From The Standard (Feb 10): Former military general turns into ‘revolutionary’ inventor
A 73-year-old retired general who shook up the military organization and the communist movement in the 1970s is now a full-fledged inventor who talks about ‘maximum angle of attack’ for a wind turbine design that can potentially revolutionize the Philippine power industry.
Victor Corpus, who became famous in 1970 as the rebel soldier, now spends most of his time tinkering with wind turbines. An early experiment on a tidal power project became the basis of his vertical-axis design for a wind turbine that can capture the full force of the wind to produce electricity at a rate much lower than the prevailing cost, he says.
“Our target is to bring down the cost of electricity. We have one of the highest power rates in Asia and in the world, second only to Japan. It costs P12 per kilowatt-hour in Cagayan province, compared to P4.16 per kWh in China. If we can use a more efficient turbine to provide clean and sustainable energy, then foreign investors will come to us,” Corpus says during the presentation of his improved Nautilus wind turbine innovation in Pasay City before technical experts from the Department of Science and Technology and major universities.

“If China can produce electricity at P4.16 per kWh, we can produce it at a lower price because labor cost in China is now double our labor cost. Then, we have a more efficient vertical-axis wind turbine which has at least three ‘maximum angles of attack’ compared to China’s horizontal axis which has no maximum angle of attack,” says Corpus, who served in the board of PNOC Alternative Fuels Corp. before pursuing his invention.
The ‘maximum angle of attack’ refers to the angle between the oncoming wind and the spokes of a vertical-axis wind turbine that can produce the strongest torque.
Corpus says the Nautilus wind turbine is much cheaper to build and install because it is ground-based. The turbine is designed to control the velocity of the wind through ‘weirs’ or ‘funnels’ which redirect the flow of the wind for maximum torque and capture the spilled wind energy by channeling its flow into a series of ‘Venturi’ chambers which also has the effect of accelerating wind velocity.
Before becoming an inventor, Corpus, who obtained his elementary and high school education from De La Salle College in Manila, graduated from the Philippine Military Academy in 1967 where he was heavily exposed to engineering courses. He was a lieutenant and an instructor at PMA when he defected to the New People’s Army, the armed wing of the communist movement in the country in 1970.
He became active in the communist movement as a training officer of NPA Northern Luzon command from 1971 to 1976 and was based in Sierra Madre mountain range where he nearly died.
He later became disillusioned in the movement and surrendered to his former PMA classmates. He was imprisoned for 10 years until he was among the political prisoners freed by former President Corazon Aquino in 1986. A film was made about Corpus’ life in 1987.
He returned to the military in 1987. He was appointed chief of the Intelligence Service of the Armed Forces of the Philippines in 2001 and received the rank of brigadier general in 2003.
He retired from the military in 2004 and was appointed to the board of state-run Philippine National Oil Corp.- Alternative Fuels Corp. in 2005, when he started his research on renewable energy.
While working for PNOC- Alternative Fuels Corp., Corpus became interested in tidal energy. “Because of our so many islands, we are one of the richest countries in the world when it comes to tidal energy. It taps current as a result of ‘Venturi’ effect between islands. We can just tap the current from the islands that are close to one another to produce enough energy to supply the whole country. The problem we saw is that we would need $7 million per kilometer of submersible cable to bring the output from the sea back to land. It is very costly,” he says.
A typhoon destroyed one of their early prototypes for a tidal power plant and blew it to the South China Sea. “We were forced to go back to the table model,” he says.
A new model for the tidal power project used weirs and ‘Venturi’ chambers to redirect the flow of water and remove the counterflow effect. “After experimenting with the model, we brought it ashore and on the beach where you could feel the breeze. It turned out to be our ‘eureka’ moment. On the beach, the turbine rotated continuously,” he says.
This became the basis of the Nautilus design for a vertical-axis wind turbine. Even long after leaving the government service, Corpus pursed the development of the project at his home.
“To tell you the truth, it took us 12 years to define the problem, just to come up with the definition of the problems for wind turbines,” says Corpus. His improved Nautilus vertical-axis wind turbine apparatus, which he developed along with wife Germelinda, daughter Cynthia, chief engineer Mark Anthony Nillo and chief technician Daryl Carl Rebadomia, is awaiting an official patent. Corpus also joined the Filipino Inventors Society Producers Cooperative led by Francisco ‘Popoy’ Pagayon to push for local inventions and innovations.
“Basically, it is an improvement of a vertical-axis wind turbine that addresses all the basic weaknesses of a traditional wind turbine. We identified seven basic weaknesses,” Corpus says of his innovation. “We have eliminated all the weaknesses and enhanced its strength.”
Corpus’ design addresses the issues of negative headwind, lack of maximum angle of attack, inability of traditional wind turbines to manipulate wind velocity, spilled wind kinetic energy, wasted wind kinetic energy, gravitational stress limits and need for towers.
“We have corrected these seven problems, removed the negative headwind or counterflow and converted it into a positive wind flow with maximum angle of attack. We also tapped the wasted energy by diverting them into the turbine. So the wasted energy turns into positive energy,” says Corpus.
About 40.7 percent of the wind flow escapes between the blades of traditional horizontal-axis wind mills which have sprouted in Ilocos Norte, Rizal and Guimaras. The same volume of wind is not harnessed by existing vertical-axis wind turbines.
Corpus’ innovative design using weirs harnesses the wasted energy and recyles the spilled energy. Negative headwind is converted into positive tail wind, adding one maximum angle of attack at 225 degrees.
The design uses weirs to add maximum angles of attack. The Nautilus also increases wind velocity by incorporating a series of ‘Venturi’ chambers.
Corpus says unlike the horizontal axis wind turbine which requires tall towers, the apparatus for a vertical axis wind turbine is ground-based with relatively low profile. This eliminates high gravitational stress.
He says it is also much cheaper to fabricate and install the vertical-axis wind turbine using local materials and facilities, compared to horizontal axis blades that are manufactured abroad.
The Engineering Department of De La Salle University is set to evaluate the capacity of the improved Nautilus vertical-axis wind turbine and compare it with existing wind turbines.
Jose Patalinjug III, regional director of DOST in the National Capital Region, agreed to support the further development of Corpus’ Nautilus design. “If we need further R&D on this, we are willing to fund this. If we need further testing to collect the necessary data, we will do that, until finally we can say that this invention, this innovation is commerciable,” Patalinjug says.
“If we can install the Nautilus in Sierra Madre which faces the strong wind from the Pacific Ocean, our people will benefit from much cheaper electricity. It will not only reduce the cost of electricity, it will also make it cleaner,” says Corpus.

