Joint intelligence operatives arrested on Thursday the fugitive widow of a slain local terrorist leader in an operation in a village in Kiamba town, Sarangani province.

Lt. Col. Narciso Langcauon, chief of the Regional Intelligence Unit-12, said Friday that suspect Marife Spadilla Maguid was nabbed in a raid around 5:50 a.m. at a house in Purok Tabuk Tual, Barangay Poblacion in Kiamba based on two standing warrants of arrest.

He said the suspect has been charged with possession of dangerous drugs under Section 11, Article II of Republic Act (RA) 9165 (Comprehensive Dangerous Drugs Act) and possession of explosives under Section 1 of RA 9156 (Illegal Possession of Explosives).


“This is the result of a series of intelligence and surveillance operations,” Langcauon told reporters.

The warrants against Marife were issued on Dec. 4, 2017 by Judge Oscar Noel of the Regional Trial Court Branch 38 in Alabel town.

It stemmed from a raid on her house in Barangay Nalus, Kiamba on July 19, 2017 that resulted in the recovery of a rifle grenade, alleged bomb-making materials, and suspected shabu worth PHP100,000.

Langcauon said the suspect was the second wife of the late Mohammad Jaafar Sabiwang Maguid alias “Tokboy,” founder of the defunct Ansar al-Khilafa Philippines terror group that operated in Sarangani.

Maguid was killed in a midnight raid at the Angel Beach Resort in Barangay Kitagas, Kiamba on Jan. 5, 2017.

Citing intelligence reports, the police official said Marife is a known “member and supporter” of the Momoy Piang private armed group involved in the illegal drug trade and trafficking, as well as gun-for-hire activities in Maitum and Kiamba towns.

He said follow-up operations are ongoing against Marife’s cohorts and other members of the Momoy Piang group.

Recruited into the communist terrorist group when she was 16, Mavic Millavelez Abuhan said she decided to return to the government fold after having realized the "deceptions" of the New People’s Army (NPA).

“They took advantage of my weakness. They were able to persuade me to join their legal front, but I was actually recruited into the NPA,” Abuhan said in a statement posted late Thursday on the Facebook Page of the Army’s 53rd Infantry Battalion (53IB).

Abuhan, who was known as "Chubby" in the rebel movement, was already 33-years-old when she surrendered in March 2019.

She spent more than 17 years of "distressful life" with the NPA until she became a political guide of the defunct Guerilla Front KARA of the NPA’s Western Mindanao Regional Party Committee (WMRPC).


After she surrendered, the 53IB headed by Lt. Col. Jo-ar Herrera provided her financial and livelihood assistance to help her regain her life.

However, the life of an NPA surrenderer was not always smooth for Abuhan, who had to face charges for crimes committed while under the Communist Party of the Philippines-NPA (CPP-NPA).

Fortunately, Abuhan said the military and several government agencies came to her aid, including the Zamboanga del Sur Provincial Task Force for Ending Local Communist Armed Conflict (PTF-ELCAC) Legal Cooperation Cluster.

After being detained for eight months, the court issued Abuhan a certificate of discharge, paving way for her release from the Zamboanga del Sur provincial jail after being absolved of 13 criminal cases.

Lawyer Jackielyn Krystyl Nehema Bana, PTF-ELCAC legal cluster head and Zamboanga del Sur provincial legal officer, said Abuhan "deserves justice on the filed cases against her because she was a victim of CPP-NPA deceptions".

Abuhan's release from prison, Bana said, showed that "the legal system truly works fair and square for former NPA rebels".

Herrera said the legal assistance given to Abuhan was proof of the government's "resolve in ending the local communist armed conflict".

Brig. Gen. Leonel Nicolas, 102nd Infantry Brigade commander, described the release of Abuhan as "another milestone in our efforts to provide legal assistance and help former NPA rebels regain better lives".

“Chubby’s case is a manifestation that the government is committed to assisting those former rebels with pending cases, related to their previous affiliations as members of the Communist Terrorist Group, once they voluntarily return to the fold of the law,” Nicolas added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

BALER, Aurora – Some 21 former New People's Army (NPA) rebels on Thursday have received livelihood kits from the Department of Trade and Industry (DTI) under the “Pangkabuhayan para sa Pagbangon at Ginhawa” program, in partnership with the Army's 91st Infantry Battalion (91IB).

In an interview on Friday, Lt. Col. Reandrew P. Rubio, 91IB commander, said some PHP147,000 worth of starter livelihood kits were distributed to the former rebels at the 91st IB Headquarters, Barangay Calabuanan, this town.

Rubio said 1st Lt. Roberto G. Apelado Jr., Civil-Military Operations (CMO) officer of the 91IB and Aldrin Veneracion, director of the DTI Provincial Office, led the distribution of rice to 13 former rebels for starting a “Bigasang Bayan” business, groceries for small sari-sari store to six rebels and goat production livelihood package to two others.

