Nearly three decades on from the closure of the Subic Bay naval base, the Philippines’ relationship with the United States remains complicated.

Yesterday marked 29 years since the Senate vote that brought the curtain down on the giant U.S. naval base at Subic Bay. For much of the twentieth century, the U.S. Naval Station Subic Bay, and its companion U.S. Air Force base at Clark, some 50 kilometers to the north, had been a critical node of America’s military operations in the Pacific. Blessed with abundant deep water anchorages, and commanding close access onto the strategic South China Sea, it had played a part in every major U.S. military deployment of the century, from the Boxer Rebellion to Operation Desert Storm.

But the approaching end of the Cold War, concerns about the behavior of U.S. troops, and the eruption in June 1991 of Mount Pinatubo, which severely damaged the facilities at both bases, spelled the end for the huge naval facility.

On September 16, 1991, the Philippines Senate rejected a proposed extension of the basing agreement by a 12-11 vote. The extension had prompted an impassioned debate in which the bases were attacked as a symbol of the country’s continued colonial-like dependency on the U.S., which had ruled the Philippines as a colony prior to its independence in 1946. After considering putting the bases agreement up to a popular referendum, President Corazon Aquino gave the U.S. until the end of 1992 to vacate the site.

On November 24, 1992, the Stars and Stripes were lowered in a solemn ceremony at Subic Bay, and the Philippine national flag hoisted in their place. The base’s closure ended an American military presence that began with the capture of the Philippines from Spain in 1898.

Today, the fateful Senate vote is marked by a monument located in front of the boxy building that once housed the U.S. base headquarters. The monument features the hand prints of the twelve senators, topped by a Virgin Mary-like figure releasing a bird into the sky. An inscription reads, “Let the Dozen Hands pay tribute to the Magnificent Twelve Senators of the Republic of the Philippines, who on September 16, 1991, stood up and declared ‘NO’ to the RP US Military Bases Treaty, thus finally ending more than four centuries of foreign military presence in the country.”

But the U.S. military absence from the Philippines was to be short lived. In February 1992, the Chinese government promulgated a law asserting its claims over a vast swathe of the South China Sea. Two years later, it occupied Mischief Reef, in the eastern part of the disputed Spratly Islands close to the Philippine island of Palawan, in the face of opposition from Manila, and began erecting structures on the coral banks. Facing this rising power to its west, the Philippines turned once again to its treaty ally and former colonial master for support.

In 1998, less than six years after the closure of Subic, the Philippines and the U.S. signed a Visiting Forces Agreement, laying out the rules for American personnel deployed in the Philippines. The VFA also led to the establishment of the Balikatan military exercises, which have since been held more than 35 times. In 2014, in the wake of a new round of aggressive Chinese action in the South China Sea, during which it began building Mischief Reef and other Spratly Island features into fortified artificial islands, the VFA was supplemented by an Enhanced Defense Cooperation Agreement, which permitted the U.S. to rotate conventional forces through Philippine military bases. At around the same time, navy ships started berthing again at Subic Bay.

The campaign for the removal of the U.S. bases, and the subsequent return of the American military to the Philippines, encapsulates the nation’s complicated relationship with its former colonial master. As the most visible sign of America’s residual presence in the Philippine archipelago, the U.S. military presence continues to be a focus for the periodic eruptions of resentment against American influence. This burst forth last week, in the protests that greeted President Rodrigo Duterte’s decision to pardon an American Marine convicted for the 2015 killing of a transgender woman at a hotel in the town of Olongapo, which sits adjacent to the former Subic Bay base. At other times, Duterte has himself been harshly critical of past American actions in the Philippine islands.ADVERTISEMENT

At the same time, many Subic Bay locals still lament the closure of the U.S. naval base, which once provided employment for tens of thousands and supported a thriving local economy. In 2019, when I visited Subic, since converted into a somnolent free trade zone, many of those I met spoke of an economy that had never quite recovered from the U.S. withdrawal, of empty shopping malls and sparsely-filled restaurants.

In a park a short walk from the monument to the 1991 Senate vote, I ran into 55-year-old Lito Romero, a rake-thin taxi driver who once worked at the Subic Bay ammunition pier. The park was built over a mini-golf course once built for the use of American personnel, but since abandoned. Roots twined across the concrete putting ranges, once-bright paint flaking in the dappled shade.

Romero wore a baseball cap bearing the insignia of the USS Charlotte, a Los Angeles-class submarine that had paid a visit to Subic in 2016. I asked him what the impact of the closure had been. “Bad, it was very bad,” he said, lounging on a bench, “People had no work.”

Sitting with him was Christy Jimenez, 60, a volunteer who manned the public bathrooms in the park. Having grown up in Olongapo, and seen the local economy rise and fall, she spoke with scorn of the senators who voted to shut down the base. “What did they do, the senators? They took all the work, right. That’s no good,” she said, before adding: “I cannot vote for those people, how can you vote for those people?”

In a grand insult to the Filipino people, especially the Negrosanon, the PNP Chief declared in a media interview recently that Gen. Debold Sinas is a “good man and deserve a promotion”.

Gen. Sinas, now the Metro Manila police chief, was responsible for the gruesome murders of civilians in Negros Oriental during his stint as Central Visayas police chief in 2018-2019.

He led the bloody anti-insurgency campaigns Oplan Sauron 1 & 2 and Oplan Bran Stark during that period that resulted in the mass murders of 37 unarmed farmers and personalities like barangay captain, city councilor, ex-mayor, DepEd official and lawyer.

In Southeast Negros, among the most brutal of these Sinas-led killing spree was the cold-blooded murder of peasant and transport leader Franklin Lariosa by masked policemen in front of his family including his then 4-year old youngest child in Sitio Omol, Barangay Talalac, Sta. Catalina during Oplan Sauron 2 on March 29, 2019.

Another is the massacre of the Ocampo family in Barangay San Jose, Sta. Catalina that resulted in the death of 1-year old Marjun and and his father. His mother barely survived. On July 26, 2019, men in camouflage uniform strafed their small hut with assault rifles while they were sleeping as Oplan Bran Stark raged on.

Sinas should held accountable for these heinous crimes along with his fascist chieftain Duterte. ###

Paquibato District, Davao City – Two NPA terrorists with high-powered firearms were captured due to massive effort of 27IB Modified Community Support Program (MCSP). On September 15, 2020 at around 6AM, a concerned resident from Brgy Malabog, Paquibato District, Davao City reported to the MCSP Team under 1st Lt. Joven Tolete Philippine Army about the presence of two suspicious male roaming at Sitio Mangayahay of the said barangay. Accordingly, the duo is not from the place and their suspicious movement caught the attention of the residents.

Acting on the report, augmented MCSP Team led 1Lt Tolete immediately proceeded to Sitio Polocon. Guided by concerned resident, the troops were able to capture the two suspicious male individuals. During the course of investigation, the duo was identified as Elmo Sigan-an @KEVIN, 20 years old and a resident of Sitio Kinse-Kinse, Brgy Colosas, Paquibato Distict, Davao City and Joshua Mabanag @JOSHUA, 18 years old and a resident of Sitio Lasakan, Brgy Palma Gil, Davao Del Norte both members of GF55, SRC5, SMRC under ARIAN JANE OCHETA RAMOS @MARIKIT. Further investigation revealed that the two NPA terrorists left and buried their firearms somewhere at the vicinity of Sito Mangayahay, Brgy Malabog, PDDC. After almost three hours, the troops were able to locate and seized two M16 rifles, eight long magazines, two Bandoliers, live ammunitions for M16 rifle, one UHF ICOM radio and assorted personal belongings hidden in a cave in an isolated part of Sitio Mangayahay, Brgy Malabog, CDDC.