The Philippine Marines 8th Marine Battalion Landing Team has been deployed to Metro Manila to help in the campaign against terrorism under the military's regular reshuffle.
A send-off ceremony for the troops was held at the Zamboanga port early Saturday morning as the team is set to join Joint Task Force-National Capital Region.
“Ang major accomplishment nila is they are our island detachment in Tawi-Tawi, particularly in islands in between Sulu and Tawi-Tawi," Rear Admiral Rene Medina, commander of the Naval Forces in Western Mindanao, said.
Medina noted that there is no imminent threat of terrorism in Metro Manila and that the team would only augment forces there.
The team came from Tawi-Tawi, where it played a vital role in the military's anti-piracy campaign.
The team was also instrumental in reducing the number of attacks of bandit group Abu Sayyaf against local and foreign vessels off the waters of Tawi-Tawi and Sulu.
No kidnapping incident in the high seas has been recorded since February 2017 due to stricter security measures at strategic points, Medina said.
They will be replaced by the 6th Marine Battalion Landing Team in Tawi-Tawi, Medina noted.
At least two marine battalions have been maintained in Tawi-Tawi, enough to guard the province against piracy, kidnapping, and terrorists, Medina said.

The S-211 is one of the PAF's two jet-powered aircraft after the Korea Aerospace Industries FA-50PH "Fighting Eagle".
It is primarily used for air-to-ground and surveillance missions with the PAF known to be operating between three to five units.
Pre-bid conference is slated on Thursday, 3 p.m. at the PAF Procurement Center Conference Room, Villamor Air Base, Pasay City.
Submission and opening of bids is on Feb. 27, 9 a.m. at the same venue, PAF BAC chair Brig. Gen. Erickson Gloria said in the bid bulletin submitted at the Philippine Government Electronic Procurement System.

Northern Luzon Command (Nolcom) units in coordination with the Philippine Drug Enforcement Agency (PDEA) discovered and destroyed a 100-square meter marijuana plantation in Kalinga Sunday morning.
Lt. Col. Isagani Nato, Nolcom spokesperson, said the operation took place 11:30 a.m. at the mountainous and isolated area of Mount Chumanchil in Barangay Loccong, Tinglayan, Kalinga.
He added that the 50th Infantry Battalion, a field unit of the 5th Infantry Division, assisted the PDEA and police units in seizing and destroying the marijuana plantation.
Nato said the marijuana plants were already six feet tall and ready for harvesting when unrooted and destroyed by authorities.
"Nolcom will continue to provide support to Law Enforcement Operations with other agencies, in curtailing criminality and illegal drugs, to further contribute to national peace and development efforts of the Philippine Government," he added.

The Philippines and China will meet for the second bilateral consultation mechanism (BCM) on Tuesday (Feb. 13) to tackle their ongoing dispute on the South China Sea (West Philippine Sea), MalacaƱang said Monday.
“The second meeting of this Philippine-China bilateral consultation mechanism on the South China Sea will be held here in Manila tomorrow, February 13, 2018,” Presidential Spokesperson Harry Roque Jr. said in a Palace briefing.
Earlier, the Department of Foreign Affairs (DFA) said that the BCM was initially scheduled December 2017 but was postponed to February.
The first meeting of the Philippines-China BCM on the South China Sea was held in Guiyang, Guizhou Province in China last May 19, 2017.
Roque said that the Philippine delegation will be led by DFA Undersecretary for Policy Enrique Manalo while the Chinese delegation will be led by Vice Foreign Minister Kong Xuanyou.
‘Not soft’ on China
Roque, meanwhile, reiterated that the Philippines is not taking a softer stand on China’s continued militarization in the disputed waters.
“We are not being soft on China. There are ongoing bilateral talks as far as contentious South China Sea issues are concerned,” Roque said.
He pointed out that the Philippine government under the Duterte administration has been consistently filing protests.
Moreover, he said that he will present a list of protests to the media this week to set the record straight that the government has in fact been protesting.
“I confirm we have protested not only the building of the islands but also the alleged militarization of the islands and therefore
contrary to claims of critics, we have long protested the military use of the artificial islands in the South China Sea,” he added.
To date, Roque said that the current foreign policy of the Philippines with China is for issues that are non-contentious such as investments and trade to “proceed as soon as possible” and for contentious issues such as the South China to “proceed on the basis of bilateral negotiations.”
Under the BCM, officials from Philippine and Chinese foreign ministries and maritime affairs agencies will meet once every six months.
Roque said that the BCM was established based on the joint statement issued after President Rodrigo R. Duterte’s landmark visit to China in Oct. 2017.

The Department of National Defense (DND) is now preparing the letter for the cancellation of the purchase of 16 Bell EPI combat utility helicopters (CUHs) worth PHP12 billion from Canada.
Defense Secretary Delfin Lorenzana said Monday he will sign the letter anytime this week.
"The formal letter cancelling the contract is being prepared and I will sign it this week. We are looking at Korea, Russia, China and Turkey and other countries for our the medium lift helicopters in lieu of the Bell 412," Lorenzana emphasized.
But he admitted that the cancellation will affect the DND project to acquire medium-lift helicopters as this has set the process "back to square one".
The cancellation came in wake of the Canadian government's move to review the deal after receiving reports that the Philippines is planning to use the helicopters against rebel forces, a claim strongly denied by the DND and Armed Forces of the Philippines (AFP).
This prompted President Rodrigo Duterte to order the DND and AFP to cancel the deal with Bell Helicopter and Canadian Commercial Corporation (CCC) which is licensed to manufacture the Bell 412 EPI being ordered by country.
Earlier, the DND chief said that they are more than enough suppliers to meet the Philippine requirement for CUHs should the country's contract with Bell Helicopter and CCC fall through or be terminated.
"Are there other suppliers if the Canada deal will not push through? Yes, there are," Lorenzana stressed.
Earlier, AFP deputy chief of staff for plans Major Gen. Restituto Padilla said from the onset both Bell Helicopter and CCC are aware that the soon-to-be acquired 16 Bell 412 EPI choppers will be utilized as "combat utility helicopter".
"The AFP deal for the acquisition of the Canadian Bell 412 as a combat utility helicopter is a very transparent one. From the very onset, the contract has specified that we are acquiring a CUH," he added.
"It’s intended use as combat utility helicopter is for the transport of troops especially combat casualties and for troop sustainment. It is not an offensive platform and not armed as such. We have dedicated attack helicopters as offensive platforms for such operations," the military official pointed out.
And since the Philippines lies in the path of the Pacific Rim of Fire, a disaster prone area, Padilla said the nation's disaster response plan had tasked the AFP to take the lead in undertaking humanitarian assistance and disaster response (HADR) during such times of contingencies.
On Dec. 29, 2017, Lorenzana and representatives of Bell Helicopter and CCC signed the deal for the purchase of the helicopters worth PHP12 billion. Representing Bell Helicopter in the contract signing was James Williamson and Yvonne Chin, CCC Director for Asia.
Delivery of the first Bell 412 EPI helicopters units are supposed to start by the first quarter of 2019 while the last batch will be handed over by the second quarter of 2020.
Acquisition of these helicopters is part of the AFP Modernization Program Horizon 2 and will be use in humanitarian assistance and disaster relief and other-related missions.
These aircraft are fully configured and equipped with advance features, which includes an electronic engine control, a glass cockpit display system and Garmin touchscreen navigation system.
Generally, these helicopters are capable of carrying 14 passengers and flying at a maximum speed of 140 knots (around 259 kilometers), cruise speed of 122 knots (226 kilometers per hour) and a range of 402 nautical miles (745 kilometers). It is powered with an enhanced Pratt and Whitney PT6T-3D Twin Pac.