He said the livelihood assistance is also in support of the government’s Enhanced Comprehensive Local Integration Program (E-Clip), which aims to capacitate and support former rebels in going back to mainstream society and becoming productive citizens.

“We are bringing the services of DTI, Philippine Army, other government agencies and stakeholders to help the people affected by coronavirus disease 2019 (Covid-19) pandemic, including those former rebels who are now with us in the government,” Rubio said.

He thanked the DTI for the livelihood grant given to former rebels.

Likewise, he asked the former rebels to do their best in nurturing the livelihood packages given to them by the government as a good start in building their future.

“I encouraged our former rebels-beneficiaries to properly manage the pangkabuhayan (livelihood) kit they received,” Rubio said.

The Communist Party of the Philippines-New People’s Army (CPP-NPA) was dealt with another blow following the death of a top official during a gunfight with police operatives serving warrants of arrest in Barangay Balabag, Pavia, Iloilo on Friday night.

In an official statement released on Saturday, the Police Regional Office 6 (PRO6) identified the communist terrorist group official as Reynaldo Bocala, alias Bading, finance officer of the Kilusang Rehiyon (KR)-Panay.

A National Democratic Front document of identification issued on August 26, 2016, with control number PP 978525, was also recovered from the scene of the crime. He was tagged as a consultant for the Visayas.

“Malaking kawalan sa kilusan ang pagkawala ni Bocala (His death is a big loss to the movement). It will impede their operations because he is the one managing the finances of KR-Panay,” Brig. Gen. Rolando Miranda, PRO 6 Director, said.


Multiple cases

Bocala carried a PHP4.8 million bounty for cases of robbery in band with frustrated homicide and damage to property with the use of motor vehicle and unlicensed firearms; robbery with serious physical injuries; violation of Presidential Decree 1744 (Destructive Arson); and murder.

He was the husband of Maria Concepcion “Concha” Araneta, who is the deputy secretary of KR-Panay.

Also killed during the operation was Bocala’s alleged aide, Willy Epago (alias Ramon). Both were declared dead on the spot.

Citing the account of the operatives of the Criminal Investigation and Detection Group-6, Miranda said Epago ran to his house when the warrants were about to be served.

The duo then fired upon authorities, hitting one of the operatives that prompted them to retaliate.

Miranda said that the police operative was not “gravely injured” as he was wearing a bulletproof vest.

Forensic experts recovered two .45 caliber pistols, subversive documents, empty shells, identification cards of the subjects, and mobile phones.

Elusive target

Miranda said Bocala “was very elusive” and being monitored by intelligence units.

“As per the RID (Regional Intelligence Division), PRO-6, they launched five operations in the past but all these failed, not until this operation in Pavia where he was monitored to be in the place for almost three days prior the actual serving of the warrant,” he said.

Before being head of the Regional Taxation Implementing Group, Bocala, according to the PRO6, was also secretary and deputy secretary of the Southern Front Committee of the Panay Regional Party Committee.

Miranda said successful operations against wanted high-ranking CPP-NPA members are a collaborative effort of the Regional Task Force to End Local Communist Armed Conflict spearheaded by the police and the Armed Forces of the Philippines.

He also appealed to active CPP-NPA members to surrender to the government and lead normal lives.

The CPP-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Armed Forces of the Philippines (AFP)'s capabilities to respond to the coronavirus disease 2019 (Covid-19) pandemic got a much-needed boost following the donation of more medical equipment and supplies worth PHP68 million by the Australian government on Thursday.

“In the midst of a complex and volatile security environment, Australia has continuously extended its support in the endeavors and advocacies of the Armed Forces of the Philippines and of course, our national government. In particular, Australia has been a dependable partner in confronting the prevailing health crisis,” AFP chief-of-staff, Gen. Cirilito Sobejana said in a statement Friday.

Sobejana and Defense Secretary Delfin Lorenzana accepted the donation from Australian Ambassador to Manila Steven Robinson and Defense Attaché, Col. Paul Joseph Barta in a ceremony in Camp Aguinaldo, Quezon City.

These additional medical supplies and equipment will be used by the AFP Health Service Command (AFPHSC) to continuously address the challenges posed by the pandemic.

The Australian government’s initial donation of hospital and personal protective equipment was received last June 11 at the Victoriano Luna Medical Center in Quezon City.

Sobejana said the Australian donation came at the right time when there is an opportune need for improved medical resources to ensure the safety and well-being of AFP personnel.

“The AFP has undoubtedly stood strong and resilient in the midst of this pandemic, yet we also recognize the need for better and accessible medical equipment to vigorously ensure the welfare of our personnel. The donation of PHP68 million worth of medical supplies and equipment to our health and service command will surely be of great benefit to our soldiers and their dependents,” he added.

The AFP chief also assured the donors that their contributions will be maintained and maximized accordingly.

He also thanked the Australian government and guaranteed the persistence of a steadfast partnership.