The successful operation is a result of timely and reliable information relayed by concerned citizen to the MCSP team deployed in the area. The MCSP team is immersed in the area to enlighten the community particularly members of the underground mass organization (UGMO) deceived and recruited by the NPA terrorists and assist them in facilitating resolution of issues exploited by the said armed group. Last September 15 2020, almost 400 members of UGMO in Paquibato District have cut their ties and affiliation with the NPA terrorists belonging to GF55. As such, they condemned the NPA terrorist’s presence in their community. In return, these former UGMO members pledged to support the military and promised to embrace government’s efforts towards peace and development.

Lieutenant Colonel Victorino M Seño Philippine Army Battalion Commander of 27th Infantry (ACTION) Battalion extends his appreciation to the residents of Calinan District for providing timely and reliable information about the presence of NPA terrorists that resulted to the capture of the aforementioned NPA terrorists. “With the continued cooperation and support of the locals as manifested by the consistent passing of reliable information about the armed group, sooner this armed group will have no place in Davao City” he added.

CRUZ, ILOCOS SUR – The Army Troops of 81st Infantry (SPARTAN) Battalion headed by Lieutenant Colonel Rodrigo A Mariñas Jr. Philippine Army, Commanding Officer; ISPPO headed by Police MAajor Andrew Rabang the Chief Provincial Community Affairs and Development, in collaboration with the Municipal Task Force Ending Local Communist Armed Conflict and the Local Government Unit of Suyo, Ilocos Sur headed by Hon Mayor Mario B Subagan; Vice Mayor Samuel B. Subagan; Sangguniang Bayan Member; Liga ng mga Barangay; MLGOO Suyo; SK Federation of Suyo; BFP of Suyo; and Kabalikat CVCOM conducted Indignation Rally at Sitio Kimpatubbog, Brgy Poblacion, Suyo, Ilocos Sur.


Said activity started from the assembly area at Suyo Public Market and conducted Motorcade going to the venue at Sitio Kimpatubbog, Brgy Poblacion, Suyo, Ilocos Sur with about 240 participants.

The program formally started with a simple prayer and subsequently followed by a National Anthem, Ilocos Sur Hymn and Suyo Hym and the welcome remarks of SBM Pablito Avisa the Committee on Peace and Order of Suyo. During the program, Former Rebels gave their testimonies about the scheme of recruitment and the ills and evils of Communism followed by Oath of Allegiance and withdrawal of Support to CNTs of 24 Underground Mass Organization and Milisyang Bayan Members which was administered by Hon Mayor Subagan followed by Panunumpa sa Watawat Ng Pilipinas to instil patriotism to everyone.





Meanwhile, a condemnation statements of five (5) Milisyang Bayan Members and Sangay ng Partido sa Lokalidad that they are utilized by the terrorist group and encourage to everyone that never follow their wicked deeds and a message of Mr. Richmond B. Arcinas, from the Youth sector encouraged the youth to be educated in order not to deceived by any dubious organizations. After which a message of Hon Subagan was given encouraging everyone to cooperate to the Army, PNP and the other agencies in maintaining peace and order in the municipality.

The activity was highlighted with the Burning of Effigies of Joma Sison and faces of the CTGs operating in Ilocos Sur which was spearheaded by Mayor Mario Subagan and Vice Mayor Samuel Subagan. Finally, the Releasing of white doves and Exploding of Red Balloons was conducted which signifies that the municipality is not in favor of the presence of the CPP NPA Terrorists in the municipality and is one in realizing Peace and Development in the area.



The program was formally closed with the closing remarks by Hon Vice Mayor Samuel Subagan expressing his heartfelt concerns to the people explaining the investors are welcomed if the peace and order are stable followed a mass singing of Pilipinas Kong Mahal.

CAMP Siongco, Maguindanao – An unexploded ordnance (UXO) was discovered in the vicinity of Sitio San Roque, Barangay Sto Niño in Bagumbayan town of Sultan Kudarat, last Sunday Morning Sep. 13.

The said UXO was seen by a certain Renanty Abunda, a resident of the said place about 9:00 in the morning. Immediately, a team from the 7th Infantry Battalion together with the 3rd Explosive Ordnance Disposal (EOD) Team proceeded to the area. Upon technical evaluation by the 3rd EOD Team, it was determined that the UXO recovered, was made from 105mm ammunition.



“The unexploded ordnance might be used for bombing attempts and terroristic acts if not recovered,” Major General Juvymax R. Uy, Commander of Joint Task Force Central and 6th Infantry Division said.

The Commander is appealing to the people to immediately report to proper authorities findings of unexploded ordnance and other suspected items to avoid accidents.

CAMP Siongco, Maguindanao – According to Major General Juvymax R. Uy, Commander, Joint Task Force Central and 6th Infanry (Kampilan) Divison, government operating troops discovered an improvised explosive device (IED) cache in Brgy Pimblakan, Mamasapano, Maguindanao last Tuesday (September 15) at 6:00 in the morning.


Major General Uy said that recovered were the following: One emylo receiver, One 9 volt battery (HW brand), One cap, blasting (converted electric), Half kilo flash powder, Assorted nails (Cut into small size used as shrapnel) and One 750ml empty bottle (zonrox) as a container of flash powder. He further said that when assembled, it can be very devastating if used in terroristic bombing attacks.

Upon the discovery, 34th Infantry Battalion troops immediately cordoned the area, while the Army’s 3rd Explosive Ordnance Disposal Team successfully disrupted the IED.

“The discovery of this IED is part of the campaign of the government against terroristic act. The prompt response of our ground forces led to the successful disruption of war materials”. Major General Uy added that the Joint Task Force Central will never cease to pursue these lawless groups in the area and prevent them from conducting terroristic attacks.

Camp Siongco, Maguindanao- In a Change of Chief of Office ceremony held last September 14, 2020, at the 6ID Grandstand Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao, Maj. Gen. Juvymax R. Uy Commander, 6th Infantry (Kampilan) Division, installed Lt. Col. Roberto C. Go as the new Assistant Chief of Staff for Logistics, G4, replacing Col. Ciriaco A. Lomas-e Jr. Lt. Col. Go is the former Commanding Officer of 37th Infantry Battalion based in Palembang, Sultan Kudarat.

Col. Lomas-e served the office of the Assistant Chief of Staff for Logistics, G4 for one year and six months. He was instrumental in providing the logistical support for all units under 6ID, which contributed much to the accomplishment of the command’s mission. He will eventually be designated as the Commander of the Mindanao Army Training Group, Training and Doctrine Command, Philippine Army based in Camp Kibaritan, Bukidnon.

