NEWS BREAK | The three communist terrorists are members of the Sub-Regional Guerrilla Unit, Sub-Regional Committee 5, Southern Mindanao Regional Committee (SRGU, SRC5, SMRC) identified as Emelita Tausan alias Beauty, Medic of Basil Platun; Judy Ann Malurag alias Eba, Supply Officer, Squad Primera of Basil Platun; and Biring Dagkitan alias Ailyn, Medic, Squad Primera of Basil Platun who were seized by the troops 1003rd Brigade’s 89th Infantry Battalion (89th IB) and intel units in an encounter at Sitio Pusod, Barangay Cayaga, San Fernando, Bukidnon on December 7, 2021.

LtGen. Almerol reminded CTG members and leaders that the government’s Enhanced Comprehensive Local Integration Program, a government program that extends remuneration and other forms of assistance such as livelihood, scholarship, and housing, among others, is still being offered to rebels who choose to surrender peacefully to the government.

CTG Surrender Spikes as EastMinCom Doubles Down Ops

NSFA, Panacan, Davao City – Eastern Mindanao Command’s (EastMinCom) relentless operations against the Communist Terrorist Group, as directed by Commander LtGen. Greg T. Almerol, elicited a spike in surrender as 11 more communist terrorists capitulated while troops also seized high-powered firearms and explosives on separate incidents.

LtGen. Almerol said that the surrenderers belong to the CTG’s Far South Mindanao Region (FSMR) and Sub-Regional Committee 3 of North Central Mindanao Regional Committee (SRC3, NCMRC) who capitulated on December 5 and 7, respectively.

Out of the 11 surrenderers, eight belong to FSMR identified as Orlando Potol Igalan alias Carding/Arman, Jerome Sogotan Palapan alias Rockey, Rosita Mansibad Bualan alias Tban, Rita Damaoso Panay alias Goliau Black, Jonathan Sarno Arcala alias Ariel, Ryan Sarno Arcala alias Tamsi, Boy Bilog Caway alias Boyka/ Baking, and Rolan Lipay alias Happy who yielded to the troops of 1002nd Brigade's 73rd Infantry Battalion (73rd IB) and Intel units at Sitio Kibayo, Barangay Sugai, Jose Abad Santos, Davao Occidental on December 7, 2021.
 
The eight surrenderers also endorsed their high-powered firearms composed of two M16 rifles and an M653 rifle to the troops.
 
Another communist terrorist identified as Janrex Oganap alias Nilo, a member of GF Musa, FSMR, also surrendered to the troops of 73rd IB and gave up his Cal. 45 pistol, two cellular phones, and a Baofeng radio on December 5, 2021.
 
On the same day, combined troops of the 73rd IB, 10th K9 Team, Intel units, and PNP who were pursuing CTG leader Meredio Sambilad alias Yoyong of the now-defunct GF Tala seized an M60 machine gun at Sitio Sabu, Barangay Tuyan, Malapatan, Sarangani Province through the aid of former rebels.
 
Meanwhile, two communist terrorists belonging to SRC3, NCMRC identified as Armando Rabanes alias Antoy/Dagat/Omar Ibarra, Deputy Secretary/Finance Officer/Political Officer/Spokesperson, and Marvin Hinampas Campos alias Manoy, Squad Leader, Squad 1, Platoon Sagay also surrendered to the troops of 402nd Brigade and Intel units and gave up their firearms consist of an M16 rifle and AK47 on December 7, 2021.

On top of these, troops of the 1002nd Bde's 72nd IB and Intel units also recovered four CDX "capto" Improvised Explosive Devices (IED) weighing 12 kilograms each as a result of the revelation of a CTG courier of Guerrilla Front 57, SRC-3, SMRC during a joint intel operation launched at Sitio Upper Banban, Barangay Miaray, Dangcagan, Bukidnon on December 7, 2021.

The EastMinCom Commander decried the CTG’s continued use of IED's which is a violation of the International Humanitarian Law.
 
“This detestable act is a great manifestation of the CTG’s utter disregard of IHL. Clearly, they have no qualms about endangering innocent lives in the pursuit of their violent and selfish agenda,” LtGen. Almerol said.

LtGen. Almerol lauded the troops for ensuring the safety of the people by removing the Improvised Explosive Device (IED) left by the CTG in communities. He also commended the soldiers for their unceasing support for the Command’s campaign for peace and development to meet the goal of ending the local communist armed conflict by 2022.

“We will never stop until the remaining CTG members are neutralized. We are determined more than ever to capture them that is why I urge them to surrender peacefully instead of continuing to evade our forces,” LtGen. Almerol said.

“The level of determination that our troops in Eastern Mindanao have since the beginning never wavered. Our men are strong and resolute in ending the local communist armed conflict in the country and finally pave way for unhampered development” LtGen. Almerol added.
 
LtGen. Almerol added that troops are also cultivating a culture of cooperation with the Philippine National Police, the populace, and the Local Government Units (LGU) in support of the whole-of-nation approach as ordered by Executive Order 70, the national's campaign in ending the local communist armed conflict.

23IB seizes firearm, runs over hideout after clash with NPA

BUENAVISTA, Agusan del Norte – The 23rd Infantry (Masigasig) Battalion (23IB) launched a relentless Focused Military Operations (FMO) against the elements of Sub-Regional Sentro de Grabidad (SRSDG) SAGAY, North Central Mindanao Regional Committee (NCMRC) of the New People’s Army (NPA) led by Rogelio Gerondo @NAPNAP on December 08, 2021, in the vicinity of Sitio Tacub, Barangay Rizal, Buenavista, Agusan del Norte.
 
The FMO resulted in a 10-minute skirmish with at least 10 NPA insurgents in said area. The guerrillas then scampered in different directions as the 23IB troops managed to overrun their position that turned out to be a hideout they have been hiding for days.

The armed confrontation took place at around 12:30 p.m. on Wednesday that also led to the recovery of one (1) M4 Rifle with one (1) magazine with 21 rounds of ammunition. The 23IB troops also recovered two (2) containers containing assorted live ammunition at the abandoned hideout. The said hideout can accommodate more or less 10 persons.

During the clearing operations, bloodstains were also seen marked in the direction of the enemy withdrawal routes indicating that there were members of Communist NPA Terrorists (CNTs) who suffered severe wounds in the encounter site.

The civilian populace of the said barangay who have enjoyed relative peace and discarded CNT atrocities reported to proper authorities the presence of CNTs temporarily encamping near their area that later acted on by 23IB.

