The town government of Lambunao, Iloilo, suspends classes as a result of the fierce encounter between government and rebel forces

NEGROS OCCIDENTAL, Philippines – A soldier was killed, and another was wounded in a gun battle with suspected New People’s Army (NPA) rebels in Sitio Agdalusan, Barangay Jayubo, Lambunao town, Iloilo province on Tuesday, September 19.

In response, the town government of Lambunao suspended classes on Wednesday, September 20, at several schools.

Army Lieutenant Colonel J-Jay Javines, 3rd Infantry Division Public Office chief, said at least 10 rebels opened fire at a group of soldiers.

Javines said the soldiers from the Army’s 82nd Infantry Battalion went to the village after being informed by residents about an armed group.

The government and rebel forces exchanged firepower for about 20 minutes, the military said.

The rebels were identified as members of the
NPA’s Baloy Platoon, Central Front, Kometing Rehiyon-Panay.


The military is withholding the identities of the killed and wounded soldiers, awaiting notification of their respective families as of posting time.

Brigadier General Michael Samson, commander of the Army’s 301st Infantry Brigade, extended his deepest sympathy to the family of the soldier who lost his life in the line of duty.

“This proactive and resolute response by the 82nd Infantry Battalion underscores their unwavering commitment to safeguarding the security and well-being of Lambunao’s residents,” Samson said.

During the operation, security forces seized two 5.56 mm M16A1 rifles, two caliber .45 pistols, a 5.56mm short magazine with 20 live ammunition rounds, personal belongings, and NPA documents.

Bloodstains at the scene were believed to be from the wounded communist fighters.

The encounter has disrupted classes at the Cabatangan Elementary School, Agsirab Elementary School, Agdalusan Primary School, Bagongbong Integrated School, Don Ignacio Ramirez Memorial School, WVSU College of Agriculture and Forestry, Jayobo Farm School, Tagbacan Elementary School, Sagcup Primary School, and Caguisanan Elementary School.

Major General Marion Sison, 3rd ID commander, said, “Even though we suffered casualties, this incident will not in any way dampen our spirit.”

MANILA, Philippines — A suspected member of the communist New People’s Army (NPA) was arrested in Taguig City on Monday.

Philippine National Police chief Gen. Benjamin Acorda Jr. yesterday announced the arrest of the suspect, whom he identified through her
aliases as Yvonne, Sam and Ayang.


The woman was collared by police intelligence operatives in Barangay Central Signal Village.

The suspect is wanted for four counts of murder, multiple frustrated murder, attempted murder and theft. The government has put up a bounty of P280,000 for her arrest.

Acorda said the suspect is an official of the NPA’s Sub-Regional Military Area operating in Mindoro Island.

THREE New People's Army (NPA) members yielded their guns and surrendered to the government troops in separate military operations in Misamis Oriental and Agusan del Norte on Tuesday, September 12, 2023.

The rebels who voluntarily surrendered were identified as
Jhony Omandam Gapol alias Regor and Emerita Aporbo Lor alias Ging-ging/Ethyl/Dora, both members of Regional Office Command of North Central Mindanao Regional Committee (NCMRC); and Randy Malinao Butao alias Yang/Dodong member of Guerilla Front 21 of NEMRC.

The military reported that Gapol and Lor surrendered to the Army's 58th Infantry Battalion in Claveria town, Misamis Oriental; while Butao surrendered to the 23rd Infantry Battalion in Agusan del Norte.

The three rebels yielded an M14 rifle, an Ingram Pistol Cal. 9mm, two M16 rifles, and an AK47 rifle.

According to the rebels, the reason they surrendered to the military troops was due to organizational collapse and leadership crises after the death of their top leader Dionesio "Muling" Micabalo, the Regional Secretary of NCMRC.


They said their decision to surrender was also influenced by the hardships they experienced due to the relentless military operation of the government troops.

The now former rebels are currently under the custody of the 23IB and 58IB for proper documentation and debriefing.

They will also be subjected to a needs assessment survey for their possible assistance and enrollment to the Enhance Local Integration Program (E-Clip) concerning local government units.

Meanwhile, Brigadier General Adonis Ariel Orio, commander of the 402nd Infantry Brigade, said the threats within their area of responsibilities are decreasing.

"We are overwhelmed that these CTGs were reduced with only less than squad size remaining members. These victories are highly attributed to the Whole of the Nation Approach as exemplified by our strong collaborations with the stakeholders and other government forces in putting an end to insurgency in Agusan del Norte and Misamis Oriental," Orio said.

The 402IB commander also urged the rebels to surrender peacefully and create a new life in the folds of the government.

"You have your option, it is either you surrender peacefully and enjoy the freedom in this country or you will continue with your hardships and struggles by committing terrorism and violent extremism until your last breath," Orio said.

"Again, the Stingers Troopers will continue intensifying military operations to achieve its mandated tasks to defeat the threats, secure the people, and let the peace prevail," he added.

"That's a manifestation of this administration's thrust of unity, as espoused by Bongbong Marcos during the 2022 campaign season," said Barbers, chairman of the Committee on Dangerous Drugs.

"Granting amnesty to rebels is a clear indication of President Marcos' desire to achieve peace in the country, since peace is a requisite for development. Hopefully the rebels will accept this as a step toward ending the senseless killings and fighting among Filipinos, thus ending the six decades-long insurgency," he added.

