The Armed Forces of the Philippines (AFP) said remnants of the local armed groups with ties to the Islamic State (ISIS) have scattered into 10 subgroups since their defeat in Marawi in 2017.

The Maute-ISIS group, as it is locally known, has more than 300 fighters remaining, according to Major Ronald Suscano, spokesman of the 1st Infantry Division (ID) in Western Mindanao.

The United States refers to them as "ISIS Philippines" and designated them as a foreign terrorist group that its citizens should not conduct business with.

Suscano said the Maute-ISIS remnants recognize a certain “Abu Dhar” as their current leader. They are supposedly lying low but continue to retrain and recruit new members.

“They scattered into small groups. Most of them are hiding, but some of those who remain in Lanao del Sur have regrouped and are retraining. Ten subleaders remain,” according to Suscano, speaking in Filipino.

Philippine Army chief Lieutenant General Rolando Bautista earlier confirmed the terrorists' continuous recruitment on the ground.

“We received reports that the recruitment is not limited within Lanao del Sur. It continued also in Basilan, Sulu, and even Palimbang [in Sultan Kudarat],” he said.

Bautista led the military offensive in Marawi City last year, when he was chief of the Army 1st Infantry Division (ID).

Major General Roseller Murillo, the new chief of the 1st Infantry Division, said the military is gaining ground against the remnant forces.

“Our recent successes and apprehensions have been yielding valuable information that allows authorities to further hunt down the remnants of the group. These successes clearly indicate their dwindling organizational leadership and capabilities,” Murillo said.

New leader: Abu Dhar

Abu Dhar is a former lieutenant of slain ISIS emir Isnilon Hapilon, who led a faction of the Abu Sayyaf Group and the Maute Group.

“He’s a full blooded Maranao. Both his parents hail from Lanao del Sur. He grew up there, went to school there, and married there,” Suscano said.

Abu Dhar is believed to be in his 40s. “Based on information I got, he carried a lot of money with him when he escaped from the battle area,” said Suscano.

Firefight erupted between the military and the Maute-ISIS remnants in Masiu town in January. Masiu is believed to be one of the hometowns of the Maute matriarch, Farhana. She was arrested in the same town during the siege.

The military and the police warned the terrorists could attempt a repeat of the Marawi siege in another city. Security forces are closely watching Central Mindanao, particularly the Lanao provinces and Maguindanao.

Abu Dhar is believed to be hiding in Lanao del Sur along with some foreign terrorists, said Suscano. Bautista said they are also validating reports that more foreign terrorists arrived through the country’s backdoors.

Arrest in Manila

The military said one of the tagged Maute-ISIS subleaders, Abdul Nasser Lomondot, was arrested in Manila on Sunday, March 4, along with his wife Rizasalam.
 
Manila cops made the arrest based on information from the military.

The military said Lomondot trained with the Maute Brothers in Butig prior to the Marawi siege, where he took part in killing Christian hostages.

Lomondot also reportedly led an attack in Marantao, a town adjacent to Marawi. Suscano said he was believed to be among those who escaped the battle area a month before the siege ended in October 2017.

Lomondot is not a prominent figure in Central Mindanao. He is unknown to Moro Islamic Liberation Front peace implementing panel chairman Mohagher Iqbal and Marawi City Mayor Majul Gandamra.

Security officials said Lomondot is not known to be planning attacks in the capital, but Suscano said it’s possible he might be on a logistical mission.
 
A .45 caliber pistol and a hand grenade were recovered when he was arrested.

ABOARD THE USS CARL VINSON, Undefined – A US aircraft carrier arrived in Vietnam Monday, March 5, for the first time since the end of the war, as the former foes bolster military ties in the face of Beijing's build-up in the disputed South China Sea.

The USS Carl Vinson will make a 4-day port call to the central city of Danang for a highly symbolic trip that will include a visit to a center for victims of Agent Orange, the toxic defoliant sprayed over large swathes of land by the US during the war.


But continuing tensions in the South China Sea loom over the trip as Beijing continues to build artificial islands capable of hosting military installations – much to the chagrin of Vietnam and other claimants to the sea.

Though the US is not a claimant to the resource-rich waterway, through which $5 trillion in trade passes annually, it has long lobbied for freedom of navigation there to counter China's growing influence.

The US and Vietnam have seen an extraordinary turnaround in relations since the end of the war in 1975.

Hailing the "dramatic progress" in that relationship, US ambassador Daniel Kritenbrink said the visit underscored US commitment to the region and to Vietnam in particular.

"The United States and Vietnam share a range of interests including a desire to maintain peace, prosperity, unimpeded commerce, (and) freedom of navigation, upon which the region and its economies depend," he told reporters Monday.

Though US military ships have regularly docked in Vietnam in recent years, this is the first port call for an aircraft carrier. It will anchor just off Danang, where US Marines landed 53 years ago this month – the first direct involvement by American combat troops in the war.

Ties between the wartime enemies have warmed in recent years, especially under former US President Barack Obama, who in 2016 lifted a decades-old arms embargo.

President Donald Trump has insisted he will remain engaged in Asia, but his strategy has been led by his "America First" clarion call, insisting that Vietnam buy more military equipment from America and reduce its yawning trade deficit.

One of Trump's first acts in office was withdrawing from the 12-member Trans-Pacific Partnership trade pact, from which Vietnam stood to gain enormously.

Military might

Analysts say the port call, which follows a visit to the Philippines last month, is a chance for the United States to flex its military muscle in Asia.

"It's a US push... to demonstrate a massive naval presence in the South China Sea area to China, that the US is staying engaged," Vietnam expert Carl Thayer told AFP ahead of the trip.

US officials refused to be drawn on the tensions with China on Monday, insisting the trip was a routine deployment to the Western Pacific.

