Sabah sea curfew extended to Aug 18

KOTA KINABALU: Sabah’s ongoing dusk-to-dawn sea curfew, which ended on Thursday (Aug 3), has been extended for another 14 days to Aug 18.

The curfew, which was extended for the 216th time under Section 31(4) of the Police Act 1967, was first implemented on July 16, 2014.

Under the curfew, residents in areas covered by the rule are required to stay at home from 6pm to 6am while outsiders are not allowed to enter the curfew zones.


Sabah Police Commissioner Comm Datuk Jauteh Dikun noted that the curfew covers areas up to three nautical miles off the east coast districts of Sandakan, Beluran, Kinabatangan, Lahad Datu, Kunak, Semporna and Tawau.

The extension of the curfew was necessary, he said, due to existing threats from cross-border criminals including from kidnap-for-ransom (KFR) groups.

He added that the curfew was required to ensure terrorists or criminals from the southern Philippines do not intrude into Malaysian waters and to subsequently oversee the safety of international researchers or tourists visiting islands in Sabah.

“According to our intelligence sources, KFR groups as well as the Abu Sayyaf Group were still attempting to enter the country’s waters and carry out kidnapping activities as well as other cross-border crimes,” he said in a statement on Friday (Aug 4).

“The curfew will also allow security forces to look after the safety of Sabahans and others who travel at sea and those living on land in the Eastern Sabah Security Zone (Esszone).

“Besides that, it will enable us to enforce the law and monitor the movement of vessels as well as create a sense of security and confidence among chalet operators and fishermen through the presence of security vessels implementing this curfew,” Comm Jauteh said.

He said he had also given the authority to the respective district police chiefs to issue permits to any applicants, who meet the necessary requirements to conduct fishing activities or to ply the water routes in curfew areas.

The curfew was enforced following a spate of kidnappings that saw the beheading of Sarawakian Bernard Then Ted Fen and the killing of several others, including a policeman and tourists.

Militant groups are endangering efforts to disarm former Moro Islamic Liberation Front guerrillas by trying to recruit them, the head of an autonomous Muslim region in the southern Philippines told 1,300 ex-combatants during their official decommissioning ceremony this week.

Some Moro Islamic Liberation Front members have reneged on the group’s promise to President Ferdinand Marcos Jr. to cooperate in the transition to peace in the south, said Murad Ebrahim, the ex-chief of the former separatist group who now heads the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

“We are facing a very challenging situation because there are still groups out there that encourage our members to join them,” Murad told reporters Thursday during a ceremony here as he led 1,301 former Moro Islamic Liberation Front combatants in the third and final phase of a process to decommission them as fighters and have them turn over their weapons.

While Murad did not specifically mention any militant groups, the three largest factions are the Bangsamoro Islamic Freedom Fighters (BIFF), the Abu Sayyaf and the Maute group.

While the Moro Islamic Liberation Front signed a peace deal with Manila in 2014 – under which the rebels agreed to give up their question for a separate state in the south in exchange for autonomy – the three other groups refused to give up and pledged allegiance to the extremist group known as Islamic State.

Under the decommissioning process, each former combatant who hands over weapons is expected to receive about U.S. $2,400 per weapon, including funds for education.

The process, which began in 2019, was delayed by the COVID-19 pandemic.

The first phase covered 145 combatants and 75 weapons while the second phase included 12,000 guerillas with 2,000 weapons. Thursday’s program involving 1,301 former rebels was part of the third phase that covers 12,699 fighters and 2,450 weapons.

The Philippine defense department previously estimated that there were about 40,000 firearms in the hands of the former Moro Islamic Liberation Front guerrillas.

It was not immediately clear how many ex-members of the group remain out there who have not surrendered their guns.

The third phase is expected to conclude on Aug. 10, the state-run Philippine News Agency quoted Carlito Galvez Jr., the presidential adviser on peace, as saying on Friday.

During the decommissioning, Murad (also known as Ahod Balawag Ebrahim) said the former combatants would be eligible for assistance from the central government and jobs in the BARMM if they qualified.

“The Moro Islamic Liberation Front only aspires [for] equal opportunities and access for growth and development for the Bangsamoro people and its homeland,” he said.

“For some, the process of decommissioning might be slow, but may I remind you all that this process takes some time because we are not only transforming the individual lives of the combatants and making them productive members of our society but even so importantly, transforming all communities across the BARMM to become peaceful and progressive.”

