Mindanao State University (MSU) – Sulu Filipino Club in collaboration with Joint Task Force (JTF) Sulu initiated Preventing and Countering Violent Extremism (PCVE) activity and expository trip in Sinumaan Complex, Upper Sinumaan, Talipao, Sulu on June 26, 2022.

The Commander of JTF Sulu Maj. Gen. Ignatius N. Patrimonio lauded the efforts of 2nd Special Forces Battalion led by Lt. Col. Benito Ramos together with his troops for orchestrating a significant event. Further,
highlighting that the activity is part of insulating the youth from the deceptive narratives of Abu Sayyaf Group (ASG); while promoting the area for local tourism and removing the stigma of fear in places where government forces and the terrorist group used to clash.


According to 1101st Infantry Brigade Commander Brig. Gen. Eugenio C. Boquio, the developmental tour was benefitted by 80 faculty members and college students of MSU-Sulu. The tour into conflict areas that was recently liberated from ASG influence lasted for two (2) hours.

Moreso, troops of 6th Special Forces Company of 2nd Special Forces Battalion, as part of the tour, presented a lecture to the delegates of MSU and its students on Preventing and Countering Violent Extremism; educating them on how terrorist organizations exploits the vulnerabilities of youth in their recruitment schemes.

In an interview, Mr. Monamier Ompil a graduating student from MSU-Sulu shared his thoughts on how the improvements of peace and security in the province. He recalled that parents used to discourage their children from visiting other places such as the Mount Sinumaan area. But now, they get to enjoy the beautiful scenery that Sulu has to offer.

The highlight of the activity were the expository tour in the newly opened Sinumaan road network that cuts through former ASG bailiwick. The trip enters the Sinumaan complex, showcasing the on-going developmental projects, going Barangays Bud Bunga and Lower Sinumaan.

Since November last year, the JTF Sulu spearheaded the Community Support Program, a flagship program of the Armed Forces of the Philippines designating the troops of 2nd Special Forces Battalion to conduct Mass Base Operations in Upper Sinumaan. It is one of the peculiar capabilities conducted by Special Forces Operators to deny enemy presence in targeted area to enable an environment conducive to peace and development.

Two (2) notorious Abu Sayyaf Group (ASG) sub-leader voluntarily surrendered to Joint Task Force (JTF) Sulu and 11th Infantry “Alakdan” Division at its headquarters in Camp Teodulfo Bautista, Jolo, Sulu on June 17, 2022.

According to JTF Sulu Commander Maj. Gen. Ignatius N. Patrimonio, the ASG sub-leader was identified as a.k.a. Mujer Yadah, 55 years old and ASG sub-leader a.k.a. Ben Tatto, 41 years old both under ASG –Indanan kidnap-for-ransom group senior leader a.k.a Apo Mike.

“The ASG returnees also brought with them two (2) M16 rifle”, said Maj. Gen. Patrimonio.


During the interview, a.k.a Mujer had been with the group of ASG senior leader Apo Mike since 2002 and was involved in a kidnap-for-ransom group, bombing and beheading of foreign nation and local kidnap victims. After the death of their leader, they were always on the run, has no place to hide, exhausted and often experienced starvation. He also revealed that they no longer have the support of the community which prompted them to go back to the folds of the law.

Meanwhile, Brig. Gen. Benjamin Batara Jr. credited that, ” the voluntary surrender of the ASG members was through the concerted efforts of 32nd Infantry Battalion, 6th Special Forces Battalion, 45th Infantry Battalion, the police counterpart of Sulu Provincial Police Office, 7th Special Action Battalion, Special Action Force and Regional Intelligence Unit -9, ” said Brig. Gen. Batara.

Moreso, Police Col. Jaime Mojica, Provincial Director in Sulu narrated that the ASG members had been served with several warrant of arrrest for kidnapping for ransom (KFR) with homicide and kidnapping and serious illegal detention.

“As the military formally handed the ASG retrunees to us, they will properly undergo legal process”, said PCol Mojica.

In a closing statement, Maj. Gen. Patrimonio lauded the convergence of efforts that brought the ASG members back to the fold of the law.

“This is indicative of our successful peace and security campaign in Sulu. The decision of the ASG returnees will contribute to induce more ASG members who has standing warrants to return to the fold of the law who are in doubt to surrender,” said Maj. Gen. Patrimonio.

“This is now the right time for you to lay down your arms, avail the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) and live peacefully”, Maj. Gen. Pateimonio concluded.

Since January this year, a total of 67 ASG members voluntarily surrendered to JTF Sulu bringing along with them 35 high-powered firearms and 9 low-powered firearms.

MALITBOG, Bukidnon – After the recent wave of surrender last month, another two regular rebels decided to embark on new beginnings as they voluntarily surrendered to 16th Infantry (Maglilingkod) Battalion, under 402nd Infantry (Stingers) Brigade, last June 20.

The returnees were identified as alias Logo, 31, and alias Princess, 29, who served as Platoon Guide and Platoon Medic of Subsection Guerilla Unit (SSGU), respectively.

Just like the other rebels who returned to the folds of the law before them, they gave the same grounds for leaving the armed struggle.

In his testament, Logo described the strains alongside hunger and extreme exhaustion inside the movement. He said, “Gipang ilad ra mi sa mga pagsaad-saad sa among mga lider sulod sa kalihukan. Gipahimuslan mi alang sa ilang sayop na pagtuo. Napamatuoran namo na ang mga kasundaluhan kay gibuhat lang ang ilang trabaho para makab ot ang tinuod na kalinaw ug kalambuan.”

They are currently under the custody of the unit and are undergoing custodial debriefing. Moreover, the unit will be facilitating for the former rebels to avail the government’s reintegration program and the Enhanced Comprehensive Local Reintegration Program (E-CLIP).

The successive number of surrenders is a testament to the intensified focused military operations of the ground troops supplemented by several peace initiatives and government programs anchored on EO 70, the “whole of nation” approach to end local communist armed conflict.

With the relentless operations within its area of responsibility, the 16th IB is once again calling for all remaining red fighters to embrace peace by laying down their arms and leave the armed struggle.

Camp Navarro, Calarian, Zamboanga City – June 27, 2022

While conducting combat operations, troops of the Joint Task Force ZamPeLan encountered more or less eight armed personalities in Barangay Dapiwak, Dumingag, Zamboanga del Sur on Monday morning, June 27, 2022.

Firefight ensued, but, due to the superior firepower of the military, enemies were forced to withdraw. While clearing the encounter site, operating troops
recovered one enemy cadaver and assorted war materials including one M16 rifle with long magazine, enemy personal belongings, and foodstuff.


Maj. Gen. Generoso Ponio, Commander of Joint Task Force ZamPeLan said the slain enemy was identified as Junry Ambongan, a.k.a. Junbert/JhonWeck, a member of Squad 2, Team Abe of the defunct Guerilla Front BBC of the Western Mindanao Regional Party Committee.

Pursuit operations are currently being conducted.