"In terms of our mission, it's the same thing that the mission has always been, of promoting peace and prosperity and stability in the region. I'm not going to speak specifically to China," Rear Admiral John Fuller, commander of the Carl Vinson strike group, told reporters Monday.

Compared to the 11 active aircraft carriers in the US Navy, China currently boasts just one. But it has made no secret of its desire to build up its naval forces and become much more regionally assertive.

Vietnam remains the most vocal claimant in the South China Sea dispute as the Philippines has backed off under China-friendly President Rodrigo Duterte. Taiwan, Malaysia and Brunei also have claims.

The Filipino leader has refused to pursue a landmark 2016 international tribunal ruling in Manila's favor over its competing claims with Beijing.

"The Philippines has just rolled over, China is continually militarising and if the US doesn't maintain a presence in the region, Vietnam's got nowhere to hide," Thayer said.

Vietnam has always insisted that it is committed to maintaining peace and stability in the region and calls for freedom of navigation laws to be respected, though it rarely names Beijing.

The nuclear-powered USS Carl Vinson, home to some 5,000 sailors and 72 aircraft, regularly deploys to the Indo-Pacific region. The 1,000 foot-long (300 metre) ship weighing 95,000 tons will be in Danang until its departure on Friday, March 9.

The visit includes a number of cultural and community events, such as basketball and soccer matches between US sailors and locals, an orphanage visit and naval band concerts.

American amphibious assault ship USS Bonhomme Richard docked in Manila for a scheduled port visit, as its sailors and Marines plan to help victims of the Mayon volcano eruption in Albay.

More than 2,500 sailors and Marines aboard USS Bonhomme Richard "are visiting Manila to enhance the strong ties between the Philippines and the US, and to experience the Philippine culture," said a statement from USS Bonhomme Richard.

Service members "will pack food and other supplies for distribution" to residents affected by the Mayon volcano eruption, the statement added. They will also join Morale, Welfare, and Recreation (MWR) tours.

"Although we're unable to have personal interaction with the evacuees, we know that our work will reach them. We're grateful for the invitation to play a small role in pitching in to help provide for others during a time of need," said USS Bonhomme Richard assistant command chaplain Lieutenant David Hammond.

US Ambassador to the Philippines Sung Kim visited USS Bonhomme Richard on Monday, March 5, a day after the ship arrived in Manila.

USS Bonhomme Richard operates in the Indo-Pacific "as part of a regularly scheduled patrol," and provides a "rapid-response capability" in times of disasters and other emergencies.

Days earlier, American aircraft carrier USS Carl Vinson also visited the Philippines, for a routine port call to uphold freedom of navigation in the South China Sea.

The chair of the Moro Islamic Liberation Front (MILF) on Monday said Senate Bill 1717, the substitute bill to the four versions of the Bangsamoro Basic Law (BBL) earlier filed, is “generally acceptable” to them.

“Generally, SB 1717 is already acceptable to the MILF… it is acceptable to us,” Murad told ANC’s Early Edition host Christian Esguerra.

Filed on February 28 by the Senate Committee on Local Governments after a series of public hearings, consultations and technical working group meetings, SB 1717 aims to create a Bangsamoro that will be parliamentary in form, with a Chief Minister as head of government, two deputy Chief Ministers, a Cabinet, and a Parliament of at least 80 members.

The bill, now up for plenary debates with the Senate eyeing passage before Congress takes a break from March 24 to May 13, replaced the four proposed Bangsamoro laws earlier filed, including the version submitted by the Bangsamoro Transition Commission (BTC), the body tasked to draft the BBL, composed of 11 representatives nominated by the MILF and 10 by government (GPH).

The Senate proposes fiscal autonomy for the Bangsamoro, a major problem in the past and present autonomous regions in the Moro-dominated areas.

It also provides for an annual block grant which shall be the share of the Bangsamoro in the national internal revenue of the Central Government and will be automatically appropriated to the Bangsamoro Government and reflected in the General Appropriations Act.

The bill also adopts the BTC’s proposed PhP 100 billion Special Development Fund (SDF) but instead of allocating it over a period of 20 years as proposed by the BTC, wants the amount spread across 10 years, at 10 billion pesos a year.

The SDF is intended to “rebuild (the Bangsamoro’s) conflict-affected communities and catch up with the rest of the country.”

SB 1717 provides that the transition period for the establishment of the Bangsamoro shall commence upon ratification of the BBL and its first regular election will be held “three years from the ratification of this Basic Law.”

Under the Comprehensive Agreement on the Bangsamoro (CAB) that government and the MILF signed on March 27, 2014 after 17 years of peace negotiations, the now 27-year old Autonomous Region in Muslim Mindanao (ARMM) is deemed abolished upon the ratification of the BBL.

The BTC draft had proposed that the first regular election be held on the first Monday of April 2022. This proposal was adopted by the House of Representatives’ Committees on Local Government, Muslim Affairs, and Peace, Reconciliation and Unity, in their working draft that consolidated four bills earlier filed in the House, including the BTC draft.

The House committees are conducting four more public hearings on the BBL – on March 8 and 9 in Buluan, Maguindanao and Koronadal, South Cotabato, and 15 and 16 in Tubod, Lanao del Norte and Marawi.

The House earlier gave assurance they would pass the Bangsamoro law before the recess.

Parliamentary

SB 1717 was filed a day after the 20-member Consultative Committee tasked by President Rodrigo Duterte to review the 1987 Constitution, voted for a Presidential form of federal government.

The Senate bill adopted the form of government envisioned under the GPH-MILF peace agreement.

The Bangsamoro “will allow them self-governance that will put an end to their feeling of alienation which for decades have fueled their rebellion,” Senator Juan Miguel Zubiri, chair of the Senate’s Sub-Committee on BBL, said in his sponsorship speech on February 28.

