MARAWI CITY: Thousands of Maranaos gave a warm welcome to an Imam (cleric) of a mosque in Saudi Arabia who arrived in this city as part of his weeklong visit in the country.

Haram mosque’s Sheikh Maher bin Hamad Al-Mueaqly was delighted to see children from Balo-i town holding colorful flags and chanting the traditional and oldest Islamic song entitled Tala’ al-Badru ‘Alayna lined up the streets.

In his speech at the provincial capitol, Mueaqly discussed the       true essence of Islam as a peaceful religion.

Mueaqly, the first Imam from Saudi Arabia to visit the country also made the rounds of local mosques including the Golden Mosque in Manila, urging Muslims to be righteous and to respect the co-existence of Muslims, Christians and the Jews.

Mueaqly’s visit is part of a propagation mission organized by the Saudi Ministry of Islamic Affairs, Endowments, Call and Guidance. He arrived in Manila on October 31 and has given lectures in Cotabato City and Davao City.

Mueaqly, a Sunni Muslim, had issued various fatwa or Islamic ruling and labeled the Sunni extremists Islamic State in Iraq and Syria as “enemy of Islam.”

The Philippine Army—particularly the Community Organizing for Peace and Development (COPD) of the 75th Infantry Battalion (75th IB)—is going to fight terror the old fashioned way, through “bayanihan.”

The Army is determined to continue its peace and development program, especially in far-flung and remote highland communities in Agusan del Sur province and neighboring areas, by bringing the government closer to the people.

“The army will continue to push the peace initiatives in order to cease terroristic activities of the New People’s Army (NPA),” stressed Lt. Col. Noman Alcovindas, commanding officer of the 75th IB.

He said their unit will continue to closely coordinate with the local officials and all line agencies of the government to bring basic services to the villagers and to “liberate” village communities from the forced taxation allegedly imposed by the NPA, the armed wing of the Communist Party of the Philippines (CPP).

“We will push with this program even if the lives of our soldiers are at stake,” stressed further Col. Alcovindas.

“We will accomplish the mandate and vision in a proactive way to promote peace and development in the area and do our best to protect the people,” he said.

THE PNP Anti-Kidnapping Group yesterday identified the key members of the Abu Sayyaf Group who kidnapped a German couple last April and released in Patikul, Sulu last month.
 
AKG chief Senior Supt. Roberto Fajardo identified them, through photos, as Abu Rami alias Amir; Mundi Sawadjaan alias Mon; Mudjappar Sawadjaan alias Longhair; Yusop Jalmaan alias Yusof/Job; and Roger Saji alias Abu Jannah.
 
He did not say how and when the photos were obtained
 
Fajardo said Abu Rami led the bandits in snatching German couple Stefan Viktor Okonek and Henrike Dielen last April 17 while they were yachting off Rio Tuba, Palawan. The couple was then brought to the bandits’ lair in Patikul, Sulu where they were held until their release last October 17.
 
Fajardo said charges of kidnapping with ransom and serious illegal detention have been filed against the identified bandits and several “John Does” before the Department of Justice last October 29.
 
Earlier reports said the ASG was paid P250 million in cash for the release of the German couple in Brangay Sandah, Patikul, Sulu. Fajardo said they have yet to confirm such claims.
 
Basilan Bishop Martin Jumoad stressed that he is against the idea of using force, as urged by Basilan mayors, against the terror group since it will only cause more problems, especially for civilians in the area.
 
“I have been in Basilan. Parang paulit-ulit na lang ang pangyarari. I think the approach should really be no longer through guns,” he added.
 
Jumoad’s statement comes on the heels of the call made by Autonomous Region in Muslim Mindanao (ARMM) Governor Mujiv Hataman for an all-out war campaign against the Abu Sayyaf.
 
This, he said, is in response to the terror group’s killing of six soldiers in Sumisip, Basilan last Sunday.
 
“I think the government must act like a mother that will look for aid in order to win their trust and confidence to the calls of law. I ask the government to really give more educational and livelihood programs to those areas,” Jumoad said.

 The efficient response made by American military forces, shortly after the onslaught of super typhoon "Yolanda" (international name: Haiyan) in Eastern Visayas last year, was made possible by the Visiting Forces Agreement (VFA), the US Embassy in Manila said in a statement Friday.

"The fast-acting bilateral teamwork between the Armed Forces of the Philippines and the US military was possible because of the VFA. Other countries wanted to immediately respond to the Philippines’ call for help, but had to wait as their governments worked out legal agreements for their troops (foreign soldiers) to work in the Philippines," it added.

At its peak, the US military efforts included more than 13,400 military personnel, 66 aircraft (including 10 C-130s to augment the Armed Forces Philippines’ three C-130 aircraft along with eight MV-22 Ospreys) and 12 naval vessels.

The United States delivered more than 2,495 tons of relief supplies and evacuated over 21,000 people.

More than 1,300 flights were completed in support of the relief efforts for Operation Damayan to approximately 450 sites.

The initial focus of US relief efforts included aerial damage assessments of the islands, search and rescue missions, and the delivery of food, water and basic supplies to people displaced from their homes.

By the seventh day of relief operations, the US military delivered about 665,000 pounds of relief supplies provided by the US Agency for International Development.
US military aircraft logged nearly 650 flight hours, moved nearly 1,200 relief workers
into Tacloban City and airlifted almost 5,000 survivors away from typhoon-impacted areas.

Eight days after the storm's landfall, a joint DOD-USAID-United Nations International Children's Emergency Fund team helped to rebuild Tacloban's municipal water system and restored water service, reaching an estimated 250,000 people.

Since last November, the United States government, through USAID, US Department of State and the US Department of Defense, has provided assistance worth more than P6,425,217,370 (about $143 million) to help those affected by "Yolanda" to rebuild their lives.

The United States was one of the largest bilateral donors to support post-typhoon recovery efforts.

Whether this was temporary assistance with food, water and shelter, or long-term assistance with building new weather-resistant school and health buildings, training emergency responders, or integrating disaster preparedness into local school curriculum, the United States remains dedicated to the Philippines.

Noong Oktubre 21, dumagsa ang mga nakiramay at dumalo sa parangal kay Ka Agnes (Salvacion Mendoza) na ginanap sa syudad. Si Ka Agnes (kilala rin bilang Ka Rita) ay biglaang namatay sa sakit na pulmonya noong Oktubre 16 sa edad na 59 anyos.

Sa gitna ng mabibigat na presyur sa pagpapamilya at mga paghimok ng ilang kamag-anak na mamuhay nang komportable, naging matatag siya at walang pagkakataon na nanghina.

