Matod sa NPA-SDS operatib tim, sulod lang sa usa ka minuto human sa panghitabo, nagpabuto-buto ang pulis nga naka-istasyon sa Munisipyo sa Lanuza. Ug pagka alas 7:40 sa gabie, giharas kini sa usa ka tim sa pulang manggugubat nga nagrespondi sa lugar nga nahitaboan. Walay kaswalti sa han-ay sa PNP.

Nirespondi ug nagclearing usab ang AFP human giharas sa NPA-SDS ang pulis. Adiser pa gikuha sa PNP ang patay’ng lawas ni Popoy.

Gawas sa pagka-aktibong asset sa AFP/PNP, aduna usab kaso si Popoy sa pagsurender og mga armas (garand ug M14) gikan sa rebolusyonaryong kalihukan ngadto sa AFP. Ubay-ubay nga kinabuhi ang gibuhis sa kauban ug masa aron lamang makasamit og armas alang sa labaw pang pagpaasdang sa gubat sa katawhan. Maong makatarunganon lamang ang gihimo nga pagsilot sa NPA-SDS kang Popoy.

Red salute and utmost tribute is rendered by the Leonardo Pacsi Command NPA-Mt.Province (LPC), Communist Party committees, and all revolutionary forces in the Montanyosa to Wilfredo “Ka Gigi” Gaayon and Ernesto “Ka Lando” Lucaben, Jr. We mourn and commiserate with the families, kakailian, and friends of Ka Gigi and Ka Lando, as well as to the massess of the Ilocos and Cordillera who loved them so dearly and whom they have wholeheartedly served.

Ka Gigi and Ka Lando were killed in an encounter between a unit of the LPC and the fascist forces of the 54th IB and 72nd DRC of the Philippine Army on September 28, 2021 in Mainit, Bontoc, Mt.Province.

As the contradiction rises between the people and the rulling class due to the worsening socio-economic crisis, especially in the time of pandemic and calamities, Duterte intensified its war against the armed revolutionaries and against the oppressed people in the countryside and in the city and town centers. Duterte reinforced previous counter-insurgency programs to fulfill the dictates of the US imperialist and to bolster his tyrannical rule. He installed the NTF-ELCAC (National Taskforce to End Local Communist Armed Conflict) that placed all agencies and local government units under the control of the military. He enacted the Anti-terror Law as a legal measure to suppress all forms of criticism and opposition. He unleashed waves of Focused Military Operations (FMO) and the cunning Re-tooled Community Support Program (RCSP) that effectively militarized thousands of villages and work places. He took the pandemic as an oppurtunity for a militarist lockdown and to tighten the control over the people while ceiminally neglecting the entire public health system. Duterte braggingly announced his dream to defeat the NPA by 2022, after their failed attempts with the AFP in 2018, 2019 and 2020.

It was in this situation that Ka Gigi and Ka Lando rendered all their skills diligence and strength to advance the national democratic revolution (NDR). They offered a big part of their life in a revolution that upholds the interests and aspirations of the peasants and national minorities, workers, professionals, the small businesses, local industries and national burgeoisie. The NDR, which Ka Gigi and Ka Lando participated in, will put an end to the long history of oppression and exploitation of the Filipino people, and is the only way establish a new society wherein the people holds the political and economic power that ensures that the interest of the majority.

As cadres of the Party and people’s army, Ka Gigi and Ka Lando persistently remoulded to prioritize the interest of the people. They were role models on how to hold tight and carry out the duty to raise the consciousness of the masses, and their determination and capacity to fight.

Ka Gigi and Ka Lando made the highest sacrifice as they offered their last breath in the intensifying people’s war against the rulling class currently headed by Duterte. Their death is truly a martyrdom. As people’s martyrs, they shall never die.

Red fighters of the LPC-NPA successfully harassed troops of the 94th IB twice, first on October 17, 2021 around 2 pm in Barangay Mandapaton, La Libertad, Negros Oriental and on November 9, 2021 around 7 pm in Barangay Amontay, Binalbagan, Negros Occidental. The enemy incurred at least 3 killed in action in the said actions of the NPA.

The 94th IB along with the battalions under the 3rd ID has continued to terrorize the mountainous barangays in Central Negros, especially in Binalbagan, Isabela, Moises Padilla, Guihulngan and Vallehermoso. Recently in Sitio Parkingan, Barangay Trinidad, Guihulngan City, at least a hundred troops of combined forces of the 62nd IB and PNP have hamletted the barangay proper and have imposed strict rules that limit the movement in the locality, even that of barangay officials and tanods. The AFP-PNP are afraid of being attacked again by the NPA, reminiscent of the recent ambush that costed them at least 9 troops and 2 R4 rifles in Quintin Remo, Moises Padilla last November 3.

With their despair to cling to the impossibility to end the armed revolution by 2022, the AFP-PNP resort to threats, red-tagging, harassments, illegal arrests, indiscriminate firing and murder, that target defenseless and unarmed civilians that they then use as cash cows for fake surrenders and encounters.

The LPC-NPA will continue to staunchly defend the well-being of the masses. Their demand for justice from the crimes perpetrated and crisis worsened by the US-Duterte regime cannot be solved by a mere change of an imperialist puppet in Malacanang through reactionary elections. The CPP-NPA and the revolution cannot be defeated while the objective conditions remain exploitative to the majority of the people; it can only grow and flourish instead. Only through the waging of a protracted people’s war through extensive and intensive guerilla warfare based on an ever-widening and ever-deepening mass base can the Negrosanons and the entire Filipino people be truly liberated and a just and lasting peace be attained. ###

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Troops of 50th Infantry Battalion (50IB) overrun a Communist NPA Terrorist (CNT) camp after a 35 minute firefight that resulted to the death of one CNT and recovery of a high-powered firearm in Barangay Bagtayan, Pasil, Kalinga on November 13, 2021.