“The Parliamentary System of government,” he explained, “is closer to their tradition as the Parliament mirrors their traditional leadership such as the Ruma Bichara (Council) of the Sultanate of Sulu or the Atas (Council) Bichara of the Sultanate of Maguindanao.”

“Everyone will have a voice in the Parliament,” Zubiri said as he noted the “innovative features of party representation, district representation, and reserved seats and sectoral representation ensures that no one is left behind.”

The Senate bill proposes two provisions on the Parliament — anti-dynasty and turncoatism — that were not in the BTC draft.

“No Party Representative should be related within the second civil degree of consanguinity or affinity to a District Representative or another Party Representative in the same Parliament,” the Senate version proposes.

It also says a member of Parliament elected under the proportional representation system shall forfeit his or her seat for any of five grounds listed, among them “transferring to another party during his / her incumbency.”

Zubiri, a Mindanawon from Bukidnon said SB 1717 aims to address the historical injustices committed against the Bangsamoro, “correct the mistakes of the past” and prevent “another Marawi.” (See sponsorship speech)

“Mr. President, I do not want to sound like a warmonger, but if we do not heed this clamor for change in the Bangsamoro, God forbid, restlessness among the armed groups in Mindanao could spiral out of control. The possibility of another Marawi siege would not be far from the horizon. The country can no longer afford more bloodshed. Our generation has suffered long enough from the clutches of poverty, from the evils of war. Let not our children and their future suffer some more. Never Mr. President, never,” Zubiri said.

“On the right side of history”

He called on his colleagues to be “on the right side of history, and certainly, passing the BBL now is on the right side of history” that would pave the way for a “just and dignified peace not only in Mindanao but in the whole of Philippines.”

The proposed law, he said, gives “greatest latitude if not full autonomy to the Bangsamoro government that will be established, to assert their political and economic self-determination and pursue development programs for their people according to their peculiar historical, cultural, religious and national identities.”

In his co-sponsorship speech, Senator Sonny Angara, chair of the Senate Committee on Local Government, said passing the BBL is “not only necessary” but “also life-saving, and hopefully life-changing.”

Angara noted that many skeptics say the BBL will just give rise to other breakaway groups and will not lead to peace. “Their position is understandable for one only needs to look at the past for proof of this. But to them I say, let us look to the future with hope and optimism. I say, we should not stop trying to find the solution for peace and prosperity in Muslim Mindanao.”

The BBL, he maintained, “comprises our greatest legal arsenal for achieving peace, which will ultimately help unleash the other positives of the peace process.”

Under the CAB, the passage of the BBL is tied to the normalization process and the decommissioning of weapons and combatants of the MILF.

“Fertile ground, no longer for violence or for terrorism”

“Where our armed forces laid siege on Marawi City to stop terrorist-rebels in their tracks, we need to enact this law so that no other armed group could recruit and amass critical support. Never again should any of our beautiful communities, especially those in Mindanao, ever be at risk of being leveled or destroyed by human hands,” Angara said.

He expressed confidence that the BBL will ensure that the Bangsamoro will “become fertile ground, no longer for violence or for terrorism, but instead for opportunity and active civic engagement.”

The BBL, he stressed, “could very well be our most effective means of keeping religious extremism and secessionist tendencies at bay—and hence, of achieving long-lasting peace.”

In her co-sponsorhip speech, Senator Risa Hontiveros said the passage of the BBL will “change that narrative” of “violence, oppression, and marginalization” in the Bangsamoro.

ILIGAN CITY – Security forces continue to monitor Filipino militants whose group pledged allegiance to the Islamic State following the recent capture of a sub-leader of the Maute Group in the Philippine capital, officials said Monday.

Officials said Abdul Nasser Lomondot, who was captured in Manila’s downtown area, took part in last year’s deadly siege of Marawi in Lanao del Sur, one of 5 provinces under the Muslim autonomous region. An automatic pistol was also seized from him. He was among the
planners of the siege, along with Abu Sayyaf chieftain Isnilon Hapilon.

“Lomondot is a Maute Group sub-leader who took part in the Marawi rebellion during which he participated in the killing of innocent Christian civilians and committed violence against female and child hostages. He was one of the key planners in the attack of Marantao, Lanao del Sur during the Marawi rebellion. He underwent combat training in Butig, Lanao del Sur along with other Daesh members,” said Major Ronald Suscano, a spokesman for the 1st Infantry Division.

Although all of the leaders of the Maute Group and Hapilon were killed in the battle of Marawi that lasted over 5 months, Suscano said other members who managed to escape the military offensive were scatted into smaller groups and went into hiding in the province.

He said the remnant of the Maute Group were recruiting members and holding trainings in Lanao del Sur and Maguindanao province, also in the autonomous region.

“Since the death last year of Isnilon Hapilon, the established Amir of Maute-Daesh in Southeast Asia region, the remnants of the group were scattered into small groups and went into hiding at selected areas of Lanao del Sur.  They were also monitored recruiting and conducting trainings particularly in the boundaries of Lanao and Maguindanao areas where they enjoy a certain level of civilian support,” Suscano said.

Major General Roseller Murillo, army division commander, said the intensified campaign against militants in Mindanao helped in capturing militants and information they gave authorities were essentially important in fighting terrorism.

“Our recent successes and apprehensions have been yielding valuable information that allows authorities to further hunt down the remnants of the group. More so, these successes clearly indicate their dwindling organizational leadership and capabilities,” Murillo said. “The government forces will continue to intensify its internal security operations to neutralize the remnants of terrorist groups in Lanao del Sur.”

The military earlier said that militants fleeing Iraq and Syria managed to enter the country and may be planning attacks alongside their local counterparts.

The continued hardship in the communist New People’s Army (NPA) prompted a couple to surrender with their firearms to the troops of the Army's 73rd Infantry Battalion.

