The Marine Exercise 2022 Philippines (MAREX 22 PH) between the Philippine Marine Corps and the United States Marine Corps (USMC) officially ended with a virtual closing ceremony graced by the Flag Officer in Command, Philippine Navy, VAdm. Adeluis S. Bordado PN, as the Guest of Honor and Speaker on February 2, 2022.

Conducted from January 28-31, 2022, MAREX 22 PH included jungle operations subject matter expert exchange, insertion techniques, beachmaster management, combined amphibious planning, drills, execution using the USMC’s landing craft air cushion, and ship visit in the Western Command area of responsibility in Palawan.

In Tawi-Tawi under the Western Mindanao Command, the exercise included extensive humanitarian assistance and disaster response (HADR) training, medical subject matter expert exchange, visit, board, search, seizure, jungle operations, casualty evacuation, close quarter training, boat raid, and vertical assaults using USMC’s MV-22 Osprey Tiltrotor.

“We achieved the objectives of the exercise with the various activities conducted under MAREX 22 PH. We were able to strengthen and improve both countries’ readiness in crisis response, littoral and coastal defense operations, and combined interoperability in internal security, counter-terrorism, and HADR operations. MAREX 22 PH is one of the most productive combined exercises of the Philippines because it contributes to the Philippine Marine Corps’ goal of becoming a highly capable amphibious force in readiness for archipelagic defense,” said VAdm. Bordado.

“MAREX is important to both of our nations. By training together, we boost our joint ability to enhance mission defense and respond to natural disasters. I believe this exercise and future exercises like it will provide an opportunity for the Philippine Marine Corps Coastal Defense Regiment and our future Marine Littoral Regiment to train together to further develop our capability towards increased interoperability,” said Lt. Gen. Steven R. Rudder, Commander of the U.S. Marine Corps Forces, Pacific.

The virtual closing ceremony was also attended by local government officials, 2nd and 3rd Brigade Commanders, Commanders of the Joint Areas of Operations in Western Mindanao Command and Western Command, Commanders of USMC Marine Forces Pacific, 11th Marine Expeditionary Unit, Battalion Landing Team 1/1, Marine Medium Tiltrotor Squadron 165, Marine Attack Squadron 214, Combat Logistics Battalion 11, Amphibious Squadron One, and heads of the US Maritime assets.

Nagsimula na ang joint military exercise o ang “MAREX 2022 PH” sa pagitan ng Philippine Marines at US Marines sa lalawigan ng Tawi-Tawi.

Ang pagsasanay ay pinangunahan ng Marine Ready Group (MRG) Tawi-Tawi sa pamumuno ni Col. Nestor Narag na siya ring Deputy Brigade Commander ng 2nd Marine Brigade.

Ayon kay 2nd Marine Brigade Commander, BGen. Romeo Racadio, sa unang araw ng bilateral exercise kasama ang kanilang US Marines counterpart ay nagkaroon muna ng “meet and greet” sessions.

Nagkaroon din ng lectures mula sa mga experts kung saan ilan sa tinalakay ay ang special equipment and procedures, capability brief, safety procedures, at planning processes.

Natapos ang unang araw sa pagsasagawa ng rehearsals, Field Training Exercises at After Action Review and debriefings.

Isinailalim naman ang lahat ng participants sa mandatory antigen test para na rin sa kaligtasan ng mga ito laban sa coronavirus.

The Philippine Marine Corps (PMC) and the United States Marine Corps (USMC) have finished their annual marine exercise with a virtual ceremony on Wednesday, the Philippine military said on Friday.

In a statement, the PMC said Philippine Navy chief Vice Admiral Adeluis Bordado, who was the guest honor in the ceremony, declared that the objectives of the exercise have been achieved.

“We were able to strengthen and improve both countries’ readiness in crisis response, littoral and coastal defense operations, and combined interoperability in internal security, counter-terrorism, and HADR (humanitarian assistance and disaster response) operations,” Bordado said.

For him, this year’s marine exercise is among the Philippines’ most productive joint exercise as it helped PMC to become a highly capable amphibious force in readiness for archipelagic defense.

USMC chief Lieutenant General Steven Rudder pointed out that these trainings improve the ability of the military as he looked forward to more exercises with the Philippines.

“By training together, we boost our joint ability to enhance mission defense and respond to natural disasters,” he said.



This year’s marine exercise or MAREX 22 PH was conducted from January 28 to 31, 2022 with jungle operations subject matter expert exchange, insertion techniques, and beachmaster management.

It also included combined amphibious planning, drills, execution using the USMC’s landing craft air cushion, and ship visit in the Western Command area of responsibility in Palawan.

Armed men, suspected to be New People’s Army members, set a backhoe on fire Thursday in Barangay Nawi, Paranas town, Samar.

Initial investigation showed that the backhoe, owned by Engr. Lope Deporada Jr., was parked at the road around 8:30 p.m. when residents saw the fire.

The villagers went out of their homes and saw unidentified persons who pointed their flashlights at them.

They said they reported the incident to their village officials, who relayed the information to police.

Investigators, on Friday, have yet to identify the perpetrators.

CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry (Diamond) Division welcomed its new Commander in a Change of Command and Retirement Ceremony held yesterday, February 3, at the Headquarters of 4ID, Camp Evangelista, Patag, Cagayan de Oro City presided by Lieutenant General Romeo S Brawner Jr, the Commanding General of the Philippine Army (CGPA).

Brigadier General Wilbur C Mamawag who hails from Pasay City is a proud member of Philippine Military Academy “Makatao” Class of 1989 and assumed as the 49th Commander of 4ID taking the helm from Brigadier General Oliver T Vesliño, who bowed out from the military service.

Prior to his present designation, BGen Mamawag was the Assistant Division Commander and Acting Division Commander of the 8th Infantry Division based in Catbalogan, Samar. He also served as the Commander of the 603rd Infantry Brigade in Lebak, Sultan Kudarat.