“Our successful operations in the campaign against terrorism and violent extremism are always attributed to the unwavering support we receive from our partners, stakeholders, and fellow peace advocates,” Lt. Gen. Alfredo Rosario, Jr. said.

Camp Aquino, Tarlac City – June 26, 2022

Government forces of the 3rd Mechanized Battalion under the operational control of the Joint Task Force, and the Zambales Police Office unearth an arms cache of the Communist Terrorist Group (CTG) at Sitio Gued-Gued, Brgy Palis, Botolan, Zambales in the afternoon of June 26, 2022.

In a statement, Lt. Gen. Ernesto Torres Jr., Commander of the Northern Luzon Command, revealed that “following the tip provided by a concerned citizen in the area, the troops immediately responded and discovered the terrorist arms cache in the vicinity wherein they discovered the following war materiel: one (1) Cal. 30 M1 Garand rifle; twenty-eight (28) cartridges Cal. 30mm, ball; one (1) Grenade, Hand, MK2, Frag; one (1) Grenade, Hand, M26, Frag; two (2) cartridges, 40mm, HE; three (3) M567 40mm, Buckshot Grenade; one (1) dilapidated 5.56mm M16 rifle upper receiver; subversive documents; one (1) piece Communist Party of the Philippines Flag; food and medical supplies; and personal belongings.”

It can be recalled that another Communist terrorist’s arms cache was also discovered by the 3rd Mechanized Battalion in San Jose, Tarlac last May 30, 2022, wherein they recovered one (1) Galil rifle; two (2) M16 Rifles; one (1) M203 grenade launcher; one (1) Shotgun; one (1) long magazine for Galil; four (4) Short Magazines for M16 rifle; seventy-one (71) pcs of 5.56mm ammunition; and eighteen (18) pcs of 40x46mm grenade launcher ammunition.

Meanwhile, Major General Andrew Costelo, Commander of Joint Task Force Kaugnay, praised the troops’ consecutive successes in their area of operations and at the same time expressed his gratitude to the people for their active participation in sustaining and ensuring peace in this area.

Lt. Gen. Torres stated that “the continuous discovery of CTG arms caches is a way to keep them from slipping through the cracks and performing hostile attacks in the north and central Luzon. This only manifests the nearing end for the CTGs in our area of operations.”

“NOLCOM will remain relentless in our mission as defenders of the north and protectors of the people,” added the NOLCOM Commander.

BALER, Aurora-TWO HUNDRED FIFTY former members of the communist terrorist group (CTG) and People’s Organization have undergone a three-day peace orientation towards a transformation program at Sinagtala Gym, 91st Infantry “Sinagtala” Battalion, Philippine Army from June 22 to 24, 2022.

Of the said numbers 28 were former NPA rebels and 222 members of seven People’s organization in the whole province of Aurora organized by Sinagtala troopers.

Lt. Col. Julito B. Recto, Jr., acting commanding officer of 91st IB said on Saturday in an interview that the orientation was through the efforts of Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), 703rd Agila Brigade and the 91st IB.

“We are doing this activity to help our invited participants in their transformation into peaceful and productive civilians. We invited our stakeholders and concerned agencies to sustain the gains of peace and to fulfill our obligations to be united, moreso, to further strengthen our camaraderie and to be able discuss pressing issues and mutually find solutions to address these concerns,” Recto said.

He added that the purpose is to ensure peace and security, trust and confidence between government forces, former rebels and PO’s in ensuring their safety and the communities.

“It will create opportunities for greater collaboration with them to learn about the services and programs of different agencies and will answers their queries and issues and concerns towards the attainment of lasting peace, harmony, unity and reconciliation,” Recto said.

He furthered that the activity is in full support to the Duterte’s administration intensifies efforts to end the communist insurgency in the country through the implementation of “Whole-of-Nation” Approach wherein national line agencies and its attached agencies, local government units and civil society groups are closely working together to bring sustainable peace and development in conflict-ridden areas.

Colonel Allan Jose L. Taguba, deputy group commander of 703rd Agila brigade leave a biblical verse to the participants-Ecclesiastes chapter 3:1-8 which states there is a time for everything, and a season for every activity under the heavens: a time to be born and a time to die, a time to plant and a time to uproot, a time to kill and a time to heal, a time to tear down and a time to build, a time to weep and a time to laugh, a time to mourn and a time to dance, a time to scatter stones and a time to gather them, a time to embrace and a time to refrain from embracing, a time to search and a time to give up, a time to keep and a time to throw away, a time to tear and a time to mend, a time to be silent and a time to speak, a time to love and a time to hate, a time for war and a time for peace.

Taguba in his speech leave the said verse so that the participants can meditate and for them to have a quiet time with God that would bring a peaceful and stable order to the group who came from the eight towns of this province.

The 3-day Peace Orientation Towards Transformation Program signifies the official withdrawal of support to the CTG.

Meanwhile, Department of Interior and Local Government (DILG) Aurora OIC-Provincial Director, Ener P. Cambronero said that one of their flagship programs are the Enhanced Comprehensive Local Integration Program (E-CLIP) wherein he encouraged the FRs to be productive members of the community and be involved in government community-support programs.

He furthered that E-CLIP being locally-driven, managed and implemented is a national program that veers away from the past practice of pre-packaged interventions designed at the national level. It responds to the circumstances, needs and concerns of former rebels through provision of assistance and seeks to consider their basic rights and situations as men and women.

The E-CLIP provides a wide range of benefits which includes Reintegration Assistance; Fire Arms Remuneration (Double-the-cost valuation); Livelihood Materials and Implements or Employment Assistance; Housing; Medical Assistance; Legal Assistance; and College Tuition and Stipend (tertiary level), among others.

PD Cambronero also had a table conversation with Lt. Col. Recto along with the Provincial Director of DOLE and members of the local media which revolved on crafting plans and interventions to further strengthen the E-CLIP committee in the Province, discussion of programs that are geared to intensify the campaign to prevent terrorism and violent extremism, and improve the public safety and order in the province and the country as a whole.

PH Navy’s BRP Antonio Luna arrives in Hawaii for RIMPAC 2022

The BRP Antonio Luna (FF-151), the Philippines' second guided-missile frigate, has arrived at Joint Base Pearl Harbor Hickam in Hawaii on June 25 (local time), ahead of this year's Rim of the Pacific (RIMPAC) exercise slated for June 29 to Aug. 4.

"While entering Pearl Harbor, the Naval Task Group 80.5 contingent and ship's crew manned the rail and rendered a salute to USS Missouri and USS Arizona in honor of World War II fallen heroes," Philippine Navy (PN) spokesperson Commander Benjo Negranza said in a statement Monday.

He added that Joint Base Pearl Harbor Hickam commander Capt. Mark Sohaney welcomed the Philippine contingent to RIMPAC.

"He was accompanied by other RIMPAC coordinators from the Royal Australian Navy and the US Navy," Negranza said.