Capt. Mc Gary Dida, civil-military operations (CMO) officer of the 1002nd infantry brigade, said Bonio Dawa, 45 and his wife Ligaya Dawa, 40, have been operating in Davao Occidental. Both are residents of Sitio Kiapok, Barangay Little Baguio, Davao Occidental.

Bonio said he was tired of the false promises of the NPA that their family will be given financial support and a land to till.

The Dawas are only among those who surrendered to the military for the past months.

Since January 2018, the 73rd IB received a total of 13 assorted high-powered firearms from 16 NPA surrenderers.

“With our intensive security operations and continuous collaboration to our Local Government Units and other stakeholders, we can align our efforts in attaining a peaceful and conflict resilient communities within our area of operation," said Lt. Col. Marion T. Angcao, the commander of the 73rd IB.

The 73rd IB is set to present the former rebels to the local government of Davao Occidental for immediate assistance and enrolment to the government’s CLIP (Comprehensive Local Integration Program).

Angcao said they will be provided with livelihood assistance and additional cash assistance for their surrendered firearm to help them start a new and peaceful life.

"The brigade is always open for NPA who are willing to lay down their firearms, go back to the folds of law and enjoy the peaceful life, the government has a program that will provide livelihood assistance to help them start a living," said Col. Roberto Ancan, the commander of the 1002nd Infantry Brigade.

The Battalion of Excellence (BOE) Training Program of the 1st Infantry “Always First” Battalion culminated on Monday at a fitting graduation ceremony at the 2nd Infantry “Jungle Fighter” Division of the Philippine Army camp here.

Major General Rhoderick M. Parayno, Commander of the Army 2ID, who keynoted the graduation rite, said the newly trained battalion would play a vital role in accomplishing the critical task of destroying the NPA terrorists the soonest possible time.

Parayno said the return of the 1st IB to operational status early this year augured well to beef up excellently-trained battalions with both manpower and firepower to decimate terrorism owing to the recent terrorist attacks perpetrated by the NPAs, particularly in the Calabarzon whose victims are helpless and defenseless civilians.
                              

“With your experiences in Marawi, new skills acquired from Australian counterparts during your Urban Warfare Training, and currently, with your capability enhancement thru the BOE program, I am confident that you are now more than ready and prepared to crash and defeat the NPAs or any terrorist group that will attempt to wreak havoc in our country,” he said.

Captain Patrick Jay M. Retumban, chief of the 2ID public affairs office, said that the Brigadier General Filemon D. Mamaril Jr. of the Armed Forces of the Philippines (AFP) headquarters  was assigned  by higher military authorities to facilitate the conduct of the Battalion Of Excellence Training.

The BOE training program is the centerpiece of the Philippine Army’s capability development and improvement of organizational performance.

It was intended to develop the performance of the Infantry Battalions in a combat capacity to perform the tasks and operations across the different mission areas where the battalions are projected to operate.


The three-month training, which started December last year, was handled by the BOE Mobile Training Team (MTT) from Land Warfare Center, Training Doctrine Command.

It involved intelligence operations training, mortar gunnery, live fire on mortar and crew-served weapons, rifle marksmanship training, proper utilization and maintenance of communications, electronics and information (CEIS) equipment, physical fitness test, stress management seminar, squad and platoon run, and field training exercises.  

The 1st Infantry “Always First” Battalion headed by Lt. Col. Jonathan S. Manio is the second beneficiary of the BOE Excellence Mobile Training on rigorous battalion training that also requires intensive teamwork operations, stamina, perseverance and the endurance spirit.

Governor Roel Degamo has welcomed the redeployment of the 15th Infantry Batallion to Negros Oriental, saying that words are not enough to express the gratitude of Negrenses for their return to the island province to help in the fight against insurgency.

The 15th IB was assigned to Negros Island several years ago before it was transferred to Mindanao, where the battalion had remained and had even participated in the Marawi City siege and post-war operations.

During arrival ceremonies over the weekend, the governor said he was aware that the 15th IB was highly skillful and battled tested, but he was hoping their deployment in the province would sustain and enhance the declaration of Negros Oriental as a conflict-manageable and development-ready province.


Degamo was looking forward to the continuation of various programs and projects that are geared towards a peaceful resolution of the insurgency problem through Bantay Bayanihan activities, Lakbay Aral, among others.

The governor said there was no more reason for the Communist Party of the Philippines/New People’s Army (CPP/NPA) and the government to go to war because they have the same vision and mission of uplifting the quality of life of the people especially the poor.

Degamo reiterated pronouncements nobody would win this war through bullets, but rather through programs and projects for the people.

Brig. Gen. Eliezer Losañes assured Gov. Degamo the 15th IB would perform as expected or as excellently as they have performed in their previous assignments.

The 15th “Molave Warriors” Battalion of the 3rd ID Spearhead Division was serving Negros Oriental for six months in 2008 and redeployed in September 2008 to combat operations against the MILF in Lanao del Sur where it had five encounters, resulting in major casualties of the lawless MILF group.

It was pulled out from Lanao and transferred to Mindanao peninsula. During the Marawi siege, two rifle companies and a mortar platoon were deployed to join with the other AFP forces to fight the Maute Group, the Abu Sayyaf Group and some alleged foreign terrorists.

The unit was able to accomplish its assigned mission but with six army troopers killed in action and 41 wounded in action. The battalion had recovered three high powered firearms, four low powered firearms, and 15 explosive devices and rescued 43 civilians from the main battle area.

With these accomplishments, four officers and 97 enlisted personnel were recommended for the award of gold cross medals and the award of Kamagi Order of Lapulapu while seven personnel received seven pistols and PHP 100,000 cash from the commander in chief of the Armed Forces of the Philippines, President Rodrigo Duterte. Likewise, three officers were given the privilege of a vacation in Hong Kong.