Being assigned in 4ID is not new to BGen Mamawag since he started his early years in the military service as a Diamond trooper. Upon graduation from the academy, he served as Tactical Officer of the Division Training Unit (DTU) – now Division Training School (DTS) – of 4ID in Malaybalay City, Bukidnon. He was also a Platoon Leader, Company Commander, and Battalion Staff of the 58th Infantry Battalion and became the Commanding Officer of the 98th Military Intelligence Company (MICO), still under 4ID.

In his assumption speech, BGen Mamawag vowed to continue his predecessors’ endeavor to fight and finally put an end to the local communist armed conflict in 4ID’s area of responsibility, adhering to CGPA’s guidance encapsulated under the acronym SERVE (Soldier, Equipment, Resources, Victory, Election).

“I will abide by the principles of “Servant Leadership” to serve others while staying focus on achieving results in line with the values of the organization. To the men and women of the Diamond Division, we are on the same boat. I will make sure to continue and nurture the culture of professionalism, excellence, dedication, and the brotherhood of the 4ID family. We will march forward together. As always taught to us by our mentors, mission accomplishment first, morale of troops always,” he said.

Meanwhile, BGen Vesliño extended his deepest gratitude to all Diamond troopers, partners, and stakeholders for the support and trust which are instrumental to the significant milestones he achieved during his tenure as the 4ID Assistant Division Commander and Acting Commander. He also appealed to every soldier to continue the vision of the Armed Forces of the Philippines to protect the peace and be a role model to every Filipino.

On the other hand, Lt Gen Brawner Jr lauded the hard work of BGen Vesliño who led the 4ID’s “No Let Up” campaign resulting in several accomplishments on combat and non-combat operations, especially in transforming the Diamond division thru its modern and world-class facilities. At the same time, he also congratulated BGen Mamawag for achieving another momentous chapter in his military career and is optimistic that 4ID will continue to soar high with its mission to finally defeat the enemies of the state under BGen Mamawag’s leadership.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Three supporters abandoned the Communist Terrorist Group (CTG) and surrendered low-powered firearm and war materiel to the government troops in Barangay Isca, Gonzaga, Cagayan on February 03, 2022.

Alias Riting, 42 years old, and Alias Lando”, 44 years old, both residents of Barangay Isca, Gonzaga, Cagayan and Alias Paquito, 45 years old, of Barangay Mission, Sta Teresita, Cagayan decided to return to the folds of the law through the combined efforts of 98th Infantry Battalion and Marine Battalion Landing Team under the 501st Infantry Brigade and local police.

According to the surrenderees, they are tired of the lies and deceits of the terrorist organization. “Gusto na naming mamuhay ng normal at malayo sa panganib na hatid ng mga teroristang NPA. Halos araw araw hindi namin mawari kung ligtas ba kami at ang aming mga pamilya.”

In a statement, LtC Abraham M Gallangi Jr, Commanding Officer ng 98IB, said that the successful surrender of the three CTG supporters is the result of the continuous cooperation and support of the residents of Gonzaga, Cagayan in the campaign against the Communist Terrorist Group.

They also surrendered one caliber 38 revolver, 78 rounds ammunition for Garand rifle, ammunition blasting caps, a radio, CTG flag, assorted medicines, and medical supplies that were issued and entrusted to them by the terrorist Communist Party of the Philippines-New People’s Army (CPP-NPA).

MGen Laurence E Mina, Commander of 5th Infantry Division, Philippine Army lauded 98IB and MBLT10 under 501st Infantry Brigade for their sustained effort to free Cagayan from insurgency. He also thanked the CTG for choosing the right path. “Nagpapasalamat kami sa pakikiisa ninyo sa kampanya ng ating pamahalaan laban sa mga teroristang NPA. Sama-sama nating hikayatin ang mga natitira pang sumusuporta sa teroristang grupo at pagtulungan nating isulong ang kapayapaan at pag unlad sa probinsya ng Cagayan.”

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela-Starting February 03, 2022, the 5th Infantry Division, Philippine Army will organize the 102nd Infantry Battalion as an additional force to pursue inclusive peace and development in the Area of Responsibility of the Division.

LTC Lemuel Baduya was installed as the Commander of the newly activated battalion which will first undergo organizational training to equip its personnel and resources to be operationally ready to take part in the government’s effort in ending local communist armed conflict. It will also assist the Local Government Units and other Government Agencies in the implementation of development as well as provide humanitarian assistance in its future area of operation.

LTC Baduya encouraged his troops to commit their service by all means for the people. “Let us all have our collective efforts to build a professional work environment. We will adopt the best practices of other battalions so we can manage to place the army government mechanism effectively.” He then thanked MGen Laurence E Mina, Commander of 5th Infantry Division for allowing him to showcase his abilities and knowledge in leading a unit that will attain peace and order. “To MGen Mina, thank you for the opportunity to exercise my leadership skills. Rest assured that I will uphold the Army’s mantra of Serving the People, Securing the Land.”

On the other hand, MGen Mina who served as the General Presiding Officer welcomed the said battalion. “Welcome to our growing organization. I have my full trust and confidence that you will accomplish your future tasks. May the force be with you!”

12 top NPA leaders in Region 6 neutralized

Twelve top leaders of the New People’s Army in Negros and Panay were reported by the Army’s 3rd Infantry Division to have been neutralized, after being killed through focused military operations in 2021.

Maj. Gen. Benedict Arevalo, 3ID commanding general, attributed the successful operations against themto the vigilance and cooperation of residents in Western and Central Visayas, as well as the continuous collaboration with concerned government agencies under the mechanism of the National Task Force—Ending Local Communist Armed Conflict in the region.

Among those 12 top NPA leaders killed wereKerima Lorena Tariman, secretary of the Northern Negros Front; Marilyn Badayos – NNF finance officer; while those in Panay Island were Reynaldo Bocala, Regional Finance Bureau chief of Komiteng Rehiyonal-Panay and Joven Ceralvo, Deputy secretary of KR-Panay Southern Front.

Arevalo said a total of 49 NPA rebels died in numerous encounters with 3ID infantry units stationed in Negros and Panay, 22 others were arrested and 71 surrendered.

He also reiterated his persistent reminder to the NPA remnants to surrender before it will be too late for them to do so.