Rodriguez confidently said, "This will finally end the decades-long rebellion/ insurrection of the CCP-NPA in our country. These rebel returnees should be given housing, work/ livelihood and some capital to ensure they will be soon be properly integrated in our society."


"I fully support this proclamation from PBBM (President Marcos)," stressed Rodriguez, chairman of the Committee on Constitutional Amendments.

Another House of Representatives official, Chairman Acop of the Committee on Transportation, said the offer of amnesty in line with Section 19, Article VII of the Constitution, which provides that the President shall have the power to grant amnesty with the concurrence of a majority of all members of Congress.

"I fully support the President’s move to issue a proclamation granting amnesty since reconciliation efforts contribute to preventing the recurrence of conflict towards building a more peaceful, resilient and prosperous society," he said.

"We have learned that reconciliation--while difficult and complex--is a process through which our society can move forward from a divided past to a shared future as Filipinos," noted Acop, also a former police brigadier general.

Barbers, Rodriguez, and Acop are all members of the House majority.

For his part, Libanan, the leader of the House minority bloc, called the amnesty offer "a window for reconcillation".

"It will be a window for reconcillation however, our government shall continue to address the root causes of insurgency," he said.

In this regard, Barbers proposed the conduct of a dialogue with the would-be rebel returnees to let them have a say in crafting their own future as part of normal society.

"Moving forward, lets sit down with them and start considering their worthy suggestions in improving governance and helping the national government strategize its moves toward ending the social ills like poverty, corruption, and lack of opportunity," he said.

The impending proclamation will also reportedly cover separatist rebels from the south like the Moro Islamic Liberation Front and Moro National Liberation Front (MNLF).

MANILA, Philippines – Instead of “admitting” to abducting two environmental advocates who disappeared, then resurfaced under their custody, the Armed Forces of the Philippines (AFP) said on Wednesday, September 20, that they would sue the two activists.

The AFP said the assertion in the House of Representatives during plenary deliberations in its proposed budget for 2024.

It was
Kabataan Representative Raoul Manuel who asked the AFP, referring to Jhed Tamano and Jonila Castro: “Would the AFP admit to abducting the two young women?”

Negros Occidental 6th Disrrict Representative Mercedes Alvarez, sponsor of the Department of National Defense (DND) budget, said in response: “No, Mr. Speaker. And the AFP plans to file perjury cases or charges against the two.” During plenary deliberations, it is not the heads of agencies who answer questions from the floor but the department budget’s sponsor.


Manuel asked about the case of environmental activists Tamano and Castro who went missing after being last seen on September 2. In a surprising turn of events on September 19, the two said in a press conference organized by government and military officials that they had indeed been abducted by the military on September 2.

Their statements ran counter to the narrative of the authorities – that the two were safely under government custody.

“We are so shocked by that kind of response from the AFP,” said Manuel, who questioned the basis of the planned perjury charges.

Both the DND and AFP, throughout the entire interpellation before plenary, insisted that the two were not abducted and that they had committed perjury by countering sworn affidavits prepared while the two were under military custody.

The three-member Makabayan bloc, which Manuel is part of, filed a proposed House resolution on Wednesday, September 20, urging the chamber’s human rights committee to investigate the supposed abduction.

“It is clearer than ever that there is a need to abolish the NTF-ELCAC as it has done nothing for the citizens but facilitate the violent attacks on human rights, life and liberty,” the resolution read.


Despite grilling from Manuel and fellow Makabayan bloc member GABRIELA Representative Arlene Brosas on the case of the two activists, their allocations to defend the West Philippine Sea, and the bases opened to American boots, the DND and AFP’s budget hurdled plenary deliberations in the House after hours-long discussions.

ILOILO City – In an encounter between the Philippine Army’s 82nd Infantry Battalion (82IB) and the New People’s Army (NPA) in Sitio Agdalusan, Barangay Jayobo, Lambunao, Iloilo yesterday, one soldier was killed, and another was wounded.

The Army has yet to release the names of the two soldiers, pending official notification to their respective families.

The government troops were in the area in response to reports of armed individuals engaging in extortion activities and foraging for food when the encounter occurred at approximately 6:23 a.m.

According to the 82IB, the gun battle between the soldiers and approximately 10 armed rebels from the
Baloy Platoon of the NPA Komiteng Rehiyon-Panay’s Central Front lasted for about 20 minutes before the rebels withdrew.


The 82IB believes that the rebels also suffered casualties, as indicated by bloodstains along their withdrawal route.

During the engagement, the soldiers also recovered two M16 armalite rifles, two .45 pistols, and subversive documents at the encounter site.


Brigadier General Michael Samson, commander of the Philippine Army’s 301st Infantry Brigade, stated that the hot pursuit operation against the fleeing rebels was ongoing as of the time of this writing.

“This proactive and resolute response by the 82nd Infantry Battalion underscores their unwavering commitment to safeguarding the security and well-being of Lambunao residents,” said Samson.

He emphasized that this incident serves as a testament to the unwavering dedication of the military forces, who willingly put their lives on the line to maintain peace and order in the communities.