Lt. Col. Julius Cesar C. Paulo, the Commanding Officer of 23IB said the FMO was launched in response to the information voluntarily provided by the residents in the area.
 
“The civilians in the Barangay Rizal were alarmed by the presence of the armed men. We immediately deployed our troops to ensure the safety and security of the people in said barangay and the neighboring communities,” Paulo said.

He emphasized that the 23IB has been relentless in the conduct of FMOs to drive out the remaining communist terrorists from the barangays and isolate the communities from their influence and atrocities.

The 23IB commander also reiterated his call for the remaining NPA rebels in the area to surrender, otherwise, they will be facing the might of the continuing military operations.
 
"Our forces on the ground are unleashing their combat skills. For those who remain enslaved by the false ideology of the NPA and continue to challenge the government, show us what you’ve got and face the brunt and the painful consequences of our persistent FMOs. For those wanting to take the path to real peace, come to us and we will help you,” Paulo said.

ARAKAN, COTABATO - A former NPA member of Guerilla Front 53 under @JOEL named as @Dodong voluntary surrendered one(1) CDX IED weighing 7 kilos on December 12, 2021 at Headquaters 72IB, Sitio Guitawan, Arakan, North Cotabato.

The surrender of @DODONG was neutralized and facilitated through the efforts of Mr Pedro Arnado, former KMP-SMR CHAIRMAN and Intel Platoon, 72IB under the supervision and guidance of its Battalion Commander, LTC Jose C Regonay Jr. Based on his revelation, the said IED was given to him for the purpose of conducting ambush to the government forces as his primary task especially during the time of 57IB.

@Dodong, 40 years of age, resident of Sitio Kikobang, Brgy Datu Mantangkil, Arakan, North Cotabato was a former member of GF53, SRC3, SMRC and Team Leader, SYP, GF53 under the leadership of @Jecko and @Choi way back 2015. He realized that his commitment in joining and supporting the wrong ideologies the Communist Terrorist Groups (CTGs) has never brought him any help thus, only threats to his life and his family. These realizations led him to completely denounce the false ideologies and principles of the communist groups, surrender the IED and choose to live peacefully with only the real government to serve.

LTC Jose C Regonay Jr strongly urged other former rebels who were once fooled by the CTGs, now serving the government and considered as one of the peace advocates of our nation to convince those who are still on the mountainside to peacefully surrender their arms to the folds of the real government.

NSFA, Panacan, Davao City – Six more communist terrorists yielded and relinquished 14 firearms to the different military units of Eastern Mindanao Command (EastMinCom) through the leadership of Commander LtGen. Greg T. Almerol, on December 10, 12, and 13, respectively. 

Out of the six surrenderers, two communist terrorists who belong to Platoon Andoy of the Sub-Regional Guerrilla Unit (SRGU) identified as Todong Balite Manlologpis alias Borjack, Commanding Officer, and Magno Colot Maas alias Richard, Squad Leader of Segunda, Platun Andoy, capitulated to the troops of 1003rd Brigade’s (Bde) 56th Infantry Battalion (IB) and 27th IB at Sitio Bagang, Barangay Palma Gil, Talaingod on December 13, 2021.

Manlologpis and Maas also revealed the location of an arms cache in the same area, leading the troops to recover eight high-powered firearms consisting of four M16 rifles, a Bushmaster M16 rifle, a Colt M653 rifle, and two M14 rifles.

Another two communist terrorists belonging to SRGU, Sub-Regional Committee 5, Southern Mindanao Regional Committee (SRC5, SMRC) identified as Kimkim Balite alias Tambutso, Squad Leader of Platoon Basil, and Hazel Samson alias Kat, Logistic Officer, also surrendered to 1003rd Bde’s 89th IB and an Intel unit and gave up an M16 rifle in Barangay Bulalang, San Fernando, Bukidnon on December 12, 2021.

On the same date, another combined troops from the 1003rd Bde's 56th IB and 89th IB also recovered three firearms composed of a Bushmaster M16 rifle, a CZ 858 Tactical-4V rifle, and an M1 Carbine rifle from SRGU, SRC5, SMRC at Sitio Sinegawan, Barangay Sto. Domingo, San Fernando, Bukidnon through information disclosed by a former rebel.

The 1003rd Bde reported that due to the success of their operations in the last five months, it has brought down the strength of SRC5, SMRC, and Platoon Bagsik from 80 communist terrorists to only nine active members as of press time.

The Brigade was able to get these figures through the insight of former rebel Arian Jane Ramos alias Marikit, the former Secretary of Guerrilla Front 55.

“With this remaining number of their members, the SRGU, SRC5 of SMRC is as good as dismantled. It is impossible for them to continue to operate with only a few men, that is why I urge the remaining members of CTG's to surrender peacefully to the government instead of wasting their time and energy in hiding,” LtGen. Almerol said.

Meanwhile, another two rebels belonging to the Loader Platoon, SRC2, North Central Mindanao Regional Committee (NCMRC) identified as Alambo Coguit Balamban alias Jeric of Abe, Squad 1 and Janjan Ahing Ganansya alias Jekjek of Baking, Squad 2 also surrendered and gave up their firearms composed of an M16 rifle and a Cal. 45 pistol to 1001st Bde’s 60th IB at Camp Morgia, Barangay Doña Andrea, Asuncion, Davao del Norte on December 10, 2021. 

LtGen. Almerol praised the troops’ “unparalleled dedication to ending the local communist armed conflict by 2022” and as well as the former rebels’ continued support to the military’s operations by disclosing vital information with intel value.

“Our troops have demonstrated through these accomplishments their dauntless actions to confront the Communist Terrorist Group for the benefit of the many Filipinos residing in Geographically Isolated and Disadvantaged Areas who deserve to live a peaceful life in the safety of their communities,” LtGen. Almerol said.

The EastMinCom Commander added that the surrenderers had made the right decision to yield peacefully instead of continuing to resist government forces which only brings pain, suffering, and death.

“To the remaining communist terrorists, may you emulate the example set by your former comrades who already chose the path of peace under the care of the government. Do not let this Christmas season pass without making the decision to surrender because surely, in 2022, the military will only become more relentless in its pursuit of peace and development as part of the goal to end the local communist armed conflict next year,” LtGen. Almerol stressed.

4th Marine "Makusug" Brigade formally welcomed its new commander in its change of command and retirement ceremony held at its headquarters Bgry Tandu Bato, Luuk, Sulu.
 