“The government is always open to those rebels who would want to go back to the folds of the law,” Arevalo stressed.

At the same time, he also commended all 3ID soldiers for their exemplary performance and contribution in winning the fight against the CPP-NPA, as he urged them to maintain the gains of the Division’s peace drive guided by its campaign mantra “Loved by the people, feared by the enemy.”

MAYOR BENG Climaco again thanked security forces for their hard work and dedication in securing Zamboanga City and its people and for maintaining peace and order, especially at this time of the Covid-19 pandemic.

Climaco, who remains a strong supporter of the police and military and other law enforcement agencies, recently met with police and military commanders at City Hall and discussed the current security measures ahead of the May polls.

Climaco has over the years thanked security forces and lauded soldiers and personnel and even visits their camps and outposts regularly and joins night patrols in villages.

“I will never tire in thanking our hard working security forces for keeping us safe and secure, and helping us even more this time of the health crisis. During holidays, especially Yuletide celebrations, they remain in the posts and leave behind their families and loved ones to protect us all. I salute all of them and thank everyone for their hard work and dedication” she told Zamboanga Post in a phone interview.

Last December, security forces foiled a deadly bombing here after capturing a suspected Abu Sayyaf terrorist, Tony Asmun, smuggled an improvised explosive from the neighboring province of Basilan.

Police and military units, including operatives from the National Intelligence Coordinating Agency, raided Asmun’s house in Barangay Kasanyagangan and captured the 57-year old man and recovered the improvised explosive which was assembled from a 90mm mortar bomb rigged to a timer.

Asmun smuggled the improvised explosive, hidden inside a sack full of charcoal, by a motorized boat from Basilan’s Hadji Mohamad Ajul town and landed in Mariki village.

Climaco, who rushed to the area, ordered security forces to intensify patrols in coastal areas and villages and told police and military commanders to never allow terrorists the opportunity to conduct terroristic activities. She also lauded security forces for the capture of Asmun and effectively foiled a deadly attack here during the Yuletide season.

Security forces were also largely credited for the apprehension of hundreds of millions of pesos worth of smuggled cigarettes and other contraband, and illegal drugs here. (Zamboanga Post)

The Philippine Army’s 3rd Infantry Battalion will arrive in Eastern Visayas over the weekend to help ensure peaceful and orderly elections in the region, the Army’s 8th Infantry Division announced on Friday.

The battalion that was under the Army’s 10th Infantry Division based in Davao City, will arrive in Samar on Saturday.


They will be formally welcomed by key army officials in the region in a ceremony at the division headquarters in Catbalogan City, Samar on Monday.

Maj. Gen. Edgardo De Leon said in a phone interview their deployment is very welcome since the unit will serve as a maneuver unit in the region to work with the Philippine National Police in ensuring peaceful and orderly polls, especially in hot spot areas.

“They are flexible and will be assigned anywhere in our area of operation in Eastern Visayas where they are needed. If there are emergency situations during the election, we have a standby unit. Their presence will not disrupt the operations of our existing units,” De Leon said.

He said the new battalion led by its commander Col. Juvenal Mark Tayamen will have its temporary headquarters in Calbayog City, Samar.

“They will not be introduced to any local candidates, hence, we are assured that they are non-partisan. They are fresh and not acquainted with any local official in the region unlike our soldiers currently assigned in the region,” De Leon added.

The battalion was deployed in Davao in 2016 to help fight the New People’s Army (NPA), particularly in Paquibato District in the hinterlands of Davao City, the hotbed of armed rebels.

The Army’s 10th Infantry Division reported on its Facebook page that the 3rd Infantry Battalion dismantled in 2019 the NPA guerilla front 54 operating in Davao City.

In 2020, the unit wiped out the NPA guerilla front 56 also in Davao City.

The unit was also instrumental in dismantling the NPA sub-regional committee 5 of the Southern Mindanao Regional Committee.

A total of three former New People’s Army (NPA) rebels who recently returned to the fold of the law received financial assistance from the Benguet provincial government.

In a press statement on Friday, Police Regional Office-Cordillera information officer Capt. Marnie Abellanida said the three former rebels surrendered to the Benguet Provincial Police Office.

He added that the aid is aside from the financial assistance and remuneration for surrendered firearms from the government under the Enhanced Comprehensive Local Integration Program (E-CLIP).


Abellanida said they will be assessed and processed under the E-CLIP before receiving full financial assistance.

The government’s assistance program to former rebels was institutionalized to encourage the rebels to return to the fold of the law in exchange for a better life with their loved ones.

In a separate post, the Benguet Public Information Office said Governor Melchor Diclas, who led the turnover of the financial assistance on February 2 at the provincial capitol, thanked the Philippine National Police for their continued effort for the efficient and effective implementation of the whole-of-nation approach against insurgency.

During the ceremony, the former rebels also turned over firearms to authorities.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

Some four communist New People’s Army (NPA) sub-commanders and a female political guide surrendered to authorities in Bagumbayan, Sultan Kudarat to return to a peaceful life with their families, the military reported Friday.

Lt. Col. Rommel Valencia, Army’s 7th Infantry Battalion (IB) commander, said the five rebels yielded to government troopers in Barangay Kapaya, Bagumbayan, on Thursday afternoon.

He identified the surrenderers as alias Wendel, a squad leader under “My Phone” Platoon; alias Elagan, a team leader under NPA Platoon “Bagdad;” alias Harris, a squad leader under NPA Platoon “Timlas;” alias Leon, the former commanding officer of NPA Platoon “Yakal;” and alias Annamae, NPA political guide of Platoon “Timlas.”

“All the surrenderers belonged to the Sub-Regional Committee (SRC) Daguma, Far South Mindanao Region (FSMR),” Valencia said.

The rebels turned in two M16 rifles, a Carbine rifle, and three .38-caliber revolvers.


Brig. Gen. Eduardo Gubat, 603rd Brigade commander, commended the joint efforts of the 7IB and police units from the Bagumbayan and the Sen. Ninoy Aquino police stations, for a job well done.