He noted that the former combatants, who have referred to themselves as mujahideen fighters, “can be employed” by the BARMM.

“That is part of the contribution in order to ensure their lives will transform,” he said.

Deadly encounter

In June, Mohaqher Iqbal, Moro Islamic Liberation Front’s former chief negotiator who serves as BARMM’s education minister, said seven former guerrillas were killed in what the government said was a “law enforcement activity” near the town of Datu Paglas.

The military has insisted that those killed were militants and suggested that they could be former Moro Islamic Liberation Front fighters who broke away from the chain of command.

“They were targeted as members of Bangsamoro Islamic Freedom Fighters,” Iqbal said on Thursday, insisting that those killed were MILF members.

“The incident made us decide to temporarily put on hold the decommissioning of combatants,” Iqbal said. “It’s much needed to pave the way for the healing process for the entire organization as well the families of slain combatants.”

President Marcos ordered an investigation into the incident though, weeks later, the government has not released its findings. Iqbal said the delay caused some Moro Islamic Liberation Front members to lose their trust in the government.

Iqbal said an independent third body such as the International Monitoring Team could have helped maintain the confidence of their members in the peace process. But the Malaysian-led IMT left Mindanao after former President Rodrigo Duterte said it was no longer needed in the south.

The IMT, which included representatives from Libya and Brunei, monitored the humanitarian, rehabilitation and development aspects of the peace process. The peacekeeping contingent also ensured protection of civilians in areas where rebels operated.

“No investigation was made by an independent body. It is in this juncture that we reiterate our position that the IMT should return to look into this matter,” Iqbal said.

A NINE-MONTH-OLD pregnant New People’s Army (NPA) amazon has surrendered to military authorities in the province of Lanao del Sur, a top military official said Friday, August 4, 2023.

Major General Antonio Nafarrete, 1st Infantry Division (ID) commander, identified only the NPA amazon surrendered as
Ka Janella.

Nafarrete said that Janella surrendered to the 103rd Infantry Brigade through the efforts of the 55th Infantry Battalion and intelligence units in Lanao del Sur on Wednesday.

He said Janella is a squad medic of Platoon Mercedes under the Sub-Regional Committee 5 of the NPA’s North Central Mindanao Regional Committee.

Janella revealed that she decided to surrender due to the extreme hardships brought about by the relentless military offensive against them.

Two V-22 Ospreys and two CH-53 Sea Stallions were utilized to transport 1,200 food packs and 56 solar panels to Fuga and Calayan islands to aid victims of recent typhoons.
 
The relief goods were loaded at Lal-lo Airport in Cagayan, an Enhanced Defense Cooperation Agreement (EDCA) site. Defense Secretary Gilberto Teodoro and AFP Chief of Staff General Romeo S Brawner JR PA personally visited the said EDCA site which is being used to boost disaster response capabilities while fostering mutual assistance.

Metro Manila (CNN Philippines, August 4) — Manila and Washington are ironing out the final details of their joint patrols in the West Philippine Sea which may happen in the next few months, National Security Council Assistant Director General Jonathan Malaya said Friday.

“Of course meron pang mga logistical issues na nire-resolve. May mga ina-iron out na mga issues but I don't think these are insurmountable,” Malaya said.

[Translation: There are logistical issues being resolved. There are some issues being ironed out.]

"I would think before the end of the year there will be a formal announcement by the DFA [Department of Foreign Affairs] and relevant authorities. Pero [But] as of now I can't disclose yet," he added.

Philippine Ambassador to the US Jose Manuel "Babe" Romualdez earlier said the joint patrols were set for this year and that these were not directed at any country. The move is expected to ensure freedom of navigation in the West Philippine Sea.

The government has accused China of bullying Filipino vessels during its incursions in the Philippines' exclusive economic zone.

Because of Beijing's harassment and dangerous maneuvers in the contested waters and its continued rejection of the 2016 Hague ruling that nullified its claim over the South China Sea, the Senate adopted a resolution condemning the global superpower.

Meanwhile, China has offered to conduct joint military exercises with the Philippines, though officials are still studying the proposal.

Malaya said the Philippines would need a Visiting Forces Agreement with China for this to happen. Currently, only the US and Australia are permitted to send troops to the country.

