Forces Geographical Unit (Cafgu) member Pablo Omblero.

Omblero was unarmed when allegedly killed by CPP-NPA members in Valencia City, Bukidnon, on October 27.


Brig. General Edgardo de Leon, 403Bde commander, led the filing of the case after a media forum on CPP-NPA propaganda, hosted mainly by the Philippine Information Agency and Philippine Army here.

In a letter addressed to CHR-Region 10 Directo Jeanne Ivy Abrina, De Leon requested the agency to conduct a fact-finding investigation in relation to Omblero's death.

De Leon believes that the militiaman's killing was a violation of IHL and Republic Act 9851 or the "Philippine Act on Crimes Against International Humanitarian Law, Genocide and Other Crimes Against Humanity".


Another separate complaint was filed by Elizabeth de la Torre, Omblero's live-in partner.

The 403Bde has already filed a total of four complaints against the CPP-NPA, accusing the latter of committing IHL violations such as killings of civilians and recruitment of minors to become child warriors.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

IMPASUGONG, Bukidnon -- The Army's 8th Infantry Battalion (8IB) and local officials of Cabanglasan held a dialogue with families deemed vulnerable to recruitment by the communist rebels over the weekend.

In a statement on Monday, 8IB said Sunday's dialogue in Sitio Calacapan, Barangay Canangaan, aims
to raise awareness on the recruitment activities of the New People's Army among young people in the village.

8IB said some 50 children in the village were considered vulnerable to NPA recruitment and the dialogue with both parents and children sought to promote the rights of the children and the importance of education.

According to the military in the area, Sitio Calacapan is being used by communist rebels as supply route and resting area.


During the dialogue, Mayor Reynante Inocando stressed the importance of education especially among the children of the Indigenous Peoples in the village.

“You all have the right to attend school. There are many IPs who have already graduated and are performing well. I want you to be one of them someday," Inocando said.

Inocando also told the villagers of the importance of military presence in the community.

“They are our soldiers and our defenders from any threats. Do not be scared because they are here to protect us," he said.

Meanwhile, 8IB officials also discussed the Enhanced Comprehensive Local Integration Program of the government for rebels who want to surrender and start new lives.

ECHAGUE, Isabela -- A New People's Army (NPA) squad leader surrendered to Army soldiers belonging to the 502nd Infantry Brigade in Soyung village here on Monday, the military said.

"Ka Marlboro" (real name withheld for security reasons) of Kilusang Larangang Gerilya-Central Front operating in the towns of San Mariano, San Guillermo, Echague, Jones and San Agustin,
said he gave up because of the hardships in the mountains.

In a press conference, Brig. Gen. Laurence Mina, 502nd Infantry Brigade commander, said
the surrenderer turned over two M-16 Armalite rifles, eight magazines with 230 bullets, a handheld radio, two blasting caps with detonating cords, a bandoleer, personal belongings, anti-government materials, and other items.


The former rebel, he said, will receive compensation for the surrendered guns and livelihood package.

Mina said "Ka Marlboro" was among those who recently fought with Army soldiers in Sitio Diwalden, San Jose, San Mariano town and a group that strafed the bioethanol plant in the same town.

He was placed under military custody for more questioning.

A member of the Maranao royalty sought to disprove Monday a book that casts doubts on President Rodrigo Duterte’s bloodline, by hinting that the President does not have Maranao blood through his grand maternal lineage.

Saidamen B. Pangarungan, a former Lanao del Sur governor and now head of the National Commission on Muslim Filipinos (NCMF), refuted the allegation of Earl Parreño in his book “Decoding Duterte: Facts behind Rody’s claims, rise to power.”

"Such claim was “unfounded if not conjectural,” Pangarungan said in a statement.

Parreño did not categorically state in his 227-page book that Duterte has no Maranao roots but hinted to the readers that the first Mindanaoan president has no Muslim blood -- specifically Maranao blood.

The book was featured in an online news network and a national daily, drawing mixed reactions from several quarters.

In a Facebook post titled “PRRD: The Maranao Pride,” the NCMF secretary cited literatures written by Professors Ben J. Kadil, Asangan T. Madale and Helen O. Kadil that traced in the Bangsamoro "salsila" (genealogy) the President’s lineage to “his great ancestor Datu Samporna, a Maranao nobleman of Momungan (now Baloi, Lanao del Norte).”

Pangarungan said the three professors narrated that at age 21, Datu Samporna went to Iligan and sailed towards “Cagaayahan” (now Cagayan de Oro City).

It was in “Cagaayahan” that Samporna raised his family in 1622. Pangarungan said Samporna “replaced Datu Salangsang, as the new ruler of Cagaayahan (and) was offered marriages to princesses -- daughters of prominent families -- and begot generations of prominent descendants in Mindanao and the Visayas, namely Neri, Roa, Fernandez, Chavez, Velez, Rivera, Bautista, San Jose, Rodriguez, Gaerlan, Emano, Pelaez, Fernan, Badelles and Cabili, among others.”

Pangarungan said when the Spaniards arrived in the 17th century and when Recoletos missionary priest Fr. Pedro de Santa Barbara officiated mass, many of the Samporna families were Christianized and were given name “Neri.”