Jose Abad Santos, Davao Occidental – Labing-isa (11) na dating ganap na kasapi ng New Peoples Army (NPA) ng nasabing munisipyo ang nakatanggap ng “provincial at municipal aid” na ginanap sa kanilang Poblacion Gymnasium ngayong hapon ng Setyembre 16, 2020.

Nagkahalaga ng PhP 10,000 bawat isa ang natanggap ng 11 na dating kasapi, kabuuan ng PhP 110,000 na tulong pang-pinansiyal. Nagbigay naman ang munisipyo ng 9 na paks ng mga binhi at 8 galon ng molases upang may magamit sila sa pagtatanim bilang parte ng tinatawag na “livelihood program”. Ang molases ay organikong pampataba sa mga pananim.


Bilang karagdagan, binigyan din sila ng food packs at mga medisina. “Kami sa LGU kasama ang 73rd Infantry Battalion ay abot-kamay niyo lamang lalo na’t marami nang kasundaluhan sa kabundukan. Kung kaya’t sa pandemyang ating tinatamasa, ang Municipal Health Office ay laging bukas upang maibsan ang inyong masamang karamdaman,” saad ni Hon. Jason Joyce, Alkalde ng munisipyo.

Nais ding ipaabot ni Lt. Col. Ronaldo G. Valdez, Kumander ng 73IB na nirepresentahan ni 1st Lt. Mark Francis Gatan, Kumander ng Bravo Compnay, ang kanyang lubos na pasasalamat sa mga tulong na ibinabahagi sa mga dating rebelde. “Dahil nararamdaman na ng mamamayan ang gobyerno at sa kooperasyon nila na hindi sumapi sa mapaglinlang na rebelde, nagkaroon ito ng magandang epekto. Kaunti na lamang ang hinaharap nating rebelde,” dagdag ni Lt. Col. Valdez.

Napag-alaman na noong nakaraang linggo ay namahagi din ang probinsya ng tulong pinansyal sa 9 na dating rebelde sa munisipyo ng Malita, Davao Occidental.

The operational control of the 94th Infantry Battalion in central Negros has been transferred to the 302nd Infantry Brigade, as part of the adjustments made by the 3rd Infantry Division in its internal security operations in Negros Island.

Maj. Cenon Pancito, 3ID Public Affairs Office chief, said yesterday that the 94IB areas of operation in central Negros remain the same, except for the transfer of its operational control from 303rd Infantry Brigade to 302nd Infantry Brigade.

Under the new set-up, Pancito said that each Army battalion has been tasked to dismantle a guerilla front of the New People’s Army in their respective areas.


Aside from the 94IB, the 302nd Infantry Brigade headed by Brig. Gen. Noel Baluyan also supervises the 15th Infantry Battalion in southwest Negros, and 11th Infantry Battalion in southeast Negros.

On the other hand, the 79th Infantry Battalion in northern Negros and 62nd Infantry Battalion in central Negros are under the operational control of the 303rd Infantry Brigade headed by Col. Inocencio Pasaporte.

The area of 94IB also in central Negros has been designated as the focus area of the 302nd Infantry Brigade operations against the NPA, according to the statement it issued, following the recent visit of Brig. Gen. Baluyan to its headquarters in Brgy. Tambo, Ayungon, Negros Oriental.

The 94IB was recently beefed up with 54 new personnel by the 3ID.

THE EASTERN Mindanao Command (EastMinCom) condemned the New People’s Army following the recent attack that claimed the life of a Lumad in Davao de Oro.

On Sept. 11, 2020, at around 6:30 a.m., an undetermined number of communist guerrillas attacked an IP community in Purok 3, Barangay Belmonte, Laak, Davao de Oro. This prompted the tribal group of warriors called baganis to defend themselves.

Bensar Alcano was killed during the encounter.


Lt. Gen. Jose C. Faustino Jr, the commander of EastMinCom said, “This criminal act of the NPA only shows how they disrespect the indigenous peoples who are only trying to make a peaceful living.”

“At a time when the country is still struggling to fight the dreaded coronavirus, the communist NPA terrorists have also taken advantage of the situation by executing their treacherous acts.”

On the other hand, he lauded the bravery of the IP community to stand up against the NPA, which began when the local government of Laak declared the CPP-NPA as persona non grata on July 18, 2020.

He said it proves that the IP communities are ready to sacrifice their lives to defend their ancestral domain against any form of threats. This is also enshrined in the Philippine Republic Act No. 8731 otherwise known as the Indigenous Peoples’ Rights Act (IPRA) of 1997, which recognizes and protects the rights, culture, and traditions of the Indigenous People.

“We also call on the IP representatives to condemn the recent atrocity of the CNTs and to give justice on the death of Mr. Alcano and other victims,” he said.

Faustino has already directed the ground units, particularly the 60th Infantry Battalion, to pursue the perpetrators and give justice to the slain IP member.

CAGAYAN DE ORO CITY (MindaNews / 16 Sep) – A 64-year-old Filipino-American was kidnapped by four gunmen in Sirawai, Zamboanga del Norte early evening Wednesday, police said.

In a report, the Sirawai police station revealed that Rex Triplet, 64, a resident of Barangay Piacan in Sirawai, was going home with his wife when the kidnappers wearing camouflaged uniforms stopped his motorcycle in barangay Tapanayan.

The report said the 23-year-old wife, Celsa Maani-Triplet, was able to escape being captured and reported the incident to barangay officials.

Police said the abductors were armed with an M203 grenade launcher and three short firearms.

MindaNews tried to call the Sirawai police operation center but the policemen on duty could not say if Triplet is an American with a United States passport.


The kidnapping came after the US Embassy in Manila issued last month a warning to all US citizens living in some parts of Mindanao of plans by lawless groups to abduct them.

The advisory told US citizens not to travel to the Sulu Archipelago “due to crime, terrorism, civil unrest, and kidnapping” and also to “reconsider travel to other areas of Mindanao” for the same reason. Marawi City is also off limits “due to terrorism and civil unrest.”

Lt. Col. Gerald Monfort, the battalion commander, has met with Vice Governor Toto Tan and presented his project which will largely benefit the town folks.

The project is planned to be implemented in the villages of Danag and Bungkaung in partnership with municipal agencies to empower villagers and beneficiaries of the Pantawid Pamilyang Pilipino Program - a human development measure of the national government that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education of children aged 0-18.

PAGADIAN CITY, Sep 17 (PIA) – The Indigenous People (IP) leaders from the 26 municipalities and 1 city of the province convened recently at the Subanen Hall, Provincial Government Center in barangay Dao for the 1st Provincial Subanen Summit.

The Provincial Subanen Federation Council of Elders and Leaders organized this historic IP assembly dubbed SubanenSummit2020 and carries the theme “Unity and Solidarity towards Strengthening the Subanen Cultural Heritage.

Governor Victor Yu extolled the IP council of elders and leaders for preserving the richness of the cultural heritage and promoting respect for cultural diversity of Subanen community.



He said the national government provided many benefits for the IPs particularly the creation of Republic Act No. 8371 otherwise known as “The Indigenous Peoples’ Rights Act of 1997,” recognizing and promoting the rights of IPs.

Yu encouraged them to take full advantage of the opportunities and privileges such as scholarship programs, skills training, and livelihood assistance.