This precedent dangerously suggests a perpetual violation of people's constitutional rights,” Caguioa said in his dissenting opinion on the SC decision declaring as constitutional the re-extension of martial law in Mindanao to end-2018.

In the majority ruling written by Associate Justice Noel Tijam, President Rodrigo Duterte’s first appointee to the SC, the Court said that it was reasonable for the President to include the NPA "rebellion" as grounds to extend martial law.
“The NPA's 'intensified' insurgence clearly bears a significant impact on the security of Mindanao and the safety of its people, which were the very reasons for the martial law proclamation and its initial extension,” Tijam wrote.
The NPA, the armed wing of the Communist Party of the Philippines (CPP), was established in 1969. The armed struggle of the CPP-NPA is Asia's longest-running communist insurgency.
"In this scenario espoused by the ponencia, violent attacks by different armed groups could easily form the basis of an endless chain of extensions, so long as there are 'overlaps' in the attacks," Caguioa said.
Caguioa said that it was vague to claim that the NPA’s rebellion intensified, when the rebellion has existed for decades. Caguioa, an appointee of former president Benigno Aquino III, said that Duterte’s letter to Congress did not provide a standard by which to measure whether there was indeed a rise in violent incidents that would merit martial law.
“Without such standard, Congress will be left to guesswork and blind adherence to the word of the President,” Caguioa said.
In his dissenting opinion, Associate Justice Marvic Leonen – also an Aquino appointee – said that statistics would suggest there was no intensification.
“The NPA is claimed to have amassed P1.05 billion in 2016 from private individuals and entities but their extortion activities appeared to have declined. The Armed Forces of the Philippines (AFP), however, reports that as of the first semester of 2017, the NPA has taken roughly only P91 million from private entities. This is a marked decline,” Leonen said.
Leonen said the AFP's own statistics would prove that the military has had success in quelling the NPA conflict even without martial law.
Separate proclamation

Carpio said that the President and Congress “circumvented” the Constitution when the Chief Executive belatedly included the NPA in his request for extension. He explained that the original proclamation, which the SC earlier upheld, did not cite the NPA.
“To belatedly expand the factual basis of Proclamation No. 216 as to include the NPA rebellion will violate Section 18, Article VII of the Constitution,” Carpio said.
Chief Justice Maria Lourdes Sereno, for her part, said that for the government to prove that rebellion persisted in Mindanao, it can only cite the persistence of the Maute rebels, and not the NPA.
“The addition of a new actor as factual basis for arguing that a rebellion persists is self-contradictory and cannot be accepted,” Sereno said.
The 4 justices and Associate Justice Francis Jardeleza – who changed his vote from the ruling on the original proclamation – are the 5 dissenters. Carpio is the only non-Aquino appointee, as he was appointed by then President Gloria Macapagal-Arroyo in 2001.

Col. Gerry Pulohanan has assumed as the new chief of the Human Rights Office of the Armed Forces of the Philippines on Friday at Camp Aguinaldo.
The change of command ceremony was presided by AFP Vice Chief Vice Adm. Narciso Vingson. Pulohanan replaced Maj. Gen. Jose Antonio Carlos Motril, who assumed as the chief of the office of the Internal Auditor, the AFP said in a statement.
The AFP Human Rights Office is the main office that takes “the lead role in all human rights concerns involving AFP personnel.”
Pulohanan served as Air Judge Advocate of the Philippine Air Force; and deputy chief of the Ethical Standards and Public Accountability at the General Headquarters; and Force Legal Adviser of the United Nations.
He is a graduate of Bachelor of Laws and Letters from the San Sebastian College. He also took International Law of Military Operations Course from Defense Institute of International Studies and Legislative Support System course from National Defense College of the Philippines.

BULUAN, MAGUINDANAO – Prof. Esmael A. Abdula, President of Kalilintad Peacebuilding Institute (KPI), and Bangsamoro Leadership and Management Institute (BLMI) Training Officer said the Moro Islamic Liberation Front (MILF) has preserved its gains from the peace process with the Philippine Government.
Abdula was guest, and main speaker during the Bangsamoro Peace Symposium on February 10, 2018 organized by the MILF Damakling Political Committee attended by the local political leaders, PNP, religious sector, academe, women sector and youth sector.
“The MILF is committed to seek long lasting and peaceful solution to the four-decade armed conflict in Mindanao,” Abdula emphasized.
In a random interview conducted by this writer to some participants, they unanimously said that
the passage of the BBL is the ultimate solution to the Mindanao Problem, and it can only be done now, under the presidency of President Rodrigo Duterte.
One participant told this writer, that the spread of violent extremism cannot be abated once congress fails to pass the BBL, as many among the Moro youth will join the extremists due to frustrations.
“All these peace gains that we have achieved in almost 17-years peace negotiations will become meaningless if a watered-down BBL is passed by congress,” another participant said.
“Congress should not mangle with the E-BTC-Crafted BBL, otherwise many Moro youth becomes frustrated,” he continued.
Abdula added, “Addressing the Moro Historical Injustices through legislating the Bangsamoro Basic Law (BBL) crafted by the expanded Bangsamoro Transition Commission will restore social justice in the Bangsamoro homeland.”
The MILF wants the CAB-compliant BBL enacted by the Congress this year.
The Comprehensive Agreement on the Bangsamoro (CAB) is a final peace agreement signed between the government and the MILF on March 27, 2014 at the MalacaƱan Palace in Manila.
Abdula said the MILF believes a negotiated political settlement is the key to lasting peace in Mindanao.

DEPENDENTS of soldiers taking up BS Pharmacy may enjoy free tuition and miscellaneous fees in accredited colleges in the country through the Armed Forces’ renewed partnership with Mercury Drug Foundation Inc.
The scholarship program is a nationwide effort between the AFP and MDFI that was initiated in February 2017. It is part of the effort of civilian stakeholders to recognize the sacrifices and services of soldiers, especially those in the frontlines.
“Monthly allowances to cover food and transportation expenses will also be provided to scholars. Jobs at Mercury Drug Corp. upon graduation will also be offered,” the AFP said.
Qualified applicants are dependents of soldiers who are in the active service, killed-in-action, incapacitated (combat or non-combat), or have died in the line of duty. They must be in the last two years of their studies in pharmacy or willing to transfer to schools that are members of the Philippine Association of Colleges of Pharmacy.
The AFP extends its gratitude to the MDFI, and all stakeholders for being partners in uplifting the morale and welfare of soldiers. The AFP hopes that more organizations will extend assistance to the AFP in helping soldiers and their families secure a better future.

Lt. Col. Camilo Saddam, commander of the Army’s 17th Infantry Battalion, said his men received reports that a group of communist rebels were doing the rounds in Barangay Masi threatening residents if they do not support the underground movement.
Saddam said his men chanced upon the rebels at around noon last Saturday which triggered a 15-minute gun battle and forced the enemy to withdraw toward Mt. Zinundungan.
Brig. Gen. Bartolome Baccaro, commander of the Army’s 502nd IB, ordered the deployment of additional forces to hunt down the rebels. No one was hurt on the government side.

