On Monday, Aug. 30, the country will commemorate National Heroes Day as a tribute to ordinary Filipinos who made extraordinary things which contributed significantly to the country’s nation building and history.

Perhaps one of the most recent names that comes to mind when thinking of a “modern hero” is Private First Class Dhan Ryan Bayot, a young Philippine Army soldier who died in the 2017 siege in Marawi City.

Bayot’s heroism was recalled recently by the Civil Relations Service of the Armed Forces of the Philippines (AFP-CRS) in time for the observance of the National Heroes Day.

Why not? His story tugged the hearts of many Filipinos when it was first revealed days after the Marawi siege erupted.

From war, a hero is born

The Marawi siege, regarded as the biggest urban battle between state forces and violent extremists, started when the 1st Infantry “Tabak” Division (1ID) received a report about the presence of a high-value target hiding in Marawi City. His name was Isnilon Hapilon, the most senior leader of the terrorist Abu Sayyaf Group (ASG).

Bayot, a 24-year-old native of Zamboanga Sibugay, was assigned at the detachment of the Army’s 51st Infantry Battalion (51IB) located in Barangay Lilod, Marawi City.

Bayot’s unit was one of the earliest responders in the frontlines of the siege when it broke out on May 23, 2017. They were tasked to provide additional security near a local government official’s house against the Maute Group (MG)-led fighters aiding Hapilon.

On May 24, the second day of the fighting, Bayot’s unit was attacked by the terrorists. They were hit by gunfire coming from the government official’s house which apparrntly had been taken over by the enemies.

Bayot’s unit was able to radio their commanding officer as they requested for reinforcement. However, the request proved to be futile as all the pathways leadeing to their location were blocked by the enemies, making any attempt for rescue almost impossible.

Shocking request

Hours into the fighting, all of Bayot’s five “bok” (comrades) were killed by the terrorists. For the last time, he was able to contact their commanding officer to which he gave his coordinates and made a request that caught his superiors off-guard: “Bombahin niyo na lang ang location ko, sir!” (Just bomb my location, sir!)

“[Bayot] displayed selflessness and courage when he insisted his comrades to fire at his location in order to neutralize the rebels in his area,” according to the AFP-CRS.

Four days later, on May 28, Bayot and his comrades’ remains were retrieved by government troops which included the young Army’s father, Sgt. Larry Bayot, of the 1st Infantry Battalion.

Reports said the young Army’s face was almost unrecognizable, with his head apparently bashed and his neck repeatedly slashed in what could be an attempt for the terrorists to behead him.

On Oct. 23, 2017, Marawi City was declared liberated from the clutches of the terrorist groups after five months of fighting.

The battle left 847 terrorists dead, 163 soldiers and policemen slain, more than 1,400 troops wounded, and 1.1 million residents displaced.

For his heroic acts, Bayot was awarded the Order of Lapu-Lapu, a national order of merit in recognition of his “invaluable or extraordinary service” while in the line of duty.

Indeed, Bayot was only one of the thousands of soldiers who exemplified extraordinary courage when they responded to the call of duty just to secure the peace, security, and freedom not only of Marawi City but of the entire country.

Like hundreds of other soldiers who paid the ultimate price in Marawi City, Bayot fulfilled his duties even at the expense of his own life — even making a rather unusual, hair-raising, mouth-gaping but equally laudable request.

MANILA, Philippines — The Senate passed on second reading on Wednesday a bill seeking to postpone the first regular elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Senators voted 18-1 with two abstentions on Senate Bill 2214, which seeks to amend Republic Act 11054 or the Bangsamoro Organic Law by postponing the elections next year and extending the term of the Bangsamoro Transition Authority (BTA) until 2025.

The BTA currently serves as the interim BARMM parliament.

Sen. Francis Tolentino, chairman of the Senate committee on local government and principal sponsor of the measure, said the bill would ensure the swift implementation of political and normalization tracks under the Comprehensive Agreement on the Bangsamoro signed by the government and the Moro Islamic Liberation Front.

The Commission on Elections (Comelec) had earlier said it could not hold the regional polls in BARMM since the redistricting of parliamentary districts and the passage of its regional electoral code have yet to be finished by the BTA.

“The allocation of elective positions for the BARMM parliamentary elections cannot yet be determined at this point due to the unavailability of the Bangsamoro Electoral Code,” the Comelec said in a resolution issued on Aug. 11.

Sen. Panfilo Lacson, who voted against the measure, said the people of BARMM should be consulted on the postponement of the elections.

“Wouldn’t it be unconstitutional if we don’t consult in a plebiscite the people who ratified it?” Lacson asked during the interpellations on Tuesday.

Malacañang gave assurance that President Duterte supports proposals to extend the transition period for the Bangsamoro government but Congress should pass the needed law.

COTABATO CITY – In line with the celebration of the World Humanitarian Day (WHD) on August 19, the Bangsamoro Government together with its various humanitarian partners planted 750 saplings in Datu Odin Sinsuat Municipality, Maguindanao, said a report by the Bangsamoro Information Office (BIO).

Minister for Interior and Local Government Atty. Naguib Sinarimbo, the Mindanao Humanitarian Team (MHT), and the United Nations’ Office for the Coordination of Humanitarian Affairs (UN-OCHA), spearheaded the activity at Barangay Labungan in the said Municipality.