Col Vicente Mark Anthony P Blanco III took over the position of Col Hernanie S Songano in a ceremony presided by Philippine Marine Commandant MGen Ariel R Caculitan.

Col Hernanie S Songano bowed out from his service today after rendering his more than 32 years of service. During his stint as 4MBde Commander, their unit has significantly contributed to the Joint Task Force Sulu's campaign as they neutralized 148 ASG members, seized high powered firearms and documents of high value information, facilitated social integration programs for former ASG members who returned to the folds of law, and recovery of contrabands amounting to more than 38M pesos.
 
MGen Caculitan lauded Col Songano for his dedication to service in 4MBde and congratulated Col Blanco III for his new position. He added that Col Songano's retirement is a big loss to the organization for he will be missed; but a major gain for his family as he will now be full time husband and father hence 'Once a marine will always be a marine'. He then encouraged the men and women of 4th Marine Brigade to give their support to their new commander as they did to his predecessor.

The ceremony was graced by Joint Task Force Sulu and 11th Infantry Division Commander MGen William N Gonzales, BGen Rojas Deputy Commander WMC, 1103rd Bde Commander BGen Benjamin J Batara and 1102nd Bde Commander Col Giovanni T Franza.

“Under International Humanitarian Law and the Geneva Convention, Raca is a prisoner of war and hors de combat, by virtue of her being under the custody of the Marines,” Karapatan-ST said in a statement. “She has rights that should be ensured by the authorities that currently have her.”

SANTA CRUZ, Laguna – A December 11 encounter between the New People’s Army and the Armed Forces of the Philippines in barangay Tinitian, Roxas, Palawan province resulted in the death of one NPA fighter and the separation of another.

Justine Kate Raca, a teacher and member of the New People’s Army, was eventually forced to submit to Marines belonging to the AFP’s Western Command and is currently in custody as a prisoner of war. According to human rights watchdog Karapatan Southern Tagalog, however, the military is “coercing [Raca] to surrender” as part of their Enhanced Community Livelihood Integration Program (E-CLIP); something they assert is “against her rights as a prisoner of war.”

“Under International Humanitarian Law and the Geneva Convention, Raca is a prisoner of war and hors de combat, by virtue of her being under the custody of the Marines,” the group said in a statement. “She has rights that should be ensured by the authorities that currently have her.”

Karapatan ST states that the military’s efforts to force Raca to surrender “impede on her rights and dignity to hold on to her political views and principles,” and is being used as a form of “psychological warfare” against her.


In an interview for Palawan-based Radyo Brigada, Raca was asked what she was doing with the NPA. She responded that they were “providing a service.”

“There are so many people that don’t get social services, and are prevented from making a living,” she said. “But the NPA, since we truly serve, that is what we give to those who do not get the services they need from the government.”

Raca stated that she helped children in their modules. The children would go to the base camps and she would assist them in understanding their lessons. “There are no other teachers,” she said. “I’m the only one they have.”

Karapatan ST said that the 3rd Marine Brigade must release Raca in accordance to the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). They also claim that the lack of access to Raca constitutes a violation of Part IV, Article 4, Number 6 of CARHRIHL, which states that “sufficient information shall be made available concerning persons deprived of their liberty.”

Additionally, the ‘psychological warfare’ against Raca could possibly constitute a violation of Republic Act 9745, or the Anti-Torture Act.

“AFP WESCOM, the 3rd Marine Brigade, and the Palawan PTF-ELCAC’s only goal is to make an example of Raca and continue their militarization of civilian institutions, including schools,” Karapatan ST added.

Raca’s circumstances have raised renewed questions of sincerity about the Philippine government’s intention of ending the almost 53-year civil war with the NPA guerrillas. Under the Rodrigo Duterte administration, the Philippine state is employing a ‘whole-of-nation approach’ in hopes of ending the armed conflict “by 2022.”

‘Counterinsurgency targets civilians’

At the helm of the whole-of-nation approach is the National Task Force to End the Local Communist Armed Conflict, an inter-agency group composed of military and civilian institutions. NTF-ELCAC presides over various programs ostensibly aimed at “addressing the roots of the armed conflict,” including E-CLIP.

E-CLIP, for one, aims to “help surrendering rebels return to the fold” by providing them with livelihood packages amounting to approximately P60,000 in cash and goods. The idea is to help former NPA fighters “adjust to civilian life,” while also giving rewards to surrendered arms and equipment.

Progressives and rights organizations, however, have derided NTF-ELCAC, calling its activities tantamount to a “communist witch-hunt.” Karapatan ST calls it “a fraudulent program” that the government “desperately pushes onto civilians who are not engaged in combat.”

Reports from the ground reveal that most E-CLIP ‘surrenderees’ are anything but willing. Last November 9, farmers belonging to Coco Levy Fund Ibalik sa Amin (CLAIM Quezon) were rounded up and presented as ‘NPA surrenderees’ in Agdangan, Quezon province.

Peasant group Katipunan ng mga Samahang Magbubukid sa Timog Katagalugan (KASAMA-TK) stated that the ‘surrenderees’ were threatened with criminal charges and harassment should they refuse to cooperate.

Last May 1, 2020, sixteen workers from the Coca-Cola FEMSA plant in Santa Rosa, Laguna were presented as ‘NPA surrenderees.’ One of the alleged ‘surrenderees’ was Raffy Baylosis, a former union leader who was noted to have surrendered “at least twice before”, according to labor center Pagkakaisa ng Manggagawa sa Timog Katagalugan (PAMANTIK-KMU).

There have been at least 1,553 cases of faked surrenders in Laguna and Quezon provinces alone, according to partial data from Karapatan ST.

Ultimately, the group contends that the military’s “heavy-handed approach in ending the armed conflict in the country” fails to “address the roots of the armed conflict”, contrary to the Duterte government’s claims. That Raca, a teacher by profession, chose armed struggle, is proof that there are systemic problems that still need to be addressed.

“Our funds are being wasted on E-CLIP and on infrastructure projects paid for supposedly by the Barangay Development Program,” said Karapatan ST. “[These programs] fail to address farmers’ landlessness, or the resolve of native Palaw’an against wide land-use conversion towards mining and palm oil plantations.”

Rights organizations such as Karapatan maintain that the only way to resolve the armed conflict is to resume peace talks between the Philippine government and the National Democratic Front. This is despite the Duterte administration’s position to hold “localized peace talks” between individual NPA units.

