During yesterday’s (March 27) celebration of the 4th Anniversary of the signing of the Comprehensive Agreement on the Bangsamoro in Pasig City, the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) affirmed their commitment to pursue the milestones gained since the signing of the peace agreement four years ago.
In his remarks, Deputy Presidential Peace Adviser Undersecretary Nabil Tan commended both parties for continuing the legacy of CAB through strengthened partnership for four years.

“The Bangsamoro Basic Law is not just a part of the implementation of the CAB but is meant to address the commitment of the government with the MILF and the Bangsamoro people. The milestones of the peace process are a reminder of how far we’ve come after the signing of CAB in 2014.” he said as quoted by PEACE.gov.ph, the officials website of the Office of the Presidential Adviser on the Peace Process (OPAPP).

The CAB is the result of an off and on peace negotiation between the government and the MILF that started in 1997.

The signing of the peace agreement signaled the end of 17 years of intensive negotiation and started the normalization phase towards achieving peace in Mindanao, a region devastated by bloody conflict that started in 1973.

MILF Implementing Panel Chairman Mohagher Iqbal in his message during the celebration urged both parties to continue banking on the gains of peace process, asking the stakeholders to continue supporting the proposed Bangsamoro Basic Law (BBL).

“The CAB, BBL, and the comprehensive peace process is not for the benefit of the MILF but about addressing the historical injustices suffered by the Bangsamoro communities. The peace process hopes to achieve the contribution to the prosperity and resilience in Mindanao such as job opportunities for the youth, education for our children, infrastructures, incomes for home-grown businesses, and delivery of primary services specially to conflict-affected areas.” Iqbal said.

Lawmakers from both the House of Representatives, and the Senate have assured leaders of the MILF to pass the BBL by end of May so that it will be included in the State of the Nation Address (SONA) of President Rodrigo Duterte.

CAMP DARAPANAN- The Bangsamoro Communication Network (BCN) held their annual assembly on March 24, 2018 at Camp Darapanan, Simuay, Sultan Kudarat, Maguindanao.
The program starts with a reading from Holy Qur’an by Al Qari Ibrahim Dolly, and followed by an opening remarks by BCN Vice Chairman.

A close to 2000 members from different chapters in Maguindanao, Lanao, and Island provinces attended the said gathering of two-way radio enthusiasts. BCN is a movement of radio operators that supports Moro Islamic Liberation Front (MILF) by helping communicate Bangsamoro situations to the masses.

The Highlight of the assembly was the briefing and updates about the peace process by MILF Chairman Al haj Murad Ebrahim.

“We strived to pass the Bangsamoro Basic Law that will implement all signed peace agreements between the MILF and Government,” he said.

Al Haj Murad also said that the MILF would not oppose federalism from being a response to solve national issues, but it would be better if BBL will come first as a scheme to resolve the centuries old Bangsamoro problem.

The MILF chairman further reiterated his optimism that by November of this year, a plebiscite that will determine areas or territories for the Bangsamoro shall be undertaken following an early approval of the BBL by both Chamber of Congress, and signed by President Rodrigo Duterte.

Al Haj Murad also said that, “The president through his wide allies from the House of Representatives and the Senate can be an upright factor.”

He congratulates the communication group for their achievements, and for the success of the assembly. He commends them for their untiring commitments to serve the people through providing information that’s make everyone in the homeland on equal footings in understanding every turn of events in the Bangsamoro journey for Right to Self-Determination (RSD).

Certificates were awarded to every chapter before the closing ceremonies.

MLANG, NORTH COTABATO- Gains from the peace process by the Moro Islamic Liberation Front (MILF), and the Moro National Liberation Front (MNLF) are also shared by Bangsamoro people”, said Professor Esmael A. Abdula, President of Kalilintad Peacebuilding Institute and member of Bangsamoro Leadership and Management Institute Steering Committee.

In a peace forum on March 25 in Mlang, North Cotabato organized by the Municipal Political Committee of the MILF in North Cotabato, Abdula also explained the context of Bangsamoro peace process with the Government of the Philippines (GPH) to end decades of bloody armed conflict, and achieve lasting peace in Mindanao.

“We need to undertake series of the peace forum to level off our understanding of the Bangsamoro Peace process”, Abdula said.

“We need to manage our frustration even if it is painful to every one of us, and to continue our support to the current Philippine Government, and the MILF Peace Implementation Process. Sometimes, frustrations are challenges imposed on us by the Almighty to test how persevere, and patient we are,” Abdula told the participants.

“For the past decades, the Bangsamoro People has been fighting for identity, homeland/region where they can freely practice their culture, belief, customs and tradition”, Abdula added.

The key to achieving a comprehensive and lasting solution to the Mindanao Problem is the passage of the Bangsamoro Basic Law (BBL) which is contained in the Comprehensive Agreement on Bangsamoro (CAB) signed by the GPH, and the MILF in 2014.

Ka Dave Albano was among the founding members of the Christians for National Liberation (CNL). The founding members decided to launch the CNL on the 100th anniversary of the martyrdom of Fathers Gomez, Burgos and Zamora on February 17, 1972. Among the founding members were Fr. Dave Albano, Deacon Carlos Tayag and Purificacion Pedro.

It was a time of the intensifying mass movement all over the country, following the 1970 First Quarter Storm. The Christian sector was also increasingly being politicalized, with rank and file clergy, pastors, deacons and women Church people getting involved in taking up the fundamental issues of the oppressed and exploited masses.

Fr. Dave Albano was a Benedictine priest and Ka Carlos “Caloy” Tayag was a Benedictine deacon. Both did a lot of work in politicalizing Church people. Ka Puri Pedro was a highly respected Church worker who helped with the exposure and visits of foreign Church people to the peasant and workser masses in varous parts of the country.

A few years after the declaration of martial law, Ka Dave Albano and Ka Caloy Tayag, agreed to be assigned to the countryside.

Ka Caloy Tayag was prevented by Marcos’ killers. He was involuntarily “disappeared” on August 17, 1976. Ka Purificacion Pedro was tortured and extrajudically killed by notorious killer and torturer, Col. Miguel Aure, in January 1975.

Ka Dave Albano integrated with the peasants and Red fighters in the Cordillera region. He immersed himself with the peasants and was deeply loved by them. During the years he spent there, he wrote poems and articles about the fighting masses. This was published in the book, “Clearings” under his revolutionary name, Jason Montana.

After his years of revolutionary work in the Cordillera, Ka Dave Albano decided to continue his work as a priest. He tirelessly served the interests and welfare of the farmers in Isabela and Cagayan Valley. He supported their struggles for land and called for a stop to militarization. He continued to politicalize the peasants for the national democratic cause.