Samson added that the incident won’t, in any way, dampen their spirit but would, in fact, strengthen their resolve to pursue peace in Panay Island./PN

1003rd Infantry Brigade conducts Peace Caravan for Talaingod IPs

The 1003rd Infantry (RAPTOR) Brigade, 56IB (TATAG) troopers, in partnership with The Word for Everyone Davao (TWED), a christian organization, recently conducted an initiative effort called “Peace Caravan”, in support of the indigenous peoples (IPs) in Talaingod, Davao del Norte.

The initiative started last February this year, in which the first Peace Caravan started last March 30, followed by the second one on July 8, and was carried on by its third last September 2, as TWED and other multi-stakeholders showed continuous support and services to the indigenous community.

Over 600 Ata-Manobo individuals were given free medical check-ups, free circumcision, free meals, received food packs, hygiene kits, medicine, vitamins and were provided with spiritual enlightenment through prayer and counseling.

1003rd Brigade commander Marion Angcao said that they have been successful in their campaign to maintain the insurgency-free status of the Brigade’s area of operation (AOR) for the past 365 days.

 

“With this current crisis, it is our immediate call to link the affected communities with different stakeholders who share goodness to alleviate the hunger of the families. We will always be steps ahead in providing intervention with the support of the LGUs of Talaingod and Davao del Norte and partner stakeholders,” Angcao said.

This started because of the livelihood crisis in Talaingod due to the Abaca production and market issue, which has left the indigenous community without any source of income leading to food insecurity, malnutrition and illnesses, migration, looting and student absences.

Angcao also said this activity aims to strengthen partnerships with government agencies, stakeholders, NGOs and advocacy groups to deliver basic services to the most remote areas of the community, and to help improve the health of people where most basic services are inaccessible.

Blair Cuares, TWED’s church pastor, shared that the caravan was born on their compassion for the “Peace Champions”, or also known as the former high profile NPA rebels in the area.

“We started to minister the Peace Champions through the Spiritual Healing and Counseling Program inside the 1003rd Raptor Brigade in Mahayag Bunawan, Davao City back in September 24, 2022 until present. So in response to the present situation in Talaingod, we started to form an inter-agency team from the government and other religious groups, including our church,” Cuares said.

The initiative is also in collaboration with the Global Impact, Pajero United Mindanao, Harvest House, Pegsabeka, LGU Talaingod and Provincial Government of DavNor.

MANILA – The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) hailed the Philippine National Police (PNP) as a vital partner in the country's comprehensive peace process.

In a news release Tuesday, OPAPRU Secretary Carlito Galvez Jr. noted that the police force has taken on a more active role in peacebuilding over the years.

“As we know, peace is not merely the absence of conflict. It is the condition wherein there is harmony, security, and justice, allowing societies to thrive and individuals to realize their full potential,” Galvez said during Monday's flag-raising rites at the PNP headquarters in Camp Crame, Quezon City.

Galvez cited the initiatives being carried out by PNP to support the implementation of all signed peace agreements between the national government and revolutionary groups in the country.

These include the ongoing recruitment process for Moro Islamic Liberation Front and Moro National Liberation Front (MNLF) members into the PNP, which he described as a major milestone in the Bangsamoro peace process.


The OPAPRU chief is also confident that these former combatants will become "highly-professional, competent and trustworthy peacekeepers" under the PNP's guidance.

The entry of former Moro Islamic Liberation Front and MNLF members in the PNP is covered by Republic Act 11054 or the Organic Law for BARMM, which was enacted after the signing of a peace agreement between the government and the Moro Islamic Liberation Front.

In May 2022, around 7,000 of 11,000 MNLF and Moro Islamic Liberation Front members passed a special qualifying eligibility examination administered by the National Police Commission to join the PNP.

Galvez also highlighted the contributions of the PNP to the Localized Peace Engagement (LPE) and its Transformation Program, which is being implemented under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The OPAPRU and the Department of the Interior and Local Government co-lead the NTF-ELCAC’s LPE cluster.

“Countless members of the communist group have laid down their arms and returned to mainstream society as peaceful and productive civilians through the LPE and the Transformation Program, as we are turning once conflict-ridden communities into zones of peace and development,” Galvez said.

MANILA – The brand-new Cessna C-208B Grand Caravan intelligence, surveillance and reconnaissance (ISR) aircraft donated by the United States to the Philippine Air Force (PAF) would greatly enhance the military's capabilities to secure the country's vast maritime territories, Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. said on Tuesday.

"This aircraft will boost our capability of patrolling our maritime seas, (it will help us) boost our capability in making sure that we secure our territory and our sovereign rights," Brawner said on the sidelines of the acceptance, turnover and blessing ceremonies of the C-208B aircraft at Clark Air Base, Mabalacat, Pampanga.

Department of National Defense (DND) Secretary Gilberto Teodoro Jr. formally accepted the documents of the newly delivered C-208B from the chief of the joint US Military Assistance Group (JUSMAG)-Philippines, Col. Edward Evans of the US Air Force.

Teodoro then turned over the documents to Brawner, who in turn did the same to PAF commander Lt. Gen. Stephen Parreño.

Known for its rugged utility and flexibility which can operate up to 912 nautical miles and stay airborne for five hours and 30 minutes, the C-208B will be operated by the 300th Air Intelligence and Security Wing headed by Brig. Gen. Edgar Torres.


The 208B has a cruising speed of around 170 knots and is capable of transporting eight to nine persons, including the pilot.