The idea of localized talks has been floated as early as 2011 under the Noynoy Aquino administration. Consultants and peace advocates rejected the proposal, asking “how can localized talks solve problems that are national in nature?”

Moving forward, it seems unlikely that Duterte will see the end of the armed conflict by the end of his term in June 2022. It remains to be seen how the next administration would approach the issue of peace.

The civil war in the Philippines, home to the world’s longest communist insurgency, has been raging for the past 53 years. Since the Communist Party of the Philippines (CPP) was founded in 1968, followed by its guerrillas in 1969, the Philippine government has been in a perennial conflict with the communists. At the height of the pandemic, President Rodrigo Duterte singled out the insurrection as the country’s top conundrum.

While the conflict itself evokes many questions about both sides, the communists ironically have shown more will than the Philippine bureaucracy to rule the country.

“Red areas,” or areas of political power in the countryside, have been delineated by the CPP and its armed wing, the New People’s Army (NPA), where they say the reach of state forces is the weakest. In these areas, peasant masses are most exploited and more sympathetic to the cause of rebellion.

Jose Ma. Sison, founding chairperson of the CPP, told The News Lens,“CPP cadres and NPA units have been organizing as local organs of political power (people’s committees of self-government), the barrio organizing committees, and barrio revolutionary committees.”

Bobby Tuazon, professor of the University of the Philippines and policy director of the Center for People’s Empowerment in Governance or CenPEG, believes that the rebels root itself in the rejection of the authority of the current Philippine bureaucracy driven by “landlords and comprador-capitalists” as the revolutionaries say.

“The armed revolutionary movement in the countryside has long-established some kind of a shadow government or revolutionary committees among the masses. They are sustained through revolutionary taxes, limited agrarian revolution, elimination of usurious practices against the peasants, production projects and other modes,” Tuazon explained.

Since 1987, on-and-off peace negotiations have occurred between both parties. Hosted and facilitated by the Norwegian government, these proceedings were guided by the Geneva Conventions on International Humanitarian Law. Article 96 of Protocol I of the Conventions requires them to mutually recognize their respective jurisdictions. In Article 1 of the same Protocol, the Filipino communist revolution can consider itself an armed movement fighting as an “exercise of the right of self-determination.” The Philippine government is negotiating not just with revolutionaries but representatives of what the CPP calls the “People’s Democratic Government.”

The meaning of the word “war” is manifold. Is the fighting between the government and the communists akin to that of two nation-states engaged in combat? The CPP has long demonstrated “belligerency.” According to international law, it made the insurgents qualified as members of their society with the capacity to make and enforce their own rules.

The communists boast of a presence in 73 out of 81 provinces in the Philippines, with all major islands and regions populated with their mass base. For them, this is a significant feat more than enough to assert a status of belligerency, or being a sovereign non-state force engaged in armed warfare with the Philippine government.

Its representatives are directly elected by the people through assemblies.”

It also has its committees to draw up programs and plans for literacy and education, public health, production, and the economy, peace and order, and culture, he said, along with “funds collected from agricultural taxes (1% of additional income gained by the peasants), its income-generating projects or borrowed from various agencies or organizations. It has its own armed and police force (through the village militias and self-defense units), which help enforce its policies and decisions.”

Unsurprisingly, the Armed Forces of the Philippines (AFP) feel differently about recognizing the autonomy of their opponents. By participating in the peace negotiations, it has in principle affirmed the belligerency of their counterparts many times, but there has been a stark change in tone in public statements. The military would like the public to believe the revolution amounts to banditry or even terrorism instead of an act by those who are oppressed and yet sovereign.

In June, Maj. Gen. Edgardo de Leon, the armed forces deputy chief for operations, said that notions of international humanitarian law were being twisted for communist gains. For him, the existence of armed rebels, which put civilians in jeopardy, negates the rules of engagement. Moreover, he argued the notion of belligerency would be inapplicable to non-state actors without domestic law that legitimizes the recognition the CPP asserts.

Sison challenged de Leon’s statement, saying, “The democratic principle is that sovereignty always comes from the will of the people and can be invoked to overthrow a state that turns oppressive or tyrannical even after being duly-constituted or duly-elected by the people. The exercise of the people’s right to rebel against oppression and tyranny is not terrorism but is a democratic act.”

The CPP may not be enough to be considered jurisprudence, but Sison said the French and American revolutions adhered to this ideal. Laws and legal mechanisms bow to movements and collective will instead of the other way around.

Valbuena argued that the Philippine revolutionary government arose as an entity because of the state’s continued neglect of its people. Self-governance is the natural reaction of the abandoned. During the pandemic, he said that the presence of barrio-level committees has been especially crucial.

“In some areas, committees have generated funds to step up the production of palay (rice), root crops, and vegetables to ensure food supplies. They have also pooled funds from members of the barrio who received subsidies to help raise food production. Other areas have set up public libraries where they can make available books, conduct literacy and education programs and provide internet service. Some have established clinics that are run by the village health committee and local medics or health workers.”

Valbuena also lamented the hypocrisy of the Philippine armed forces. “The AFP, a territorial defense army, is the main force in the counterinsurgency. That in itself implies a threat to the territory of the reactionary state. They always refer to villages as ’under the control’ of the NPA. So when they invade said villages, they force people to surrender and have them swear their allegiances in front of the Philippine flag.”

The 53rd anniversary of the CPP is on December 26. Traditionally there is a holiday ceasefire, though there hasn’t been one since 2017. Under President Duterte, any chance of laying down weapons has been slim.

However, this hasn’t stopped the reds from their own festivities. There will be those celebrating Christmas as Filipino citizens. And there will be those also celebrating their hopes for a revolutionary future maybe beside a Christmas tree and a campfire.

COTABATO CITY — The minister of Ministry of Transportation and Communications (MOTC) Minister Dickson P. Hermoso has discussed the ministry’s vision, mission, and mandate as well as their challenges and solutions during the 28th episode of Kaunlaran sa Bangsamoro hosted by Bangsamoro Multimedia Network last Thursday, December 02, 2021.

MOTC Minister Hermoso, a retired army colonel, former spokesperson of the 6th Infantry Division and used to be an assistant secretary at the Office of the Presidential Adviser on the Peace Process (OPAPP), said MOTC is a combination of the Transportation and Information Communications Technology departments.

“The Regional Economy and Patrimony under Article 13 of the Bangsamoro Autonomous Act this is teleportation and communication. Sec. 38 on transportation, the Bangsamoro government shall have the authority to grant regional franchises, licenses, and permits to land, sea, and air transportation, flying routes in the provinces or cities within the Bangsamoro Autonomous Region,” he explained.