After the liberation of Marawi, the 15th IB was redeployed to Eastern Mindanao to conduct military operations against guerillas in Orakan valley before being sent back to Negros.

The Army commander, Brig. Gen. Losañes, said the 15th IB is in a state of high morale and is glad to be part of efforts to sustain peace and conflict manageable development ready province.

JOLO, Sulu - A total of 132 loose firearms, including mortars and other high-powered weapons, will be turned over to the military here on Tuesday.

Brig. Gen. Cirilito Sobejana, commander of the Joint Task Force Sulu, told Philippine News Agency the turnover of unlicensed weapons are part of the military campaign to make this island province a “gun-free society.”

“This is part of our mandate under the Martial Law to make Sulu to be free from loose firearms,” he said.

The 132 illegal firearms are on top of the 271 firearms that the military recovered and surrendered to them.

Sobejana said the firearms that will be turned over on Tuesday came from the municipalities of Parang, Pangutaran, Omar, and Talipao.

The military under the leadership of Sobejana met last month with all the mayors of the 19 towns and 410 village heads to pressure them to address the problems on loose firearms in their communities.

Last month, the Mayor of Pata Island has turned over 34 firearms.

The military has been mounting its operations against terror groups and other lawless groups.

Sobejana said one of the key solutions to address the armed conflict in the island is to reduce if not totally free the stand from loose firearms.

A Mindanao State University (MSU) professor and leader of Save Sulu Movement warned of another siege in major cities in Mindanao, confirming information of an ongoing recruitment by the terrorist group left by slain Abu Sayyaf leader Isnilon Hapilon.

Prof. Octavio Dinampo on Monday called on Mindanaoans to continue to be vigilant against the plan of the terrorist group Abdullah Al Islamiah to launch another Marawi-like siege in major cities in Mindanao.

He mentioned Iligan, Cagayan de Oro, Cotabato, Davao, and General Santos cities as target areas.


Dinampo said Abdullah Al Islamiah has continued with its recruitment especially in six Sulu municipalities – Jolo, Patikul, Indanan, Maimbung, Parang, Kalilangan Caluang, where they are moving at nighttime when soldiers are sleeping. The areas are adjacent to each other which made it easier for the group members to move from one place to another.

He said there is a need for the military to take over these areas to keep the group’s movement under control.

He said the group now is led by Malaysian militant Amin Baku, the most senior terrorist leader and could be the emir after Hapilon.

“God forbids something is being cooked by this group,” he told reporters in an interview Monday.

Dinampo said the members of the group maybe few but, they are bringing a very dangerous idea and recruiting people who are mostly unschooled and gullible with the promise of money.
Also, he alleged that the group is backed up by the rich people mostly politicians. It is even more dangerous as leaders of the group are not afraid to die. They consider death as honourable, Dinampo said.

Dinampo warned to watch out in May when Muslims observe Ramadan.

He recalled that the Marawi siege was originally planned for May this year but it was moved ahead when authorities served the warrant of arrest to Hapilon.

But, now the group is targeting mainland Mindanao, Dinampo said based on his research and monitoring.

“We have information that the group behind this has recently met to discuss the possibility of moving on with the original plan. They reportedly met in December to talk about the original schedule in Marawi,” Dinampo further bared.

Dinampo urged people in Mindanao especially in major cities to continue to be vigilant.

The Save Sulu Movement is a civil society organization working to end hostility and terrorism in Mindanao.

CAMP SIONGCO, Maguindanao – Civilian residents of Datu Salibo town in this province have yielded 10 loose firearms on Monday, boosting the military’s disarmament program in the area.

The Army’s 601st Infantry Brigade (IB) said the firearms were turned over by its owners to the 2nd Mechanized Infantry Battalion and Mayor Norodin Salasal of Datu Salibo.

Brig. Gen. Diosdado Carreon, 601st IB chief, said among those surrendered by civilians were two cal. 50 sniper rifles, a US-made Browning 12 gauge shotgun, a modified caliber .30 sniper rifle, one US 12-shotgun, a locally made M-79 grenade launcher, an improvised .9mm pistol Ingram and a US-made 12 gauge shotgun with magazines and ammunition.

Three days ago, some15 assorted guns from Datu Unsay town were handed over by Municipal Mayor Reshal Ampatuan to the 601st IB.

A key leader of the Islamic State-linked Maute terror group which took part in the five-month long siege of Marawi City was presented by police officials to the media Monday after he was arrested in Divisoria by elements of the Manila Police Department working with military intelligence officers over the weekend.

Spouses Abdul Nasser and Raisalam Lomondot, both from Lanao del Sur were arrested along C. M. Recto Ave. in Divisoria, Manila on Saturday while in possession of a grenade and a handgun.


"We are able to send a message to the Maute that you can run but you cannot hide. The long arm of the law will catch up with you," Philippine National Police Director General Ronaldo dela Rosa said of the development during a press briefing.

The PNP chief added that similar operations to go after members of the terror group who have managed to slip into Manila are ongoing.

"Mayroon tayong hinahanap pero hindi natin pwede sabihin kung ilan at kung sinu-sino. (We are looking for suspects but we cannot disclose how many and who they are.) Continuous ang ating effort diyan (Our efforts on that matter are continuous)," he added.

Police officials said Lomondot is a sub-leader of the Maute Group who took part in the attack of a Civilian Active Auxiliary (CAA) detachment in Barangay Mantanpoli Marantao, Lanao del Sur at the height of the Marawi siege last year. He underwent training at a local IS camp in Butig, Lanao del Sur.

The couple was presented before the prosecutor for inquest proceedings for charges of illegal possession of firearms and explosives.

Dela Rosa clarified the sheer size of the island of Mindanao facilitated the escape of some of the Maute terror group members.