The C-208 aircraft will be utilized in support of internal security operations, territorial defense and humanitarian assistance and disaster response, specifically in the conduct of rapid damage assessment and needs analysis during times of calamities and disasters.

The C-208B will also be significant in counterterrorism and law enforcement efforts.

This donation brings the number of C-20Bs in the PAF's inventory to three, with the two delivered by the US in 2017.

Expediting AFP modernization

In the same event, Teodoro said they are exerting all efforts to expedite the ongoing AFP modernization program, including its review to determine the programs that must be prioritized.

He said if the review takes much longer, the prices of equipment and platforms being sought by the AFP are more likely to go up.

"We have to build up our capabilities as soon as possible, so this cannot be delayed and we are working day and night to try to establish our own systems and whatever capabilities that we can get from our treaty partners and other allies, we're trying to converge this into interoperable systems, its critical, highly critical that we get it now," he added.

Teodoro also expressed hope that this review will be completed by the end of the year.

"It's by the end of the year because it really includes where are we going to establish our bases. If you will increase the capabilities, you will also increase your funding requirements. Even though this platform (C-208B aircraft), is donated, we have to appropriate more funds to maintain and operate it in an optimal manner annually," he said.

Teodoro said he has instructed the AFP chief and his staff to start for "rehorizoning" and "restrategization" regarding their modernization program.

Teodoro added he wants weapon systems and platforms to be acquired in the ongoing AFP modernization program to be capable of facing all kinds of security threats.

While acquiring these systems could be expensive, the DND chief said it will be at least "synergistic" and capable of handling these security challenges.

More transfers of defense assets

Teodoro also said there will be more exchanges like the transfer of the C-208B aircraft with other like-minded nations in the coming days.

The DND chief also stressed the importance of upholding the country's territorial integrity and sovereign rights.

“The Philippines is a potential vital contributory to regional stability and security, if we are a strong nation, with a strong armed forces; and that is what we are working very hard to achieve,” Teodoro noted.

While the new C-208B aircraft may contribute to peace in the archipelago by supporting the missions of the AFP, Teodoro said “peace is only one of our national security goals.”

“Another national security goal, which is of paramount importance now, is the ability to secure the territorial integrity of our country, to secure our sovereign rights and our jurisdiction,” he added, noting that the country is upholding a rules-based international order and international law.

MANILA – President Ferdinand R. Marcos Jr. on Tuesday assured the Philippine National Police (PNP) of his administration’s continued support for its plans and programs aimed at improving the capabilities of its personnel.

Marcos made the commitment during the oath-taking of the newly promoted star-rank officers of the PNP in a ceremony at the Heroes Hall of Malacañan Palace in Manila on Monday.

“As President, I assure you this administration is always supportive of the PNP’s plans and programs, especially those that bolster your capability,” he said. “As you perform your duties in securing our people, you and your families can rest assured of the government’s full support of your welfare and overall well-being.”

Marcos expressed hope that the police generals would implement and oversee crucial initiatives aimed at improving public safety and security, noting that Filipinos are expecting them “to develop a police force that is capable, professional, responsive to the needs of the communities that it serves.”

He called on the promoted PNP officers to uphold the highest standards of ethics, professionalism, and compassion for human rights.

‘Agents of positive change’

The ceremony gathered 57 newly promoted PNP officials consisting of four lieutenant generals, 10 major generals, and 43 brigadier generals.

Marcos challenged the new generals to be “agents of positive change” to attain his administration’s goal of transforming the country into a new Philippines.

“As we recognize that the cornerstones of an effective law enforcement are public trust and community engagement, bring the PNP closer to our communities, foster stronger partnerships for peace and security,” he said.

Marcos said under his watch, there would be “no room for leniency” for police officers who engage in acts that “tarnish the reputation of our police and jeopardize the safety of our people.”

“So to our new officers here, I urge to keep your integrity at all times and remain steadfast in your challenges faced by your institutions,” he said. “So let us work together towards ushering a truly safe, just, and prosperous Philippines for every Filipino.”

Among the newly promoted officers are Lt. Generals Rhodel Sermonia, acting Deputy Chief for Administration; Michael John Dubria, acting Deputy Chief for Operations; Rhoderick Armamento, commander of the Area Police Command - Southern Luzon; and Filmore Escobal, commander of the Area Police Command - Eastern Mindanao.

PNP chief Gen. Benjamin Acorda Jr., Interior Secretary Benjamin Abalos Jr., and Presidential Adviser on Military and Police Affairs Secretary Roman Felix were also present during the oath-taking ceremony.

MANILA – The United States Embassy in Manila has raised concern over the reported coral destruction at the Rozul Reef and Escoda Shoal in the West Philippine Sea.

In a tweet on Tuesday, US Ambassador MaryKay Carlson said Washington DC will continue to work with allies, referring to the Philippines, in protecting natural resources.

“Troubling (Philippine Coast Guard) and (Armed Forces of the Philippines Western Command) reports on coral destruction around Rozul Reef and Escoda Shoal,” she said.

“Habitat damage harms ecosystems and negatively affects lives and livelihoods. We are working with our (friends, partners, allies) to protect natural resources,” she added.


Before Carlson's remarks, Japanese Ambassador Kazuhiko Koshikawa had also expressed serious concern over the report as he retweeted a news that quoted AFP Western Command chief Vice Admiral Alberto Carlos as saying that the destruction was due to suspected Chinese harvesting of corals.