The National Democratic Front of the Philippines renders honors to Ka Dave Albano as one of the founders of the Christians for National Liberation, as a revolutionary who served the masses in the Cordillera region, and finally as a priest who tirelessly served the peasants in Isabela and Cagayan Valley.

We offer our heartfelt condolences to his family and relatives, his colleagues, and the peasant masses he served.

Long live the revolutionary legacy of Ka Dave Albano!

GRP President Duterte is misrepresenting the position of the NDFP in peace negotiations by claiming that the NDFP merely wants to impose a coalition government on the GRP, with powers divided between the GRP and NDFP, thus fragmenting the national sovereignty.

The main interest of the NDFP in the peace negotiations is to push the adoption and implementation of comprehensive agreements on social and economic reforms as well as on political and constitutional reforms to lay the ground for a just and lasting peace for the benefit of the Filipino people.

The NDFP expects that as a result of political and constitutional reforms and the realization of just and lasting peace under more democratic conditions the relative weights of political parties shall be decided by the outcome of elections in a republican system of government. The NDFP is not at all demanding that a priori it shall take half of the entire state or government through peace negotiations.

The formation of consultative councils on social and economic reforms and political and constitutional reforms and possibly an over-all consultative and advisory council or committee is intended to facilitate agreement and cooperation between the GRP and NDFP in the course of peace negotiations and in the implementation of the reforms agreed upon.

Instead of hurling ad hominem invectives against me and threatening to kill the peace negotiations several times more than his proclamation of termination, Duterte should direct his negotiating panel to talk with its NDFP counterpart and to obtain clarifications to which he must listen carefully and which he must ponder over and understand.

The peace negotiations between the GRP and NDFP can resume and proceed successfully if the negotiating panels are allowed to do their work and if this is not disrupted by rash statements to the public from any of the principals. The principals can use their respective panels to make complaints and demands to the other side.

The NDFP has remained open to the resumption of the peace negotiations, especially after Duterte declared publicly that he is not using the projected Con-Ass and Cha-Cha to perpetuate his power beyond 2022.

Lorenzana insists there are now 4,356 “NPA surrenderees”. If the “trend of massive surrenders,” as claimed by him, continues, there will be close to 10,000 “NPA surrenderees” by mid-year. So “Congratulations!” are in order for Lorenzana and Duterte, because by June, they would have defeated the NPA at least two times over (based on the AFP’s estimate of 3,700 members of the NPA at the start of 2018). Maybe he will permit us to ask: will the AFP still need to recruit a massive 15,000 new soldiers.

There are, of course, some members of the NPA who have surrendered. That is not being denied. It is the natural course of war. Yes there is Noel Legazpi, who once served as spokesperson of the NDFP in Far South Mindanao, but now speaks for Duterte.

The truth that Lorenzana is slurring over is that 99% of those he claim to be “NPA surrenderees” are, in fact, civilian barrio residents. His breakdown goes:

626 – NPA regulars or “Sangay sa Partido Lokal”
3,730 – Militia ng Bayan, Underground Mass Organizations members and mass supporters

Except for “NPA regulars”, the exact number of which Lorenzana does not specify, all the other categories largely pertain to unarmed civilians in barrios, but which Lorenzana conveniently pertain to as “members of the NPA.”

These thousands of barriofolk have not been charged in court nor has evidence been put forward against them. It is all based on AFP “intelligence,” where they suspect the barrio people to be supportive of the NPA. In most cases, they were just rounded up by soldiers, made to sign blank “attendance sheets” and then paraded.

We expect Lorenzana to come up with bigger and bigger numbers, especially after saying NPA mass support is “huge.” He can deceive the people all he wants. But he cannot do so at the expense of people’s rights. He and Duterte and the military and defense echelon will be made to account for these abuses.

I appreciate and welcome Senate President Aquilino Pimentel´s statement that he favors the resumption of the GRP-NDFP peace negotiations and that the petition to declare the CPP and NPA terrorist organizations can be withdrawn to clear the way for the resumption of the peace negotiations.

Pimentel´s statement is definitely encouraging to the NDFP and to all those interested in striving for just peace. It rides well on the earlier resolution of the Lower House, signed by 61 lawmakers, urging President Duterte to “listen to the clamor of the people” for a resumption of peace talks between the GRP and and the NDFP.

The cooperation of both houses of Congress is needed for the peace negotiations to resume and advance to a successful conclusion. The concurrence of Congress is needed for a presidential amnesty proclamation to release all political prisoners in compliance with the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) in exchange for a mutually effective ceasefire as the first step towards the end of hostilities.

The cooperation of Congress is also needed to pass the laws for enabling the realization and implementation of the policy agreements to be embodied in the comprehensive agreements on social and economic reforms, political and constitutional reforms and the end of hostilities and disposition of forces.

The NDFP is definitely willing to resume peace negotiations as soon as the GRP agrees and the Filipino people are certainly clamoring for this. But if President Duterte and his subordinates Lorenzana and dela Rosa are unwilling to negotiate peace, the revolutionary forces and people represented by the NDFP have no choice but to concentrate single-mindedly on fighting those who lust for their blood, death and humiliation.

Still the NDFP, the CPP and NPA will remain open to several possibilities such as that Duterte and his subordinates will change their minds and agree to negotiate peace or they are eventually replaced by a new administration of the GRP.

Duterte and his subordinates ought not to delay the resumption of peace negotiations by believing their own propaganda that they can destroy the revolutionary movement with sheer violence and deception or by harping on the line that the NDFP is insincere. The CPP will soon issue a statement on the 49th anniversary of the NPA to debunk comprehensively the claims of fake military victories and fake surrenders being made by the GRP, AFP and PNP.

As regards to sincerity, the NDFP has more and bigger complaints against the GRP, AFP and PNP for violations of human rights and international humanitarian during and outside ceasefire periods but the NDFP has properly submitted its complaints to the Joint Monitoring Committee under CARHRIHL so as not to disrupt the negotiation of substantive agreements. But Duterte has been the one ignoring the appropriate mechanisms for complaints, ranting publicly against the NDFP, CPP and NPA and repeatedly terminating the peace negotiations.

The best test of sincerity is to maintain sobriety and reasonableness in the peace process, comply with mutually approved agreements and concentrate on the negotiation and forging of agreements on social, economic and political reforms to lay the ground for a just and lasting peace for the benefit of the Filipino people.

THE ARMED Forces of the Philippines (AFP) will be on high alert against any attacks that may be perpetrated by the New People’s Army during the long holiday to mark the Catholic tradition of Lent.

