NSFA, Panacan, Davao City - A Communist Party of the Philippines-New People’s Army Terrorist (CNT) who is under the most wanted list of the Department of Interior and Local Government (DILG) and the Department of National Defense (DND) with a bounty of P2-Million on his head was arrested by operatives in a joint operation launched at So. Bakayan, Brgy Sagundanon, Kitaotao in Bukidnon on November 12, 2020 at around 5:30 am.

The CNT was identified as Marcos Requina alias Ali or Tomas, 60, who is the former head of Intelligence and Secretary of the Front Committee KARA of the Western Mindanao Regional Party Committee (WMRPC).

Requina was arrested inside his abode by the combined forces of the Police Regional Office 11 (PRO-11), the National Intelligence Coordinating Agency 11 (NICA-11), Team Intelligence Service of Armed Forces of the Philippines (ISAFP), and the 16th Infantry Battalion, 31st Infantry Battalion, 102nd Division Reconnaissance Company (102DRC), 1002nd Infantry Brigade and the 10th Infantry Division under the Eastern Mindanao Command (Eastmincom).

Requina is the 23rd most wanted CNT under the DND-DILG Joint Order Reward 14-2012 and has a standing warrant of arrest for murder which was issued by Judge Renerio Ramas of the Regional Trial Court Branch 18 in Pagadian City, Zamboanga del Sur.

The arrested CNT joined the semi-legal team of the Front KARA, WMRPC in 1985 until 1991. His activities under the CNT’s movement were on and off and he had held several key positions over the past years such as becoming a squad leader, platoon medic, and Fully Kalihim of Front Committee KARA.



Prior to his arrest, he was recruited as the Platoon Medic of Guerrilla Front 53 (GF53) of the Southern Mindanao Regional Committee (SMRC) and had served the armed group until 2015 before he became inactive until the present.

Requina is currently under the custody of the Police Regional Office 11 (PRO-11) and is undergoing a medical examination. He is slated to be turned over to Region 9 for the proper disposition of the case.

LtGen Jose C. Faustino, Jr., the Commander of Eastmincom, congratulated the different security agencies and units of Eastmincom for their recent feat that led to the arrest of a top CNT personality.

"This is but an ultimate example of the great outcomes due to the established synergy of the nation’s different security agencies. Hand in hand, we can achieve victories greater than this,” the Eastmincom Commander said.

"Every arrest of a key CNT personality brings us one step closer to becoming an armed-conflict-free country,” he added, stressing that this is not only a victory for the Command and other security agencies but as well as the triumph of the people.

The Eastmincom Commander also reiterated that the participation of the local populace is crucial to the attainment of long-lasting peace in the communities.

“I urge the populace to continue cultivating the culture of peace and security as we aim to make our country free from any threats of terrorism,” LtGen Faustino said.

MALITA, Davao Occidental - Malaking kawalan sa kilusan ng DGF 51 at WGF 71 ang pagsuko at pagbabalik-loob ng kumander, politikal instructor (PI), apat na miyembro ng New Peoples Army at isang Yumil sa pamamagitan ng 73rd Infantry Battalion.

Dahil sa presensiya ng Community Development Team sa kabundukan, sumuko ang pitong (7) miyembro ng Communist Terrorist Group (CTG) sa mga kasundaluhan. Dalawa (2) sa kanila ay residente ng Purok Mamaon, Brgy Sibulan, Toril District, Davao City. Tatlo (3) naman ang sumuko sa munisipyo ng Jose Abad Santos, Davao Occidental. Samantala, ang kumander at PoIitical instructor na nagbalik-loob ay residente ng Sarangani Province. Kasama naman sa ibinaba ng isang Yunit milisya (Yumil) na si alyas Ham ang isang Springfield Rifle.



Ibinahagi ni alyas Jary, isang kumander at alyas Angela sa isang panayam na isinagawa sa kanila, na walang katuturan ang kanilang pagsama sa mga teroristang NPA. "Dahil sa pagkabuwag ng Grupo namin at kawalan ng lakas na ipagpatuloy ang aming ginagawang panloloko sa mamamayan, kami ay nagdesisyon na sumuko na. Marami sa aming dating kasamahan ang sumuko na rin at nakakain pa nang maayos," sabi ni alyas Jary.

Malugod namang tinanggap ni Lt. Col. Ronaldo G Valdez, Pinuno ng 73IB, ang mga nagsisukong miyembro ng CTG at nangakong tutulungan silang maisama sa programa ng pamahalaan pamahalaan sa pamamagitan ng Enhanced Comprehensive Local Integration Program o E-CLIP.

"Ang mga kasundaluhan ng 73IB sa ilalim ng 10th Infantry Division ay kasalukuyang nasa kabundukan at kaisa ang mga ahensya ng gobyerno upang matulungan ang komunidad na magkaroon ng kabuhayan. Sa pamamagitan nito, hindi na mararanasan ng taumbayan ang hirap dahilan para sumapi sa teroristang grupo" kanyang dagdag.

Sa pagkabuwag ng CTG sa lugar, ang mga kasundaluhan ay buong-pwersang ipagpapatuloy ang nagawang tagumpay at asahang magkakaroon pa ng karagdagang susukong mga kasapi ng kilusan na gusto nang magbagumbuhay.

LUPON, Davao Oriental - A 30-minute gun battle transpired between the elements of the 28th Infantry Battalion (IB) and a group of CPP-NPA Terrorists (CNT) near a populated community in Barangay Marayag, Lupon, Davao Oriental early morning of November 15, 2020.

After receiving reports from concerned residents about the presence of armed men near their place, the Commander of the 28th IB, LT COL ALEXANDER D BANATAO, immediately and deliberately planned out a strike security operation in order to safeguard the community from the presence of the terrorists that poses fear and danger in the lives of the residents.

At around 8 o'clock in the morning, Kamagong troopers were able to encounter more or less twenty (20) NPA terrorists in the vicinity of Sitio Polia, Barangay Marayag, Lupon, Davao Oriental.



With dedication and commitment to protecting the communities, troops were able to overrun the enemy encampment and recovered three (3) M16 rifles, one (1) M653 rifle, one (1) Caliber. 45 pistol, ammunitions of different calibers to include Eleven (11) 40mm High Explosive Ammunitions, several medicines and medical paraphernalia, Solar Panels, Two-way commercial radio, subversive documents, and other personal belongings believed to be from the fleeing NPA terrorists who scampered into different directions.