Troops of 50th Infantry Battalion (50IB) conducted Focused Military Operations against the reported presence of the CNTs in the said place. While moving towards the vicinity of Barangay Bagtayan, the troops were fired upon by more or less 15 members of the terrorist Komiteng Larangang Guerilla (KLG)-BAGGAS. The government forces retaliated and the firefight ensued driving the enemy to scamper in different directions, leaving the body of their dead comrade with his firearm.

50IB recovered one M16 rifle, 2 magazines (1 long & 1 short), 25 rounds of 5.56mm ammunition, one bandolier, transistor radio and other personal belongings as they took control on the CNT encampment.

As soon as the area was cleared from enemy presence, the PNP personnel and SOCO team from Kalinga Provincial Police Office proceeded in the area to investigate and process the scene of the encounter. The cadaver of the dead CNT was immediately brought to barangay Bagtayan and was later turned over to his family after he was identified as Julio Dumalyong alyas Poli from Brgy Tanglag, Lubuagan, Kalinga.

LtCol Melanio E Somera, the Commanding Officer of 50IB thanked the locals for their full support in the fight against the CNTs. “The people of Kalinga are peace loving hence, it is no surprise that they are reporting the presence of the CTGs to the authorities. The 50IB Startroopers will continuously protect the communities against the atrocities of the CTGs.”

Meanwhile, BGen Santiago I Enginco, the Commander of the 503rd Infantry Brigade extended his condolences to the family of the killed CTG member. “It is very unfortunate for Julio Dumalyong alyas Poli to be killed in an encounter. Worst, he was left by the very people that he trusted and treated as his comrades. We appeal to the remaining members of the CTG to surrender to avoid the same fate. Do not waste your lives fighting for wrong ideologies. Lay down your arms and take the opportunities the government is offering you.”

Further, MGen Laurence E Mina, Commander of 5th Infantry Division lauded the accomplishment of the 50IB troops. “I enjoin every Startrooper to remain steadfast to our sworn duty to protect our people. They are with us in this fight to end the insurgency. We should remain united as one Filipino.”

CAMP EVANGELISTA, Cagayan de Oro City – A CPP-NPA Terrorist (CNT) leader was arrested in a joint AFP-PNP operation in Brgy Poblacion, Bayugan City on Sunday night, November 14, as the intensified focus in dismantling the Communist Terrorist Group (CTG) in CARAGA begins.

Joint AFP-PNP forces composed of 30th Infantry Battalion under the 901st Infantry Brigade of the 4th Infantry Division (4ID) together with the different Army intelligence units and the Police Regional Office-13 (PRO13), and Bayugan City Police Office have launched the operation to kick off the campaign to neutralize CNT leaders in CARAGA region.

The arrested CNT leader is identified as Gelan Ybanez alias Weng, the Commanding Officer (CO) of Sandatahang Yunit Pamproganda 16B (SYP16B), Guerilla Front 16 (GF16) of the North Eastern Mindanao Regional Committee (NEMRC).

Seized by the AFP and PNP troops from alias Weng’s possession are a Cal.45 ACP pistol and a fragmentation grenade.

Alias Weng was arrested by virtue of a warrant of arrest (WOA) with Criminal Case No. CR-17-181 to CR-17-183 in violation of Sec. 4 (k) 1 of R.A.9208 as amended by 10364, issued by 10th Judicial Region Branch 34, Cabadbaran City, Agusan del Norte with no recommended bail.

In a statement, Major General Romeo S Brawner Jr, Commander of the 4ID, commended the arrest of the 30IB under Lt Col Charles Callanta and the 901st Brigade under BGen George Banzon, together with the Army and PNP intelligence units that tirelessly tracked down the said CNT.

He added that the 4ID is fully committed to finish off the CTG in the AOR after the series of major accomplishments in Misamis Oriental and Bukidnon provinces in Northern Mindanao region which led to the demise of Ka Oris, one of the leaders.

“The arrest of Alias Weng is only the beginning of the AFP-PNP’s pivot, targeting the CNT leaders and dismantling the CTG in CARAGA region. We shall utilize our full might and all available resources to end the CTG’s atrocities and abuses against our people,” MGen Branwer Jr said.

“There is still time for the remaining CTG leaders and members to lay down their arms and avoid being arrested or killed as the Army will be relentless in tracking and hunting them down. They can avail of the government’s reintegration program, the E-CLIP, so that they can return safely to their families and start their lives with better opportunities,” MGen Brawner said.

“Armed struggle is futile and definitely not the solution to our problems. Hence, I urge the CPP-NPA-NDF to stop pestering our communities. This only aggravates the hapless situation of our people who needs peace and development programs more than ever. Give them peace,” MGen Brawner Jr stated.

The arrested CNT leader is now in the custody of RID-PRO13 for proper disposition.

November 15 2021, Kuta Heneral Teodulfo Bautista Jolo, Sulu – Thirteen Abu Sayyaf Group (ASG) members formally return to the folds of government yesterday at 1103rd Infantry Brigade (1103Bde) Headquaters in Brgy Bon-Bon, Patikul, Sulu.

1103rd Bde Commander BGen Benjamin G Batara identified the former bandits as Ladok Alih Alina, Alkaiser Faisal Ladjahali, Bennajar R Jalmaan, Asaral Sakandal Asorani, Almujir Naning Salammudin, Juli Ansa Uppih, Randimar Isa Kiram, Makrim Jumhala Habbisi, Hakem S Asanji, Aisari M Sadri, Tista Juhurim Hussien, Sibar Juhurim Hussien and Jabir Sahi Nuni. They also turned over ten M1 Garand Rifle, two M16 rifle, one M79 GL with one round 40mm ammo and one 9mm pistol.