Three government troops were killed and four others were injured as communist rebels attacked the Paluan Police Station in Occidental Mindoro Friday, a military official said.

Major Arnold Gasalatan, public affairs officer of the Army's 2nd Infantry Division, said the 50-man rebel group also seized Paluan Mayor Williard Sanchez and his administrative officer whose name was not immediately known.

Citing initial information, Gasalatan said the New People's Army (NPA) rebels launched the attack around 3 p.m. Policemen manning the station promptly fought it out with the rebels as troops from the Army's 76th Infantry Battalion responded.

After a one-hour firefight, Gasalatan said the insurgents withdrew with undetermined number of casualties. However, the fighting claimed the lives of the two policemen and a soldier and wounded four other policemen.

"After the successful defense of the police station, the rebels took the mayor and his administrative officer. The municipal hall is just near the police station. Moments later, the mayor and his staff were released along the way. They were used as human shield," said Gasalatan.

"The attack was foiled; policemen and soldiers defended the police station. Soldiers responded due to timely coordination, that’s why the police station was not overwhelmed by the rebels," he added.

Lieutenant Colonel Oliver Maquiling, civil military operations officer of the Army's 2nd Infantry Division, said the rebels were clad in military uniform.

He said troops were deployed to conduct pursuit operations against the fleeing rebels.

The Philippine military has ordered an intensified operation against the communist rebel group New People’s Army in the restive South following a clash that led to the capture of a huge guerrilla camp in Agusan del Sur province.

Officials said the 4th Infantry Division has deployed troops in the town of Sibagat where members of the 9th Special Forces Company fought fiercely with rebels on Thursday. Soldiers clashed for nearly 30 minutes forcing the rebels to flee deeper in the jungle.

There were no reports of military casualties and officials could not say if there were rebels slain in the fighting in the village of New Tubigon. It was the second clash in recent weeks in the area.

The captured rebel camp can accommodate more than 100 rebels and was surrounded by trenches and thatched huts. Troops also recovered several automatic weapons, improvised explosives, munitions and anti-government propaganda.

Five rebels were killed in separate clashes with the military in Sarangani’s Maasim town and in the town of Kapalong in Davao del Norte. Troops also recovered 9 automatic weapons in Sarangani.

The NPA rebels have been fighting for decades for the establishment of a separate state in the country.

Members of the New People's Army (NPA) on Friday attacked the municipal hall of Paluan, Occidental Mindoro and abducted its mayor and administrator.

According to SPO1 Nilo Poja of Occidental Mindoro Provincial Police Office, the rebels attacked the municipal hall at around 3:30 p.m.

The rebels, dressed as soldiers, pretended to inspect the municipal hall.
Around 50 members of the NPA abducted Paluan Mayor Carl Michael Pangilinan and administrative officer Engr. Carl Yambao.

Two unidentified individuals were killed and five others were wounded in the attack.

A few hours after the incident, authorities found Pangilinan and Yambao near Calauagan River, where they were abandoned by the rebels.

A follow-up operation was launched against the rebels.

SAN PEDRO CITY, Philippines—At least 50 members of the New People’s Army attacked a police station in Paluan, Occidental Mindoro, Friday afternoon, killing a police officer and a soldier and fleeing with the town’s mayor and another official as hostages.

A hot pursuit operation by government forces was continuing past 6 p.m. even though the rebels released Mayor Carl Michael Pangilinan and his municipal administrator at a river about three kilometers from the police station.

“They took the mayor and the municipal administrator with them as human shields when they escaped,” said Senior Superintendent Ronaldo de Jesus, chief of the police intelligence division in Mimaropa region made up of the islands of Mindoro, Marinduque, Romblon and Palawan.

In a phone interview, De Jesus said the rebels, numbering at least 50 and traveling in two vans, arrived at the police station around 3:30 p.m. and opened fire at the policemen. The policemen fired back but one police officer was killed and four other policemen were wounded.

As the rebels escaped, they encountered a group of Philippine Army soldiers and killed one of them, De Jesus said.

The names of the fatalities were not released immediately.

It was not clear yet how the mayor and the municipal administrator were abducted.

“We learned that there was another encounter in Paluan. There were a lot of Cafgu (Citizen Armed Force Geographical Unit) camps along the way,” De Jesus said. The Cafgu is the Army’s auxiliary militia force.

KUALA LUMPUR: The Home Ministry yesterday confirmed that the same armed group from the Philippines had kidnapped two Malaysians in Sabah in June and July respectively.

Its deputy minister Datuk Seri Dr Wan Junaidi Tuanku Jaafar said the two Malaysians, a marine police constable and a caged-fish breeder, were still safe and the relevant authorities were communicating each day with certain parties to find the best way to get the two released.

“The group has been contacting us daily and informing us that the victims are safe and comfortable. That’s what we know.

“Our citizens are held captive by the same people and one of the two criminals shot dead in Sabah (Penampang) recently, was from the same armed group involved in the two kidnapping incidents,” he told reporters at the Parliament lobby, here.

Constable Zakia Aliep , 26, was abducted by a group of eight heavily armed men who ambushed a police marine team in Pulau Mabul, Semporna on July 12.

Zakia’s colleague, Corporal Ab Rajah Jamuan, 32, was killed in the 11.10pm incident. The kidnappers have reportedly demanded a RM10 million ransom for Zakia’s release.

Caged-fish breeder Chan Sai Chiun, 32, was kidnapped in Kunak, Sabah, on June 16, by a group of armed men who came in a speedboat when they raided his above-water stilt house.

His kidnappers have reportedly reduced the amount of ransom for his release to RM3 million.

Sabah police yesterday confirmed that the two criminals shot dead in Penampang recently were members of the kidnapping group linked to the Sulu Sultanate army in southern Philippines. Based on intelligence information, there are 14 groups of kidnappers from southern Philippines and at least four of these have committed the crime in the waters of eastern Sabah.

Wan Junaidi said the authorities did not want to divulge too much on the kidnapping cases as the negotiations were on-going while they also did not want to jeopardise the safety of the victims.

The Philippine National Police-Anti-Kidnapping Group (PNP-AKG) on Thursday filed kidnapping charges against members of the Abu Sayyaf Group who abducted  the two Germans who were later freed in Patikul, Sulu.

Police officials released the photos  they identified as the ASG members, including the leader of the team that kidnapped Stefan Viktor, 71, a doctor, and Henrike Dielen, 55, off Palawan waters.