On the other hand, members of the 11th Tactical Operations Group of the Philippine Airforce provided close air support to the encountered troops that greatly helped in demoralizing the NPAs that led to their withdrawal.

It can be noted that last November 1, 2020, a high powered firearm was also recovered by the troops of 28IB in the same barangay after one NPA member surrendered and revealed the presence of an arms cache in the barangay.



Meanwhile, Lt Col Banatao lauded the sacrifices and commitment of the troops in securing the communities from the harm of the NPA Bandits.

"Una po sa lahat, mariin po naming kinukondina, kasama ang lokal na pamahalaan ng Davao Oriental na pinamumunuan ng ating butihing Gobernador, Hon Nelson L Dayanghirang, ang presensya ng anumang teroristang grupo dto sa Probinsya ng Davao Oriental. Ito po ay kailanman hindi makakatulong sa ating bayan at sa mga mamamayan, bagkos ay makakadulot pa ng pinsala sa ating mga kababayan, he said.

"Nagpapasalamat naman po kami sa ating mga kababayan lalong lalo na sa mga residente ng Barangay Marayag sa tulong at suporta sa pamamagitan ng pagbibigay ng mga impormasyon patungkol sa presensya ng armadong grupo sa inyong lugar. Patunay po ito na ayaw nang magpagamit at magpaloko ng ating mga kababayan sa panlilinlang ng mga teroristang NPA sa kanilang Komunidad. Makakaasa naman po kayo na lagi ninyong maaasahan ang presensya at tulong ng inyong kasundaluhan sa 28IB sa pananatili ng kaayusan at kapayapaan sa probinsya ng Davao Oriental," Lt. Col. Banatao added.

PAQUIBATO, Davao City - An armed clash ensues between elements of the 27th Infantry Battalion against a group of Communist terrorists at around 4:00 PM, November 11, 2020, at Sitio Calanutan, Brgy Malabog, Paquibato District, Davao City.

The armed clash is the second encounter within the week following the 10-minute encounter last November 10 at Sitio Napo of Brgy Paquibato Proper against the same group under ARIAN JANE OCHETA RAMOS alias MARIKIT.

After the encounter in Sitio Napo, 27IB troopers pursue the fleeing armed group and again engage by the troops under 1LT KEVIN FULGAR PA in the forested area of Sitio Calanutan, Brgy Malabog.



After a more or less 40-minute firefight, the bewildered NPA terrorists scamper in different directions. The government forces seize NPA terrorist hideout and capture one (1) M16 rifle, five (5) NPA terrorist backpacks containing personal belongings, one (1) anti-personnel landmine, two (2) gas stoves, four (4) cooking pots, and four (4) hammocks.

No one was hurt from the government troops and no civilian was displaced since the encounter site is far from the community.

It can be recalled that last October 27, 2020, the same armed group was encountered by government forces in Sitio Langub of the same barangay that resulted in the recovery of a high-powered firearm, IED and backpacks containing personal belongings, medicines, and food supplies.



The said encounter was due to a tip provided by the locals.

According to LTC VICTORINO SEÑO INF (GSC) PA, Commander of 27IB, with the continued whole of nation approach coupled with people support, the NPA terrorist particularly the members of GF55 are continuously losing their influence in the area as manifested by reliable reports provided by the residents.

Appealing again to the remaining rebels to lay down their arms, “it is time for you to surrender before it is too late and we will assure you that you will be treated well just like your former comrades who are now living peacefully,” he added.

A similar call was made by the captured NPA couple to their former comrades to surrender guaranteeing that the government will accept them and help them go back to the mainstream society with their families.



It can be recalled that the captured NPA couple reunites with their children after two (2) years when the government troops accompanied their children together with their grandmother at Headquarters of 27IB for a surprise reunion.

The Commander of 1003rd Infantry Brigade, BGEN NOLASCO A MEMPIN PA lauded the troops for their relentless efforts in pursuing the fleeing terrorists.

He further encouraged them to pursue these NPA terrorists in support of the local government unit of Davao City’s uninterrupted implementation of government programs and projects in geographically isolated and disadvantaged areas (GIDAs).

PAQUIBATO, Davao City – Government forces pursuit operations spark another armed clash against Communist Terrorist Group under ARIAN JANE OCHETA RAMOS alias MARIKIT at around 9:40 AM, November 15, 2020, at Sitio Lower Mapula, Brgy Mapula, Paquibato District, Davao City.

After the encounter on November 14, 2020, at Sitio Quibilog, Brgy Mapula, Paquibato District, Davao City, pursuing troops of 89th Infantry “MAKATAO” Battalion led by LT MAVERICK J SACAY PA under the operational control of 27th Infantry “ACTION” Battalion again encountered the fleeing CPP-NPA Terrorists (CNT) under alias MARIKIT.

The firefight lasts for about 15 minutes forcing the bewildered CNTs to scamper in different directions leaving behind two (2) NPA terrorists killed, two (2) M16 rifles, two (2) magazines for the M16 rifle, two (2) handheld radios, two (2) hammocks and a backpack containing personal belongings.



The duo was later identified by former comrades as Archie Sagan-a alias BOGARD, male, Team Leader, Baking Squad, Tersera, and a resident of Sitio Saluruyan, Barangay Sto. Domingo, San Fernando, Bukidnon, and Ryan Ligkat alias RYAN, male, Squad Leader, Tersera from Sitio Peroy, Barangay Palma Gil, Talaingod, Davao Del Norte, both members of the same NPA group.

After presenting the killed NPA terrorists to the barangay officials of Brgy Mapula headed by Brgy Chairperson Honorable Flora Manyawron, the cadaver of the two (2) NPA terrorists were brought by the responding government troops to Panabo City for appropriate funeral service.

Saddened by the untimely death of the duo, LTC VICTORINO M SEÑO INF (GSC) PA, Commander, 27IB, 10ID, PA expresses his condolences to the bereaved family of the killed NPA terrorists. He assures that the cadaver of the duo will be escorted to their respective families and will be given appropriate funeral service and decent burial. Meanwhile, LTC SEÑO again appeals to the remaining members of GF55 to surrender in order to prevent a similar fate to happen.