“They came from various armed groups. Some were under ASG leader Radullan Sahiron others from the groups of late Hatib Hajan Sawadjaan, late Amah Ullah, late Alhabsy Misaya, Idang Susukan, late Muammar Aalaki and late Hairulla Asbang,” said BGen Batara.

The returnees handed over their fire arms to Patikul Mayor Kabir E Hayudini and 11th Infantry Division Commander MGen William N Gonzales.

One of the returnees is 37-year old Tista Juhurim Hussein of Brgy Pansul Patikul, same province. In an interview, he shared that his deceased father, Juhurim Hussein, was the right hand of Sahiron.

“Doon na po ako lumaki sa ASG. Sinasama ho ako ng tatay namin sa bundok kaya halos Pansul at mga bundok lang ho sa Patikul ang nalalaman ko. Sabi ho dati ng tatay, kapag kami ay lumapit sa sundalo, papatayin lang kami. Pero ngayon ho nandito ako, nakikipag-usap ng maganda sa mga sundalo at kay Mayor, panatag na talaga ang loob ko. Ayaw na po naming lumaban. Parang hindi ko na po nakikitaan ng katuturan ang pakikipagpatayan, pare-pareho naman ho tayong Pilipino,” Tista said.

According to him, it is his and his brothers first time to step into the town of Jolo just a few days ago.

During his speech, Mayor Hayudini committed his full support for the returnees present. “Bilang ama ng Patikul, Tuwang-tuwa ako na nagbalik na kayo. Kasama sina BGen Batara at si MGen Gonzales inaayos na natin ang Patikul. Mayroon tayong Balik Barangay, kasama kayo doon.”

For his part, MGen Gonzales commended the efforts of 32nd Infantry Battalion, 6th Special Forces Battalion and 45th Infantry Battalion, all under 1103Bde, for facilitating the surrender of ASG members. He also assured the returnees that they will continuously receive assistance as they transition to a life of peace.

“Marami kaming handang tumulong sa inyo, mga miyembro ng Municipal Task Force in Ending Local Armes Conflict at iba pang mga non-government organizations. Inaasahan ko na tutulong din kayo. MAWAB, DAVAO DE ORO – The Basic Military Training (BMT) for the 10th Infantry AGILA Division’s quota for Special Enlistment composed of three hundred (300) privates formally commenced here at Sgt Demerin Grandstand, Camp General Manuel T Yan Sr., Brgy. Tuboran, Mawab, Davao De Oro today, November 15, 2021.

Among the 300 individuals, 32 are females and 268 are males. It is also noteworthy that out of the total, 109 of them are Indigenous People. Also, the Special Enlistment form the Candidate Soldier Course (CSC) Classes 698 and 699 of 2021 and be expected to graduate after sixteen (16) weeks of training.

Secretary Allen A Capuyan, the Chairperson of the National Commission on Indigenous Peoples (NCIP) and at the same time the Executive Director of the National Task Force in Ending Local Communist Armed Conflict (NTF-ELCAC), graced the event as the guest of honor and speaker.

“Kung babalikan ko ang nakaraan, babalik pa rin ako, kasi if there’s one thing na napakagandang experience ng isang mamamayan, ay yung e give-up niya nag kaniyang freedom for the sake of the country.” Sec Capuyan said referring to soldiery.

Moreover, he also reminded the privates that it is a privilege to become a member of the Armed Forces of the Philippines (AFP) and further encouraged everyone to aspire to perform their best in their every activity.

“Make it personal, that the ancestral domain be finally liberated from the lies, deception and fears created by the Communist Party for the last 50 years,” he added.

During the ceremony, Secretary Capuyan was received by Colonel Consolito P Yecla, the acting Division Commander of 10ID.

November 15, 2021 Kuta Heneral Teodulfo Bautista – Last Saturday, 104 women, all once caught in conflict, formally graduated from the Sinagtala Weaving Program at the 4th Marine Brigade Headquarters in BrgyTanduh Bato, Luuk, Sulu.

According to Sinagtala Co-Founder and Executive Director Jamela Alindogan, this program is focused on capacity building and psychosocial healing. “Our students come from the most marginalized sector in Sulu – almost all of them are widows, daughters and wives of slain militants and surrenderors from groups like the MNLF, MILF, and the Abu Sayyaf Group. We’ve done this in Marawi and it’s a humbling experience to be able to do this again in Sulu. Thanks to the improved security situation, the province is stable enough for volunteers to go in and out and be able launch and implement sustainable projects.”

Sinagtala is a non-profit organization whose vision is to bring sparks of hope to communities living in conflict and challenged areas. In Sulu, they deploy a project officer who works in tandem with the military and local government officials. One of these officers is DrPutliRhaiyan M Pulalon. She is half Tausug who is married to an army officer. The couple is based in Cotabato but has been in Sulu since the start of the project last June.

“Ang problema ng armed conflict, umaabot yan sa bahay. Naapektuhan ang buhay ng bawat miyembro ng pamilya, ng mag-asawa at ng mga anak. Kaya nandito kami, pinagsisikapan namin na ipaintindi ang kapangyarihan ng smallest unit ng society, ng pamilya – na maaring dito mag ugat ang kapayapaan. Atkapag sinabing pamilya, napakalaking papel ang ginagampanan ng isang babae, mapa bilang isang asawa o isang anak. Kumbaga lahat tayo may role sa peace building,” said Dr. Pulanon.