“The Armed Forces of the Philippines will continuously work alongside our Australian counterparts to promote our shared interests and aspirations of our two nations and to further strengthen our decades-long mutually beneficial partnership,” Sobejana said.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Friday urged the House of Representatives to call for a joint and full-blown investigation intio the rescue of indigenous peoples (IP) children in Cebu in order to introduce measures that will strengthen laws on the protection of their rights and welfare.

NTF-ELCAC spokesperson Undersecretary Joel Sy Egco, also the Executive Director of the Presidential Task Force on Media Security (PTFoMS), in the weekly Report to the Nation Forum sponsored by the National Press Club (NPC), said what transpired at the hearing in Congress on Wednesday was not in any way in aid of legislation but "in aid of NTF-ELCAC abolition".

"If it is really intended in aid of legislation on how to protect the rights of our children, it should be a joint committee hearing involving also the Committee on the Welfare of Children and the Committee on IP concerns," Egco, also a veteran congressional beat reporter, pointed out.

The NTF-ELCAC spokesperson emphasized that the title itself of the resolution that called for a House of Representatives inquiry over the incident inside the University San Carlos in Cebu City in February where 19 IP students were reunited with their parents and tribe leaders, is a biased call for an investigation, making it appear that the perpetrators are the victims.

Egco was referring to House Resolution 1590 titled "Resolution Urging the House of Representatives through the Committee on Human Rights to condemn and investigate, the raid and the mass arrest against Lumad evacuees seeking sanctuary in Talamban, Cebu by elements of the police and the military" penned and called by members of the Makabayan Bloc in Congress.

"In fairness to my friend who chairs the Committee on Human Rights, Rep. Jesus "Bong" Suntay who was still a councilor in Quezon City where I covered as a reporter and as president of the Quezon City Press Club, he was very cordial during the hearing. But what we would like in this issue is for the Committee on Welfare of Children to also be invited as the incident involved IP children and students, who were the real victims in that incident... we ask our leaders in Congress to seek and call for a more objective and wider probe on this matter," Egco explained.

On the other hand, Undersecretary Lorraine Badoy, task force spokesperson for social media, said, the title of the resolution itself is an attempt by Makabayan bloc members to hide the "wrongdoing of their comrades" in the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF).

"The value they will get in this inquiry is their propaganda," she said, adding that is why the Makabayan bloc is not answering her challenge for them to condemn the CPP-NPA-NDF.

"Kasi nga matataas silang mga opisyal ng CPP-NPA-NDF, hindi ba? (Because they are the ranking officials of the CPP-NPA-NDF, aren't they?)" Badoy asked the anchors of the forum, Paul Gutierrez and Joey Venancio who are officials of the NPC.

She added that the Makabayan bloc’s "one sided" resolution was made to protect the perpetrators - the ones who were arrested by the police and military "who were just doing their job" in arresting the individuals who took the IP students and hauled them to their safehouse, "not a sanctuary as they claimed".

Egco clarified that the victims in the incident are the abducted IP students and not their captors who are members of the CPP-NPA-NDF.

The said hearing was suspended by Quezon City 4th District Rep. Suntay, who said he will announce the next deliberation schedule and terminated the discussion after almost five hours.

National Security Adviser Hermogenes Esperon Jr., vice chairman of NTF-ELCAC, was prevented from saying his piece in the virtual hearing.

Founded in 2009, the Makabayang Koalisyon ng Mamamayan or Makabayan bloc is a coalition of 12 party-lists in the House of Representatives. Current members of the group serving in Congress are Eufemia Cullamat (Bayan Muna), Ferdinand Gaite (Bayan Muna), Carlos Zarate (Bayan Muna), Sara Elago (Kabataan Party-list), France Castro (ACT Teachers Party-list), and Arlene Brosas (Gabriela Women’s Party).

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The parents of the 19 indigenous peoples (IP) students maintained that their children were rescued by authorities on their behalf, contrary to the Makabayan bloc’s claims that it was a military raid.

The rescue resulted in the arrest of seven individuals inside the University of San Carlos (USC) campus in Cebu City on February 15, 2021.

In Friday’s special edition of the National Task Force to End Local Communists Armed Conflict (NTF-ELCAC) virtual press conference dubbed "TAGGED: Debunking lies by telling the truth", parents of the abducted IP students narrated how they searched for their missing sons and daughters for years after they were taken without their consent by persons who claimed they were educators but were in fact communist rebels.

Fifteen parents and 13 IP children attended the press conference.

Bae Pilar Libayao, the Indigenous People Mandatory Representative of Talaingod, Davao del Norte, narrated how she and the parents of the abducted students asked for the government's help in finding the students.

She said the parents came to her for help in finding their children. After making inquiries around the community, she found out that the students were brought to Talaingod and subsequently to Cebu City, allegedly for their education.

"Bakit ganoon ang ginawa sa mga tao ko? Bakit pinapirma ang mga magulang ng hindi nila alam ang sinasabi (Why did they do this to my people? They were made to sign something that they do not understand)?” adding that most of the members of her tribe do not know how to read or write.