“While the government forces will extend its might to those who will attempt to terrorize the community and insist on armed revolution, we also extend our helping hands to those who intend to surrender,” he added.

BGEN NOLASCO A MEMPIN PA, 1003rd Brigade Commander also conveys his condolences to the families of alias BOGARD and alias RYAN.

"It is disheartening that lives were lost out of the deceptive propaganda by the CPP-NPA terrorists. Thus, I am again appealing to the remaining NPAs to lay down your arms and reunite with your family. Take advantage of the offer of the government through the Enhanced Comprehensive Livelihood Program (ECLIP) and be with your loved ones. It is the best gift that you can give to your family waiting for you and longing for your presence particularly this coming holiday season," he said.

PAQUIBATO, Davao City – Armed engagement between elements of 27IB Modified Community Support Program (MCSP) Team against Communist Terrorist Group belonging to GF55, SRC5, SMRC ensues at around 10:20 AM, November 14, 2020, at Sitio Quibilog, Brgy Mapula, Paquibato District, Davao City. The said armed engagement yields to the capture of two (2) CPP-NPA Terrorists who are scholars of Mindanao Interfaith Services Foundation Incorporated (MISFI) and part-time teachers in HARAN.

Capitalizing the recent encounter last November 11, 2020, in Sitio Calanutan Brgy Malabog, Paquibato District, Davao City, the MCSP Team led by Sgt Rodnel Dela Torre (Inf) PA conducts pursuit operation triggering another encounter at Sitio Quibilog, Brgy Mapula.

The brief firefight results in the capture of two (2) NPA terrorists identified as Nasria Bansil alias ASH, Squad Medic, Tresera, GF55, SRC5, SMRC, female, 22 years old and Geliejorain Ngojo alias MAYO, Supply Officer of GF55, male, 21 years old both scholars of MISFI and part-time teachers in HARAN.



Based on the revelation of the duo, three (3) members of the GF55 were wounded during the armed encounter at Sitio Calanutan namely alias KINGKONG, alias LIAN and alias OK-OK.

The duo further reveals that they are experiencing serious crises due to the continuous military operations and armed engagements and the continuous recovery of their war material and personal belongings.

Since the second week of August 2020, the 27th Infantry “ACTION” Battalion Troopers engage the elements GF55, 5SRC, SMRC under ARIAN JANE OCHETA RAMOS alias MARIKIT for six (6) times resulting in several members neutralized, captured a number of high powered firearms and improvised explosive devices (IED).



Moreover, alias MAYO also narrates that while evading government forces, @ASH even fell on the ground unconscious due to hardship and hunger.

While expressing his congratulations to the troops for another success, LTC VICTORINO SEÑO INF (GSC) PA, Commander of 27IB, emphasizes that while the different agencies of the government push its programs and services and persistently reaching out to the communities in far-flung areas, we must never tire of locating and hitting the NPA terrorist to ensure that the military is in parallel efforts with the LGU in establishing peaceful, developed, and conflict resilient community.

Meanwhile, BGEN NOLASCO A MEMPIN PA also conveys his appreciation to the troops for continuously demonstrating bravery and dedication in sustaining the pressure against the elements of GF55. He further expresses that while there will be no let-up for military operations, the Army is always open for those who intend to surrender to the folds of the law and live a normal and peaceful life.

BUENAVISTA, Agusan del Norte – With the help of the information from a former rebel (FR), another arms cache of Communist New People’s Army (NPA) Terrorist (CNT) was unearthed by the troopers of 23rd Infantry (Masigasig) Battalion in the forested area of Sitio Sabang, Barangay Lower Olave, Buenavista, Agusan del Norte on November 12, 2020.

The former rebel in the person of a certain Alias Tuyom, was previously a member of Team Baking, Squad Dos, Sentro de Grabidad (SDG) KINGDOM, Guerrilla Front-4A, and a member of Squad 1, Sub Regional Sentro de Grabidad (SRSDG) SAGAY, Sub Regional Command 3 (SRC3), NCMRC who surrendered to the unit last October 6, 2020.



Recovered at the said area were two (2) Caliber .38 Revolver, five (5) rounds of Ctg .38 Revolver ammunition, and one (1) pack bag. Moreover, the said recovered items were believed to be buried by the withdrawing remnants of SDG CAOCAO, GF-4A, and SRSDG SAGAY, SRC3, NCMRC after the encounter at Sitio Kawayan, Barangay Nong-nong, Butuan City last April 27, 2020.

Lt. Col. Julius Cesar C. Paulo, the Acting Commanding Officer of 23rd Infantry Battalion extended his gratitude to the former rebel for actively cooperating with the unit.

“We all know that the FRs are experts on the entry and exit points of the CNTs and they possessed more knowledge on the possible hideouts and the designated firearms cache of the armed group. We are glad that the FRs never fail to help us in ending the local communist armed conflict in our area of operations by sharing important and positive information that has a great impact on dismantling the terror group,” Paulo said.



He added that the discovery and seizure of the firearms, ammunition, personal belongings, and documents will further make the lives of the remaining CNTs harder.

“These firearms and ammunition, though buried and concealed, will eventually be used by the CNTs in their future terroristic activities such as extortion and harassment of civilians in their communities,” Paulo said.

The 23rd IB commander also emphasized that several hideouts of the CNTs in Agusan del Norte were also discovered by the Army with the help of civilians.

“But the residents in far-flung communities are fighting back nowadays as they admitted of being forced to provide support to the CNTs because of fear,” Paulo said.



He cited the issues and concerns raised by civilians against the CNTs during the series of peace consultations and dialogues conducted by the 23rd IB and the local officials.

“The civilians are already tired of the CNTs. They openly aired their grievances during these dialogues and the desire to live in peace to allow government development programs and services into their communities,” Paulo said.

He also reiterated his call to the remnants of GF-4A to listen to the call of the government and return to the fold of the law.

“Do not waste your time. Listen to the call of the government. Leave the communist movement that is governed by lies, deception, and false hopes. You still have that precious time to renew your lives with your families,” Paulo said.

ILOILO – A cable television company installer was shot to death by armed men yesterday in Barangay Cansilayan, Tigbauan town.

The municipal police station is investigating if this was related to two previous deadly shootings in the area.

The 39-year-old Joseph Jutay of Barangay Supa, Tigbauan died of multiple gunshot wounds.