Lt. Col. Emmanuel Garcia, the spokesperson of the Armed Forces of the Philippines (AFP), said they are awaiting the declaration of suspension of military operations (Somo) from the higher-ups.


“The AFP has yet to receive orders to suspend offensive military operations against the NPA,” Garcia said.

The military received word that the NPA leadership in some areas in Mindanao are open to a ceasefire but not until the AFP declares a Somo. Garcia said this could just be a ploy so they could buy time to recruit new members, reconstitute their forces and extort money.

The NPA anniversary falls on March 29, a Maundy Thursday. And he said that the anniversary of the Communist guerrilla group has always been marked by violent attacks against government forces.

“The CPP-NPA-NDF can show their sincerity by doing the right thing by stopping all forms of violent activities and atrocities against the people all year round,” he said.

He also said the declaration is suspicious as it was only announced by an alleged spokesman of a guerrilla covering less than a province; and was merely signed by someone from one of their regional organs.

“We call on our people to be wary of the pattern of deception of the communist NPA terrorists, to be proactive, and to be part of the conscious effort to deny them of the chance to regain strength,” he further said.

“Whatever the decision of the political leadership, the AFP will follow legally mandated orders,” he added.

AN ALLEGED team leader of the NPA surrendered to 36th Infantry Battalion at its headquarters in Sitio Upper Mambago, Barangay Dayo-an, Tago, Surigao del Sur on Sunday.

Capt. Francisco Garello Jr., the civil-military operations (CMO) officer of 36th IB, identified him to TIMES as alias Anghel, 20, squad 1 leader of the Sangay sa Platun Pangpropaganda 3 of the Guerrilla Front Committee 3, and resident of Barangay Bolhoon, San Miguel.

Garello said Angel surrendered to Lt. Colonel Xerxes A. Trinidad , commanding officer of the 36th IB, bringing along with him one M1 Garand rifle (defaced), one .38 revolver (defaced) and one homemade rifle.


He reportedly escaped the NPA in April 2017 and went into hiding.

He also told soldiers that he got tired of the movement and the promises of financial support and education were never fulfilled.

The surrender was facilitated by Datu Jomar Sabas Bucales, a tribal leader of the municipality of Lianga and Maj. Jerson B. Igloria of the 4th CMO Battalion.

“We call once again to the remaining CPP-NPA terrorist, to follow suit and choose a peaceful path,” Trinidad said.

Admitting a slight increase in strength of the New People’s Army in Negros, the Philippine Army, clarified that it was more of quantity than quality.

Capt. Ruel Llanes, 303rd Infantry Brigade spokesperson, yesterday said that the NPA managed to recruit new members, following the deployment of two Army battalions outside Negros.


The two Army battalions are composed of about 1,000 personnel.

Because of the re-alignment of forces, central and southern Negros had almost been abandoned, and this was taken advantage of by the Communist Party of the Philippines-NPA leadership by engaging in recruitment activities, Llanes said.

But the expansion of the NPA in central Negros was prevented, following an encounter in Mabinay, Negros Oriental, where six rebels were captured and this led to the recovery of four M-16 and M-4 assault high-powered firearms, he said.

Llanes added that the reports on the recruitment of low quality NPA members was bolstered during a recent encounter in Mabinay, where the six captured rebels immediately surrendered.

The NPA recruits are not full-fledged fighters, as they completed basic military training in a period of only one to two weeks, he claimed.

They were after quantity, rather than quality, Llanes said, apparently referring to the CPP-NPA.

Asked if the NPA had been successful in their recruitment of new members, Llanes said he is not inclined to believe it, because the terrorist group managed to do it due to the lack of troopers assigned in central Negros.

Both the Philippine Army and National Police in Negros Occidental have been on a defensive mode since last month, in line with the 49th founding anniversary of the NPA on March 29.

Llanes said the newly-arrived 15th Infantry Battalion will be assigned in southern Negros, while the 62nd and 79th Infantry Battalions are taking charge of central and southern Negros, respectively.

Senior Supt. Rodolfo Castil, provincial police director of Negros Occidental, said yesterday that police stations are now being augmented by the Philippine Army, in responding to distress calls.

In previous months, the police had been warned about responding to incidents, following the ambush-slay of six policemen in Guihulngan City, Negros Oriental, as well as that of Cauayan policemen in Negros Occidental, who were responding to reported incidents.

Llanes said the series of killings of civilians in Himamaylan City, Negros Occidental, and Guihulngan City, Negros Oriental, is part of the NPA anniversary celebration.

Because of their failure to hit police stations and military outposts, he said, the NPA is resorting to the killing of civilians.

The government will provide assistance to Abu Sayyaf members who have returned to the fold of the law, Deputy Peace Adviser Nabil Tan said on Tuesday, March 27.

Tan said in a news briefing that President Rodrigo Duterte himself ordered the inclusion of Abu Sayyaf surrenderers in the government's assistance program.

“There is now an issued presidential directive to assist – to include the Abu Sayyaf, not only the NPA (New People’s Army) rebels, in the government’s assistance [program],” he said in a news conference that highlighted the government's progress in its 4-year-old peace agreement with the Moro Islamic Liberation Front (MILF).
 
At the inspection of firearms handed over by Abu Sayyaf surrenderers to the military in Patikul, Sulu, on Monday, March 26, Duterte said he was there to know if the surrenderers were getting the same treatment as rebel returnees from the NPA, the armed wing of the Communist Party of the Philippines.

He said once members of the NPA surrender to the government, "there is somebody presiding over the ceremony that will take care of them," give them shelter, and help them learn the trade they want to pursue to earn a living.

The President said on Monday he even brought Secretary Guiling Mamondiong of the Technical Educational Skills and Development Authority (TESDA) with him in Sulu, just in case any of the Abu Sayyaf surrenderers wanted to learn a skill.

In the past few years, the President had mentioned he was willing to talk peace with the terrorists, though in other instances, he shut the door to any negotiations with them and threatened to eat them "alive with salt and vinegar."

Tan said the Abu Sayyaf surrenderers would be subject to the same conditions given to NPA rebel returnees.

“They should be given conditions to do it. The reason for their joining is marginalization; it’s a symptom. It’s not the main sickness,” he added.

Tan added that Abu Sayyad surrenderers accused of crimes would still be subjected to charges and would have to prove their innocence in court.

Legendary police intelligence officer Rodolfo "Boogie" Mendoza Jr, one of the Philippines' best spies against communist guerrillas who also helped uncover the first international terrorist network here, died of a heart attack on Wednesday, March 28, in his home province of Pangasinan, friends and former colleagues in the Philippine National Police (PNP) said.