Capt. Aldrin Doctor, Philippine Navy’s liaison officer to Hawaii, also welcomed the contingent.

"Together with other visitors, they were able to have a ship's tour of BRP Antonio Luna, one of the country’s modern and missile-equipped warships," Negranza said.

Capt. Charles Merric Villanueva, BRP Antonio Luna, commanding officer and Naval Task Group (NTG) 80.5 head, expressed his appreciation for the warm welcome given by Sohaney and Doctor.

The ship and NTG 80.5 left Naval Operating Base Subic last June 8 and arrived in Guam last June 12.

The ship left the island on June 16 for Hawaii.

RIMPAC, considered the world's lar
gest maritime exercise, is held biennially to promote regional stability in the Pacific Region.


Around 25,000 personnel from 26 participating nations are set to join the 28th iteration of RIMPAC which was first conducted in 1971.

Negranza earlier said NTG 80.5 will help develop, maintain, and enhance the Navy’s pursuit of maritime collaboration with its counterparts through the exercise.

The PN's participation in RIMPAC 2022, themed “Capable, Adaptive, Partners,” will be the third after its maiden participation in 2018 and its sophomore run in 2020.

In the 2018 RIMPAC, the Navy deployed the offshore patrol vessel, BRP Andres Bonifacio (PS-17), and the landing dock BRP Davao Del Sur (LD-602).

In the 2020 iteration of the maritime exercise, the PN sent the country's first missile frigate, the BRP Jose Rizal (FF-150).

Both the BRP Jose Rizal and BRP Antonio Luna are capable of anti-air warfare, anti-surface warfare, anti-submarine warfare, and electronic warfare operations.

The contract for the two ships was PHP16 billion and an additional PHP2 billion was spent on weapon systems and munitions.

 Douglas Emhoff, husband of United States Vice President Kamala Harris, will be leading Washington DC's delegation to the inauguration of President-elect Ferdinand "Bongbong" Marcos Jr., President Joseph Biden announced Monday.

Marcos will be sworn in as the Philippines' 17th president on June 30.


"As Second Gentleman, Mr. Emhoff is working to share the priorities of the Biden-Harris Administration with people across the country and around the world," the White House said, adding that Emhoff had traveled dozens of states and two countries during his first year as the second gentleman.

The members of the delegation he will lead include the following:

- Heather Variava, Chargé d’Affaires, ad interim, US Embassy Manila

- Bobby Scott, Chairman of the Committee on Education and Labor, United States Representative (D), Virginia

- Nani Coloretti, Deputy Director, Office of Management and Budget

To recall, Biden was the first world leader to personally call and congratulate Marcos after his landslide win in the May 2022 elections.

During the call, he said he looked forward to further strengthening the US-Philippines alliance while expanding bilateral cooperation in a wide range of areas, including the fight against coronavirus disease 2019, climate crisis, promoting broad-based economic growth, and respect for human rights.

Outgoing Department of National Defense (DND) Secretary Delfin Lorenzana said the appointment of Dr. Clarita Carlos as the incoming National Security Adviser is actually a homecoming of sorts as she served as a president of the National Defense College of the Philippines (NDCP).

"Her appointment is actually like a homecoming to the Department since she previously served as the 16th President of the National Defense College of the Philippines from 1998 to 2001. Known for being feisty and media savvy, she holds the distinction of being the first and only female civilian to lead the higher institution for national defense and security,"
Lorenzana said in his Facebook post over the weekend.


Lorenzana added that he had a pleasant and insightful chat with Carlos a few days ago and said the DND is happy to have her back.

Carlos is a retired political science professor at the University of the Philippines-Diliman.

She was also a consultant in Congress and other government agencies, including the Office of the Presidential Adviser on the Peace Process.

Carlos also authored books and papers about political parties, elections, defense and security, and foreign policy, among others.


In another Facebook post, Lorenzana added that he also met with his successor, incoming DND officer-in-charge and senior undersecretary, retired Armed Forces of the Philippines (AFP) chief Gen. Jose C. Faustino Jr. last June 23.

"We met with Gen. Jose C. Faustino and his incoming staff. He was briefed on the mission and functions of the Department and the principal duties of the Secretary," he added.

Also, Lorenzana said the presentation was short as Faustino is very familiar with the DND, having just retired as AFP chief last November.

Faustino will assume office as DND secretary on November 13, after the one-year appointment ban on retired military officials.

Faustino took over the AFP leadership from Gen. Cirilito Sobejana who retired from military service on July 31, 2021.

He retired as AFP chief after reaching the mandatory retirement age of 56 on November 12 of the same year.

Before being named as the 56th AFP chief-of-staff, Faustino was the head of the Joint Task Force Mindanao and has also served as the acting commanding general of the Philippine Army.

He is a member of the Philippine Military Academy Class of 1988.

The Armed Forces of the Philippines (AFP) on Monday justified its recent activation of the Vice Presidential Security and Protection Group (VPSPG).

In a statement, AFP public affairs office chief Col. Jorry Baclor said the reorganization of the former Vice Presidential Security Detail (VPSD) into the VPSPG underwent a thorough deliberation process at the AFP General Headquarters (GHQ) long before the start of the 2022 election period.

"Thereafter, it underwent the usual approval process at the GHQ and DND (Department of National Defense) just like any other reorganized unit,"
Baclor said.


Baclor added that the former VPSD has some limitations in personnel and equipment.

"While the VPSD has been performing its mandate of protecting the second-highest elected official of the country, it has some limitations in terms of personnel, equipment, and other logistical requirements," he added.

The VPSPG was activated last June 24 to provide security to the current and future Vice Presidents of the country and their families.

Baclor added that the expansion of the VPSD to VPSPG is needed to prevent disruption of AFP units in the field in the event of countryside activities or engagement of the Vice President.

"During official engagements of the Vice President especially in the countryside, units on the ground are normally being tapped to augment the VPSD. Hence, to prevent the disruption of AFP units performing their tasks in internal security operations, the expansion of the VPSD was recommended to higher authorities," Baclor said.

The former VPSD is under the Special Detail Unit of the General Headquarters and Headquarters Service Command (GHQ & HSC) based at Camp Aguinaldo, Quezon City.

The GHQ & HSC takes care of the management of the whole Camp Aguinaldo which includes the facilities, personnel, logistics, and camp security among others.

As approved by the DND, the VPSPG is now a separate unit of the AFP with more personnel, better equipped, and capable of providing security in multiple engagements of the Vice President nationwide.

"The AFP assures the Filipino people that it has remained focused on its mandate of protecting the people and securing the state," Baclor said.

Armed Forces of the Philippines (AFP) spokesperson Col. Ramon Zagala will serve as acting commander of the Presidential Security Group (PSG) and senior military assistant of President-elect Ferdinand "Bongbong" Marcos Jr.

"Ang sabi sa akin ni Col. Zagala is for issuance pa ang order, wala pa actually (ang) order, for issuance pa lang, ang effectivity is (June) 30, sabi nya (Col. Zagala told me that the order is still for issuance, there is still no order yet, is still for issuance, but the effectivity is on June 30)," AFP public affairs office chief Col. Jorry Baclor said in an interview with reporters Sunday.