Senior Supt. Roberto Fajardo, director of the PNP-Anti-Kidnapping Group (AKG) said that kidnap for ransom charges had been filed against the group on Oct. 29 against Muamar Askali, also known as Abu Rami and Amir, Roger Saji, alias Abu Janna and a certain SOB.

The ASG members were positively identified by Okonek and Diesen, 55, during a debriefing shortly after their release.

Fajardo said the Germans pointed to Abu Rami, alias Amir of the Abu Sayyaf as the leader of the grouop.

Also included in the charge sheet were Mundi Sawadjaan, Mujapar Sawadjaan, alias Long Hair, Yusuf Jalmaan, and several other John Does.

Fajardo said that the filing of the criminal case is part of the legal offensives against the Abu Sayyaf group as ordered by PNP Director General Alan Purisima.

“The chief PNP ordered legal offensive, so we filed the case last October 29 before the Department of Justice,” said Fajardo.

“We are hoping that we can get warrants of arrest immediately so that we can furnish copies of which to our operating units in Sulu,” he added.

Askali earlier released a video clip on social networking sites showing off the supposed P250 million ransom paid to the Abu Sayyaf in exchange for the release of Okonek and Diesen last Oct. 17.

“They are now boasting that they received th eransom. Even though there was no ransom, the mere fact that they (ASG) made demands, that’s already kidnap for ransom,” said Fajardo.

According to Fajardo, the PNP-AKG is still validating claims that a  ransom was paid.

Even as the police  had filed cases against the ASG, military forces continue to track down the bandits to free the nine remaining hostages, including the two European birdwatchers snatched in February 2012 in Tawi Tawi, and a Japanese.

Meanwhile, a news portal report said ASG members are reportedly buying weapons while their wives are buying up gold in Sulu province using the P250 million the group claims to have received in exchange for releasing their German hostages.

After the release of the Germans,  Abu Rami had said that they already received the ransom “in full.”

The government and military denied the claim, but a video posted in facebook allegedly showed Abu Sayyaf members standing around stacks of money.  The video has been removed since.

Armed Forces chief of staff General Gregorio Pio Catapang Jr. said he would investigate the existence of the video.

Meanwhile, an official of the Moro Islamic Liberation Front said any official can recommend an all-out war against the ASG after it attacked soldiers securing the construction of a circumferential road in Basilan.

MILF First Vice Chairman Ghazali Jaafar made the statement in reaction to a statement made by Autonomous Region in Muslim Mindanao (ARMM) Governor Mujiv Hataman recommending an all-out war against the Abu Sayyaf.

Jaafar said the decision to go all-out against the ASG would depend on the national government.

He added that the Milf cannot suggest an all-out war as it will only cause complications, since they are in the middle of discussing the Bangsamoro Basic Law (BBL) which will pave the way for the creation of a new  Bangsamoro political entity.

The MILF official added that what happened in Basilan was an isolated case.

Once the Bangsamoro is in place, Jaafar said the MILF will try to resolve the insurgency in Basilan with the help of the Bangsamoro police force.

THE AL-QAEDA linked Abu Sayyaf continues to try and extort money and send out threats to mayors in the Autonomous Region in Muslim Mindanao (ARMM), Mujiv Hataman, the region’s governor, said.

Hataman made this revelation during a meeting with Armed Forces of the Philippines (AFP) chief of staff Gen. Gregorio Pio P. Catapang Jr. on Friday at the Western Mindanao Command headquarters.

“One of my subordinates was asked by the Abu Sayyaf to pay P200,000.00 a month. Some of the mayors are demanded P50,000 monthly payment to the bandits,” Mr. Hataman said.

Mr. Hataman also discussed the concerns of the mayors that the Abu Sayyaf might retaliate if they show their full support for the military.

“We want to support an all-out effort to decimate the Abu Sayyaf. They are sowing terror in my hometown,” said Mayor Durie Kalahal of Tuburan town, Basilan province.

Mr. Catapang allayed the fears of the ARMM officials saying that they have enough troops in the area to cover the law enforcement operations in the region as well as to secure essential development projects in the area.

“We have enough forces in Basilan right now. We can send forces to hunt down the bandits while at the same time, continue securing the Basilan Circumferential Road project,” the military official said.

The AFP chief said that there are five battalions of military units composed of Philippine Marines, troops from the Philippine Army as well as other special command units which will carry out the law enforcement operations with the Philippine National Police (PNP).

Meanwhile, Mr. Hataman clarified the ‘all-out-offensive’ being pushed by the ARMM officials to solve the problem with the Abu Sayyaf.

“The concept of the all-out offensive is to mobilize everything to solve the Abu Sayyaf problem. This is not like the all-out war during the time of President [Joseph] Estrada during which all armaments were used against the armed threats. Actually, military action here is only secondary. They need to support in the law enforcement operations against the bandits who are threatening the peace in our communities,” he said.

KUALA LUMPUR: The return of militant fighters to their home countries should be monitored closely by security agencies as it poses a serious threat to the sovereignty of those nations.

A journal published by Damien D. Cheong, entitled Returning ISIS Fighters: What should be done with them?, stated that the return of these jihadists also poses a problem, similar to them joining the fight in the first place.

Admitting that the options left open to governments were limited, Cheong said prohibiting the return of these terrorists was the most practical way to minimise the danger posed by these groups of men with battlefield experience in guerrilla and urban warfare, and hit-and-run tactics. This option also reduces the possibility of them recruiting more volunteers locally.

“Among the advantages of pursuing a policy that prohibits the return of these jihadists include punishing them and holding them accountable for breaking the law. This strategy also reduces the risk of an attack in the home country.

“It is also cost-effective, in terms of the associated manpower, and the financial and logistical needs put on these countries. It frees up the penal system and there’s no cost incurred in deploying assets to monitor their movements,” he said, adding that Australia and Canada have reportedly cancelled the passports of several IS militants.

There are also legal issues that need to be considered, as prohibiting the return of these individuals might contravene international laws.

“As Akil N. Awan from the University of London  pointed out: ‘Unless the accused happened to have dual nationality, it would be illegal to render a person stateless under existing United Nations conventions.’”

Cheong, on the flip-side, said preventing these militants from returning could compromise the intelligence-gathering efforts and leave a “black hole” in the command and control structure, the planning and the operational side of the terror group.

“Intelligence-gathering efforts could be compromised as the returnees could provide useful intelligence on IS and its operations.” he said.

Another approach that could be adopted by relevant agencies is to include interception and subsequent incarceration. 