“However, some of Samporna’s descendants moved to Boroon, Wato, Tugaya, and Ganassi in Lanao and retained their Islamic faith,” he added.

Panganrungan said the Spaniards eventually translated “Cagaayahan” into Cagayan de Oro.

The three professors claimed that Eleno Samporna Neri Roa got married to Fortunata Gonzales and begot Soledad "Soleng" Samporna Neri Roa, a public school teacher, and civic leader.

They said, “Soledad got married to Vicente Duterte, then governor of Davao province, and they were blessed with five children bearing the surname Roa Duterte: Eleanor, Jocelyn, Don, Benjamin, and Rodrigo.”

In his book, Parreño questioned the President’s Maranao ancestry by alleging that his maternal grandfather Eleno had his surname Fernandez changed to Roa when he was adopted by the latter's family.

But Pangarungan stressed it was contrary to the Maranao "salsila" [genealogy].

Pangarungan insisted that the Maranao salsila recorded that Eleno’s mother was a Roa and Eleno chose his mother’s surname since the name Roa was prominent in trade and influence in Agusan and Misamis provinces.

“Assuming for the sake of argument that the name change is true, the Fernandez of Cagayan de Oro are also descendants of Samporna. Thus, whether Eleno is a Fernandez or a Roa, the Maranao blood ran in his veins," Pangarungan said.

He said that more than the genealogy, "President Duterte has shown his love and compassion not only for the Maranaos but for the whole Bangsamoro."

The NCMF chief noted that the Dutertes (Rody and Sara), have always made sure that there are Davao City deputy mayors to represent Maranaos, Tausugs, Maguindanaons and other Muslim tribes.

Pangarungan pointed out that under the Dutertes’ administration, Davao City regularly celebrates the two Muslim holidays of Eid’l Fitr and Eid’l Adha, during which they gave a sack of rice and groceries to all Muslim households in the city, an indication Moro blood is in his veins.

The NCMF chief said even before he became President, Duterte has repeatedly told him that he will address the historical injustices against Moros in Mindanao.

Because of that, Pangarungan said, he campaigned for Duterte and in Lanao provinces, winning by landslide margins although most of the town mayors were for Mar Roxas of the Liberal Party.

SAN JOSE DE BUENAVISTA, Antique – The local government unit (LGU) here and the municipal police office have condemned the recruitment of minors by the Communist Party of the Philippines-New People’s Army (CPP-NPA).

On Monday, a condemnation rally and covenant signing was held by local officials, police, school principals and other stakeholders at the municipal police station here.

The activity also meant to show support to the Executive Order 70 of President Rodrigo Duterte institutionalizing the whole-of-nation approach in attaining inclusive and sustainable peace.


“Although San Jose de Buenavista is just considered for rest and recreation of the insurgents but then we are holding this activity to make sure that the capital town is a better place to live and work where there is no insurgency problem,” Mayor Elmer Untaran said in his message at the rally.

He said his own family members were also victims of rebel atrocities. He recalled that his mother, younger brother and their family driver were ambushed in northern Antique more than 30 years ago.

Meanwhile, Municipal Local Government Operations Officer Irmina A. Magbanua said although San Jose de Buenavista and the entire Antique province is not a "target" of EO 70, they are also in the process of forming the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) as a preemptive approach.

“We are soon going to conduct orientation among the barangay officials as a preemptive, pro-active measure so they will know what their roles will be in the MTF-ELCAC,” she said.

Deputy Chief of Police Major Rowell A. Buccat also called for public support as they perform their duty to end armed conflict.

Department of National Defense (DND) Secretary Delfin Lorenzana on Monday said he is not inclined to recommend another extension of martial law in Mindanao once the third extension ends on December 31.

"We are waiting for the recommendation of the Armed Forces at saka yung (and of the) PNP (Philippine National Police), depende sa kanilang (it will depend on their) recommendation but kung ako lang (as for me), I will not recommend anymore the extension,"
he said in an interview Monday.

When asked for his reasons, the DND chief said a stronger Human Security Act is a more viable approach.


"Matagal nang masyado eh (It is already too long). (So that) we can do our job, kaya nga (that is why) especially if the Senate or the Congress can pass the Human Security Act na nabigyan ng konting ngipin yung ating (which will give more teeth to our) law enforcement, then that's a better arrangement than martial law," Lorenzana added.

However, the DND chief said he will act accordingly in case the AFP and PNP decide to recommend another extension.

"We'll see, we'll evaluate the reasons of the military and the police and act accordingly," Lorenzana added.

The House of Representatives, voting 235-28-1 in a joint session on Dec. 12, 2018, approved the extension of martial law in Mindanao for the third time until Dec. 31, 2019.

The AFP recommended another year-long extension of martial law in Mindanao in its bid to neutralize terror groups still operating in the southern Philippines.

Lawmakers, in a special joint session in July 2017, granted the extension of martial law until Dec. 31, 2017, at the President's request.

In December 2017, the Senate and House of Representatives, convening in a joint session, granted President Rodrigo R. Duterte's second request for the extension of martial law and the suspension of the privilege of the writ of habeas corpus for a period of one year from Jan. 1 to Dec. 31, 2018.

Martial law in Mindanao was declared on May 23, 2017 following attacks launched by the Maute Group in Marawi City.