Zagala will replace Brig. Gen. Randolph Cabangbang, who is also a former spokesperson of the Philippine Army.

Baclor said the AFP has yet to name Zagala's replacement as AFP spokesperson.


Zagala was born on Aug. 6, 1969, in Camp Aquino, Tarlac. He completed his primary and secondary education at the La Salle Greenhills in Mandaluyong City in 1983 and 1987, respectively, and took up AB Political Science at the De La Salle University (DLSU) in Manila where he graduated in 1990.

He was commissioned to the regular force on Aug. 9, 1994. Prior to entering the AFP, Zagala was the Corps Commander of the DLSU Naval ROTC unit from 1989 to 1990.

He entered the Officer Candidate School in 1993 and became his class' First Captain earning him the Chief of Staff Saber.

After his graduation from the Officer Candidate School in 1994, he was assigned to different Army and General Headquarters units covering Luzon, Visayas, and Mindanao, holding various command and staff positions.

Zagala completed various career and specialization courses here and abroad, including the Special Forces Operation Course, Basic Airborne Course, Scout Ranger Orientation Course, Armor Officer Basic Course, Basic Practical Pistol Course, VIP Protection Course, UN Peacekeeping Operations Pre-Deployment Training, Armor Officer Advanced Course, the Public Affairs Officer Qualifying Course at Fort Meade, Maryland, USA under the International Military Education and Training Program (IMETP), Military Freefall course, Jumpmaster course, Australian Command and Staff Course, Australian Defence College and Master of Military and Defence Studies, Australian National University at Canberra, ACT, Australia under the Philippines and Australia Defence Cooperation Program.

He also received a number of awards and decorations both in administrative and combat duties including the Distinguished Service Star, a Gold Cross Medal for gallantry in combat, Gawad sa Kaunlaran Medal, 2 Bronze Cross Medals, 19 Military Merit Medals (three in combat), AFP Senior Parachutist Badge, Army Aviator’s Badge, US public affairs badge, the Presidential Medal of Merit and other distinguished awards and commendations.

Zagala belongs to a family whose military heritage spans three generations -- from his grandfather, Col. Ramon Zagala to his father Maj. Gen. Rafael G. Zagala.

Vice President and incoming Education Secretary Sara Duterte-Carpio’s call to reinstate the mandatory Reserve Officers’ Training Corps (ROTC) is gaining more support from lawmakers and education officials.

In an ambush interview, incoming Quezon City Rep. Arjo Atayde said Monday the proposal is interesting but must be thoroughly reviewed to ensure the best for the learners.

“To be honest, noh, there [are] interesting pros and cons to it. We have to look into it, we just started… If departments slowly were actually meeting committees as a team, [in] Congress, hopefully, we would come up with the right decision where the majority, or whatever it is that people want and more than what they want, is what they need,” he said.

On Sunday, Senator Ronald “Bato” Dela Rosa vowed to refile the bill seeking mandatory ROTC which he filed during the 18th Congress.

Dela Rosa said he was “willing to author a bill” in line with the vice president's proposal.


“I am willing to author such a bill na gusto nila, ‘yung version na gusto ni (that they wanted, the version that is desired by) Vice President Inday Sara),” he said in a television interview.

Earlier, Senator Sherwin Gatchalian said he supports Duterte’s goal as the program will “provide students with additional skills for disaster and calamities response, and even in accidents.”

Commission on Higher Education Chairperson Prospero “Popoy” De Vera III said last week he was “generally supportive” of having ROTC at the university level.

“Remember I was an ROTC officer when I was a student at UP, and I know on a personal level how the training and discipline that I got from the ROTC officer helped me develop myself when I continued and left university,” he said.

However, he said they would have to wait for lawmakers to officially come up with a statement on their version.

“We’ll have to wait for the bill to be filed in congress so that the commission can give its proper comments on the contents of the bill, it’s a little bit early to comment without a copy of the actual bill than is filed, but as a general principle I support the ROTC at the university level,” he added.

Duterte said she is hopeful that mandatory ROTC will be part of the legislative agenda of the incoming administration, under President-elect Ferdinand “Bongbong” Marcos Jr.

She, meanwhile, has secured her first in-person transition meeting with Department of Education (DepEd) Secretary Leonor Briones, who also agreed to be the next admin’s “consultant” for education.

In a statement, the DepEd said both parties have agreed to move urgently for the budget and guidelines for the reinstatement proposal.

“There was a consensus on policy matters that need immediate attention: the guidelines for the incoming SY 2022-2023 and the budget for 2023. These will be the subject of immediate consultations between the concerned members of both teams,” the DepEd said.

Duterte and Briones will conduct their joint farewell and welcome ceremonies on July 4.

The Philippine National Police (PNP) on Tuesday recognized the bravery of a police officer who was killed in an operation aimed at arresting a member of the Communist Party of the Philippines-New People's Army (CPP-NPA).

"The OIC (officer-in-charge) PNP (Lt. Gen. Vicente Danao Jr.) personally expressed his deepest sympathy to the bereaved family of PSSG (Police Staff Sgt.) Nikki Codera, granted him the posthumous award of Medalya ng Kadakilaan in recognition of his heroic deed. Accordingly, PNP will shoulder all the funeral expenses of the demised member," National Capital Region Police Office (NCRPO) chief Maj. Gen. Felipe Natividad said in a statement.

Natividad, who also visited the fallen police officer’s wake, expressed his heartfelt condolences to his family and loved ones.

"The entire NCRPO grieves with the family of Staff Sergeant Codera for losing a comrade, a son, a friend, a brother in police service but most of all, an honorable public servant," he said.

Meanwhile, Danao and Natividad also visited Lt. Rogelio Walay, the arresting team's leader who was injured in the encounter and assured due assistance to him.

Danao also renewed his call for CTG members to surrender peacefully and return to the fold of the law, saying the police force does not want lives being lost due to bloody operations.

On June 24, police officers attempted to arrest the suspect Hubert Aplacador, who is wanted for murder by a Masbate court in Barangay 157, Malibay, Pasay City.

However, Aplacador opened fire at the arresting team, prompting them to retaliate which resulted in his death.

Walay and Codera were immediately brought to the nearest hospital after the encounter. Walay is now in stable condition but Codera was pronounced dead on arrival.

The Philippine Navy (PN)'s first two fast-attack interdictor craft missiles (FAIC-M) were formally launched in Haifa, Israel last June 26.

Navy spokesperson Commander Benjo Negranza, in a statement Tuesday, said ranking PN officials and future crew members of the FAIC named BRP Lolinato To-Ong, graced the launch.

"Commodore Alfonso Torres Jr., Chairperson of the Pre-Delivery Inspection Team, and Commodore Roy Vincent Trinidad, Chairperson of the Project Management Team of the FAIC Acquisition Project, led the PN delegates in witnessing the launch of the new ships held at the Israel Shipyards Limited port,"
he added.


