Private equity company Cerberus reviving shipyard at former U.S. naval base

SUBIC, Philippines -- Rising tensions with China are creating a business opportunity for Philippine officials looking to revive U.S. defense industry activity at the former American naval base in Subic Bay.

More than three decades after the withdrawal of American forces, Subic stands to benefit as the U.S. and the Philippines increase military cooperation in response to China's assertive policies in the South China Sea and toward Taiwan.

Rolen Paulino, head of the Subic Bay Metropolitan Authority (SMBA), which oversees the free-port zone created following the American departure, told Nikkei Asia that Subic's deep harbor and access to the South China Sea make it an obvious choice for military use.

"It's very strategic," he said. "It's only an hour away from Taiwan. It is about 30 minutes away by F-14."

The strengthening of U.S.-Philippine defense ties was underscored this month when President Ferdinand Marcos Jr. granted the U.S. access to four more Philippine military bases, bringing the total to nine. Manila has been alarmed by China's moves to reclaim and militarize islands in the South China Sea.

"We feel that it will help in making sure that there is safe passage in the South China Sea," Marcos said of the U.S. deal in an interview with Nikkei Asia in Tokyo on Feb. 12.

Subic Bay could be one of the new bases that the U.S. could access, according to Philippine officials. But Paulino said he could not confirm any plan, saying "higher level" officials would decide. "My level is to prepare the SBMA," he said.

The expanded defense deal was struck less than a year after U.S. private equity group Cerberus Capital Management took over the bankrupt Hanjin shipyard at Subic Bay, where the Philippine navy also has a base.

The rehabilitation of the shipyard has been described by Philippine officials as the "biggest public-private partnership" between the long-standing military allies. In January, U.S. officials from the Defense Department and Indo-Pacific Command visited the project.

SBMA officials said there were plans to resume ship repair and shipbuilding operations at the facility, which would cater to U.S. Navy ships, commercial ships and Philippine vessels. Paulino said 18 companies were setting up at the yard and predicted the project could generate between 5,000 to 10,000 jobs.

"I think they will be very, very aggressive this year," Paulino said of Cerberus.

Major U.S. defense contractor Vectrus is among the companies operating at the shipyard. It will provide logistical support -- such as storage, tents and generators -- to U.S. forces for their regular military drills in the Philippines, according to SBMA manager Karen Magno.

The full details of Cerberus' plans have not been made public. But the idea is to sublease the property to other companies, Magno said. U.S. real estate consultant CBRE is among the companies working on the project.

Subic played a critical role as a supply and maintenance hub for the U.S. military during the Vietnam War and the Cold War. In the future, the Pentagon could make use of Subic's commercial infrastructure, potentially reclaiming its status as a critical hub for Washington in times of crisis.

"The Philippine and U.S. navies ... could contract the commercial operators for supply, sustainment and repair services," said Gregory Poling, director of the Asia Maritime Transparency Initiative at the Center for Strategic and International Studies in Washington.

"This could, in theory, lead to Subic again becoming a major link in the U.S. Navy's logistics chain in the region, though that will happen through the contracting of local civilian companies much as now occurs in Singapore."

The U.S. and Japan, the latter of which is seeking its own visiting forces agreement with Manila, are keen to develop Subic. The Japan International Cooperation Agency is helping develop a new master plan for Subic Bay and is supporting the Philippine Coast Guard to establish a base there. Washington also has allocated $82 million to develop the five Philippine bases to which it has been given access.

Paulino, a former mayor of neighboring Olongapo, was among the local volunteers who helped develop Subic into a free port after the Philippine senate rejected its base renewal agreement with the U.S. in the early 1990s.

The zone now employs over 150,000 and hosts companies like Japanese electronics giant Nidec, Taiwanese computer manufacturer Wistron Infocomm, and the maker of U.S. shoe brands Vans and Keds.

Paulino said he was glad to see U.S. military operations return.

"I grew up with the presence of the U.S. Navy here. I don't see any problem with them," he said. "I see them as tourists. Because once they come here, definitely they will spend money."

New York-based Cerberus, which has approximately $60 billion in assets, acquired the Philippines' biggest shipyard for $275 million from creditors. It secured a 50-year lease and won tax breaks in return for a 17 billion peso ($307 million) investment.

