MANILA – Sovereignty must be the cornerstone of all the discussions in the joint exploration and development of resources in the South China Sea (SCS), President Ferdinand R. Marcos Jr. said Friday.

Marcos issued the statement after the recent announcement of China’s national oil giant China National Offshore Oil Corp. (CNOOC) that it made an oilfield discovery with a volume of 100 million tons in the SCS.

Marcos said the Philippines’ sovereignty, sovereign rights, and territorial jurisdiction should be taken into account, when asked if he is eyeing the revival of negotiations for a joint exploration deal with China after the reported oil discovery.

“Well, look, once again, the sovereignty and the sovereign rights and our territorial jurisdiction remain the key in all of these talks, and we cannot, we cannot at any point, somehow compromise the territorial integrity of the Philippines,” Marcos said in an interview in Prague, Czech Republic on Friday night (Manila time).

“So that is going to be the main principle behind any kind of talks that we might have. So, depending on areas that we are talking about, that will come into play. So let me leave it at that. That is the guiding principle that I’m following whenever it comes to all of these things."

On March 8, the CNOOC announced that through continued exploration, the new reserve was found in the Kaiping South Oilfied, 300 km. off the coast of Guangdong province in the south of China.

The proved in-place volume of the oilfield reached 102 million tons of oil equivalent, the CNOOC said, adding that the exploratory well has been tested to produce an average of approximately 7,680 barrels of crude oil and 0.52 million cubic feet of natural gas per day.

Not instigating disputes

Meanwhile, Marcos denied that there was an attempt from the Philippines to provoke conflict in the SCS.

This was after Chinese foreign ministry spokesperson Wang Wenbin on Thursday called on the Philippines to “stop misleading the international community and using the SCS issue to instigate disputes.”

Marcos said he is not aware of any instance when the Philippines “has instigated anything, at any point, both verbally, or militarily, or diplomatically.”

“We did not begin all of these problems. All of these commotions were not caused by the Philippines. So, I don’t know what they are referring to,” he said.

MANILA – Adopting new national defense strategies will support President Ferdinand R. Marcos Jr.’s agenda to ensure that the Philippines’ exclusive economic zone (EEZ) will not be “forever lost to brazen incursions” by foreign invaders.

Alumni officials of the National Defense College of the Philippines (NDCP) made this remark after Defense Secretary Gilbert “Gibo” Teodoro Jr. announced that the Philippines has embarked on implementing the Comprehensive Archipelagic Defense Concept (CADC) to secure the nation’s waters.

Aldin Cuña, secretary general of the NDCP Alumni Association, said that funding new defense strategies to protect the EEZ is essential “when the stakes are high,” noting that “such spending will reap the greatest yield in food and energy security, to name just two.”

“Thus, the CADC is about guarding the riches future generations should enjoy, bounties we should not lose during our watch, part of national patrimony we should develop to improve the lives of our people,” Cuña said in a news release.

“CADC is one patch, but a major one, in our larger national security fabric,” he added. “We believe despite limited resources, there is fiscal space that can finance urgent acquisitions.”

Commodore Jerry Simon, a member of the alumni board, said the CADC “strengthens other components in the material, like diplomacy and alliances, which must be reinforced as well because it is the multiplicity of complementing initiatives that our rights are defended and national interest is upheld.”

“It is because of CADC’s great value to national interest that we are fully supporting it, as we urge all our members, in whatever capacity they can help, to rally other stakeholders to extend the same,” Simon said.

“But we are aware that (to) operationalize CADC, investments should be made in boosting our capabilities, for that is how a plan becomes a success if spent on, and not merely spoken of.”

Prof. Vladimir Mata, another member of the NDCP alumni board, said “when threats evolve, so must responses, for one cannot apply the strategies of the old to challenges which are new.”

Mata hailed the CADC as “the big picture that underlines our narrative, and hopefully, the best response to the many volatilities we are confronting.”

“In enhancing our national security, plans and programs must be updated too, because modernization does not apply to armaments alone, but to approaches as well,” Mata said of the new defense concept.

“This is the great importance of the DND’s Comprehensive Archipelagic Defense Concept, which amidst a seascape change in our security situation, prescribes common courses of action. The CADC embodies the unity of thinking that should guide us forward so that actions, isolated they may seem, actually serve the greater purpose.”