Dickson elaborated that the National Government shall regulate the air-side operation of all existing airports, thus the job of the MOTC is, “Land-side only.”

“Meaning the terminal, tarmac, concessionaire area, and parking area, towers and runway, that’s air-side, the National government is in-charge,” he clearly explained.

“The Autonomous government has an authority stated in the law, first is to “regulate transportation in the zones of joint cooperation in the Sulu Sea and Moro Gulf, subject to the provision or section 19 of this article. Another is the registration of land, water, and air transportation operating exclusively within the Bangsamoro region. And last for the transportation, it exercises quasi-judicial powers over the operation of land and water transportation in the region in accordance with the rules of procedure established by the Bangsamoro Transition Authority,” he further explained.

On the mandates on Communications, he said, “The Bangsamoro Government shall have the authority to grant regional franchises, licenses and permits to telecommunications utilities whose frequencies are confined to and whose main offices are located within the region, however, it provides also that nothing shall be construed as limiting in any way the power of the Congress of the Philippines to grant national franchises in the Bangsamoro Autonomous Region.”

Dickson put emphasis on the authority of the Bangsamoro government in transportation and communication, citing, “The issuance of certificates of public convenience, and necessity.”

“Special permits and provisional authority to operate telecommunications companies in the Bangsamoro region. Number two is the registration of telecommunications companies in the Bangsamoro region and lastly, it exercises quasi-judicial powers over the operation of telecommunications companies in the Bangsamoro autonomous region in accordance with the rules of procedures established by the parliament or BTA,” he added.

According to Hermoso, the vision and mission of the MOTC shares that of the Bansgamoro governments’ vision of a “Bangsamoro that is united, enlightened, self-governing, peaceful, just, morally upright, and progressive in Bangsamoro government that has genuine and meaningful autonomy guided by Moral Governance.”

He said their mission is, “To enable the safe, orderly, timely, and economical movement of people and goods and delivery of information.”

On the MOTC’s mandate, he said, “The ministry shall be the primary policy, planning, programming, coordinating, implementing, regulating, and administrative entity of the Executive Branch under the Hon. Chief Minister, Ahod Balawag Ebrahim, in the promotion, development and regulation of dependable and coordinated networks of transportation and communication systems as well as fast, efficient, and reliable transportation and communication services.”

Hermoso mentioned the seven sectors or agencies under their office which in the national these are called Bureaus. “The Land Transportation Services, it is under the LTFRB and Land Transportation Office. The Sea Transportation Services are the MARINA and Ports Management Authority. In Communication, we have the counterpart of the National Telecommunications Commission, this is the Regional Telecommunications Commission and it has the Information Communications Technology that went in the Interim under the Office of the Chief Minister so all and all we have seven agencies plus the ICT and soon if transferred it will be eight.”

“And it is backed-up by several divisions: we have the Admin and Finance, we have the Legal, we have the Technical, the Engineering, so that we can support the operations of these mentioned sectors,” he continued.

“The most challenging sector under the ministry is the Land Transportation Office because as we all know there were really unpleasant things that happened in the past and that is our challenge with my Director II, Datunor G. Abutazil, and Director I, Anwar A. Upahm. Now, my answer is simple - to address these unpleasant events before because there are people, their finger is in the ‘cookie jar’ and this causes wrong impressions to our people, that is computerization. Now computerization is our direction that is supported by the Bangsamoro Transition Authority and by the Executive Branch, this is acquiring of high end computers.”

“Because I don’t want that the people who applies for license for registration of their vehicles is directing to the tellers or cashier of LTO to pay; this is where the unpleasant event starts. They must go and pay this to the bank, there’s PayMaya or various platforms where they could just bring the receipt or proof of their payment. That is what we’re aiming for computerization but I need infrastructure. Not just for LTO that goes the same with other sectors,” he broadly elaborated.

Dickson took the opportunity to explain to the public, “The IT Provider of LTO Nationwide, we just signed STRADCOM last week, that they will extend their expertise because this is really the LTO is using although their contract already lapsed and LTO entered a different provider for their MIS-- Information System, this is the DERMALOG, but they haven’t perfected it yet so I go for the one in place so that I won’t need to establish an infrastructure.”

“Last week the Bongao-LTO was already turned over to LTO-BARMM and it’s operational, following—before the end of the month of the year, would be the Lamitan City LTO, and on January 6, 2022, we will have a turnover of LTO-Cotabato so we are preparing for it and this is I could guarantee to all the employees organic to these LTO offices under the National Government, they will continue their services,” he announced.

The MOTC minister further explained the issues he observed since he took the position last 2019, “We have a lot of ‘colorum’ vehicles, drivers of two or four wheeled vehicles who don’t have licenses. We will change this because we need to be in the safe side which means they should have a license and the vehicle shall be franchised, because I am not a reactive person, I am proactive.”

“If there’s any problem, then we would be on the side where we won’t lose if there are cases, we will have insurance. We have strategies next year, we will have an information drive for all the drivers that licenses are delinquent or no license at all and unregistered vehicles, then if there are problems, no one will regret it at the end,” he further explained.

“If we can’t follow the law, while others can follow it, that’s called anarchy. So whether we’re rich or poor, let us follow the law, so there’s order,” he underscored.

Dickson also mentioned the national agencies operating in the BARMM and were already transferred such as the LTO, LTFRB, MARINA, Regional Ports Authority, CAAP and CAB. These agencies will undergo the process of transfer of property and assets, transfer of power and function, systems application, and continuing of programs and projects .

“You see our Awang Airport, they’re fixing the terminal and soon to be finished, the alignment correction of runway was done, and there’s incoming huge port project the asphalt overlay, and all of the airports and seaports found in the BARMM is being fixed, and the National Government is helping us,” he narrated.

“As for the Telecommunications, this is one of our challenges because as you can see in the Development Index, performance were bad and I can’t blame the BARMM for it because for the last five decades that we were having an armed conflict and we’ve been left behind and we’re coping up and the national government sees that and they’re helping that it’s just that infrastructure for the telecommunication is very expensive,” the minister explained.

Dickson said, “We talked to providers of connectivity; there’s no problem in connectivity here in the landlocked area like Lanao Del Sur, Maguindanao, the 63 barangays in North Cotabato, the problem is to connect the regional government to the Basilan, Sulu, Tawi-tawi area because we can’t satellites and Fiber Optic but only towers with limitations, but anyway I am focusing on this matter. So that the distance will no longer be a problem, technology will connect us to each other.