A .9mm pistol was used on the victim, said Police Captain Felix Alianza, Tigbauan police chief.


The shooting happened at around 3 p.m. Jutay was on his way home with his live-in partner in a tricycle.

Witnesses told the police six armed men concealing their faces with bonnets blocked the tricycle then started shooting Jutay.

The armed men did not harm Jutay’s live-in partner.

This was the second person shot to death in Barangay Cansilayan in a month, and the third in Tigbauan.

Just this Oct. 11 44-year-old Joel Bedoña of Barangay Nanga, Guimbal town was killed there by five armed men.

Tagged as suspect in the Bedoña shooting was the alleged group of 55-year-old businessman Jeorge Jutay, uncle of Joseph.

On Oct. 24 at around 8:30 p.m., Jeorge was shot to death by armed men in Barangay Supa, Tigbauan.

He was attacked while on his way to a nipa hut where he was temporarily staying.

Witnesses said five armed men shot Jeorge.

Sources told the police Jeorge wanted to join Bedoña’s group, the Revolutionary Proletarian Army – Alex Boncayao Brigade.

Bedoña, however, spurned Jeorge, sources said.

“We need to investigate deeply these cases,” said Alianza.

He did not discount the possibility that rival rebel groups Revolutionary Proletarian Army – Alex Boncayao Brigade and the New People’s Army may have something to do with the killing.

A murder suspect linked to the Abu Sayyaf bandit group and his companion were killed in an alleged shootout with Special Action Force (SAF) commandos in Zamboanga Sibugay over the weekend.

Jomar Aukasa and his companion, identified as “Buchoy,” reportedly resisted when a team from the 5th SAF Battalion was about to serve a warrant for their arrest in Barangay Sisay, Tungawan on Saturday.

Aukasa, who was facing murder and robbery charges, was the fifth most wanted person in Zamboanga peninsula, according to SAF chief Brig. Gen. Bernabe Balba.

The suspect reportedly facilitated and financed the kidnapping activities of the Abu Sayyaf.

Probers recovered from the scene of the encounter a rifle and a Glock 17 pistol that Aukasa reportedly snatched from a police officer in 2018.

Local government chief executives in Negros Island have expressed their strong support to the strengthening of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and endorsed the approval of development projects, worth P19 billion, for insurgency-cleared barangays.

There are 76 insurgency-cleared barangays in Negros Occidental, that may each avail of P20 million development funds, Col. Inocencio Pasaporte, the Army’s 303rd Infantry Brigade commander, said.

Pasaporte said the passage of the P19 billion development funds for insurgency-cleared barangays is being questioned and opposed by the Makabayan bloc in the House of Representatives.

Escalante City Mayor Melecio Yap Jr. said the approval of the 2021 budget for NTF-ELCAC provides the widest opportunity for them to, once and for all, end local terrorism, and instill peace and order in the locality, which is necessary for inclusive and sustainable development.

“We have made significant progress, since we actively started this noble cause, hence our hopes and prayers to sustain the effort and see through a fruitful conclusion in the near future,” he added.

Several remote barangays of Escalante City used to be the hotbeds of insurgency in northern Negros, but some of them had already been declared insurgency-free by the 303rd Infantry Brigade.

“I am confident that our combined efforts can significantly contribute to the fulfillment of our common goals for poverty alleviation, economic productivity, equitable distribution of resources and benefits, and peaceful and environmentally sound community,” Yap said.

SAN CARLOS

The Sangguniang Panlungsod of San Carlos also passed a resolution, manifesting support for the inclusion and approval of the P19 billion proposed budget for the NTF-ELCAC development projects in Geographically Isolated Disadvantaged Areas (GIDA) nationwide, of which some are located in northern Negros.

The San Carlos City resolution was also approved by Mayor Renato Gustilo.

Local officials in Negros Oriental reiterated the call for the community to support the government’s campaign to end local communist armed conflict.

Gov. Roel Degamo, Negros Oriental TF-ELCAC chairperson, expressed his support to the passage of the NTF-ELCAC budget, and said that the task force is carrying out President Rodrigo Duterte’s desire to bring government services to the doorstep of the people, which is a vital strategy in resolving issues and concerns linked to insurgency.

Gov. Eugenio Jose Lacson also lauded the strategic steps being initiated by the Philippine Army and the National Police in the fight against insurgency and criminality in Negros Occidental, following the completion of the seminar-workshop on the Coordinated Combat Operation Implementation of Joint Enhanced Military and Police Operation, held at Stonehill Suites in Bacolod City, last week.

Lacson said that the activity is proof that our forces intend not only to fight hard, but to fight smart. “We are in a rare and historic time and we have to make use of everything at our disposal – knowledge, strategy and resources – and I am confident that we can make this work,” he added.

He also stressed the need to do what is necessary to promote and keep peace and order, and to safeguard national interest and security.

“This is strategic step in our fight against insurgency, terrorism, narco-terrorism, and criminality,” Lacson said.*GPB

Upon question, the two claimed three of their companions were wounded during the encounter.

The lady governor officially assumed her new post Monday in a change-of-command ceremony presided by Major General Juvymax Uy, Commander of the Army’s 6th Infantry Division.

In her message, Governor Mangudadatu shared the honor to be of service to her constituents. “Today I am humbled to accept yet another huge responsibility to serve the country. Just like what I said during our donning few months back, this opportunity is not just conferred to me but to every Maguindanaon I represent every single day.”

She also vowed to push for peace, security and progress anchored on a dedicated and committed service for the development of the province. “Ang bagong responsibilidad na ito ay mas magbibigay oportunidad sa ating mahal na lalawigan upang maabot ang minimithi nating pangmatagalang kapayapaan at kaunlaran.”

CAMP CAPINPIN, Tanay, Rizal, Nov 16 (PIA) --Combined elements from the Army's 1st and 80th Infantry Battalion who were dispatched for 'Post-Ulysses' response tracked and encountered NPA terrorists in General Nakar, Quezon on Sunday, November 15.

Based on the reports from the field, the encounter against more or less seven NPA terrorists erupted at Sitio Madulas in Barangay Pagsangahan around 9:15 in the morning.

BGen Alex Rillera, Commander of the 202nd Brigade said his soldiers were organized and performing post-disaster response effort after the onslaught of Ulysses when they encountered the terrorists.