He was 64. Mendoza died on the eve of the founding anniversary of the communist New People's Army, the rebel army that he fought in his entire career as an intelligence officer.

PNP spokesperson Chief Superintendent John Bulalacao confirmed Mendoza's death to Rappler on Wednesday.

Mendoza is regarded by many as the father of counter-terrorism investigation in the Philippines as he took part in a key intelligence work that foiled a terrorist plot to kill Pope John Paul II during his visit to Manila in 1995. The Bojinka plot of 1995, which also involved blowing up airplanes, turned out to be the test run for foreign terrorists later involved in the 9/11 attacks.

Mendoza was also instrumental in the discovery and study of the Rajah Sulaiman Movement, which was linked to Southeast Asia terror organization Jemaah Islamiah.

Before retiring as a police chief superintendent, he was assigned to the PNP Intelligence Group and headed the provincial police of Zambales.

He was a member of the Philippine Military Academy (PMA) Class of 1978.

Spy vs NPA

More than his counter-terrorism operations, however, Mendoza is best remembered for his methodical sleuthing against the NPA.

Retired army colonel Abe Purugganan, Mendoza’s PMA classmate, was among those who paid tribute to Mendoza on their social media accounts.

“He is a patriot and a hero. He is one of the best spies or intelligence officers, if not the best I have ever known who was instrumental in numerous successful operations against the enemies of our nation. He was a notorious and expert operator. He knows the CPP/NPA/NDF like the palm of his hands.” Purugganan said in a Facebook post on Wednesday.

“He was a mentor to many intelligence officers who up to day occupy sensitive positions in the PNP. Mabuhay ka Boogie! You have done so much for this country. A snappy salute to you,” he added.

The Philippine military on Tuesday expressed apprehension over the suspension by the New People’s Army of attacks against military targets over the holy week and security officials branded the action as a “desperate attempt” by rebels to gain moral ground.

The order to suspend rebel attacks coincided with celebration of the NPA’s 50th anniversary, but a military spokesman Lieutenant Colonel Emmanuel Garcia said the unusual declaration by the NPA is another ploy to deceive security forces, the Duterte government, and especially the people “so that the government will be forced to declare SOMO in order for them to reconstitute forces, recruit new members, extort money, and rest from the unceasing focused military operation of the Armed Forces of the Philippines (AFP).”

“This is a desperate attempt of the NPA to gain the moral high-ground by seizing the opportunity to paint religiosity in their organization while the basic principle of Communism by which their fake revolution is anchored, does not believe in God and reject religion. The NPA anniversary which is usually marked by violent attacks against government forces and atrocities against the people incidentally falls within the holy week this year,” Garcia said.


He said the NPA truce is suspicious.Whatever the decision of the political leadership, the AFP will follow legally mandated orders. Rest assured that our troops will continue to monitor and conduct appropriate security measures to protect the people and vulnerable communities,” Garcia said.

The 6th Infantry Division also said that at least 81 NPA supporters from the Dulangan Manobo tribe surrendered to the military in Sultan Kudarat province. “The effort of the military to convince our brothers and sisters to turn their backs from the terrorist group is clear manifestation we should promote peace,” said Major General Arnel dela Vega. “History has taught us that no issues can be resolved by any form of armed struggle but rather win the peace than go to war.”

Dela Vega said the tribesmen had supported the rebels for 2 years until their surrender following a combined focused military operation and government reintegration efforts. The rebels have been fighting for decades now in an effort to put up a separate state in the country.

The Autonomous Region in Muslim Mindanao (ARMM) reintegration program for Abu Sayyaf group (ASG) members received a positive message of support from Defense Secretary Delfin Lorenzana.

Lorenzana said the ARMM's reintegration program will be supported by the national government. The statement came after the program delivered positive results from its initial interventions.

He, along with Alexander Macario, Assistant zsecretary for Peace and Order of the Department of the Interior and Local Government (DILG), attended the ARMM’s Regional Peace and Order Council meeting recently at the Western Mindanao Command in Zamboanga City.

The reintegration program dubbed Program Against Violence and Extremism (PAVE), was initiated by ARMM Governor Mujiv Hataman’s office. PAVE is designed to provide opportunities to members of the ASG who surrendered and returned to the fold of law for reintegration in society. The program is expected to result in more ASG members surrendering in the coming months.


A total of 173 former Abu Sayyaf members from the provinces of Basilan, Sulu and Tawi-Tawi have recently surrendered to the Armed Forces of the Philippines (AFP), or to their local government units (LGUs).

 John Louie Balagot, Cabinet Secretary of the ARMM Governor’s Office and current PAVE manager, said the ASG members must also give up their firearms upon surrendering.

Balagot said a series of interventions were piloted involving the 89 returnees from Basilan since July 2017. The interventions include psychosocial sessions, medical check-ups, introduction to farming systems, and expository tours outside the island provinces, which are designed to usher the complete reformation of the former combatants into decent and productive members of society.

 The returnees will also be provided with farm implements as livelihood support and housing from the ARMM-Bangsamoro Regional Inclusive Development with Growth and Equity Program. “After hearing Secretary Lorenzana’s support, we will be able to expand and enhance our program to deliver more services to the returnees,” Balagot said.

Assistant Secretary Macario said the national government, through the DILG, is also making a reformation program dedicated to the ASG. “We commend the regional government for the initiatives it has taken to stabilize peace and order in ARMM,” Macario said.

In the coming months, the returnees from Sulu and Tawi-Tawi will undergo interventions similar to those in Basilan. In Sulu, there were 61 returnees, and 23 in Tawi-Tawi. PAVE has been running in cooperation with LGUs in Basilan, AFP Joint Task Force, Basilan provincial government, Basilan Young Leaders Program, Nagdilaab Foundation, Inc., and Eisenhower Fellows Association of the Philippines.

A notorious Abu Sayyaf leader, who was reported by Malaysia to have been slain in a clash with security forces in Sabah, turned out to be alive and has surrendered to authorities in the southern Philippine province of Basilan, various sources said on Wednesday.

Nurhassan Jamiri, who is linked to terror attacks and ransom kidnappings in southern Philippines, was taken to the military’s Western Mindanao Command in Zamboanga City where he would undergo interrogation.

Military officials did not give any statement on Jamiri’s surrender, but Governor Mujiv Hataman of the Muslim autonomous region in Mindanao, has confirmed the report. “Western Mindanao Command na ang bahala diyan,” he told the regional newspaper Mindanao Examiner.


The Eastern Sabah Security Command said Jamiri, who is on top of the Philippines’ most wanted terrorist list, was killed along with 2 other militants at a plantation in Tawau town in Sabah on February 27.