In implementing the CADC, Teodoro said the Department of National Defense (DND) and Armed Forces of the Philippines (AFP) “are developing our capability to protect and secure our entire territory and EEZ.”

This, he said, would “ensure that our people and all the generations of Filipinos to come shall freely reap and enjoy the bounties of the natural resources that are rightfully ours within our domain.”

“I emphasize that this is a strategic action and will not need constant directives to carry out. I, thus, urge our commanders and units in the AFP to exert all efforts to operationalize the CADC,” Teodoro said.

MGen. Marion Sison cannot do anything but whine because he cannot credibly deny the brutal massacre of five Red fighters in Bilar, Bohol, the killing of farmer Jose Caramihan in Escalante City, Negros Occidental and the aerial bombing and artillery shelling in Escalante City and another in San Joaquin, Iloilo last month. These are all clear violations of the international humanitarian law committed by soldiers under Sison’s command as 3rd Infantry Division chief. Therefore, he is also very much accountable.

The people themselves have witnessed and many of them were also victims of the monstrous crimes perpetrated by reactionary state forces. No amount of deodorizing can hide the stink of Sison and his lackeys’ mouths that spew lies and disinformation.

Sison insists that the whole of nation approach is effective in Western and Central Visayas but their measure of success are vile such as the number of civilians they force to surrender as members or supporters of the New People’s Army (NPA), the number of civilians and hors de combat they kill, the number of communities they terrorize and, most important for greedy top dogs, the big sums they are able to corrupt from costly military operations, the surrender fund and token community projects like the Support Barangay Development Program.

The commanders and generals of the Armed Forces of the Philippines (AFP) can only boast of the size of their forces, the number and power of their firearms and artillery, their helicopters and attack planes, 500-lb bombs, and spy planes and surveillance drones. But that is all they have.

The AFP does not have the unfathomable support of the masses because it launches a fascist, anti-people counterrevolutionary war. On the other hand, the people embraces the justness of the armed struggle waged by the NPA under the absolute leadership of the Communist Party of the Philippines (CPP) and takes active part in it. That is the NPA’s bottomless source of strength.

The troops of the AFP have shallow political unity. They have low morale and motivation to fight because most are only after a hefty salary. They are angry for being made into cannon fodders by their ambitious generals. They are demoralized by deep-seated military corruption. They are ashamed of the deception being propagated to hide the piling crimes of their ranks and officials.

In contrast, Red commanders and fighters are binded by firm political unity to achieve national liberation and democracy. This political consciousness engenders mutual understanding and respect between comrades. The NPA is also ready to surmount sacrifices and difficulties in the spirit of serving the people.

The 3rd ID launches sustained and focused military operations and uses its military might to spread fear in Negros Island. But the countryside is still relatively vast and the Negrosanon masses untiringly support their genuine army, the NPA. Through waging extensive and intensive guerrilla warfare in an ever widening and deepening mass base, the NPA can turn the tide and seize victory.

Therefore, the revolutionary armed struggle will persist beyond the likes of MGen. Sison and even his boss, Visayas Command chief Benedict Arevalo.

Sison brazenly leads an army division that ensures the people are shackled to the interests of the ruling class of big compradors and landlords. His desperate words are betrayed by the bloody record of the 3rd ID. Negrosanons see right through his endless lies.###

After numerous public criticisms directed at the Armed Forces of Philippines (AFP) over the disproportionate use of firepower against AFP’s estimated “five NPA remnants” during a “series of gun battles” at the border of Toboso and Escalante City, both in Negros Occidental, last month, the AFP fabricates numerous ‘recovered’ firearms to save their faces from more public humiliation.

As publicized by the AFP’s 3ID Spokesperson and former #DiMasaligan79IB Commanding Officer Lt. Col. J-jay Javines, a total of 16 high-powered rifles (HPR) were recoverd by #DiMasaligan79IB after their clearing operations: 10 high-powered firearms (HPR) after the February 21-22 encounter and another six HPRs on February 27.