The Armed Forces of the Philippines (AFP) Region 7 report said the tribal leaders and six of the parents went to their headquarters on July 2019 to report the missing children.

Law enforcement and government agencies accompanied the group when they visited the USC campus, escorted by unarmed female members of the Women's and Children's Protection of the Philippine National Police.

When the parents and their children were about to approach each other, seven persons blocked their paths, prompting the female police officers to shout for help.

Lawyer Marlon Bosantog, NTF-ELCAC Spokesperson on Legal Affairs and IP concerns, said that indeed, crimes were committed by their abductors, particularly child abuse, illegal detention, and trafficking.

“The state mandates that the custody of the children will always be with their parents. What is Chad Booc’s right over these minors? Right there and then, the parents denied them custody,” Bosantog pointed out, referring to one of the abductors.

“Until now, wala pa ding pinapakitang (they can’t show that) consent was given. You cannot bring one person to another (place) without parental consent,” he added.

He added that the government has also filed cases for violations of International Humanitarian Law for turning IP minors into child warriors.

It can be recalled that the AFP reported that the New People's Army (NPA) has abducted 544 children since 2010 and forced them to become child warriors.

The NPA is the military wing of the Communist Party of the Philippines (CPP) and the National Democratic Front (NDF).

Bosantog branded as “pure lie” the claim of Makabayan bloc in the House of Representatives that what happened at the USC was a military raid.

“Search warrants are not required (in rescue operations). The parents have the right to take back their children from any person whom they did not authorize (their children) to be with," Bosantog explained.

The United Nations states that “regardless of how children are recruited and of their roles, child soldiers are victims, whose participation in conflict bears serious implications for their physical and emotional well-being. They are commonly subject to abuse and most of them witness death, killing, and sexual violence. Many are forced to commit violent acts and some suffer serious long-term psychological consequences.”

The European Union, through Council Decision 2011/70/CFSP dated January 11, 2011, designated the CPP-NPA as a terrorist organization.

The CPP-NPA is also listed as a terrorist organization by the United States, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Philippine government, through the Department of Foreign Affairs (DFA), thanked the Japanese government for its call for peace and stability in the South China Sea as well as its support for the 2016 arbitral tribunal ruling.

The Philippine statement was relayed by DFA Acting Undersecretary for Bilateral Relations and ASEAN Affairs, Elizabeth Buensuceso, at the 36th ASEAN-Japan Forum held via video conference on Thursday.

"The Philippines thanked Japan for its statement of support for peace and stability in the region through the enforcement of the rule of law in the seas, and working with the international community to protect free, open, and peaceful seas. Undersecretary Buensuceso also welcomed Japan’s expressed support for the 2016 arbitral award that contributes to the rules-based order in the South China Sea," the DFA stated in its Friday briefer.

Buensuceso underscored that the presence and swarming of Chinese maritime militia within Philippine maritime zones not only infringes upon Philippine sovereignty, sovereign rights, and jurisdiction, but also threatens the security and stability in the region.

On July 12, 2016, the arbitral tribunal ruled in favor of the Philippines, determining that major elements of China’s claim, including its nine-dash line, land reclamation activities, and other activities in Philippine waters, were unlawful.

The discussion also touched on traditional and non-traditional security challenges, as well as maintaining dialogue and cooperation for regional peace, security and stability.

During the said meeting, the ASEAN member states and Japan called for adherence to the rule of law, exercise of self-restraint, resolution of disputes by peaceful means, and undertaking of cooperative activities to build trust and confidence in the region.

“As a family bound together...the best way to move forward against collective threats and challenges is to present a united front. Japan is our strong partner in maintaining peace and security in our region,” Buensuceso said.

Senior Deputy Minister for Foreign Affairs of Japan Takeo Mori, for his part, said: “We are facing the same challenges, and we are on the same page.”

Japan likewise stressed the importance of promoting fair access to vaccines throughout the world.

Tokyo, which will also host the COVAX Advance Market Commitment Summit with Gavi on June 2, assured ASEAN that it will continue to work on the distribution of vaccines in the region, with a view to achieving universal health coverage.

Buensuceso likewise called for the restoration of the previously existing state of affairs in Myanmar, de-escalation of violence, restraint in using lethal force against unarmed civilians, and the immediate release of political detainees including, Daw Aung San Suu Kyi.

On behalf of the country, she urged for the swift implementation of the Five Point Consensus reached during the ASEAN Leaders’ Meeting on April 24, 2021 in Jakarta.

Among the agreements were allowing humanitarian help, release of political prisoners, and appointment of a special ASEAN envoy to facilitate mediation of the dialogue process.

The United Nations Development Programme recently warned that the dual impacts of the Covid-19 pandemic and Myanmar's post-coup political crisis may result in nearly half the population, or as many as 25 million people, falling into poverty by 2022.

