Isang solido at makabuluhang tagumpay ang nakamit ng Armando Catapia Command – Bagong Hukbong Bayan Camarines Norte sa isinagawang reyd laban sa tropa ng Camarines Norte 1st Platoon ng 2nd Provincial Mobile Force Company na pinamumunuan ni PLT. Louie James Amoy sa Purok 6, Barangay Dumagmang, Labo, Camarines Norte nitong ika-9:30 ng gabi, Marso 19, 2021.

Lima ang namatay at dalawa ang nasugatan sa hanay ng PMFC. Ang mga namatay ay kinilalang sina Pcpl. Roger Estoy, Pat. Joey Cuarteros, Pat. Benny Ric Bacurin, Pat. Jeremy Alcantara at Pat. Alex Antioquia habang ang mga sugatan ay sina Pcpl. Erick Hermoso at Pat. Aldrin Aguito. Nasamsam ng BHB ang walong mahabang baril na kinabibilangan ng isang R4 carbine, 6 na Galil, isang baby M60 machine gun at anim na maiksing baril na glock. Walang pinsala sa hanay ng BHB sa tatlong oras na labanan.

Ang taktikal na opensiba ng BHB ay sagot sa pasistang lagim na iwinawasiwas ng PNP sa mamamayan ng Camarines Norte. Layunin nitong mabigyan ng hustisya ang mga biktima ng walang habas na pamamaslang ng uhaw sa dugong mga pasistang pwersa ng mamamatay- taong si Duterte. Matatandaang sa loob lamang ng limang araw, limang indibidwal din ang pinaslang ng PNP Camarines Norte sa tinawag nitong Simultaneous Anti-Criminality Law Enforcemant Operation (SACLEO) sa pamumuno ni Police Provincial Director Julius Guadamor. Ang SACLEO ay walang iba kundi ang madugong bersyon ng PNP Bicol ng “extra-judicial killings” na laganap ngayon sa iba’t ibang rehiyon sa bansa.

Pebrero 25 nang patayin si Kapitan Geoffrey Castillio ng Brgy. Macogon, Labo; sunod na araw Pebrero 26, nang patayin din si Melandro Verzo, Brgy. Kagawad ng Dumagmang sa kaniyang tahanan sa Sitio Mineral Talobatib, Labo. Pagkalipas ng dalawang araw, Marso 1 ay sabay-sabay na pinatay sa naturang police operation ang tatlong sibilyan sa Brgy. Lanot, Mercedes, Camarines Norte na sina Enrique Cabiles y Homan, Arnel Candelaria y Avila at Nomer Peda y Cear. Lahat sila ay sinilbihan di umano ng warrant of arrest at sa kasawiang palad ay “nanlaban” kaya namatay. Ito ang gasgas na madugong drama ng pasistang PNP.

Sa hibang na pag-aakala ni Duterte na mapapatahimik niya ang aping mamamayan sa pamamagitan ng lagim ng anti-komunistang panunugis na “Jakarta Method” , ang malawakang pagpaslang sa mga itinuturing nitong bahagi ng ligal-demokratiko at progresibong kilusan, ay mauuwi sa higit pang paglakas ng armadong rebolusyon ng mamamayan. Sa nalalapit na padiriwang ng ika-52 aniberasaryo ng Bagong Hukbong Bayan ay muling pagtitibayin nito ang panata na paglingkuran ang sambayanan at isulong ang pambansa demokratikong rebolusyong sa pamamagitan ng matagalang digmang bayan at handa sa lahat ng sakripisyo at kahirapan.

Binigo ng Bagong Hukbong Bayan-Western Samar (Arnulfo Ortiz Command) ang atake ng higit 100 nag-ooperasyong tropa ng 46th Infantry Battalion noong Pebrero 8 sa Brgy. Canlobo, Pinabacdao bandang alas-11:30 ng umaga.

Aktibong nakapagdepensa ang yunit ng BHB-AOC laban sa reyd sa kanila ng mga tropa ng berdugong 46th IB. Dalawang tropa ng kaaway ang napatay ng mga Pulang mandirigma bago sila ligtas na nakaatras.

Hindi kuntento sa pagkatalo, naghulog ang kaaway ng walong bomba at apat na beses na nagpaputok ng mortar tungo sa pinangyarihan ng labanan. Walang tigil din itong nangistraping sa loob ng 45 minuto. Hindi kalayuan sa sakahan ng mga magsasaka ang pinagpupuputukan ng militar.