“Very alarming news. Our oceans are the lifeblood of our planet, & coral reefs are its colorful heartbeats. Let's preserve & protect these vital ecosystems for generations to come,” Koshikawa said over microblogging site X (formerly Twitter) on Sunday.

The said tweet prompted a response from the Chinese Embassy in Manila, which labeled the news as “disinformation” while chiding Japan for its recent release of treated Fukushima water into the sea.

The Philippine Coast Guard (PCG) confirmed on Monday the "extensive" damage on the seabed of Rozul Reef and Escoda Shoal, saying its recent surveys showed that the marine ecosystem in the Philippines features “appeared lifeless, with minimal to no signs of life."

At Escoda Shoal, the PCG suspects deliberate activities may have been undertaken to “modify the natural topography of its underwater terrain" given the visible discoloration of its seabed.

MANILA – The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) said it was appalled by the claims of two environmentalists who joined its press conference in Plaridel, Bulacan on Tuesday.

"We felt betrayed. The said press conference was organized with only the best of intentions in mind for the said youths and we are extremely grateful to the local government unit of Plaridel under Mayor Jocell Aimee R. Vistan for their generosity and hospitality in facilitating the event," the task force said in a statement.


This came after environmentalists
Jhed Reiyana Tamano and Jonila Castro claimed in Tuesday morning's press conference organized by the task force that they were abducted and threatened by soldiers, contrary to reports that they voluntarily surrendered.

The two women were identified as
members of the Student Alliance for the Advancement of Nationalism and Democracy, an activist group, and of Akap Ka Manila Bay, an environmental alliance based in Central Luzon that is opposing reclamation activities in Manila Bay.

The NTF-ELCAC added that it stands by the position of the Philippine Army's 70th Infantry Battalion under Lt. Col. Ronnel Dela Cruz on the circumstances surrounding the surrender of Tamano and Castro, which it said was supported by the duo’s respective affidavits.


Tamano and Castro, however, refuted the alleged affidavit and said it was utterly false and they were only forced to sign it.

"We also stand by the official report of the Philippine National Police in Bataan province on the case of Ms. Tamano and Ms. Castro and leaves no doubt on the authenticity and integrity of the investigation conducted by them," it added.

The NTF-ELCAC also said whatever caused the two's sudden change of heart is beyond its comprehension.

"Earlier engagements by Task Force officials with the two students regarding the veracity and truthfulness of their affidavits were convincing enough to merit their public appearance. We were hoodwinked," it added.

Despite the incident, the body said it remains steadfast in ensuring the safety of the two and committed to upholding their rights as individuals under any circumstances.

"We leave to the wisdom of the Task Force’s legal eagles as to how to proceed from here. Rest assured that the NTF-ELCAC remains committed to continue to tread the path of unity, peace and development at all costs and that Ms. Tamano and Ms. Castro’s safety and well-being are of primordial importance," the body concluded.

MANILA – The Australian Defense College is looking to expand its relationship with its Filipino counterparts, the Armed Forces of the Philippines (AFP) said Wednesday.

This developed after a delegation from the Australian Defense College headed by Wing Commander Nicholas Pausina paid a courtesy call to AFP deputy chief of staff for education, training and doctrine Maj. Gen. Noel Beleran at Camp Aguinaldo, Quezon City on Tuesday.

“We are really looking forward to the opportunity to engage today. It is very much about the opportunity to expand our relationship. We are hoping to learn a lot,” Pausina said.


Both officers presented issues and challenges that students experience throughout the Command and General Staff Course, where Pausina shared their "dedicated program of training for their students in the Australian Command and Staff College and the areas that they wanted to move forward with."

“We are very grateful to you for continuing educational and exchange programs. The Philippine Government is very much thankful for the Australian Government’s support and we are looking forward to working with you and other like-minded nations,” Beleran said.

The Philippines and Australia currently have a partnership on training and exchanges signed in 1995 and a Status of Visiting Forces Agreement has also been in effect since 2007.

Last Aug. 14 to 31, the AFP and the Australian Defense Force conducted the first-ever bilateral amphibious exercise between the two services dubbed "Exercise Alon" which focused on enhancing interoperability between participating military units.

MANILA – The Armed Forces of the Philippines (AFP) on Wednesday described as brazen the abduction claims made by the two environmentalists in a press briefing of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in Bulacan.

"The act is brazen with a plot that is new, quite deep (with the interplay of red and white area forces) and dangerous (to them if they fail)," AFP spokesperson Col. Medel Aguilar said in a message to reporters.

Aguilar did not elaborate further but said he would talk about the issue "at the proper time."

Environmentalists Jhed Reiyana Tamano and Jonila Castro suddenly claimed during Tuesday morning's press conference organized by the NTF-ELCAC in Plaridel town that they were abducted and threatened by soldiers, contrary to reports that they voluntarily surrendered.

NTF-ELCAC Secretariat director Alex Umpar, meanwhile, stood firm on the merits of the police investigation surrounding the voluntary surrender of the duo who were allegedly organizers of communist front organizations.

“We will stand by kung ano ang ni-report ng (with the report made by the) AFP,” Umpar said.


The NTF-ELCAC leadership earlier bewailed the two environmentalists' “sudden change of heart” but vowed that it shall remain committed to fulfilling its mandate.