Chinese vessels continue to encroach into Philippine waters, the Department of Foreign Affairs (DFA) reported Saturday after citing the "incessant deployment" and "illegal activities" of these ships near Pag-asa Island in the Kalayaan Island Group.

The DFA said it lodged a fresh diplomatic protest on May 28, demanding China to immediately withdraw the vessels.


"The Department of Foreign Affairs lodged a diplomatic protest yesterday (Friday) against the incessant deployment, prolonged presence, and illegal activities of Chinese maritime assets and fishing vessels in the vicinity of the Pag-asa islands, demanding that China withdraw these vessels. The Pag-asa Islands is an integral part of the Philippines over which it has sovereignty and jurisdiction," it said in a statement.

Pag-asa Island, situated in the West Philippine Sea, is an island barangay and the capital of Kalayaan municipality in Palawan.

This latest protest is in addition to the flurry of diplomatic notes the Philippine government has sent to China over its increased activities within Philippine waters in the South China Sea.

A manhunt is underway against members of the New People's Army (NPA) behind the attack in Magsaysay, Occidental Mindoro where three police officers died and nine others were injured on Friday.

Philippine National Police (PNP) chief Gen. Guillermo Eleazar on Saturday called the unprovoked NPA ambush “barbaric”.


Killed were Master Sgt. Jonathan Alvarez, Staff Sgt. Nolito Develos, and Cpl. Stan Gonggora, whose wakes Eleazar visited.

Six of the nine injured cops were still in the hospital while the other three have been discharged.

"We strongly condemn this latest atrocity perpetrated by the communist terrorists in Occidental Mindoro. These terrorists really do not know the concepts of peace and humanity as even in this time of a public health emergency, they continue their cowardly attacks against state forces and even innocent civilians," Eleazar said during his visit streamed at the PNP Facebook page.

"Sinisiguro ko sa kanilang pamilya na mabibigyan ng hustisya ang pagkamatay nila (I assure you justice will be served). The PNP is now coordinating with them to extend all assistance in this difficult time," he added.

He also vowed to give all necessary assistance to the wounded personnel.

Eleazar directed the Occidental Mindoro Provincial Police Office to intensify its operations against the NPA and to ensure target hardening measures are in place.

"Hindi natin palalagpasin ang ginawa ng mga teroristang ito. Patuloy natin silang tutugisin para panagutin sa kanilang karahasan at hindi na makapanggulo pa sa ating mga komunidad (We will not let this pass. We will hunt them down, have them pay for their crimes, and make sure they do not do it again)," he said.

Eleazar also awarded the "Medalya ng Kadakilaan'' to the 12 PNP Mindoro Occidental personnel who engaged the communist rebels.

Two of the injured who were airlifted to the PNP General Hospital in Camp Crame in Quezon City received their medals upon Eleazar’s return.

The nine wounded personnel were likewise pinned with the "Medalya ng Sugatang Magiting".

NPA rebels fired upon the security convoy of Occidental Mindoro Gov. Eduardo Gadiano at a secluded area in Sitio Banban, Barangay Nicolas at around 10:30 a.m. on Friday.

Gadiano’s group came from a "Serbisyo Caravan" where they delivered aid to a remote village.

The governor was unharmed.

The Communist Party of the Philippines (CPP) condemns in the strongest terms the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) for the coordinated killings last night of National Democratic Front of the Philippines (NDFP) peace consultants for the Visayas region.

Reynaldo Bocala, NDFP peace consultant for the Panay region, together with his companion Willy Arguelles, were killed by military and police operatives in Barangay Balabag, Pavia, Iloilo, in a Tokhang-style liquidation operation purportedly to serve warrants of arrests.

Fr. Rustico Tan, who headed the NDF-Cebu negotiating panel in 1987 and served as peace consultant, was shot multiple times while asleep in his house in Pilar, Camotes Island.

The Party holds Philippine President Rodrigo Duterte and the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) as masterminds of the killings of Bocala, Arguelles and Tan. Clearly these were coordinated at a high level with the aim of driving terror into the hearts of the people and their revolutionary forces.

To cover up their crime, the AFP and PNP are concocting lies in claiming that Bocala and his companion “fought back.” As the other victims of state extrajudicial killings, Bocala was unarmed. Stories by police and military officials of firearms recovered from the scene are all made-up to make the crime a legitimate police and military operation. This modus operandi, used against the wave of drug killings since 2016, is now being used by the military and police in the series of killings against activists and revolutionaries.

This coordinated killings adds to the long list of murders ordered by Duterte and perpetrated by his paid killers in the AFP and PNP against peace consultants of the NDFP and suspected leaders of the Party and NPA. They are being summarily executed in line with Duterte’s the “take no prisoners” fascist policy in the vain hope of making the people and their revolutionary forces surrender to his terrorist regime.

It is an outrage that the fascists are targetting NDFP peace consultants who are in their senior years. Bocala was 75 years old, while Fr. Tan was 80.

In line with the Party’s directives, the New People’s Army (NPA) must do its utmost to punish the criminal perpetrators of these murders.