“Through the cooperation of everybody; be it military, police, local government unit (LGU), and the community, is vital in identifying and compelling these rebels to surrender and prevent them from further committing crimes and atrocities against the people," Gubat said in a statement.

The surrenderers will be enrolled in the government's Enhanced Comprehensive Local Integration Program where they can avail of a holistic package of benefits such as livelihood assistance, medical assistance, education, housing, and legal assistance.

Meanwhile, Maj. Gen. Juvymax Uy, the Army’s 6th Infantry Division (6ID) commander, also applauded the efforts of security forces, the LGU's assistance, and the support from the community in realizing this surrender.

“The number of communist rebels operating in Central Mindanao is now dwindling and nearing its end as more of their leaders and members realized that they are only being manipulated by their leaders,” said Uy, concurrent head of the Army-led Joint Task Force Central.

Uy reiterated his call on other communist rebels who are still hiding in the mountains to return to the folds of the law and live peacefully with their families.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

SAN JOSE DE BUENAVISTA, Antique – A total of 46 women in the upland barangay of Cabladan in the municipality of Sibalom this province on Thursday each received an electric sewing machine for their livelihood under the whole-of-the-nation approach in ending local communist armed conflict program.

“The sewing machines are given after your training by the Provincial Social Welfare and Development Office (PSWDO) so that each of you will have something to use already,” said Antique Governor Rhodora Cadiao, who led the turnover of the sewing machines worth PHP1 million to the women in Barangay Cabladan.

The women-beneficiaries were recipients of skills training on dressmaking last year.

The governor has directed the PSWDO to look into the needs of the people in Barangay Cabladan, whose problem on insurgency has always been part of their discussions at the Provincial Task Force to End Local Communists Armed Conflict (ELCAC) and the Western Visayas Regional Development Council (RDC), with her as the chairperson.

One of the concerns raised was the lack of employment opportunities.


“Since you had already been trained on dressmaking and have your own sewing machine, I do hope that you would be resourceful in terms of marketing your products,” the governor added.

Sibalom Municipal Councilor Kazy Butiong, who represented Mayor Gian Carlo Occeña, expressed hope the beneficiaries will take care of the sewing machines given to them by the provincial government.

“Please make full use of the sewing machines for your livelihood,” she said.

One of the beneficiaries Jo-ann Abagon said they not only plan to sew dresses, pillowcases, and bedsheets, which they hope to also sell online.

She said they will come up with a marketing scheme so they could sell their products in bulk.

“Since we still do not have a production center, we will be sewing only in our homes,” she said in an interview.

The 46 sewing machines were in addition to the eight sewing machines from the Department of Labor and Employment (DOLE) and two from the Department of Trade and Industry (DTI) given to the 10 other trainees last year.

Abagon said that women in their barangay used to help their husbands in farmwork or growing flowers that they sell at the Sibalom public market, which is about 30 kilometers away from their village.

Cabladan is one of the two barangays in Antique that have been identified as recipients of convergence projects under the whole-of-nation approach to address local insurgency.

The other one is Barangay Bulan Bulan in the municipality of San Remigio.

The Army’s 1002nd Infantry “Bagwis” Brigade (Bde) based in Malungon, Sarangani, has a new chief, the 10th Infantry Division (10ID) announced Friday.

Capt. Mark Anthony Tito, 10ID spokesperson, said Col. Alexei Musñgi, member of Philippine Military Academy “Maalab” Class of 1993 and former assistant chief of staff for operations, took over the post from Col. Potenciano Camba in a ceremony held at the brigade headquarters in Sitio Pulatana, Barangay Malandag in Malungon on Thursday.


Tito added that Musñgi is also a G3 at the Philippine Army headquarters and holds several special duty army positions.

He is also a former commanding officer of the 48IB, the 7ID in Central Luzon, and chief operations officer of the 6ID based in Datu Odin Sinsuat, Maguindanao
.

Brig. Gen. Allan Hambala, the 10ID acting division commander, said in his speech during the ceremony that with Musñgi’s good service reputation and sterling leadership, the 1002Bde will be in good hands.

"The command has high hopes that under his new leadership,10ID’s mission will be effectively and swiftly be achieved," Hambala said.

He also lauded the leadership of Camba, saying it has resulted in the destruction of communist New People’s Army (NPA) mass bases and allies, the cutting of its extortion schemes, and the reduction of its manpower and firepower.

“It’s apparent that Brig. Gen. Camba and his team have contributed vastly to 10ID’s accomplishment. With his good leadership, competence, combat decisiveness, and initiative, he fully maximized all available Armed Forces of the Philippines’ assets in defeating the enemy and made him achieve far beyond targets and timelines,” Hambala said.

Camba, who will sit as the incoming deputy commander of the Eastern Mindanao Command based in this city, has scored numerous war materiel seizures from the enemy that included 88 recovered and 119 surrendered firearms, and 65 improvised explosive devices (IED).

Under his leadership, the 1002Bde has neutralized 157 regular NPA combatants and facilitated the surrender of 446 Milisyang Bayan, 296 Sangay ng Partido sa Lokalidad, and 4,237 members of the underground mass organizations.

Also, the 1002Bde counter-insurgency campaign efforts have resulted in the dismantling of three NPA units that included the Pulang Bagani Company (PBC) of Southern Mindanao Regional Command (SMRC), and Guerilla Front’s Alip and Tala of the Far South Mindanao Region.

Camba also supervised 334 former rebels (FRs) in eight different deradicalization programs.

Financial livelihood and immediate assistance were also distributed to 1,417 FRs in the provinces of Sarangani, Davao Occidental, and North Cotabato.

BALER, Aurora – A total of 40 former members of the Communist Party of the Philippines-New People's Army (CPP-NPA) in this province on Friday withdrew their support from the terrorist group and pledged allegiance to the national government.

The withdrawal of support was made after the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) conducted a community consultation in Barangay Borlongan, Dipaculao town to address the concerns of rebel returnees on peace and development issues.


During the event, the former rebels burned a CPP-NPA flag as proof of their sincerity to the government.

