Being a United Nations (UN) official does not give one the blanket authority to malign the Philippine government, especially if the allegations are false.

In a statement on Monday, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) acting spokesperson Flosemer Chris Gonzales said Mary Lawlor, UN Special Rapporteur on Human Rights Defenders, is ignorant of the real human rights situation in the Philippines and her views are biased and prejudiced.

“May we remind you Ms. Lawlor, your position as UN rapporteur is not a blanket authority to malign a free and sovereign state like the Philippines,”
Gonzales said.


“You are also informed that it is not your job to interfere in our justice system and in the security concerns of this country. It is not your job to tell our National Security Adviser how to do his job,” he added.

In her tweet on Sunday, Lawlor said that she heard worrying news about human rights defenders in the Philippines being targeted by the government.

She called on the Philippine government to stop the attacks and instead, promote and protect the work of human rights defenders
like Karapatan and Gabriela.


The NTF-ELCAC said Lawlor is clearly ill-advised.

“Her statement lacks fair and comprehensive research. Her appeal is clearly out of line,” he said.

According to Gonzales, it is clear that Lawlor has not been to communities that have become victims of heinous crimes committed by the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) and its allied organizations masquerading as human rights defenders.

“It is sad, if not tragic, that the UN Special Rapporteur lost all sense of objectivity in issuing a statement that is full of bias, prejudice, and literally maligns the Philippine government,” Gonzales said.

He told Lawlor that the real victims of human rights violations in the country are working with the government against the very same people and groups that she wrongly calls human rights defenders.

“In our opinion, you have overstepped your boundaries and have trampled upon our dignity as a people. You do not malign the government with your baseless allegations. That is simply unacceptable to us. At the very least, you owe it to yourself to know the facts,” he said.

The charges filed by the National Security Council against those Lawlor’s so-called defenders are based on facts and as a rapporteur, the least she can do is verify firsthand everything she hears and reads.

“While she has the freedom to express her sentiments and her opinions on the subject matter, it is also our right to inform her that her allegations against the Philippine government are false,” Gonzales said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The country is assured that Vice President-elect Sara Duterte will not allow children to be exploited by terrorist groups as she has been at the forefront in the fight against insurgency.

Communications Undersecretary Lorraine Badoy, also the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) spokesperson for Social Media Affairs and Sectoral Concerns, on Monday congratulated the Filipino people “for having elected as Vice President a fierce defender of the oppressed, a true advocate and defender of our children, and a faithful public servant”.


Duterte garnered 32,208,417 million votes, or 61.53 percent of votes cast in the vice presidential race.

“Vice President Sara Duterte is someone, we are certain, who will not collude with terrorists and betray us for any reason and who has, in fact, been at the forefront in this fight to end this 53-year scourge,” Badoy said.

Badoy expressed optimism that the anti-communist campaign will go a long way in the coming years.

“We are relieved that by June 30, two most powerful officials of the land are exceedingly clear about the terrorist CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front). That this is the enemy and that we must do all we can to finally destroy this terrorist organization that has brought so much grief and destruction to our people and to our country,” Badoy said.

She added that the task force was “comforted” as the new Vice President, during her inauguration in Davao City on Sunday, cited “the noxious practice of the recruitment of our children into terrorism as one of the challenges we face as a nation”.

Badoy likewise emphasized the need for national leaders to understand the danger brought about by the CPP-NPA-NDF and its allied legal organizations.

“Because of this, so many of our children have turned their backs on their bright futures to be terrorists of the CPP-NPA-NDF and where our mountains have been transformed into graveyards that hold their remains in shallow, unmarked graves,” Badoy said.

“What, really, is the cost to us as the nation of all those young lives lost, all those bright dreams never coming into fruition, their vast potential never being realized, not to mention the grief and suffering their tragic and untimely deaths have caused the families they left behind?” she added.

Through the NTF-ELCAC’s whole of nation approach, opportunities for former communist rebels to live in peace have been opened.

“We have closed that horrific chapter in our country’s history and we are writing a new one, rebuilding a country where our children are safe from predators who are relentless in stealing them from us,” Badoy said.

Badoy thanked Duterte “for giving words to our commitment in government to end the theft of our children by terrorists.”

“Our hearts have bled from the destruction of what is most precious to us, our children, and we are taking this fight to the next administration. The CPP-NPA-NDF has been brought down to their knees. We are ready to deal the death blow on this terrorist organization so that they may never again harm our children,” she added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Philippine Army (PA) commander Lt. Gen. Romeo Brawner Jr. vowed to expand the Officer Candidate Course-Reserve Officer Training Corps (OCC-ROTC) following the successful graduation of 24 of its members.

In a statement late Monday, Army spokesperson Col. Xerxes Trinidad said this is a first for the OCC-ROTC program.


"The Army chief also emphasized the Army leadership's commitment to push-down resources to ground forces nationwide," Trinidad said.