The governor said it is the primary goal of his administration to reduce the poverty incidence and make the province a 100 percent insurgency-free. He, however said his dream will be achieved only with the active support and cooperation of the IP leaders.

The local chief executive said that 90 percent of the insurgents- the CPP-NPA-NDFP (National Democratic Front of the Philippines) come from the IP tribes who were deceived and exploited by the organization.

Yu encouraged the IP leaders to help the government by convincing their fellow Subanen brothers who are still joining the CPP-NPA in the hinterlands to come down and return to the fold of law, and to avail the financial support programs of the government.

In support to PPRD’s EO No. 70, Yu said the provincial government will also give reward of P20,000 to a rebel from the province who will yield to the government and P10,000 to those persons who can also convince a rebel to surrender.

Mustapa Piang, head of Muslim and Subanen Affairs thanked the provincial government for recognizing the vital role of tri-people in the province.

“I thanked the provincial government for recognizing the vital role of IPs by creating the Muslim and Subanen Affairs. This is the beginning in the milestone in IP’s history that Subanen and Muslim Affairs Office was created under administration of Governor Yu,” Piang proudly announced.

“Niining makasaysayanon nga tigum nga gitawag nga 1st Subanen Summit sa Zamboanga del Sur, atong ipadayon pagpakita ang panaghiusa sa Subanen Federation Council of Elders tungod kay pinaagi niini, atong makab-ot ang malahutayon nga kahapsay ug kalinaw ug kalamboan sa lalawigan (In this historic gathering dubbed the “1st Subanen Summit”, I encourage members of Subanen Federation Council of Elders to unite altogether because through this, we can achieve lasting peace and progress in our province)," he said.

ILOILO CITY, Sept. 17 (PIA) --The Army’s 12th Infantry Battalion hits the CPP-NPA Terrorist in Panay for the fourth time during the third quarter of 2020.

The fourth encounter occurred at Sitio Bidang, Barangay Siya, Tapaz, Capiz at around 9:40 a.m. of September 13, 2020 with about five NPAs while the troops were conducting combat operations in response to the ‘tip-off’ from the populace on the presence of communist-terrorists who were doing recruitment and extortion activities.

With the firelight that lasted for about 10 minutes, no one was hurt on the government side, a press release from the 3rd Infantry Division Public Affairs Office said.

Captured the encounter site were one cal .38 revolver, one homemade 12-gauge shotgun, one machete with NPA logo, one black shirt with NPA logo, three empty 5.56mm cartridges, and two empty cal .38 cartridges.


On August 26, 2020 two consecutive encounters happened between the 12IB and the members of the CPP-NPA Terrorist in Barangay Panuran, Janiuay, Iloilo that prompted the two female NPAs to surrender to army battalion after they were abandoned by their comrades.

Likewise, the Army unit also encountered armed members of the communist-terrorist group, August 8, 2020, that persistently recruits minors to join their ranks in Barangay Atimonan, Janiuay town.

Meanwhile, Army’s 3ID commander Major General Eric Vinoya lauded the Spearhead troopers for continuously protecting and serving the local populace who are willingly cooperating with their Army by giving accurate and timely information about the presence and activities of the communist-terrorists.

“We are tracking them in precision because of the people’s support. We thank the community for supporting the anti-insurgency campaign of the government,” Vinoya said.

Vinoya added “In response to their clamor for an NPA-free community, we will be relentless in our efforts to pursue these terrorists until they are incapable of sowing fear and terror.” (PIA6/3ID-DPAO/PA)

CAMP CAPINPIN, Tanay, Rizal, Sept 17 (PIA) - A 20-minute firefight erupted on Tuesday afternoon when soldiers and police raided a communist terrorist hideout in Brgy Abuyon, San Narciso, Quezon.

The military said soldiers from the 85th Infantry Battalion and San Narciso municipal police station engaged around 15 communist NPA terrorists after responding to reports from concerned citizens.

According to 85IB Commanding Officer Lieutenant Colonel Emmanuel Cabahug, who is directly supervising the military operations in the area, the NPAs were under a certain Joseph Delos Santos alias Ken/Bingot, a notorious former member of the Special Partisan Unit (SPARU). He is also believed to be the mastermind of numerous communist atrocities perpetrated in Quezon Province in the past.

Brigadier General Norwyn Romeo P Tolentino, Commander of the 201st Infantry Brigade who has operational jurisdiction over the area, said his forces recovered three M16 rifles with magazines, ammunition, IED components, and other personal effects left by fleeing terrorists. He added there were no casualties on the part of our soldiers while the casualty count among the NPAs are being validated by the troops who are still conducting pursuit operations.


BGen Tolentino further stated the success of the military campaign in his area is due to "the overwhelming support and the active collaboration of the Local Government Units at all levels in the implementation and operationalization of the Provincial Task Force to End Local Communist Armed Conflict or PTF-ELCAC thereby denying the communist terrorists the space that they need to thrive and further their terroristic plans in this part of the country.”

For his part, Major General Greg T Almerol, Commander of the Philippine Army’s 2nd Infantry (Jungle Fighter) Division, expressed his gratitude to the concerned citizens "who disregarded their personal safety to pass the information to our troops knowing that our society will be better off without atrocities perpetrated by the NPAs."

He also congratulated the combined forces of soldiers and police "for the display of teamwork and maintaining a seamless relationship in pursuing the much coveted peace for every Filipino while continously protecting them from the evils of terrorism which keeps on hampering our very potential as a nation."

MGen Almerol ended by calling upon the few remaining NPA terrorists "to turn your backs from armed struggle, surrender, live peacefully with your families, avail government grants through E-CLIP and be part of the solution to the problems that our country is facing because we are already mustering all our resources against any individual or group who continuously sow terror."

Joint AFP-PNP checkpoints have been established in the area to support the ongoing pursuit operations against the escaping NPA terrorists.

Kalinga TF delivers services to ELCAC barangays

CITY OF TABUK, Kalinga, Sept. 16(PIA) – Government programs and services are now being delivered to conflict-affected barangays based on the report of the members of the Provincial Task Force on Ending Local Communist Armed Conflict (PTF-ELCAC).

In a recent meeting at the Capitol, some PTF-ELCAC members reported projects and programs they have provided to ELCAC barangays as they committed to continue to deliver services to the 16 NPA- influenced barangays.

Department of Labor and Employment Provincial Officer Avelina Manganip reported their agency provided PhP1.5 million total assistance to Tanglag, Apatan and Asibanglan Farmers Association under their livelihood program.

Wena Buston of the Department of Trade and Industry announced that DTI released Php1.04 million to beneficiaries in ELCAC barangays under its Pangkabuhayan para sa Pagbangon at Ginhawa livelihood package.

Erlinda Taquiqui of the Department of Social Welfare and Development informed the ready release of Php1.3M for 90 beneficiaries in barangays Dupag, Babalag, Ballayangon, Apatan, Balantoy, Gawaan, Upper Uma, Lower Uma, and Guinaang under DSWD’s Livelihood Assistance Grant, and Livelihood and Settlement Grant.