Estimated delivery of the two NC-212i aircraft from PT Dirgantara to the Philippine Air Force is now set at mid 2018.
From Update Philippines (Feb 11): Estimated delivery of the two NC-212i aircraft from PT Dirgantara to the Philippine Air Force is now set at mid 2018.
PT Dirgantara Indonesia (PTDI) will deliver three NC-212i light transport aircraft – one to Vietnam and two to the Philippines – by midyear, Shephard learned at Singapore Airshow 2018.
Arie Wibowo, director of production at PTDI, said that certification for the NC-212i’s Genesys Aerosystems S-Tec 5000 digital autopilot system, a process being led by Airbus Defence & Space, should occur by ‘this summer’. Once achieved, this will allow three aircraft to be delivered to the Vietnam People’s Air Force and Philippine Air Force (PAF) respectively.

The Vietnamese aircraft is currently being used for the certification process. The aircraft were completed at PTDI’s Bandung facility some time ago, but have been awaiting their certificate.
Delivery of the PAF aircraft has been delayed well after the original anticipated handover date of late 2015.
As well as manufacturing NC-212i and CN-235 aircraft, PTDI also manufactures fuselages for the Airbus H225M, as well as tail booms and door panels for the Bell 412.
PTDI is currently building a CN-235-220M transport aircraft for the Nepalese Army Air Wing. The Indonesian company expects a contract for a second aircraft to materialise this year too.
Wibowo highlighted the state-owned firm’s involvement in customising Airbus ‘green’ Fennec and Panther helicopters for the Indonesian military, including integrating weapon systems and FLIR sensors.
PTDI is putting a concerted effort into improving aerospace safety, with Wibowo noting that a new training facility will be set up within the next two years, likely in Bandung.
Wibowo said PTDI is exploring technological collaboration with Turkish Aerospace Industries (TAI) on a customised Anka MALE UAV solution for the Indonesian military.
A framework agreement will be signed in due course for what it considers a low-risk proposal. PTDI expects that an operational prototype could be ready with 12 months of an agreement being signed.
The Indonesian Air Force has a stated requirement for a MALE UAV, and the country would like to develop its own platform with technology transfers from a foreign OEM. Certainly, China is one manufacturer offering to cooperate with Indonesia.
However, because this indigenous development would take a considerable amount of time, PTDI is promoting an Anka-based solution to the government as a faster stop-gap solution. It is thus a business-to-business initiative.
PTDI continues to be involved in the joint KF-X fighter development programme with Korea Aerospace Industries (KAI) as well, despite struggles in keeping up with payments to South Korea. Approximately 80 PTDI technicians are currently working on the project in South Korea.
As the TNI-AU eyes the potential purchase of up to four Airbus A400M transport aircraft and 11 Sukhoi Su-35 fighters, PTDI expects to gain some involvement in terms of MRO as well. Given PTDI’s long experience of cooperation with Airbus, the company will be hoping for significant component or system production in the A400M programme.

Arie Wibowo, director of production at PTDI, said that certification for the NC-212i’s Genesys Aerosystems S-Tec 5000 digital autopilot system, a process being led by Airbus Defence & Space, should occur by ‘this summer’. Once achieved, this will allow three aircraft to be delivered to the Vietnam People’s Air Force and Philippine Air Force (PAF) respectively.

The Vietnamese aircraft is currently being used for the certification process. The aircraft were completed at PTDI’s Bandung facility some time ago, but have been awaiting their certificate.
Delivery of the PAF aircraft has been delayed well after the original anticipated handover date of late 2015.
As well as manufacturing NC-212i and CN-235 aircraft, PTDI also manufactures fuselages for the Airbus H225M, as well as tail booms and door panels for the Bell 412.
PTDI is currently building a CN-235-220M transport aircraft for the Nepalese Army Air Wing. The Indonesian company expects a contract for a second aircraft to materialise this year too.
Wibowo highlighted the state-owned firm’s involvement in customising Airbus ‘green’ Fennec and Panther helicopters for the Indonesian military, including integrating weapon systems and FLIR sensors.
PTDI is putting a concerted effort into improving aerospace safety, with Wibowo noting that a new training facility will be set up within the next two years, likely in Bandung.
Wibowo said PTDI is exploring technological collaboration with Turkish Aerospace Industries (TAI) on a customised Anka MALE UAV solution for the Indonesian military.
A framework agreement will be signed in due course for what it considers a low-risk proposal. PTDI expects that an operational prototype could be ready with 12 months of an agreement being signed.
The Indonesian Air Force has a stated requirement for a MALE UAV, and the country would like to develop its own platform with technology transfers from a foreign OEM. Certainly, China is one manufacturer offering to cooperate with Indonesia.
However, because this indigenous development would take a considerable amount of time, PTDI is promoting an Anka-based solution to the government as a faster stop-gap solution. It is thus a business-to-business initiative.
PTDI continues to be involved in the joint KF-X fighter development programme with Korea Aerospace Industries (KAI) as well, despite struggles in keeping up with payments to South Korea. Approximately 80 PTDI technicians are currently working on the project in South Korea.
As the TNI-AU eyes the potential purchase of up to four Airbus A400M transport aircraft and 11 Sukhoi Su-35 fighters, PTDI expects to gain some involvement in terms of MRO as well. Given PTDI’s long experience of cooperation with Airbus, the company will be hoping for significant component or system production in the A400M programme.

The Task Force Davao (TFD) and the Davao City Police Office (DCPO) have tightened security measures in the city following the recovery of an Improvise Explosive Device (IED) along the roadside of Barangay Alejandra Navarro (Lasang) on Thursday morning.
City Police Office director Sr. Supt. Alexander Tagum told TIMES yesterday that the recovery of IED indicates two obvious points: the terrorists are “indeed” planning to initiate criminal intent in the city and that the security measures imposed in the city are highly effective against the terrorist plans.
“This further proves that all security forces based in the city should not relax their guard,” Tagum said. “Or else the terrorists will strike terror in our beloved City.”
“Also we need the support of the vigilant residents of this city for us to fight this common social problem,” he added.
Col. Nolasco Mempin, TFD commander, said they have yet to determine the real intent of the IED there.
“The IED has similarity with the IED used by NPA in their landmining and terroristic acts,” Mempin said.
“We could not speculate the intent but our AFP (Armed Forces of the Philippines) are always on guard and high alert against the continued terroristic activities of the NPA,” he added.
The IED was recovered early Thursday morning by TFD personnel along the national highway near a pedestrian foot bridge in the busy poblacion of Barangay Alejandra Navarro (Lasang), Bunawan District.
The area is just around 50 meters away from the Lasang Footbridge and 1.2 kilometers away from the TFD checkpoint in Sitio Licanan.
The EID — revealed to be an improvised hand grenade — was made of PVC pipe, detonating cord, blasting cap and ammonium nitrate fuel oil (fertilizer mixed with diesel fuel).