The Party extends its deepest condolences to the families and friends of Bocala and Fr. Tan. We extend our sympathies to NDFP peace consultant Ka Concha Araneta, was was lifelong partner of Bocala, in serving the oppressed masses of Panay.

The killings of Bocala, Fr. Tan and Arguelles further amplifies the outrage of the Filipino people against the murderous Duterte regime. The masses of peasants, workers, the minority people and other oppressed and exploited sectors in the Panay and Central Visayas regions whom they served all their lives are determined to continue waging resistance to attain justice for them and other victims of state terrorist killings.

For having selflessly served the people in their struggle for national and social liberation, they will forever be extolled as heroes of the Philippine revolution.

Camp Navarro, Calarian, Zamboanga City – Troops of the Joint Task Force Tawi-Tawi, in coordination with the Municipal Police Station and local government officials of Sapa-Sapa, facilitated settlement of rido on May 27, 2021.

According to Western Mindanao Command Chief Lt. Gen. Corleto Vinluan, Jr. families who are involved in the feud are the Sariol and Ingkas clans. “Based on the report from the Joint Task Force Tawi-Tawi, the conflict between these two families has finally come to an end through a settlement held at the Municipal Hall in Barangay Poblacion, Sapa Sapa, Tawi-Tawi,” said Lt. Gen. Vinluan, Jr.

The momentous event was presided by Councilor Putli Aisa Matolo, the President of Councilors League of Tawi-Tawi, together with Lt. Col. Venjie Pendon, Commanding Officer of Marine Battalion Landing Team 6. Lt. Col. Pendon expressed his gratitude and appreciation to the two feuding clans represented by Birong Sariol, a former rebel who surrendered to the military, from Sariol clan; and Sabal Ingkas from Ingkas Clan. Both parties signed a peace agreement with the following terms and conditions: to finally set the boundary of Sitio Patung-Patung and Sitio Sikawla, all of Sapa-Sapa as agreed by their clan heads in which both also agreed to only plant their seaweeds in the agreed boundaries; that the families involved in the armed conflict should never cross the agreed boundary and remain in their place to avoid any conflict which could endanger stability and peace in the area; and to stop provocative actions and acts of lingering and recurrence of armed conflict at all times which will be under stern warning and/or penalty by the duly constituted authority.

Also, they voluntarily surrendered the following firearms to the MBLT6: from Sariol clan: one cal 7.62 G1 FAL rifle, with one magazine and four live ammunition, one M203 Grenade Launcher, one cal. 45 pistol Colt; and two cal .38 revolvers with; and from Ingkas clan: four cal .30 M1 Garand rifle, one cal. 9mm rifle with one magazine; six clips of M1 Garand magazine with 47 rounds of live ammunition. Joint Task Force Tawi-Tawi Commander Brig. Gen. Arturo Rojas said the two clans were locked in a series of violent armed encounters last February 2021 which resulted in the deaths of Birong’s son named Arsi Sariol and a certain Sibi from the Ingkas clan. “The initial settlement of feud between the two warring families was conducted on March 31,” Brig. Gen. Rojas stated. “This rido settlement will normalize the situation and bring forth peace and development in their community,” the commander added.

Bakungan, Turtle Island, Tawi-Tawi – Malaysian Authorities through the Eastern Sabah Security Command led by Datuk Ahmad Fuad Osman, the Deputy Commissioner of Police turned over the eight recently captured Abu Sayyaf to the Philippine Government led by Western Mindanao Command’s Joint Task Force Tawi-Tawi/Naval Task Group Tawi-Tawi/ 2nd Marine Brigade Commander, Brig. Gen. Arturo G Rojas on May 28, 2021.

The Ceremonial Turnover was conducted aboard Philippine Navy vessel BRP IVATAN (LC298) in the waters off Bakungan, Turtle Island, Tawi-Tawi near the border between Malaysia and the Philippines. Brig. Gen. Rojas was joined by the Municipal Mayor of Taganak Hon. Mohammad Faizal Jamalul and other participants from the Provincial PNP, CIDG, and Bureau of Immigration.

The said Abu Sayyaf members were formally turned over to Sulu Officials led by Colonel Hernanie S Songano, Commander Naval Task Group Sulu and 4th Marine Brigade who also represented the Joint Task Force Sulu. According to NTG-Sulu PAO, the eight Abu Sayyaf were recently captured by the Malaysian Authorities last May 08, 2021 in Beaufort, Sabah Malaysia through the concerted Intelligence gathering efforts facilitated by both neighboring countries.

“The Abu Sayyaf bandits fled from Sulu due to the relentless Focused Military Operations (FMO) undertaken by the Joint Task Force Sulu and it’s Naval Task Group Sulu”, said Colonel Songano. “The ESSCOM joins the Philippine Government Troops in its advocacy of defeating and finally ending terrorism in its Areas of Operation”, added Datuk Osman. Finally, Brig. Gen. Rojas commended the unwavering support of ESSCOM, “through our unique partnership comes great and significant endeavors”. The eight Abu Sayyaf members transported back to Sulu and received by Joint Task Force Sulu for their medical check-up prior their turnover to PNP.