MANILA – The third phase of the decommissioning process of 1,301 Moro Islamic Liberation Front combatants will conclude on Aug. 10, Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) Secretary Carlito Galvez Jr. said in a statement Friday.

The third phase of the decommissioning which began in September last year resumed at the Old Provincial Capitol, Sultan Kudarat, Maguindanao Del Norte on Thursday.

By the end of the third phase, 26,145 
Moro Islamic Liberation Front combatants and 4,625 of their weapons would have been withdrawn.

The decommissioning of all former Moro Islamic Liberation Front combatants highlights the fulfillment of the commitments made by the Government of the Philippines (GPH) and the MILF made under the Comprehensive Agreement on the Bangsamoro (CAB).

The Marcos administration shall not waver in carrying out its commitments under the CAB as it continues to bring “durable peace and development in the Bangsamoro," Special Assistant to the President, Secretary Antonio Ernesto Lagdameo said in his speech during the decommissioning.

“The completion of the third phase signifies the strong partnership of the government and Moro Islamic Liberation Front to pursue a singular vision of transforming the Bangsamoro conflict, reflecting the President's vision to build a Bangsamoro that is self-governing, progressive and effective,” he added.

He said the completion of the decommissioning of former Moro Islamic Liberation Front fighters and their weapons is a testament to the Marcos administration's desire to push forward and sustain the gains of the Bangsamoro peace process.

Aside from Lagdameo and Galvez, others who graced the decommissioning were the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Chief Minister Ahod Ebrahim; Independent Decommissioning Body Chairman, Türkish Ambassador Mehmet Suat Akgün; Government Implementing Peace Panel Chair, Defense Undersecretary Cesar Yano; and Moro Islamic Liberation Front Implementing Chair, Mohaqher Iqbal.

Significant part of the normalization track

Ebrahim described the decommissioning process as a “significant component of the Normalization track under the Comprehensive Agreement on the Bangsamoro” as “the Moro Islamic Liberation Front only aspires [for] equal opportunities and access for growth and development for the Bangsamoro people and its homeland.”

“For some, the process of decommissioning might be slow, but may I remind you all that this process takes some time because we are not only transforming the individual lives of the combatants and them productive members of our society but even so importantly, transforming all communities across the BARMM to become peaceful and progressive,” he added.

“There will always be challenges and it requires us to change, adapt to evolving circumstances to create a brighter future for everyone. Let us approach this decommissioning with gratitude for the past, a resolve to complete the normalization [process], and the determination to continually strive for progress no matter what happens,” he added.

Decommissioning is a joint effort

“The joint efforts for the completion of this third phase of decommissioning is a testament to the parties’ sincerity and untiring commitment for lasting peace and sustainable development that is rooted in the aspiration for the fulfillment of real and effective autonomy for the Bangsamoro people,” said Akgün in the same OPAPRU statement.

Yano described the decommissioning process as a “thank you” and “appeal” session to all peace stakeholders.

“Sa aming mga kapatid mula sa Moro Islamic Liberation Front na pawang nagmula sa Lanao del Sur, magkakasama na tayong tumatahak sa landas ng kapayapaan. Humihingi rin kami ng inyong pang-uunawa sa ating mga kinakaharap na hamon (To our brothers in the MILF who came from Lanao Del Sur, we are now together travelling in the path of peace. We asking for your understanding as we face challenges in our journey)," he added in a post in his social media account.

Yano stressed that the key to the successful implementation of the Normalization Program is the synergy between the national government and the Moro Islamic Liberation Front as the Bangsamoro peace process remains “a work in progress.”

Meanwhile, Galvez emphasized that there is a need to “focus on accelerating the implementation of the Normalization Program’s various aspects which include security, socio-economic development, confidence-building and transitional justice, and reconciliation.”

“Crucial to realizing this goal is the joint peace mechanisms such as the GPH-MILF peace Implementing panels and the intergovernmental relations body, which are helping the national and Bangsamoro governments address challenges in the implementation of the Normalization Program, and ensure that all its components are delivered in the best way possible,” the OPAPRU chief said.

ISULAN, Sultan Kudarat – Police operatives arrested a wanted Moro Islamic Liberation Front (MILF) member and five communist rebels in separate law enforcement operations in Sultan Kudarat province on Thursday.