Fighters returning to their home soil should be intercepted and treated as regular offenders while being prosecuted under the state’s criminal justice system.

“Those who are convicted will be imprisoned and subjected to regular rehabilitative efforts.  Detainees can also help in intelligence-gathering efforts and the deradicalisation or disengagement of other operatives from violent initiatives.” he said.

Counterterrorism expert Andrin Raj said the return of these individuals pose a national security threat to Malaysia as there wasis the possibility of them becoming “lone wolf suicide bombers”.

Apart from the threats posed by militants returning from war zones, Raj alsoHe cautioned the government to keep an eye on the members of terror groups who were also previously Internal Security Act detainees.

“The Darul Islam Sabah is being supported by the Abu Sayyaf Group and the Knights of The Right Keepers, originally a southern Philippine Mindanao University Alumni group, which set up base in Sabah to protect the well-being of Philippine Muslim workers there.”

“This group has been linked to Jemaah Islamiyah (JI) since the early 90s. JI has pledged allegiance to IS and the Abu Sayyaf. It is no surprise that Darul Islam Sabah has also pledged it allegiance to IS.” he said.

Catapang maintained that the military is not privy to any ransom paid to the armed militants in exchange for the release of two German hostages last month.

"Sabi ko nga i-check natin baka counterfeit money yon na ipinapakita lang nila so that they can attract more supporters or followers," Catapang said, reacting to questions posed by the media.

Catapang also shrugged off suggestions that his insistence that the money is fake may cause more danger to remaining hostages.

“Well, that's not my problem, huh. We are here to ask them (Abu Sayyaf) they release (the hostages). Whether it's counterfeit money or not it's not our problem," he said.

Catapang also said around 10 to 11 kidnap victims, including 5 foreigners are still being held by the Abu Sayyaf in Sulu and none of the victims have been monitored in Basilan province.

Government forces a launched round-the-clock, intensified law enforcement operation in Basilan against the Abu Sayyaf group.

Armed Forces Chief of Staff Gen. Gregorio Pio Catapang said the move came after the local officials declared its support to crush the extremist group.

Catapang visited Basilan Friday morning and assessed troops' operations against the Abu Sayyaf. He also later met with Autonomous Region in Muslim Mindanao Gov. Mujiv Hataman and the 13 mayors of the province who presented their manifesto of support for the campaign against the militants.

Catapang said that at least 5 battalions of soldiers with specialized units are pursuing the Abu Sayyaf.

"We want 24-hour operations, because we are trying to develop a capability that if you fight us or you destroy the peace we will fight you [for] 24 hours [a day] with our night fighting capability," Catapang said in an inteview with reporters after a closed door dialogue with the Basilan mayors and Hataman at the Western Mindanao Command.

 The operations were launched since the ambush and killing of six soldiers last Sunday. The campaign includes the establishment of checkpoints along roads in key areas.

Catapang, however, allayed fears of any collateral damage the operations may cause, saying that it only involves an intensified enforcement of the law through the serving of outstanding arrest warrants against the armed extremists.

The AFP chief also said he is confident that soldiers will conduct themselves with discipline and protect the rights and safety of civilians.

"What is good here [is that] the local government units are with us now as they also want to reclaim peace," Catapang added.

Charges of kidnapping for ransom and serious illegal detention have been filed against several Abu Sayyaf members for the abduction of two German nationals earlier this year.

The Philippine National Police (PNP) filed the charges before the Department of Justice (DOJ).

Among those charged was the group's spokesperson Abu Rami, who claimed they were paid a huge ransom for the release of Stefan Okonek and Henrike Dielen last October 17.

Also charged were Mundi Sawadjaan, Mudjappar Sawadjaan, Yusof Jalmaan, Roger Saji, and several John Does.

PNP Anti-Kidnapping Group director Sr. Supt. Roberto Fajardo said Okonek and Dielen identified their abductors.

The two German nationals were captured by Abu Sayyaf bandits from a yacht in Palawan in April this year.

Manhunt operations are ongoing for the bandits who are believed to be still holding at least 10 hostages.

THE rescue efforts of the military to free two soldiers from the clutches of the Maoist rebels will go on despite calls by church leaders and peace advocates to suspend the combat operations in some parts of northern Mindanao, a top military official said Thursday.

“We will continue with the rescue operation,” said Major General Oscar Lactao, Philippine Army’s 4th Infantry Division (4ID) commanding general.

The military aims at rescuing Privates First Class Marnel Cinches and Jerrel Yorong, of the 4ID’s 8th Infantry Battalion, who were captured by the New People’s Army in Impasug-ong, Bukidnon on August 22.

Political decision

Lactao said the Armed Forces of the Philippines (AFP) could not declare a suspension of military operation (Somo), to ensure the smooth turnover of the captured soldiers, as it is a “political decision.”

He said the civilian sector including religious leaders, local government officials, and even the media could negotiate for cessation of hostilities between the military and the NPA.

“We are instruments of power of our political leaders,” he said, and declaring the Somo is not for the military to make.

He said there is really no need to implement a Somo since there is a simpler way to facilitate the freedom of the two soldiers, who were not in combat when they were held at gunpoint by members of the NPA on their way to the market.

The two are members of an army team that conducts a community outreach program in some villages in Impasug-ong.

Lactao added the 4ID does not call the two as prisoners of war considering that they were not engaged in an armed confrontation at the time of their capture.

What the NPA should do instead, Lactao added, is to leave Cinches and Yorong in a hinterland village and then inform the peace negotiators where to find them.

The request for the Somo, mainly brokered by Iglesia Filipina Independiente Bishop Felixberto Calang and Roman Catholic Archbishop Antonio Ledesma, is still one of the issues that have yet to be resolved by both the NPA and the AFP.

Aside from the Somo, the NPA also wanted a pullout of the troops in areas where the release of the captives could take place.

‘Stand down’

But in his October 30, 2014 letter to Bukidnon Governor Jose Maria Zubiri, 403rd Infantry Brigade chief Colonel Jesse Alvarez said the military will only order a “stand down” of its forces on the ground and not a pullout that will take effect for only three days.

After demanding for a 10-day Somo, the NPA said they would settle for a seven-day truce to give their “custodial force” enough time to safely deliver Cinches and Yorong to a secured location.

Alvarez cited Zubiri as saying during a recent meeting with peace negotiators and the Bukidnon crisis committee, of which Zubiri heads, that the NPA has identified the areas covered under Somo, namely, Cabanglasan, San Fernando, Malaybalay City, Impasug-ong, Malitbog and Manolo Fortich, all of Bukidnon; and Claveria, Balingasag and Gingoog City, all of Misamis Oriental.