Hanjin, a South Korean engineering and construction group, invested $2.3 billion to develop the 300-hectare yard, which built over 120 cargo ships and employed over 30,000 people. The company failed to pay off around $1.3 billion in debts, including $412 million from Philippine banks.

Paulino alluded to Hanjin's problems in welcoming defense-related enterprises to the yard. "When it comes to U.S. naval ships, they are a good client, they pay outright," Paulino said. "Of course, you will always prioritize the good payers."

The January 2019 Hanjin bankruptcy exposed the yard to a high-stakes ownership change. When two unnamed Chinese groups expressed interest in the yard, the Philippine defense establishment torpedoed their potential bid by raising national security concerns.

"Although it is a commercial shipyard, nothing can prevent the owners from making it into a de facto naval base and a maritime facility for other security purposes," former Philippine Navy chief Alexander Pama said at the time.

Cerberus began exclusive talks with Hanjin's Philippine creditor banks in mid-2019 and sealed the takeover in early 2022.

Negotiations took place during a turbulent period for U.S.-Philippine relations. In early 2020, former President Rodrigo Duterte -- who had forged warmer ties with China -- threatened to terminate the 1998 Visiting Forces Agreement, which facilitates the entry of U.S. troops into the Philippines. The termination, which would have impaired the allies' 1951 Mutual Defense Treaty, was rolled back by Duterte in mid-2021.

The Philippine Army (PA) opened back-to-back military exercises with its counterparts from the United States and Australia on Monday, Feb. 20, to enhance their interoperability with allied forces, including during times of war.

Col. Xerxes Trinidad, PA spokesperson, said participants from the PA’s 7th Infantry Division (7ID) and 5th Security Force Assistance Brigade (5SFAB) of the US Army opened the Philippines-United States Warfighting Functions Exchange 2023-1 at Fort Magsaysay in Nueva Ecija.

Also included from the Philippine side are troops from the 71st Division Reconnaissance Company; Alpha Company of the 99th Infantry Battalion; 1st Brigade Combat Team; and Alpha Company, 103rd Infantry Battalion of the 5th Infantry Division.


“The PH-US WFE aims to meet mutual training and modernization objectives of both forces across the warfighting functions domain and other training needs through an exchange of best practices; lessons learned; and tactics, techniques and procedures with US counterparts,” Trinidad said.

Col. Eugene Mata, 7ID chief of staff, highlighted the significance of enhancing the knowledge and skills of the troops on warfighting techniques to further bolster the capabilities of the Army units towards accomplishing their missions.

The two-week exercises will run until March 3.

Trinidad said the warfighting training will also serve as a prelude to the upcoming Salaknib and Balikatan exercises, which are large-scale bilateral trainings between the Philippines and the United States later this year.

Meanwhile, the PA’s 6th Infantry Division (6ID) and 6th Battalion, Royal Australian Regiment of the Australian Defence Force began the Philippine-Australia Army-to-Army Exercise (PAAAE) 23-1 at Camp Siongco in Datu Odin Sinsuat, Maguindanao del Norte.

Brig. Gen. Jovencio Gonzales, assistant division commander for operations of 6ID, and Lt. Col. Timothy Lopsik, Assistant Australian Defense Attache, formally kicked off the opening of the six-week exercise on Monday.

“The PAAAE 23-1 aims to enhance the capabilities and skills of personnel in urban operations; long-range marksmanship; tactical combat casualty care; intelligence surveillance, and reconnaissance operations; and small unit leaders training through the exchange of techniques, tactics, and procedures,” Trinidad explained.

Also joining the six-week training from the Australian side are troops from the 62nd Division Reconnaissance Company (DRC) and 63rd DRC. The exercise will culminate on March 31.

MANILA – Philippine Army (PA) and Australian Army units on Monday formally started their six-week training exercise which aims to improve the capabilities of both services in urban warfare and other related combat specialization tactics.

The exercises kicked off at Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao Del Norte which was joined by the 62nd and 63rd Division Reconnaissance Companies of the 6th Infantry Division and the 6th Battalion, Royal Australian Regiment.

"The PAAAE 23-1 aims to enhance the capabilities and skills of personnel in urban operations; long-range marksmanship; tactical combat casualty care; intelligence, surveillance, and reconnaissance operations; and small unit leaders training through the exchange of techniques, tactics, and procedures," Army spokesperson Col. Xerxes Trinidad said in a statement Tuesday.