With this development, Brawner said the Army will expand the OCC-ROTC program in the years ahead, in line with the thrust of incoming nation's leaders to strengthen the ROTC program in higher educational institutions.

“Always strive for excellence,” Brawner advised the newly-minted Army officers, reiterating his command guidance “SERVE” (Soldiers, Enhance, Resources, Victory, Election) to the new officers during the reception dinner held at the PA Officers Club in Fort Bonifacio, Taguig City last Sunday.

Brawner also called on the incoming second lieutenants to take care of their troops’ physical and mental health and to enhance the troops' individual skills and unit capabilities.

He said these thrusts will capacitate the organization to emerge victorious against threat groups and state enemies and to excellently perform the Army's core mission to serve the people and secure the land.

On Monday, Vice President-elect and incoming education secretary Sara Duterte expressed hope that the implementation of a mandatory ROTC will be included in the legislative agenda of President-elect Ferdinand "Bongbong" Marcos Jr.

The Philippine Army (PA) donned the rank of reserve lieutenant colonel to National Housing Authority (NHA) general manager Marcelino Escalada Jr.

In a statement Tuesday, Army spokesperson Col. Xerxes Trinidad said Escalada also received the Meritorious Achievement Medal during the rites held at the PA headquarters in Fort Bonifacio on Monday.

PA chief Lt. Gen. Romeo Brawner Jr. lauded Escalada for his vital role in the implementation of improved housing programs that aided thousands of Filipinos, including military personnel.


”While it is his passion that drove him to service, it is his devotion that prompted him to spare part of his time and energy in order to support the Army," Brawner said.

He added that Escalada also looked after the welfare of troops by providing housing projects that would benefit not only the Army but also "our other brothers-in-arms in the AFP".

Established on July 31, 1975, the NHA is a government-owned and controlled corporation responsible for public housing in the Philippines.

It is an attached agency of the Department of Human Settlements and Urban Development.

A warrant of arrest was issued by an Agusan del Sur judge against a doctor, with suspected links to the New People’s Army (NPA) , for the same charges that were slapped against her and later dropped.

In an order dated June 16, Judge Ferdinand Villanueva of the Bayugan City, Agusan del Sur Regional Trial Court (RTC) Branch 7 issued an e-warrant against Dr. Maria Natividad Castro for kidnapping and serious illegal detention. and set aside an earlier order that junked the cases against her.


The doctor is included in the indictment anew as “based on court records, Dr. Castro was not yet arraigned, thus double jeopardy will not apply”.

The court added Castro’s claims are best taken up in a full-blown trial.

“(E)videntiary matters and the identification is to be made during the trial where the witness and the accuse(d) will come face to face,” the court said.

Castro, 53, was nabbed in San Juan City on February 18 on the basis of a legitimate and judicially issued court warrant.

She was released after 42 days when Bayugan RTC Acting Presiding Judge Fernando Fudalan Jr. ruled that prosecutors failed to issue a subpoena for the preliminary investigation of her case, violating Castro’s right to due process; and the preliminary investigation showed she was not included in the original complaint.

The cases against co-accused Manuel Anob (alias Masayod/Salem), Toto Anob (alias Dongkot), and Imelda Rambuyod (alias Aloy/Sandara) were retained.

The complainant, Bernabe Salahay, said Castro was with his abductors on Dec. 19, 2018.

He and fellow victim, AJ Reginal, were eventually released on Feb. 18, 2019 in Sitio Kaunlaran, Barangay Tagbongabong in Remedios Trinidad Romualdez, Agusan del Norte.

Salahay said he personally saw Castro treating a wounded NPA member.

He and Reginal were among a number of Citizen Armed Force Geographical Active Auxiliary members abducted by the NPA to entice the government to resume peace talks.


In reviving the case, the court also reminded the defense to refrain from hurling insults at the prosecution.

“This is in violation of the Code of Professional Responsibility to wit: Counsel should limit its argument to the issue at hand,” the court said.

After her arrest in February, Communications Undersecretary Lorraine Marie Badoy, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Spokesperson for Sectoral Concerns, said Castro (alias Ka Yammy/Ka Ami/Dok) is not a simple member of a terrorist organization.

“She is a Central Committee member of the CPP-NPA-NDF (Communist Party of the Philippines-NPA-National Democratic Front). She is also secretary general of a terrorist front, Karapatan-Caraga that lawyers for NPA [rebels],”
Badoy said in a statement.


Commendable

NTF-ELCAC commended the “competence, zeal, patriotism, and commitment” of the prosecutors of the Caraga Region to achieve lasting peace.

Flosemer Chris Gonzales, Acting Spokesperson for Legal Affairs, said in a statement on Tuesday that Castro and her co-accused will have their day in court and shall be afforded all the rights and privileges of an accused as enshrined in the Constitution.