In its November 5 letter to Zubiri, the National Democratic Front of the Philippines (NDFP), through its spokesperson Cesar Renerio, responded by insisting on the enforcement of Somo.

“We suggest that a categorical [Somo] will be ordered instead. In fact, our troops in the field are anticipating the AFP’s [Somo] order in reference to the commitment of (National Defense) Sec. (Voltaire) Gazmin to the Bishops of the Third Party Facilitators,” the letter said.

“We assume that [Somo] as a matter of established procedure in the AFP is the withdrawal of operating troops from the area and are ordered back to camp,” it said.

The NDFP added that if government soldiers will remain within the specified areas covered by Somo, “there is high possibility that armed engagements may erupt unnecessarily between NPA troops and the AFP-CAFGU and AFP-directed lumad paramilitary group that may jeopardize the release process.”

“We hope that the GPH (government) that you (Zubiri) represent will recognize this goodwill gesture of peace offering in the release of [Cinches and Yorong] and help pave the way for the resumption of peace talks between the GPH and the NDFP,” it added.

No collateral damage

For his part, Lactao said that in the continuing combat operations of the 4ID troops to locate and rescue the captives, the military is doing its best not to cause any collateral damage.

He said this new approach by the military to target only armed rebels and spare civilians is part of its Internal Peace and Security Plan or “Bayanihan.”

He added this rule of engagement of not firing first unless fired upon had already claimed a few soldiers’ lives since they have to wait for the NPA to shoot first before responding.

Lactao said this is the reason why soldiers have to be re-trained in combat and discipline for them to respond promptly.

Naval Mobile Construction Battalion 4

POOG, Philippines – It is often said in many cultures at the commencement of a gathering or meeting the persons need to “break bread.” For the Seabees of Naval Mobile Construction Battalion 4’s Construction Civic Action Detail (CCAD) Philippines, a different term can be used, “breaking ground.”

On the island of Cebu the Seabees of CCAD Philippines are working together with the Armed Forces of the Philippines to construct a five classroom schoolhouse for Poog Elementary School. 

 Poog Elementary School serves over 1,100 students from kindergarten through six grade. The school struggles to maintain a good learning environment for their students. The five classrooms that the Seabees are building will help alleviate some of burden.

Before construction of the new school began the detail constructed a “makeshift” classroom and helped to structurally reinforce and improve four other makeshift classrooms. These classrooms transferred students from the old schoolhouse which needed to be demolished prior to the start of new construction.

With the completion of the makeshifts and demolition on Oct. 13, the Seabees were ready to start constuction. However before they could start, as per Philippine customs, there was a ground breaking ceremony.

Ceremonies are a large part of the Filipino culture. The Seabees watched as the students dance, sang, and play music for the onlookers.

"It was an amazing experience to see everything that happened,” said Construction Electrician Constructionman Christopher Evenson, one of the Seabee on the construction project. “Everyone here is so happy and excited that we are here to build this classroom. I can't wait to see look of happiness on the children’s faces when we get finished. It's just incredible."

Constructing the five room classroom in Poog will protect from weather, insects, and significant temperature fluctuations. The new Philippine Department of Education model is more likely to withstand earthquakes, a problem that has plagued most of the country.

Expecting to complete the project in March, the Seabees of CCAD Philippines continue their efforts in Poog working side-by-side with the Armed Forces of the Philippines.

An island hosting a Philippine Navy installation at the mouth of Manila Bay will serve as home for three weeks for 112 Filipino peacekeepers returning from Ebola-stricken Liberia.

The members of the Philippine contingent will be quarantined on Caballo Island, located 2.6 miles east of Corregidor, when they return to the country on Nov. 11.

According to the website corregidorisland.com, Caballo has an area of 75 acres and appears as a wedge of rock jutting out from the sea. It is also known as the Navy’s Fort Hughes.

“The peacekeepers will enjoy their stay in that island,” Armed Forces of the Philippines (AFP) public affairs chief Lt. Col. Harold Cabunoc told reporters at Camp Aguinaldo yesterday.

He said the soldiers can go fishing and nature tripping. If they choose to stay indoors, the peacekeepers can surf the Internet or watch their favorite cable channel.

Cabunoc said the island stay is a fitting reward for the Filipino troops who risked their lives to maintain peace in Liberia.

“They risked their lives. They were at risk of being shot or stabbed by conflicting groups. They were sent there to keep the peace, risking their lives and limbs,” he said. “When they return, let’s reward them. We will follow the quarantine procedures while making our soldiers happy.”

Sources said security officials including Defense Secretary Voltaire Gazmin, Navy chief Vice Adm. Jesus Millan, Air Force chief Lt. Gen. Jeffrey Delgado, Office of Civil Defense administrator Alexander Pama and Joint Task Group Liberia chief Capt. Luzviminda Camacho inspected the quarantine site yesterday.

They were accompanied by representatives of the Department of Health (DOH) and AFP Medical Center.

Officials, however, declined to confirm the information.

Cabunoc said measures are being done to ensure the safety of residents in the island. He urged the public not to be afraid of the peacekeepers, noting that they are not considered “high-risk personnel.”

“The high-risk personnel include health personnel or doctors treating Ebola patients, people who bathe those who died of Ebola and those who kiss patients. They (peacekeepers) are not part of the category,” he said.

Health officials said AFP doctors will be attending to the peacekeepers, but the DOH is ready to send additional physicians trained on Ebola prevention if needed.

The military originally planned to quarantine the peacekeepers at the Armed Forces Peacekeeping Operations Center in Capas, Tarlac. The plan was dropped amid protests from local officials who are worried about its effect on the town’s health and tourism.

The Philippines pulled out its peacekeepers in Liberia following the outbreak of the Ebola virus, which has killed about 4,900 people.

Meanwhile, the provincial board of Pampanga urged AFP chief Lt. Gen. Gregorio Catapang Jr. to quarantine the returning peacekeepers in a secluded health facility outside Central Luzon.

Earlier reports said the AFP was considering military facilities at Clark Air Base in Pampanga and Fort Magsaysay in Nueva Ecija to quarantine the soldiers for 21 days.

Stop Ebola jokes – DOH

The DOH yesterday called on the public to stop spreading jokes and false reports about the dreaded Ebola virus.

Acting Health Secretary Janette Garin said they are discussing with the Department of Justice possible sanctions against those making jokes and spreading false information similar to a bomb hoax.