The exercise will end by March 31, he added.


Meanwhile, Trinidad said the 7th Infantry Division and 5th Security Force Assistance Brigade, United States Army also kicked off on Monday the Philippines-United States (PH-US) Warfighting Functions Exchange 2023-1 (WFE 23-1) at Fort Magsaysay, Nueva Ecija.

The two-week PH-US WFE aims to meet mutual training and modernization objectives of both forces across the warfighting functions domain and other training needs through an exchange of best practices, lessons learned, and tactics, techniques, and procedures with US counterparts.

All training participants came from the 71st Division Reconnaissance Company; Alpha Company, 99th Infantry Battalion; 1st Brigade Combat Team; and Alpha Company, 103rd Infantry Battalion (P), 5th Infantry Division.

The WFE 23-1 will run until March 3.

“Moreover, the iteration serves as the Sustained Warfighting Enhancement and Evaluation Program (SWEEP) of the participating units and also as a gated training for the upcoming PH-US combined exercises: Salaknib-23 and Balikatan 28-23," Trinidad said.

Police arrested a New People’s Army (NPA) leader for murder on Sunday morning, Feb. 19, in General Nakar town in Quezon province.

The suspect was identified as Christopher Avellano, 24, a resident of Sitio Pinamaypayan, Barangay Umiray, General Nakar.

Avellano was the squad leader of Platoon 2 (YGM) and platoon leader of Larangan Yunit Girilya (LYG), Guerilla Front (GF)-Narciso, Sub-Regional Military Area 4-A (SRMA 4-A) of the Southern Tagalog Regional Party Committee (STRPC).


Police said the suspect was the most wanted person on the regional Level of the Police Regional Office 4-A (Calabarzon).

Avellano was arrested on a warrant issued by Judge Marylou P. Meneses, acting Presiding Judge of the Regional Trial Court (RTC) Branch 65 in Infanta, Quezon on Sept. 2, 2021.

The suspect was involved in a series of encounters with government forces in General Nakar in 2015.

BACOLOD CITY – The Army 94th Infantry Battalion (IB) has congratulated 11 former New People’s Army (NPA) rebels for completing their 45-day training on Shielded Metal Arc Welding (SMAW) National Certificate 1.

Their graduation ceremony was held at the 94th IB headquarters in Barangay Tambo, Ayungon, Negros Oriental on Friday, Feb. 17.

Aside from the rebel returnees, 14 Civilian Armed Forces Geographical Unit Active Auxiliary (CAA) members from the Delta Company also finished the training conducted through the help of the local government of Ayungon and the Technical Education and Skills Development Authority (TESDA) in the province.


According to the Army, their training started in December 2022 and aims to provide technical skills and experience for the former communist guerillas as they incorporate themselves to the community.

Lt. Col. Van Donald Almonte, 94th IB commander, thanked partner-agencies for their selfless support for the former NPA rebels.

Almonte said that their certificate will provide them the opportunity to be more competitive in any job opportunity in society and even in other countries. This will also serve as an investment for their future, he added.

Ayungon Councilor Joseph Dayahan thanked the 94th IB for providing the training facility and equipment. He also thanked TESDA and BEST Inc. for bringing free skills trainings to the town through their programs.

LEGAZPI CITY — Two soldiers were killed in an ambush on Monday, Feb. 20, perpetrated by suspected New People’s Army (NPA) rebels in Camalig town in Albay province.

In a belated report Tuesday, the Philippine Army’s 9th Infantry Division identified the victims as Private John Paul Adalim and Private Mark June Esico, both assigned at 31st Infantry Battalion.

The report said three armed men, believed to be NPA guerrillas, shot the victims as they were buying goods around 7 a.m. at the public market in Barangay Cotmon.


The victims died on the spot due to injuries.

The Army said the soldiers were deployed in the area to augment the search-and-rescue operations for the missing four passengers aboard the Cessna plane that crashed on Feb. 18 near the summit crater of Mount Mayon.

CARMEN, Surigao del Sur -- The 36th Infantry "VALOR" Battalion (36IB), Philippine Army facilitated the Gift Giving to former rebels (FRs) who are currently enrolled in the Alternative Learning System (ALS) held at the 36IB Headquarters, Barangay Puyat in Carmen town, recently.