For the Department of Agriculture, Provincial Agriculturist Engr. Domingo Bakilan reported provision of Php1.7M= worth of corn and vegetable seeds and fertilizer to Limos, Ba-ay, Apatan, Ab-abaan, Balantoy, Poswoy, Buaya, Gawaan, Balbalan Proper, Dao-angan, Maling, Salegseg, Dupag, Tanglag, Western Uma, Upper Uma, Lower Uma barangays. Bakilan informed that Barangay Guinaang of Pasil waived its privilege to receive its share, so it was divided equally among the other ELCAC barangays.

Also assisted under DA's Special Area for Agricultural Development are the Maling Agricultural and Fishery Organization, Asibanglan Farm Development Organization, and Tanglag Community Organization for Unity.

In its latest update on NPA-affected barangays, the 503rdBrigade reported additional eight influenced barangays in Kalinga bringing to a total of 21. Added to the list are Ballayangon and Asibanglan in Pinukpuk; Balbalasang, Buaya, Dao-angan, Maling, Talalang and Pantikian in Balbalan. There are also 31 threatened barangays.

“Amidst the pandemic, we have to do our best to deliver public service to ELCAC barangays in order to succeed in winning the war not only to end local communist armed conflict but rise above poverty - the very root cause of rebellion, ” Gov. Ferdinand Tubban told the PTF members.

The Task Force agreed to consider the close monitoring of awarded livelihood projects to former rebels to check if they are operating.

Project implementing agencies are also advised to coordinate with the PNP and the AFP on the identity of recipient organizations/associations to avoid partnering with left leaning groups.

Meanwhile, the PTF-ELCAC received a new enrollee to the Enhanced Comprehensive Local Integration Program in the person of former rebel Regie Gangat from Bagumbayan, this city.(JDP/PAB-PIA CAR,Kalinga)

DAPITAN CITY, Zamboanga del Norte – Government troops are tracking down the whereabouts of a 64-year-old Filipino-American abducted late Wednesday by gunmen in a remote barangay in this province.

An initial report from the Army’s 42nd Infantry Battalion and the police’s 902nd Regional Mobile Force Company identified the victim as Rex Triplet, a resident of Piacan, Sirawai.

Investigation showed that Triplet and his 24-year-old wife, Celsa Maani, were on their way home around 6 p.m. to Barangay Piacan on a black Honda motorcycle when flagged down by four armed men clad in fatigue uniforms in Barangay Tapanayan, about five kilometers from Sirawai town proper.

The army and police reports added that the unidentified gunmen, brandishing M-203 grenade launcher and short firearms, forcibly dragged Triplet to a vehicle.


In the commotion, Triplet’s wife managed to escape and asked for help from barangay officials.

The gunmen holding Triplet fled to an unknown direction, the reports added.

The municipality of Sirawai is part of this province’s Triple “SB” area, which is a known lair of lawless groups operating in the province.

The Triple “SB” area comprises of the towns of Siocon, Sibuco, Sirawai, and Baliguian.

BALER, Aurora – The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) conducted on Wednesday a community consultation to address the concerns of rebel returnees on peace and development issues.

The Situational Awareness and Knowledge Management and Local Peace Engagement (SAKM-LPE) cluster of the RTF-ELCAC, headed by National Intelligence Coordinating Agency (NICA) Regin 3 Director Rolando F. Asuncion, spearheaded the meeting at Dr. Juan C. Angara Sports Complex in Barangay Suklayin here.

The meeting, which was participated in by former rebels, their mass base supporters, military and police personnel, and representatives from concerned government agencies, aims to orient and increase awareness on Executive Order No. 70 signed by President Rodrigo Duterte, which institutionalizes a “whole-of-nation approach” in attaining inclusive and sustainable peace.

Lt. Col. Reandrew P. Rubio, commanding officer of the Philippine Army's 91st Infantry (Sinagtala) Battalion, said the main objective of the consultation meeting is to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats for inclusive development.


Rubio said the activity is also in line with the goal of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to educate the people on the evils of communism.

“Our activity signifies the convergence of efforts among government agencies, both local and national, in addressing the root causes of insurgency and (create) awareness on the mandates of the participating agencies,” he said.

During the event, Rubio said 76 former members of the Komiteng Larangang Guerrila (KLG) Sierra Madre and mass base supporters of the rebel group pledged allegiance to the Philippine flag.

“They also pledged to reject any form of intrusions by the communist rebels to their communities in this province,” he said.

“Our activity is remarkable and timely in view of our intensified campaign against the New People’s Army that continues to weaken through the loss of support from communities. It is made possible with the convergence efforts and support of the barangay, municipal and provincial task force in ending local communist armed conflict (TF-ELCAC), local officials, indigenous peoples, and peace partner stakeholders,” he added.

Col. Raul Siriban, provincial director of the Aurora Police Provincial Office, said the consultative meeting is essential to address the root causes of terrorism and insurgency in the province.

He urged those who returned to the fold of the law to raise their issues and concerns so that these could be addressed accordingly.

Governor Gerardo A. Noveras said the provincial government of Aurora has recognized the efforts of the police, military, and other concerned agencies in the pursuit of peace and stability in the province.

“Ang pandemya ay kayang solusyunan ng siyensa at ibayong disiplina subalit ang problemang pangkapayapaan ay nangangailangan ng tulong ng lahat (The pandemic can be solved by science and intense discipline but the peace problem needs the help of all),” Noveras said.

The governor likewise said that concerned agencies are committed to relentlessly pursue the remaining communist NPA terrorists who have not opted to lay down their arms as the government will not stop its efforts to achieve lasting peace.

“Our community has a role and that is to support our government. We assure you that our government, particularly our Army, PNP (Philippine National Police) and other security forces are here and ready to assist former rebels and their families to transition in becoming productive members of the society. Let us be united to achieve lasting peace in every community,” he added.

Asuncion said they have a common objective to finally put an end to the terrorist communist organization.

“All concerned agencies are doing their fullest efforts to harmonize peace, development, progress, security, and consequently resolving the nation’s decades-long insurgency problem,” he said.

AFP Ret. Brig. Gen. Abraham Claro Casis, representing the Office of the Presidential Adviser on the Peace Process (OPAPP), congratulated all concerned agencies for the success of the event.

“September is a 'Peace Month'. Let us celebrate peace for all. Let us bring the government closer to the people. Let us condemn the atrocities and lies of the CPP-NPA,” he said.

PAMANA. About 52 kilometers or a one hour and thirty minute drive from this bustling northern Mindanao city is the town of Munai, Lanao del Norte, where the Moro Islamic Liberation Front’s (MILF) Camp Bilal proudly stands.

The camp was considered as one of the major strongholds of the MILF, which became the site of fierce gun battles during the all-out-war in 2000 between the revolutionary organization and government forces.


For several months, the deafening sound of mortar fire and air strikes reverberated across the hinterland municipality, as residents fled their homes and sought refuge in evacuation centers scattered across the province.

From battleground to show window of peace

But after the signing of the Comprehensive Peace Agreement (CAB) between the government and the MILF, the camp has started to undergo an amazing transformation and has ushered a new chapter in the people’s history.

The peace deal paved the way for the entry of development interventions in the area. Among them is the government’s PAyapa at MAsaganang PamayaNAn (PAMANA), which carries out community-driven projects in remote, conflict-ridden areas across the country.