Dr. Pulalon worked with master weavers from the municipality of Parang to teach the intricate art of paghahablon (weaving). They weaved handkerchiefs, pisyabit (traditional scarf), table runners and other textile products. According to Dra Pulalon, each student had clocked-in 120 hours each of weaving training, psychosocial and art therapy sessions. Also, they conduct group sharing, art therapy, and other social activities aimed at helping them recover from their common struggle.

“Yung iba nagugulat na ‘ah pwede pala kami mag kwentuhan, pwede pala kaming sumayaw, pwede pala naming mapasaya ang sarili namin’. Ganitong klase yung mga realization nila. Nakakapagod itong ginagawa namin, pero yung makikita na nagbabago yung pagtingin nila sa buhay – sobra-sobra ang saya ko,” Dr Pulalon notes.
Because of this, she was able to connect to the locals on a personal level. One of the graduates of the weaving program is 17- year old Arsalyn Abdulla (not her real name). She is a daughter of an Abu Sayyaf Group member who died in an encounter at Panamao on 2019.

“Noong namatay po si papa grabe ang galit ko. Galit ako sa sundalo dahil namatay si papa ko. Galit na galit din po ako sa ASG dahil iniwan po nila si papa. Para po akong nawala sa sarili ko. Hanggang sa dito po sa Sinagtala ipinaliwanag sa akin na hindi ho maganda ang magtanim ng sama ng loob. Naiintindihan ko na rin po na ginagawa lang ng mga sundalo ang trabaho nila, kaya hindi ko na po inisip na maghiganti. Kung magtanim po ng sama ng loob at mahiganti, uulit-ulit lang po. Hindi ho matatapos ang giyera,” Arsalyn said in an interview

“Sana lang po, ang iba mabuksan din ang isip na lagi pong may buhay po sa labas ng ASG. Hindi ho masasamang tao ang papa ko, hindi ko ho alam kung bakit yun po ang naging kapalaran niya pero magaan na po ang loob ko ngayon. Nawala na po ang galit sa puso ko at naniniwala na po ako na may pag-asa. Tiwala lang po sa kabutihan ng mga tao at kay Allah,” Arsalyn added.

Through Sinagtala, Arsalyn and the rest of the weavers are set to undergo packaging and product development training next year.

Joint elements of Joint Task Force Zamboanga and the police conducted a buy-bust operation relative to violation of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act at La Terazza Hotel, Gov. Camins Avenue, this city in the wee hours of November 14, 2021. This resulted in the apprehension of an Army corporal and two civilians.

Corporal Alkhaizer Balboa, 36 years old, married, and a resident of Sinunuc, Zamboanga City; Rodolfo LLenado, Jr., 37 years old, also a resident of Sinunuc; and Remar Hadjiri, 43 years old, and a resident of Upper Calarian, this city were caught having in possession several government-issued firearms and ammunition. Confiscated by the operatives were two Colt M16 rifles, one M60 Machine Gun, one M653 rifle, one Colt MKIV cal. 45 with one inserted magazine assembly loaded with seven cal. 45 live ammunition, one Swissvale cal. 45 pistol, 14 boxes containing cal. 5.56 live ammunition, one dusted brown envelope containing 800 PhP1, 000.00 bills (buy-bust money), 74 cal. 45 empty shells, one ammunition case, one magazine assembly for cal. 45 loaded with six live ammunition, and one ammunition box.

Based on the report, a test buy operation was conducted on November 2 which attested to the illegal activity of Corporal Balboa. His movements have been monitored since then until the follow-up operation early this morning.

According to Maj. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command, impartial investigation and due process will be observed. “If proven guilty, stiff penalties will be meted out to the soldier who committed the crime. Soldiers are the defenders of the people and the state, hence, anyone who violates the law has no place in the ranks of the armed forces,” the commander stated.

Camp Navarro, Calarian, Zamboanga City – November 15, 2021

The Western Mindanao Command participated in a medical mission initiated by the local government of Hadji Muhtamad on November 13, 2021. The activity benefitted more than a thousand residents of Barangay Sangbay Big, Hadji Muhtamad, Basilan.

Locals availed of the free medical and eye check-ups, minor surgery, circumcision, malaria screening, and libreng gupit. Free medicines were also offered by the team.

Of the various services offered, 500 residents received hygiene kits, 100 kids were given toys, 300 received goodies, 127 availed of the medical check-up, 93 had their eyes checked, 67 were circumcised, and six underwent minor surgeries. In addition to this, 300 residents also participated in the feeding program.

The outreach program was made possible through the participation of other military units and civic organizations including the Naval Forces Western Mindanao, 101st Infantry Brigade, Civil-Military Operations Unit-Western Mindanao, KIWANIS International, Integrated Resource Development for Tri-People (IRDT), and Rotary International. The WestMinCom Team was led by Col. Wendell Basat, the Assistant Chief of Unified Command Staff for Civil-Military Operations.

The activity was a success and, with grateful hearts, the people of Sangbay Big sent the team away with their warmest smiles. Barangay Chairman Zaldy Ahmad said his message of gratitude on behalf of all the beneficiaries. “We are grateful that you chose our barangay to be the recipient of this outreach program,” he said.

Meanwhile, Hadji Muhtamad Mayor Nerwelyn Mansul said, “Despite the unpredictable weather, the event was a success. I thank everyone who participated in this medical mission. You are all instruments of goodwill and you all touched the hearts of my constituents. I am looking forward to working with all of you again soon”.

Medical mission is one of the programs under the civil-military operations of the Western Mindanao Command which aims to promote peace and gain support from the people.