This year’s WHD theme is “The Human Race” which aims to initiate global actions against climate change while standing in solidarity with vulnerable populations around the world.

In his message, Minister Sinarimbo emphasized the importance of unity in the continuous battle against climate crisis.

“Moving out of the world is not an option… So it’s important that we act together as one in ensuring that this world will be sustained beyond our generation and the generations to come,” he added.

For her part, UN-OCHA Head in Mindanao Melindi B. Malang acknowledged the unceasing support they get from the Bangsamoro Government.

“We’re really happy that we have a very strong partnership with the Bangsamoro Government, at makikita nga po yan with the convergence project with the World Food Program (WFP). At hindi lang po yun, ang iba’t ibang UN agencies ay may partnership and agreement din with the BARMM government,” said Malang.

Since its launching in 2020, BARMM convergence team together with its partner beneficiary Panginam o Bangsamoro Inc. have already planted 117,000 trees to 234 hectares of land in the said barangay, the BIO report said in its report/.

WHD was formalized by the United Nations General Assembly in 2009 to honor UN Special Representative of the Secretary-General for Iraq Sergio Vieira de Mello and the 21 aid workers who were killed in a bombing in Iraq on August 19, 2003.

Each year, WHD focuses on a theme, bringing together partners from across the humanitarian system to advocate for the survival, well-being and dignity of people affected by crises, and for the safety and security of aid workers.

To mark the National Heroes Day tomorrow and commemorate the 125th anniversary of the Cry of Pugad Lawin, the clarion call for the armed revolution against Spanish colonialism, let us honor the Dolores Martyrs as heroes of the Filipino people, together with other fallen revolutionaries and Red fighters who sacrificed their lives for the continuing struggle to attain national and social liberation.

The Dolores Martyrs are true heroes of the oppressed and exploited masses. They are the 19 Red fighters of the New People’s Army (NPA), many of whom were young peasants from several villages in Dolores and other adjacent towns in Eastern Samar, who perished as around 4,000 pounds of bombs were dropped from the air by the US-Duterte fascist terrorist regime last August 16.

They were among the best sons and daughters of the people who gave their all to serve the interests of the masses. When they joined the people’s army, they and their families defied all the fascist threats and intimidation. They were committed to the people’s national democratic cause and were determined to offer their lives to put an end to the people’s hunger and sufferings due to the lack of national freedom, oppression and exploitation of the peasant masses, workers and other toiling people.

The Dolores Martyrs and their NPA unit was beloved and deeply supported by the peasant masses of Hikontol and Hinolaso Valley. Their unit gained the deep support of the people in Dolores and other towns after they fought to dismantle the military- and police-protected armed criminal syndicates that were behind the trafficking of illegal drugs and other nefarious activities in the area. They also fought the despotic landlords and land grabbers who victimized the small peasants and land owners and farmworkers.

Like all revolutionaries, they found ultimate joy in giving all they can to serve the masses. The peasant masses were elated when they helped work the land especially when recent typhoons and pests ravaged their crops and destroyed their farms. They provided invaluable health service, literacy and education classes, and cultural activities. In particular, they campaigned to raise the people’s awareness and knowledge of the Covid-19 pandemic in order to collectively act to prevent the infections spreading into their villages.

They helped the masses unite and build their organizations to consciously change their conditions and shape destiny by linking up with the overall revolutionary struggles of the Filipino people.

For having served the people, the Dolores martyrs earned the hatred of the fascist regime. Duterte and his fascist minions spent billions of pesos in bombs, bullets and artillery rounds to unleash state violence and rain terror on the NPA and the broad masses. They, however, succeeded only in further rousing the people’s outrage against its fascism and corrupt rule. Even more young people are ready to take the place of the Dolores martyrs and raise the banner of the people’s revolutionary resistance.

The people consider the Dolores Martyrs as their true heroes. Let us extol and emulate their lives and honor them together with all our other revolutionary heroes.

Let us be inspired by their martyrdom to strengthen our resolve to wage revolutionary resistance and carry forward the armed struggle to fight the fascist and state terrorist regime and put an end to imperialism, feudalism and bureaucrat capitalism.

Magdadalawang taon nang nakapailalim sa militaristang lockdown ang buong bansa. Nitong nakaraan, ayon mismo sa datos ng reaksyunaryong gobyerno, ay naitala ang mahigit kumulang 300,000 katao na ang hinuli dahil sa iba’t ibang paglabag sa naitakdang health protocol sa panahon ng pandemyang COVID-19. Halos lahat ng mga hinuli ay mga karaniwang sibilyan na madalas ay iyong mga napipilitang lumabas ng kanilang mga kabahayan para maghanap ng ikabubuhay lalo na at kakarampot o walang ayuda silang makuha mula sa rehimeng Duterte. Ngunit sa kabila ng kamay na bakal na pagpapataw ng lockdown sa sibilyang populasyon ay kabaliktaran ang luwag na ibinibigay sa mga nag-ooperasyong tropa ng AFP-PNP-CAFGU sa kanayunan. Walang health protocol, walang lockdown at malayang nagkakalat ng bayrus ang pwersa ng AFP-PNP-CAFGU sa kalunsuran at kanayunan.