IMPASUGONG, BUKIDNON, Wednesday – A total of 68 Former Rebels (FR) received the Enhanced Comprehensive Local Integration Program (ECLIP) financial assistance amounting to PhP 3,370,000 at the Kaamulan Folk Arts Theatre, Malaybalay City, Bukidnon last May 26, 2021.

The said FRs who surrendered to the 8th Infantry (Dependable) Battalion, 4th Infantry (Diamond) Division were among the 105 beneficiaries who received a total of PhP4,825,000 monetary aid from the Task Force “Balik-loob”. Kuta Heneral Teodulfo Bautista Jolo, Sulu – The three-day Conflict Sensitive Peace Promoting Training (CSPP) for the Implementers of the Moro National Liberation Front (MNLF) Transformation Program formally culminated at Notre Dame of Jolo College, Jolo, Sulu on May 28, 2021.

During the closing ceremony, Joint Task Force – Sulu and 11th Infantry Division Commander Maj. Gen. William N Gonzales extended his deepest appreciation to the delegates of Office of the Presidential Adviser on the Peace Process (OPAPP). “Trainings such as this will help us remain steadfast amidst challenges that we may encounter in the future. I am sure the participants have a much deeper understanding of their role in peacebuilding especially in this localized context. For this, I thank the OPAPP team led by Director Jana Gallardo.”

The training was attended by various government and community partner stakeholders to include personnel from 11th Infantry Division, Sulu Provincial Police, instructors from Sulu State College (SSC) and Sulu Provincial Government Unit officials. Accordingly, understanding conflict sensitivity and enhancing peace initiatives were some of the topics discussed during the training. According to OPPAP Project Development Officer Atty. Rey Benitez they will continuously monitor and assess how the participants were able to apply the concepts they introduced during the training.

“We expect that they will be able to actively find resolution to avoid conflict and serve as an instrument to help former and active MNLF members to be open to the government implemented programs.” Maj. Gen. Gonzales highlighted that peace and development is a shared responsibility. “In this complex circumstance, the whole of nation approach is the only way to go. The military, will always feel very honored to take part in implementing the transformation program for our brothers in the MNLF.”

Kuta Heneral Teodulfo Bautista Jolo, Sulu – Residents of Barangays Maligay and Buhanginan – Darayan, in Patikul, Sulu, received relief assistance and support on May 28, 2021.

About 209 families of Barangay Maligay and and 174 families of Darayan each received 50kgs of rice and other grocery items courtesy of the Office of the Presidential Adviser on Peace Process, Sulu Provincial Government, Patikul Municipal Local Government Unit and 11th Infantry Division (11ID).

Through the Balik Barangay Program, residents of Barangay Maligay formally returned to their land on November 5, 2020 after four years of being displaced due to armed conflict between the government forces and Abu Sayyaf. Six months after, significant developments were apparent such as farm to market roads and ongoing construction of barangay hall. Maj. Gen. William N Gonzales, Commander, 11ID, address the residents, “I still vividly recall that last year, we were also gathered here to formalize your return to this Barangay. There were no concrete roads, we were ankle deep in thick mud and several houses were still halfway built. Now I see you have reclaimed your home after years of being displaced. We are here again today to fulfill our promise, to be alongside you in rebuilding your community.”

In an interview, a senior citizen Meriam Aradji Ibbal expressed her gratitude to all who have help them to return their home. Meanwhile, Lt. Col. Gerald Monfort, Commander, 21st Infantry Battalion shared to the residents that they are also able to avail Alternative Learning System (ALS). “We have 104 basic learners and 64 out of school. It’s nice to see that Kapitana (Captain) Diding Hajiraini also pursues her studies.” Moreover, Col Tarahuddin Ampatuan, Deputy Commander 1102nd Infantry Brigade emphasized that the people strong faith in Islam have played an integral role in healing and rebuilding their community. “This is the reason why we are dealing to this People’s Peace Covenant. To unite and make our faith even stronger…” Additionally, Sulu Local Government Representative Mr Noenrie Asiri and Patikul Mayor Kabir Hayudini also present in the activity.

Camp Elias Angeles, Pili, Camarines Sur – Proving their strong distaste of Communist NPA terroristic acts, residents of Barangay Napolidan, Lupi, Camarines Sur reported to the authorities the war materiel left by Communist NPA Terrorists (CNTs) in their mass base.

At around 7:45 in the morning on May 28, 2021 elements of the 9th Infantry Battalion (9IB) conducted pursuit operations as a respond to the report and seized war materiel owned by CNTs, includes M16 rifle, two caliber .22 rifles, magazines, molotov bomb, bandoliers, backpack, assorted ammunition, cellphones, batteries, camouflage uniform of the Philippine Army, medical paraphernalia and terroristic propaganda materials.