He called on Castro’s supporters to respect the rule of law and let due process take its course after some vented their ire on Badoy.

The Department of the Interior and Local Government (DILG) will not allow any plot by the Communist Party of the Philippines (CPP) and its allied and front organizations to embarrass or discredit the incoming administration.

DILG Undersecretary and National Task Force to End Local Communist Armed Conflict (NTF ELCAC) spokesperson Jonathan Malaya made the remark following the revelation by former cadres of the CPP-New People’s Army-National Democratic Front (CPP-NPA-NDF) that the communist terrorist group is planning to disrupt the oathtaking of President-elect Ferdinand “Bongbong” Marcos Jr. on June 30.

In a press briefing organized by the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) on Monday, former rebels Orlando “Ka Warly” Baluyot, now chairman of Tinang Samahang Nayon Multi-Purpose Cooperative, and Ka Pong Sibayan, a farmer from Hacienda Tinang in Concepcion, Tarlac said the radical left has started mobilizing farmers in their province for this purpose.

They said aside from Hacienda Tinang, officials and members of CPP-NPA-NDF front organizations have also been meeting with farmers from nearby Hacienda Murcia and Barangay Central inside Hacienda Luisita.


“Ayaw talaga nilang maupo si Marcos. Iyon ang nakita natin na gagawin nila sa June 30 bago maupo si Pangulong Bongbong Marcos (They really don't want Marcos to assume office. That is what we have seen as their act on June 30 before President Bongbong Marcos takes oath),” Baluyot said.

“We are taking these intelligence reports seriously and we will do what is necessary to thwart any attempt to embarrass or discredit the forthcoming inauguration,” Malaya added.

He said the DILG and other security agencies have finalized all security preparation for the inauguration, including mobilizing around 6,200 police officers around the National Museum in the coming days.

He said it is not a surprise that the communist terrorist groups (CTGs) are planning something to embarrass the incoming administration.

“That’s part of their playbook. Whoever sits in Malacanang is their enemy because ultimately, all they want is to overthrow the government through violent means to be followed by a socialist revolution,” Malaya said.

He said leftist organizers have been mobilizing in Tarlac, Cavite, Pampanga, Laguna in the past weeks to mobilize people for their nefarious ends.

“They are even misleading the youth to join them in their protest actions,” he added.


He said the Philippine National Police (PNP) will have additional mobile forces on standby should radical leftist groups attempt to disrupt the inauguration.

“We respect the people’s rights to free expression, peaceably assemble, and the exercise of their democratic rights but this has to be done within the bounds of the law. Therefore, we advise all protesters to hold their peaceful demonstrations in Manila’s designated freedom parks such as Plaza Miranda, Plaza Dilao, Plaza Moriones, and Liwasang Bonifacio. There are so many to choose from,” he said.

Incoming Chief Presidential Legal Counsel Juan Ponce Enrile earlier warned of a credible plot to embarrass the incoming administration.

“I just picked up what I consider to be credible information that there are groups in America and in the Philippines planning and preparing to cause serious embarrassment and trouble for our newly-elected President. Caution is the name of the game. You are just starting you[r] travel in troubled waters. Your adversaries have not stopped. To borrow a phrase from someone, right now ‘they are hiding their brightness and biding their time,’” he said.

“I have humble unsolicited advice for the national security officials of the new regime. Instead of making soft and pacific statements seemingly intended to quiet and to gain the cooperation, trust, and confidence of the habitual troublemakers in this country, I suggest that they should sharpen their intelligence information,” Enrile said.

The government's capability to address all aspects of the communist insurgency was greatly enhanced by the establishment of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), Armed Forces of the Philippines (AFP) chief Gen. Andres Centino said Tuesday.

"When the NTF-ELCAC was established through EO (Executive Order Number) 70, it strengthened our collective effort addressing all facets of insurgency," he added in a statement.

Centino also recalled the difficulty of sustaining gains and efforts before the issuance of EO 70 by President Rodrigo Duterte in 2018.

EO 70 institutionalizes the collective participation and action of all government development efforts and services to support, facilitate and pursue the country's peace agenda.

"This (EO 70) allowed us in the security sector to focus on the armed group, while in the past, the AFP and the PNP (Philippine National Police) were doing a lot of things that are not our core functions. Now, the accomplishments of our troops on the ground are unprecedented because we are now focused on what we do best,"
Centino said.


On Monday, Centino joined top national government and local officials in the second quarter Regional Task Force to End Local Communist Armed Conflict Region 10 (RTF-ELCAC 10 ) meeting in Cagayan De Oro City.

The objective of the meeting is to review the accomplishments in the previous quarter and to discuss existing and future peace and development programs of the RTF-ELCAC 10.

Among the matters discussed for adoption is the conduct of Serbisyo Caravan and priority development programs and projects for Moro Islamic Liberation Front communities in Munao and Tagoloan, Lanao Del Norte.