“With our sense of commitment and willingness to serve, we offer our time and expertise to render basic services and uplift the quality of life of the people in the far-flung communities. This is also our way to reach out to them and send the message that they can always trust and rely on the armed forces,” said Maj. Gen. Alfredo Rosario, Jr., Commander of the Western Mindanao Command. “Rest assured that we will continue to work alongside our partners to help the people of Mindanao while we remain steadfast in pursuing the remaining members of the different threat groups in our area of operation”.

CAMP SIONGCO, Maguindanao – Two (2) members from the Local Terrorist Group – Bangsamoro Islamic Freedom Fighters (BIFF) reunited with their families after they decided to abandon extremism and live normal lives as they surrendered on November 6, 2021, at Brgy Salunayan, Midsayap, North Cotabato.

Their surrender was a joint effort of the Local Government Unit of Midsayap, Midsayap PNP and 34th Infantry Battalion, 6ID, PA.

“This only proves that the security landscape in the area of Midsayap is changing and that the residents of Midsayap want to live peacefully,” said Ltc. Eduardo Vilchez Jr., the Commanding Offcier of 34th Infantry Battalion.

One of the surrenderers said “Gusto ko lang mabuhay ng tahimik at makasama ang aking Pamilya”, which urged them to surrender and present themselves at the Headquarters of 34IB.

The two former combatants were accompanied by Commander Abdullah Dhats, Field Commander 105th BC, BIAF-MILF, and brought along with them their respective firearms which include two (2) homemade 7.62mm Barret rifles and two (2) magazines with six (6) live ammo.

Major General Juvymax Uy, Commander of 6th Infantry Division and Joint Task Force Central lauded the troops in their continuous efforts of bringing in former combatants to the folds of the government.

“Through the continuous efforts of the Local Government Unit of Midsayap and government security forces which are being operationalized by our line units and now proven effective since more members of the BIFF are now deciding to surrender.”

Maj. Gen. Uy added. He then further reiterated his call to the remaining members of the BIFF to return to the folds of law as the government has numerous programs in helping them start their new lives.

Retired Lieutenant General and former National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) spokesperson Antonio Parlade Jr is seeking the presidency for the upcoming 2022 elections.

On Saturday, November 13, Katipunan ng Demokratikong Pilipino (KDP) presidential aspirant Antonio Valdez put Parlade as his substitute. Valdez filed his withdrawal of candidacy at the Commission on Elections (Comelec) office in Manila, and indicated that Parlade would be his substitute.

In a phone interview with Rappler, Parlade said he has yet to talk to the KDP regarding the substitution.


Valdez, a former undersecretary of the Department of Education, filed his candidacy for president in October as an independent. However, under the Comelec rules, independent aspirants are not allowed to be substituted.

This rule was reiterated by Comelec spokesperson James Jimenez in a tweet on October 8.

Parlade is known for his notoriety of red-tagging organizations, individuals, and even celebrities. In early 2021, senators recommended removing Parlade as the NTF-ELCAC’s spokesperson.

On March 10, the Senate adopted a committee report recommending the removal of Parlade due to "potential conflict between the policies of NTF-ELCAC and the mandate of the security sector by engaging a spokesperson who does not hold concurrent mandates in the security forces."

Days before Parlade’s retirement from military service, he resigned as anti-insurgency spokesperson. Parlade also served as the commander of the Armed Forces of the Philippines Southern Luzon Command.

However, in September, President Rodrigo Duterte appointed Parlade as the deputy director-general of the National Security Council.

There were at least two red-tagging complaints filed against Parlade before the Office of the Ombudsman. One of the complaints invoked the anti-graft law, while the other one invoked the International Humanitarian Law.

Parlade claimed that the KDP already moved to settle its records with the Comelec, which listed KDP's aspirants as independent in its tentative list of candidates in October.

The Philippine National Police (PNP) on Monday, November 15, claimed that the arrest of women’s rights advocate Ma. Salome “Sally” Ujano was a result of lawful implementation of a warrant of arrest.

“Let me emphasize that this arrest is, foremost, the result of a lawful implementation of a Warrant of Arrest issued by judicial authorities, and her affiliation with the CPP-NPA-NDF (Communist Party of the Philippines-New People’s Army-National Democratic Front) may have been incidental to the criminal case she is accused of,” newly appointed PNP chief Police General Dionardo Carlos said in a statement.

Based on the PNP’s report, Ujano was arrested by joint forces of local police units at 10 am on Sunday, November 14. She was arrested in Barangay Mabolo in Malolos City in Bulacan through a warrant of arrest issued by Judge Virgilio Alpajora of Regional Trial Court Branch 59 in Lucena City for the crime of rebellion.

However, the warrant dated June 28, 2006, was issued almost 15 years ago. The case stemmed from the alleged involvement of Ujano in the ambush of two military personnel in Quezon Province in 2005.


In a Facebook post by Sally’s daughter, Karla said that the case was not valid because her mother was serving as executive director of Women's Crisis Center in 2005.

“Walang batayan ang nasabing kaso dahil noong 2005 ay aktibo siyang naglilingkod bilang executive director ng Women's Crisis Center. Wala siyang kaalam-alam sa kaso na wala man lang pinadalang impormasyon sa kanya,” Karla said in her post. (The said case filed in 2005 has no basis because he was actively serving back then as executive director of Women’s Crisis Center. She doesn’t know anything about the case because no information was given to her.)

In a statement, rights group Karapatan condemned Ujano’s arrest and said that the PNP was lying to justify Ujano’s arrest.

“Nothing is more audacious than the PNP commending themselves for the unjust arrest of Ujano by reviving an old baseless charge, and labelling her as a most wanted person who has eluded arrest for 15 years. In fact, various organizations that she has worked for the last two decades attest that she has been active and present in the public eye all these years. The PNP is making an utter lie to justify her unjust arrest,” Karapatan Secretary General Cristina Palabay said.