Datuk Hazani Ghazali, chief of the Eastern Sabah Security Command, said the trio had opened fire at pursuing policemen inside the plantation, about a kilometer from the main Kalabakan-Keningau Road, in a four-minute shootout.

Hazani said Jamiri’s group is suspected to be linked to a cross-border terrorist network that might be planning an attack on Sabah. He said they could also be linked to 10 people arrested recently by the Bukit Aman anti-terrorism unit for planning to carry out attacks in the eastern state.

He said Tawau district police chief Assistant Commander Fadil Marcus had also noted that the trio seemed to operate in a tactical manner before they were shot dead. A report March 1by the Malaysian newspaper, The Star, quoting regional intelligence sources, said Jamiri was armed with a high-powered rifle when gunned down by the police in a firefight.

Jamiri, a native of Basilan, one of 5 provinces in the Muslim autonomous region, was also implicated in dozens of ransom kidnappings, including Australian international adventurer Warren Rodwell in 2011 in Ipil town in Zamboanga Sibugay province.

Many Abu Sayyaf militants had surrendered to the authorities in Basilan, Sulu and Tawi-Tawi in the past 2 years and Hataman said more are expected to yield because of the regional government’s reintegration program for the Abu Sayyaf group.

“Marami na ang mga sumuko at mas marami pa ang gustong lumabas at magbagong buhay dahil sa rehabilitation and reformation program natin basta cleared na sila sa government,” Hataman said. “Basta gawa lang tayo ng magandang mga proyekto at nutasan lang natin ng magandang mga daan ang mga kabundukan ay sigurado ako na susuko rin ang lahat ng mga yan kasi randam na rin nila lahat ang pagbabago na ginawa natin.”

The fall of two top New Peoples’ Army (NPA) leaders in a matter of month coupled with the rising number of rebels coming down to heed the state call to return to the fold of the law has led the top AFP official in Caraga region to say that the Community Support Program (CSP) here has continued to yield good results.

Brigadier General Franco Nemesio Gacal, commander of the 402nd Infantry (Stingers) Brigade of the Philippine Army (PA), whose area of responsibility (AOR) covers the provinces of Agusan del Norte, Surigao del Norte, Dinagat Islands and the northern part of Surigao del Sur, said that a quantum leap in achievement had been noted since CSP was launched early this year.


CSP, an army-initiated endeavor, was simply defined by Gacal as a “convergence program” which had been “hitting rebels hard” thus the favorable chain of events. He added that the presence of government had already started to be felt in insurgency-affected communities now keeping these areas become useful ones.

Among the telltale signs noticed that the half-century old insurgency problem had begun to dwindle in strength was the fall of both Leonida Padilla Guao and Pablo Campos aka “Batik” or “Ponsoy” in February, the Caraga army general bared.

Army reports tagged Guao, 64, as head of the Finance and Education Bureau of the Northeastern Mindanao Regional Committee (NMRC) of the Communist Party of the Philippines (CPP) while Campos, 43, as front secretary and political officer of Guerilla Front Committee (GFC) 21A.

BGen. Gacal indicated that the capture of both rebel leaders would lead to more triumphs.

On March 3, an NPA couple identified as Aladin and Luzviminda Apolinaria were reportedly nabbed by joint police and army operatives in Kitcharao, Agusan del Norte for violation of R.A. 10364 or the Expanded Anti-Trafficking in Persons Act of 2012 as well as R.A. 7610 or Anti-Child Abuse Law.

Allegedly, the couple were involved in recruiting child warriors to join the NPA ranks.

Col. Andres Centino, brigade commander of the 401st Infantry (Unity) Brigade of the Philippine Army (PA), bared that the Community Support Program (CSP) they launched during the late part of February this year would last for a couple of months.

Purposely done for “immersion and interaction,” the brigade chief based in Prosperidad, Agusan del Sur disclosed that their presence would “only be in areas with security issues.”

So far, Col. Centino reported that CSP had started to gain ground, confident that this would not get in the way of the normal lives in the communities of Indigenous Peoples (IPs). The area of responsibility (AOR) of the said brigade covers the province of Agusan del Sur and the southern part of Surigao del Sur.


However, he stressed that the brigade would always need the backings of stakeholders.

When asked to comment on whether CSP could be taken as reason by NPA rebels to egg on the IPs to again move out for the “taktikang bakwit,” Col. Centino thought otherwise.

The army-initiated endeavor aims “to transform insurgency-affected areas into thriving and sustainable ones by integrating programs that promote economic growth and address the fundamental issues affecting lasting peace and security,” it was learned.

During the CSP send-off ceremony, the good army colonel was glad to note that local government officials and stakeholders were present to cheer on.

The actuarial study for a proposed military pension that will be handled by the Government Service Insurance System (GSIS) has been completed but its results are still being assessed by the Bureau of the Treasury (BTr).

The Department of Budget and Management (DBM) tapped the GSIS for the study and Budget Secretary Benjamin Diokno said the pension fund submitted the results of their study last February.

Asked when he would announce the findings for the proposed military pension, Diokno said “after the Holy Week”.

The proposed pension fund will be separate from the fund for non-uniformed government personnel.

Initial cost for the pension fund was pegged at about PHP7 trillion to PHP9 trillion but Diokno said he is considering one that is “slightly less”, citing also the need for active members to contribute to the pension fund to ensure its sustainability.

The pension system will be funded by the proceeds of the sale of some military assets.


Diokno said the government will infuse capital for the pension fund based on initial discussions with GSIS because “we have to take a long-term view”.

“It is our plan to finish the problem and find a solution before the end of the year,” he added.

The DBM is considering three types of pensioners under this system -- existing pensioners who receive pensions that are indexed to the salary of incumbent personnel, those who are in active service who will be asked to pay a contribution to make the system sustainable but will receive the benefits of the old system, and new entrants who will be covered by a new set of pension rules that has yet to be developed.

Diokno said there is a need to set up a formal pension system for uniformed personnel because the military’s pension is currently shouldered by the taxpayers.

He said this issue has been swept under the rug for years, that is why “it has not gone to such magnitude that we really need to address it”.

The Philippine Army in Eastern Visayas is on full alert for the 49th anniversary of the New People’s Army on March 29.

The date falls on Maundy Thursday when many pilgrims are expected to flock to churches and pilgrimage sites in the region.

“The Army will remain steadfast in its campaign in protecting the populace from terrorists and other threat group’s criminal activities, and secure churches, places of religious worship, resorts, economic centers, seat of government instrumentalities, and other vital installations to ensure the peaceful observance of the Lenten season,” said Philippine Army 8th Infantry Division Commander Maj. Gen. Raul Farnacio, in a statement issued Monday. He said security measures in camps and detachments were heightened.