"These ragtag band of armed opportunists engaged by the soldiers were on their way to beg food from the locals as they were also affected by the recent typhoons. We could have also given these terrorists relief goods if they asked for it instead of compelling the poor and vulnerable typhoon-stricken locals to provide the provisions for them."

Rillera reported no casualty was recorded on the part of the security forces.

It can be recalled that last Thursday, soldiers of the 85th Infantry Battalion who were also en route for Humanitarian Assistance and Disaster Response (HADR) engaged rebels belonging to STRPC’s Platun Sol and Platun Japson in Macalelon, Quezon.

MGen Greg T Almerol, Commander of the 2nd Infantry "Jungle Fighter" Division denounced the actions of the terrorists whose intent is to sow terror and further their terroristic plans against our people amid calamities.

"Their act of attacking our soldiers further solidifies the truth that these NPA terrorists are not really for the people. We are still helping our fellowmen who were devastated by the recent typhoon that hit our part of the country not even a week ago, and yet these rebels are continuing to endanger the lives of the people who they claim they are for."

Almerol assured citizens that the troops are committed to their mandate to protect and serve our people whatever, whenever, and wherever.

He then called on the last of the remaining NPA terrorists to peacefully surrender and return to the folds of the law, avail the benefits from E-CLIP before it's too late.

Joint AFP-PNP checkpoints have been established in the area to support the ongoing pursuit operations against the fleeing terrorists.

TARLAC CITY, Nov. 17 (PIA) -- Members of Malayang Magsasaka ng Hacienda Luisita (MALAYA) paid tribute to those who died during the Hacienda Luisita incident and expressed their support to the government in ending local communist armed conflict.

Dubbed as “A Time for Healing and Peace,” the event was highlighted by the ceremonial lighting of candles formed in a peace symbol and the release of white balloons to usher their call for peace and unity.

Armed Forces of the Philippines (AFP) 1st Civil Relations Group Commander Col. Arnel Cabugon said the event aims to remember the victims of that unfortunate incident and make peace between the members of MALAYA and the government.

"They invited the AFP and Philippine National Police (PNP) to join the event, which means that they wanted to convey their call for healing and peace about the incident, and we are always here to guide them and help them start over," Cabugon said.

In her testimony, former rebel "Ka Pong" remembered her experiences with the Communist Party of the Philippines-New People’s Army (CPP-NPA). "They deceived us, agitated us and gave us promises to help us with our needs as farmers,” she said.

Ka Pong encouraged everyone to continue supporting the government and its programs for the people.

"The government is always there to listen to our issues. We no longer need to listen to the fake promises of CPP-NPA to voice out our concerns and no life should be sacrificed for those circumstances," she emphasized.

Three members of the Bangsamoro Islamic Freedom Fighters (BIFF) operating in Maguindanao voluntarily surrendered to police authorities on Monday afternoon.

Brig. Gen. Samuel Rodriguez, police regional director of the Police Regional Office-Bangsamoro Autonomous Region in Muslim Mindanao (PRO-BARMM),
presented the three BIFF members to the media with their high-powered firearms.

Rodriguez identified them through their aliases as Nor, Pikot, and Giyad who all belonged to the BIFF-Kagi Karialan faction operating in the marshlands of the province.

They turned in three rocket-propelled grenade launchers and rifle grenade projectiles.


“We would like to be with our families without fear of being caught by government forces,” said Nor, one of the surrenderers.

He added that their local officials coordinated with police authorities for their surrender.

Rodriguez handed over one sack of rice each for the ex-rebels and cash assistance. The local government units are preparing livelihood packages for the surrenderers.

The rebels used to operate in the marshland of S. K. Pendatun and nearby towns of Sultan sa Barongis, Buluan, Datu Paglas, Paglat, and even in parts of North Cotabato towns surrounding the marshland like Pikit and Kabacan.

Rodriguez has appealed to other BIFF members to abandon their armed struggle and value their lives by choosing to yield and live normal lives.

The babies of two former rebels of the Communist Party of the Philippines - New People’s Army (CPP-NPA) in southern Negros were baptized during the recent 47th founding anniversary rites of the Philippine Army’s 15th Infantry Battalion (IB).

Lt. Col. Erwin Cariño, commander of 15IB, said on Monday sponsoring the baptism of the children is a privilege for them.

“Family is the bedrock of society and the 15IB is always ready to help them integrate into the community. Our former rebels are already part of the Molave Warrior family, and we are happy to see them transitioning to normal life,” Cariño added.

The unit, which is based in Cauayan, Negros Occidental, reported the Holy Mass and christening were among the activities during the celebration held on November 13.

Baptized were the 10-month-old baby and the second child of Albert Yanong alias “Butsoy”, and the two-month-old baby and first child of Ritchell Oray.

Before they surrendered earlier this year, Yanong was a platoon leader of the NPA’s North Negros Front and squad leader of SYP/SDG Platoon while Oray was a finance logistics officer of Squad 1, Platoon 1 of the South West Front.

Yanong thanked the troops for treating them like family and standing as godparents to their children.

Meanwhile, the soldiers and the community planted 200 mahogany and 20 mango seedlings in the mountainous area of Barangay Tiling as part of the celebration.

BONGABONG, Oriental Mindoro – Cabinet Officer for Regional Development and Security (CORDS) of Region 4B (Mimaropa) and Energy Secretary Alfonso Cusi has personally donated PHP500,000 to serve as seed fund for a livelihood program that would benefit 25 rebel returnees in the province.

Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) Chairman and Bongabong Mayor Elegio A. Malaluan presented the rebel returnees to Cusi and accepted the donation in a ceremonial handover at the Umali Gymnasium here on Monday.

Inspired by the turnout of rebel returnees, Cusi commended the efforts of the MTF-ELCAC, local counterpart of the National TF-ELCAC which was created under Executive Order No. 70 signed by President Rodrigo Duterte in 2018 to ensure efficient and effective implementation of the whole-of-nation approach for the attainment of inclusive and sustainable peace.

The NTF-ELCAC also aims to synchronize the utilization of the government's instrumentalities of power with the capabilities of private sector stakeholders “to finally end the 50-year long deceit, lies and atrocities committed by the communist terrorists against the people.”

Cusi reiterated Duterte’s call for unity to achieve sustainable peace and economic development in the country.