Hindi mabilang ang mga krimen ng berdugong 46th IB sa mamamayan ng Samar, kabilang ang pagpaslang sa di bababa sa siyam na magsasaka noon lamang 2020. Naglulunsad ng nakapokus na operasyong militar sa mga bayan ng Pinabacdao, Calbiga at Hinabangan mula pa noong 2019 na nagdulot ng matinding destroso sa buhay at hanapbuhay ng mga residente.#

On a single day on March 18 in Tacloban City, the tyrant Duterte once again exposed his mental derangement, self-contradictions and mendacious character before a fascist assembly of military and bureaucrat sycophants under the auspices of the National Task Force-ELCAC. It is good that the press has recorded and reported the event.

Duterte declared that he would be happy to go to prison for killing human rights defenders and at the same time he was raving against the International Criminal Court and showing his fear of dying in prison. He also taunted the 1-SAMBAYAN, the newly risen broad coalition of patriotic and democratic forces that are determined to fight his tyranny and challenge his clique in clean and honest elections.

He ascribed to me his own dementia to make an outrageously false explanation for his repeated threats to terminate the GRP-NDFP peace negotiations from February 2017 onward and his final termination of the negotiations on November 23, 2017 through Proclamation 360.

He flagrantly prevented the fifth round of talks in May 2017 when the negotiations of the Comprehensive Agreement on Social and Economic Reforms were progressing at an accelerated rate. He never made to the NDFP directly or through the Joint Monitoring Committee any complaint against the NPA for any violation of the CARHRIHL. And he never agreed to my proposal for the two of us to meet in a neutral venue to solve any serious problem adverse to the peace process.

The truth is that Trump first used the rabid pro-US elements within the security cluster of the Duterte Cabinet to advice him to terminate the peace negotiations and finally Trump himself ordered Duterte to make the termination when they met in the second week of November 2017 in exchange for US military assistance under Operation Pacific Eagle, without US congressional oversight related to human rights.

Duterte calculated that embarking on a strategic military campaign of anticommunist suppression would be the easy path for him to realize his scheme of fascist dictatorship. But despite his promise to destroy the CPP and NPA from year to year, he has failed to stop the armed revolutionary movement from growing in strength. The legal resistance of various democratic forces has also intensified.

He has merely aggravated the crisis of the semicolonial and semifeudal ruling system by engaging in colossal corruption and military overspending. He has deluded himself that he would be able to intimidate the people and perpetuate himself and his family in power by militarizing his government, feeding his military and police sycophants with public money under the cover of fake programs and making them commit heinous crimes tokhang style.

From year to year, Duterte has allowed the economy and his own government to go increasingly bankrupt through the usual unequal exchange of cheap raw materials, semimanufactures and migrant workers as exports on one hand and costly manufactures, luxury products and military weapons as imports on the other hand, the outward remittance of foreign exchange by foreign companies, big compradors and bureaucrat capitalists, the growing trade and budgetary debts, the rising debt service payments and mounting public debt.

As if the escalating bureaucratic corruption and military overspending were not enough to victimize the people, the Covid-19 pandemic came through a half-million Chinese casino tourists and illegal immigrants from December 2019 onward to threaten the health of the Filipino nation and give the Duterte ruling clique the opportunity to pocket for itself the public money promised to the people as means of providing for mass testing, health care for the sick and economic assistance to all those deprived of the means of livelihood.

In the name of fighting Covid-19, Duterte hasincurred enormous amounts of foreign loans and made the level of public debt more unsustainable than ever before. But timely orders for the most effective vaccines were not made. Now the pandemic is spreading faster than before in the Philippines. Worst of all, the Duterte ruling clique has taken advantage of the pandemic to railroad the so-called Anti-Terrorism Act as license for state terrorism by which social activists, critics, human rights defenders and advocates of just peace are being red-tagged, abducted, tortured and murdered by the criminals in authority.

In less time and in proportionate terms, Duterte has surpassed the grievous crimes of treason, tyranny, mass murder, plunder and mass deception committed during the 14 year-long Marcos fascist dictatorship. Yet Duterte continues to have the delusion that he can perpetuate himself and his family in power by having accumulated ill-gotten wealth, having converted the military and police as his private army and having taken control of the Comelec and system of vote count as in the 2019 mid-term elections.