“Public health is everybody’s concern so each of us must be responsible and should not spread false and unconfirmed information that could create panic,” Garin said.

The DOH dismissed a report circulating online that 18 Ebola patients have been confined in a Quezon City hospital.

“There is no truth to this report. No case of Ebola has entered the Philippines. The website Viral Ninja (safeurlpath.com) where the online report came out, was a hoax,” Garin said.

She said Gemma Sheridan, who was identified as the source of the online report, is not an employee of the DOH.

“We appeal to the public not to spread unconfirmed and baseless reports about Ebola that could create fear among the people,” Garin said.

Lyndon Lee Suy, spokesman for the DOH, said they were trying to trace the source of the online report.

“The country remains free from Ebola,” Lee Suy said, adding all ports and airports are on alert to prevent the entry of suspected Ebola patients.
OFWs won’t go home

Only two of the 806 overseas Filipino workers in Ebola-hit countries in West Africa have registered for repatriation, the Department of Foreign Affairs (DFA) said yesterday.

DFA spokesman Charles Jose said the government will deploy a Rapid Response Team (RRT) next week to assess the situation of OFWs in West Africa.

The Armed Forces of the Philippines and the Philippine National Police will launch a joint “all-out law enforcement operation” to hunt down the Abu Sayyaf group following an ambush last week in which six soldiers were killed, the military announced Friday.

A military press statement said Armed Forces chief Gen. Gregorio Pio Catapang announced at a meeting with with mayors and other provincial leaders of Basilan at the Western Mindanao Command headquarters in Zamboanga City that he was deploying five battalions for this mission.

“We have enough forces in Basilan right now. We can send forces to hunt down the bandits while at the same time, continue securing the Basilan Circumferential Road project,” the press release quoted Catapang as telling the Basilan officials.

He also sought the help of the local leaders in identifying the Abu Sayyaf bandits by posting photographs of them for purposes of identification and charging in court.

Catapang said unit commanders will engage residents to help them solve community problems aside from hunting down the Abu Sayyaf group.

“We want to help identify priority projects that must be funded by the government. We will partner with the leaders to claim peace and prosperity for their people,” the AFP chief said.

The press statement said Catapang met with 13 Basilan town mayors at the Westmincom headquarters in a consultation that was led by Westmincom chief Lt. Gen. Rustico Guerrero.

During the meeting, the local officials expressed their full support for the AFP’s fight against the terrorist Abu Sayyaf group and gave the AFP chief a signed manifesto of their support, the AFP statement said.

Gov. Mujiv Hataman of the Autonomous Region in Muslim Mindanao said the concept of the new “all-out offensive” would be different from that offensives carried out by the military during the time of former President Joseph Estrada.

“The concept of the all-out offensive is to mobilize everything to solve the Abu Sayyaf problem.… Military action here is only secondary. They need to support in the law enforcement operations against the bandits who are threatening the peace in our communities,” Hataman said.

Last Sunday, six soldiers, including a second lieutenant of the 64th Infantry Battalion, were killed when members of the Abu Sayyaf group attacked them in Sumisip town in Basilan.

The platoon, led by 2nd Lt. Jun Corpuz, were providing security to civilians working on the 64-kilometer Basilan Circumferential Road project.

On Friday, Catapang was briefed by Joint Task Group Basilan commander Col. Rolando Joselito Bautista on the investigation into the deaths of the six soldiers and the current military deployment in the province.

“I want to see a clearer picture of this encounter by submitting to me the result of your investigation. I am saddened by the deaths of our soldiers. I don’t want this to happen again,” Catapang said after the briefing.

Meanwhile, the AFP chief downplayed the possibility of collateral damage, saying the soldiers were “well-trained and equipped” to do their job.

“I have always reminded my soldiers about our slogan: ‘Kawal Disiplinado. Bawal Abusado. Dapat Asintado.’ If they remember all of these, they would not commit unnecessary damage during our operations,” the AFP chief said.

Armed Forces of the Philippines chief of staff Gen. Gregorio Pio Catapang Jr. assured mayors of Basilan on Friday that collateral damage will be minimal in operations against the Abu Sayyaf in the province.

According to the AFP public affairs office, Catapang and Lt. Gen. Rustico Guerrero of the Western Mindanao Command met with the 13 mayors of Basilan at the Westmincom hedquarters to discuss law enforcement operations that will be launched against the bandit group.

"I have always reminded my soldiers about our slogan: Kawal Disiplinado. Bawal Abusado. Dapat Asintado. If they remember all of these, they would not commit unnecessary damage during our operations," the AFP quotes Catapang as saying.

The AFP chief also said the local executives can help security forces by identifying members of the Abu Sayyaf.

"We will post pictures of the suspects so that people can easily identify them," he said.

Autonomous Region in Muslim Mindanao Gov. Mujiv Hataman, who is from Basilan and who was also at the meeting, has called for an all-out offensive against the Abu Sayyaf after the group ambushed six soldiers guarding a government road project in Sumisip village on Nov. 2.

Hataman clarified, however, that he meant that the government should "mobilize everything" to address threats posed by the Abu Sayyaf.

"This is not like the all-out war during the time of President Erap Estrada during which all armaments were used against the armed threats. Actually, military action here is only secondary. They need to support in the law enforcement operations against the bandits who are threatening the peace in our communities," he said.

He added operations will only likely affect residents of three barangays in the province where the Abu Sayyaf are present.

The AFP said that the mayors also expressed their support for operations against the bandit group.

“Right now, about five battalions and then mga specialized units are now deployed,” Armed Forces of the Philippines chief General Gregorio Catapang Jr. told reporters on Friday in Basilan.

The AFP chief refused to give the exact number of troops. A battalion consists of up to 300 to 500 soldiers.

On Sunday, six soldiers, including a lieutenant, were killed in an ambush by the Abu Sayyaf in Sumisip town in the same province. The soldiers were securing a development project.

Catapang visited Basilan on Friday and met with regional military commanders and local government officials.

Basilan mayors are asking for an intensified counter-terrorism drive to neutralize the bandits. In response, Catapang said that they have launched all-out law enforcement operations with the police.

“This is an intensified all-out law enforcement operation because the Abu Sayyaf have standing warrant of arrest. We are pursuing them,” the military chief said.

“For the meantime we have sufficient [troops]…We want a 24-hour operation because we are trying to develop a capability that if you fight us or destroy the peace, we will fight you 24 hours with our night-fighting capabilities,” he added.

The Philippine military is also doing operations in Sulu after the Abu Sayyaf freed its two German captives in October.