The Philippine Army’s new commander Romeo Brawner, Jr. is gravely mistaken for assuming that the revolutionary struggle of the masses will finally be crushed this time. Those who came before him failed, he certainly will fail as well.

It is no surprise for Duterte to choose the bloodthirstiest among his men, such as Brawner, to lead the war of suppression to its final point. He and the 4th ID are responsible for the traitorous murders of Jorge “Ka Oris” Madlos and Ka Pica last October. As commander of the 4th ID, he pursued the campaign ‘surrender or be killed’ which resulted to intensified aerial bombing operations and killings in Northern Mindanao.

He, alongside the 103rd Brigade, led the siege of Marawi that killed tens of thousands. Likewise, controversial hazing incidents surfaced during his stint as the Commandant of Cadets of the Philippine Military Academy. He was also one of the brains behind the military’s intensified disinformation campaign as chief of the AFP Public Affairs Office.

Brawner brings this notorious and murderous reputation in the regime’s supposed final blow campaign against the CPP-NPA-NDF. This campaign is nothing more but the last desperate chapter of the US-Duterte regime’s long-drawn out insurgency campaign which has failed repeatedly in crushing the mass movement and the revolutionary movement. This is tantamount to more terroristic bombings by the army’s war aircrafts, focused combat operations and military occupation. In fact, the KKK (kasanayan ng tropa, kalusugan at kapakanan ng pamilya) or Skills, Health and Welfare he touts is but a devious plan to further mold the military as savage criminals and prepare them for more battles.

In Bikol, this means that the military will surpass their already delirious militarization campaign, killings, fake surrenderees and attacks conducted in the region by past commanders of the Philippine Army.

But these will never make the Bikolano people fold. Rather, this signals the need for them to further advance their revolutionary and just armed struggle as their only weapon in defeating the state’s terrorist rampage under Duterte.

With this, the Romulo Jallores Command BHB-Bikol calls on the Bikolano masses and all units of the Red Army to prepare and fight with all their might the worsening military attacks of the US-Duterte regime. They must mount more successful tactical offensives that shall mete revolutionary punishment to the murderous criminals of the state, that shall frustrate the regime’s dirty war and that shall further expose the terrorist and rotten core of the reactionary state and its forces. In all these, reason, experience and history shall always be on their side.

NSFA, Panacan, Davao City – Six more communist terrorists yielded and relinquished 14 firearms to the different military units of Eastern Mindanao Command (EastMinCom) through the leadership of Commander LtGen. Greg T. Almerol, on December 10, 12, and 13, respectively.

Out of the six surrenderers, two communist terrorists who belong to Platoon Andoy of the Sub-Regional Guerrilla Unit (SRGU) identified as Todong Balite Manlologpis alias Borjack, Commanding Officer, and Magno Colot Maas alias Richard, Squad Leader of Segunda, Platun Andoy, capitulated to the troops of 1003rd Brigade’s (Bde) 56th Infantry Battalion (IB) and 27th IB at Sitio Bagang, Barangay Palma Gil, Talaingod on December 13, 2021.

Manlologpis and Maas also revealed the location of an arms cache in the same area, leading the troops to recover eight high-powered firearms consisting of four M16 rifles, a Bushmaster M16 rifle, a Colt M653 rifle, and two M14 rifles.

Another two communist terrorists belonging to SRGU, Sub-Regional Committee 5, Southern Mindanao Regional Committee (SRC5, SMRC) identified as Kimkim Balite alias Tambutso, Squad Leader of Platoon Basil, and Hazel Samson alias Kat, Logistic Officer, also surrendered to 1003rd Bde’s 89th IB and an Intel unit and gave up an M16 rifle in Barangay Bulalang, San Fernando, Bukidnon on December 12, 2021.

On the same date, another combined troops from the 1003rd Bde’s 56th IB and 89th IB also recovered three firearms composed of a Bushmaster M16 rifle, a CZ 858 Tactical-4V rifle, and an M1 Carbine rifle from SRGU, SRC5, SMRC at Sitio Sinegawan, Barangay Sto. Domingo, San Fernando, Bukidnon through information disclosed by a former rebel.

The 1003rd Bde reported that due to the success of their operations in the last five months, it has brought down the strength of SRC5, SMRC, and Platoon Bagsik from 80 communist terrorists to only nine active members as of press time.

The Brigade was able to get these figures through the insight of former rebel Arian Jane Ramos alias Marikit, the former Secretary of Guerrilla Front 55.

“With this remaining number of their members, the SRGU, SRC5 of SMRC is as good as dismantled. It is impossible for them to continue to operate with only a few men, that is why I urge the remaining members of CTG’s to surrender peacefully to the government instead of wasting their time and energy in hiding,” LtGen. Almerol said.

Meanwhile, another two rebels belonging to the Loader Platoon, SRC2, North Central Mindanao Regional Committee (NCMRC) identified as Alambo Coguit Balamban alias Jeric of Abe, Squad 1 and Janjan Ahing Ganansya alias Jekjek of Baking, Squad 2 also surrendered and gave up their firearms composed of an M16 rifle and a Cal. 45 pistol to 1001st Bde’s 60th IB at Camp Morgia, Barangay Doña Andrea, Asuncion, Davao del Norte on December 10, 2021.

LtGen. Almerol praised the troops’ “unparalleled dedication to ending the local communist armed conflict by 2022” and as well as the former rebels’ continued support to the military’s operations by disclosing vital information with intel value.

The EastMinCom Commander added that the surrenderers had made the right decision to yield peacefully instead of continuing to resist government forces which only brings pain, suffering, and death.

“To the remaining communist terrorists, may you emulate the example set by your former comrades who already chose the path of peace under the care of the government. Do not let this Christmas season pass without making the decision to surrender because surely, in 2022, the military will only become more relentless in its pursuit of peace and development as part of the goal to end the local communist armed conflict next year,” LtGen. CAMP EVANGELISTA, Cagayan de Oro City – Six (6) firearms were seized while two (2) CNTs were left dead after 2 separate clashes transpired between troops of the 4th Infantry (Diamond) Division and armed elements of the Communist Terrorist Group (CTG) in Gingoog City, Misamis Oriental and in Buenavista, Agusan del Norte on December 14, 2021.