Updates on the peace and development initiatives of the government such as the Convergence Areas for Peace and Development, Local Government Support Fund-Support to Barangay Development Program, Retooled Community Support Program, and Capacitating Urban Communities for Peace and Development Program in the Region were also presented.

NTF-ELCAC executive director and National Commission on Indigenous Peoples chairperson Allen Capuyan also presented updates on the national implementation of E0 70 and its ways forward beyond June 2022.

Nothing will stop the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) from unmasking front organizations of terrorist groups as it stays true to its mandate to stopping more than 50 years of insurgency.

Presidential Communications Undersecretary Lorraine Badoy, also the NTF-ELCAC spokesperson for Social Media Affairs and Sectoral Concerns, cited a complaint filed before the Professional Regulation Commission, seeking to revoke her certificate of registration as a physician over repeated “red-tagging” allegations.

The Alliance of Health Workers (AHW) again asked for the revocation of Badoy's license, claiming she violated the code of conduct and ethical standards of the medical profession with “her incessant red-tagging not just of fellow health workers, but also of different sectors.”


The group insisted that Badoy’s “unfounded and baseless claims especially violate the principles of respect for life and for person, and expressly goes against the principle of doing no harm”.

“Therefore, her actions of red-tagging are unethical, and cause substantial harm to the lives not just of the accused, but also their families and those they work with,” the group added.

In a statement on Tuesday, Badoy said “no one is red-tagging anyone”.

“How is it possible that supposedly learned people have not heard that red-tagging is non-existent and that our Supreme Court has clearly ruled that there is no danger to life, liberty and security when one is identified as a member of the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front)?”
she said.


Badoy fired back at the AHC members, saying they are the ones violating the Hippocratic oath

“Primum non nocere (First, do no harm). As doctors, we are now being asked to heal our country of this 53-year malignancy that has spread its deadly tentacles through all sectors of our society,” she said.

“So let us be clear about one thing here. When we clearly identify fronts and members of the CPP-NPA-NDF, we at the NTF ELCAC are preventing grievous harm to our people,” she added.

Communist supporter

NTF-ELCAC Acting spokesperson for Legal Affairs, Flosemer Chris Gonzales, had the same message for Kabataan party-list Rep.-elect Raoul Manuel.

“As for your wish to abolish the NTF-ELCAC, continue your nightmare, Raoul Manuel, because the NTF-ELCAC is here to stay. We exist to serve the needs of the poorest of the poor among our people. We bridge the gaps between the bureaucracy and the communities. We bring peace to conflict-stricken communities. We seek to end the CPP-NPA-NDF terrorist organization and all their allied front organizations,” Gonzales said in another statement also on Tuesday.

Manuel previously said the NTF-ELCAC is just a waste of people’s money and “red-tagging” cases against its officials must be pursued.

Manuel’s lack of knowledge and understanding of the tasks, functions, and objectives of the NTF-ELCAC is disappointing, Gonzales said.

As a public official, Gonzales wonders if Manuel shares the agency’s collective goal of ending insurgency.

“A simple yes or no question. If your answer is yes, then publicly condemn the atrocities committed by the CPP-NPA-NDF against our youth and our children. If your answer is no, then, by all means, read again your oath of office. Remember you swore allegiance to the Republic of the Philippines and to obey its laws, an oath which makes you responsible to protect this country from all enemies, the CPP-NPA-NDF included,” Gonzales told Manuel.

Badoy said she is not surprised at all by Manuel’s statement as the latter is a CPP-NPA-NDF operative who only follows the orders of the CPP Central Committee.

“Ang Kabataan party-list ang top recruitment agency ng mga anak natin sa teroristang organisasyong CPP-NPA-NDF (The Kabataan party-list is the top recruiter of our children to the terrorist organization CPP-NPA-NDF),” she said.

No effect

Badoy said the move of AHC is “another attempt to silence, harass and shame” the people behind NTF-ELCAC “who are tirelessly working to finally put an end to the terroristic installation of communism”.

“There is nothing that will silence me and the entire NTF ELCAC from identifying members and fronts of this terrorist organization that has brought death and destruction to our country,” she said.

The attacks are only a “worn-out propaganda” of the CPP-NPA-NDF, Badoy said.

“These doctors are parroting the lines of this terrorist organization and employing a tool used by these terrorists, red-tagging, to muzzle the government when we do our duty of clearly and correctly identifying the fronts of this terrorist organization so our countrymen can protect their children, who are the prime targets of the CPP-NPA-NDF, and stop them from joining this terrorist organization where countless numbers of them have lost their lives as violent extremists,” she said.

What the AHC is doing, Badoy said, is to defend the “above-ground organization of the CPP-NPA-NDF that is connected to an underground organization, Makabayang Samahang Pangkalusugan (MASAPA).”