Torres, in his speech, also stressed Israel’s key role in the success of the Navy’s multi-purpose assault craft (MPAC) program.

He added that Israel paved the way for the FAIC-M acquisition project which includes a complete transfer of technology.

Torres said this is a first of its kind in the country's defense cooperation history.

“This project enables the PN to make a 'leap-frog' approach in strengthening our littoral defense capability in the areas of warfare, sustainment, and technical knowledge,” he added.

Also present during the launch were Eyal Califf, Director of Israel’s Ministry of Defense’s Directorate for International Defense Cooperation (IMOD-SIBAT) for Asia and the Pacific, Sammy Katsav, Chairman of the Board of Israel Shipyards, Ltd., and Ran Tavor, Director of Rafael Advanced Defense Systems Ltd.’s Naval Division.

The launching is a prelude to the conduct of the pre-delivery inspection of these vessels from June 27 to 30.

The acquisition of the new craft is the latest in the PN's pursuit to become a modern and multi-capable naval force, responsible for protecting the maritime nation’s sovereignty.

The Department of National Defense (DND) and South Korean shipbuilder Hyundai Heavy Industries (HHI) on Monday signed the PHP30 billion offshore patrol vessel (OPV) contract which seeks to provide six OPVs to the Philippine Navy (PN).

Defense spokesperson Arsenio Andolong, in a statement late Monday, said Secretary Delfin Lorenzana and HHI vice chairperson and president Sam Hyun Ka signed the deal at the DND building in Camp Aguinaldo, Quezon City.


"The event was witnessed by South Korean Ambassador to the Philippines Kim In-cheol; General Andres Centino, Chief-of-Staff, Armed Forces of the Philippines; Rear Admiral Caesar Bernard N. Valencia, Acting Flag-Officer-In-Command, PN; and other DND, AFP, and HHI officials," he added.

Andolong said the OPV project aims to further enhance the maritime patrol capabilities of the PN and includes technology transfer, particularly human engineering operators and maintenance training of equipment, operations training, technical publications, and manuals.

"In addition to this is a design ownership, granting the PN license to manufacture/build using the OPV's design for the exclusive use of the Philippine government," he added.

The OPV project was prioritized under the Second Horizon of the Revised AFP Modernization Program, as approved by President Rodrigo Roa Duterte in May 2018.

The two sides also signed a lifetime service support contract for the sustainment of the two Jose Rizal guided-missile frigates now in service in the PN, Andolong said.

These planned OPVs measure 94.4 meters long, 14.3 meters wide, and gave a displacement of 2,400 tons, maximum speed of 22 knots, cruising speed of 15 knots, and a range of 5,500 nautical miles.


The initial funding for the PN's OPV project amounting to PHP3 billion was released by the Department of Budget (DBM) last June 16 under Special Allotment Release Order (SARO)-BMD-D-22-0004970.

Earlier, Lorenzana said the South Korean shipbuilder has been selected by the PN's technical working group (TWG) for the project.

The OPVs are expected to replace the World War II surface assets decommissioned by the PN.

No price escalation amid PHP-USD exchange rate

In his farewell breakfast meeting with reporters Tuesday, Lorenzana said HHI agreed to maintain the cost of the OPV project at current rates even if the Philippine peso (PHP) weakens against the US dollar (USD).

"Ang nanalo rito ay (HHI), kasi as is yun same price, original price ng budget ceiling natin, okay lang sa Korea (referring to HHI), and they will make six of those (OPVs) and bale pa dun sa kontrata nila ay hindi sila mag-e-escalate na kapag tumaas yun exchange rate (the winner is here is HHI because they agreed to build six of the OPVs at our original budget ceiling and they also agreed not to escalate the costs even if there is an increase in the peso-dollar exchange rate)," he added.

Per negotiations, Lorenzana said the exchange rate was at PHP52 at the time.

"Naka-peg na sa PHP52, so di na aakyat, actually lumamang na tayo kasi the peso-dollar rate has already jumped to PHP55 (It is already pegged at PHP52, so it will not climb up, we actually gained with that as the peso-dollar exchange rate has already jumped to PHP55)," he added.

Lorenzana added that if he will let the OPV contract drag on until he steps down on June 30, he is not sure whether his successor Jose Faustino Jr., who was named officer-in-charge, is authorized or has the power to sign such contracts.

By the time his successor is allowed to sign it, Lorenzana said it is likely that the project’s cost will be higher.

"Hyundai is saying na kapag nagtagal pa ng 100 days, before the time of the Notice of Award is given, ay hindi na nila kaya yun presyo. Naghahabol tayo ng presyo (Hyundai is saying that if 100 days will pass before the Notice of Award will be given, they could no not longer afford to construct the OPVs at those price. We are chasing for a lower price here)," Lorenzana said.

For these reasons, the outgoing DND chief said he decided to sign the contract as the project has been ongoing since 2018 and that signing is beneficial for the "greater interest of the government."

Lorenzana added that the South Korean government will transfer one of its "Pohang"-class anti-submarine corvettes, which is similar to the PN's BRP Conrado Yap (PS-39) which was donated to the Philippines earlier, following the signing of the OPV project as a "freebie”.

He also added that Seoul is also thinking of transferring some of their MG-520 light attack helicopters to Manila as another "freebie".

These aircraft are similar to the ones now being operated by the Philippine Air Force.

"I don't how many but pinag-usapan din namin (we also talked about that)," Lorenzana said.

He also added that HHI is ideal for the project as it has built the two Jose Rizal-class frigates, the BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151), aside from constructing two missile corvettes.

"Pare-pareho ang systems niyang, of course, the spare parts are similar, it's easier to maintain. At the same time, kasama sa pinirmahan kahapon, magtatayo sila ng service support facility nila to help maintain these ships. Yan ang tinatawag natin transfer of technology (Their systems are the same, of course, the spare parts are similar, it's easier to maintain, at the same time, included in our contract signing yesterday was the agreement stipulating that they will be constructing a service support facility here to help maintain these ships. That is what we call the transfer of technology)," Lorenzana said.

The HHI is also the builder of the Pohang-class corvettes, one of which is now in service with the Navy.

The Philippine government on Tuesday expressed its "strong objection" to Taiwan's unlawful live-fire drills off the coast of Ligaw Island, describing the move as an "illegal activity" that "raises tensions and complicates the situation in the South China Sea."

In a statement, the Department of Foreign Affairs said the island, also known as Itu Aba, is an integral part of the Kalayaan Island Group.

"The Philippines expresses its strong objection over the unlawful live-fire drills to be conducted by Taiwan (China) on 28 to 29 June 2022 within the vicinity of Ligaw Island," it said.

"Ligaw Island is an integral part of the Kalayaan Island Group over which the Philippines has sovereignty."

According to the Asia Maritime Transparency Initiative, Taiwan took permanent possession of the feature in 1956.