The activity included the distribution of school supplies and a laptop to the 30 FR-ALS learners. Additional newly surrendered seven (7) FRs also availed of the army’s initiated immediate cash assistance and one Motorcycle.


The Gift Giving, and handover of assistance were the simple gestures of the 36IB Personnel in accepting the former rebels (FRs). The army and partner stakeholders part of the endeavor showed all pout support to the FR beneficiaries for their dreams of a peaceful and new life together with their families.

The FR-beneficiaries on the other hand expressed their gratitude and sincerity of returning to the folds of the law which accordingly is the best choice that they have made.

They also emphasized and encouraged other New People's Army terrorist members to surrender, go back to the mainstream society, avail the programs of the government and be with their families peacefully.

Lt. Col. Michael Rey S. Reuyan, 36IB Commanding Officer, thanked the Former Rebels for returning to the folds of the law. Communist Party of the Philippines (CPP)-Negros said that neoliberal dictates implemented by the US-Marcos regime such as sugar importation, and land use and crop conversion seriously affected farmers and sugar workers on the island.

Its statement was released on Wednesday, through its newsletter Ang Paghimakas (The Struggle).

“Big comprador-landlords monopolizing thousands of hectares of sugarcane plantations and owning majority shares in sugar mills (or centrals) and sugar trading on the island easily adapted to the sugar crisis caused by Marcos Jr’s reign,” it stated.

“When profits from sugar production decline, they opt to transform parts of their sugarcane plantations into non-productive use such as solar fields, commercial and eco-tourism areas, and real estate, or they convert into other high-yielding cash crops according to the demands of the global market,”

“This is to the advantage of foreign and domestic speculators and land-based multinational companies who are eager to grab vast lands and plunder the natural resources of Negros,” it added.

It also highlighted cheap wages of farm workers in sugarcane plantations and industrial workers in sugar centrals in stark contrast to high cost of basic necessities.

“Much worse is that hacienderos have never implemented minimum wage in haciendas and even short-changed their farm workers of just benefits,” it said.

According to CPP Negros, apart from sugarcane production, farm workers and tillers who have no land or who do not have enough land producing rice, corn, banana, coconut and other crops also experience various forms of feudal and semifeudal exploitation.
Rapidly worsening conditions

From the situation in rural areas, CPP Negros also tackled the “rapidly worsening conditions” of sectors in urbanized cities, town centers and shorelines on the island.

“Workers, urban poor, semi-proletariat, fisherfolk, youth, professionals and other sectors face low wages, mass layoffs, rampant unemployment, skyrocketing prices of basic commodities, and privatization of public services,”

“There is also land use conversion and reclamation that escalates land grabbing, demolition and environmental destruction,” it stated.
Fragile Marcos-Duterte clique

CPP Negros further underscored the “fragile alliance” of the most reactionary section of the ruling class, the Marcos-Duterte clique, that is “united in counterrevolution and puppetry to US imperialism, but is already showing cracks.”

“Each camp is competing over loot and influence resulting to further deterioration of the political situation in the country,” it said.

It criticized the Marcos-Duterte clique for resorting to state terrorism to suppress mass resistance, “it unleashed its rabid armed forces on the people that resulted to monstrous and violent military attacks particularly on peasant communities in Negros.”

According to CPP Negros, from 44 monitored cases within the last six months of Duterte’s regime, incidents of human rights violations rose to 178 from July to December 2022, the onset of Marcos Jr’s reign, recording a 300% increase.

CPP Negros pointed out that of the 222 monitored incidents in 2022, involving more than 19,000 victims, 17 cases directly involved children.

Additionally, these abuses, perpetrated by state forces and their paramilitary, usually happened during focused military operations in 73 barangays across 19 towns and cities in Negros Island especially in Himamaylan City, Negros Occidental and Guihulngan City, Negros Oriental, it stated.

It also said that red-tagging was rampant on the island aiming to neutralize activists and any opposition to Marcos Jr’s reign.

“Sharpening contradictions in land struggles make peasant leaders the main target of red-tagging and vilification campaigns of state forces and its deception machineries,” it added.