The community consultation meeting which was participated in by former rebels, their mass base supporters, military and police personnel, and representatives from concerned government agencies, aims to orient and increase awareness on Executive Order No. 70 signed by President Rodrigo Duterte, which institutionalizes a “whole-of-nation approach” in attaining inclusive and sustainable peace.

Maria Luisa F. De Guzman, regional director of the National Intelligence Coordinating Agency (NICA), said the consultation meeting is meant to address the root causes of insurgency, internal disturbances and tensions, and other armed conflicts and threats to inclusive development.

“Kami ay nagpupunta na sa kanayunan upang ilapit ang gobyerno sa katulad ninyo upang madama ang presensiya ng gobyerno upang hindi na malinlang pa ng mga communist terrorist group (We are going to the communities to bring the government closer to those like you so that you can feel the presence of the government and not to be deceived by the communist terrorist group),” De Guzman said during the event.

She cited the importance of bringing the message of hope to the people of Aurora, particularly the former rebels who now have the same objective which is to finally put an end to the communist terrorism.

She said the concerned agencies are doing their best to harmonize peace, development, progress, security, and consequently resolve the nation’s over 50 years of insurgency problem.

Ret. Army Maj. Gen. Abraham Claro C. Casis, the official representative of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), lauded all concerned government agencies for the success of the event.

“The support of everyone is a great help in addressing the root causes of local armed conflict by prioritizing the delivery of basic government services, social development packages, and construction of needed infrastructures with the end-in-view of ushering inclusive development in the pursuit of the country's peace agenda,” Casis said.

Col. Julio S. Lizardo, provincial director of the Aurora Police Provincial Office, underscored the importance of the partnership between the government and the citizenry towards peace and development.

He said the activity is an example of comprehensive peace engagement.

“Hindi maikakaila na tumaas ang kumpyansa ng taumbayan sa ating gobyerno simula ng ito’y ipatupad. Ito’y dahil na rin sa pagtutulungan at pagsisikap ng iba’t-ibang ahensya na nasa inyong harapan ngayon. Ang mga pugad ng rebelde noon, pinaunlad ng Task Force ELCAC ngayon (It is undeniable that the confidence of the people in our government has increased since it was implemented. It is also because of the cooperation and efforts of the various agencies that are in front of you now. The hotbeds of the rebels before is now being developed by Task Force ELCAC),” he said.

He also thanked the former rebels for their trust in the government and for deciding to live peacefully with their loved ones.

Lizardo also urged the remnants of the communist terrorist group in the province to lay down their arms, return to the fold of the law, and avail of reintegration and livelihood programs being offered by the government.

Meanwhile, "Ka Bogie", one of the returnees who had been in the armed struggle for two decades, said the CPP-NPA is only sowing terror in the communities.

He said he realized that the ideology taught to them in the leftist organization is meaningless as well as the armed struggle being waged by the communist terrorist organization.

“Nasira po ang pamilya ko, nasawi ang ilang kong mga kamag-anak at hiwa-hiwalay ang mga anak ko. Nawalan ako ng kapayapaan. Bilang dati ninyong kumander, hinihikayat ko kayo para sa totoong pagbabagong buhay at tulungan ang ating gobyerno upang mawakasan ang insurhensiya sa ating mga kanayunan (My family was broken. Some of my relatives died and my children were separated from each other. I lost peace. As a former commander, I am encouraging you for the true reformation and let us help our government to put an end to insurgency in our communities),” Ka Bogie said.

Following his surrender, he said he feels an atmosphere of peace. “My feeling is great and I am praying and hoping that my other comrades will follow my steps in leaving with peace and harmony,” Ka Bogie added.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

Department of National Defense (DND) Secretary Delfin Lorenzana hopes that the next administration will continue the "Tatag ng Imprastraktura para sa Kapayapaan at Seguridad" (TIKAS) convergence program of the agency and the Department of Public Works and Highways (DPWH).

Lorenzana's remarks came after he visited the newly-inaugurated administration building of the 4th Infantry Division in Camp Evangelista in Patag, Cagayan de Oro City, and the hospital being built for the unit's personnel and their dependents.

"But I’m more excited about the new hospital being constructed inside Camp Evangelista in Patag, Cagayan de Oro City. As we all know, our station hospitals and medical facilities in various camps not only serve our soldiers and their dependents but also people in the community, pati mga nasusugatang (New People's Army) NPA (even wounded NPAs)," Lorenzana said in a Facebook post Thursday night.

Both facilities are made possible by the TIKAS program of the two agencies aimed at addressing the various facility requirements of different Armed Forces of the Philippines units across the country.

"Hoping that the TIKAS convergence program between the DND-Philippines and DPWH will be continued by the next administration," he added.

The TIKAS project was conceptualized by President Rodrigo R. Duterte to improve the landscape of military facilities in the country.

Tucao, Brgy. GMA, bayan ng San Miguel nitong Pebrero 1. Sa naturang ambus, napaslang ang team leader na si Police Senior Master Sergeant Johnny Tiston. Nasamsam din ng Pulang Hukbo ang tatlong maiiksing armas at iba pang kagamitang militar.

Ang naturang ambus ay panimulang tugon sa panawagan ng mamamayang Catandunganon para sa panimulang hustisya matapos mabiktima ng kriminal na kapabayaan at atakeng militar ng rehimeng US-Duterte sa Catanduanes. Taliwas sa ipinalalabas ng PNP Region V na pag-iral ng katiwasayan sa prubinsya, nagdurusa ang masang Catandunganon sa labis na kahirapan at malawakang militarisasyon. Sa kabila ng malawakang pagkundena ng publiko sa naturang pamamaslang at sa halip na panagutin ang militar at pulis, pinahintulutan pa sa prubinsya ang pinatinding okupasyong militar. Sa katunayan, sa gitna ng pandemya ibinuhos ang mga tropa ng militar sa prubinsya. Nasundan pa ang pagpatay kina Abraham at Aguilar ng apat pang biktima ng pampulitikang pamamaslang, kabilang ang panibagong kaso nito sa bayan ng Bagamanoc. Kasabwat din ang PNP Catanduanes sa malaganap na red-tagging sa prubinsya kabilang ang ilang mga kasapi at lider ng progresibong bayan at mga sibilyang upisyal tulad nina Vice Governor Shirley Abundo at isa pang provincial board member.