Outgoing Department of National Defense (DND) Secretary Delfin Lorenzana said it has been an honor for him to serve and make a difference as the country's 36th defense chief.

"Karangalan ko ang makapaglingkod bilang ika-36 na Kalihim ng Tanggulang Pambansa. Salamat sa inyong tiwala at suporta! (It was an honor for me to serve as the 36th National Defense Secretary. Thank you for your trust and support!)," he said in a Facebook post Tuesday.

Lorenzana, in a quote card attached to the same post, also said the DND in the past six years has been "steadfast in fulfilling its mandate," contributing to President Rodrigo R. Duterte's legacy of building a strong uniformed force.

"I want to be remembered as the Secretary of National Defense who was able to make a difference: the improvement of the Defense organization to better secure our nation," he added.

Under his term, the Philippines was able to acquire notable defense assets, such as the two Jose Rizal-class guided-missile frigates, two AgustaWestland AW-159 anti-submarine helicopters, 16 S-70i "Black Hawk" combat utility helicopters, and six A-29B "Super Tucano" attack aircraft.

Lorenzana will be succeeded by retired Armed Forces of the Philippines (AFP) chief Jose Faustino Jr., who will sit as officer in charge and senior undersecretary of the DND.

Faustino, who retired on November 12 last year, will assume as Secretary on November 13, after the lapse of the one-year appointment ban on retired military officials.

Lorenzana, who was appointed by Duterte as DND chief on June 30, 2016, brought to the DND his expertise in national defense and security, special operations, foreign military affairs, public diplomacy, veterans affairs, and strategic leadership.

He is a member of the Philippine Military Academy Class of 1973.

Earlier, Lorenzana said the Duterte administration worked hard for the Philippines to attain a credible defense posture to protect its vast maritime territories.

He added that the AFP significantly stepped up its external defense operations to secure the country's strategic border areas and exclusive economic zone by increasing naval surface and maritime air patrols.

Lorenzana noted that during his term, the AFP launched sustained operations against the communist insurgents and violent extremists that led to the weakening of these pressing security threats.

He said the DND prioritized international defense and security engagements, wherein agreements were forged with traditional and non-traditional security partners, which brought the Philippines closer to becoming a strategic player in the Asia-Pacific region.

Under the Duterte administration, the DND further advanced good governance policies aimed at enhancing the organization’s capability to perform its mandate.

Republic Act (RA) 11709, signed by Duterte on April 13, sets a fixed three-year tour of duty for the AFP chief of staff, vice chief of staff, deputy chief of staff, major service commanders (Army, Air Force, and Navy), unified command commanders, and inspector general "unless sooner terminated by the President."

"The principal objective of this law is to allow general officers sufficient time, i.e., three years time-in-grade, to do their jobs. If they are not promoted to the next higher grade, they are retired. This ensures that only the best officers ascend the ladder of leadership. This also puts an end to the revolving door system in the AFP leadership that resulted from the retirement law passed in 1979," Lorenzana said.

More than 100 farmer-leaders and members of the Alyansa Dagiti Mannalon iti Ilocos Norte (AMIN) who are perceived as supporters of the New People's Army received livestock, food packs, eyeglasses, canes, and other essential government services on Sunday afternoon.

Held at the Ernesto G. Go Mega Complex in Currimao town, each of them signed a peace covenant to abide by the laws and legal orders of government authorities and condemn any form of violence, oppression, force, or threat that may impair, impede or disrupt the peace ad order in the country.


In his short speech, Mayor Edward Quilala thanked the government forces, as well as other representatives of various government agencies for extending support to the farmers who were deceived and intimidated by the terrorist group.

“Let us be discerning in all our actions. We are in a deep crisis and there are those who will take advantage of us but the government is here. You can come to us and request whatever you wish [from the government],” he said.

According to Lt. Col. Ricardo Garcia III, 24th Infantry Battalion commander, the AMIN is a Communist Peoples Party-affiliated peasant organization in the province that uses social media to sow hatred and animosity against the government.

But through the intensive implementation of the Duterte administration’s whole-of-nation approach to end the local communist armed conflict in the country, Garcia said the group voluntarily executed their oath of allegiance to denounce and condemn the ideologies and unlawful acts of the Communist Party of the Philippines (CPP)-NPA-National Democratic Front (NDF).

“This is a welcome development and a commendable accomplishment as a result of the efficient and effective implementation of Executive Order No. 70,” Garcia said.

"Thank you for your support. We were misled by the wrong ideology. I hope these government programs will continue,” said one of the farmer-beneficiaries.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021.

BALER, Aurora – Two former supporters of the Communist Party of the Philippines - New People's Army (CPP-NPA) surrendered weapons and ammunition to the Philippine Army’s 91st Infantry “Sinagtala” Battalion (91IB) based in Barangay Calabuanan in this capital town of Aurora.

Lt. Col. Julito Recto Jr., acting commander of 91IB, said on Monday Enriquito Samolde, a former president of Nagkakaisang Samahang Maralita ng Dicalayungan; and Gemma Manlogon, a member of Renewed Strength Dinadiawan Association, decided to yield the weapons and ammunition Sunday as they expressed full support to end local communist armed conflict in the province.

Samolde surrendered 36 M14 rifle ammunition and 100 M16 rifle ammunition owned by remnants of the dismantled Komiteng Larangang Guerrilla (KLG)-Sierra Madre.

Manlongon turned over two unserviceable Cal .38 revolvers owned by KLG Platoon Norte, Aurora Provincial Committee.


“It was successfully negotiated by our troops wherein the two CTG supporters voluntarily surrender(ed) the ammunition and firearms as they want to return into the fold of the law and live peacefully in the community, together with their families,” Recto said in an interview.

“It was also a result of the recently concluded three-day peace orientation towards a transformation program wherein 28 former members of the New People’s Army and 222 members of seven people’s organizations participated,” he added.

The firearms and ammunition are now under the custody of 91st IB.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front was formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

ZAMBOANGA CITY – Police operatives arrested a member of the Abu Sayyaf Group (ASG) and seized guns and ammunition in a law enforcement operation in this southern port city, an official said Monday.

Col. Alexander Lorenzo, Zamboanga City Police Office (ZCPO) director, said
Ban Sali Ubbie, 47, was arrested in a search warrant operation around 8:15 p.m. Saturday in Barangay Arena Blanco here.

Lorenzo said the search warrant served on Ubbie, a native of Maimbung, Sulu, was for violation of Republic Act 10591 otherwise known as Comprehensive Firearms and Ammunition Regulation Act.

Lorenzo said Ubbie yielded three caliber .45 pistols, a caliber .38 revolver, and assorted ammunition.

Ubbie also has a standing warrant of arrest for murder and three counts of frustrated murder, police said.

Also, police said the suspect was involved in the ambush of the late Julasirim Kasim, the then Sulu police director, and three other policemen in May 2009 in Maimbung, Sulu.