According to CPP Negros, the worst attack on the legal democratic movement in Negros last year was the forced disappearance of urban poor leader Iver Larit in April.
Marcos Jr’s brand of state terrorism

CPP Negros noted that from the Duterte regime’s blood thirst, brutality and tyranny, the second half of 2022 gave a taste of Marcos Jr’s brand of state terrorism raising the intensity and ferocity of the AFP’s counterrevolutionary war in Negros to a different level.

However, it said that the revolutionary movement was able to surmount these brazen and rabid attacks against its ranks and the people of Negros with the guidance and leadership of the CPP.###

The partisan operation launched today, February 20, The Santos Binamera Command (NPA-Albay) successfully launched a partisan operation today, February 20, at Barangay Cotmon, Camalig.

Two soldiers of the 31st IBPA who were buying supplies at the local market of said barangay were ambushed by Red partisans around 7:20 in the morning. PFC Mark June Esico and PFC John Dave Adcolin who were both part of the security detail of the infrastructure project of Centerways Construction in Barangay Sulong of the said town were killed-in-action. A 45 caliber pistol was seized from them.

The operation is part of the NPA’s punitive campaign against AFP units and other state agents involved in gross human rights violations. The 31st IBPA where the two soldiers belong to is responsible for numerous fascist crimes against the people of Albay, Sorsogon and Masbate.

It is also part of the revolutionary movement’s ongoing tribute to the revolutionary memory and legacies of Comrade Jose Maria Sison.

An officer of the communist terrorist group (CTG) was killed during a military operation in T’Boli, South Cotabato, on Saturday, February 18, 2023.

Maj. Gen. Alex Rillera, Commander of Joint Task Force Central, said that the troops of the 5th Special Forces Battalion under the 1st Mechanized Brigade conducted a raid at Purok Alaw, Sitio Lembed, Barangay Laconon, T’Boli which resulted in the successful neutralization of Marin Min Fay, a.k.a. Diego/Kidlat, the vice commanding officer (VCO) of the Front Organizational Command (FOC), Guerilla Front Musa, Far South Mindanao Region.

Recovered in Kidlat’s possession was: one cal. 45 pistol with live ammunition, one Suzuki Raider motorcycle, several identification cards, and other personal belongings.

Lt. Gen. Roy Galido, Commander of Western Mindanao Command, lauded the Joint Task Force Central for the accomplishment. He also urged the remnants of the CTG and other terror groups to make up their minds and end their armed struggles peacefully.

“It is best to win peace without any single bloodshed. We feel more accomplished whenever we send those who returned to the folds of the law back to their families and be productive citizens of their respective communities,” Lt. Gen. Galido added.

On February 18, 2023 at around 06:30pm, another Communist Terrorist Group (CTG) leader was neutralized during an encounter between the troops of the 5th Special Forces “PRIMUS INTER PARES” Battalion (Airborne) and more or less seven (7) CTGs from the Guerilla Front Musa (GF MUSA), Far South Mindanao Region (FSMR). The terrorist leader was identified to be Martin Mino Fay, also known as KIDLAT/DIEGO, Vice Commander of Front Operational Command, GF MUSA, FSMR, and a resident of Barangay Lam-apos, Banga, South Cotabato. One (1) .45 caliber pistol, numerous rounds of ammunition, one (1) hand grenade, along with his personal belongings were recovered on the encounter site.

Martin Mino Fay or KIDLAT is a well-known notorious CTG member throughout the province of South Cotabato. He orchestrated numerous atrocities, including the bombing and burning of public transportation vehicles and heavy equipment, which are considered major obstructions to South Cotabato’s sustained development. His most recent activities include delivering supplies (food and medical supplies) from their white area camps to the mountainous areas of South Cotabato where the main group of the Communist Terrorists are hiding and running away from the aggressive focused military operations of the military.

The Guerilla Front Musa has recently suffered significant losses that they have redirected their efforts towards recovery however, relentless military operations by forces under 1st Mechanized Brigade of 6th Infantry Division has prevented them from doing so and forced them to be constantly on the run and are said to be on survival mode. The 5th Special Forces Battalion has for so long exerted efforts towards the surrender of Martin Mino Fay. The unit has laid down the different programs of the government that can be taken advantage of by members of the CTG should they choose to return to the folds of the law but sadly @Kidlat chose the other way. But while it is disheartening that another life was lost, the operation was made possible through the cooperation and provision of valuable information by the civilian populace of South Cotabato, particularly from @ Bebot and @ Ryan, both residents of Purok Alaw, Sitio Lembed, Brgy Laconon, and T’boli, South Cotabato.