“We lacked in our efforts when they managed to go out of Mindanao, but in fairness to our security forces in Mindanao, we cannot cordon off the whole island. They are leaving one by one,” Dela Rosa pointed out when asked why Lomondot slipped through the numerous checkpoints set up on roads leading out of Marawi.

Chief Supt. Joel Napoleon Coronel, Manila Police District (MPD) Director, said the wife was taken to a hospital under guard after she complained of severe abdominal pains.

Coronel said Lomondot traveled to Manila by land while using a fictitious name.

"He came here under an assumed name but through our efforts and coordination of different intelligence agencies we were able to identify him. That is our problem they are traveling under an assumed identity and only after reports have been verified that is the only time we can neutralize them," Coronel explained.

Coronel added that before the Marawi incident, Lomondot was seen participating in the Maute atrocities in different parts of Lanao del Sur.

"(W)hen the ISIS-affiliated groups took over part of Marawi he was also seen and observed in the area," he noted.

Dela Rosa added that there is no official policy to assume all Manila-based Maranaos are sympathizers to the terror group's cause and coddlers to lurking terrorists.

“It doesn't mean that if he is an ISIS Maute member, he is coming here for terrorism. That is different. Juan's fault is not Pedro's fault. Their relatives here whom they are visiting are legitimate entrepreneurs but because of blood relationship, as part of Filipino culture, you accommodate your relatives. It doesn’t mean that they are intentionally harboring terrorists," he explained in Filipino.

The PNP chief added that the matter should be considered on a case to case basis.

The Philippine Army (PA) on Monday announced that it is opening 6,100 slots in line with efforts to strengthen its field units.

"The Army recently approved the opening of 3,600 annual regular quota and an additional 2,500 for 2018. There is now a total of 6,100 slots opened. Out of the total number of recruits, 5 percent is allocated for female recruits and another 5 percent from the indigenous peoples," PA spokesperson Lt. Col. Louie Villanueva said.

He added that additional recruits will be filling up the troop requirements for the conceptualized activation of 10 new Infantry Battalions and one Scout Ranger Battalion.

"As of today, seven out of the 10 Infantry Battalions and the Scout Ranger Battalion have already been activated. These additional Army units aim to further strengthen the Army’s capability in addressing the various threats, particularly terrorism besetting the country," Villanueva pointed out.

The recruitment is now on-going and the training will start not later than June 2018. Interested applicants may visit the Army recruitment centers located in Cagayan De Oro City, Cebu City, and Fort Bonifacio, Taguig City. Also, interested individuals may also browse the PA website or visit the nearest Army base in their respective localities for inquiries and other details.

“With the current efforts of the Army to further build up its force, there is a good opportunity that has been opened for our youth and everyone who would like to serve the country. In the first two months of 2018, a total of 2,263 members and supporters of the New People's Army (NPA) have voluntarily surrendered to government forces.

This was bared by Armed Forces of the Philippines (AFP) public affairs office chief Lt. Col. Emmanuel Garcia in a message Monday.

"As of March 4, 2018, a total of 607 regular members of the NPA yielded to government authorities while the remaining 1,656 surrenderers are categorized into Militia ng Bayan (MB), Underground Mass Organization (UGMO) members and mass supporters," he added.

Data shows that the overwhelming number of surrenders happened in Davao Region where the bulk of the NPAs force is also situated.

"A total of 2,036 or 90 percent of surrenders come from Davao Region. Most notable were the series of mass surrenders in Compostela Valley province where 371 UGMO members and supporters surrendered in Maragusan last January 20, 193 UGMO members and supporters surrendered in Monkayo last Feb. 3, and 166 UGMO members and supporters in Montevista who surrendered on Feb. 19," the military official emphasized.

Garcia said the massive surrenders of NPAs and their supporters were attributed to the combined focused military operations, intelligence efforts, civil-military operations and re-integration efforts and peace and development programs of the AFP, Philippine National Police, and local government units.

"The AFP is expecting more surrenders as former rebels and supporters expressed discontent inside the CPP-NPA. Statements coming from the former rebels disclosed that they are dissatisfied with the false promises of their leaders and the pattern of deception being done by the NPA terrorists," he added.

In line with this, Garcia said the AFP will do its best to protect the people and communities from terrorist atrocities.

The Philippine Army (PA)'s Palladium Balanced Scorecard Hall of Fame bid is now on its final stage.

"The Palladium Balanced Scorecard Hall of Fame is known as the highest standard for strategic performance management. It publicly recognizes organizations around the world that use the Kaplan-Norton Strategy Management in executing their strategies successfully," PA spokesperson Lt. Col. Louie Villanueva said Monday.

Prior to launching this endeavor, the PA first accomplished the Performance Governance System (PGS) Pathway of the Institute for Solidarity in Asia (ISA), the local adaptation of the Palladium Balance Scorecard for the Army Transformation Roadmap (ATR).

The PGS has a four-stage certification process: Initiation, Compliance, Proficiency, and Institutionalization. The PA finished all these stages from September 2010 to October 2014, Villanueva added.

Similarly, the Army must undergo four stages in its bid to become a Palladium Balanced Scorecard Hall of Famer; it is through application, evaluation, validation, and awarding stages.

On Sept. 28, 2017, the Army had submitted its application for the Palladium Balanced Scorecard Hall of Fame bid which was later on accepted.

It was followed by the evaluation stage on Nov. 23 of the same year.

This year, David McMillan, the Director of the Palladium Balanced Scorecard Hall of Fame for Executing Strategy, was in the Philippines from Jan. 22 to 24 to validate the application for the PA.

The Philippine Army is still waiting for the final result of the bid, he added.

"The Army Palladium bid is in line with the Army Transformation Roadmap’s end goal to become a world class army that is a source of national pride by 2028. It is a way to ensure that the strategies laid out under the ATR are working and effective," the PA spokesperson stressed.