On Wednesday, the Office of the Presidential Adviser on the Peace Process (OPAPP) and the provincial and municipal governments of Lanao del Sur and Lanao del Norte signed Memorandums of Agreement to implement PAMANA projects worth PHP85 million.

The signing was held at the 2nd Mechanized Infantry Brigade.


The PAMANA projects aim to support the Normalization Program under the CAB, and are part of the government’s commitment to help spur economic activity in Camp Bilal and its neighboring areas.

“Matagal na po namin itong hinihintay. Ang gusto ng Presidente natin ay kapayapaan, ibalik ang kapayapaan dito sa Mindanao, at ‘yan din ang isinusulong namin, kapayapaan (We have been waiting for this for a long time. The President wants peace, bring back peace in Mindanao, and that’s what we’re doing, peace),” said Member of Parliament Abdullah “Commander Bravo” Macapaar. “Nagpapasalamat ako kay Allah dahil nandito na ngayon ang signing na mag-implement ng mga development projects dito sa Lanao del Sur at Lanao del Norte (I thanked Allah because of the signing to implement the developments here in Lanao del Sur and Lanao del Norte).”

Camps Transformation is a major component of the Annex on Normalization under the CAB, the historic peace agreement forged between the Government of the Philippines and the MILF in 2014.

PAMANA in the Bangsamoro

The PAMANA Program is among the national government’s key interventions that are designed to implement community-driven development projects in remote, conflict-stricken areas throughout the country.

“Simula noong 2011, patuloy ang PAMANA sa pagpapatupad ng mga proyekto sa mga isolated, hard to reach, conflict affected and conflict vulnerable communities sa Mindanao. Kabilang po rito ang ilang lugar na nasa ilalim ng pamamahala ng Moro Islamic Liberation Front (Since 2011, PAMANA continues to implement projects in the isolated, hard to reach, conflict affected and conflict vulnerable communities in Mindanao. This includes areas under MILF leadership),” said GPH Peace Implementing Panel Chair, OPAPP Undersecretary David Diciano during remarks at the MOA signing.

Diciano said through the PAMANA projects, agricultural production in the area is projected to rise, and consequently, boost socio-economic activity in Camp Bilal and other nearby communities.

Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Interim Chief Minister and MILF Chairman Ahod Balawag Ebrahim, assured the Bangsamoro people that the BARMM government’s initiatives will focus on bringing sustainable peace and development in the region.

“Although very challenging ang nangyari sa atin dito sa BARMM, rest assured na for the remaining days and times na naiwan sa atin, we will do our best para matulungan ang Bangsamoro sa BARMM pati na rin ang outside sa BARMM (Although what happened here in BARMM are very challenging, rest assured that for the remaining days and times, we will do our best to help Bangsamoro even those outside BARMM),” said Ebrahim, who attended the event via video teleconference.

Presidential Peace Adviser and National Policy Against Covid-19 chief implementer Carlito Galvez Jr. said implementing projects for the Bangsamoro Region remains a priority of the national government despite the challenges caused by the pandemic.

“Ang [sinabi] ng mahal nating Presidente, kahit may Covid tayo kailangan tuloy tuloy pa rin ang PAMANA natin. Mahal na mahal niya ang Bangsamoro at hindi hinding niya kayo pababayaan (Our beloved President said, even we have Covid-19, we need to continue the PAMANA. He loves Bangsamoro and he will not forsake you),” Galvez said.

Galvez said OPAPP will stay and will continue to assist the BARMM.

Under the MOA, the PAMANA National Project Management Department, in partnership with provincial governments of Lanao del Norte and Lanao del Sur, and the municipal governments of Munai, Picong, and Tangcal, will implement projects to raise agricultural productivity in the area such as the provision of farm equipment to MILF beneficiaries, concreting of farm-to-market roads, and the construction of a barangay road.

The PAMANA NPMD is also set to forge partnerships for the implementation of five projects in Lanao del Sur, which include the distribution of farm equipment and construction of a water system.

From former war-zone to future ‘eco-zone’

Macapaar said the turning point for him and his men came after the signing of the CAB. It was then when they realized that armed struggle was no longer the path they wanted to pursue.

Upon the order of Chief Minister, the chairman of the MILF, especially my friend, former Chief of Staff of the Armed Forces, Secretary Carilito Galvez Jr.),’ Macapaar said.

“Ako ay sumama dahil ang gusto ng Presidente natin ay kapayapaan. Ibalik ang kapayapaan dito sa Mindanao dahil ‘yan din ang isinusulong namin - kapayapaan, bilang kami ay mga Muslims na sumusunod sa aming Panginoon na Allah (I joined the government because the President wants peace. Let’s bring back peace here in Mindanao because it is also our goal – peace, as Muslims following our Lord Allah),” Macapaar added.

Local government units have also played a crucial role in sustaining the gains of peace in by facilitating the implementation of much-needed socio-economic and infrastructure projects in the area.

“Alam po natin na ang Munai ay isa po sa conflict-affected ng Mindanao. Sa pamamagitan ng proyektong ito, naibibigay ninyo sa amin. Ito po ‘yung magiging daan para maibsan ang paghihirap ng mga tao at matulungan po natin sila para umunlad ang buhay ng ating mga mamamayan sa Munai (We all know that Munai is a conflict-affected in Mindanao. Through this project, it will be given to us. It will help to lessen the hardship of the people and help them improve the lives of the people in Munai),” said Munai Mayor Racma Andamama.

Tangcal Councilor Abdani Buanding, who represented Mayor Fatima Tomawis, said that their municipality will significantly benefit from the PAMANA projects once they are completed.

“Alam po natin ang aming bayan ay years ago dumaan po ng armed conflict so masyadong kumbaga, kasama kami sa medyo maliit na bayan so kailangan po namin ang ganitong mga projects sa amin (Our town experienced armed conflict, it’s a small town. So we need this kind of projects),” Buanding said.

Meanwhile, Lanao del Norte Board Member Achmad Taha, who represented Governor Imelda Angging Quibranza Dimaporo, thanked the government for the projects, noting these are a testament of the President’s desire to help the Bangsamoro people.

“President Duterte continues to give importance to peace-promoting projects and staying true to his promise to the Filipino people,” Taha said. “Through the PAMANA program, the LGUs are empowered by leading the implementation of the projects in their localities, while giving residents opportunities to contribute in community development, engage actively in governance processes, and resolve misunderstandings through peaceful means.”

Also in attendance during the MOA signing were PAMANA National Director Cesar De Mesa; Joint Normalization Committee (JNC) Co Chair Ariel Hernandez; OPAPP Assistant Secretaries Andres S. Aguinaldo, Jr. and Atty. Wilben M. Mayor; OPAPP Directors Farrah Naparan and Darwin Wally Wee; LDS Board member Abdulhamid Umpa Amerbito; Major General Generoso Ponio, commander, 1st Infantry Division; Brigadier General Facundo Palafox, commander, 2nd Mechanized Brigade; and Colonel Jose Maria Querpo, brigade commander, 103rd Infantry Brigade.

Military authorities in Maguindanao said they foiled Wednesday an attempt by suspected Moro bandits to set off roadside bombs after soldiers discovered an improvised explosive device (IED) in Mamasapano town.