WomanHealth Philippines, a nongovernmental organization focusing on women’s rights, also blasted Ujano’s arrest and said “common sense” must prevail.

“Common sense and justice must prevail. We call for the immediate release of Sally and an end to the harassment and persecution of women human rights defenders,” WomanHealth Philippines national coordinator Ana Maria Nemenzo also said in a statement.
 
According to the PNP, a personal nurse was given to Ujano to closely monitor her health since she is already a senior citizen.

Ujano is the national coordinator of the Philippines Against Child trafficking since 2008. She served in the Women's Crisis Center as mobilization officer from 2006 to 2007, as executive director from 2000 to 2006.

The Philippine Navy (PN), the military’s naval warfare service, said on Monday, November 15, it held a joint maritime exercise with Japanese vessels over the weekend.

According to the Navy, its frigate BRP Jose Rizal conducted passing exercises (PASSEX) with Japan Maritime Self-Defense Force (JMSDF) vessels JS Kaga (DDH-184) and JS Murasame (DD-101) on Sunday, November 14, in waters off Subic, Zambales.

“Said PASSEX aimed to practice cooperation and increase operational readiness between the PN and JMSDF,” the Philippine Navy said in a statement.

The visit of Japanese vessels is part of the JMSDF Indo-Pacific Deployment Fleet port call, which ran from November 12 to 14. According to the Navy, the exercise was beneficial to the development of the Navy’s capabilities.

“The Philippine Navy's participation in these exercises demonstrated its commitment to furthering ties with partner navies while allowing capacity enhancement for its personnel through experiential learning with modern navies,” the Navy added.

In July this year, the Philippines and Japan held its first joint air force exercises. The air-to-air bilateral training, which focused on humanitarian and disaster relief, took place from July 5 to 8 at Clark Air Base in Pampanga.

Japan also shares the same experience with the Philippines with regards to maritime tensions with China. In the East China Sea, Japan has been administering Senkaku (Diaoyu) Islands since 1895, but China started to claim it in the 1970s up to the present.

Aside from that, Japan also helps in the Philippine military’s modernization. According to a report by the Philippine News Agency, the defense department signed a contract with Japan for an air surveillance radar system amounting to $103.5 million.

The Philippines also has an existing defense agreement with Japan signed on February 29, 2016. The pact allowed the transfer of defense equipment and technology from Japan to the Philippines.

The proposed development of the Philippine Coast Guard (PCG) Academy on a 200-hectare land tract in Barangay Apurawan in Aborlan town will improve the province’s maritime security, according to 3rd District Rep. Gil Acosta Jr.

House Bill No. 4161, which he filed in the House of Representatives in 2020, is a strategic move to construct a marine security unit in Apurawan, given the province’s land extent, Acosta said in Palawan News’ newest social media talk show The Profile on Saturday.

He also said that having their own academy where they could conduct all of their training and activities would be beneficial to PCG.

“We filed the bill for the PCG to have a training center facing the WPS, especially in Apurawan, to have a watchdog there because of the problem in Palawan [ay napakalaki]. Because [ang] PCG ngayon ay walang training facility, nakikigamit lang sila. So we proposed to build a training facility for all the PCG to train here in the province of Palawan,” he said.

Acosta further said that all PCG assets will be accessible to WPS, which will increase maritime security patrol activities in the region.

Given the ongoing development in the West Coast area of Puerto Princesa City and Aborlan, it would also be helpful to the locals.

“We have a specific structure facing the WPS in Apurawan. Kapag naglagay ka ng structure, the asset of PCG will be there. Malaki ang bentahe para sa province of Palawan, especially right now kung makapunta kayo sa Apurawan at Culandanum in the west area of 3rd District talagang napakaganda na may signal na, wala nga lang kuryente,” he said.

Former PCG commandant Adm. George Ursabia Jr. explored the area for their PCG Academy proposal earlier this year.

“The PCG is considering Apurawan, Aborlan as the primary location of the project. Since it has been a long goal of this agency to have an academy we can call our very own,” he said in a letter addressed to Governor Jose Alvarez.

He also said that they considered the area as feasible for the establishment of the facility based on the series of meetings of the PCG Academy Steering Committee and Technical Working Group.

The PCG uniformed service is attached to the Department of Transportation and Communication (DOTC) in accordance with Republic Act (RA) 9993 or the PCG Law of 2009 amended by RA 5173.

“Based on the thorough discussion and careful deliberation, the committee found out that Aborlan, Palawan is deemed to be a more feasible, sustainable, and acceptable location in terms of both physical and strategic location,” Ursabia said

Following Acosta’s bill filing, the provincial board issued a resolution encouraging the PCG to explore establishing the academy in the province in 2020.

The heroics of slain Philippine Army soldier Corporal Frederick Villasis will be featured by television program “Magandang Gabi Pilipinas” in the government-owned channel PTV4.

The production team of the program brought several actors to Tapaz, Capiz last week to shoot scenes in Barangay Lahug.

Among the actors were Jerome Ponce, Neil Coleta, Martin Escudero, and Mon Confiado.

Photos of the actors in Philippine Army uniform were shared on Facebook. It was unclear who among them was assigned to portray Villasis whom rebels shot to death in August.

Mayor Roberto Palomar was seen accompanying the actors and “Magandang Gabi Pilipinas” program producer/director Caesar Soriano.

It was unclear when “Magandang Gabi Pilipinas” would broadcast its feature on Villasis.

Villasis, assigned at the 12th Infantry Battalion (12IB), was the leader of the Philippine Army “left-behind” force when their Community Support Program (CSP) in Barangay Lahug ended in March.