Itinulak ng tumitinding kundisyon ng pang-aapi’t pagsasamantala ang mamamayang Catandunganon na ibayong isulong ang armadong pakikibaka sa prubinsya. Hindi kailanman nawala at sa halip ay sumusulong ang armadong paglaban sa prubinsya ng Catanduanes. Sa katunayan, pinakahihintay ng mamamayan ng prubinsya ang paparami pang armadong paglaban mula sa kanilang tunay na Hukbo! Marami sa kanilang dumaranas ng kahirapan at abusong militar ang lalong napukaw upang sumapi sa Bagong Hukbong Bayan at lumahok sa mga taktikal na opensibang yayanig sa rehimeng US-Duterte at kasabwat nitong naghaahring uri sa prubinsya.

The Communist Party of the Philippines (CPP) denounces the railroading of the SIM Card Registration Act that directly attacks privacy rights and freedom of expression on the pretext of fighting online trolling and criminal activities. The proposed bill, which is set to be signed by President Rodrigo Duterte, will require current and new subscribers of all forms of public telecommunication as well as social media platforms to register their real names using their identification cards.

The proposed law also requires telecom companies to store data and information about their users for 10-years from the time of deactivation of their mobile service or social media account.

This bill is a blatant attack of privacy rights. It will worsen the already gross invasion of privacy amid the collection of personal and meta data by big corporations and governments. We all know how vast quantities of information known as Big Data has been collected and misused by big companies and governments against ordinary people.

SIM card registration will effectively limits the people’s right to anonymity. Anonymity is a key component of the people’s freedom of expression and ensures the safety of people’s lives. Even press freedom largely depends on anonymity. Anonymity is a shield against tyranny and intolerance.

With the SIM card registration and the vast amounts of information that can be collected from cellphones, smartphones and internet-connected devices, the reactionary state and big corporations will have legal access to any individual’s personal life, revealing his communications and movements, as well as political, professional, religious, familial and sexual associations. Especially under a tyrannical ruler, requiring the registration of SIM cards will give the reactionary state the superfluous capacity to monitor ordinary people and journalists beyond any legitimate government interests.

By taking away all possible forms of anonymity, a cloud of fear will permanently hover above the people that will prevent them from freely expressing their opinion and engaging in public debate. The SIM card registration bill will surely stop people from expressing their legitimate grievances but who fear reprisals by abusive military and police officers, big bureaucrats, government officials and big corporations, and religious authorities.

A culture of fear and silence will surely result from the SIM card registration bill. There will be less reports of government corruption, police and military atrocities, violations of human rights and international humanitarian law, corporate abuses, environmental destruction and other wrongdoings and crimes by powerful entities. This is because people, including victims of abuse, will always think twice before reporting any malfeasance knowing that such information can be traced back to them and that they can be subjected to retribution.

Thus, the SIM card registration act is a fascist act and will further narrow the democratic space. In the face of red-tagging, terrorist-labelling and the prevailing culture of impunity of state forces that engage in armed intimidation, filing of trumped-up charges, imprisonment, abduction, torture and murder of critics, and patriotic and democratic forces, and combined with the “Anti-Terrorism Law”, the SIM card registration act will be an additional state terrorist menace against the people.

The pretext of fighting crime and trolls is a false basis. Instead of requiring secure methods of financial, legal or commercial transactions online, it resorts to wholesale trampling on privacy rights as a false solution to stopping fraud and crime. Instead of raising the capacity of law enforcers to conduct cyber-forensics to pinpoint culprits, it will require all people to allow themselves to be subjected to electronic search and investigation and surrender their privacy and anonymity rights.

Across the world, SIM card registration has failed to curb crime, but has instead exacerbated it. Organized crime, as well as state forces, have vast resources to easily circumvent SIM registration through SIM-cloning, using foreign SIM cards on roaming mode, or using satellite phones. Requiring SIM card registration has also spawned black markets for illicit SIM, as well as identity-theft.

Registration of SIM card was required in Mexico in 2009 but was repealed after three years after it was found to be ineffective in the prevention, investigation and prosecution of crimes. It has resulted in the emergence of black market of unregistered SIM cards and identity fraud in Pakistan.

The Filipino people must oppose SIM card registration. They must defend their privacy and anonymity rights and resist all government policies and measures that violate their democratic rights under the regime of state terrorism.

The Bikolano masses rejoiced once again with the recent tactical offensives launched by the Red army in the region. Last February 1, a unit of the Nerissa San Juan Command BHB-Catanduanes ambushed a team of San Miguel MPS and Catanduanes 1st PMFC intelligence operatives in So. Tucao, Brgy. GMA, San Miguel. The NPA seized two cal. 38 and one Beretta 9mm firearms and other military equipment. The team leader of the said unit, Police Sr. MSgt. Johnny Tiston was also killed.

Last January 28, three were killed while five were wounded in a successful ambush launched by the Jose Rapsing Command – NPA Masbate against 12 elements of the reactionary government’s armed troops in Brgy. Recodo, municipality of Cawayan in Masbate.

Meanwhile, on January 23, a unit of the Tomas Pilapil Command BHB-East Camarines Sur attacked a team of the 83rd IBPA-Charlie Coy in Brgy. Pinamihagan, Lagonoy. They were able to seize a military pack containing 10 powerbanks and other military items. Two elements of the enemy force were also wounded during the offensive.

Last December, eight tactical offensives were also successfully launched by units of Celso Minguez Command-BHB Sorsogon, Santos Binamera Command-BHB Albay and Jose Rapsing Command-BHB Masbate in the towns of Daraga, Camalig and Legazpi City of Albay, Pilar town in Sorsogon and Esperanza town in Masbate. These victories of the Red Army belie enemy declarations that the revolutionary movement in Bikol has been crushed. The military just ended up proliferating fake news and launching grand pursuit operation after grand operation that the Red army has consistently been foiling.