The top military official in the region issued the statement after soldiers encountered five NPA fighters in the upland Cansangaya village in Can-avid, Eastern Samar before noon on Sunday.

The army acted in on the information of residents that communist rebels were conducting extortion activities in their community.

No one on either side was hurt during the five-minute firefight, but soldiers recovered a rifle and a bandolier with four clips of magazine with ammunition as rebels fled to the forest.

The NPA is the armed wing of the Communist Party of the Philippines formed and founded by Bernabe Buscayno and Lucio Manlapaz on March 29, 1969.

In Eastern Visayas, the Philippine Army disclosed that three cities and 24 towns in the region have confirmed NPA activities. There are 404 active NPA members in the region equipped with 576 firearms in the region’s four provinces, the military said.

Armed civilians in three towns of Maguindanao have separately surrendered Monday over 100 loose firearms under the government’s Balik Baril program, a military official said.

Capt. John Arvin Encinas, the Army’s 6th Infantry Division (ID) spokesman, said 45 firearms were surrendered in Datu Montawal town, 35 in Pagalungan, and 25 in Mamasapano, respectively.


“This is a clear indication that the Maguindanao people trust much the government and its peace and development programs,” Encinas said.

During the turnover rites of firearms in Pagalungan town, Mayor Salik Mamasabulod lauded his constituents for their voluntary surrender of the firearms, even as he urged others to do the same.

“We know that civilians are not allowed to carry firearms without necessary documents and reason as only authorities are allowed to do so. Better surrender your loose firearms than be caught later,” Mamasabulod told constituents during the Balik Baril ceremony held at the town gymnasium Monday.

Earlier, other towns in Maguindanao have yielded 181 firearms under the same program, bringing to 286 the total number of firearms relinquished so far to the government.

Meanwhile, in another development, Encinas said 81 members of the communist New People’s Army - Underground Mass Organization (NPA-Ugmo) from the Dulangan Manobo tribe in Sultan Kudarat province yielded before the military on March 24.

The Ugmo members, coming from the different sitios of Barangay Kabulangan, Bagumbayan, Sultan Kudarat, had sworn allegiance to the government as the result of the Army’s inter-agency peace dialogue--co-organized by the Army’s 33rd Infantry Battalion (IB) and local government of Bagumbayan.

Only recently, NPA recruits in the Lumad communities of Sitios Blukon, Striker, and Buhangan in Barangay Sto. Nino of same town had also surrendered to the military.

“As of today, the 33rd IB facilitated the surrender of 153 members of the NPA Guerilla Front 73 since May 2017 while a total of 331 members of the communist underground mass organization had withdrawn support from the NPA terror group,” Encinas said.


For his part, Maj. Gen. Arnel dela Vega, Army’s 6ID commander, has lauded the 33rd IB and other military units under his command for their efforts to convince the misled Lumads to turn their backs from the terrorist group and return to the mainstream society.

“History has taught us that no issues can be resolved by any form of armed struggle but rather win the peace than go to war,” Dela Vega said.

President Rodrigo Duterte has promised to provide a better life to former members of the Abu Sayyaf Group (ASG) who surrendered in batches to the government since last year.

Duterte made the promised when the Joint Task Force Sulu (JTFS) presented to him the 76 ASG surrenderers during his visit on Monday (March 26) to Jolo, Sulu.

The President said they will be given houses and provided with livelihood trainings to enable them to sustain their families while living a peaceful life.


“I am pleading for peace. Wala na akong ibang hangarin,” the President told the audience at the gymnasium.

He also appealed to stop their inhumane acts on the hostages, noting that the ASG members have previously killed by beheading some of the kidnap victims.

The ASG are still holding captives 10 people consisting of three Indonesians, one Vietnamese, one Dutch and five Filipinos.

Secretary Lorenzana said the program deserves the national government’s support as it has delivered positive results from its initial interventions.

A member of the New People’s Army (NPA) was killed in a clash between government troops and rebels in Maslog, Eastern Samar on Tuesday -- two days before the 49th anniversary of the armed wing of the Communist Party of the Philippines (CPP).

In a press statement sent Tuesday night, the Philippine Army’s 8th Infantry Division confirmed the death of the rebel fighter in the remote village of San Roque in Maslog town, 194 kilometers northeast of Tacloban.

The 30-minute firefight also led to the recovery of one M-16A1 rifle, one AK-47 rifle, one hand grenade, two landmines, 11 jungle hammock backpacks, 12 poncho tents, one cellular phone, and documents with high intelligence value.


The encounter started when 12 NPA fighters fired upon patrolling soldiers of the 14th Infantry Battalion, who acted on the report of sightings of armed rebels in an upland portion of the village.

“(There was) no reported casualty on the government side while one dead body of the enemy was recovered at the encounter site,” said Capt. Francis Agno, spokesperson of the Army’s 8th Infantry Division based in Catbalogan City in Samar.

The clash happened two days before the NPA anniversary on Thursday, during which, rebels are expected to launch attacks against government troops. Bernabe Buscayno and Lucio Manlapaz founded the NPA on March 29, 1969.

“These CPP-NPA terrorists are taking advantage of the shadow of fear and weakness of the community from their threat, we will not put our (guards) down in securing the safety and protection of community,” said Maj. Gen. Raul Farnacio, commander of the 8th Infantry Division.

Farnacio said the unrelenting campaign of the army in the region is aimed at deterring the criminal activities of insurgents in far-flung communities during the observance of the Lenten Season.

From the Philippine News Agency (Mar 28): Another Maguindanao town yields high-powered arms to Army

The town of Shariff Aguak in Maguindanao province responded to the Army’s appeal for help to convince civilians to surrender their loose firearms by turning over 13 high-powered guns on Tuesday.

Shariff Aguak Mayor Marop Ampatuan presented the firearms to Col. Ralph Raul Sespeñe, deputy 601st Brigade commander, following a Municipal Peace and Order Council (MPOC) meeting.

Ampatuan said the guns were collected from civilians in 13 villages, including Tukanalipao, where the bloody misencounter occurred between Moro Islamic Liberation Front (MILF) elements and the elite Special Action Force (SAF) unit, in what is now known as the “Mamasapano tragedy”.


Ampatuan could not say if some of the guns turned in by the civilians were used in the Jan. 25, 2015 police operation to get Malaysian terror bomber Zulkifli Abdhir alias “Marwan” that left 44 SAF members and 17 others killed.

The SAF operatives shot dead Marwan during the operation after putting up a fight, and were on their way out when engaged by Moro rebels.