"The Army has high expectation on the possibility of achieving the Hall of Fame after it was recognized as an Island of Good Governance and awarded the Island of Good Governance medal in 2015,” Villanueva added.

If the PA will be inducted in the Palladium Balanced Scorecard Hall of Fame for Strategy Execution, it will formally receive the award in the upcoming Palladium Positive Impact Summit 2018 on March 14 to 15, to be held in London, United Kingdom.

Efforts to rehabilitate war-torn Marawi City are now in full swing in line with efforts to prevent terror groups from recruiting new members.

"Malaking posibilidad yan ano, kaya nga continuous ngayon yung rehabilitation sa Marawi City (That is a big possibility that is why the rehabilitation of Marawi City is continuous), kasi (because) part of the recruitment is how they see 'yung (the) progress ng (of) rehabilitation ng (of) Marawi," Philippine Army (PA) commander Lt. Gen. Rolando Joselito Bautista said late Friday.


Bautista noted that this is the reason why President Rodrigo Duterte is doing all he can to expedite the rehabilitation of Marawi City which was badly battered during the five-month campaign against the Maute Group terrorists who took control of the locality starting May 23.

Fighting only ended when the military managed to neutralize and confirmed the deaths of Abu Sayyaf leader and ISIS emir in Southeast Asia, Isnilon Hapilon, and cohorts Omar Maute, last Oct. 16.

"Kaya nga ang ating Presidente ay ginagawa talaga ang lahat ng kanyang magagawa (that's why our President is doing everything in his capacity), minobilize nya lahat ng mga (he mobilized all) government agencies, inutusan nya yung mga (he ordered) local government units para mapadali yung (to hasten the) rehabilitation ng (of) Marawi City," Bautista added.

Also, the PA chief said that the rehabilitation and the presence of soldiers in Marawi City is a confidence builder for residents and the contractors tasked to do the rebuilding.

"They have to be fearless, they should not have hesitations. Because if they become scared and let's say there is an incident caused by the local terrorist group, it's either they will back out or refuse to work there. The effect is the rehabilitation of Marawi City will be delayed)," he added.

The Philippine Coast Guard (PCG) is conducting patrols around the Philippine Rise located in the eastern part of Luzon.

The operations, which aim to monitor maritime activities in the area, are being conducted by multi-role response vessel BRP Suluan and PCG’s Islander aircraft since Friday.


“Patrol is still ongoing. So far no reports of any untoward incident,” Coast Guard spokesperson Armand Balilo said in a text message to the Philippine News Agency (PNA) Monday.

The deployment came following instructions from President Rodrigo R. Duterte for the PCG to activate patrols in Philippine Rise which contains natural gas, oil and other marine resources.

The President has recently said that any country who wants to engage in exploration and fishing in the area should have the permission of the government.

The government is also eyeing to contest China’s naming of five undersea features in the Philippine Rise.

Malacañang on Monday stressed there is nothing new about joint exploration in the West Philippine Sea (WPS), saying other countries, including China and Vietnam, have joint ventures in the disputed area.

In a Palace press briefing, Presidential Spokesperson Harry Roque showed to the media several joint exploration and exploitation agreements involving foreign countries within different executive economic zones.


“All these joint exploration means that if we ever enter into joint exploration and development, it would not be the first in the world,” Roque told the media.

Aside from Vietnam and China’s China National Offshore Oil Corporation (CNOOC), other countries that have existing joint exploration agreements include between Petro Vietnam and Oil and Natural Gas Commission of India, Iceland and Norway, Kenya and CNOOC, and New Zealand as well as Papa New Guinea with CNOOC.

Roque said even Malaysia’s Petronas and Petroleum Brunei that have also claims in the South China Sea have existing joint exploration agreements with other foreign firms while Indonesia has a joint exploration development and operation agreement with Hasky Canada, Mandura and CNOOC.

Roque said the Philippines has no exploration agreement yet with any Chinese entity but the country can look at the treaty between Vietnam and China as a model.

“In fact, we could look at Vietnamese, Chinese treaty on joint exploration and development as a model for possible relationship between the Philippines and China,” he said.

Contrary to Justice Antonio Carpio’s claim that joint exploration in WPS has no legal basis, Roque said Supreme Court’s (SC) overwhelming 10-4 ruling in the case of La Bugal vs. Ramos supports the government’s proposed joint ventures with Chinese firm even “in area where there is only sovereign rights.”

“The decision is correct, it’s about mining in land territory. But you see, even if it is mining in land territory, the decision said, you could allow foreigners to engage in exploration and exploitation of mineral resources even in areas subject to complete sovereignty,” he explained.

Roque said Carpio voted against the 2004 SC decision but “the voting pattern of which was overwhelmingly in favor of allowing foreign corporations to participate in exploration of natural resources.”

“The voting was 10 in favor, 4 against. That should be crystal clear,” Roque said.

He clarified, however, said any joint exploration should be supported by a bilateral treaty between the states.

Roque also explained the government does not compromise country’s sovereignty under the Philippines' plan to enter joint exploration with China.

“This is actually a common accepted practice for sovereign states to enter into these treaties allowing joint development and different corporations to enter into service contracts,” Roque said.

He explained the joint exploration ventures will cover two areas under Service Contracts 57 and 72 with the former not within the disputed territory and the latter covered by area where China and the Philippines have overlapping claims.

Roque said foreign corporations are also “absolutely” required to comply with the Philippines’ mining laws and other related policies.

The government satellite network (GSN), which would allow the transmission of government videos, photos, and data to even remote parts of the country, is seen to boost the government’s anti-terrorism campaign, a Malacanang official said.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said the GSN is “a big help” to prevent proliferation of terrorism and extremism through internet.

“We’re using the power of leverage with so many barangays throughout the country,” Andanar said

He said village officials can directly report any movements of criminals, including terrorists, in their respective jurisdiction through the GSN.