Sa Kalinga, patuloy ang mga operasyong combat, saywar at intel. Malayang nagpapakalat-kalat ang mga pwersa ng AFP-PNP-CAFGU sa kabila ng sobrang paghihigpit sa mga ordinaryong mamamayan para sundin ang health protocol. Pero sa mga sundalo at pulis ay hindi aplikable ang health protocol bagkus sila ang pangunahing lumalabag dito.

Nitong Agosto, habang nakapailalim sa GCQ ang buong probinsya isinagawa ng AFP-PNP sa ilalim ng programa ng NTF-ELCAC ang magkakasunod na operasyong CMO gaya ng feeding program at Youth Leadership Summit (YLS) na sa esesnya ay matatawag ng super-spreader event at nagsasawalang-bahala sa health protocol. Halimbawa, sa YLS na isinagawa sa halos lahat ng munisipyo sa probinsya, nagpataw ng kota ang AFP-PNP na di bababa sa sampung hanggang 20 na kabataan bawat barangay ang dadalo, isinagawa ito sa mga klasrum na may kapasidad lamang ng 40-50 katao ngunit nagsisikan ang halos 150 mga kabataan bawat munisipyo. Walang social distancing, walang pinamigay na face mask, ni alcohol o sanitizer ay wala, sabay-sabay sa pagkain, siksikan ang mga tao sa aktibidad na tumagal ng halos tatlong araw para bigyang daan ang mga lectures na nag-uumpisa mula 7 ng umaga hanggang 10 ng gabi. Di maitatangging isa itong potensyal na super-spreader event pero nagkibit-balikat lang ang mga sundalo at pulis.

Hindi sana nais ng mga magulang na magpunta ang kanilang mga anak rito pero dahil sa kota na ipinataw ng sundalo at pulis kada barangay napilitan silang isugal ang kaligtasan ng kanilang mga anak mula sa COVID-19 wag lang silang mared-tag o madahas. Sa katotohanan, ang pagtingin ng mga magulang ay di naman kinakailangan pa ang mga ganitong aktibidad na sa pangunahin ay nagtuturo di umano na paglaban sa terorismo at droga dahil una sa lahat ay wala namang alam ang mga bata hinggil sa droga. Pangamba nila na baka sa mga symposium pa gaya ng Kabataan Kontra Droga At Terorismo (KKDAT) pa nga matuto ang kanilang mga anak na maging bayolente at gumamit ng droga. Ang masaklap pa rito, hindi naisigurado na nasunod ang health protocol kahit pa sa kabila ng patuloy na pagkakaroon ng kaso ng COVID-19 sa buong probinsya.

Matatandaan din ang naging karanasang ng mga residente ng Brgy. Gawaan sa munisipyo ng Balbalan kung saan matapos ang isang meeting na ipinatawag ng mga sundalo at pulis na naka-RSCP sa lugar ay napilitang mai-quarantine ang lahat ng dumalo dahil apat sa mga sundalo at pulis na nasa pulong ay nagpositibo sa COVID-19. Naantala ang kabuhayan ng mga masa at naging pasakit sa kanila ang panahong nasa quarantine facility sila dahil walang sapat na pondo para sa kanilang mga pangangailangan samantalang ang mga sundalo at pulis ay naka-catering pa ang pagkain.

Sa mga ganitong pangyayari, makikita ang pagpabor ng rehimen sa mga tauhan nito at pagsasawalang-bahala sa kagalingan ng mga ordinaryong sibilyan. Hindi napapanagot ang mga paglabag ng mga sundalo at pulis sa health protocols pero grabe ang parusa sa mga sibilyan. Walang sapat na ayuda bagkus limos ang ibinibigay ng rehimen gaya ng feeding program na ni hindi man lang sapat kahit sa isang araw na pagkain ng isang pamilya. Ang mga aktibidad na nagtitipon ng napakaraming bilang ng tao at di naisisigurado na may sapat na pagsunod sa health protocol ay napakalaking kapahamakan para sa mga mamamayan at ang nakakagalit dito ay mismong mga tauhan pa ng reaksyunaryong gobyerno ang nagpasimuno. Kung magkaroon man ng hawaan ay walang ibang magdurusa kundi ang mga masa dahil wala ni ano mang responsibilidad at tulong na manggagaling mula sa AFP-PNP at gayun na rin sa gobyerno.

Sa mga pangyayaring ito, dapat na ibunyag, batikusin at papapananagutin ang tropa ng 50th IB, Police Regional Office – Cordillera (PRO-COR) at Provincial Police Office (PPO-Kalinga) at mga upisyal nitong pasimuno ng mga super-spreader event gayun din ng nagpapatuloy na pagkakalat nila ng bayrus sa probinsya. Itigil ang mga operasyon combat at gayun din ang pananatili ng mga RCSPT sa mga baryo. Direktang dapat managot ang mismong rehimeng Duterte sa kriminal na kapabayaan sa pagtugon sa panahon ng pandemya.

Kabataang Makabayan – Negros mourns the death of Ka Ella, Red fighter and revolutionary poet, in the hands of fascist troops from the 79th Infantry Battalion last August 20 in Hacienda Raymunda, Barangay Kapitan Ramon, Silay City, Negros Occidental. We also vehemently denounce the Armed Forces of the Philippines’ (AFP) violation of Geneva Conventions as Ka Ella was captured alive upon injury but was either left to bleed to death or was finished off.