It is highly probable that Duterte believes that he has succeeded at intimidating the people with counterrevolutionary violence and with mass deception by psywar tricks, such as the use of mercenary poll survey firms, troll armies in the social media, fake localized peace talks, fake surrenders and fake enemy casualties and fake programs like community support programs and barangay development programs which are schemes of corruption for himself and his closest generals.

Crazed by power, Duterte cannot fathom how deepgoing is the people’s detestation of his grievous crimes. The people’s wrath is about to break out in various forms in the fields of legal struggle as well as revolutionary armed struggle. There is so little time left for Duterte to achieve his vile ambition to destroy the armed revolutionary movement or to sue for peace. He himself has put himself in a trap from which he cannot extricate himself. His ignominious end as a traitor, tyrant, butcher, plunderer and swindler is certain and irreversible. ###

Sinalubong ng mga opensibang militar ng NPA sa Timog Katagalugan (TK) ang masinsin na focused military operations (FMO) ng AFP sa pagbubukas ng buwan ng Marso. Limang kaswalti ang tinamo ng mga berdugong kaaway sa dalawang magkasunod na opensiba ng NPA sa TK.

Noong Marso 3, kinomando ng isang tim ng Lucio de Guzman Command (LdGC) – NPA Mindoro ang nakapwestong 4th IBPA bandang 6:20 ng hapon sa Brgy. Manoot, Rizal, Occidental Mindoro. Pinutukan nila ang nakapwestong kaaway 60 metro ang layo sa kanila at tumumba ang target. Ligtas namang nakaatras ang tim. Matapos nito, nagpasok ang mga mersenaryo ng isang trak ng sundalo at 1 PNP mobile sa Brgy. Manoot para kunin ang kanilang kaswalti at magdagdag ng pwersa. Ang inatakeng pwersa ng kaaway ay kabilang sa 9 na trak ng AFP-PNP na naunang ipinasok para maglunsad ng FMO sa mga bayan ng San Jose at Rizal sa Occidental Mindoro.

Naglunsad naman ng dagliang ambus ang isang yunit ng Apolonio Mendoza Command (AMC) – NPA Quezon sa 85th IBPA sa Sitio Colong, Brgy. San Francisco B, Lopez, Quezon noong Marso 5, alas sais ng umaga. Kagyat na pumakat ang AMC nang makita nila ang nag-ooperasyong 59th IBPA. Pinutukan nila ang mga sundalo at pinasabugan ng command detonated explosive. Tatlo ang patay at isa ang sugatan sa hanay ng 59th IBPA habang ligtas na nakaatras ang yunit ng AMC.

Inilunsad ng NPA ang dalawang taktikal na opensiba sa gitna ng FMO ng AFP-PNP para idiskaril ang imbing pakana ng kaaway at bigyan ng hustisya ang mga biktima nito. Ang bawat matatagumpay na atake ng NPA sa gitna ng tumitinding terorismo ng estado ay bigwas sa hibang na pangarap ni Duterte na wakasan ang rebolusyonaryong kilusan sa kanyang termino.

Pursigido ang MGC-NPA ST na biguin ang terorismo ng estado kahit sa gitna ng atas ni Duterte na ‘patayin ang lahat ng komunista’. Dalawang araw matapos ang atas na ito, isinagawa ng PNP Calabarzon ang Bloody Sunday na pumaslang sa 9 na aktibista at dinakip ang anim na iba pa sa Cavite, Laguna, Batangas at Rizal. Walang kahihiyang ginawang tropeo ang mga sibilyan sa ngalan ng marumi at bigong kontrerebolusyonaryong gerang pinamumunuan ng NTF-ELCAC. Lalong umaalab ang pakikibaka ng mga rebolusyonaryong pwersa sa rehiyon para gawaran ng hustisya ang berdugong AFP-PNP.

Asahan ng mamamayang Pilipino na patuloy silang ipagtatanggol ng NPA sa terorismong inihahasik ng estado. Sa pagsalubong sa ika-52 anibersaryo ng NPA, inaatasan ng MGC – NPA ST ang lahat ng yunit sa ilalim nito na maglunsad ng mga taktikal na opensiba para bigwasan ang AFP-PNP. Camp General Manuel T Yan Sr., Mawab, Davao de Oro – 72IB and 102MICO under 10ID encountered more or less six (6) NPA members of under alias Gamay and alias Lalay of Front Guerilla Unit (FGU) under Guerilla Front (GF) 53 of Southern Mindanao Regional Committee (SMRC) at tri-boundaries of Brgys Tawas and White Kulaman of Kitaotao, Bukidnon and Brgy Kulaman Valley of Arakan, Cotabato at 9:25 o’clock in the morning of March 20, 2021.