The unit continue to urge the remaining CTG members to surrender their firearms and return to the folds of the law, where they can take advantage of government programs both at the national and local level. The Government of South Cotabato has numerous services for the people that they can take advantage of such as free education and hospitalization for the people of the province. Farm to market roads are abound and more being constructed and planned, businesses and corporations are investing in the province, agriculture is growing as well as tourism. This belies the claims of the Communist Terrorist Group of lack of services and marginalization among others. If they remain outside the law, not only do they deprive themselves of these services, but they also impede the growth and development of the province and its people. The 5th Special Forces Battalion (Airborne) will continue to keep the peace in the province of South Cotabato and ensure that public trust is prioritized in carrying out the unit’s mission.

Dahil dito taos pusong nagpasalamat si Lieutenant Colonel Joel R Jonson; ang Battallion Commander ng 85IB sa patuloy na pagtitiwala ng mga mamamayan sa sinsiridad na hangarin ng pamahalaan para sa kapayapaan at kaunlaran. Kasabay nito, ang pagbibigay ng kaunting pabuya sa nagsuko ng Armas. 

Ayon sa kanya, patunay lamang ito na maari nang maging isang insurgency free ng nasabing bayan at lalawigan.

CATBALOGAN CITY, Philippines – The Philippine Army has transferred the 21st Scout Ranger Company from Davao City’s Paquibato district to Northern Samar under the Joint Task Force Storm.

Troops of the 21st Scout Ranger Company under the 4th Scout Ranger “Masigasig” Battalion are now in the province after its members underwent local and foreign training to enhance their counterinsurgency capability.

Northern Samar is one of the strongholds of the New People’s Army in Eastern Visayas.


Major General Camilo Ligayo, the army chief of Eastern Visayas said on February 19 that the new troops made significant inroads against communist rebels in Paquibato and also joined the four-month-long battle against the ISIS-Maute Group in Marawi City.

In an interview with Rappler, Ligayo gave an optimistic forecast, saying the military could end the insurgency in the region by the close of 2023.

“With the support of the local government units, we are helping the barangays to become conflict resilient,” he said in a mix of English and Filipino.

He called the deployment of the 21st SRC “a game changer”.

He said Army headquarters’ decision to send the elite force is an expression of support for troops on the tri-province island of Samar.

Ligayo described the new arrivals as “keen jungle hunters.” But he also urged the troops to avoid becoming complacent.

Eastern Visayas has five guerrilla fronts, with one already neutralized and four actively operating in Northern Samar, Ligayo said.

Explaining his forecast for the insurgency, the general claimed the 8th Infantry Division “neutralized” 160 New People’s Army (NPA) rebels from 310 barangays in 2022.

He said 26 communist guerrillas were killed, 30 were captured and 104 surrendered, with 1,707 militia members voluntarily surrendered.

The Army seized 297 firearms from the rebels in the same period, with 177 of these high-powered.

MANILA, Philippines – The Philippines and the United States are discussing conducting joint coast guard patrols, including in the South China Sea, a Manila official said on Monday, February 20.

With overlapping sovereign claims in the strategic waterway, the Philippines has ramped up rhetoric against what it describes as China’s “aggressive activities” in the South China Sea, which has also become a flashpoint for Chinese and US tensions around naval operation.

Jay Tarriela, the Philippine Coast Guard’s (PCG) spokesperson on South China Sea issues, told CNN Philippines that talks with the United States have advanced beyond the infancy stage and the likelihood of carrying out joint patrols is high.


Tarriela did not provide details on the scale or timing of the proposed patrols, which come after the Pentagon said this month the United States and the Philippines had “agreed to restart joint maritime patrols in the South China Sea”.

“There is already a clear path of possibility since the Defense Department of the United States has also supported the joint patrol with the Philippine navy and the US navy so there is a certainty for this particular joint patrols to happen between the coast guard of both countries,” Tarriela said.

“There is also a possibility that it will be conducted in the South China Sea in support of the freedom of navigation of the United States government,” he said.