“The NTF-ELCAC stands by the position of the 70th Infantry Battalion under Lt.Col. Ronnel Dela Cruz on the circumstances surrounding the surrender of Tamano and Castro, backed up by the duo’s respective affidavits narrating their whereabouts from the time they decided to leave the underground movement until their safe arrival at the battalion headquarters with the help of a friend,” it added.

Perjury raps seen

Meanwhile, the National Security Council (NSC) said the two activists may face perjury charges for misleading the public.

NSC Assistant Director General Jonathan Malaya, in an interview with ABS-CBN News Channel, said the government accepted Tamano and Castro "in good faith" when they went to them to surrender.

"If it is proven that they executed this falsely, knowing that what they were saying is correct they can be open to perjury charges," Malaya said.

He added that the NTF-ELCAC was hoodwinked, along with the Philippine Army, Public Attorney's Office(PAO), and the local government unit in Bulacan that hosted the press conference.

"We accepted them with all good faith. In fact the Commission on Human Rights talked to them, they executed affidavits befor the mayor of Angat, the PAO, and they said that they were ready to join the presscon," he said.


Malaya said that when they held their first press conference on the matter last week, the two did not join because they supposedly were not yet ready.

He said they "changed their mind" last weekend and said they were ready to face the public.

Malaya also said they will continue to "expose" all the information on the two, whom he said are "community organizers" of the Communist Party of the Philippines.

MANILA – A high-level Israeli defense delegation is set to visit the Philippines in November and discuss with counterparts ongoing Israeli projects and possible involvement in the next phase of the Armed Forces of the Philippines' (AFP) modernization program.

The Israel Embassy in Manila said the delegation will be led by the head of Israel's Ministry of Defense-International Defense Cooperation Directorate.

“[They will also] discuss the next modernization program or the Horizon 3 and see where we can get more involved so these will be meetings mostly with the Defense officials,” Israel Ambassador to the Philippines Ilan Fluss told reporters at a forum in Quezon City on Wednesday.

“Basically, this is (one of) the agenda and to understand what are the future technologies that will be needed here vis-a-vis the Horizon 3 and then to see where we can integrate the Israeli technology,” he added.

Horizon 3 is slated for 2023 to 2028.

During the visit, the delegation will check on the ongoing Israeli defense projects and commitments and see if the process of integrating its technologies in the Philippines is going smoothly, Fluss said.


The first and second Horizon projects of the AFP modernization program were implemented from 2013 to 2022, resulting in the acquisition of Del Pilar-class frigates, FA-50PH light-lift interim fighters and sealift vessels, among others.

In the two Horizon projects, Israel successfully delivered artillery, howitzers and armored personnel and mortar carriers to the Philippines.

Apart from modernization, Fluss also sees the possibility of Israel and the Philippines working on the promotion of peace and stability in the context of the changing geopolitical environment in the Middle East and Asia.

“As you know, we have our issues in the Middle East that are different than the challenges here but our approach (in regional security) is very similar,” he said. “The Israeli approach (is) protecting the safety and the survival of Israel and on the other hand engaging or trying to engage with those that are open for engagement on our side."

Three more high-level delegations, including from economic relations, are scheduled to visit Manila in the coming months.

The upcoming high-level engagements between Israel and the Philippines come months after the historic Manila visit of Israeli Foreign Minister Eli Cohen in June.

Cohen and his counterpart Foreign Affairs Secretary Enrique Manalo discussed expanding trade, defense, agriculture and people-to-people exchanges between the two states.

MANILA – France has reiterated its support to the ongoing Armed Forces of the Philippines Modernization Program (AFPMP) including the development of the country's submarine force, the Department of National Defense (DND) said Wednesday.

This came following French Ambassador-designate Marie Fontanel-Lassalle's introductory call to DND Secretary Gilberto C. Teodoro Jr. on Sept. 14.

"Emphasizing France’s role as a partner in the Indo-Pacific region, Ambassador-designate Fontanel reiterated France’s offer to support the AFPMP, including (French defense manufacturer) Naval Group’s readiness to assist in building a Philippine submarine force," DND spokesperson Arsenio Andolong said in a statement.

Andolong was referring to the Naval Group's commitment to help the Philippine Navy (PN) develop Subic Bay in Zambales into a modern base capable of handling submarine operations should it win the contract for the construction and delivery of the warship capable of submersible operations.

The PN has earlier announced that Subic Bay will be the location of its submarine base.


This includes proposals for docks capable of handling more than two submarines and surface ships needed to support the growth of the force, operation zones for the squadron's command center, maintenance yards and logistics depots, and the Philippine Submarine Force Training Center that includes classrooms and simulators.

Naval Group is also the manufacturer of the Scorpene diesel-electric submarine which is included on the list of preferred submarine platforms of the country and was evaluated by Filipino naval and defense officials in 2019.

Under the AFPMP, the country is planning to acquire two to three submarines.

France earlier expressed its interest to participate in the ongoing AFPMP, especially on Horizon 3 which is geared towards the acquisition of equipment for external defense.

Horizon 3 is slated for 2023 up to 2028 while Horizon 2 is from 2018 to 2022 and Horizon 1 from 2013 to 2017.

The DND official also said the French Ambassador-designate is looking forward to the continued improvement of the two countries' relations following the recent opening of the French Embassy's Defense Mission.