Lt. Col. Emerson Sumilang, Battalion Commander of 9IB, appreciated the support of the local populace highlighting that this gesture is a manifestation of the people’s desire to eradicate communist insurgency in their communities.

Meanwhile, Col. Jaime Abawag, Brigade Commander of 902nd Infantry Brigade, stressed that the seizure of the said war materiel prevented the CNT from using it to threaten communities and spread violence.

Furthermore, Maj. Gen. Henry A Robinson, Commander, Joint Task Force Bicolandia underscored that CNT’s act of leaving their firearms in their mass base is an indication that they no longer have enough members to carry them.

“CNTs are trying so hard to stay relevant and show-off their strength but they cannot deny the fact that they are crumbling down and that their cause is slowly dying,” Maj. Gen. Robinson said.

It can be recalled that on May 26, 2021 one CNT member was killed and a high-powered firearm was captured after an armed encounter between the government troops and CNT in the same town.

The JTF Bicolandia continues to encourage other CNTs to go down the mountains like the 111 surrenderers did in the entire Bicol region.

You were able to continue your mission and doing your mandate as the protector of the people and defender of our territory,” said Gen Cirilito E Sobejana, Chief of Staff of the Armed Forces of the Philippines (AFP) during the Rewarding Ceremony at Camp Melchor F Dela Cruz, Upi, Gamu, Isabela on May 26, 2021.

Gen Sobejana praised the accomplishments of 5th Infantry Division, Philippine Army that contributed to the success of the anti-insurgency campaign in the country specially in Northern Luzon. “5ID plays a major role in keeping peace and security of Northern Luzon. The Star Division has always been a formidable force in defeating enemies of the state.”

He commended the full-blown efforts in Ending Local Communist Armed Conflict as it successfully paralyzed the terrorist Communist Party of the Philippines-New People’s Army (CPP-NPA) organization in Cagayan Valley Region through the death of Alyas Yuni, Commander of the said terrorist organization.

It can be recalled that Alyas Yuni or Rosalio Canubas, Commander of the Regional Operations Command (ROC) and the Regional Sentro De Gravidad (RSDG), Komiteng Rehiyon-Cagayan Valley (KR-CV) of the terrorist Communist Party of the Philippines-New People’s Army (CPP-NPA) was killed during an encounter between the troops of 86IB and the terrorist group in San Mariano Sur, San Guillermo, Isabela on March 15, 2021. During the encounter, the NPA leader was fatally hit and his comrades brought him in Barangay Dingading, San Guillermo, Isabela in an attempt to hide him from the pursuing government troops. The fleeing NPAs buried him in a shallow grave in the hinterlands of the said barangay. The pursuing troops were able to locate where they buried the NPA leader through the continuous information shared by the locals. In coordination with the Scene of the Crime Operatives (SOCO) and PNP San Guillermo, the government troops exhumed the cadaver on March 17, 2021.

Alyas Yuni became a full-time Communist Party member on August 02, 2002. From that year up to 2005, he was the leader of the Regional extortion group of the Southern Mindanao Regional Committee or SMRC. His notoriety in conducting terrorism was showcase in his key role as terrorist leader of a Regional Guerilla Unit in Davao Region. He also became the first Deputy Secretary of Western Minadano Regional Party Committee, and Head of ROC and RSDG. And in 2015, Alyas Yuni together with more than 50 terrorist NPA regular members from Mindanao were transferred to Cagayan Valley Region. He reorganized the KR-CV and established the RSDG and Komiteng Larangang Guerilla- Quirino-Nueva Vizcaya that was eventually dismantled by the Joint Task Force-TALA in February 2021.

With the capability to neutralize CPP-NPA’s terroristic actions, Gen Sobejana rewarded 86IB- the main effort in neutralizing Alyas Yuni, the amount of 2 million pesos. “Unsurprisingly, the 5ID being composed of very resilient and competent leaders and competent and dedicated as well as committed personnel who can take on any challenge, that is why the recent accomplishments of the unit are truly worthy of praises and admiration.”

The death of alyas Yuni also resulted to the peacefulness and progress in Cagayan Valley Region as infrastructure projects are successively implemented that benefited the people.

On the other hand, MGen Laurence E Mina, Commander of 5ID, thanked the Chief of Staff in boosting the morale of the men and women of 5ID as well as giving support to the troops. He then reaffirmed the Startroopers’ commitment to duty. “We will continue to push harder and sustain the momentum of our gains for the people we have sworn to serve and the country that we are bound to protect” MGen Mina said in his remarks.

Meanwhile, this is the first visit of Gen Sobejana in Headquarters 5ID as the 55th Chief-of-Staff of the AFP. He was then the Commanding General of the Philippine Army when he last visited 5ID in September 2020.

Gen Sobejana is a recipient of Medal of Valor- the highest military honor awarded in the country for conspicuous bravery or self-sacrifice above and beyond the call of duty.