Maj. Gen. Juvymax Uy, Army’s 6th Infantry Division (ID) commander and Joint Task Force Central (JTFC) chief, said government forces found the IED in Barangay Pimblakan, Mamasapano, Maguindanao at 6 a.m.

Uy said government forces recovered one 9-volt battery, a blasting cap, assorted nails to serve as shrapnel, a half-kilo of flash powder, and a container with flash powder.

“When assembled, it can be very devastating if used in terroristic bombing attacks,” Uy said, noting the discovery of the IED is part of the campaign of the government against terroristic acts.

“The prompt response of our ground forces led to the successful disruption of the war materials,” he added.

Uy vowed the JTFC will not cease to pursue lawless groups in the area and prevent them from conducting terror attacks.

No group has claimed ownership of the IED but parts of Mamasapano’s vast marshland serve as a hiding place of the Islamic State-inspired Bangsamoro Islamic Freedom Fighters.

Westmincom pays tribute to fallen airmen

ZAMBOANGA CITY – The military’s Western Mindanao Command (Westmincom) accorded departure honors Thursday to three of four airmen who died in a helicopter crash in Basilan province.

Maj. Gen. Corleto Vinluan Jr., commander of Westmincom, led the send-off ceremony held at the Col. Edwin Andrews Air Base here.

Vinluan was joined by Brig. Gen. Cresenciano Marquez III, Tactical Operations Wing-Western Mindanao commander, and Brig. Gen. Antonio Nafarrete, Westmincom deputy commander for administration.

Accorded departure honors were Maj. Jessie Miller, 1st Lt. Mack-ar Ferrer, and Staff Sgt. Miguel Bañas Jr.

The three, along with Airman 2nd Class Benedicto Leal Jr., died in an air mishap Wednesday afternoon in Barangay Upper Manggas, Lantawan, Basilan.


They were on a medical evacuation mission and were supposed to pick up patients in Jolo, Sulu to be taken to Camp Navarro General Hospital when the S-76A helicopter they were aboard crashed into a rubber plantation in Manggas, Lantawan.

The helicopter was piloted by Miller, with Ferrer as co-pilot and Bañas and Leal as crewmen.

Lt. Col. Alaric delos Santos, Westmincom information officer, said military honors will also be rendered to Leal before his remains are transported to his hometown in Ipil, Zamboanga Sibugay.

“Team Westmincom commiserates with the family of the fallen airmen who dedicated their lives in serving their fellow Filipinos,” Vinluan said. “Our salute to Maj. Miller, 1st Lt. Ferrer, Staff Sgt. Bañas, and A2C Leal for their gallantry and heroism."

Philippine National Police (PNP) chief, Gen. Camilo Pancratius Cascolan, led the installation of the new director of Police Regional Office in Caraga (PRO-13) on Thursday here.

Brig. Gen. Romeo Caramat, Jr. assumed the post of PRO-13 director, replacing Brig. Gen. Joselito T. Esquivel, Jr. who retired from the service on Sept. 17.

The change of command was witnessed by top officials in Caraga Region led by Agusan del Norte Gov. Dale B. Corvera, Agusan del Sur Gov. Santiago B. Cane, Agusan del Norte 2nd District Rep. Ma. Angelica Amante-Matba, and the mayors from the Caraga Region.

Commanders from the Army's 401, 402, and 901 brigades in the Caraga Region were also present during the activity.


During the ceremony, Esquivel, who served as PRO-13 director since Sept. 13, 2019, was cited for the implementation of strategies that strengthened the capabilities of the police force in Caraga to carry out its mandate of serving and protecting the people.

He was also recognized for instituting new programs particularly in resource development that enhanced the administrative capabilities of PRO-13 as well as the establishment of pro-active partnerships with local government units (LGUs) and non-government organizations (NGOs) for the effective peacekeeping and law enforcement in the area.

Esquivel thanked the PRO-13 personnel for their support and the other stakeholders in the region for the "effective partnerships that brought impacts to the people and communities in the area".

“The efforts of field units and the support of LGUs, other government agencies and communities brought us significant gains particularly in crime solution efficiency,” Esquivel said.

Meanwhile, Caramat, who formerly headed the PNP Drug Enforcement Group, thanked the PNP leadership for giving him the chance to serve the people of Caraga.

“I am aware of the challenges weighed on my shoulders of keeping each personnel remain motivated and inspired in protecting the weak and keeping peace and order in this part of the country. I take this great responsibility as a challenge,” Caramat said.

In his message, Cascolan cited the accomplishments of PRO-13 under the leadership of Esquivel in fighting criminalities, insurgency, and illegal drugs.

He also expressed optimism that the new director of PNP in the region will continue to implement measures that will ensure the safety of the people from criminal elements and the threats of the insurgency.

“I am assured that Brig. Gen. Caramat will continue to strengthen the police force in every corner of Caraga, from the regional office down to the provincial, city, and municipal stations,” Cascolan said.

He added that the new PRO-13 director will have “a big shoe to fill in” and asked to show his utmost determination and commitment towards effective and efficient implementation of the strategic thrusts of the PNP’s sustainable development program.

The Philippine government, as the country coordinator for the Asean-China Dialogue, is pushing for the early conclusion of negotiations on the Code of Conduct in the South China Sea.

During the 27th Asean Regional Forum (ARF) held last September 12, Foreign Affairs Secretary Teodoro Locsin, Jr. said Manila will “push as hard as it can for the conclusion of an effective and substantive Code of Conduct in the South China Sea”.

The Philippines hopes to make substantial headway on the second reading of the negotiating draft before turning over the co-chairmanship of the negotiations to Myanmar next year.

"I declared that as China Coordinator I will push through to the 2nd Draft and get started on the 3rd before handing the China Coordinatorship to my brother Myanmar. That is what I am honor bound to do," Locsin said in a separate tweet on Tuesday.

Locsin, during the forum, also expressed gratitude for the expressions of support for the Philippines in the wake of the recent Jolo bombings as he called for continuous cooperation to combat terrorism.

“I remind colleagues that this kind of terrorism threatens everyone in the Association. It will be tempting to pass on the threat; but its very exportability makes this terrorism as easily importable as happened in Marawi. Nor is one country turning its back on another’s terrorist problem an option," he said. "As terrorism grows in one, the threat of it increases in others.”

The ARF is an inclusive platform in the Asia-Pacific region for fostering constructive dialogue and cooperation among participants on political and security issues of common interest and concern, such as combatting terrorism and transnational crimes.

It is currently comprised of 27 members, namely the 10 Asean member states, Australia, Canada, China, the European Union, India, Japan, New Zealand, the Republic of Korea, Russia, the United States, Bangladesh, the Democratic People's Republic of Korea, Mongolia, Pakistan, Sri Lanka, and Timor-Leste; and one Asean observer, the Papua New Guinea.

The Association of Southeast Asian Nations (Asean) is comprised of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam.

The Philippine Air Force (PAF) announced that all remaining units of its Sikorsky S-76A rescue helicopters are grounded for "prompt maintenance inspection" following the mishap in Basilan that killed four people on Wednesday.

In a message to Philippine News Agency Thursday, PAF spokesperson Lt. Col. Aristides Galang said an investigation team will also be sent to the area to conduct further investigation on the accident.