The Roselyn Jean Pelle Command – Northern Negros Guerrilla Front of the New People’s Army (RJPC-NPA) denies that the bulk of said firearms belong to the NPA. Most firearms put on display by #DiMasaligan79IB are planted evidences.

The RJPC-NPA reiterates that no “series of armed encounters” happened, rather only one armed clash between Red fighters and #DiMasaligan79IB soldiers took place in Barangay Pinapugasan, Escalante City on February 21, at about 11am. There was also no armed encounter on February 27, contrary to statements of #DiMasaligan79IB.

It is not surprising at all that the AFP invented a report of such high number of seized war materials. It wants to overshadow its unjustified aerial strike and bombing of Trangkalan Range using two modern units of Augusta Westland-109 Attack Helicopter Nighthawk’s machine guns and rockets (a first in Negros Island) against supposed ‘five remaining NPAs’ which in actuality targeted vast fields of sugarcane plantations, rice fields, and civilian communities; destroying the environment and forcing about a thousand residents to evacuate.

Instead of appearing successful, the AFP’s display of manufactured HPR recoveries unwittingly brings their previous false claims to ridiculous levels. Should AFP’s claim of less than 10 NPA remnants in Northern Negros be factual, it is laborious (and unpractical) for “8 Red fighters” engaging in guerrilla warfare to carry 16 HPRs along with food, medical, propaganda materials and personal belongings. Should the public accept AFP’s lies upon lies, can the AFP further claim that RJPC-NPA is now without HPR?

The AFP and its 3ID, 303IBde and #DiMasaligan79IB, in particular, are notorious for planting and/or recycling recoveries against both civilians and the revolutionary movement. They exaggerate military claims to appear victorious.

The latest fake recovery is the reported “NPA arms cache discovered by #DiMasaligan79IB,” with the help of revolutionary traitor Richard ‘Ka Prince’ Gallego, in Sitio Mocabog, Barangay Washington in Escalante City that allegedly recovered a M203 grenade launcher, a .357 revolver and assorted ammunition.

The RJPC-NPA has listed incidents below where fake recoveries were charged against the NPA or planted as evidence against civilians:

1. January 15, 2024 mis-encounter of reactionary troops reported to transpire in Barangay Camabayobo, Calatrava, NegOcc but actually took place in Barangay Magticol, Toboso – recovered one Garand rifle, one Carbine rifle and a .38 revolver as reported by #DiMasaligan79IB, while VisCom reported the recoveries to be two Garand rifles and a .38 revolver.

2. October 17, 2023 summary execution of two civilians in Barangay Canlusong, EB Magalona, NegOcc reported by #DiMasaligan79IB as an armed encounter – recovered three M16, one M14, one AR-15, and one Garand rifle.

3. July 8, 2023 in Barangay Maaslob, Calatrava, #DiMasaligan79IB reported to have recovered one M14 and assorted ammos from a supposed ‘NPA armory.’

4. April 6, 2023 in Barangay San Isidro, Toboso where after a legitimate armed encounter with the NPA, #DiMasaligan79IB reported to have recovered a number of firearms, including a shotgun.

5. November 16, 2018 in Barangay Washington, Escalante City where after a mis-encounter between units of #DiMasaligan79IB that killed two of their own, they reported that one M16 and a short firearm of NPA were recovered.

Apart from fake recoveries, fake encounters are commonly used by the military to cover up their willful killings of revolutionaries, such as the case of four hors de combat revolutionaries in San Pablo, Manapla, NegOcc on September 2021 and the latest five Red fighters in Bilar, Bohol. Fake encounters are also used by #DiMasaligan79IB to claim a ‘score’ against the NPA, but it only justifies militarization.

Aside from the latest fake encounters in Barangay Pinapugasan, #DiMasaligan79IB has already concocted 10 fake encounters since their deployment to Northern Negros in 2017.

With these accounts and records of deceitful tactics by #DiMasaligan79IB, how can the AFP expect to win over the morale of their troops and the trust of the people? After a movie-like scene of military prowess using modern armaments, not even a camp or temporary base, nor further body count was reported by #DiMasaligan79IB because all that the AFP does is exaggerate the narrative to their favor.

We challenge the AFP leaders, as well as the PNP, to make public the records, including the serial numbers, of the recovered firearms of the recent Escalante incident, as well as the previous recoveries.