MGen Ernesto C Torres Jr, Commander 10ID, commended the troops for a job well-done. “Congratulations Team Agila for these victories, let us press on,” he said

It was a confirmed report from civilians that promted 10ID to send troops in order to counter the enemy’s possible resurgence in the boundaries of cotabato and bukidnon. Report revealed that NPA is attempting to enter the area. An encounter erupted as troops located the CTG’s location and gun battle lasted for about 15 minutes

Accordingly, during the encounter alias Lalay was seen wounded and carrying a Cal .45 pistol.

As the troops pursued fleeing terrorists, 3 CTG members were captured namely: Leonardo Ejanel alias Gamay, (Commanding Officer, FGU, GF 53, SMRC), 37 yrs old, a resident of Brgy White Kulaman, Kitaotao, Bukidnon; Ryan Desalao (alleged CTG Supporter), 20 yrs old, a resident of Brgy White Kulaman, Kitaotao, Bukidnon and; Merlyn Benano Bentang (alleged CTG Supporter), 20 yrs old, 5-months pregnant, also a resident of Brgy White Kulaman, Kitaotao, Bukidnon.

Troops also Captured of the following war materials:

One M653 rifle; Three magazines; 88-rounds of 5.56mm ammo; Two cellular phones; One unused globe sim pack; Medical paraphernalias (Vitamins, medicine, tablets, gauze bandage); Food Stuff; Two backpacks with personal belongings.

On March 21, 2021, 3:00 in the afternoon, alias Gamay revealed during interview that he and alias Joel, (former Guerilla Front Secretary, GF 53, Sub-Regional Command, 3, SMRC) left their firearms at vicinity of Upper Suyan, President Roxas, North Cotabato.

Acting on the information, troops seized the another firearms and ammunitions: One Elisco M16 Rifle; Two Colt M16 Rifle; 15- long magazine for M16; Three Bandoleers and; 268-rounds of Cal 5.56mm ammunition.

After the encounter, there were no casualties on the government side

“With people supporting us and troops motivated, CTGs can only expect their defeat. Let us continue doing good everyday in performing our mandate of protecting the people and securing the land,” MGen Torres Jr added.

CAMP SIONGCO, Maguindanao – Three (3) members of the NPA including a father-and-son surrendered to 38th Infantry (WE CLEAR) Battalion in Palimbang, Sultan Kudarat.

According to Lt. Col. Anhouvic Atilano, Commanding Officer of 38IB, the father-and-son known as alias ‘Dennis’ and ‘Kalbo’ are members of Platoon Cherrymobile of Sub-Regional Committee Daguma. The duo laid down their arms last March 17, 2021 to the Community Support Program (CSP) Teams of 38IB deployed at Barangay Napnapon in Palimbang, Sultan Kudarat bringing along a shotgun and a caliber .45 pistol with six (6) rounds of ammunition.

Meanwhile, the other member of the Communist Terrorist NPA who surrendered to 38IB is a 37-year-old squad leader of SRC Daguma who returned to the folds of the government in the same barangay last March 20, 2021. Identified as alias ‘Jose’, the former rebel surrendered to the CSP Teams deployed in the area bringing along a caliber .38 pistol with five (5) rounds of ammunition.

The surrenderers revealed that more of their companions are soon to go down and go back to the folds of the government. “Sa halip na magandang buhay, mas masahol pa sa bilanggo ang aming naranasan sa loob ng kilusan, nariyan ang gutom, pagod at pangungulila sa natitira pa naming pamilya” the former rebels said.

Lt. Col. Atilano said that the series of surrenders were realized through the support of the Local Government Unit of Palimbang, Sultan Kudarat. “In close partnership with the LGU, these former rebels are now being processed for the Enhanced Comprehensive Local Integration Program (E-CLIP) so they may receive aid from the government and start a new and peaceful life” Lt. Col. Atilano said.

Col. Eduardo Gubat, Commander of the 603rd Infantry Brigade was elated with the series of surrenders and commended the operating troops, Community Support Program Teams, and the LGU of Palimbang for their concerted efforts that led to the successful surrender of the said personalities.