According to Lorenzo, Ubbie is a follower of slain Sulu-based ASG leaders Albader Parad and Majan Sahidjuan, who were involved in kidnapping for ransom, extortion, Robbery and other forms of terroristic atrocities in Sulu.

Authorities have formed a special task force to look into the killing of a village chief in Monkayo, Davao de Oro, on Sunday evening.

In a statement Monday, the Police Regional Office in Davao Region (PRO-11) said two unidentified gunmen attacked Barangay Mt. Diwata chief Pedro Samillano Jr. outside his home in Barangay Poblacion.

Samillano, 62, was about to get out of his car when two men on a motorcycle shot him at around 8:32 p.m.

“(The attackers) came riding a motorcycle and parked meters away from the victim’s vehicle and one of them got off the motorcycle, approached the victim, and shot him several times,” police said.

Samillano was brought to Davao De Oro Provincial Hospital in Montevista but was declared dead on arrival by the attending physician.

Recovered at the crime scene were three fired cartridges of a .45-caliber pistol, two deformed slugs, and a mobile phone.

“Motive of the incident is yet to be determined,” PRO-11 said.


Incoming Monkayo town Mayor Manuel Zamora condemned the killing, urging authorities for a speedy resolution of the case.

Troops tracking down Abu Sayyaf Group (ASG) bandits have discovered a lair of the Daesh-inspired elements in the hinterlands of Basilan province, a top military official said Monday.

Brig. Gen. Domingo Gobway, Joint Task Force (JTF)-Basilan commander, said
the ASG hideout was found Sunday and consisted of three houses with foxholes each that can accommodate 10 persons at one time.


Troops chanced upon the hideout barely a day after an intense firefight in Barangay Baguindan, Tipo-Tipo, Saturday. The encounter resulted in the wounding of six ASG men and a soldier.

“The troops did not find any firearms or war matériel inside the lair,” Gobway said in a statement Monday.

Saturday's firefight broke out around 8:30 a.m. after government troops received reports about the bandits' presence in Barangay Baguindan.

Gobway said the ASG extremists involved in the clash are followers of a certain Abaas, who were responsible for the May 31 twin bombing in Isabela City, Basilan.

He said the followers of Abaas are remnants of slain Basilan ASG leader Furuji Indama, who was killed in a clash with government troops on September 9 in the coastal town of R.T. Lim, Zamboanga Sibugay.

Meanwhile, Lt. Gen. Alfredo Rosario Jr., the Western Mindanao Command (Westmincom) chief, said that since January this year, 77 ASG bandits have been neutralized by government troops. At least six of the group's sub-leaders have also surrendered.

At least 40 areas in Basilan and Sulu provinces have also been so far cleared of ASG presence,
Rosario said.

Police operatives arrested a man and seized from him a cache of firearms and ammunition during an operation Tuesday in Tanjay City, Negros Oriental.

The suspect was identified as Antonio Bungcad Colongon, 61, a resident of Sitio Busay in Barangay Sto. Niño.


The Criminal Investigation and Detection Group (CIDG) here led other police operating units in serving the search warrant at around 6:15 a.m. at the suspect’s residence.

The suspect did not resist arrest during the search that was witnessed by barangay officials.

Seized were four .38-caliber revolvers; two .357-caliber revolvers; one caliber .22 revolver; two home-made shotguns; one barrel bolt with assembly for a shotgun; 19 rounds of live ammunition for caliber .38; four rounds of live ammunition for caliber .22; five 12-gauge live ammunition for shotgun; 45 rounds of live ammunition for caliber 7.62; two steel magazines for homemade shotgun; one black holster; and a sling bag.

Judge Christine Tabasuares-Aba of the Regional Trial Court Branch 43 in Tanjay City issued the search warrant against the suspect for violation of Republic Act 10591 or the Comprehensive Firearms and Ammunition Act.

Police are investigating the background of the suspect and the reasons behind the acquisition of the firearms and ammunition, according to provincial police director, Col. Germano Mallari.

CAMP SIONGCO, Maguindanao – Four New Peoples’ Army (NPA) rebels separately surrendered to authorities in South Cotabato, the military said Tuesday.

the rebels yielded in Barangay Ned, Lake Sebu, on June 21 and June 24; the other two also surrendered separately in the towns of T’boli and Banga on June 26.

Alvez said the four surrenderers turned over an SLR rifle, two Carbine rifles, a Thompson submachine gun, a .45-caliber pistol, an anti-personnel mine, and ammunition.


Maj. Gen. Roberto Capulong, Army’s 6th Infantry Division commander, said they expect more rebels to surrender as the military intensifies its operations against lawless groups in Central Mindanao.

“We appeal to all terrorists still up there in the mountains to surrender and avail of government’s peace programs. For those who chose to fight, we are ready to ensure the safety of our people,” Capulong said.

DATU ODIN SINSUAT, Maguindanao – Law enforcers here have launched a manhunt against two men who shot dead a councilor of Barangay Labungan Monday afternoon.

Lt. Guiseppe Tamayo, municipal deputy police chief, said Tuesday local authorities are pursuing a lead that will hopefully result in the arrest of the perpetrators.


“The pursuit is ongoing,” Tamayo said, as he declined to comment further so as not to jeopardize their operation.

Reports said Councilor Macmod Masiangal was walking toward the village hall when two men riding in tandem on a motorbike appeared from behind and shot him.

The crime scene is about two kilometers away from the Army’s 6th Infantry Division headquarters in Barangay Awang, Datu Odin Sinsuat, Maguindanao.

Masiangal was the first village official killed this year, and the second since October last year when a councilor of Pandag, Maguindanao was also killed in an ambush in this town.

LIMAY, Bataan – A defense and military-industrial economic zone will soon rise in this province to encourage investors in defense projects to establish their manufacturing plants in the country.

The Authority of the Freeport Area of Bataan (AFAB) and the Government Arsenal (GA) signed on Monday a memorandum of agreement on the proposed declaration of the Defense Industrial Estate here as the newest expansion area of the Freeport Area of Bataan (FAB).

The industrial estate in Barangay Lamao, where the GA is located and manufactures basic weapons and ammunition for the Armed Forces of the Philippines and Philippine National Police, has an area of 370.371 hectares.

AFAB Administrator Emmanuel Pineda said on Tuesday the MOA engages both the AFAB and the GA to work in the establishment and operation of the FAB expansion area as a sustainable defense industrial base to encourage investors in defense projects to generate employment in the province as well as income for the government.


Pineda said the expected gains from the joint venture would also help sustain AFP’s modernization program in line with the national policy of defense self-reliance.

AFAB information officer Hazel Keith Elloren said with the execution of the MOA, the AFAB has been successfully appointed and engaged as the GA’s incentives administration authority with exclusive authority to market and transact with investors within the GA FAB Expansion Area that may either be defense or non-defense locators and enterprises.

Defense Secretary Delfin Lorenzana, meanwhile, underscored the significance of the partnership in the government’s long-standing plan to establish defense industry economic zones across the country.