Si Arlene Funelas, myembro ng Sorsogon People’s Organization, isang grupong kaanib ng KARAPATAN, ay ipinatawag noong Oktubre 30 sa barangay hall ng Togawe sa bayan ng Gubat dahil may gusto raw kumausap sa kanya.

Pagdating niya roon ay agad isinara ang pinto ng mga sundalong naghihintay sa kanya. Halos dalawang oras siyang ininterogeyt at inakusahang kolektor ng buwis para sa Bagong Hukbong Bayan. Binantaan siyang may masamang mangyayari sa kanyang mga anak kung hindi siya makikipagtulungan sa militar. Pinagrereport din siya araw-araw sa himpilan ng mga sundalo hangga’t nakahimpil ang militar sa kanilang barangay at pinatawan din siya ng curfew.

Dumulog siya sa mga upisyal ng bayan ng Gubat upang matigil na ang paglabag sa karapatang-tao niya at ng kanyang mga kabarangay.

Si Kasamang Yeng, 18 taong gulang, ay isang bagong Pulang mandirigma ng Bagong Hukbong Bayan (BHB). Isa siya sa magagandang bagay na umusbong mula sa malawak na salantang iniwan ng bagyong Yolanda.

Dating working student si Kasamang Yeng at nasa ikalawang taon sa hayskul. Nasa bahay siya noon ng kanyang amo nang humagupit ang Yolanda. Bagamat wala siya sa Tacloban City, di naglao’y umabot sa kanila ang mga balita tungkol sa pagkasawi ng libu-libo at ang malawakang pagkawasak ng mga bahay, gusali at imprastruktura dulot ng matinding pagbaha. Nakita ni Ka Yeng ang labis na pagkabalisa ng mga tao dahil sa malungkot na balita mula sa Tacloban.

Unti-unting namulat si Ka Yeng sa lawak ng pinsala ng bagyo at sa labis na paghihirap ng mga tao sa harap ng kawalan o lubhang mabagal na ayuda ng rehimeng Aquino. “Makupad talaga,” ani Ka Yeng.

Paglao’y lalo pang lumawak ang pagtanaw ni Ka Yeng. Nakasama siya sa mga rali ng mga biktima ng bagyo sa Tacloban City. Dito’y nakita at narinig niya ang hinaing ng mga tao at ang kahilingan nila para sa pagkain at bahay na matitirhan. “Nadama ko ang kanilang pangangailangan at naawa ako sa mga biktima. Kaya nagdesisyon akong tumulong sa kanila,” aniya.

Ang desisyon ni Ka Yeng na tumulong sa mamamayang biktima ng bagyong Yolanda ay desisyon na sumapi sa BHB. Kilala ni Ka Yeng ang BHB bilang hukbo na naglilingkod sa interes ng mamamayan. Ang kanyang ama ay martir ng BHB na nasawi noong siya’y apat na taong gulang pa lamang. Nang sumapit ang kanyang ika-18 kaarawan noong Mayo, tumindig si Ka Yeng bilang bagong sibol na Pulang mandirigma.

Si Ka Yeng at iba pang mga kasama ay mapapanood sa bidyo na ilalabas ng Sine Proletaryo bilang paggunita sa unang taon ng bagyong Yolanda.

Limang sundalo ang napatay sa iba’t ibang atake ng Bagong Hukbong Bayan (BHB) sa mga tropang militar sa Albay at Bukidnon nitong Oktubre at Nobyembre.

Sa Albay, dalawang sundalo ng 2nd IB ang napatay nang ambusin sila ng mga Pulang mandirigma ng Santos Binamera Command sa Barangay Anislag, Daraga at harasin din ang tactical command post ng naturang batalyon sa Barangay Maopi, Daraga. Samantala, sa isla ng Burias sa Claveria, Masbate, isang elemento ng 5th Regional Public Safety Battalion ng PNP ang nasugatan nang paputukan ng Jose Rapsing Command ng BHB ang security patrol ng pinagsanib na tropa ng AFP at pulisya.

Naisagawa ang mga aksyong militar na ito kahit tadtad ng mga detatsment at kampo militar ang Albay, at pitong buwan nang nakapailalim sa matinding operasyong militar ang Masbate.

Sa Bukidnon, dalawang sundalo ang napatay nang atakehin ng BHB ang isang kolum ng 8th IB sa Consolacion, Manolo Fortich noong Oktubre 20. Isa pang sundalo ang napatay nang paputukan ng BHB ang isang kolum ng 12th Scout Ranger Coy sa Bulunay, Impasug-ong noong Oktubre 23.

Umaabot na sa 11 ang napapatay sa panig ng AFP sa pitong operasyong harasment na nailunsad ng BHB sa Bukidnon mula Setyembre 22 hanggang Oktubre 23. Walang kaswalti sa hanay ng BHB. Matagal nang humihiling ang BHB sa lugar ng SOMO/SOPO para mapalaya nila ang dalawang bihag na hawak sa ngayon ng rebolusyonaryong kilusan.

The officers of the MILF Yakan City Committee (YCC) in partnership with the Bangsamoro Development Agency (BDA)- ZamBas region recently conducted courtesy calls with the different prominent personalities in Basilan and cities of Isabela and Lamitan as part of efforts to seek their full support for the draft Bangsamoro Basic law (BBL) submitted by the Bangsamoro Transition Commission.
   
The group first met with Basilan Governor Jum Akbar and the Mayors League of the Province that paved the way for the LGU and ILF POLCOM and BIAF dialogue at the Basilan Provincial Capitol purposely to muster full support for the BBL.

Separate courtesy calls were also undertaken with BASELCO General Manager Filomeno E. Bate and Former Governor Louie W. Alano.

Both GM Bate and former governor Alano assured support for the BBL, stressing that peace and development will be realized with the passage of the BBL by the Congress that are consistent with the aspirations of the people.

Former Basilan Gov Alano also pledged support to the ratification of the BBL and ultimately the formation of the Bangsamoro governance. “As one of the Christian leaders in the province you can even count me as one who may represent our ranks to join the group in the advocacy campaign throughout the province the former chief executive promised,” he said.

The 28-member European Union on Wednesday pledged to continue extending financial and technical assistance to the Philippine government in the latter's efforts to establish the Bangsamoro government that will replace the Autonomous Region in Muslim Mindanao (ARMM).
  
In a joint paper delivered at the Philippines Development Forum (PDF) currently being held in Davao City, the EU said it will allot more than €5 million for new programs in Mindanao set to start in 2015.

The EU said these new programs will focus on the development of a regional justice system and in promoting inclusive growth through job creation and access to sustainable energy.