The militant youth of Negros look up to her revolutionary and cultural work as worthy of emulation. Ka Ella was what an artist and cultural worker should be: wielding the pen on one hand, and strongly gripping the gun on the other.

Back when she was a young activist in the legal national democratic movement, she saw the limitations of art and activism in the face of outright violence of the state. In immersing herself in the peasant struggle for land, Ka Ella found the justness of the war being waged by the New People’s Army, with the guidance of the Communist Party of the Philippines. She found that it was not merely enough to study and write about the revolution. A committed artist must also take up arms and wage revolution.

Ka Ella left what could have been a dazzling career in the arts back in the city. Instead she chose the long and arduous road of revolution and serving the people in the countrysides, particularly in Negros, where she immersed in the struggles of the peasant masses. May this inspire the militant youth of Negros to also strive towards remolding and the shedding away of our bourgeois tendencies in order to become true revolutionaries like Ka Ella.

The reactionary state has spit on her legacy and called her a terrorist. But the peasant masses of Negros, which Ka Ella fought alongside with, knows otherwise. The true terrorists are the mercenaries who sow terror on peasants and those who side with the landlords and the big compradors. For the toiling masses, Ka Ella and guerillas like her are the true heroes of our time. As long as imperialism, feudalism, and bureaucrat capitalism remain as the ills of our time, no state terror can stop people from following the path of Ka Ella towards the highest form of struggle.

Ka Ella, you will live on in the soils of Negros Island, and a hundred more young blood will fearlessly take up arms and rise after you to continue the revolution until victory.

Red salute to Comrade Ella and Comrade Pabling who dedicated their lives during the battle between the troops of the 79th IB Philippine Army and RJPC-NPA in North Negros Last August 20, 2021 in Hacienda Raymunda, Barangay Kapitan Ramon, Silay City, Negros Occidental.

The North Negros Front Committee, Red Commanders and fighters under the Roselyn Jean Pelle Command – New People’s Army, gave their highest tribute as revolutionary martyrs to Comrade Kerima Lorena “Ka Ella” Tariman and Comrade Pabling who sacrificed their lives for the buckler of the Revolutionary movement and sugarcane workers and farmers in North Negros and throughout the island.

Comrade Ella, arrived in North Negros Fronts on the last quarter of 2018. She was one of those who helped lead the people to fight against Memorandum Order No. 32, implemented on the island. Here, they experienced the brutal and fascists actions committed by the military troops on the peasant masses such as the fake NPA surrender program and forced surrender, illegal raids and arrest of suspected peasant leaders and sympathizers of the revolutionary movement, and the arbitrary killings and massacre of peasants such as the Sagay 9 massacre and others.

She also led the campaign for mass movement amidst the pandemic crisis of COVID-19 one of our immediate response for the demand of broad masses to advance their economic interests we implemented the farmers collective cultivation in Northern Negros.

During the past year, amidst hard lockdown, the duped scheme of the US-duterte regime. In response to the clamor of the masses, we conducted a medical mission in the peasant communities together with the local underground mass organizations in our guerrilla zones, Ka Ella was one of those who led the campaigns.

Ka Ella had no hesitation in performing the tasks even though she was not still familiar with the area and has yet to learn the language here. Ka Ella easily surpassed the limits and made a great contribution to further improving and putting into practice the basic principles of armed struggle. Her companions also contributed to the sharing of the lessons of her experiences in the various places she worked in which inspired the comrades to further improve their work.

Ka Ella, on the other hand, made a significant contribution as a writer and artist to organize our local news publication, “Nagabagang Duta” (ND) and other propaganda materials that reached the broad masses not only in North Negros.

Ka Ella also helped a lot in training the comrades on how to use electronic gadgets for propaganda action. He also helped to systematize the educational work in the field. Comrade Ella contributed to the recognition of right and wrong practices. She was not liberal in pointing-out inaccuracies and those that needed to be corrected.

She is eager to give ideas on practical activities and she is good at teaching others. As a Party cadre, Ka Ella was brave and joined the military actions and breakthroughs.

Her new role helped transcend the conservatism to implement the 3 integral tasks: AS, Agreb, and Mass Base Building.

Ka Ella is just simple, thoughtful woman, not arrogant even at the level of education she had. She was close to the comrades and the masses. Quiet when working and persistent in tasks. No time wasted if there was work even if her meal could be delayed. The periodic pain of her knee in the steep and mountainous she traveled, did not become a burden to her. Ka Ella is a model of true revolutionary and self-critical.

On the whole, Ka Ella and Ka Pabling have contributed greatly to the preservation and further advancement of the revolutionary movement in North Negros which the military troops are proud to have dismantled or destroyed. But in reality, the North Negros Front has been determined to advance the people’s armed struggle to a higher level.

For Ka Ella’s family, the comrades in Negros are grateful for your unstoppable support for her chosen path of revolution. Likewise with her beloved child, we know that Ka Ella always thinks of you. She endured being away from you but she always thought for it of the whole people who were exploited and you are included in it.

Although the comrades and the masses were sadenned by the deaths of Ka Ella and Ka Pabling, it increased firmness to continue the work they started. Their deaths inspired us to intensify the fight for feudal and semi-feudal exploitation that the farm workers on the island of Negros had long endured.