At least 860 communist members and supporters have surrendered to the authorities in Davao.
The Philippine Army’s 10th Infantry (Agila) Division has recorded 64 regular members and 799 supporters of the New People’s Army (NPA) – a total of 863 — to have surrendered in the region since last month.
Capt. Jerry Lamosao, spokesperson of 10th ID, credited the continued conduct of its Community Support Program (CSP), part of its Development Support and Security Plan (DSSP) Kapayapaan, which aims not only to secure communities from violence and insurgency but also securing them from poverty, hunger, and other major social issues that slowly cripples down the marginalized sectors.
Speaking on Wednesday’s AFP- PNP press conference Lamosao said that 799 supporters who surrendered were members of Sangay sa Partido sa Lokalidad, Militiang Bayan, Underground Mass Organization and other left-leaning organizations.
They also recovered 38 surrendered firearms.
As of Feb. 7, they have recorded 15 encounters and seized 22 firearms and 26 improvised explosive devices (IED). They also discovered 17 enemy encampments.
Based on their record, there were 9 CPP-NPA killed and two other members arrested.
On the side of the government, there were two soldiers killed in action (one regular and one militiaman) and 12 wounded (five regular and seven militiamen) and lost two firearms.
“Our focused military operation continues, especially after there were two IPs killed in Talaingod (Davao del Norte),” Lamosao said. “We intensify the presence of the soldiers in that area.”
He said the army’s information dissemination continues “as we also urge the public to report to their local chief executives and AFP and police in your area the presence of any terrorist group.
“With this, we may be able to prevent atrocities.”

"No country, as long as I'm President, no country can bring us into trouble. Be it Korea, be it North Korea," he said.
The President reiterated his new foreign policy towards China, and why he decided to take on a friendlier approach towards the regional giant in the South China Sea dispute by keeping quiet, for now, on the Philippines' victory over China in the Permanent Court of Arbitration.
"China, we are not prepared to deal with arms with you. We'll just end up with the slaughter of my soldiers," he said.
In March last year, Chinese Foreign Ministry spokesperson Geng Shuang claimed that the Philippines cannot claim ownership over Benham Rise.
Nearly a year after the Chinese official's claim, Duterte said: "But Benham Rise or the Philippine Rise belongs to the Philippines. We will claim exclusive ownership of the economic zones."
In May 2017, Duterte signed an executive order renaming Benham Rise as "Philippine Rise."
In 2012, the United Nations Commission on the Limits of the Contintental Shelf (UNCLCS) confirmed Benham Rise as part of the Philippines' continental shelf. "The hearing will shed answers and more information on the FAP (Frigates Acquisition Project)," he said.

Mercado was removed from his post in December last year for alleged "insubordination" over the frigates deal. He supposedly ignored directives coming from Defense Secretary Delfin Lorenzana to accept the suppliers that shipbuilder Heavy Hyundai Industries (HHI) had chosen for the systems of the ships.

Mercado stood by the position of the Navy Technical Working Group that the chosen supplier for the critical Combat Management System – the so-called heart of the warship – did not meet technical requirements specified in the contract.

His removal called media attention to the frigates project. Three documents later showed the apparent intervention of Duterte's right-hand-man, Special Assistant to the President Christopher "Bong" Go, in the selection of the CMS.

While the Department of National Defense and the Philippine Navy were debating the selection of the CMS last year, Lorenzana instructed Mercado to rebut a white paper endorsing Hanwha Systems. Based on the defense chief's marginal notes, the white paper came from Go.
An undersecretary in the office of Go, lawyer Chris Lao, also wrote to the Navy officer in charge of the project to attend a meeting in MalacaƱang to discuss the CMS selection. The same Navy officer – now Philippine Navy chief Rear Admiral Robert Empedrad – would submit a written report addressed to Duterte himself and to Go.
Go denied any knowledge about the frigates project. He told Rappler someone might have been using his name. But his former undersecretary, Lao, confirmed writing the letter to arrange the meeting in MalacaƱang.
Mercado himself said the presidential aide never approached him personally about the frigates project. It was Empedrad who was contacted by MalacaƱang.
Lorenzana said he has forgotten about the white paper and must have wrongfully assumed it came from Go. He said it was handed to him in MalacaƱang.
Regarding the probe, Duterte earlier cautioned Go against agreeing to an executive session. "Huwag kang pumayag ng secret-secret meeting diyan. Harap-harapan (Don't agree to a secret meeting. It should be face-to-face)," he added.
The President said a public hearing will cause someone's "sorrow." "It may be to their sorrow – lalabas talaga 'yan diyan kung bakit nagku-compete silang dalawa (it will really come out why the two are competing)," he said.

Duterte said the country will continue to talk with China and that this is not the time to be fighting over West Philippines Sea, also known as South China Sea, because it would only lead to war.
“Now, China is playing it right at this time. That is the reality of geopolitics. Hindi naman tayo ang kalaban niya, kalaban niya America. (We are not the enemy of China, its enemy is America.) They are competing for a world superpower in the next centuries to come. Huwag tayong makisali diyan (Let’s not get involved),”
Duterte said the country will assert ownership over Benham Rise because it is within the 200-nautical mile exclusive economic and there is “a theory of geography, geopolitics included, that we can rightfully claim the continental shelf because it is part of the land mass which is under the sea, where you see the land base.”
In a press briefing on February 8, Presidential spokesperson Harry S. Roque confirmed China issued a statement acknowledging the sovereign rights of the Philippines over Benham Rise, renamed Philippine Rise, as it ended its expedition there for scientific research.
However, Roque refused to comment on reports that China is expanding its artificial islands in the South China Sea until the Palace receives officials reports from the Department of Foreign Affairs.”
But Duterte said he will hold on to the commitment of China that there will be “no construction” on Spratly Islands.
“They assured us. They assured me so I will hold China to that commitment. And we will remain loyal in our commitments,” Duterte said.

But Duterte said he will hold on to the commitment of China that there will be “no construction” on Spratly Islands.

The massive combat and psychological operations of the Army’s 33rd Infantry Battalion (IB) have weakened the communist New People’s Army (NPA) in the mountains of Sultan Kudarat province.
Lt. Col. Harold Cabunoc, commander of the 33rd IB, said the surrender in batches over the past two months of more than 100 NPA members operating at the Daguma mountain range in the adjoining towns of Bagumbayan and Sen. Ninoy Aquino, is an indication that the rebels are losing mass base support.
On Friday, the military official reported that soldiers have found an abandoned NPA encampment of Platoon Bravo under a certain Commander Yoyo, and Platoon Myphone under a certain Commander MacMac on Km. 13 in Barangay Sto. Nino, Bagumbayan, Sultan Kudarat.
The encampment could accommodate as much as 50 people, Cabunoc said.
Early on, another encampment was found in Sitio Tandang in Barangay Monteverde, also in Bagumbayan, which could accommodate at least 30 rebels.
Late last year, Cabunoc said his unit had captured an active NPA terrorist training camp with an obstacle course in Barangay Laguilayan, Isulan, Sultan Kudarat.
In that particular operation, two NPA members were arrested and one rifle, one improvised bomb, and a hand grenade were recovered from them.
Cabunoc said the combat operation and the surrender of more than 100 have also affected the rebels’ recruitment in remote communities.
“Regular patrols of soldiers and Police Special Action Force have hindered the movement of the terrorist groups,” Cabunoc said.
“It also hampered the flow of their food supplies,” he said, adding there is no food blockade being imposed on Daguma.
”They (NPA) find a hard time in sustaining their armed group nowadays. It is a big challenge for them to re-supply their armed group for we already captured one of their errand boys who buys food for them,” Cabunoc said.
He clarified that winning the war against the NPA is not only through gun battle but “through good governance, supported by the local government unit”.
“For the last six months, there had been no rebel attack in our area of responsibility while more rebels are signifying (their) intention to surrender,” Cabunoc said.