CSP is a people-centered program to bring peace and development to conflict-affected barangays. It brings the government closer to the people through the immediate delivery of basic services.

On Aug. 11, 2021 while on his way to the town’s municipal hall with two other village officials to follow up on development projects for the barangay, the soldier was snatched by a group of New People’s Army (NPA) rebels.

He was later fatally shot three times with his hands tied behind his back.


“You showed no mercy in killing my husband. We have two small children,” cried Shella Villasis, directing her indignation to the NPA.

The Villasis couple had an eight-year-old daughter and a three-year-old son.

Shella described the 33-year-old Villasis, who entered the military service in 2012, as dedicated to his work, a caring husband and a loving father.

A former rebel delivered her firstborn safely at the Amas Provincial Hospital in Kidapawan City, North Cotabato on November 12.

The mother and her partner surrendered to North Cotabato Second District Rep. Rudy Caoagdan on October 6 as they were anticipating the birth of their first child.

Lieutenant Colonel Ezra Balagtey, 39th Infantry Battalion commander, said the couple and their baby have been provided with care.

Balagtey said the former rebels said they left the outlawed movement so that they can provide their baby with better lives.

They have been provided with food and other essentials so that they could start their new lives, the report added. The Provincial Social Welfare and Development Office of North Cotabato also paid the hospital bills.

The mother also thanked those who have helped them. “I cannot thank you enough for all the help you have given me for my healthy pregnancy and labor. I did not have any regrets surrendering for I know the government today has a big heart for the people like us,” she said.

Joint police and military operatives have arrested three men, including a soldier, in an entrapment operation involving the sale of firearms and ammunition in this city, officials announced Monday.

Brig. Gen. Florence Ortilla, Police Regional Office (PRO-9) director, identified the arrested suspects as Cpl. Alkhaizer Balboa, 36, assigned at Camp Enrile, this city; and his two cohorts as Rodolfo Llenado Jr., 37; and Remar Hadjiri, 43.

Ortilla said the three were arrested in an entrapment operation around 1:30 a.m. Sunday at a hotel along Gov. Camins Avenue, Barangay Canelar, here.

Ortilla said confiscated from the suspects were government-issued firearms and ammunition that included two M-16 Armalite rifles, one M60 Machinegun, one M653 rifle, two .45-caliber pistols with ammunition, 14 boxes of caliber 5.56 live ammunition, empty shells, ammunition box, gun parts, a pick-up truck, and PHP800,000 marked money.


He said the entrapment operation was launched following days of surveillance on the illegal activity of the suspects.

The suspects were taken to the Criminal Investigation and Detection Group (CIDG) in Region 9 (Zamboanga Peninsula) for the filing of appropriate charges against the suspects.

Maj. Gen. Alfredo Rosario Jr., commander of the Western Mindanao Command (Westmincom), said impartial investigation and due process will be observed.

“If proven guilty, stiff penalties will be meted out to the soldier who committed the crime. Soldiers are the defenders of the people and the state, hence, anyone who violates the law has no place in the ranks of the armed forces,” Rosario said.

CAMP S.K. PENDATUN, Maguindanao/BUTUAN CITY – All police offices in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have been directed to intensify their campaign against loose firearms and prevent its proliferation in connection with next years’ national and local polls.

Brig. Gen. Eden T. Ugale, BARMM police director, issued the directive Monday after police authorities in South Upi, Maguindanao arrested three individuals and seized five loose firearms during a joint law enforcement operation with military troopers over the weekend.

“As early as this time, we are intensifying operations against loose firearms in preparation for the 2022 polls,” Ugale said.

Ugale said the police were to serve warrants of arrest against Nashor Wahab Omar for frustrated murder charges in his rented house in Barangay Biarong around 5 a.m. Sunday but managed to escape, leaving behind his three cohorts.

“The three suspects were seen carrying firearms without licenses and are considered loose guns,” the police official said.

Those arrested were identified as Basit U. Kamid, Asrad O. Sultan, and Tulondatu A. Omar, who were caught with firearms consisting of a Bushmaster rifle, an M16 A1 rifle, a 9mm pistol, two .45-caliber pistols, and various ammunition.

The arrested individuals, now detained at the South Upi police detention cell, are facing charges for violation of Republic Act10591 or the Comprehensive Firearms and Ammunition Regulation Act.

Ugale said police forces and units are poised for tougher and more coordinated operations against wanted persons and owners of loose firearms who are potential perpetrators of election-related violence.

“The intensified campaign is to prevent armed men with loose firearms to end up as private armed groups or security escorts of political candidates,” he said.

Caraga

Authorities in the Caraga Region on Monday said they are also intensifying their drive against loose firearms ahead of the 2022 local and national elections.

PRO-13 (Caraga) Director Brig. Gen. Romeo Caramat Jr., in a statement, said the conduct of their operations against loose firearms continue in the areas of responsibility of the different police stations and units in the Caraga Region to ensure the peaceful and orderly conduct of polls next year.
“The aggressive campaigns against loose firearms aim not only to target individuals, gangs and groups with unlicensed firearms, but also to prevent goons and loose guns from being used for violence as we prepare for a safe and peaceful 2022 election,” Caramat said.

Data provided by the PRO-13 said a total of 1,525 loose firearms have already been confiscated in the region from January to November this year.

Of the total number of loose firearms seized, 830 were voluntarily surrendered to the different police stations and units in the area.

The drive against loose firearms during the period also resulted in the arrest of 374 individuals, the PRO-13 data said.

Caramat also announced on Monday the turnover of seven loose firearms from the different towns in the province of Agusan del Sur.