Struggle do not be afraid! Until the ruling System led by the Duterte regime is destroyed.

The National Democratic Front-Eastern Visayas condemns the promotion of erstwhile 8th Infantry Division chief Maj. Gen. Pio Diñoso III as the new commander of the Visayas Commission (VisCom) of the Armed Forces of the Philippines.

The warmongering general which directed the 13-hour bombing, strafing and shelling spree in Dolores, Eastern Samar has been rewarded by his commander-in-chief Rodrigo Duterte with a higher rank and a wider scope where he will order worse and more brazen attacks against the New People’s Army and peasant communities.

In his more than two years as 8th ID commander and concurrent head of the RTF-ELCAC, Diñoso has served as Duterte’s principal henchman in carrying out the regime’s intensified all-out war against the people and the NPA in Eastern Visayas.

From July 2019 to August 2021, death squads within the AFP-PNP summarily killed at least 34 individuals, most of whom were peasants and included mass activists. Activists and progressives such as Tacloban 5 were arrested and detained on trumped up charges. Hundreds were forced to surrender and entire communities have been put under military rule and fascist repression.

Under Diñoso, at least 15 combat battalions of the AFP-PNP have been mobilized against the NPA. They have allocated at least P10 billion worth of armaments, salaries and expenses for combat operations and intelligence operations and psychological warfare veiled as Retooled Community Support Program.

Especially under the Duterte regime, soldiers and police personnel can only aspire to rise in the ranks if they commit the most brutal and inhumane acts of terror against the people. The generals who carry out the worst attacks are the ones who get the highest promotions, are rewarded the biggest share of swindled public funds, and enjoy legal protection from the regime despite their crimes.

Diñoso is a pestilence to the people of Eastern Visayas. With the NPA by their side, they are more than ready to face him as the new VisCom commander. They are also ready to fight tooth-and-nail against whomever will replace him in the 8th ID.

The NDF-EV calls on the people of the Visayas islands to determinedly wage armed struggle to frustrate Diñoso and the Duterte regime’s all-out fascist and terrorist rampage. #

Camp Leon Kilat, Tanjay City, Negros Oriental – Major General Andres C Centino, the Commanding General of the Philippine Army (CGPA), made his first command visit at Headquarters, 302nd Infantry “Achiever” Brigade on 27 August 2021. He was accorded with foyer honors upon his arrival by Colonel Leonardo I Peña (MNSA) PA, the Brigade Commander.

During his talk to troops, Major General Centino expressed his heartfelt gratitude to the men and women of the Team Achiever for their devotion to duty and contributions in the various accomplishments of the Brigade. He encouraged everyone to exert more efforts for the accomplishment of Army’s mission. “Let us take the opportunity that our government’s thrust is to end the local communist armed conflict through the whole of government and whole of nation approach. We are gaining grounds and let us end this five (5) decades of CTGs’ deception for our next generation who will truly benefit from our success,” Major General Centino added.

As part of the itinerary in the brigade’s area of operations, the Commanding General, Philippine Army (CGPA) also visited the Community Defense Unit Patrol Base located at Sitio Ling-ab, Brgy San Miguel, Tanjay City, Negros Oriental where the resettlement site of the Kapatiran Negros Oriental Chapter is also located. The Kapatiran para sa Progresibong Panlipunan, Inc or simply Kapatiran is formerly known as the Rebolusyonaryong Partido ng Manggagawa-Pilipinas/Revolutionary Proletarian Army-Alex Boncayao Brigade-Tabara Paduano Group (RPM-P/RPA/ABB/TPG). They were given by the CGPA with medical supplies which they can use during their operations. The CGPA, likewise, inspected the ongoing construction of the core shelters for the members of the Kapatiran under the PAMANA housing project of the Office of the Presidential Adviser on Peace Process (OPPAP) being built by the 542nd Engineer Construction Battalion of 53rd Engineer Brigade, Philippine Army.

BALER, Aurora – Another members of the dismantled Komiteng Larangang Guerilla Sierra Madre (KLG-SM) of the New People’s Army (NPA) have surrendered to the security forces in Barangay Gupa, Dipaculao, Aurora on Saturday, August 26, 2021, turning to authorities his firearms and ammunition, a top military official said.

Lieutenant Colonel Reandrew P Rubio, commander of 91st Infantry “Sinagtala” Battalion, Philippine Army said in an interview on Sunday that joint elements of Bravo Company, 91st IB, 7th ID led by Technical Sergeant Ruel G Virtuoso, Company first sergeant under the supervision of 2nd Lieutenant Josua A Aurelio, officer-in-charge (OIC) together with 2nd Aurora Provincial Mobile Force Company (2nd APMFC), Aurora Police Provincial Office (APPO) led by Police Major Bayani A Balbuena; Provincial Intelligence Unit (PIU), APPO and Dipaculao municipal Police Station (MPS) under the supervision of Police Colonel Julio S Lizardo, Provincial Director of APPO facilitated the voluntarily surrender of former Communist Party of the Philippines-New Peoples’ Army Terrorist (CNT) under Platoon Norte, Provincial Committee identified as Danilo Jaramillia, Alias Ka Benny, 49, and a resident of Barangay Gupa, Dipaculao, Aurora.