Ampatuan said it was for the Army to determine through ballistic examination whether some of the guns were used in the ill-fated incident.

The government is currently maintaining a comprehensive peace overture with the MILF organization.

On Monday, Mamasapano Mayor Tahirodin Benzar Ampatuan handed over 25 assorted firearms to Lt. Col. Edgar Catu, commander of the Army’s 40th Infantry Battalion commander.

On the same day, Pagalungan Mayor Salik Mamasabulod surrendered 45 high-powered guns that included machine guns and mortars, while Datu Montawal Mayor Vicman Montawal handed over 30 firearms to Col. Alfredo V. Rosario, commander of the 601st Infantry Brigade.


The four mayors said they support the call of President Rodrigo R. Duterte to cleanse Mindanao of loose guns to help bring about peace on the island.

Captain John Arvin Encinas, Army’s 6th Infantry Division (ID) spokesman, said among the war materiel turned over by the town mayors were 60-mm. mortars, homemade rocket-propelled grenade launchers, rocket-propelled grenade tubes, M-16 rifles, M-14 rifles, homemade caliber .50 Barrett, homemade caliber .30 Barrett M1 Garand rifles, 5.56-mm. Ultimax machine guns, M1 carbines, homemade 40-mm. grenade launchers, KG-9 rifles, homemade M79 rifles, homemade Baby Thompson, caliber .30 Springfield Bolt Action, and caliber .45 pistols.

Maguindanao Gov. Esmael Mangudadatu said the surrender of guns was part of the “Balik Baril” program initiated by the local government in support of the government’s campaign against the proliferation of loose firearms.

Major Gen. Arnel B. dela Vega, 6ID commander, lauded the town mayors for heeding the Army’s call but called on the local executives to gather more guns still in the hands of unauthorized individuals.

Since Jan. 1, a total of 287 has been turned over to the military in Maguindanao.

Police have launched a deeper investigation into the daring killing on Tuesday afternoon of a police officer in Tupi town in South Cotabato.

Senior Supt. Nestor Salcedo, South Cotabato police director, said Wednesday Senior Police Officer 4 Benedicto Gonzaga was on his way home to nearby Polomolok town aboard his motorcycle at around 2:15 p.m. when ambushed by unidentified motorcycle-riding gunmen.


He said the victim just came from duty at the Tupi municipal police station when the incident happened at a portion of the national highway in Purok Sta. Lucia, Barangay Poblacion.

The 54 year-old Gonzaga was hit on the head and neck and, was declared dead upon arrival at the Roel I. Senador Memorial Hospital, he said.

Citing accounts from witnesses, the police official said two suspects aboard a blue Skygo motorcycle were seen trailing the victim and later overtook Gonzaga upon reaching Purok Sta. Lucia and shot him several times.

Salcedo said he ordered their investigators to look into all possible angles and focus on the immediate identification of the suspects.

"He is a big loss to us. We will do everything to bring all those responsible to justice," the police official said.

Chief Insp. Bernie Faldas, Tupi police chief, said Gonzaga decided to go home to change his uniform as required for a scheduled pictorial.

He said the victim was already processing his retirement from service.

Gonzaga, who was team leader of the patrol team, was not armed during the attack as he turned over his service firearm to colleague before he left the station, he said.

Faldas said they are currently gathering testimonies from witnesses and other information to determine the possible motive and identity of the suspects.

He said the victim had not confided any threat on his life prior to the incident.

"We we're shocked and surprised because he was a good person and had no known enemies," he said.

Tupi Mayor Reynaldo Tamayo Jr. condemned the incident and directed police investigators to exert all efforts to resolve the case the soonest possible time.

Armed Forces of the Philippines (AFP) spokesperson Brig. Gen. Bienvenido Datuin has called on to the remaining New People's Army (NPA) members to surrender and rejoin society, as the rebel group celebrates its 49th founding anniversary on Thursday (March 29).

"We call on all NPA remnants to choose the path of peace and join those who have decided to go back to mainstream society. There is no greater fulfillment than to live in peace with your families and loved ones in a conflict-free community," he said.

The AFP earlier reported that a total of 4,356 regular NPA members and their supporters have surrendered to government forces starting January 1 up to March 15 this year.

"The figure is composed of 626 NPA regulars and Sangay sa Partido Lokal (SPL) or local party members and 3,730 Militia ng Bayan (MB), Underground Mass Organization (UGMO) members and mass supporters. Majority of surrenders happened in eastern Mindanao particularly in the regions of Davao and CARAGA totaling 97 percent or 4,194," the AFP said.

The massive rebel surrenders were triggered by the supposed corruption of NPA leaders and unfulfilled promises to the ranks.

Moro Islamic Liberation Front (MILF) chairman Al Haj Murad Ebrahim believes that the Bangsamoro Basic Law (BBL) has its huge chance of passage under the term of President Rodrigo R. Duterte.

Presidential Adviser on the Peace Process Secretary Jesus Dureza on Wednesday said Murad made this remark during Duterte’s meeting with leaders of the MILF, the Bangsamoro Transition Commission (BTC) and the government peace panel in Davao City on Tuesday.


“If this does not get done during the presidency of President Duterte, we seriously doubt if we can do it at all, in the future. President Duterte is now our only and last card,” Dureza quoted Murad.

Dureza also pointed out that Murad said the MILF “never doubted the sincerity of President Duterte in his commitments”.

In the same meeting, Dureza said that Duterte reiterated his commitment to pass BBL to solve the root causes of the Moro rebellion and to address the historical injustice suffered by the Bangsamoro.

Dureza pointed out that Duterte said he would push both chambers of Congress to pass the BBL and would even go to the extent of exercising executive action if Congress fails to pass the measure.

“The President said he would assist even to the extent of relaying to both chambers of Congress his determination to help push for the passage of the BBL that is compliant with the Comprehensive Agreement of the Bangsamoro and as close as possible to the new draft law submitted by the Bangsamoro Transition Commission,” Dureza said.

“In the event this does not take place in Congress, he said he would go to the extent of even exercising his residual powers thru administrative directives to fulfill this commitment,” he added.

Dureza added that Duterte assured the “inclusive” character of the new BBL where all tribes and sectors, including non-Muslims, will benefit when it is finally entrenched.

He said that former President and now Pampanga Rep. Gloria Macapagal-Arroyo had also committed to support the BTC-drafted version authored by House of Speaker Pantaleon Alvarez.

The peace adviser, meanwhile, said that Senate Sub-Committee on the BBL Chairman Senator Miguel Zubiri assured that the Senate, for its part, would act on the bill before Congress adjourns “sine die” on May 15 this year.