Earlier, the National Commission on Indigenous Peoples recognized Cusi as IP Advocate and Champion for Mimaropa (Mindoro, Marinduque, Romblon, and Palawan).

The NCIP bestowed the award on Cusi in celebration of Indigenous Peoples’ (IP) Month and the 23rd year of the Indigenous Peoples’ Rights Act of 1997 on Oct. 15, 2020.

Former Moro rebels turned forest rangers led the planting of at least 30,000 mahogany seedlings across the forests of Maguindanao for nearly a month now, environment officials of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) said Tuesday.

The Ministry of Environment and Natural Resources (MENRE) in BARMM has earlier hired 400 “Palaw” (forest) rangers, all former combatants of the Moro Islamic Liberation Front (MILF) as part of its PHP300-million Integrated Bangsamoro Greening Program.

“The ‘palaws’ are only hired for one year under the program that is subject for an extension if needed,” MENRE-BARMM Minister Abdulraof Macacua said in an interview with reporters here.

From Oct. 22 to Nov. 14, joint efforts of the “palaws”, MENRE-Maguindanao personnel, and volunteers, planted a total of 715 hectares of the province’s forestlands with mahogany seedlings.

The series of reforestation activities in Maguindanao included the planting of trees in Barangay Tugaig, Barira (3,685 seedlings in 154 hectares); Barangay Labungan, Datu Odin Sinsuat (17,334 seedlings in 531 hectares); and Barangay Tuayan, Datu Hoffer (12,500 seedlings in 25 hectares).

“We would like to thank MENRE-BARMM for the trust and confidence given us for this task,” Mansa, one of the “palaws”, said in the vernacular during a separate interview.

Macacua said the involvement of the “palaws” in the greening activities helps in their transition into peaceful and productive residents in their communities.

Forester Noroden Abdullah, acting provincial environment officer, said the ‘palaws’ together with barangay officials would monitor the sustenance of the reforested lands.

Aside from growing trees and guarding the forests, the ‘palaws” are also tasked with illegal logging surveillance and detection, apprehension of illegally cut logs, and fire suppression in forest areas.

Similar planting activities have commenced in the forest areas of other BARMM province-component areas that include Lanao del Sur, Basilan, Sulu, and Tawi-Tawi.

BACOLOD CITY – Officials in three local government units of Negros Occidental have expressed support for the inclusion of the proposed PHP19-billion allocation for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in the 2021 budget.

They issued their support through the Philippine Army’s 79th Infantry Battalion based in northern Negros.

On Tuesday, Mayor Manuel Escalante III of Manapla said in a statement that the approval of the budget will ultimately help in ending the long-running communist insurgency and armed conflict in the country.

“When there is peace and order, there is progress…With this, I strongly manifest my full support to the passage of the proposed PHP19 billion budget,” he added.

Mayor Melecio Yap Jr. of Escalante City said the approval of the funding will provide the widest opportunity to “once and for all end local terrorism” and “instill peace and order in the locality, which is necessary for inclusive and sustainable development”.

On Sept. 21, 2019, some 2,510 former rebels and members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) surrendered to the government as part of the North Negros Peace Summit held at the Escalante City Coliseum.

In San Carlos City headed by Mayor Renato Gustilo, the City Council, presided by Vice Mayor Christopher Paul Carmona, passed a resolution on Nov. 12 “manifesting support and approval (for) the proposed PHP19-billion budget for NTF-ELCAC development projects”.

They acknowledged that NTF-ELCAC, formed through Executive Order 70 issued by President Rodrigo Duterte, "has the primary objective to promote development in areas with ongoing insurgency problems to eradicate poverty, which is the root cause of insurgency itself, and to fund the development of selected areas in the city that used to be infested with communist rebels.”

Under the proposed 2021 national budget, PHP19 billion is allocated for the NTF-ELCAC, of which PHP16.4 billion is intended to develop barangays cleared of NPA influence, including those in northern Negros.

Development projects will include farm-to-market roads and livelihood, as part of confidence-building measures to prevent the recurrence of the insurgency problem.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

BASEY, Samar – The Technical Education and Skills Development Authority (TESDA) has selected 90 former rebels in this town as recipients of the skills training scholarship program.

Each former rebel who will continue to undergo the training program is entitled to a PHP500 allowance, which they will use to buy hygiene kits in the entire training duration, PHP500 as load allocation, accident insurance from the Government Service Insurance System, and PHP160 daily allowance throughout the training period, according to TESDA Samar provincial director Loreta Banario on Tuesday.

The former rebels are residents of Mabini, a remote village in Basey town, one of the areas identified by the national government and local government as affected by insurgency.

The skills training includes organic farming, electrical wiring installation, and shielded metal arc welding.

“These three competencies are products of consultation conducted by the Philippine Army and the Philippine National Police in their community. They are lucky because we have slots opened for these skills training,” Banario said.

Twenty residents will undergo training on electrical wiring installation, 20 for shielded metal arc welding National Certificate II, while 50 will study organic farming.

“Our goal here is for the former rebels to have their own livelihood once the training is completed,” she added.

The training will be held throughout December.

After the training, other government agencies will also come in to provide additional assistance such as the Department of Labor and Employment and the Department of Trade and Industry.

"Lino" (not his real name), who has not even completed elementary education, is one of the beneficiaries of the shielded metal arc welding skills training. When he was 18, he spent four years as a member of the New People’s Army.

His father, still an active NPA fighter, persuaded him to join the armed struggle.

Lino recalled that a soldier friend convinced him to leave the communist group last year.

Now that he is back in the community, Lino grabbed the opportunity to learn new skills aside from traditional farming.

“I don't regret my decision to surrender. I can see that the government is really sincere in its campaign to help rebels. Since the time I decided to abandon the NPA ideology, the government has been very supportive to me and my family,” he said.

The local government unit of Basey is optimistic that with this assistance, former rebels will fully enjoy a productive life with their families.

"Our goal is to reduce poverty incidence in our town. One way of doing that is to provide skills competency to its residents like this one being provided by TESDA," Mayor Luz Ponferrada said.

Mabini was one of the villages in Basey town infiltrated by the NPA due to poor access to government programs.

The NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A 74-year-old member of the New People's Army (NPA) long wanted for multiple counts of murder and frustrated murder, was arrested on Tuesday at his house in Purok 1, Barangay Batbat, Guinobatan, Albay by joint elements of the town and regional police in Bicol.