Ka Benny personally surrendered his cal. 38 defaced revolver with three (3) live ammunition to security forces in the said place. The surrenderee and his weapon are now in the custody of 2nd APMFC Brgy Dibacong Casiguran, Aurora for proper disposition.

Lieutenant Colonel Rubio said that the series of surrender of former CNT members with firearms clearly indicates that they are dissatisfied with the communist armed group who continue to sow fear and extortion activities targeting the innocent civilians.

“Our strong collaboration with our stakeholders and the PNP is effective in the campaign to save remnants of the dismantled CPP-NPA by sending messages of hope and peace through the programs of the government. We call on those remnants of KLG-SM to abandon the armed struggle and be with their loved ones and live peacefully,” he said.

He added that Ka Benny decided to surrender because of the misery he experiences in the terrorist group and losing the chance to be with his family and loved ones. “Our government is sincere in its effort to end the 53 years-long armed conflict. Let us embrace the opportunities offered to you by our government,” Lieutenant Colonel Rubio ended.

August 29, 2021, Kuta Heneral Teodulfo Bautista Jolo, Sulu – Yesterday, in a change of command ceremony presided by Joint Task Force – Sulu and 11th Infantry Division Commander Major General William N Gonzales, Colonel Leomar Jose M Doctolero assumed as the new commandant of 11th Division “Mastal” Training School (11DTS) at Camp Bud Datu, Brgy Tagbak, Indanan, Sulu.

“Like our division, Mastal Training School is the youngest there is in the Army. We’ve got lots of things to work on for this school to be institutionalized but I know that Colonel Doctolero is more than ready for this challenge. He is a former commandant of the Scout Ranger School; he was also my executive officer when I was the Philippine Army Assistant Chief of Staff for Training and Education. He also headed the Marksmanship Training Center of Training and Doctrine Command. Through him, I believe that we could churn out top quality, professional soldiers,” said Major General Gonzales during his speech.

Colonel Doctolero is the fourth commandant of the school. Meanwhile, his predecessor, Lieutenant Colonel Ricky N Parcon was awarded with a Military Merit Medal for his laudable accomplishments in formulating guiding principles that will serve as a unit roadmap for improving its instructors as well as the quality of training for soldiers and would-be soldiers of the division.

During the latter’s stint, the school was also able to enhance its facilities to include its firing range, mess hall and organic personnel barracks. Lieutenant Colonel Parcon will now be assigned at the Army Reserve Command in Tanza, Cavite.

To note, 11DTS facilitates Basic Military Training, Infantry Orientation Course, In-Service Training and Battalion Retraining Program of Infantry units. It was organized on December 1, 2020.

SAGAY CITY, Negros Occidental – About 250 villagers gathered at the Eustaquio Lopez Covered Court on Saturday to condemn the atrocities and deceptions of the Communist-NPA Terrorists (CNTs) and its allies.

Through the joint efforts of the Local Government Unit of Silay City under the leadership of Mayor Mark Andrew Arthur Golez, Police Major Fernando Somblingo Jr., OIC of 1st Negros Occidental Provincial Mobile Force Company; Police Lieutenant Colonel Robert Petate,COP Silay CPS; and Lieutenant Colonel J-jay T Javines, Commanding Officer of 79th Infantry “Masaligan” Battalion the mass condemnation against the CNTs was successfully initiated.

The activity commenced with an information drive aimed to give awareness to the residents regarding insurgency, deception and recruitment strategies of the Communist Terrorists Group (CTGs) and to address the issues and concerns of the residents.

Former rebel “Ka Joross” also shared his testimony about his worst and miserable experiences when he was still in the armed group and how his life changed after he surrendered.

Meanwhile, participants of the activity, mostly members of Hacienda Culahao C Farmer Workers Association (HACUFWA) and Hacienda Nenita Farmer Workers Association (HANFAWA) took their oath of allegiance officiated by Brgy Captain Meriam Gallego.

This was followed by the burning of the CPP-NPA flag to to show their withdrawal of support to the terrorist organization as they hoisted banners and placards calling for an end to the “terrorist” activities, extortion, harassment and deception to civilians, as well as recruitment of minors by the CNTs.

Simultaneous with the activity was the distribution of educational leaflets containing information about the benefits of Enhanced Comprehensive Local Integration Progran (E-CLIP) to encourage members of the CNTs to return to the folds of the law.

Said activity was a product of the Community Support Program (CSP) of the 32nd CMO and 1st NOCPMFC.

Mr. Arnilo Serquillos, Chairman of Hacienda Culahao C Farmer Workers Association thanked the CSP team of the Philippine Army and PNP for the assistance to their organization.

“Madugay na nga gin tukod ang amon asosasyon apang wala napa rehistro sa DOLE tungod ang organizer nga nagpalapit sa amon gin pangayuan lang kami sang kwarta kag gin pasalig nga iparehistro sa DOLE rason nga wala kami ka avail sang programa sang gobyerno. Apang sa bulig sang CSP team, natigayon nga marehistro sa DOLE ang amon asosasyon,” he said.

For his part, Lieutenant Colonel J-jay T Javines, Commanding Officer of 79IB lauded the efforts of the community in condemning the CNTs and its allies.