The first encounter happened at the hinterlands of So Mangilit, Brgy Bal-ason, Gingoog City against the combined elements of GF Huawei and SRSDG Eagles, Sub-regional Committee 1 (SRC1) of the North Central Mindanao Regional Committee (NCMRC) around 5:50 early morning.

Elements of the 58th Infantry Battalion under Lt Col Ricky Canatoy and 16th Infantry Battalion under Lt Col Joel Salaguinto initiated an operation after civilian residents reported the presence of armed men who are conducting ideological, political and organizing (IPO) works in the said area.

Following the tracks left by the armed group, the troops subsequently discovered the enemy hideout where a 30-minute intense firefight ensued between the troops and more or less 20 CNTs that resulted in the killing of 2 unidentified male CNTs and seizure of one M16 Rifle, one AR18 Rifle, two AK-47 Rifles and one M203 Grenade Launcher. Also seized at the encounter site were subversive documents and assorted personal belongings.

Meanwhile, at around 7:15 in the morning, the troops of the 23rd Infantry Battalion under Lt Col Julius Cesar T Paulo Jr clashed with more or less five CNTs believed to be members of SRSDG Sagay, NCMRC led by Jelan Pinakilid alias Baking at Sitio Malague, Barangay Guinabsan, Buenavista, Agusan del Norte.

The 23IB has been conducting pursuit operations against the elements of SRSDG Sagay of NCMRC after the encounter last week at Sitio Tacub, Barangay Rizal, also in the municipality of Buenavista.

A brief 5-minute firefight resulted in the capture of one M14 Rifle with two (2) magazines after the enemy scampered in different directions.

In a statement, Major General Romeo S Branwer Jr, the Commanding General of the Philippine Army and concurrent Commander of 4ID, lauded the 402nd Infantry Brigade under Col Adonis Orio, the Brigade Commander, and its battalions namely, the 23IB, 16IB and 58IB, for the series of accomplishments since the past week highlighted by the surrender of alias Omar Ibarra, a seasoned Political Officer, Spokesperson and the Deputy Secretary of SRC3 of NCMRC.

“Once again, our troops has proven its tactical proficiency against the CNTs guided by highly competent Commanders and aided by the active participation of civilians as an essential ingredient in our continued success. Congratulations Team Stingers!” Maj Gen Brawner Jr said.

“It is unfortunate that 2 lives were lost. We sincerely express our condolences to the families and relatives of the 2 CNTs who were killed. They could have been alive if they were not deceived and recruited by the CPP-NPA-NDF. I have said this when I assumed as 4ID Commander and I say it again to the CTG, leave our farmers alone! Leave our IPs and youths alone! Stop recruiting and pushing them towards their own grave,” Maj Gen Brawner Jr added.

Maj Gen Brawner Jr further stated that the Brigade and Battalion Commanders under his command were already instructed to step up the offensive operations to frustrate any hostile plans in time for the upcoming CPP anniversary. The 4ID will not let their guards down.

The focused military operations shall continue until peace is secured, he said.

“To the remaining CTG members who are still in the mountains, it’s not too late for you to save your lives and safely return to your families. Do not allow your leaders to continuously fool you while they are in comfortable places and use the money that you extorted from civilians for their own gains and selfish interests. You have the choice to leave the CTG, lay down your firearms, and avail of the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government to re-start your life again,” Maj Gen Brawner Jr said.

Sagay City, Negros Occidental— The Army’s 79th Infantry (Masaligan) Battalion joined the member agencies of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) during the graduation ceremony in Covered Court, Barangay Guadalupe, San Carlos City, Negros Occidental on December 13, 2021.

A total of one hundred thirteen (113) scholars composed of former mass supporters, farmers, indigenous people, and their families have completed their training in Shielded Metal Arc Welding NC I, Carpentry NC II, Produce Organic Concoctions and Extracts, and Raise Organic Hogs funded under the TESDA’s Scholarship Program.

The ceremony was graced by the TESDA Negros Occidental Acting Provincial Director Romelia M. Nuezca; Atty. Estafanio Libutan, City Administrator; Lieutenant Colonel J-jay Javines, 79IB Commanding Officer; Police Lieutenant Colonel Arthur Baybayan, OIC- San Carlos CPS;and Barangay Captains of Buluangan, Codcod, Nataban, Guadalupe, and Quezon.

Member agencies of PRLEC were also present including the Department of Social Welfare and Development (DSWD), Public Employment Service Office (PESO), Department of Trade and Industry (DTI), and City Planning And Development Office (CPDO).

Lt.Col. Javines congratulated the scholars for their determination, patience, and sacrifices to finish the course. “The knowledge that you have acquired, together with the materials that you received from this program, will enable you to help your families. We hope that you will continue to move on towards a peaceful and prosperous life and that you will never turn back to the way of living you once had”

He also expressed his gratitude to the efforts of the City government of San Carlos and TESDA VI in making the undertakings possible.

The Philippine Navy said Tuesday, December 14, that it formally commissioned in Cavite City a vessel which was a grant by South Korea to the Philippines.

“The Philippine Fleet through Sealift Amphibious Force (SAF) christened and commissioned BRP Mamanwa (LC294), former Mulgae Class LCU 70 of the Republic of Korea on December 6, 2021 at Captain Salvo Pier, Naval Base Heracleo Alano,” the Navy said in a statement sent to reporters.

The ceremony held at the PN facility in Sangley Point, Cavite City was led by Navy flag officer in command Vice Admiral Adeluis Bordado. Defense Attaché of the Republic of Korea Lieutenant Colonel Bae Jung-hoon and Philippine Fleet commander Rear Admiral Alberto Carlos also attended the commissioning.

The ship was named after the Mamanwa tribe, located mostly in Mindanao. According to the National Commission for the Culture and the Arts, the Mamanwas’ lifeway was “founded on slash-and-burn cultivation on small patches and minimal wet rice agriculture.”

According to the Navy, some members of the Mamanwa tribe were invited and witnessed the ceremony through an online platform.

The BRP Mamanwa, considered as a landing craft utility (LCU), has a maiden crew of 10 Navy personnel. It also has augmentation from other SAF Forces and Maintenance Repair Team. LCUs are boats capable of transporting equipment, wheeled vehicles, and troops from amphibious ships.

The newly commissioned ship will be led by its first commanding officer, Commodore Lyvanjake Cabiente. According to the Navy, the ship will boost the Navy’s capability in transporting personnel and material cargoes.

The ship was a grant from the South Korean government to the Philippines on May 30, 2015. The Philippines refurbished the ship.