“While the support to the Peace process will receive continued dedicated funding...The new programmes to start in 2015 will already contain important components benefitting Mindanao and Bangsamoro,” the EU paper said.

“Specific interventions will be designed benefitting Mindanao and Bangsamoro in particular to support job creation accompanying the creation of the new political entity,” the EU paper added.

The EU said €3.5 million will be alloted to institutional and operational support of the future Bangsamoro Human Rights Commission and to local Civil Society Organizations (CSOs) “in the exercise of their human rights monitoring and promotion/education functions.”

The EU said flexible technical assistance will also be provided to the future Bangsamoro Government in terms of developing and institutionalizing its regional justice system.

On the other hand, €1.5 million will be allotted to the EU's Access to Sustainable Energy program. The EU said the program would include training of electric cooperatives in Bangsamoro “to allow them to connect more people to the grid.”

The EU said additional grants will also be given for rural electrification and development of innovative renewable technologies such as solar home systems, mini-grids, solar lanterns and solar pumps.

The statement said that in the last 20 years, the EU has extended more than P10 billion worth of development assistance to Mindanao. It is also the largest contributor to the World Bank-administered Mindanao Trust Fund, a multi-donor trust fund that promotes social and economic recovery in Southern Philippines.

“The EU will ensure its continued commitment for a smooth and inclusive transition period until the creation of the autonomous region of the Bangsamoro and the election of its Government, foreseen for 2016. Beyond that, the focus will be on efforts to safeguard inclusivity in the processes of normalization, institution building and development in the area of the future Bangsamoro,” the EU paper said.

The Bangsamoro Basic Law (BBL), which would be the legal basis for the creation of the Bangsamoro government is still pending in both chambers of Congress. After its passage, the BBL will then undergo a popular voting through a plebiscite. — Elizabeth Marcelo/BM, GMA News arcelo

The primer for the Bangsamoro Development Plan (BDP) is now available online.
  
Those who want to know about the plan which is described as comprehensive roadmap for the rehabilitation, reconstruction, and development of the Bangsamoro communities could visit the Bangsamoro Development Agency (BDA) website -   www.bangsamorodevelopment.org.

The primer, downloadable and in pdf format, provides answers for commonly asked questions about BDP.  The top ten questions are the following:

1. What is the BDP?
2. What are its objectives?
3. Why does the Bangsamoro need a development plan?
4. How is the BDP different from other development plans?
5. How is the BDP “a reflection of the aspirations and fundamental needs of the Bangsamoro people”?

BDP was crafted by the BDA with the support of government agencies and the international development partners. The BDA mobilized a dedicated staff for the plan formulation.

The plan is an initiative of the Moro Islamic Liberation Front through the BDA to define a short, medium-term and long-term vision and strategy for the recovery and development of the Bangsamoro.

Last Sunday, November 2, BDA handed over to the MILF the completed BDP which was witnessed by government officials, donor agencies, MILF line agencies, academe, media, and members of the Bangsamoro community.

The World Bank, through the Mindanao Trust Fund, has been providing technical and logistical support to the BDA for the BDP formulation. In the crafting of the plan, series of consultations with the Muslims, Indigenous Peoples and Christians were conducted to ensure inclusiveness.

Joint Special Operations Task Force-Philippines, a counter-terrorism unit of United States, was pulled out of Zamboanga during the start of this year’s second quarter, but a number of troops were left to help Western Mindanao Command in counter-terrorism activities.

A ranking US army officer confirmed that JSOTF-P is still active but with decreased deployed US commandos and that Operation Enduring Freedom-Philippines is still running.

Operation Enduring Freedom is United States’ anti-terrorism campaign that has operations across the globe.

With US commandos still in the Philippines, Balance Piston – an army-to-army special operation exercise – continues.

Balance Piston started Wednesday, November 5. Special Operation Command of Philippine Army and US Pacific Command will undergo a three-week capability enhancement training which involve marksmanship, helicopter medical evaluation, combat lifesaving techniques, cross training RP and US personnel on airborne operations, and medical civic operations.

“The long-standing alliance between The Philippines and the United States has contributed to peace, stability and prosperity in the Asia-Pacific region for more than 60 years,” a representative from US Pacific Command said.

The representative added that Enhanced Defense Cooperation Agreement “will facilitate the enhanced rotational presence of U.S. forces, expand opportunities for bilateral training, and support the long-term modernization of the armed forces of The Philippines.”

The Philippine and US armies have launched a 3-week war fighting capability training in Basilan, a war-weary province plagued by threats including the Abu Sayyaf group.
 
The joint exercises, called "Balance Piston," was launched on Wednesday, November 5, at the headquarters of the 4th Special Forces Battalion in Basilan.
 
"It is focused on enhancing the AFP war fighting capability and interoperability with US forces," said Captain Eugem Espino, military spokesperson in Basilan.
 
 
It is a regular army-to-army special operation exercise under the Visiting Forces Agreement (VFA). It involves the Armed Forces of the Philippines Special Operation Command (AFP-SOCOM) and the US Special Operations Command Pacific (SOCPAC).

Army troopers from the 9th Special Force Company of the 3rd Special Forces Battalion on Thursday overran a New People’s Army training camp after a 30-minute gunfight with communist rebels in Agusan del Sur.

The rebel camp is located in Sitio Hebron, Barangay New Tubigon in Sibagat town which lies in the boundaries of Agusan del Sur, Butuan City and Agusan del Norte.

Col. Gregory M. Cayetano, commanding officer of the 401st Brigade of the Philippine Army, said in a local radio interview Thursday morning that the Army troopers were doing combat patrol operations in the area in anticipation of the Christmas plenums usually held by the rebels during December.

Trainings and class-ins, according to him, were usually conducted by the rebels prior to the said meetings.

The army top official said the rebel camp was virtually inaccessible as it was clandestinely located in-between cliffs at an ascendant and forested area.

According to Cayetano, the army troopers were fired upon as they approached the camp, and a 30-minute firefight between the two opposing forces ensued, forcing the rebels to scamper from the area.

The abandoned rebel camp, Cayetano said, can accommodate at least 100 persons. It was complete with make-shift huts, conference space, kitchen, running trenches and a training space.

After overrunning the camp, the soldiers recovered an M16 Rifle, an M203 grenade launcher, an improvised grenade launcher, a landmine and landmine paraphernalia and assorted ammunition as they cleared the area, Cayetano said.

Operating troops of the 401st Brigade launched pursuit operations against the fleeing rebels.