To the ordinary soldiers, policemen, CAFGU members and Barangay officials, live up to your pledge of protecting and serving the people. Expose the lies and brutalities of the AFP and turn your backs on being machineries that cause difficulties to the people.

The RJPC-NPA calls on the Filipino people, especially those of Northern Negros, to resist, spread the truth and expose the AFP’s lies.

The Roselyn Jean Pelle Command (RJPC) of the New People’s Army in Northern Negros dismisses as pure fiction and fake news the reported arrest on Saturday of one of its “squad leader” in Cadiz City.

Combined elements of PNP and AFP units apprehended Eliseo Along, 38, in Hacienda Tresing, Barangay Andres Bonifacio on March 9. He was presented to news media as an NPA squad leader who took part in the February 21 Escalante City encounter.

As per RJPC-NPA records and roster of personnel, Along is not an active member of any NPA unit in Northern Negros, much more a squad leader. He was once a member of the NPA, but went AWOL almost two years ago unable to remould his outlook and mend his anti-social ways involving gambling, drinking and womanizing. He later on surrendered to the AFP and received tasks as one of their intelligence assets.

The AFP’s #DiMasaligan79IB must be desperate enough to use as prop such shady character just to sustain the projection of a winning image.

Such high level of desperation is unsurprising given its utter failure to crush a small guerrilla unit even with overwhelmingly preponderant force supported by air assets squandering millions in the process that should have been allocated to drought affected Negrosanons.

Meanwhile, RJPC-NPA scoffs at the so-called arms cache unearthed in Barangay Washington, Escalante City recently as a poorly and precipitously prepared display of rusty homemade firearms and some munitions that are obviously recycled, fabricated or planted. It is another drama from #DiMasaligan79IB’s fake news scripts.

NPA units in Northern Negros do not maintain an arms cache. All its firearms are in the hands of its Red fighters and local militia forces. In fact, it is short of firearms in relation to the increasing numbers of peasants and youth enlisting in the people’s army.

Kamailan ay tumawag ng atensyon at naalarma ang AFP sa namataang “paggala” diumano ng dalawang Chinese vessels sa bahagi ng Philippine Rise (250-kilometro mula sa Dinapigue, Isabela). Agad namang nagpadala ng mga pwersa ng Philippine Coast Guard nang makalabas sa EEZ ang dalawang barko. Dahil sa insidente, napilitan ang AFP na amining wala talaga silang pwersang nakadeploy doon dahil “mas malayo at liblib” ito kumpara sa West Philippine Sea.

Nababagabag na rin ang mga residenteng nakatira sa tabing-dagat ng San Vicente, Sta. Ana kung nasaan ang Camp Camilo Osias Naval Base dahil sa madalas nilang pagpapaputok bilang bahagi ng mga pag-eensayo.

Pinakamatingkad ang naging papel ng MBLT kasama ang PNP sa marahas na demolisyon sa mga residente ng Sityo Racat, Rapuli, Sta Ana noong Abril 2019 laban sa land developer na CADILLAND Inc upang bigyang-daan ang itatayong resort ng CEZA. Nagpaulan ng bala at tear gas ang mga ahente ng estado at iligal na inaresto ang 16 magsasaka at mangingisda.

Dahil sa mga paglabag na ito sa mga karapatang-tao at internasyunal na makataong batas, naglunsad ang BHB-East Cagayan ng mga aksyon militar katuwang ang mamamayan upang sila ay maparusahan at mapanagot. Nagpanglighot ang nasambit nga tropa sa kalatian kag nagatuga ini sang kahadlok sa mga pumuluyo sa amo nga lugar.

Subong, Marso 15, ara naman sila sa mga sityo sang Mag-aso, Marinay kag Batayanan sa amo gihapon nga barangay,

Marso 13—apat ka reo trak sang 94th IB ang nag-abot sa Sityo Pagtubaan kag Nabalikan, tanan sakop sang Barangay Oringao, Kabankalan City. Sa subong, Marso 15, ara sila nagapanglighot sa kalatian sa mga sityo sang Sabra-Andoy, Negros 9, Mansawin, kag Bigo sa amo man nga barangay.