Present during Tuesday's meeting include Dureza, Murad, BTC Chair Ghadzali Jaafar and MILF Peace Panel Chair Mohagher Iqbal.

Presidential Legislative Liaison Office Secretary Adelino Sitoy and Special Assistant to the President Christopher Lawrence “Bong” Go also joined the President.

Dureza said this meeting is part of the previously agreed arrangement that there will be periodic and regular meeting of both sides, as efforts for the eventual passage of the BBL are underway in both the House of Representatives and the Senate.

The BBL seeks to establish a new Bangsamoro political entity with more autonomy.

The House of Representatives has approved on second reading a measure declaring Feb. 4 of every year as a special working holiday in commemoration of the Philippine-American War Memorial Day.

Through voice voting, the Lower Chamber passed House Bill 7260, which seeks to declare Feb. 4 as the "Philippine-American War Memorial Day” to commemorate the patriotism, bravery and self-sacrifice of Filipino heroes during the Philippine-American war.


The Department of Education (DepEd) and the Commission on Higher Education (CHED) shall be mandated to ensure that appropriate activities are held in schools at all levels to commemorate the "Philippine-American War Memorial Day".

The National Historical Commission of the Philippines shall provide DepEd, CHED, and the general public with the necessary information to ensure a meaningful commemoration of the event.

ACT Teachers Rep. Antonio Tinio, principal author of the bill, said the Philippine-American war showcased "Filipino solidarity and the resolute refusal to submit to imperial aggression".

He noted that more than a million Filipinos lost their lives as a result of the war that broke out on Feb. 4, 1899.

“The struggle waged by Filipinos to defend the freedom newly-won from Spain and uphold the First Republic of the Philippines against the occupation forces of the US has been described as one of the most heroic struggles ever waged in modern times; a struggle waged against implacable odds and at terrible cost,” Tinio said.

The partylist lawmaker said the proposed declaration obligates every Filipino citizen to pay back the debt of gratitude for the sacrifices and bravery of the country’s ancestors in "resisting and fighting the invading forces" and "giving up their lives defending the ideals of a truly independent nation."

The Philippine Navy (PN) said it has enough personnel to operate and maintain the five Beechcraft King Air TC-90 aircraft donated by the Japanese government.

Navy Spokesperson Lued Lincuna said six Navy pilots and maintenance officers have completed the maintenance training in Sendai and Tokushima, Japan prior to the turn-over of the aircraft last March 26.

He said the Japan-trained personnel will serve as instructors of all Navy personnel assigned to fly and maintain the TC-90s.


PN flag-officer-in-command Rear Admiral Robert Empedrad said all projected pilots and flight crew of the TC-90s have undergone extensive training on operations, safety and other critical features of the aircraft in Japan.

"In addition, the Government of Japan has also committed to provide support in terms of spare parts and capacity building field of aircraft maintenance," Empedrad said.

The TC-90, which is part of the Beechcraft King Air aircraft family, was offered by Japan shortly after the agreement on the transfer of defense equipment and technology was finalized last February 29, 2016.

The first two TC-90s were delivered to the Philippines on March 27, 2017 while the last three were handed over to the PN last Monday, March 26.

The aircraft has a range of over 1,000 nautical miles and a cruising speed of 226 knots and capable of carrying eight passengers along with the pilots.

The Navy is operating around six Norman Britten "Islander" patrol aircraft, five AgustaWestland combat utility helicopters and one Robinson R-22 training helicopter.

New parameters must be established when conducting peace talks with the rebel group New People's Army (NPA) to ensure its success, Defense Secretary Delfin Lorenzana said Tuesday.

Lorenzana made the statement after 61 members of the House of Representatives signed a petition urging President Rodrigo R. Duterte to resume peace negotiations with the rebels.


Lorenzana said new parameters are needed to ensure that the process will have better results. "Siguro baguhin natin ang parameters. We cannot repeat what we have been doing and expect a better result this time because, believe me, it will result in the same -- failure. Past experiences are our best guide," Lorenzana said.

At the moment, Lorenzana said he sees little need for peace talks as the number of NPA members and their supporters who surrender has been growing.

Earlier, the Armed Forces of the Philippines (AFP) reported that 4,356 NPA regular members and their supporters have surrendered to government forces nationwide starting Jan. 1 up to March 15 this year.

The AFP said surrenderers include 626 NPA regulars and Sangay sa Partido Lokal or local party members and 3,730 Militia ng Bayan, Underground Mass Organization members and mass supporters.

Majority of surrenders happened in eastern Mindanao, particularly in the regions of Davao and Caraga, totaling 97 percent or 4,194 individuals, the AFP added.

Duterte terminated the peace talks through Proclamation No. 360 on Nov. 23, 2017.

In December last year, Duterte issued Proclamation No. 374, declaring the Communist Party of the Philippines-NPA (CPP-NPA) as a terrorist organization.

President Rodrigo R. Duterte on Tuesday met with leaders of the Moro Islamic Liberation Front (MILF), Bangsamoro Transition Commission (BTC) and government peace panel in Davao City.

The meeting took place a day after Duterte visited Sulu and urged the people there to scrutinize the proposed Bangsamoro Basic Law (BBL) which is still pending in Congress.

Present during Tuesday's meeting include MILF Chairman Al-Hajj Murad Ebrahim, BTC Chair Ghadzali Jaafar and MILF Peace Panel Chair Mohagher Iqbal.

Presidential Adviser on the Peace Process Jesus Dureza, Presidential Legislative Liaison Office Secretary Adelino Sitoy and Special Assistant to the President Christopher Lawrence Go also joined the President.


Like the President, the MILF leaders have also been calling for BBL passage first before the ratification of the new Constitution.

During his visit in Patikul, Sulu, Duterte appealed for unity, saying a lot of tribes in Mindanao should be considered in crafting the BBL.

He expressed doubts whether people would accept BBL considering the differences of many Muslim groups in Mindanao.

Duterte said he decided to talk to people of Sulu because he wanted to see the BBL finished within this year.

"I have to fathom it. That’s why I need to talk to you and I want to finish it this year. I want to have a result of this by the end of the year," he said.

In the Senate, subcommittee on BBL chairman Juan Miguel Zubiri endorsed for plenary debates on March 1 its BBL version that is “96-percent BTC.”

Zubiri eyes the submission of the approved bicameral version of the BBL before Duterte’s state-of-the-nation address in July.

On the other hand, the House of Representatives is still consolidating four bills seeking to provide for the BBL and abolish the Autonomous Region in Muslim Mindanao.

Both the Senate and the House of Representatives have conducted BBL hearings and consultations in Mindanao.