"Today is a great day to celebrate cooperation and the spirit of collaboration. The DND (Department of National Defense) has always intended to stimulate the local defense industry, and this joint venture is a monumental step in that direction,” he said in a statement.

“As you all know, the AFP is nearing the peak of its modernization efforts that are aimed at achieving a stronger defense posture for our country, and today’s event will hopefully jumpstart material acquisition from foreign defense industries," Lorenzana added.

He also acknowledged the efforts and contribution of Bataan 2nd District Rep. Jose Enrique "Joet" Garcia III for the fulfillment of this milestone that would undoubtedly usher in progress and development for the province.

Garcia, the incoming governor of Bataan, was the author of the bill approved into a law mandating the expansion of FAB not only in Mariveles but in 11 towns and one city of the province.

LEGAZPI CITY – The Police Regional Office in Bicol (PRO-5) has activated "Task Force Bicol Shield" days before the inauguration and oath-taking of President-elect Ferdinand "Bongbong" Marcos Jr. at the National Museum on June 30.


"The TF Bicol Shield is part of the security measures to ensure the safety and peaceful inauguration of the presumptive President of the country," PRO-5 spokesperson Maj. Malu Calubaquib said in an interview Tuesday, adding the task force was activated Monday.

Calubaquib said 27 municipal police stations from four provincial police offices (PPOs) of Albay, Sorsogon, Camarines Sur, and Camarines Norte, and one city police office (CPO) will conduct checkpoints.

"It will be a 24/7 checkpoint from the Maharlika highway from Matnog town in Sorsogon as the gateway to Luzon up to Sta. Elena town in Camarines Norte province," she said.

Calubaquib said the intelligence-gathering operation will also be conducted as a proactive approach to monitoring movements of lawless elements and threat groups.

"The unit also established its Reactionary Standby Support Force (RSSF) from regional headquarters while the civil disturbance management (CDM) from all the PPOs and CPO is on alert to respond to any eventualities that may happen during the period," she added.

Regional director Brig. Gen. Mario Reyes directed lower units to conduct police and mobile visibility to continuously oversee the peace and security situation in the different parts of the region.

PRO-5 shall also remain ready to ensure that the constitutional rights of the people to assemble and their freedom of speech is not violated.

“The creation of the Task Force Bicol Shield is in anticipation of the possible events and circumstances that may arise on the coming of the new administration. Likewise, we shall not cease to adhere to the protocols and standards to keep the community safe," Reyes said in a statement.

A rebel was killed after troops launched an operation against the remnants of the communist New People’s Army‘s (NPA) Western Mindanao Regional Party Committee (WMRP) in the Zamboanga Peninsula, the military said Tuesday.

Brigadier Gen. Leonel Nicolas, the Army's 102nd Infantry Brigade commander, said
the clash around 9 a.m. Monday in Barangay Dipawak, Dumingag town, Zamboanga del Sur, resulted in the death of Nilo Runat Tambula Jr.

Nicola said Tambula was a member of the defunct NPA Guerilla Front Big Beautiful Country (BBC) under the WMRPC.

Soldiers from the Army's 53rd Infantry Battalion recovered an M16 rifle, assorted war materials, and personal belongings. No soldier was hurt during the 20-minute clash, according to Nicolas.


“The brigade will not cease in pursuing every remaining member of the WMRPC to ensure sustainable peace is achieved while supporting inclusive developmental programs of the government,” Nicolas said.

On June 14, the Regional Task Force to End Local Communist Armed Conflict recommended the declaration of the region as insurgency-free after the successful dismantling of the NPA-BBC, the last remaining front operating in the Zamboanga Peninsula.

“We are giving the remnants of the WMRPC a better option and opportunity to have a fresh start with their families by laying down their arms and returning to the folds of the law, or face the full force of the law and follow the fate of their fallen comrades,” Nicolas said.

He said soldiers under the 44th and 53rd Infantry Battalions are still pursuing the evading remnants of the WMRPC.

DIGOS, Davao del Sur – Development programs under the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) should be sustained to keep communist rebels at bay and maintain peace and order in the province.

This was according to outgoing Governor Marc Douglas IV Cagas, who said the gains made under President Duterte's “whole-of-nation” approach in tackling communist insurgency must be maintained by the next administration.

“We should continue this. The impact of the Barangay Development Program (BDP) is very good,” Cagas said in an interview Tuesday.


At least eight barangays in the province are recipients of the BDP package after having been declared “cleared” of communist presence and influence.

The BDP, a hallmark program of NTF ELCAC with the end goal of bringing development to former conflict-prone communities, has identified 822 barangays nationwide that were former guerilla fronts of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF).

“War is not the answer, the solution is sustainability. We will offer livelihood and training as we reintegrate our former rebels into their communities,” Cagas said.

Insurgency-free

Cagas said the Provincial Peace and Order Council (PPOC) has recently declared the province insurgency-free.

In a resolution, PPOC said the insurgency problem was addressed following the aggressive operations undertaken by the Army's 1002nd Infantry Brigade utilizing 39th Infantry Battalion and 73rd Infantry Battalion, and with the support of the Philippine National Police (PNP).

According to the peace and order body, the military operations led to the surrender of members of the armed group, destruction of the NPA formations, recovery and capture of their firearms, and the collapse of mass base supporters and members of the political power of the CPP-NPA-NDF.

“There were no recorded province-wide NPA activities and organized underground mass organization,” the resolution noted.

LAOAG CITY – The local government unit of Pagudpud in Ilocos Norte is eyeing the declaration of the landing site of the USS Stingray submarine in a quaint village of Caunayan as an important part of Philippine history during World War II.

For the people of Pagudpud, the historical site can be an added attraction for tourists visiting the area as it gives them a glimpse of history, connecting the past to the present.

On Tuesday, a resolution from the local government unit of Pagudpud has been forwarded to the Sangguniang Panlalawigan, declaring the Stingray Memorial of Sitio Bimmanaaw in Barangay Caunayan as a cultural heritage and endorsing it further to the National Commission for Culture and Arts (NCCA) to be registered as a cultural property of the Philippines.

According to reelected Mayor Rafael Ralph Benemerito II, the historical site can be developed and promoted in support of Pagudpud’s booming tourism industry. “We hope that our government authorities will recognize its historical value for our future generation,” he said in an interview Tuesday.

Sponsored by the Philippine Veterans Bank, a historical marker of the Stingray Memorial has been installed in a secluded and quiet Caunayan Bay where the first successful landing took place in this northern part of the Philippines during World War II. The marker is made of marble, stone, and pebble, topped with a 500-kilo anchor.

The marker pays tribute to the bolomen and guerrillas of the Philippines and the crews of the 20 special mission American submarines that supplied them with materials.

The USS Stingray surfaced off the Maira-ira Point in Pagudpud town on August 27, 1944, and unloaded 15 tons of weapons and supplies for the Ilocano guerrillas who fought the Japanese with the help of American forces.

Based on the testimonies of war veterans, the first landing site fueled the determination of the bolomen to fight the Japanese occupation forces.