According to the Navy, the BRP Mamanwa was built on January 12, 1981 by Korea Tacoma. It was decommissioned by the Republic of Korea Navy on October 24, 2012, before being donated to the Philippines three years later.

Contrary to claims that rebel surrenderee Justine Kate Raca is being held against her will, 3rd Marine Brigade (3MBde) commander Col. Jimmy Larida clarified Tuesday that she signed a voluntary affidavit to be in their custody when representatives of the Commission on Human Rights (CHR) visited her at their base in Puerto Princesa.

Larida told Palawan News in a phone call that her mother Zenaida and sister Jian Nicole, are also at Marine Base Rodolfo Punsalang in Barangay Tiniguiban in Puerto Princesa, where they requested to stay to be with Kate since arriving Sunday, December 12.

“Pinuntahan siya ng mga representatives ng CHR dito para tingnan kung ano ang treatment namin sa kanya. May kasama rin sila na pulis, pumirma pa nga siya ng voluntary affidavit na dito niya sa Marines gustong magpa-custody,”
Larida told Palawan News.

“Ang mother niya at saka ang sister niya ay dito rin nag-request na tumuloy para makasama siya, ayaw nila sa labas dahil inaalala rin nila ang security nila. Binigyan namin sila ng isang room dito, doon sila magkakasamang tatlo,”
he added.


The CHR representatives who visited her were Malou Sebastian and lawyer Vangie Valencia, he said.

Larida was reacting to a statement issued by Karapatan Southern Tagalog (KST) demanding that Raca be treated as a prisoner of war under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), an agreement previously forged between the Philippine government and the National Democratic Front (NDF).

Kyle Salgado of Karapatan said that considering her surrender, Kate has no intention to go against the government.

“Ang appeal naman namin ay hayaan nila si Kate at ‘wag ng itago sa custody ng mga marines. Kung may pananagutan man siya sa batas ay hayaan nilang lumaban at depensahan ang sarili niya sa batas,” Salgado told Palawan News.

Kate, a confessed member of the New People’s Army (NPA) in Palawan, surrendered to authorities after escaping from a military encounter with the Marine Battalion Landing Team-3 (MBLT-3) at Sitio Bayugon in Barangay Tinitian in the town of Roxas on December 10.

Remil Padilla Rodriguez, alias Azumi, who was a resident of Barangay Magara in the same municipality, was killed in the encounter.

Kate and Remil reportedly belong to the group under the command of NPA rebel leader Ka Miggy.


Salgado said that instead of including her as a beneficiary of the Enhanced Comprehensive Local Integration Program (ECLIP), Kate should be released and allowed to defend herself in court.

“Papapirmahin sila ng ECLIP na magbibigay serbisyo daw, pero malinaw naman na panloloko ito kagaya ng nangyari sa Palawan noon sa Brooke’s Point [na] pekeng pagpapasuko sa mga katutubong Pala’wan,” he said.

“Taliwas po ito sa prinsipyo ni Kate Raca at maaari kasing lumabas na pini-pressure si Kate na pumirma,” Salgado added.

Emotional reunion

Larida said Kate’s mother and sibling had an emotional reunion with her after arriving on December 12. Based on their account, they have not seen Kate since two years ago.

“Ang father niya is a ship captain. Masaya ang mother at saka sister niya na makita siya,” Larida said.

In a separate press release, the 3MBde said her mother brought photos of Kate when she was young to encourage her to embrace a new life. Her family members from Manila and abroad were also happy to see her via video call.

Kate, who went by the aliases Billy, Roha, Rocky, and Mira in the NPA, is a graduate of Bachelor of Science in Education Major in English in U.P. Diliman. She joined the rebel group in 2019 and was the political officer or giyang pampulitika of the Bienvenido Vallever Command (BVC) before her surrender.

The P20-million farm-to-market road (FMR) leading to Barangay Bulan-bulan in San Remigio, Antique funded by the Barangay Development Program (BDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), is set for groundbreaking on Wednesday.

Once completed, the FMR will ease the transport of agricultural goods from the upland village to the town market, according to Provincial Engineer Inocencio Dajao.


“We will be implementing the project phase by phase but once it is finished, it could already make Barangay Bulan-bulan accessible,” he said.

The funding for Phase 1 could only concretize half of the four-kilometer road that will start from the last paved road in Barangay Aningalan.

The provincial government also allocated an additional P5 million under its 2022 budget for the road construction.

Without the access road, residents of Bulan-bulan disembark at Barangay Aningalan and walk all the way to their destination.

San Remigio’s Mayor Margarito Mission Jr. said the project is targeted for completion within six months.

“The road project is a long-time dream of residents who are into rice, corn and other root crops farming so they will have access to sell their products at the town market without spending so much for hauling cost,” he said.

The groundbreaking was supposed to be held on Dec.2 but was postponed due to a military operation that dismantled the hideout of Communist Party of the Philippines-New People’s Army in Barangay Alimodias, Miag-ao, Iloilo the day before.

One of the rebels who died, Roger Pedro, was a resident of Barangay Osorio, San Remigio.

San Remigio, located in the mountainous boundary of Antique and Iloilo provinces, serves as the cross-border of CPP-NPA rebels fleeing from government forces.

After 10 years of being a high-ranking official of the New People’s Army (NPA), a resident of Oton town turned himself in to the Philippine National Police (PNP) yesterday.

Ronnie Cañon of Barangay Tagbac Sur was a revolutionary tax regional collector of the NPA’s Southern Front Committee under the Coronacion “Waling–Waling” Chiva Command.


He had a string of criminal cases to include:

* rebellion (Criminal Case No. 18-83052 with bail bond of P200,000);

* two counts of frustrated murder with bail bond of P200,000 each case; and

* four counts of attempted murder with bail of P120,000 each case.

The arrest warrants were issued by Judge Gemalyn Faunillo-Tarol of the Regional Trial Court (RTC), Branch 31.

Cañon surrendered to the Tubungan police station around 6 a.m.

According to Police Lieutenant Martin Pugales, Tubungan police chief, Cañon joined to the rebel group sometime in 2010 and most of his assignments were in southern Iloilo.

He left the group in October this year and went home, Pugales said.

“According to him, he was tired of hiding and suffering from hunger. He wanted to rest,” Pugales said.

Pugales said they will refer Cañon to the Armed Forces of the Philippines if he could avail himself of the Enhanced Comprehensive Local Integration Program.