As Bohol commemorates the 8th year of being insurgent-free on Sunday, the top Army official in the province said he is ready to accept the challenge to sustain that status.
Col. Ignacio Madriaga, commander of the 302nd Infantry Brigade, said on Friday the AFP is ready to cooperate, coordinate and be a partner to all the programs of the government in Bohol as he accepts the bigger responsibility to sustain the insurgent-free status of the province.
Madriaga lauded the leadership of Governor Edgar Chatto for sustaining the status of Bohol since it was declared insurgent-free on February 11, 2010.
Madriaga said that the 302nd IB of the Armed Forces of the Philippines (AFP) is “responsible for the internal security of the island provinces of Bohol, Cebu and Siquijor” and the barangay captains have significant roles in sustaining Bohol’s status.
He said the military is the partner of the barangays and as the commander of 302nd Infantry Brigade, he will not be there to impose on the village heads but to solicit their support.
Bohol marks its 8th anniversary on Sunday with the admiration of the other provinces in the country.
In the eight years that Bohol has sustained its insurgent-free status under Gov. Chatto, unprecedented growth in the province and its tourism industry has been evident, Madriaga said.
“Bohol became famous not only for its beautiful and kind people but for its beautiful beaches as well. That’s Bohol’s distinction in the world today. And that’s not the only reason why
Bohol has become popular. Bohol has since been made as the subject of security experts because it is one of the successful case studies that totally eradicated the problem in insurgency,” Madriaga said in Tagalog.
He said Bohol is being made a model for its best practices on development for peace programs not only in the Philippines, but also in other countries.
Other provinces have also consulted the governor for advice on how Bohol succeeded in defeating the once strong armed revolution and attained the insurgenty-free status.
“So ‘yon po ang uniqueness ng Bohol (So that’s Bohol’s uniqueness). It is only here in Bohol that we have completely achieved the so-called `trinity of peace’, or the union of the government, the security forces, and the people. If the government, the people, and the security forces, continue to work hand-in-hand, Bohol will remain insurgent-free,” Madriaga said.
Madriaga said the media is the additional player. They are the watchdogs who monitors if the government, the military and the police are doing their mandated tasks, he said.
He also praised the cooperation of the barangay captains in recognition of their significant roles, being the ones who are in the grassroots.
“Actually, we have achieved insurgent-free status because of the efforts of the leaders at the barangay level. The fight is actually in the barangay level and the military is only there to support them,” Madriaga said.
He added that the barangay captains are the ones who are directly in touch with the people in answering concerns on good governance, and other issues.

CAMP SIONGCO, Maguindanao – Authorities recovered two high-powered firearms during separate raids in a town in this province Friday.
A report from this camp said joint Army and police forces seized one US-made M-16 rifle from the house of Mama Mamantal; and another US-made M2 Carbine rifle from the residence of Leng Mamantal, both of Baranagy Pandi, Datu Salibo town.
Both suspects were not in their homes when the raiding team arrived.
The Mamantals are believed to be supporters of the Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF), an armed group under close watch by the military.
Lauding the raiding team, Major Gen. Arnel dela Vega, Army’s 6th Infantry Division commander, stressed that stringent law enforcement operations would continue against lawless elements under martial law in Mindanao.
A day earlier, the military recovered an M-14 rifle from the house of Tato Silongan in Datu Piang town, along with suspected shabu and drug paraphernalia.

President Rodrigo R. Duterte offered a PHP20,000 bounty for the head of every member of the New People's Army (NPA) who continue to harass the Indigenous Peoples (IPs).
This was the President's reply when asked about the killing and continued threats on IP leaders who do not support the cause of the communist groups.
Duterte bared in a press conference on Friday night at the Matina Enclaves in Davao City that he wants the IPs to be trained as Citizen Armed Force Geographical Unit (Cafgu) for them to be able to fight against the rebels.
"Go out and hunt those who killed your comrades," he said.
He said the IP would be trained for three months, after which they would be given firearms to use in fighting the rebels.
"I'll put a reward to those lumads (IP) who will become Cafgu, one NPA you will kill I'll pay you. You want money, I give you money, I'll make P20,00 per head," he said.
Anyway, he said the government has money. However, in the meantime, the President advised the lumads who are being harassed by the NPA to evacuate temporarily to areas near the military camps or other places.
The Eastern Mindanao Command has reported the death of Datu Banadjao Mampaundag and his son Jhonard inside their home in Sitio Igang, Barangay Palma Gil in the town of Talaingod, Davao del Norte on February 4.
The rebels allegedly strafed the house of Mampaundag using a vehicle to appear they were soldiers.
Aside from killing the victims, the rebels also tried to ambush the responding ambulance to rescue them.
On February 9, the Indigenous Peoples Mandatory Representative (IPMR) of the Mamanwa Tribe in Alegria, Surigao del Norte identified as Dakula Guillermo Tiambon was shot dead in front of his family in their farm at Sitio Palo 10, Brgy Camp Edward, Alegria, Surigao del Norte on Friday afternoon.
According to the victim's daughter, her father received death threats from the NPA for being an active advocate of peace and development.
On February 8, lumad leaders in Talaingod launched a protest seeking justice for the killing of the Mampaundags.
Last January 31 to February 1, lumad leaders from four regions in Mindanao convened in Davao City upon the initiative of the President to hear their concerns.
The two pressing issues raised by the lumads were on their security and lack of economic opportunities to uplift their lives.

The Naval Forces Western Mindanao through the 1st Western Mindanao SCAA Squadron (1st WMSS) convened a Special CAFGU Active Auxiliary (SCAA) Basic Military Training (BMT) CY-2018 for newly-recruited SCAA members on Wednesday in this city.
The opening ceremony was attended by Rear Adm. Rene Medina, Commander of Naval Forces Western Mindanao (NAVFORWEM) commander, as the guest speaker with the Deputy Commander for Marine Operations, Col. Hernanie Songano and Commander of 1st Western Mindanao SCAA Squadron, Lt. Col. Noel R Precioso.
Composed of 196 individuals from different fishing companies of SOPHIL, BMT Class 2018 will undergo 10 days training to learn the basic military doctrine and policies.
It is to equip them with knowledge and skills essential in the performance of their role as the Navy's partner in maintaining peace and stability in waters surrounding Western Mindanao.
Prior to the said training of new members of SCAA, NAVFORWEM conducted refresher training for other SCAA members last January 23 to 27 January. This was initiated to continuously improve their capabilities and individual abilities to counteract attempt of piracy and seajacking.
Under the direct control of NAVFORWEM, SCAA plays a significant role in accomplishing the command's mission.
By putting eyes and ears on different ships and through cooperation of fishing companies in the SCAA program, NAVFORWEM captured Omar Amping, the fourth most wanted person in Zamboanga City, together with five others believed to be Abu Sayyaf Group (ASG) members on 20 November 2017 off the vicinity of Bolod Island, Tonquil, Sulu.
Knowing that this program helps the Navy perform its mandate in Western Mindanao not only in operational but also in administrative, NAVFORWEM convened this BMT Class 2018.
"Initial military training is an intensive resident programme normally lasting several weeks or months, which aims to teach the new recruits or applicants the social norms and essential tasks of the armed forces. The main purpose of this training is not to impose fear nor is it there for you to be battered into purple mesh. But it is to break your old self and mold you into a better person, a person with values and principles, a person with hope and vision," Medina said.
Through this effort, NAVFORWEM aims to completely eradicate or at least lessen the number of seajacking and other lawless acts in the region. It is in order to provide a safe sea for commerce, trade and peaceful living.