Major General Juvymax Uy, Commander of Joint Task Force Central and 6th Infantry (KAMPILAN) Division commended the officers and personnel of 38IB for the series of surrenders of Communist Terrorists NPAs in the area. “With the help of our partners from the Local Government Units, more and more former rebels will denounce the lies and propaganda of the NPA, go back to mainstream society, and live a peaceful life with their families. These series of surrenders are clear manifestations of our efforts in winning the peace and development in South and South-Central Mindanao“ Maj. Gen. Uy added.

CAMP EVANGELISTA, PATAG, CAGAYAN DE ORO CITY – Two members of the New Peoples Army of the NPA were killed during an encounter in Sitio Kimutya, Brgy San Rafael, Talakag, Bukidnon on March 20, 2021, 9:35 A.M.

LTC Vercisio G San Jose Jr, Commanding Officer of the 1st Special Forces Battalion under 403rd Brigade of the 4th Infantry Division, said the clash happened while the troops were conducting security operations due to reported extortion activities of the armed rebels in the area.

The firefight lasted for about four hours against more or less 70 armed elements of Guerilla Front 68B and Sub-Regional Sentro De Grabidad (SRSDG) WEI of Sub-Regional Committee (SRC) 4 and SRSDG CRACKERS of SRC5 under the North Central Mindanao Regional Committee of the New People’s Army.

Aside from the two killed NPA members, the troops also captured five high-powered firearms composed of four M16 riles and one AK47 rifle, landmines, and other war materials.

“We are gaining the trust and confidence of the people, which is a great development because maintaining peace and order in the community is a shared responsibility,” LTC San Jose said.

One soldier died, while two others were wounded during the encounter.

MGen Andres C Centino, 4th Infantry Division Commander, honored the brave soldier’s sacrifice to defend the people and secure the communities at the cost of his life. “While one of our soldiers paid the ultimate sacrifice, it will not stop us from doing our job, but instead it inspires us to continue fighting the enemies of the state to keep our people safe in their homes and until we end the local communist armed conflict in Northern Mindanao and Caraga regions,” he said.

He further called upon the remaining CTG members to yield to the government or face the long arms of justice. “To the remaining members of the CTG, you only have two options, heed the government’s call for peace by surrendering or face adverse consequences as we continue to hunt you down; the choice is yours,” MGen Centino added.

The NPA cadavers were turned over to the barangay captain of San Rafael for proper disposition.

Pursuit operation is still ongoing to capture the remaining rebels who escaped after the encounter.

BANCASI, Butuan City – Another thirteen (13) rebels had yielded to the 26th Infantry (Ever Onward) Battalion under the operational control of the 402nd Infantry (Stingers) Brigade last March 15, 2021 reaching the total CPP-NPA Terrorist (CNT) surrenderers to five-hundred sixy-seven (567) surrenderers in the 402nd Brigade area of responsibility.

The thirteen (13) NPA members composed of (12) members of the Guerilla Front (GF) 88 of the North Central Mindanao Regional Committee (NCMRC) and one (1) member of the GF8 North Eastern Mindanao Regional Committee (NEMRC) voluntarily surrendered to the 26IB out of fear and hardships. They brought along with them thirteen (13) firearms composed of two (2) M16A1 Rifles, two (2) Carbine Rifles, two (2) Homemade Shotguns, one (1) KG9, one (1) UZI Cobray, three (3) Cal. 45 Pistol, one (1) Cal. 38 Pistol and one (1) Cal. 3516 Revolver together with assorted ammunitions, magazines and other war materials.

It can be recalled that four (4) CNT regular members and three (3) MBs led by alias Datu Hulas, 57 years old, Political Guide, Squad Uno, GF-4A, had voluntarily surrendered to the 23IB under the operational control of the 402nd Infantry (Stingers) Brigade during the conduct of Provincial Peace and Order Council (PPOC) immersion activity led by PPOC Chairman and Provincial Governor of Agusan del Norte, Hon Dale B Corvera, which was held at Sitio Bokbokon, Barangay Lawan-lawan, Las Nieves, Agusan del Norte. They brought with them one (1) M16 Rifle, one (1) Cal 9mm Submachine gun and one (1) Cal .45 Pistol.