“This clearly shows that the peace-loving residents of E.Lopez can no longer endure the suffering they’ve been experiencing. The pledge to withdraw their support from the armed group is already a bold step towards ending insurgency. Let us continually work together to finally put an end to the decades-long ruthlessness of the communist terrorists group.

“As your partner in this endeavor, your Philippine Army will constantly collaborate with the PNP counterparts, the Local Government Unit and other agencies to help every community in Northern Negros to be resilient against the threats being brought by these peace spoilers, the CNTs. Together, let us build progressive and peaceful communities that are INHOSPITABLE to the presence of any threat group,” Lieutenant Colonel Javines added.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Nakubkob ng kasundaluhan ng 50th Infantry Battalion ang kwebang imbakan ng mga armas at gamit ng mga Communist NPA Terrorists (CNTs) sa bahagi ng Sitio Ligayan, Barangay Balantoy, Balbalan, Kalinga noong ika-27 ng Agosto taong kasalukuyan.

Sa pamamagitan ng impormasyon na ibinahagi ng mga residente sa tropa ng pamahalaan, narekober ang isang M16 rifle na baril, long magazine na naglalaman ng 20 piraso na mga bala, isang bandolier, tatlong metro ng electrical wire, tatlong tent, iba’t-ibang mga gamot, subwersibong mga dokumento, at ilang mga personal na kagamitan. Ang mga ito ay natagpuan sa isang kweba na ginawang imbakan ng armas ng mga CNTs.

Ayon sa mga residente, kanilang ibinahagi ang naturang impormasyon upang wala nang rason na daanan pa ng mga miyembro ng teroristang grupo ang kanilang lugar. Anila, hindi katanggap-tanggap ang presensya ng naturang grupo sa kanilang lugar dahil sa takot at kaguluhan na dulot ng mga CNT. Dagdag pa rito, ang kanilang pakikipagtulungan ay tanda umano ng kanilang pakikiisa sa hangarin ng pamahalaan na masugpo ang insurhensiya. Sinabi pa ng mga residente na naideklara nilang Persona Non Grata ang mga teroristang grupo sa kanilang lugar. Kung kaya, hindi na umano nila hahayaan pang maagaw sa kanila ng teroristang grupo ang kapayapaan at kaunlaran.

Samantala, nagpasalamat naman si Major General Laurence E Mina, Commander ng 5th Infantry Division sa pakikipagtulungan ng mga residente upang tapusin ang insurhensiya sa kanilang lugar. Aniya, ang mga residente ang makikinabang sa kanilang pagsuporta sa panig ng pamahalaan. “Lubos ang aking pasasalamat sa inyong pakikipagtulungan tungo sa kapayapaan at kaunlaran ng inyong lugar. Nawa’y hindi kayo magsasawa sa pagbibigay ng suporta sa inyong kasundaluhan. Tulung-tulong tayo sa pagkamit ng ating inaasam-asam na mapayapa at maunlad na bansa.”

CAMP ELIAS ANGELES, Pili, Camarines Sur-A member of the Communist Terrorist Group (CTG) was killed in an armed clash that broke out around 3:10 in the morning, Saturday, August 28 in the hinterlands of Barangay San Vicente Norte, Iriga City, Camarines Sur.

The encounter stemmed from a report made by the residents about the presence of the communist NPA terrorists (CNTs) in the area to which the combined elements of 49th Infantry Battalion (49IB) and PNP immediately verified.

After a 15-minute gunfight, the enemies left in haste leaving their dead comrade behind and an M16 rifle. Also seized from the encounter site where materials used for making anti-personnel mines, terroristic propaganda materials and personal belongings.

Lt. Col. Benjamin Tapnio, Battatlion Commander of 49IB, thanked the residents for the timely information given to them that led to this accomplishment.

Col. Jaime Abawag Jr, Brigade Commander of 902nd Infantry Brigade, on the other hand, urged the families of the remaining CTG members to step forward and convince their relatives to return to the folds of the law.

“Tulungan po ninyo kaming kumbinsihin silang sumuko dahil hindi po namin gustong iuwi sa inyong tahanan ang inyong mga kaanak na wala ng buhay. Hindi po karapat-dapat na ibuwis nila ang kanilang buhay sa teroristang grupong naghahasik ng karahasan at terorismo sa mga komunidad,” Col. Abawag said.

Meanwhile, MGEN HENRY A ROBINSON JR PA, Commander of Joint Task Force (JTF) Bicolandia, stressed that the intensified operations of the security forces against the CTG are relentless.

“Baka akala ng mga teroristang ito ay hindi tuloytuloy ang pag tugis sa kanila, sa katunayan sinusuyod natin lahat ng bahagi ng Bicol para tugisin sila. Again, we are reminding the CTG members that if they don’t want to lose their lives, they better lay down their arms. Ginagamit lang kayo ng inyong mga lider para isakatuparan ang kanilang mga iligal na gawain. Huwag kayong magbulag-bulagan sa katotohanan. Kung hindi man kayo naaawa sa inyong mga sarili, maawa kayo sa mga pamilya ninyo,” MGen. Robinson said.

It can be recalled that just this week, a CTG’s hideout which houses 23 huts, a training site, and bomb-making area was overran by government troops in Masbate due to the continuous information the authorities are receiving from the locals, landing a solid blow on the already collapsing communist insurgency in the island province.