There are more than enough suppliers to provide the Philippine requirement for combat utility helicopters (CUHs) should the country's contract with Bell Helicopter and Canadian Commercial Corp. (CCC) fall through.
"Are there other suppliers if the Canada deal will not push through? Yes, there are," Department of National Defense (DND) Secretary Delfin Lorenzana said in a message Friday night.
He, however, did not mention these possible suppliers.
Lorenzana made the statement in the wake of President Rodrigo R. Duterte's order to the military to cancel the PHP12-billion contract for the 16 Bell 412 EPIs following reports that Canada would review the purchase of the aircraft on the grounds that they might be used in operations against rebel groups.
As of Friday night, Lorenzana said he has yet to receive any order regarding the President’s directive.
"I have not heard about cancelling. As of now, I am optimistic that it would proceed and the choppers will be delivered on time," the defense chief said.
Earlier, Armed Forces of the Philippines (AFP) deputy chief-of-staff for plans, Major Gen. Restituto Padilla, said that from the onset, both Bell Helicopter and CCC were aware that the soon-to-be acquired 16 Bell 412 EPI choppers will be utilized as "combat utility helicopters".
"The AFP deal for the acquisition of the Canadian Bell 412 as a combat utility helicopter is a very transparent one. From the very onset, the contract has specified that we are acquiring a Combat Utility Helicopter (CUH)," Padilla added.
"Its intended use as combat utility helicopter is for the transport of troops, especially combat casualties and for troop sustainment. It is not an offensive platform and not armed as such. We have dedicated attack helicopters as offensive platforms for such operations," he said.
Since the Philippines lies in the path of the Pacific Ring of Fire — a disaster-prone area — Padilla said the nation's disaster response plan had tasked the AFP to take the lead in undertaking humanitarian assistance and disaster response (HADR) during such times of contingencies.
"Hence, the CUH will be employed for numerous lifesaving tasks as well. The Canadians were among those who helped us following the wrath of Super Typhoon Yolanda and employed similar helicopters. We are confident that they are fully aware of the utilization of the CUH. Having said that, we hope that this deal will not be politicized," Padilla added.
Earlier, the Canadian government said they would review the contract after reportedly learning that the aircraft would be used for operations against rebel forces.
On Dec. 29, 2017, Lorenzana and representatives of Bell Helicopter and CCC signed the deal for the purchase of the helicopters worth PHP12 billion.
Representing Bell Helicopter in the contract signing was James Williamson, while CCC was represented by its director for Asia, Yvonne Chin. Delivery of the first Bell 412 EPI helicopter units is expected to commence by the first quarter of 2019 while the last batch will be handed over by the second quarter of 2020.
Acquisition of these helicopters is part of the AFP Modernization Program Horizon 2 and will be used in HADR and related missions.
These aircraft are fully configured and equipped with advance features, including an electronic engine control, a glass cockpit display system, and Garmin touchscreen navigation system.

There are more than enough suppliers to provide the Philippine requirement for combat utility helicopters (CUHs) should the country's contract with Bell Helicopter and Canadian Commercial Corp. (CCC) fall through.
"Are there other suppliers if the Canada deal will not push through? Yes, there are," Department of National Defense (DND) Secretary Delfin Lorenzana said in a message Friday night.
He, however, did not mention these possible suppliers.
Lorenzana made the statement in the wake of President Rodrigo R. Duterte's order to the military to cancel the PHP12-billion contract for the 16 Bell 412 EPIs following reports that Canada would review the purchase of the aircraft on the grounds that they might be used in operations against rebel groups.
As of Friday night, Lorenzana said he has yet to receive any order regarding the President’s directive.
"I have not heard about cancelling. As of now, I am optimistic that it would proceed and the choppers will be delivered on time," the defense chief said.
Earlier, Armed Forces of the Philippines (AFP) deputy chief-of-staff for plans, Major Gen. Restituto Padilla, said that from the onset, both Bell Helicopter and CCC were aware that the soon-to-be acquired 16 Bell 412 EPI choppers will be utilized as "combat utility helicopters".
"The AFP deal for the acquisition of the Canadian Bell 412 as a combat utility helicopter is a very transparent one. From the very onset, the contract has specified that we are acquiring a Combat Utility Helicopter (CUH)," Padilla added.
"Its intended use as combat utility helicopter is for the transport of troops, especially combat casualties and for troop sustainment. It is not an offensive platform and not armed as such. We have dedicated attack helicopters as offensive platforms for such operations," he said.
Since the Philippines lies in the path of the Pacific Ring of Fire — a disaster-prone area — Padilla said the nation's disaster response plan had tasked the AFP to take the lead in undertaking humanitarian assistance and disaster response (HADR) during such times of contingencies.
"Hence, the CUH will be employed for numerous lifesaving tasks as well. The Canadians were among those who helped us following the wrath of Super Typhoon Yolanda and employed similar helicopters. We are confident that they are fully aware of the utilization of the CUH. Having said that, we hope that this deal will not be politicized," Padilla added.
Earlier, the Canadian government said they would review the contract after reportedly learning that the aircraft would be used for operations against rebel forces.
On Dec. 29, 2017, Lorenzana and representatives of Bell Helicopter and CCC signed the deal for the purchase of the helicopters worth PHP12 billion.
Representing Bell Helicopter in the contract signing was James Williamson, while CCC was represented by its director for Asia, Yvonne Chin. Delivery of the first Bell 412 EPI helicopter units is expected to commence by the first quarter of 2019 while the last batch will be handed over by the second quarter of 2020.
Acquisition of these helicopters is part of the AFP Modernization Program Horizon 2 and will be used in HADR and related missions.
These aircraft are fully configured and equipped with advance features, including an electronic engine control, a glass cockpit display system, and Garmin touchscreen navigation system.