The MASAPA was recently designated by the Anti-Terrorism Council (ATC) as a terrorist organization.

“They pretend to fight for the rights of health workers but in fact, care nothing for them. Their only goal is the same goal as the CPP-NPA-NDF because the AHW and the CPP-NPA-NDF are one and the same and this is the violent overthrow of the government and the installation of communism in our beloved Philippines,” she said.

“In order to achieve that, they recruit members who have no idea that they have joined a terrorist organization. They then agitate them and teach them the deeply wounding language of hate and mistrust toward the government. And when they are ripe for the picking, they are recruited into this terrorist organization,” she added.

Badoy said it is only during the term of President Rodrigo Duterte where underground operations of the communist group through their legal fronts were unmasked.

“The government will no longer be silenced about these noxious terrorist fronts that have stolen what is most precious to us: our children. And we will be more relentless and fierce in yanking off of those masks these terrorists hide behind so they can deceive our children,” she said.

Fearless

Badoy said she would willingly give up her license “if it means it could totally end the long-standing atrocities of the communist terrorist groups”.

“[T]hose days when they could deceive and scare and silence us are long over. I laugh at their faces for trying to scare me with the revocation of my medical license. If I had a hundred medical licenses, I would give it all up if it meant the end of these communist terrorist bastards,” she said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Probing the connection of communist terrorist groups (CTGs) with communities is part of the job of the Philippine National Police (PNP).

What is questionable, according to Jeffrey “Ka Eric” Celiz, a former New People’s Army official,
is the "malicious intent" of a party-list group to accuse government officials and security forces of "red-tagging".

Celiz is the secretary-general of Abante Sentrong Alyansa ng mga Mamamayan para sa Bayan (Sambayanan).

Gabriela Party-list Rep. Arlene Brosas claimed that the Navotas City police were ordered to do community profiling on Sunday to determine the villages that delivered votes for Makabayan bloc members Kabataan, Anakpawis, Bayan Muna, ACT Teachers, and Gabriela during the May 9 polls.

In a statement on Tuesday, Celiz said there is nothing wrong with the police conducting community profiling while Brosas is attempting to cover up the recruitment operations and exploitation activities of the CTG front organizations.


“There is nothing irregular when the PNP, as a law enforcement, public safety, and public order implementor, must conduct intelligence activities and because the Anti-Terrorism Council had already designated the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front) as terrorist organizations operating in the Philippines”.

Celiz said the PNP is only doing its mandate, especially since "Gabriela is one of the identified allies" of the CPP-NPA-NDF.

He said CPP founding chair himself, Jose Maria Sison, disclosed the communists’ ties with Gabriela, ACT Teachers, League of Filipino Students, Bagong Alyansang Makabayan, Kilusang Magbubukid ng Pilipinas, and Kilusang Mayo Uno, among others, and identified them as the “open democratic forces in the Philippines”.

“In translation, they are the front organizations of the CPP-NPA-NDF. That is precisely the reason why the PNP is conducting appropriate intelligence, security-related monitoring, and gathering of information because of this clear existence of facts pointing to the involvement of these organizations with the CTGs,” he said.

Celiz said the PNP should instead be praised for their contributions to curbing communist insurgency.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

The recent report released by the Intergovernmental Relations Body (IGRB) reflected the fulfilled promises of President Rodrigo Duterte to sustain the gains of the comprehensive peace process in the Bangsamoro region.

The IGRB is composed of officials from the national government and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), with Finance Secretary Carlos Dominguez and BARMM Education Minister Mohagher Iqbal as co-chairpersons.

Iqbal, Dominguez, and BARMM officials met with President Duterte at the Palace on Thursday to discuss the second progress report of the IGRB, covering December 2019 to December 2021 where 11 key issues in the first progress report have been addressed.

“This report is a manifestation that President Duterte remains committed to bringing lasting and sustainable peace closer to the Bangsamoro people. He stayed true to his promise of honoring all signed peace agreements,"
Presidential Peace Adviser Carlito Galvez Jr. said in a statement Tuesday.


The concerns included the transfer of properties and assets of offices of national government agencies within the BARMM to the Bangsamoro government; nationally funded programs; Philippine Overseas Employment Administration and Overseas Workers Welfare Administration in the region; participation of the Bangsamoro government in the Al-Amanah Islamic Investment Bank of the Philippines; policing in the Bangsamoro; creation of an inter-agency committee for purposes of inventory; transfer of real properties of the ARMM outside the BARMM; joint exploration, development, and utilization of fossil fuels and uranium; Bangsamoro participation in the national government; establishment of a Shari’ah Supervisory Board and an Islamic Banking Unit within the Bangko Sentral ng Pilipinas; and participation of the Bangsamoro government in the Southern Philippines Development Authority.