Rommel Jude Ong, former vice commander of the Philippine Navy, told Reuters on Monday, the idea of a coast guard deployment in the South China Sea instead of the navy will “mitigate any miscalculation and prevent China from finding an excuse to escalate tension” in the waterway.

Earlier this month, the PCG accused China’s coast guard of aiming a “military-grade laser” against its vessel supporting a resupply mission for troops on an atoll, temporarily blinding its crew, prompting expressions of concern from other countries including Japan, Australia and the United States.

China has refuted the PCG’s account, which it said did not reflect the truth.

The Chinese Embassy in Manila did not immediately respond to a request for comment on the joint patrols.

Philippine President Ferdinand Marcos Jr last week summoned China’s ambassador to relay his concern over the frequency and intensity of China’s actions in the South China Sea.

A recent community outreach in Lambunao, Iloilo by the Philippine Army, Philippine National Police and stakeholders offered free dental check-up and tooth extraction; medical consultation; haircut; and circumcision. Food packs were also distributed.

ILOILO – The 82nd Infantry (Bantay Laya) Battalion under the operational control of the 301st Infantry (Bayanihan) Brigade of the Philippine Army’s 3rd Infantry (Spearhead) Division participated in a Community Outreach program initiated by the Philippine National Police’s (PNP) Regional Mobile Force Battalion 6 (RMFB6) in partnership with the local government unit (LGU) of Lambunao, Iloilo; Team Hunters Peacemaker; and other stakeholders held at Jayobo Farm School in Lambunao town on Feb. 19, 2023.

As provided for in Executive Order 70 or the whole-of-nation approach, the security forces together with the LGU and other partner stakeholders converged to facilitate the delivery of basic government services to ELCAC (End Local Communist Armed Conflict) priority barangays in Panay Island.



The grassroots communities in the Geographically Isolated and Disadvantage Areas (GIDA) of Barangay Joyobo, Lambunao, Iloilo benefited from this program and were able to avail themselves of the necessary medical and dental services made possible by volunteer doctors and medical personnel who attended to their needs.

During the said activity, a total of 112 villagers benefited from a free dental check-up, and tooth extraction; 30 of them availed themselves of free medical consultation; 50 beneficiaries enjoyed free haircut services; 95 children were circumcised; and 100 indigents received food packs from the different partner stakeholders.

The said activity was part of the national government’s thrust in ending the local communist armed conflict by addressing the root causes of insurgency in far-flung barangays in the unit’s area of operation./PN

The surrender of 15 more New People’s Army rebels, who also brought with them several firearms and an explosive, indicates the continued collapse of the local terrorist group in Negros Island, disclosed 303rd Infantry Brigade commander, Col. Orlando Edralin.

In a statement, Edralin congratulated the 15 former rebels, who are members of the Central Negros 2 Sentro De Grabidad Platoon, for making the brave move and correct decision to return to the folds of the law.

The 15 former rebels also surrendered to the 94th Infantry Battalion one M4 rifle assault rifle, two caliber .38 revolvers, a homemade 12-gauge shotgun, and a rifle grenade on February 18 in Ayungon, Negros Oriental.


Edralin said that the 15 former rebels were just victims of the propaganda, lies, and deceptive recruitment of the Communist Party of the Philippines-New People’s Army- National Democratic Front (CPP-NPA-NDF).

He called on other rebel remnants in Negros to follow their 15 former comrades, to also avail of the Enhanced-Comprehensive Livelihood Integration Program (E-CLIP) of the government.

Edralin also commended the tireless efforts of 94IB and other AFP and PNP units, in encouraging and facilitating the surrender of 15 former rebels.

TACLOBAN CITY – The arrival of Scout Rangers in Samar from Davao would intensify the government’s campaign against the New People’s Army in Northern Samar, the Philippine Army said Monday.

The 4th Scout Ranger Battalion troopers will be placed under the operational control of the Joint Task Force Storm and will “help increase the operational tempo” in Ending Local Communist and Armed Conflict in Samar Island, said Maj. Gen. Camilo Ligayo, commander of the Army’s 8th Infantry Division.


"Truly it is overwhelming feeling how the higher headquarters manifest their support to the division's campaign by sending the elite forces to augment our troops deployed on this island. With their vast experiences, am confident with these advantages surely, we will be victorious in this battle,” Ligayo said.