In an interview, Major Domingo Tapel Jr., Guinobatan police chief,
identified the arrested person as Ronaldo Ogama, who is ranked No. 4 in the roster of the most wanted persons of the Police Regional Office 5.

Authorities had earlier offered reward money of PHP2.2 million in exchange for information that would lead to his arrest.

Tapel said Ogama was known as "Ka Leo" in the NPA and a member of the Larangang 1, Komite Probinsyal 5 operating in Bicol.


The town police chief said Ogama is facing multiple murder with frustrated murder cases in the Municipal Trial Court (MTC) in Pioduran, Albay presided by Judge Aurora Binamira-Parcia; multiple murder with frustrated murder charges in the Regional Trial Court (RTC) Branch 13 in Ligao City presided by Judge Edwin Maalat, and frustrated homicide in RTC Branch 6 in Legazpi City presided by Judge Elmer Lanuzo.

He added that the arrest warrants of Ogama were issued by Pioduran MTC on March 18, 2002; Ligao City RTC on April 28, 2003; and Legazpi City RTC on March 11, 2019.

Ogama was identified by unnamed witnesses as one of those armed rebels who executed their victims in various villages in Pioduran, Ligao City, and Legazpi City.

Tapel said that due to the string of murder and frustrated murder cases the suspect is facing, the Department of the Interior and Local Government put on his head a PHP2.2-million bounty based on DILG Memorandum Circular 10-2009.

He said the arrest of Ogama was the result of long surveillance by the operatives since September of last year.

The aging rebel, according to Tapel, did not resist arrest and peacefully yielded to the team of operatives along with his wife.

The landing dock BRP Tarlac (LD-601), carrying 240 tons of relief items and construction materials, has been deployed to typhoon-battered Catanduanes Tuesday morning.

Lt. Commander Maria Christina Roxas, Philippine Navy public affairs office chief, said the relief items and construction materials came from the different government agencies, non-government organizations, and private individuals.

The BRP Tarlac, one of the two largest Navy ships, is a "critical asset" for civil-military operations and humanitarian assistance disaster relief due to its capability of transporting a large number of personnel, logistics, and supplies, Roxas said.

"This deployment demonstrates how the PN's modern assets bolster the organization's readiness and commitment to providing prompt assistance to our disaster-stricken fellow Filipinos to alleviate them from their current ordeals," Roxas said.

The ship's send-off ceremonies took place at Pier 15, Manila South Harbor with Defense Secretary Delfin Lorenzana and Philippine Fleet commander Rear Admiral Loumer Bernabe, who represented Navy chief Vice Admiral Giovanni Carlo Bacordo, in the activities.

Lorenzana lauded the military officers and personnel who have been at the forefront of saving lives in areas devastated by Typhoons Rolly and Ulysses.

He assured that the department would provide support in the military's modernization program so that it can better respond to humanitarian missions.

"We shall vigorously provide our Navy with assets for a better, more efficient, and prompt humanitarian assistance to our fellow Filipinos in dire times," he said.

The ship also carries heavy equipment, trucks and trailers to be used for clearing operations and rehabilitation efforts.

Catanduanes was among the provinces that suffered the brunt of Super Typhoon Rolly earlier this month and Typhoon Ulysses last week.

An official of the Armed Forces of the Philippines (AFP) called "unfair" the unfounded criticisms against military units and personnel hard at work in the ongoing rescue and relief efforts for communities devastated by a series of strong typhoons since October.

AFP spokesperson, Marine Major Gen. Edgard Arevalo, made the comment after some netizens criticized the way an Air Force UH-1H helicopter pilots off-loaded relief goods to typhoon victims in Iguig, Cagayan over the weekend.

In the said video, the helicopter was seen hovering and offloading relief goods that had typhoon victims scrambling towards it shortly after the aircraft lifted-off.

Netizens claimed this could have been handled more properly.

"Internet bashers are criticizing the decision of the pilots and crew to drop the goods in the small spot in the middle of the flooded area. May we inform the public of (these) circumstances that they do not know. The civilians receiving the relief goods are trapped in the flooded areas," Arevalo said in a statement sent to the Philippine News Agency (PNA) Tuesday.

In defending the actions of the helicopter pilots and crew, Arevalo likened the aircraft to birds from Noah's Ark looking for a good and secure place to land.

"At the time of the delivery of relief goods, the pilots are in an already unfamiliar terrain, iba na ang nasa map kaysa sa flooded situation (the place in the map was very much different from the actual flooded situation) because the previous dry land was transformed by (the) flood(s) into a huge lake," he added.

While looking for a suitable landing place, Arevalo said the pilots spotted a small spot of dry land that they decided would become their drop point.

The helicopter pilots and crew were faced with a dilemma, however, as they cannot land on that spot because doing so would eliminate the drop point for relief goods and run the risk of the helicopter being stuck into the mud due to its weight.

At that time, he said, the pilots decided to "safe-drop" the relief goods and depart immediately so that the typhoon victims can collect the relief items as fast as they can.

"The longer the heli stays there, the longer that the people cannot come close to a hovering helicopter mainly due to the strong propeller blast of the helicopter blades," Arevalo said.

He added that the public should also know how risky the decision of the pilots was at the time as the helicopter's balance was changing while the relief goods were being unloaded.

Arevalo said the skid of the helicopter could have touched the ground or mud at any time, which could cause an accident that would risk the lives of the pilots and crews involved.

"But (they) took the risk for the sake of the people needing the much-needed supplies," he said.

"Kung ikaw kaya ang nasa ganoong sitwasyon, ano ang magiging desisyon mo? (If you were in that situation, what would be your decision?)," he asked.

The military, he added, has shifted to massive relief distribution and rehabilitation operations from rescue missions.

Land, sea, air

To do this, AFP chief-of-staff Gen. Gilbert Gapay has directed all land, sea, and air assets of the military to transport relief and construction materials to the devastated areas.

"(AFP chief Gen. Gapay has) mobilized all sea, air, (and) land assets—lifting tons of relief goods, construction materials, heavy engineering equipment for storm devastated areas," Arevalo said.

Demoralizing

Meanwhile, AFP deputy chief-of-staff for operations, Major Gen. Edgardo de Leon, said such criticisms are demoralizing considering that AFP personnel have been hard at work and without rest since October 30 preparing for the effects of Super Typhoon Rolly.