Among the major milestones achieved were the turnover of the Cotabato City District Engineering Office to the Bangsamoro government; signing of the Memorandum of Cooperation between the National Commission on Indigenous Peoples and the Ministry of Indigenous Peoples Affairs; creation of a regional office of the Bureau of Local Government Finance; creation of a Philippine Coast Guard District; transfer of management of Bangsamoro historical and cultural sites; inclusion of local government units in the Department of Agriculture's Philippine Rural Development Project and all its four components; audit of mine operations by the Mining Industry Coordinating Council; and funding of state universities and colleges.

Galvez lauded the IGRB for the accomplishments that marked "steadfast commitment marked with mutual trust, respect, and sincerity [that] contributed largely to the smooth and efficient delivery of services to the Bangsamoro people".

Iqbal thanked Duterte for meeting with them during the last days of his presidency, “which we consider one of the most sincere and facilitative administrations, and a friend to the peace process”.

"I can truly and proudly say that he has shown his sincerity in more ways than one with his actions as he fulfilled his promises of supporting the Bangsamoro peace process during his term of office,” he added.

Dominguez said Duterte’s strong support to the peace process enabled them to move in a timely manner towards achieving the ideals set by the Bangsamoro Organic Law.

He thanked the President for having a firm political will to make the Bangsamoro peace process one of his "administration’s priorities".

“There was always trust and goodwill on both sides during the meetings. The progress made by the IGRB is a true testament to what we all can achieve together through close collaboration and strong partnership,” Dominguez said, adding he hopes the next administration will sustain BARMM’s transition into a peaceful and more progressive community.

“In the remaining days of the Duterte administration, we commit to continue working hard to ensure that urgent pending issues are resolved and the transfer of work for this historic initiative with the new government will be seamless,” he added.

Members of the IGRB include Interior and Local Government Secretary Eduardo Año, Defense Secretary Delfin Lorenzana, Cabinet Secretary Karlo Nograles, Energy Secretary Alfonso Cusi, Agriculture Secretary William Dar, Transportation Secretary Arthur Tugade, and Acting Finance Secretary Karl Kendrick Chua, representing the national government agencies.

President Duterte encouraged relevant government agencies to "continue supporting the BARMM to maintain the genuine, sustainable, and long-lasting peace we have worked so hard for”.

“We have taken the first step and now we must push forward to ensure that peace will stand against the test of time and give hope to the coming generation,” Duterte said during the meeting. “We have not only solved and ironed out critical issues in governance but also paired our commitment with upholding human dignity and advancing human welfare in the Bangsamoro.”

At least 385 fighters of the New People’s Army (NPA) have been neutralized in Eastern Visayas since the operationalization of the Task Force to End Local Communist Armed Conflict (TF-ELCAC), a top military official said.

Maj. Gen. Edgardo de Leon, commander of the Philippine Army’s 8th Infantry Division recalled that before the formation of the task force from 2016 to 2018, there were only 102 NPA members killed, captured, or surrendered.

The number of neutralized members of the communist terrorist group has nearly tripled from 2019 to the second quarter of 2022.

Of the 385 NPA members neutralized through the intervention of TF-ELCAC, 257 surrendered voluntarily or through persuasion from local authorities, 65 were killed, and 63 were captured.

“Majority of NPA fighters surrendered because the local government units are active partners in convincing them. Lack of operational expenses and support to families of NPA members causes demoralization within NPA ranks,” De Leon said during the meeting of the regional TF-ELCAC at the Summit Hotel here on Monday night.

In the past three years, 603 members of the Batakang Organisasyon han Partido (BOP), the rebels' mass organization in villages, withdrew their support from the Communist Party of the Philippines (CPP).

Likewise, 7,068 members of the Hul-os na Asosasyong Masa, who used to support the NPA’s armed struggle, disaffiliated from the National Democratic Front (NDF) from 2019 to mid-2022.

The withdrawal of membership from CPP and NDF reduced the flow of money and material resources to the NPA.


These former supporters were formed into 343 people’s organizations provided with livelihood support from the government. They are being tapped as peace advocates in their communities.

De Leon recalled that before the operationalization of the whole-of-nation approach from 2016 to 2018, no village was cleared from threats of NPA. Since 2019, the NPA has been driven away from 320 villages in Eastern Visayas.

“The clearing of affected barangays translated to zero recruitment. Tactical victories were brought about by clearing of affected villages,” de Leon added.

During the period, seven of the nine NPA guerrilla fronts in the region were dismantled. The two remaining fronts are in Samar and Northern Samar provinces.

“Two more guerrilla fronts will be dismantled towards the end of the month. We are optimistic to achieve that since they are now on the verge of collapse,” de Leon said.

The weakening of NPA in Eastern Visayas is a result of a whole-of-nation approach by linking arms between basic service providers from the central government, community participation from the local governments, and the security sector from the military and police.

In support of the fight against NPA, several local government units have formed their local task force (TF)-ELCAC.