In a statement Friday, Col. Christopher Bermudez, Sultan Kudarat provincial police director, identified the arrested MILF member as Bassir Naga, 41, of Datu Abdullah Sangki, Maguindanao del Sur.

He is the seventh most wanted person of Police Regional Office-Soccsksargen Region,” Bermudez said of Naga, a tricycle driver, who was nabbed in Barangay Kalawag 2 here at 2 p.m.


Naga is currently facing double murder and multiple attempted murder charges before the local courts in the province, he added.

Naga is also allegedly linked to several attacks against chairperson Norhato Sanday of Barangay Udtong, Lambayong.


Sanday is the Association of Barangay Councils president of Lambayong and sits as an ex-officio member of the town council.

Meanwhile, Bermudez also bared the arrest of a family of five who are all alleged members of the communist New Peoples’ Army in Sitio Bagang-Bagang, Barangay Lagubang, Sen. Ninoy Aquino town in Sultan Kudarat at about 3 p.m. Thursday.

They are high-profile personalities linked to the NPA group operating in the area,” Bermudez saidentified the arrested rebels as
Pinge, 37; Hali, 65; Henry Ugis, 25; Antis Ugis, 18; and Plag Ugis, 37; all surnamed Agsem and active members of NPA Daguma Command, FarSouth Mindanao Region.

They were arrested based on warrants of arrest for the crime of murder, attempted murder, and violation of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Berrmudez said the five insurgents were primary suspects in the murder of Citizen Armed Force Geographical Unit members Richard Panganuron, Nonoy Kalay Lapi, and Egme Salaman Watamama in the same town earlier this year.

They are now detained at the Sen. Ninoy Aquino police lock-up cell under tight watch by soldiers and police personnel.

LEGAZPI CITY – The Naval Forces of Southern Luzon (NAVFORSOL) on Friday started a mobilization exercise (Mobex) involving around 152 reservists in the Bicol Region and other provinces.

In a phone interview, Lt. Kim Paulo Lopez, NAVFORSOL assistant public affairs officer, said the five-day exercise aims to capacitate the readiness and capability of the reservists when augmented with the regular force.

"The Mobex will train, educate and integrate the Navy reservists in their respective specialization and competencies in support of Navy operations. This will test and evaluate the responsiveness of the reservists in given scenarios and it will evaluate and assess their capabilities," Lopez said.

He said the reservists together with regular forces of the Philippine Navy will undergo a series of training, skills development, and earthquake and insurgency scenarios.

Lopez added that the exercise is conducted in compliance with Republic Act 7077, otherwise known as the "Citizen Armed Forces of the Philippines Reservist Act", and had the objective of enhancing the capabilities of reservists.

"They are expected to participate not only in military operations but especially in humanitarian assistance and disaster response (HADR) efforts, particularly in times of disaster and natural calamities," he said.

Meanwhile, Naval Reserve Center-Southern Luzon Commander Wendellboy Buntag said the Mobex prepares and trains the reservists for possible deployment integrated with the regular force.

"In case of war invasion and national emergencies, this is our preparation for possible deployment. It will also enhance the skills of the reservists and smooth integration and collaboration with the other members," he said.

Participants to the Mobex are reservists who joined the calling of volunteerism three years ago.

PAGADIAN CITY, Zamboanga del Sur – A pregnant New People’s Army (NPA) combatant has surrendered to military authorities in Marawi City.

In a statement Friday, the Army's 103rd Infantry Brigade (103rd IBde) identified the surrenderer only as
“Janella,” a squad medic of a unit under the NPA's North Central Mindanao Regional Committee, who is eight months pregnant.

Janella yielded to the headquarters of the 103rd IBde based in Marawi City.


Maj. Gen. Antonio Nafarrete, Joint Task Force ZamPeLan commander, lauded the joint efforts of the Army’s 55th Infantry Battalion and the intelligence units operating in the area for the rebel's surrender.

During the initial debriefing, Janella disclosed that she surrendered due to the extreme hardships in the communist rebel movement brought about by the continuous military operations.

Lt. Gen. Roy Galido, commander of the Western Mindanao Command, said they will remain steadfast in fulfilling their mandated tasks with the support of the Task Force to End Local Communist Armed Conflict.

"My commendations to the JTF ZamPeLan for their relentless efforts to end terrorism and violent extremism in their area of operation," he said.