With the Catanduanes ambush, the enemy force willfully disseminated false and constantly changing information in a bid to divest the Red army of political gains. There’s a bogus and ludicrous story that PSMSgt. Tiston’s remains were mounted on a motorcycle and was paraded all throughout the barrio. Another story claims that comrades abducted three of the fleeing policemen. These are rabid lies fed to the public in an attempt to besmirch the Red army’s excellent record in respecting the laws of warfare and human rights. It is clear for the masses that it is the murderous AFP-PNP, not the NPA, who threaten their lives and livelihood.

In fact, what befuddles the public is why were these police operatives carrying cal. 38 firearms when these are not the standard issue for the police force. It is not farfetched that comrades were able to apprehend these policemen on their way to their next kill under the veil of nanlaban-patay modus operandi and that those firearms were to be used as planted evidence against the victim just as they have repeatedly done in the past.

Meanwhile in the Lagonoy offensive, ironically, though the military were claiming that they have successfully eradicated Red army presence, they still felt the need to order the rapid deployment of two attack helicopters as support force. An hour of Black hawk helicopter flight, commonly used by the Joint Task Force Bicolandia for their aerial missions, costs a staggering average of P238,524.

In the end, no matter the amount of money or the means that these murderers employ, they can never stop the people’s resolve to fight and defend their class interests. They shall only be repeatedly defeated by the Red army and the exploited and oppressed masses. They must remember the laws of warfare and the lessons gleaned from the innumerable experiences around the globe – that the people, not objects, is the decisive force in any war. As long as the enemies of the people remain on the other side of justice and the common good, they can never expect to win.

It is not true that the mountains in Barangay Sta. Clara, Gonzaga, Cagayan province where the Armed Forces of the Philippines (AFP) conducted aerial bombardment last January 29 are uninhabited.

These mountains serve as home and source of livelihood of indigenous Agta communities. In fact, entire ethnic minority and peasant communities were struck by fear as a result of the air strikes and left their homes to seek safety. According to news reports, at least 56 families are presently staying in the barangay gymnasium in Sta. Clara.

The air strikes and artillery shelling conducted by the Philippine Army’s 501st Brigade were aimed in the vicinity of sitios Bagsang, Maging and other communities. The AFP started its bombardment at 3 a.m. shattering the early morning peace and rousing people from their sleep. The bombing lasted several hours.

We denounce the AFP for dropping bombs in the proximity of Agta communities which endangered the lives of civilians, terrorized people, and damaged forest resources from which local ethnic communities draw their food, water and medicine.

We call on the Filipino people to expose and denounce the intensifying employment of these weapons of terror. Aerial bombing and strafing using fighter aircraft and attack helicopters, and artillery shelling are acts of state terrorism and violate international humanitarian law as it puts the life of civilians in danger and subjects them to terror.

The Communist Party of the Philippines (CPP), the party of the Filipino proletariat, joins all Filipino workers and toiling masses in commemorating today the 120th anniversary of the Union Obrera Democratica de Filipinas (UODF). The UODF is the first labor federation in the Philippines, precursor of militant trade unionism and center of worker’s anti-imperialist struggle.

The UODF emerged at the heels of the Filipino people’s struggle against Spanish colonialism and amid rising resistance to US imperialist colonial occupation. It was established by 140 trade unionists mainly from Luzon. It was led by Isabelo delos Reyes, veteran labor activist and anti-colonial fighter. They were inspired by the Marxist slogan “The emancipation of the working class must be the task of the workers themselves” of the First International.

Through the UODF, the incipient Filipino working class—workers from printing presses, cigarette factories, tailors, shoe makers, carpenters, sculptors, barbers and others—wielded great power to fight and lead the struggle to advance the welfare and interests of workers and the people’s aspiration for national freedom from imperialism. A few months after its establishment, the UODF organized a mass demonstration on July 4, 1902 with 50,000 people demanding national independence.

A few weeks later, the UODF called for a general strike to denounce the refusal of the colonial government to heed the demand for wage increases amid rising prices and worsening socioeconomic conditions. Workers mounted strikes and walk out protests in Manila and nearby provinces. As a result of their militant struggle, workers wages in a number of factories were raised.

To counter the growth and militance of the UODF, the US colonial regime resorted to surveillance and repression. A few weeks after the general strike, Delos Reyes was arrested, charged and convicted of sedition and rebellion and compelled to resign from the UODF. To consolidate its ranks, the UODF leadership immediately replaced Delos Reyes and elected Dr. Dominador Gomez as its new head. Delos Reyes would eventually found the Philippine Independent Church and concentrate on religious activities with a patriotic orientation.

Despite repression under the Taft colonial regime, the UODF continued to grow in strength and expanded to 150 unions in 1903 from 33 in 1902. Despite being prevented by the Taft government, the UODF led a demonstration on May 1, 1903, the first celebration of May Day in the Philippines. It was participated in by 100,000 workers demanding an end to US imperialist rule.

After leading the massive anti-imperialist demonstration, the UODF was subjected to further suppression and crackdown. A few days after, agents of the colonial state raided the home of Gomez and arrested him on charges of sedition and illegal association. He was sentenced to hard labor. As in the case of Delos Reyes, Gomez was offered acquittal on the condition that he quit his leadership of the UODF. His resignation from the UODF preceded the disaffiliation of unions and eventual disintegration of the labor federation.

The US imperialists through its agents in the American Federation of Labor subsequently carried out efforts to weaken the militant and anti-imperialist labor movement in the Philippines. It promoted the bourgeois-liberal concept of the unity of labor and capital, and sought to draw away trade union activities from political objectives.

The seeds of militant and patriotic trade unionism sown by the UODF will, however, continue to sprout and take root among Filipino workers and toiling masses. Amid national and social oppression, Filipino workers continued to build their unions and labor centers to advance the welfare of workers and the people’s aspirations for national freedom.

A decade later, the Congreso Obrero de Filipinas was founded on May 1, 1913. On March 1, 1918, it elected Crisanto Evangelista who would later lead it to the militant and patriotic path. Evangelista would later establish links with the Communist International and found the Partido Obrero in 1925. Together with other Filipino working class leaders who had the opportunity of studying in the Communist University for the Toilers of the East, Evangelista established the Communist Party of the Philippine Islands (CPPI) which was formally declared on November 7, 1930. Despite weaknesses, shortcomings and errors, the CPPI achieved important victories in leading the struggles of Filipino workers and toiling people for democracy and national liberation.