President Rodrigo Duterte signed Executive Order (EO) No. 70 on Dec. 4, 2018, which gave birth to the national TF-ELCAC. The directive also institutionalizes a “whole-of-nation approach” to end the decades-old armed struggle.

An improvised explosive device (IED) exploded late Monday at the gate of the city hall compound of Lamitan City, Basilan, the military said.

Brig. Gen. Domingo Gobway, Joint Task Force (JTF)-Basilan commander, said Tuesday no one was hurt in the explosion that occurred around 6:30 p.m. at the front gate in Barangay Maganda.

Gobway said the blast busted a water pipe and caused minor damage to the wall of the city hall.

Investigation showed that minutes prior to the explosion, two unidentified persons riding in tandem on a motorcycle lobbed a bag containing the IED towards the compound of the city hall and sped off.

Both the military and police have tightened security to prevent a repeat of the incident.


No group has claimed responsibility for the incident, Gobway said.

The province of Northern Samar spent only PHP14.44 million of the PHP120 million budget intended for the implementation of the Barangay Development Program (BDP) in six villages previously threatened by the New People’s Army (NPA).

In an update presented Monday night by the Department of the Interior and Local Government (DILG) regional office here, only 12.04 percent of the total allocation has been liquidated as of June 8 with just six months left before the expiration of the budget’s validity.

At least PHP94.53 million have been obligated to the local government, but the utilization remains low, according to DILG. There are still PHP105.51 million unused funds as of early June.


Department of Budget and Management (DBM) Eastern Visayas Regional Director Imelda Laceras reminded the Northern Samar provincial government that the 2021 allotment can only be disbursed until Dec. 31, 2022.

“We only have about six months to go. There must be aggressive efforts to be done. The funds should be used since these were considered for reversion to the National Treasury,” Laceras said.

Major Gen. Edgardo de Leon, commander of the Philippine Army’s 8th Infantry Division said funds should be used within the year since this will affect future proposed funds for conflict-stricken communities.

“The issues on absorptive capacity of local government units are one of the considerations why the PHP20 million allocation per village in 20121 was significantly reduced to PHP4 million in 2022,” de Leon said during the meeting.

Daryl Robin Ong from the Northern Samar provincial engineering office said the local government and contractors came up with catch-up plans to disburse the remaining funds within the year.

“The project has been delayed due to unfavorable weather in Northern Samar. There’s always rain during the early part of 2022. We encouraged contractors to fast-track since the weather has already improved. They have been working day and night,” Ong said.

The BDP seeks to implement 35 projects in six communities in Northern Samar. Civil works some of these projects have started late last year and early this year.

These projects include PHP31.93 million farm-to-market roads, PHP17.49 million water and sanitation system, PHP18.5 million health stations, PHP24.8 million for school buildings, PHP11 million electrification, PHP10.05 million assistance to poor families, and PHP6.22 million agricultural and livelihood training assistance.

Recipient villages are Quezon in Catarman; Calantiao in Bobon; Hitopian, Nagoocan, and Osang villages in Catubig; and San Miguel village in Las Navas town.

The BDP is a flagship program of the National Task Force to End Local Communist Armed Conflict, which was conceptualized to address insurgency by bringing sustainable solutions and basic services to communities in need.

Government forces running after Moro extremists in Maguindanao have stumbled upon improvised explosive devices (IEDs) and other war matériel in Maguindanao’s town of Datu Saudi Ampatuan, the Army here said Tuesday.

Lt. Col. Edwin Alburo, the Army’s 40th Infantry Battalion (IB) commander, said government troops
seized high-powered firearms and explosives during a focus military operation Monday in Barangay Kitapok, Datu Saudi Ampatuan.

Alburo said the soldiers recovered an M16 rifle, bullets, a 60mm mortar projectile, improvised bombs, bomb-making devices, communication sets, and personal belongings of Bangsamoro Islamic Freedom Fighters (BIFF).

Soldiers were hunting down a certain Commander Banjo, a sub-leader of the BIFF Bungos faction, when they found the war matériel in a lair abandoned by the fleeing extremists.


“We will continue to conduct relentless pursuit against this enemy of the state to thwart them in executing any eventualities that will harm our people,” Alburo said.

Major General Roberto Capulong, the Army’s 6th Infantry Division commander, said the recovery of the armaments “is vital in our quest for achieving and sustaining peace and tranquility in our area of operations.”

The Police Regional Office in the Caraga Region (PRO-13) reported on Tuesday the surrender of three New People’s Army (NPA) members who served as food and supply couriers to rebel units in Agusan del Sur.

Monday's surrender of the three insurgents was made possible through negotiations facilitated by the intelligence unit of Agusan del Sur Police Provincial Office (ADSPPO) and the San Luis Municipal Police Station, PRO-13 said in a statement.