MANILA – The Philippine National Police (PNP) on Wednesday said it is looking at more charges to be filed against the man who was caught with 15 firearms inside the Philippine National Police (PNP) headquarters at Camp Crame, Quezon City.

In a press briefing, PNP Firearms and Explosives Office chief Brig. Gen. Paul Kenneth Lucas said the firearms were registered under a security agency.

"Although the firearms are all legal because these are registered under the GenB Security Agency, however, they do not have exemption from the Comelec (Commission on Elections). So there is an investigation undertaken by the CIDG (Criminal Investigation and Detection Group) with regards to the violation of the transport of the firearms," he added.

Lucas, however, declined to identify the suspect who yielded four shotguns, 11 handguns and several rounds of ammunition during an inspection at Gate 2 of Camp Crame on Tuesday.


"Under normal times, the transport of firearms is escorted by personnel from the SOSIA (Supervisory Office for Security and Investigation Agencies) and these would be put for safekeeping at the vault of the security agency. However, we have a gun ban so before we withdraw these guns from whoever these were assigned to, there should be a Comelec exemption that must be secured but our SOSIA personnel will do the same escorting process," he said.

As of Monday, the PNP has confiscated 286 firearms at checkpoints since the start of the gun ban in relation to the Oct. 30 Barangay and Sangguniang Kabataan Elections.

The election period for the BSKE started on Aug. 28 and will end Nov. 29.

During this period, the Comelec mandates the suspension of activities involving the carrying of firearms or other deadly weapons and the employment of security personnel or bodyguards by incumbent public officials, whether elected or appointed, as well as private individuals.

MANILA РThe Philippine Coast Guard (PCG) will soon have a new chief after the retirement of its Commandant Admiral Artemio Abu next month, with Malaca̱ang eyeing five senior officers as his successor.

In a statement on Wednesday, PCG spokesperson Rear Admiral Armando Balilo said Abu is set to retire on Oct. 19 after serving for 18 months as the PCG’s chief.

Those nominated for the post are Vice Admirals Rolando Lizor Punzalan, Ronnie Gil Gavan, Joseph Coyme Allan Victor Dela Vega and Roy Echeverria.

“The five candidates will undergo a series of interviews and will face the senior leadership of the Department of Transportation before endorsing their names to the Office of the President,” Balilo said.


He noted that President Ferdinand R. Marcos Jr., as the appointing authority, could still choose among qualified flag-rank officers of the PCG, aside from the five nominees.

Punzalan is currently the PCG Deputy Commandant for Operations and a member of Philippine Military Academy (PMA) Tanglaw Diwa Class of 1992.

On the other hand, Gavan is the PCG's number three as the Deputy Commandant for Administration and a member of the PMA Maalab Class of 1993.

Coyme serves as the Commander of the Maritime Services Command and belongs to PMA Bantay Laya Class of 1994.

Dela Vega is the Commander of Weapons, Electronics, and Information Systems and a member of the PMA Class of 1993.

Meanwhile, Echeverria serves as Commander of Maritime Security and Law Enforcement Command and Director of the National Coast Watch Center. He is also a member of the PMA Class of 1993.

DATU ABDULLAH SANGKI, Maguindanao Sur – Police and military forces have been deployed to two interior villages here after a long-standing family feud erupted Tuesday dawn and left one civilian dead, the Army said.

Maj. Saber Balogan, chief of the civil-military unit of the Army’s 601st Infantry Brigade, said the “rido” (clan war) involved two leaders of the Moro Islamic Liberation Front’s 106th command in the villages of Kaya-Kaya and Tukanalugong.

“A civilian was hit by stray bullets,” Balogan said, adding that about 300 residents of the two villages have vacated their homes and moved to safer grounds.


“As of Tuesday morning, people (were) still moving to the town center as sporadic gun fires (were) still heard in the affected villages,” he said.

The fighting began Monday afternoon when the warring families under commanders Toks and Max, both under the  Moro Islamic Liberation Front 106th base command, crossed paths and traded barbs.

“The warring families are locked in a long-standing feud over the land issue,” Balogan said, as he appealed to the leadership of the Moro Islamic Liberation Front  to send emissaries to pacify them.


He said the Army and the police of Datu Abdullah Sangki town have been deployed to serve as peacekeepers to ensure the safety of civilians.

Maj. Pablo Boloy, chief of the municipal police station, said police personnel have been deployed near the area of conflict to prevent the escalation of hostilities.

KORONADAL CITY – Four men with pistols and hand grenade were arrested in Barangay Pulonuling in Tupi, South Cotabato, police said on Tuesday.

Major JS Tolosa Pedrosa, Tupi municipal police station chief, said police operatives were about to serve a warrant of arrest against Latiff Soliman on Monday afternoon but instead found four of his cohorts in his safe house, who are suspected of facilitating his escape.

“They did not resist arrest,” Pedroza said in his report to the Police Regional Office -Soccsksargen.

Police recovered from the group a fragmentation grenade, a .45-caliber pistol, a .38-caliber revolver, ammunition, and a sachet shabu.


Pedroza said charges are being prepared against the four for violation of the Commission on. Elections Resolution No. 10918 or the election gun ban, Republic Act (RA) 10591 (Comprehensive Firearms and Ammunition Regulation Act), and RA 9165 (Comprehensive Dangerous Drugs Act of 2002).