The PRO-13 chief identified individuals who voluntarily surrendered their loose firearms on Sunday (Nov. 14) as Joselito Beloan Lumacang, Sta. Josefa town, Ronald Duero Gentio of Trento, Edgar M. Soco of Prosperidad, Marky A. Asita of La Paz, Johnny Rosero Casal of Loreto, Carlito Labao Maasin of Rosario, and Ariel Suglano of Bayugan City.

“They separately handed over to different police stations five improvised shotguns without serial numbers and without ammunition, and two .38 caliber revolvers without serial numbers and ammunition,” Caramat said.

He added that the surrender of the firearms is the result of the continuing information drive of the Agusan del Sur Police Provincial Office that encourages residents to surrender their unlicensed firearms to avoid being arrested and prosecuted.

A top commander of the communist New People’s Army (NPA) was arrested by joint military and police forces in Bayugan, Agusan del Sur, the Army in Northern Mindanao said Monday.

In a statement, the Army’s 4th Infantry Division (4ID) identified the arrested NPA leader as Gelan Ybanez alias Weng, the commander of the Sandatahang Yunit Pampropaganda 16B of the NPA Guerrilla Front 16 under the North Eastern Mindanao Regional Committee.

Ybanez fell to the operating units of the Army’s 30th Infantry Battalion under the 901st Infantry Brigade, and the Police Regional Office in Caraga (PRO-13), and Bayugan police on Sunday evening in Barangay Poblacion, Bayugan City.

The apprehending officers also confiscated from Ybanez a .45-caliber pistol and a fragmentation grenade.

The suspect has a standing arrest warrant issued by the Regional Trial Court Branch 34 in Cabadbaran City, Agusan del Norte for violation of Sec. 4 (k) 1 of Republic Act 9208 as amended by 10364, or the Expanded Anti-Trafficking in Persons Act.


"The arrest of Alias Weng is only the beginning of the AFP-PNP's (Armed Forces of the Philippines – Philippine National Police) pivot, targeting the CNT (Communist NPA Terrorist) leaders and dismantling the CTG (Communist Terrorist Group) in CARAGA region. We shall utilize our full might and all available resources to end the CTG's atrocities and abuses against our people,” said Maj Gen. Romeo Brawner Jr., the 4ID commander.

The armed struggle being espoused by the NPA, he added, is not the solution to the problems of the country.

“Our people need peace and development programs more than ever. Give them peace,” Brawner said.

He also urged the remaining NPA leaders in Caraga to lay down their arms and avoid being arrested or killed in encounters.

“The Army will be relentless in tracking and hunting them down,” Brawner said, adding that the newly-arrested NPA commander was already handed over to PRO-13 for proper disposition.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front, meanwhile, has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973.

Slashing the 2022 budget of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) from PHP24 billion to PHP 4 billion would have a heavy blow to government efforts against insurgency and to the provinces relying on the Barangay Development Program (BDP), a governor in the Davao Region said Monday.

In an interview, Davao de Oro Governor Jayvee Tyron Uy said the people residing in former lairs of the New People’s Army (NPA), would eventually lose hope and possibly lose their trust in the government if the BDP will not push through, following the Senate Committee on Finance's decision to cut the NTF-ELCAC's budget for 2002.

“It is very unfortunate that these senators allow this [cutting down of budget] to happen. I reiterated to our senator friends especially Senator Angara that this is a big blow to the local government units (LGUs),”
Uy told the Philippine News Agency.

A hallmark program of NTF-ELCAC with the end goal of bringing development to former conflict-prone communities, the BDP is part of the government‘s whole-of-nation approach
in fighting the insurgency by the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) in the countryside.


The program aims to eradicate the root causes of the insurgency, poverty, disease, lack of education and opportunities, and social injustice in far-flung communities across the country identified to have been influenced by the communist ideology.

To achieve this, the BDP provides a grant of funds to identified NPA-cleared barangays to implement community-driven socio-economic development projects to former conflict-affected communities.

Uy urged senators to visit former conflict-affected areas in the Davao Region which are now cleared of insurgency and see for themselves how the BDP transformed them into peaceful and developed areas.

Under Republic Act 11518 or the 2021 General Appropriations Act, the national government appropriated PHP16.44 billion for the implementation of various development programs and projects for the 822 insurgency-cleared barangays in the country, including 215 villages in the Davao Region, this year.

The 215 barangays - 82 are from this city, 65 in Davao de Oro, 32 in Davao Oriental, 23 in Davao del Norte, eight in Davao del Sur, and five in Davao Occidental - will be given PHP20 million worth of funds each under the BDP.

“We hope that you will realize its impact not just in the provinces or LGUs but on the national scope. It will have a big impact on national security. Once insurgency will end, then we can focus on the external security threats of the country as long as internal conflict with CPP-NPA-NDF will be resolved,” Uy added.

He added that Davao Region has more than 20 NPA fronts, 15 of which have already been dismantled.

“We are seeing a decline of influence by the dismantling of more than 15 fronts and we only have around six or seven fronts and we targeted to clear it by 2022,” Uy said.

He emphasized that projects under the BDP are identified by people from the barangay themselves and not by the provincial or local officials.

“I am begging our senators to look at the situation. I’m not speaking only for my LGU but on behalf of all LGUs who still have a BDP support next year which could not push through because of the budget cut,” Uy added.

A total of 1,406 villages nationwide are expected to benefit from the BDP next year.

They are set to receive PHP20 million each to fund their anti-insurgency projects.

Each recipient barangay will spend the PHP20-million fund through farm to market roads amounting to PHP12 million; school buildings - PHP3 million; water and sanitation systems - PHP2 million; reforestation and national greening program – PHP1.5; and health stations - PHP1.5 million.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973.