“The negotiation is part of the efforts of PRO-13 to fight insurgency and in support of the Whole-of-Nation Approach of the government to end the local communist armed conflict,” PRO-13 director, Brig. Gen. Romeo Caramat Jr., was quoted as saying.

The surrenderers were identified only as "Michael," 26, "Marcos," 25, and "Daisy," 44. They are all residents of San Luis, Agusan del Sur.

They handed over a .3516-caliber revolver, a Smith and Wesson .357 revolver, and a .30-caliber US Carbine M2 rifle.

“They are all members of NPA in the Barrio under the Guerilla Front 88, North Central Mindanao Regional Committee of the NPA,” Caramat said.

He added that the three also acted as rebel informers aside from being couriers

“The Communist Terrorist Group in the Caraga Region will soon meet its end through the continuing and aggressive efforts of the police and the Army,” Caramat said.

He added that the support of the different line agencies and the civilians in communities will further weaken the NPA in the region.

BUTUAN CITY – A pregnant New People’s Army (NPA) combatant recently surrendered to the Philippine Army’s 36th Infantry Battalion (IB) here.

In a statement Tuesday, 36IB said a disillusioned Charmaine Ravelo Coquilla yielded to their unit on June 14.

Coquilla was promised by the communist NPA group an opportunity to earn for her family but this was not fulfilled, the military unit said.

“Coquilla was not allowed to leave as she was threatened with stories of torture for those members who would escape from the movement,” 36IB said.

“Coquilla is left pregnant by her partner Dexter Umba who was killed in an encounter last April 14, 2022,” 36IB said.


Meanwhile, Lt. Col. Michael Rey Reuyan, the 38IB commander, lauded Coquilla's decision to return to normal life.

“The right to live peacefully is a right of every human being. There is no direction in joining the false and forced propaganda of the NPA, especially to the unborn,” Reuyan said.

Coquilla, who is now under the care of the 36IB, will be enrolled in the Enhanced Comprehensive Local Integration Program of the government.

Davao de Oro Governor Jayvee Tyron Uy announced during his end-of-term State of the Region on Tuesday here that his province is now insurgency-free.

“Just last week, I was notified by the Philippine Army that the last remaining members of the Guerrilla Front (GF) 2, the oldest New People's Army (NPA) guerrilla unit in Mindanao, had already left Davao de Oro,”
Uy, the outgoing Regional Development Council chairperson, said.

In fact, Uy said the Provincial Peace and Order Council passed a resolution on Monday (June 20) officially declaring Davao de Oro an insurgency-free province.

He said the dismantling of armed rebel units in the province was the culmination of their long efforts to free the province from insurgency.

“We are happy that in Davao de Oro, no NPA front is present,” Uy said, crediting the achievement largely to the government's “whole-of-nation-approach” in eliminating local armed conflicts.

President Rodrigo Duterte issued Executive Order (EO) No. 70 in December 2018, creating the National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC).

“NTF-ELCAC is indeed effective. Conflict-affected barangays are among its priorities for development,” Uy said.

Meanwhile, Major Gen. Nolasco Mempin, commander of the Army's 10th Infantry Division, said in a press briefing Tuesday afternoon that apart from Davao de Oro, Davao City, Davao del Sur, and Davao Occidental have already been declared insurgency free.

“Hopefully in Davao Oriental, we can achieve it, and we still have one week so that we can declare the entire Davao Region as insurgency-free,” Mempin said.

Former supporters of the New People's Army (NPA) in Barangay San Jose in Licab town, Nueva Ecija province have received government livelihood assistance aimed at making them productive members of society.

Through the collaborative efforts of the Department of Labor and Employment (DOLE), the Army’s 84th Infantry Battalion (84IB), and the local government unit of Licab,
the former NPA supporters belonging to the Communist Affiliated Mass Organization (CAMO) were awarded a mushroom production livelihood starter kit on Monday.

The former communist terrorist group (CTG) supporters are now under the Bagong Pag-asa Farmers Association, a pro-government and registered People's Organization (PO).


Lt. Col. Enrico Gil Ileto, commanding officer of the 84IB, said on Tuesday the livelihood kit consists of one unit shredder machine, one unit repacking machine, four pieces of drums, three dozens of plastic bags, three kilos of rubber bands, 1,000 pieces of fruiting bags, and 18 pieces of PVC pipes.

Maj. Gen. Andrew Costelo, commander of the 7th Infantry Division, commended the 84IB and the local government of Licab for its accomplishment.

“I would like to extend my gratitude to the local government of Licab for the utmost support to our troops and to the former CTG supporters. We are here to embrace you as you start a new and peaceful life, we are glad to help you as you start your new journey with the government,” Costelo said.

The former rebels withdrew their support from the CTG on Aug. 8, 2020, and pledged to support the government in its peace and development initiatives.

Barangay San Jose is also a beneficiary of the Support to Barangay Development Program of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.