He added that they will also look into environmental, material, and human factors in determining the cause of the mishap.


Galang also clarified that all PAF aircraft in service undergo strict maintenance before being deployed to missions and said the S-76A is a "tough and dependable" helicopter.

He added that the S-76A helicopter with tail number 202 belong to their 505th Search-and-Rescue Group and was deployed for a medical evacuation mission in Jolo and took off around 12:33 p.m. The aircraft was based at Edwin Andrews Air Base in Zamboanga City.

"At around 1:24 p.m., the PAF received reports of a crashed helicopter in the vicinity of Barangay Upper Manggas, Lantawan, Basilan. It was later confirmed by responding government forces that it was indeed the S-76A #202 helicopter that was bound for Jolo. Upon confirmation, the PAF immediately informed the bereaved families of the four PAF fallen heroes," Galang said.

Killed in the accident were Maj. Jessie Miller, the pilot in command, 1Lt. Mack-Ar Ferrer, co-pilot, S/Sgt. Miguel Bañas Jr. and Airman 2nd Class Benedicto Leal Jr.

"The men and women of the Philippine Air Force, led by its Commanding General, Lt. Gen. Allen T. Paredes, is greatly saddened with the loss of our four gallant airmen and extends its greatest sympathies and condolences to the bereaved families. The PAF will be giving necessary assistance to the bereaved families," he said.

He added that the bodies of the four fallen crewmen were retrieved and immediately ferried from Basilan to Zamboanga City.

Newly-appointed Philippine National Police Special Action Force (PNP-SAF) acting director Brig. Gen. Bernabe Balba on Wednesday vowed to effectively fulfill the mandate of the elite unit of the police force.

“As I heed on the challenges as the acting director of the Special Action Force in the midst of our war against this protracted crisis, in a battle wherein this faceless enemy brings havoc to our health security while continually battling different atrocities in terrorism, insurgency, criminality, and natural calamities, I call to mind the guidance of the Chief PNP, Gen. Camilo Cascolan, to be a living example of Pulis na Responsable, Respetado at Disiplinado,” Balba said in his message during the turnover of command ceremony held at the Hinirang Hall, Camp Bagong Diwa, Bicutan, Taguig City.

Balba replaced Maj. Gen. Amando Empiso, who was designated as the new Director for Integrated Police Operations-Southern Luzon.

Lt. Gen. Guillermo Eleazar, PNP deputy chief for administration, presided the turnover of command ceremony.

Balba also called on SAF troopers to always uphold the motto of the PNP.

He also stressed the need for police officers to be clean, courteous, and reliable in compliance with Cascolan's directives that will serve as the guiding principles to carry out the mandates and effectively fulfill the SAF's missions.

Balba is a member of the Philippine Military Academy “Maringal” Class of 1988 and was once awarded the prestigious Country’s Outstanding Policemen in Service (COPS) Award in 2005.

Before being designated as SAF chief, he also served as director of the Police Regional Office 8, Manila Police District, and the Eastern Police District.

Missile-frigate BRP Jose Rizal (FF-150) and the Naval Task Force (NTG) 80.5 on Wednesday docked at the Romeo Pier 1 of Naval Base Guam to replenish its fuel and other supplies before sailing back to the Philippines on Friday.

The ship and the 125 naval personnel aboard have successfully participated in this year's "Rim of the Pacific" (RIMPAC) exercises which took place last August 17 to 31 off Hawaiian waters.

The BRP Jose Rizal left Pearl Harbor last Sept. 4.

NTG 80.5 and BRP Jose Rizal commander Captain Jerry Garrido said this two-day layover is "intended for refueling, reprovisioning, and other health and bio-safety protocols for us to check the well-being of the 125 sailors and aviators aboard FF-150 amid the (coronavirus disease 2019 (Covid-19) pandemic."

The ship and its contingent will depart Guam on Sept. 18 and is expected to arrive in the country on Sept. 22.

"While en route to the said Pacific Island, FF-150 conducted several post-RIMPAC exercises with USS Chung-Hoon (DDG-93) of the United States Navy and KDB Darulehsan (OPV-07) of the Royal Brunei Navy, and a group sail with the latter aimed to improve PN interoperability and forge stronger diplomatic ties with other navies," Philippine Navy public affairs office chief Lt. Commander Maria Christina Roxas said.

She added the vessel's safe arrival in Guam is a validation of the improving capacities of PN personnel in handling modern ships and systems and sustaining operations overseas.

Philippine National Police (PNP) chief, Gen. Camilo Cascolan, has ordered another revamp of senior police officials.

In an order dated Sept. 16 released on Thursday, Brig. Gen. Manuel Abu, current director of the Police Regional Office-Bangsamoro Autonomous Region in Muslim Mindanao (PRO-BARMM) was re-assigned to lead the Directorate for Integrated Police Operations (DIPO) Visayas.

Abu replaces Maj. Gen. Israel Ephraim Dickson, who was designated as director of the Civil Security Group (CSG).

Meanwhile, Brig. Gen. Daniel Mayoni, deputy director of the Directorate Police Community Relations (DPCR) was named the new chief of the Information Technology Management Service (ITMS).

Replacing Mayoni as DPCR deputy director is Brig. Gen. Julius Lagiwid while Brig. Gen. Samuel Rodriguez would take over as PRO-BARMM regional director.

Meanwhile, Col. Eric Noble was designated as executive officer of the DPCR.


The latest revamp would take effect on Friday.

This is the fifth reshuffle of police officials to various units implemented by Cascolan two weeks after assuming as the country's top cop.

Cascolan earlier reminded all regional directors and commanders on the development and presence of leaders at all levels and at all times.

He said close mentoring and coaching would be emphasized under his watch to instill discipline and integrity in all aspects of policing.

The Chinese Embassy in Manila on Thursday cited an unnamed country for what it described as "interference" in the South China Sea (SCS) dispute and the ongoing negotiation for the Code of Conduct (COC) in the region.

"Apart from the difficulties caused by the pandemic, (a) certain country outside the region is bent on interfering in the disputes of the South China Sea and the COC consultations to serve its own geopolitical agenda. How to resist the interference is crucial for pushing forward the future consultations of COC," the Chinese Embassy said in a statement.

The Embassy did not name the country but the remarks came just a month after Chinese Ambassador Huang Xilian branded the United States as an outsider and asked the country to stop from "meddling" in the South China Sea issue.

The Association of Southeast Asian Nations (ASEAN) and China began the second reading of the Single Draft COC Negotiating Text (SDNT) in 2019. Following the coronavirus disease 2019 (Covid-19) outbreak, the two parties were only able to resume its consultation on September 3.

As the country coordinator for the ASEAN-China Dialogue, Foreign Affairs Secretary Teodoro Locsin Jr. earlier said he would push through to the second reading and get started with the third reading before handling the coordinatorship to Myanmar.

The Embassy, meanwhile, said Beijing is committed to the full and effective implementation of the Declaration of Conducts of Parties (DOC) and to advancing consultations on the Code of Conduct (COC).

"On the COC consultations, China is sincere in its attitude and firm in resolve. It is in November 2018 that Chinese Premier Li Keqiang first proposed to conclude the COC consultations within three years (or) by 2021, which was agreed by ASEAN leaders," it said.