"Unfair sa mga tropa natin (It is unfair to our troops). I have (been) directing AFP operations since October 30, even before the typhoon hit the land. Wala pa kaming pahinga (We still have no rest yet)," he added.

Saying they are not seeking any recognition for their efforts, de Leon urged those doing nothing to help the typhoon victims to just keep their peace instead of criticizing the Army, Air Force and Navy troops heavily involved in the relief and rescue works.

AFP deputy chief-of-staff for plans Major Gen. Samuel Gotico said the UH-IH helicopter would have sunk on the ground had the pilots decided to land.

"The UH-1H max take-off weight is around 4.5 tons. It will sink on that small piece of soft soil available for dropping that precious relief goods," he added.

Gotico, an accomplished PAF pilot himself, said the two pilots skillfully hovered the helis about two to three feet above the ground in order not to damage the aircraft.

"In some instances, they have to do 'touch-and-go' to save time in order to deliver more relief goods to more victims before sunset. While thousands are appreciating these acts, there are really people who have nothing but 'negative' on the efforts of the government," he added.

The Philippines will receive USD18 million worth of precision-guided munitions from the United States next month, Defense Secretary Delfin Lorenzana said Tuesday.

"They have given us USD18 million worth of (military) equipment (that will arrive) next month. Those are precision-guided munitions that can be dropped with pinpoint accuracy," he said during an interview with defense reporters in South Harbor, Manila as he led the send-off of the BRP Tarlac.


The BRP Tarlac was deployed to typhoon-battered Catanduanes for a relief mission.

Lorenzana did not give specifics on the munitions.

He said he recently had a meeting with John Law, chargés d'affaires of the US Embassy in Manila, during which they discussed the Visiting Forces Agreement, US concerns over the West Philippine Sea, US foreign policy, military equipment they were offering to the Philippines, and pandemic-related assistance.

Mati City, Davao Oriental – DOLE Region 11 launched its 3 million worth pilot project ‘Eggsoon sa Kalinaw” yesterday to boost productivity and sustainability in former rebel-infested areas of Davao Oriental.

This livelihood project strengthens convergence for peace of program partners in the province that include the provincial government, line agencies, private sector and the military to capacitate and assist 3 peoples’ organizations. The turnover of 3 million check was led by Cong. Corazon N. Malanyaon, Representative of 1st District of Davao Oriental witnessed by DOLE Director Atty. John Balais, Mr. Rodolfo Castro Jr, Provincial Director of DOLE in Davao Oriental and Col Krishnamurti A Mortela, Brigade Commander of 701st Brigade.

The Eggsoon sa Kalinaw is an egg production project utilizing layers that will be owned by the 3 peoples’ organizations who received 1 million each from DOLE Region XI, namely; 5M Farmers, Motors and Women Association in Caatihan, Boston, Malipayon Former Rebels Organization in Martin Marundan, Mati City and the Indigenous People Youth Sigang Organization in Maragatas, Lupon, Davao Oriental.

Meanwhile, the president of every organization shared his impression on the project and thanked the people behind this project. Mr. Faustino Pasague, president of 5M Farmers, Motors and Women Association in Boston recognized the sincerity of the government, “sa una wala namo nakita ang goberno pero karun hayag na kaayo ang among kaugmaon, sa among pamilya ug sa umaabot tungod sa mga sundalo nga gidala nila ang goberno sa among lugar”.

On the otherhand, Col Krishnamurti A Mortela, Brigade Commander of 701st Infantry Brigade, explained the rationale of the project that aims to generate additional food and income to the members of the peoples’ organizations and their families. “The 701st Brigade will assist the organization development, registration and capacity building of said organizations which are located in former conflict-affected areas and geographically isolated and disadvantaged areas that are now the focus and priority for intervention and convergence assistance by Task Force ELCAC-Davao Oriental“ Col Mortela, said.

Buenavista, Agusan del Norte – More than five hundred (500) residents in Barangay Lower Olave, Buenavista, Agusan del Norte directly benefit from the food distribution activity which was conducted under the collaboration between the local government unit (LGU) of Buenavista, the Provincial Government of Agusan del Norte and the 23rd Infantry “Masigasig” Battalion last November 13, 2020.

Said activity was in line with the first year anniversary celebration of AGUSAN-UP! Program of the Provincial Government of Agusan del Norte with the theme “Advancing opportunities, nurturing better lives”.

The AGUSAN-UP is the development imperatives of the province with the aim of improving the lives of the people of Agusan del Norte. It stands for Agriculture and processing optimization; Genuine concern for the poor and marginalized, youth and children, elderly and the Indigenous Peoples; Utilizing and capitalizing on government assets to raise revenues; Sustaining the gains of the previous administration and strengthening cooperation with the national government agencies; Advance the cause of peace and the rule of law and order; Natural greening of the environment and resiliency to climate change and disasters; Unity of vision, complementarity of mission and close coordination in the implementation of programs and projects among all government functionaries in the province; and People’s participation.

The successful conduct of the activity was propelled by the convergence of efforts of the Provincial Government represented by Ms. Jenny Fabian, together with the Provincial Social Welfare and Development Office (PSWDO) headed by Ms. Silver Joy Tejano, and the 23rd Infantry (Masigasig) Battalion headed by its acting Commanding Officer, LT. Co. Julius Cesar C. Paulo.

The activity also aimed to eliminate the insurgency problem in the area through the implementation of the programs and services under Executive Order Number 70 or the “whole-of-nation approach to end the local communist armed conflict.

During the activity, Lower Olave Barangay Captain Jerry D. Escobella expressed his gratitude for the efforts of the government in Agusan del Norte and the 23IB in bringing support to the local populace in his area.

“We are thankful to the government and the 23IB for always giving the support needed by the residents of Buenavista. We are also grateful for the activities that will help in ending the insurgency problem in our community. With this, I assure the government that we will also take part in attaining a long-lasting peace and development for the betterment of our community,” Escobella said.

Meanwhile, Lt. Col. Paulo emphasized the full support of the 23rd IB to every activity of the government that will help end insurgency in the area.

“We will never get tired of serving and helping the people. The government has a lot to offer for the people of Agusan just to ensure their well-being by allowing them to live in peace in a progressive community,” Paulo said. ###