Furthermore, just this year, a total of 15 CTG members were killed in the successful engagements initiated by the Army and PNP against the terrorist group.

ARAKAN, COTABATO – After 10 minutes of a firefight with more or less seven (7) Communist NPA Terrorists (CNTs), operating troops of 72nd Infantry Battalion and 3rd Infantry seized their paraphernalia at Purok 10, Barangay Kiburiao, Quezon, Bukidnon on August 26, 2021.

The said CNTs were believed to be members of GF57, SRC3, SMRC led by Ruel Villanueva Cabales @Aman, Secretary. SRC3.

Thru the relentless information gathering and focused military operation of 72IB, the extortion, burning activities and recruitment schemes of the CNTs to the residents were prevented.

72IB calls on the remaining members of the communist terrorist group to surrender peacefully, embrace the peace initiatives of the Government thru the Enhanced Comprehensive Local Integration Program (ECLIP) and live together with their families and loved ones.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- “We believe that education is the key to a brighter future.” said MGen Laurence E Mina PA, Commander of 5th Infantry Division, Philippine Army during the inauguration and blessing of three units of two-classroom school buildings held in Sto Niño and Rizal, Cagayan on August 25-26, 2021 respectively.

Through the signing of Deeds of Donation between the Local Government Units, 5ID, and GMA Kapuso Foundation Incorporated- who sponsored the construction, the said buildings were turned over to the teachers and students of Calassitan and Abariongan Uneg Elementary Schools in Sto Niño and Bural Integrated School in Zinundungan Valley, Rizal all of Cagayan. 57 pupils from kindergarten to elementary in Sto. Niño while 177 elementary and secondary students in Rizal are set to benefit in the said school building project once face-to-face mode of teaching resumes.

Moreover, Lt Gen Arnulfo Marcelo Burgos Jr., Commander of Northern Luzon Command attended the said activity in Sto. Niño, Cagayan. In his message, he encouraged the teachers and residents to use the school buildings as the molding ground of the future leaders of the said Municipality.

In response, Dr. Lauro Daquioag, DEPED District Supervisor lauded the joint efforts of the AFP, LGUs, and GMAKFI. The Community Support Program of the 17th Infantry Battalion and the 513rd Engineering Construction Battalion helped in the implementation of the said projects.

On the other hand, Sto. Niño Mayor Vicente Pagurayan is delighted on the continuous flow of developmental projects in his municipality. “Ako ang pinakamasayang mayor sa buong mundo! Ako ay natutuwa higit lalo para sa aking mga kababayang makikinabang sa proyektong silid paaralang ito.” He then reminded the residents to give their full support to the government. “Narito ang inyong tunay na gobyerno. Tignan ninyo ang nangyayaring pagpapatupad ng mga proyekto sa ating mahal na bayan. Magtulungan tayo para tuluy-tuloy na makamit ang kapayapaan at kaunlaran sa ating lugar. Without peace we cannot attain development.”

Furthermore, Barangay Captain Evelyn Baloran of Bural said that their barangay was once a haven of the CTGs. She did not imagine that after years of CNT influence, developmental projects are now pouring in their place.

MGen Mina also added that education will raise the level of awareness of the students in the said barangays. “Sa edukasyon, tataas ang antas ng karunungan at kamalayan sa ating mga kabataan. Wala nang mabibiktima pa sa panlilinlang ng mga teroristang NPA.”

Meanwhile, the inauguration and blessing were also graced by BGen Steve Crespillo, Commander of 501st Infantry Brigade, LTC Angelo Saguiguit, Commanding Officer of 17IB, LTC Roger Alejandrino, Commanding Officer of 513 Engineering Construction Battalion, Mr. Reginald Andal, Executive Director of Manila Water Foundation, and members of Barangay Council of the three barangays.

Monkayo, Davao de Oro- 1 Million worth of livelihood project named “Table Egg Production Enterprise” was launched in Brgy. Mt. Diwata, Monkayo, Davao de Oro yesterday, August 27, 2021.

This livelihood project will be given to the members of the Mt. Diwata Women’s Association. This project is funded by the Local Government Support Fund- Support to the Barangay Development Program (LGSF-SBDP) by the National Task Force in Ending Local Communist Armed Conflict (NTF-ELCAC).

Present during the Groundbreaking Ceremony is the Provincial Vice-Governor Hon. Maricar Zamora representing the Provincial Governor of Davao de Oro, Hon. Jayvee Tyron Uy, 1st District Congressman Manuel Zamora, LTC ELSON G BALLENA INF (GSC) PA, Battalion Executive Officer, PCOL LEONARD LUNA, PPO DDO- Provincial Director, Hon. Pedro J. Samillano Jr., Barangay Captain, Provincial Veterinary Office and Provincial Social Welfare and Development Staff, and other officials.

“This livelihood project aims to lift up the lives of the community and there are more projects to be implemented here in your barangay to be funded by the NTF-ELCAC. This is part of sustaining and improving the development of formerly NPA infiltrated barangays and we are now one step away in attaining a peaceful and conflict resilient community with an inclusive and sustainable development.” COL ASNAWI P MUTI INF (GSC) PA, Battalion Commander said.