It would take the reestablishment of the Communist Party of the Philippines under the ideological guidance of Marxism-Leninism-Maoism in December 26, 1968 to raise the capacity of the working class to lead the new democratic revolution in the Philippines to new levels. With the scientific world outlook of the proletariat, the CPP promulgated the program for a people’s democratic revolution that aims to end the semicolonial and semifeudal system, establish people’s democracy and carry out socialist revolution and construction.

Under the leadership of the CPP, the Filipino working class has succeeded in putting itself at the vanguard of the national democratic revolution, has established the basic alliance of workers and peasants by building the New People’s Army and waging agrarian revolution, and the broad united front of patriotic and progressive forces under the National Democratic Front of the Philippines. The Filipino working class is leading the broad masses in armed struggle and other forms of resistance.

Under the current and past reactionary puppet regimes, the working class has faced heightened repression to weaken their unions and organizations and take away their capacity to defend and advance their interests. The reactionary state is employing the worst forms of intimidation, coercion and armed suppression to force workers to disaffiliate from their militant and patriotic unions.

On the occasion of the UODF’s 120th anniversary, the Party calls on all Filipino workers and proletarian revolutionaries to draw inspiration and lessons from more than one century of workers’ economic and political struggles, in order to continue to lead the people’s democratic revolution to new heights and help advance the cause of the international proletariat.

Today, I am happy to join all proletarian revolutionaries, trade unionists and workers in celebrating the 120th anniversary of the Founding Congress of the Union Obrera Democratica de Filipinas (UODF, the first labor congress establishing the first labor federation in the Philippines. The Congress was convened upon the initiative of Isabelo de los Reyes and 140 delegates from trade unions headed by the Union de Litografos e Impresores de Filipinas.

They were inspired by the Marxist slogan of the First International, “The emancipation of the working class must be the task of the workers themselves”. They approved the UODF Constitution which embodied the principles adopted from the books Vida e Obras de.Carlos Marx by Friedrich Engels and Los Dos Campesinos by the Italian radical socialist, Malatesta.

All the speakers in the Congress attacked US imperialism and demanded the national independence of the Philippines. They put forward the political and economic demands of the labor movement and underscored the call of the UODF for the Filipino proletariat and people to struggle for national independence.

They were under surveillance by the spies of the US colonial government who tagged them as “subversives” and “anarchists”. Governor General Taft directly ordered their blacklisting and further surveillance. US imperialism was hostile to their patriotism and class-conscious struggle and prepared its instruments of coercion and suppression.

The UODF organized a mass rally of 50,000 participants on July 4, 1902 and demanded independence for the Philippines. Then on August 2, 1902, it carried out the first general strike of the Filipino labor movement against the rejection of the demand for a general wage increase as an adjustment to the inflationary crisis.

The US colonial government retaliated by charging Isabelo de los Reyes with sedition and rebellion and convicted him upon the false witness of a secret service man. The charges and conviction were based on a Spanish conspiracy law. De los Reyes was compelled to resign from the UODF to concentrate on his religious activity in the Philippine Independent Church. Dr. Dominador Gomez replaced him as the UODF president.

The UODF was not discouraged by colonial repression but grew by leaps and bounds from 33 unions in 1902 to 150 unions in 1903. It had 20,000 members in Manila and had 150,000 members in eight provinces in Luzon. On May 1, 1903, it defied the refusal of the US colonial authorities to give a rally permit and staged a demonstration of 100,000 workers to celebrate labor day for the first time in the Philippines in front of Malacanang palace and the workers shouted: “Down with US imperialism!”

Within the same month of May 1903, the home of Dr. Gomez and the printing press where the UOD organ was printed were simultaneously raided by American and Filipino policemen in violation of the right to home and the right of free press and free assembly.

Like his predecessor Isabelo de los Reyes, Gomez was charged with “sedition” and illegal association.” He was arrested and sentenced to forced labor. Like De los Reyes, he was acquitted on the condition that he resign from UODF. Upon his resignation, unions began disaffiliating from UODF.

After the crackdown on the UODF, which was intended to silence anti-imperialist workers, the agents of the American Federation of Labor tried to take over the Philippine trade union movement and to propagate the bourgeois-liberal concept that labor be separated from political activity and that it be always in unity with capital.

The UOD disintegrated but positive and negative lessons could be learned from the disintegration in order to further advance the labor movement in the Philippines. The Filipino working class would continue striving to develop their trade unions and federate to form a labor center.

On May 1, 1913, the Congreso Obrero de Filipinas was founded. Eventually, Crisanto Evangelista was elected its president on March 1, 1918. Subsequently, he established the Partido Obrero in 1922, the precursor of the Communist Party of the Philippine Islands. The brilliant and militant proletarian leader Evangelista proceeded to establish the Communist Party of the Philippine Islands (CPPI) in 1930.

This is the antecedent of today’s Communist Party of the Philippines (CPP), which was re-established on December 16, 1986 under the guidance of Marxism-Leninism-Maoism. It is the advanced detachment of the proletariat and is leading and waging the people’s democratic revolution through protracted people’s war.

It has won great victories by wielding revolutionary armed struggle and the united front as weapons. It has built on a nationwide scale the Party organization at various levels, the New People’s Army, the revolutionary mass organizations, the National Democratic Front of the Philippines and the organs of political power that constitute the people’s democratic government.

To this day, the Communist Party of the Philippines honors the founders and all trade unionists of the UODF as pioneers of the modern trade union federation. Their pioneering example and their achievements are a necessary part of the history of the labor movement in the Philippines that brought about the emergence of the revolutionary party of the proletariat.

The founders of the UODF continue to inspire the Filipino working class to develop the trade union movement and the revolutionary party of the proletariat, advance the people’s struggle for national and social liberation, win total victory until the socialist revolution can commence and contribute to the resurgence of the proletarian-socialist revolution.