The suspects are now detained at the Tupi municipal lockup cell.

BUTUAN CITY – The communist New People’s Army (NPA) lost six high-powered firearms in a skirmish with the Army’s 36th Infantry Battalion in the outskirts of Tandag City, Surigao del Sur, Tuesday morning.

Capt. Reyzander Ga, the 36IB civil-military operations officer, said the six recovered firearms included a Bushmaster rifle, an M16 rifle, a Stag A5 VLTOR rifle, an M653 rifle, and two R4 rifles.

“Our troops also recovered two anti-personnel mines, including their accessories, and 30 backpacks,” Ga said in a phone interview, referring to the clash in Tandag’s remote Barangay Maitum.


Ga said the NPA guerrillas were the same group that government troops chanced upon on Sept. 11 in the vicinity of Barangay Maticdum,also Tandag City. It resulted in the death of an NPA rebel identified as Dexter Salazar Maca, 37, and the recovery of a high-powered firearm.

According to Ga, the 30-man NPA group the 36IB encountered belongs to the weakened Guerrilla Front 30, Sub-Regional Committee Westland, North Eastern Mindanao Regional Committee (NEMRC) led by Joel Maca Mahinay.


“This time, the group of Mahinay was reinforced by the forces from the Regional Headquarters of the NEMRC,” he said.

A pursuit operation is still ongoing in the vicinity of the encounter site as of this posting.

CAGAYAN DE ORO CITY – Three farmers were shot dead on Tuesday in a morning shooting spree involving unidentified assailants in Lanao del Norte’s Kauswagan municipality.

Chief Master Sgt. Ian Awayan of the Kauwagan police force identified the victims in the Barangay Inudaran shooting as Undo Alfante, and siblings Mark Maglangit, 40, and Mike, 37.

A 14-year-old witness went to the Kauswagan municipal police to report the 11:45 a.m. shooting.

When the police team led by Awayan arrived at the scene, they first saw the body of Alfante, and later located the bodies of the Maglangit borthers some 300 meters away.

Other witnesses claimed that Alfante was tending to a potential customer over a fruit tree, while the Maglangit siblings were fishing that day when the assailants attacked, carrying M14 and M16 rifles.

Police investigators recovered empty cartridges of the rifles near the crime scene.

ILOILO CITY – A soldier died while another was wounded in an encounter with Communist Party of the Philippines-New People’s Army (CPP-NPA) members in Sitio Agdalusan, Barangay Jayubo, a remote area in the municipality of Lambunao, Iloilo province on Tuesday morning.

“We cannot yet divulge the names of our soldiers since we must first inform their respective families,” Brig. Gen. Michael Samson, commander of the 301st Infantry Brigade, said in an interview.

Both soldiers are from the Philippine Army’s 82nd Infantry Battalion (82IB).

Recovered from the encounter site were two M16 rifles, one caliber .45 pistol and several subversive documents left behind by the rebels, who belong to the Baloy Platoon, Central Front Komiteng Rehiyon-Panay.

“Our troops observed bloodstains in the encounter site and the route of withdrawal so we presume there were wounded among them, but we don’t have dead bodies so we cannot speculate,” he added.


All expenses relative to the treatment of the wounded soldier will be taken care of while the fatality has a package of benefits as standard for uniformed troops, Samson said.

Samson said Lambunao has mountain ranges, which rebels use as routes to move from one place to another since they no longer have support from populated areas.

“They are taking advantage of the difficult terrain that bound Antique and Iloilo up to Capiz and going to Aklan,” he said, adding several previous encounters happened in hinterland villages within the mountain ranges.

The encounter site is estimated to be more or less 30 kilometers from the town proper.

The brigade commander said they are not happy when there are casualties, either among their troops or the other party, hence their sincere efforts to end the insurgency.

“It is useless when there are casualties. We believe if this stops, we can move on to a sustainable peace and create an environment that is conducive for development. If there is development, the quality of life of our communities will be improved,” Samson said.

TACLOBAN CITY – The Police Regional Office (PRO) 8 (Eastern Visayas) has tagged the New People’s Army (NPA) as responsible for the recent killing of a village chief in Paranas town, Samar province.

In a statement issued Wednesday, the PRO-8 disclosed that armed rebels perpetrated the fatal shooting of Tito Llamado, 59, chairperson of upland Barangay Anagasi in Paranas on Sept. 18.

The slain village official, who was seeking another term in the upcoming Barangay and Sangguniang Kabataan Elections (BSKE) on Oct. 30, was a rebel returnee.

“The slain victim, who was a former member of the communist terrorist group, had cut ties with them to become an active supporter of the government’s program to end local communist armed conflict,” PRO-8 stated.


The victim and his wife were near their farmhouse when armed men attacked him.

The police assured the public that they would continue to bar the NPA’s attempt to regain control of previously influenced areas.

“We have strengthened our resolve to end the communist terrorism by bringing the remnants of the NPA into the folds of law,” it added.

Llamado was the second village official to be attacked in Eastern Visayas since the start of the election period.

A village councilman seeking the barangay chief post was critically wounded during an ambush in Leyte, Leyte on Sept. 7.

The PRO-8 earlier deployed more than 11,000 police personnel to ensure a safe, secure and honest BSKE next month.