“This government satellite network will solve this problem,” he said, referring to terrorism.


Andanar said the GSN will be rolled out in June this year in more than 42,000 barangay halls and in all attached agencies of the PCOO nationwide including the Philippine Information Agency, Philippine News Agency, Radyo Pilipinas and PTV4.

Through GSN, government videos including presidential speeches, images and information materials about government projects will be transmitted to the remotest barangays of the country.

Andanar said satellite receivers with free internet will be deployed as part of the project President Rodrigo Duterte approved in December last year.

He said Duterte and barangay officials can have direct communication using the GSN.

“This is a big program wherein we try to bring the national government to the barangays or to the basic unity of governance in our country,” Andanar said.

Andanar said the President could also directly monitor the government’s ongoing campaign against illegal drugs through the help of barangay leaders.

He said the GSN will also boost the government’s campaign against disinformation, misinformation and fake news.

The satellite network can also be used during calamities and disasters particularly typhoons and other natural and man-made catastrophes.

For the citizens who have complaints against their barangay officials, Andanar said the people can use the national government’s complaint hotline, 8888.

In a statement Tuesday, the US Embassy in Manila said the group, composed of nine male officers and 13 female officers, trained from Jan. 16 to Feb. 2 at the Federal Law Enforcement Training Center (FLETC) with HSI instructors in Brunswick,Georgia on entry and defensive tactics, investigative techniques, interviews and interrogations, evidence collection, surveillance, and undercover operations.

HSI is the investigative arm of the US Department of Homeland Security and investigates cross-border criminal activity.


“TCIU Philippines will first focus on those who travel to the Philippines to exploit children,” explained Ransom Avilla, HSI Attaché of the US Embassy in Manila.

“The TCIU officers came from different fields of expertise within the PNP and grew as one during this training. Together, the TCIU will fight crime to give justice to victims of abuse,” PNP Team Leader Major Jeorge Francis Rodrin added.

Bato: Local trainings to continue

For his part, Philippine National Police Dir. Gen. Ronald dela Rosa said friendly competitions between tactical response and Special Weapons and Tactics (SWAT) units to showcase their skill similar to the one held in Davao last week would be repeated soon.

The PNP chief said this move seeks to come up with a professional and highly skilled police force which is included in President Rodrigo R. Duterte’s agenda.

“Yun naman ang dream ni Presidente (That is the President's dream), to build a strong army and a strong police force. Yan ang pangarap niya kaya kami naman sa PNP at AFP (This is his vision so we at the PNP and AFP), we are recipient to the ambition of the (former) mayor, nakatatanggap kami ng mga magagandang gamit (we receive good equipment),” dela Rosa said in a press briefing.

“So sabi niya (President Duterte) train pa natin ng train (So he said we should continue training). So 'yung national SWAT challenge na ginanap last week sa Davao, maybe maulit na naman yun maybe after six months. Ulitin natin para continuous 'yung upgrading at tsaka improvement ng capability ng ating mga tactical units, (So the national SWAT challenge that was held last week in Davao, there will be another edition maybe after six months. We will do it again so that there will be continuous upgrading and improvement of the capability of our tactical units),” dela Rosa said.

The police chief added that new equipment is arriving soon for the PNP including from suppliers in Israel.

BAGUMBAYAN, Sultan Kudarat -- Five more communist guerillas from the Indigenous Peoples (IPs) community in the mountains of Barangay Santo Nino here have surrendered to the military.

Lt. Colonel Harold Cabunoc, commander of the Army’s 33rd Infantry Battalion (IB), welcomed the surrenderees in simple rites around 9 a.m. Monday in Barangay Saripinang, Bagumbayan.


“It appeared they were pressured by our military combat operations,” Cabunoc said of the joint operations conducted by the Army’s 33rd and 57th IBs and 4th Special Forces Battalion of the Philippine National Police.

“They said they were tired of running away from military pursuit operations and decided to peacefully surrender to live normal lives,” Cabunoc added.

Ka Benong, the group leader, told military officials that he would like to seek help from the government to construct concrete roads leading to their village and a public school for their children.

The Army, according to Cabunoc, will process their inclusion to the coverage of Comprehensive Local Integration Program (CLIP) of the government being implemented by the Department of the Interior and Local Government (DILG).

Cabunoc added that he is working on things for the presentation of surrenderees to Sultan Kudarat Gov. Pax Mangudadatu.

The Armed Forces of the Philippines (AFP) today said that 2,263 regular members and supporters of the New People’s Army (NPA) surrendered nationwide in the first two months of 2018 based on their latest records.

As of March 4, 2018, a total of 607 regular members of the NPA yielded to government authorities while the remaining 1,656 surrenderers are categorized into Militia ng Bayan (MB), Underground Mass Organization (UGMO) members and mass supporters.

The data shows that the overwhelming number of surrenders happened in Davao Region where the bulk of the NPA force is also situated.

A total of 2,036 or 90 percent of surrenders came from Davao Region. Most notable were the series of mass surrenders in Compostela Valley province where 371 members of Underground Mass Organizations (UGMO) and supporters surrendered in Maragusan on January 20, 2018; 193 UGMO members and supporters surrenderers in Monkayo in February, and 166 UGMO members and supporters in Montevista who surrendered on February 19.

The massive surrender of NPAs and their supporters were attributed to the combined focused military operations, intelligence efforts, civil-military operation, reintegration efforts and peace and development programs of the AFP, PNP, and local government units.

The AFP is expecting more surrenders as former rebels and supporters expressed discontent inside the CPP-NPA.

Statements coming from the former rebels disclosed that they are dissatisfied with the false promises of their leaders and the pattern of deception being done by the NPA terrorists.

The AFP assures the public that operations against the communist terrorists will continue, to protect the people and communities from terrorist atrocities.