Duterte made the remark during the 7th Manila Times Business Forum in Marco Polo Hotel, Davao City Friday night, calling on his aide not to agree to the planned executive session in the Senate.
“Sabi ko,‘yan ang ‘wag mong gawin, (I said, don’t do that) Bong. Demand an open and transparent public hearing. And demand how this came about, the original,” Duterte said.
This way, the President said, details on the two suppliers for the combat management system (CMS) of the warships would be open to the public.
“Para makita and that it may be to their sorrow, lalabas talaga 'yan diyan. Kung bakit nagku-compete silang dalawa (So they would see. It will surface why those two suppliers are competing),” he added.
Go earlier denied allegations that he dipped his hands into the selection process of the CMS supplier, saying he would step down if proven that he had indeed interfered.
Go reiterated that the frigate project was already a done deal during the time of former President Benigno “Noynoy” Aquino III in 2016.
The acquisition of the frigates was entered into as early as June 2013 but the procurement was approved by then Defense Secretary Voltaire Gazmin only on June 24, 2016.
On March 17, 2016, the submission and opening of the bids was done while on June 9, 2016, the winning bidder, Hyundai Heavy Industries of South Korea, was appointed with a bid prize of PHP15.74 million for two frigates.
Duterte, meanwhile, said that Defense Secretary Delfin Lorenzana and relieved Vice Admiral Ronald Mercado argued over which company should supply the CMS.
“Nag-away si Mercado pati si Lorenzana. Gusto ni Mercado 'yung Hyundai, 'yung original na Hyundai na kanyang, gusto ni Mercado, palitan ng iba. Ayaw ni Lorenzana kasi matagal na (Mercado and Lorenzano argued. Mercado wanted to change the supplier from the original Hyundai. The Department of Justice's (DOJ) panel of prosecutors seeks to release this week the resolution on the criminal complaint filed by the Armed Forces of the Philippines (AFP) against suspected terrorist Abdelhakim Labidi Adib, who was nabbed in a checkpoint in Basilan.
The two-member investigating panel headed by Senior Assistant State Prosecutor Peter Ong and Assistant State Prosecutor Rodan Parrocha had already finished its preliminary investigation over the case last January 31.
“It might come out this week,” said Ong.
Adib sought the dismissal of charges of illegal possession of explosives filed by the Army’s 14th Special Forces Company against him.
Adib, 20, a Spanish national of Tunisian descent, was arrested last Jan. 22 at a military checkpoint in Basilan.
Government troops claimed he was accompanied by an Abu Sayyaf Group member who was one of their targets.
His companion, however, escaped by jumping off a cliff.
Seized from his possession were a hand grenade, rifle grenade, detonating devices, and blasting caps.
In his counter-affidavit, Adib refuted the allegations against him, claiming that the evidence presented was “planted by the arresting officer.”
“I vehemently deny and assert that I don’t own and I have nothing to do with the alleged recovered evidence which are the hand grenade and the alleged Improvised Explosive Device (IED),” he stated.
“I was illegally arrested by civilian persons, I was just walking on the road, aside from that I was not doing any crime nor was about to do a crime. Besides, there is no checkpoint. It must be noted that the evidence seized, although alleged to be inadvertently discovered, was not in plain view. It was planted by the arresting officer because I never have those items in my bag nor in my possession," his 10-page counter-affidavit read.

He said he arrived in Manila last Oct. 10, 2017, and went to Davao where he visited several attractions before proceeding to Cagayan de Oro.
Adib said in Cagayan de Oro, he met a certain "Abuzaid" who claimed to be a member of the Yakan tribe.
He said Abuzaid offered to take him to his tribe and introduce him to its culture.
“I went here in the Philippines as a tourist. I have no intention whatever to aid anyone in any terrorist activity, especially in causing trouble to the community,” Adib said.
After finishing school, he said he moved to Switzerland where he worked and saved money because it was his dream to travel to a faraway country.
He said he chose the Philippines because he heard a lot of “good reviews” about the country.
“I began thinking about going to the Philippines when I heard so many good reviews and feedback about the country that it is a touristic place with beautiful islands and scenery and above all, splendid people who are very accommodating and hospitable,” he said.
“I did not stop thinking about the delicious food which is hard to refuse. I imagine that it is possible to have a happy life, filled with good times and happiness and devoid of many problems,” Adib added.
“Another reason, which at the beginning I did not think too important, was to find a good woman to complete my happiness and make my life with her,” he added.
He said it was not his intention to go to Basilan and that he went to the Philippines only for a vacation.
Adib said he stayed for two months in Cagayan de Oro.
‘Not a happy experience’
From Cagayan de Oro, he said they proceeded to Zamboanga and eventually to Basilan to visit the Yakan tribe.
While in Basilan, he said the three weeks he spent with the tribe were “not a happy experience”.
“There is no food, no shower, no electricity, no proper shelter and it was not a comfortable stay,” he said, adding that he was afraid, especially after the group showed him photos of dead people.
“I decided to go home. I really regret my decision in going to Basilan. Nobody explained to me that Basilan is a dangerous place,” he said.
Before he was allowed to leave, he said the tribe members took his money, about 1,000 franks, mobile phone and some of his personal belongings.
He said he was escorted to Isabela City, Basilan on Jan. 19 where he was arrested by armed men.
He also countered the military’s claim, stressing that he was nabbed on Jan. 20 and not January 22.

In a statement, Lt. Col. Isagani G. Nato, Northern Luzon Command (Nolcom) public information officer, said the clash took place at Sitio Mabungtot, Ud-Udiao, Sal-Lapadan, Abra at around 7:30 a.m. Sunday.
The clash erupted between troops and around 10 NPA rebels while the former were conducting focused military operations (FMO) in the area.
The 28-minute fight resulted in the killing of one NPA brigand and the recovery of four high-powered firearms and equipment consisting of three M16 rifles, one carbine rifle and a two-way radio.
No loss or injury was incurred by the government forces.
Additional troops were already deployed to hunt down the NPA brigands.

The Philippine Navy's PHP18-billion Frigate Acquisition Project (FAP), which was awarded to South Korean shipbuilder Hyundai Heavy Industries (HHI), is "still proceeding on schedule."
This was the remark of Department of National Defense (DND) spokesperson Arsenio Andolong when asked about the program's status after HHI was banned from participating in any South Korean tenders for two years after its top executive was found guilty of offering bribes in order to win the bid to supply parts for four nuclear reactors to be constructed at the United Arab Emirates.
The case stemmed in 2013 and in 2015, HHI was convicted and was penalized by a two-year ban.
It sought to have the ban nullified in 2015 and the South Korean Supreme Court on Dec. 22, 2017 ruled with finality against the shipbuilder.
"Wala pang official word from the Republic of Korea (including its Embassy in Manila) as of today, the project is continuing, we are still going for the milestones that are outline(d) and (in the) timeline, (the project is) just proceeding as planned," he added, when pressed on whether the South Korean government has advised the DND to terminate its contract with HHI.
The FAP is one of the key pieces of the Armed Forces of the Philippines' modernization program, as it seeks to provide the country with the capability to deal with air, surface and sub-surface threats.
It will be armed with a variety of missiles and guns capable of defeating such threats.
Magdalo partylist Rep. Gary Alejano earlier claimed that the frigate project is riddled with anomalies and that its design was altered from the original.
This includes the alleged preference for the Hanwha combat management system, the lawmaker said.
"There is a proper process prescribed in RA 9184 (Government Procurement Reform Act) concerning the termination of a procurement project and there are specific conditions that must be present in order to invoke it, none of which are existing at the moment in this project," Andolong earlier said.
The DND spokesperson also said the anomalies claimed by Alejano are "mere allegations and innuendos" which hardly constitute grounds for termination of the project.