As Brigadier General Maurito L Licudine, the 402nd Brigade Commander has said, eighteen (18) CTG members have surrendered to the Bde’s operationally controlled Battalions for this month alone, namely: the 26th Infantry (Ever Onward) Battalion in Agusan del Sur and 23rd Infantry (Masigasig) Battalion in Agsuan del Norte.

He underscored the cooperation of the IP leaders and the support of the Task Force ELCAC in the said municipalities that eventually encouraged the CTG members to abandon the armed struggle. “These surrenderers are the Brigade’s response after President Rodrigo Roa Duterte ordered for a more effective implementation of the “Whole of the Nation Approach” through the NTF-ELCAC to provide all the necessary assistance to all rebels returning to the folds of the law which was reiterated during his visit in Cagayan de Oro City last March 5, 2021”, BGen Licudine said.

With the recent surrenderers, 402nd Brigade surrenderers accumulated a total of 567 former rebels since the start of PRRD’s term in 2016 consisting of 327 Regular NPAs and 240 Milisya ng Bayan (MB) members. Said surrenders were the result of the continuous and relentless efforts of 402nd Brigade and its OPCON Battalions thru focused military operations and the intensified campaign under the Enhanced Comprehensive Local Integration Program (E-CLIP) as a way to enlighten and encourage more NPA members and their supporters to abandon the armed struggle.

BGen Licudine further stated that the Army together with other partner agencies will ensure that the FRs will receive their benefits and various after care services and interventions under the E-CLIP, “The recent surrenderers will be subjected to validation and certification if they are genuine members of the CTG. Out of the 567 FRs, 356 had already received their DILG Financial Assistance Package while 96 FRs were already enrolled and awaiting to receive their benefits under E-CLIP. As of this date, 115 FRs are undergoing the process of verification and enrolment to E-CLIP under the Joint AFP-PNP Intelligence Committee (JAPIC) and Provincial Social Welfare and Development Office (PSWDO), respectively”.

“Our call to the remaining CTG members is to give peace a chance and end the violence. They must seize the opportunity that the government has been offering and lay down their arms. We will provide better opportunities for them to start their normal and peaceful lives anew with their families”, BGen Licudine said.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Demoralisado at paralisado na ang rebeldeng NPA sa Cagayan Valley kung kaya boluntaryong sumuko sa pamahalaan ang dalawang kabataang mandirigma ng rebeldeng grupo noong ika-19 ng Marso taong kasalukuyan sa bayan ng San Mariano, Isabela.

Kinilala ang mga nagbalik-loob na sina Alyas Gina/Iyan, 18 taong gulang, Medical Officer, na sumampa sa rebeldeng kilusan noong taong 2017 matapos marekrut ni alyas Bunso na sumuko na rin sa pamahalaan at Alyas Mar/Jero, 19 taong gulang, Supply Officer, na narekrut noong taong 2018 ni Alyas Dennis na isa ring Former Rebel. Kapwa sila mga residente sa bayan ng San Mariano at dating miyembro ng Regional Sentro De Grabidad, Komiteng Rehiyon-Cagayan Valley ng teroristang CPP-NPA.

Ayon sa kanila, dahil sa sunud-sunod na pag-aklas ng suporta ng kanilang mga masa sa kilusan at sa pagkakamatay ng kanilang lider na si alyas Yuni, tuluyang naging demoralisado ang rebeldeng grupo. Anila, pilay at hindi na makagalaw ang teroristang CPP-NPA dahil sa pagkamatay ng kanilang lider. Wala na rin silang makuhang tulong at suportang galling sa masa. Dahil dito, nakakaranas ang rebeldeng kilusan ng matinding gutom, pagod at takot. Ito ang nagtulak sa dalawa na magbalik-loob at makipagtulungan sa pamahalaan laban sa mga teroristang CPP-NPA. Ninanais din ng dalawa na masagip din ang iba pa nilang kasamahan na matagal ng gustong bumaba.

Pinuri naman ni MGen Laurence E Mina PA, Commander ng 5th Infantry Division, Philippine Army ang naging desisyon nina Alyas Gina/Iyan at Alyas Mar/Jero. “Paralisado na ang rebeldeng CPP-NPA. Wala na rin silang matatakbuhan pa, dahil mismong mga residente na ang umaayaw sa kanila. Sa katunayan, ang mga mamamayan ang nagbibigay ng tumpak at napapanahong impormasyon sa kinaroroonan ng mga rebelde, kung kaya’t sunod-sunod ang mga naging engkwentro laban sa rebeldeng grupo sa Apayao, Cagayan, Isabela at Kalinga.”