Before their arrival on Feb. 18 at the 8th Infantry Division headquarter in Catbalogan City, Samar, the troops underwent training both locally and abroad to enhance their capability in counter-insurgency operations.

The elite force were credited for their significant accomplishments against the NPA operating in Paquibato District in Davao. They also took part in the four-month-long battle against the ISIS-Maute Group in Marawi City in 2017.

“Despite the success in combat operations from their previous assignments, we urged the Scout Rangers not to be complacent and remain vigilant since they will be confronting the NPA in this last bastion of insurgency,” Ligayo added.

Northern Samar has been considered the Communist Party of the Philippines-National Democratic Front-NPA’s last bastion.

Despite the deaths and capture of several fighters, there are still an estimated 400 active combatants in Samar provinces belonging to four remaining NPA guerrilla fronts.

Meanwhile, 15 full-time NPA rebels surrendered over the weekend to the 94th Infantry Battalion (94IB) of the Philippine Army based in Ayungon town, Negros Oriental province.

“The surrender of these regular, armed members of the NPA has further weakened the Central Negros 2 guerrilla front to which they belong,” said Lt. Col. Van Donald Almonte, 94IB commanding officer, in an interview with the Philippine News Agency on Monday.

They turned over an M4 rifle; two .38-caliber revolvers; one homemade shotgun; and one rifle grenade.


The returnees, who are all from Negros Occidental, will undergo the validation process before their enrollment in the Enhanced Comprehensive Local Integration Program and for them to receive livelihood assistance.

ISULAN, Sultan Kudarat – Five members of the Bangsamoro Islamic Freedom Fighters (BIFF) have surrendered over the weekend and pledged allegiance to the government, police said Monday.

Brig. Gen. Jimili Macaraeg, director of the Police Regional Office for the Soccsksargen Region (PRO-12), said the surrender of the BIFF batch on Sunday came after weeks of backdoor negotiations with the Sultan Kudarat police, the Army’s 1st Mechanized Infantry Brigade, and intelligence units.


“They turned in their firearms and explosives,” Macaraeg said.

He identified the surrenderers as Montasir Bamigan, 23; Alimuden Ali, 51; Jerry Kamid, 25; Bimbo Utto, 22; Benladin Balayman, 22. All are members of the BIFF Kagui Karialan faction in Maguindanao.

They yielded an M79 grenade launcher, a homemade Uzi machine pistol, improvised explosive devices, and ammunition.


Macaraeg said the surrenderers are now undergoing debriefing at the Sultan Kudarat police provincial headquarters here for proper disposition.

Their surrender came a day after a joint police and Army team killed a BIFF sub-commander Abdulkarim Lumbatan Hasim alias “Commander Boy Jacket,” in Tacurong City, also in this province.

Hasim was tagged as the mastermind in the murder of Lt. Reynaldo Samson, police chief of Ampatuan town, Maguindanao del Sur province in August last year.

CITY OF SAN FERNANDO, Pampanga – Two former members of the communist terrorist group (CTG) in Central Luzon have surrendered to authorities and pledged allegiance to the government, a police official reported on Monday.

Brig. Gen. Cesar Pasiwen, director of Police Regional Office-Central Luzon (PRO-3), identified the two as alias "Ka Tito" and "Ka Tibbey," who voluntarily submitted themselves to joint military and police troops in Aurora province and Olongapo City, respectively, over the weekend.

In a report, Pasiwen said Ka Tito, a former member of an Underground Mass Organization (UGMO) affiliated with the National Democratic Front, also yielded one homemade/improvised shotgun with two live ammunition and two rifle grenades.

On the other hand, Ka Tibbey, a former CTG member under Yunit Paniktik of Komiteng Larangan Gerilya Tarlac-Zambales (KLG TAR-ZAM), turned in a hand grenade, one .38-caliber revolver with no serial number and five live ammunition.

Pasiwen urged the remaining members of the communist terrorist group to lay down their arms and avail of the benefits of the government's Enhanced Comprehensive Local Integration Program (E-CLIP).

“The Philippine National Police and the Armed Forces of the Philippines continue to encourage the remaining supporters of the Communist Party of the Philippines/New People’s Army to return to the government side and reunite to make the country free from any kind of terrorism," he said.