Mariin ding kinondena ng heneral ang patuloy na paggamit ng mga rebeldeng CPP-NPA ng mga batang mandirigma. “Ito ay tahasang paglabag sa International Human Rights at Humanitarian Law na mahigpit na nagbabawal sa pagrekrut at paggamit ng mga batang mandirigma. Nanawagan ang pamunuan ng 5ID sa Commission on Human Rights upang imbestigahan ang paglabag na ito ng teroristang CPP-NPA.”

BANCASI, Butuan City – A young member of the CPP-NPA Terrorists (CNTs) who surrendered to the 58th Infantry (Dimalulupig) Battalion under the operational control of the 402nd Infantry (Stingers) Brigade received his DILG Financial Assistance Package worth Six-Hundred Twenty-Four Thousand Pesos (PhP624K) during the Enhanced Comprehensive Local Integration Program (E-CLIP) Awarding Ceremony last Wednesday, March 17, 2021, at Headquarters 58IB, Brgy Migbanday, Claveria, Misamis Oriental.

Alias LAKAY, now 18 yrs old and the former Squad Leader of Squad Uno of Platun Samsung of the Sub Regional Committee (SRC) 1 of the North Central Mindanao Regional Committee (NCMRC), is among the seventy-two (72) Former Rebels (FRs) who were very pleased to receive financial assistance from the E-CLIP Committee members led by Hon Dexter Yasay, Misamis Oriental Sangguniang Panlalawigan Member; Engr Marisha Naivet, the Provincial Director of DILG Misamis Oriental; and Brigadier General Maurito L Licudine, Commander of the 402nd Brigade together with the representatives of other member agencies in Misamis Oriental, namely: DOLE, TESDA, DTI, DA, PSWD, and PNP.

Alias LAKAY revealed that, he was recruited by the legal front organization of the Communist Terrorist Group (CTG), the Kilusang Magbubukid ng Pilipinas (KMP) Balingasag Chapter in the said province while he was still fourteen (14) yrs old in 2016. “Usa sa naka-dani sa ako nga mukuyog sa kalihukan kay gitabangan ang among pamilya nga maka-iskwat ug yuta nga among mapuy-an ug akong mga amigo nga pamilyar sa ako nga myembro pud sa kalihukan”, Alias LAKAY said. LAKAY surrendered last November 2019 and brought along with him two (2) M4 Rifles and three (3) AK47 Rifles. He further disclosed that he had already experienced a total of twelve (12) encounters and was badly wounded with fourteen (14) gunshot wounds in one of the encounters against government troops. He was the top recipient of the financial assistance for surrendering multiple firearms among other surrenderees, namely: Alias Esrael, 524K; Alias Leo, 266K; Alias Ronald, 226K; and alias Ernesto, 156K.

A total of Php5.5 Million pesos from the DILG Financial Assistance Package were given during the E-CLIP Awarding Ceremony. He plans to use the money that he received from the government to put up a small sari sari store, buy a lot for farming, and set-up a hog and poultry production as livelihood for his family. He said, “Akong hinaut nga makatabang sa akong pamilya nga sila makatagamtam og saktong panginabuhian og ang akong igsoon nga makapadayun og makahuman sa eskwela. Gapasalamat ko og dako nga nahatagan ko usa pa ka higayon nga magbag-o kay sa tulo ka tuig lisod kaayo ang kinabuhi sa taas kay gutom, dili maayo ang ilang sistema sa pagtratar sa mga kauban, ug wala mituman sa ilang saad”.

Meanwhile, Brigadier General Maurito L Licudine lambasted the NPAs and its legal front organization, the KMP, for exploiting the youthfulness and preying on the innocence of alias LAKAY used as a “child warrior”. He said, “instead of letting these children enjoy their youth and honing their potentials in schools, the NPAs and their cohorts manipulate them, instill hate and push them towards violence and sometimes to their grave, which is a clear and blatant violation under the International Humanitarian Law”.

“We shall save the youths from the continuous exploitation of the CTG while at the same time reassuring the remaining CTG that we shall sustain and conduct no let-up Focused Military Operations to force them with no choice but to abandon the armed struggle. With the continuous financial and housing assistance and other interventions under the E-CLIP, the remaining CNTs who decide to lay down their arms can be assured of better opportunities to become productive members of the society”, BGen Licudine said.
